Photo: AAKASH KC</figcaption></figure>When Aakash KC flew to Kathmandu from Seoul in February 2020, he was looking forward to a three-month break in Nepal from his job in South Korea. Little did he know that he would be stranded for almost two agonising years in Nepal due to the pandemic. KC finally flew back to Seoul on Monday after months of uncertainty because of confusing information on Covid, flip-flopping rules. “As per Korean law, I had to come to Nepal for three months before resuming with same employer for another five years,” KC said as he prepared to leave. KC is part of the much-coveted <a href="https://archive.nepalitimes.com/article/nation/Korea-treating-Nepali-migrant-workers-right,2813" target="_blank" rel="noopener noreferrer">Employment Permit Scheme (EPS)</a>, a government-to-government partnership between Nepal and Korea to supply workers, and is luckier than most other Nepali migrants because he had an employer who waited to have him back. KC had to renew his Certificate for Confirmation of Visa Issuance (CCVI) multiple times with help from his Korean employer. He said: “I used to feel anxious when co-workers from Sri Lanka had returned to their jobs in Korea whereas my future was uncertain.” KC’s employer was not just patient, he even sent him financial help during the early months of the pandemic. It is a testament to the hard work and trust that Nepali workers like KC have built with their Korean employers that they are willing to do that.  <img width="455" height="286" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1df89c7e80680e0af3e4jpeg.jpg" alt="">KC did not look for any other options during the past two years, although he was tempted to prepare for Nepal’s civil service exams. He has retained his language skills, and earlier this week was excited about returning to Korea. To be sure, not everyone is as lucky as KC. Sunita Gurung worked on a farm in Korea, and received her CCVI for continued employment. But her employer cancelled because the process dragged on for too long, leaving her heartbroken and helpless. “I understand why he did that,” Gurung said. “How long can an employer wait when I could not confirm when I could return?” For over 10,000 other Nepalis who passed the competitive Korean language and skills exams, the <a href="https://www.nepalitimes.com/opinion/labour-mobility/crossborder-virus-and-nepali-migrant-workers/" target="_blank" rel="noopener noreferrer">pandemic has been a roller coaster ride</a>. They were too far along the process to let go of lucrative job opportunities in Korea that guarantees high wages and a secure future.  <figure><img width="960" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1dfa9c7e80680e0af3e5jpeg.jpg" alt=""><figcaption>Nepali workers boarding a Korean Air flight in Kathmandu this week after being stuck for nearly two years. Photo: AAKASH KC</figcaption></figure>The workers saw the Gulf and Malaysia opening up after the lockdowns, and could not understand why Korea was still closed. Some workers were under pressure from their families to take up whatever overseas job was available. “When my family saw others from the community headed to Gulf, they asked why I could not do the same. They don’t understand,” said one worker. All the uncertainty and false alarms over the past year and a half has taken a toll on the mental health of <a href="https://archive.nepalitimes.com/article/nation/Korean-kafala-migrants-in-Korea,4025" target="_blank" rel="noopener noreferrer">aspirants for Korea</a>. The lack of clear information also means confusion about whether the delay was due to Covid-19 restrictions in Nepal or Korea, vaccine status, or the result of insufficient diplomatic lobbying by the Nepal government.It has not helped that for almost three years, there has not been a Nepali ambassador in Seoul. Junior embassy staff do not have the same access and influence as an ambassador, and the country’s labour diplomacy has suffered as a result.“We knew it was due to public health concerns and the Korea government was using similar criteria to all EPS partner countries to assess whether to allow workers or not, but our government was also not being proactive,” said Askash KC who <a href="https://www.nepalitimes.com/here-now/delayed-dreams-for-korea-bound-nepalis/">took to the streets</a> earlier this year to put pressure on the Nepal government to lobby with the Koreans.  <figure><img width="2048" height="1536" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1dfc9c7e80680e0af3e6jpeg.jpg" alt=""><figcaption>Trilok Pant finally flew to Korea in October after waiting for nearly two years and is back at his job. A running joke within the Struggle Committee was that one labour minister who lasted only a few days in office earlier this year asked the members who had gone to appeal to him: “What is EPS?”The South Koreans had set three criteria for the corridors to resume: the presence of direct, regular flights to Incheon, all migrants buy Covid-19 insurance, and workers pay for ten-day quarantines on arrival in Korea. All these criteria were met, and despite the added cost to the workers, Nepalis finally started flying to Korea in October. Trilok Pant was among the first lot that went to <a href="https://www.nepalitimes.com/here-now/dead-end-of-the-korean-dream/" target="_blank" rel="noopener noreferrer">Korea</a> in October after spending 22 months here. “There was so much excitement among the 48 Nepalis who went on the first flight,” he said on the phone from Korea. “Work has started in full swing now.”Like KC, Pant was also lucky to have a kind employer who sent him money during the pandemic, and waited for him as he renewed his CCVI four times because it only had six-month validity. “On my first day out of quarantine, he took us out for dinner,” Pant recalled. “It was a happy reunion.” <figure><img width="2048" height="1536" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1dff9c7e80680e0af3e7jpeg.jpg" alt=""><figcaption>Trilok Pant with his co-workers, including Nepalis, in Korea pre-pandemic. Photo: TRILOK PANT</figcaption></figure>In the 22 months that he was stranded in Nepal, Pant did not do any work because of the uncertainty about Korea. But Korean employers, too, have faced problems because their workers could not get back. Nepalis mostly are on jobs that locals will not do, especially not for the salaries for migrant workers. “Nepalis have a reputation for hard work and honesty, which worked to our advantage this time as our employers waited for us patiently amid all the uncertainty and inconvenience,” Pant added. For now, only a small proportion of those waiting have been <a href="https://www.nepalitimes.com/latest/the-long-wait-before-flight/" target="_blank" rel="noopener noreferrer">able to rejoin jobs</a>, and the Koreans appear to opening up cautiously to see if there is a Covid surge. Only if all goes well in the coming months will more workers be let in. And there are thousands of Nepalis waiting to fly out.

Long wait over, Nepalis return to Korea

Earlier, they had to get visas from Nepal’s missions abroad and quarantine for seven days at a hotel in Kathmandu at their own expense.Partially vaccinated and unvaccinated visitors will have to obtain visas from Nepal’s embassies in their home countries or elsewhere, and will still have to spend 10 days in a government approved hotel in Kathmandu and get a PCR negative test before they go out and about.Tourists coming via land, except Indians who are visa-exempt, must arrive with their visas from Nepali diplomatic missions and be subject to a negative antigen test at the Chinese or Indian borders. “The government looked at the current trend of Covid infections, transmission and disease control to reach this decision,” says spokesperson of the Immigration Department Jhanka Nath Dhakal. “Entry of fully vaccinated tourists becomes easier as a lot of additional paperwork can be avoided.”   However, all visitors, including fully vaccinated ones will have to present a negative PCR or other test report done not longer than 72 hours before their flight, and bring a printout of the international arrival form at <a href="http://www.ccmc.gov.np/" data-saferedirecturl="https://www.google.com/url?q=http://www.ccmc.gov.np/&amp;source=gmail&amp;ust=1632570637352000&amp;usg=AFQjCNETnSNgD6N7OXNBWaTNnPNsbVT4UQ">www.ccmc.gov.np</a> to immigration for visa on arrival.The new protocols were issued even though the Covid-19 Crisis Management Committee (CCMC) itself does not have legal standing because an ordinance establishing it has lapsed because of the continued political impasse in Parliament.Nepal’s tourism industry had been lobbying strongly with the government to ease restrictions as the case load and fatalities in Kathmandu drop, and the vaccinate rate goes up in countries from where most visitors come to Nepal.  They argued that millions of jobs were at stake, investors were defaulting on loans for hotels, airlines and restaurants and the government was losing the $800 million it used to earn a year from tourism prior to the pandemic. <img width="1920" height="1080" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141156/636d02f59c7e80680e0a36aajpeg.jpg" alt="">Members of the tourism industry had criticized <a href="https://www.nepalitimes.com/banner/call-to-ease-entry-of-tourists-to-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/call-to-ease-entry-of-tourists-to-nepal/&amp;source=gmail&amp;ust=1632570637352000&amp;usg=AFQjCNHqIs-F1N3YhbPuKTGkxsfontRJvw">earlier entry regulations</a> as being cumbersome and confusing, detracting potential visitors. For example, tourists needed to submit NTB or Department of Tourism-approved travel itineraries to obtain visas on-arrival while quarantining for seven days.  As a result, only tourists with well-connected agents could arrange the paperwork and arrive easily. Travel trade stakeholders complained of arbitrary visa requirements and ad hoc decision making.  While most tourists were previously discouraged by the convoluted regulations, news of the revised protocol has generated an overwhelmingly positive response.  Deepak Raj Joshi, the former CEO of the Nepal Tourism Board (NTB) is glad the government finally took the decision.“The tourism industry is now buoyant, stakeholders are pleased and demand from potential tourists is massive, so we must aggressively and effectively communicate the return of Nepali tourism into source markets,” Joshi says.  A streamlined entry process is a much-needed boost for tourism, one of the sectors hit hardest by Covid. Nepal got nearly 1.2 million tourists in 2019, but this figure dropped to only 220,000 in 2020 – mot of them who had arrived before the lockdown in March that year. So far this year, there have been only 70,000 visitors – most are either mountaineers or repeat trekkers, or those familiar with Nepal and have some connections here. <figure><img width="935" height="398" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141156/636d02f89c7e80680e0a36abjpeg.jpg" alt=""><figcaption>Tourist arrivals in Nepal from January to November 2020. Data: NEPAL TOURISM BOARD</figcaption></figure>Despite the <a href="https://www.nepalitimes.com/here-now/survive-2020-revive-in-2021-and-thrive-in-2022/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/survive-2020-revive-in-2021-and-thrive-in-2022/&amp;source=gmail&amp;ust=1632570637352000&amp;usg=AFQjCNEO67ibb82phNtJ_SPK2OBPcSmA1g">socio-economic fallout </a>from the pandemic, the tourism industry has prepared well to host tourists again. Vaccine penetration in the hospitality sector is high, and the new, simplified entry requirements are the next step in restoring a “new normal” for tourism alongside Covid in the long-run.Most frontliners working the tourism industry are already vaccinated, and in popular destinations such as Langtang, workers as well as locals are jabbed. Trekking and mountaineering may soon continue as normal, with expedition groups usually no larger than 20-30 members and everyone involved inoculated.There has been a trickle of trekkers coming to Nepal even under the older stricter rules, and there are expedition already at base camps of various mountains including Manaslu, Dhaulagiri and Kangchenjunga. There have been no climbing permits issued for Mt Everest.“Lobbying is underway to implement a ‘V-to-V’, vaccinated-to-vaccinated tourism model whereby vaccinated guests are hosted by vaccinated hospitality services,” says Joshi. Such a model is particularly relevant for tourists coming overland through border cities such as Birganj, Biratnagar and Nepalganj and have high vaccination rates, and the visiting Indians themselves are increasingly getting inoculated. Tourism as an industry is based on trust and hospitality as it sells services, leaving no room for negligence and error. This makes it a relatively safer sector than others, says Joshi. “If a tourism-based business doesn’t follow health guidelines and helps spread disease, it loses trust and trade for life, making the entire industry cautious and aware,” he says. “That the government readily allowed crowded religious processions to go on while stalling on safe tourism speaks volumes on flawed planning.” <img width="1448" height="2048" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141156/636d02fa9c7e80680e0a36acjpeg.jpg" alt="">Elsewhere, on-arrival visas have also been resumed for those returning for funerals of relatives, those who are convalescing, or returning to care for elderly citizens – but they have to produce negative Covid tests and recommendations from local governments and hospitals. On-arrival visas are also on offer for returning non-resident Nepalis and foreigners married to Nepali nationals. Nationals of the following countries will need to have visas before they arrive in Kathmandu: Zimbabwe, Swaziland, Cameroon, Somalia, Liberia, Nigeria, Ghana, Ethiopia, Iraq, Palestine, Afghanistan and Syria.

I am asking that you remember to wear your mask right across your face without any gaps that are likely to expose you to the risks the world is now thick with.When I ask you to be safe, I am hoping you will remember that surgical masks are one-time use and that if you are using other kinds of masks, you know the extent of protection they offer, and do not stretch them beyond it.When I utter “mask” every time you step out on one of your short walks, it means I am whispering a reminder that you know to keep a safe distance from neighbours and acquaintances you might meet during your walks. It is me fervently hoping that when you run into someone, you will bring your palms together to greet them from a great distance, and keep to your side of the road and then walk away.When I say “safety”, the word is more than a synonym or a metaphor. It is a prayer. It is me hoping you will not have to repeat the experience I have had, wherein one is sequestered from the world for weeks on end, often at the end of the tether.It is a lonely place to be battling for breath and to have to be completely alone doing it, clinging to whatever remains of sanity when you are constantly in such a place— although, isn’t it true that each of us fight our battles alone?This loneliness is not the one of choice that introverts like me often make. It is layered in different moods and moments. It is mostly about staring from one wall to another, learning every single item in your room by heart. It is about thinking of friends and family and how long since you last held a hand or pressed someone to your bosom. It is about wondering if there might indeed be time for you to finish that story you were writing.It is also about learning by heart the views your room has to offer. In Kathmandu, it is the squalour, now donned in colours that range from pistachio to fuchsia. They stare back at you as you watch from the solitude of your room, observing neighbours, making a mental note of their daily activities, even though the last thing you want to do is to pry.Some nights, the solitude will come back to bite as it leaves you reeling, your lungs as if knocked out of breath. And then you grovel, your head scooped in your palms, coughing into bedclothes, sometimes cursing, sometimes reminding yourself that you cannot let the virus stay and that you’re going to do everything to exorcise it from your body. But the virus is a vicious one and it slams you down, compelling you to lie prone sucking in only as much oxygen as your lungs have the capacity for just then.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111152/636b86d29c7e80680e067876jpeg.jpg" alt="" width="1125" height="1500">You listen to the sounds of the night— they become an unending sad song as you try to calm a panic attack, reach for the can of supplemental oxygen and draw some puffs in. You wonder what might be the state of someone who has no access to such a can.When I say "be safe", I am hoping that you do not have to queue up in public spaces to get a PCR test done. That you may always have the means to not risk closed spaces and long lines. But I am also hoping that the vaccination queues where you go with the hope for protection does not turn you away with the beginning of an infection.I hope you do not have to lie in bed awake all night worrying about a cousin who is in the ICU or thinking about another cousin who passed away last week after weeks of battle against the virus.The virus—how commonplace the term and its presence—threatens our very breath, making us toggle from fear to fear. It gives us a start every time a loved one sneezes or coughs.“How terrible is this? I have to shun my own children,” the mother says, as she speaks from outside a shut door, through her mask at her child who is quarantined.She wants to cradle her child in her arms, but all she can do is fill the plate with food that she believes will nurse her babe back to health. She puts it down at the threshold, then steps away quickly before the child opens the door to pick the plate and shut the door again, like some criminal.I wish to shield you from experiences like these.I wish that after picking your plate, you never have to stare at the food for an hour, wondering if your sore throat will burn as you swallow, wondering why everything tastes like nothing. And then nibble slowly, not knowing whether to love or hate the act of eating food that is now sans taste, sans fragrance, but you must eat even though you have no appetite.I wish none of these to ever be your experience.When I say “be safe”, I wish you are not in a country where the government wrestles to stay in power as people struggle to find hospital beds and oxygen cylinders and to put food on the plate. I wish you never find yourself in a situation where there is no room to isolate, or the means to buy medicines or food that will nourish you back to health.“Be safe.” I want you to always have lungs that allow you breathe without having to lean on steroids or supplement oxygen. I want you to continue experiencing rain without worrying about catching pneumonia or bronchitis. I want you to outlive me.

They will have to stay in a hotel, observing safety protocols until the test results arrive.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/when-will-chinese-tourists-return-to-nepal/" target="_blank" rel="noopener noreferrer">Tourists</a> will also be eligible for visa on arrival at Kathmandu airport, as long as they can provide necessary documents about their itinerary in Nepal that is approved by the Nepal Tourism Board (NTB) or the Department of Tourism (DoT). The government has also done away with the $5,000 travel insurance requirement.Although it looks at first glance like the government has streamlined a previously <a href="https://www.nepalitimes.com/banner/call-to-ease-entry-of-tourists-to-nepal/" target="_blank" rel="noopener noreferrer">cumbersome and confusing process</a>, tour agencies say it still leaves a lot of grey areas that could still create unnecessary muddles. “Why do arriving foreign passengers have to provide travel itineraries approved by the tourism authorities? What if they are here to visit relatives or friends?” asks an exasperated airline executive, whose job it is to check passenger documents before they board their flights to Kathmandu.Indeed, the new directive stipulates that the same documents that are needed for visa on arrival also have to be presented at the check-in counter before Nepal-bound flights. These include: a PCR negative report taken not earlier than 72 hours before departure or a vaccine certificate, travel itinerary approved by the NTB or DoT, proof of hotel booking.The Cabinet made the decisions at a meeting on 17 March, but the details were only published in English on Monday. Nepal’s tourism entrepreneurs say that although the decision to relax rules seems to be aimed for the <a href="https://www.nepalitimes.com/latest/spring-returns-to-nepals-mountaineering/" target="_blank" rel="noopener noreferrer">spring tourist season</a>, it comes a little too late.“Most trekkers or mountaineers have to make preparations, months in advance. Very few will just get up and go because they can get visas on arrival,” said one trekking agent. The government’s rules have flip-flopped with each new guideline, adding to the confusion. The latest directive does clear the air, but is still vague and leaves a lot to the discretion of the immigration officer at Kathmandu airport. Many tourists had cancelled plans to <a href="https://www.nepalitimes.com/latest/nepal-tourism-may-take-5-years-to-recover/" target="_blank" rel="noopener noreferrer">visit Nepal</a> because of the difficulty in getting visas in countries where there are no Nepali missions, and even where there are embassies, they complained that staff in the visa section were either not picking up the phones for enquiries or did not have the correct information.The Tourist Arrival Management Protocol 2077 passed by the Cabinet states: ‘Tourists wishing to visit Nepal should have their agents contact the DoT or NTB for a recommendation to the Ministry of Foreign Affairs and Department of Immigration and convey the necessary documents to the tourists.’ <img width="1004" height="1384" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111012110/636cda229c7e80680e092edfjpeg.jpg" alt=""><img width="946" height="1390" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111012110/636cda249c7e80680e092ee0jpeg.jpg" alt=""><img width="1074" height="1382" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111012110/636cda279c7e80680e092ee1jpeg.jpg" alt="">An official translations of the directive adds: ‘Tourists visiting Nepal through air route (airlines) can access on-arrival visa from the immigration desk at Tribhuvan International Airport in case Nepal’s visa is not available or difficult to avail in the tourist home country. All tourists must present the same documents at the immigration desk which was presented previously at the check-in counter before boarding.’It says that tourists arriving via land route must have visas beforehand. Among the list of documents required for visa on-arrival, are airline check-in and a ‘recommendation letter from Department of Tourism/Nepal Tourism Board for participation in any tourism activities within Nepal’.Again, that list does not mention the recommendation from the Ministry of Foreign Affairs or the Immigration Department. Nor does it clarify what the requirements are, for foreign passengers who are not going on a trek or expedition.The directive requires all arriving tourists to get a PCR test ‘immediately upon arrival in coordination with the concerned Association (at their own cost) …if the report is negative, tourists can continue their itinerary…if positive, the tourist must continue to stay in hotel quarantine.’The directive comes as <a href="https://www.nepalitimes.com/latest/thick-haze-adds-to-nepal-covid-19-woes/" target="_blank" rel="noopener noreferrer">Nepal braces for a second wave</a>, mainly from travellers from India where there has been a surge in new cases. The daily new case load exceeded 70,000 on Monday for the first time this year.However, the directive does not lay out any extra precautions for passengers arriving in Kathmandu from Delhi, the only Indian city from where flights are allowed at present.‘For Indian tourists arriving in Nepal through air route, the existing provisions will remain as per the Nepal-India Travel Bubble Agreement.’

Hong Kong has also banned Air India flights from Delhi for the fifth time till 3 December after passengers tested positive on arrival. Dubai and Narita airports as well have issued warnings to Nepal Airlines about passengers with unreliable tests arriving from Kathmandu. Reports said at least 2-5 passengers arriving in Tokyo on every Nepal Airlines flight from Kathmandu have been testing positive.Nepal Airlines says it has been accepting printouts of PCR tests before issuing boarding passes to passengers at Kathmandu airport, but has no way to verify if they are fake. The government has blacklisted some private labs whose certificates turned out to be false negatives when passengers from Kathmandu were tested on arrival in Hong Kong, Dubai and Narita.The lack of clarity has thrown into doubt plans of many Nepalis living, studying and working in Australia, Canada and North America to fly home during the Christmas New Year holidays.

Nepal mulls longer quarantines

For two months nothing happened, but after the second case was detected in a student returning from Paris, <a href="https://www.nepalitimes.com/banner/nepal-goes-into-lockdown-for-a-week/">the government decided to shut the country down on 24 March</a>. Six months down the line, some experts say the lockdown was started too early and without a strategy for testing, tracing and quarantine. Indeed, the fact that after lying dormant for the first three months, the number of confirmed cases and fatalities have zoomed up.Most of the increase happened after 21 July, when the government made the mistake of declaring “<a href="https://www.nepalitimes.com/latest/nepal-ends-covid-19-lockdown/">lockdown lifted</a>” just as bordering states in India were seeing peaks. Since then, the virus spread like wildfire through the <a href="https://www.nepalitimes.com/latest/nepal-tarai-reels-under-covid-19-lockdown/">Tarai town</a>, and engulfed Kathmandu Valley.On Wednesday, there were 1072 cases, of which 637 were in Kathmandu Valley. There were 7 more fatalities on 23 September, 2 of them in Kathmandu, bringing the nationwide total to 436. Unlike the first four months of the lockdown, the number of symptomatic cases and those needing ICU have also gone up, meaning younger people are spreading it to family members and in the community. <iframe src="https://cdn.knightlab.com/libs/timeline3/latest/embed/index.html?source=1I948EK4KuJAZI4tKUFiZM_EKsPyyqGtr2GG7wqNWqlg&amp;font=Default&amp;lang=en&amp;initial_zoom=2&amp;height=650" width="100%" height="650" frameborder="0" allowfullscreen="allowfullscreen"></iframe>Since the first Nepali Covid-19 case declared in January, followed by the government’s decision to <a href="https://www.nepalitimes.com/latest/nepalis-from-hubei-quarantined-in-bhaktapur/">repatriate 175 students from Hubei, China on 16 February</a>, it looked like the Nepal government had things under control.Despite the horror stories in February from China and Italy, Nepal was going ahead with its <a href="https://www.nepalitimes.com/here-now/didnt-visit-nepal-year-2020/">Visit Nepal 2020</a> campaign. Tourism Minister Yogesh Bhattarai even went to Australia in the middle of bushfire season there to drum up business, declaring Nepal “<a href="https://www.nepalitimes.com/latest/lets-call-off-visit-nepal-year-2020/">coronavirus free</a>” country.<a href="https://www.nepalitimes.com/banner/3rd-month-of-lockdown/">3rd month of lockdown</a>, Sonia AwaleHowever, as cases spiraled in China and later India, Nepal closed all mountaineering expeditions and trekking on March 13. Tourists hurried back to Kathmandu to try to get the last flights back. On 22 March, Prime Minister K P Oli declared a <a href="https://www.nepalitimes.com/banner/kathmandu-under-semi-lockdown/">semi-lockdown</a>, sealed Nepal’s international borders, and grounded domestic flights. The following day, as the second Nepali tested positive, a complete lockdown was announced initially for a week. Photo: BIKRAM RAIAs neighbouring India also declared a lockdown, leaving <a href="https://www.nepalitimes.com/latest/nepalis-still-stuck-in-no-mans-land/">hundreds of thousands of migrant workers in the lurch</a>, Nepal was ill-prepared for the flood of returnees. At first it did not allow the workers in and tens of thousands were stranded for weeks at the border. Desperate, some even swam across the <a href="https://www.nepalitimes.com/latest/lockdown-limbo-in-no-mans-land/">Mahakali River</a> to get home.<a href="https://www.nepalitimes.com/latest/trumpism-in-nepals-covid-19-response/">Trumpism in Nepal’s Covid-19 response</a>, Sushil Koirala and Ben AyersThere was a surge of cases among returnees, and among men at a mosque in <a href="https://www.nepalitimes.com/latest/the-india-connection-in-nepals-covid-19-status/">Udayapur, Morang and Banke</a> who had returned from a congregation in Delhi. But the government reacted swiftly with sealing off districts and contact tracing. Nepalis at the border were <a href="https://www.nepalitimes.com/latest/nepalis-stranded-at-india-border-return/">finally allowed to enter Nepal</a>, but they were kept in poorly equipped quarantine centres, which themselves became incubators for the virus. <a href="https://www.nepalitimes.com/here-now/returnees-may-be-taking-coronavirus-to-rural-nepal/">Later, many infected people took the virus to their mountain districts.</a>The government also bungled by first getting <a href="https://www.nepalitimes.com/latest/nepal-relying-on-unreliable-covid-19-kits/">unreliable RDT test kits</a>, which though quick gave a lot of false negative results. Pokhrel then handed over the business to Nepal Army, but there were reports that Omni simply put up a front company to import from the same Chinese company that Omni dealt with.  <a href="https://www.nepalitimes.com/here-now/who-is-in-charge-in-nepal/">Who’s in charge in Nepal?</a>, Alisha SijapatiAs government revenue from taxes plummeted, Finance Minister Yubaraj Khatiwada announced a relaxation of the first lockdown on 7 May, <a href="https://www.nepalitimes.com/latest/nepal-partly-open-for-business/">partly opening businesses.</a> On 28 May, he <a href="https://www.nepalitimes.com/latest/nepal-unveils-covid-19-budget/">unveiled the Covid-19 budget</a> of Rs14.74 trillion, setting aside Rs6 billion to manage the pandemic.While, Prime Minister Oli continued to argue for extending the lockdown, Khatiwada announced on 21 July that the lockdown was “lifted”, although  there were still restrictions. This resulted in tens of thousands of <a href="https://www.nepalitimes.com/here-now/nepali-workers-returning-to-india/">Nepalis and Indians to stream back </a>just as India was seeing a peak.  However, by 18 August as the daily case load started to exceed 1,000, local  governments <a href="https://www.nepalitimes.com/banner/kathmandu-lockdown-2-0/">prohibitory orders on 18 August</a> in Kathmandu and 44 districts as cases spiked. But given that impact on the economy, rise in joblessness and the risk of an <a href="https://www.nepalitimes.com/here-now/survive-2020-revive-in-2021-and-thrive-in-2022/">economic meltdown</a>, the government accepted defeat and decided to open up – telling the people they had to take precautions and learn to live with the virus. <a href="https://www.nepalitimes.com/banner/24-march-24-august-2020/">24 March-24 August</a>, Alisha SijapatiLimited regular <a href="https://www.nepalitimes.com/banner/nepal-allows-limited-international-flights/">international flights were allowed from 1 September</a>, and <a href="https://www.nepalitimes.com/latest/nepals-domestic-flights-resume/">domestic flights resumed from 21 September</a>. Policies were reactive and ad hoc, locking down and opening up were wrongly timed.  In the end, the government realised that saving the economy was more important because <a href="https://www.nepalitimes.com/here-now/workers-return-to-jobless-nepal/">jobless and hungry people </a>would die in greater number than from the disease.As the northern hemisphere prepares for a second surge with the winter flu season, Nepal is once more ill-prepared. Nepal has decided to live with Covid-19

<figure><img width="748" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141112/636ba73e9c7e80680e07376ejpeg.jpg" alt=""/><figcaption></figcaption></figure>After the outrage over the government’s abrupt cancellation of scheduled repatriation flights on 16 August, the Cabinet has announced conditions for passengers coming to Nepal on chartered and scheduled flights.According to a set of complicated new rules, scheduled passenger flights will be allowed from 1 September, but all passengers will have to bear the cost of one week of hotel quarantine in Kathmandu which will be added to their air ticket.These regular flights will also be allowed only from countries where PCR tests are easily available, and these include: Malaysia, UAE, Korea, Thailand, Japan, China, Hong Kong, Australia, United States and Canada. There is confusion because no mention is made of European countries in that list. Announcing the new rules, Finance Minister Yubaraj Khatiwada gave no reasons why the distinction was being made for passengers from Europe, many of which countries are less affected by the pandemic at present than the United States. The Cabinet also decided that airlines cannot mix passengers with PCR negative tests and passengers without tests.Airlines coming from countries where PCR tests are not easy to get (Kuwait, Qatar, Saudi Arabia) will be allowed to operate only charter flights, or the Nepal government will operate special repatriation flights from those destinations. Further, only passengers on lists provided by embassies in those countries will be allowed to board, and once in Kathmandu they will have to stay in government-designated quarantine centres for a week while they get their PCR tests. Returnees with PCR negative tests from those three countries can go directly to home self-quarantine for 14 days. All passengers will need PCR negative certificates before boarding, and the tests must have been taken only 72 hours before their flights. Hotel costs in Kathmandu will vary from Rs1,800 to Rs9,000 per day. Only Nepalis, diplomats and UN officials will be allowed to fly into Kathmandu for the time being. Arriving foreigners will not get visa on arrival, and will also have to quarantine in hotels for a week. Earlier guidelines had opened hotels and trekking, but on Friday Khatiwada made no mention of tourists being allowed in.Meanwhile, a Nepal Airlines Airbus is flying to Dubai on Monday  to bring back 266 Nepali workers who were left stranded when the plane flew back empty on Tuesday after the government banned reptriation flights while it was en route. UPDATE, 22 AUGUST: The government has added European states in the list of countries where PCR tests are available and from where passengers can take regular flights to Kathmandu.

Nepal to open regular flights from 1 September

From her hospital bed, KC has spoken out asking Nepalis not to take the virus lightly, and to adopt preventive measures. This comes as Nepal experiences a surge in coronavirus cases with 27,241 confirmed cases, and three more fatalities as of Monday, taking the total to 107. Of these 24 cases were in Banke making the total in the district to 737 and three deaths so far. KC is now recovering, and also pledged on social media to <a href="https://www.nepalitimes.com/latest/nepals-first-successful-covid-19-plasma-therapy/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepals-first-successful-covid-19-plasma-therapy/&amp;source=gmail&amp;ust=1597803384932000&amp;usg=AFQjCNGQrsUFnYZ8OzGZvybA1jScZ1uvkA">donate her plasma</a> to other infected people as after being discharged. She dictated this message from her hospital bed:I first started experiencing body pains nearly three weeks ago. I was still attending the provincial assembly in the beginning, but as the pain got worse, I stopped going. I live alone in a rented room in Butwal, and my neighbours started reaching out, even called a masseuse over to lessen the pain. But after experiencing even worse body aches, I decided to leave for my relative’s home on 2 August.My sisters did not think it was coronavirus, and they took care of me, staying in close proximity, and even sleeping in the same room. Soon, I developed a fever and forced myself to visit the hospital. On 8 August they tested me positive for Covid-19.After this, all my symptoms began to match those of other Covid patients. The doctors explained to me that my body aches, loss of appetite, stomach aches, diarrhoea, and fever, were all signs that I was infected. I inspected the quarantine centre there, but experienced no symptoms at the time. It seems the virus takes time to incubate. I had not visited any affected area or come in contact with people who seemed infected prior to getting the body aches. Furthermore, the masseuse and my sisters who were in close contact with me tested negative for the virus. So there is a great deal of uncertainty about how the virus spreads and who it infects. The best thing is, therefore, to be extra-cautious and not take any chances. I am currently the only coronavirus patient in the isolation ward of Bheri Hospital, and despite the care and attention that I received from the doctors and nurses here, I have realised that the virus drains not only the physical strength of patients but also mentally and emotionally destabilises them. They are separated more than two weeks from family members, it is extremely important for patients to realise and remind themselves that they are not alone. They have to rely on the support of everyone around them, remembering that their families, friends, and relatives are constantly wishing them a swift recovery.  The pandemic hit Nepal relatively late, and much of the infection has spread here from across the border. We must now work not just on prevention, but also in having adequately equipped and staffed hospitals for treatment. I believe that it is incredibly important for hospitals to allow patients to virtually meet and communicate with their families, to obtain mental and emotional support in such a vulnerable condition.

Who is up for a Quarantine Cooking Challenge?

The daily 10-hour curfew at Tribhuvan International Airport from 8 November that will last five months has affected tourism during Nepal’s peak season, with some hotels and trekking agencies here reporting cancellations into spring next year. The reduced hours at Nepal’s main aviation gateway till 31 March means that a third of all flights have been cut. This has also caused ticket prices to surge by up to eight times of normal fares. For example a Kathmandu-Delhi ticket that used to cost Rs12,000 is now listed at Rs50,000, and even then seats are not available.&nbsp; “Especially if they are here to trek, change in flight dates can cause tourists to miss their connections,” says Jagan Timilsina, who runs a trail running and outdoor education business. &nbsp; Pokhara is feeling the brunt as hotels report last-minute cancellations for November because of flight disorders. Some hoteliers also say although there have been some cancelled trips, most itineraries have been rescheduled.&nbsp; Hari Prasad Sharma Gaire of the local chapter of the Hotel Association of Nepal says the Kathmandu airport closure should have been timed for the off-season. He told us: “Starting construction during the peak tourist season was a mistake and will cause the tourism industry to lose a lot of business. The upgrade could have been spread out over a longer time but closed for fewer hours at night so that disruption was minimal.”&nbsp; Nearly a third of the 1.2 million tourists who visit Nepal annually come to Pokhara, which is also the gateway to Mustang, the Annapurna treks and pilgrimage tourism to Muktinath. Photo: KRISHNA MANI BARAL/NEPALI TIMES ARCHIVE</figcaption> </figure>  Even without the Kathmandu airport closure affecting tourist arrivals, Pokhara was already suffering from a decline due to many factors like the poor state of the Prithvi Highway, the shortage of luxury accommodation for high-end tourists, and the reluctance of international airlines to start direct flights to Pokhara despite an expensive new airport that was inaugurated two years ago.&nbsp; “There was a lot of initial excitement on the construction of the international airport,” says Timilsina, “but it hasn’t delivered as expected due to politics. People have invested in nearby businesses, and have faced losses.” India has blocked direct flights from its cities to Pokhara because the facility was built by a Chinese company. Although tourists and pilgrims from India hit record levels this year, the poor state of the highways and the Indian bus accident on the highway to Kathmandu in July that killed 27 pilgrims from Maharashtra state dampened arrival figures. Gaire says, “While tourist arrivals to Pokhara are now approaching pre-Covid levels, we haven’t seen the improvement we were expecting. We need a better marketing strategy. What are our embassies abroad doing?”&nbsp; Indeed, Pokhara used to be a favourite destination for Chinese tourists. There was a boom in arrivals from China before Covid, especially after a popular Chinese tv serial was shot on location here. But arrivals from China have not really recovered since the pandemic because of the economic slowdown there. Promoting Pokhara airport to handle direct flights from Chengdu or Kunming could revive Chinese arrivals.&nbsp; Nepal’s Civil Aviation Authority (CAAN) has used the Kathmandu airport closure as an excuse to arm-twist international airlines to start flying to Bhairawa, which has barely been in operation for two years since it was inaugurated. So far, Fly Dubai, Thai AirAsia, Jazeera and Qatar are flying to Bhairawa, but most use it as a hop before flying on to Kathmandu, which does not reduce congestion at Kathmandu.&nbsp; An ideal situation could have been to get Pokhara to run to full capacity while Kathmandu is partially out of action. Pokhara entrepreneurs are puzzled why the CAAN and the national government have not taken more interest in promoting Pokhara as an alternative to reduce the congestion in Kathmandu. Nepal’s football team that was flying to Dushanbe this week couldn’t get tickets via Delhi, and took a domestic flight to Bhadrapur, crossed over to Bagdogra and flew on to Delhi to catch their flight to Tajikistan.

Pokhara’s tourism woes

An excerpt of a conversation between an anthropologist and linguist Mark Turin, PhD and Lava Deo Awasthi, PhD, the first Chairperson of the Language Commission of Nepal. Nepali Times: What is the role of Nepal’s Language Commission and when was it formed? Lava Deo Awasthi: The Constitution of Nepal (2015) created a Language Commission (LC) with the following four core mandates: (a) to develop eligibility criteria for gaining status as an official language and offer recommendations to the Government of Nepal about the official language(s) in each province; (b) to offer recommendations to the Government about measures to be taken for the conservation, promotion, and development of languages; (c) to suggest possible ways of using mother tongues in education by assessing their stage of development; and, (d) to conduct studies, carry out research and perform monitoring functions about the response to the constitutional provisions for the federalisation of languages in Nepal. The Commission was founded in 2016 and I was appointed as the Chairperson of the Commission in September of the same year by the Cabinet of Ministers. What in your own professional and educational background helped to prepare you for the role? I have worked with the Government of Nepal for about 30 years, alongside holding teaching appointments at universities in Nepal. Prior to assuming the role of the Chairperson of the Commission, I served as permanent Secretary to the Government of Nepal and worked as the Chief Administrator of the Central Development Region. I was appointed as Director General of the Department of Education and completed my assignments as Joint Secretary at the Planning, Monitoring and Educational Administration Divisions of the Ministry of Education.&nbsp; In addition, I have taught courses as a visiting professor at Tribhuvan University and Kathmandu University for more than three decades. Later, I also started supervising MPhil and PhD students at the Far Western University in Mahendranagar, Kanchanpur. My PhD project from the Danish University of Education was dedicated to making sense of Nepal’s social construct and commitment to multilingualism, exploring the persistence of monolingual school practices in the face of constitutional promises and state commitments to multilingualism. I conducted a survey of Nepal’s languages and carried out a qualitative study of the Tharu language in the district of Bardia. I analysed language policy statements and explored classroom pedagogies in schools. I documented how teachers showed a tendency to resist change and maintain the status quo because they were not consulted when new educational language policies were introduced. Teachers also exhibited a deeply-held adherence to the Gurukul education system which appears to have been harnessed as a way to resist newer pedagogical ideologies imported from the West. Recognising how engrained these rich traditions of knowledge transmission are, I wanted to know how students’ engagement in the learning process appeared to have dwindled, creating a gap between children’s home languages and the language(s) of the school. Whilst statutory provisions for education in the mother tongue were oriented towards promotion, classroom pedagogies remained resolutely monolingual and exclusionary. The result was that multilingual education policies that had been introduced in Nepal did not result in meaningful changes in classroom practices. My research was also a reflection of childhood traumas I had experienced at the earliest stage of formal education. My home language, Baitadeli, has a strong oral tradition and no written literature. English is my fifth language in terms of exposure and competence, and my home district of Baitadi is well-known for its loyalty to the local language. I had to drop out of school after completing my sixth grade. Staying at home, I received much attention from my family and had much greater exposure to my native language, culture and environment. My overall impression is that dropping out of school had a surprisingly positive impact on my life. The opportunity offered a surprising dividend for me as I gained mastery in my mother tongue and received extensive exposure to folk literature and Indigenous knowledge and survival skills, cultivating my interest in language, culture, literature and local cosmologies.&nbsp; Now that I reflect on it, I appreciate how language has always played a key role in my life. I grew up in a multilingual environment: brought up with Baitadeli, Hindi, Sanskrit, Nepali and English. Language played a major part in my decision to leave school and my later success is closely linked to my competence in several languages. It was rewarding to be at home with my family as I deepened my understanding of native language and culture, which in turn helped me to harness and refine my art of living. Languages matter so much to me because they are both software and hardware. Later, when I was in secondary school, I realised that my command of my home language contributed significantly to enhancing my Nepali and English. I used my mother tongue as a form of linguistic capital to strengthen my competence in both English and Nepali.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111811110_5400ba54792bf9e4854e1c1effde8bf09804e99647f23513700b450cc49adc4a.jpg" data-media-id="editor_0" data-image-id="2024111811110_5400ba54792bf9e4854e1c1effde8bf09804e99647f23513700b450cc49adc4a" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Dr Lava Deo Awasthi"> </figure>  In your term as the Commission’s first Chairperson, what were your strategic goals and objectives? My first strategic goal was to create an environment conducive to implementing the provisions of the Constitution of Nepal in relation to language. My priority was to prepare a detailed action plan for my six-year tenure in consultation with language stakeholders, including language experts, professionals, activists, Indigenous community members and representatives of relevant national and local-level institutions. The Commission formed a body of high-level advisors to ensure that the Chairperson’s work was well-informed and credible. The advisors to the committee had highly visible professional and social reputations in Nepal and had much experience in the field of language conservation, promotion, research and development. Another strategy we adopted was to establish close institutional linkages with federal, provincial, and local level governments for collecting opinions and disseminating information widely.&nbsp; What critical issues did you have to consider while discharging your duty? When Nepal’s new Constitution was drafted, a number of concerns could not be adequately addressed. These related to the conservation of languages, the recognition of official languages at the provincial level, and the use of mother tongues at federal, provincial, and local levels. These unresolved issues and matters pertaining to the federalizsation of Nepal’s languages were passed on to the Language Commission to address and resolve.&nbsp; Regarding the recommendations for official languages, a five-year timeline had been set by the Constitution. With great effort, we succeeded in having all provinces agree to recognise their official languages as per the recommendations of the Commission.&nbsp; What were your greatest achievements during your term? One of the greatest achievements was that we succeeded in setting a language agenda at all levels. Nepal’s language communities and other stakeholders expressed the view that this was the first time their languages were recognised and their voices heard by the state. People participated in debates and discussed issues relating to language that in all likelihood had never before happened in their lifetimes, at least not in ways that were supported by the state. We encouraged people to speak in their own language(s) and provided translators during plenary sessions and group discussions. Another major achievement was developing criteria for the status planning of languages at federal, provincial, and local levels, and to recommend 11 province-level official languages, in addition to the Nepali language. Similarly, a notable achievement was recognising Indigenous languages spoken by smaller communities, all of whom faced ongoing marginalisation and high levels of endangerment. The Commission identified 9 new languages that had not been reported in the 2011 census, and provided a framework for recognising official languages within a municipality. The commission emphasised the need for documentation and digitisation of languages for developing corpora and archives at national and sub-national levels.&nbsp; Languages of historical importance as well as classical languages were given recognition for their protection, growth, and development. Recommendations were made for the conservation, promotion and development of Nepal’s marginalised languages that are threatened by majority languages and for those languages that hold particular power at local and global levels. Recommendations were also made for how best to safeguard Nepal’s languages from the ever-growing spread of English and other powerful, globalising languages.&nbsp; A further important aspect of the Commission’s work was to emphasise mother tongue medium instruction in schools across the nation. Recognising the role of language in children’s cognitive, socio-emotional and academic development, the Commission suggested strategies for linking schools with ward-level language clusters for use in the classroom. The importance of nurturing and respecting a child’s first language was reiterated in the Commission’s recommendations for children’s learning and all-round development. By the end of my term, a remarkable change could be observed in terms of building trust within and across Nepal’s diverse language communities. A network of language groups and stakeholders across the country proved to be a powerful way of bringing all language communities under one roof for a collective review of and response to the process of federalising language policy. The many language stakeholders across Nepal appreciated the opportunity to work within a coordinated framework, and—feeling empowered by this—seemed genuinely enthusiastic about the initiatives taken by the Commission.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab.jpg" data-media-id="editor_1" data-image-id="2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Dr Lava Deo Awasthi NT"> </figure>  What were the most significant challenges for you as Chairperson? One of the major challenges was winning people’s trust in advocating for the mission of the Language Commission. I faced considerable resistance as I sought to emphasise the use of native languages in families and communities. While the Commission advocated for multilingualism and promoted linguistic diversity, the prevailing policy circles and central level institutions had been deeply influenced by a one-language discourse and ideology of Nepali only. The spread of English also poses a huge threat to Nepal’s languages. However, people in power do not seem to see this as a problem. They tend to abandon their own languages in preference for English. The way that Nepal’s municipalities are increasingly introducing English as a medium of instruction at the earliest stage of a child’s school-based education has proven to be detrimental to their cognitive development, socio-emotional wellbeing and academic success. Most of Nepal’s elites have been heavily influenced by the spread of English and remain unaware about its impact on their home languages as well as on the inter-generational transmission of Indigenous languages in the country. I wish that we could have produced more compelling evidence to show the consequences of making poor policy choices for our children’s education. Demystification calls for a collective response. To make change happen across this entire, complex and federalising country was daunting work and left like a race against time. I feel that I could have done more to offer concrete examples in favour of using the mother tongue as a medium of children’s education at the earliest stages of a child’s education. What do you see the Language Commission achieving in the next 5-10 years? The Language Commission will have to ensure that all of its key recommendations are implemented at all levels of government. In 10 years’ time, all seven of Nepal’s provinces will have their official languages in place. These languages will also be recognised as languages of federal business, alongside Nepali. I anticipate that all official languages in the federal and provincial systems will have a national portal for inter-language corpora using machine translation to fulfil their federal, provincial and local level language functions, and that all languages spoken in Nepal will be represented through a digital database in the national archive. The Office of Statistics will monitor the status of Nepal’s languages over time. By the end of the next decade, each municipality in the country will have recognised one or two official languages at the local level, based on speech populations. Other local languages will have received community-level legal recognition and official status to fulfil their functional roles. Languages that are highly endangered or at risk will be entitled to receive state grants for enhancing local level capabilities to encourage families and young learners to speak the language. Incentive schemes will be introduced in municipalities that promote language within the family and at home. Inter-generational transmission of languages will have received welcome and timely attention across Nepal. It is my hope that all schools—public and private—will have introduced mother tongue medium instruction at the earliest stage of school education, at least up to class five. Nepali, English and other national as well as classical and foreign languages will be taught as subjects. The existing policy of English medium education at the early stage of education will be abolished. The Government of Nepal will be held accountable if the number of speakers of any language decreases or if local communities face language loss and greater endangerment. Under the aegis of the Language Commission, a Centre for Language Research and Innovation will be created with world-class facilities for language documentation and archiving in collaboration with Tribhuvan University’s Central Department of Linguistics and other relevant institutions. Harnessing the vastness of Nepal’s linguistic diversity, the Language Commission will morph into a centre of excellence for national and international communities to engage in collaborative language research, to share experiences and document best practices at in service of global linguistic diversity and Nepal’s many Indigenous languages.

Languages are both software and hardware

Nearly 750,000 Nepalis went abroad for employment in the past year, and more than 100,000 left on student visas. Most of them were young Nepali men and women, and the number has been increasing every year. As with other sections of society, Nepal’s security agencies also face a recruitment crisis. Nepal Police opened recruitment for 64 inspectors in September, and received 2,239 applications, compared to 2,718 candidates last year. Police also invited candidates for 256 assistant sub-inspectors this year for which it received 17,756 applications – down from 19,932 last year. It is the same story in the Nepal Army, the number of applicants for the post of Officer Cadet (Second Lieutenant) went down from 6,144 for 400 open seats in 2019 to 4,390 in 2020. Meanwhile, applicants in the paramilitary Armed Police Force went down from 857 applications for 75 posts in 2021 to 536 applicants for 99 posts last year. While the number of applicants appears higher than the demand, the data shows a significant decrease in applications for vacancies in Nepal’s law enforcement agencies. Security personnel are recruited on the basis of rank and age in Nepal, and the age cutoff for entry into Nepal’s security agencies is typically 25 years. Sociologist and migration expert Ganesh Gurung says that the demographic of young, physically fit Nepalis emigrating abroad in search of better opportunities has impacted recruitment into law enforcement and the military here at home. “The returns from working in Nepal’s police and army are minimal, whereas overseas job opportunities are more attractive,” Gurung says. “The work may be physically demanding abroad, but the pay is a lot higher.”  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241116041148_a7e477e0ee2f56acf16c2559fdb24d8f0377f7bc1f9e56138bc40108fc4fa33f.jpg" data-media-id="editor_0" data-image-id="20241116041148_a7e477e0ee2f56acf16c2559fdb24d8f0377f7bc1f9e56138bc40108fc4fa33f" data-rendition-name="original" width="800" height="534" loading="lazy" alt="Nepal Police"><figcaption>Nepal Police</figcaption></figure>  Nepal Police spokesperson DIG Dan Bahadur Karki agrees that the physical and mental demands of a law enforcement job is incomparable to the income that security personnel earn. “A young Nepali who works in Dubai earns enough to build a home in the village within four years, while a Nepali with the same qualifications and physical ability in a security agency here barely makes enough to survive,” says Karki. “Obviously the youth prefer foreign employment.” Security agencies are now worried about the quality of inducted manpower. “There is a difference in work ethic between an applicant chosen from a competitive pool of 50 candidates versus one chosen from a pool of three candidates,” explains Gurung. “Unmotivated employees hamper the overall performance of the state apparatus.” Nepal Army spokesperson Brigadier General Gaurab Kumar KC says recruitment has not been hampered by outmigration: “We have still been getting more than three times the applicants than there are open posts, so we are not yet worried.” Even so, the passing rates of aspirants have gone down for security forces after the Public Service Commission began examinations for military recruitment in 2015. In fact, the Nepal Army complained about the Commission’s involvement in recruitment. Still, the number of vacant military posts tends to exceed the number of passing candidates. Nepal Army’s KC says that the military will not compromise on intake criteria even if there are fewer passing applicants. “Unqualified persons will not be admitted even if there are less-than-required passing candidates. We will re-advertise if that is the case.” But Nepal’s security forces now also have to worry about retention of existing personnel. About 900 Nepal Army, 600 Nepal Police, and 300 Armed police personnel resign every year before the completion of their tenure.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241116041148_b8cd62f70eea3aac7d3d3778615a5b70b1e20550c9bd76321f051f9c766fd2a9.jpg" data-media-id="editor_1" data-image-id="20241116041148_b8cd62f70eea3aac7d3d3778615a5b70b1e20550c9bd76321f051f9c766fd2a9" data-rendition-name="original" width="750" height="378" loading="lazy" alt="Armed police forces"><figcaption>Armed Police Force</figcaption></figure>  In 2020, Home Minister Ram Bahadur Thapa recalled almost 1,000 police personnel who had been deployed for the security of VIPs after long-standing criticism that security forces were being misused to cater to political and bureaucratic leadership. However, security personnel have continued to be assigned to high-ranking officials as glorified housekeepers. In December 2022, Rabi Lamichhane’s Home Ministry had instructed its offices to recall unauthorised security personnel assigned to high-ranking officials, following which 500 officers from Nepal Police and Armed Police Force were withdrawn from their details. But the Nepal Army does not have to follow such rules, and the practice of army personnel serving high-ranking active-duty and retired military personnel remains. Conditions here are dire enough that many active duty officers in Nepal’s military and police forces have chosen to leave their jobs to serve in the Russian Army to fight in the Ukraine war. The hierarchical culture and chain of command of politics, bureaucracy, law enforcement and military has also meant that abuse and mistreatment of subordinates is rife in Nepal’s security forces. “Feudalism is alive and well within our security institutions,” says Gurung. “When soldiers and security forces who swore to protect and serve the nation are made to be at the beck and call of politicians and bureaucrats, it is easy to understand why they are disillusioned with their jobs and why they choose to quit and find jobs abroad.”

Job insecurity in security forces

Earlier this month, Nepal received Rs1.6 billion from the World Bank as part of its <a href="https://nepalitimes.com/news/will-nepal-ever-be-paid-for-saving-trees">Forest Carbon Partnership Facility (FCPF)</a>, rewarding the country for increasing its carbon sink capacity. Nepal is the first in South Asia to benefit from this facility, and it is specifically to recompense the country for increasing forest cover in 13 Tarai districts between 2018-2024. “We are also trying to get another Rs13 billion from the facility while also preparing for free market-based carbon trading in the international market,” says Nabaraj Pudasaini of the REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) Implementation Centre. Big emitters of greenhouse gases are under pressure to reduce their carbon emissions, and many have signed agreements to do so by investing in decarbonisation projects in developing countries. Countries that emit more than a specified amount of carbon would be able to buy emission rights from countries that emit less. Nepal is internationally known for its community forestry program which has been largely credited for <a href="https://nepalitimes.com/banner/tree-mendous">increasing tree cover to over 45%</a> in less than three decades. But this achievement had not been adequately recognised or rewarded internationally before. Forests, especially in the tropics, absorb and store large amounts of carbon while releasing oxygen in a process known as photosynthesis. <a href="https://www.fao.org/forest-resources-assessment/en/">Preventing deforestation</a> and increasing canopy cover is considered a much more achievable goal than reducing emission in the scale necessary to limit global average temperature to 1.5°C above pre-industrial levels. COP11 in Montreal in 2005 first proposed reducing carbon emissions by improving forest quality by halting degradation. By 2015, a new mechanism of financial assistance was created to help less developed countries with sustainable management of forests <a href="https://www.un-redd.org/">(called REDD+)</a>. Under this new mechanism, countries receive aid based on their efforts to prevent forest degradation and increase carbon sink, and in 2021 the World Bank was entrusted with implementing it. Nepal’s FCPF receipt this month was calculated on the basis of 2.4 million tons of carbon stored at a rate of $5 per ton. In the second phase, Nepal will receive more than Rs4 billion within the next year for storing an additional 7 million tons of carbon. Eighty per cent of this amount obtained from carbon trading needs to be spent on local beneficiaries and indigenous communities.&nbsp; But carbon trading is not easy, Nepal needs to prove that protected forests will not be destroyed in future.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16.jpg" data-media-id="editor_4" data-image-id="20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="Greenbacks for greenery NT "> <figcaption>Photo: KUNDA DIXIT</figcaption> </figure>  Explains carbon trading expert Yugan Manandhar. “Forests should be handed over to the community and shown that they are managed sustainably. Proving this will be particularly challenging; forest encroachment and degradation is rife in the Tarai.” <a href="https://nepalitimes.com/multimedia/nepal-is-going-up-in-smoke">Deliberate forest fires</a> have also added to the challenge because they increase carbon emissions and reduce the sink capacity of forests. The basis for the amount that Nepal received was set five years ago by calculating the carbon reserves of forests in the 13 Tarai districts. In the meantime, sustainable forest management, tree plantation, forest destruction and erosion control were prioritised to increase carbon reserves in those forests. Nepal is signing another carbon trading agreement during the ongoing Baku climate conference. The <a href="https://www.leafcoalition.org/">Lowering Emissions by Accelerating Forest finance (LEAF Coalition) </a>proposes to sell the carbon stored in the forests of Bagmati, Gandaki and Lumbini provinces. For this, Nepal signed the letter of intent three years ago at COP26 in Glasgow. The target is to store 70 million tons of carbon in 32 million hectares of forest in the three provinces per which Nepal will receive Rs13 billion in four years at $10 per ton with provisions to increase the rate if various conditions are met. However, the agreement in itself doesn’t guarantee the amount. According to the targets set by Nepal, forest degradation should be stopped and carbon reserves increased by protecting tree cover. Preparations are also underway for clean air carbon trade because it has offset fossil fuel use by introducing 30,000 electric vehicles. Nepal has been selected for the first round to receive $40 million within one and a half years through the Clean Air System of the World Bank. Given that most of Nepal’s energy mix is from biomass, replacing them with electric stoves can significantly improve health by reducing indoor pollution as well as strengthen the country’s capacity for carbon trade. “Nepal's goal now is to sell carbon in the free market where carbon credits are bought and sold based on supply and demand in an open and transparent manner,” adds Pudasaini of the REDD Implementation Centre. “Nepal can now set its own price and bargain with interested buyer countries and organisations.” Lately, India has been discussing setting up a carbon market. Nepal has exported Rs12.72 billion worth of electricity to India so far this fiscal year, which can be traded under Nepal’s carbon market. “Carbon trading can create significant economic benefits for Nepal, which will help reinvest in development and environmental protection projects,” says Manandhar. “But we must prioritise sustainable management of forests, cutting older trees and allowing regrowth as well as promoting electric stoves and electric vehicles.”
