At a time when people in most Asian countries practice varying degrees of openness, Trump’s second coming could signal further reversals.&nbsp;
From authoritarian North Korea and China, elected autocracies like Singapore, to formerly democratic countries that are backsliding like the Philippines and Indonesia, the Asia-Pacific region has been witnessing democratic decay for decades.
However, with a new hardline rightwing government in Washington next year, analysts in the region fear further erosion of press freedom, democracy and rule of law in the region. America will no longer have the moral high ground in preaching human rights, democratic values and civic freedoms to the rest of the world.
This will likely be accompanied by Trump’s America ditching traditional allies like South Korea, Japan or Taiwan, or asking them to pay for the US defence umbrella as he tried to do the first time round. His choice of State Department and Department of Defence portfolios in the cabinet shows that a second Trump term may have an even more hardline foreign policy.
Trump’s muddle headedness on bilateral trade and security alliances are likely to leave both allies and adversaries scratching their heads about what America really wants. One outcome could be China filling the vacuum left by America’s retreat from the region. Even Kim Jong-Un is relieved that his old pal is back in the Oval Office, and will not be giving him a hard time about sending 10,000 of his troops to fight in the Russian Army against Ukraine.&nbsp;
Most Asian populations look admiringly at China and Singapore, which have achieved phenomenal economic progress despite limiting political and media freedoms. They are strongly attracted by ‘Asian values’ that emphasises the collective good rather than individual pursuit of happiness, and feel that Westminster-style parliamentary democracy is not really suited to our soil.
It is tempting for them to make a distinction between personal freedom and social, economic and cultural rights of a people. This philosophy has adherents not just in developed Asian economies, middle-income states like Vietnam, Thailand and Indonesia, but also in the poorer parts of the continent where there is a hankering for strongman rule, like in India.
They argue that political pluralism leads to societal divisiveness, undermines a cohesive national ethos, and distracts leaders from focusing their attention to lift living standards of citizens. What is the point of being allowed to vote freely for a political party if there is no freedom from hunger, is the reasoning.
Many in Asia’s badly governed countries are convinced by this argument. The countries with the lowest per capita income in the region are those which practice western-style parliamentary democracy, and they are confined to South Asia. Some of the richest countries in Asia are those ruled by a single party, and emerging economies are sorely tempted to dump democracy for development.
Some have called this the ‘Eastminster’ model, and the latest adherent is the world’s largest democracy, India which has been trying to play economic catchup with its rival, China. Their authoritarian playbook is the same: abandon the doctrine of separation of powers, steadily but steadfastly constrict freedom of expression, manipulate the electoral mechanism, and weaponise social media networks to stoke populist rhetoric against ethnic minorities, migrants, or magnify external threats.
This has worked brilliantly to elect autocrats: in many formerly democratic countries authoritarian leaders have been elected multiple times because of their stranglehold on the levers of power. They have used free election to get to power and then dismantled the very institutions of democracy that got them elected in the first place.
Elected despots have hijacked the court system to deploy strategic lawsuits against public participation (SLAPP) against political rivals, journalists and civil society — framing them on trumped up charges of tax evasion, money laundering or even sedition.
All this has been made possible by the tyranny of the algorithm which has aided and abetted populism on social media platforms, polarising and radicalising voters at election time. The networks have taken over the agenda-setting role of the legacy and linear media. The traditional fact-checking and verifying role of the traditional mainstream media is now undermined because (as seen in the recent US elections) facts do not matter anymore.
Asia’s autocrats have keenly watched the US presidential elections, and they have been taking notes. If the United States and India, with all their constitutional safeguards, can drift into &nbsp;authoritarianism, what hope is there for Asia?
One thing to keep in mind is that countries like Nepal and Sri Lanka or Philippines and Indonesia have tried strongman rule before, and it was a disaster. And there are examples of Asian countries that have prospered because of democratic checks and balances.&nbsp;
Predictions of the demise of democracy in countries of the Asia-Pacific, therefore, may be exaggerated and premature.

Asia’s ‘Eastminster Model’

Rain pelleted the windshield furiously. Iva Maharjan dashed down the footpath and slid into the backseat of the taxi, next to me. We were about to be stuck in Kathmandu traffic for exactly two hours and I would ask her a question on which our time would pivot. Iva goes by the name “the cello girl” on her WhatsApp ID. I had always wondered if the title had more to reveal. “Yes, I play the cello,” she flashed a demure smile. The cello is a stringed instrument, used in various genres of music. It is also known as violincello. I had never met a cellist before! The cello isn’t the instrument Iva has always played. When she was 11, she started to learn to play the violin. “My cousin-brother (Sabin Munikar) had set up a music institute in our house so my father asked me if I was interested in learning the violin,” Iva recalled. Her father, Babukaji Maharjan, a music enthusiast himself, plays the dhimay and the flute. He has been the biggest force behind Iva’s music journey. “If my father hadn’t dropped me off to rehearsals, I wouldn’t be here.” I teared up when Iva said that, as I thought about my own father always holding the light for me. When Iva first learned to play the violin, it was very hard. “It’s uncomfortable and painful in the beginning because you’re not used to putting your hand like that and holding the stick in a certain way. It is also difficult to press on strings, hurts your fingertips," Iva said as she showed me the dead skin on her fingers. "But it was a part of the learning and never did it feel like I didn’t want to do it. Iva is part of the Nepal-Norway project, which had donated three cellos to Nepali music groups.&nbsp; They had the instruments but no players. It was then that her cousin asked her if she wanted to take up the cello. Although not a cellist himself, he taught her how to hold it and where to place her fingers. “I started to practice based on the theory I knew from learning the violin,” Iva said.&nbsp; It was difficult for her to make the transition at first. The violin is in the treble clef and the cello is in the bass clef and so there were different notes on the staff notation to navigate. Yet, a month after picking the cello, Iva played in an orchestra. She had her debut performance in 2017 at the British School, where she played the senior for violin and the junior for cello: “At that time, my mentor told me, play what you can and leave what you can’t. Just stay focused on the staff notation because you need to know where you are in order to pick the notes that you can play. It was quite simple at that time.” Iva has continued playing the cello after that. “I liked the fact that I didn’t have to hold my hand up anymore. For the violin you have to do that. I could sit and play. I liked the sound. When it’s just the violin, the sound can be quite high pitched. With the cello, it balances it out. It also gives it a more fuller feeling.” As I watched Iva smile and talk about her music, the stillness of the traffic and the fury of the rain had somehow started to wane from my mind. Thinking about Iva in the midst of an orchestra brought a simple and real comfort. There are currently only a couple of known cellists in Nepal and Iva is the only one performing in public. More recently, Iva has formed a string duo with her friend Phoebe Shrestha on the violin. The duo have presented to audiences in Kathmandu. For Dasain, Iva and her friends released a video, in which she plays the <a href="https://www.youtube.com/watch?v=K0xMEe9Jxa4&amp;t=60s">Malashree dhun</a>. It stoked audience interest in the instrument as noted in comments. “People love it when we play these kinds of songs because they’ve only seen them played on traditional instruments,” Iva said. Outside, the traffic had started to stir. Iva receives a lot of attention on the streets because of her cello--a 5'2" girl, bearing a 48-inch, 4X4 instrument in her arms. “People are curious what’s in the bag because it looks so big. They think it’s a guitar. But when they see it, they don’t know the word ‘cello’ so they just call it a big violin,” she laughed. Iva also teaches violin and cello: “Most musicians in Nepal teach music at multiple schools to sustain themselves as musicians. It is a bit of a hustle to get from one school to another sometimes. Currently, she has many students learning the violin but only one learning the cello. The student doesn’t own her own instrument. It has mostly to do with the inaccessibility to a cello-- the instrument is large and the cheapest costs close to 70K and has to be pre-ordered and shipped to Nepal. The one Iva plays was donated by the Norwegians to The Kathmandu Youth Orchestra, of which she is a member. The group starts rehearsing a month or two ahead of the orchestra and plan to do a show every year. Iva described the group as “just a bunch of musicians getting together to make music”. Since the orchestra is not able to support the players, they have to find work elsewhere, which also means the orchestra doesn’t always get a full set of musicians at times of performance. Iva's job is unique, and rewarding when people come up to her after a performance. She feels the cello has become a part of her identity now. “I would not like to leave it [the cello] behind. I haven’t thought about what life would be if I was not playing.” It continued to pour. We had finally covered six kilometres and arrived at our destination. For a long time, I believed that being able to speak, read, and understand English meant having the power of knowledge. In hindsight, I also realise that if learning English was simply like picking up another language, my journey would have been much smoother and definitely more enjoyable.&nbsp;
I took pride in learning Maithili from my mother and Tharu from my father’s workplace, and those experiences were both fun and fulfilling.
Previous episodes of this column, <a href="https://nepalitimes.com/opinion/angrezi">Angrezi</a>, explain how I struggled with self-doubt, feelings of inferiority, and low self-esteem because of my deficient English language. When I came to the capital, I realised that English held a different significance in this city.&nbsp;
In <a href="https://nepalitimes.com/opinion/angrezi/the-thappad">my village in Sunsari</a>, it was often seen as a way to show off. In Kathmandu, it represented much more than that: it was a source of power, a means of access, and a gateway to opportunities.
During my first visit to Kathmandu in the late 1990s, I listened to a relative unleashing every possible curse word she knew in English to her sister-in-law. That outburst was triggered by the sister-in-law reporting her brother for domestic violence.&nbsp;
I found the sister-in-law to be incredibly courageous in taking that stand. It was also the first time I heard English being spoken among family members within a home, which surprised me. But this family was considered intelligent simply because its members could speak English. Even though I was only 13 at the time, I couldn’t help but question how someone who believed that domestic violence should be hushed up could be considered smart.&nbsp;
When I came to Kathmandu for my Bachelor’s I encountered a few individuals who enjoyed <a href="https://nepalitimes.com/opinion/angrezi/leonardo-and-drew">discussing English films</a>, books, and music, and felt out of place and had little to contribute to the conversations.&nbsp;
At times, I would pretend to engage, while other times I would make excuses to leave early. I also attempted to learn more about the books and films being discussed, but it was exhausting. Despite my silence, I realised that they had information, but lacked deeper understanding.&nbsp;
They seemed captivated by popular music and literature, yet did not grasp the underlying messages those songs and books conveyed. Throughout my nearly year-long <a href="https://nepalitimes.com/opinion/angrezi/from-humiliation-to-humility">work experience at a school library</a>, I remembered there was only one parent who visited. Not a single parent inquired about the types of books their children were reading or what genres excited their interest.&nbsp;
Their primary concern revolved around their child’s English proficiency. Many expressed frustration over their children’s struggle with the language, feeling embarrassed when their children could not communicate effectively in front of relatives and friends.&nbsp;
I recall Wangdi Sir saying that a school is not a language institute. A child may struggle with English, but they may excel in other subjects like science and math. Unfortunately, he struggled to persuade parents who had invested thousands in the hope that their children achieved fluency that it was not that important.&nbsp;
I encountered similar attitudes among parents across the country over the years. Many had moved from rural areas to cities, working tirelessly abroad to afford to send their children to English medium schools. There was also a noticeable bias, as families often prioritised sending sons to these more expensive schools and not their girls.
No wonder, society considers those who can speak English as intelligent, smart, or even a genius. To be sure, mastery of the English language can unlock a wealth of knowledge and provide opportunities for employment worldwide.&nbsp;
However, many do not understand that simply speaking English is not equal to intelligence, if one lacks access to enriching content in literature, art, music, or film. Ultimately, it is an individual’s upbringing, socialisation, choices, and the guidance they receive that plays a crucial role in knowledge and wisdom through English.&nbsp;
The English language is often misinterpreted as a sign of knowledge, not just in Nepal but in other developing countries where education is sometimes prioritised for language skills over true learning.
Ramesh Kumar, an economic journalist with Himalkhabar.com, recently shared on X that Nepali press releases from the World Bank and UN agencies in Kathmandu read like they were Google translated. He noted that hiring communications officers should not solely depend on their proficiency in English, they should also be skilled in the local language.&nbsp;
Relying on Google Translate or AI without understanding the context can lead to lots of embarrassing misunderstandings. Ultimately, all languages serve as tools for expression, but the messages conveyed can vary greatly.
My 5-year-old niece was already speaking English fluently even before she started pre-school. She lives in the village with my parents, where English is rarely spoken unless absolutely necessary. Yet, she picked up the language as if she had grown up in an English-speaking environment.&nbsp;
How did this happen? The secret was her love for cartoons, which she only watches in English. She has been learning both Nepali and English simultaneously, much like I did with Nepali and Maithili. I often wonder how her understanding of being a person, a woman, and a citizen will develop.&nbsp;
Language alone will not shape those identities. I hope we, as Nepalis, can grasp this concept. I also wish that our education system would instill in our children the values of humanity, equality, diversity, and not consider someone ‘civilised’ just because they can rattle off some English.

English is not the be-all and end-all

Thirty years ago, two years after the Rio Conference on Environment and Development in 1992, a joint research project by Swisspeace and ETH Zurich came to the following conclusion: "The dramatic intensification of global, regional and local environmental crises is making ecological destruction an increasingly important factor in conflicts."&nbsp;
At that time, field research focused on the conflict potential of drought and desertification in the Sahel, of international rivers (for example, in Central Asia) and of destructive mining (including the copper mine on Bougainville).&nbsp;
Among other things, one dissertation dealt with the contribution of the human-ecological stress situation on the "thousand hills" of Rwanda to the genocide of spring 1994. CO2 emissions and climatic changes only emerged nebulously on the horizon as factors influencing crises and conflicts.
Meanwhile, "climate change" is pushing all other issues into the background. When run-down regimes, such as the one in Syria, blame all problems in the country on global climate change, you have to ask whether everything is going right.&nbsp;
It was precisely this question that was critically examined at a recent joint symposium in Hamburg organised by the Institute for Peace Research and Security Policy at the University of Hamburg and the Toda Peace Institute.&nbsp;
Researchers from the Pacific Islands Countries of Fiji, Tuvalu, Cook Islands, Samoa and Vanuatu, in dialogue with participants from Germany, Japan, Australia, New Zealand, Finland, Norway and Denmark, among others, underlined the complex and multi-layered threats to the Pacific islands.&nbsp;
The action-oriented researchers opposed international "climate reductionism" and the deterministic view associated with it, according to which rising seas would mean the inevitable demise of the island world.&nbsp;
The indigenous populations counter the doomsday fantasies with an alternative narrative that draws on their rich philosophical and spiritual sources. This seems to be one of the reasons why, despite the enormous challenges, the indigenous people radiate an astonishing serenity and, contrary to the widespread 'victim' narrative, point to their own 'agency'. The indigenous researchers postulate: &nbsp;
"The whole thing must be preserved!"
The term "(Pasifika) relationality" is intended to highlight the deep and ultimately boundless relationships between man and nature, past and future, ancestors and future generations. The individual only exists as part of the whole. Or, as one participant from Samoa put it, "We have no land, we are the land. We have no sea, we are the sea."&nbsp;
The land is "the anchor of our identity", added a participant from Fiji. This means that the indigenous population has no choice but to use all their physical and spiritual strength and the innovative application of traditional knowledge that spans generations in order to maintain their "place" together with the graves of their ancestors on the land they have inherited.&nbsp;
Resettlements—if at all possible—from coastal to higher areas, for example, are therefore painful and traumatic events. It is important that resettlement is a community decision and that it is taken voluntarily and after all other adaptation steps have been exhausted. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
The indigenous people certainly see climate change as a major challenge. It is not only causing the sea to rise, but also an increase in devastating cyclones and other extreme weather events. These cause them more concern in their everyday lives than the supposed sinking of the islands. Islands are not the Titanic. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
The indigenous people experience the threat and the possible loss of their "place" in a double sense: &nbsp;
<ul>
 <li>Climate change affects the indigenous population in the form of structural violence, which is the fault of the industrialised countries and the former colonial rulers. The violence, which is perceived as global injustice, manifests itself as a growing gap between the current situation and what is possible and feasible in the future to lead the island world into a secure future.</li>
 <li>The current and expected loss of livelihoods leads to social upheaval and political tensions, especially when local governments allow themselves to be taken in by the former colonial rulers for quick "solutions" without consultation. These include evacuations, resettlement programs and forced forms of climate migration, for example, to Australia, New Zealand and the USA (especially Hawaii). The loss of land brought about by "false emergency aid" and local politics is perceived by the indigenous people as "cultural violence", which threatens the very core of the community by breaking up the holistic relationality.</li>
</ul>
Structural or cultural violence does not necessarily lead to physical or armed violence. As the Pacific islanders impressively demonstrate, they are trying to achieve innovative and peaceful results through dialogue, resilience and international diplomacy. So far, only Bougainville has seen a major civil war in the greater region, which was partly caused in the 1990s by the catastrophic environmental impact of a copper mine operated by Rio Tinto Zinc. &nbsp;
For comparison, in other geographical contexts, massive acts of violence can also be attributed to environmental changes. As the civil war and mass displacement in Darfur (West Sudan) show, the increasing pressure on land resources, changing land use rights and patterns, pronounced droughts and climate-induced desertification have fueled inter-tribal as well as regional and cross-border violent conflicts.&nbsp;
With the help of the military junta of El Bashir, these culminated in the genocidal civil war that broke out in 2004, displacing millions of people. As the then leader of the janjaweed militia and war criminal Hemeti could not be handed over to the ICC, he is still able to reduce Sudan to rubble in a power struggle with General Burhan; he is doing this not least with the help of the Wagner Group and the subsequent Russian Africa Corps, which is particularly keen on the gold mines in North Darfur.&nbsp;
What is happening in Darfur today applies to the entire Sahel region: fragile statehood, military coups, terrorist and criminal violence and dysfunctional gerontocracies (Cameroon) now characterise an entire region of the world where livelihoods are already under widespread threat from climate change and local environmental degradation. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
Learning from the Pacific way could also be a constructive approach elsewhere that strives for peace, security and sustainability. Against the backdrop of potential conflicts and an island population that has become vulnerable, the widely supported "Toda Pacific Declaration on Climate Change, Conflict and Peace" of 2018 is a milestone. After an introductory description of the problem, it states: "Therefore, responses to climate change adaptation require both conflict prevention measures and conflict-sensitive approaches that prioritize local contexts and the maintenance of peace."&nbsp;
A whole list of concrete measures follows, ranging from the adaptation of international environmental law and the reduction of greenhouse gas emissions to local, culturally adapted and nature-related activities. "Rights of nature" are contrasted with an anthropocentric exploitation scheme. The motto is to grow together and not at the expense of others (other people and other non-human living beings as well as future generations). &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
Those who are literally in danger of losing the ground under their feet should remember their roots. "After me, the deluge" has never and nowhere been a sensible answer.

I can’t really claim I had a well-developed political understanding at the age of six years when the Emergency was imposed by Prime Minister Indira Gandhi in 1975. But I do have a visceral political memory of the times, the black cloud of suffocation as well as the spirit of defiance. That I should have such a clear recollection of the politics of the times is entirely due to the way politics was always central to our family.&nbsp; If the freedom struggle politicised our family, future generations carried that understanding into post-colonial authoritarianisms. The centrality of politics to our worldview was sharpened by my mother’s work as a journalist and seeped into everyday life.&nbsp; Conversation at home was peppered with references to political developments, and my grandmother, who had been incarcerated by the British for her part in the freedom struggle (by then both her parents were in jail), was particularly pithy in her scathing comments on the Prime Minister – ‘Mrs G’, as she was known in our house – and her many political depredations.&nbsp; But the memory of the days of the Emergency owes its sharpness to the very specific workplace my mother was then employed in – the Indian Express – a newspaper that was front and centre in the media resistance against the Emergency.&nbsp; As the child of a single parent, I spent vast amounts of time in the Bahadur Shah Zafar Marg office of the newspaper, travelling with my mother, Modhumita Mojumdar, each morning during holidays. Entire school vacations were spent in her shared office space, my presence tolerated with benign affection by her colleagues.&nbsp; In the way that children imbibe and have an astute understanding of their milieu, instinctual rather than intellectual, I understood the Emergency and had a clearly felt sense of its injustice. It was that tangible sense that flooded me when I walked into the exhibition of cartoons marking the birth centenary of the Indian Express’s cartoonist of those times – Abu Abraham. A sense of politics, but also oppositional journalism, tied in with the smell of newsprint, ink, and the long-lost letterpress.&nbsp; The centenary exhibition that is travelling, opened at the India International Centre in Delhi on 6 November, following its inauguration by another stalwart dissenter, historian Romila Thapar. The 1975 Emergency remains a pivotal moment in India’s post-colonial history, the apex of an elected leader’s growing authoritarianism, a dark chapter against which Indians would compare all future excesses.&nbsp; It exacted a terrible price from many, but was also a time of preferment for those who became collaborators, their competitive jousting for new ways to express loyalty echoing eerily in these times.&nbsp; This stark divide – between those who fell in line and those who resisted – was perhaps seen most clearly in the sphere of journalism, the nature of the medium making it public and visible.&nbsp; In a phrase that would continue to haunt Indian journalism, LK Advani – the then president of the Bharatiya Jana Sangh – would tell journalists, “You were asked only to bend, but you crawled.”&nbsp; The verdict, however, was not completely fair. Many journalists were in jail, and for the thousands of column inches of print that served as propaganda – print being the only non-government media at that time – there were also those who used every inch of uncensored space to report on reality and published blank newspaper pages and columns to protest against censorship.&nbsp; Amongst the foremost of them was The Indian Express – and the biting satire of its cartoonist Abu Abraham is a significant part of that storied history.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241110151128_caad280f-1570-4fe3-8e77-a5fb9272a615.jpg" data-media-id="editor_0" data-image-id="20241110151128_caad280f-1570-4fe3-8e77-a5fb9272a615" data-rendition-name="original" width="3060" height="4080" loading="lazy" alt="Abu Abraham on Indian emergency"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241110151128_30f2b8e285cb83f5a9c4d65d2a717745b0cf64d54325ed0dad421f5b6c627b92.jpg" data-media-id="editor_1" data-image-id="20241110151128_30f2b8e285cb83f5a9c4d65d2a717745b0cf64d54325ed0dad421f5b6c627b92" data-rendition-name="original" width="4080" height="3060" loading="lazy" alt="Abu Abraham on the Indian Energency"> </figure>  Whatever the elisions at that time, the Emergency is no longer an unexamined period in India’s political course. Dozens of books, hundreds of articles, research papers, and academic tomes have mapped every aspect of its political trajectory. It has been captured in theatre plays, films, and music, and in the current political climate, it has evolved into a veritable cottage industry of its own.&nbsp; But in the line drawings of Abu – in an exhibition curated by the cartoonist’s daughters to mark his centenary – we are brought close to the moment with an immediacy that is more than memory. In the yellowing sheen of newsprint, the imprints of the stamp of the censor, there is a tangible recall of those days, tactile and palpable, and the sharp sense of the fierce intellectual community of opposition that stood against the depredations on our democratic fabric.&nbsp; Interestingly, Abu’s role as a biting satirist of the Emergency was not inevitable in the early years of his career. The cartoonist’s candid comments about his own life – he also wrote regularly, if not prolifically – have been excerpted as part of the exhibition and allow us to track the course of his political journey.&nbsp; Born in 1924 in Alappuzha in Kerala, Abu’s student years spanned the last decades of the British Raj in the Kingdom of Travancore. Though influenced by the exhilaration of the Independence struggle, Abu is candid about not being an active participant. When he joined the nationalist Bombay Chronicle in 1946, it was not missionary zeal but the fascination of print, he later admitted, that was his impetus.&nbsp; We have cause to be thankful for this lifelong fascination – not only because it led to the production of a brilliant oeuvre spanning more than half a century – but because Abu preserved print, original copies of hundreds of his cartoons and drafts, a substantive part of which still remains, in archives and with his family. &nbsp; While Abu is best known here in India for his trenchant cartoons on Indian politics, especially the Emergency, a substantive part of his early career was with British papers – a decade with the Observer and three years with the Guardian. His cartoons during this time cover not just British politics but consequential global events, such as the Eichmann trial in Jerusalem. He would later return to travel through Palestinian refugee camps.&nbsp; If it was unusual for a brown man to become the first political cartoonist for an established British paper, there was more to come in Abu’s career that was unusual.&nbsp; For one, ‘Abu’ was not the name Attupurathu Mathew Abraham signed his first cartoons with. The name Abu – by which he was known for most of his working life – was coined because David Astor of the Observer, felt ‘Abraham’ as he used to sign his cartoons would be “taken as a Jew and all my cartoons would take on a slant for no reason, and I wasn’t even Jewish”, wrote Abu. What was more, the Middle East was beginning to boil at that time, with Nasser dominating the scene.&nbsp; The boiling Middle East may have also been responsible for ending Abu’s career in British journalism, according to Michael Foote, who is <a href="https://www.theguardian.com/news/2002/dec/07/guardianobituaries.india" target="_blank">quoted</a> in the Guardian’s obituary: “Some years later, as I recall, it was an argument about the worldwide racist disease which persuaded him to return to his native India. A cartoon that he did for us on the subject of the Israeli-Palestinian conflict had been denounced by some of our readers as racist. Never was the slander more ill-judged.” Abu returned for good to India in 1969 to join the Indian Express at a time that would turn out to be a defining moment in Indian history – with the split in the Congress party.&nbsp; At a discussion to mark the exhibition at the Bangalore International Centre in August, historian Janaki Nair, who has annotated an accompanying booklet on the exhibition, emphasised the significance of the Lal Bagh Congress session of 1969, which led to the expulsion of Indira Gandhi from the party and the eventual split.&nbsp; Explaining the impact of the moment on Indian journalism, journalist and author AS Panneerselvan said it marked the end of a post-colonial period during which there was a “consensus on self-censorship in the interests of nation-building”. The Lal Bagh Congress broke that compact, and the role of the cartoonist was key, he said, to opening up the space for criticism by journalists. A self-declared Nehruvian, Abu’s cartoons of 1969 and for some years thereafter reveal his sympathy with Nehru’s daughter, seen then – in one of Indian politics’ gargantuan mistakes – as a powerless marionette.&nbsp; As Indira Gandhi marched towards her position as the unchallenged supremo, Abu’s sympathies remained – for the time being – with her. “In Abu’s cartoons, the dynamism of Centre-State relations and the challenges posed by regional powers and politics is examined largely from a Union Government perspective,” points out Nair in the annotated booklet.&nbsp; But while Abu’s fluid lines and sharp caricatures capture the politics, characters, and vividness of the moment, viewing the cartoons decades later with the luxury of space and time gives us a birds’ eye view of the themes running through the political preoccupations of those times.&nbsp; The cartoons capture the resistance to growing centralisation of power, contentious centre-state relations, federalism, Assam and the citizenship issue, the challenge to the constitution from authoritarianism, and the role of caste politics in elections. The biting satire of his cartoons – those which were censored and those which were not – would be a critical part of the reputation of the Indian Express for standing up to power during that period.&nbsp; The curators of the exhibition – his daughters Ayisha and Janaki Abraham – have, astoundingly, been able to showcase the original cartoons, which had to be submitted for pre-censorship to the government, and the drafts, stamped, signed, and marked for approval, or “NOT TO BE PUBLISHED”.&nbsp; Interestingly, six months into the Emergency, the Censor allowed the Indian Express to publish a cartoon that depicted the then President Fakruddin Ali Ahmed signing an ordinance in his bathtub, the many layers of servility dove-tailing neatly into the allusion of the emperor with no clothes. But it balked at a rather more innocuous cartoon that punned: “Don’t you think we’ve got a lovely censor of humour”, and, in a clear exhibition of its own lack of humour, marked it “NOT TO BE PUBLISHED”.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241110151136_7d40d3918d78374e7ec8edbe15f342092d83614b8d669a7b28444c9e239d1850.jpg" data-media-id="editor_7" data-image-id="20241110151136_7d40d3918d78374e7ec8edbe15f342092d83614b8d669a7b28444c9e239d1850" data-rendition-name="original" width="4080" height="3060" loading="lazy" alt="Abu Abraham on Fakkrudin Ali"> </figure>  While Abu’s daughters deserve kudos for putting together this exhibition using their resources, the legacy of Abu Abraham needs far wider support, including for the very real challenge of preserving brittle paper that records a rich seam of our nation’s history. If the visceral nature of the material – the paper, the notations that relate to the size, display, and even the white-out used to correct the cartoons – give us a physical sense of the cartooning process and the newsroom of those times, then the sharp satire is a pungent intellectual insight.&nbsp; Unlike text or image that tells a story to a recipient audience, a cartoon, at its sharpest, is a riddle, forcing the viewer’s engagement to puzzle out what is being said and what the joke is. From satire to defiance: The political power of Abu Abraham’s cartoons

Just as Donald Trump’s overall economic strategy is based on nostalgia for a bygone era, his fossil-fuel-centred energy policies would represent an attempt to reverse history.&nbsp;
He would ultimately fail, but not before doing a great deal of damage to US competitiveness and security, and have an enormous impact on the efforts to combat global climate change.&nbsp;
While Donald Trump lacks a coherent platform, he clearly stands far apart from Vice President Kamala Harris on the issue.<a href="https://www.project-syndicate.org/onpoint/wealth-inequality-billionaires-undue-influence-bad-for-society-by-daron-acemoglu-2024-09#comments" target="_blank"> 
 
</a>Earlier this year, Trump <a href="https://www.budget.senate.gov/chairman/newsroom/press/budget-finance-committees-launch-joint-investigation-into-donald-trumps-quid-pro-quo-offer-to-big-oil-" target="_blank">reportedly</a> requested $1 billion in campaign contributions from fossil-fuel industry executives, promising in turn to roll back environmental regulations, hasten permitting and leasing approvals, and preserve or enhance tax benefits that the oil and gas industry enjoys.
Even if Trump is not an outright climate-change denier, he belongs to a broader school of politicians and commentators who do not think that we need to worry about it.&nbsp;
His vision for ‘Making America Great Again’ is to make the United States an even larger polluter, an even larger producer of fossil fuels, and an even bigger laggard behind Europe and much of the rest of the world.
Both science and technology are working against the fossil-fuel industry. The cost of renewables has plummeted, and under normal circumstances, this would have driven down the price of fossil fuels. But because Russia is such a large supplier of petrochemicals, the war in Ukraine has distorted the market.
If elected, Trump would probably sell out Ukraine, or at least arrange a temporary ceasefire, thus facilitating a greater flow of oil and gas. He also wants to reverse the US Inflation Reduction Act and increase hostilities with China, which produces many of the world’s solar panels and other critical inputs for decarbonisation.&nbsp;
A major slowdown of the green transition in the US is thus a real risk, even before considering the possibility that Trump would further increase the already massive US subsidies for fossil fuels.
Trump’s first term already offered a preview of what an overtly fossil fuel-friendly America would mean for the rest of the world. He endorsed climate-change deniers in Brazil and a host of other countries, and the US withdrew from the Paris climate agreement. In the years thereafter, progress on global climate cooperation clearly slowed.
But eight years after he first assumed office, the economic and security implications of climate change have become much clearer. Europe and Japan seem resolute in their commitments to tax imports from major carbon polluters, and though Trump would probably retaliate for these policies, US allies can take some comfort in the fact that he would have imposed tariffs on them in any case.
Ironically, often-vilified multinationals might play a crucial role in sustaining the green transition. The leaders of these companies recognise the realities of climate change, and they know that they must operate in multiple jurisdictions. If they do not join in the broader green transition, they will lose out now, and even more so in the future.
Even within America, the largest and most important states have already passed legislation pushing firms to decarbonise their operations and reduce carbon footprints. That means large companies operating in multiple states are already pursuing and adopting green technologies and business practices – and for the same reasons that multinationals will.
Yes, there will be aggressive attempts by some fossil-fuel companies to roll back these regulations. But there will also be stronger civil-society efforts, including <a href="https://www.project-syndicate.org/commentary/juliana-vs-us-extraordinary-tactics-to-block-federal-climate-lawsuit-by-joseph-e-stiglitz-2024-03" target="_blank">through the courts</a>, to hold companies accountable for the damage they have wrought.&nbsp;
Smart business leaders will recognise the folly of resisting the inevitable. Even in the oil and gas industry, some companies are already changing their business model to phase down fossil fuels and invest in renewable energy.
Thus, global politics, science, technology, sound corporate management, and the climate itself all weigh against Trump’s love of fossil fuels. Four decades ago, many assumed that tropical countries would bear the brunt of the costs, owing to their already high temperatures.&nbsp;
They indeed are affected, with some facing desertification and others poised to become uninhabitable. But they are hardly alone. The US has already suffered enormous damage, and by the end of the century those losses are estimated to be between <a href="https://epic.uchicago.edu/area-of-focus/climate-change-and-the-us-economic-future/" target="_blank">1-4% of GDP</a> annually.
It makes far more sense to do what we can now to limit this damage than to make the same kinds of repairs year after year. Four decades ago, we thought the cost of combating climate change would be very high. But low-cost renewables and the emergence of other new technologies have changed everything.&nbsp;
The cost of renewable energy is low and falling, and it would be even lower and falling faster with a greater public commitment to the green transition and the investments it requires.
There will be a green transition, the only questions are how fast it will proceed, and how much damage we will incur if it is delayed. Trump will attempt to throw a wrench in the process. He wants the fossil-fuel industry’s support, and the industry will view its campaign contributions as a high-return investment. A Republican-controlled Congress would, of course, do whatever Trump says.
The resulting pro-fossil-fuel environment would facilitate fossil-fuel investments, but since these have long time horizons, many would become stranded assets. American taxpayers thus may wind up paying thrice for the blunder.
In addition to the direct and hidden subsidies during the Trump administration and the direct and hidden compensation for stranded assets sometime in the future, they also will have to deal with the resulting lack of energy and climate security.

The climate stakes of the US election

Following the 7 October 2023 attack on Israel by <a href="https://www.pbs.org/newshour/world/more-than-29000-palestinians-have-been-killed-in-gaza-since-wars-start-health-ministry-says#:~:text=RAFAH%2C%20Gaza%20Strip%20(AP),of%20the%20Israeli%2DPalestinian%20conflict." target="_blank">Hamas-led militants</a>, Israel’s response has led to unprecedented high mortality levels in Gaza. The Palestinian death toll over the 12 month period is among the <a href="https://www.washingtonpost.com/investigations/interactive/2023/israel-war-destruction-gaza-record-pace/" target="_blank">highest</a> civilian casualty rates in the 21st century. During the first seven months of the war, Israel is estimated to have dropped more than <a href="https://www.aa.com.tr/en/middle-east/amount-of-israeli-bombs-dropped-on-gaza-surpasses-that-of-world-war-ii/3239665" target="_blank">70,000 tons</a> of bombs on Gaza, far <a href="https://www.trtworld.com/middle-east/amount-of-israeli-bombs-dropped-on-gaza-surpasses-that-of-world-war-ii-18169607" target="_blank">surpassing</a> that of Dresden, Hamburg, and London combined during World War II, that includes <a href="https://www.lawfaremedia.org/article/legal-questions-answered-and-unanswered-in-israel-s-air-war-in-gaza" target="_blank">bombing</a> with 900 kg <a href="https://apnews.com/article/israel-gaza-bombs-destruction-death-toll-scope-419488c511f83c85baea22458472a796" target="_blank">bunker-busters</a>, which is one of the most intense civilian <a href="https://apnews.com/article/israel-gaza-bombs-destruction-death-toll-scope-419488c511f83c85baea22458472a796" target="_blank">punishment campaign</a>s in history. Despite US President Joe Biden’s declarations of <a href="https://www.npr.org/2024/05/29/nx-s1-4983786/where-is-the-biden-administrations-red-line-when-it-comes-palestinian-deaths-in-gaza" target="_blank">red lines</a>, calls for restraint and <a href="https://www.reuters.com/world/middle-east/biden-ultimatum-netanyahu-protect-gaza-civilians-or-else-2024-04-05/" target="_blank">ultimatum</a> for Israel to limit Palestinian civilian deaths, the president has experienced a <a href="https://www.nytimes.com/2024/10/08/opinion/bidens-moral-failure-in-israel.html" target="_blank">moral failure</a> with his unwavering backing of Israel with unequal treatment and <a href="https://www.nytimes.com/2024/10/08/opinion/bidens-moral-failure-in-israel.html" target="_blank">oppression</a> of Palestinians. While seeking peace, the president has <a href="https://www.nytimes.com/2024/10/05/opinion/biden-israel-war.html" target="_blank">facilitated</a> the Israel-Gaza war. Dozens of <a href="https://www.theguardian.com/us-news/article/2024/may/30/two-more-us-officials-resign-over-biden-administrations-position-on-gaza-war" target="_blank">U.S. officials</a> have resigned over the Biden administration’s position in the conflict, accusing their own government of not telling the truth about <a href="https://www.theguardian.com/us-news/article/2024/may/30/two-more-us-officials-resign-over-biden-administrations-position-on-gaza-war" target="_blank">Israel’s obstruction</a> of humanitarian aid to Gaza. The reported levels of mortality provide a stark picture of the war’s lethal consequences on human life in Gaza and Israel. In addition to the mortality based on official reported deaths by Israeli and Palestinian authorities, higher levels of mortality have been estimated by health experts. According to Israeli officials, the number of Israeli deaths resulting from the attack in southern Israel on 7 October was <a href="https://www.inss.org.il/publication/all-fronts/" target="_blank">1,163,</a> with <a href="https://www.nytimes.com/2023/11/12/world/middleeast/israel-death-toll-hamas-attack.html" target="_blank">70 percent</a> of the victims identified as civilians. The attack is considered to be Israel’s worst <a href="https://www.reuters.com/world/middle-east/israeli-military-opens-probe-into-reports-oct-7-friendly-fire-deaths-2024-02-06/#:~:text=Around%201%2C200%20Israelis%20and%20foreigners,240%20people%20were%20taken%20hostage." target="_blank">loss of life</a> in a single day since its founding in 1948.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241104061144_c20df646c520d048f8892ec4f0c060e13a43663da3f31d98167faa8b836a1e24.png" data-media-id="editor_17" data-image-id="20241104061144_c20df646c520d048f8892ec4f0c060e13a43663da3f31d98167faa8b836a1e24" data-rendition-name="original" width="1254" height="1180" loading="lazy" alt="Israel-Gaza war"> <figcaption>Source: Reported mortality from Israel Shin Bet, Gaza Ministry of Health and United Nations.</figcaption> </figure>  In addition to those deaths on 7 October, at least <a href="https://www.timesofisrael.com/a-year-of-war-idf-data-shows-726-troops-killed-over-26000-rockets-fired-at-israel/#:~:text=A%20total%20of%20728%20soldiers,the%20ground%20offensive%20in%20Gaza." target="_blank">728 Israeli soldiers</a> have been killed in combat since the Gaza ground invasion began, and <a href="https://watson.brown.edu/costsofwar/files/cow/imce/papers/2023/2024/Costs%20of%20War_Human%20Toll%20Since%20Oct%207.pdf" target="_blank">33 Israeli deaths</a> occurred in the West Bank. Given Israel’s total population of nearly <a href="https://www.haaretz.com/israel-news/2024-09-26/ty-article/.premium/israels-population-approaches-10-million-according-to-annual-census/00000192-2a51-d1f6-a596-6b594fac0000" target="_blank">10 million</a>, the number of Israeli deaths on 7 October and the subsequent twelve months represents about 0.02% of the country’s &nbsp;population, or 20 deaths per 100,000 population. The death toll in Gaza from Israeli military operations after one year following 7 October is <a href="https://english.alarabiya.net/News/middle-east/2024/10/07/health-ministry-gaza-says-war-death-toll-at-41-909-" target="_blank">41,909 Palestinians</a>. That number of deaths represents about 2% of the Palestinians in Gaza. Israel says the proportion of Hamas fighters among the Palestinian deaths is approximately <a href="https://www.inss.org.il/publication/all-fronts/" target="_blank">40 percent</a>. While the Gaza Ministry of Health does not identify whether the deaths are civilian or combatant, approximately <a href="https://www.aljazeera.com/news/2024/10/7/one-year-of-israels-war-on-gaza-a-simple-guide" target="_blank">two-thirds</a> are reported to be women and children. According to Oxfam, the war in Gaza killed more <a href="https://www.oxfam.org/en/press-releases/more-women-and-children-killed-gaza-israeli-military-any-other-recent-conflict" target="_blank">women and children</a> than any other war in the last two decades. The reported number deaths of Palestinians are deemed generally accurate and <a href="https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(23)02713-7/fulltext" target="_blank">widely accepted</a> by international monitoring organisations, including Israeli and US intelligence agencies. Independent <a href="https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(23)02713-7/fulltext#:~:text=The%20Gaza%20MoH%20has%20historically,an%208%C2%B70%25%20discrepancy." target="_blank">studies</a> of the deaths reported by the Gaza Ministry of Health show no evidence of inflated mortality figures. In addition to the nearly 42 thousand Palestinian deaths, Israel’s military action in Gaza has left many more <a href="https://truthout.org/articles/israel-has-killed-wounded-or-rendered-missing-10-percent-of-gaza-population/" target="_blank">wounded</a>, exposed to <a href="https://www.csis.org/analysis/gaza-impacts-famine-will-last-generations" target="_blank">famine</a> and disease and most of Gaza’s population <a href="https://www.reuters.com/world/middle-east/gaza-families-flee-again-shrinking-overcrowded-pocket-land-2023-12-05/" target="_blank">homeless</a>. With an estimated total population of approximately <a href="https://www.cia.gov/the-world-factbook/countries/gaza-strip/#people-and-society" target="_blank">2.1 million </a>in Gaza, the Palestinian death rate from the war after one year is 1,957 deaths per 100,000 population. That Palestinian death rate in Gaza is 100 times greater than the Israeli death rate. Applying the Israeli and Palestinian death rates to the United States, illustrates the striking differences in the mortality levels and their demographic impacts. When the death rate in Gaza is applied to America’s population, the resulting mortality would be nearly 6.6 million deaths. Similarly, applying the Israeli death rate to the US population yields close to 66 thousand deaths.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241104061144_93228568c2789f9034f3dac2ff7fd864a18c1cb844757dc104a9cdabfe687094.png" data-media-id="editor_31" data-image-id="20241104061144_93228568c2789f9034f3dac2ff7fd864a18c1cb844757dc104a9cdabfe687094" data-rendition-name="original" width="1250" height="884" loading="lazy" alt="Isreal-Gaza war mortality"> <figcaption>Source: Reported mortality for Israelis from Israel Shin Bet and for Palestinians from Gaza Ministry of Health, and the estimates of U.S. mortality levels calculated by author.</figcaption> </figure>  The true death toll in Gaza is likely to be <a href="https://www.washingtonpost.com/world/interactive/2023/gaza-rising-death-toll-civilians/" target="_blank">higher</a> than being reported by the Gaza Ministry of Health because of the humanitarian catastrophe in Gaza with more than <a href="https://www.newsnationnow.com/world/war-in-israel/oct-7-how-many-dead-israel-hamas-war/" target="_blank">10,000 missing</a>, untold numbers buried under rubble and many experiencing disease and malnutrition, as <a href="https://time.com/6549715/history-israel-hamas-war-end/" target="_blank">humanitarian assistance</a> is limited by Israel’s <a href="https://www.aljazeera.com/news/2024/2/21/in-gaza-city-death-and-famine-take-hold-amid-israels-war#:~:text=About%20half%20the%20population%20of,As%20are%20meat%20and%20dairy." target="_blank">blockade</a>. <a href="https://www.gazahealthcareletters.org/usa-letter-oct-2-2024" target="_blank">One group</a> of 99 American health care workers returning from Gaza estimated that the true death toll there is at least <a href="https://truthout.org/articles/us-health-workers-back-from-gaza-estimate-death-toll-is-at-least-119000/#:~:text=As%20the%20anniversary%20of%20the,count%2C%20if%20not%20far%20higher." target="_blank">four times higher</a> than the official reported count, or approximately 119,000.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241104061148_c2c1bb65e66cd23d09b0e07dd5fedc6c9762c34e5c94c7630c7b8beb28a6d0a5.png" data-media-id="editor_38" data-image-id="20241104061148_c2c1bb65e66cd23d09b0e07dd5fedc6c9762c34e5c94c7630c7b8beb28a6d0a5" data-rendition-name="original" width="1250" height="912" loading="lazy" alt="Israel-Gaza war mortality"> <figcaption>Source: Reported: Gaza Ministry of Health; Estimated (1): Sidhwa; Estimated (2): Khatib, McKee &amp; Yusuf; Estimated (3): Sridhar.</figcaption> </figure>  A <a href="https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(24)01169-3/fulltext" target="_blank">second analysis</a> by a team of three researchers published in <a href="https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(24)01169-3/fulltext" target="_blank">The Lancet,</a> estimated that the number of deaths in Gaza by mid-year was about 186,000. The researchers estimated that the actual death toll could conservatively be about four times the reporting figure and that &nbsp;includes direct deaths due to bombings as well as indirect deaths due to the destruction of the health, food and sanitation systems in Gaza. A <a href="https://www.theguardian.com/commentisfree/article/2024/sep/05/scientists-death-disease-gaza-polio-vaccinations-israel" target="_blank">third analysis</a> of the deaths in Gaza by the chair of global public health at the University of Edinburgh estimated the death toll to be even higher. The number of deaths in Gaza twelve months after the 7 October attack is estimated at approximately 336,000, and that mortality level also took into account indirect deaths due to widespread disease and starvation. The mortality levels of the Israelis and the Palestinians in Gaza are both high and strikingly dissimilar. Over the past year, the reported number of Palestinian deaths in Gaza is about 20 times greater than the number of Israeli deaths. Also, the mortality rate of the Palestinians is 100 times greater than the Israeli mortality rate. In addition to direct reporting of deaths due to bombing and military operations, the crisis in Gaza has led to high levels of indirect deaths. Those deaths are mainly due to <a href="https://www.nytimes.com/2024/02/29/opinion/gaza-israel-palestinians-starvation.html?campaign_id=2&amp;emc=edit_th_20240229&amp;instance_id=116455&amp;nl=todaysheadlines&amp;regi_id=26794078&amp;segment_id=159553&amp;user_id=238d32f2dc633f67c3b731d28b9421f3" target="_blank">malnutrition</a>, wasting, stunting and trauma reaching famine thresholds largely due to the <a href="https://www.nrc.no/news/2024/september/israels-siege-now-blocks-83-of-food-aid-reaching-gaza-new-data-reveals/" target="_blank">Israeli blockade</a>. UNICEF has <a href="https://www.theguardian.com/commentisfree/2023/dec/29/health-organisations-disease-gaza-population-outbreaks-conflict" target="_blank">warned</a> that the lack of water, food, medicine, sanitation, road and electricity infrastructures is a bigger threat than bombs to the lives of thousands in Gaza. The true death toll in Gaza may not be known for many years, especially as indirect deaths are expected to exceed the direct death toll. However, based on reported and estimated mortality, it appears clear that the Palestinian death toll in Gaza is among the <a href="https://www.washingtonpost.com/investigations/interactive/2023/israel-war-destruction-gaza-record-pace/" target="_blank">highest</a> civilian mortality rates of the 21st century. Joseph Chamie is a consulting demographer, a former director of the United Nations Population Division and author of numerous publications on population issues, including his recent book, <a href="https://link.springer.com/book/10.1007/978-3-031-22479-9?source=shoppingads&amp;locale=en-jp#toc" target="_blank">“Population Levels, Trends, and Differentials”</a>.

Mortality in the Gaza-Israel War

As of late October, the presidential election in the United States is on a knife’s edge. The only reasonably certain scenario in the immediate future is that the outcome on election day will be bitterly contested, and that some level of violence is highly likely if Harris is declared the winner.
I leave it to others to try to read the tea leaves about how the events of the next few months will unfold, and I will not attempt to elaborate on the formidable threats to human rights, international stability, and US democracy that will be unleashed if Trump gains the presidency. &nbsp;
These threats have been widely discussed. But there is surprisingly little discussion about the implications of a Harris presidency. To be sure, by bringing a woman – and a second person of colour – into the Oval Office, Harris’s victory would mark an historic step forward. &nbsp;
Preventing a second Trump term would, in itself, be of paramount importance. &nbsp;But what would President Harris actually be able to do? &nbsp;It might be useful to speculate about what we might realistically expect from a Harris administration.
To begin with, we should bear in mind that the implementation of President Harris’s domestic agenda will be severely constrained by a divided Congress (at least for her first two years) and by a conservative Supreme Court. This means she will not be able to pass most of the ‘big ticket’ items she has proposed in her campaign – more progressive taxation, extensive family-oriented programs, expanded access to home-ownership, etc.
She might be able to deploy her regulatory authority in some policy areas (health and environment) and – not insignificantly – she will also undoubtedly try to push ahead incrementally in areas of racial justice, gender equality, and public safety.&nbsp;
However, she will face serious pushback on many of these efforts from the Court. What she will be able to do is to defend and continue the dramatic achievements of the Biden &nbsp;administration in infrastructure and environment, achievements that have already been encoded in law.&nbsp;
The historic significance of the Biden legislative legacy has been obscured in the heat of the current campaign by the diffuse demand for ‘change’. But we should not allow unrealistic expectations about further advances to blind us to the importance of defending the major progress made during his presidency.
President Harris will have more political leeway in defining US foreign policy. &nbsp;Here, however, she will inherit daunting international crises – not only the terrible wars in Ukraine and the Middle East, but the ongoing threats to international stability caused by the rise of China, continuing threats from Russia and Iran, and challenges to international cooperation posed by climate change, cybersecurity, and global migration, among other things.&nbsp;
Again, however, we should not underestimate the enormous importance of the fact that she is not Trump. She might not be able to work miracles, but in contrast to Trump, we can count on her to place a high priority on US alliances, and international cooperation in security and the global economy – essential preconditions for managing the problems we face abroad.
The profound cultural, racial, and economic divisions that currently imperil American democracy preceded the rise of Trump and can be expected to persist beyond a Harris presidency. &nbsp;Moreover, many of the more immediate steps necessary to reduce these divisions are beyond her control.&nbsp;
We cannot move forward without bringing Trump and his associates to legal account. This will be a deeply controversial, but necessary step. But it is one that Harris should not attempt to influence. &nbsp;Beyond that, American democracy cannot fully rebound without either the re-democratisation of the Republican party or the emergence of a new conservative party that would replace it. &nbsp;
What we can realistically hope for is that President Harris will be able to build on Biden’s achievements, maintain sound economic policies, and prevent international crises from spiraling out of control. &nbsp;If she does that, she will also have played an important part in healing American democracy. &nbsp;

Prospects for a Kamala Harris administration

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
