<img width="1500" height="844" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141136/636cfe429c7e80680e0a0c2djpeg.jpg" alt=""/>Nepal’s per capita greenhouse gas emission may be negligible compared to industrialised countries, but it has doubled in the last seven years. This does not bode well for the country’s commitment to achieving net-zero by 2050, nor to an increased trade gap due to burgeoning petroleum imports. A mandatory report filed by the Ministry of Environment with the UN’s Framework Convention on Climate Change (UNFCCC) has put Nepal’s current emission at 28,166 gigagrams of carbon dioxide (Gg Co2) per year, up from 13,447 Gg Co2 in 2014 -- mainly due to the increasing import of petroleum from India for the transportation sector.Nepal recently handed in its <a href="https://www.nepalitimes.com/banner/blueprint-for-a-net-zero-nepal/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/blueprint-for-a-net-zero-nepal/&amp;source=gmail&amp;ust=1630119370520000&amp;usg=AFQjCNGikbPm_dvXKJXIL-bMy6uipdLOwA">second Nationally Determined Contributions</a> (NDC) Report, third National Communication Report and the Technology Needs Assessment Report to the UNFCCC, two years after the initial deadline had passed in 2019. The UNFCCC was drafted in May 1992 by the Intergovernmental Dialogue Committee in response to the UN General Assembly's call for an international legal framework to confront climate change. Nepal signed the Convention in June 1992, and has been a party to it since 1994. The three reports collectively outline sustainability goals and guidelines for Nepal to reduce its role in the climate crisis. The documents include strategies for social inclusion and <a href="https://www.nepalitimes.com/latest/nepali-women-doubly-burdened-by-climate-change/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepali-women-doubly-burdened-by-climate-change/&amp;source=gmail&amp;ust=1630119370520000&amp;usg=AFQjCNEjQtdwiWo--eiwcZW96tHk-2RC7Q">gender empowerment relevant to climate change</a>. A risk-analysis report that includes optimisation measures to tackle the climate crisis has also been made available to policymakers. Meanwhile, the second NDC outlines Nepal’s plans to reduce its greenhouse gas emissions by 2030 and meet its commitment to net-zero by 2050 by cutting down on emissions from sectors including agriculture, forestry, land, energy, industrial, and waste management.The NDC delves further into Nepal’s commitment to strengthen its public transport network and to turn 90% of its vehicles electric by 2030, eliminating fossil fuel use and replacing it with cleaner sources would reduce greenhouse gas emissions by up to 28%. The rest comes from energy use in construction, industries and other uses.The three reports are integral for Nepal to secure UNFCCC funds to adapt to the climate crisis which has disproportionately affected the country’s <a href="https://www.nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis/&amp;source=gmail&amp;ust=1630119370520000&amp;usg=AFQjCNG2QvXasbYZkU6gO1fLSQXS1_-PtQ">maginalised communities</a> in lack of state policies on preparing for the impact of global warming. The constant delays in completing and handing over the mandatory evaluations have meant that financial assistance to Nepal for adaptation has also not met expectations. The country has only received Rs7 billion for two projects from the UNFCC’s Green Climate Fund so far.Moreover, outdated statistics get in the way of effective and relevant planning. For instance, the National Communication Report is based on data from 2011, and the Climate Change and Management Division says that the national climate change adaptation plan based on 2018 figures is underway.The natural change in climate that takes place over a significant amount of time has been overtaken by global industrialisation, widespread use of <a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/&amp;source=gmail&amp;ust=1630119370520000&amp;usg=AFQjCNH6zL0NUKfAZBDViDX6P6u0LvLSDg">fossil fuels in transportation</a> and deforestation at massive scales, all largely contributing to greenhouse gas emissions and warming of the earth’s surface.Scientists spent the past two years drafting a 4,000-page report for the UN’s Intergovernmental Panel on Climate Change (IPCC) drawing the most direct correlation to date between climate change and extreme weather around the world.A <a href="https://www.nepalitimes.com/banner/un-climate-report-declares-planetary-emergency/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/un-climate-report-declares-planetary-emergency/&amp;source=gmail&amp;ust=1630119370520000&amp;usg=AFQjCNFy5mdIfnH5nEN_GvKekVgA9acIQQ">summary of the report</a> was released earlier this month, which concluded that the increase in global surface temperatures will ‘exceed 2°C during the 21st century unless deep reductions in CO2 and other greenhouse gas emissions occur in the coming decades’.The IPCC report on the science behind climate change also has forecasts that will directly affect Nepal and <a href="https://www.nepalitimes.com/editorial/a-hotter-himalaya/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/a-hotter-himalaya/&amp;source=gmail&amp;ust=1630119370520000&amp;usg=AFQjCNHjOO8YATEkNHSuSrRQVO07WaFcrQ">the Himalaya</a>. Although Nepal’s contribution to GHG emissions is negligible, it suffers disproportionately from the impact of the climate emergency. But because its own emissions are rising fast, Nepal will not have the ethical high ground in international negotiations calling for adaptation funding.Experts say that even a 1.5°C rise in global temperature will mean heavy precipitation and associated flooding in Nepal. At a 2°C increase, extreme weather events like floods, heatwaves, wildfires, and droughts will be more frequent and deadlier.The Himalaya is warming at 0.3-0.7°C <a href="https://www.nepalitimes.com/opinion/mountainous-regions-face-catastrophic-impacts-without-urgent-climate-action/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/mountainous-regions-face-catastrophic-impacts-without-urgent-climate-action/&amp;source=gmail&amp;ust=1630119370521000&amp;usg=AFQjCNE2bJax3zr7MIXakAGOTqErspCf-w">faster than the global average</a> due to a phenomenon called ‘Elevation Dependent Warming’. But at the current trajectory, the mountains will lose two-thirds of permanent ice by the end of 2021.Nepal’s emission may still be negligible but as one of the countries most vulnerable to the impact of climate change and extreme weather events, experts say, it must work collectively with other countries in the region to meet cut-back targets and reduce greenhouse gas emissions drastically.

Nepal doubles its carbon footprint

But despite a falling infection rate and the arrival of vaccines, the government has been slow to reopen tourism and restore the livelihoods of millions of Nepalis.Instead of resuming visa on arrival, for instance, the Ministry of Tourism and Civil Aviation and the Department of Immigration have a cumbersome and confusing process in place that is deterring all but the most determined travellers.Although Nepal Tourism Board announced last week that recommendation letters for visas can now come from any entity in Nepal (not just trekking and mountaineering agencies) visitors still need visas before travelling, PCR negative test results, paid-for 7-day hotel quarantine in Kathmandu, $5,000 in insurance, and a second PCR at the end of quarantine.“There has been no clear announcement on vaccinated passengers, the visa requirement is arbitrary and no one is checking about quarantines,” says one travel trade executive. “The rules sound very strict, and that is keeping prospective tourists away.”     Already, 500,000 Nepalis have got their first jabs of the Covishield vaccines, and another 2 million are expected to have both doses by May. While international airlines and some countries are issuing vaccine passes, the Nepal government says it is waiting for clear international guidelines.“As of now we haven’t decided on a vaccine passport, particularly because there are now multiple variants of the coronavirus and one vaccine might not work against all of them,” says Khajrah Baral of the Covid-19 Crisis Management Centre (CCMC), adding that the World Health Organization (WHO) is yet to provide a clear-cut protocol for vaccine passports.He adds: “It might look like there is no pandemic anymore in Nepal and life is back to normal, but let us not mistake this drop in the caseload to think that the worst is over. We have to wait to resume full international travel.”After <a href="https://www.nepalitimes.com/banner/nepal-fights-infodemic-to-push-vaccine/">lukewarm response to the first phase</a> of Nepal’s vaccination drive that saw 429,705 frontline workers take shots, the ongoing second phase aims to vaccinate 1.6 million people above 65 years from 6,000 vaccine centres across the country. This is 8.73% of Nepal’s total population. <img width="1600" height="1068" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd82f9c7e80680e092e2cjpeg.jpg" alt="">“Once this population is covered we will start to see visible benefits of the vaccination drive,” says Shyam Raj Uprety, head of the Government Covid Vaccine Strategy. The government is now using the first batch of the two million doses of Covishield it purchased from Serum Institute of India last month. On Sunday, Nepal received another 348,000 doses of the vaccine under the COVAX initiative. Later this month, China is also expected to donate 500,000 doses of Sinopharm vaccine. As the vaccination drive gains speed, in Nepal and across the world (over 305 million doses have been administered so far), documentation of inoculation status will become vital to ease crossborder travel. Soon, vaccine passports might be essential for all international journeys. On Tuesday, <a href="https://www.straitstimes.com/asia/east-asia/china-rolls-out-vaccine-passport">China became the first country</a> to rollout Covid-19 vaccine passports that show details of inoculation and results of nucleic acid and antibody tests. Chinese citizens can now register for the certification on both digital and paper formats using a WeChat mini program. Several countries, including Denmark and Sweden, are also said to be finalising a  version of health passports even though there is no accepted international standard yet for such documents or apps. There are also ethical concerns regarding the right of people who chose not to vaccinate, or those who cannot vaccinate because of medical conditions. Indeed, according to the Madrid-based World Tourism Organisation (UNWTO), one in three destinations worldwide are completely closed to international tourism, with the emergence of new Brazil, south Africa and UK variants prompting many governments to reverse efforts to ease travel.   “As we work to restart tourism, we must recognise that restrictions are just one part of the solution,” said Zurab Polilikashvili of the WTO during a press meet this week. “Their use must be based on the latest data and analysis and consistently reviewed so as to allow for the safe and responsible restart of a sector upon which many millions of businesses and jobs depend.” The International Air Transport Association (IATA) is launching a digital travel pass later this month that will provide airlines and governments documentation of travellers’ inoculation or test result. Qatar Airways, Emirates, Etihad Airways, Air New Zealand, Copa Airlines, RwandAir and Singapore Airlines have already signed up for the platform, with Chinese and Indian airlines registering soon. “As a tourism dependent country that has been hit hardest, the government should introduce an immunity passport and waive quarantine for travellers possessing one,” says Prativa Pandey of CIWEC Clinic Travel Medicine Centre in Kathmandu. “Now that large chunks of the US and the EU have been vaccinated we can boost tourism by easing their entry.” But before working on vaccine passports, industry experts say Nepal must first streamline needlessly convoluted and unenforceable entry procedures for arriving passengers. Nepal opened regular domestic flights in September last year, and passenger volume has surpassed pre-Covid levels. However, arrival restrictions have meant that tourist traffic is still stagnant. In February, 9,146 foreigners arrived in Kathmandu by air – less than 10% of pre-pandemic figures for the month. Of these, most were Indians, followed by Chinese, Americans and Europeans.  Nepal’s <a href="https://www.nepalitimes.com/banner/call-to-ease-entry-of-tourists-to-nepal/">hospitality industry</a> was expecting steady growth in numbers by the spring trekking season, and trade officials had been lobbying for visa on arrival and reduced quarantine times which the government, mired in a political crisis, has ignored. <a href="https://www.immigration.gov.np/post/updated-notice-regarding-arrival-in-nepal">Foreigners flying to Nepal</a> still need a visa before arrival from an embassy abroad or pre-approval or recommendation letter a travel agency or government department. All travellers must have Covid-19 negative test result obtained within 72 hours prior to departure. Passengers are also subjected to seven days of hotel quarantine at their own cost, 10 for those coming in from countries with a variant strain. “We have to make our travel procedures as hassle free as possible to boost  arrivals. And there is no point of quarantine if it isn’t even monitored and tourists are instead spending that time in Pokhara or Chitwan,” says Pandey. Meanwhile, Safe Nepal Travel, a project supported by the National Geographic Society has <a href="https://safenepaltravel.com/">launched a website</a> to revive trekking and climbing tourism in Nepal. In the next two months, the site will provide readers latest guidelines from WHO, Nepal government, hospitals and the travel industry in Kathmandu. Says Alton C Byers of Safe Nepal Travel: “Through the provision of timely and reliable information related to safe trekking, climbing, travel, and safety protocols, we hope to facilitate the return of adventure tourism to Nepal as soon as possible.”

Nepal should now allow visa on arrival

However, on only two of them have there been mitigation measures to reduce water levels.Those projects have been prohibitively expensive, and questions have been raised about their sustainability and whether they offer a long-term solution.The water level of the <a href="https://www.nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis/&amp;source=gmail&amp;ust=1599636709453000&amp;usg=AFQjCNHQqRLDTM5grtmwzGwIaNowvT8YVA">Tso Rolpa glacial lake in the Rolwaling Valley</a> was lowered 20 years ago after scientists warned that it was in imminent danger of bursting. The project cost $9 million at the time, most of it coming from The Netherlands.Its sluice gate lowered the water level by only 3m, and scientists now say it needs to go down by a further 20m to reduce risk of it bursting. Of these, 42 lakes are on the Kosi River basin in eastern Nepal, three are on the Gandaki and two on the Karnali watersheds.However, not all the lakes are located in Nepal. Of the 47 dangerous lakes, 25 are in Tibet and empty into rivers that flow down directly into Nepal. One of the high risk lakes is in Indian territory near Karnali.This week’s report by the Kathmandu-based <a href="https://www.icimod.org/event/glacial-lake-inventory-launch/" data-saferedirecturl="https://www.google.com/url?q=https://www.icimod.org/event/glacial-lake-inventory-launch/&amp;source=gmail&amp;ust=1599636709453000&amp;usg=AFQjCNFp2v-R1EwAEPQAwzlTD_C-dgl5Pg">International Centre for Integrated Mountain Development (ICIMOD)</a> and UNDP mapped 3,624 glacial lakes in the three river basins in Nepal, China and India, of which 2,070 are within Nepal’s boundaries. The other 1,509 are on the Tibetan Plateau in China and 45 are in India, but drain into Nepal.The researchers evaluated the risk factors for the glacial lakes depending on the integrity of their moraine dams, topography of the surroundings and the risk of avalanche into the lakes, as well as downstream settlements and infrastructure and divided them into three categories.Of the 47 dangerous lakes on the Kosi, Gandaki and Karnali basins, 31 were found to be at very high risk of bursting and causing damage. Twelve other lakes are at moderate risk and there are four lakes in the lower risk category.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915114/636bb3b49c7e80680e07bb5ajpeg.jpg" alt="" width="1500" height="831"><figcaption> </figcaption></figure>The lakes are expanding because the ice fields feeding them are <a href="https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/&amp;source=gmail&amp;ust=1599636709453000&amp;usg=AFQjCNFziTwdDLkl5JF1xIjm8fDL18A4Sw">melting faster due to global heating,</a> as well as increased deposition of soot particles on the snow. <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/&amp;source=gmail&amp;ust=1599636709453000&amp;usg=AFQjCNFEwtJkUB1QL98Dmfr7jVG349bG3Q">An ICIMOD assessment</a> last year reported that even in the best case scenario, the Himalaya will lose one-third of its ice and snow during this century. But recent studies have shown that the melting is actually happening faster than previously thought, and is accelerating.This has increased the number of glacial lakes in the Nepal Himalaya as well as their sizes. For example, remote sensing data in the report showed that there were 3,609 glacial lakes in Nepal’s three river basins with a combined area of 180sq km. By 2015, the number had grown to 3,696 and they covered a combined area of 195.4sq km.Scientists have long noted that the rate of melting is higher in the eastern Himalaya than in the west, and the report confirms this. Interestingly, while the number of glacial lakes in the Kosi basin has gone down, their total area has increased by 14sq km – largely because supraglacial ponds have merged, or the lakes have drained without bursting.The report has also recorded 26 <a href="https://nepalitimes.atavist.com/high-water" data-saferedirecturl="https://www.google.com/url?q=https://nepalitimes.atavist.com/high-water&amp;source=gmail&amp;ust=1599636709453000&amp;usg=AFQjCNG57P3tY-Tj18gLSJl0V0eJT_JiAg">glacial lake outburst flood (GLOF) events</a> in the Nepal Himalaya since 1977, but only 14 of them were on lakes located in Nepal. This emphasises the importance of trans-boundary early warning system – especially on lakes in Tibet upstream on the two Bhote Kosi rivers, Tama Kosi, the Arun and others.

The event will draw over 700 energy experts from Nepal and globally.<a href="https://archive.nepalitimes.com/article/business/Power-investors-meet-2018,4130">Past Hydropower Summits</a> and <a href="http://archive.nepalitimes.com/blogs/thebrief/2013/08/26/powered-up/">Energy Conclaves</a> have yielded little results, and there is mental fatigue among Nepalis about seminars, conferences, workshops and summits because they are usually talk shops with no follow up action and real tangible impact.This year’s Nepal Power Summit is based on Nepal’s achievements in the sector in the recent past, and will focus on regional energy trade, transmission lines infrastructure, enabling regulations and financing. The key breakthrough in <a href="https://www.nepalitimes.com/editorial/invest-in-investment/">mobilising investment in energy</a> will depend on breaking monopolies and opening up new markets. No one will invest in power unless there is somewhere to sell it.Which is why Nepal needs to create <a href="https://www.nepalitimes.com/here-now/the-cost-of-light/">greater demand at home</a>. The summit will look into all possibilities including energy for transport, which presently is almost solely dependent on imported fossil fuels. The idea is that we must use as much energy for productive domestic end uses before we plan to export.The theme for this year’s summit is Powering the Asian Century, and this is a recognition of the region becoming an engine of global economic growth. Rising living standards of Asians need goods and services that are produced with <a href="https://www.nepalitimes.com/here-now/nepal-turns-to-solar-and-batteries-to-meet-peak-demand/">clean, renewable</a> energy that do not exacerbate the climate crisis and contribute to air pollution.Nepal can and should position itself as the source of clean hydropower for the Asian century. We need to grab this opportunity, it could our chance to bring really big change to Nepal.While some people <a href="https://www.nepalitimes.com/here-now/how-they-kept-nepal-in-the-dark-ages/">cursed the darkness during the years of power cuts</a>, the private sector stepped up and took the lead. The public and the government began to engage, and then came the investors.  Nepal was still addicted to foreign aid and pleaded at donor meetings to get other countries to build power plants for us, free of cost.The idea of investment replacing aid is now catching on, however old habits die hard and the dependency syndrome is still deeply rooted. The Chinese president just reminded us that only Nepalis can develop Nepal. Others can help mobilise resources, give us access to technology and finance, but at the end of the day, Nepalis will have to do the heavy lifting.Nearly one in four Nepalis are now working, earning and sending money home from all parts of the globe. The spending power of Nepalis can be felt during these weeks of festivities. Gold and land are still the preferred investments for people who still do not trust the market, the businesses and the government.Hydropower is perhaps the one sector that is now able to draw public investment. We have to remind people that investing in hydropower is a good idea and protect the money small and big investors put into energy by expanding domestic and regional demand for the electricity generated.Nepalis then need to wean themselves from imported LPG, petrol and diesel. The energy sector in Nepal can create hundreds of thousands of new jobs and help keep our young professionals at home. Along the way, we have to learn how to better negotiate with our neighbours and respond to their market needs.We are not fooling anyone by lining our streets with flower pots and cloth banners to cover our dirty rivers for a couple of days. Can Nepal be the powerhouse of Asia?

If that happens, the strategic shock waves will be felt <a href="https://archive.nepalitimes.com/article/business/squeezed-in-the-himalaya,3824">beyond Nepal’s borders</a>.The Himalayan mountains have historically been a barrier between Nepal and China, but <a href="https://www.nepalitimes.com/banner/which-way-will-the-tibet-nepal-railway-go/">railways, roads and tunnels</a> are about to change that. In the battle <a href="https://www.nepalitimes.com/editorial/trilateral-trains/">between geography and technology</a>, Nepal will fall into the Chinese embrace if technology wins. If geography remains a factor however, India can continue to wield political, strategic and geopolitical influence on Nepal. The idea of political geography will come into play around the <a href="https://nepalitimes.atavist.com/the-tibet-train">trilateral relations between China, India and Nepal</a>.Xi’s trip to Kathmandu immediately after his informal summit with Indian Prime Minister Narendra Modi was geo-strategically nuanced. Upgrading Nepal-China bilateral relations from a ‘comprehensive partnership’ to a ‘strategic partnership’ was a masterstroke of Chinese diplomacy. If Nepal has drifted toward China or is increasingly doing so, India’s own Nepal policy is to blame.The top priority of small countries is always security and survival. Their foreign policy behaviour is a response to the possible threat from a bigger neighbour. The fears do not necessarily have to be real, they could be perceived. In geopolitics, perception and speculation determine a state’s response to the geopolitical environment. When small states are cornered, they take risks that have implications for relations with other countries, especially bigger neighbours.The 18 agreements and two letters of exchange China and Nepal inked in Kathmandu last weekend are ambitious and challenging. The timing was also interesting: right after Xi’s India trip and when China-India ties are strained over the Kashmir issue. China’s message to India is that the traditional concept of ‘spheres of influence’ is losing its relevance in geopolitics. And that Nepal cannot be construed a permanent ‘strategic backyard’ of India — it has to belong to whoever wins the power game.The China and Nepal developments are a pointer to what is going to happen in South Asian geopolitics as China continues to rise and India pushes back its inroads into the region. These are not only signposts, there are lessons here. India will have to learn why it is detrimental to its own interest to push a smaller neighbour too much. Similarly, Nepal should ponder whether it is wise to move too far away from India without preparation.An Indian scholar once said to this commentator about Nepal: “If India has learnt one thing, it is not to interfere.” A Nepali scholar said: “Post 2015, Nepal has learnt the danger of depending on one neighbour too much”. It is important to strike a balance to ensure a working China-Nepal-India relationship. This will determine the geopolitical environment of the Himalayan sphere in years to come.For India, the Nepal-China deal is evidence of the <a href="https://www.nepalitimes.com/editorial/what-china-really-wants/">changing strategic and geopolitical architecture</a> of its neighborhood. If China-India-Nepal relations are not managed properly, the ramifications will spill beyond their borders. The interests of political giants do not just diverge, they also converge in places, countries and ideas that matter to their national, regional and global ambitions.We cannot discount the <a href="https://www.nepalitimes.com/here-now/nepal-now-has-to-balance-not-just-india-and-china-but-also-the-west/">interest of other powers, the United States for instance</a>, in the Himalayan dynamic. With Nepal being a candidate for <a href="https://www.nepalitimes.com/editorial/a-yam-between-3-boulders/">the Indo-Pacific strategy</a>, Washington’s reaction to the new developments will be worth following. And the way Nepal puts its own house in order and manages its domestic political issues will determine India’s response to the China-Nepal deal. An indifferent or no reaction from New Delhi to China-Nepal bilateral developments do not mean it is not interested. It is in ‘wait and see’ mode, and any unmanageable domestic political fissure in Nepal can wreck the China-Nepal deal.The growing Chinese footprint in Nepal is proof that Beijing is already the chief player in South Asian geopolitics. Its <a href="https://www.nepalitimes.com/editorial/what-china-really-wants/">Belt and Road Initiative</a> is gaining momentum in Nepal and the region despite India’s resistance and non-membership in it. But the future of the recent China-Nepal agreements will depend on Nepal’s foreign policy dexterity and to some extent, on the character of Sino-Indian relations henceforth.China has become a reality in South Asia. In contrast to the days when Nepal depended on the southern neighbour for most of its needs, India always balked, giving one the impression that sadistic India enjoyed punishing landlocked Nepal. However, now that Nepal chose to move much closer to China post-2015 blockade, India too is now much more cooperative and considerate with Nepal with, for example, the earlier-than-scheduled completion of the Indo-Nepal petroleum pipeline, something that was always needed for Nepal. Social media now connects not just people, but is deeply rooted in our everyday lives. It has become an addiction, a cure for boredom, a source of information (and entertainment), a new form of escapism.Research has shown that social media addiction is an established mental health condition. This week, US lawmakers introduced a bill that would require platforms to deactivate algorithms designed to keep users hooked to their sites. Read also: <a style="background-color: #ffffff; outline: 0px; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/?p=32537&amp;preview_nonce=96e6eb44eb&amp;preview=true" target="_blank" rel="noopener">Nepal’s new digital landscape,</a> Sonia AwaleSymptoms of internet addiction are insomnia, irritability, lack of appetite, difficulty in focussing on the task at hand, and distraction. Addicts have a hard time making even simple decisions or taking action because there is too much to consume. It can also divert them from what’s really important.As a result, the number of people who want to disconnect and deactivate their social media accounts (‘commit Facebook suicide’) is growing even in Nepal.“I was using many social media platforms. Choosing the right one to post my content was becoming overwhelming. Then there was the pressure to keep posting content. I shared my personal feelings on social media, but it was a false sense of security,” recalls Manoj Bohora, who decided to take the '30-day No Social Media Challenge’ in February.Read also: <a style="letter-spacing: 0.01em; background-color: #ffffff; font-size: 15px;" href="https://www.nepalitimes.com/?p=32431&amp;preview=true" target="_blank" rel="noopener">The message is the medium</a>, Editorial"I took part to see what would happen if I totally disconnected. It takes 28 days to get rid of the habit, and I wanted to change desperately,” he recalled.Bohora was social media manager for International Youth Media Summit and being online was a part of work. Now, he gets around it by scheduling posts weeks ahead. He says the 30-day challenge helped him re-connect with friends and family in real time and improved his concentration. He started using reliable websites for information rather than being dependent on friends’ posts.Today, Bohora uses only Facebook and Instagram, and limits online time to under 15 minutes daily. “In the long run, I think I will quit social media altogether, but I am not sure yet,” he smiles.As far back as 2001, Norwegian anthropologist Thomas Hylland Eriksen published Tyranny of the Moment: Fast and Slow Time in the Information Age, analysing Internet consumption. But that was even before Facebook, Twitter, and all the other apps that came later. In a research paper, Eriksen claimed human beings were ‘in the process of becoming enslaved by the technology that was supposed to liberate us’. That was then. More than 96% of households in Nepal have mobile phones, some have several, and 92% of individuals have one. Nearly all Nepalis who use the Internet do so with their smart phones (see adjoining review).According to Madhu Acharya from Sharecast Initiative, which conducted a social media survey of Nepalis last year, the number of social media users is also rising. Some 88% of Internet users are on Facebook, 45% are on Messenger and 34% use YouTube. Although the numbers are smaller for Twitter, there is a multiplier effect because its users are opinion-makers and influencers.But even Acharya says he has felt the impact of Internet addiction, and is thinking of quitting, or at least limiting the time he spends on it. You either have to cut off all communication or find a platform you like. It is not easy to get out of social media completely. But what I can do is focus on certain applications that meet my requirements.”Shrestha still uses Instagram and Reddit, but adds, "It has been almost two years since I have not touched Facebook. It was taking a lot of my time, and the information was half-baked. I was not learning anything from it.”Nevertheless, social media in Nepal is now a potent medium for social activism, creating common ground for people to join causes together. It has expanded the horizons of Nepalis beyond our borders. In 2011 #occupywallstreet inspired Nepal’s #occupybaluwatar. Arjun Dhakal of the online discussion group NNSD, an early proponent of the internet as a medium that democratised information concludes: "Addiction to Facebook has also affected activism for causes like environment or social justice. People now think that liking or sharing something on social media is enough, and they do not have to contribute in a more meaningful way to the cause. This is easy, but it is not organised and does not have an impact on bringing reform.”<h2>Getting out of Facebook</h2>You can either deactivate your Facebook account, or delete it. Deactivating means people cannot find you, and you can still come back and Facebook will have saved your content. So, you want to quit Facebook?

Ang Tsherin Sherpa’s golden statue of a Tibetan deity in underwear is literally the object in focus at an exhibition at Taragaon Museum this week, part of the ‘Object in Focus’ series, designed to give viewers the opportunity to understand art in depth.“When we are surrounded by many exhibits, we often cannot digest what it all means. So this is our effort to delve deep into an important piece of art,” says museum curator Roshan Mishra. US-based Nepali artist Sherpa is the third artist featured in the series.Sherpa’s statue presents many interesting facets to explore: its face, hair and headgear are those of a Tibetan Buddhist deity. But instead of wearing the usual finery, it is attired like a modern superhero, and poses with one arm thrown in the air, Superman style.This piece ‘…and the winner is’ is a replica of Sherpa’s 2D work Victory in Spirit, but the actual metal casting was carried out by Shyam Maharjan, a traditional craftsman from Kathmandu.Read also: <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/The-world-beyond-thangkas,3139" target="_blank" rel="noopener">The world beyond thangkas</a>, Smriti BasnetSherpa’s work carries on his previous tradition of mixing traditional and modern art. Coming from a <a href="https://www.nepalitimes.com/banner/the-craft-of-art/" target="_blank" rel="noopener">family of renowned thangka painters</a>, Sherpa himself trained as a painter from the age of 13, and worked with his father on murals and monasteries for almost 20 years. He migrated to the US and painted there, also giving classes on traditional painting. That was when western art motifs began to infiltrate his work.Sherpa’s later works have depicted ancient deities caught in the modern world: gods in non-traditional poses, wearing western outfits, trying to break out of little boxes, shuttered inside claustrophobic modern motifs and trying to be heard amid the cacophony.The 3D work at Taragaon Museum fits this mould, but Sherpa does not want to talk about what it means. “To me, the pose symbolises a subjugation of negativity, it’s about hope,” he said at an interaction at the museum. “But I don’t want to attribute a particular significance to it. I would rather let viewers explore their imagination.”Read also: <a href="https://www.nepalitimes.com/review/us-nepali-art/" target="_blank" rel="noopener">US-Nepali Art</a>, Sonia AwaleInstead, Sherpa wants to talk about traditional art and his role in promoting it. “I used to work for months on a thangka piece, but then clients would ask why they should pay $3,000 for it when they can get a thangka for $200. The ordinary customer does not know the difference between real traditional art and souvenir art. Artists often fall prey to these market forces and are forced to compromise on quality,” he says.“That leads me to question what will happen to this art form 50 years down the line. Will we have any masters left, or only souvenir artists?” asks Sherpa.In an effort to promote traditional art, Sherpa visited many museums in the west and spoke to many curators. He found that they too had been desensitised by the flux of copies, and were unable to tell the difference between quality art and mediocre art. Sherpa then decided to contribute in his own way to get more recognition for traditional art.Read also: <a href="https://www.nepalitimes.com/banner/the-craft-of-art/" target="_blank" rel="noopener">The craft of art</a>, Sewa BhattaraiHe returned to Nepal after the 2015 earthquake, and has since been trying to serve as a bridge between traditional artists and the modern, western art world. For this exhibit, he sought out Shyam Maharjan, renowned for casting religious figures. “I did have to convince him to take up my unconventional work, by showing him photos of myself being blessed by several rinpoches,” laughs Sherpa. “But this is a way of highlighting high quality traditional metal casting as well, when this statue is exhibited abroad.”Taragaon’s Roshan Mishra also raised the question of ownership about pieces of art like this one: while the metal craftsman is the one who makes the physical object, the art is usually attributed to the designer who conceptualises it. For his part, Maharjan is glad that the statue came out so well.“Many religious teachers have complimented me on my work, and I know I am a good craftsman. I am happy to see that even this unconventional design looks so good,” he says.Though his work veers far from his traditional roots, Sherpa contends that he has a deep respect for traditional arts, and aims to put more focus on them. “We don’t have an infrastructure to support traditional artists, due to which it is dying out. Kulasegaran have signed an agreement on labour supply in Kathmandu on Monday.Nepali migrant workers to Malaysia will not have to pay any fees from now on, with the Malaysian employer company picking up the tab including airfare, visa fee and medical checkup. Analysts say his strategy is to allow the people’s dissatisfaction to grow to a tipping point without any of it reflecting on himself, as he waits to take over as prime minister.  When the government was formed, Oli had called himself the ‘captain’ and Dahal the ‘co-pilot’, but sources say that the cockpit harmony has frayed. Though the two deny it, Oli’s aides say the PM is irked by Dahal’s passiveness and his open criticism of the government. In an interview to Nawayug magazine, Dahal actually said the government’s performance during the first 100 days was not satisfactory. And despite PM Oli’s directive to go all out to defend the budget, Dahal has described it as “pouring cold water upon the people”.Many of the actions of the prime minister-in-waiting also point to Dahal’s impatience. He has been overheard criticising the government to his nearest associates, and has said openly that “if anything is done to derail the government or disappoint the people, I will have to step in”. His recent visit to India and upcoming visit to China appear to be aimed at shoring his international support base. Those close to Dahal deny he is making plans to upstage the PM. They point to the stress he has gone through with the demise of his son just before elections last year, and his wife’s failing health. Those in the know also stress that Dahal is not about to take any impulsive step against the government, because he would be accused of destabilising a government whose main election plank was ‘stability’.Indeed, the constitution states that a no confidence motion against the PM cannot be registered before he/she completes two years of the term. But Prachanda is reportedly holding regular strategic talks with other leaders of the NCP including Madhav Nepal and Jhalanath Khanal to undermine the government, and prepare for the moment when its unpopularity reaches a peak so he can make his move.

The co-pilot's flight plan

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
