&nbsp;While the world is better off today in many development indicators than when the UN was established after World War II. Even so, poverty, inequality, illiteracy, global epidemics, gender inequality and conflicts have continued.
The Security Council established over 75 years ago to help solve crises and promote peace, is unable to function effectively in its current form. Globally, rising mistrust is feeding ongoing conflicts in West Asia, Sudan, Ukraine and elsewhere. There are violations to the UN charter and increasing threats to multilateralism.&nbsp;
Consequences of climate breakdown and the need to adopt concrete measures to reduce global temperatures is becoming more critical by the day. Small island states are in danger of being submerged by the sea, glacial meltdown, floods and droughts threaten lives and livelihoods.
UN Secretary General Antonio Guterres is holding The Summit of the Future 2024 in New York on 22-23 September, providing an opportunity for world leaders to assess these issues so collective solutions can be found.&nbsp;
The Summit will deliberate on global concerns, forge a new international consensus to ‘deliver a better present and safeguard the future’ helping to mend eroded trusts and tackle emerging threats and opportunities.
The summit will also examine progress towards meeting Sustainable Development Goals (SDGs) to reduce poverty, hunger, illiteracy, climate change, human rights, and justice, among others.&nbsp;
The Summit will also discuss the decline in development finance, international peace and security, science, technology, innovation and digital cooperation. Because it is focused on the future, the role of youth will be discussed by young delegates themselves.&nbsp;
Given the stronger urge to protect national and bilateral interests as well budgets being diverted elsewhere, there are signs of aid fatigue and less enthusiasm for UN engagement which would require the UN to think and act differently.&nbsp;
The UN’s multilateral role in promoting global peace and effectiveness in responding to other challenges facing the world needs the organisation to be more agile, efficient, effective and transparent. It must focus on results and impact on the ground.
Nepal has made remarkable progress in improving social indicators. Despite this, poverty, hunger, and illiteracy remain high. Injustice, rampant corruption and violations of human rights are of rising concern.
Adding to these structural problems are the impacts of climate breakdown with glacial retreat, shrinking water sources, and the danger of climate-induced disasters. These threaten not just Nepal, but countries downstream from the Himalaya.
Changes in rainfall patterns have increased floods, delayed and reduced rainfall has affected food security. Despite progress in education and health in expanded partnership with the private sector, there are concerns about quality.&nbsp;
Overstretched government medical facilities and shortages of medicine and qualified doctors are impacting healthcare. The public is frustrated by slow progress in infrastructure. Pollution level has risen to lethal levels, increasing respiratory diseases.&nbsp;
In the absence of local employment opportunities, the youth are migrating overseas in large numbers, and the remittance they send home supports their households and the national economy.&nbsp;
Lack of attention to enhance productivity, has led to a stagnant agricultural sector, turning Nepal into a net importer of rice and other food items.
Frequent changes in government have caused unstable policies and programs, seriously affecting progress in sustainable development. The aspirations of the people to transit towards democracy and justice from the atrocities of ten years of conflict has been a slow and protracted process.
Nepal is at risk of not graduating from LDC status by 2025 and meeting SDG targets by 2030 because of governance failure, lack of service delivery and corruption.&nbsp;
Prime Minister K P Oli left for New York on Friday to address the Summit of the Future 2024. This is a proud moment for Nepal to recommit to the UN and its reform agenda. Nepal should voice its desire to make the UN Security Council more effective, share its development experiences, and thank global partners and the UN for its cooperation.
PM Oli should also raise his voice against global instability and polarisation by affirming Nepal’s support to the UN charter and its commitment to peace, also by strengthening the Blue Helmet peacekeeping forces.
Nepal needs to agree to revamping the Security Council with more inclusiveness representation from Africa, and from the most populous country, India, as well as stronger economies such as Japan and Germany.
Pledging its commitment, Nepal should reiterate its concern with the situation in Ukraine and Palestine, and the rising humanitarian crises in a number of African countries such as Sudan.
Nepal also needs to continue pledging its dedication to fulfilling the SDGs with concrete plans to achieve the unmet Goals. The key issue will be Nepal’s commitment and ownership of a transformative agenda with measures to deliver the promises, including plugging leakage due to corruption.
Nepal must also pledge to effectively implement the Truth and Reconciliation Bill (TRC), with a strong and capable leadership team which will listen to the victims’ voices.
With the climate crisis affecting High Asia, Nepal needs to continue to push the mountain agenda and address the transboundary impact it will have on downstream populations.&nbsp;
With remittances being equivalent to nearly 25% of Nepal’s GDP, migration is a major socio-economic issue for Nepal. It is important to thank countries hosting Nepalis and encourage them to ensure fairer treatment including minimum wage and support to our workers. &nbsp;
P M Oli’s deliberation at the Summit of the Future must not end in New York like most other Nepal’s engagements in the past -- there must be strong efforts to bring the country’s commitments into action for the benefit of its citizens and global governance, with follow up and timely delivery of the promises made at the summit.

Nepal’s future at the UN Summit of the Future

With the ongoing war, innocent <a href="https://www.bbc.com/news/newsbeat-44124396">death and destruction in Palestine by Israel</a>, the recognition of the state of Palestine stands out as the most complicated issue in the history of state recognition.&nbsp; Both Israel and Palestine have their own history and geography as well as their supporters and opponents. Israel's war in the region is escalating, as the air strikes on Lebanon on Sunday shows.&nbsp; It should be acknowledged that Israel and Palestine have equal rights to statehood, to exist, to defend, and to live in peace. Israel and Nepal both applied for <a href="https://thediplomat.com/2020/12/5-facts-about-nepals-un-membership/">membership of the UN at the General Assembly</a> in 1949. Israel’s application was proceeded by the Assembly and approved by the Security Council in the same year.&nbsp; Nepal’s membership was blocked until 1955 at the Security Council because of a Soviet veto. In 1960 Nepal was the first South Asian country to recognise Israel by a unilateral government decision and established diplomatic relations. Nepal supported Palestine statehood both at the Non-Aligned forum in the 1980s and the UN General Assembly in recent times. Nepal should now make a formal and unilateral declaration in support of full recognition of the State of Palestine.&nbsp; Read also: <a href="https://nepalitimes.com/opinion/the-world-s-moral-failure-in-gaza">The world’s moral failure in Gaza</a>, Graça Machel This should be a declaration similar to what Nepal government issued vis-a-vis Israel decades ago, and a new declaration is especially warranted because of the misuse of the veto power by the United States, blocking Palestine’s full membership of the UN. Nepal may emphatically remind itself of being similarly blocked from becoming a UN member for five years because of the Soviet veto. The Palestine question has become a ‘politics of international law’ within and outside the UN. In May 2024, <a href="https://www.bbc.com/news/world-middle-east-68983650">the General Assembly referred a proposal to the Security Council</a>, calling for the admission of Palestine as a full member of the UN. The United States used its veto against it. After the US veto Norway, Ireland, Spain and several European countries declared Palestine statehood unilaterally.&nbsp; Informed debate on Palestinian statehood is a rare subject in the Nepali media. But the Nepal government and media seem to be silent on condemning acts of genocide in Gaza. This is despite the<a href="https://www.atlanticcouncil.org/blogs/new-atlanticist/experts-react/experts-react-what-the-international-court-of-justice-said-and-didnt-say-in-the-genocide-case-against-israel/"> International Court of Justice acknowledging ‘plausible genocide’</a> by Israel that is not a proportinate response to terrorism.&nbsp; The Nepal government should declare Palestine statehood in the same manner as Prime Minister BP Koirala's government recognised Israel in 1960 -- a bold, unilateral and formal recognition – even though Nepal voted in favour of Palestine in resolutions at the UN General Assembly and Non-Aligned countries' conferences. Of 193 UN member states, 146 have voted for and 94 countries have established formal diplomatic relations with Palestine, yet it is still being <a href="https://press.un.org/en/2024/sc15670.doc.htm">blocked from full UN membership</a>. The state practice of recognition follows political realities and the process varies from case to case. In the case of Palestine, especially in opposition to the United States veto, Nepal should make an official endorsement with other countries like Norway and Spain to strengthen the de jure status of Palestine. &nbsp; Nepal’s expressed solidarity with Palestine is noteworthy, but voting in UN resolutions is not enough for de jure recognition of Palestine since the Security Council approval is lacking. The<a href="https://press.un.org/en/2024/ga12599.doc.htm"> UN General Assembly only gave de facto recognition of Palestine</a>, which helped to upgrade its non-state observer status to a UN member. However, it is still awaiting recognition of de jure sovereignty as well as full membership of the UN. Under the UN hierarchy of its five permanent members (US, UK, France, Russia and China) have the authority to block any substantive decision. UN records shows that the United States has used its veto 42 times in favour of Israel. All attempts to recognise Palestine’s de jure sovereignty have been blocked by the United States. Contrary to the Security Council, the General Assembly is the global legitimate forum. The Assembly resolutions, however, are only recommendatory, lacking binding force. The weakness of the Assembly resolutions, lamentably, is that they usually form so-called ‘soft law’, but which can still be seen as binding law. The Security Council and supporters of ‘hard law’ do not perceive Assembly resolutions as binding law. Israel is defying not only the International Court of Justice’s rulings but also the orders of Security Council. As a response to a recent request by the General Assembly, the <a href="https://www.icj-cij.org/node/204176">International Court of Justice on July 19 gave an advisory opinion</a> in which it declared that Israel’s occupation of Palestinian territories since 1967 was unlawful. Israel and the United States did not recognise the Court's opinion on this issue.&nbsp; Palestine has some weaknesses to fulfill statehood, which is also the case of Israel. For example, Palestine does not have full control over its territory since it is under occupation. When it comes to Israel, there is a problem with its democracy, democracy being known as a modern criterion of statehood in addition to territory, control over territory, population and government. In this context, Israeli democracy is not free of criticism, with some even calling it an <a href="https://www.vox.com/23924319/israel-palestine-apartheid-meaning-history-debate">‘apartheid state’</a>.&nbsp; Read also: <a href="https://nepalitimes.com/opinion/guest-editorial/the-international-order-is-dying-in-gaza">The International Order Is Dying in Gaza</a>, Mohamed ElBaradei For Palestine to be regarded as a fully sovereign State under international law, it must obtain de jure recognition -- this means legal acknowledgement by the international community. Some are calling for an Israel-Palestine ‘bi-national state’, a homeland for both Jews and Palestinians, but only de jure sovereign Palestine may be helpful for future peace in West Asia.&nbsp; Nepal’s new unilateral declaration will not by itself be enough to make Palestine a sovereign state. It will, nonetheless, make history. Or at least Nepal will be standing courageously on the right side of the history. &nbsp;&nbsp; Katak Malla is a Senior Fellow at the Stockholm Centre for International Law and Justice in Stockholm University.

Nepal should recognise Palestinian sovereignty

After Covid-19 struck in 2020, creating chaos and misery, I hoped that some silver lining would emerge from this global tragedy. For a time, it seemed possible. The pandemic was a powerful reminder of our common vulnerabilities, our shared humanity, and the importance of solidarity that transcends our differences and borders.&nbsp;
Now, however, I wonder if I was wrong even to hope. Once the pandemic subsided, we rushed back to the precipice with renewed vigour. None of the lessons of solidarity stuck, as if we were coated in Teflon. Many, if not all, of the pillars of the post-World War II global order seem to be crumbling. Violent conflict has become the default method to settle disagreements between countries (Russia and Ukraine) and within countries (Yemen, Sudan), while the multilateral security system, headed by the United Nations Security Council, is sliding into irrelevance.&nbsp;
Moreover, the inequality gap between the Global North and the Global South has widened, and more of the latter countries are suffering from debilitating debt burdens. This, in turn, has exacerbated poverty, fuelled migration, and sown distrust. With populism and authoritarianism on the rise, attacks on human rights and democratic values have intensified and, in some cases, the veneer of elections has given these attacks spurious legitimacy. And the intensifying rivalry between the United States and China is fast becoming an end in itself.&nbsp;
But the ongoing war between Israel and Hamas has dealt a particularly crushing blow to the system. The gross violations of international humanitarian law to protect civilians beggar belief. In fact, the atrocities committed against civilians, first in Israel and now in Gaza, are evil in its purest form. These despicable acts should be at the top of the priority list for the International Criminal Court prosecutor and addressed in International Court of Justice proceedings. We must halt this descent into the abyss.&nbsp;
The cavalier disregard for the principles and norms of international law, such as limitations on the right to self-defense, and the willful blocking of the Security Council from fulfilling its “primary responsibility for the maintenance of international peace and security,” have been unconscionable. Senior UN humanitarian officials on the ground in Gaza have used phrases like “hell on earth” and “humanity giving up” to express their desperation. Few seem to be listening.&nbsp;
There is now a looming rupture between the West and the Arab and Muslim world, even as Western and Arab populations are directing anger toward their leaders. Dehumanising, rage-filled rhetoric emanates from all sides and reverberates on city streets, university campuses, and in small towns the world over. All efforts to build bridges of respect and understanding over the last few decades seem to have collapsed.&nbsp;
Moreover, the Arab and Muslim world has lost faith in perceived Western norms: international law and institutions, human rights, and democratic values. In their view, the West itself is showing that brute force trumps all else. Of course, the increasing belief that democracy and human rights – the liberal values that once inspired the Arab Spring – are simply tools for Western domination is music to the ears of autocrats and despots.&nbsp;
The war underscores two lessons. First, conflicts don’t resolve themselves, and allowing them to fester is shortsighted and dangerous. UN Secretary-General António Guterres was viciously attacked by Israel after saying that Hamas’s October 7 attack “did not happen in a vacuum.” But he was acknowledging a truth – the pent-up humiliation and sense of injustice among the Palestinians – that most people who follow the Palestinian-Israeli conflict have long recognized.&nbsp;
The conflict has elicited calls for the revival of the ill-fated “peace process” that has been limping along for decades. But the same leaders now promoting a two-state solution silently looked on as Israel devoured (through annexation and settlement expansion) most of the land that was meant for a Palestinian state. The aftermath of today’s violence may very well offer the last opportunity to reach a just and lasting peace before the entire region goes up in flames.&nbsp;
The other important lesson is that building a more robust and equitable global security system and financial architecture requires structural reforms. For starters, the veto power of the UN Security Council’s five permanent members should be drastically curtailed, if not eliminated. The US and Russia must also resume nuclear arms talks and take meaningful steps toward disarmament. It is scandalous that there is no longer a single nuclear-arms-control agreement in operation between the world’s two largest nuclear powers.&nbsp;
The Bretton Woods institutions – the International Monetary Fund and the World Bank – must give the developing world a fair say in global decision-making and equitable access to financial resources for development. Although policymakers have been calling for such an overhaul since the collapse of the Soviet Union more than 30 years ago, no progress has been made.&nbsp;
We must not permit an opportunity born of war to slip through our fingers. In the absence of radical reform of the international order, the Gaza war will herald a world spiraling out of control.&nbsp;

The International Order Is Dying in Gaza

UN Secretary General António Guterres who is on a 4-day visit to Nepal has pledged to raise global awareness about the impact of the climate crisis on the Himalaya at the COP28 climate summit in Dubai next month. He flew by helicopter from Kathmandu to the shrinking glacier below Mt Everest on Monday to record a warning to the world that the planet is in grave peril. He also vowed to take up the cause of countries like Nepal that are vulnerable to climate impact in Dubai to raise money for adaptation, and a fund for loss and damage. “Nepal is an example of a country that does not contribute much to the climate crisis but is in the first line of impact of its consequences. And I’m here to show Nepal to the world and show how dramatic climate change is,” said Guterres following a visit to the Everest Base Camp (EBC) and Syangboche on Monday morning. It is not generosity, but their duty.” The UN Secretary-General spoke with the local community in Nepal’s Khumbu region about everyday challenges they face, including weather extremes, shrinking glaciers, the depletion of water sources, and climate-related disasters like glacial lake outbursts floods and avalanches. He also discussed solutions like clean energy, and residents asked for support for micro-hydro projects. Guterres later took to X (Twitter) to write: ‘Today from the base of Mt Everest, I saw for myself the terrible impact of the climate crisis on the Himalayas. Guterres announced he will also be visiting Antarctica in November to highlight the thawing of the polar ice caps and the result this will have on seas level and weather patterns. At Annapurna Base Camp Guterress will be accompanied by glaciologists who will show him evidence of Elevation Dependent Warming which means that the Himalayan mountains are warming at 0.7 degrees Celsius higher than the global average. Even if atmospheric temperatures worldwide were to be capped at 2.0 Celsius by 2025, the Himalayan would be 2.7 Celsius. At that rate, two-thirds of Himalayan glaciers will be gone during this century. Guterres will be the sixth UN Secretary General to visit Lumbini. Back in 1967, Burmese Buddhist Secretary-General of the United Nations, U Thant, visited Nepal and flew to Lumbini for a pilgrimage. Seeing the ruins, U Thant during his meeting with King Mahendra in Kathmandu discussed restoring the nativity site and later set up a UN Committee to turn Lumbini into an international centre for peace. Another issue on the agenda for Guterres is Nepal’s long-standing commitment to the UN peacekeeping, the country is the second biggest contributor to the operations. Malla is currently serving in the UN Organisation Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO).Malla currently serves as the Chief of the MONUSCO Police Health and Environment Unit, which she helped establish in the country’s capital, Kinshasa. The unit is responsible for implementing policies and procedures concerning the health and well-being of personnel as well as United Nations Police environmental initiatives.Malla’s contributions during the ongoing Covid-19 pandemic and past outbreaks of Ebola virus disease have had a significant impact in the Democratic Republic of the Congo. During the volcanic eruption in Gola last May, her unit alerted the local population and UN staff of precautionary measures, preventing further losses.“She helped establish and now leads MONUSCO’s Health and Environment Unit, enhancing the safety and welfare of our peacekeepers by mitigating the risks from Covid and other threats,” says United Nations Secretary-General António Guterres, who will be presenting the award virtually on 9 November.He adds: “And she represents something far larger — the many contributions of women police officers in advancing peace and security around the world. Through her work, Superintendent Malla embodies the best of the United Nations.”Malla is a medical professional by training and has helped develop guidelines to control the spread of the novel coronavirus in the region. In 2021, she organised over 300 awareness sessions on Covid prevention as well as environmental protection for the public, government officials and UN staff in Congo. As the MONUSCO Police’s focal point on Covid-19, she has also been actively disseminating information about the vaccines and promoting the vaccination drive.Malla was previously with the United Nations Stabilisation Mission in Haiti (MINUSTAH) from 2016 to 2017, where she was a member of the Formed Police Unit’s medical team. Photo: UN PHOTO/MARK GARTEN</figcaption></figure>The United Nations will host six high-level plenary meetings during the start of the 74th session of the General Assembly in late September, including the <a href="https://www.un.org/en/climatechange/" target="_blank" rel="noopener">Climate Action Summit</a>, in a bid to kickstart ailing multilateral diplomacy.The meetings are being viewed mainly as an attempt to revive multilateral diplomacy at a time when a rash of hard-right nationalist leaders, including US President Donald Trump, Brazilian President Jair Bolsonaro, President Rodrigo Duterte of the Philippines and Prime Minister Viktor Orban of Hungary, are either rooting for authoritarianism, abandoning international treaties or undermining multilateralism — not necessarily in that order.Regrettably, they are joined by a fistful of other leaders, both from the North and the South, including from Russia, Italy, Burma, Egypt, Saudi Arabia, Poland and Turkey.The UN is expecting over 180 world leaders, including foreign ministers and high-ranking government officials, to participate in the six-day mega event.<a href="https://www.theguardian.com/world/2019/mar/11/greta-thunberg-schoolgirl-climate-change-warrior-some-people-can-let-things-go-i-cant" target="_blank" rel="noopener">Greta Thunberg</a>, the dynamic young Swedish activist, will also be at the UN climate meeting, scheduled for 23 September, to dramatise the need for common action and to symbolise the essential role that the UN can play.The Climate Action Summit is intended to put world leaders on the hot seat so they reveal concrete, realistic plans to fulfill the pledges countries made in the Paris Agreement in 2016. The work of the UN and the member countries will go on without it”.As for the SDGs, he said, this is a signature UN initiative that needs more attention and focus. “The world is not on track to reach many of these goals, and without greater commitment by member governments, they are not likely to be met by 2030. With the US disengaged from many of these discussions, it falls to the Secretary-General to recommit leaders to these goals,” Edwards noted.James Paul, a former executive director of the New York-based Global Policy Forum, says, “This is a time of great international uncertainty and instability. What does this mean for the UN as a cluster of high-profile meetings approaches? Paul Nunn and Bhim Singh Thakuri<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a52f19c7e80680e052324jpeg.jpg" alt="" width="1400" height="933"/><figcaption>Pic: NT ARCHIVE</figcaption></figure>Tuberculosis remains <a href="https://www.nepalitimes.com/editorial/tb-or-not-tb/" target="_blank" rel="noopener">a major public health problem in Nepal</a>, with over 32,000 notified cases and an estimated 7,000 deaths per year.Nepal participated at the United Nations High Level Meeting on TB in September 2018 and, with all the other nations of the world, committed to end TB as a public health problem by 2035.In June, a team of international TB experts reviewed the country’s progress against the disease, visiting five provinces. Their findings: Nepal is not on track to meet the 2035 commitment.  What is more, cases of TB in the country are much higher than we previously estimated.There had been concern that notified cases were just the tip of the iceberg, as there was evidence that many TB cases were being missed.  The Ministry of Health and Population (MOHP) supported by the Global Fund against AIDS, TB and Malaria and the World Health Organisation, conducted a survey to measure for the first time the amount of <a href="https://www.nepalitimes.com/banner/tb/" target="_blank" rel="noopener">TB in Nepal</a>.Read also:<a href="https://www.nepalitimes.com/banner/nepal-tests-and-treats-tb-with-a-flying-pharmacy/" target="_blank" rel="noopener">Nepal tests and treats TB with a flying pharmacy</a>, Ramu Sapkota<a href="https://www.nepalitimes.com/banner/tb/" target="_blank" rel="noopener">TB</a>, Sonia AwaleDespite the terrain, this was one of the most thorough surveys ever done. Final results will be published at the end of the year, but preliminary findings show there is about two-thirds more TB than was previously estimated.How could this be? For over 20 years, Nepal has had a National TB Programme (NTP), which provided nationwide coverage of basic services for drug sensitive TB and, more recently, for drug resistant TB. Photo: NATIONAL TUBERCULOSIS CENTRE</figcaption></figure>But long-standing weaknesses in management and organisation, compounded now by the federalisation process, have allowed some of the essential functions of the NTP to disintegrate, and others are at serious risk. The laboratory network for diagnosing TB and the system of supportive supervision that ensures standards are maintained through all levels of government should be restored immediately.This is because district centres, key to TB control strategies, were abolished — and then reinstated — but with far fewer staff than previously.Accurate surveillance of the cases notified and the flow of information to the centre is endangered. Federalisation has so far not created clear mechanisms that will ensure these essential functions continue. If decentralised procurement of drugs continues, it will increase procurement costs significantly and risk the purchase of poor quality drugs.Successive governments have allowed the technical staff of the National TB Centre to be hollowed out, eroding its capacity to develop policies and lead their implementation. The National Strategic Plan, written three years ago, is underfunded and only partially implemented. Most staff responsible for TB activities are now not trained to carry out the work.Diagnosis is mostly by outdated and insensitive sputum microscopy.  <a href="https://www.nepalitimes.com/banner/nepal-tests-and-treats-tb-with-a-flying-pharmacy/" target="_blank" rel="noopener">Transport of specimens to laboratories</a> is still inadequate. Consequently, GeneXpert utilisation has been slow to increase.The private health sector is massive and growing. Over 70% of people with TB first go to private clinics, yet diagnosis and treatment are of variable quality, leading to drug resistance.The joint monitoring mission recommended the following:Stop the collapse of the NTP by engaging the MOHP in discussions on federalisation to ensure that the essential functions of TB control are preserved, with clear roles and responsibilities for the newly appointed staff.Increase investment to provide technical support to all levels of the NTP through teams of staff at central and provincial levels. Let a partner employ these staff if the government cannot do so immediately.Use these teams to address the massive training gap that hypermobility of staff and federalisation have created.Phase out sputum microscopy for diagnosis and move to GeneXpert testing, and make sure contracted organisations achieve case-finding targets. He had lost his appetite and was coughing. His back pain made it difficult for him to walk and care for his chickens and buffalos, which were his main source of income. Ram was very sick, but his disease remained undiagnosed.Over the course of a year, he had visited several private and public health facilities, and spent over Rs69,000 for different treatments. Nothing helped. Ram had given up hope of being healthy.A partner organisation of the national TB program was targeting high-risk areas like Makwanpur for the disease by setting up neighbourhood camps to test people. Ram met volunteer Sangita, who collected his sputum sample and tested it. Ram had TB. He started treatment immediately. Six months later, the treatment completed, he was cured.There are about 10,000 Nepalis like Ram, sick with TB but never diagnosed and treated. They continue to unknowingly transmit the disease to their families, friends and colleagues — fuelling the epidemic. Poverty increases the likelihood that a person will get sick with TB. In turn, TB can make people and their families a lot poorer.Worldwide, TB is the number one infectious killer. The World Health Organization (WHO) estimates 3.7 million people have TB, but do not even know it.One strategy to find these ‘missing’ TB patients is community-based screening (active case-finding). Setting up a camp, as in Ram’s neighbourhood, is only one of many examples of how this type of outreach screening can be done. It could also mean testing friends and family members of a TB patient or offering screening to high-risk groups, such as persons with HIV or diabetes, or people living in a homeless shelter.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a52fb9c7e80680e052327jpeg.jpg" alt="" width="1400" height="1116"><figcaption>PROACTIVE MEASURES: Health care volunteers during an outreach screening program in Dhanusha as part of active case-finding for tuberculosis in local communities.</figcaption></figure><a href="https://www.nepalitimes.com/banner/for-nepal-a-game-changer-in-tb-control/" target="_blank" rel="noopener">Active case-finding</a> is not a silver bullet to end TB. There are no silver bullets, in fact. Consequently, in countries with many TB patients like Nepal, community-based TB screening is a necessary but potentially double-edged sword in the global TB emergency.Community screening can waste resources or increase stigma, but it can also decrease suffering and transmission – it all depends on how it has been tailored and put into practice. That is to say that this ‘sword’ should be used carefully, and by those who know when, where and how to mobilise the community.Tailoring outreach screening approaches means considering a) global and local data and evidence, which are limited but steadily growing, and b) using the most accurate diagnostic tools, such as the molecular <a href="http://archive.nepalitimes.com/news.php?id=17747#.XUwPT_IzaUl" target="_blank" rel="noopener">GeneXpert test</a> not widely available in Nepal yet. (See article above)Active case-finding is a balancing act. Tailoring and integrating outreach screening approaches implies that we must consider and strike a balance between:Focusing on transmission versus individual health outcomesPublic health versus risk of harm for individualsEmploying the necessary human resources versus relying on volunteersAchieving long-term success versus containing costs in the short-termProactive prevention versus reactive medical interventions.What Nepal needs to meet its 2030 TB target, contained in the Sustainable Development Goals, is a person-centred public health and sustainability mindset. This is not an oxymoron. We need to keep the big picture in mind so that the 10,000 missing Nepali TB patients like Ram can be identified and treated. Nepal TB cases grossly underestimated

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161116/636921f79c7e80680e03a0ffjpeg.jpg" alt="" width="1500" height="1000"/>Nepal’s flourishing diversity of ethnicities, languages and cultures and its socio-cultural closeness to Burma made me feel at home as soon as I landed in Kathmandu recently.Unfortunately, another similarity is that both countries have been mired in conflict and are trying to come to terms with truth and justice for past human rights violations.  There is a lot the two countries can learn from each other.Burma (Myanmar) was ruled by notorious military regimes for nearly half a century up until 2011, when political liberalisation began. The United Nations and others have documented widespread and systematic human rights violations by the junta, including war crimes, crimes against humanity and allegations of ethnic cleansing.Burma has the world’s longest-running civil wars, and has seen continuous conflict between the government and many of the country’s ethnic groups since independence in 1948. Both the military and ethnic armed groups have committed crimes including extrajudicial killings, forced displacement of entire villages, recruitment and use of child soldiers, and destruction of property, and war rape.The brutal suppression of pro-democracy movements, and violent crackdowns of protests were common throughout this period of military rule from 1962 to 2011, resulting in thousands of political prisoners. The atrocities against ethnic minority groups continue to this day, with the <a href="https://www.hrw.org/tag/rohingya-crisis" data-saferedirecturl="https://www.google.com/url?hl=en&amp;q=https://www.hrw.org/tag/rohingya-crisis&amp;source=gmail&amp;ust=1536731149248000&amp;usg=AFQjCNG9Jk6SjnsFjB6vZ6LOiPDxXWE85A">violations against Rohingya</a> people getting the most international attention at the moment.In comparison, Nepal’s conflict lasted a shorter period between 1996-2006 when most of the rights violations occurred. The violations of human rights during conflicts in both countries are so numerous and egregious that the normal justice system is not able to provide adequate response, which is why <a href="https://www.nepalitimes.com/here-now/the-struggle-for-transitional-justice/" target="_blank" rel="noopener">transitional justice mechnisms </a>are needed.After 2011 Burma’s military rule was replaced by a military-backed civilian leadership. A comprehensive peace process with ethnic armed groups brought bilateral ceasefires moving up to a <a href="https://www.mmtimes.com/national-news/17022-extracts-from-the-nationwide-ceasefire-agreement.html" data-saferedirecturl="https://www.google.com/url?hl=en&amp;q=https://www.mmtimes.com/national-news/17022-extracts-from-the-nationwide-ceasefire-agreement.html&amp;source=gmail&amp;ust=1536731149248000&amp;usg=AFQjCNFCatvjWLrPNer76IDwjivKl6nh7g">Nationwide Ceasefire</a> in October 2015. The current National League for Democracy (NLD) government, elected in a landslide in 2015, has continued <a href="https://www.reuters.com/article/us-myanmar-politics-peace-idUSKCN1160RF" data-saferedirecturl="https://www.google.com/url?hl=en&amp;q=https://www.reuters.com/article/us-myanmar-politics-peace-idUSKCN1160RF&amp;source=gmail&amp;ust=1536731149248000&amp;usg=AFQjCNHlFs7iEmrEFX7RmKFS5qH4T1roYg">negotiations</a> between government, military, ethnic armed groups and political parties. Even so, the International Center for Transitional Justice (<a href="https://www.ictj.org/our-work/regions-and-countries/burmamyanmar" data-saferedirecturl="https://www.google.com/url?hl=en&amp;q=https://www.ictj.org/our-work/regions-and-countries/burmamyanmar&amp;source=gmail&amp;ust=1536731149248000&amp;usg=AFQjCNFZYp8J36Vu0BAiKxeaJ9db3UEJEw">ICTJ</a>) has been pushing Burma to provide redress to political prisoners and bring victim experiences into the national dialogue.However, the process has been overshadowed by the accusations of a <a href="https://www.reuters.com/article/us-myanmar-rohingya/myanmars-ethnic-cleansing-of-rohingya-continues-u-n-rights-official-says-idUSKCN1GI0C2" data-saferedirecturl="https://www.google.com/url?hl=en&amp;q=https://www.reuters.com/article/us-myanmar-rohingya/myanmars-ethnic-cleansing-of-rohingya-continues-u-n-rights-official-says-idUSKCN1GI0C2&amp;source=gmail&amp;ust=1536731149248000&amp;usg=AFQjCNHnY3CEDJon3L9CC2ux35UaP6z-Qg">campaign of ethnic cleansing</a> against the <a href="https://www.nepalitimes.com/here-now/living-on-the-margins/" target="_blank" rel="noopener">Rohingya Muslim</a> population by the military which has forced some 700,000 refugees to flee to neighbouring countries. A <a href="https://www.ohchr.org/Documents/HRBodies/HRCouncil/FFM-Myanmar/A_HRC_39_64.pdf" data-saferedirecturl="https://www.google.com/url?hl=en&amp;q=https://www.ohchr.org/Documents/HRBodies/HRCouncil/FFM-Myanmar/A_HRC_39_64.pdf&amp;source=gmail&amp;ust=1536731149249000&amp;usg=AFQjCNFjnSZCGKZsKvq4mB0Q05qmpvitkQ">UN repor</a>t on 24 August was the strongest condemnation yet and called for top military figures to be investigated for genocide in Rakhine State and crimes against humanity in other areas. It recommended that the case be referred to the International Criminal Court (ICC).Predictably, Burma’s rulers <a href="http://time.com/5381281/myanmar-rejects-un-rohingya-genocide-report/" data-saferedirecturl="https://www.google.com/url?hl=en&amp;q=http://time.com/5381281/myanmar-rejects-un-rohingya-genocide-report/&amp;source=gmail&amp;ust=1536731149249000&amp;usg=AFQjCNHXozMm9CjyFfrgfrqgRcp2s_JVGw">rejected</a> the report. Then last week, a Rangoon court sentenced two Reuters reporters to seven years in prison for <a href="https://www.bbc.co.uk/news/world-asia-45392972" data-saferedirecturl="https://www.google.com/url?hl=en&amp;q=https://www.bbc.co.uk/news/world-asia-45392972&amp;source=gmail&amp;ust=1536731149249000&amp;usg=AFQjCNE07dgoa6OG7N-imhGIkuPmFXc8aw">violating a state secrets act</a> while investigating the atrocities against the Rohingya. Domestic and international rights have condemned it as a crushing blow to freedom of the press and another setback for democracy.Nepal’s own 2006 Comprehensive Peace Agreement laid down the steps to establish the Truth and Reconciliation Commission and the Commission on Investigation of Disappeared Persons which were finally established in 2015. Even so, they are criticised for allowing the government to grant amnesty to perpetrators, they <a href="https://www.hrw.org/news/2018/02/13/nepal-transitional-justice-proving-elusive" data-saferedirecturl="https://www.google.com/url?hl=en&amp;q=https://www.hrw.org/news/2018/02/13/nepal-transitional-justice-proving-elusive&amp;source=gmail&amp;ust=1536731149249000&amp;usg=AFQjCNGebWcVaS1DrMhWBpyjX4uKXTT3HQ">fail to meet international standards</a> and are unconstitutional. The government has extended their mandates for the second time in February, but has not provided them enough technical and financial support.Both Nepal and Burma currently face the challenge of a <a href="https://www.nepalitimes.com/here-now/just-not-justice/" target="_blank" rel="noopener">lack of commitment and delays</a> about the transitional justice process because of the lack of political will to acknowledge the past and provide relief to victims.In Burma, the military did not want to uncover the wrongdoings of its personnel and discussion of massive human rights violations has been largely<a href="http://www.irrawaddy.com/election/news/forgive-those-who-wronged-us-suu-kyi-tells-nld" data-saferedirecturl="https://www.google.com/url?hl=en&amp;q=http://www.irrawaddy.com/election/news/forgive-those-who-wronged-us-suu-kyi-tells-nld&amp;source=gmail&amp;ust=1536731149249000&amp;usg=AFQjCNF-f-Fz5PYrT6mZYMmyuPWQSLywog">understood to be off the table</a> during the transition and the peace process. This is because the current government says it is worried that raking up the past might reopen old wounds and further deepen divisions. Burma’s hybrid political structure still equips the military with greater power and influence. This failure to address transitional justice to confront past violations is now impeding the ability to confront the present.A similar <a href="https://www.icj.org/wp-content/uploads/2017/08/Nepal-TJus-Process-Advocacy-2017-ENG.pdf" data-saferedirecturl="https://www.google.com/url?hl=en&amp;q=https://www.icj.org/wp-content/uploads/2017/08/Nepal-TJus-Process-Advocacy-2017-ENG.pdf&amp;source=gmail&amp;ust=1536731149249000&amp;usg=AFQjCNFjTUV6E4PEQAdkfJwBIUBkGlAJYg">narrative</a> is <a href="http://archive.nepalitimes.com/article/nation/Rights-right-here-at-home,3956" target="_blank" rel="noopener">being put out in Nepal as well</a>, and this is largely the reason why the perpetrators of conflict-era violations keep getting amnesty without serving actual jail time or prosecution. Since former enemies are now the state, it is in their interest delay, dilute and deny justice. Transitional justice is said to impede reconciliation, and perpetrators argue they were just following orders.Victims, their families, and human rights activists want them to be held to account no matter what. The Nepal government recently began consultations on amendments to the two <a href="https://www.nepalitimes.com/editorial/rocky-transition-to-justice/" target="_blank" rel="noopener">transitional justice mechanisms</a>. While this shows the country may be going in the right direction, the notion that seeking justice impedes reconciliation is still widespread.Justice and reconciliation should not be trade-offs, nor are they mutually exclusive. After periods of repression and conflict, burying the past for the sake of peace might seem desirable but is not  sustainable in the long run. Transitional justice does not merely mean prosecution or reopening old wounds, it holds perpetrators to account and gives a change for them to offer apologies and acknowledgment. Nepal and Burma must remember that addressing past violations and recognising victims as rights-holders, fosters civic trust and the rule of law while promoting reconciliation.Naw Gladys Maung Maung is a political science student from Burma who was recently in Nepal.

Kennedy. NPCA is the largest non-profit organization representing Returned Peace Corps Volunteers.Born in a small village without running water or electricity, Gautam’s ties to the Peace Corps date back to 1962 when he attended a school in Tansen, about a three-day walk from his home.Read also: <a href="https://www.nepalitimes.com/featured-videos/kul-chandra-gautams-long-journey-home/" target="_blank" rel="noopener">Kul Chandra Gautam's long journey home</a>, Kunda DixitRecognizing Gautam’s talents, Peace Corps volunteers encouraged Gautam to seek a college scholarship in the United States. Gautam eventually graduated with degrees from Dartmouth College and Princeton University and then worked for UNICEF over three decades, rising to become Deputy Executive Director of UNICEF and Assistant Secretary-General of the United Nations in the early 2000s.After retiring from the UN, Gautam was briefly Special Adviser to the Prime Minister of Nepal on International Affairs and the Peace Process. He continues informally to advise his country’s senior political and civil society leadership on the peace process, consolidation of democracy, human rights, and socio-economic development. "I am thrilled and most grateful for this honour,” said Gautam. “My experience with the Peace Corps has been a source of great inspiration for me from my early student days in Nepal and throughout my long career with the United Nations in the service of the world's poor and disadvantaged, particularly women and children. This prestigious award will further motivate me to continue to dedicate the rest of my life to pursue the core Peace Corps values of service, peace, development, human rights and global human solidarity.”In describing the award, NPCA CEO Glenn Blumhorst noted: “This award honors an outstanding global leader who grew up in a country where Peace Corps Volunteers served, whose life was influenced by the Peace Corps, and whose career contributed significantly to their nation and the world in ways that reflect shared values in human dignity and economic, social, and political development.”Gautam was nominated by RPCV Doug Hall of New Hampshire. After serving in the Peace Corps in Nepal in the late 1960s, Hall first met Gautam as an undergraduate at Dartmouth College in 1971.“I am so happy that NPCA has selected Kul Gautam for this year's Wofford award,” said Hall.  “Kul's long career in the UN and subsequent activity back in Nepal exemplify his dedication to global and national leadership and commitment to goals that all Peace Corps Volunteers have shared over the years: international understanding and peace. Kul Chandra Gautam awarded

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
