Ask random pedestrians on Kathmandu’s sidewalks to name the current prime minister and prominent party leaders, and there is a high chance they will scratch their heads. It is probably worse in Kosi, where the provincial chief minister has changed five times in two years.&nbsp; It is a foregone conclusion that K P Oli will become Nepal’s Prime Minister for the fourth time on Friday after he dumped Dahal and his four-month-old coalition following a <a href="https://nepalitimes.com/news/nepal-government-changes-again">clandestine midnight power-sharing deal</a> with Sher Bahadur of the Nepali Congress (NC).&nbsp; Oli promised to be in Baluwatar for the next one-and-half years, hand over to Deuba who will head the government for the sixth time till the next elections in 2027.&nbsp; That the NC and UML <a href="https://nepalitimes.com/news/rapid-fire-governments-in-nepal">double crossed Dahal</a>, whose Maoist Centre had taken advantage of being a ‘kingmaker’ party in Parliament to swap parties just to gain and remain in power. But Oli and Deuba seemed to think enough was enough, especially since Dahal was letting his Home Minister from the RSP to go after the top leaders in the NC and UML on corruption charges. The two leaders also said constitutional amendments on electoral laws are necessary to “ensure political stability”. This would mean scrapping proportional representation and makes it more difficult for smaller parties to gain seats in the House.&nbsp; These amendments will be easier said than done because even the NC and UML cannot muster the two-third majority required to revise the Constitution without support from the Maoists and the Unified Socialists in the National Assembly. Both are now seething against Oli or Deuba.&nbsp; On Friday, national attention will focus on who gets which ministry in the new government. Oli and Deuba cut a deal for the NC to have 10 ministries, and the UML getting 9. They already decided that the home ministry should go to NC and finance the UML. Deuba’s wife, Arzu, is said to be eyeing the Foreign Ministry. &nbsp; Like we wrote in this space last month, Nepal’s international diplomacy is just an <a href="https://nepalitimes.com/editorial/pre-paid-excellencies">extension of' power sharing that rewards party loyalists</a>. The decision of the UML-Maoist government in June to recall 11 ambassadors and propose eight new ambassadors under the UML, Maoist, and Unified Socialist quota now hangs in the balance.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024071103078_d9be5d7db93df78e14512854ed7e5a9d893dbeaebffe3b256fa6f484accdf763.jpg" data-media-id="editor_3" data-image-id="2024071103078_d9be5d7db93df78e14512854ed7e5a9d893dbeaebffe3b256fa6f484accdf763" data-rendition-name="original" width="1800" height="1350" loading="lazy" alt="Araniko Highway bikes NT"> <figcaption>Two-wheelers stuck in the mud in the Araniko Highway after heavy rainfall. Photo: RAJKUMAR PARAJULI</figcaption> </figure>  It is likely the Maoist and Unified Socialist ambassador nominees will be crossed out, and it will be interesting to see who gets critical missions to India, China, and the US.&nbsp; This was in essence a joint power grab to stop <a href="https://nepalitimes.com/news/heads-roll">investigations into scandals</a> that both their top leaders are implicated in: the NC in the fake Bhutanese refugee scam, and the UML in a land grab of a state-owned tea estate in Jhapa. And most Nepalis seem to be aware that this is a marriage of convenience that will not make their lives better. Some experts have argued that a NC-UML alliance would be the best bet for relative political stability. Deuba and Oli, now have to prove that to be true.&nbsp; The NC has been demanding that RSP chair Rabi Lamichhane be investigated for his <a href="https://nepalitimes.com/news/nepals-home-minister-vs-the-media">alleged involvement in misappropriating funds from co-operatives</a> he was involved in. The two parties in power must now ensure that ongoing probes into corruption scandals are fully looked into and the perpetrators held accountable, whichever parties they may belong to. Given the premise that this coalition was the result of the NC and UML trying to prevent probes, there is little chance of that happening.&nbsp; The Maoists and the RSP must now be an effective opposition front. Given the tit-for-tat nature of Nepali politics, it is a no-brainer that the RSP will keep going after NC and UML leaders implicated in scandals.&nbsp; The RSP will also have to clean up its own image before the next election, but that will be hard when it is imitating the political culture of the same parties it vowed to be an alternative to.&nbsp; This week, the party stripped General Secretary Mukul Dhakal of all responsibilities after he leaked a scathing report accusing Lamichhane of putting himself above party &nbsp;interests.&nbsp; Nepal’s politics has been dominated by the whims of the same three ageing politicians and their parties since 2006. While they have been engaged in political theatre and trading barbs, 80 people have died across Nepal in floods and landslides since the beginning of monsoon.&nbsp; Vehicles mired in the mud on Nepal’s highways this week are a fitting metaphor of the nation’s politics. More things change, more they remain the same

In math, if only two out of three variables can be together, its permutation can have only three values. The Communist Party of Nepal (Maoist-Centre) and the Communist Party of Nepal (Unified Marxist-Leninist) have teamed up three times since 2017, the last time just four months ago. The Maoists and the Nepali Congress (NC) also got hitched three times.&nbsp; But this is the first time in seven years that the third combination of a NC-UML coalition is being tired out. It was Pushpa Kamal Dahal of the Maoists who, despite being the leader of a much smaller party by a long margin, used his swing vote to take turns hitching up with Sher Bahadur Deuba (NC) and K P Oli (UML). Now, Deuba and Oli have jilted Dahal.&nbsp; Together, the NC and UML have a majority in Parliament to form a new government, but Prime Minister Dahal is refusing to go, saying he will only do so after facing a confidence vote within a month. It is foregone conclusion that Oli will be prime minister for the fourth time, and (if he keeps his promise) hand over to Deuba who will head the government for the sixth time till the next elections in 2027. “The Prime Minister seems to have been taken aback by how suddenly these developments happened,” says political analyst Hari Sharma. “But seeking a confidence vote is a more dignified way for him to go.” Constitutional amendments need a two-thirds majority in both Houses. While the NC and UML have the numbers in the Lower House through support from smaller parties, it will not be possible to obtain a two-thirds majority in the National Assembly without support from the Maoist Center. Sharma adds, “These two parties have come together as a matter of convenience, not principle. A constitutional amendment is only a political cover to justify the alliance.” The NC and the UML say they want to scrap provisions in the 2015 Constitution that gave excluded groups a presence in the legislature through Proportional Representation, saying it led to frequent coalition changes and instability. They have also hinted at doing away with federalism and secularism.&nbsp; “One of the most important parts of the Constitution are inclusivity and proportional representation,” says Sharma. “To see it as a problem that needs a constitutional amendment will be regressive. It would have been more credible if the NC-UML alliance had gone for political or governance reform.” Oli and Deuba tried to give an ideological veneer of the need for constitutional amendment to their secretive midnight pact, but some say it was in essence a joint power grab to offset imminent investigations into scandals that both their top leaders are implicated in: the NC in the fake refugee scam, and the UML in a land grab of a state-owned tea estate in Jhapa.&nbsp; For now, the main priority of the NC-UML is power sharing. The NC is wresting the all-important Home Ministry from the RSP’s Rabi Lamichhane which has been investigating the fake refugee and tea estate scams. Lamichhane himself is being investigated for misappropriating funds from co-operatives. The UML is to get nine ministries, including Finance. Oli had been unhappy with what he called a “Maoist budget” saying there had been no consultation with coalition partners. But the straw that broke the camel’s back was the inability of Dahal and Oli to agree on the lucrative appointment of the head of the Securities Board of Nepal (Sebon).&nbsp; The two parties have also decided to divide up provincial governments with three each, except Madhes Province. There is a geopolitical dimension with China openly backing unity among Communist parties, while India and the West want to thwart a UML-Maoist government. On Wednesday, UML ministers resigned en masse, after the party had urged Prime Minister Dahal to clear the way for a new government. Indeed, despite being the first and second largest parties, the NC and UML have been playing mostly supporting roles in alliances with the much smaller Maoist-Centre.&nbsp; Consecutive governments led by Deuba, Oli and Dahal have failed to stimulate the economy, curb inflation, create jobs, or commit to transitional justice. Corruption became endemic during their tenures. Lately, Deuba and Oli were increasingly spooked by Lamichhane’s corruption probes. Bechan Jha, who was arrested last week for involvement in the fake refugee scandal, reportedly had connections right to the top echelons of the NC. And UML leaders were getting anxious about investigations into the tea estate scam. Nepal’s cyberphere is bristling with speculation that investigations to both scandals will now be sidelined. They want to amend the Constitution so that smaller populist parties do not have a strong presence in Parliament through proportional representation. In the midst of all this, the RSP suspended General Secretary Mukul Dhakal for his scathing internal report critical of Lamichhane putting his political ambition above the interest of the party. The losers in the fast-paced political developments this week appear to be Dahal and the Maoists, Lamichhane and the RSP and Madhav Nepal of the Unified Socialists. However, in the public’s eye, all three mainstream parties are the same, and citizens do not have faith in the new NC-UML alliance improving their living conditions.

Rapid fire governments in Nepal

At the stroke of the midnight hour, and with the stroke of a pen, Nepal’s government has changed for the third time in a year.
Prime Minister Pushpa Kamal Dahal of the Maoist Centre is out of a job after his coalition partner the Communist Party of Nepal (UML) joined hands with the Nepali Congress (NC) to form a new government.&nbsp;
The NC had previously ditched the UML to join up with the Maoists, and the UML had again defected to join the Maoist-led coalition earlier this year.
According to the deal that will be endorsed by both parties on Tuesday, K P Oli of the UML and Sher Bahadur Deuba of the NC will take turns being prime minister for 18 months each till the next election in 2027.
This will be 73-year-old Oli’s fourth time as prime minister, while Deuba, 78, who first became prime minister 30 years ago, will head the government for the sixth time.
Although Oli and Deuba say they want to form a national consensus government, it is not clear if Dahal will agree to bring his Maoist party into the new coalition. The NC is the largest party in Parliament, while the UML is second strongest, and the Maoists are a distant third.
Prime Minister Dahal will now have to prove his majority in Parliament within a month, but he could also resign after which President Ram Chandra Poudel will officially ask the biggest two parties to form a government.
Oli will then become prime minister for the fourth time, although the third time he was prime minister in 2021, he was in office for just one week when the Supreme Court overturned his decision to dissolve Parliament.
NC and UML leaders have said a new national government is necessary because of the need for a majority in the House to pass amendments to the constitutions to possibly dilute provisions for proportional representation in the legislature, which they say has led to instability and frequent changes in government.
However, the UML, NC and to a lesser extent the Maoists appear to be worried about the rise of populist parties and leaders in the last elections cashing in on the popular disillusionment among Nepalis with the three established parties who have ruled Nepal continuously for nearly two decades.
But the two leaders seem not to have realised that it is precisely this kind of political promiscuity that has led to frequent reshuffling of coalitions between the three main parties.
The NC and UML could also be acting to preempt possible investigations into scandals that their leaderships have been implicated in. Top NC leaders have been named in the fake refugee scandal, and the UML has been tainted by allegations of huge land grab of a former government-owned tea estate in Jhapa district.
By being in government, both parties could sideline investigations into scams that their top leaders are allegedly involved in. As per details of the Deuba-Oli nocturnal deal leaked to the press, the NC will get 10 ministries including the powerful Home Ministry and the UML will have nine including the finance portfolio.&nbsp;
The fate of the fourth party in Parliament, the RSP, and its controversial Home Minister Rabi Lamichhane is also unclear at this stage. The RSP is in the present Dahal-led coalition and Lamichhane had bargained as a party with swing votes to insist on having the home minister’s post which he has used in the past year to deflect investigations into his citizenship and cooperatives scandals.
Dahal appears to have had wind of the Deuba-Oli rapprochement and had tried to convince the two leaders that they could join the coalition he led as prime minister. Till Monday, Dahal was trying to prevent a possible NC-UML alliance, giving speeches calling for a unity of left parties.
There could be a geopolitical angle to this, since the Chinese have openly said they favour Nepal’s Communist parties to unite. And because of this, India and the West have worked behind the scenes to prevent left-wing unity.
The UML-NC ‘coup’ would prevent the UML and the Maoists from being in the same government.
There is uncertainty about the abrupt recall of eight NC-appointed ambassadors last month by the UML-Maoist coalition. Now that the NC is back in power, will some of them be reinstated?
Another uncertainty surrounds the seven provincial governments which have risen and fallen in the past year, mostly in relation to which coalition is in power in Kathmandu. The NC-UML deal is also said to include a proportional distribution of provincial governments, even though that goes completely against the spirit of federalism and political devolution as enshrined in the Constitution.

Nepal government changes again

A few years ago, at a training workshop in Janakpur for political parties to deepen their internal democracy, an LSP leader openly declared that he was a member of Rastriya Swayamsevak Sangh (RSS), the Indian group promoting <a href="https://nepalitimes.com/editorial/volatile-mix-of-politics-and-religion">political Hindutva</a>.
The RSS is notorious for its anti-Muslim rhetoric, and some elements of Nepal’s political class have since been influenced by the inflammatory rhetoric and ideology, as well as by its political front the Bharatiya Janta Party (BJP).
Fast forward to 2024, and the dust is beginning to settle after India’s ‘festival of democracy’ in which the National Democratic Alliance (NDA) led by the BJP lost 63 seats compared to the previous election in 2019. Yet the BJP still has 240 seats, and with its alliance partners, 293 seats in the 543-strong Parliament.
INDIA (the Indian National Developmental Inclusive Alliance) led by Rahul Gandhi’s Indian National Congress (INC) has recovered from a dismal performance in 2019 with 231 seats, and the INC itself bagging 99 – up from 52 last time.
Most India-watchers have concluded that <a href="https://nepalitimes.com/opinion/borderlines/demodification-of-india">Indian voters have stopped the BJP’s Hindutva juggernaut in its tracks</a>. Prime Minister Narendra Modi’s party had ruled India since 2014 with an increasingly authoritarian style, imprisoning two chief ministers in the run up to elections, and gagging India’s once-vibrant free media.&nbsp;
During the last 10 years, India’s Muslims were bulldozed, sometimes quite literally as the<a href="https://archive.nepalitimes.com/article/from-nepali-press/After-Adityanath,3617"> Uttar Pradesh Chief Minister Yogi Adityanath of the BJP</a> used heavy earthmovers to raze Muslim homes and businesses.
Farmers in Punjab and Haryana repeatedly marched on Delhi to protest the BJP’s agriculture policy. The Covid-19 pandemic caused millions of unacknowledged deaths and it is accepted that the official death toll was a gross undercount. The youth, especially in rural India and the working class have not benefited from India’s impressive economic growth. The Ambanis, Adanis and other corporates used their BJP connection to amass wealth.&nbsp;
More than anything else, this election result showed the BJP a red line: the party has coalition partners who do not share its ideology and it cannot anymore bulldoze its way over India’s social and political opposition anymore.
As soon as the election results were clear, pundits in Nepal have been trying to analyse what a downsized BJP means for the country. Officially, Indian ex-diplomats have said that no matter which party is in power in India, its neighbourhood policy maintains continuity.
But it was transparently clear that <a href="https://nepalitimes.com/news/india-s-hindutva-politics-influencing-nepal">Nepal’s royal right parties got a boost</a> in their effort to roll back secularism from the Constitution. UP’s BJP chief minister Yogi Adityanath, the high priest of the Gorakhnath shrine, openly backed the restoration of monarchy in Nepal.
But it was in UP that the BJP suffered its most humiliating defeat, its candidate losing even in the constituency of Ayodhya where Modi had inaugurated a <a href="https://nepalitimes.com/here-now/the-sita-ram-corridor">Ram temple built on the ruins of a mosque</a> as a part of his electoral campaign. The BJP lost 29 seats in UP alone.
A weaker BJP in India, and particularly UP, could mean that the influence of political Hindutva will wane in Nepal as well. This may mean a less aggressive RSS/BJP presence in Nepal.
This major shift in Indian politics also means Nepal’s ruling class cannot continue to do what it has been doing since 2014. Our leaders when in Delhi had been ignoring opposition leaders in the past ten years while kowtowing at Modi’s feet.
This continued when Prime Minister Pushpa Kamal Dahal was invited to New Delhi last week to participate at Modi’s third oath taking (pictured below). While there were photo-ops of Prime Minister Sheikh Hasina of Bangladesh hugging Sonia Gandhi, Dahal and his daughter Ganga did not bother to meet any opposition leaders. It was as if Nepal’s prime minister did not even bother about the outcome of India’s election result.
Ideologically, Nepal’s liberal and leftist political parties are supposed to be closer to the INC and its allies. After all, Nepal’s 2015 Constitution was written at a time that spanned regime change in Delhi ten years ago. &nbsp;
When it rains in Delhi, Nepal's leaders unfurl their umbrellas. Indeed, our political leaders have resorted to performative Hindutva rituals during India visits, making it a point to <a href="https://nepalitimes.com/news/red-to-saffron">worship at temples and don saffron robes</a> just to appease the Delhi Darbar. But the political class now needs to revive its close ties with the Indian opposition.
Back at home, the saffron flags, angry Hanuman stickers, and sword-wielding Hindutva demos in Janakpur, Birganj and Kathmandu do not really showcase Nepal’s more tolerant brand of Hindu culture. After all these are the symbols of the proponents of ‘Akhanda Bharat’, the mythical greater South Asia that includes Nepal, maps of which the BJP leaders display on their walls.
Perhaps it is time to rethink <a href="https://nepalitimes.com/opinion/southerly-winds">what Hinduism means to us</a>: an inclusive religion that seeks to bestow liberation to believers, not a political campaign to gain state power and marginalise other religions.
The Indian election results have also sent a message to Nepali liberals and leftists that mixing politics with religion does not work, nor does <a href="https://nepalitimes.com/editorial/democracy-s-discontents">hollow populism</a>. Sooner or later, the voters will see through it all.&nbsp;

Hindutva juggernaut hits a speed bump

Just two weeks into the new Maoist-led 5-party coalition government, Prime Minister Pushpa Kamal Dahal has found a new best friend in Home Minister Rabi Lamichhane.
So desperate is Dahal to stay on as PM that he has sacrificed his bishop, comrade-at-arms Krishna Bahadur Mahara who is Maoist vice-chair and has given new meaning to his party designation.&nbsp;
Lamichhane is out to show that he has the pluck to go after high profile politicians, and has convinced Dahal that he had to do what he had to do to restore flagging public support.
It was convenient that Lamichhane could use an inquiry commission report implicating Mahara in 60kg of gold being smuggled in from Hong Kong as motorcycle brakes last year, and another 9kg gold a Chinese passenger was caught hiding in a consignment of e-cigarettes in 2022.&nbsp;

Lamichhane met the Prime Minister last Friday, and the two seem to have agreed that Mahara was expendable. Mahara got wind of this, and was caught while trying to escape to India via the Kapilvastu border. He is currently being detained in a hospital in Kathmandu.
Lamichhane is said to be targeting senior opposition Nepali Congress (NC) leaders next, and Mahara’s arrest was necessary to prove that he is not sparing party figures from his own coalition. His predecessor, Narayan Kaji Shrestha who is now Foreign Minister, had selectively gone after UML and NC leaders.&nbsp;
Dahal’s decision to sacrifice Mahara may have been easier because the former House speaker was already a tainted figure, with ties to telecom kickbacks and accusations of syphoning off money meant for ex-guerrillas. &nbsp;There was no probe into either allegation.&nbsp;
In 2010, an audio recording was leaked to the press of him demanding Rs500 million from a Chinese national to buy lawmakers to keep the Maoist coalition intact. Despite this, he became House Speaker in 2017.&nbsp;
Mahara was finally arrested in 2019 after a female staffer of the Parliament secretariat accused him of rape. He resigned as Speaker, but was eventually acquitted by the courts.

Former Maoist leader Muma Ram Khanal says this time, too, the case against Mahara may fizzle out. “It could just be another stunt that the Prime Minister is pulling with his Home Minister,” he told our sister publication, Himalkhabar.
As of press time Thursday, it was not clear whether Mahara’s four-day arrest would be extended. The evidence against Mahara that he pressured customs officials to release smuggled gold, and made multiple phone calls to the accused may not be deemed enough by the courts to convict him.&nbsp;
Seeing that Lamichhane may be coming after its own Arzu Rana Deuba and Binod Chaudhary next for their involvement in the fake refugee scandal and the Bansbari land grab, the NC is trying to snare the Home Minister in a case involving the misappropriation of funds from cooperatives to fund a media company Lamichhane co-founded with businessman G B Rai.
Suspiciously, one of Lamichhane’s first acts as Home Minister was to transfer CIB chief Kiran Bajracharya, who was heading the investigation of the cooperatives fraud case. Bajracharya was blamed for her unwillingness to investigate Mahara and others in gold smuggling.

The NC has threatened to obstruct Parliament unless Lamichhane is investigated in the cooperatives case even though Prime Minister Dahal this week staunchly defended his Home Minister.&nbsp;
If all this was an attempt by the RSP to show that it is serious about curbing corruption, the public does not seem all that convinced. Many see the investigations as vendetta and political drama. The web of corruption is so tangled that every politician has something on another politician, and they all tend to cancel each other out.&nbsp;
Mahara was questioned about his alleged connection with the smuggling racket last year, and his son Rahul has been in police custody since August for his involvement in the case. Other political leaders including incumbent Finance Minister Barsaman Pun, former speaker Onsari Gharti Magar, and Dipesh Pun, son of former vice-president Nanda Bahadur Pun, have all also been accused of being a part of the gold trafficking ring.&nbsp;
Former prime ministers, ministers, and political leaders have been questioned, even detained, for their involvement in cases ranging from the Baluwatar real estate scam to the fake refugee scandal, but they have either been spared completely, released on bail, or the investigations have hit a dead end.&nbsp;
All the leadership seems to care about is to push probes into corruption cases when they are in power and rivals are in the opposition. In that respect, though, Mahara’s detention is an outlier — he has been taken in while his own party boss is Prime Minister.

This <a href="https://nepalitimes.com/news/catapulting-to-singha-darbar">new season of Singha Darbar</a> looks set to be action-packed: back-stabbing, betrayals, break-ups, patch-ups, repeat cameo appearances by tainted characters. &nbsp; All but three members of the new Cabinet have been ministers at least once before. No one remembers any accomplishments from their previous tenures. But we do recall allegations of misconduct, nepotism, incompetence, or conflict of interest. &nbsp;&nbsp;&nbsp; Read also: <a href="https://nepalitimes.com/editorial/what-difference-does-it-make">What difference does it make?</a>, Editorial&nbsp; Summary of (some) Cabinet members who have become ministers (again) despite their nefarious pasts: Barsaman Pun, Minister of Finance Maoist Centre Has been finance minister twice, energy minister once and served as Minister for Peace. Implicated in a previous term in the purchase of six Chinese aircraft for Nepal Airlines.&nbsp; Just in his first week again as finance minister, Pun has found himself again in the middle of a scandal. An investigation by Nagarik links him with a <a href="https://nepalitimes.com/editorial/nepal-gets-gold-medal-for-corruption">smuggling racket</a> in which his relative, former Vice President Nanda Kishore Pun, is already under investigation. Both Puns are former Maoist guerrilla commanders, and are close to Prime Minister Dahal. &nbsp; Raghubir Mahaseth, Minister of Physical Infrastructure and Transportation UML Why this man keeps coming back despite past scandals is a mystery. But there is credence to the theory that his relative, billionaire and Belarus resident Upendra Mahato, is a UML donor. Mahaseth holds the dubious honour of being given the boot by his own party chair K P Oli for ‘poor performance’ during his previous 18-month term in the same ministry in 2019. But he is back. In 2020, Mahaseth retaliated against Oli by publicly denouncing the UML. Oli placated him by giving him the Foreign Ministry in 2021, despite Mahaseth’s total lack of experience in foreign affairs. Oli has stuck by Mahaseth despite influential party members like Ramchandra Jha leaving the UML because of this mollycoddling. &nbsp;&nbsp; Rabi Lamichhane, Minister of Home Affairs RSP Even party insiders were against Rabi Lamichhane joining the government at this time. Just about everyone knows he wanted to be back in the powerful Home Ministry to clear his name in <a href="https://nepalitimes.com/banner/the-rise-and-fall-of-rabi-lamichhane">a citizenship caper and a cooperative scam</a>. The Supreme Court invalidated his previous MP position due to his US citizenship issue, but he rectified it easily by obtaining new citizenship and winning a by-election that reinstated him. In early 2024, Lamichhane was accused of misappropriating funds from several cooperatives to bankroll the media company he owned. Aryal does have interest in the labour sector, or shall we say <a href="https://nepalitimes.com/latest/conflicting-interests">conflict of interest</a>. In 2023 he was appointed minister while still listed as CEO of a remittance company and International Marketing Director at a recruitment agency, one of 41 investigated by the Department of Money Laundering.&nbsp; Pushpa Kamal Dahal, Prime Minister Maoist Centre Throughout his career Dahal has juggled two jobs: chair of the Maoist party as well as a one-man recruitment agency giving jobs to his children, in-laws, even the son of his landlord.&nbsp; He made sure his daughter Renu Dahal had ample chances to be elected mayor of Bharatpur twice. His other daughter Ganga handles his secretariat and is a photo-op buddy in Dahal’s high-profile engagements. Daughter-in-law Bina Magar was previously the Minister for Water Supply, and his sons-in-law and nephew have held positions ranging from personal secretaries and political advisers to politicians. The son of his <a href="https://nepalitimes.com/news/lharkyal-lama-s-lumbini-inc">landlord was given a 99-year lease on the sacred Buddhist Ramgram site</a>, a deal struck down by Parliament’s Public Accounts Committee last month. &nbsp; This week, <a href="https://nepalitimes.com/latest/pushpa-kamal-dahal-is-still-prachanda">Prime Minister Dahal</a> pushed &nbsp;his cousin Narayan Dahal to be appointed chair of the National Assembly despite criticism of nepotism from within his party. At least there are some fresh faces in the Cabinet, two of whom are Education Minister Sumana Shrestha and Youth and Sports Minister Biraj Bhakta Shrestha, both of the RSP. Shrestha has been vocal about education reform as an opposition MP, and it will be worth watching if the two Shresthas will be allowed to bring positive change, now that they are in government. Skeletons in the Cabinet

If the frequent collapse of the provincial coalition in Kosi is any indication, all is not well in the power dynamics in Nepal’s nine-party governing alliance.
This week, Kedar Karki of Nepali Congress (NC) became the fifth Chief Minister of Kosi Province since elections last November. Karki passed the floor test in the provincial assembly, but with help from the opposition UML. The UML had failed to get enough votes for its own chief minister candidate which precipitated the new election.
This was an embarrassment for Maoist prime minister Pushpa Kamal Dahal who had got the coalition at the centre to back fellow comrade Indra Bahadur Angbo. And it was also a blow to NC president Sher Bahadur Deuba.
A dissident faction of the NC not happy with party president Sher Bahadur Debut’s conjugal relationship with the Maoists, got UML backing to support Karki’s chief ministership. Eight NC members from Koirala’s camp and 39 from the UML, which has the majority seats in Kosi provincial assembly, supported Kedar Karki.&nbsp;
What followed was even more intriguing. Prime Minister Dahal and Deuba summoned Shekhar Koirala and tried to convince him to backtrack on Kosi. He refused. But they did manage to convince him not to mess with the coalition setup in return for allowing Karki to be Kosi Chief Minister.
And since Nepali leaders are not best known to keep their word, the three put their deal in writing on a crumpled piece of paper, torn from someone’s copy book, and signed it (pictured).
Kathmandu interfering in Kosi is not new. In fact, the former Kosi Chief Minister Hikmat Karki of the UML was actually backed by the Maoists, despite its alliance with the NC at the centre. Rescinding that support is what led to the current instability.&nbsp;
The background to this back-and-forth is the ethnic debate about whether the province should be called Kosi or Kirat. The matter is such a hot potato that Province 1 was the last of the seven to finally vote on a name (Kosi) last year.&nbsp;
The region’s indigenous groups want a name that reflects their identity, but the various ethnic groups are not united in what that name should be. Prime Minister Dahal made matters more complicated by saying that Kosi should be changed to Kirat.&nbsp;
All this is ammunition for those who want to scrap Nepal’s federalism, saying it is a waste of money, it decentralises corruption and multiplies by seven the disarray at the centre.
However, Nepal’s provinces have never been allowed true autonomy on revenue-raising and decision-making, they have been mere appendages of Kathmandu.
Within the NC, the Kosi debate has brought to the surface the strong feelings about the leadership of the largest party in Parliament shamelessly kowtowing to the third largest party. Leading this dissenting group are Shekhar Koirala and Gagan Thapa, although there is an undercurrent of rivalry to succeed Deuba between them.
So far, the coalition has withstood tensions brought on by controversial provisions in the budget, as well as a series of high profile corruption cases that shook up and implicated the top leadership of all major political parties.&nbsp;
It is clear that Nepal’s governing coalition, especially the alliance between the NC and the Maoists, has remained steadfast because of the sheer opportunism of the leaders in charge of both the parties. (And perhaps a bit of geopolitical goading from the South.)
The aftermath of Dahal’s successful attempt to regain premiership from Deuba last year was a power-sharing deal under which Dahal and Deuba gave each other two years each as PM. As per the deal, Unified Socialist chair Madhav Nepal also gets one year at premiership, which is perhaps why he has gone along with the whims of Dahal and Deuba.
All this horse-trading leaves little time for the coalition to govern. Development is at a standstill, inflation is at an all time high (page 4) and corruption has reached pandemic proportions.&nbsp;
The Dasain mood is subdued. Coalition partners will likely use the holiday to plot, and plot some more. They will face fresh challenges, the biggest being the question whether the alliance will hold together long enough, and if Deuba and Dahal will honour their deal to rotate the prime ministership.

Kosi now, Kathmandu next?

When he was still leading the Maoist insurgency as Prachanda, guerrillas under his command executed priests, desecrated temples, burnt Sanskrit books. But even after being elected prime minister as Pushpa Kamal Dahal, he tried to replace priests from Kerala at Pashupati with Nepali ones. Indian priests resigned, and the move angered Hindus in both countries. During the insurgency, Dahal exhorted his fighters to wage war against India, even while he and other leaders were in a safe house in a New Delhi suburb.&nbsp; Fast forward to 2023. Prime Minister Dahal visits the Mahakaleswar Temple in Ujjain &nbsp;during his official visit to India, where he offers prayers clad in saffron, holy thread, and sacred ash smeared on his forehead. Faced with criticism from his own comrades, Dahal defended his temple run an act of “cultural diplomacy”. On the home front, the cultural diplomacy continued with Dahal visiting Pashupati for the first time with his finance, foreign and tourism ministers in tow. The irony was not lost on the public, at a time when opposition leader K P Oli of the UML is on the spotlight for 11kg of gold that went missing during redecoration of the sanctum sanctorum three years ago. Then on Wednesday, Dahal attended a graduation ceremony at the Nepal Sanskrit University in Dang, the same institution his cadre set fire to in 2002, destroying ancient texts in the library. He said the university was important for Nepal’s “cultural reawakening”.&nbsp; Nepal’s Maoist leader is overseeing a cultural revolution in reverse. It was a matter of time before India’s Hindutva supremacist politics would influence Nepal, but few expected it to be as dramatic as the 180 degree turn by Nepal’s prime minister. &nbsp; To be sure, Dahal is not the first Communist leader to visit a temple. UML chair K P Oli visited Pashupati and declared that Lord Ram was born in Nepal, amidst much criticism from secularists.&nbsp; Read also: <a href="https://www.nepalitimes.com/news/nepal-india-power-play">Nepal-India power play</a>, Ramesh Kumar  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230616040648_7a0da5a063d4d24f1528cde2ffbb2c12dfcb7f99c24c4a89aa1435b6d84c6ae7.jpg" data-media-id="editor_1" data-image-id="20230616040648_7a0da5a063d4d24f1528cde2ffbb2c12dfcb7f99c24c4a89aa1435b6d84c6ae7" data-rendition-name="original" width="960" height="657" loading="lazy" alt="PM in Pashupati"> </figure>  As for Dahal, he has dabbled in Hindu rituals before. In 2010, he was ridiculed when he worshipped a buffalo in Sunsari to “ward off bad luck” per an astrologer’s suggestion. Dahal has not even tried to hide why he is suddenly a born-again Hindu. With Indian Prime Minister Narendra Modi probably headed for re-election next year, he may have thought it expedient to be on the BJP’s good books by shedding his Communist skin even if it means risking radical saffronisation of Nepali politics.&nbsp; Dahal’s party is the third largest in Parliament, and he has a hush-hush deal to hand over rotational prime ministership to Madhav Nepal of the CPN-US and the NC’s Sher Bahadur Deuba. To shore up his popularity, he could be courting support from a majority of Nepalis who past polls have shown want to dump secularism and declare Nepal a Hindu state. He could also be trying to take the wind out of the sails of the RPP, the party which was trying to use the Hindu card for the reinstatement of the monarchy. In fact, the RPP’s Rajendra Lingden dismissed Dahal’s new Hindu avatar as mere optics, and said the real test would come when the RPP brought a proposal to Parliament to remove secularism from the preamble to Nepal’s Constitution.&nbsp; UML leader Bhim Rawal said Dahal would have saved the country from much grief if he had visited Pashupati in 1996 instead of starting a war, and wondered if the prime minister’s volte face was a result of his one-on-one with Modi in Delhi. &nbsp; Dahal’s one time comrade-at-arms, Baburam Bhattarai tweeted obliquely: ‘One cannot question someone else’s decision to visit a religious place, that is a matter of personal faith. Even Nepalis critical of the Maoists have said it is better that the former guerrillas are now visiting temples instead of destroying them. Dahal also wants to keep Modi and the BJP happy, given their aggressive Hindu-right agenda having a ripple effect in Nepal. Having Modi’s backing will be beneficial if Dahal faces another power struggle within his coalition. On the other hand, the BJP seems more comfortable with a rebranded saffron Maoist leader in Nepal rather than the RPP whose agenda it may consider too monarchist and nationalistic. &nbsp; Political analysts and insiders have attributed the Maoist party falling to third position to a lack of institutional structure and the abandonment of its anti-status quo ideology. Using a Hindu card may be too tempting to forego for Dahal, who must have noticed the support among young Nepalis for populist personas like mayors Balen Shah and HarkaSampang, or new technocrats in the RSP.&nbsp; Dahal faced criticism back home that he did not raise the issues of the Akhanda Bharat map in India’s new parliament building and the Kalapani dispute. Balen Shah and Harka Sampang immediately hung their own ‘Greater Nepal’ maps ” including territory lost to British India in 1816 in their offices. NC leader Gagan Thapa also called for Nepal to issue its own “cultural map. Dahal must have expected criticism for his Pashupati visit, and whatever his intentions might be, it remains to be seen if the prime minister will make rounds of monasteries, mosques, churches, and other places of worship across the nation to show that he supports Nepal’s constitutionally guaranteed religious freedom.&nbsp; Read also: <a href="https://www.nepalitimes.com/opinion/borderlines/nepal-pm-to-india-to-reboot-ties">Nepal PM to India to reboot ties</a>, Chandra Kishore

RED to SAFFRON

Even before Nepal’s Prime Minister Pushpa Kamal Dahal returned from a four-day official trip to India on Saturday, commentators and the social web back home had given the visit an F in his report card. Welcoming Dahal before their bilateral talks on Thursday, Indian Prime Minister Narendra Modi had already declared that Dahal’s visit would be a “super-hit”. And indeed, from an Indian perspective it was. Nepal had a long wish-list of things to be sorted out during the visit, but India was not giving in on any of the really substantial ones, and most of the outcomes were cosmetic.&nbsp; Read also: <a href="https://nepalitimes.com/opinion/borderlines/nepal-pm-to-india-to-reboot-ties">Nepal PM to India to reboot ties</a>, Chandra Kishore The Nepali side has tried to highlight some of the positive achievements of the visit, but had to be satisfied with less than what it wanted.&nbsp; Nepal had demanded a 25-year energy cooperation deal with India, but Modi only verbally announced that India would procure up to 10,000MW of power from Nepal in the next ten years. The agreement on exporting only 40MW of power to Bangladesh via India was largely symbolic. The MoUs were signed in the presence of Dahal and Modi for the Lower Arun and Phukot Karnali hydropower projects (pictured below) had already got the green light in March.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230603030648_08ef06d22b8a78dff275060ab89359323f1e9d2ef12cf00b7a7d1e57a3f9975b.png" data-media-id="editor_1" data-image-id="20230603030648_08ef06d22b8a78dff275060ab89359323f1e9d2ef12cf00b7a7d1e57a3f9975b" data-rendition-name="original" width="1776" height="1152" loading="lazy" alt="Prachanda New Delhi"> </figure>  There is criticism from commentators in Nepal that those river project agreements, the Butwal-Gorakhpur transmission line as well as the ground breaking of two more petroleum pipelines in Nepal would disproportionately benefit India. Even the building of a new integrated checkpoints in Nepalganj and Dodhara Shandani would facilitate Indian exports to Nepal.&nbsp; Building petroleum infrastructure at a time when Nepal should be focussed on meeting its 2045 net-zero decarbonisation goals appeared incongruous to many. Nepal had insisted on two-way traffic on the L626 and B345 air routes west from Kathmandu that would shorten travel time and make inbound flights to Pokhara and Bhairawa airports more attractive to international operators. But India grudgingly agreed only to lower flight level traffic eastbound on L626 below 15,000ft. This would only benefit short-haul turboprops into Nepal, and not international flights from Delhi, the Gulf or Europe. India also agreed to provide access to its air space for ILS landings at the new Bhairawa airport, but said that inbound flights on B345 could not be allowed because of security concerns of its nearby air force base in Gorakhpur. Instead of air routes, Nepal got a promise to allow the use of India’s inland waterways for transportation. Photo: RSS</figcaption> </figure>  India appears to have flatly refused to even discuss the Eminent Persons Group (EPG) report which has suggested a revision of the 1950 India-Nepal treaty that Nepalis have regarded as being asymmetric. There was also no progress on the Lipu Lek-Kalapni border dispute. However, Dahal in a meeting with Nepali editors on Friday said that he had raised Kalapani with Modi and both had agreed to find a resolution through negotiations. But he floated the controversial idea that Kalapani could be swapped with India for a road corridor across 26km of Indian territory to Bangladesh from southeast Nepal. He did not seem to know that Nepal had already secured an agreement with India’s I K Gujral government 30 years ago that allowed this corridor, which was never implemented. The Kalapani swap proposal is bound to raise nationalism hackles in Nepal. Dahal’s Delhi visit had other photo-ops that did not sit very well back in Nepal. The photograph of his daughter-private secretary Ganga Dahal sitting in during the prime minister’s meeting with India’s National Security Adviser Ajit Doval and Foreign Secretary Vinay Kwatra (and not Nepal’s foreign secretary) has been much criticised in Nepali social media.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230603030656_922355b75e4806b9f715bcf888d0dda65a41e6774bfb298fc4c758bc72e05aec.jpg" data-media-id="editor_3" data-image-id="20230603030656_922355b75e4806b9f715bcf888d0dda65a41e6774bfb298fc4c758bc72e05aec" data-rendition-name="original" width="1399" height="788" loading="lazy" alt="Prachanda and Ganga Dahal in Delhi"> <figcaption>Indian Foreign Secretary Vinay Mohan Kwatra and Indian National Security Adviser Ajit Doval with visit Prime Minister Pushpa Kamal Dahal and his daughter Ganga Dahal in New Delhi on 31 May. Photo: RSS</figcaption> </figure>  Members of the Nepali delegation, who are not government officials but friends of ministers, taking selfies during solemn occasions like the wreath-laying at the Mahatma Gandhi memorial has also been lampooned in Nepal.&nbsp; But the most glaring contradiction was the sight of a Maoist prime minister of Nepal clad in saffron and holy thread, offering prayers at a Shiva temple in Indore (pictured below). Photo: BABURAM BHATTARAI/TWITTER </figcaption> </figure>  Commentators pointed out the contrasting irony of this with the Maoists assassinating Hindu priests and desecrating temples during their armed struggle in 1996-2006, and being the most aggressive proponents of making Nepal a secular republic after the peace accord. Many have said the transformation of Prachanda to Pushpa Kamal Dahal is now complete, and it is only a question of time before the Maoist Centre drops the ‘Maoist’ label from its party name.

Super-hit, or super-flop?

Photo: RSS</figcaption></figure>Nepal’s President is a ceremonial post with only residual powers. Why then is there such a tug-o-war going on about who gets to replace President Bidya Devi Bhandari after her five-year term expires on 13 March?
Why are the supreme men of the three main parties acting as if the sky will fall if they do not get their candidate to be elected the next president?
Because they know how much the President’s constitutional power can be abused to do the bidding of the prime minister, as has happened repeatedly in the past four years. Bhandari’s candidacy for president was strongly backed by K P Oli when he was prime minister, and she quickly gave her stamp of approval when Parliament was dissolved <a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/nepal-pm-oli-goes-it-alone/" target="_blank" rel="noopener noreferrer">to stave off a challenge from Pushpa Kamal Dahal and Sher Bahadur Deuba.</a>
The move was stopped by the Supreme Court, and Deuba succeeded Oli as prime minister. But when he <a href="https://www.nepalitimes.com/latest/coalition-set-to-snub-president-bhandari/" target="_blank" rel="noopener noreferrer">tried to pass ordinances on the citizenship bill</a>, to allow parties to split, or give blanket pardon for war crimes, President Bhandari was not as prompt in signing them.   
After the November election, Oli pulled a fast one and got Dahal to defect from Deuba to <a href="https://www.nepalitimes.com/banner/left-led-coalition-upturns-nepal-politics/" target="_blank" rel="noopener noreferrer">form the 7-party coalition</a> which is currently in power. In return for letting Dahal have a first go at being prime minister, Oli secured a deal to have the posts of President and Speaker of the House of Representatives.
But such is the <a href="https://www.nepalitimes.com/editorial/nepals-political-economy/" target="_blank" rel="noopener noreferrer">level of mistrust between him and Oli</a>, that Dahal soon started having misgivings about letting the UML have so much power. And because of Oli’s past behaviour, Dahal and Deuba feared that giving the UML all three posts of president, prime minister and speaker would make Oli all-powerful after two-and-half years.
As per the agreement with the Maoists, the <a href="https://www.nepalitimes.com/latest/conflicting-interests/" target="_blank" rel="noopener noreferrer">UML already has its Devraj Ghimire as Speaker</a>, while the RSP got Indira Rana Magar in as Deputy Speaker. Now that a weighted electoral college of federal and provincial assembly members needs to elect a new President, the UML is in a collision course with the Maoists and NC.
The Election Commission has set the date for the election on 9 March, just two days before President Bhandari’s term is over. The NC says the election should be on 11 February, one month before the president steps down, as stipulated by the Constitution.
But more contentious than the date is whether the UML will maintain its support for the 7-party coalition if it does not get its candidate to be president.  
Dahal got Deuba to support the government<a href="https://www.nepalitimes.com/banner/nepals-illiberal-democracy/" target="_blank" rel="noopener noreferrer"> despite the NC being in the opposition</a>, reportedly with the assurance that a Congress nominee would get to be president. But Maoists and the NC combined do not have the numbers to do that. Having given his word to both the UML and the NC about the presidentship, Dahal is in a bind, and has said he is seeking “a national consensus” on a candidate.
This is where the high drama surrounding the Supreme Court verdict on 20 January about the RSP’s <a href="https://www.nepalitimes.com/banner/the-rise-and-fall-of-rabi-lamichhane/" target="_blank" rel="noopener noreferrer">Rabi Lamichhane’s citizenship</a> becomes critical. Lamichhane was forced to step down as Home Minister and Deputy Prime Minister, but this week applied and got back his citizenship, and was reinstated as party boss.
There is now a move to file a case against him for breach of the Citizenship Act, and make him ineligible to hold office, while Lamichhane with backing from the UML, is trying to regain his Home Minister post. The UML’s claim for presidentship would be bolstered by Lamichhane continuing to be a powerful member of the Cabinet, and Oli’s game plan is to keep the coalition intact.
The NC is likely to field Krishna Sitaula or Ram C Paudel as president, while <a href="https://www.nepalitimes.com/here-now/baburam-bhattarais-4-point-formula/" target="_blank" rel="noopener noreferrer">Baburam Bhattarai</a> could also be a candidate from the Maoist party when it unites with the Nepal Socialist Party and becomes the CPN-Socialist. Oli appears to want President Bhandari to continue for a second term, and failing that may put forward Subhas Nembang.
The post of president should not involve such political wheeling-dealing. Ideally it is the turn of a Janjati or Dalit candidate to represent the spirit of inclusion enshrined in the Constitution. But more importantly, it should be someone who is a respected a-political person – and there are plenty of  Nepalis to choose from.

An unceremonious President

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
