Sudarshan Dhakal crouches next to a motorcycle, carefully runs his fingers over its engine, finds the faulty part and removes it.&nbsp; He gets a spare part and replaces the component. He tests the engine, which roars into life emitting blue smoke from the silencer. Sudarshan, 54, owns and runs Dhakal Motorcycle Workshop with his wife Kamala Aryal. It is like thousands of other repair shops along the highway. What makes this one different is that Sudarshan cannot see. It was 1996 when Sudarshan was in a group ferrying brand new Honda motorcycles from the warehouse in Hetauda to the Dharan showroom. Near the Kosi Barrage, the car in front of him braked abruptly. He had managed to pull over by the side of the road when his friends came back to look for him.&nbsp; “When they found me that day, I could just make out the white of the highway centreline, and car lights,” Sudarshan recalls. Ever since, Sudarshan can only see dimly during the daytime, and not at all in the dark. “Everything looks foggy, and I wondered if there was a treatment,” adds Sudarshan, who still bumps into things but has learnt to get around.&nbsp; Doctors at Tilganga Hospital had told him after the accident that his optic nerves had been damaged and there was nothing they could do. He might have lost his eyesight, but not his passion for motorcycles. He can tell what is wrong just by revving the engine. In case the motorcycle cannot start at all, he uses his tools deftly to get to the bottom of it. For electrical faults, he needs his wife or son to help him with the colours of the wires. He can also assemble small parts of motorcycles without help. “It might take me a few tries, but eventually, the parts fit where they are supposed to,” he says.&nbsp; As a young boy, Sudarshan realised that he did not have much of an aptitude for academics after failing his Grade 9 exams. So, at age 16, he taught himself to repair Japanese cars simply by looking at catalogues. &nbsp; Today at his garage, Sudarshan takes care of maintenance while Kamala handles customers and does procurement. If a bike needs a test run, Rajiv takes it out for a spin. Rajiv is actually a priest, and is mostly away from home officiating rituals. But whenever he is free he helps out his parents. “I wondered why this pundit in his white robe, his Sanskrit hymns and the smell of incense would want to work in a greasy, dirty garage that reeks of kerosene,” says Sudarshan. “It took some time for him to adjust, but now he enjoys this work as well.” It has been 27 years since Sudarshan lost his eyesight, but he has not let this stop him from continuing with his profession. The Dhakal family makes a decent living, and Sudarshan attributes this to his passion, skill and experience. Photos: AMIT MACHAMASI</figcaption></figure>It is that time of the year again when smog makes <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" target="_blank" rel="noopener noreferrer">Kathmandu’s air hazardous to health</a>. Hospitals are swamped not with Covid, but COPD (Chronic Obstructive Pulmonary Disease).Once more, there is a flurry of media headlines about the dangerous concentration of suspended particles smaller than 2.5 microns from diesel exhaust.Read also: <a href="https://www.nepalitimes.com/banner/happy-new-air/" target="_blank" rel="noopener noreferrer">Happy New Air</a>, Sonia AwalePublic awareness about air pollution is at an all-time high, the average life expectancy of Kathmandu’s residents is reduced by at least four years. Yet, nothing happens. Why?“The awareness and knowledge have not translated into corrective action,” explains environmentalist Bhushan Tuladhar. “We know about vehicle emission tests but we ignore it, open burning is bad but we don’t stop, we have the opportunity to reduce air pollution with electric mass transport but we don’t invest in it.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203009c7e80680e0b27e4jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>Air pollution was directly linked to at least 42,100 deaths in Nepal in 2019. Almost half of that was due to breathing in particles smaller than 2.5 microns in diameter which can cross the air blood barrier in the lung capillaries. Most of those particles come from <a href="https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/" target="_blank" rel="noopener noreferrer">vehicle emission</a>.From 1990 to 2015, the number of vehicless in Nepal grew by 1,995,404 — most of them in Kathmandu Valley. In five years, that figure doubled to 3,987,267.This figure doesn’t include the exploding demand for cars and motorcycles after the end of the Covid second wave in mid-2021. Nepal spent Rs543 billion in importing vehicles, transport equipment and spare parts in four months from mid-July to mid-October, against Rs357 billion and Rs418 billion for the same periods in 2020 and 2019.“There has been an unexpectedly high demand for private vehicles in Nepal after the pandemic, especially two wheelers given the public’s hesitancy to use buses due to coronavirus fears,” says Dhruba Thapa of the National Automotive Dealers Association.<iframe style="border: none;" title="Total vehicles in Nepal" src="https://e.infogram.com/e0cdbfd0-0b3c-4f57-851e-7aced6e69116?src=embed" width="700" height="700" frameborder="0" scrolling="no" allowfullscreen="allowfullscreen"></iframe><a style="color: #989898!important; text-decoration: none!important;" href="https://infogram.com/e0cdbfd0-0b3c-4f57-851e-7aced6e69116" target="_blank" rel="noopener noreferrer">Total vehicles in Nepal</a><a style="color: #989898!important; text-decoration: none!important;" href="https://infogram.com" target="_blank" rel="nofollow noopener noreferrer">Infogram</a>Raju Chettri, CEO of the MAW Enterprises that imports Yamaha bikes in Nepal has a similar observation. He saw a decline in the annual sales of two wheelers from about 250,000 units to 190,000 right after the pandemic. But this year, the sales went up to 350,000 units.“There are two reasons behind this: pent-up demand and reduced use of public transport because of Covid fears,” Chettri says.There are <a href="https://www.nepalitimes.com/banner/poisoning-the-air-we-breathe/" target="_blank" rel="noopener noreferrer">more than 3.1 million two-wheeers in Nepal</a>, over one million of them in Kathmandu. Motorcycle exhaust may not be as visible as diesel exhaust, but they are highly poisonous — especially when there are so many of them. Besides exacerbating respiratory diseases, the gases are carcinogenic, causing cardiovascular diseases and Alzheimer’s.The solution is to shift rapidly to <a href="https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/" target="_blank" rel="noopener noreferrer">cleaner electric vehicles</a>, not just for healthier air but also to meet Nepal’s net-zero pledge in Glasgow and to reduce the country’s burgeoning petroleum import bill.“The priority has to be on electric public transport and supporting infrastructure,” says environmentalist Tuladhar. “Electric buses are more expensive than diesel ones, so the government has to help with capital, and better manage Kathmandu’s public transport.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203039c7e80680e0b27e5jpeg.jpg" alt="" width="720" height="480"><figcaption> </figcaption></figure>This week, Nepal opened its first electric charging station powered by solar panels for the Lumbini Development Trust. Similar charging stations can be set up for public and private vehicles in existing bus parks across Nepal and along highways. Sajha Yatayat which is procuring 40 electric buses is also trying to turn the former trolley bus terminal into a charging station.Shilshila Acharya of the Avni Center for Sustainability agrees that the priority should be on <a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/" target="_blank" rel="noopener noreferrer">electrifying public transport</a> and encouraging bicycle lanes. She says, “Replacing cars with more cars even if electric only promotes consumerism. We have to give people reliable alternatives.”Kathmandu Valley Air Quality Management Action Plan held its first implementation committee meeting this week, during which it discussed lunching of a USAID-funded project for air pollution and a forecasting system with technical support from ICIMOD.“The problem of air pollution will take some time to be solved but we have started our homework,” says Indu Joshi of the Department of Environment. “At the moment, our biggest challenge is controlling open burning.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203069c7e80680e0b27e6jpeg.jpg" alt="" width="2000" height="2625"><figcaption> </figcaption></figure>Apart from transport, garbage burning and biomass fuel for household heating and cooking are also contributors to Kathmandu’s dirty air. The problem is made worse in winter due to the <a href="https://www.nepalitimes.com/banner/how-weather-elevates-air-pollution-in-kathmandu/" target="_blank" rel="noopener noreferrer">Valley’s topography that traps surface pollution</a> in an inversion layer.Improper <a href="https://archive.nepalitimes.com/article/nation/a-load-of-rubbish-kathmandus-garbage-problem,4039" target="_blank" rel="noopener noreferrer">solid waste management in Kathmandu</a> means locals burn garbage by the riverbanks near residential areas — while, as studies show, segregation of waste at homes can reduce the city’s garbage volume by up to 80%.There is no other problem that is so directly linked with the health and economy of the country as urban air pollution. The <a href="https://www.nepalitimes.com/banner/nepal-lockdown-proves-air-quality-can-be-improved/" target="_blank" rel="noopener noreferrer">Covid-19 lockdown in 2020</a> is proof that Kathmandu can be cleaned up, it just needs <a href="https://www.nepalitimes.com/banner/dirty-politics-dirty-air/" target="_blank" rel="noopener noreferrer">the right leadership and the political will</a> to back it up.Says Shilashila Acharya: “Our policies on mobility and air pollution have to be people- and culture-centric, instead of focusing only on technology. We must build public pressure to force the politicians into action.”A public opinion poll in this paper just before the 2017 elections showed that a majority of Nepalis were concerned about the health impact of pollution. Since 2022 will be dominated by campaigning for the next election, this could be turned into the main criteria for candidates to win votes.

Breathing can kill you

Below him, dozens of <a href="http://archive.nepalitimes.com/news.php?id=2498#.Yc5xVy2B2t8" target="_blank" rel="noopener noreferrer">brick kilns</a> were spewing out smoke and steam into the city’s air (photo).The rain had washed down suspended particles, but the brick kilns were pumping more smoke into the air we breathe. There have been attempts to relocate brick kilns away from the densely-populated capital, but political patronage means owners are still fouling the air.After the 2015 earthquake damaged most of the Valley’s brick factories, <a href="http://archive.nepalitimes.com/article/nation/brick-factories-still-using-old-polluting-technology,2078" target="_blank" rel="noopener noreferrer">some adopted cleaner technology</a> to reduce emissions. Public pressure and urban growth then pushed most brick factories to the city’s fringes, and they are now  concentrated around Bhaktapur – most of those in the photograph are traditional dirty chimneys.After two years of forced closure during the pandemic, the brick kilns are once more working overtime to fill a backlog of demand from builders. But with politicians bogged down in power struggles, local leaders are too distracted to address the pandemic and pollution crises – both of which affect the human respiratory system.In a public opinion poll in this newspaper just before the 2017 elections, most respondents said <a href="https://www.nepalitimes.com/banner/dirty-politics-dirty-air/" target="_blank" rel="noopener noreferrer">air pollution</a> topped their list of concerns. Pollution has gotten worse since then, but it is unlikely that dirty air will figure in election speeches in 2022.“We have cleaner options like <a href="https://archive.nepalitimes.com/article/nation/earth-bricks-for-cleaner-and-healthier-kathmandu,4161" target="_blank" rel="noopener noreferrer">interlocking earth bricks</a>, so we just need public pressure to make it an election issue,” says environmentalist Bhushan Tuladhar.A pre-pandemic research showed that 40% of suspended particulates in Kathmandu’s air was from brick kilns, 30% from vehicular emissions, and 20% from open burning of trash and biomass. With the exponential increase in cars and motorcycles, the concentration of vehicular pollution at street level is now 70%.“<a style="letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/breathing-is-hazardous-to-health/" target="_blank" rel="noopener noreferrer">Hazardous pollution levels</a> in winter have become the norm, yet the government is not doing much to control it,” says Shilshila Acharya of the Avni Centre for Sustainability. “The public should demand action from our leaders.”Although public awareness about <a href="https://www.nepalitimes.com/banner/how-weather-elevates-air-pollution-in-kathmandu/" target="_blank" rel="noopener noreferrer">air pollution</a> is at an all time high, it has not translated into action by municipalities or the federal government – even though in a democracy elections would be the way to force accountability from public officials.Says Tuladhar: “Campaigning in 2022 for elections, particularly for local government, will give us a platform to build political will to reduce air pollution. People have to be outraged, and the good news is that we have some young and educated leaders taking the lead.”In 2019, <a href="https://www.nepalitimes.com/banner/nepal-is-going-up-in-smoke/" target="_blank" rel="noopener noreferrer">air pollution</a> resulted in the deaths of 42,100 Nepalis, according to one research. Many more were indirectly affected. Vehicular emission, garbage and agricultural residue burning and brick kilns were the main sources of toxic ambient air.Besides shifting to cleaner and greener brick-making technology, controlling garbage burning, and a rapid transition to electric vehicles with government investment in electric mass transit, would be steps that would quickly improve air quality in Kathmandu.Air pollution is leading to the <a href="https://www.nepalitimes.com/latest/double-whammy-air-pollution-and-covid-19/" target="_blank" rel="noopener noreferrer">premature death of Kathmandu’s citizens</a>. It has a huge impact on the economy. The solution is political, and elected officials need to respond to the crisis.Adds Shilshila Acharya: “Politicians as always are big on promises but we demand that they first protect our health by cleaning up the air we breathe. It is a basic right guaranteed by the Constitution. Don't talk about more grandiose plans, just clean up our air first.”

Happy New Air

The social networks of cities continue to be one of the principal drivers of economic productivity across the globe.Yet <a href="https://www.nepalitimes.com/latest/dirty-kathmandu-air-gets-dirtier/" target="_blank" rel="noopener noreferrer">cities can also harm</a>. Air pollution, traffic congestion, over-crowding and noise are some of the defining features of the lives of many city-dwellers across the world today -- and not everyone is affected equally.We often dismiss these negative ‘externalities’ as the unavoidable consequences of economic development, and of city life. But if we understand them well enough, both the good and bad aspects of city life can be disentangled and addressed.One of the emerging areas of interest in cities is <a href="https://www.nepalitimes.com/here-now/a-green-city-is-a-smart-city/" target="_blank" rel="noopener noreferrer">how much public space is allocated to motorised traffic</a>. Who benefits? Who is impacted? How do motorised vehicles affect society?Are there better ways to design urban transport systems and traffic flows? Kathmandu Valley, with its exponential growth, must address these questions.The <a href="https://www.nepalitimes.com/banner/traffic-jam-again-in-kathmandu/" target="_blank" rel="noopener noreferrer">city’s old narrow streets</a> are crammed with cars, motorbikes, and people, as man and machine contest for space. Metre-wide paths have become rat-runs for motorbikes to try to avoid congestion. This allocation of public space to cars and motorbikes raises important questions of what value authorities and inhabitants place on <a href="https://www.nepalitimes.com/banner/making-nepal-accessible-to-all/" target="_blank" rel="noopener noreferrer">inclusivity and equality</a>.It is vitally important to understand how this plays out from the point of view of individual citizens. Consider, for instance, the perspective of a child playing on the street outside the house, or a senior citizen walking to the shop, or a woman carrying her baby while taking her first child to school.We also know well that <a href="https://archive.nepalitimes.com/page/wide-open-spaces-kathmandu" target="_blank" rel="noopener noreferrer">open community spaces</a>, preferably incorporating nature, are vital components of any vibrant, just and social city system. Cities need places where people, regardless of social status, can mix, meet and connect. Yet in many cities, <a href="https://www.nepalitimes.com/here-now/open-spaces-and-open-society/" target="_blank" rel="noopener noreferrer">this is not factored sufficiently</a> into often haphazard urban design.In Kathmandu, while people do value open space and nature, that value has not yet been reflected in urban design. A case in point is the steady <a href="https://www.nepalitimes.com/opinion/let-tundikhel-be-what-tundikhel-was/" target="_blank" rel="noopener noreferrer">encroachment of Tundikhel</a> and planned re-development of Rani Pokhari and <a href="https://www.nepalitimes.com/banner/our-kamal-pokhari/" target="_blank" rel="noopener noreferrer">Kamal Pokhari</a> by the municipality office. It is not just private companies but agencies of the state that are also trying to build up green spaces for commercial purposes.Such plans are detrimental especially to the people with the least resources. Recent research by UNOPS found that the ‘lack of open space negatively affects the poor, who live in very crowded conditions, with no <a href="http://archive.nepalitimes.com/news.php?id=16442#.Yb6xN9NBzOQ" target="_blank" rel="noopener noreferrer">recreational areas, parks or open spaces</a> nearby; while the lack of green space, the high amount of dust, and high pollution all impact the small amount of public space that does exist’.Local leaders in some parts of the world are responding to these connected issues with innovative solutions. In Barcelona, the Superblock concept of urban design seeks to recover space for the community, improve biodiversity and move towards sustainable mobility. It carves out ‘islands’ of traffic-free space by routing traffic around multi-block areas.These ‘superblocks’ have better cycling and public transport links, to help replace car journeys. They also seek to create a more democratic, fairer city, with more participatory spaces and one in which children can play safely in all its squares without risk from cars.In Bogota, where development has historically occurred without planning just like in Kathmandu, inclusivity and empowerment of women through public spaces and urban mobility are now key objectives, supported by a clear plan. Municipal leaders are framing roads as manifestations of inequality, occupying a disproportionate amount of public space set against the number of people who use them. Accordingly, the city aims to redistribute road space towards use by public transport and pedestrians.Barcelona and Bogota provide just two examples of how cities are grappling with important sustainability issues today. But even if problems are well understood, how, practically, should cities move forward? Transitions to a more sustainable design are long-term processes. They are typically guided by inspiring visions of desirable, sustainable systems and deep engagement with communities.In both Barcelona and Bogota, the creation of such a vision, informed by community perspectives, was a vital step. To get started, pilot projects by innovative and forward-looking municipalities can be used to act as seeds of transformation. If benefits and outcomes are shared and communicated, pilot projects that produce innovations can be expanded and aligned with future national policy interests.Lalitpur is branding itself as the first <a href="https://www.nepalitimes.com/here-now/re-cycling-kathmandu/" target="_blank" rel="noopener noreferrer">cycle friendly</a> municipality of Nepal and its mayor Chiri Babu Maharjan has designated bicycle lanes in the city. Chitwan is also taking a lead to make its streets people-centric, not cars and motorcycles. These examples can be models for other municipalities.The central government, on the other hand, can develop policies to promote public transport and incentivise <a href="https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/" target="_blank" rel="noopener noreferrer">electric mass transit</a>, which will clean up Kathmandu’s air pollution, utilise Nepal’s <a href="https://www.nepalitimes.com/banner/nepals-precious-electricity-going-waste/" target="_blank" rel="noopener noreferrer">surplus hydroelectricity</a> and cut its petroleum import bills.Cities are places of complexity, involving multiple actors, interests, interactions and processes. The meaning of sustainability is contested, especially in cities. Transport and public space-related issues such as those highlighted here compete for policy attention alongside other often equally important agenda. So it is crucial to communicate their implication on the economy and public health.In a city like Kathmandu, however, where cyclists, pedestrians and <a href="http://archive.nepalitimes.com/news.php?id=19658#.Yb63bNNBzOQ" target="_blank" rel="noopener noreferrer">electric trolley buses</a> used to once roam, and where local shopping is the norm, a serious look at how to reduce the impact of vehicles and motorbikes on city dwellers would likely find fertile ground for beneficial change.Mark Perrin is a Senior Fellow at Nepal Economic Forum (NEF) and Technical Lead at Himalayan Circular Economy Forum (HiCEF).

A bus had careened off a hairpin bend and plunged 500m down the mountain, killing 17 and wounding 18 passengers.They were pilgrims on the way back from the Kalinchok shrine. A little over a year later, the tragedy has become part of the deadly statistics of <a href="https://www.nepalitimes.com/latest/how-covid-19-saves-lives-in-nepal/" target="_blank" rel="noopener noreferrer">Nepal’s highway accidents</a> in which an average of seven people die every day.“There was a pile of bodies, some with their limbs severed. I had never before seen such a horrendous sight,” recalls Mithu Mijar. “All we could do was help lift the bodies and place them in ambulances.”Tara Bahadur Karki is still traumatised by the sight, and cannot walk past the site without recalling that fateful day: “The entire slope was covered with bodies and there were more under the bus. After a while, we lost count, as we kept pulling them out of the wreckage.”https://www.youtube.com/watch?v=bqRS60ctCj4 <figure><img width="1500" height="844" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3e29c7e80680e09667bjpeg.jpg" alt=""><figcaption> </figcaption></figure>Most of the accidents are preventable, and the causes are mainly poor road condition and reckless driving. The <a href="https://www.nepalitimes.com/here-now/its-an-emergency-nepal-needs-to-improve-trauma-care/" target="_blank" rel="noopener noreferrer">pandemic of highway accidents</a> kills as many Nepalis every year as all the natural disasters combined. In fact they are so common that most Nepalis are desensitised by the numbers. From July 2014-July 2019, there were a total of 54,000 road accidents in Nepal resulting in 12,000 deaths of people mostly in the age group 15-40 years. This number <a href="https://www.nepalitimes.com/latest/how-covid-19-saves-lives-in-nepal/" target="_blank" rel="noopener noreferrer">went down sharply during the Covid-19 lockdown</a>. Highway fatalities declined by half to less than 700 in March-August 2020, compared to the same period the previous year. By the Dasain-Tihar festival in November 2020, with restrictions removed, the number of deaths on the roads again spiked to 242 after falling to 52 in May. <figure><img width="1263" height="752" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3e49c7e80680e09667cjpeg.jpg" alt=""><figcaption> </figcaption></figure>“In developing country like ours we have fewer accidents but more casualties because of our mass transport. But we often forget about those wounded, they are sentenced to a life of economic hardships and trauma beyond our imaginations,” says former Superintendent of Police Jagat Man Shrestha.On average, 40 people are injured on roads across the country each day.In 2019, there were nearly 13,000 highway and road accidents in which 2,736 people lost their lives and 10,731 were seriously injured. Those who survive often have a <a href="https://www.nepalitimes.com/here-now/injured-use-internet-to-reach-physiotherapists/?preview_nonce=aefd82ecbe" target="_blank" rel="noopener noreferrer">traumatic brain and spinal cord injuries</a>, requiring long-term or life-long rehabilitative care. <figure><img width="1636" height="942" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3e79c7e80680e09667djpeg.jpg" alt=""><figcaption> </figcaption></figure>Journalist Gajendra Budathoki was on his way home one rainy night when the blinding headlight of an oncoming bus from the wrong side at Bhadrakali turn caused his motorcyle to skid off the road. A spinal cord injury has paralysed him from the waist down. “I would never go faster than 50km/hour and my friends used to poke fun at me for being slower than a bicycle but now I’m forced to leave the rest of my life bound on a wheelchair,” he laments.According to the WHO Global Status on Road Safety 2018, only 8 in 100,000 people die of highway and road accidents in developed countries, but the number soars to 27.5 in low-income nations like Nepal.A Ministry of Physical Infrastructure and Transport study has found that 76% of <a href="https://www.nepalitimes.com/here-now/the-other-global-pandemic-road-fatalities/" target="_blank" rel="noopener noreferrer">highway accidents</a> are caused by drivers who do not follow traffic rules, or are speeding.“Tipper truck drivers get Rs1,000 per trip so they try to make as many roundtrips as possible. I have seen them make five per night, driving even as they doze off at the wheels. If they don’t kill people, who will?” asks the chief of Lalitpur Metropolitan Police Sitaram Hachhethu.Traffic police have now deployed speed guns to check speeding at the accident-prone Satdobato-Gwarko road. They penalise up to 100 commuters a day, many of them in motorcycles that are going at 90km/hour in the road with a speed limit of 50km/hour.  Road maintenance or lack thereof is another major cause of traffic accidents. Local governments need to wait for the budget to maintain road safety while the Department of Roads is unable to add crash barriers on highways.“Our roads are narrow, bad, and frankly not the kind we should have built,” accepts Arjun Thapa, head of the Department. “Priority on road construction without proper infrastructure planning is to blame.”Roads are synonymous with development in Nepal. Every election, politicians promise highways to boost their vote banks. There are <a href="https://archive.nepalitimes.com/article/nation/accident-prone-Mugling-Narayangadi-highway,3828" target="_blank" rel="noopener noreferrer">excavators clawing away at the mountains</a> all over the country. <figure><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3ea9c7e80680e09667ejpeg.jpg" alt=""><figcaption> </figcaption></figure>Says road safety analyst Kamal Panday: “Well-constructed roads prevent accidents, but we have made ours ignoring technical and engineering aspects because new roads bring in votes, and maintenance doesn’t.”All automobiles are subjected to mechanical inspection tests every six months, those that fail are not allowed on the streets. But testing centres across the country are not functional as vehicles are certified based on manual (visual) inspection alone.The design of vehicles can also factor in crucial life and death situations. For example, tipper truck drivers have blind spots on the sides which prevent them from seeing motorcyclists. Moreover, the bumpers of these heavy load vehicles is 1.5m above the ground making them lethal in a collision. Many countries including China, Brazil and Japan have now added 360degree cameras for tipper drivers.“Our tippers are not fit for highway and city traffic, their only purpose is to carry raw material from mines to construction site,” says Namraj Ghimire of the Department of Transport Management. <figure><img width="1536" height="850" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3ed9c7e80680e09667fjpeg.jpg" alt=""><figcaption> </figcaption></figure>An important aspect when it comes to traumatic road traffic accidents is the transportation of the wounded to the hospitals without further aggravating their condition. “We have seen many cases of careless handling leading to unnecessary damage to the spine resulting into deaths,” says Raju Dhakal of the Spinal Injury Rehabilitation Centre in Sangha.The traffic police and the Department of Transport Management are responsible for implementing rules and regulations. The Department of Roads has to build safe infrastructure. But when asked, they all pass the blame to each other. Traffic police complain that they do not have enough human resources. The Department of Roads states that most roads in Nepal are now under the purview of local governments. The Transport Service Department simply does not bother about vehicular inspections. <figure><img width="1400" height="1050" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3f09c7e80680e096680jpeg.jpg" alt=""><figcaption> </figcaption></figure>It is therefore up to the public to make their voice heard, and make government agencies feel more responsible, says activist Anandaraj Joshi, who used to be a truck driver in Western Nepal. “Civil society, media and investigators must continue to pursue this issue, start a discourse to wake up the uncaring state and together eradicate this calamity from its roots,” Joshi says.There is a consensus among experts that the implementation of road engineering suited to the geography of the place and mechanical knowledge among drivers is crucial to reducing road accidents. Similarly, traffic education goes a long way in preventing road fatalities and must start at homes and schools.Says former SP Jagat Man Shrestha: “Traffic enforcement gives us a quick result but it will be temporary. To prevent as many road accidents as possible, we must revamp our education system and upgrade engineering.”

At age 47 he has decided to combine these two interests in Nepal’s first motorcycle museum with a caped crusader theme.Scion of a family that has been the authorised distributor for Honda motorcycles in Nepal, he grew up with bikes as much as he did with his siblings.This bond is reflected in his latest venture, a personal passion project: a first-of-its-kind motorcycle gallery in Kathmandu called <a href="https://www.instagram.com/sj.moto/?hl=en" target="_blank" rel="noopener noreferrer">SJ Moto</a> that pays tribute to the transportation of choice of most Nepalis.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111156/636cd9369c7e80680e092e89jpeg.jpg" alt="" width="1500" height="1025"><figcaption> </figcaption></figure>At age 16, Saurabh Jyoti was so fascniated by a Honda NX250 Dominator in the Syakar showroom that he could not take his eyes off the blue Japanese dual-purpose bike.“I had my nose stuck to the showroom window for a week. My parents refused to buy it but my grandfather gifted it to me,” he recalls. This kick-started Jyoti’s obsession with motorcycle, and he has not look back since (not even in the rear-view mirror).https://youtu.be/onKW91g5Fa8After coming back to Nepal from Bangalore, he used to visit garages for old rundown machines and restore them. Over the years, he had a sizeable collection of vintage as well as superbikes, which were all sitting in a warehouse until he decided to put them all in a museum.SJ Moto is divided into a blue retail corner which has reconditioned as well as some of the latest superbikes from Ducati to Hayabusa that are for sale and can cost up to Rs6 million. I bought the bike back and restored it.”His other nostalgic favourite is an Indian Rajdoot, a two-stroke Yamaha motorcycle that he rode during his time in Bangalore. “This is my pride and joy, I regretted selling it before coming back to Nepal. Since then I always wanted to buy it but couldn’t find it anywhere,” he recounts.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111156/636cd93d9c7e80680e092e8bjpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>After a lot of inquiries, Jyoti located a Rajdoot in a garage in Pokhara and immediately flew to cargo it back to Kathmandu. Kathmandu’s new motorbike museum

https://youtu.be/0E0s-5VtGU4Rekha Thapa of Dailekh, in far western Nepal had a job in Kathmandu after graduation, but she was not able to join. Not because it would mean distance from her family, but because of respiratory problems caused by <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" target="_blank" rel="noopener noreferrer">severe air pollution in the capital</a>.“I have asthma,” says Thapa. “Dailekh may not have modern health facilities, but at least the air there is fresh.”Ram Bahadur Shahi, 65, is also an <a href="https://www.nepalitimes.com/here-now/the-thickness-we-breathe/" target="_blank" rel="noopener noreferrer">asthma patient</a>, and can breathe without problems in his home village in Kavre. But as soon as he comes to Kathmandu, the dust and the smog make him wheeze and he has difficulty breathing.We cannot measure the impact of air pollution directly, as we can with blood pressure or glucose level. Nonetheless, it kills as many people as does chronic diseases, if not more. One study showed that in 2019 alone, 42,100 Nepalis died directly due to dirty air, and the average lifespan of a resident of Kathmandu is cut by nearly 4 years.“Air pollution affects all parts of the human body and even unborn babies. It is carcinogenic and about 43% of asthma deaths are cases that are aggravated by dirty air,” says cardiologist, Bhagwan Koirala.But for something as lethal as that, what is surprising is the lack of public outrage. Clean air activist Bhusan Tuladhar attributes it to the lack of a direct causal link. “When a patient dies of respiratory problems, the hospital’s death certificate does not mention ‘air pollution’ as the cause of death,” Tuladhar said in a Saglo Samaj interview (see below).Air quality in Kathmandu <a href="https://www.nepalitimes.com/latest/kathmandu-air-pollution-hits-record-high/" target="_blank" rel="noopener noreferrer">is now so bad</a> that there are now ‘pollution refugees’ who have decided to emigrate to other parts of the country, if not abroad, for health reasons. “Parents visiting their children in Australia need no medication there but as soon as they return to Kathmandu, they have to be admitted to hospitals,” says pulmonary specialist, Raju Pangeni.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111128/636cd2fb9c7e80680e08f942jpeg.jpg" alt="" width="1500" height="1000"/><figcaption>Kathmandu's air pollution is hazardous to health. Photos: SAGLO SAMAJ</figcaption></figure>Two weeks ago, the Air quality index (AQI) in the capital hit record high levels. A <a href="https://www.nepalitimes.com/banner/dirty-politics-dirty-air/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/dirty-politics-dirty-air/&amp;source=gmail&amp;ust=1611115453107000&amp;usg=AFQjCNE0zPVkVGIT59IE5o9KvcX7d0roKg">Nepali Times monitoring team</a> on 6 January morning, recorded AQI at 450 at Bagmati Bridge and above 300 in most parts of the city. And that was on a good day.Diesel vehicles are among the worst polluters in Kathmandu, and the number of buses and trucks are increasing exponentially. Ten years ago, Nepal’s annual diesel import from India was only about 500,000 kilolitres. Today, it is nearly 1,500,000 kilolitres. The number of vehicles in Kathmandu Valley is increasing every year by at least 22%.Green stickers can be bought under the counter, and there are no emission checks on the streets. There is a lack of political will to relocate brick kilns, among the major sources of suspended particulate matter. Municipalities have done little to nothing to control open garbage burning.Correct government policy interventions were allowed to lapse. <a href="https://www.nepalitimes.com/banner/a-walk-back-in-time-chandragiri-hatiban/" target="_blank" rel="noopener noreferrer">Cargo ropeways</a> to Hetauda used to transport up to 25 tons of cargo a day. The Kathmandu-Bhaktapur trolley bus system was <a href="https://www.nepalitimes.com/banner/kathmandu-bhaktapur-trolley-bus/" target="_blank" rel="noopener noreferrer">allowed to rot away</a> after serving commuters for over 30 years.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111128/636cd2fe9c7e80680e08f943jpeg.jpg" alt="" width="1500" height="844"><figcaption>The once iconic trolley bus in ruins.</figcaption></figure>But there were examples of citizen action that forced politicians to reduce air pollution. Battery-operated Safa three-wheelers replaced diesel Vikram tempos, and <a href="https://www.google.com/url?client=internal-element-cse&amp;cx=bead8272edd0f2143&amp;q=https://archive.nepalitimes.com/article/nation/brick-factories-still-using-old-polluting-technology,2078&amp;sa=U&amp;ved=2ahUKEwj4rrKGl6fuAhVPzDgGHTAVDMoQFjAAegQIBBAC&amp;usg=AOvVaw3dMIeAXsjN47r_-9W_Tx01" target="_blank" rel="noopener noreferrer">brick kilns</a> were regulated. But there has been no follow-up to encourage electric public transport, and the kilns are back. And after announcing two years ago that 20% of vehicles in Nepal would be battery-powered by 2020, Prime Minister Oli’s government <a href="https://www.nepalitimes.com/here-now/an-electric-shock-to-nepals-energy-future/" target="_blank" rel="noopener noreferrer">re-imposed taxes on electric cars</a> last year.The biggest impediment to clean air is the lack of political will. After all, if Kathmandu could so effectively curb drinking and driving with breathalyser tests, why is it so difficult to conduct effective emission checks? There is now Rs7 billion accumulated from pollution tax, that could be invested in clean public transport and charging infrastructure.“Air pollution is not just an environmental problem” In an interview on the Saglo Samaj tv magazine program, urban planner and clean air activist, Bhushan Tuladhar explains the challenges of achieving better air quality. Excerpt:Saglo Samaj: Which parts of Kathmandu Valley are at more risk of air pollution?Bhushan Tuladhar: Everyone who breathes in Kathmandu is at risk. Some places are more polluted than others, but even the least polluted areas have pollution levels much higher than that recommended by the World Health Organisation (WHO). But neighbourhoods near traffic, brick kilns and firewood burning are most exposed.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111128/636cd3029c7e80680e08f944jpeg.jpg" alt="" width="1500" height="844"><figcaption>Urban planner and environmentalist Bhushan Tuladhar</figcaption></figure>Recently our team went out across the town with air pollution monitoring devices. Bagmati Bridge had the worst air quality.That is because Bagmati Bridge has constant flow of vehicles and traffic jams throughout the day. And most of these are from motorcycles, which make up 80% of vehicles in Kathmandu.  They emit invisible poisonous gases. What are the main sources of air pollution in Kathmandu?The main source of pollution is transport, followed by brick kilns, garbage burning and firewood for cooking. But during winter, an inversion layer traps smoke and dust in this bowl-shaped Valley with no outlet. And we keep adding to it until it suffocates us, which is what happened two weeks ago.What is the solution?Use of firewood for cooking is decreasing and brick kilns have also adopted cleaner technology. But people still burn their garbage in many places, including Kathmandu. So, local representatives can be mobilised to discourage garbage burning. We need an efficient and reliable mass transit system. The per capita emission of public transport is much lower. Only 27% of the rides in Kathmandu are on buses, we need to double it. When a patient dies of respiratory problems, the hospital’s death certificate does not mention ‘air pollution’ as the cause of death. So, people do not see the linkages between dirty air and dangerous diseases.Is there hope that elected local governments now have decision-making power?Municipalities have to take the lead now. The federal government should just backstop the measures and provide guidance. Air pollution is not just an environmental problem. Breathing is hazardous to health

Fortunately there is now <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/outdated-laws-limited-ecommerce-hold-back-tech-industry%20,3547" target="_blank" rel="noopener">Tootle</a>, the motorcycle ride-sharing app, for people like massage therapist Junu Shrestha, 31, who likes the door-to-door service.“I am a female and a blind one at that. Micros are unsafe, taxis are expensive, but Tootle is affordable and convenient,” says Shrestha (pictured below) who commutes every day to work at a Boudha branch of <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/touching-and-feeling-seeing-hands,4105" target="_blank" rel="noopener">Seeing Hands</a>, the blind massage therapy centres in Kathmandu.Chiran Paudel, 35, is fed up with extortion from taxi drivers taking advantage of his inability to see. Paudel tells his female colleagues to avoid micros and taxis, and call Tootle or the other ride-sharing app, <a href="https://play.google.com/store/apps/details?id=com.pathao.user&amp;hl=en" target="_blank" rel="noopener">Pathao</a>, instead.“I can’t count the number of times I’ve been cheated by taxi drivers,” says Paudel, who also works for Seeing Hands.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a41919c7e80680e04a681jpeg.jpg" alt="" width="640" height="359"/><figcaption>All photos: MONIKA DEUPALA</figcaption></figure>Kushal Pandey, 26, is partially blind, and says it is nearly impossible to get on crowded buses. “As soon as conductors see our walking stick or someone on a wheelchair they speed off, and if the driver does stop it is impossible to get the seat for the disabled.”It is no coincidence that <a href="https://tootle.today/" target="_blank" rel="noopener">Tootle</a>, which has been facing hurdles over taxation, has taken off among female commuters and people living with disabilities, who find public transport difficult and dangerous. Women make up half of Tootle’s users — and roughly 10% of the service's drivers — and there are more than 150 visually impaired riders a day.“The Tootle app was developed to give everyone the freedom of movement, especially those living with disabilities, women who face <a href="https://archive.nepalitimes.com/article/nation/going-under-cover-bus-sting-operation%20,3889" target="_blank" rel="noopener">harassment in crowded public transport</a> and those without personal vehicles,” says CEO Sixit Bhatta, who adds that the firm’s software engineers have worked with the visually impaired and those with disabilities to make the app more user friendly.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a41949c7e80680e04a682jpeg.jpg" alt="" width="640" height="427">Roma Neupane lost her left leg in an accident when she was eight. She is now a famous <a href="http://archive.nepalitimes.com/news.php?id=14509#.XOaYW1IzaUk" target="_blank" rel="noopener">one-legged dancer</a> and actress in Nepali movies. But despite her popularity, she hasn’t been able to travel easily to shoots around Kathmandu.“I have to perform all over the city and often times the shoot goes late into night; I now manage it all with Tootle,” says Neupane, who calls for rides up to four times a day and to get home at night. “The drivers now know me and treat me like their sister.”In the two years since its launch, the ride-sharing startup has also amassed support among the general public, created 10,000 jobs, and now serves thousands of passengers a day. Much more challenging has been navigating Nepal’s byzantine tax laws and the <a href="https://www.nepalitimes.com/banner/nepals-budding-e-commerce-ecosystem/" target="_blank" rel="noopener">lack of electronic micropayments</a>.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a41979c7e80680e04a683jpeg.jpg" alt="" width="640" height="427">Bhimmaya Sunuwar (pictured driving the motorcycle above) a mother of two from Dharan, works as a Tootle driver from 9AM-3PM, when she is free from her duties as a mother and homemaker. She makes Rs30,000 a month, and Tootle does not take any fee from women drivers like her.Says the 37-year-old: “The best thing is that the working hours are flexible and I can choose to ride when I want to. And the money is handy.”

But unlike elsewhere, that awareness has not created the public opinion pressure to <a href="https://www.nepalitimes.com/here-now/open-air/" target="_blank" rel="noopener">force politicians to act</a>.Up to 35,000 Nepalis lose their lives annually due to diseases caused by air pollution. One in every 10 people in Kathmandu suffers from chronic lung diseases like COPD, bronchitis and emphysema. The average life expectancy of Nepalis <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/air-pollution-decreases-life-span,3999" target="_blank" rel="noopener">is reduced</a> by over two and one-half years because of air pollution.“We have seen that electric public transportation <a href="http://archive.nepalitimes.com/regular-columns/guest-editorial/public-transport-is-equal-to-public-health,844" target="_blank" rel="noopener">can improve public health by reducing pollution</a>,” says Sajha Yatayat Executive Director Bhushan Tuladhar. “Recent advances in electric transport provide the solution. What is sorely lacking in Nepal is political will, long-term commitment and strategic planning for electric mobility.”Read also: <a href="https://www.nepalitimes.com/?p=25485&amp;preview=true" target="_blank" rel="noopener">Life in the time of tornados</a>, Ajaya DixitIndeed, Nepal’s policy makers no longer have an excuse to do nothing about air pollution: they can follow the example of China and India and announce a national campaign to switch to <a href="https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/" target="_blank" rel="noopener">electric public transport</a>.India is rolling out 7,000 electric buses this year. The Delhi Metro is now powered by solar energy and plans to go fully solar by 2021.All 16,000 public buses in Shenzhen are electric. China has replaced all its petrol two-wheelers with electric motorcycles and scooters.Global demand for electric vehicles is rising rapidly, and manufacturers are having a hard time meeting demand, mainly because of the shortage of lithium ion batteries. The first 40 Hyundai Kona EV sold out as soon as they arrived, and the next batch of 40 are already booked. In fact, Hyundai launched Kona in Nepal before it did so in Australia and the US. The Korean car-maker listed Nepal as a top priority market in the Asia- Pacific because of tax breaks for electric vehicles here.“We were able to convince the manufacturers that Nepal was ready to go electric because of our hydropower potential and the tax difference between electric and non-electric vehicles that showed a strong government commitment,” explained Nirakar Shrestha of Laxmi InterContinental, which represents Hyundai in Nepal.While the retail price of petrol and diesel reaches up to 261% above the cost price, electric vehicles carry just a 10% tax on the purchase price.  Electric cars are exempt from road tax, which can be Rs30-50,000 per year for fossil-fuel cars. A fast-charge electric station costs a minimum of $30,000 and can charge only 25 vehicles a day. Establishing one requires a government subsidy as well as a regulator to permit the charging of different EV models.Kathmandu Valley alone has <a href="https://www.nepalitimes.com/banner/poisoning-the-air-we-breathe/" target="_blank" rel="noopener">750,000 motorcycles</a>, which are a major source of toxic gases like carbon monoxide and ozone. Introducing tax incentives for bikes and scooters similar to those for private cars could be a pivotal move. Also, at the moment there is no registration policy on electric two-wheelers, discouraging buyers.In October last year, Prime Minister KP Oli unveiled an <a href="https://www.nepalitimes.com/banner/20-electric-by-2020/" target="_blank" rel="noopener">electric mobility action plan</a>, proposed to transform at least 20% of the fleet of public vehicles into battery-operated ones by 2020. Amidst much fanfare he inaugurated the first five Chinese, BYD electric buses inducted by Sajha Yatayat. President Bidya Devi Bhandari herself has a BYD electric limousine.Last year, <a href="https://www.nepalitimes.com/here-now/mayoral-airs/" target="_blank" rel="noopener">Kathmandu Valley’s 18 mayors gathered for a workshop</a> organised by ICIMOD to discuss an air pollution reduction strategy. Since then, beyond lip service little has been done to establish electric public transport and make emission tests for fossil vehicles more effective.Local and provincial governments have shown an interest in providing financial support to develop electric public transport, but the plans are sketchy and ad hoc. A case in point is the confusing and conflicting proposals for electric bus rapid transit, monorail and light rail transit along the Ring Road. The proposals are restricted to speeches and slogans, but nothing concrete has been done.One reason is the high investment cost of electric public transport, which requires government to step in with subsidies.Over the years, revenue from the Petroleum Tax has grown to a whopping Rs5.2 billion. Some of this could be invested in a clean-energy electric transportation strategy.The Seoul-based Global Green Growth Institute (<a href="http://gggi.org/" target="_blank" rel="noopener">GGGI</a>) has been helping the central government with just such a strategy on electric mobility, and to find potential investors. General Director Frank Rijsberman was in Kathmandu last week to sign an agreement to implement e-mobility in Nepal. GGGI is keen to help Nepal with its first purchase of 300 electric buses for cities across Nepal.  (See interview below)“Operating an electric transport fleet is more complex, requires higher initial investment and more infrastructure than traditional buses, but in the longer-term, renewable energy sources are not only ecologically but also economically viable,” said Rijsberman. “We believe that it is not only the right thing to do but also the best way of growing in the 21st century. In the coming years we hope to see a breakthrough and electric buses on the streets of Kathmandu.”Electric vehicles are now a necessity, not just an environmental statement. Neighbouring India and China have committed to manufacturing only electric automobiles by the year 2030. This means Nepal will be forced to go electric since most vehicle imports are from those two countries.Said Bhushan Tuladhar of Sajha Yatayat: “Like it or not, Nepal will have to go all electric in about a decade. So we may as well start planning for it. That way, the transition will be much smoother, efficient and advantageous.”<h2>Investing in renewables</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111156/636a36a29c7e80680e04831cjpeg.jpg" alt="" width="1400" height="799"><figcaption> </figcaption></figure>Frank Rijsberman of the Korea-based <a href="http://gggi.org/" target="_blank" rel="noopener">Global Green Growth Institute</a> was recently in town to sign an agreement with the government and Sajha Yatayat on electric mobility. Nepali Times asked him about the future of electric public transport globally and in Nepal.Nepali Times: Why is your Global Green Growth Institute so involved in electric mobility around the world?Frank Rijsberman: We are a young intergovernmental organisation set up in 2012 with 32 member countries and 20 more in the process of becoming members, like Nepal. We help governments plan green growth, a model of economic development that is both more environmentally sustainable and socially inclusive. In Nepal, we helped the government develop a national electric mobility strategy, and we have also helped members mobilise $1 billion in climate finance.We are also working to make cities greener by managing water, sanitation and solid waste. I met with Nepal’s minister of forests and environment and he asked us if we could start working on forests as our next priority. We have done similar work in Indonesia and Myanmar, and that is likely to be our next priority here.Do you see Asian countries moving towards renewable energy?It is challenging to switch from big investments in coal and nuclear energy, because all those investments have become stranded assets. China and India are making enormous progress in renewable energy. Many other Asian countries are a bit behind — Vietnam is still planning to build 25 new coal fire power plants. We are working with governments to introduce large-scale renewable energy sources. This is now the cheapest form of energy and decentralised solar energy is a much easier way to reach remote communities that were very poorly served by a centralised grid.So I would call it adaptation with mitigation co-benefits. It may well be possible to trade those emissions with countries that should reduce more but cannot on their own. You can have mitigation measures too, but the first priority for countries like Nepal that rely on agriculture is to make sure that society is no longer vulnerable and is more resilient to climate change.Also, many governments still want growth. But the quality of growth really matters; it should be environmentally sustainable. It used to be the right thing to do, but being sustainable is also commercially attractive.What progress are other Asian countries making to become low-carbon economies?China has become a real leader in electric transport. Shenzhen is the first city in the world with an all-electric fleet of buses. Beijing has also taken big steps in curbing air pollution. India has also made considerable progress in renewable energy. The next big thing will be energy efficiency in buildings.What are the prospects for electric public transport in Nepal?We have done electric bus projects in a number of countries and while it is more expensive initially, and also for infrastructure like charging stations and batteries, its operational cost is much cheaper. We are helping the Nepal Government find interested investors, and hope to see a breakthrough in coming years with electric buses on the streets of Kathmandu.

Nepal’s electric transport future is here

The passengers were returning home to Sisipu after performing funeral rites for a fellow villager.</li> <li>In just one day that week, Devi Prasad Rai of Kerabari in Morang lost his life when a bus hit him near a fuel station. Dhan Prasad Giri, 63, and his 29-year-old son were killed by an Indian-registered truck. Nirmala Karki of Gauradaha of Jhapa was hit by a school bus and died.</li></ul><iframe id="datawrapper-chart-PxGlE" style="width: 0; min-width: 100% !important;" src="//datawrapper.dwcdn.net/PxGlE/1/" height="549" frameborder="0" scrolling="no"></iframe>In the past five months alone, 1,176 people have been killed across Nepal in what police call ‘road traffic accidents’ (RTA). This is an increase from last year, and with more vehicles driven by negligent drivers on poorly-built roads, fatalities have <a href="https://archive.nepalitimes.com/page/maps-showing-increase-in-road-accident-fatality-rates" target="_blank" rel="noopener">gone up sharply in the past decade</a>.The district-wise data of total fatalities from 16 July 2017 were collected by a Nepali Times team over two days this week, and shows that the majority of road traffic mishaps have occured in crowded urban areas in the Tarai and Kathmandu Valley. But even Dolpo has had three serious accidents, killing 20 since the first roads were built four years ago.In the last 10 years, 22,461 lost their lives in RTA, according to Nepal Police. Mechanical failure, poor road condition, careless pedestrians and bad weather accounted for the rest. However, even though over-speeding, over-loading are major causes, the number of accidents caused by poor road maintenance, and the presence of animals and pedestrians on highways are probably under-reported.This means the blame ultimately goes to lax Police monitoring, and <a href="https://archive.nepalitimes.com/article/nation/traffic-accidents-continue-to-increase-worryingly-in-Nepal,2799" target="_blank" rel="noopener">government apathy</a> in completing road construction and maintaining minimum safety standards.The Department of Transport Management, the governing body responsible for safe and reliable transportation does not even seem to acknowledge that road safety is its responsibility, taking an ‘accidents happen’ attitude.<iframe id="datawrapper-chart-gIV87" style="width: 0; min-width: 100% !important;" src="//datawrapper.dwcdn.net/gIV87/1/" height="400" frameborder="0" scrolling="no"></iframe><iframe id="datawrapper-chart-espux" style="width: 0; min-width: 100% !important;" src="//datawrapper.dwcdn.net/espux/6/" height="400" frameborder="0" scrolling="no"></iframe><iframe id="datawrapper-chart-ED7Lj" style="width: 0; min-width: 100% !important;" src="//datawrapper.dwcdn.net/ED7Lj/2/" height="393" frameborder="0" scrolling="no"></iframe>There is no effort to enforcing and implementing existing laws to ensure safety, and none of the officials interviewed for this article appeared to recognise that the rising number of road traffic accidents was a national emergency that needed a strategy for mitigation.Article 257 of the Vehicle and Transport Management Act 1993 authorised the Department of Transport Management to appoint transport supervisors to fine or seize driving license of individuals violating traffic rules.Read also:<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="http://archive.nepalitimes.com/article/nation/cartel-carnage-highway,3243" target="_blank" rel="noopener">Highways of death</a>, Santa Gaha Magar<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://archive.nepalitimes.com/page/maps-showing-increase-in-road-accident-fatality-rates" target="_blank" rel="noopener">6 years of road traffic accidents</a>, Sunir PandeyBut 26 years on, not a single transport supervisor has been appointed. Article 67 of the Act also clearly states that the co-drivers also need to obtain licenses from the Department, but none has been issued so far, admits Tirtha Khanal, head of the Vehicle Monitoring and Provincial Coordination Division.“We are a small five-person office. It is impossible for us to monitor such a huge number of vehicles in Nepal,” said Khanal. There are more than 3.2 million motorcycles, cars and trucks registered across Nepal and the figure is growing exponentially.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101136/636a23029c7e80680e0417c2jpeg.jpg" alt="" width="1400" height="1050"><figcaption> </figcaption></figure>The Act further states that all vehciles must have passed pollution tests and possess a vehicle inspection report, and drivers are required to take a half-an-hour of break after four hours on the road. Passenger vehicles are also restricted from carrying more people than the total number of seats, and long-distance vehicles should have two drivers with change in shift after 6 hours.In March 2018, the government amended the Vehicle and Transport Management Rules and banned buses older than 20 years. Built to originally conduct a complete health check-up of vehicles including emissions, and condition of brakes, chassis, headlights, spring balance and wheel load, most of the testing equipment do not work and the tests cannot be carried out.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101136/636a23059c7e80680e0417c3jpeg.jpg" alt="" width="1200" height="800">“At the moment we are only able to do emission tests, and fasten loose bolts, most of the equipment do not work and we don’t have plans to repair it anytime soon either,” says Chief Engineer Ramchandra Paudel bluntly, as if it is no one’s responsibility. There are no vehcole test stations outside Kathmandu Valley.The only good news is that the number of drink driving cases and fatalities caused by them have gone down significantly in Kathmandu Valley. Called ‘MaPaSe’ by its Nepali acronym, the Police’s campaign against driving under the influence of alcohol has saved thousands of lives since 2012.  Between July 2017- June 2018 there were 32,234 men and 58 women drivers who failed breath analyser tests.On a daily basis, 1,500 traffic police officers work to manage the traffic in Kathmandu Valley and in the last five months they penalised 185,436 individuals for violating traffic rules -- 1,236 per day. Similarly, 472,407 vehicle drivers and owners were fined in the last fiscal year.A whopping 3 million people have been penalised for violating various traffic rules in the last 5 years and this has resulted in the government earning more than Rs1.238 billion.

Nepal’s deadly roads take their toll

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
