Before the first light of the day strikes the pinnacle of Mt Machapuchre after a night of rain, John Philip Cross is already up and about on a morning walk around his home with his Japanese Spitz, Luka. Once a British Gurkha officer who led Nepal’s soldiers to battle in many wars, after retirement Cross decided to spend the rest of his life in Pokhara, where many of the fighters he commanded were from. He has outlived most of them.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250623040632_cf25d26dadebb0ae67b9af1fa23a9f97db37254a7523d8fa128909d3db1f42f9.jpg" data-media-id="editor_0" data-image-id="20250623040632_cf25d26dadebb0ae67b9af1fa23a9f97db37254a7523d8fa128909d3db1f42f9" data-rendition-name="original" width="417" height="593" loading="lazy" alt="JP Cross NT"> </figure>  As he prepares to celebrate his 100th birthday on 21 June, he is still sprightly and with a strong memory. Cross keeps meticulous count of how long he has been in Nepal, and rattles it off: “80 years, 6 months, and 3 days.” Born in 1925, Cross served in the British Army during World War II with the Brigade of Gurkhas on the Burma front, during the Malaya Emergency, and the Indonesian Konfrontasi in Borneo where he was captured and nearly executed. He retired from the military in 1982, and settled down in Pokhara.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250621030640_83e040a0f0dca92c4c453d20a66fd6cfa374c0399ead7d8a99ed651608b3c92d.jpg" data-media-id="editor_1" data-image-id="20250621030640_83e040a0f0dca92c4c453d20a66fd6cfa374c0399ead7d8a99ed651608b3c92d" data-rendition-name="original" width="1000" height="1777" loading="lazy" alt="Pokkara's Century Man NT"> </figure>  Cross is now a Nepali citizen, but it was not easy and took him “32 years, 6 months, and 2 days”. But that was just a piece of paper. Cross Sa’b was already Nepali in mind, body and soul.&nbsp; The Colonel has travelled across the mountains and Tarai, and has written 21 books about the wars he witnessed, his linguistic research in Nepal and other things Nepali. &nbsp;He speaks at least 13 languages including Nepali, Tamang, Gurung and Magar.&nbsp; What are the secrets to his longevity? Till before the Covid pandemic, Cross used to walk 20km each day. (“Exercise is the best medicine, keep moving.”) The virus brought him down, but he still remains active. He remembers the exact number of people he has mentored: “8,119.” His instructions to aspiring soldiers are grounded in three key values: react to the unexpected, stand up and be counted, and develop self-esteem. He passes these on not just as military advice, but as a life philosophy: “Do as you would be done by.” Over the decades, Cross has forged a special bond with Budhiman Dura Tamu ‘Dhamphu’ whom he met in 1977 as a young British Army applicant rejected because he was too short. He regards Budhiman as his own son, and the bond is so deep that a village astrologer once said they shared the same mother 400 years ago in England.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250621030640_1b6630ba5ac0b5ced0d5603844b0c619b61c8c23fa415a0b4004d78723d92c29.jpg" data-media-id="editor_4" data-image-id="20250621030640_1b6630ba5ac0b5ced0d5603844b0c619b61c8c23fa415a0b4004d78723d92c29" data-rendition-name="original" width="1777" height="1000" loading="lazy" alt="Pokkara's Century Man NT"> </figure>  Budhiman and his family care for him at his home in Pokhara’s Dhampu Niwas. Pokhara’s Century Man

The <a href="https://www.humanpractice.org/wp-content/uploads/2020/09/Durga_Secondary_School.pdf" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.humanpractice.org/wp-content/uploads/2020/09/Durga_Secondary_School.pdf&amp;source=gmail&amp;ust=1612604576130000&amp;usg=AFQjCNGuo1QMhRTXlEiOxWPyuIZ8119zow">two schools are in Taplejung</a> in eastern Nepal.The crew has a target of raising $300,000 for <a href="https://hpfatlantic.co.uk/index.php" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://hpfatlantic.co.uk/index.php&amp;source=gmail&amp;ust=1612604576130000&amp;usg=AFQjCNFc5coNpy7LGA-BWYcEnPpbUYIZ0g">The Human Practice Foundation (HPF)</a> to help build schools to educate 1,300 children every year. HPF, set up in 2014, has built 59 schools in Nepal and Kenya, helping educate 27,000 children. It also supports a <a href="https://www.humanpractice.org/wp-content/uploads/2020/09/Case_Coffee-Practice.pdf" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.humanpractice.org/wp-content/uploads/2020/09/Case_Coffee-Practice.pdf&amp;source=gmail&amp;ust=1612604576130000&amp;usg=AFQjCNEOd3fi8ox8__DhOqsGfx1djnzQ9g">Coffee Impact Program</a> in Nepal. <img width="1024" height="768" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110101152/636cca989c7e80680e08bb76jpeg.jpg" alt="Atlantic charity rowing race">The team rowed for two hours at a time and had two hours off, doing this for 24 hours a day for the 37 days it took to make the crossing. They ate freeze-dried high calories foods, and consumed 5 litres of water each per day from a water maker device on board. They navigated using an electronic chart plotter and had information on weather so they could avoid bad weather and take advantage of winds.  “We never slept for more than 1.5 hours at any one stretch, and once a day could link to the internet for 5 minutes,” Jones said.The team <a href="https://www.nepalitimes.com/latest/rowing-across-the-atlantic-to-help-nepal-school/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/rowing-across-the-atlantic-to-help-nepal-school/&amp;source=gmail&amp;ust=1612604576130000&amp;usg=AFQjCNGalx7E2PEx65RiGV2p3uHG9CgMcg">left the UK at the height of Covid-19</a> and reached La Gomera in the Canaries. But for the worst part of the pandemic the team was out at sea. The team took a more northerly route because of the weather, but it lost its lead. Then northerly winds battered the boat with waves over the beam.“During the last third of the trip, it was really quite hot and no escape. The cabins were hot to touch and the inside was like an oven,” Jones recalls.The crew did some fishing more for distraction than for food, catching mahi-mahi and tuna. They saw minke whales, dolphins, turtles, tuna, and swordfish. Of the 20 boats that left the Canary Islands, four were attacked by marlin, and their hulls speared.Members of the crew have served in war zones, rowed the North Pacific, climbed mountains, and ran marathons. Some members of the group now want to row across the Indian Ocean, but the others will go back to their day jobs in the UK. “We will have to wait and see how the recovery goes, but I imagine it will take some time to forget the hardship, but who knows,” Jones says.   More people have climbed Mt Everest than rowed the ocean, and the team members spent two years planning for the race with over 100 hours of training. They battled 10m waves, and used buckets for toilets, losing 12kg of body weight during the crossing.

Rowing to educate Nepal children

Next morning downstairs was devastation. Christmas gifts were strewn amongst the chintz-covered sofas, draws emptied onto the carpets, the silver candlesticks gone along with a camera, binoculars and the children’s new toys.The night-time robbery with a houseful of sleeping friends and family was all the more daring as this was the home of the head of the special elite Gurkha force hired to protect the royal family, deep within the Sultanate of Brunei.I was visiting the Colonel during a break from one of my first consulting jobs with New Zealand teammates in neighbouring Sabah and Sarawak – marketing specialist for the Malaysian states’ tourism master plans. Lessons learned from the jungle, wildlife and ecotourism experiences in Nepal were being applied to the bio-rich rainforests of Borneo.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181152/636be91b9c7e80680e0878a0jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>At <a href="https://www.nepalitimes.com/opinion/recreating-tiger-tops-in-the-tropics/">Tiger Tops</a> we had a long association with the military – British Gurkha as well as the Royal Nepal Army who guarded the wildlife of Chitwan National Park manned the guard posts, and whose major would often drop by the Lodge for a cup of tea.A retired Nepal general reminded me recently of the occasion in the mid-1970s when as a junior officer he led parachutist’s training at Meghauli. Camping overnight on the grass airstrip, I had accepted their invitation for a दाल भात meal around the campfire, complete with customary Nepali dancing featuring squaddies dressed as women. What most impressed him, he told me, was my bare feet in the jungle.Our boss <a href="http://archive.nepalitimes.com/news.php?id=15828#.XE1Al1UzaUk">Jim Edwards</a> favoured running jungle tourism operations along military lines, and many of my colleagues had army backgrounds, especially Nepali officers trained in admin, engineers, drivers and mechanics. As did our ancient green Land Rovers, their legacy of action evidenced by bullet holes that riddled their chassis, along with the occasional dent made by a charging rhino.One of Jim’s proudest moments in later life was being made an honorary British Gurkha, and he regularly sported the green and red striped regimental tie with the iconic crossed <a href="http://archive.nepalitimes.com/news.php?id=3679#.X-AppVUzaUk">खुकुरी</a> knives.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181152/636be91e9c7e80680e0878a1jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>The Colonel was one of a long line of commanders of the Brigade of Gurkhas Nepal, who now hold the multiple roles of Defence Attaché and director <a href="https://www.nepalitimes.com/opinion/cold-comfort/">Gurkha Welfare Trust</a>, based in the British Embassy compound Kathmandu.These British officers speak fluent Nepali with a clipped Gurkhali accent, and most would find any excuse to leave the diplomatic confines of the office to escape into their beloved hills with the soldiers to whom they are so dedicated.Not only are Nepalis still being recruited as an integral part of the British Army, but significant funding and energy goes into pension paying and ensuring veterans returning to Nepal are well supported. The British Gurkha connection put over <a href="http://archive.nepalitimes.com/news.php?id=10937#.X-Ap91UzaUk">£140 million into Nepal’s economy</a> last year, and the Gurkha Welfare Trust works in health and education throughout the length of rural Nepal.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181152/636be9209c7e80680e0878a2jpeg.jpg" alt="" width="600" height="399"><figcaption> </figcaption></figure>The first British Defence and Military Attaché appointed to Kathmandu in 1958 was mountaineer <a href="https://www.nepalitimes.com/here-now/the-himalayan-odyssey/">Lt Col JOM Roberts MVO MBE MC 2GR</a>, distinguished for his war service in India and founder of Nepal’s trekking industry, providing employment for the Sherpas he so admired. Jimmy made Nepal his home and stayed on rearing rare pheasants in Pokhara retirement until his death in 1997. He was followed by some fabled and highly decorated army names in the 1960s, Wylie, Kemmis Betty and Hickey.Others are remembered for less illustrious traits. One officer’s Land Rover mowed down the white posts that line the Embassy driveway after an evening of revelry, and another was infuriated when his wife eloped with the tennis coach. One colonel astounded the congregation by bursting into tears during a remembrance service, and another enjoyed slipping into army fatigues with an officious clipboard at the slightest provocation.My favourite story about Col David Scotson, DA in the late 1980s, was how he got married on crutches, both legs encased in plaster casts, having wandered out of the first-floor window of his future in-law’s Swiss chalet to admire the view only to realise too late that there was no balcony.The curfew that accompanied the end of the single-party system provided the perfect cover for one officer to pursue an extra-marital affair, whilst others preferred mahseer fishing, rafting and camping on the remote rivers of western Nepal. During a royal visit, at a pre-trek mess dinner under a military camp shamiana, the colonel’s wife was overhead counselling the Prince of Wales not to listen to ‘his mother’ about marital difficulties with Princess Diana, and to ‘follow his heart.’The British Gurkha Khukris team were a fixture at Tiger Tops’ annual elephant polo championships, often attracting the top brass from Hong Kong HQ and always handy as reliable timekeepers to monitor the matches. The players were most celebrated as winners of the best-dressed award with their natty uniforms, whilst actual goals scored were usually few and far between.One Defence Attaché, Col Mike Allen, pursued his passion for moths, and could regularly be found at dusk with bright lights and a white sheet, adding new species to scientific collections for Nepal. Col Mike Kefford led a British joint services expedition to scale Everest before abandoning his military career to sail around the world.One commander went on to become Prince Philip’s private secretary living in Kensington Palace. And a couple of former incumbents have remained closely connected to Nepal, reinventing themselves in new Pokhara-based jobs supervising privately funded agricultural and livelihood projects throughout the countryside.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181152/636be9229c7e80680e0878a3jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>Gurkha recruitment dates back over 200 years to 1815, even before the Treaty of Sugauli formalised the Nepal British relationship and ended the Anglo-Nepal war 1814-1816. Highly impressed by the fighting spirit shown by his opponents, General Sir David Ochterlony had led the East India Company attack, a colourful character alleged to have kept thirteen concubines and gifted each an elephant whilst British resident to the Mughal court in Delhi.In the early 1960s, the British Gurkhas numbered nearly 18,000 men, recruited from their headquarters near Dharan in southeast Nepal, with brigades stationed in Singapore, Malaysia and Hong Kong as well as the United Kingdom. Today they total about one-quarter of that and are all assigned in the UK except for a <a href="https://www.nepalitimes.com/here-now/a-forgotten-gurkha-rebellion/">battalion in Brunei</a>. The selection process remains famously hard-won –- last year 12,000 young men competed for just 400 places.I took my mother to the Gurkha bicentenary pageant celebration at the Royal Hospital in Chelsea one chilly June evening in 2015 – lots of smart green uniforms, precision marching, wailing bagpipes and whirling खुकुरी. The purpling London night sky faded above us, and tall windowpanes glowed gold in the elegant Wren building backdrop to our ringside seats.Actress Joanna Lumley made a speech, and the VVIP stand contained a full hand of all the immediate British royal family led by Queen Elizabeth II, a tribute to the legendary esteem in which Gurkha servicemen continue to be held in Britain.In the words of Sir Ralph Turner MC 1888-1983, former Gurkha, linguist, philologist and Professor of Sanskrit: ‘Once more I see you in your bivouacs or about your fires, on forced march or in the trenches, now shivering with wet and cold, now scorched by a pitiless and burning sun. Uncomplaining you endure hunger and thirst and wounds, and at the last, your unwavering lines disappear into the smoke and wrath of battle. Bravest of the brave, most generous of the generous, never had country more faithful friends than you.’

Collateral benefits

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101144/636a257f9c7e80680e0439cfjpeg.jpg" alt="" width="1500" height="1115"/>In her recent article in this paper ‘<a href="https://www.nepalitimes.com/here-now/gurkha-grandparents/" target="_blank" rel="noopener">Gurkha Grandparents</a>’ (#944) Sikuma Rai movingly describes the plight of many elderly Nepalis now living in the UK, most of them <a href="https://www.nepalitimes.com/banner/a-military-migrant-economy/" target="_blank" rel="noopener">ex-Gurkhas</a> and their wives. The families get regular pension, heating allowances and rent support, free public transport, as well as access to the British National Health Service.But there are also costs, which include living away from their home country in a strange land among strangers, without the personal, social and cultural comforts of their villages. Many pine for Nepal, and <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/No-place-like-home,1123" target="_blank" rel="noopener">some decide to return home</a>. But women, particularly widows who speak little English, have few non-Nepali friends, and remain isolated in their homes in towns like in Salisbury or Aldershot. The weather does not help, and most remain house-bound or within a limited area of the city missing their children and grandchildren.Read also: <a href="https://www.nepalitimes.com/here-now/gurkha-grandparents/" target="_blank" rel="noopener">Gurkha Grandparents</a>, Sikuma Rai<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.gwt.org.uk/" target="_blank" rel="noopener">The Gurkha Welfare Trust</a> runs advice centres which work closely with government bodies like the Royal British Legion to support army veterans. Numerous local charities unconnected with the army also help, as well as community services for older people, including mental health diagnosis, treatment and support, provided by the local council and by the health services.But much of this is cold comfort to elderly Nepali men and women who have settled in Britain, and who would, ideally, flock back to Nepal to be with their families and friends -- if only they could be assured of more financial support, including better and less costly health care.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101144/636a259b9c7e80680e0439d0jpeg.jpg" alt="" width="1500" height="1125"><figcaption> </figcaption></figure>The <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/need-to-prepare-for-ageing-society,3624" target="_blank" rel="noopener">elderly in Nepal</a> have traditionally been able to count on family support. But, as more older people live longer the financial burden on families has increased. Nepal’s average life span has increased from 35 for men and 37 for women in 1961, to 69 for men and 72 for women in 2014. By 2018, there were nearly 3 million people over 60 in Nepal. Family fragmentation has also resulted in physical separation between older grandparents and their children and grandchildren.Consequently, even back in Nepal, more elderly men and women are <a href="http://archive.nepalitimes.com/regular-columns/guest-editorial/guest-editorial-old-is-gold,876" target="_blank" rel="noopener">living apart from their closest family members</a> than ever before. The Gurkha Welfare Trust cares for ex-<a href="http://archive.nepalitimes.com/page/the-gurkhas-an-interactive-timeline" target="_blank" rel="noopener">Gurkhas</a> and their families with Welfare Pensions to veterans and widows and medical treatment. But there are very few examples in Nepal of private ‘care homes’ and ‘retirement villages’ that exist in the UK.There is now some state support, but it remains pitifully limited. The non-contributory social pension scheme introduced in 1995 was intended to provide allowances to older people aged 70 and above, to older dalits and people living in the Karnali Zone aged 60 and above, and to poor widows aged 60 and above. The allowance was doubled to, Rs2000 and the age of eligibility reduced to 65, but scheme remains inadequately implemented.It is estimated by Pension Watch (Help Age International) that the number of people receiving an allowance is around 636,000, and 47% over 65 in Nepal receive a non-contributory pension, while 9% have a contributory pension. The total cost of the scheme is Rs15 billion, or 0.7% of GDP. By 2050, when the estimated number of Nepalis over 60 will be around 6.5 million, the cost will have more than doubled even if the same proportion of the budget is allocated to the scheme.Last year, Prime Minister Oli proposed a <a href="https://www.nepalitimes.com/here-now/social-insecurity/" target="_blank" rel="noopener">social security scheme</a> for private sector employees to provide for life-long pensions and reduce the fiscal burden by demanding that employers deposit 31% of the basic salary (20% from employers and 11% from employees) into a Social Security Fund. This was followed up in 2017 by the National <a href="https://archive.nepalitimes.com/article/nation/national-health-insurance-not-as-easy,4028" target="_blank" rel="noopener">Health Insurance</a> Act and in 2018 by the National Health Institution Quality Authority Act, providing the legal framework for a National Health Service.Although Nepal's 2015 Constitution guarantees basic health care as a fundamental right, however, access to high-quality care remains a privilege, and out of reach of most including elderly Nepalis who may want to come back home.<h2>Fighting for equality</h2>In May 2009, the Labour government under Tony Blair was obliged by public pressure to enable Gurkhaswho retired before 1 July 1997 with at least four years’ service to settle with their families in the UK, that being the date when the Gurkha Brigade headquarters moved from Hong Kong to Britain.Read also: <a href="https://www.nepalitimes.com/opinion/the-time-has-come-for-a-gurkha-peace-corps/" target="_blank" rel="noopener">Time has come for a Gurkha Peace Corps</a>, David SeddonEven before that, in March 2007, pay, pensions and terms of service of serving Gurkhas were equalised with those of regular British Army personnel and equal pensions were granted to those enlisted from 1 October 1993, but about 15,000 pensioners and 6,000 widow pensioners did not benefit.On 10 June 2011, the British Gurkha Welfare Society lodged a case with the European Court of Human Rights (ECHR) claiming that Gurkhas had been paid significantly lower pensions than their British counterparts. On 15 September 2016, the ECHR shattered the hopes of thousands of ex-Gurkhas for equal pensions.

Cold comfort

Like many army wives, she had left Nepal with her husband, former British Gurkha soldier Bal Bahadur Rai, 78. The Rais feel more at home in Nepal, but were attracted to stay in the UK because of the monthly allowance, free medical facilities, house rent, and even an extra heating allowance for the winter for ex-Gurkhas – but most of all it is the free health care. Rana Bahadur Thakali, 76, and Krishna Sherchan, 65, have been living in the UK for four years now, and are happy they came here. “If I was in Nepal I would have suffered or even died by now,” says Thakali who has hypertension and thyroid problems. Sherchan shows a drawer full of medicines she and her husband have to take.  <figure><img width="1400" height="1050" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101136/636a235b9c7e80680e0417e1jpeg.jpg" alt=""/><figcaption>Homesick: Rana Bahadur Thakali and Krishna Sherchan with Bishnu Maya Bangshi.</figcaption></figure>“If we had stayed in Nepal, we would have had to sell our house to afford these medicines,” she says. Despite the free drugs, however, elderly Nepalis have to find someone to take them to hospitals, which are sometimes far away. Because they lack English, many cannot even call for an ambulance.  “We have everything we need here, but it is not home. We miss our families in Nepal,” says 75-year-old Jan Bahadur Rai who was waiting outside a Nepali shop in Feltham near London for his wife, Ganga Maya Limbu, whom he married after his first wife died. “It is even harder to live here if you don’t have a partner,” he adds ruefully.Indeed, most elderly Gurkhas and their spouses here say they are living in the UK for the sake of their extended families, and the medical care. <figure><img width="1400" height="1050" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101136/636a235e9c7e80680e0417e2jpeg.jpg" alt=""><figcaption> </figcaption></figure>“All we do here is sit around and pass the time, but at night many thoughts run through my mind and I cannot sleep,” confides Jan Bahadur Rai in one of his fellow ex-Gurkha's room. Here, there is no tv, no radio, a table, two chairs and pages of a newspaper on the table to protect it from bidi ashes. If the sun is out, Nepali retirees take the free public transport to the park to get some fresh air. But English weather being what it is, the couples mostly stay indoors. “Some people even die within a few months of coming here from Nepal,” says Binda Maya Limbu, another Gurkha wife. “One Limbu lady down the road died a few days ago, she had been here only five months. Her relatives took her body back to Nepal in December.” <figure><img width="1400" height="1050" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101136/636a23619c7e80680e0417e3jpeg.jpg" alt=""><figcaption> </figcaption></figure>When Rana Bahadur Thakali and Krishna Sherchan lived in the cantonment town of Aldershot, they recall the Council asked Gurkha retirees to avoid using public transport during working or school hours since the buses were getting too crowded with Nepalis. Some Nepalis have taken to drink, but mostly they can be seen strolling through malls while their grandchildren shop. Bishnu Maya Bangshi, a 67-year-old widow, has been living by herself for two years, and to overcome her loneliness takes English lessons twice a week, and uses a smartphone to keep in touch with relatives back home. “The first year was the most difficult time for me. I would sit on my bed looking outside the window feeling homesick and sad. Gurkha Grandparents

With Saturday's deadline on Malaysia’s announcement of new criteria for selecting private recruiting agencies for migrant workers having lapsed, Nepal and Bangladesh have rejected the conditions.
The Malaysian move three weeks ago came in the aftermath of deadly GenZ riots in September, when Nepal’s interim government does not have designated heads in the Foreign Ministry and the Labour Ministry.
Interim Prime Minister Sushila Karki instructed the Labour Ministry to examine the implications of the standards and recommend appropriate steps to address them, but it has said it cannot send Nepali workers to Malaysia based on those criteria.
“In line with Nepal’s foreign employment policy and regulations, we are currently unable to accept or implement the proposed criteria,” says Pitambar Ghimire, spokesperson at the Ministry of Labor, Employment and Social Security in Kathmandu.
In response to the government’s request for their opinion on the Malaysian stipulation, the Nepal Association of Foreign Employment Agencies (NAFEA) has also flatly rejected the criteria, saying it could create a harmful syndicate and restrict fair competition, violate Nepal’s Constitution and laws, and increase recruitment fees that workers must pay.
On 25 October, the Malaysian Ministry of Foreign Affairs sent letters to the governments of Nepal, Bangladesh, Burma, Pakistan and India with 10 criteria meant to ‘rationalise the number of licensed private recruitment agencies permitted to facilitate recruitment and placement of workers to Malaysia’.
The proposed criteria include: at least five years of operating experience, deployment of 3,000 workers in the past three years of operation, experience sending workers to at least three countries, valid licenses and good conduct certificates, five employer testimonials, operating their own training and accommodation centres, and even a requirement for the staffing agency to have a 10,000 sq m office maintained for three years.
“We have communicated our views to the Ministry of Foreign Affairs, and have proposed discussing various labour related matters with our Malaysian counterparts diplomatically through bilateral dialogue and negotiations including renewal of the Nepal-Malaysia labour agreement,” Pitamber Ghimire said.
NAFEA has urged the government to prevent this measure from moving forward using diplomatic channels, and has held &nbsp;several gatherings and press conferences opposing the proposal since the Malaysian letter was received three weeks ago.
“We have taken commitment letters from members that they will not be engaged in activities related to the syndicate,” said Sujit Shrestha of NAFEA. “And if they break the commitment, they will face consequences including the revocation of their NAFEA membership. These letters also send a strong message to the government that this is irrevocably and collectively rejected by the industry.”
Bangladesh has also not accepted the proposal despite the 15 November deadline to send a list of recruiters that meet the criteria. That in itself would have been an impossible task to complete to begin with even if the government had accepted the proposal.&nbsp;
According to media reports, Bangladesh has sent a letter to the Malaysian government requesting that three of the proposed criteria be relaxed. This includes flexibility regarding the requirements for a 10,000 sq ft office, a dedicated training center, and the condition of having deployed 3,000 workers in the last five years. Despite the official request to Malaysian authorities, the Bangladeshi Government has also been collecting applications from recruiters who meet Malaysia’s proposed criteria, raising confusions about the contradictory stance.&nbsp;
Just like NAFEA, the recruitment association in Bangladesh, the Bangladesh Association of International Recruiting Agencies (BAIRA) has also outright rejected the proposal including in a letter to the Bangladeshi government, calling the criteria ‘unprecedented and exclusionary, unreasonable, discriminatory and syndicate-driven &nbsp;that would effectively disqualify 99% of legitimate agencies from participation’.&nbsp;
Now that the ball is back in Malaysia’s court and the proposal has not gained much support from two of the major origin countries, it will be interesting to see how they respond.

Nepal, Bangladesh reject Malaysian conditions

Nepal’s September protests and regime change created two major unexpected costs that Prime Minister Sushila Karki’s interim government is scrambling to deal with: reconstruction of destroyed government buildings, and holding elections on 5 March.
The buck stops at the desk of economist and former bureaucrat Minister of Finance Rameshore Khanal about where and how to spend limited resources.
“Rameshore-ji is a fresh face and the right person for the role. He is capable and interested, and he knows the system,” says Kalpana Khanal of the Policy Research Institute (PRI).
But Minister Khanal has to grapple not just with the immediate budgeting needs for elections and reconstruction, but also initiate longer term measures to restore investor confidence badly dented by arson and vandalism of 9 September, and mend the economy.
Immediately after taking office, he had set up a three-member task force to cut programs and free up budget to meet immediate expenses.
“We have to hold elections and we have to reconstruct. Both need money, and they are equal priorities for us,” said Ministry of Finance spokesperson Tanka Prasad Pandey. “It is important to find these funds internally, and not look to aid from abroad.”
But Minister Khanal flew into heavy flak last week for his decision to restore investor confidence by giving a strategic capital gains tax break to Nepal’s only foreign private equity fund.
The Mauritius-based Dolma Impact Fund has invested venture capital into Nepal’s hydropower, construction and biotech sectors as well as solar farms and hospitals. It said in a statement that its capital gains are only taxable in Mauritius as per its double-taxation avoidance agreement with Nepal, which predates and overrides the Income Tax Act of 2002 subsequent to the Treaty Act 1990.
“When you have investors from all over the world, you have to choose a domicile and Mauritius is probably the most popular for development finance institutions due to strong governance, AML, and treaties with developing countries like Nepal,” Tim Dolma Investment told Nepali Times on the phone from London.
He added: “Last June we applied for the government to uphold its treaty with Mauritius which under all country laws including Nepal treaty act supersedes any disagreement with domestic laws. But there were delays. It was when the new government decided to uphold the treaty that the whole hoo-hah started.”
Leaks to the media possibly by bureaucrats fearful of being hauled over the coals by the CIAA has set financial circles abuzz for the past week. The Internal Revenue Office refused to grant the exemption, citing the 2002 Act.
Prime Minister Sushila Karki asked Chief Secretary Eaknarayan Aryal for clarification, and learnt that the Cabinet’s decision was not official since it was not recorded in the minutes.
“We were raising a fund that could have brought $1 billion in for energy and we had to stop it due to the reputational damage to Nepal by not upholding an international treaty,” said Gocher.
Gocher added: “Under Nepal’s Treaty Act, if there is ever disagreement between an international treaty and domestic law, then international treaty takes precedence so it is crystal clear and the way international treaties are dealt with all over the world.”
Some experts worry that gifting the fund such perks can set a dangerous precedent and a loss in tax revenue. Professor and economist Pushkar Bajracharya says: “The most important thing is to have a consistent policy about tax cuts and not do it piece-by-piece. Besides, the evidence just isn’t strong that tax cuts lead to higher investment, or more jobs.”
Others hark back to the capital gains dispute of the sale of Ncell ownership, which went to the Supreme Court and all the way to the international tribunal in The Hague.
Khanal has said privately that he is responding to the damage to Nepal’s investment climate from the dramatic visuals beamed worldwide of an international hotel chain and government buildings set ablaze in September. Western embassies are also said to be lobbying to allow Dolma tax exemption and smooth profit repatriation.
There are tradeoffs. Private equity funds like Dolma could funnel foreign funds more efficiently towards successful Nepali companies than the government, which is slowed down by many layers of bureaucracy. The downstream multiplier effect of such investments would outweigh taxes to the government since much of it is misused and wasted.
For example, the government is not taxing income in FY 25/26 generated by the US-funded $697 million Millennium Challenge Corporation (MCC) projects to build transmission lines and upgrade highways.
Strategic tax exemptions do provide incentives to investors, to make sure these projects are carried out effectively, which in turn helps Nepal’s development which has been affected by corruption and mismanagement.
The main demand of the GenZ protests that led to the downfall of the government coalition two months ago was to control corruption and make government more efficient so there is investment and job creation. The interim government seems to be responding to that sentiment.
The Dolma issue has distracted from the larger and longer-term need to reform the country’s financial systems and streamline public expenditure. How to reduce corruption and spur development is going to be the main agenda for elections, and the criteria by which voters will select candidates and parties.
TASKED FORCE
Shortly after Rameshore Khanal was appointed he set up a three member task force made up of the heads of Budget and Program, Foreign Aid, and Revenue Management Divisions. The team sent through the budget culling items DOGE-style — projects deemed ‘inadequately prepared,’ ‘fragmented,’ or ‘included through political pressure.’
Khanal hoped to save up to Rs100 billion by cutting all projects less than Rs30 million. However, such a slash and burn method would hurt rural and remote area projects for health and education more, and much bigger corruption-ridden infrastructure projects would be unscathed.&nbsp;
Says Bajracharya, “There are thousands, maybe hundreds of thousands of low-return programs in the budget that are there because of political or personal influence. But the criteria for cutting them needs to be properly defined. Doing it arbitrarily is unacceptable.”&nbsp;
Kalpana Khanal of the Policy Research Institute was involved in the taskforce, and explains: “The decision to mobilise internal funds is a pragmatic move to fund elections and reconstruction.”
However, she also singles out the massively-funded Ministry of Physical Infrastructure and Transport as being particularly problematic: “Time and cost overruns are historically the norm, and many are ‘vote bank’ projects that are politically motivated rather than done for return on investment.”
For example, politicians use their influence to build roads to their home districts to secure popularity even if the funds would have been better spent elsewhere.
“Another problem is the amount of funds that are transferred randomly for things that outside the budget,” continues Khanal.
Bajracharya adds, “While reconstruction and elections are big financial commitments, Nepal could easily find the funds. Cancelling low impact programs is a good move by the ministry of finance, and another option could have been to raise customs or taxes by a few percent. The main problem is that a huge amount of funds are lost to corruption.”
Kalpana Khanal and Dilli Raj Khanal co-authored a technical report last year titled Improving Public Expenditure System in Nepal: Critical Areas of Reform which did a forensic examination of such wasteful projects.
The conclusion: recommendation to have stricter accountability measures in place to check the actual use of funds and merit-based appointments in the National Planning Commission, Ministry of Finance, and the CIAA.
The technocrats in Prime Minister Karki’s cabinet resonate with the latter point. Nepal is so entrenched in the ‘afno manche’ culture of nepotism and connections that it has become the norm.
The report also refers to the well-known off-budget ‘re-allocations’ of big outlays during the seventh and first months of the fiscal year that undermine in-built check and balance. Almost a quarter of the budget is spent in the last month, which results in low quality and low impact work.
The authors call for reward and punishment systems to prevent these practices. The CIAA could also be supercharged to build transparency into the digital Line Ministry Budget Information System, instead of being an agency for political vendetta.

Nepal needs to use its money better

At the opening plenary of COP30, which stands for the convolutedly named 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), in Belém on Tuesday, Nepal brought up the threats to the Himalayan watershed. Nepal’s delegate Rajendra Prasad Mishra, Secretary at the Ministry of Foreign Affairs, also spoke on behalf of Bhutan and Bangladesh after the three countries formally called for tripling grant-based adaptation financing from 2015 levels to at least $120 billion per year by 2030, and to ensure a more simplified, scaled-up access to finance their National Determined Contributions (NDCs) to reduce emissions and adapt to climate impacts. “Bhutan has already graduated from Least Developed Country (LDC) status, while Bangladesh and Nepal are in the process of graduation,” said Mishra. “Graduation reflects development progress, but does not reduce our climate vulnerability nor the scale of support required to safeguard development gains.” The Loss &amp; Damage Fund is also finally coming into effect, so countries can now apply for $5-20 million to make up for damage from climate impact. But claiming damage and linking disasters to climate breakdown has not been an easy process. “When a 200MW hydropower plant is destroyed by a glacial flood, it is a big loss for Nepal’s GDP. Every megawatt costs us $20 million to build,” says energy entrepreneur Kushal Gurung. “Our lobbying should be top-notch, and hydropower can make a good case for us.” Belém marks the tenth anniversary of the Paris Agreement that brought the world together to pledge to keep global average temperature to ‘well below’ 2°C above pre-industrial levels and limit it to 1.5°C.&nbsp; COP has also returned to Brazil after 30 years of the Rio Conference in 1995. Since then there have been numerous summits, which have been criticised for being just hot air and being hosted by fossil-fuel exporting countries like UAE and Uzbekistan. Belém was selected because it is a gateway to the Amazon, but Brazil has now also become a major oil producer after new offshore finds. A recent report shows that compared to 2019, the world is set to reduce its emissions by 12% in 2035 if countries are to implement their Nationally Determined Contributions even though the figure needs to go up to 40% to meet temperature targets. There has been progress. Before the Paris Agreement the world was on a path for 4°C increase during this century, and this has now come down to 2.5°C because of the clean energy transition. But a lot more needs to be done to meet the Paris 1.5°C target. “This progress is proof that multilateralism is working, it is delivering,” Manjeet Dhakal of the Climate Analytics South Asia told us from Belém. “Having said that, it is simply not enough. Emissions need to go down much further, and a lot of it is tied to developed countries providing climate finance to do so.” Many developing countries have adopted ‘conditional NDCs’ which means their emission reduction targets cannot be met without international climate finance. In its third NDC, Nepal set a target of a 17.1% reduction in net greenhouse gas emissions and 26.8% by 2035. But achieving that has a price tag of &nbsp;$73.74 billion, with much of it from international climate finance. UNDERFINANCED However, the climate for climate finance is getting worse. The United States has exited from the Paris Agreement for the second time under President Trump, and there are cutbacks in foreign aid by European funders. Even so, the EU has committed to reducing its emissions by 90% in the next 15 years, 85% of which will be domestic emission cuts. The silver lining in all this is that the leadership in climate action is increasingly being taken by Nepal’s neighbours China and India with both investing heavily in renewable energy. China is the world leader in solar panels, wind turbines and electric vehicles, and Nepal has already taken strategic advantage of this.&nbsp; With expensive hydropower plants increasingly at risk from glacial lake outburst floods, experts say Nepal must diversify its energy mix and invest in solar power which has 10 times more potential than hydropower at 432 gigawatts with over 300 days of sunshine a year. Solar farms can also power pump storage, which are cheaper and quicker to build.&nbsp; China has drastically reduced the cost of photovoltaic cells, making such schemes more feasible. Nepal just needs to ease up its restrictive domestic energy policies, boost investment and resist geopolitical pressure on electricity generation. “First, we need to increase the cap on solar energy from 10% to 30%, and next, the bidding process should be made easier, or just have the first past the post system like that for hydropower,” says Kushal Gurung. The disadvantage of solar power is that it generates only daytime energy, but this can be solved with grid-scale battery storage or pump storage. But first, the government needs to fix the rate for solar purchase so that entrepreneurs are incentivised. “This is not happening because our government officials and engineers are comfortable dealing with hydropower, and are not just updated about the latest advances,” says Gurung. “As a result, we have no clear policies when it comes to solar.” Hydropower has become one of the biggest industries in Nepal with an installed capacity of over 3,400MW and the government’s target is to produce 28,500MW in the next ten years. But the recent climate disasters have made it clear that relying only on hydropower alone is too risky. The Nepal-Tibet glacial flood in July destroyed and damaged four hydropower plants and substations along the Bhote Kosi, and last September’s floods slashed the country’s total generation by half. Nepal now needs to build on the widespread adoption of battery-powered vehicles by extending it to electric public transport and for household appliances like stoves, rice cookers and refrigerators. Not only would this reduce Nepal’s per capita carbon footprint, but it would also reduce the country’s annual Rs300 billion petroleum import bill. At global platforms like UNFCCC, it is easy even for individual developed countries to get lost without an alliance. Now that Nepal is graduating from LDC status, it needs to have strong partners with a common goal to move forward in international negotiations. Says Kushal Gurung: “We won’t have privilege that came with LDC status anymore, which means climate finance will be even more limited. As people move out of Nepal’s trans-Himalayan districts, their faiths migrate with them to the cities and all over the world. The ancient animist faith of Bon Po predates the advent of Buddhism in Tibet, and its last remaining priests and devotees are found in villages like Lubra in Mustang and Samling in Dolpo. But as those villages empty out, Bon centres can now be found as far afield as Kathmandu, New York and Tokyo. The first Triten Norbutse Monastery was founded in Tibet in the 14th century by the Bon Master Shen Nyima Gyaltsen. Its monastery in Nepal is below the forested hills of Ichangu on the western outskirts of Kathmandu.&nbsp; Many are surprised to hear that there is a Bon centre in Kathmandu, and that it is located so close to Swayambhu. This Triten monastery was established by Yongzin Tenzin Namdak Rinpoche only 40 years ago to cater to adherents of the faith who lived in the capital. True to its reverence for nature, the shrine is verdant, with plants and flowers amidst a contrasting backdrop of Kathmandu’s ugly urban sprawl below. The monastery practices Bon culture and passes on teachings to students as well, who after completing 15 years of study graduate to become ‘Gese’.&nbsp; It is believed that Bon Po was brought to Nepal from Tibet by Tonpa Shenrab Miwoche. Over the centuries, Bon and Buddhism have become syncretic in Dolpo and Mustang, despite the differences in their belief systems. Followers worship nature and consider the human body, speech and mind as jewels. But it was after King Srongchen Gompo that Buddhism started making inroads on the plateau, and spread also in the Himalayan rimlands. There are also Bon followers in Humla, Jumla, Baglung, Mugu, Kaski and Chitwan, as well as in the United States and 50 other countries, indicating the movement of people within Nepal and outside.&nbsp; The Bon religion believes in reincarnation and that everything, including positive and negative thoughts are a result of past life karma. Buddhism focuses more on attaining Nirvana, a state of no suffering, where the subject is released from all his/her karmas. Bon has also inducted some Tantric practices and rituals, some of which are in parts similar, yet still different from Buddhism.&nbsp; “In Buddhist culture, circumambulation of shrines is clockwise, but in Bon culture, circumambulation is in an anticlockwise direction,” explains Chhiring Lama of Triten Norbutse Monastery. “The main Bon mantra is Om Ma Tri Mu Ye Sa Le Du, while followers of Buddhism chant Om Mani Padme Hum. Buddhism emphasises enlightenment by meditation and moral behaviour, while Bon beliefs centre on nature and ancestor worship, and placating the spirits. In religious texts, it is mentioned that there were 1,008 Buddhas throughout time. Tonpa Shenrab is believed to be the 8th Buddha, and Bon practitioners are guided by his teachings contained in 140 sacred writings known as Kangyur and 300 more scriptures known as Katen.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251113111152_9813ce72805941af4b3bfb3c80c7e45ffc8aca4f2612eb967e84204f3a28bc07.jpg" data-media-id="editor_1" data-image-id="20251113111152_9813ce72805941af4b3bfb3c80c7e45ffc8aca4f2612eb967e84204f3a28bc07" data-rendition-name="original" width="4032" height="3024" loading="lazy" alt="The Bon Po way of life NT"> </figure>  “We worship nature and its elements and the prayer flags contain religious texts and when the wind blows through it we consider it a prayer,” says Chhiring Lama. “We also worship ponds for the water and consider fire as a sacred element as well. We also consider snakes sacred, therefore worship ponds, considering them as the place of residence.” The interdependence between human beings and nature is clearly depicted through such traditions and practices which carry relevance today as the planet faces the crisis of climate breakdown.&nbsp; Important gods worshiped include Satrig Ersang, Shenlha Okar, Sangpo Bumtri, and Tonpa Shenrab Miwoche. But what is similar to Buddhism is an offering known as ‘torma’, a cone shaped ritual offering made from flour dough. Many Bon faithful are vegetarian, or abstain from meat during festivals.&nbsp; Over time, the rise of Buddhism in Tibet and beyond overshadowed Bon, pushing many of its practices to the margins. Yet, the tradition continues to live on, carried by those who see in it a deep connection to nature, the spirit world, and the roots of Tibetan culture.&nbsp; In many ways, the endurance of Bon is a reminder that even the quietest faiths hold timeless truths, waiting to be remembered and valued. Followers of Bon today are far fewer, and the knowledge about its traditions is not as widespread.&nbsp; “As time goes on, people adopt rituals and cultures that are more convenient to their daily lives,” says Chhiring Lama. “But that means forgetting or leaving behind one’s indigenous and ancestral roots.”
