This is the 66th episode of Diaspora Diaries, a Nepali Times series in collaboration with Migration Lab providing a platform to share experiences of living, working, and studying abroad. <h2>Siya Sada&nbsp;</h2> My husband never gets on cars or buses on his own. I cannot even imagine him flying on a plane by himself. His phobia of travel is very strong. Which is why unlike many men here in Janakpur, he never migrated.&nbsp; Instead, I sent my son to Saudi Arabia and Qatar, but both times he returned before his contract was up, with outstanding recruitment loans of Rs400,000.&nbsp; I had also taken additional loans for my daughter’s wedding. Heavily in debt, and frustrated with constant calls from the money lender, I decided to go overseas myself.&nbsp; There were other women I knew who had migrated to work as domestic workers in the Gulf and sent money home, so I decided to do the same. I did not tell anyone that I was migrating until the last minute.&nbsp; I had disappeared for 11 days in Kathmandu getting my documents ready, and my husband had gone around the village frantically looking for me with my father. I only informed them about my decision before my flight and ignored pleas from family not to leave.&nbsp; After our plane took off from Kathmandu to Kuwait, I enjoyed looking out of the window as we flew higher and higher. I worked there for six years.&nbsp; The first employer was mean spirited and terrible. She had a mischievous चकचके son whom I had difficulty taking care of. She expected me to carry his heavy toy car down four flights of stairs on my head for him to drive. This was just too much. She did not care whether I ate or not. After two years, I moved to a new family which was much nicer and treated me like family. The work was lighter because the children were all grown up and there was more consideration of my time to sleep, eat and work.&nbsp; There were no disagreements like with the previous employer, and I did as I was told उठ भने उठ, बस भने भस. The arrangement in that joint family was that each had their own domestic worker.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250501140524_cefaa6e60345191a95e702b387fea36a5b760b93a5f6d08ea89e9c3b3bf94388.jpg" data-media-id="editor_0" data-image-id="20250501140524_cefaa6e60345191a95e702b387fea36a5b760b93a5f6d08ea89e9c3b3bf94388" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Diaspora Diaries 65"> <figcaption>Siya Sada</figcaption> </figure>  We shared a room with an Ethiopian, Filipino and fellow Nepali. We had a strong bond between us, and we communicated with each other in Arabic which I had already picked up.&nbsp; In a foreign land, every day was a day closer to pay day. We would wait impatiently and count our fingers. I earned money, and I sent everything home to my family back in Nepal: “मैले कमाउने, परिवारले गन्ने”.&nbsp; I had plans to stay in Kuwait for 10 years but had to come back after six when I fell sick. I broke down when leaving, as I had become attached to the family I worked for.&nbsp; They bought me parting gifts like a watch, blanket, flashlight. I handed over my job to another Nepali domestic worker from Sunsari whom I trained before returning. I had managed to pay off my loans with my earnings in Kuwait, and had enough left over to buy some land and marry off my son. But since my stay was cut short, I could not manage to build a house.&nbsp; No other woman from my neighbourhood in Janakpur has migrated overseas that I am aware of. It is only men who migrate from around here.&nbsp; Perhaps I too would not have migrated if my husband had gone overseas, and my son had not returned. In addition to freeing myself from loan sharks, going overseas also widened my mind and horizon. If I had just stayed here in Nepal I would not have achieved as much, my loans would still have been unpaid. Life is back to normal now in Nepal. I am back to washing clothes with my hands and getting water from the well. I wish we could have brought back appliances like washing machines, rice cookers and vacuum cleaners but they are not practical here.&nbsp; Here, even when we leave the lights on for too long we have to worry about the electricity bill. How can we afford anything more ? I don’t even use the iron and hair dryer that I brought back. <h2>Gulbandan Devi Sada&nbsp;</h2> I spent three years and three months in Saudi Arabia and almost six years in Kuwait. It has been five years since I returned.&nbsp; My aunt-in-law had gone overseas, and I also wanted to go abroad to pay the medical bills of my sick husband and support four children. My husband supported my decision saying fate would determine if he would live or not, but we had to take care of our children.&nbsp; I traveled through India where the agent made us wait for a month. My husband died the day before my flight to Saudi Arabia. Everyone told me to continue with my journey as my husband would not return and my children needed to be taken care of. I went, and it took me a year to learn Arabic. Me and my employers relied on sign language and hand gestures to communicate with each other. It was not easy by any means.&nbsp; My employer taught me how to run the washing machine, iron and to cook as per their liking, after which she left things in my hands. Initially, I burnt clothes while ironing, broke the washing machine and my employer threatened to deduct the cost from my wages, but she thankfully did not do it.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250501140524_8d09bf4a54f9e844829543d822d05e67832f51c8f2b20a9cab20a4d154525fdf.jpg" data-media-id="editor_1" data-image-id="20250501140524_8d09bf4a54f9e844829543d822d05e67832f51c8f2b20a9cab20a4d154525fdf" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Diaspora Diaries 66"> <figcaption>Gulbandan Devi Sada</figcaption> </figure>  But I found out my employer made money off of me by sending me to work at other people’s homes. I did not enjoy my stay there as she was किचकिचे demanding. I used to miss my children while taking care of her children who were of similar age. I had left them with my late mother.&nbsp; When I took care of children overseas, I had to be more cautious than with my own back home since the consequences would be severe if they fell down and got hurt while running around. With my savings, I bought land here, got my brother married and did a big puja. After a few months in Nepal, I went to Kuwait to work. This time, the experience was easier because I spoke Arabic and had gathered experience. But even there, I had to change two employers as I did not have a good experience with the families. The third house I worked in was better, and I stayed with them.&nbsp; Back home I built a house with my earnings, and married off my daughter. Although I wanted to stay longer, I decided to return because I had health issues. I worry about old age and the need to have savings, and even consider migrating sometimes. My only hope now is my children. When I returned to Nepal, my Kuwaiti employer kept calling me saying I should return because the children missed me. But I have my own children to focus on now.&nbsp;

Every day is closer to pay day

The unmet need to generate enough jobs for the 500,000 young Nepalis who enter the labour market every year, and the state’s responsibility in facilitating safe and affordable migration for those who want to work abroad.The Constitution says: ‘The State shall pursue a policy of ensuring the right to work of the labor force, which remains as the major social and economic strength of the country, by providing them with employment and raising their participation in the management of enterprises, while at the same time protecting their rights and interests.’<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131116/636ceb879c7e80680e09ad0ejpeg.jpg" alt="" width="400" height="235">Employment and migration are <a href="https://www.nepalitimes.com/opinion/labour-mobility/crossborder-virus-and-nepali-migrant-workers/" target="_blank" rel="noopener noreferrer">directly linked to the pandemic</a>, and as parts of the country go back into lockdown again, we have seen that the crisis will continue to have a direct impact on jobs, earnings and remittances in coming years.The state has the unenviable task of balancing lives with livelihoods. Compared to the first wave, this one is a tsunami, and we witness in India the kind of havoc it can wreak. For the poorest Nepalis without savings and social safety nets, the pandemic is as much an economic crisis as a health emergency.Even pre-pandemic, the lives of millions of Nepalis was precarious given the uncertainties of daily wages, and the inadequacy of subsistence agriculture.This is where the <a href="https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/" target="_blank" rel="noopener noreferrer">Prime Minister’s Employment Program</a> (PMEP) that was launched with much fanfare in February 2019 held much promise. It planned a nationwide social protection program aimed at the poorest and jobless, guaranteeing them 100 days of employment annually. Those who registered but did not get jobs were to be provided unemployment allowance for 50 days a year.Last year’s budget promised jobs for 200,000 most vulnerable Nepalis affected by the lockdowns under this scheme.As we report, the outcome is discouraging: of the 750,000 who registered as jobless, only a little over 10% got jobs—not for 100 days, but an average of 11.The lesson is clear: local governments need to be empowered for decision-making and well-resourced and coordinate seamlessly with the federal government. Not learning this will lead to endemic complacency.Everyone agrees that the PMEP is a great idea. But as usual, the proof of the pudding in Nepal is always in the eating. Proper implementation could have helped the poorest Nepalis during this crisis. It is a missed opportunity.The PMEP was designed as a safety net for the poorest. During the Covid-19 crisis it is even more important to provide jobs for  families who need the income the most.A highly informal workforce also means a highly disposable workforce without social safety nets. Due to the drop in tourism, transport and retail trade, Nepal’s service sector growth is at an 18 year low. Two out of every five workers lost their jobs with women, the young workers most affected.Internal migration has also been hit by lockdowns, and we are once more seeing an <a href="https://www.nepalitimes.com/banner/another-kathmandu-exodus/" target="_blank" rel="noopener noreferrer">exodus of Nepalis</a> to their districts. Foreign employment is recovering, but slowly. Nepali workers are fleeing a devastating <a href="https://www.nepalitimes.com/here-now/indias-covid-catastrophe-hits-nepalis-hard/" target="_blank" rel="noopener noreferrer">Covid-19 surge in India</a>. The impact will be felt by the poorest Nepalis, especially from western Nepal who opt for seasonal work.The PMEP targets only the most vulnerable segment of the labour market. There are skilled, higher income groups who have also lost jobs.The labour market is under enormous pressure to absorb Nepalis who have been displaced from jobs, who would have migrated, the returnees, and new entrants. Many migrants see their own lifetime as solely that of sacrifice for their children, spending two to three decades in the Gulf just so the generation after them can break out of the cycle they have been stuck in.When parents are not able to work, children’s education suffers, and it is impacted by new school closures. <a href="https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/" target="_blank" rel="noopener noreferrer">Online education</a> is not an option for the poorest.The upcoming budget, just like last year’s, is sure to include lofty promises about employment priorities. There will again be pledges to <a href="https://www.nepalitimes.com/latest/nepal-plans-to-reintegrate-returning-workers/" target="_blank" rel="noopener noreferrer">mobilise skills of returnees</a>, even though past reintegration programs never even remotely met targets.A more hopeful and helpful strategy would be to under-promise and over-deliver. That would be the honest way to mark this year’s Labour Day. More work and less talk.

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131112/636ceb689c7e80680e09ad01jpeg.jpg" alt="" width="1500" height="1000"/><figcaption>Photo: UPASANA KHADKA</figcaption></figure>For most Nepalis, the <a href="https://www.nepalitimes.com/latest/measuring-the-human-cost-of-lockdown/">economic crisis brought on by the pandemic</a> far outweighs its health risks. The majority of Nepal’s population is employed in the informal sector, cannot work remotely and have no social safety net.With many parts of the country going into another lockdown this week, any hope for employment recovery has further evaporated. Amid the uncertainty and financial distress, <a href="https://www.nepalitimes.com/banner/another-kathmandu-exodus/">Kathmandu saw an exodus</a> of tens of thousands of Nepalis fleeing back to their villages, a familiar scene from last year.The 2020 budget set an ambitious target of creating 700,000 jobs and raised public expectation. Some 200,000 of these jobs were to be created through the <a href="https://www.nepalitimes.com/banner/few-jobs-created-by-nepal-employment-drive/">Prime Minister’s Employment Program</a> (PMEP), a work guarantee scheme launched in February 2019 that promises 100 days of employment to the jobless.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131112/636ceb6b9c7e80680e09ad02jpeg.jpg" alt="" width="400" height="235">The numbers, however, paint a bleak picture. A whopping 752,976 jobseekers registered themselves as unemployed in the past year, of which 42% were women (see Figure 1). However, only 78,678 of them landed jobs for a combined 843,042 days so far this fiscal year. This translates into an average of 11 days of employment (see Figure 2). Even if we take underreporting into account, the numbers severely fall short of what was promised. In the first two years of the program, an average of 13 and 16 days of work was provided.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131112/636ceb6d9c7e80680e09ad03jpeg.jpg" alt="" width="692" height="588"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131112/636ceb6f9c7e80680e09ad04jpeg.jpg" alt="" width="1080" height="573"><figcaption> </figcaption></figure>Ganesh KC, Mayor of Madhuwan Municipality in Bardia, sees two merits of PMEP. The financial respite brought to those who receive jobs, albeit for a few days. And how it has concurrently helped with the maintenance of roads and public infrastructure.But he notes that there is significant room for improvement. “The number of jobseekers overwhelmingly exceeds the jobs available and those who get employment only do so for a few days. This results in disappointment as we raised public expectations with this scheme,” he says.The Employment Coordinators (ECs) in charge of <a href="https://www.nepalitimes.com/opinion/gadfly-opinion/removing-poverty-with-jobs/" target="_blank" rel="noopener noreferrer">PMEP implementation</a> appointed at the local administrative units also echoed this view. “There is fatigue among jobseekers to fill out forms year after year when they don’t see results. They put pressure on the local representatives who in turn put pressure on us. This has put a dent on our credibility,” says one EC. While registered unemployed who were not provided jobs are entitled to 50 days equivalent of unemployment allowance, it hasn’t come to fruition yet.Suman Ghimire, Joint Secretary at the Labour Ministry and National Program Coordinator of PMEP, sees lack of local ownership as a big hurdle in PMEP implementation.“There is still a lack of understanding among local officials and representatives on the significance of PMEP which puts it in the backburner. They need to proactively engage with ward officials on the significance and implementation of the program as implementation begins at the ward level,” he says, adding that hiring and retaining ECs has been challenging in remote areas. “Without ECs at each municipality, it is difficult to expect results.”This discrepancy in local ownership is evident in a recently released PMEP 2019-2020 report, according to which only 495 out of 753 local units managed to implement the proposed projects, even though the  budget was disbursed to 701 local units.  So far this year, 566 local units have implemented PMEP (see Figure 3).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131112/636ceb719c7e80680e09ad05jpeg.jpg" alt="" width="1044" height="646"><figcaption> </figcaption></figure>As per the report, PMEP intended to provide 100-days employment to 60,000 jobseekers 2019-20. Of the 370,734 who registered as unemployed, 105,365 got jobs for an average of 16 days. Only 39 local units provided jobs to over 500 individuals. Of the 753 ECs to be appointed at each local unit in charge of overseeing the <a href="https://www.nepalitimes.com/latest/nepal-plans-to-reintegrate-returning-workers/" target="_blank" rel="noopener noreferrer">PMEP implementation</a>, 110 local units did not have ECs either because they had not been appointed at all or had resigned, which was further delayed by the pandemic.So far in 2020-2021, over 10,000 PMEP projects have been implemented across the country, up from 4,302 last year (see Figures 4 and 5). About half of the projects are on roads and transportation. Applicants who are shortlisted are asked to form a group and coordinate with the ward on a pre-approved project they want to work on.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131112/636ceb739c7e80680e09ad06jpeg.jpg" alt="" width="1214" height="573"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131112/636ceb769c7e80680e09ad07jpeg.jpg" alt="" width="1181" height="597"><figcaption> </figcaption></figure>One challenge to PMEP implementation is that the allocated budget can be spent only on wages, and not on equipment. “If it is a road project, for example, they need cement, shovels and safety gear. Who will provide that?” questions Bishaksen Dhakal, Chief Administrative Officer at Sindhuli’s Kalamai municipality.He adds: “In an ideal scenario, the local government’s budget would be used to cover material and equipment costs, but there is not much enthusiasm about this at the local leadership level.”The PMEP budget is also released much later than the fiscal allotment, leading to unwillingness on part of local governments to readjust their plans.Dhakal notes that there must be increased coordination between the federal and local governments so the latter sets aside a budget for PMEP projects equipment and material in advance or the guideline must be updated to allow for non-wage related expenditure.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131112/636ceb789c7e80680e09ad08jpeg.jpg" alt="" width="2866" height="4300"><figcaption> </figcaption></figure>In Karnali Province, a parallel Chief Minister’s Employment Program (CMEP) has relieved pressure on municipalities. “CMEP nicely complements PMEP and has provided relief on various fronts. Salaries of both programs are the same so the jobseekers unable to benefit from PMEP can get work through this program. Furthermore, there is more leeway with the CMEP because the 40 per cent of the budget can be used for the purchase of equipment and material,” says Resham Bahadur Budha, Chief Administrative Officer of Narayan Municipality in Dailekh.In Narayan municipality, for example, CMEP is expected to employ 1,000 individuals for 50 days in 22 projects. Of the 3,000 people registered for PMEP, less than 500 received some form of work.For a more lasting impact, local leaders stress on the need to equip PMEP beneficiaries with marketable skills and experience. “If the scheme had an element of graduation, beneficiaries could eventually wean off the program. Currently, they benefit from the program doing labor work for the number of days they are allocated, which is irregular and uncertain. Support like training would make them more employable,” says Mayor Ganesh KC.He also emphasises on the need to further strengthen the Employment Service Centers, especially to coordinate with the private sector who are the real job creators. Appeals to local employers and associations to make use of local labor, including those registered as unemployed under PMEP, have not yielded results yet.“If there is a need for a plumber, it would be good to rely on a roster of plumbers at ESC to hire from. As it is now, PMEP is not designed for skilled but unemployed workers who have higher reservation wages and skills so we need to think beyond PMEP,” he says.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131112/636ceb7c9c7e80680e09ad09jpeg.jpg" alt="" width="738" height="370"><figcaption> </figcaption></figure>Beyond lapses in current infrastructure such as the capacity of the ESC and the available MIS system, KC notes that relying on ESCs for job placements also demands a mindset change: “As jobseekers and employers, we are habituated to relying on personal referrals and networks so such new practices will take time to adapt to.”Suman Ghimire at the Labour Ministry shares that it is working to strengthen ESC to play a stronger coordination and referral role and has set aside a budget to train over 59,000 PMEP beneficiaries for next fiscal year, but makes it clear that the scheme is not for the skilled workers.“We need to understand that PMEP is targeted to the poorest who are struggling to make ends meet. For the unemployed who are skilled and educated such as returnee migrants, there are self- and wage-employment programs run by other line agencies. In May, Hari made an arduous journey back to Banke from Ahmedabad despite the risks of traveling.“It is better to die in my own country,” he told us then, as he trudged to the Nepal border on India’s Shramik train. Five months later, he went back to Ahmedabad to work with the same employer, a hotel, despite the COVID-19 crisis in India. On the phone in December, he asked us rhetorically: “How will my family survive if I don’t migrate?”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131116/636ceb809c7e80680e09ad0bjpeg.jpg" alt="" width="1926" height="1284"><figcaption> </figcaption></figure>A few weeks back, as the crisis gripped India, he again escaped to Nepal, wary that things were quickly spiraling out of control and wanting to avoid the border and quarantine complications he faced the first time back.  The back and forth and uncertainty has worn him down.“I am lucky to be alive. Two of my Nepali friends in Gujarat, a few hours from where I worked, died of Covid-19. It could have very well been me. At least I managed to escape and am alive and safe,” he says.But this recognition does not take away the financial stress back home as his family is already struggling to make ends meet and as a sole bread winner, his job prospects are dim. His is not an isolated story, of families in dire need of temporary safety nets to fall back on till the situation allows them to get back on their feet.Now more than ever, social protection programs are needed to provide a lifeline to the poorest. With the second wave, local governments are once again overwhelmed with flooded hospitals, <a href="https://www.nepalitimes.com/here-now/indias-covid-catastrophe-hits-nepalis-hard/" target="_blank" rel="noopener noreferrer">returnee migrant</a> management, and shortages of all kinds. As pointed out in the 2019-20 PMEP report, in the context of the pandemic, the PMEP needs to be adapted to address local needs to help fight the crisis including building of temporary structures for isolation, contact tracing, sanitation drives, social awareness programs under Covid-19 safety protocols.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/editorial/the-covid-tsunami/" target="_blank" rel="noopener noreferrer">The second wave</a> and the quickly unfolding crisis further underscores the need to leverage this program for such activities. Given the current situation, the immediate need of the hour is also to cast the safety net wider by providing traditional emergency cash- or food-based assistance to help the poorest cope with food insecurity so families who have lost their livelihoods can ride out the crisis.Over the last three years PMEP has had a checkered reputation because of allegations of wasteful spending, unproductive work and improper targeting of the unemployed.“We are best placed to give critical feedback on implementation challenges,” says one EC. “It would be helpful if they came to monitor our work from the center, to understand the ground realities. Amid the uncertainty and financial distress, <a href="https://www.nepalitimes.com/banner/another-kathmandu-exodus/">Kathmandu saw an exodus</a> of tens of thousands of Nepalis fleeing back to their villages, a familiar scene from last year.The 2020 budget set an ambitious target of creating 700,000 jobs and raised public expectation. Some 200,000 of these jobs were to be created through the <a href="https://www.nepalitimes.com/banner/few-jobs-created-by-nepal-employment-drive/">Prime Minister’s Employment Program</a> (PMEP), a work guarantee scheme launched in February 2019 that promises 100 days of employment to the jobless.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111136/636b83459c7e80680e067725jpeg.jpg" alt="" width="400" height="235">The numbers, however, paint a bleak picture. A whopping 752,976 jobseekers registered themselves as unemployed in the past year, of which 42% were women (see Figure 1). However, only 78,678 of them landed jobs for a combined 843,042 days so far this fiscal year. This translates into an average of 11 days of employment (see Figure 2). And how it has concurrently helped with the maintenance of roads and public infrastructure.But he notes that there is significant room for improvement. “The number of jobseekers overwhelmingly exceeds the jobs available and those who get employment only do so for a few days. They put pressure on the local representatives who in turn put pressure on us. This has put a dent on our credibility,” says one EC. While registered unemployed who were not provided jobs are entitled to 50 days equivalent of unemployment allowance, it hasn’t come to fruition yet.Suman Ghimire, Joint Secretary at the Labour Ministry and National Program Coordinator of PMEP, sees lack of local ownership as a big hurdle in PMEP implementation.“There is still a lack of understanding among local officials and representatives on the significance of PMEP which puts it in the backburner. They need to proactively engage with ward officials on the significance and implementation of the program as implementation begins at the ward level,” he says, adding that hiring and retaining ECs has been challenging in remote areas. “Without ECs at each municipality, it is difficult to expect results.”This discrepancy in local ownership is evident in a recently released PMEP 2019-2020 report, according to which only 495 out of 753 local units managed to implement the proposed projects, even though the  budget was disbursed to 701 local units.  So far this year, 566 local units have implemented PMEP (see Figure 3).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111136/636b834b9c7e80680e067728jpeg.jpg" alt="" width="1044" height="646"><figcaption> </figcaption></figure>As per the report, PMEP intended to provide 100-days employment to 60,000 jobseekers 2019-20. Of the 370,734 who registered as unemployed, 105,365 got jobs for an average of 16 days. Only 39 local units provided jobs to over 500 individuals. Of the 753 ECs to be appointed at each local unit in charge of overseeing the <a href="https://www.nepalitimes.com/latest/nepal-plans-to-reintegrate-returning-workers/" target="_blank" rel="noopener noreferrer">PMEP implementation</a>, 110 local units did not have ECs either because they had not been appointed at all or had resigned, which was further delayed by the pandemic.So far in 2020-2021, over 10,000 PMEP projects have been implemented across the country, up from 4,302 last year (see Figures 4 and 5). About half of the projects are on roads and transportation. Who will provide that?” questions Bishaksen Dhakal, Chief Administrative Officer at Sindhuli’s Kalamai municipality.He adds: “In an ideal scenario, the local government’s budget would be used to cover material and equipment costs, but there is not much enthusiasm about this at the local leadership level.”The PMEP budget is also released much later than the fiscal allotment, leading to unwillingness on part of local governments to readjust their plans.Dhakal notes that there must be increased coordination between the federal and local governments so the latter sets aside a budget for PMEP projects equipment and material in advance or the guideline must be updated to allow for non-wage related expenditure.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111136/636b83539c7e80680e06772bjpeg.jpg" alt="" width="2866" height="4300"><figcaption> </figcaption></figure>In Karnali Province, a parallel Chief Minister’s Employment Program (CMEP) has relieved pressure on municipalities. “CMEP nicely complements PMEP and has provided relief on various fronts. Salaries of both programs are the same so the jobseekers unable to benefit from PMEP can get work through this program. Furthermore, there is more leeway with the CMEP because the 40 per cent of the budget can be used for the purchase of equipment and material,” says Resham Bahadur Budha, Chief Administrative Officer of Narayan Municipality in Dailekh.In Narayan municipality, for example, CMEP is expected to employ 1,000 individuals for 50 days in 22 projects. Of the 3,000 people registered for PMEP, less than 500 received some form of work.For a more lasting impact, local leaders stress on the need to equip PMEP beneficiaries with marketable skills and experience. “If the scheme had an element of graduation, beneficiaries could eventually wean off the program. Currently, they benefit from the program doing labor work for the number of days they are allocated, which is irregular and uncertain. Support like training would make them more employable,” says Mayor Ganesh KC.He also emphasises on the need to further strengthen the Employment Service Centers, especially to coordinate with the private sector who are the real job creators. Appeals to local employers and associations to make use of local labor, including those registered as unemployed under PMEP, have not yielded results yet.“If there is a need for a plumber, it would be good to rely on a roster of plumbers at ESC to hire from. Violations of Nepal’s airspace during WWII

At Budhanilkantha School Ujwal Thapa was a few years my senior. He was a quiet person who kept to himself; I didn’t know him very well despite being related to him because of that introversion and natural shyness. What we did have in common, coming of age in the 1990s, is our generation, GenX, which became weary, inured for the most part, to Nepal’s famously unstable politics.&nbsp; Counting the events of this past September, GenX has, astonishingly, lived through three people’s revolutions, one armed conflict, a flawed but hard won constitution, and a major earthquake. Ujwal Thapa, one of Nepal’s most cherished Gen Xers, despite his previous, youthful reticence, did not long remain a complaisant bystander against the backdrop of these extreme upheavals.&nbsp; By the mid 2000s he had become deeply political, but without the equivocation that so often accompanies politics. Thanks to his lived experience, he came to believe that the youth of Nepal are the key to our future. He believed in discerning wisdom (bibeksheelta), innovation, and nurture. He inspired entire generations, young and old, including GenZ, before his untimely death due to Covid in 2021. He was only 44.&nbsp; By the time of his passing he had started a tech company, and employed and mentored scores of youth. It is important to note that only after he had made a significant contribution to civil society did he turn towards politics, founding and then stepping back from the Bibeksheel Nepali party, which has now, after several complicated mergers and splits, been integrated into the Rastriya Swatantra Party (RSP). When the Ujwal Thapa Foundation set out to make a documentary on his life three years ago, no one could have known that it would premiere at such a crucial point in Nepal’s social and political history.&nbsp; Everything that Ujwal Thapa believed in still holds true. I think he would have been proud to see the youth of our country, GenZ, stand up for themselves, peacefully. He would have been grieved at the state condoned bloodshed, and, believing in non-violent protest himself, been deeply shocked by the savage revolution that followed.&nbsp; Most of all, I wonder how he would have reacted to the publishing of the blatantly elitist RSP proportional representation list - the party that many had pinned their hopes on, and that Bibeksheel Nepali has ultimately been absorbed into. That party now seems like it may be a chip off the rotten old block, ruled by men endorsing rampant nepotism, and outnumbered by people without scruples.&nbsp; Many of the names on the list and the rankings, in particular, disrespect the very spirit of a provision that was created for those competent individuals who would not otherwise be able to contest elections, due to lack of monetary and social capital, but whose marginalised voices are vital for inclusive policy making. There is still time for real inclusion, to embrace a more bibeksheel path, before the March elections.&nbsp; Ujwal Thapa’s own, firm, ethical stances are clear in the The Man Who Shook Our Minds, translated loosely from the Nepali title Dimaag Ghhochne Manchhe. While long, at almost two hours, it is filled with thought-provoking and sage counsel. While there are many talking heads, the people featured, friends, family, fellow activists and senior politicians are all eloquent in their descriptions of Ujwal Thapa and his transformation from an engaged, civic minded entrepreneur into a committed political leader who among many other commendable things, believed in putting women first, and understood the crucial necessity for a welfare state that would serve its people. The main man is not deified, he is humanised.&nbsp; The feature is punctuated, and leavened, with moments of real humour as his infamous bluntness and occasional domestic haplessness are gently exposed. Another strength of the film is the profound love story between Ujwal Thapa and his brave, brilliant, incredibly resilient wife, Erica Adhikary, the heroine to a real life hero, and a major force behind the making of this film, alongside many of his stalwart wellwishers and friends, old and new.&nbsp; Sushila Karki, the Prime Minister, was present at the premiere of the film with members of her Cabinet. Candid and sincere in her opening remarks, she said she had wanted to attend the moment she heard about the film. She had known Ujwal Thapa, and she had mourned his loss, praying for him during his illness. She wished that leaders like him were here today to show us the way forward in a time of need. The film opened in theatres on the 9th of January, and is an essential viewing experience for anyone who cares about Nepal’s future and wants some insight into how they might make a difference.&nbsp; Ujwal Thapa was not perfect, but he was remarkable. He realised that being a civic minded citizen just isn’t enough. To make a real difference, one also needs to be principled, insightful, entrepreneurial, creative, self motivated, able to speak truth to power, uncorruptible, practical, well prepared, and, perhaps, most importantly, able to step back from holding power even after attaining it.&nbsp; The saying by Plato that goes “He who does not desire power is fit to hold it” was surely meant for people like Ujwal Thapa. One can only hope that in the near future more people embodying this description will, however reluctantly, come forward to lead Nepal. The Man Who Shook Our Minds

Did <a href="https://nepalitimes.com/banner/1921-rendezvous-mallory-pumori-and-everest">George Mallory</a> and Andrew Irvine of the 1924 British Expedition reach the top of the highest mountain in the world? It has been more than a century after the two climbers were last seen just 300m below the summit. And 26 years ago Mallory’s remains were found on the North Face of Everest, while Irvine’s boot was located at its base.&nbsp; Some doubt that the two could have reached the top with the level of equipment and clothing of the time, but others are convinced that at least one of them made it but had an accident on the way down.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260108110148_26b4f6883ce3362c6f0c312d35422a57384c04aeb673f578d3ddb660761747fc.jpg" data-media-id="editor_1" data-image-id="20260108110148_26b4f6883ce3362c6f0c312d35422a57384c04aeb673f578d3ddb660761747fc" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="George Mallory and Everest"> <figcaption>Panuru Sherpa on the top of Mt Everest with a client in 2002. He has climbed the peak 16 times.</figcaption> </figure>  Among those who believe Mallory and Irvine were the first to climb Mt Everest, and not <a href="https://nepalitimes.com/here-now/everest-70-years-on">Hillary and Tenzing in 1953</a>, are the Nepali guides who took part in the research expeditions in 1999, 2001 and 2004 to find clues about Mallory and Irvine. Mallory’s body was found 8,125m on the North Face in 1999, and Irvine’s detached foot and sock with his initials inside a leather hob-nailed boot was found in 2024 in the Rongbuk Glacier below the North Face. Various expeditions have recovered a mitten, an oxygen cylinder, and ice axe from that expedition. “I believe they reached the summit, and fell on the way down in the dark and bad weather,” says <a href="https://nepalitimes.com/here-now/sherpaland-co-usa">Panuru Sherpa</a>, who has climbed Mt Everest 16 times, including on the northern route taken by four British expeditions in 1921, 1922, 1924 and 1933. “They were making good progress past the Second Step from where it is a much easier hour-and-half to the summit. A climber who reaches that point below the final pyramid does not turn back.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260108110148_bdbdd01c5c12cb5bb022857f7ca871cc4ff95e02c2305f6bbf1a63d1d15de8e4.jpg" data-media-id="editor_4" data-image-id="20260108110148_bdbdd01c5c12cb5bb022857f7ca871cc4ff95e02c2305f6bbf1a63d1d15de8e4" data-rendition-name="original" width="1300" height="864" loading="lazy" alt="George Mallory and Everest"> <figcaption>Mt Everest North Face in China which early expeditions took because Nepal was closed till 1950. The red line is the classic route to the peak, the dotted line is probably what George Mallory and Sandy Irvine took in 1924 to avoid the formidable obstacle of the Second Step.</figcaption> </figure>  Panuru is convinced that the location of Mallory’s body and Irvine’s ice axe shows that the two had not lost their way on their descent. He told Nepali Times in Denver, where he now lives: “Mallory’s body was not decomposed even after 75 years, and his exposed back was white like marble. One of legs was broken, and there was an altimeter and letters written to his wife Ruth in his pocket.” He remembers the search team was happy to locate <a href="https://nepalitimes.com/review/mountains-of-books">Mallory</a>, but it was unable to find one of the three cameras believed to be with the duo that could have held the proof that the two, or at least one of them, had indeed been the first to climb Everest.&nbsp; There was a deep wound around Mallory’s waist, which could have been caused during the fall by the rope which was still found tied around his body. Mallory’s remains were covered in stone slabs at the site after a brief ritual, Panuru recalls. A 1975 Chinese expedition reported seeing the body of a Western climber, which was probably Mallory, near their Camp VI. There are rumours in climbing circles that the Chinese also found a camera, but that the negative could not be developed. Everest summiteers have said the Second Step’s 45m overhanging cliff at 8,610m would have been “essentially insurmountable”, and it is only possible today because the Chinese fixed aluminium ladders to the rock face in 1975.&nbsp; But Panuru agrees with other mountaineering historians who believe Mallory could have decided to take a route below the northeast ridge and bypass the Second Step, following the advice of fellow team member Ed Norton who set the then world record by reaching 8,572m. The other finding that could indicate that Mallory reached the top was that a photograph of his wife Ruth which he intended to place at the summit was not in his pocket.&nbsp; EVEREST CONNECTION Panuru is the son of Nima Tsering Sherpa, who was a part of the 1953 expedition to Mt Everest that made Edmund Hillary and Tenzing Norgay the first climbers on the world’s highest peak. Nima carried loads for that expedition up to the South Col. Nima had eight sons and a daughter, Panuru is the sixth, and<a href="https://nepalitimes.com/here-now/nepal-s-most-prolific-mountaineering-clan"> most of his siblings are also climbers</a>. After the successful 1953 expedition, Nima spent time grazing yaks, growing potatoes and raising his family in Phortse. He joined expeditions to support the family. The young Panuru would meet mountaineers who stopped by at the family’s tea house in Phortse. He has walked the Jiri route to Kathmandu many times, and his eldest brother who worked for Mountain Travel Nepal got him a job as a trekking guide. Panuru ended up joining expeditions, climbing Everest from both sides multiple times. Panuru Sherpa’s brother Danuru was the youngest member of the 1999 expedition, and a year earlier had first climbed Everest from the Nepal side when he was only 18. The siblings are now chefs at the Sherpa House in Colorado.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260108110152_9275f617585d33f7324d087455de7c61fd3759fe4d44a7ebe604fa2eefc047df.jpg" data-media-id="editor_7" data-image-id="20260108110152_9275f617585d33f7324d087455de7c61fd3759fe4d44a7ebe604fa2eefc047df" data-rendition-name="original" width="1500" height="523" loading="lazy" alt="George Mallory and Everest"> <figcaption>Brothers Panuru and Danuru Sherpa are now working in Golden, Colorado, and lead occasional climbing trips in the Rockies and Alaska.</figcaption> </figure>  In 2001, both brothers were members of another expedition composed of 20 foreign and 21 Nepali climbers led by David Hahn that tried to find Irvine in the same area of the North Face, guided by the discovery of Irvine’s ice axe in a 1933 expedition as well as sightings of what was believed to be his body near the ridge above. No more clues were found then, or in 2004 when Danuru returned for another search expedition. Remnants of Irvine and Mallory’s Camp VI were found at 8,600m during the 2001 expedition, only about 300m from where Mallory’s body was located.&nbsp; “It was probably dark when Mallory fell because his snow goggles were in his pocket,” says Danuru, who has taken part in the three search expeditions on the north side and is also convinced the two fell on their way down after reaching the summit. Altogether 13 people died on Everest during the three expeditions that Mallory was involved in, of which nine were Nepali porters, cooks and guides who were hired in Darjeeling before the march-in. “Chomolungma and Sherpa are synonymous,” says Danuru. “It was Chomolungma that made the Sherpa people famous globally, and it was Sherpas who made it possible to climb Everest.” Konrad Anker, who led the 1999 team that found Mallory’s body, doubts that one or both the climbers reached the summit in 1924, mainly because of the difficulty of climbing a cliff at 8,600m with the kind of gear they had.&nbsp; “It is possible, but unlikely they climbed the Second Step with 1920s equipment, but even getting to that altitude back then was an incredible accomplishment,” he has said. After the expedition, Anker and Panuru worked together to set up the Khumbu Climbing Center to upgrade the technical skills of Nepali guides. Panuru has also trained hundreds of fellow Nepali guides, and many of them regard him as a mentor. Panuru knew the need for better training because he himself had been badly wounded during a fall into a crevasse in the Khumbu Icefall in one of his early expeditions in 1992 and had to be evacuated by helicopter to Kathmandu.&nbsp; But the very next year, he was back on the mountain. He climbed Everest from the north with a Korean team in 1994, and a year later got to the top again from the north side with an American expedition. He summited again from the Nepal side in 1996, and nearly died in an avalanche on the north side that killed a fellow Sherpa in 1997.&nbsp; So far, Panuru has climbed Everest 16 times, Cho Oyu 14 times from both sides, Xixapangma four times, five other eight-thousanders in Nepal, and Ama Dablam six times. He was the first Nepali to ascend Gurla Mandhata in Tibet. After emigrating to the United States, he has climbed Mt Denali (6,190m) in Alaska three times while also being a part of a volunteer rescue team.&nbsp; Irvine’s boot was found by an expedition led by American climber Jimmy Chin in the Rongbuk Glacier, probably transported there from the base of the face by the movement of ice in the past 100 years. Asked why he climbed Everest 16 times, Panuru echoes George Mallory: “Because I was there.” &nbsp;&nbsp;&nbsp;

Finding George Mallory

The 12-day political partnership of Kulman Ghising with Rabi Lamichhane and Balen Shah that ended on Saturday was brief even by Nepali standards.&nbsp;
The Ujyalo Nepal Party backed by Ghising and Lamichhane’s RSP had inked a deal to unite on 29 December, one day after Balen Shah formed an agreement with the RSP to contest the election under the party’s banner.
The alliance between the RSP and Ghising is said to have fallen apart after Ghising asked for institutional and ideological changes within the party, and for members of his team to be given key positions including senior vice-chair and general secretary, as well his stipulation that more than two dozen of his camp be appointed members of RSP’s central committee.&nbsp;
Ghising had also been less than happy about some of his 18 proposed candidates being left off RSP’s Proportional Representation list, and had taken issue with the priority order of those from his camp on the docket.&nbsp;
The merger between Ghising and Lamichhane happened after last minute negotiation before the deadline for the submission of the PR candidate list after multiple previous rounds of discussions between BRK had failed. Ghising had agreed to sit down one final time with the two leaders following a last-ditch effort by youth leaders including Sudan Gurung.
Ghising following his resignation last week had told the press that his partnership with Lamichhane and Shah had not come into effect even though his UNP had formally signed to merge with RSP. The party, which has been hailed as a formidable alternative political foil to legacy outfits in the March polls, had come under considerable criticism for its PR list, most of which included influential public figures as opposed to qualified people who would represent the nation’s socio-culture, socio-economy, diverse ethnic makeup, and geography.&nbsp;
On Saturday, following news of the RSP-UNP dissolution, Ghising was announced as the chair of the UNP, of which he had only remained the patron so far.
That Ghising broke away from Lamichhane and Shah does not come as a shock. Analysts had already predicted the clash of egos between the three figures who have gained popularity through personality rather than ideology driven politics.&nbsp;
It is also not surprising that the new trio has been following the playbook of make-up and break-politics written by the Oli-Deuba Dahal trio that has defined Nepali politics for the last decade.&nbsp;
As the RSP deals with its growing pains, Nepal’s established parties are busy preparing for the polls even as they confront infighting within their own institutions. The Nepali Congress is seeing widening rifts between factions brought on by power struggles between old and newer leadership within the party. The &nbsp;special general convention called by General Secretaries Gagan Thapa and Bishwo Prakash Sharma began on Sunday amid party president Sher Bahadur Deuba and other senior leaders’ refusal to endorse and attend the event.&nbsp;
The special general convention was called after it was endorsed by 54% of NC’s general convention delegates, but the party leadership has been adamant about holding the general convention to choose a new party head after the election.
The decision to go ahead with the special general convention has been opposed by numerous NC district chapters for going over the head of party leadership. Even so, leaders of the Thapa-Sharma faction expect 60% of the party’s delegates to attend the event.&nbsp;
The Thapa and Sharma faction want the party to contest the election under a new leadership, seeming to have a better grasp on the sheer lack of popularity of the party, especially after GenZ protests. The leaders are banking on having a better outcome at the March polls if there is a change in party leadership.&nbsp;
Leftist leaders like Pushpa Kamal Dahal of the NCP and Baburam Bhattarai have also been busy reaching out to Indian leadership in the weeks leading up to the election.
And while pro-monarchy leaders like Durga Prasai—while initially calling for a royalist mobilisation following the September protests—seem to be laying low lately, only emerging after the Balen-Rabi merger to call them “political actors groomed by foreign powers”, former king Gyanendra during his Prithvi Jayanti address on Saturday took the opportunity to deliver a particularly somber address to the nation.&nbsp;
Gyanendra commented on the youth frustration that led to the September revolt, linking it to the ongoing exodus of young people and capital, as well as geopolitics, and criticising Nepal’s political leadership of “repeatedly using the youth but not understanding their needs”.
“Yesterday, there was concern that there was no development in the country, but today there is a bigger worry that the country itself might not survive,” Gyanendra said in his remarks. “This country was not built, nor will it be built, by speeches, magic or miracles.”
