The mountains of western Nepal have always been food deficit because of the lack of irrigation. Farmers migrated to the plains, where farming has been easier. But a searing heatwave this year accompanied by a delayed monsoon has led to a water crisis that threatens to undermine Nepal’s gains in achieving the UN’s Sustainable Development Goals (SDG). The climate crisis is a water crisis, and it has hit food production, nutrition and the availability of safe drinking water.&nbsp; Not everything can be blamed on climate breakdown. Wells that used to be the last resort for rice planting, for example, have gone dry because of a falling water table. In the highway town of Attariyia, there used to be five deep tubewells that supplied 4 million litres of water each day to the city’s 5,500 households. In the last three years, all but one of them has dried up. Photos: UNNATI CHAUDHARI</figcaption> </figure>  In the city of Dhangadi with a population of 300,000 on the Indian border, the municipality dug three deep wells after household wells went dry. This summer, even the tubewells ran out of water. The situation is similar in other nearby border towns. Experts say the reason for the falling water levels in the acquifers has more to do with over-extraction of groundwater both in Nepal and neighbouring India, where farmers get subsidised electricity for irrigation pumps. The area’s industries and farms also have their own wells that have tapped into what used to be a plentiful groundwater supply. “The water begins to dry out after the end of winter,” says Phulram Chaudhary of the nearby town of Krishnapur. “And till the monsoon arrives in June there is no water at all.” Indeed, towns and cities desperate for water are drilling ever deeper for precious water, using up a diminishing supply in the groundwater. Milanpur town dug a 90m deep borewell, but it ran out within ten days.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011064_8a3fd7f3f9daa81d3e7dabe15e6b56d5000351e2ba040797a77cfb8e82903307.jpg" data-media-id="editor_1" data-image-id="2024063011064_8a3fd7f3f9daa81d3e7dabe15e6b56d5000351e2ba040797a77cfb8e82903307" data-rendition-name="original" width="6960" height="4640" loading="lazy" alt="Water crisis in tarai Nepal"> <figcaption>Over-extraction of ground water both in Nepal and neighbouring India is causing water lavels to fall in the Tarai. </figcaption> </figure>  The over-exploitation of ground water by an expanding populating and growing household and agricultural use has magnified the impact of climate breakdown which has led to chronic winter drought, heatwaves and erratic monsoons in western Nepal. “Ten years ago, it was enough to drill 20 metres to get water all year round, now it is no water even at 80 metres,” says Kalidevi Chaudhary, a farmer in the village of Kailari. She adds: “There is no water for drinking. Don’t even ask me about irrigation.” Water expert and professor at Tribhuvan University’s Central Department of Environmental Science Sudeep Thakuri says research has shown that the groundwater table across the Tarai has dropped mainly because of over-extraction, denudation in the catchment areas of the Chure, sand mining in the rivers, as well as climate change. “We have disturbed the water cycle, and the climate crisis has made the problem more acute with long droughts and uncertain monsoons,” Thakuri says. “This means there is not enough recharge of groundwater.” The distance between borewells and tube wells has also decreased as Tarai settlements grow and water demand increases. Indeed, 140 boreholes have been dug in Kailali and Kanchanpur, out of which only 91 still have water.&nbsp; Additionally, water has also been extracted through 1,001 deep tube wells in these two districts, according to the Groundwater Resources and Irrigation Development Division offices there.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011064_dc58f42acd2c79ead04f8175b24deb04a3c05244f8b6929e4dd42fd1d2d679ce.jpg" data-media-id="editor_2" data-image-id="2024063011064_dc58f42acd2c79ead04f8175b24deb04a3c05244f8b6929e4dd42fd1d2d679ce" data-rendition-name="original" width="6960" height="4640" loading="lazy" alt="Water crisis in tarai Nepal"> <figcaption>Tarai’s groundwater is being used as a bargaining chip by elected officials, who have drilled arbitrarily to appease voters.</figcaption> </figure>  Nepal’s provincial and local governments have invested heavily in subsidising drilling for groundwater, as per the federal policy of maximum utilisation of groundwater with a budget to drill 100 borewells.&nbsp; Tara Dutta Joshi, head of the Mahakali Irrigation Project in Kanchanpur says that although the aim was to use the groundwater extracted from these projects for the next 20 years, six of the 90 boreholes have already dried up.&nbsp; While tube wells pump up water from up to 40m feet below ground, there is no water to be found at this depth anymore in most of the western Tarai. Meanwhile, boreholes require drilling up to 110m, and artesian water is extracted between 110-400m below.&nbsp; Experts say the Tarai’s groundwater is being used as a bargaining chip by elected officials, who have drilled arbitrarily to appease voters. There is a lack of research as well as policy regarding how many boreholes can be drilled in a given area, and how much water can be extracted.&nbsp; Sankar Dutta Awasthi of Kailari village says federal decentralisation led to competition among local politicians to see who could supply more water to their electorates. Indeed, 1,200 small-scale groundwater projects have been constructed in this municipality since the formation of the local government in 2017 in addition to larger-scale projects carried out by the provincial and federal governments. “Elected officials are far more concerned about how to repeatedly ensure groundwater projects in their constituency than about how this uncontrolled extraction is going to affect the region in the future,” says Awasthi.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011064_9da4708137cda6375aaf5953f857b643fe85d223b8d8fb2fcf81e66198f53377.jpg" data-media-id="editor_3" data-image-id="2024063011064_9da4708137cda6375aaf5953f857b643fe85d223b8d8fb2fcf81e66198f53377" data-rendition-name="original" width="6000" height="4000" loading="lazy" alt="Water crisis in tarai Nepal"> <figcaption>One tubewell used to be enough to sustain a village some decades ago, while today even three tubewells in one household in not enough to fulfil basic water needs.</figcaption> </figure>  One of the bores drilled in Kailari was for Ramesh Chaudhary four years ago for irrigation, but the water dried up within two years before a canal could be completed. Nearby in the village of Rampur, a 200m deep borewell drilled for irrigation also went dry.&nbsp; “The water never even reached any farmer’s field, what a waste of Rs10 million,” says Chaudhary. Water expert Tarka Raj Joshi notes that one tubewell should be enough to sustain a village some decades ago, while today even three tubewells in one household in not enough to fulfil basic water needs.&nbsp; “The local, provincial, and federal governments’ water distribution schemes will have a major impact on groundwater levels in the Tarai,” says Joshi. “No one is thinking about what this crisis means for the future.” The shortage of water threatens to undermine Nepal’s gains in reducing infant and child mortality as targeted in the SDG because children are forced to drink contaminated water. Their nutrition is also affected as food production is reduced because of lack of irrigation water. All this feeds into the outmigration trend. The answer is to allow ground recharge through regeneration of trees in the Chure, zoning to regulate rampant urbanisation, a tax on extraction of deep groundwater, and channeling water from the Karnali and Mahakali rivers to augment supply so there is less reliance on acquifers. <h2>Water shortage drives Surkhet villagers out</h2> ----  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011060_7ce1243b2fe49f183bd338cc25af8347c1602badcdf112fcb53b03db9b116078.jpg" data-media-id="editor_4" data-image-id="2024063011060_7ce1243b2fe49f183bd338cc25af8347c1602badcdf112fcb53b03db9b116078" data-rendition-name="original" width="1536" height="976" loading="lazy" alt="water crisis in Tarai Nepal"> <figcaption>Rekcha residents marched to the municipality office with pitchers in their staw basket to demonstate their desperation for water. Photos: LAXMI BHANDARI</figcaption> </figure>  The delay in the onset of the monsoon rains in June meant that the village of Rekcha had a severe shortage of water.&nbsp; Residents started their day as usual, placing pitchers in their straw baskets by the community taps. But instead of heading to the wells to fetch water, they marched to the municipality office to demonstrate. The village’s Water Supply Struggle Committee was led by Ward member Tapendra Chhetri who had to resort to a sit-in outside the municipality out of desperation for water. Rekcha used to be an ideal place for settlers because of its fertile soil and plentiful water. Even though the 11 wells in the village produced enough water to sustain its families for decades, they have now all dried up.&nbsp; “Villagers now collect what little water is left on the bottom of the wells, using cloth for filtration,” says ward member Chhetri. “This village is dying of thirst.”&nbsp; The extreme water shortage has begun to drive residents out. Until five years ago, Rekcha village had 115 households, but 35 families have migrated elsewhere since. Khagisara Shahi was one of the villagers who walked with her water pitcher to the rural municipality headquarters. Like the rest of her neighbours she is finding it increasingly difficult to survive in Rekcha.&nbsp; “Our pleas fell on deaf ears, so we walked all the way here with our pitchers to make the leadership aware of our plight,” says Shahi. “We make do at other times, but it is impossible to live without water, especially when it is getting hotter.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011060_689983a311f320cec4427b7f0496cf9b4f6ff5dae0840bfec6b254d8c19abfac.png" data-media-id="editor_5" data-image-id="2024063011060_689983a311f320cec4427b7f0496cf9b4f6ff5dae0840bfec6b254d8c19abfac" data-rendition-name="original" width="1203" height="679" loading="lazy" alt="water crisis in Tarai Nepal"> <figcaption>Now that wells have dried up in Rekcha, the journey to other sources of water is even longer, and the drudgery falls on women.</figcaption> </figure>  Even when the village’s wells had water, it used to take hours of standing in queue for each household to collect water from their homes. Now that the wells have dried up, the journey to other sources of water is even longer, and the drudgery falls on women. “There is not enough time in the day to do all the housework, look after the farm and livestock, and fetch water,” says Shahi. Four years ago, the rural municipality made plans to bring water up to the village from the Karnali river, for which they allocated a budget of Rs17.2 million. However, the project fell through due to difficulties with road access.&nbsp; Chaukune Rural Municipality Chair Khadka BK says that local government resources alone will not be enough to provide drinking water to Rekcha. “The remoteness of the village means we need federal and provincial support.” Meanwhile, the villagers look down on the clear blue water of the snowfed Karnali River below, while their fields are parched and their children are complaining of thirst. Climate breakdown magnifies western Nepal’s woes

Rainfall data from eastern Nepal collected over the past 70 years point to a strong <a href="https://nepalitimes.com/here-now/the-waste-land">correlation between chronic drought and outmigration</a>. Repeated and more frequent monsoon failures forced more and more people to abandon villages.&nbsp; Terathum, Dhankuta, Panchthar and Taplejung districts lost more than 40% of their population between 2001 and 2021. Archival data of the Department of Hydrology and Meteorology shows that rainfall was below the annual national average for almost every year since the 1960s in what is supposed to be the wettest part of the country.&nbsp; In Panchakanya village of Terathum 40% of residents left in those 20 years. A nearby village, Thoklung, lost 42% of its population. Across the Tamor River, 44% of the people left the village of Kurule. A third of the inhabitants of Symbarumba in Panchthar left for the plains or cities.&nbsp; “People are still leaving. Those who have not migrated are also thinking about going down to Dharan or Damak,” says Chathar Ward 4 Chair Pushpa Karki, who says there were 2,500 votes cast in this ward in 2017 and in the 2022 local election there were only 1,125 ballots.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-climate-crisis-is-a-water-crisis-in-the-himalaya">The climate crisis is a water crisis in the Himalaya</a>, Sonia Awale To be sure, there are other factors behind this exodus which is happening right across Nepal’s mountains, such as a dearth of well-paying jobs, poor health care, and few opportunities for higher education. But the main reason is that <a href="https://nepalitimes.com/news/high-and-dry">droughts</a> destroy crops.&nbsp; “There was a severe drought in the summer of 2018, the maize plants dried in their stalks and turned to straw,” remembers Tara Kharel Dhakal, Deputy Mayor of Chathar in Terathum. “People ran out of food and were desperate. Outmigration due to water scarcity in Mustang district has emptied villages. But it looks like the climate crisis is causing dry spells even in the usually wet mountains of eastern Nepal.&nbsp; Only a quarter of arable land in Nepal is irrigated, and most of that is in the Tarai. Subsistence farmers in the mountains depend on rain-fed agriculture, so when it does not rain their only option is to migrate for work. Rainfall data from measuring stations over the past 50 years or more across the eastern mountains shows that winter rain and monsoon failures have become more frequent.&nbsp; y nly 80% of the normal annual rain fell in 2018 in Mulghat, and the corn and buckwheat harvests were reduced in nearby Kurule. The local government gave cash handouts to farmers, but this did not convince people to stay. <div class="embed-block"><iframe title="Tamor river discharge at Mulghat" aria-label="Interactive line chart" id="datawrapper-chart-8t8ts" src="https://datawrapper.dwcdn.net/8t8ts/2/" scrolling="no" frameborder="0" style="width: 0; min-width: 100% !important; border: none;" height="396" data-external="1"></iframe><script type="text/javascript">!function(){"use strict";window.addEventListener("message",(function(a){if(void 0!==a.data["datawrapper-height"]){var e=document.querySelectorAll("iframe");for(var t in a.data["datawrapper-height"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data["datawrapper-height"][t]+"px";e[r].style.height=i}}}))}(); </script></div> In an average year, Jhapa and Ilam in the east get about 3,300mm of rain. Kathmandu Valley sees about 1,400mm, and Darchula in the far-west receives 700mm. The least precipitation is in <a href="https://nepalitimes.com/banner/mustang-forced-to-adapt-to-climate-crisis">Mustang</a> and <a href="https://nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya">Dolpo in the trans-Himalayan rainshadow</a>, although even these districts have seen some freak rainfall of late.&nbsp; Even though the total annual precipitation may still be the same, often the quality of rain is different: there are damaging torrential downpours and then weeks of no rain at all.&nbsp; Watershed expert Madhukar Upadhya describes eastern Nepal’s micro-climates, where wide variations exist even within small geographical areas: “The clouds tend to drop most of their moisture on the southern slopes of the Mahabharat Range, so there is less rain on the other side.”&nbsp; Dharan, for instance, gets 1,700mm of rain, but 15km to the north in Mulghat, the annual precipitation is half that.&nbsp; Elderly farmers can recite from memory the years in which rains have failed: 1961, 1965, 1972, 1975, 1982, 1994. Their recollections tally with archival precipitation data for the region. For example, there was a downpour that dumped 385mm of rain on 23-24 June 1961, but for the next two months there was only 180mm. “I was young in 1961 and there was always either too much rain or too little, the fields were fallow and we had no food,” remembers Dikura Devi Thapaliya in Terathum. “Only those who had springs and could irrigate their fields had harvests that year.”&nbsp; Read also: <a href="https://nepalitimes.com/banner/first-drought-then-downpour">First drought, then downpour</a>, Smita Magar Four years later, there was another drought that caused a famine, forcing families to forage for wild roots. In Iwa, the town council asked households that had extra grain to sell it to neighbours, but no one was willing. The villagers did not have food for the 10-day trek down to Dharan to collect government rations, so food was air dropped by the state.&nbsp; Even worse was the nationwide drought of 1972, when the British Royal Air Force helped Nepal with Hercules aircraft to drop grain by parachute in what it called Operation Khana Cascade. Some 52 tons were dropped on Taplejung and Terathum alone.&nbsp; This was the Panchayat era, and even the usually-understated government controlled news agency, RSS, filed a report from eastern Nepal about the terrible conditions: ‘The harvest of corn and buckwheat has failed in villages around Dhankuta. Rice harvests are one-third of normal. There is starvation in Terathum. Many have migrated to the Tarai or elsewhere, or are working as coolies along the Dharan-Dhankuta road.’ <div class="embed-block"><iframe title="The Rain in Dhankuta" aria-label="Interactive line chart" id="datawrapper-chart-gKSl5" src="https://datawrapper.dwcdn.net/gKSl5/2/" scrolling="no" frameborder="0" style="width: 0; min-width: 100% !important; border: none;" height="423" data-external="1"></iframe><script type="text/javascript">!function(){"use strict";window.addEventListener("message",(function(a){if(void 0!==a.data["datawrapper-height"]){var e=document.querySelectorAll("iframe");for(var t in a.data["datawrapper-height"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data["datawrapper-height"][t]+"px";e[r].style.height=i}}}))}(); </script></div> The next serious drought was in 1982, with Terathum getting a record low of only 254mm of rain – only 38% of normal monsoon precipitation.&nbsp; The Tamor had never been so dry before that, nor has it since. Hydrological data acquired by Nepali Times show that in September 1982 river flow was only 15% of mean for that month. Ninety percent of the maize crop in the east was destroyed, paddy wilted before it could be transplanted. The rice terraces were barren.&nbsp; Nepal’s two neighbours donated grain so that villagers would not starve. More than 2,500 farmers from Terathum made the four-day trek down to Dhankuta to collect 100kg sacks of wheat from India, or maize from China. Even the desert kingdom of Saudi Arabia donated 5,000 tons of rice and 2,500 tons of wheat.&nbsp; Not much has changed in the villages of Terathum and along the banks of the Tamor since – except that there are fewer people. Farmers who remain still depend on timely and adequate rain to keep their soil watered.&nbsp; “If the gods send rain, we get to eat. Otherwise we starve,” Naramaya Tamang in Terathum puts it simply. Her farm grows enough food to feed the family for only half the year.&nbsp; Those who have property have sold it to <a href="https://nepalitimes.com/banner/unthinkable-in-the-current-climate">move to the plains</a>. The government has stopped food aid, citing new roads and letting market forces ensure supply. However, there are many like Naramaya who have fallen through the social safety net. The other thing that has changed in these mountains is that people are migrating not just to the plains, but overseas to the Gulf or Malaysia. The villages on both sides of the Tamor River are devoid of young men, and increasingly, young women. Every family has a member abroad. It is the money they send back that helps the elderly relatives survive.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240406020436_9619e4536523960ebe2edf86de43c389ba054b3dd32c5752e5bcc7d9fac9d83f.jpg" data-media-id="editor_15" data-image-id="20240406020436_9619e4536523960ebe2edf86de43c389ba054b3dd32c5752e5bcc7d9fac9d83f" data-rendition-name="original" width="640" height="713" loading="lazy" alt="Climate → crisis → drought → food → deficit → migration"> </figure>  Over the last 20 years, Panchthar saw the second highest number of permits to work overseas in proportion to the district’s population. Terathum ranks third on this metric and Dhankuta is sixth. The adjoining district to the west, Khotang, is number one.&nbsp; Dhanusha in the Tarai has the highest numbers of people migrating out, but most of those workers return. Here in Dhankuta, Terathum, Panchthar and Taplejung, when young people leave, most leave for good.&nbsp; The main result of the climate breakdown is the <a href="https://nepalitimes.com/opinion/borderlines/grain-drain">lack of water</a>. Deficient rain and springs going dry are the main reasons why farmers are migrating, explains the Chair of Ward 3 of Chaubise village, Madan Tumsa.&nbsp; He says: “These are climate migrants. The soil is too dry to farm, and there is nothing to eat. People are not leaving to earn more, up to 80% are leaving because they cannot grow food due to the lack of water.”&nbsp; Research for this three-part series was supported by the Barbara Foundation. This is the first of a three-part series in Nepali Times analysing meteorological, hydrological and demographic data from eastern Nepal, showing the impact of the climate crisis on rainfall, farming and outmigration. The second and third installments will appear on 12 and 26 April respectively.

Climate crisis → drought → food deficit → migration

The Department of Meteorology and Hydrology has declared that the southwest monsoon entered eastern Nepal promptly on schedule, and will advance over the whole country in a week. This was a relief because weather models had suggested the onset of the rains would be delayed by at least 10 days. Let us hope simulations were also wrong about deficient rainfall this monsoon. News of the arrival of the rains could not have come sooner. So far, this June has been the hottest month on record in Nepal, with half of the country’s population mostly in the plains reeling under <a href="https://www.nepalitimes.com/opinion/turning-on-the-heat">heat stress</a>. Wells had gone dry in parts of the Chure and Tarai, and ritual frog weddings were being performed for rain. Here in Nepal, we must now broaden the scope of disaster planning beyond droughts, floods and landslides to lethal <a href="https://www.nepalitimes.com/here-now/north-indian-heat-wave-hits-nepal">‘wet bulb’</a> combinations of temperature and humidity. In the next decades, unliveable heat waves in the plains could force mass <a href="https://www.nepalitimes.com/banner/unthinkable-in-the-current-climate">migration of people to northern latitudes and higher altitudes</a>. For Nepal, this could mean a future reversal of population movement back from the plains to the mountains. But Nepal’s rulers cannot pass all the blame for chronic food insecurity on climate breakdown. The Karnali is food deficit because of decades of state neglect, and climate change-induced drought just puts farmers under added pressure. Crop failure due to lack of irrigation and agricultural input in turn will worsen malnutrition among children, and increase the push factor for outmigration of men. Not all disasters are sudden, Nepal must also prepare for slow-motion calamities like these. <a href="https://www.nepalitimes.com/multimedia/tara-pariyar-s-karnali">Our coverage from Jumla</a> and Kalikot of Karnali Province in this edition shows how investment in rural irrigation can transform the lives of farmers, making them more resilient to face extreme weather. The <a href="https://www.nepalitimes.com/editorial/women-and-water">climate crisis is a water crisis</a>, and year-round access to water will improve food availability, raise household income, reduce drudgery for women, and allow Nepalis to adapt to climate change. It is common sense. Why didn’t we think of that before? The DHM and South Asian Climate Outlook Forum forecast normal to below-normal rainfall this year, and an increase in maximum and minimum temperatures across South Asia. Rainfall in western Nepal is expected to be 60% below normal, and 30% deficient in the rest of the country.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2023061414068_a58db96050cb747bbcd4bf46e1507af613ea7bf0fa4700a0a4178da2e41130cd.jpg" data-media-id="editor_6" data-image-id="2023061414068_a58db96050cb747bbcd4bf46e1507af613ea7bf0fa4700a0a4178da2e41130cd" data-rendition-name="original" width="3300" height="1950" loading="lazy" alt="Monsoon 2023"><figcaption>Department of Meteorology and Hydrology has projected below-average rainfall this monsoon. </figcaption></figure>  But those are averages, and we also have to be prepared for cloudbursts of the kind that triggered the deadly <a href="https://www.nepalitimes.com/banner/still-chasing-the-melamchi-mirage">Melamchi flood on 15 June 2021</a>. Robust early warning systems and real-time localised information systems are vital to save lives and infrastructure. Again, we cannot blame loss of life along settlements in flood-prone high-risk areas on the climate crisis. We cannot call them ‘natural disasters’ when the real culprit is bad planning and poor preparedness for calamities that are certain to happen. Read also: <a href="https://www.nepalitimes.com/banner/climate-smarter-himalayan-infrastructure">Climate smarter HImalayan infrastructure</a>, Sonia Awale The rampant building spree of mega-infrastructure, primarily hydropower projects along Nepal’s major rivers, without proper Environmental Impact Assessment also spells disaster. So does <a href="https://www.nepalitimes.com/here-now/a-nation-built-on-sand">illegal extraction of riverbed products</a> along the Chure. But perhaps the most glaring example of environmental terrorism is <a href="https://www.nepalitimes.com/here-now/don-t-just-blame-god-for-floods-and-landslides">haphazard road construction</a> triggering slope failure and disrupting water supply. There are things that are happening globally over which we have little control. The Paris Agreement to cap average global temperatures to 1.5°C above pre-industrial levels by 2050 is now dead in the water. Last week, CO2 concentration in the atmosphere hit a record 422ppm, and at this rate we are looking at an increase of 2°C or more in the coming decade. The <a href="https://www.nepalitimes.com/here-now/in-high-places">polar regions and the ice-caps of the Alps and the Himalaya </a>are already melting at unprecedented rates. New York experienced <a href="https://www.nepalitimes.com/banner/why-is-the-air-in-bhaktapur-so-bad">air quality</a> worse than Kathmandu last week as Canadian wildfires sent smoke plumes across North America. Pakistan suffered catastrophic nationwide floods last year due to heavier than usual monsoon rains and melting glaciers. For us in Nepal, there is no option but to be prepared for what we know is coming. Rescue and relief after a disaster, as is often the case, is too late. Preparations for prevention for this monsoon should have started last winter. When it rains, it pours

This winter, there has been zero precipitation.The last rainfall in Kathmandu was a late-monsoon shower on 12 October 2022. And while there was some rain and snow in Karnali and Sudurpaschim Provinces last month, the rest of the country has remained high and dry for nearly five months.This prolonged winter drought has affected farmers in a country where 65% of agricultural land is rainfed. The wildfire season has started early. Rivers are running low, reducing hydroelectricity production by more than half.The Meteorological Forecasting Division predicts that the dry spell will continue for at least two more weeks. In that case, this winter will be the driest in decades. Previous driest winters were in 2007-8 and 2016-17, but even then there was 10-15mm of rain between December and February.Nepal’s Department of Hydrology and Meteorology had used computer modelling to predict this winter’s drought due to the Pacific Lala Nina effect, and a Polar Vortex pushing the jetstream north of the Himalaya.“We don’t like to say we told you so, but the forecasts have been accurate,” says Binod Pokhrel, meteorologist at Tribhuvan University. “The westerlies that were supposed to bring winter rain in January vanished along the way. The seasonal forecast also shows that there won't be much precipitation in the March either, this increase wildfire risk." <figure><img width="1121" height="640" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230228150240/63fe124e9c7e80680e0da516jpeg.jpg" alt=""><figcaption> </figcaption></figure>Nepal gets more than 80% of its rain during the monsoon between June-September with a generally east-west rainfall gradient, except for the region around Pokhara which receives the country’s heaviest annual rainfall of nearly 4,000mm.The drought has also worsened winter air pollution in Kathmandu. There is no rain to wash down suspended dust particles. Smoke from wildfires have  worsened the Valley’s Air Quality Index.“Winter wheat, mustard, dal, barley and vegetable crops are affected,” says Januka Pandit at the Department of Agriculture. “The lack of snowfall this year will also affect the apple and corn crops at higher elevations because of the proliferation of pests.”Springs have gone dry right across the Himalayan foothills. Villagers have to trudge longer distances to fetch water for drinking and household use. In one village in Kavre, vegetable farmers have migrated to the city or abroad because of the lack of water.“They would still be here if there was enough water for the cabbage and mustard terraces,” said Surbir BK, who was making a one hour roundtrip trek to a community spring with a water jar strapped to his back.   <img width="633" height="357" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230228150240/63fe12519c7e80680e0da517jpeg.jpg" alt="">Hydroelectricity production has fallen by 72% compared to last year because of reduced flow on rivers. Suresh Bhattarai of the Nepal Electricity Authority (NEA) explains: “Most of our electricity comes from run-of-the-river plants without storage reservoirs, when the flow drops so does the power they generate.”Nepal’s total installed capacity is now 2,300MW, but currently plants are only generating 700MW when total demand is 1,700MW. NEA is managing the shortfall with 500MW of imports. Even that is not enough and NEA is rationing power to industries.There is usually more water on Himalayan rivers during the spring thaw, but since there was no snow the flow is low. NEA expects the situation to improve only when the monsoon rains arrive in June.Average temperature across the country this winter has also been higher than normal. Lack of rain and higher temperatures increases the danger of wildfires, which in turn worsens air quality.Says Binod Pokhrel: “The fire risk this year is much higher. High and dry

He has just made a steep 3-hour climb from his village of Muktikot to a pharmacy carrying his semi-conscious daughter-in-law, Reti.She has post-partum haemorrhage, and has not stopped bleeding. The clinic managed to save her life, but the <a href="https://www.nepalitimes.com/banner/child-marriage-in-nepal-eloped-at-13-mother-by-17/" target="_blank" rel="noopener noreferrer">young mother</a> lost her three-month foetus. Reti was married off at 16, and at 22 already has two children.The midwife says the miscarriage was due to weakness and heavy workload during pregnancy. Reti’s husband is working in India, and she has to do all the household work, raise the children, take care of the livestock, and fetch water herself.At the pharmacy, Gopal Singh says he sees cases like this often. This is the nearest medical stop for the predominantly Dalit village of Muktikot. He says, "This is nothing new around here, we get miscarriages like this daily. Many do not make it. Young mothers are not physically mature for childbearing and couples do not use contraceptives."Marriage before age 20 is punishable by law in Nepal but it is still common. Low female literacy, poverty, discrimination and cultural norms play a role, but <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/child-marriage-in-Nepal,3863" target="_blank" rel="noopener noreferrer">child marriage</a> has become more prevalent as of late, as subsistence farmers cope with a succession of droughts and floods that have destroyed harvests.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d122f9c7e80680e0a98c3jpeg.jpg" alt="" width="1500" height="1125"><figcaption> </figcaption></figure>Last winter, western Nepal suffered a 6-month drought that was followed by <a href="https://www.nepalitimes.com/banner/wildfires-ravage-nepal-mountains/" target="_blank" rel="noopener noreferrer">wildfires that raged for months</a>. Then, two weeks ago the region was hit by a freak post-monsoon storm that destroyed standing crops. Farmers had been hopeful for a good harvest because of plentiful rain this monsoon, but <a href="https://www.nepalitimes.com/latest/post-monsoon-rain-ruins-nepals-crops/" target="_blank" rel="noopener noreferrer">the unseasonal downpour</a> on 18-19 October unleashed landslides and floods and dashed their hopes.Scientists say global warming has added to the moisture content in the atmosphere, triggering <a href="https://www.nepalitimes.com/banner/himalayan-floods-a-sign-of-worse-to-come/" target="_blank" rel="noopener noreferrer">extreme weather</a> with erratic monsoons, frequent droughts and cloudbursts. Families in food-deficit western Nepal, already in a precarious situation, have been pushed over the edge.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12329c7e80680e0a98c4jpeg.jpg" alt="" width="800" height="600"><figcaption> </figcaption></figure>Already stricken by poverty and caste discrimination, the impact of climate crisis means that more parents now marry off their young daughters, who in turn end up risking their lives due to early pregnancy and poor diet."My father remarried after my mother died, and he married me off at 16 saying I would have a good life after marriage," recalls Reti.Read also: <a href="https://www.nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya/" target="_blank" rel="noopener noreferrer">Climate crisis is a disaster in the Nepal Himalaya</a>, Sonam Choekyi LamaSubi, 16, is also from the same village. She lost her new born baby two days after home delivery three months ago. She had not had a single pre-natal check-up, was too <a href="https://www.nepalitimes.com/banner/nepals-epidemic-of-hunger/" target="_blank" rel="noopener noreferrer">undernourished</a> to breast feed properly, and her baby eventually died of hunger.Subi herself bled for more than two weeks after the birth, and even though there were no men to carry her to the health post, she survived. She is still weak and anemic. Subi’s friend Suna is also 16 and expecting her first baby. Afraid that she may have the same complication, she walked five hours to a pharmacy to get iron tablets.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12349c7e80680e0a98c5jpeg.jpg" alt="" width="1500" height="994"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12389c7e80680e0a98c6jpeg.jpg" alt="" width="1500" height="994">Locals gathered in Muktikot. At least one member from each family is currently working in India.Suna’s mother Rauthi married her to a neighbour’s son because the family’s harvest failed after a long drought. She has seven children, all of whom have dropped out of school either to work in India, or to get married and raise their own children. The husbands of both Suna and Subi are also away in India, working to augment family income.Read also: <a href="https://www.nepalitimes.com/editorial/women-and-water/" target="_blank" rel="noopener noreferrer">Women and water</a>, EditorialMost families here have at least one member working in India, and the income they send home was what helped them survive when crops failed. But many Nepalis lost their jobs during the pandemic, so even this fallback option was not there for the past two years.“Life here is tough, and getting tougher. Early marriage is the norm, since it is easier to get our daughters married, so we do not have to feed them,” says Rauthi, two of whose seven children are handicapped and cannot go to school, or work.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d123b9c7e80680e0a98c7jpeg.jpg" alt="" width="1500" height="1125"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d123f9c7e80680e0a98c8jpeg.jpg" alt="" width="1500" height="1125">Children in Muktikot have to walk across steep terrain for three hours roundtrip everyday to go to school.Nearly 40% of girls in Nepal marry before they are 18, while some 14% give birth to their first child before their 19th birthday. Moreover, children of Dalit communities are at higher risk of being <a href="https://www.nepalitimes.com/opinion/too-young-to-marry/" target="_blank" rel="noopener noreferrer">married young</a> because of poverty, discrimination and limited access to resources.Although child marriage is less common than it used to be, it is still prevalent despite laws banning it. Now, the economic crisis due to the pandemic and the climate emergency has exacerbated the situation.This is <a href="https://www.nepalitimes.com/here-now/the-curse-of-being-new-mothers/" target="_blank" rel="noopener noreferrer">evident in Bajura</a>, a district in Nepal with one of the worst development indicators with more than 70% of people living below the poverty line, while Nepal’s national average is 26%.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12429c7e80680e0a98c9jpeg.jpg" alt="" width="1500" height="1125"><figcaption> </figcaption></figure>Frequent droughts and crop failures in recent years have further impoverished Bajura’s subsistence farmers. As it is, only 9% of the land in the mountainous district is arable, with a mere 1.42% with irrigation facility. Crop yields of barley, wheat, maize and millet harvests have dropped sharply in the past 10 years.Every year the district faces a shortage of 11,000 tonnes food grain, and a World Food Programme (WFP) bulletin classified 85% of the population being <a href="https://www.nepalitimes.com/latest/the-pandemic-of-hunger/" target="_blank" rel="noopener noreferrer">food insecure</a>. Muktikot is one of the villages classified as very vulnerable to deficient nutrition.Even in years with normal harvest, food grown here is enough only to feed families for three months in year. The result is out-migration for work, malnutrition, forced child marriage, high maternal and infant mortality.https://www.youtube.com/watch?v=e6ptI6TJqUgWith farmers so dependent on rain-fed agriculture, their fragile existence is even more precarious because of climate-related extreme weather. A 30-year precipitation data at the nearby Martadimet station shows that total annual rainfall has fallen, there is little winter snow, and even that tends to come with destructive storms.“Rainfall has always been unpredictable in these parts, but these days there is very little winter snow that we need for the spring marsi paddy and buckwheat,” says 65-year-old farmer Brija Bahadur Bam. “And when it does rain, it is so heavy that it washes away the crops.”This all adds up to <a href="https://archive.nepalitimes.com/article/nation/water-table-of-kathmandu-valley-falling-fast-recharge-to-replenish,4100" target="_blank" rel="noopener noreferrer">lower groundwater tables</a>, which means even perennial springs have gone dry. Indira Kandel of the Department of Hydrology and Meteorology says that the rain and snow is then not enough to replenish the aquifers.The link between drought and child marriage has been proven by research in India. Reetika Revathy Subramanian, a PhD student at the University of Cambridge, has studied how drought-induced migration in the caste-ridden Marathwada region of India has increased underage marriage.“The decision for a girl to marry gets shaped by a web of intersecting factors, including poverty, access to education, social pressure and norms, harassment and intimidation, which is further exacerbated by disaster,” she explains.In Nepal’s Bajura district, too, the <a href="https://www.nepalitimes.com/here-now/dalits-disasters-and-discrimination/" target="_blank" rel="noopener noreferrer">Dalit community is more vulnerable</a> to the impact of the climate crisis on agriculture than more privileged groups. “Child marriage is rampant here but it is more likely in families hit hard by food crises and with many children,” says Birban BK of the Nepal Climate Change Support Program (NCCSP).The answer lies in making irrigation available to farmers so they are not affected by erratic rainfall, which is why the NCCSP prioritised building irrigation canals and flood-prevention gabion walls in Bajura.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12469c7e80680e0a98cajpeg.jpg" alt="" width="1510" height="1000"><figcaption> </figcaption></figure>Muktikot got its name from Maoists guerrillas during the insurgency who wanted to show that the Dalit village had been liberated from caste discrimination. The war has been over for 16 years, but life is, if anything, worse for the Dalits here.Village officials and locals believe that the relocation of the entire community is the only way out. Plans are afoot for the rehabilitation of villagers to settlements up the mountains to an altitude of 2,500-3,000m where rainfall is more regular. They can grow cash crops like walnut and <a href="https://www.nepalitimes.com/banner/a-parliamentarians-apple-grove/" target="_blank" rel="noopener noreferrer">apple</a>, but will be needing help accessing the market.“These practices could be diversification of livelihoods and income sources through adopting climate-resilient cash crops, connecting farmers to the markets, promoting agro-forestry and use of bioengineering for infrastructure development,” says Monika Upadhyay of WFP Nepal.Even among Dalits, it is the women from the community who are even more affected by the climate crisis. The shortage of water <a href="http://archive.nepalitimes.com/article/nation/Recharging-the-mountains,3465" target="_blank" rel="noopener noreferrer">adds to their daily drudgery</a>, because they have to walk longer to reach springs that are still functioning.Says Radha Wagle of the Climate Change Management Division at the Ministry of Environment: “In Bajura and other districts, we need climate-resilient and gender-responsive plans because women are more adversely affected by socio-economic, geographical and climatic vulnerability.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12499c7e80680e0a98cbjpeg.jpg" alt="" width="1500" height="994"><figcaption> </figcaption></figure>Nepal aims to implement these measures at local levels by 2030, the same year the government has set to end <a href="https://www.nepalitimes.com/latest/nepal-child-marriages-spike-during-pandemic/" target="_blank" rel="noopener noreferrer">child marriage</a>. But given that the practice is still rampant, it is an ambitious target.Says Subramanian: “It is important to strengthen child marriage prevention groups, village-level committees to work closely with vulnerable families including women and girls in particular.”At nearby Radhamata Secondary School, only 13 of the 113 students in Grade 10 are unmarried. Manshova Buddha, 17, is one of them. She says: “With so many of my friends already married off by their parents, I also feel the pressure. How the climate crisis adds to child marriage in Nepal

<figure><img width="900" height="673" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08409c7e80680e0a6008jpeg.jpg" alt=""/><figcaption>All photos: SMITA MAGAR</figcaption></figure>“How the dry earth must have sizzled today, kanchhi!” my sister-in-law Birmati said in delight after heavy rain finally fell in Jhumlawang village of Bhume Rural Municipality.For eight-months it had not rained here in East Rukum, destroying the wheat and barley crops and rendering surrounding forests tinder-dry. So, when the rains finally came in April, it was a welcome relief.The fires scorched the bone dry mountains this spring, shrouding the country in thick smoke for weeks. The pollution peaked in Kathmandu in March, making breathing difficult. While that was happening, up here in Jhumlawang residents were dealing with insect infestation on fodder grass, and they worried about how to manage fresh green grass for the livestock. There was looming worry about a possible famine.The residents of Jhumlawang were in their fields the day after the first rain fell, but the winter wheat crop had not fared well during the drought. The desiccated stalks was turned into cattle fodder. <img width="900" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08439c7e80680e0a6009jpeg.jpg" alt=""><img width="900" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08469c7e80680e0a600ajpeg.jpg" alt="">“We only got a handful of grain when there should have been many muri of wheat,” says Jokhi Kumari Thapa. “So we fed whatever was there to the cows and goats.”As the rain began to fall in earnest, villagers ploughed their fields and began planting maize.   Maize and wheat are major food crops here in the remote mountains of East Rukum. The terraces on the steep slopes are also suitable for potato, barley, mustard, hemp seed, beans, millet and various other spices that villagers farm to feed their own families. However, the yield is not enough them for the entire year. Subsistence rain-fed farming makes food availability precarious not just here, but across central and western Nepal. And this year’s winter drought meant that even fields that had good yields in previous years did not produce any harvest this year. The rain, when it finally came was relentless, and this meant that during the threshing season the farmers could not get as much grain as they would have liked. Indeed, the wheat harvesting process needs to go through multiple carefully planned stages that require considerable effort. The wheat is first harvested and its stalks dried. Then it is threshed, and the husk separated from the grain. The grain is then dried in the sun before being moved to storage. If the crops do not get enough sun during the process, there is a possibility of the grains rotting on the stalk itself, rendering the crop useless.  <img width="900" height="673" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08489c7e80680e0a600bjpeg.jpg" alt=""><img width="900" height="646" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d084b9c7e80680e0a600cjpeg.jpg" alt="">My nieces Ritu, Swastika, and Barsha had gone to the fields to harvest the still-young crops to prevent this very problem from occurring.“Grandmother has told us to cut even the small stalks of wheat, otherwise the grain will weep,” Barsha explained to her elder sisters as she got busy in the fields. A popular folklore has been passed down from generations of farmers in Jhumlawang. In it, the smaller wheat stalks that have been left unharvested in the field gather around the harvested stalks at night, and weep.“The big grains fill bigger baskets, and we fill the smaller ones,” they say. “If not a thun (a basket similar to a doko that can retain smaller-sized grains), we could fill a phungo (a smaller basket) Then we could also feed our owners.” <img width="900" height="673" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d084f9c7e80680e0a600djpeg.jpg" alt=""><img width="900" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08539c7e80680e0a600ejpeg.jpg" alt="">My mother’s sister Hastakala Buda had gone to nearby Dangliga to harvest wheat. When my mother Bhagwati Buda asked her if the wheat there was more plentiful, my aunt laughed and said, “Poor things, those crops got neither mulch nor water, we barely got a handful of grain out of them.”Sirmaya BK had come to help us with the wheat harvest. Out here in these parts, anyone who helps with the wheat-cutting is compensated with a sack of wheat at the end of each day. But since there simply was not enough harvest this year, no one had any work for Sirmaya. As she was preparing to return home, Sirmaya asked, “You don’t have enough wheat here to tide you over either. What are you going to eat?”Meanwhile, my sister Krishna Buda, who had been stuck in her maternal home due to the coronavirus pandemic, was uprooting the wheat in the field, yanking out the dry stalks. Not a single grain had grown in them. Gesturing sadly towards the dry field she said, “Look didi, what a shameful sight. The livestock will feed on this now.”Swastika, who had been looking on in frustration as Krishna uprooted the wheat stalks, added, “Phupu, we would have been so happy to harvest the wheat if the stalks had any grain on them.”   <img width="900" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08589c7e80680e0a600fjpeg.jpg" alt="">In Dallepata, my uncle Lok Bahadur Buda, who had irrigation on his terrace fields, had exactly the kind of harvest that Swastika would have been happy to help with. Where other villagers had their seeds destroyed, my uncle, thanks to irrigation water, managed to harvest four muri worth of wheat. This was two muri less than the usual yield, but it was better than nothing.Extreme weather like drought and torrential rainfall due to climate change have directly affected traditional agricultural practices in villages like Jhumlawang across Nepal, causing uncertainty and food insecurity. And while my uncle proved that irrigating the fields can result in a good yield even during periods of drought, the villagers here believe that irrigation causes the mulch and manure to settle beneath the soil and not help in improving the harvest.This is why the irrigation channels built by various organisations in these parts are barely used by local farmers. The rains are uncertain, but at least it does not mess with the soil, they believe. Mankumari Budha Bista, vice-chair of Bhume Rural Municipality, says that there is no culture of irrigation among Rukum farmers, who prefer to rely on traditional practices.  <img width="900" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d085a9c7e80680e0a6010jpeg.jpg" alt="">Now, just as the drought destroyed the wheat crop, continuous rain since April has damaged crops that do not require much water. The water destroyed much of the germinating potato planted in February. There was no rain when it was needed, and too much when the crops did not require it.“It rained just as the potatoes had begun sprouting, and the water rotted the plants away,” says Birmati bhauju.Even the usually hardy raised fields have been affected by the excessive and untimely rain. Heavy rains right after the maize seeds had been planted hampered their growth. Adding to their concern was a pest infestation in maize crops throughout East Rukum, and farmers are worried there will be locust invasion similar to last year.Such a multi-pronged attack on crops means that the threat of food shortage looms large. Jhumlawang produces two major staples each year: wheat and maize. Continuous rainfall from January to September in 2020 resulted in less-than-optimum maize yield. The drought that began after September then destroyed the wheat crop. The heavy rains that began right after also wiped out the potatoes and this year’s maize.Jhumlawang’s farmers depend on their crops for food security but for a reliable source of income — they are just trying to survive hand-to-mouth. Their immediate worry this year, however, is to save the maize crop and to secure enough seeds for the winter wheat crop.Famine-like conditions in which farmers are forced to eat seeds to survive are not new here in Jhumlawang. But my relatives say that these crises have been occurring more frequently than in the past.  <img width="900" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d085d9c7e80680e0a6011jpeg.jpg" alt="">Shiva Buda, who is in charge of the Jhumlawang Community Health Centre, has seen it all before. “In our village,” he says, “the destruction of one crop will bring famine, but the destruction of two staples is catastrophic.”The last two times there were deadly famines here were in 1971 and 1977. Those who were alive then remember surviving on gruel and roots of nettles. Some farmers had to mortgage their jewellery for food. Some of the villagers recall walking for five days on hungry stomachs to get some government relief. “We were born at a time of great pain,” said one farmer.There was, however, a silver lining from the famine. At that time, the village panchayat had asked the residents of Kyangsi, Seema, Morawang and Jhumlawang to dig a road from Ratwamare to Kwachiwang to transport relief materials for the 'Food for Development' program. However, that one road was not adequate for Jhumlawang residents during periods of famine that would follow. Ram Kumari Thapa recalls donning her doko and namlo and going as far as Dalsinge, Dhawanne, Domai and Ratwamare — as far as the limited road system allowed — in search of rice. As she travelled, Ram Kumari realised she was not alone. “When I saw the crowds of people,” she recalls, “I realised just  how many people were on the verge of starvation.”Transportation of food has become easier ever since an unpaved road reached the village two years ago. “Now, as long as we have the money, the food can be transported right to our home,” says Ram Kumari.This year, concerns about natural and climate-induced disasters among villagers have been compounded by the Covid-19 pandemic and the ensuing restrictions.“God has sent us death and disaster simultaneously,” Birmati bhauju complains.Dilman Roka, Chairman of Bhume Ward 3, met with Municipality chair Ramsur Buda in February to discuss the food shortage, and the threat of starvation due to food shortages compounded by Covid lockdowns. “Unlike in the cities, where transportation is not an issue, floods and landslides during the monsoon here not only interrupt  good delivery, but also make it expensive,” says Roka.  <img width="400" height="535" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d085f9c7e80680e0a6012jpeg.jpg" alt="">At present, Jhumlawang Village Foundation and Jhumlawang Rural Cooperative have collaborated to transport essential food items from Dang. Village chief Chandra Singh Shrestha says that the local government has written to Kathmandu asking for relief materials for those living in areas that are threatened by food shortages.Additionally, Bhume Rural Municipality has begun making long-term plans to integrate traditional and modern agricultural practices in the region. The municipality has been testing various food crops by allocating areas for agricultural study and research in Maring and is planning to give out grants and concessions to attract prospective young farmers. But most youngsters in Jhumlawang are not interested, and would rather go away to complete higher studies or find work abroad. This has created a shortage of able-bodied adults to tend the farms, contributing to decreased agricultural production further exacerbated by weather extremes and climate change.Like many Nepalis, however, those who go overseas send money back families at home. This means there is some cash to buy food in case the crops fail — proving that much of the remittances Nepalis send home from abroad go for bare day-to-day survival.Those whose family members remain in Nepal make rounds of the village to secure loans, borrowing from local lenders at 30-40% interest, trapping them in a vicious spiral of poverty. <img width="900" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08629c7e80680e0a6013jpeg.jpg" alt="">Bhim Prasad Shrestha, a young farmer in Jhumlawang, is worried about his family going hungry this year. “Why would anyone want to farm if months of hard work is destroyed due to drought and downpours like this?” says Shrestha, who returned from Saudi Arabia after working there for eight years.  He has been farming for several years, and describes some programs introduced by the government in East Rukum as impractical and unsuitable because they are more suited to the Tarai.  Shrestha says what is most urgently needed is to connect Jhumlawang to the market, and to incorporate modernised farming in the region.  Bhume rural municipality vice-chair Mankumari Budha Bista agrees. “It has become imperative to adopt timely and modern agricultural methods,” he says. “But we see that it takes time to catch on.” One evening, the lightning illuminates the mountains in pink flashes. There is a crash of thunder, and the rain again comes down in torrents.  My mother looks up to the sky and curses: “थुइया चिर्को पर्ने सर्ग! कस्तो राम देखा होलाई!” (Splitting the sky with lightning! Why such drama?) In my mother’s anger, I see the pain and the hardship of farmers here who struggle to survive and adapt to a changing climate over which they have no control. First drought, then downpour

Some of these valleys had snowfall for three days, and the minimum temperature in Manang Valley fell to -10 Celsius on Saturday.The heavy snow put out wildfires that had been raging in Manang’s Tachai area for the past two weeks. An earlier fire near Chame that had gone on since November had spent itself before the snow storm arrived. Kathmandu recorded only 1.5 mm of rain in a passing thunderstorm on Saturday afternoon – much less than the average 60mm winter rain from December-February in Central Nepal.

Heavy snowfall over Nepal Himalaya

The rain also cleared the thick fog that had engulfed the Nepal Tarai for the past month.The precipitation was not heavy, but it doused some of the devastating wildfires that had ravaged forests across central and western Nepal since December. A forest fire in Manang had been raging for two months.  There was nearly 1m of snow overnight in Khaptad National Park, and the flurries down to 2,800 m in Mustang, Manang and Kaski. Ghorepani viewpoint on the Annapurna Trek also got heavy snowfall overnight. Rain ends 4-month Nepal drought

When the water drained out, it left  ponds, lakes, wetlands and, later, flooded paddy fields and irrigation canals. Seeing water on the land then would have been the most natural sight.The Newa Civilisation maintained ponds for lotus flowers, ducks and fish which recharged <a href="https://archive.nepalitimes.com/article/nation/water-table-of-kathmandu-valley-falling-fast-recharge-to-replenish,4100" target="_blank" rel="noopener">groundwater</a>, allowing the soil to filter the water that could then be extracted from wells. Rainwater washed the streets of waste which flowed down to terraced fields, fertilising them.Along ridges and mountain saddles across Nepal, there are still some ponds left in which buffalos wallow. These store monsoon runoff, allowing it to slowly seep into the topsoil and keep the slopes below moist.The best examples of the Valley’s ponds were in Lagankhel and Pulchok. They took in all the rain and stored it underground for use year-round in Patan’s ancient wells. Today, both have been encroached upon and filled over to make way for a concrete Municipality building, an army base, a petrol pump, schools, shopping mall and a tourist bus park.Now, when the monsoon rain falls <a href="https://www.nepalitimes.com/banner/monsoon-2019-deluge/" target="_blank" rel="noopener">as it did last week in buckets</a>, the water has nowhere to go but <a href="https://www.nepalitimes.com/editorial/act-globally-think-locally/" target="_blank" rel="noopener">flow down the streets</a> turning them into muddy torrents, carrying away children and motorcycles.Deprived of <a href="https://nepalitimes.atavist.com/recharging-the-mountains-" target="_blank" rel="noopener">rainwater recharging</a>, the town’s wells and ponds run dry shortly after the monsoon. The <a href="https://www.nepalitimes.com/here-now/water-of-the-ages/" target="_blank" rel="noopener">ancient water spouts</a> are <a href="http://archive.nepalitimes.com/article/nation/renew-commitment-to-preserve-ancient-water-spouts,2931" target="_blank" rel="noopener">reduced to a trickle</a>. Open fields that allowed water to seep into the soil are now covered by asphalt roads, cement terraces and tin roofs. The water rushes down into rivers already constricted by <a href="https://archive.nepalitimes.com/article/nation/Flood-on-the-border-Nepal-India,3915" target="_blank" rel="noopener">embankments</a>, where water velocity increases, causing destruction downstream.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131148/636a50089c7e80680e04fd3ajpeg.jpg" alt="" width="960" height="668"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131148/636a500b9c7e80680e04fd3bjpeg.jpg" alt="" width="960" height="668">A view of Ashok Stupa at Lagankhel and the surrounding area in the picture taken by Rich Pfau in 1968 and of the same location today (right) taken by PS Joshi.Gravity is Nepal’s great source of energy. Falling water is a renewable source Nepal has in abundance, but it needs to be husbanded properly. Once water has flowed down river, we need pumps to get it up again. Our ancestors understood this well, and stored water at high points: the shrinking lotus ponds in Chhauni and historical ponds like <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/on-queens-pond-rani-pokhari,4092" target="_blank" rel="noopener">Rani Pokhari</a>, Eekha Pokhari and Kicha Pokhari.Fortunately, there is now a belated realisation about the importance of ponds. Bhaktapur, Kirtipur and Bungmati are reviving their ancient water storage and recharge systems. Citizens have risen up against land-grabbers who try to usurp ponds. It is stupid to think that land will be worth anything without water.<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener">The Himalaya</a> is not just Asia’s water tower, it is a <a href="https://archive.nepalitimes.com/article/editorial/h20-shortage,3456" target="_blank" rel="noopener">gigantic sponge</a>. We must keep the sponge wet by allowing indigenous tree species to allow seepage through their roots. Roads should be so designed that they do not destroy natural recharge systems.Pulchoki and the holy Nau Dhara and Panch Dhara at its base in Godavari have year-round flow because of the well preserved watershed. After it was protected, Shivapuri National Park gives the valley residents 30 million liters of freshwater every day.Such ecosystem services are not available elsewhere in the Valley. In the Mahabharat and Chure mid-mountains, springs have gone dry because of <a href="https://www.nepalitimes.com/banner/east-west-city/" target="_blank" rel="noopener">indiscriminate road construction</a>, <a href="https://archive.nepalitimes.com/page/crushing-tale-of-Chure" target="_blank" rel="noopener">sand mining, quarrying and logging</a>. This is why the Tarai towns are either <a href="https://www.nepalitimes.com/here-now/only-half-prepared/" target="_blank" rel="noopener">flooded during monsoon</a> or face acute drought the rest of the year because of falling groundwater levels.Last week, the Supreme Court ruled that the ancient pond around the South <a href="http://archive.nepalitimes.com/news.php?id=1678#.XTa25fIzaUk" target="_blank" rel="noopener">Stupa of Ashok</a> at Lagankhel should be restored. This will bring a huge change to the lives of the people of Patan by preventing annual flooding and recharging the ground water all year round. Every urban and rural municipality across Nepal should be mandated by law to similarly protect one major watershed, dig lakes and ponds on high ground. Given our love for earth movers, this should be an attractive proposition for mayors.It is one thing to attend <a href="https://www.nepalitimes.com/banner/weather-warning-for-climate-meeting/" target="_blank" rel="noopener">conferences on climate change</a> and spout words like ‘vulnerability’ and ‘resilience’, but another to act. Visit the community around Pimbaha in Patan to learn how local action can restore ancient water storage systems, while contributing to tourism and local wellbeing.Our goal should be to ensure that as much water as possible is harvested and stored in Kathmandu Valley and across Nepal. Nepal must keep water on its land

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
