Parliamentary proceedings were brought to a halt on Wednesday in Kathmandu after a heated exchange between the UML and opposition MPs over the use of the word ‘violence’ to describe the Maoist conflict.&nbsp; The real peacetime violence being perpetrated on Nepalis is actually political failure to control <a href="https://nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking">lethal air pollution</a>. Figures from the Air Quality Life Index (AQLI) survey released this week, and the<a href="https://www.healthdata.org/sites/default/files/2024-06/soga-2024-report.pdf"> State of Global Air (SOGA)</a> in June, show just how dirty the air is. Any government accountable to the people would act, after all, the prime minister breathes this same air. Tarai residents live 5 years less. A new <a href="https://aqli.epic.uchicago.edu/wp-content/uploads/2024/08/Nepal-FactSheet_2024.pdf">report by Air Quality Life Index (AQLI)</a> released this week ranks Nepal as the third most polluted country in the world with its entire 30.7 million people living in areas where the annual average particulate pollution level exceeds the WHO guideline. Even where outdoor air is clean in the high mountains, families are exposed to excessive indoor pollution due to soot from burning firewood, especially in winter. The State of Global Air (SOGA) Report published in June has even more shocking figures: more than 50,000 Nepalis died from air pollution in 2021, accounting for 19% of all mortality, just behind high blood pressure. The study also linked 75% of chronic obstructive pulmonary disease (COPD) and 39% of lung cancer deaths to dirty air.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240829160812_d9ccb69192498c91f4b5be762eb073dceb2c7b7cbf01a284ae21654ab1ca9041.jpg" data-media-id="editor_6" data-image-id="20240829160812_d9ccb69192498c91f4b5be762eb073dceb2c7b7cbf01a284ae21654ab1ca9041" data-rendition-name="original" width="1172" height="722" loading="lazy" alt="Air pollution in Nepal NT"> </figure>  Levels of<a href="https://nepalitimes.com/banner/warning-breathing-is-hazardous-to-health"> surface ozone and nitrogen dioxide (NO2) </a>are also increasing due to vehicular emissions, triggering development of childhood asthma.&nbsp; Appalling as these figures are, they should come as no surprise. What is more appalling is the lack of political will to clean up. “The political apathy to prioritise action against air pollution is the crux of the problem,” states environmentalist Bhushan Tuladhar, adding that solutions like stopping open garbage burning, and cutting vehicular and brick kiln emissions are easy to implement solutions.&nbsp; Just as the media and public <a href="https://nepalitimes.com/news/poor-safety-to-hit-nepal-tourism">call for action against floods and landslides</a> after the monsoon starts, air pollution also becomes a topic when winter has already set in. Action on both should be a year-round effort. Awareness and individual action are all well and good, but we need regulatory measures to improve air quality.” Vehicular and <a href="https://nepalitimes.com/banner/blueprint-for-a-net-zero-nepal">industrial emissions</a>, open burning, <a href="https://nepalitimes.com/news/wildfires-ravage-nepal-mountains">wildfire smoke</a> and crossborder transport of pollution are the main culprits. Most can be reduced by strictly enforcing national air quality measures, while we have to wait for India and Pakistan to clean up their act for transboundary pollution to go down. Madhes and Lumbini provinces have even higher pollution levels than Kathmandu, especially when prevailing winds are from the south. This has worsened in recent years by longer-lasting winter fog. The SOGA report puts deaths linked to household air pollution due to cooking with solid fuels at 33,900 compared to 12,700 by ambient suspended particulate matter less than 2.5 microns in diameter (PM2.5).&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240829160816_5f7804d0407f8988fee6b44d8ca5e6f775b5ffcecccc53030372f27250b72385.jpg" data-media-id="editor_14" data-image-id="20240829160816_5f7804d0407f8988fee6b44d8ca5e6f775b5ffcecccc53030372f27250b72385" data-rendition-name="original" width="4000" height="2667" loading="lazy" alt="Air pollution in Nepal NT"> <figcaption>Photo: KONSTANTINOS SOFIKITIS</figcaption> </figure>  More than 6,000 other deaths have been linked to exposure to toxic ozone, mainly coming out of the tail pipes of motorcycles. Climate breakdown and biodiversity loss are now getting more media attention, but the air pollution crisis does not seem to be waking politicians to the dangers although its impact on citizens is more immediate and localised. Says Khanal, “Air pollution is not just a public health or environmental issue but has huge social and economic implications, the government needs to allocate money for its mitigation just as it is now doing for climate change.”&nbsp; Electrification of public transport and cooking are common sense solutions to improving air quality and public health in Nepal, with the country now generating <a href="https://nepalitimes.com/multimedia/rivers-be-dammed">more than 3,000MW of hydropower</a>. This is set to double in the next five years. Of the nearly 18,000 vehicles imported in Nepal last year, 12,000 were battery-powered. These are mostly private electric vehicles, but it is public transport and in electric stoves where the focus should be. Read also: <a href="https://nepalitimes.com/here-now/rev-your-car-and-charge-it-too">Rev your car (and charge it, too)</a>, Vishad Raj Onta “Air pollution ranks as a huge concern to people living in Nepal, and the country also has some of the most open data for air quality information across South Asia,” Christa A Hasenkopf of the Clean Air Program at the Energy Policy Institute at the University of Chicago told Nepali Times. But she added, “It is challenging to make progress on long term levels of air pollution when there is not a long-term goal in place, like a national annual standard for PM2.5.” Despite shortcomings, there have been notable local initiatives. Lalitpur has been promoting itself as a ‘cycle city’ while Hadigaon has been working on pedestrianisation. Changunarayan has come up with an Air Quality Management Plan while Chandragiri wants to invest in controlling wildfires to reduce pollution levels. Particulate pollution in Nepal and South Asia in 2022 was 18% lower compared to 2021.&nbsp; Scientists are not sure why, but it is probably due to <a href="https://nepalitimes.com/opinion/comment/more-monstrous-monsoons">more rain that year </a>which washed down pollutants from the air. If this decline is sustained, an average Nepali could live 10 months longer than what they would have if they were exposed to the 2021 particulate pollution levels. “True progress on air pollution can’t be measured from one year to the next, it must be measured over several years,” says Christa A Hasenkopf of the Clean Air Program at the Energy Policy Institute at the University of Chicago. Read also:<a href="https://nepalitimes.com/banner/blueprint-for-a-net-zero-nepal"> Blueprint for a net-zero Nepal</a>, Sonia Awale Indeed, longer-term pollution trends suggest that Nepal’s average annual particulate matter concentration in the air increased by 49% from 1998 to 2022. Warns Tanushree Ganguly of AQLI: “Despite the <a href="https://www.indiaspend.com/earthcheckindia/indias-air-quality-improved-in-2022-but-still-at-concerning-levels-921940">18% decline in South Asia’s PM2.5 levels relative to 2021</a>, people in South Asia are still likely to lose more than 3.5 years of their life as a result of breathing polluted air. This reinforces the need for sustained regionwide action.” In addition to vehicular and industrial emissions, farm stubble burning after autumn harvest in India and Pakistan is now emerging as a major source of suspended particulates that are carried by prevailing winds to Nepal and Bhutan.&nbsp; When deposited on ice and snow, the soot particles add to the <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">melting of glaciers </a>caused by global warming. Some studies suggest that 30% of glacier thaw in the Indian Himalaya is caused by pollution-related loss of albedo effect on snow. “Air pollution is a <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC9224398/">transboundary issue</a>, and at least in South Asia, a coordinated regional approach can move the conversation towards joint solutions,” Pallavi Pant of the Health Effects Institute, which publishes the annual State of Global Air report, told Nepali Times. Pant adds: “We can leverage available data and expertise to identify relevant solutions that can lead to cleaner air and better health. Air pollution can be related to policies addressing prevention and control of non-communicable diseases.” Back in 1998, Bangladesh, Bhutan, India, Iran, Maldives, Nepal, Pakistan and Sri Lanka came together to sign the <a href="http://www.sacep.org/pdf/Declarations/05.Male-Declaration-on-Control-and-Prevention-of-Air-Pollution-and-its-Transboundary-Effects-for-South-Asia.pdf">Malé Declaration on Control and Prevention of Air Pollution and Its Likely Transboundary Effects for South Asia</a>. That collective is now mostly dysfunctional, but reviving it would be in the mandate of regional organisations like ICIMOD and SAARC, both headquartered in Kathmandu and working in a geopolitically volatile but seriously polluted region. Ganguly has an idea about where to start: “South Asian countries like Nepal, Bangladesh, India and Pakistan have similar PM2.5 levels, but different PM2.5 standards. Harmonisation of PM2.5 standards could be one way to foster regional collaboration.”

Bad air and polluted politics

Even though heat waves, floods and wildfires are ravaging the planet, it is actually suspended particles in the air that pose the most serious immediate risk to human health, reducing average life spans across the world. Moves to control carbon emissions by switching to renewable energy will help in also reducing pollution thereby improving public health and allowing billions of people around the world to live longer. The <a href="https://aqli.epic.uchicago.edu/wp-content/uploads/2023/08/AQLI_2023_Report-Global_Embargoed.pdf" target="_blank">latest data from the Air Quality Life Index (AQLI)</a> issued by the Energy Policy Institute of the University of Chicago shows that fine soot particles in the air that are less than 2.5 microns (PM2.5) in diameter are the most dangerous. <a href="https://aqli.epic.uchicago.edu/wp-content/uploads/2023/08/Nepal-FactSheet-2023_Embargoed.pdf" target="_blank">Nepal is among countries most affected</a> by particulate air pollution from its own vehicular emissions and open fires, and is downwind in winter from the <a href="https://aqli.epic.uchicago.edu/wp-content/uploads/2023/08/India-FactSheet-2023_Embargoed.pdf" target="_blank">most polluted parts of north India</a>. The <a href="https://uchicago.app.box.com/s/swo06s7b5fvfmn0v4h5eisi37w6a5c6g" target="_blank">report reveals</a> that particulate pollution carries the greatest external risk to human health, with the impact on life expectancy comparable to that of smoking, more than 3 times that of alcohol use and unsafe water, and more than 5 times that of traffic accidents.&nbsp; However, the risk is not spread equally across the world. Six countries in the world are at much greater risk than others and most of them are in Nepal’s neighbourhood.&nbsp; “Three-quarters of air pollution’s impact on global life expectancy occurs in just six countries, Bangladesh, India, Pakistan, China, Nigeria and Indonesia, where people lose one to more than six years off their lives because of the air they breathe,” says Michael Greenstone, Professor in Economics at the Energy Policy Institute at the University of Chicago (EPIC).&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230829050856_334052e47db863afb0a8d17fe97e67321fd808c7079610bd7e9fa3f97d39933b.png" data-media-id="editor_4" data-image-id="20230829050856_334052e47db863afb0a8d17fe97e67321fd808c7079610bd7e9fa3f97d39933b" data-rendition-name="original" width="1688" height="632" loading="lazy" alt="Air pollutuon"> </figure>  Even though awareness about the danger of pollution is growing, slow changes in state energy policy have not led to meaningful action. The pollution is also being <a href="https://www.nepalitimes.com/here-now/open-air" target="_blank">transported across national boundaries</a>, which means regional cooperation to improve air quality is as important. The first priority is to provide citizens with real-time open air quality data, yet only 6.8% of the Asia knows how dirty their air is. Knowledge about pollution can create public pressure on governments to act. As it is only one-third of the countries in Asia have air quality standards, the basic building block for policies, the AQLI report says. Investment in air quality infrastructure also does not match where air pollution is having its greatest toll on human life.&nbsp; “Timely, reliable, open air quality data in particular can be the backbone of civil society and government clean air efforts—providing the information that people and governments lack and that allows for more informed policy decisions,” says <a href="https://www.youtube.com/watch?v=6mW7YmSSnes&amp;t=50s" target="_blank">Christa Hasenkopf,</a> the director of AQLI and air quality programs at EPIC. “Fortunately, we see an immense opportunity to play a role in reversing this by better targeting—and increasing—our funding dollars to collaboratively build the infrastructure that is missing today.” <div class="embed-block"><iframe width="560" height="315" src="https://www.youtube.com/embed/6mW7YmSSnes?si=qCHCmCfqcMXerxiI" title="YouTube video player" frameborder="0" allow="accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share" allowfullscreen></iframe></div> The release of the AQLI report comes just ahead of the UN’s <a href="https://www.un.org/en/observances/clean-air-day" target="_blank">International Day of Clean Air for Blue Skies</a>. While much of multilateral and bilateral development assistance goes to control of diseases like malaria and tuberculosis, the resources for pollution control are much less even though many more people die or are affected by dirty air. The report singles out South Asia, especially its densely-populated northern areas as suffering the deadliest impact of pollution. More than a quarter of the global population in Bangladesh, India, Nepal and Pakistan are the most affected, <a href="https://www.nepalitimes.com/here-now/breathing-can-kill-you" target="_blank">losing five years of their lives on average.</a>&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230829050852_2853466cd4b12be5cc853762f736bb5b264a752d22354797f35c24f2cd6a1f5b.png" data-media-id="editor_10" data-image-id="20230829050852_2853466cd4b12be5cc853762f736bb5b264a752d22354797f35c24f2cd6a1f5b" data-rendition-name="original" width="1842" height="1118" loading="lazy" alt="Air pollution"> </figure>  Although China had some of the worst air quality 20 years ago, the <a href="https://aqli.epic.uchicago.edu/wp-content/uploads/2023/08/China-FactSheet-2023_Embargoed.pdf" target="_blank">report cites its remarkable success</a> in reducing pollution by 42.3% since 2013, when it declared a ‘war against pollution’. The &nbsp;average Chinese citizen can now expect to live 2.2 years longer.&nbsp; Even industrialised countries have high air pollution levels. <a href="https://aqli.epic.uchicago.edu/wp-content/uploads/2023/08/US-FactSheet-2023_Embargoed.pdf" target="_blank">Americans are exposed</a> to 65% less particulate pollution than in 1970 before the passage of the Clean Air Act, yet 96% percent of the country still doesn’t meet the WHO’s new guideline of 5 µg/m³. In 2021, California was the most polluted state, not because of vehicular pollution but wildfires.&nbsp; <a href="https://aqli.epic.uchicago.edu/wp-content/uploads/2023/08/Europe-FactSheet-2023_Embargoed.pdf" target="_blank">Europeans </a>were exposed to 23% less pollution than in 1998, improving their life expectancy.&nbsp; But even then, most European cities do not meet the WHO’s new guideline. Cleaner Air = Longer Lives

Below him, dozens of <a href="http://archive.nepalitimes.com/news.php?id=2498#.Yc5xVy2B2t8" target="_blank" rel="noopener noreferrer">brick kilns</a> were spewing out smoke and steam into the city’s air (photo).The rain had washed down suspended particles, but the brick kilns were pumping more smoke into the air we breathe. There have been attempts to relocate brick kilns away from the densely-populated capital, but political patronage means owners are still fouling the air.After the 2015 earthquake damaged most of the Valley’s brick factories, <a href="http://archive.nepalitimes.com/article/nation/brick-factories-still-using-old-polluting-technology,2078" target="_blank" rel="noopener noreferrer">some adopted cleaner technology</a> to reduce emissions. Public pressure and urban growth then pushed most brick factories to the city’s fringes, and they are now  concentrated around Bhaktapur – most of those in the photograph are traditional dirty chimneys.After two years of forced closure during the pandemic, the brick kilns are once more working overtime to fill a backlog of demand from builders. But with politicians bogged down in power struggles, local leaders are too distracted to address the pandemic and pollution crises – both of which affect the human respiratory system.In a public opinion poll in this newspaper just before the 2017 elections, most respondents said <a href="https://www.nepalitimes.com/banner/dirty-politics-dirty-air/" target="_blank" rel="noopener noreferrer">air pollution</a> topped their list of concerns. Pollution has gotten worse since then, but it is unlikely that dirty air will figure in election speeches in 2022.“We have cleaner options like <a href="https://archive.nepalitimes.com/article/nation/earth-bricks-for-cleaner-and-healthier-kathmandu,4161" target="_blank" rel="noopener noreferrer">interlocking earth bricks</a>, so we just need public pressure to make it an election issue,” says environmentalist Bhushan Tuladhar.A pre-pandemic research showed that 40% of suspended particulates in Kathmandu’s air was from brick kilns, 30% from vehicular emissions, and 20% from open burning of trash and biomass. With the exponential increase in cars and motorcycles, the concentration of vehicular pollution at street level is now 70%.“<a style="letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/breathing-is-hazardous-to-health/" target="_blank" rel="noopener noreferrer">Hazardous pollution levels</a> in winter have become the norm, yet the government is not doing much to control it,” says Shilshila Acharya of the Avni Centre for Sustainability. “The public should demand action from our leaders.”Although public awareness about <a href="https://www.nepalitimes.com/banner/how-weather-elevates-air-pollution-in-kathmandu/" target="_blank" rel="noopener noreferrer">air pollution</a> is at an all time high, it has not translated into action by municipalities or the federal government – even though in a democracy elections would be the way to force accountability from public officials.Says Tuladhar: “Campaigning in 2022 for elections, particularly for local government, will give us a platform to build political will to reduce air pollution. People have to be outraged, and the good news is that we have some young and educated leaders taking the lead.”In 2019, <a href="https://www.nepalitimes.com/banner/nepal-is-going-up-in-smoke/" target="_blank" rel="noopener noreferrer">air pollution</a> resulted in the deaths of 42,100 Nepalis, according to one research. Many more were indirectly affected. Vehicular emission, garbage and agricultural residue burning and brick kilns were the main sources of toxic ambient air.Besides shifting to cleaner and greener brick-making technology, controlling garbage burning, and a rapid transition to electric vehicles with government investment in electric mass transit, would be steps that would quickly improve air quality in Kathmandu.Air pollution is leading to the <a href="https://www.nepalitimes.com/latest/double-whammy-air-pollution-and-covid-19/" target="_blank" rel="noopener noreferrer">premature death of Kathmandu’s citizens</a>. It has a huge impact on the economy. The solution is political, and elected officials need to respond to the crisis.Adds Shilshila Acharya: “Politicians as always are big on promises but we demand that they first protect our health by cleaning up the air we breathe. It is a basic right guaranteed by the Constitution. Don't talk about more grandiose plans, just clean up our air first.”

Happy New Air

<figure><img width="900" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141152/636d02ed9c7e80680e0a36a8jpeg.jpg" alt=""/><figcaption>Photo: NEPALI TIMES ARCHIVE</figcaption></figure><a href="https://www.nepalitimes.com/banner/how-weather-elevates-air-pollution-in-kathmandu/" target="_blank" rel="noopener noreferrer">Kathmandu’s air quality</a> has just got considerably worse, not just because of dirtier air, but because the World Health Organisation (WHO) has revised its Global Air Quality Guidelines, halving the recommended value for annual average pollution levels. Safe exposure to concentrations of harmful particles below 2.5 microns (PM2.5) in diameter every year has now been halved, meaning that many Kathmandu residents could be breathing much more <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" target="_blank" rel="noopener noreferrer">polluted air</a> than they throught.On 22 September the WHO updated its Air Quality Guidelines (AQG) such that annual mean concentrations of PM2 should not exceed 5 kg/m3 and NO2 not exceed 10 kg/m3. In addition, peak season mean 8-hr ozone concentration should not exceed 60 kg/m3. The 2005 guideline values for PM2 and NO2 were, 10kg/m3 and 40 kg/m3 respectively, with no recommendation for long-term suspended particles and ozone concentrations.Environmentalist Bhushan Tuladhar immediately took to twitter to respond to the new recommended standard for air quality: ‘The WHO just released its new air quality guidelines which have halved the guideline value for annual average PM2.5 in ambient air. This means Kathmandu, which had annual PM2.5 levels that were about five times higher than the WHO guidelines now have pollution levels that are 10 fold higher.’The new standards are ambitious and reflect the large impact of <a href="https://www.nepalitimes.com/editorial/polluted-politics/" target="_blank" rel="noopener noreferrer">air pollution</a> on public health, and experts hope that it will influence air quality policy across the globe. They recommend bold action to clean up the air at all levels and across all sectors such as transport, energy, industry, agriculture and residential.“Air pollution is a major global public health threat that causes a range of adverse health effects, even at the lowest observable concentrations. The updated guidelines offer a wake-up call, to reconsider current air quality legislation and regulations,” noted a joint statement released by the International Society for Environmental Epidemiology (ISEE) with the European Respiratory Society following the revised guidelines.It adds: “There is ample evidence to strongly support government action to reduce air pollution and address climate change simultaneously. But the most important message is that each reduction in the outdoor concentrations of key air pollutants brings health benefits to the surrounding population, even in places which already have low pollution concentrations.”Additionally, most jurisdictions with <a href="https://www.nepalitimes.com/here-now/solution-to-pollution/" target="_blank" rel="noopener noreferrer">clean air</a> regulations have relied on fixed limit values with little incentive to further reduce air pollution levels once compliance with the limit value is achieved. Given the evidence that health effects occur down to very low concentration levels, future clean air policies must include incentives for progressive lowering of exposures of the entire population, thereby improving health for all.The new <a href="https://www.nepalitimes.com/here-now/how-transboundary-haze-affects-nepal/" target="_blank" rel="noopener noreferrer">air quality</a> guidelines are not legally binding however but experts believe can represent a turning point in the way we approach air pollution globally, and in particular, South Asia where the air pollution levels are consistently high and the health burden is stark.“The new guidelines offer a benchmark for South Asian cities and countries to plan their air quality agenda. This will bring renewed interest in the topic and create an opportunity to push for stronger action,” says Pallavi Pant of Health Effects Institute based in Boston.She adds: “We know where we’d like to get to, and the real discussion now should be focused on the basket of strategies and sectors we need to address.”Air pollution, indoors and outdoors, accounted for some 12% of all death in 2019. Air pollution currently ranks fourth among major risk factors for global disease and mortality, only behind <a href="https://www.nepalitimes.com/latest/why-do-so-many-nepalis-have-high-blood-pressure/" target="_blank" rel="noopener noreferrer">hypertension</a>, smoking and dietary factors.In terms of economic burden, the estimated global health-related external costs were $5 trillion in 2013 with an additional $225 billion in lost labour productivity as per the World Bank Group 2016.Here in Nepal, the new guidelines hardly made it to the news. Nepal doesn’t even have a minister for the environment because of a continued political stalemate.Successive governments in the recent past have made commitments to promote <a href="https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/" target="_blank" rel="noopener noreferrer">electric vehicles and transport for clean air</a>, but they have done the opposite. Earlier this year in the budget, it reintroduced tax rebates. But only this week, Prime Minister Sher Bahadur Deuba’s government slashed taxes on the import of 10 or more diesel buses by new luxury hotels to 1%. It also cut by half the duty on petrol motorcycle assembly in Nepal.The Covid-19 pandemic and subsequent lockdowns over the last two years have shown people that the <a href="https://www.nepalitimes.com/banner/nepal-lockdown-proves-air-quality-can-be-improved/" target="_blank" rel="noopener noreferrer">goal of clean air can be achieved</a>, and it has become even more crucial at this point where the coronavirus cases are going down, vaccinations have picked up and businesses are reopening for the Dasain-Tihar festive season.“There is no shortcut to clean air, we need long-term policies that target major sources including transportation, use of wood/animal dung for cooking and heating, brick kilns, coal power plants, industries and waste burning,” adds Pant ,who is from India.She adds: “Access to clean energy for all is one key policy that can help reduce the burden of air pollution. It is also useful to keep in mind that air pollution is a multi-sectoral problem, and we must engage not just technical experts but also legal and policy experts, economists, healthcare workers and others in developing solutions.In the short term, especially as we approach the winter season, the government should ensure the public that <a href="https://www.nepalitimes.com/here-now/open-air/" target="_blank" rel="noopener noreferrer">air quality data</a> is accessible and understandable. With this information, the public can avoid outdoor activities during hours when the pollution is at its peak and reduce the prevalence of allergies and immediate respiratory illness.

Dirty Kathmandu air gets dirtier

International Mountain Day on 11 December should inspire celebration, not cynicism. It follows &nbsp;a small but rare diplomatic win: the agreement at COP30 in Belém to hold a dedicated global dialogue on mountains in 2026, and to include mountain-specific indicators in the new climate adaptation framework.&nbsp;
A welcome shift, certainly. But the old narrative lingers — mountains are fragile, disaster-prone, eternally vulnerable. But the uncomfortable truth is that safe and environment-friendly development in the mountains is simply too expensive than anyone wants to admit.
To build a kilometre of two-lane highway in the Tarai costs Rs200 million. That same kilometre on a Himalayan slope with retaining walls, drainage, bioengineering, and landslide protection costs more than Rs1 billion. Add tunnels, viaducts or highways designed for minimum 80km/h speeds and that figure can easily triple.
This pattern repeats across all sectors. A 50MW run-of-river hydropower plant that costs $80 million in low-ling valleys costs four times more in the mountains. The headrace tunnels have to be longer, desanding basins must trap the silt, the access roads cost more than the entire project. And there is no way to prevent the scheme from being washed away by a glacial collapse flood.
Nepal's annual road budget is only Rs150 billion. It is scattered thinly across 753 municipalities, most of them perched on steep, unstable slopes. When resources are inadequate and political cycles are short, the incentives for corruption are predictable &nbsp;— shaving a mountain flank at 70 degrees instead of 45, taking a shortcut on drainage canals, skimping on asphalt thickness, or skipping the Gabion.
In high Nepal, the bulldozer is the engineer. We hang on the prayer that the monsoon will be merciful. July arrives, and reality returns. Mountains fall on roads, flash floods wash away swathes of expensive highways.
The entrance to the Siddhababa Tunnel in Palpa collapses yet again. The Nagdhunga Tunnel faces another landslide delay. The Melamchi headworks go under — again. Each failure costs more to repair than proper engineering would have cost when that infrastructure was built.
We are not just paying once. We the taxpayers are signing up for a subscription to disaster. The real fragility of Nepal’s mountains is of governance, not geology.
This is what the international climate conversation habitually misses. Mountain communities are repeatedly told to ‘respect nature’ and avoid linear infrastructure, often by the same countries proudly announcing new expressways and airports in their own countries.
Mountain people are not anti-development. They want what everyone else wants: electricity that does not flicker, roads that survive the monsoon, schools their children can reach in winter. What they lack is not aspiration, it is the budget required to build things safely that is not stolen by politicians and their crony contractors.
If the world truly wants to protect the Himalaya, Andes or Alps, and the billions who rely on them for water, the answer is not more romantic slogans about fragility of the mountains. It is concessional, patient financing that narrows the gap between cheap and dangerous versus expensive and resilient. And it is transparent government that spends that money wisely.
This means money for tunnels instead of unstable surface cuts. Money for bioengineered slopes instead of naked bulldozer scars. Money for hydropower built for 1-in-100-year floods, not 1-in-25-year budgets.&nbsp;
This is not charity. Mountain infrastructure safeguards global water, carbon, energy and biodiversity systems. It is a global public good, and should be financed as such.&nbsp;
In Syangja, small investments under the Climate Adaptive Equitable Water Management Practices have restored nine community ponds, protected recharge zones and increased dry-season spring flow by about a third. All of this for less than the cost of repairing a single kilometre of poorly built hillside road after the next landslide.
Our experience from the Subnational Governance Programme (SNGP) in some districts of mountains and plains show that when municipalities receive practical guidance backed by scientific research, they can scale these solutions with modest, targeted budgets. Local governments are not the problem — they are the missing link. &nbsp;
The tragedy is not technical incapacity; it is chronic under-financing of the most cost-intensive terrain on earth. Lets stop romanticising mountain poverty on 11 December, International Mountain Day. Let us retire the language of fragility that excuses inaction.
Mountains are not pleading for sympathy. They are demanding fairness: that the true cost of safe development in the world’s steepest geographies be acknowledged and shared. Until that bill is paid, the monsoon will continue to do the accounting, one landslide, one road, one abandoned promise at a time.

The Himalaya is not fragile

This is the 76th episode of Diaspora Diaries, a Nepali Times series in collaboration with Migration Lab providing a platform to share experiences of living, working and studying abroad. We did not have a whole lot, but did not grow up in scarcity either. When I was in Grade 7, my father migrated to Malaysia but returned just after 18 days and was heavily in debt. It is the interest and not the principal from loan sharks that ruins borrowers. As we grew up, family expenses rose and my father migrated again to Qatar, determined to make it work this time. I used to watch him via IMO in buildings under construction eating rice out of plastic bags. There was no AC, no oven, no shade. I did not have access to a computer, and the 30 minutes we got weekly at the computer lab was just not enough. My parents could not afford to buy a computer, but a friend had both a desktop and laptop at home.&nbsp; I did his homework in exchange for using his computer. When my father in Qatar, found out he bought me a laptop. Today, a decade later, I am still using it. Maybe I valued the computer more because it was bought with my father’s sweat. My mother did tailoring, although the income was not stable. After my father returned from Qatar, we he bought a three-wheeler which he still uses in Makwanpur. After completing Grade 12, I came to college in Kathmandu to study IT. It cost Rs20,000 a month in tuition, rent and food just to survive. I could not complete my bachelor’s. Although my father kept saying, “Don’t worry, I am here,” he just did not have the money to pay for me. So, I took up a data entry job which helped cover living expenses. The pandemic meant my father could not earn money from his auto-rickshaw. We had no savings and had outstanding loans. Migration was the only way to get us out of the rut. I told my father that both of us should go abroad to earn some money. He could return earlier and I would stay on.&nbsp; My father agreed, and I visited recruiting agencies with both our passports. After reviewing our CVs, they said it was easy to find jobs for my father but not for me, given my educational background and my experience in software. “How can we send you for jobs as a cleaner or security guard?” they asked. I finally found a job in Romania, and decided to have my father stay back because going to Europe would have doubled the cost. My mother and sister came to see me off at Kathmandu airport. It felt just like my father leaving for Qatar many years ago. It is not physically demanding and it is indoors. Even though I did not share it with my family, the initial period was difficult as I had no experience standing and working for so many hours at a time. Once, when I was tired at work, I wondered how my father managed in Qatar in a much more physically taxing job. Here I was not carrying heavy loads, my work was not outdoors. I was so emotional, I wrote a ghazal in my head. The words “खाडीको तातो घाम” kept repeating in my head. After work, I jotted down the verse in my diary:&nbsp; बुवा, तपाई जस्तो बन्न म सक्दै सक्दिनँ Father, I cannot become like you कति गाह्रो छ, म भन्नै सक्दिनँ I cannot imagine how hard it is म मान्छे हेर्दा मात्रै ठूलो I only look like a grown man बानी अझै बच्चै छ But I am still childish किनकि जता त्यतै जान मन लाग्छ I feel like roaming around जे देख्यो त्यो खान मन लाग्छ Eat whatever I see. न पैसा बच्छ I cannot save. न खाएको कुरा सबै पच्छ The food doesn’t agree with me&nbsp; कहिले काहीँ त मलाई म्याकडोनाल्डको बर्गर पनि पच्दैन Not even a burger at McDonalds तर प्लास्टिकमा पोको परेको त्यो चिसो भात But how did my father eat that cold rice खाडीको त्यो तातो घाममा सेक्दै खाँदा मेरो बुवालाई कसरी पच्छ? But more importantly, people found the words relatable and engaging. My sister first saw it on Tiktok and shared it with my mother. It moved them to tears while my father kept watching it on repeat, deep in thought. Even though my birth father decided to leave my mother when I was less than a year old, my step father never made me feel the absence of anything. My friend from Grade 6 in Makwanpur, Sharan, introduced me to ghazal. He was six years older because he had to pause his studies during the Maoist conflict. He worked in a brick factory in Kathmandu, saved money, and returned to school. He was very talented and we became friends through the school children’s club.&nbsp; Sharan and I spent most of our time together, sharing meals to save money and even skipping classes. One day, in Grade 9 when our teacher was absent, he wrote a ghazal on the spot and explained the form, the rhyme, the meter. I listened half-heartedly as it was not of interest. We left it at that. Shortly after, Sharan was diagnosed with leukemia and he could not finish exam. Because he was a sharp student, the teachers decided to not hold him back. He died just before Grade 10. I cried. I do not have any pictures of Sharan. He had small ears, and I used to tease him that people with small ears do not live long. I did not know what to do, but I wrote a ghazal just as Sharan had taught me and dedicated it to him. Halfway through, I started crying and the principal took me to his office and calmed me down.&nbsp; I do not write much poetry except a few posts on social media here and there. But a video of me reciting went viral on TikTok and that encouraged me to write more. That made me feel validated, and I began writing more about real life experiences. It has been three years in Romania. My brother will also be joining me soon. Things have improved for us financially, but we are not where we want to be. We will get there. When we do, I will resume my studies. I’m interested in programming, especially back-end development and working with databases. It is on hold right now.&nbsp; I do not have big dreams, I just want to make sure my parents get what they deserve. It is okay if I get delayed if my parents are able to access what they had scarified for us when they were of my age. My father’s son

Singha Bahadur Lama worked for six years in Malaysia, but back home in Nepal he is now earning more than he ever did overseas. Here in his village 60km east of Kathmandu, Lama now harvests Buddhachitta seeds from sacred trees that grow in the mountains, and turns them into prayer bead necklaces revered in Tibetan Buddhism. The Buddhachitta tree (Ziziphus budhensis) is indigenous to Nepal and grows in the mountains of Kavre district, and demand boomed after the Dalai Lama proclaimed that the seeds found in Nepal were the best. People from Kavre had gone to Bodh Gaya 12 years ago and presented the Dalai Lama with Buddhachitta prayer beads. Not long after, while speaking in Taiwan the Dalai Lama told followers that the seeds from Nepal had special powers.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251209141220_dd1fddffc2f22652f57b0fdebe5d0612aa48c79c1e5c1a82da10b1d0a0af69b8.jpg" data-media-id="editor_0" data-image-id="20251209141220_dd1fddffc2f22652f57b0fdebe5d0612aa48c79c1e5c1a82da10b1d0a0af69b8" data-rendition-name="original" width="737" height="536" loading="lazy" alt="Buddhachitta NT"> </figure>  Lama shows a visiting journalist different types of Buddhachitta seeds. Single-faced beads are the rarest and most valuable, as are the smallest 8mm beads. A prayer necklace made of 108 beads would easily cost Rs1.5 million (over $10,630). “We cannot say if our trees will give smaller beads or even how many faces or clear eyes, it’s all natural,” says Lama, who now works as a consultant, advising people all over Nepal about planting the tree, and has since spread it across the country. Four years ago, a Chinese middleman made 7mm plastic cups to cover the seeds, hoping the trees would produce smaller pods. It did not work, and the trees died. Such is the demand for high-quality Buddhachitta beads that a group of 20 men employed by a Chinese dealer cut down a tree along the Rosi River last year. The harvest from that tree had made $212,600 the year before. With that kind of price, the trees are in danger of being chopped down. &nbsp; Lama himself used to make Rs10 million ($70,880) from the seeds of each tree. With this money, he built new houses and sent his daughter to Japan, all with Buddhachitta income. But the market for the seeds is volatile.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251209141224_0fd29cdc36db0c3ad5f5add513b8b220d0101760e1c42d5c54266eac7c2dfe75.jpg" data-media-id="editor_1" data-image-id="20251209141224_0fd29cdc36db0c3ad5f5add513b8b220d0101760e1c42d5c54266eac7c2dfe75" data-rendition-name="original" width="1500" height="1125" loading="lazy" alt="Buddhachitta NT"> </figure>  Lama invested Rs10 million when prices were high ten years ago, but he lost most of that when the prices collapsed for bigger seeds.&nbsp; He adds: “That year the demand was only for small seeds, and it has only been three years since the prices have risen again for seeds that make no sound when you shake them.”&nbsp; HISTORY Legend has it that Guru Rinpoche left seeds of Buddhachitta while meditating in the Temal region of Kavre district in the 8th century as a blessing. He is known in the Himalaya as the ‘Second Buddha’ whose birth was foretold by the Buddha himself, and spread Buddhism in Tibet. Now, almost every household from the Tamang community here has on average 50 trees. The tree thrives on gravel and sandy soil, needs to be protected from excess water, and can grow up to 10 meters high. It starts bearing fruit annually from its third year and one tree lives for 90 years. The fruits are handpicked every June and July, and then have to be processed by boiling the seeds to remove their hard outer skin. The seeds are then dried in the sun for a few days.&nbsp; “Our families have been growing Buddhachitta for generations, but it started becoming hugely profitable only about 12 years ago, it has become a cash crop and has even replaced staples like maize,” says Dev Lama, 55.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251209141224_7820e90f918489045c0668465190df37120167cc7d4401bb128adf931e156bc3.jpg" data-media-id="editor_2" data-image-id="20251209141224_7820e90f918489045c0668465190df37120167cc7d4401bb128adf931e156bc3" data-rendition-name="original" width="1500" height="1125" loading="lazy" alt="Buddhachitta NT"> <figcaption>Dev Lama</figcaption> </figure>  What helps is that Buddhachitta is not a high-maintenance crop, it just needs some weeding, watering, and protection from hailstorms and pesticides. Once it matures, it does not need much care, and farmers intercrop it with other grain.&nbsp; “You don’t have to work on it every year like maize, which needs to be planted year after year,” explains Shova Shrestha, 33. “We also continue to grow other vegetables and spices, all of which help to preserve soil nutrients.” Generally, farmers do not sell directly to Chinese traders but deal with local middlemen who take a cut before they take it to the Chinese traders who lodge in Kathmandu during the harvest season. But the bulk of the profit is made by Chinese wholesalers across the border. &nbsp; And now with the proliferation of the plant, and with nearly every family growing several trees, farmers sometimes struggle to find buyers and are often severely short-changed, as was the case with Maiya Tamang’s family.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251209141220_2d82949a8a32b272216e4f288e976c5af68abf65f52500947ba366526a9b2a2c.jpg" data-media-id="editor_3" data-image-id="20251209141220_2d82949a8a32b272216e4f288e976c5af68abf65f52500947ba366526a9b2a2c" data-rendition-name="original" width="1500" height="1125" loading="lazy" alt="Buddhachitta NT"> <figcaption>Maiya Tamang</figcaption> </figure>  “I wasn’t home that day two years ago, but my sons later told me that my husband sold an entire tree for just Rs1,500,” recalls Tamang, 60. “We asked him why he sold it for a price that wouldn’t even buy a sack of rice, and he just shrugged.” Tamang did make a profit two years ago, but last year’s crop was destroyed by a hailstorm. Despite this, the bead business has augmented the income of a family dependent on subsistence agriculture. &nbsp; A neighbour, Sonam Tamang, had a few Buddhachitta trees in his backyard and has bought saplings from a nursery to expand. Saplings cost Rs500, but it is double that for plants that give high value seeds. Says Sonam Tamang: “The middlemen sometimes cheat us by offering much less than the seeds are worth, and they don’t allow us to speak directly with the Chinese buyers. But even if we did, there would be a language barrier.” Meanwhile, Singha Bahadur Lama who started out as a Buddhachitta farmer now owns a nursery and is a dealer in saplings himself. Some Nepalis have tried to sell directly in China, but face added costs of travel and hotel while there. &nbsp; With contributions from Qian Sun, Global Voices.

Sacred seed feeds boom

Dimar Chaudhary was born and raised in Old Padampur, the village inside what is now Chitwan National Park before it was dsignated a protected area. His Tharu community, as well as other indigenous groups, traditionally relied on Chitwan’s jungles and rivers for generations. Chaudhary himself had grown up collecting medicinal plants and wild vegetables, gathering wood, and grazing cattle in the forest. Chitwan, along with much of Nepal’s Tarai, was plagued by malaria until a US-supported DDT spraying campaign to wipe out the disease in the district in the 1950s. This opened the valley up to trans-migration of farmers from the hills. Before that, Chitwan was inhabited entirely by indigenous people: 90% of the district’s population was Tharu, and the rest were Bote, Mushar, Darai and Majhi communities. In 1973 Chitwan National Park became Nepal's first protected area and in 1996, the Nepal government introduced the Buffer Zone Management Rule under the National Parks and Wildlife Conservation Act to manage forests surrounding protected areas, and ensure local participation in parks management. Old Padampur was subsequently relocated outside the park. Ntional parks formed buffer zone user committees (BZUCs) to manage and oversee community forests. Hundreds of thousands of local people were directly involved in managing buffer zone community forests across the country. Over three decades, these forests have not only made conservation collaborative, but also helped to mitigate wildlife-related crimes and human wildlife conflict. In 2014, 2015 and 2016, Nepal achieved zero poaching for its three flagship species: rhinos, tigers and elephants. But while these user communities have made wildlife conservation participatory, the process hasn’t been inclusive of Nepal’s indigenous and underserved communities. In 2022, WWF supported Community Conservation Nepal to collect data on natural resources used by Tharu indigenous people before the establishment of Chitwan National Park. The project also looked into the inclusion of indigenous, women, Dalit and disabled communities in the Baghauda, Paachpandav, Meghauli, Mrigakunja, and Amaltari Buffer Zone User Committees (BZUC) as well as the Someshwor, Gardi Chure, Radha Krishna, and Baghmara Buffer Zone Community Forests (BZCF).  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251210141228_83a5b021c62b6c4a67888e5eee85d3fdcba3fd34d00e581996213d1ae10d6977.jpg" data-media-id="editor_0" data-image-id="20251210141228_83a5b021c62b6c4a67888e5eee85d3fdcba3fd34d00e581996213d1ae10d6977" data-rendition-name="original" width="1342" height="941" loading="lazy" alt="BZUC map"></figure>  BARRIERS TO INCLUSION The survey found that women are underrepresented in all the BZUCs despite women user groups being larger. Nepal’s Buffer Zone laws dictate that each BZUC has 13 members. Each BZUC is made up of nine units, and as many representatives are elected from those units. The elected members have the authority to choose the remaining four members. This meant that indigenous peoples, marginalised groups, and women have a far lower chance of being elected. Indeed, out of the total members, Paachpandav and Mrigakunja BCUZs had four women, Meghauli had three women, and Baghauda had only one woman, whereas Amaltari user committee had no woman member. In contrast, the BZCF are relatively more inclusive of women, with two out of four surveyed BZCF comprising half women members. Additionally, some grassroots user committees are made up entirely of women. Most women members of the user committees are not appointed through elections, but chosen by elected male members, and are not given positions of leadership. “Women have been the ones protecting the forests ever since the concept of forest conservation initially emerged,” one female participant told us during a focus group discussion. People would get angry when the women stopped them from cutting down trees and grass, and grazing cattle in the jungles, she recalled, adding, “We were dedicated to the user committees. However, we are no longer involved in the committees, nor are we invited to meetings.” When asked about the absence of women in the user committees, one BZUC chairperson responded, “There are only men here because they won the election. Women are unwilling to run for the election. How will they fit into the committee if no woman has ever run for election?” However, not only are women deprived of the chance to contest elections, the chances of them winning polls are also very low because a majority of the positions in the committee will already have been allocated by political parties to their male cadres. Women from marginalised communities face further hurdles.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251210141228_7ee7dc43b925b4d6e97bfdc5a02df85d4d828e8a82eb00d3086217baf2438b43.png" data-media-id="editor_1" data-image-id="20251210141228_7ee7dc43b925b4d6e97bfdc5a02df85d4d828e8a82eb00d3086217baf2438b43" data-rendition-name="original" width="959" height="508" loading="lazy" alt="BZUC "></figure>  “No male member from the Musahar community has been elected in the user community, if they had, they could have suggested that women from our community be included in the committee as well,” said a female participant from the Musahar community. While the native Musahar and Bote people lack representation in the BZUC, indigenous people did make up the majority of the members in the committees, while Dalit members were included in some collectives. However, only one committee is led by an indigenous person. The others are chaired by upper-caste hill migrants. In addition, no committee had any representative with disabilities. One of the key reasons for the under-representation of marginalised communities in Nepal’s BZUC is its non-inclusive policy. When Nepal’s Constitution was promulgated in 2015, residents living in proximity to protected areas across Nepal had hoped that policies relating to buffer zones and their governance would be reformed to reflect Nepal’s new socio-political reality. But this has not been the case. However, this has not discouraged indigenous Nepalis, who have continued to demand buffer zone policy reforms that ensure the inclusion of women, indigenous and marginalised communities. In addition to policy revision, it is necessary to reform the buffer zone election so that it is more participatory for underserved communities. Reforms should also regulate the number of members in a user group. Similarly, the budget allocated for buffer zones must be used on activities that benefit conservation instead of local infrastructure development. Women, people with disabilities, indigenous and marginalised communities should be the primary beneficiaries of budget dispensation. Crop damage compensation, which currently is Rs10,000, can be increased by five times to Rs50,000. Policy revisions should ultimately guarantee the rights of indigenous communities like the Sonaha, Bote and Musahar to practice their culture and traditional livelihoods and receive a formal education. Buffer Zone User Committees must apply indigenous conservation practices for park management.
