This is the 84th episode of Diaspora Diaries, a Nepali Times series in collaboration with Migration Lab providing a platform to share experiences of living, working and studying abroad. A foreign country called me, Nepal told me to leave Ambar Bahadur BK I am headed to Dubai. Prior to this, I have worked in Qatar, Malaysia, Saudi and now I am re-migrating. My family members have all voted, but I never got a chance to vote myself. I have never seen a voting booth. Because I have always been away during elections. &nbsp; My ticket is already issued. A foreign country called me, Nepal told me to leave and not be around on election day. Nepal is not changing its face, but we migrants change the face of other people’s countries. We are leaving, but when we return we want Nepal to be how we have imagined it to be – as developed as the countries we work in. I am going abroad again. I will again have to work hard. This is not a choice, it is a compulsion. Why would we leave the country if there were jobs in Nepal, if we got paid on time for work we complete? We work for a month and wait almost a year for the salary. A labourer earns Rs21,000 and a carpenter Rs28,000 in Nepal. But even for that we are made to wait. There are no savings. We leave so we can save. Recruiters and their agents cheat us. We rely on them because we are unable find the jobs ourselves. We have little education but even the educated are cheated. We are the sons of poor fellow-Nepalis. We are not from millionaire families. We migrate so we can support our families. I hope some day we Nepalis can fly out as tourists and not migrant workers. &nbsp;That will be the day when we can make enough money with pride in Nepal so we can go overseas for a holiday. As migrant workers abroad, we work hard. The tiredness after a long day’s work is worth it when we get our salary promptly every month. That money goes back home to raise our children. I am hoping good luck will follow me this time and my dreams will come true. Prior to this, I was in Jordan. I did not vote in the past because I was too young, but even though I am now of &nbsp;voting age I have to migrate just as election day approaches. I feel sad about it. I hope the new government will work to create meaningful jobs at home so we do not have to leave. There are jobs in Nepal but the pay is not enough even for rent and food. For us it is important to get jobs without paying high fees because we are leaving precisely because we do not have that kind of money. Migration makes sense if you learn the language and have skills, or else it will not be enough overseas either. It would also be good if migrants got jobs with salaries that are promised. In many cases, they find out the jobs were not what were promised by recruiters. If we face any problem overseas, the Nepali recruiter should be responsible and the government should help us. I am going to Cyprus for two years. When I am back in two years, I hope there are jobs in Nepal so I do not have to go off again. I also hope Nepal is cleaner. What will we gain by voting? Prior to this, I had gone to Dubai but it did not work out and I returned after 7 months. I then re-migrated to Malaysia and was home for a vacation. I migrate because there are no jobs in Nepal. At least in an overseas job you can save some money. I have to take care of my family. All responsibilities are on my shoulders, so I have to go. I have voted once in the past during elections. There was no point to it. For people like us, votes don’t matter. It is for party cadres, not for simple people like us. There are no jobs, there is nothing. Elections would have mattered if there were good people to vote for. Let us see how the new candidates do. My two month vacation is over, but I have to fly out just before election day. The new government should create jobs so people like us do not have to migrate. &nbsp;We are not even asking for much, jobs that pay up to Rs20,000 would be good enough for people like us. The government should help Nepalis stranded overseas, their voices should be heard. When I come home to Nepal next, I hope good roads will have reached remote places in Nepal and everyone has basic service. I hope we will have factories and jobs, good health posts in remote areas so people don’t have to go to the cities. I never had a chance to vote. My three-month vacation is over. I have to resume work and could not wait for the election. Do I vote or do I work to pay my children’s school fees? How will I pay for household expenses in Nepal if I stayed to vote? I could not afford to wait. The new government has to address unemployment so that people can stay in Nepal. There are no jobs, expenses are high. Education and health should also be made affordable and accessible. The government can negotiate for better salaries for its citizens abroad. It should also increase to keep up with inflation. I will come back in 2-3 years. When I return I hope it will not take me 17 hours to get to Kathmandu from Nepalganj. Roads should improve, there should be jobs for the jobless, education for the uneducated. That’s all, isn’t it? I am headed to Malaysia. I have worked in Malaysia before after which I went to Saudi Arabia for three years. Foreign employment has worked for me so far. I have voted once. This time, I could not wait for election day since my visa arrived. I will vote in future elections once I am back. I hope the new government can create an environment so we do not have to leave. If we could work in Nepal, we would be close to our families and happy. The new government should focus on jobs. And for those of us who migrate, the government should prioritise <a href="https://nepalitimes.com/opinion/valuing-moral-migration">free visa and free ticket jobs</a> so that migration is affordable and we can save. At the moment, no matter which recruiter we go to, they say it is free, but there is always a huge fee. The government should stop this malpractice. When I come home in a few years, I hope to see a new Nepal that has a strong government. I want to see reforms and big changes. There are too many protests and much instability. Even small issues lead to demonstrations, and lives are lost. I pray that this does not happen again. That is my prayer for Nepal.

Nepal’s voters are migrating

During the 2022 election, populist candidates campaigned with algorithms and were elected mayors. In 2026, they are campaigning with AI-generated memes and videos. Four years ago, the idea that the most potent weapon in the next election in Nepal would be artificially generated clips of politicians beating each other up would have been science fiction. Yet, here we are: at a fever pitch of AI-based political content. Some are generated by the IT cells of political parties, while most are just produced and posted by young tech-savvy supporters of the new candidates. Most of them ridicule older leaders, and the predominant target is former prime minister K P Oli who was forced to resign after the September protests. On 20 January the TikTok account ‘iamfunnyman88’ posted a slapstick video in which former Kathmandu Mayor Balendra Shah is seen accosting ex-prime minister K P Oli with a giant bell (pictured), swinging it in Kung Fu Hustle style in what looks like Patan Darbar Square. Oli is sent splattered on the ground. K P Oli has become a symbol of the legacy parties and their aged leaders, and everything that is wrong with them. Balendra Shah represents the new protest candidate. The two are contesting from Jhapa-5, and it is turning out to be a prime ministerial race for 5 March. In another video, the RSP vs UML clash played out as a high-stakes war from the Mahabharat. Oli is a young warrior with a chiselled jaw and wearing a heavy golden armour ready to lead his followers to battle (pictured). A stylised Nepal flag flutters above him to the accompaniment of filmy dialogue.&nbsp; The videos are everywhere on TikTok, YouTube and Facebook. Many of the posts are hitting over 200,000 likes and 5 million views. Such content seems to be engaging more voters than speeches and door-to-door campaigning at the hustings. The videos are fake, but the numbers, and the attention they command, are very real.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026013014010_ed52fe3248b54eb4f9f391ee718e874a86c1b98297dde203800ad7b114bdacda.jpg" data-media-id="editor_0" data-image-id="2026013014010_ed52fe3248b54eb4f9f391ee718e874a86c1b98297dde203800ad7b114bdacda" data-rendition-name="original" width="2000" height="1000" loading="lazy" alt="Nepal election memes"> </figure>  At first, it looked like the RSP’s digital media presence was a joke aimed at getting easy-to-access publicity via the far-reaching arms of the algorithm. But it is looking like a carefully designed strategy promoting Balen Shah as the RSP’s star player in this election.&nbsp; In 2022, it was just for the mayor of Kathmandu. This time, Balen Shah is already being promoted in these videos as a winner who has defeated the legacy politicians.&nbsp; In previous elections in Nepal, political parties used to spend lavishly on the ‘masu bhat’ strategy — feeding heavy plates of mutton curry and rice to constituents in return for votes. Ideology was swapped for immediate caloric gratification often accompanied by free-flowing alcohol.&nbsp; But surely, the new voter is too sophisticated for this. Politicians insist they have rebooted their operating systems to serve this enlightened demographic. We are talking, after all, about the generation that brought down a government over 36 hours in September.&nbsp; The assumption is that young voters today are too aware and far too proud to trade democratic agency for something as crude as a plate of steaming mutton curry and rice.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026013014014_983476ba334f895b64cd8ea34bd0ad79c1632c428feb119c84477d8e929eb057.jpg" data-media-id="editor_1" data-image-id="2026013014014_983476ba334f895b64cd8ea34bd0ad79c1632c428feb119c84477d8e929eb057" data-rendition-name="original" width="2000" height="1000" loading="lazy" alt="Nepal elections meme"> </figure>  But the question is: are voters today any different? Aren’t these social media memes digital versions of the masu bhat that delivers a dopamine rush to voters? Watching the videos is entertainment that delivers a state of bliss, a protest against what is old but no enlightenment about how to get to the new. &nbsp; The I-cannot-go-a-single-minute-without-checking-my-phone demographic has leaned firmly towards politicians whose main focus is to be a social media star first, and an accountable politician second. More than 70% of Nepalis have smartphones now and most are hooked on data plans. The public has acquired a taste for a different kind of masu bhat - the digital kind. Instead of being made to slurp up the free spicy, fatty goat curry with deep guttural satisfaction, voters are being made to swallow easy-to-digest online clips to make serious voting decisions.&nbsp; After all, it is more fun than paying attention to a candidate’s policy proposals and actually thinking critically about the candidates.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026013014014_eb3a9e0c50f4a47706a6695e78ae41556c3d9754c15d564d42fb0de3f4199999.jpg" data-media-id="editor_2" data-image-id="2026013014014_eb3a9e0c50f4a47706a6695e78ae41556c3d9754c15d564d42fb0de3f4199999" data-rendition-name="original" width="2000" height="1000" loading="lazy" alt="Nepal elections meme"> </figure>  TURNING POINT An important moment for the evolution of this digital masu bhat is the 2020 pandemic. It was just six years ago that the entire population was cut off from physical interaction. The phone screen became the sole mediator of social existence.&nbsp; Technology changes what we see as important, and this prolonged immersion fundamentally alters our perception of reality, training us to accept the flattened, binary logic of the algorithm as a substitute for the complex, multisensory texture of political reality. What is on the phone has started to dictate the questions we ask and the answers we accept. If it is not on the phone, it is starting to look irrelevant. The memes manufacture consent. Gerontocratic politicians habituated to legacy media have not fathomed the implications of this new virtual world. Everyone has been swayed by a good story since the beginning of time. Now, the phone has allowed millions of Nepalis to tell, retell, consume, and remix stories that would traditionally have huge barriers to entry. Consider the vegetable vendor killing time between customers, Gen-Z youth with no memory of the Maoist conflict, or the grandad who cannot distinguish an AI video from real footage.&nbsp; When they finally step into the voting booth, what is guiding their hand? Is it a careful calculus of policy proposals, demonstrated competence, and leadership integrity? Or is it the cumulative impact of those AI-generated dopamine hits they have been fed on a loop? This digital fog of war cuts both ways. In a twist of supreme irony, actual footage of candidates behaving badly is now routinely dismissed as ‘AI-generated’ by their PR teams. This was a convenient get-out-of-jail-free card that Balen’s camp used when a video of him shoving cadres went viral.&nbsp; Meanwhile, completely fabricated tear-jerkers of old leaders like Prachanda weeping are consumed by the public as gospel truth. We have arrived at a point where the inconvenient real is dismissed as a glitch, and the emotional fake is embraced as history.&nbsp; In Society of the Spectacle, Guy Debord argued that images eventually replace real life. Today’s voters in Nepal and elsewhere are not even consuming the actual meat-and-bones of mutton curry; they are swallowing the 15 second digital imitations of it.&nbsp; Welcome to the age of digital मासु भात.

Nepal’s AI-generated election

From the echo chambers of social media to neighborhood tea shops, the hot topic two weeks after the GenZ revolt toppled Nepal’s government is whether the country should now have a directly elected prime minister. Although this has been proposed before as a way to end the instability in heads of government chosen by the biggest party or coalition in Parliament, it has found supporters and critics in the aftermath of the protests. As democratic as it sounds, a directly elected executive is not that simple.&nbsp; Nepal’s 2015 Constitution does not allow it, but for a young generation impatient for change, this demand raises critical social, political and constitutional questions. Nepal has seen a multiplicity of systems in the past 45 years: from a partyless absolute monarchy to a constitutional one, a parliamentary democracy and then a federal republic. But they have repeatedly failed to bring stability, good governance or an end to corruption in Nepal. But even though lately they have ensured civil liberties, the public was losing hope for the future, especially the young who could air and amplify their outrage on social media. Unbridled corruption and ideologically mismatched fragile coalitions acting with impunity, led many to conclude that a directly elected prime minister would ensure stability and accountability. ‘We have repeatedly trusted the same political parties, but they have repeatedly broken that trust, so it is no longer possible to trust that system anymore,’ says Miraj Dhungana, popular for the TikTok videos asking young people to go out into the streets to rally against corruption, and seen by many as the ‘original’ representative of Gen Z.&nbsp; In interviews he has stated that it has become necessary for Nepal to have a directly elected executive head through constitutional amendment. Dhungana himself did not participate in the protests after his meeting with pro-monarchist businessman Durga Prasai on 7 September sparked controversy that he as a lackey. Binod Deuba Thakuri of the Nepal Student Union who also participated in the GenZ protests thinks Nepal is institutionally not ready for directly elected prime minister: “Our democracy is not mature yet, our institutions are not strong, and we are vulnerable to social media induced populism.”&nbsp; CONSTITUTION AMENDMENT Amending the Constitution would also open a pandora’s box, with other demands, and should be left to the next legislative body, he adds. In her address to the nation on Friday, Prime Minister Sushila Karki who is a former chief justice also clarified that her interim government does not have the mandate to amend the Constitution to make way for a directly elected head of government, and it should be up to the new legislature and government after the 5 March election.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250919130956_799b2d43dccca73b3bff96e435efc0752203117b2cb219d0073994c0e6f2ee25.jpg" data-media-id="editor_0" data-image-id="20250919130956_799b2d43dccca73b3bff96e435efc0752203117b2cb219d0073994c0e6f2ee25" data-rendition-name="original" width="4160" height="2774" loading="lazy" alt="Constitution Day NT"> <figcaption>Constitution Day address by Prime Minister Sushila Karki on 19th September earlier this month.</figcaption> </figure>  The demand for a directly elected executive head was first raised by Maoist leader Pushpa Kamal Dahal after the 2006 ceasefire. He proposed himself as Nepal’s first executive president ahead of the 2008 Constituent Assembly elections. While the UML did not strongly oppose the idea, the Nepali Congress (NC) stuck to a parliamentary framework. The 2015 Constitution ultimately clinched it for the current parliamentary system. The Constitution stipulates that the process of selecting a prime minister is based on parliamentary strength: the President appoints the leader of the party with a majority in the House of Representatives, or, in the absence of such a majority, a member who can demonstrate majority support. If these efforts fail, provisions exist for coalition or minority governments, and ultimately for the dissolution of the House and fresh elections. The Constitution currently makes no provision for a directly elected prime minister, which means that any attempt to introduce a directly elected executive would first require the careful design of a democratic mechanism to amend the Constitution and set out the procedures for such an election.&nbsp; “There is no legal legitimacy to have the directly elected executive head of the country in the March election, except if political legitimacy surpasses legality but that would mean a new constitution,” explains senior advocate Surendra Kumar Mahato. “Many other institutional arrangements like the appointment of the judiciary, the role of the president, and other check and balance mechanisms would need to be restructured.” Mahato says: “Nepal’s Constitution itself is not at fault — it is the political actors, who have failed to uphold good governance within its framework. Changing systems does not ensure better governance.”&nbsp; Changing the Constitution also needs a broad political consensus, the institutional capacity of the state must be carefully considered to ensure such a new system can function effectively in practice and not simply in theory. Empowering an executive head through direct elections should not come at the expense of accountability or parliamentary oversight, and there should be checks and balances in place. LESSONS FROM ABROAD Sri Lanka’s 2022 Agralaya was fuelled by the anger that the directly executive head turned out to be an authoritarian who backslides on democracy. Under Sri Lanka’s 1978 Constitution, the country adopted a directly elected executive presidency with sweeping powers over the cabinet, appointments, dismissal of parliament, and control over key institutions.&nbsp; Over the years, President Mahinda Rajapaksa removed term limits via the 18th Amendment in 2010, centralised appointment powers, including judges and heads of independent commissions, and used constitutional changes such as the 20th Amendment (2020) to reverse safeguards that limited presidential authority, thereby subordinating the legislature, weakening oversight, and enabling authoritarian control.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250914060932_a96e1046d0b148982b33f2dcbe56f349dc0c20a087e358360eb2dddcfe0b5072.jpg" data-media-id="editor_1" data-image-id="20250914060932_a96e1046d0b148982b33f2dcbe56f349dc0c20a087e358360eb2dddcfe0b5072" data-rendition-name="original" width="4640" height="2610" loading="lazy" alt="GenZ and Aragalaya"> <figcaption>Anti-government protest in Sri Lanka on 13 April 2022 in front of the Presidential Secretariat. Photo: WIKIPEDIA</figcaption> </figure>  Nepal’s multiparty framework upholds an institutional balance where both the governing party and the opposition have defined roles. This parliamentary setup prevents power from being overly concentrated in one individual and ensures accountability through parliament and competing parties. Beyond the neighbourhood, the United States has a directly elected executive system. Donald Trump exemplifies how direct electoral mandate can fracture institutional check mechanisms. He has leveraged his power to attack judges, frame political opponents, turn legal defeats into rallying points for his supporters, often using pliant media platforms to reinforce the idea that institutional checks impeded the popular will. In Nepal, there is a risk that a directly elected prime minister could bring up a populist media savvy messiah who could use public grievances to get to power and consolidate it. Social media can be mobilised and easily saturated with posts to fuel a political narrative of choice.&nbsp; In the past, former prime minister K P Oli’s ‘digital army’ has been lobbied on his behalf on social media. Even without an ‘IT sena’, it is not unusual for governments to collaborate with social media platforms as seen in the US and India.&nbsp; In Nepal, a directly elected prime minister would raise the stakes, turning the battle for votes into a battle for attention online, where a leader who wins the algorithm also wins the elections, just as Kathmandu Mayor Balen Shah demonstrated in 2022 with support from groups like MRR and RONB. The Balen Phenomenon started in social media trickled to the ballot box.&nbsp; The digital space mas ensure that it is not trendy to dislike Balen. Comments that are critical of the Kathmandu Metropolitan City’s treatment of street vendors or of the mayor himself are met with backlash from supporters. Or, if the comments did not get any likes, the algorithms filtered them out as ‘not relevant’.&nbsp; The conversation of Shah often centred on his emotive responses and sentiments, generating strong engagement online. Meanwhile, policy debates received comparatively less attention.&nbsp; “Choosing a leader directly through an election means that we are vulnerable to populism and undermining of the democratic process, accountable institutions,” says Thaukri. Political activist Pradip Gyawali admits that the GenZ revolt was an example of how social media is a powerful tool to organise and disseminate information. But there are risks posed by disinformation and fake news online.&nbsp; “More media and political literacy among the people before the election in March is crucial to control the damage social media could do to influence voter behaviour,” he says.&nbsp; Beyond social media, online news increasingly relies on sensational, click-driven headlines to attract readers in a competitive digital market. A recent survey showed that 82.6% of GenZ (16- 24) rely on Facebook for news and 51.4% on YouTube.&nbsp; Nepali people with higher education seemed to engage with news more (99.1%) than illiterate individuals at 52.1%. Byte-sized headline-only journalism is leaving readers to their own devices, and vulnerable to media infiltration by IT cells.&nbsp; With social media actively shaping the course of elections, and news consumption, debates about changing the Constitution or the system of governance yet again may not ensure the demands for corruption free governance is met. Instead, strengthening media and political literacy among voters is key to prepare for the elections in March. Nepal's democracy keeps doubting itself

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221207101212/639059449c7e80680e0ce1dfjpeg.jpg" alt="" width="1024" height="684"/><figcaption>Photos: SUMAN NEPALI</figcaption></figure>As the results of Sunday’s <a href="https://www.nepalitimes.com/banner/lower-than-usual-turnout-in-nepal-polls/" target="_blank" rel="noopener noreferrer">federal and provincial elections</a> trickle in, there are signs that Nepal’s voters have made their dissatisfaction with the country’s serial politicians clear.While early results show that the rivalry between the Nepali Congress (NC) and CPN-UML that dates back 30 years is still as fierce as ever, Nepal’s politics may be seeing the dawn of a new era.Heavyweights of established parties trail in several important constituencies, the Maoist-Centre and the Unified Socialists have fared poorly everywhere, the royal-right parties have not got the votes they expected, and the five-party governing coalition is in shambles.The reason for this appears to be mainly that many supporters of the NC and Maoist-Centre voted for independents or rebel candidates, rejecting the <a href="https://www.nepalitimes.com/banner/voters-cynical-about-electoral-alliances/" target="_blank" rel="noopener noreferrer">alliance of convenience</a> between the right and left-wing parties. Although the UML is also losing a lot of votes to new and independent candidates, the opposition UML appears to have been able to better ride out the storm.Rabi Lamichanne’s newly-minted independent Rastriya Swatantra Party (RSP) and other independent candidates are also faring well in many constituencies. Even in places where they are not leading, they show that many voters have abandoned the established parties they used to be loyal to. In many ways, election results so far show a rejection by voters of Nepal’s serial politicians.Indeed, many Nepalis did not even bother to vote with Sunday’s polls recording the lowest turnout in recent years at only 61%. In Rolpa where the Maoist insurgency began in 1996, turnout was a mere 40% and it was similar in Gorkha from where Pushpa Kamal Dahal of the Maoist Centre is contesting.It may be too early to call this an <a href="https://www.nepalitimes.com/banner/depending-on-independents/" target="_blank" rel="noopener noreferrer">‘independent wave’</a> in Nepali politics, but the RSP, other independents and younger leaders from the main parties could be the new kingmakers.“From the figures so far, it is clear that the RSP’s strong results show that voters are fed up of the same old faces,” says political analyst Punarjan Acharya.He adds: “It is also clear that the UML has done better than many expected despite internal party strife and having to do battle with the ice-party alliance.”Overnight, Prakash Man Singh of the NC was declared winner in Kathmandu-1, where he narrowly edged our Rabindra Misha by a mere 218 votes. This was a repeat of 2017 when Mishra, who had contested the same constituency from the alternative Bibeksheel Sajha, had lost to Singh by a narrow margin. This is the fourth win for the scion of one of the NC’s founding leaders, Ganesh Man Singh.In Lalitpur-2, UML candidate Prem Bahadur Maharjan received 15,025 votes to beat Sudin Shakya of the new Hamro Nepali Party and Buddha Ratna Maharjan of Rastriya Swatantra Party. Maharjan appears to have benefited from the new smaller parties splitting the votes.Elsewhere in Bhaktapur-2, Durlav Thapa Chettri of NC and Mahesh Basnet of UML are battling it out, but the former is now leading with nearly 1,000 votes more.In one of the earliest outcomes, NC  had a clean sweep in Mustang with Yogesh Gauchan, 29, was elected as the youngest MP so far. The pair of Namdu Gurung and Bikal Sherchan also won provincial seats in Gandaki.The NC  has also managed a provincial seat from <a href="https://www.nepalitimes.com/banner/himalayan-floods-a-sign-of-worse-to-come/" target="_blank" rel="noopener noreferrer">Manang</a> with Munundra Jung Gurung’s win. The UML is expected to do better than the NC in seats under the Proportional Representation (PR) mechanism.The RSP is also forecast to add many more PR seats, perhaps even as the fourth-largest party in the new federal Parliament. This is a dramatic rise for a party that was formed only six months ago by charismatic former tv anchor Rabi Lamichhane and who was joined by young and forceful candidates campaigning for good governance, accountability, better service delivery and job-creation.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/after-balen-the-rabi-phenomenon/" target="_blank" rel="noopener noreferrer">Rabi Lamichhane</a> himself has fallen behind the NC’s Umesh Shrestha in Chitwan-2, but that could be because the votes so far counted are mainly from coalition strongholds.RSP is, however, leading in Chitwan-2 where Hari Dhakal is ahead of NC’s Biswo Paudel and UML’s Surendra Pandey, the MP from the constituency in 2017. Former House Speaker Onsari Gharti of the Maoist Centre is also trailing behind Rastriya Swatantra Party’s Sobita Gautam in Kathmandu-2.The RSP’s Toshima Karki, a physician, is edging past the UML’s Amrit Khadka to lead in Lalitpur-3. Maoist Centre’s Pampha Bhusal who is also Energy Minister is trailing behind the two.The RSP’s, Shishir Khanal, and education reformer, is far ahead of former police chief Sarbendra Khanal of the UML in Kathmandu-6, and is likely to win. The RSP is also leading in constituencies in Kaski, Jhapa and Rupandehi districts.“The coalition votes were split and scattered. The way I see it, losers this time are Maoist Centre, Unified Socialist, and the Mashes-based JSP and LSP,” says analyst Acharya.He adds that this is the direct result of the Maoist Centre and Unified Socialists (US) seeking more constituencies than their ability. “If the NC had a candidate in 25 more constituencies instead of distributing it to the Maoists and US, it would have ensured a bigger victory for the party,” explains Acharya. “Except now, they have pretty much gifted many of seats to the UML.”Elsewhere, the NC’s General Secretary <a href="https://www.nepalitimes.com/editorial/young-turks-not-getting-their-turn/" target="_blank" rel="noopener noreferrer">Gagan Thapa</a> looks set to win Kathmandu-4 with UML’s Rajan Bhattarai trailing. Thapa has publicly declared that he would like to be the next prime minister and replace those “who have had many chances in the past to serve the country”.In Kathmandu-7, it looks like <a href="https://www.nepalitimes.com/banner/a-daughter-also-rises/" target="_blank" rel="noopener noreferrer">Manushi Bhattarai</a> will have a hard time catching up with her rivals — despite support from the coalition. Her father, former Maoist ideologue Baburam Bhattarai had swapped his Gurkha constituency with Pushpa Kamal Dahal to win Maoist support for Manushi.The royal-right Rastriya Prajatantra Party (RPP) chair <a href="https://www.nepalitimes.com/editorial/battle-lines-drawn-for-nepal-elections/" target="_blank" rel="noopener noreferrer">Rajendra Prasad Lingden</a> has taken an initial lead in Jhapa-3 where the UML-backed leader is up against the coalition’s Krishna Prasad Sitaula of NC.Uday Shumsher Rana of NC has taken a lead in Lalitpur-1 slightly edging past Nawaraj Silwal of UML. In Kathmandu-5, it’s the battle of new faces with Hamro Nepal Party’s Suman Sayami just ahead of Biraj Bhakta Shrestha of Rastriya Swatantra Party in the vote counting.Erstwhile separatist <a href="https://archive.nepalitimes.com/article/from-nepali-press/ck-raut-madhes-movement,1677" target="_blank" rel="noopener noreferrer">CK Raut</a> has also taken an initial lead in Saptari-2 with Jayprakash Thakur of Lokatantrik Samjbadi and Upendra Yadav of Janata Samajbadi trailing behind. Maoist Centre on the other hand has also taken an initial lead in Jajarkot with Shakti Basnet ahead of Niraj Acharya of UML.

Nepal poll results signal upset

The injured were airlifted to Surkhet by a Nepal Army helicopter.Elsewhere in Tama Kosi Municipality of Dolakha, police opened fire to control a dispute between cadre from the governing coalition and the opposing UML. According to DIG Kiran Bajracharya, the police fired 15 rounds to ensure safety of the polling station and the voters when locals pelted stones at them. One policeman was injured.Similarly, in Siraha’s Karjanha-6, the police fired three rounds after a cadre of JSP Unified Socialists both made a go to capture the ballot boxes. By 3:30PM, voting in 15 centres had to be stopped.However, the Elections Commission says voting in most places was peaceful and orderly. Chief Election Commissioner Dinesh Thapalia said ballot counting would start Sunday night itself with results for First Past The Post candidates expected to come in a week by 27 November.Complete election result, however, is expected to come in only in two weeks which once again showed the need for electoral reform including a quicker, more reliable counting system.Nepalis across the country were already lining up in the morning to cast their votes with a total of 11,543 candidates fielding for 825 seats, 275 parliament and 550 provincial assemblies.

But even he is nearing 50. In televised Parliament proceedings, he usually gives fiery speeches.Even though his Nepali Congress (NC) is leading the 5-party coalition, Thapa had been critical of the government. He is in the dissident group opposed to the NC contesting the elections in an alliance with the Maoists.But these days, when Gagan Thapa speaks in Parliament, for example on the possibility of Nepal soon being blacklisted internationally for money laundering, his voice is muted.As General Secretary of the NC, Thapa wanted answers on Maoist Finance Minister Janardan Sharma secretly including a corporate middleman in the budget drafting process. This is very unlike him, and probably indicates his trepidation about being refused a ticket for elections three months away.When more independent-minded Gagan Thapa, Biswaprakash Sharma and Dhanraj Gurung were elected to senior NC posts last year, there was optimism that Nepal’s foremost democratic party would now see fresh direction.Many thought the superannuated old guard would now be swept away and under Gagan Thapa’s leadership the party and country would turn a new leaf  through better governance and transparency.Alas. We have not seen much of Thapa’s influence on the NC’s functioning. In fact, Prime Minister Deuba prefers to take advice from Maoist leader Pushpa Kamal Dahal rather than his own party general secretary.These days, Thapa and other NC dissidents look spent and fatigued. In fact, there is more passion and energy among untethered candidates.Deuba is now 76. He is prime minister for the fifth time. He has teamed up with Dahal, and spends most of his time these days giving plum constituencies to his Maoist partners than to the NC’s own leaders like Gagan Thapa.Deuba’s coalition is sinking deeper in a quagmire of corruption and impunity. As a young democrat, Deuba once defied the Panchayat system and did not compromise on principles. Just because a politician is young does not seem to guarantee that they will be for reform.Age does not have anything to do with governance ability. Elders have got a bad reputation because of the septuagenarians who have messed up the country, but we have plenty of examples of corrupt, greedy leaders who are young.Instead of expecting youth leadership to be a cure-all for all our ills, we should be on the lookout for competent, honest leaders with a wealth of experience in governance — even if they are long in the tooth.In fact some of the best prime ministers this country has ever had were nearly 80 when they held office: Krishna Prasad Bhattarai and Manmohan Adhikari.This does not mean that youth leaders in all the parties and among independents should wait till they also get old. It is understandable that when aged politicians exhibit chronic incompetence even when they were repeatedly given the chance at leadership positions, Nepalis will hanker for a generational change. But being young should not be the sole criteria for being elevated to a leadership position.The grizzled leaders are not going to just hand over the baton to younger leaders. The youth have to show that they have what it takes. After all, Deuba was 49 when he became prime minister for the first time in 1995, by challenging the leadership of ageing Girija Prasad Koirala.Besides Gagan Thapa, there are Shankar Pokhrel, Ram Kumari Jhankri, Gokarna Bista and Barshaman Pun, and many others in the main parties who show promise.But at the rate we are going, when these politicians get to leadership positions, they will no longer be young. Young Turks not getting their turn

But when it came time to register his candidacy, Tamang withdrew from the MP race and chose to run for state assembly instead, putting his support behind billionaire businessman Mohan Acharya, the bankroller of the NC.

Acharya had registered his candidacy after convincing party chair and prime minister Sher Bahadur Deuba, presumably with money being exchanged, to let him run for office.
The construction <a href="https://archive.nepalitimes.com/article/nation/bulldozing-democracy-in-nepal,4184" target="_blank" rel="noopener noreferrer">contractor who spent a lot more money</a> while campaigning, would go on to win Rasuwa. A year later during an interview, Bhattarai himself accused his party colleague Tamang of selling out his candidacy to Acharya.
Acharya’s opponent was Janardhan Dhakal, another construction businessman who had the UML ticket. The race in Rasuwa was therefore a battle between who could spend more money. Both candidates hosted lavish parties, had extravagant motorcades, and distributed cash to buy vote banks.
What happened in Rasuwa in 2017 is a reflection of <a href="https://www.nepalitimes.com/latest/the-business-of-politics-in-nepal/" target="_blank" rel="noopener noreferrer">Nepal’s current electoral system</a> — competent candidates have no chance against powerful tycoons who have bought election tickets from party bosses.
Even as they spend extraordinary money to woo voters, Nepal’s political parties have failed to be transparent about their funding in official reports.
Donations from businesses are the primary source of funding for all political parties, and that is where the rot sets in.
However, the amount of financial support received from well-wishers, supporters and businesses are not broken down in the accounts of any of the parties. In fact, they are not mentioned at all.

The fact that all financial assistance is provided in cash and not through the banking system makes it easy for parties to circumvent institutions that oversee election management, even though The Political Parties Act 2017 stipulates that any transactions above Rs25,000 should go through the banking system along with the details of donors.
There is a similar lack of transparency when it comes to details about any fixed assets in the parties’ audit report. In many cases, private donors pick up the tabs for the renovation of party offices just to be above the board, like what the NC’s Umesh Shrestha did to get himself appointed minister by Prime Minister Deuba.
<a href="https://www.nepalitimes.com/here-now/the-business-of-politics-undermines-nepals-democracy/" target="_blank" style="font-size: 15px; letter-spacing: 0.01em;" rel="noopener noreferrer">Nepal’s politico-business nexus</a> began during the post-Panchayat era after the multiparty system encouraged collusion and quid pro quo. This co-dependency between business and politics became more embedded in subsequent elections.
“When political parties have to spend money to win elections, they start cultivating businessmen and then it is you scratch my back, I’ll scratch yours,” explains economist Keshav Acharya.
Over the years, watching from the sidelines was not enough, and Nepal’s rich directly entered politics as the country began its transition into a federal republic following the end of the Maoist conflict.
Former Finance Secretary Rameshore Khanal resigned in 2011 after Finance Minister Bharat Mohan Adhikari sought the counsel of <a href="https://www.nepalitimes.com/here-now/nepals-richest-man-in-the-pandora-papers/" target="_blank" rel="noopener noreferrer">industrialist Binod Chaudhary</a> during the budget formulation process. He says Nepal’s political parties are at present governed not by institutional systems but the will of individual leaders who mobilise money by helping businessmen launder theirs.
“This practice was introduced by Girija Prasad Koirala in the NC and has been continued by both UML Chairman K P Sharma Oli and Maoist Chairman Pushpa Kamal Dahal,” says Khanal.
Indeed, public sector enterprises like Harisidhi Brick and Bhrikuti Paper Factory were privatised under the first elected government led by Girija Prasad Koirala, and turned into prime real estate.
The Ministry of Finance refunded value-added tax (VAT) to entrepreneurs on consumer goods for almost a decade after 2008, essentially putting VAT paid by Nepali citizens into the pocket of businesses, prompting questions of policy irregularities by the IMF.
Similarly, other NC leaders like former finance minister Ram Sharan Mahat formed the Tax Commission in 2014 which gave tax cuts worth Rs21 billion to big businesses, the case related to which is still pending in the courts.
More recently, Finance Minister Janardan Sharma is alleged to have made policy changes to benefit special interests, like the Shanker Group, through a bill to replace the budget brought by the Oli government.
Of late, businesses have also been actively involved in the infighting within parties that has characterised recent Nepali politics.
The photo of NCP co-chairs K P Oli and Prachanda having lunch with <a href="https://www.nepalitimes.com/editorial/red-rice/" target="_blank" rel="noopener noreferrer">red rice at the home of business tycoon Durga Prasai</a> to discuss party unity went viral and prompted widespread ridicule.
The two leaders also held several discussions at the residence of construction contractor Sharada Prasad Adhikari who was untouchable because of his proximity to Dahal, as well as at homes of businessmen like Niraj Govind Shrestha and Ajeya Raj Sumargi. Sumargi often acts as a frontman for Dahal’s business dealings.
Businessmen like Capt Rameswar Thapa and Moti Dugar were actively involved in negotiations related to party unification between UML leaders K P Sharma Oli and Madhav Kumar Nepal, who often met at their private residences.
Similarly, Oli's name has been linked to the Yeti Group, and the <a href="https://www.nepalitimes.com/opinion/so-far-so-good/the-silent-skies/" target="_blank" rel="noopener noreferrer">death of its founder Ang Tsering Sherpa</a> in a helicopter crash in 2019 was a big blow to the former Prime Minister who had close personal dealings with him. Sherpa served as Oli’s fixer and was rewarded with coveted real estate and other deals for his conglomerate.
Entrepreneurs who transition into politics do so with the intention of influencing the state machinery to get business-related benefits. Moreover, interactions between business and politics are not limited to Nepali figures, as evidenced by the audiotape of Krishna Bahadur Mahara asking a Chinese businessman for Rs500 million on behalf of the Maoists during Constituent Assembly elections in 2013.
To be sure, politicians have always been making licensing and policies easier at the behest of banking, insurance, medical education, telecommunications, as well as in the stock market, allowing a select few to take advantage of the resulting decrease in competition.
Congress leader and former vice-chairman of the National Planning Commission Govinda Raj Pokhrel notes that money has become the lubricant in Nepali politics. In fact, voters themselves seem to seek out leaders who can take care of their financial interests.
“Unless we clean up our democratic system, our democracy is headed to the edge of a cliff,” he says.
<a href="https://archive.nepalitimes.com/regular-columns/guest-editorial/Electoral-reform,1083" target="_blank" style="font-size: 15px; letter-spacing: 0.01em;" rel="noopener noreferrer">Former Election Commissioner chief Bhoj Raj Pokhrel</a>, in his recent article 'Political Finance Management: Opportunities for Electoral Reform' has proposed ideas for electoral reform, including the provision of grants to political parties to manage election-related expenses.
This proposal is not a new concept. Past governments have discussed this and former Finance Minister Prakash Chandra Lohani even made a related proposal in the 2004 budget.
UML leader Surendra Pandey argues that if political financing is to be made transparent, the government should provide financial support based on the votes received by each party.
Former Finance Secretary Rameshore Khanal argues that political parties should seek donations from Nepali citizens, which would consequently make them more accountable to the public.
Achyut Wagle, a professor of economics at Kathmandu University, notes that while government funding for parties is a viable option in an ideal democracy, it is questionable whether a country like Nepal can do it honestly.
Says Wagle: “It is more important to have transparency in political financing. Selling political positions for money has become the norm, and we need to ensure a democracy where businessmen cannot buy their way to power.”

The business of politics

One aspect of colonial cartography of South Asia leaps out in this must-see exhibition – while the coastline of India, Ceylon, Burma are extraordinarily accurate in maps made more than 200 years ago, the Himalayan hinterland is wholly approximate and inexact. The accuracy improves as modern survey techniques are introduced by atlas-makers, but even then formidable terrain and forbidden lands thwart precision. Map aficionados will be fascinated by the 40 antique maps from The Rajbhandari Collection on display at the exhibition ‘Imaging South Asia: Nepal in the Making at Kathmandu Art Gallery’ at Baber Mahal Revisited from 13 February - 17 March.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260211090252_0cbeb88674a97c6292e2b43b2135df219257ca641cbd4723e9aabf5541c2b258.jpg" data-media-id="editor_0" data-image-id="20260211090252_0cbeb88674a97c6292e2b43b2135df219257ca641cbd4723e9aabf5541c2b258" data-rendition-name="original" width="4160" height="3485" loading="lazy" alt="Map Land NT"> </figure>  The first maps were made on clay tablets and cave paintings, but maps improved with Chinese maritime charts of Southeast Asia and beyond. Nautical maps created during the European Age of Exploration used geometry, latitude and longitude. Competition for colonial riches rested on the accuracy of these maps. The British and French struggled for control of India, and the Carnatic Wars of the 19th century were extensions of their rivalry in Europe.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260211090252_0fb0969dc3e07c5a77123b4aa5eb0f11d2ffea73c108077f7e4d1892d6bd4bb6.jpg" data-media-id="editor_2" data-image-id="20260211090252_0fb0969dc3e07c5a77123b4aa5eb0f11d2ffea73c108077f7e4d1892d6bd4bb6" data-rendition-name="original" width="2842" height="4160" loading="lazy" alt="Map Land NT"> </figure>  While most of the maps at this exhibition were commissioned by the East India Company and the Survey of India, there are quite a few made by Parisian cartographers and feature Pondicherry and the Danish trading outpost at Tranquebar. Followed chronologically, the maps show improvements in cartographic techniques. The earliest French map L’Inde of J D Barbié du Bocage from 1760 is a copper engraving with hand painted colours demarcating boundaries. ‘Napaul’, ‘Gorka’ and ‘Catmando’ are depicted. William Darton’s 1802 map has ‘Nogarcot’ and ‘Mocaumpour’ wrongly placed to the east of the valley of ‘Napaul’. Samuel Arrowsmith’s 1828 map ‘India and the Birman Empire’ has Nepal’s rough boundaries demarcated for the first time within a hand-coloured green border, with the mountain ‘Dholagiri’ and ‘Dhunchi’ appearing for the first time. The 1835 map by Boston-based American cartographer Thomas Bradford has a more precise ‘Burrampooter’ river with ‘Sgigatoe’, ‘Lassa’ and ‘Bootan’ marked. In Nepal, ‘Batgan’, ‘Macwampour’ and ‘Lelit Pattan’ appear near ‘Catmandu’.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260211090252_5509c8e043a74b3e34e399c0684ca8eef7fc79953ee0dd18aedc738e8189d552.jpg" data-media-id="editor_4" data-image-id="20260211090252_5509c8e043a74b3e34e399c0684ca8eef7fc79953ee0dd18aedc738e8189d552" data-rendition-name="original" width="4094" height="3646" loading="lazy" alt="Map Land NT"> </figure>  One striking landmark appears consistently through a century of map-making from 1760 onwards, and that is the sacred Yamdrok Tso near Lhasa. It is precisely located, although it is drawn as a circular lake called ‘Jamdro or Palto Lake’ till J Bartholomew’s lithographic map in 1893 Constable’s Hand Atlas of India. Bartholomew’s map is also where ‘Mt Everest’ appears for the first time with its altitude ’29,002ft’ after Peak XV was calculated to be the highest mountain in the world by the Survey of India. Meanwhile, ‘Kinchinjunga’ appears in some of the earlier maps from the mid-1800s, north of ‘Dorjeloo’. The maps did not only have locations of towns, rivers and mountains but also other interesting facts about places. The ‘British India’ map by J Rapkin has dates and times of the ‘Principle Massacres’ during the Indian Mutiny of 1857. The map also shows India’s growing railway network with completed lines and those ‘in progress’. Narrow gauge lines can be seen in successive maps snaking up to the Nepal border to haul sal logs for sleepers for India’s expanding railway network. Many maps were drawn by British military intelligence. One even has the Kuti route of the Nepal Army while invading Tibet in 1791, and the Chinese Army’s advance in hot pursuit through Kerung to Nuwakot.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260211090252_a41ff6a7453f95d1e83c12ed3f831911d65ebd4d2389e0e3b774252dfa037132.jpg" data-media-id="editor_6" data-image-id="20260211090252_a41ff6a7453f95d1e83c12ed3f831911d65ebd4d2389e0e3b774252dfa037132" data-rendition-name="original" width="1173" height="679" loading="lazy" alt="Map Land NT"> </figure>  Pre-1857 maps show the western Tarai as a part of British India, but in later ones the Naya Muluk districts of Banke, Bardia, Kailali and Kanchanpur have reverted back to Nepal. The maps clearly mark Nepal as an independent nation, and represent it differently from Indian princely states. A map by Mason &amp; Payne from 1846 clearly shows the ‘Kallee River’ as being the border between Nepal and British India, with Kalapni within Nepal. The Lipu Gad tributary (which India claims is the border) is not marked. The arrest on 25 January of six people on charges of insurance fraud has brought the scandal of fake helicopter rescue of trekkers in Nepal to the fore once more, denting the image of the tourism industry. Trekking companies, helicopter operators and hospitals were said to be in cahoots to carry out medical evacuations that were not necessary. In some cases, even the rescues were said to be fake with false names of ‘patients’ and their ailments. The six who were arrested were charged by the Central Bureau of Investigation (CIB) with <a href="https://asia.nikkei.com/business/travel-leisure/nepal-s-rescue-helicopter-scam-casts-doubt-on-tourism-credibility2" target="_blank">cheating insurance companies</a>of millions of dollars in the past four years with more than 300 <a href="https://nepalitimes.com/multimedia/heli-rescue-fraud-tarnishes-nepal-s-image" target="_blank">fake chopper medevacs</a> from the base of Himalayan peaks to hospitals in Kathmandu. Nepali personnel of three companies, Nepal Charter Service, Everest Experience and Mountain Rescue were accused of heavily overcharging &nbsp;for fraudulent rescues, faking or inflating medical bills, and claiming payment of over $18 million over the years, the CIB said.&nbsp; In some cases, trekkers themselves who do not want to walk back along the same trail to Everest Base Camp or other routes, and pretend to be sick, are also said to be involved in the scam. “Tourism will attract opportunists, that is true everywhere,” explains Raj Gyawali of <a href="https://socialtours.com/" target="_blank">socialtours</a> and a partner of <a href="https://ethicaltravelportal.com/" target="_blank">Ethical Travel Portal</a>. “Our responsibility as an industry is to weed them out, protect what matters, and keep tourism rooted in passion, integrity, and long-term value.” The scam got <a href="https://www.nytimes.com/2026/02/03/world/asia/mount-everest-helicopter-insurance-fraud.html" target="_blank">wide international attention</a>, and tainted the reputation of Nepal’s mountain tourism sector that employs up to 1 million people. International media headlined allegations that trekker food was spiked to cause diarrhoea to force evacuations. Despite the bad publicity, tourism operators see a silver lining. It shows that Nepal is cleaning up its act and the system is working. Besides, the cheaters are in a minority in an industry that provides some of the best organised and most experienced mountain tourism service in the world.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260210040232_141217f8e5dc8a584642f7cb8d130de1a05cdcf149467334f9ab4e392f7d67aa.jpg" data-media-id="editor_5" data-image-id="20260210040232_141217f8e5dc8a584642f7cb8d130de1a05cdcf149467334f9ab4e392f7d67aa" data-rendition-name="original" width="1584" height="1500" loading="lazy" alt="Helicopter medevac scam NT"> </figure>  “After years of talk and investigation, we are now seeing arrests and it’s encouraging to finally see action. This didn’t happen overnight,” Gyawali says. “The post GenZ interim government works with much less politics, we are seeing a functional system for the first time in decades in Nepal.”&nbsp; This is not a new story. <a href="https://archive.nepalitimes.com/article/nation/Insurance,361" target="_blank">Nepali Times first covered </a>trekking insurance scams in 2013, following up on an investigation by the British Mountaineering Council in <a href="https://www.thebmc.co.uk/" target="_blank">Summit magazine</a> about insurance fraud involving fake helicopter rescues. In <a href="https://nepalitimes.com/multimedia/heli-rescue-fraud-tarnishes-nepal-s-image" target="_blank">another news item</a> published in this paper in 2018 cited an investigation by insurance watchdog <a href="https://www.travellerassist.co/" target="_blank">Traveller Assist</a> which showed that a third of the 1,600 helicopter rescues in Nepal that year were fraudulent, costing up to $4 million. Insurance companies gave the Nepal government <a href="https://nepalitimes.com/banner/nepal-trekking-industry-in-damage-control-mode" target="_blank">an ultimatum</a> to clean up its act, and an investigation committee was formed and 13 companies said to be involved were named. It now looks like although insurance fraud declined, it was still continuing to some extent till 2025. In the cut-throat competition in Nepal’s mountain tourism industry, companies undercut each other, and there are some trying to make a quick buck. These rotten apples spoil the whole barrel. Given Nepal’s remote terrain and extreme weather along Himalayan trekking routes, helicopter rescues are vital in saving hundreds of lives every year, rescuing trekkers and mountaineers suffering from acute mountain sickness, stomach or lung infections. “Nepal has a unique advantage over other Himalayan countries like India, Pakistan, or China because it allows private helicopter companies to conduct rescues,” Gyawali says. “This makes rescues faster and more accessible, often life-saving.” The real problem is that sometimes rescues take too long because of &nbsp;permission needed from multiple government agencies to conduct rescues near the Chinese border, which is considered sensitive. Last year, a mountaineer died on Himlung Himal because a helicopter company could not get clearance in time for a rescue.

Fake rescues hurt Himalayan tourism

Spain is regularising over 500,000 undocumented workers, and Nepalis come to me inquiring about the program. Those who benefit from it will be very lucky, as it is a life-changing opportunity. I know because I too benefited from the last large scaled regularisation program back in 2005. I left Nepal in 2000 and went to Germany, Belgium, France before landing in Spain. Things were pretty bad in Nepal back then with the Maoist conflict and strikes.&nbsp; Our business was impacted. There was not much hope. When you leave Nepal, you want to make something of yourself and support your family back home. But you have to dream in phases.&nbsp; The first dream is to get ‘kagaj’ or a temporary residence card (TRC). Only then can you focus on your actual dreams. Whether it was because the countries I traveled were not a good fit or because the chances of getting the document was low, I kept country hopping until I reached Spain in 2004. I have not left since.&nbsp; In Spain, I felt at home. The European dream had brought me here, salaries were higher than Gulf which I thought was too strict. What I valued the most about Europe was free healthcare and education. This is very important because in other parts of the world including Nepal, people from our background are just one small disease away from losing half our capital and we spend a significant amount of money on educational expenses. Nepali dais back then told me it would be best to go to either Italy, Spain or Portugal if we wanted to establish ourselves as paper work was relatively easier there than in other European countries. My initial days in Spain without the paper work were difficult. Not concerns about being raided or deported because if we had our apartment, even police let us be.&nbsp; But it was because of unfair pay. You could not go home. It made you tense and irritable. It affects your mental well-being. Some are smart enough to invest time in skills as they wait that will prove useful. Others get depressed. The main reason we migrate is to support our family and when you cannot do it properly and are uncertain about when things will get better, it bothers you. This happened to me too, sometimes I would be staring at the TV and would flinch when other Nepalis asked me what is wrong, and why I look so lost.&nbsp; The newspaper Canarias also interviewed us about our conditions (pictured). I had not gone home since five years, and there was no way to. There was no social media like now to talk to family. Calling home from booths was expensive, just once every three weeks. You did not talk. It was just to hear voices, pass the phone around to say a quick hello.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260210150232_8af8b6f6acb1252e0d67a43556e21ff8074543acfcc318c985816479c6146fd9.jpg" data-media-id="editor_1" data-image-id="20260210150232_8af8b6f6acb1252e0d67a43556e21ff8074543acfcc318c985816479c6146fd9" data-rendition-name="original" width="2048" height="1536" loading="lazy" alt="Nepalis in Spain"> </figure>  When you are undocumented, you don’t get fair wages. But you make that sacrifice because my bigger goal was to establish myself and in the meantime, to support family with whatever I could earn with my wages. All we could do was wait for a regularisation program to open. When Spain initiated such a program in 2005, we were so relieved. We were relatively new so did not understand the language. Other Nepalis guided us and were well-versed in the latest updates via news and consultation with immigration lawyers which they would pass on to us. This time, the regularisation program will come through within 30 days, but back then it took time. I had to wait for nine months. Those nine months felt like nine years. I would keep visiting the cyber café to check my online status. When friends got their notification, I would get even more anxious and wonder if I would get rejected. Maybe today? Maybe tomorrow? It was a long wait. I wanted to know what it felt like to hold the card in my hand. Then I could hold my five-year-old baby back in Nepal in my hand. She was born after I left for Europe. When I finally got it after nine months, I could not be happier. I informed my family. I thanked God. Even when I was having food, I would put the card right in front of me on my table. Food never tasted better, I would eat twice the amount with happiness. It was a different kind of elation — it opened the doors for me to think about my dreams, my targets and how to realise them.&nbsp; There was no stopping me now, I was going to go far. But mostly, I could go home. In that flight back to Nepal after six years my heart swelled and I knelt on the tarmac to pay respect to my motherland. The minute I saw my parents, I touched their feet for blessings. My wife and I cried. My daughter was scared of me and would run away - it took some time for her to get comfortable with my presence. As expenses rise for a migrant, the choice is to either work extra hours or start your own business. Since I got the TRC, I have done it all: various jobs, businesses from selling handicraft from India to a cyber cafe, and the restaurant business.&nbsp; As an entrepreneur, I have seen highs when I could open a second restaurant branch or earn enough to buy an apartment. I have seen lows where I closed down businesses and sold apartment. I have gone from an entrepreneur to a wage job to recoup the losses I made by working extra hours. When I felt comfortable enough, I have gone back to starting a new business.&nbsp; I have met wonderful people who have supported me when I started my business either by providing me financial help or as business partners. I have been duped by my own business partner or worked with colleagues who did not want me to prosper. I now run a handicraft shop, an Indian restaurant and a café. The struggle never ends. There are many Nepalis like me who are running businesses here and have bought property. Back in 2004, Nepalis were mostly working in jobs and for a slight salary bump, we would keep switching jobs. Now, they run their own businesses and have bought property. The power of honesty and hard work that Nepalis are known for helps in businesses. Malaga is incredibly beautiful and reminds me of Thamel. The brilliant weather and beautiful beaches attracts tourists. The houses are kept small to preserve the culture and civilisation.&nbsp; I miss Nepal. I especially miss my father who passed in 2020. He was my biggest cheerleader as I struggled thousands of miles away, and always reminded me that he was here for back support. I regret not getting to spend more time with my father before he died. I am not sure what would have happened if I had not left Nepal, but I would have figured something out. Whatever determination I have shown in Spain to navigate my life here, I would have used it back home, too.&nbsp; I have missed important milestones like weddings, births, deaths and festivals. I have missed it all. Of my three daughters I missed the births of the first two in Nepal. I was only there for my youngest’s birth, in Spain.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260210150232_a6295e4f58d73e5b340235caf916b98eba785e3559341ea4622629c262e7b1a4.jpg" data-media-id="editor_4" data-image-id="20260210150232_a6295e4f58d73e5b340235caf916b98eba785e3559341ea4622629c262e7b1a4" data-rendition-name="original" width="1630" height="1125" loading="lazy" alt="Nepalis in Spain"> </figure>  The regularisation program from 2005 that allowed me to raise the living standards of a number of living around me and reunite with my family. This platform was life changing for me, and my loved ones. There are many Nepalis who will be applying for the 2026 regularisation program if they meet the criteria like presence in the country for at least five months before December 31, 2025. Other European countries have tightened their policies so many Nepalis are in Spain. This is a great opportunity for Nepalis. There are many more undocumented workers than the available quota, a majority from Latin America in Spain who want to benefit. The Nepali diaspora is helping raise awareness and provide accurate information about the processes so they can benefit and no one is left out. I do whatever I can to support young Nepalis because I was in the same position 20 years ago.

Dreaming in phases

If nature is left entirely unmanaged, ecological succession will proceed in ways that may undermine conservation objectives. For example, grasslands and wetlands in the lowland protected areas of Nepal have increasingly been overtaken by excessive vegetation growth.&nbsp; Without intervention, grasslands become taller, denser, and coarser, eventually becoming unpalatable to herbivores. Over time, such areas provide shelter and cover but are gradually succeeded by forest. Similarly, wetlands become silted, and open water surfaces are covered by native and invasive plant species.&nbsp; While this may provide cover, it reduces accessibility for several species to graze or browse and limits hunting opportunities for predators. These habitats effectively become ecological ‘blankets’, unfavorable to both prey and predators. Therefore, large herbivores in protected areas are forced to move beyond protected areas in search of succulent forage during lean seasons.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260211030216_1124883bcd91793f7c916893b80cb0c06ed5012e10e77f2d54f7ef37f110db12.jpg" data-media-id="editor_0" data-image-id="20260211030216_1124883bcd91793f7c916893b80cb0c06ed5012e10e77f2d54f7ef37f110db12" data-rendition-name="original" width="1434" height="806" loading="lazy" alt="grassland and drying pond"> <figcaption>A grassland and a drying pond.</figcaption> </figure>  Stalking the prey, predators come closer to human settlement. Farmers in Nepal’s mountains are leaving agriculture due to crop depredation by monkeys, porcupine and wild boars. Trees are taking over the terraces providing habitat for wildlife. Restriction and absence of youth in villages for fuelwood collection, fodder harvesting, grazing, and timber extraction in forests have contributed to accumulation of combustible forest litter. Higher up, the absence of grazers leads to the disappearance of forb, dominance of grasses, leading to wildfires.&nbsp; Nepal has over 300 days of sunshine, and this dries our vegetation faster. Combined with global warming and strong wind in spring, this has sparked widespread and uncontrolled forest fires in recent decades, destroying biodiversity.&nbsp; Low-intensity surface fires in late winter can control invasive species and stimulating new plant growth, providing forage for herbivores during lean periods. In contrast, crown fires occurring from March onwards when temperature and wind speed are higher, cause severe damage to wildlife, decimating nesting birds, insects, reptiles, mammals, as well as human life and property.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260211030216_fcd82aa3b2f77fbf271c5b6f8e3145bb4ca3cf1294190d526b3848b5f1bfc420.jpg" data-media-id="editor_1" data-image-id="20260211030216_fcd82aa3b2f77fbf271c5b6f8e3145bb4ca3cf1294190d526b3848b5f1bfc420" data-rendition-name="original" width="4032" height="1816" loading="lazy" alt="A wetland in Chitwan"> <figcaption>A wetland in Chitwan.</figcaption> </figure>  Successful conservation therefore requires strategies to accommodate increasing wildlife populations by ensuring adequate food, water, and shelter within the protected areas and buffer zones. Without such measures, the increased populations spillover into surrounding habitats, corridors, and farmlands and inevitably damage standing crops, human injury or death, and may result retaliatory killings.&nbsp; Efforts are under way for optimising grassland and wetlands. However, more need to be done to upscale harvest to rain water for food security, biodiversity conservation, to fight climate change and to recharge ground water. Retaliatory poisoning or electrocution become more frequently reported. Tiger, leopard and wild elephants are primary cause of human fatalities in buffer zones. Recently Himalayan black bears destroyed standing crops and attacked people. Growing tiger population tends to disperse and establish new territories beyond their natal area, bringing them closer to human activity or vice versa.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260211030232_c8435e196c512835fdc6a23a30545e75a50608574b3cfaad49a3c553fce90320.jpg" data-media-id="editor_2" data-image-id="20260211030232_c8435e196c512835fdc6a23a30545e75a50608574b3cfaad49a3c553fce90320" data-rendition-name="original" width="1500" height="844" loading="lazy" alt="Leopard"> <figcaption>Leopard.</figcaption> </figure>  Human life must remain paramount in conservation, and addressing human concerns is essential for sustainable and long-term conservation outcomes. Limited areas could support only certain number animals of certain megafauna, one must determine the numeric as an indicator for management, minimum viable population, and the limit of carrying capacity.&nbsp; It is hard to revive an endangered population, but what goes up must come down, and in the meantime, there should be a strategy to retain, relocate, deter, contain, or control the population, to safeguard human and crops for food security. Despite Nepal’s rich biodiversity and ecosystem services, the country generates limited revenue from biodiversity conservation. Although forest cover exceeds 45%, timber imports remain high, reflecting a negative economic growth. If mature timber is not harvested it become susceptible to fire hazard, emitting carbon.&nbsp; More than 23% of Nepal’s land area lies within protected areas, yet only a few derive enough ecotourism revenue. Other protected areas receive very few visitors. Limited entrance access to the protected areas also deprives many outlying communities of tourism economy. It is limiting benefits to local communities despite provisions allowing up to 50% of revenue to be allocated to buffer zone communities.&nbsp; Dhorpatan Hunting Reserve stands out as a successful revenue model, generating high income from low number of visitors through high-value hunting tourism. Hunting permits are auctioned annually, with fees of approximately $6,000 for Himalayan tahr and $5,000 for blue sheep.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260211030240_1787054e26325b29c18fc62e3062473b2d05f97e781f594911b606a0710da5ad.jpg" data-media-id="editor_3" data-image-id="20260211030240_1787054e26325b29c18fc62e3062473b2d05f97e781f594911b606a0710da5ad" data-rendition-name="original" width="1500" height="958" loading="lazy" alt="Himalayan Tahr"> <figcaption>Himalayan Tahr</figcaption> </figure>  There are no plans to establish new hunting reserves like Dhorpatan despite the growing demand for high-value tourism products. International examples, such as Pakistan’s Astore Markhor, which has fetched bids exceeding $370,000, per animal demonstrates the economic potential of regulated trophy hunting. In Africa, surplus megafauna is hunted to control the population, thereby contributing to national economy and safeguarding ecology, and reducing human wildlife conflict. While US is heavily reliable in hunting, fishing and outdoor activities. They determine annual quota for various wildlife and birds.&nbsp; Conservation priorities should emphasise safeguarding ecologically important species, including predators, scavengers, rodent controllers, insectivores, pollinators, seed dispersers, and aerial feeders that regulate growing populations. Economically important wild fish, reptiles, game birds, game mammals, and edible mollusks should be studied for science-based, seasonal, and quota-regulated harvesting from designated areas. High-value species should be identified, protected, and sustainably harvested to generate revenue through premium tourism. The introduction of Russian wild boar in 1976 in Nagarjun and Shivpuri has led to range expansion and significant crop damage has been reported across the central Mahabharat region. Similarly, rhesus monkey populations cause substantial agricultural losses in many hill villages.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260211030236_e508aad200a31d7225c4b26052ff63e60806a29c3fcea7c89a82a82f89263345.jpg" data-media-id="editor_4" data-image-id="20260211030236_e508aad200a31d7225c4b26052ff63e60806a29c3fcea7c89a82a82f89263345" data-rendition-name="original" width="1500" height="844" loading="lazy" alt="monkey paddy field menace meghauli"> <figcaption>Monkeys raiding paddy field in Meghauli, Chitwan.</figcaption> </figure>  Although the government has declared both as pest species, ambiguous regulations have hindered effective population control. Allowing licensed harvesting of invasive Russian wild boar, for example, could create opportunities for farm-based tourism, enhance food security, and generate revenue and reverse the migration of people to rural areas. The sarus crane is an aesthetically iconic species, with lifelong pair bonding, and cultural significance. In many agricultural landscapes, particularly in South Asia, the sarus crane is informally protected by farmers who recognise its ecological and cultural value. Farmers often tolerate crop damage, and refrain from harming nesting pairs, and in some cases actively safeguard nests and chicks. Such community-led stewardship reflects a harmonious coexistence between agriculture and biodiversity conservation. This may not be a case for other species. Science-based research is urgently needed to assess the impacts of pest species on agriculture, apiculture, fisheries, poultry, and livestock, and to develop effective control strategies that also support income generation. Even charismatic and iconic species may require management interventions once populations exceed ecological or social thresholds and begin causing human losses.&nbsp; Various stringent regulations are in place for culprits, however, there should be legal provision for economic incentive to support livelihood from the common, or pest species for the indigenous and people living in remote areas.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260211030236_22d968ec614761d9684cf4d098db69da0ae591610ceac980dc77cf796507464b.jpg" data-media-id="editor_5" data-image-id="20260211030236_22d968ec614761d9684cf4d098db69da0ae591610ceac980dc77cf796507464b" data-rendition-name="original" width="1500" height="994" loading="lazy" alt="wildife conservation"> </figure>  Lessons from African models, where problem animals are auctioned and their revenues support conservation and community compensation, could offer viable solutions. The National Parks and Wildlife Conservation Act of 1973 provide legal provisions for hunting game mammals, game birds, pest species, and problem animals. And for wildlife farming, but it must be complimented by qualified Zoologists. Problem species are defined as individual or a population of animals posing direct threats to human life and food security within specific areas.&nbsp; Nepal could categorise wild animals for management and conservation and regulations. For instance, IUCN and globally and NPWC Act protected species, nationally endangered and ecologically important animals and trophy hunting species could be regulated under DNPWC and federal government.&nbsp; Provincial governments could take the responsibility of conservation, do inventory and monitor and regulate the harvest of peripheral game species, pest/vermin species and control of problems and harmful to human and crops and health related species. Small predators such as marten, civets, jungle cats and jackals are a nuisance to poultry farmers and goat farmers.&nbsp; A nationwide zoological survey could classify species based on abundance, rarity, economic value, pest status, and conservation priority. There should be an opportunity to include hybridisation with wild stocks to improve domestic breeds, such as wild arna with domestic water buffalo, bison with cattle, and red jungle fowl with domestic chickens.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260211030236_5a6c3b9da5d94979e6189ed0ba8144caa8a08d15dcc5e95b4bc18b7c6d704936.jpg" data-media-id="editor_6" data-image-id="20260211030236_5a6c3b9da5d94979e6189ed0ba8144caa8a08d15dcc5e95b4bc18b7c6d704936" data-rendition-name="original" width="1500" height="844" loading="lazy" alt="Red Jungle Fowl"> <figcaption>Read jungle fowl.</figcaption> </figure>  Monitoring the zoonotic diseases is another field of importance, including Covid-19, Nipah virus, avian influenza, avian cholera, foot-and-mouth disease, swine fever, parvovirus, canine distemper and rabies—to reduce risks to public health and protect the national economy. Producing forensic Zoologists is increasingly important for identifying illegally traded species to determine the species and produce evidence to sentence the culprits.&nbsp; Monitoring bird diversity and fauna in airports is an important task for zoologists to reduce, deter or prevent birds and wildlife hazards in the airport, aircraft and passengers’ safety. International Civil Aviation Organization (ICAO) provides guidelines to induct ornithologists to keep the records to bird strike in the planes and deter birds and wildlife in the airports. If Nepal effectively utilises the expertise of zoologists in all tiers of government in species research, population dynamics, and ecotourism planning, it could strengthen biodiversity conservation while generating revenue and supporting economic development.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260211030240_c7926dad8b93a8aad05fac2e4ec613c0ec450fd4b876821f3216c904c0771fdf.jpg" data-media-id="editor_7" data-image-id="20260211030240_c7926dad8b93a8aad05fac2e4ec613c0ec450fd4b876821f3216c904c0771fdf" data-rendition-name="original" width="1500" height="844" loading="lazy" alt="Jackle"> <figcaption>A jackal in Mustang.</figcaption> </figure>  Over the past five decades, the Central Department of Zoology at Tribhuvan University has produced more than 2,000 MSc graduates. However, very few have been absorbed into government, with most employed in education, pursuing alternative careers, or emigrating.&nbsp; In contrast, graduates in forestry, botany, microbiology, and environmental sciences have secured greater representation in government roles. The Department of Zoology must evolve to meet modern demands with applied research, wildlife management, and revenue-oriented conservation strategies aligned with the regenerative nature of fauna.
