The fall of Sheikh Hasina’s government offers hope for a new political culture rooted in democratic values and the desire for genuine representation. However, the path forward requires much more than holding elections or restoring political processes. Healing the <a href="https://thediplomat.com/2024/08/bangladesh-must-move-beyond-the-politics-of-revenge/">deep wounds</a> left by years of authoritarian rule and a longer <a href="https://www.lowyinstitute.org/the-interpreter/bangladesh-finding-justice-reconciliation">history of unaddressed grievances</a> must be at the forefront of the national agenda.
As the country reflects on the legacy of Hasina’s rule, more details are emerging about the covert and repressive operations that defined her regime. Disturbing accounts of a <a href="https://www.thehindu.com/news/international/bangladeshi-lawyer-recounts-sheikh-hasinas-secret-jail-where-he-spent-eight-years/article68527954.ece">secret detention centre</a>, where <a href="https://thewire.in/south-asia/sheikh-hasina-disappearances-aynaghor">torture and isolation</a> was deployed to stifle dissent, are now coming to light. These revelations expose the breadth of the Awami League government’s grip on the security apparatus of the state and showcase a network of coercive control that permeated through society.
Such <a href="https://www.omct.org/en/resources/statements/bangladesh-arbitrary-detention-and-impunity-for-torture-continues-after-elections">systemic repression</a> has left deep scars on Bangladesh’s collective psyche. The pervasive climate of fear, distrust, and vulnerability has fractured the very foundations of civil society. When state power is weaponised against the people it is meant to serve, it weakens the bonds of trust that hold a society together.
Moreover, in a system where loyalty to the regime matters more than justice, process, or fairness, citizens often feel alienated and unsure of their place. In this context, survival often trumps participation, as dissent became synonymous with danger. Many traded their voices for silence and safety, while those who dared to challenge the regime often faced severe consequences. Families of those who resisted were left to endure the <a href="https://www.scmp.com/week-asia/politics/article/3273699/bangladesh-families-enforced-disappearance-victims-hopeful-after-hasinas-downfall">weight of uncertainty and fear</a>.

The Awami League, <a href="https://economictimes.indiatimes.com/news/international/world-news/bangabandhu-to-toppled-statue-mujibur-rahmans-contested-legacy-post-bangladesh-upheaval/articleshow/112802912.cms?from=mdr">once a beacon of liberation under Sheikh Mujibur Rahman</a>, transformed into an institution synonymous with oppression under Hasina. Rahman’s legacy as the hero of Bangladesh’s independence became a distorted tool, manipulated to justify authoritarian excesses. The party that had fought against domination gradually came to resemble the forces it once opposed, using Rahman’s image as a shield to silence opposition and cement its control.
Now, an <a href="https://abcnews.go.com/International/wireStory/muhammad-yunus-heading-bangladesh-office-interim-leader-thursday-112668006">interim government</a> is tasked with the formidable challenge of steering Bangladesh through this turbulent period. <a href="https://www.nytimes.com/2024/08/15/world/asia/bangladesh-protest-violence.html">Restoring law and order</a> amidst widespread political violence is just one of the many pressing concerns. Equally important is ensuring the <a href="https://bdnews24.com/bangladesh/80d038f7783e">continuation of public services</a>, addressing <a href="https://economictimes.indiatimes.com/news/international/world-news/inflation-rates-in-bangladesh-to-come-down-gradually-new-central-bank-chief-says/articleshow/112628176.cms?from=mdr">economic instability</a>, and safeguarding <a href="https://nusu-my.sharepoint.com/personal/iahmed_nus_edu_sg/Documents/ISAS%20Desktop/-%09https:/thediplomat.com/2024/08/bangladesh-must-move-beyond-the-politics-of-revenge/">social cohesion</a> in the face of growing tensions, particularly with respect to minority rights. But perhaps most crucially, this government must <a href="https://www.crisisgroup.org/asia/south-asia/bangladesh/bangladesh-long-road-ahead">prepare the country for free and fair elections</a> that can lay the foundation for a stable democratic future.
However, the political landscape in Bangladesh remains deeply fractured. Years of repression under Hasina have entrenched seemingly irreconcilable divisions between political factions and eroded public trust in state institutions. The judiciary, civil service, and security forces— all tainted by political interference—must be depoliticised and restored to their roles as neutral guardians of justice and governance. This task is both urgent and formidable, but without it, any political transition remains fragile, susceptible to the same forces that have plagued Bangladesh’s past.
&nbsp;
Stabilising the country, therefore, requires more than just restoring order. It demands a profound rebuilding of the <a href="https://www.thedailystar.net/opinion/views/news/the-urgent-need-ombudsman-bangladesh-enhance-transparency-and-democracy-3676246">foundations of good governance, a commitment to transparency</a>, and the fostering of a political culture where dialogue, political engagement, and reconciliation can happen without fear.&nbsp;
Yet, the challenges inherent in this process are compounded by a population that has grown increasingly weary with the country’s major political parties. <a href="https://frontline.thehindu.com/world-affairs/bangladesh-student-protests-sheikh-hasina-resignation-khaleda-zia-bnp-reforms-muhammad-yunus/article68568913.ece">Corruption, political infighting, and broken promises</a> have left many sceptical of the motives and capabilities of the opposition alternatives to the Awami League.
To begin the difficult journey towards national reconciliation, it is essential to fully recognise the harm caused by Hasina’s rule. Rebuilding a democratic future for Bangladesh will require more than just a change in leadership. It will necessitate restoring the integrity of state institutions, addressing the deeper fractures in society through <a href="https://asiatimes.com/2024/08/bangladesh-needs-a-truth-commission/">truth-telling</a> and <a href="https://en.somoynews.tv/news/2024-09-10/NQNP5262">accountability</a>, and fostering a culture of democratic engagement and civic trust – values that have been long suppressed by authoritarian rule.
Indeed, reconciliation and political reform are not separate from the democratic process but essential to it. Otherwise, democratic engagement risks being superficial and short-lived. Conducting elections without addressing the deeper fractures in society may create the illusion of progress, but <a href="https://www.dhakatribune.com/opinion/specials/354330/between-truth-and-impunity">unresolved grievances and a lack of justice</a> will continue to undermine trust in the political system.
Nevertheless, <a href="https://www.southasiamonitor.org/perspective/rebuild-bangladesh-interim-government-needs-reconcile-rival-ideological-camps">political polarisation in Bangladesh</a> complicates a consensus-based approach to reconciliation and reform. Ongoing violence and economic hardships also make the focus on long-term healing challenging amidst pressing concerns. Balancing immediate and longer-term issues for the current government remains a testing task. But despite these obstacles, addressing them together remains crucial for achieving meaningful and enduring progress for democracy in Bangladesh.

Building on ruins

The scenes from Dhaka on Monday were eerily similar to the ransacking of the residences of Ferdinand Marcos or Gotabaya Rajapaksa. Protesters took selfies lying on Sheikh Hasina’s bed (pictured above), they lounged on her sofas, feasted on biryani, and looted whatever was portable.&nbsp;
As is usually the case, it only takes a spark to light a revolt when a people’s fury at ruthless rulers reaches the tipping point. Hasina’s regime cracked down brutally on demonstrators, killing more than 300.&nbsp;
After another day of bloodshed on 4 August, Hasina lost support of the security forces, and jubilant protesters watched as their <a href="https://edition.cnn.com/2024/08/05/asia/bangladesh-prime-minister-residence-stormed-intl/index.html">prime minister of 15 years fly off to India</a>. Army Chief Waker-Uz-Zaman announced an interim government would be formed.
There is a vital lesson from what has happened in Bangladesh for the rest of South Asia and beyond. Rulers cannot rest on their laurels just because they were freedom fighters. If citizens do not benefit from regime change, they will sweep rulers into the dustbin of history.
History is replete with examples of despots who plunder, torture and kill opponents, but are overthrown sooner or later. <a href="https://www.theguardian.com/world/article/2024/aug/05/why-bangladesh-prime-minister-sheikh-hasina-resigned">Sheikh Hasina</a>, was elected for the fifth time in a rigged election in January that was boycotted by the opposition BNP, and accepted only by India.
Hasina's fate is also a lesson for regional powers who back tyrants for geopolitical reasons: what they gain from such support can be tenuous and short-lived.
Nepal is presently not ruled by an elected despot, our press is the freest in the region, and the check and balance of democracy here function relatively well. Yet, the events in Bangladesh have an important lesson for our elderly rulers and mass media.&nbsp;
Are we in the media also partly to blame for increasing public frustration with politics as usual that is making Nepalis cynical and apathetic?
Nepal’s new politicians have exploited the fecklessness of old rulers by using the new media to gather populist support. Journalists are seen to be comrades-in-arms of the legacy leaders, and are collectively held responsible for Nepal’s decline.&nbsp;
In the age of citizen journalism, there is a misconception that the mass media has become redundant. However, in-depth journalism is more essential than ever to help citizens navigate information overload, disinformation and deep fakes.&nbsp;
The mobile phone and its algorithm-driven networking platforms are more for entertainment than information. And if information is a major part of content, then more often than not it is fake news and toxic trolling. Readership has not decreased, it has just migrated, and the sources of information have changed.
The main reason Nepal's politicians and journalists find themselves targetted is because they played active roles together in the people power movements of 1990 and 2006.
Indeed, journalists have been at the forefront of the restoration and protection of democracy and in upholding press freedom — through the conflict years, and after king Gyanendra’s coup in 2005.&nbsp;
But <a href="https://nepalitimes.com/editorial/stemming-asia-s-democratic-decay">when democracy fails to deliver</a>, the public and populists tend to blame not just elected politicians, but also journalists.&nbsp;
The irony is that Nepal’s leadership is reluctant to credit the mass media for helping defend democracy and making it possible for them to get to power. Instead, <a href="https://nepalitimes.com/banner/press-for-people">many politicians would like to muzzle the media</a> because of its role in holding their power to account and exposing corruption in high places.&nbsp;
The media is playing its mandated adversarial role in Nepal’s democracy, but click-bait media and <a href="https://nepalitimes.com/editorial/democracy-s-discontents">populist politicians</a> see public-interest journalism as competition for public attention.
We in the legacy media therefore find ourselves being distrusted by old guard politicians, and as rivals by YouTubers and TikTokers.
The state itself refuses thus far to recognise the communication enterprise as an industry, and successive governments <a href="https://nepalitimes.com/multimedia/gagging-the-press-in-installments">have tried to weaken the traditional mass media by laws and policies</a>. The ban on alcohol ads on grounds of public health, even though such goods can be openly bought and consumed, is part of that strategy.&nbsp;
New leaders like Kathmandu mayor Balen Shah were propelled to power by new media. The <a href="https://nepalitimes.com/news/nepals-home-minister-vs-the-media">RSP’s Rabi Lamichhane</a> also fanned cyber-populism to get elected, which is why he is so dismissive of the ‘Dirty Dozen’ (१२-भाइ एडिटर) of the legacy media that exposed his wrongdoings.
The lesson from the Bangladesh upheaval for Nepal’s rulers who have been at the helm now for decades is this: clean up your act and start delivering, or else face a similar fate.
<a href="https://www.bbc.com/news/articles/clywww69p2vo">Sheikh Hasina</a> persecuted the press, allowing social pressure to build up until it all exploded in her face. A free press is democracy’s safety valve, and it is in the self-interest of Nepal’s political parties to defend it.

Selfies on the prime minister’s bed

Fast-moving developments in Bangladesh on Monday are a lesson for political leaders in Nepal and the region that lack of accountability and violent suppression of dissent cannot contain popular anger. Sheikh Hasina, the daughter of Bangladesh’s founding leader Sheikh Mujibur Rahman who was elected for the fifth time in controversial elections earlier this year, is said to have been airlifted to India as protesters stormed her official residence in Dhaka. Hasina presided over the country with an iron hand, using the government’s security agencies in the past month in a harsh crackdown that left at least 300 people dead. In the past 17 years after she came to power, she had been targeting opposition parties, persecuting independent journalists and civil society leaders, including Nobel-prize winning Muhammad Yunus.&nbsp; The student protests were sparked off by an increase in a government quota for civil service jobs that favoured supporters of Hasina’s parties. But it soon escalated into a nationwide mass movement that was fuelled by economic woes as well as the increasing authoritarianism of Hasina’s Awami League party. The lessons for other authoritarian regimes in the region are clear: leaders can use force to suppress dissent, dismantle press freedom, and protect their powers but not for long. And when frustration boils over, live bullets cannot stop a people power uprising.&nbsp; But there is also a warning from the events in Bangladesh to elected politicians in countries like Nepal who lack accountability, and have shielded themselves from prosecution from corruption. Nepal’s own politicians also came to power after massive street protests against an absolute monarchy in 1990 and 2006 that ultimately turned the country into a republic. This was the worst bloodshed Bangladesh had seen since the country’s liberation war in 1971. “We have been liberated for the second time,” Rumeena Farhana, former MP from the opposition Bangladesh National Party (BNP), told Al Jazeera. &nbsp; Hasina was said to be getting ready to address the nation after meeting with the Army Chief when protesters started storming her residence and looting furniture. The Army Chief’s own address scheduled for Monday afternoon was also pushed back as hundreds of thousands of people poured out into the streets to celebrate.&nbsp; The Army Chief is reported to be working with political leaders to discuss setting up an interim government to defuse the situation and oversee elections. Hasina and her party were regarded as being close to India, although she also maintained close economic ties with China.&nbsp; Hasina’s father and entire family were assassinated in a coup in 1975, and she narrowly survived a grenade attack on her election rally in 2004. Since then, Bangladesh has had frequent military coups, and several generals have made a transition to civilian politics. She had been prime minister since 1996. Civil society activists had protested in Kathmandu last week in solidarity with Bangladeshi people power protesters suffering the violent crackdowns. Nepali students had been airlifted from Dhaka in the past weeks, and dozens of journalists, bloggers and activists had fled to Nepal in the past decade to escape the government's crackdown on media and democracy. People power removes Bangladesh leader

It will. It must. This foolish, shortsighted cruelty will give way to something kinder and more visionary.’Shahidul Alam replies in his book, The Tide Will Turn, a photography and text collection lovingly named after Roy’s letter. Combining sketches from fellow inmates, historical work by Bangladeshi photographers, reflections and political commentary, The Tide Will Turn does more than document Alam’s time in jail and his views: it serves as a curated collection of political art and writing, acting as a critique of autocracy.Alam was arrested and detained on 5 August 2018, shortly after a televised Al-Jazeera interview where he criticised Bangladesh's Sheikh Hasina government for its response to protests by young students demanding road safety. Alam uses the 1971 Liberation War as a starting point to discuss identity, secularism and the failures of the government, detailing his own experience with the 2013 Dhaka garment factory collapse and the killing of Bangladeshi-American secular blogger Avijit Roy. This is the first time after 2015 that Nepal is hosting such a high level summit, and the NCP government sees it as a feather in its cap, pulling all stops to spruce up the capital.“It is an honour for Nepal to host the Summit, and BIMSTEC has great potential, we just need to cooperate on poverty alleviation through closer economic cooperation and connectivity,” Foreign Minister Pradeep Gyawali said.But will Nepal really benefit? The proof of the pudding will be in whether BIMSTEC can go where SAARC has not because of the India-Pakistan rivalry. It also links South Asia to Southeast Asia, and it is now up to member countries to look beyond bilateralism.“We are going step by step, but have made good progress on cooperation, including the energy grid,” BIMSTEC Secretary General Shahidul Islam told Nepali Times. This could be important for Nepal, with its hydropower potential.However, only a day before the Summit, China’s Three Gorges indicated it may pull out of <a href="http://archive.nepalitimes.com/blogs/thebrief/2012/04/02/green-light-to-west-seti/">the long-delayed 750MW West Seti project</a> designed to export surplus power to India.SAARC countries, five of whom are BIMSTEC members, already have a framework agreement on energy cooperation, signed at the Kathmandu Summit in 2014 that should have allowed power trading if there was political will.But India issued its<a href="http://archive.nepalitimes.com/blogs/thebrief/2016/12/09/indian-power/"> energy trade guidelines</a> in 2016, declaring that it will import hydropower from Nepal and Bangladesh only if it is produced by companies that are at least 51% Indian owned. That effectively killed Nepal’s chance of getting the Chinese involved.Ex-Energy Secretary Dwarika Nath Dhungel says: “Regional energy agreements mean nothing unless India revises its cross-border energy trade policy.”In August, Kathmandu and Dhaka signed an MoU to export electricity to Bangladesh. Bangladesh PM Sheikh Hasina made that request during a visit to New Delhi in April 2017, but there was no mention of it in the joint communique. Nepal has never bothered to raise it with India.Nepal aims to generate 15,000MW more electricity in the next 10 years, and could export the surplus to Bangladesh and beyond to Burma and Thailand.There are also fears BIMSTEC may jeopardise Nepal’s relations with China. India has persuaded BIMSTEC members to conduct a  joint military exercise shortly after the summit. Foreign Minister Gyawali clarified Nepal will not join any military alliance, but China and Pakistan are unlikely to be convinced.

Bimstec facelift

He outlined a litany of everything that was wrong in Bangladesh: “The looting of banks, the gagging of the media, the extra-judicial killings, the disappearances, the need to give protection money at all levels, bribery at all levels, corruption in education.”That very day, security personnel in plainclothes arrived at Alam’s Dhaka home in the middle of the night and <a href="https://www.washingtonpost.com/world/2018/08/06/bangladeshi-photographer-shahidul-alam-arrested-over-provocative-comments/?noredirect=on&amp;utm_term=.9b6c0afa5357" target="_blank" rel="noopener">took him away without any explanation or warrant</a>. When he was presented before court a few days later, <a href="https://www.youtube.com/watch?v=iEeyhQNU8fg" target="_blank" rel="noopener">he was limping and had to be held up as he walked</a>.Read also: <a href="https://www.nepalitimes.com/latest/freeshahidulalam/" target="_blank" rel="noopener">#FreeShahidulAlam</a>He had obviously <a href="https://www.nytimes.com/2018/08/08/world/asia/bangladesh-photographer-shahidul-alam.html" target="_blank" rel="noopener">been tortured in custody</a>. Soon after, he was charged with Section 57 of Bangladesh’s Information and Communications Technology Act (ICT) for ‘spreading propaganda and false information against the government’. Alam was denied bail. If convicted, he could face a seven-year sentence.The blatantly unjust and politically motivated arrest of Shahidul Alam <a href="https://www.theguardian.com/commentisfree/2018/aug/08/the-guardian-view-on-shahidul-alam-bangladesh-should-let-him-go" target="_blank" rel="noopener">has been widely condemned</a> and there have been petitions <a href="https://www.aljazeera.com/news/2018/08/calls-grow-release-bangladeshi-photographer-shahidul-alam-180811145247788.html" target="_blank" rel="noopener">for his release from all parts of the world</a>. The attention this case has received partially has to do with Alam’s extraordinary achievements and his international fame.As a photojournalist, he has received widespread acclaim for revealing that the marginalised are active agents rather than victims and his visceral depictions of state brutality. But Alam is equally known as an institution builder and a mentor for younger photojournalists. He founded the Drik Picture Library photo agency, the ChobiMela, one of South Asia’s most prestigious photo festivals, and the Pathshala South Asian Media Institute which has trained hundreds of photographers, including from Nepal.But the case has far-reaching implications that go beyond Shahidul Alam as an individual, and even beyond Bangladesh. The arrest has to be seen in light of worrisome trends that have begun to afflict large sections of the world, including many countries in the South Asian region.Broadly speaking, this has to do with the attack by the state upon what is often called ‘freedom of expression’.In recent months, governments in South Asia have tried to criminalise all criticism of the government, both by publicly prominent personalities and by private citizens expressing themselves on social media.Read also: <a href="https://www.nepalitimes.com/banner/suppressed/" target="_blank" rel="noopener">Suppressed</a>, Om Astha RaiIn Bangladesh, several people have been arrested for posting or sharing comments critical of the government on Facebook. The government there is planning to replace the notorious ICT act with even more draconian legislation. In Myanmar, journalists reporting on the <a href="https://www.nepalitimes.com/here-now/living-on-the-margins/" target="_blank" rel="noopener">Rohingya crisis</a> have been arrested and charged with violating the Official Secrets Act.In the past week, several high profile activists and intellectuals have been arrested in India in what is clearly a vendetta on the part of the government. And in Nepal too, the government has <a href="https://www.nepalitimes.com/banner/suppressed/" target="_blank" rel="noopener">passed legislation that would prevent journalists from reporting on state activity</a>.Read also: <a href="https://www.nepalitimes.com/banner/strongman-rule/" target="_blank" rel="noopener">Strongman rule</a>, Om Astha RaiGovernments have claimed that such measures are necessary to preserve national security. In order to maintain their power, rulers in the region have tried to instigate nationalist sentiments among the population. Organisations campaigning for greater justice have been vilified as tools of foreign countries.The intention behind these efforts is clear. Governments want to establish their own interpretation of history and current events as the only legitimate one. They want to be left free to bulldoze decisions without having to confront independent civil society groups. And in the process, they are trying to create populations that are fearful, inward looking and xenophobic.The campaign for the release of Shahidul Alam is not just about an individual who has been unjustly persecuted. More broadly, it is a campaign to resist the steady encroachment upon democratic space across the region. It is a campaign against a narrow-minded nationalism and the arbitrary use of power. A campaign that stands for tolerance, the rule of law and the rights of the most marginalised people.During her visit to Kathmandu for the BIMSTEC conference, Prime Minister Sheikh Hasina <a href="https://www.nepalitimes.com/latest/freeshahidulalam/" target="_blank" rel="noopener">would do well to realise that her government has only lost international legitimacy by arresting Shahidul Alam</a>. His immediate release will be an important first step towards restoring the Bangladesh government’s credibility.Other heads of government visiting Nepal should similarly recognise that attacks on journalists and members of civil society only serve to increase hostility and anger towards the ruling authorities. The aim is to draw the attention of Bangladesh Prime Minister Sheikh Hasina who arrives on Wednesday to attend the Summit.Alam is a <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/best-years-of-their-lives-migrant-workers,3722" target="_blank" rel="noopener">world-renowned Bangladeshi photographer, writer and activist</a> who was <a href="https://www.washingtonpost.com/world/2018/08/06/bangladeshi-photographer-shahidul-alam-arrested-over-provocative-comments/?noredirect=on&amp;utm_term=.c2f07f839123" target="_blank" rel="noopener">arrested from his home in Dhaka on 5 August following an interview on Aljazeera</a> in which he was critical of the Bangladeshi government's crackdown on student protests. He stated before the magistrate that <a href="https://www.nytimes.com/2018/08/08/world/asia/bangladesh-photographer-shahidul-alam.html" target="_blank" rel="noopener">he had been tortured in police custody</a>, that he had been blindfolded, his hands had been handcuffed behind his back, verbally abused; at the place where he had been interrogated, a heavy weight had been placed over his head and he had been asked whether he could feel its weight, he had been punched on the face, his clothes had become bloodied, it had been washed and dried and ironed before he had been produced in court, he had been accused of being a Mossad agent, had been threatened that Rahnuma Ahmed would be abducted, and that "pins" would be used the next time. Witnesses say he showed clear signs of physical abuse. However, the magistrate did not record his statement and did not arrange for his medical examination, although this is required under Bangladesh law.There have been <a href="https://www.theguardian.com/commentisfree/2018/aug/08/the-guardian-view-on-shahidul-alam-bangladesh-should-let-him-go" target="_blank" rel="noopener">appeals for his release from around the world by journalists</a>, academics, human rights actors and organisations such as Amnesty International, Committee to Project Journalists (CPJ) and the Pulitzer Center among hundreds of others. Most recently, Nobel Laureate Amartya Sen issued a statement, saying: 'Freedom of expression, including through photojournalism, is extremely important for democracy.  We have good reason to admire the work that Shahidul Alam has been doing with great skill and courage for many years. His work should receive praise and appreciation, rather than being ground for harsh treatment.' Alam's has been assaulted in custody, denied proper medical treatment, and denied proper access to his lawyer and family. Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
