Nepal’s public and private sector are clearing the ash and rubble from destroyed institutions to take stock after last week’s nationwide protests that cost at least 72 lives and caused widespread destruction. The most visible destruction was of buildings housing the legislature, executive, and judiciary and hundreds of other government agencies. At least 1,000 vehicles were torched, offices looted. Many of these offices first have to relocate. The Prime Minister’s Office, which was gutted, and interim <a href="https://nepalitimes.com/news/madam-prime-minister-of-nepal">Prime Minister Sushila Karki</a> have moved into the new Home Ministry Building. Similarly, the completion of the new Parliament Building may have to be expedited for just after elections next year. The Supreme Court is working out of tents before relocating to its new building which is under construction. Arson attacks have also destroyed many hardcopy court records and case files, and these will be impossible to repair. The private sector is also reeling— the Hotel Association of Nepal (HAN) says two dozen hotels mainly in Kathmandu and Pokhara sustained losses worth Rs25 billion in last week’s arson and vandalism. The &nbsp;<a href="https://nepalitimes.com/here-now/nepal-turmoil-will-hit-tourism">Hilton Hotel was completely gutted</a> and is said to have suffered Rs8 billion in damages, while the Hyatt, Varnabas and others were damaged. The jobs of 2,000 hospitality workers have been directly affected.&nbsp; Of the 28 Bhatbhateni outlets across Nepal, 21 were attacked — at least 12 were completely destroyed by fire while nine were vandalised and looted. At least 5,000 jobs are directly at risk, while tens of thousands of vendors across the country have been affected.&nbsp; ‘Amid rising unemployment and capital flight, Bhat-Bhateni has been providing employment to 22,000 youths, not only employment generation, it also significantly continues to contribute to the local economy,’ the Tamu (Gurung) Educational and Career Advancement Network (TECANET) wrote in a statement this week, urging immediate investigation into the destruction of Bhatbhateni and other public and private institutions.&nbsp; Chaudhary Group and Ncell were also among prominent corporate entities targeted by agitators, as were automobile showrooms in various cities. “The protests last week were a reflection of the loss of trust of citizens towards the Nepali nation-state,” explains economist Pushkar Bajracharya, formerly of the National Planning Commission. “The destruction of institutions and infrastructure has set Nepal back at least 10 years.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250910100916_1dabfef07b909c916aa462b7c0bb62a1db96ebe4f0b52d61f71140edffd429f4.jpg" data-media-id="editor_2" data-image-id="20250910100916_1dabfef07b909c916aa462b7c0bb62a1db96ebe4f0b52d61f71140edffd429f4" data-rendition-name="original" width="6677" height="4451" loading="lazy" alt="Raising Nepal from the ashes"> <figcaption>A man carrying a carton of instant noodles walks past a row of electric vehicle showrooms in Thapathali which were torched with the cars inside during the protests.</figcaption> </figure>  Nepal’s newly-appointed <a href="https://nepalitimes.com/news/nepal-interim-government-faces-first-hiccups">Finance Minister Rameshore Khanal</a> said after his swearing in on Monday that his first order of business was to make an inventory of the scale of destruction. Economists have estimated losses amounting to trillions, and experts have said the damage is greater than the 2015 earthquake.&nbsp; The majority of Nepal’s public institutions, including the Singha Durbar and the Supreme Court, parts of which were burnt to the ground, were not insured despite Nepal's history of conflict and natural disasters.&nbsp; “The events of last week should be a lesson about the need for our public sector to be insured,” says economist Kalpana Khanal of the Policy Research Institute (PRI). “We have to now decentralise risk and institutionalise risk diversification not just for the recovery and reconstruction, but for all future infrastructure projects.” The private sector is also taking stock of damage to begin the process of insurance claims, and Nepal’s insurance sector needs to calculate how much insurance and reinsurance can sustain rebuilding efforts. The damage will also reverberate across real estate sector, and has already affected the stock market. The Nepal Stock Exchange (NEPSE) is set to resume on Thursday after the share market plummeted 47.52 points last week before trading was suspended. Experts predict further market uncertainty as a more accurate account of the loss and damage is calculated. Insurance claims will then go up, leading to a further slide in share value of these companies. Nepal’s budget will also have to be redistributed to address the most immediate reconstruction needs. Finance Minister Rameshore Khanal will now have to implement what he has long recommended: to allocate budgetary items by priority rather than number of projects. “In order for our rebuilding efforts to be effective, we need to ensure that the budgetary process is redirected in a way that does not fragment the budget towards many projects as has been happening so far, but prioritises important projects,” says Khanal, who has said the emphasis will be in job creation. After being sworn in, the Minister vowed to do away with fragmented projects, directing Ministry officials to reprioritise spending and has formed a three-member task force to identify low-priority projects to redirect spending towards the reconstruction of public institutions. &nbsp; “Economic reallocation, rehabilitation, and recovery through the correct mobilisation of domestic revenue, international resources and the private sector is the way through this crisis,” says Bajracharya. Protestors last week zeroed in on Land Revenue offices, Departments of Survey, and tax offices and this will affect revenue collection across the country. Additionally, Nepal will also have to rebuild many of its institutions from the ground up during a time of decreasing bilateral aid. DEBT BURDEN Nepal is set to achieve LDC graduation in 2026, which means that multilateral aid, grants and loans for reconstruction might not be forthcoming. The additional loans and grants will carry higher interest rates, adding to Nepal’s significant debt burden. While some experts do not see the GenZ revolt having a significant impact on Nepal’s status, others point to the need to rethink LDC graduation altogether. “Nepal was not ready to graduate from LDC status even before this unrest, and in light of the recent upheaval, it is advisable to push it back,” says Bajracharya. “We can mobilise international resources if we can convince partners that we will utilise them properly— Nepal still has significant goodwill among donors.” Nepal’s foreign investment climate was already not friendly due to corruption and red tape, and now it has taken a big hit because of the international media coverage of the attacks on multinationals. Photo: NEPAL PICTURE LIBRARY</figcaption> </figure>  Prospective investors overseas are closely watching unfolding events in Nepal, and while those in the domestic private sector that were targeted have put on outwardly brave faces and optimistic messages of rebuilding, there is worry about investment and business expansion. “The recent unrest will definitely discourage both foreign and domestic parties because a positive investment climate is unimaginable in Nepal at present,” says Bajracharya. “Investors need stability, which we lack. There also has to be assurance about the nation’s security apparatus, which showed problems last week.” Others agree that while Nepal’s investment climate has been badly dented, the nation can turn this opportunity to build better business confidence. “Foreign investors will look at our resilience during the rebuilding process, and our investment environment will be determined not necessarily by this unrest, but by how we respond to the challenges ahead,” says Khanal. “How we manage resources during reconstruction can be an opportunity to build business confidence.” The drop in investment confidence is also expected to add to the push factors driving youth out of the country in search of more stable opportunities. While remittances prop up Nepal’s economy, much of the money sent back home by Nepalis overseas is used to sustain livelihoods and does not contribute to investment and development at the national scale.&nbsp; Latest figures from Nepal Rastra Bank show that Nepal recorded a hard currency inflow of $1.27 billion in the first month of this fiscal year — a 25% increase. Nepal’s foreign current reserves are now at $20 billion. But all that money has to be invested in productive sectors to be meaningful in creating jobs. Experts say Nepal can take its recent unrest as an opportunity for true economic reform, and they cite the example of Rwanda which has risen from its genocidal war with good governance, stability and a strong emphasis on foreign investment. There are silver linings. Rameshore Khanal was the former finance secretary and a principled, no-nonsense economist. Experts as well as the public hope for a new beginning for economic reform. “Infrastructure building and development has always been vote-driven instead of priority-driven in Nepal,” notes Khanal. “Members of the Cabinet now need to be directed by evidence-based data and real experts rather than politics for optimal decision-making.” Corruption in Nepal has increased the cost of development, and the focus of the GenZ revolt was on transparency. The regime change this week could force the interim government to curb graft and spur development.&nbsp; Although most of the focus was on corrupt politicians, there was &nbsp;less prominence givem to the kleptocrats in the bureaucracy. Bribery and graft had become standard operating procedure in the civil service, and one of the factors for rising youth disillusionment.&nbsp; The hope is that this youth revolt will reduce systemic corruption in government and make governance cleaner and more efficient. A well oiled economy would then yield adequate domestic revenue to pay for rebuilding. Pushkar Bajracharya is optimistic: “Recent events have instilled a sense within Nepal’s government and bureaucracy that there will now be retaliation if they stray off course. This should make them responsible and accountable so we can recoup infrastructural, institutional, and economic losses more rapidly.”&nbsp;

They were friends initially, but fell in love and wished to be together, though underage.Sarita’s parents did not approve of this relationship. They restricted her from going to school, and having any interaction with Mohan. Both then decided to quit school and elope, even though they knew marriage before age 20 was illegal.They crossed the border into India, to get married. But the parents of Sarita filed a police complaint against Mohan charging him with human trafficking, and rape of a minor.After a year, Sarita and Mohan returned to the village with a baby. Mohan was detained and taken to court. By this time, Sarita’s own parents had forgiven her and accepted her child. They were also sympathetic towards Mohan.Sarita’s father approached the police to withdraw his case, but it was not legally possible. Today, Mohan is serving out his sentence. His father-in-law regrets having filed a police case against him. He takes lunch for Mohan every day in jail.This is not an isolated case. As per the Nepali law the age of consent is 18 years. Girls, in such instances, have been mostly sent back to their parent’s home and the boy, if under 18, is sent to a correction home.<a href="https://www.nepalitimes.com/banner/child-marriage-in-nepal-eloped-at-13-mother-by-17/">Child marriage in Nepal, eloped at 13, mother by 17</a>, Sewa BhattaraiAs per the <a href="http://www.moljpa.gov.np/en/wp-content/uploads/2018/12/Civil-code.pdf" target="_blank" rel="noopener noreferrer">National Civil Code Act 2017</a>, the legal age of marriage has been raised to 20 for both boys and girls so that young people can finish school, become independent and mature before they can make informed marriage choices.However, there is a wide gap between the purpose of the law and practice, and social norms. This gap needs to be addressed for the law to be effectively implemented. In 2014, at the Global Girl Summit held in London the Minister of Women, Children and Senior Citizens made a pledge to <a href="https://www.nepalitimes.com/here-now/can-nepal-end-child-marriage-by-2030/" target="_blank" rel="noopener noreferrer">end child marriage by 2030</a>, a commitment reflected in the National Ending Child Marriage Strategy.Marriage is viewed as a traditional and religious institution and is considered a ‘must’ for girls in Nepali society. Parents and members of the family are expected to be responsible for the marriages of their daughters and sisters.The reasoning is ‘protection of girls’, ensuring a ‘secured future’ and a ‘better life’.  Girls are also seen as an economic burden on families, and the pressure of dowry has made this worse. Girls from a very young age are also socialised in such a manner that they see marriage as the only possible future.Many girls feel a sense of security when married, and also perceive marriage as the beginning of their lives. Even among school girls one rarely finds a girl brave enough to declare that she may consider marriage only after school, or may not wish to marry at all.<a href="https://www.nepalitimes.com/here-now/can-nepal-end-child-marriage-by-2030/">Can Nepal end child marriage by 2030?</a>, Namrata SharmaThe thinking of parents, family members and even the young girls are shaped by strong patriarchal mind-sets that view girls as objects to be married off to a ‘permanent home’. The result of all this. Our girls are not safe, and parents play a part in keeping it that way.In reality, the expectations that the girls and their families have of marriage are not always met. With weak agency, low self-esteem, and less confidence, girls are unable to negotiate equal status in marriage.The unequal power relationship between men and women always place young married girls as subordinates – they are expected to solve their married life challenges by themselves.Parents mostly shrug their shoulders if married daughters land in trouble from in-laws. Girls are often left alone to fight their fight. Despite being aware of their rights, lack of economic independence, confidence to speak up for themselves and poor knowledge of sexual and reproductive health among the girls result in unwanted pregnancies, gender-based violence and, sometimes even rape.<a style="outline: 0px;" href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/ending-child-marriage-in-Nepal,3864">Not just a social problem, but an economic one</a>, Elizabeth Hanna Satow<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171152/636bdb159c7e80680e0802a2jpeg.jpg" alt="" width="490" height="565">Nepal has the third highest rate of child marriage in the region, after Bangladesh and India. The Nepal Demographic Health Survey (NDHS) 2016 showed that on average women marry four years earlier than men (17.9 years versus 21.7 years). And the Multiple Indicator Cluster Survey 2019 revealed that nearly 14% of women 20-24 years had given birth before age 18.But change is happening. As per the Demographic Health Survey of 2016, the proportion of young women age 15-19 who have never been married has increased from 56% percent to 73%, indicating a positive trend toward later marriage. However, the challenges for educated, economically independent girls and young women are equally tough and slightly different from those of the uneducated.<a href="https://www.nepalitimes.com/latest/child-marriages-up-during-nepal-lockdown/">Child marriages up during lockdown</a>, Namrata SharmaThey have to deal with multitasking at home and work equally well, manage the expectations of joint family members, and if not met, deal with separation and divorce. Expectation of marriage, disapproval of living a self-governing, economically independent life without marriage is also not accepted with respect and appreciation by the society.Local political leaders have been trying to reduce the legal age of marriage down to 16. Their argument is that marriage at the age of 20 years is too late, and to ‘keep’ the girl at home unmarried until then is not advisable.The extreme social control of girl’s sexuality encourages early marriage and unsafe relationships. On one hand, the control of female sexuality is somehow supported by legal restriction of age for sexual relationship between girls and boys.<a href="http://archive.nepalitimes.com/news.php?id=19596#.X4wTuNAzbIX">No time for school</a>, Nepali TimesOn the other hand, rapidly changing external context offers both boys and girls more opportunities for interaction through education platforms, or social media. In urban areas, it is increasingly common to see young girls and boys in friendship and sometimes also in relationships. Sooner or later, this trend will gradually expand to the rural areas also, posing serious challenge in implementing the law.We urgently need a debate about the challenges of implementing the law and existing social norms around marriage and sexual activity between young people. We need to shift our thinking, mind-sets and beliefs to provide space and opportunity for girls to grow and make their own life choices.Children should be exposed to untraditional gender norms, so they do not automatically adopt those of their parents’ generation. Girls and boys should learn about sexuality and reproductive rights in a way that empowers them to make safe and consensual choices.Girls should be allowed dreams that go beyond marriage, and it should not be promoted as an ultimate destination for girls. The institutional features of marriage are accountable for 23% of married women experiencing domestic violence. We cannot make such high rates of failure the end destination for our girls.<a style="outline: 0px;" href="https://www.nepalitimes.com/latest/more-child-marriages-in-locked-down-nepal/">More child marriage in locked down Nepal</a>, Nepali TimesAwareness alone will not be enough to break entrenched feudal and patriarchal mind-sets of both of men and women. Better education alone will not change these harmful practices. Sexuality of adolescent girls and boys needs to be better understood and accepted. Parents should support, not hinder, that journey.Nepal’s policies assure that girls have opportunity for education, employment and exercise their rights. Too young to marry

But can these achievements be sustained in the 2020-2030 decade?The <a href="https://archive.nepalitimes.com/regular-columns/GUEST-COLUMN/Saving-one-mother-at-a-time,816" target="_blank" rel="noopener">country’s maternal mortality rate decreased</a> from 539 deaths per 100,000 live births to 239 deaths between 1996 and 2016. The adult literacy rate rose from 20% in the 1980s to 67% in 2018, and the proportion of Nepalis living below the poverty line <a href="https://www.nepalitimes.com/banner/nepals-great-income-divide/" target="_blank" rel="noopener">dropped from 42% to 21% in two decades</a>.Yet the poorest still <a href="https://www.nepalitimes.com/banner/federalism-leaves-nepals-medical-sector-ailing/" target="_blank" rel="noopener">do not have access to affordable healthcare</a>. The school dropout rate is as high as the <a href="http://archive.nepalitimes.com/news.php?id=41#.XftNv5MzaUk" target="_blank" rel="noopener">enrolment rate</a>. In urban centres, people breathe <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" target="_blank" rel="noopener">some of the foulest air in the world</a>, reducing their life expectancy by up to four years. The state of the state remains stagnant.“The elections helped us rebuild grassroots democracy and decentralise power, but the lack of accountability at all levels of government continues to be a major challenge,” says Min Bahadur Shahi of the National Planning Commission (NPC). “This is why the primary agenda of the NPC’s 15th periodic plan is governance reform, controlling corruption and promoting transparency.”As we step into the new decade, there are questions about Nepal’s progress in human development, including whether we are on track to meet the UN’s Sustainable Development Goals (SDGs) and achieve double-digit growth. Reaching these targets will require huge investments in healthcare, schools and nutrition. The government’s Multi-sectoral Nutrition Plan, developed in 2012, works to improve maternal and child health, vaccination rates and malnutrition.“Development in Nepal is still synonymous with roads, but investing in early childhood development is equally important, it is a component of development,” said Kiran Rupakheti of the NPC, which wants nutrition programs to reach the grassroots.Even as literacy rates rise, gender disparity is expected to continue in the coming decade. As female literacy improves, for instance, <a href="https://www.nepalitimes.com/banner/child-marriage-in-nepal-eloped-at-13-mother-by-17/" target="_blank" rel="noopener">child marriage</a> and <a href="http://archive.nepalitimes.com/news.php?id=19596#.XftPh5MzaUk" target="_blank" rel="noopener">girls’ dropout rates</a> will persist. Experts say improving the <a href="https://www.nepalitimes.com/banner/after-quantity-nepals-education-needs-quality/" target="_blank" rel="noopener">quality of instruction</a> at community schools, encouraging female students in technical fields and promoting applied education should be priority areas in the 10 years ahead.Nepal is expected to graduate from lower-middle-income country status by 2030, but that is unlikely if the SDGs goals are not met. For this, the government will need to spend $1billion a year in infrastructure alone. Nepal is hoping to sustain <a href="http://archive.nepalitimes.com/regular-columns/guest-editorial/guest-editorial-Nepal-economic-growth,923" target="_blank" rel="noopener">double-digit growth</a> of above 10% and achieve per capita income of $1,595 by the end of the decade.“I’m hopeful about our prospects but if we uplift the economic status of women, who make up more than half of the population, we will get there sooner,” said Saru Joshi, gender and development expert.<a href="http://archive.nepalitimes.com/blogs/thebrief/2017/05/24/bleak-economic-report/" target="_blank" rel="noopener">A 2017 World Bank report</a>, however, stated that if present trends continue Nepal will not reach its middle-income target. It pointed out that despite rapid reduction in the poverty rate, the country’s development path has not led to economic growth but perpetuated a shortage of jobs at home, which in turn is fuelling further <a href="https://www.nepalitimes.com/editorial/reducing-labour-pain/" target="_blank" rel="noopener">outmigration</a>. And while remittance accounts for one-third of the national GDP, it is a symptom of deep-seated, chronic problems.Planners say that a slew of new hydropower and large infrastructure projects planned for the next 10 years, a boom in <a href="https://www.nepalitimes.com/opinion/guiding-nepals-tourism-industry/" target="_blank" rel="noopener">tourism and the service sector</a>, and better connectivity will create jobs at home, discouraging youth from seeking employment elsewhere.“We know our targets are ambitious but we also have the most favourable environment to achieve it. There is finally stability, the present growth is already at 7%, some <a href="https://www.nepalitimes.com/opinion/decentralising-hydropower/" target="_blank" rel="noopener">major hydropower projects</a> are taking off and we have made huge investments in information technology,” said Rupakheti.Shahi forecasts optimistically: “The 2020s will be a progressive decade of sustainable and just development. There will be prosperity along with social justice. There will be double-digit growth, increased investment from the government and the focus will be on quality, not quantity.”

How will Nepal develop in the next decade?

Gebru Jember Endalew has been involved in UN negotiations on climate change since 2008 as a core member of the Ethiopian negotiating team. Last year, he stepped down as Chair of the Least Developed Countries (LDCs) Group on Climate Change, of which Nepal is a member and Bhutan is the new Chair.Currently, Endalew is an adviser at the Korea-based <a href="http://gggi.org/" target="_blank" rel="noopener">Global Green Growth Institute</a>. Endalew was in Kathmandu this week for consultations on resilience and adaptation for Asia-Pacific members of the LDC group. We are LDCs, we are land-locked, face severe impacts of global climate change despite not being major greenhouse gas emitters. And we are both mountainous countries. Mountain ecosystems are <a href="https://archive.nepalitimes.com/regular-columns/guest-editorial/mountainous-change,887" target="_blank" rel="noopener">highly fragile in terms of climate change impacts</a>, as proven by the <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener">study released this week</a> by ICIMOD Hindu Kush Himalaya Assessment and the <a href="https://www.nepalitimes.com/opinion/decarbonise-now/" target="_blank" rel="noopener">IPCC 1.5 Degree World report</a>.We know that a 1.5 degree world is achievable, but even an increase of one degree in global average temperature has major consequences ranging from forest fires, extreme weather events to changing monsoon patterns. Yet some of the countries were still in denial at the Climate Summit in Poland. But we LDCs have been consistent in terms of our reflections about the 1.5 degree report and we believe it will be taken up at the UN Secretary General’s meeting in September in New York.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101144/636a25cb9c7e80680e0439e0jpeg.jpg" alt="" width="800" height="1067"/><figcaption>Photo: KUNDA DIXIT</figcaption></figure>Climate justiceWhile we need to continue to push big emitters for more pledges for adaptation, we cannot completely depend on compensation to address the <a href="https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/" target="_blank" rel="noopener">impact of climate change</a> on our people. Trillions were promised in Poland but it will take years to materialise. And now that the number of big emitters have increased, and include many of our own countries, reimbursement alone will not take us anywhere in terms of investments required.If we stick to <a href="http://archive.nepalitimes.com/news.php?id=9980#.XFvcbVUzaUl" target="_blank" rel="noopener">historical responsibility for carbon emissions</a>, we will not arrive at a solution. If we wait for developed countries to pledge resources, we will not be able to adapt to the urgent impacts that are already being felt. So government in countries like Nepal and Ethiopia need to look for domestic financial resources and engage the private sector in solutions to generate revenue. We need to move out of the victim narrative to proactive leadership to deal with it.In fact, Nepal can be a leader in terms of developing innovative mitigation actions, even if it may have a much <a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/" target="_blank" rel="noopener">smaller carbon footprint</a> compared to other countries. Better ecosystem and resource management here can reduce the risks of flooding in lower catchment areas of India and Bangladesh.And to be honest, past actions cannot be blamed when people were just trying to improve their lives. Post-industrial emissions were not deliberate. The biggest blunder of all would be for our leaders to repeat the same mistakes with the knowledge they have today about the impact of greenhouse gases.Turning the clock backCountries like the US and Brazil are <a href="https://www.nepalitimes.com/banner/bypassing-trump-on-climate-action/" target="_blank" rel="noopener">regressing on prior commitments</a> when it comes to climate change action. But I’m a bit of an optimist myself. Despite a somewhat bleak scenario at the leadership level, what is happening on the ground is encouraging. We see consecutive peaks in investment on renewable energy around the world including in the US, and these newer cleaner technologies are cheaper and more easily accessible to the people.Read also: <a href="https://www.nepalitimes.com/banner/bypassing-trump-on-climate-action/" target="_blank" rel="noopener">Bypassing Trump on climate change</a>, Kunda DixitMitigation or adaptation?Mitigation, adaptation and development have to go together. There is no point in making distinction. Mitigation measures to reduce fossil fuel dependence eventually contributes to development and resilience. For example: electricity generated from hydropower improves the living standard of the people while also reducing greenhouse gases.Initially there was a misconception that mitigation was not for the developing countries. We know now that everyone has to be involved in the global mitigation process, not just to save the planet but also to save our economies.All of this requires good leadership. Unless there is a political guidance, whatever resources we have might be either least used or abused. Good governance is a key to better planning and implementation to cope with climate impact.

From playing victim to proactive leadership on climate

Pic: Jiyalal sah</figcaption></figure>President Bidya Devi Bhandari will be leading the Nepali delegation at the Climate Summit (CoP24) in Poland next month, and environmental activists are lobbying with the Nepal government to get her to make a far-reaching policy statement on renewable energy.They say Nepal’s commitment of turning <a href="https://www.nepalitimes.com/banner/20-electric-by-2020/">20% public vehicles into battery-operated ones by 2020</a> is not ambitious enough, and the President can announce in Katowice more meaningful steps towards electric mobility.In a symbolic move to end Nepal’s fossil fuel addiction, President Bhandari is already riding an electric  but activists say that is not enough. This can be the beginning of a new era in clean transportation.”The National Plan of Action envisages a separate unit at the Ministry of Environment for the promotion of electric transport, but many are skeptical about it, given Nepal’s poor track record in implementing commitments.A recent <a href="http://www.cansouthasia.net/wp-content/uploads/N-CANSA-State-of-Climate-Action-in-Nepal-FINAL-7-October-2018.pdf?fbclid=IwAR0IOLO0TREa5UjbdMLsBnUyTRyeaRfP-iDMW-bI2-tFyddYbj5KstNKOCI">report by Nepal Climate Action Network South Asia (N-CANSA)</a> says Nepal is actually moving in a reverse, non-renewable direction despite many past policies, strategies and international obligations to lower its dependency on fossil fuels – the biggest source of CO2 emissions.Read also: <a href="https://www.nepalitimes.com/editorial/climate-climax/">Climate Climax</a>, Editorial<a href="https://www.nepalitimes.com/opinion/decarbonise-now/">Decarbonise now</a>, Ajaya DixitNepal’s Climate Change Policy 2011 and the Environment-friendly Vehicle and Transport Policy 2014 aimed to reduce greenhouse gas emissions by steadily reducing imports of petrol, diesel and LPG. In 2016, Nepal passed its National Determined Contributions (NDC) aiming to turn 20% public vehicles into battery-operated ones.But since then, the country’s addiction to fossil fuel has only deepened. All the policies and strategies did not make a dent on imports. In 1993/94, the year Nepal ratified the UNFCC, Nepal’s total import of petroleum products was worth only Rs5 billion. By 2008, it had grown to nearly Rs40 billion, and in the past ten years it has more than tripled to an annual Rs150 billion. (See graphs)The reason is the explosive growth in the number of <a href="http://archive.nepalitimes.com/blogs/kundadixit/2018/01/24/electric-cars-shock-fossil-industry/">fos</a>sil fuel vehicles from only 84,000 ten years ago to 438,000 today. Most of the increase was during the tenure of Maoist finance minister Baburam Bhatttarai in 2008-9. Part of the reason for the growth in petroleum imports was also the corruption-driven artificial shortage of electricity which saw a proliferation of diesel generators. Import of diesel grew five times in the past ten years.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171132/636933469c7e80680e03df88jpeg.jpg" alt="" width="640" height="848"><iframe id="datawrapper-chart-hKFc3" style="width: 0; min-width: 100% !important;" src="//datawrapper.dwcdn.net/hKFc3/4/" height="390" frameborder="0" scrolling="no"></iframe>For every Rs100 earned from its exports, Nepal spends Rs169 just to import petroleum from India. Nepal is now also importing half of its electricity need from coal-fired thermal plants in India. Although it went down slightly with monsoon supply and new hydro powerplants coming on stream, Nepal imported 424MW of electricity from India this summer, which was about 35% of peak demand.Says Durga Upadhyay, a co-author of the CANSA report: “If it was not for remittances, our foreign currency earnings from exports would not even pay for petroleum imports.”Read also: <a href="https://www.nepalitimes.com/here-now/the-cost-of-light/">The cost of light</a>, Om Astha RaiDespite policies and symbolic moves to reduce petroleum imports, Nepal’s consumption is growing as the road network spreads and vehicle imports increase. The government’s plans to build a 36km cross-border petroleum pipeline from India and storage stockpiles in each Province indicates that there is no end in sight to the country’s fossil fuel addiction.Manjeet Dhakal says these moves indicate that Nepal’s policymakers believe the cost of ending the dependence on petroleum is too high. “But that is an outdated concept,” he says, “it is now possible to drive a country’s economy without using fossil fuels. PM Oli should learn from Costa Rica, a country he visited recently.”<iframe id="datawrapper-chart-ny5IE" style="width: 0; min-width: 100% !important;" src="//datawrapper.dwcdn.net/ny5IE/5/" height="400" frameborder="0" scrolling="no"></iframe><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171132/636933489c7e80680e03df89jpeg.jpg" alt="" width="351" height="555">Some argue that Nepal’s economy is so petroleum dependent that it cannot switch suddenly to renewable without assistance for the conversion of cars, and to add new hydropower plants. Nepal’s per capita <a href="https://archive.nepalitimes.com/regular-columns/half-full/A-carbon-neutral-Nepal-is-possible-clean-Nepal,1064">carbon</a> footprint is negligible, they add, so whether or not Nepal goes for electric mobility is not going to save the planet.However, former energy minister Dipak Gyawali says: “The volume of carbon emitted by Nepal might be small, but the rate at which we are increasing it is even higher than the industrialised West.”Gyawali says Nepal should immediately declare a peak emission year, pass a policy to gradually replace all government vehicles with electric ones and impose a tax on fuel that can be used to subsidise electric vehicles.Nepal needs to do this more importantly to reduce its balance of payment deficit, save the country from bankruptcy, and reduce its political dependence on India, than to save the world from <a href="https://archive.nepalitimes.com/article/nation/melting-mountains-shake,3073">global warming</a>.

From a fossil past to an electric future

In 2004, Poet Durga Lal Shrestha asked me to translate 223 little poems from Newa into English. They were each written as sestet-- terse in their form but heavy in imagery and sentiment. The novice translator in me struggled to find the best way to convey his poetry in English-- but the process became a tour as I discovered my mother tongue anew. The highlight, however, was Shrestha’s handwriting. His calligraphy is immaculate. He had given me photocopies from the notebook he had written the poems in and each page looked as though they were freshly out of the press. The letters bore a consistency, unswayed by the emotions of his poetry. Sometimes, I would just stare at the handwriting in admiration.&nbsp; Someone else had been similarly besotted by his writing: “I met him 25 years ago in the UK when he was the chief guest at a Mha Puja event organised by Pasa Pucha,” recollects Ojesh Singh, writer and engineer. “We were roommates. I noticed he couldn’t stop writing.”&nbsp; Shrestha, an octogenarian now, was a teacher at Kanya Mandir School for many years, where his writing was admired by colleagues and students. Known as Janakavi or People’s Poet, a title bestowed on him by the Nepal Bhasha Parishad, Shrestha is also the recipient of the Jagadamba Shree Puraskar for his contribution to literature.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251021071052_b109f2ee6dbac911fb8002e8e8bb33a50a8f755d26662f333535d32c8573e782.jpg" data-media-id="editor_0" data-image-id="20251021071052_b109f2ee6dbac911fb8002e8e8bb33a50a8f755d26662f333535d32c8573e782" data-rendition-name="original" width="1600" height="900" loading="lazy" alt="Digitising the savant calligrapher NT"> <figcaption>From left to right: Suman Shrestha, Ananda Kumar Maharjan, Durga Lal Shrestha, Ojesh Singh, and Arbindra Man Singh. Photo: SUCHITA SHRESTHA</figcaption> </figure>  “He would write on anything he could lay his hands on. On tissue paper, envelopes, cigarette boxes. It struck me how neat and tidy his writing was,” says Singh. “The structure and size were perfectly in sync-- and as an aspiring graphic designer then, I fell in love with his writing. Later, whenever I read his books, I thought it would be nice to read them in his writing.” After sitting with the notion of turning Shrestha’s writing into a digital font for years, in 2024, he reached out to a small group of people who he thought might be allies.&nbsp; “It was during Ojesh Ji’s book launch that we met and talked about the possibility of turning Durga Lal Shrestha’s writing into font,” recalls Ananda Kumar Maharjan, who has designed the Durga Lal Shrestha font and is affiliated with Callijatra, an organisation promoting Newa calligraphy.&nbsp; For Singh, the desire to immortalise the poet's handwriting wasn’t only coming from personal admiration, it was also about preserving the writing of a language and literature leader and activist. He offered to fund the font project, which meant paying for Maharjan’s time and dedication. He also drew into the conversation Shrestha’s son Suman, who has been an integral part of the process.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251021071056_372dc34ac3ce3b70445128131a11ade8f321756c6cc7615825c4451e85f56374.jpg" data-media-id="editor_1" data-image-id="20251021071056_372dc34ac3ce3b70445128131a11ade8f321756c6cc7615825c4451e85f56374" data-rendition-name="original" width="616" height="728" loading="lazy" alt="Digitising the savant calligrapher NT"> </figure>  The others involved in the process were journalist Arbindra Man Singh, who had been scanning Shrestha’s writing for the book Hastakshar, a collection of poems printed in the author’s handwriting. Also an enthusiast of converting Shrestha’s writing to a font, Singh provided help in bringing together the scans, based on which Maharjan picked the best letter for each alphabet to create a complete set.&nbsp; “Doing this was different from other font developments I have done in the past,” explains Maharjan, who has also digitised his own handwriting into a font, called Anand. “To create Durga Lal Shrestha’s writing as font, I had to analyse his writing archive and pick the best.”&nbsp; He adds: “There was a book published in his writing, so there were scans and digital archiving done by Arbindra Ji, which became the foundation for my work.” He had to find a prototype for each alphabet based on the scans. He traced the letters on Illustrator and copied them to a MAC software called Glyphs where he had to enter each letter, using a traditional Devanagari keyboard instead of Unicode.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025102108100_2f6b8c0f3cf91682707ac356e11ad50b342a4198f56490ab68d041e875b15edb.jpg" data-media-id="editor_2" data-image-id="2025102108100_2f6b8c0f3cf91682707ac356e11ad50b342a4198f56490ab68d041e875b15edb" data-rendition-name="original" width="818" height="766" loading="lazy" alt="Digitising the savant calligrapher NT"> </figure>  “I had to be very careful to keep it accurate. Conjunctions need attention,” Maharjan says. “There are half letters, saint letters, ligatures and open type features to pay attention to, this is more advanced than the fonts I’ve created in the past.” &nbsp; Maharjan has designed this font in three different variations that users can play with. “Writing changes with age. While young, people write better, but with age, it starts to change. Since Durga Lal Shrestha hasn’t been very well lately, his hand shakes when he writes. So, we had to pick the best of his writing from the records,” he adds. “People also tend to write in different styles depending on their mood so we took the best four of every letter and traced and picked one.”&nbsp; Handwriting is deeply intimate and in this day and age of tech, becoming lost.&nbsp; What bothers me about the day of phones is that I no longer know what the writing of those close to me look like. I no longer know how you press the pen between our fingers or how you tilt it against the paper or how you pause to write periods or how the nib makes a perfect tiny orb before you drag it just so, to turn it into a comma. He says it’s important to keep handwriting alive as people become more and more tech-dependent. People are likely to interact even less with letters on paper, but at least we can have fonts, he says.&nbsp; A set of six books by poet Durga Lal Shrestha is set to be launched on 31October. One of them, entitled, Kawa, is typeset in the Durga Lal Shrestha Font. The font will be made available to the general public after the books have been released. In July, I had visited Shrestha, who I also call Durga Lal Taaba, as many Newa people in my generation do. Seated in the quiet of his home, he conversed about literature and language with my father and my uncle. Coming out of Taaba, Newa, which has a utilitarian function for me to communicate with my parents, sounded more like a lyric.&nbsp; I asked him what he thinks about his handwriting being archived as a font. He replied: “This body is going to be gone eventually, so I thought maybe my handwriting could live on.” Suburban Tales is a monthly column in Nepali Times based on real people in Pratibha’s life.

Digitising the savant calligrapher

The winter air pollution season started early this year with emissions, Diwali firecrackers and crop residue burning making the air unbreathable across north India. Much of the pollution was transboundary, with prevailing winds carrying the suspended particulates from Pakistan, across India to Nepal and beyond. All this pollution and domestic emissions killed 41,300 in Nepal in 2023, and 85% of all deaths were because of noncommunicable diseases such as heart and lung disease, lung cancer, diabetes, and dementia, according to the State of Global Air (SoGA) 2025 report released Thursday. With the onset of winter, Kathmandu Valley’s own emissions are trapped in a surface inversion layer and as in previous years will have some of the worst air quality in the world.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251023131016_7c42a4e8b0dce01dfeeaaf89dbb10dbfa036b41163f3ebada88c7ce17dbded49.png" data-media-id="editor_0" data-image-id="20251023131016_7c42a4e8b0dce01dfeeaaf89dbb10dbfa036b41163f3ebada88c7ce17dbded49" data-rendition-name="original" width="921" height="850" loading="lazy" alt="Air pollution killing season starts early NT"> </figure>  The SoGa report says air pollution has now become the leading risk factor for deaths in Nepal, ahead of tobacco and high blood pressure. Interestingly, while the health impacts due to environmental risk factors such as unsafe water and sanitation have reduced significantly since 2000, the opposite is true for ambient PM2.5 (particles smaller than 2.5 microns). Globally, 7.9 million deaths were attributable to air pollution– about 1 in 8 deaths – in 2023. Of this total, 4.9 million deaths were attributable to PM2.5 exposure, 2.8 million were from household air pollution, and 470,000 were from ozone. Similarly, dementia attributable to air pollution resulted in 626,000 deaths and 40 million healthy years of life lost. And 95% of air pollution attributable deaths in adults over the age of 60 are due to noncommunicable diseases. The burden of noncommunicable diseases in relation to air pollution is rising worldwide and in Nepal. The SoGA report shows that nearly nine of ten global air pollution deaths are from chronic ailments, and half of all respiratory disease deaths are attributable to air pollution.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251023131020_8577f464b4a73007de5dd018b8ac91dae3a9c732dbb81a44b6aa5a0ced7df3df.png" data-media-id="editor_1" data-image-id="20251023131020_8577f464b4a73007de5dd018b8ac91dae3a9c732dbb81a44b6aa5a0ced7df3df" data-rendition-name="original" width="1080" height="1080" loading="lazy" alt="Air pollution killing season starts early NT"> </figure>  In Nepal, air pollution is responsible for three out of four COPD deaths, one out of three heart deaths and one out of five diabetes deaths. More than one third of lower respiratory infection deaths were due to air pollution. “The data presented in the State of Global Air report highlight the significant impacts of poor air quality on the health and well-being of billions of people around the world, especially those living in Asia and Africa,” says Pallavi Pant of the Boston-based Health Effects Institute (HEI) that released the report in collaboration with the Institute for Health Metrics and Evaluation and the NCD Alliance. She adds: “Growing momentum on air quality management across those hard-hit locations, including expansion of air quality monitoring, adoption of air quality regulations, and sector-specific interventions are yielding improvements for those most impacted.” Low- and middle-income countries stand to gain most by reducing air pollution, with particularly strong impacts on children, older populations, and people with pre-existing health conditions. Indeed, of the 41,300 air pollution deaths in 2023 in Nepal, 31,600 were in adults over the age of 60 years and 3,500 in children below five years. Death rate for air pollution in Nepal, which is 178 per 100,000, is more than 10 times higher than high-income countries, which is at 17 per 100,000.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251023131020_604e852aed4ffde0dc7d1df72fcd3e73d904136dfb1bb2407e53b7445f3ef72c.png" data-media-id="editor_2" data-image-id="20251023131020_604e852aed4ffde0dc7d1df72fcd3e73d904136dfb1bb2407e53b7445f3ef72c" data-rendition-name="original" width="1078" height="423" loading="lazy" alt="Air pollution killing season starts early NT"> </figure>  “Win-win solutions for air pollution and NCDs exist, with added benefits for climate, physical activity, nutrition, and many other global development priorities,” says Alison Cox, Policy and Advocacy Director at the Geneva-based NCD Alliance. “These policies are effective and deliver a strong return on investment - for the sake of our people and the planet we need to implement them faster.” Fine particle pollution (ambient PM2.5) is the largest driver of air pollution’s burden of disease worldwide as kit attributed to 4.9 million deaths and 124 million healthy years of life lost in 2023. Vehicles, power plants, factories, and homes, as well as agricultural and industrial activities, waste burning and wildfires are some of the biggest sources of pollutants. South Asia is among the regions of the world with the highest exposures to ambient PM2.5 , while more than 36% of people around the world live in areas where PM2.5 levels do not meet even the least stringent interim target. As per the report, 78% of Nepal’s 30 million population lives in areas where annual PM2.5 exposure exceeds the least stringent WHO Air Quality Interim Target of 35 µg/m3. Meanwhile, exposure to household air pollution due to the use of solid fuels for cooking remains an important driver for the disease burden in the country. “Ongoing efforts to meet global development goals are not achievable without directly addressing air pollution,” says Maria Neira, Commissioner of Our Common Air. “Countries and cities must focus their efforts toward reducing air pollution emissions, including household air pollution, which has particularly severe impacts on young children and older people across Asia and Africa.”

This year, the <a href="https://nepalitimes.com/opinion/quo-vadis-un-80-9vthn7mg">United Nations is marking its 80th anniversary</a> and it is being celebrated with special events across the world to commemorate its establishment on 24 October 1945. It has also been 75 years since the first UN adviser, the Swiss geologist Toni Hagen, was sent to Nepal to explore development opportunities. In 1950, there were no roads and Hagen walked on foot across the length and breadth of Nepal’s mountains, valleys and plains. This year also marks the 60th anniversary of the United Nations Development Program (UNDP) in Nepal, and much of Hagen’s work laid the basis for the UN’s involvement in education, health, and connectivity in Nepal’s future development. Despite frequent changes in government and political system, Nepal has made remarkable progress. The poverty rate has gone down by half in the past 30 years to 20.27% of the population. Much of it has to do with remittances from Nepalis working overseas, but it is also a result of the Nepal government’s investment in education, health care and social welfare.&nbsp; There have been special initiatives like the Prime Minister’s Employment Program that have provided jobs to nearly 800,000 people in the country’s 743 municipalities — especially in those areas with lower Human Development Index (HDI) like the far-west and the Tarai.&nbsp; This year’s HDI report by UNDP shows that Nepal’s score had risen to 0.622, whereas it was only 0.404 in 1990. In the past 33 years, the average lifespan of Nepalis has risen by 15.6 years to 70.4 years, whereas it was only 54.8 in 1990. However, the country’s HDI ranking is still 145 among the world’s 193 countries. “Yes, there has been significant improvement in living standards in the past 60 years, road connectivity has improved, the maternal mortality rate has gone down dramatically, almost everyone has phones, there are schools,” says Saru Joshi of the thinktank Nepal Policy Institute. But, she adds: “It is still difficult to get citizenship papers, especially in the name of the mother, and this has excluded many women from banking services, inheritance. After all our progress in physical infrastructure, Nepal now needs to prioritise inclusive social development.”&nbsp; Some of this is also happening. Eighteen years ago, Nabaraj Subedi, 49, of a village in Baglung decided not to join his peers &nbsp;fleeing the Maoist conflict to find work overseas. There is now a road connecting his village, and Subedi has generated local jobs, opened a sales branch in the city, and gets orders from as far away as Pokhara and Chitwan. “My costs have gone down drastically because of the electricity, and sales have gone up because of the road connecting my furniture to markets. My business has expanded,” Subedi says. Back in 1960 in a report he prepared for the Nepal government on behalf of the United Nations, Toni Hagen had emphasised just this: investing in electricity generation and connectivity to uplift the remote rural areas of Nepal.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251024081024_188ab121dc3cf2816ee71a72cb3687493eda37ab99ecc04802d647c8c9b4cd2d.jpg" data-media-id="editor_2" data-image-id="20251024081024_188ab121dc3cf2816ee71a72cb3687493eda37ab99ecc04802d647c8c9b4cd2d" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Tarakhola Furniture Factory"> <figcaption>Subedi's staff at the Tarakhola Furniture Factory.</figcaption> </figure>  Subedi’s furniture factory gets its electricity from the nearby Tarakhola Hydropower, a company set up eight years ago with financial and technical support from UNDP’s Renewable Energy for Rural Livelihood (RERL) project. &nbsp; “The project completely transformed living standards in this village,” says municipality chair Dhan Bahadur BK. “It has helped create jobs locally, there is now money to invest in education and healthcare. Households can pay their electricity fees electronically through smart billing.”&nbsp; After working with the government on rural electrification, UNDP is focussed on using that power for local employment creation. A women’s group, for example, has bought an electric-powered potato processing machine that can produce chips.&nbsp; “We are 12 of us mothers, daughters, daughters-in-law who process, package and market the potato that we grow ourselves, and it has raised our income,” says Sukmaya Roka, 57, who chairs the group.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251024071044_70b22418699178bcdd0abb0aa308796980ecd29634bcda6ff113a7624e709751.jpg" data-media-id="editor_3" data-image-id="20251024071044_70b22418699178bcdd0abb0aa308796980ecd29634bcda6ff113a7624e709751" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Sukamaya Roka"> <figcaption>Sukamaya Roka, 57, chair of Sipa Aalu Chips Utpadan Samuha from Tarakhola Rural Municipality, Baglung. </figcaption> </figure>  Today, 6.1 million households in Nepal (92.2% of total) have electricity in their homes, up from 17.9% 30 years ago. Access to electricity has not just brought lights to homes, but improved everything from productivity, quality of education, healthcare and phone connectivity.&nbsp; “To see what electricity and roads can do, just look at our municipality,” says chair Dhan Bahadur BK, “citizens have become more self-reliant, more aware of the outside world.”&nbsp; NETTLES INTO CASH&nbsp; Just a little bit of training, resource backup and local empowerment can uplift the living standards of Nepalis. The progress made in harvesting abundantly-available allo (nettles) and turning it into household products is an example. When a landslide swept away his home and farm in a flood 40 years ago, Buddhi Purja of Parbat became destitute. But he took part in a government training program supported by UNDP and Australia to harvest the wild nettles that grew on mountain slopes and turn the fabric into bags.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251024071048_56c440c478dffbc13911369b6f4133baf658cc3667773cdb44b7c40e006463ce.jpg" data-media-id="editor_4" data-image-id="20251024071048_56c440c478dffbc13911369b6f4133baf658cc3667773cdb44b7c40e006463ce" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Rhitu Saugat Handicraft"> <figcaption>A worker at Rhitu Saugat Handicraft making a bag out of nettles.</figcaption> </figure>  “After the landslide, we had to go hungry if we did not get a day job,” Purja recalls, “but after this training we have found that we can turn nettles into cash.” His allo bags are now hanging in tourist shops in Pokhara Lakeside and Thamel.&nbsp; The idea that nettles can be processed into useful fabric has not spread across the country, and new ecologically conscious consumers in Europe and elsewhere now import Made in Nepal nettle products.&nbsp; Purja started out with an investment of Rs500,000, and had a Rs20 million business that employed 25 workers. Much of what has worked in Nepal has been at the community level with decentralised projects like these that use the entrepreneurship of people like Buddhi Purja, Navaraj Subedi, and Sukmaya Roka. It is tantalising to imagine how much more progress Nepal would have made if their work could be replicated nationside and upscaled to the state-level.
