Photo: AMIT MACHAMASI</figcaption></figure>Just as the <a href="https://www.nepalitimes.com/banner/copout-at-cop26/" target="_blank" rel="noopener noreferrer">deadlocked climate summit in Glasgow</a> was being extended by a day last week, Kathmandu was once again shrouded in smoke and smog from stubble burning and industrial pollution from northern India, as well as the valley’s own vehicular emissions.Nothing could have drawn the link between <a href="https://www.nepalitimes.com/latest/nepals-greenwashing-in-glasgow/" target="_blank" rel="noopener noreferrer">global negotiations in Scotland</a> to save the planet from catastrophic heating, and the clear and present danger stemming from flawed policies of national governments.India was blamed for watering down the final resolution by changing ‘phaseout’ to ‘phasedown’ of coal, while rich countries like Australia, the US and others did not have to put their cash where their mouths were to make up for historical emissions.There were two Conference of Parties (COPs) going on simultaneously in Glasgow last week: one where mainly male politicians in suits protected their <a href="https://www.nepalitimes.com/latest/sino-american-impacts-climate-action/" target="_blank" rel="noopener noreferrer">national interest to negotiate</a> commas and brackets, and the other dominated by young women trying to warn world leaders that it was their future they were messing with.The toxic air covering northern India and Nepal while COP26 was taking place was a stark reminder that developing countries cannot go around hectoring industrialised countries about ‘climate justice’ when their own policies poison their air, water and soil.With winter approaching, it looks like this year’s Indo-Gangetic smog will only get worse since India does not have to ‘phaseout’ coal, and there is no mandatory timetable even for ‘phasing down’.Nepal is not doing much better. Its petroleum import bill is doubling every few years, and we do not see the political commitment to implement provisions in the updated Nationally Determined Contribution, or the Climate Ambition at the Top of the World report that was unveiled in Glasgow.Nepal was praised internationally (and also modestly patted itself in the back) for its three pledges in Glasgow: to <a href="https://www.nepalitimes.com/latest/will-nepal-ever-be-paid-for-saving-trees/" target="_blank" rel="noopener noreferrer">increase forest cover</a> to 45% by 2030, start reducing emissions to become carbon negative after 2045, and ensure climate resilience for all vulnerable people by 2030.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016114/636d137d9c7e80680e0a9925jpeg.jpg" alt="" width="3600" height="2400"><figcaption> </figcaption></figure>The forestry target is the most do-able, because Nepal’s total forest area is already at 44.74% -- we just have to make sure no more trees are cut in the next nine years. So, <a href="https://www.nepalitimes.com/banner/nepal-must-save-nijgad-forest-to-receive-climate-funds/" target="_blank" rel="noopener noreferrer">no Nijgad</a>.But we have no idea how the government expects to help all Nepalis adapt to climate impact. That goal is so vague and non-measureable as to be meaningless.And then there is the aim to be ‘net-zero’ by 2045. <a href="https://www.nepalitimes.com/latest/net-zero-is-not-zero/" target="_blank" rel="noopener noreferrer">Net-zero is an excuse</a> to keep burning fossil fuel, hoping that forests somewhere will absorb the carbon. Besides, net-zero will not protect citizens from toxic emissions car tailpipes and smokestacks.Nepal’s commitment is conditional upon financial support, and there may be a strong moral argument for ‘loss and damage’ compensation because the country only contributes 0.5% of total global greenhouse gas emissions.However, we do not have to wait for donors in order to switch from petro-energy to hydro, solar and wind. Tax rebates for <a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/" target="_blank" rel="noopener noreferrer">electric public transport</a>, subsidies for cooking appliances, switching industries like cement, steel and manufacturing to electricity just need political will.As we have argued here before, Nepal needs to do this not so much to avert a planetary emergency, but to save our economy from collapse, and to protect the public from breathing <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" target="_blank" rel="noopener noreferrer">poisonous air</a>.Every year, Kathmandu’s pollution level sets a new record. This spring, the Valley’s air quality index (AQI) <a href="https://www.nepalitimes.com/latest/kathmandu-air-pollution-hits-record-high/" target="_blank" rel="noopener noreferrer">hit nearly 700</a> because of vehicular emissions combined with wildfire smoke. This was 40 times the level deemed safe to breathe by WHO’s new guidelines. Covid patients at ICUs across the country are being replaced by people with chronic obstructive pulmonary disease (COPD).Given Nepal’s small carbon footprint, we might even attain net-zero status before 2045 because vehicles manufacturers are going electric, so we could not import diesel buses after 2030 even if we wanted to. But government policy must align with our Glasgow pledges. The on-again-off-again tax rebated on EVs in the past four years does not bode well for the future.In addition, Nepalis need help to adapt to cope with the water crisis and resulting food insecurity as well as the impact of weather-related disasters like <a href="https://www.nepalitimes.com/banner/still-chasing-the-melamchi-mirage/" target="_blank" rel="noopener noreferrer">Melamchi</a> and <a href="https://www.nepalitimes.com/banner/himalayan-floods-a-sign-of-worse-to-come/" target="_blank" rel="noopener noreferrer">Manang</a> this year.After returning from lobbying rich country delegates in Glasgow, Nepali activists and scientists should now turn their attention to putting pressure on our own government to get climate smart.Sonia Awale

Photo: REED NEPAL</figcaption></figure>For nearly 18 months, regular educational activities of children across Nepal <a href="https://www.nepalitimes.com/here-now/lessons-not-learned-from-the-pandemic/" target="_blank" rel="noopener noreferrer">have been disrupted</a>. The closure of schools to reduce the spread of Covid-19 has amplified the many other ways the pandemic has eroded the academic and social experiences of students, and with this, their mental wellbeing.The impact of this will be felt for many years by the students themselves and nationally, as Nepal’s economy, like other countries, witnesses a reduced rate of economic return.Children from poorer families and those in remote parts of Nepal have been especially affected. The pandemic has laid bare <a href="https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/" target="_blank" rel="noopener noreferrer">inequality in access to education</a>.The Nepal government’s Students’ Learning Facilitation Guidelines 2020 notes that a large number of students do not have access to innovative delivery of <a href="https://www.nepalitimes.com/banner/lockdown-gives-distance-learning-a-boost-in-nepal/" target="_blank" rel="noopener noreferrer">distance learning </a> rograms. Rather, they depend on the distribution of printed learning materials and person-to-person contact that has been difficult to sustain during the pandemic.Even before Covid, Australia and Nepal shared challenges with the delivery of education to students living in remote locations.In the central desert area of Australia is the Alice Springs <a href="https://www.schooloftheair.net.au/" target="_blank" rel="noopener noreferrer">School of the Air </a>(ASSOA), reputedly the biggest school in the world. <a href="https://www.facebook.com/SchoolOfTheAirAliceSprings/" target="_blank" rel="noopener noreferrer">ASSOA</a>'s classrooms are spread over 1.3 million sq km, yet it has only 120 students and 14 teachers.For over 60 years, it has been delivering education by radio for children who live a day’s drive or more from the nearest school. ASSOA is one of several Schools of the Air operating across the vast Australian outback.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d01389c7e80680e0a361cjpeg.jpg" alt="" width="2327" height="1690"><figcaption> </figcaption></figure>So it should come as no surprise that during the pandemic Australia has been supporting the <a href="https://www.nepalitimes.com/latest/learning-during-the-pandemic-in-nepal/" target="_blank" rel="noopener noreferrer">delivery of education</a> to children in rural Nepal.The Australian government has partnered with Rural Education and Development Center (REED) Nepal to deliver a program that is enabling continued learning in the far reaches of Nepal.The Promoting Stability in Education (PSE): Continuity of Learning and Strengthening Resilience program builds on the experiences of REED’s successful Teacher Training and Quality Education Program in Solukhumbu district, supported by the Australian Himalayan Foundation.Parents, teachers, community volunteers and local governments are working together to encourage and ensure children’s access to learning opportunities in communities that have limited access to the Internet.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d013b9c7e80680e0a361djpeg.jpg" alt="" width="1000" height="667"><figcaption> </figcaption></figure>Under this initiative, lessons are broadcast daily through<a href="https://www.nepalitimes.com/opinion/tuning-into-the-radio-in-nepal/" target="_blank" rel="noopener noreferrer"> local radio stations</a> to over 23,000 households, reaching over 66,000 children and 14,000 parents. Radio sets, worksheets and other educational materials are being distributed to children’s families. The program will assist the transition back to in person classroom learning when schools reopen.Nearly two months after the launch of the program, PSE has been warmly received by students and educators alike.Bahjang Secondary School student, Pramila Ratala, who lives with disability, has welcomed the way Learning by Radio has brought her school to her home.“I used to walk two hours to go to my school but nowadays, I am learning from my home,” she said. “In addition to regular school curriculum, I also learn life skills and issues of gender equality. In future, I want to work for the benefit of children with disabilities and be like the award-winning author Jhamak Ghimire.”Through PSE, educators visit homes, distributing learning materials and radio sets to families and providing support to parents and community members.Local governments are closely engaged in the program. Education representative of Haleshi Tuwachung Municipality of Khotang district, Padam Karki said, “With the federal government’s decision to close schools, we were quite worried about what we could do to ensure we backstop learning loss among our children”.“Learning by Radio is instrumental in continuing education for our children. We are ready to cooperate with the program by visiting households and interacting with the parents and other stakeholders of children’s education, distribution of radio sets, workbooks and worksheets, and mobilising volunteer teachers,” Karki added.The benefits of programs like Learning by Radio, are not confined to Covid; rather, they provide innovative learning models for all who have difficulty accessing traditional education <a href="https://www.nepalitimes.com/latest/sisterhoods-empowering-education-in-nepal/" target="_blank" rel="noopener noreferrer">due to disabilities</a> or their remote location.As Keshari Rai, a teacher from Janajagriti Basic School in Dudhkunda, Solukhumbu observed, “There is very limited access to smartphones and reliable internet. Children have to walk a long distance to come to school every day.”Delivery of pre-recorded educational materials also <a href="https://www.nepalitimes.com/here-now/how-a-rural-radio-thrived-in-nepal-lockdown/" target="_blank" rel="noopener noreferrer">benefits parents and local communities </a> ith information relevant regardless of age. Ishori Nepali from Talkot Rural Municipality, Bajhang district, said she found her child’s radio lessons on gender equality and life-skills useful to her as well and she has become a regular listener.Barun Lamichhane, station manager of Beats FM, Sindhuli, agreed that Learning by Radio has applications beyond the formal education setting. “The program has helped deliver life-skill education and public service announcements including information on pandemic, gender issues and disaster preparedness."From Australia’s cattle stations to Nepal’s Himalayan communities, students and their families are benefiting from schools of the air. Photo: AMIT MACHAMASI</figcaption></figure>The United States, the EU, Australia, China, Singapore are all flying in emergency supplies to help Nepal battle a fierce Covid-19 second wave, but noticeably lacking are much needed vaccines.  It has to be said that the outside world seems to care more about Nepal than the country’s own leaders, who have been squabbling for power for the past year, and their minds now <a href="https://www.nepalitimes.com/latest/nepal-sets-elections-in-middle-of-pandemic/" target="_blank" rel="noopener noreferrer">diverted to controversial early elections</a> in November. The government’s vaccine diplomacy has so far failed to convince India, the US or Europe to rush jabs. Activists and public health experts say even though Nepal’s friends abroad have been generous with relief, the country is not getting the urgent help it needs to vaccinate 1.4 million people with their second dose, and then the remaining population. Nepalis took to cybresphere to thank the United States and Europe for announcing help with oxygen concentrators and PPEs this week, but said what Nepal really needs is vaccines after India banned the export of its AstraZeneca Covishield vaccines. Responding to a USAID post about emergency medical supplies to Nepal, dental surgeon Neil Pande who has been trying to mobilise help, tweeted: ‘Thank you for your generosity. What we need the most is vaccines. It will save many from suffering. Please help. 1.3 million 65+ are waiting for the second dose of Astra Zeneca.’ Another user Prabhat Shrestha wrote, ‘Please help with vaccine. Only vaccines can save us from this disaster. Thank you.’ Ra Vee Shah commented, ‘Hope this aid contains enough vaccines to continue vaccination drive.’ Nepal will have fully inoculated 700,000 of its 30 million population next week, after its ongoing Chinese VeroCell vaccination drive comes to an end. But there are no more jabs left for 1.3 million people waiting for their second dose of AstraZeneca Covishield. Nepal ran out of its stock after India banned vaccine exports, and the COVAX Facility could not supply its remaining 1.8 million vaccines because of the global supply bottleneck. There was a lengthy debate in the UK House of Lords about supplying the vaccines to Nepal, but no firm commitments were made.  Activists and pressure groups have been <a href="https://www.nepalitimes.com/here-now/nepal-needs-urgent-american-vaccine-support/" target="_blank" rel="noopener noreferrer">urging the Biden administration</a> to immediately rush some of its 80 million AstraZeneca doses to Nepal. Yuba Raj Khatiwada, Nepal’s ambassador in Washington said this week that efforts were underway to send 3-5 million AstraZeneca vaccines from the US stockpile to Nepal. <figure><img width="1280" height="958" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111148/636b86089c7e80680e067828jpeg.jpg" alt=""><figcaption> </figcaption></figure>On Thursday 20 May, the USAID announced emergency assistance to Nepal with the first of three flights arriving in Kathmandu on Saturday carrying surgical masks, face shields, and gloves for frontline health workers. The USAID maintains that it has provided more than $15 million to help Nepal government scale-up testing, contact tracing, treatment, and infection prevention and more than $50 million in the past 15 months to combat the pandemic.On Saturday, the Embassy of Switzerland in Nepal flew in 30 tons of medical supplies from Zurich that included 40 ventilators, oxygen concentrators, 1.1 million rapid antigen test kits and PPEs worth $8 million. <figure><img width="960" height="640" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111148/636b860b9c7e80680e067829jpeg.jpg" alt=""><figcaption> </figcaption></figure><img width="640" height="427" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111148/636b860e9c7e80680e06782ajpeg.jpg" alt=""><img width="640" height="427" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111148/636b86109c7e80680e06782bjpeg.jpg" alt="">“Switzerland stands in solidarity with Nepal and the Nepali people in the fight against Covid-19, these essential medical supplies will help save lives and provide support to the government of Nepal to contain and control the pandemic,” said Swiss Ambassador Elisabeth von Capeller while handing over the consignment to Health Minister Hridayesh Tripathi on Saturday at Kathmandu airport.Later in Saturday, the Singapore-based Temasek Foundation, together with the MiRXES Private Limited and Lotus Life Foundation are sending 15 tons of diagnostic and medical supplies on a Nepal Airlines flight. The consignment includes 36 ventilators, 4,000 pulse oimeters, 50 B-PAPs, 123,000 PCR test kits and RNA extraction kits. <figure><img width="1280" height="960" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111148/636b86149c7e80680e06782cjpeg.jpg" alt=""><figcaption> </figcaption></figure>On Friday, the United Nations launched <a href="https://nepal.un.org/en/127307-united-nations-and-partners-nepal-launch-emergency-covid-19-plan-and-call-international" target="_blank" rel="noopener noreferrer">the Nepal Covid-19 Response Plan</a> calling for $83.7 million in emergency relief over the next three months to assist 750,000 of the most vulnerable people affected by the pandemic. “The current outbreak is having a devastating impact not just on health but across all sectors, hitting the poorest and most marginalised people in Nepali society the hardest,” said UN Resident Coordinator Sara Beysolow Nyanti. “The Response Plan calls for swift action and international solidarity that is desperately needed to save lives and prevent unnecessary suffering today, tomorrow, and in the difficult weeks to come. We have no time to lose.”However, even in the UN’s help list, there is no mention of vaccines. The WHO had promised vaccines for 20% of Nepal’s eligible population throughout <a href="https://www.nepalitimes.com/latest/unicef-urges-g7-to-dispatch-vaccines/" target="_blank" rel="noopener noreferrer">the COVAX Facility</a>. However, 1.8 million of the 2.4 million Covishield vaccines never came, and its Indian manufacturer said this week it would not be able to export vaccines till end-2021.On Thursday, an Iberia Airbus 330 landed in Kathmandu with 50 oxygen cylinders, 10 oxygen concentrators and 15 ventilators, among other medical kits donated by organisations in Spain. The shipment facilitated through the EU Civil Protection Mechanism is the first of several to follow from the EU Member States in the coming days. <figure><img width="1280" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111148/636b86179c7e80680e06782djpeg.jpg" alt=""><figcaption> </figcaption></figure>Finland, France, Germany, Spain and Belgium are donating a combined total of 50 oxygen cylinders, 20 concentrators, 77 ventilators, 14 respirators, 164,000 antigen tests, 3.4 million masks, 42,500 gloves, 30,000 isolation gowns and 20,000 oxygen cannulas. “The Covid-19 surge in Nepal is claiming more lives every minute as it spreads across the country. We stand in full solidarity with Nepal in its fight against the pandemic,” said Janez Lenarčič, Commissioner for Crisis Management. “We are also quickly mobilising emergency support with an initial €2 million. We stand ready to provide further assistance.”Also on Thursday, the Tibetan Autonomous Region of China sent overland 200 cryogenic cylinders holding 150 litres of liquid oxygen, 10 oxygen concentrators, 5 ventilators, 200 ICU beds and 15,000 antigen kits to strengthen Nepal’s response to the pandemic.  <figure><img width="2048" height="943" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111148/636b86189c7e80680e06782ejpeg.jpg" alt=""><figcaption> </figcaption></figure>About half of the 20,000 empty oxygen cylinders China donated to Nepal has been flown in by Nepal Airlines from Beijing. However, there is no word about the 2 million more doses of SinoPharm VeroCell vaccines that Nepal wants to order from China. The Ministry of Health is said to be delaying that purchase, and is in favour of <a href="https://www.nepalitimes.com/opinion/vaccine-geo-politics-and-sputnik-v/" target="_blank" rel="noopener noreferrer">the Russian Sputnik V</a>.Meanwhile, Australia on Thursday also announced AUD7 million (Rs635 million) in funding to Nepal to procure essential equipment and health supplies, such as oxygen for provincial hospitals and personal protective equipment for health workers.This is part of Australia’s aid package to support Bangladesh, Nepal and Sri Lanka, to strengthen the resilience of the South Asian region during the pandemic.New Zealand has also committed $1 million to support Nepal's Covid-19 response. The fund will go to UNICEF to help with emerging health needs and community resilience, wrote New Zealand’s Minister of Foreign Affairs and Trade Nanaia Mahuta on her twitter. <figure><img width="548" height="828" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111148/636b861a9c7e80680e06782fjpeg.jpg" alt=""><figcaption> </figcaption></figure>Another US-based group, <a href="https://www.directrelief.org/2021/05/direct-relief-chartered-airlift-bound-for-nepal-amid-covid-19-surge/" target="_blank" rel="noopener noreferrer">Direct Relief</a>, chartered an aircraft to rush oxygen concentrators and Covid-19-specific medical supplies on 25 May. ‘People in Nepal are facing the worst Covid crisis in the world today based on per-capita confirmed cases, and they need urgent help, we will do whatever we possibly can to help,’ said Thomas Tighe of Direct Relief in a statement. International relief for Nepal is picking up but its <a href="https://www.nepalitimes.com/here-now/its-an-emergency/" target="_blank" rel="noopener noreferrer">most immediate needs are oxygen and vaccines</a>, especially as the pandemic has now <a href="https://www.nepalitimes.com/editorial/nepals-humanitarian-emergency/" target="_blank" rel="noopener noreferrer">infiltrated the remotest villages</a> in the country where there is no hospital care, medical equipment or doctors. Thank you.’ Ra Vee Shah commented, ‘Hope this aid contains enough vaccines to continue vaccination drive.’ Nepal will have fully inoculated 700,000 of its 30 million population next week, after its ongoing Chinese VeroCell vaccination drive comes to an end. But there are no more jabs left for 1.3 million people waiting for their second dose of AstraZeneca Covishield. Nepal ran out of its stock after India banned vaccine exports, and the COVAX Facility could not supply its remaining 1.8 million vaccines because of the global supply bottleneck. There was a lengthy debate in the UK House of Lords about supplying the vaccines to Nepal, but no firm commitments were made.  Activists and pressure groups have been <a href="https://www.nepalitimes.com/here-now/nepal-needs-urgent-american-vaccine-support/" target="_blank" rel="noopener noreferrer">urging the Biden administration</a> to immediately rush some of its 80 million AstraZeneca doses to Nepal. The consignment includes 36 ventilators, 4,000 pulse oimeters, 50 B-PAPs, 123,000 PCR test kits and RNA extraction kits. <figure><img width="1280" height="960" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131124/636cee229c7e80680e09ae09jpeg.jpg" alt=""><figcaption>Some 13 tons of Nepal bound medical equipment being loaded into a Nepal Airlines Airbus330 at Singapore’s Changi airport on Saturday.</figcaption></figure>On Friday, the United Nations launched <a href="https://nepal.un.org/en/127307-united-nations-and-partners-nepal-launch-emergency-covid-19-plan-and-call-international" target="_blank" rel="noopener noreferrer">the Nepal Covid-19 Response Plan</a> calling for $83.7 million in emergency relief over the next three months to assist 750,000 of the most vulnerable people affected by the pandemic. “The current outbreak is having a devastating impact not just on health but across all sectors, hitting the poorest and most marginalised people in Nepali society the hardest,” said UN Resident Coordinator Sara Beysolow Nyanti. “The Response Plan calls for swift action and international solidarity that is desperately needed to save lives and prevent unnecessary suffering today, tomorrow, and in the difficult weeks to come. We have no time to lose.”However, even in the UN’s help list, there is no mention of vaccines. The WHO had promised vaccines for 20% of Nepal’s eligible population throughout <a href="https://www.nepalitimes.com/latest/unicef-urges-g7-to-dispatch-vaccines/" target="_blank" rel="noopener noreferrer">the COVAX Facility</a>. However, 1.8 million of the 2.4 million Covishield vaccines never came, and its Indian manufacturer said this week it would not be able to export vaccines till end-2021.On Thursday, an Iberia Airbus 330 landed in Kathmandu with 50 oxygen cylinders, 10 oxygen concentrators and 15 ventilators, among other medical kits donated by organisations in Spain. We stand in full solidarity with Nepal in its fight against the pandemic,” said Janez Lenarčič, Commissioner for Crisis Management. “We are also quickly mobilising emergency support with an initial €2 million. However, there is no word about the 2 million more doses of SinoPharm VeroCell vaccines that Nepal wants to order from China. The Ministry of Health is said to be delaying that purchase, and is in favour of <a href="https://www.nepalitimes.com/opinion/vaccine-geo-politics-and-sputnik-v/" target="_blank" rel="noopener noreferrer">the Russian Sputnik V</a>.Meanwhile, Australia on Thursday also announced AUD7 million (Rs635 million) in funding to Nepal to procure essential equipment and health supplies, such as oxygen for provincial hospitals and personal protective equipment for health workers.This is part of Australia’s aid package to support Bangladesh, Nepal and Sri Lanka, to strengthen the resilience of the South Asian region during the pandemic.New Zealand has also committed $1 million to support Nepal's Covid-19 response. The fund will go to UNICEF to help with emerging health needs and community resilience, wrote New Zealand’s Minister of Foreign Affairs and Trade Nanaia Mahuta on her twitter. <figure><img width="548" height="828" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110131124/636cee299c7e80680e09ae0cjpeg.jpg" alt=""><figcaption></figcaption></figure>Another US-based group, <a href="https://www.directrelief.org/2021/05/direct-relief-chartered-airlift-bound-for-nepal-amid-covid-19-surge/" target="_blank" rel="noopener noreferrer">Direct Relief</a>, chartered an aircraft to rush oxygen concentrators and Covid-19-specific medical supplies on 25 May. ‘People in Nepal are facing the worst Covid crisis in the world today based on per-capita confirmed cases, and they need urgent help, we will do whatever we possibly can to help,’ said Thomas Tighe of Direct Relief in a statement. International relief for Nepal is picking up but its <a href="https://www.nepalitimes.com/here-now/its-an-emergency/" target="_blank" rel="noopener noreferrer">most immediate needs are oxygen and vaccines</a>, especially as the pandemic has now <a href="https://www.nepalitimes.com/editorial/nepals-humanitarian-emergency/" target="_blank" rel="noopener noreferrer">infiltrated the remotest villages</a> in the country where there is no hospital care, medical equipment or doctors. All photos: KATIE RIVERS</figcaption></figure>Approaching 62 years old, and after retiring from a police rescue squad in 1996, Ken Hutt needed some adrenaline replacement therapy.He had watched the documentary, <a href="https://www.youtube.com/watch?v=TEpKNla63Kw">Miracle In The Storm</a>, about a paragliding competition in which a German flier was sucked up to 9,947m, blacked out and only just came to in time to land it. Another Chinese competitor was also lifted by the same storm, and was killed by lightning.A year after watching the documentary, Hutt was trekking to Everest Base Camp, acclimatising himself before paragliding off the summit of the world’s sixth highest mountain, Cho Oyu, when he started to suffer from altitude sickness.It was April 2014, and an avalanche had just killed 16 Nepali guides on the Khumbu Icefall. Above him, helicopters with stretchers dangling ferried bodies down the mountain.“I’m sitting on the glacier next to Lobuche, watching them, one after the other, feeling really sick,” he recalled. “It was only 5,000m, and I’m supposed to be climbing this 8,000m mountain and flying a paraglider off it.’”His adventure was being sponsored by the Gates Foundation, which was going to triple every dollar he made to help polio eradication. <a href="https://www.nepalitimes.com/banner/polio-hunt/">Nepal got rid of polio in 2000</a>, but the disease still afflicts children in parts of South Asia.  His team crossed the Nepal-China border into Tibet where a friendly local bureaucrat, sympathetic to <a href="https://www.rotary.org/en/our-causes/ending-polio">Rotary’s ‘End Polio Now’</a> campaign allowed him to fly off the mountain. Hutt started climbing, and never felt another pang of altitude sickness. <img width="2464" height="1632" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915118/636bb4509c7e80680e07bb96jpeg.jpg" alt="">He got to 7,200m and had the choice of flying from there, or proceeding to the 8,188m summit with the rest of the expedition. But he couldn’t do both. Next morning, he stuck his head out the tent and it was a glorious, clear day with a 6 knot breeze wafting up the mountain. Perfect for flying. The guide wanted him to summit, but he decided that since the whole idea was to raise money for polio, summiting that mountain was not going to raise any money, paragliding off it was. “In hindsight, I’m pretty disappointed I didn’t summit. I was pretty fit. I was feeling really good,” Hutt says. He pulled the super lightweight (2.7kg) glider from his pack and suddenly became acutely aware of his own inexperience, and the fact he had only flown this particular glider once before -- off a tiny hill near his home south of Sydney. He would be flying in air one-third the thickness, hanging from a glider too small to carry his weight plus the ice axes, sleeping bag, rope and food he had to carry for self rescue.“All the Sherpas were saying it was ridiculous you shouldn’t do this, but once I started to spread the glider out they all started getting really excited about it,” Hutt says. The wind dropped from 6 knots to almost nothing. In the absence of a breeze, Hutt had to launch by running down the slope. After a hop and a skip he was airborne.Then he realised he was not breathing: “I’ve been flying for half a minute or something without taking a breath. All of a sudden there was no air to breathe. Just trying to suck it all in. Nothing.”He tried to come down fast as he could. Landing was something else again. He could not locate the prayer flags he had put up as windsocks at Cho Oyu base camp.“The scale is huge. You have no idea how fast you’re flying, how much sink rate you have. All I did was head to base camp. It was about 13 km on a line of sight. I started to do circles to lose altitude. I lined up base camp, thinking I’m going to have to land on the rocks. ” <figure><img width="2002" height="3000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915118/636bb4539c7e80680e07bb97jpeg.jpg" alt=""><figcaption>Australian ex-policman Ken Hutt is planning on paragliding off Mt Everest after the pandemic.</figcaption></figure>He was flying at 50km an hour through the thin air, and the noise through the risers was deafening. He landed on scree, and intentionally turned to touch down on his back where an ice axe wrapped in a down sleeping bag protected him.“I opened my eyes and right in front of me was the summit of Cho Oyu,” he said.Now, all Hutt needs is the right permission from the Nepali authorities and the right pandemic case numbers to get cracking on his mission next year at 62 to be the oldest person to fly off the top of Mt Everest. But his trip is in the hands of the gods and Nepal’s bureaucracy.Hutt was told he had verbal approval for the flight from Tourism Minister Rabindra Adhikari, who later died in a helicopter crash. So, Hutt led a trek of Rotarians to Everest Base Camp which raised $180,000 for the End Polio Now campaign. Hutt knows the dangers, but the lure of the Himalaya is more powerful. He adds: “You are being unfair to family. Mountaineering is selfish and dangerous. Throw in a paraglider in the high mountains and the danger doubles.”So, people ask Hutt why he keeps doing it, and his answer is: “If you’ve got to ask you’re never going to understand anyway.”<hr/>PARAGLIDING FROM MT EVEREST1988: French adventurer Jean-Marc Boivin was the first person to paraglide off Everest. He died 17 months later in a BASE-jumping accident.2011: Two Nepalis, <a href="https://archive.nepalitimes.com/regular-columns/Connecting-dots/Sano-Babu-paragliding-world-cup,1029">Sano Babu Sunuwar and Lakpa Tshiri Sherpa</a>, flew off Mt Everest without permission, then kayaked down to the Indian Ocean.

Aussie paraglider to jump off Everest

Under a gunmetal grey sky, the four of us stood for the Last Post on an expansive empty lawn as the crows wheeled overhead. The Nepal Army general and British Gurkha colonel saluted smartly in their uniforms, whilst the Ambassador and I bowed our heads. The red poppies in all our lapels symbolised remembrance and acknowledgment of the ultimate sacrifice by all men and women in the armed forces during times of conflict.It must have been the strangest Anzac Day commemoration ever. The grass, still soggy from yesterday’s rain, was dotted with crimson rose petals fallen from the luscious red wreathes. In turn we had laid them between the two flags, on the anniversary of the First World War Gallipoli landing by the ANZACs (Australia and New Zealand Army Corps), in remembrance of the dreadful battlefield losses that ensued on both sides and from so many nations. After the one minute silence in the deserted garden, the Reveille was trumpeted on an embassy iPhone.Since services began on 25 April 1916, this year 2020 was the first Anzac Day ever that Australians and New Zealanders were not able to gather nationwide to mark the anniversary, due to the social isolation battle against COVID-19. Instead, digitally shared messages urged individual calls to action -- messages of solidarity displayed in home windows, the laying of virtual poppies at the online cenotaph, and alone standing at dawn in driveways, gates and front doors to mark the moment #standatdawn.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121120/636b8d909c7e80680e06b355jpeg.jpg" alt="" width="2699" height="2265"/><figcaption>Australian Ambassador Peter Budd, Lt-Gen Sarad Kumar Giri, Chief of General Staff, Nepal Army, Col Richard Goodman MBE, Commander, British Gurkhas Nepal and Lisa Choegyal Honorary Consul of New Zealand at the Anzac Day service on 25 April 2020 during the lockdown in Kathmandu. Photo: JAMES HAZELL</figcaption></figure>Every year the Australian Embassy hosts our Anzac Day service in Kathmandu, echoing solemn sunrise ceremonies all over Australia and New Zealand, with many young people as well as old brought together to mark this most important joint national occasion. Normally the garden is thronged with several hundred Australians, New Zealanders, Nepalis and the international community, enlivened by Nepali and Gurkha buglers and bagpipers, and followed by a slap-up Aussie breakfast that is part of the attraction.Last year as well as long term residents and tourists, several mountaineers joined us including Guy Cotter, Robert Mads Anderson and a couple of Sir Edmund Hillary’s grandchildren -- Russell Brice was absent, recovering from his fall from a rooftop restaurant. This year there are no expeditions and the mountains are closed to trekkers. Ambassador Pete and Emma boiled the kettle for coffee and offered us homemade Anzac biscuits in their empty house.I’m not sure when the Australian-hosted Anzac Day tradition began in Nepal, but is must have been around 1990 when the embassy moved to its current compound in Bansbari. Elizabeth Hawley regularly attended as New Zealand Honorary Consul before me. With no compunction she admitted to having delivered the exact same Anzac address every year, claiming no one ever noticed.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121120/636b8d949c7e80680e06b356jpeg.jpg" alt="" width="3000" height="1500">Although diplomatic relations between Nepal and Australia have existed since 1960, it was ambassador Diane Johnstone, affectionately known as ‘Call-me-Di’, who set up in Kathmandu from a cosy rented house in Thapathali in 1986 with a guitar-playing husband. The succession of early incumbents in the representational role were marked by life-changing events during their tenure – separation, divorce, engagement and marriage – including one emotional liaison with a Bollywood superstar that ended in tears. Over the decades, the mission has achieved many milestones in humanitarian and development aid, technical assistance and trade support.The popularity of Australian wine in Kathmandu dates back to one inspired ambassador who offered to import cases for his diplomatic friends -- and before the days of wine being available in the open market, he had many friends. Eventually both governments noticed when the embassy wine order exceeded that of much larger missions in London and Paris, dryly pointing out that every official Australian in Nepal must have been consuming about three dozen bottles a day. Aussie producers had the last laugh however, with their brands still established today as Nepal’s wine of choice amongst the chatterati.We wanted to do something special to commemorate the 100-year anniversary of Gallipoli on 25 April 2015. Thousands were gathering in Turkey, including the Prince of Wales and a ministerial delegation from Nepal. The UK had observed the outbreak of World War I with a dramatic moat-ful of 888,246 ceramic poppies around the Tower of London, representing all British and Commonwealth fatalities.Hoping to achieve a similarly grand gesture, the Gurkha commander conspired with us to ship 120,000 poppies from the British Legion in London, the idea being to carpet the grounds of the Australian ambassador’s home with a sea of scarlet. Each paper poppy raises at least a pound each but, thanks to British Gurkha generosity and skilled negotiations, boxes of poppies were delivered to the Australians with the Kiwi consulate paying only a nominal amount. At the last minute, however, the ambassador’s wife vetoed the idea on the grounds that it would be hard to tidy up afterwards and make a mess of her garden.The surfeit of poppies, plenty for future events, was soon erased from minds on that unforgettable 25 April five years ago. I had just returned home to Budanilkantha, kicked off my shoes and settled on the terrace with my laptop and the dogs when at 11:56 am the earthquake struck. Terracotta tiles rained off the roof, my car careened violently beneath the magnolia tree, and in the distance far below a pall of dust rose eerily above the assaulted city.No doubt, we all remember exactly where we were and how we felt at that fateful moment on Anzac Day 2015, when our lives were rocked forever.

The strangest Anzac Day ever

After China and India, Nepal is the third highest source of foreign students in Australia.“We are shocked and stressed after the PM’s statement because we had not expected such words from the leadership. International students have not been treated with compassion in this period of crisis,” says Gaurab Gurung, a Nepali student who has been in Australia for three years.International education is an important source of income in Australia, worth AUD37.6 billion, and supporting nearly 250,000 jobs. International students engaged in sectors such as hotels, cleaning and retail have faced job losses and are in dire need of support. Eight Nepali students have so far tested positive for COVID-19.“Many Nepali students I know are seeking different sources of support but there is much uncertainty. The Nepali community has stepped up, there are students with relatives across Australia who are particularly lucky in this situation,” says Sushmita Shakya, a second year nursing student who has been in Australia for the last six years. She adds that many students are now waiting for flights to restart so they can go back to Nepal.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110912118/636b8a949c7e80680e06b24ajpeg.jpg" alt="" width="640" height="482">However, the Nepal government which ferried 250 stranded Australian and New Zealand nationals from Kathmandu to Brisbane last week has barred entry of outsiders including Nepalis from abroad.“Our requests for tuition discounts or refunds have not been addressed,” Gaurab Gurung wrote in an email interview. “In some cases, universities have extended the due dates and changed the grading system. Some have even introduced financial hardship packages.”The Non-resident Nepali Association in Australia is providing food assistance to newly-arrived students, but many are confined to their rooms and are struggling to pay rent. The no eviction rule applies only to citizens and permanent citizens, and Australia’s recent wage subsidy of $130 billion excludes international students.“You are lucky if you are working in health, agriculture, food processing or aged care, but lucky is a relative term especially for nursing students,” says Shakya who works in aged care, and even though it is not in a COVID-19 unit she says one never knows if the patients have been exposed. But her paid work is jeopardised because she has to isolate herself for two weeks after her unpaid placement.“It is unfair, and makes us feel like we are taken for granted,” she adds. “But despite the fear and confusion, we have to do what we have to do. I chose this profession and understand what it demands. Nepalis trapped Down Under

Who would have thought a single Nepal Airlines wheels-up could be such a triumph, but in the empty skies over a locked down South Asia, this take-off was something truly exceptional.After days of frenetic work and delicate negotiations, the Australian Embassy team in Kathmandu had achieved a commercial charter to repatriate stranded tourists back home. The infinitely complex exercise involved the governments of Nepal, Australia and New Zealand at a time when travel restrictions were becoming ever more stringent in an effort to halt the coronavirus’ gallop around the globe. Considering there was so little air traffic anywhere, it was all excessively complicated.Summoned by government advisories, many Aussies and Kiwis returned home before the ban, but those remaining emerged from the mountains, meditation and yoga retreats, family visits, or simply had left it too late to leave. For the trapped tourists clinging to the Australian Embassy lifeline, hopes were raised then dashed.<a href="https://www.nepalitimes.com/latest/nepal-airlines-to-fly-stranded-australian-tourists-to-sydney/" target="_blank" rel="noopener">Nepal Airlines to fly stranded Australian tourists to Sydney</a>Since the surprise suspension of international flights, angst-ridden rumours ricocheted around ‘Stranded-in-Nepal’ online chats and Facebook chronicled the roller-coaster dynamics. Qatar Airways morphed into Nepal Airlines as the carrier, and Brisbane replaced Sydney as the destination when it was deemed that quarantine facilities were already full.Never before has Nepal Airlines flown to Australia, so this was in effect its inaugural flight down under. Permissions had to be sought to overfly eight countries between Kathmandu and Brisbane, exemptions were required even to transit Australian airports, and connections had to be guaranteed with the ever dwindling trans-Tasman flight options – Air New Zealand obligingly adjusted their departure time by several hours to suit us.Decisions, revisions, changes and adjustments became highly political under the escalating epidemic, allegedly needing sign off by cabinet members and prime ministers. Every passenger would be subject to 14 days isolation at their destination, to slow the spread and flatten the curve. Decision makers were jittery from failures in other cooperative evacuations: in Peru last week a bunch of aggressively disappointed New Zealanders had been off-loaded from an Australian flight.Such were the ever-evolving uncertainties and behind-the-scenes diplomacies, that it was not until Monday that all the pieces were in place for the New Zealand government to announce that the Wednesday flight was viable with permissions and connections to get Kiwis back home to Auckland from Nepal. Final landing permission was only granted from Canberra on the morning of departure, which was just as well as by then 250 excited passengers had confirmed and paid, 27 of them New Zealanders.Each person had a story. It had been a fraught week tracking tourists and trekkers, and reassuring frantic families, themselves in isolation at home. A crisis helpline in Wellington supported desperate travellers marooned around the world. I talked to one couple who even considered marriage to enable their evacuation, but border security solved their predicament by expediting the additional paperwork required by the COVID-19 crisis at exemplary speed.As the shuttle buses disgorged passengers loaded with backpacks and baggage, relief, stress and excitement reverberated around the deserted Kathmandu airport. Face masks were distributed, temperatures checked, and notices reminded us to remain one metre social distanced.Check-in was not without its drama. Some couples were not seated together who wanted to be, and some were seated together who did not want to be. A lost phone was found and a lost passport was not, resulting in some high-level fancy footwork resolved only at the very last minute. The one shop open in the terminal made a killing in overpriced chocolate and fizzy drinks. “Sorry, no cappuccinos only black coffee. The cows are on lockdown.”Photos and selfies were snapped, and the Nepali flight crew politely posed in their distinctive uniforms and Sherpa-striped aprons. The Australian Ambassador was ubiquitous in his dark suit and reassuring smile, chatting with families and fielding calls from the foreign minister. The rest of us workers rushed around, distinctive in lurid yellow official vests with high-vis silver strips, attempting to smooth the airport processing. Most were grateful and gracious, only a handful still grumpy and unsettled by such unprecedented events.For the last two days tickets had been issued and payments collected amidst the sunny flowerbeds, friendly dogs and shady trees of the embassy gardens in Bansbari. With a boarding pass in hand and the new RA airbus in sight on the tarmac, I watched the strain and confusion of the past week begin to evaporate, tensions to relax, anxiety levels to ease, and new friendships to coalesce.Once the 250 had made their laborious way through immigration, security and into the departure lounge, festooned with hand bags, day packs and children, I started to think that this flight might actually happen.Thanks to meticulous pre-planning by the Aussies and our New Zealand team based in Delhi, plus the coordinated efforts of Nepal Airlines, Bon Travel, Nepal Police, airport authorities, health, immigration, security and many others,  the assault course of bureaucratic hurdles had apparently been successfully navigated. The experienced New Zealand High Commissioner in Delhi was monitoring by WhatsApp: ‘I’ll only believe it when the plane is off the ground.’With the last of the check-ins complete, I was making my way upstairs when a familiar voice stopped me in my tracks. “Hey Lisa, this is my first visit to Australia, what a thrill, please say something for my blog.” It took me some moments to recognise Captain Vijay Lama of Nepal Airlines obscured by a stylish black face mask under a braided cap, wielding his iPhone in record mode, and burdened with a collection of travel cases.His thick hair was greyer than when we served together as judges for Miss Nepal 2004, but Vijay’s energy and charm was undiminished. “The closest I came was acting in EVEREST, the Hollywood movie about New Zealand mountaineers! I’d love to meet the Australian Ambassador who has accomplished this historic maiden flight.”Basking in Vijay’s charismatic wake, we sped through security and strode into the departure lounge. A frisson of recognition swept through the cavernous hall as every local spotted the celebrity pilot, actor, singer and television presenter – a good proportion of the flight were Australians of Nepali origin and Nepalis with permanent residency.The Ambassador finished addressing his departing throng, emphasising the unique circumstances that surrounded the national flag carrier’s first ever flight to Australia. Photo RSS</figcaption></figure>The Nepal government decided on Sunday to extend its national lockdown by another week till midnight 7 April, and to continue the ban on all domestic and international flights till 15 April.The Cabinet made the decision on recommendation of the Coronavirus Control High-level Task Force headed by Defence Minister Ishwar Pokhrel based on the WHO criteria of a safe 14 day incubation period for the virus.The government may have first announced only a weeklong nationwide lockdown so as to soften the blow on the public, and to dissuade hoarders and black marketeers. Public health experts had said the lockdown would not make sense unless it was for a total of two weeks.They said the 14-day period was to prevent imported infections and also to isolate those people coming into Nepal and the people they had come in contact with. A further five day extension after 7 April would help control community transmission within Nepal. However, government sources told Nepali Times, no decision has been made yet on extended the lockdown beyond 7 April. They did not rule out local lockdowns even after mid-April if there were outbreaks of local clusters within Nepal.Sunday’s Cabinet meeting also decided to allow into the country hundred of Nepalis stuck at no-man’s land on the Indian border for the past four days on condition that they self-isolate themselves. It also advised all Nepalis still in India to remain where they are for now. Nepal COVID-19 lockdown extended till 7 April

<img width="640" height="275" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110911110/636b7a569c7e80680e064755jpeg.jpg" alt=""/>Nepal’s Coronavirus Control High-level Task Force decided to extend the lockdown by another week, and allow rescue flights to take tourists stranded in Nepal back to their countries, but only if requested by the concerned embassies. So far, the French and German embassies have brought their nationals as well as other Europeans to Kathmandu for flights out on Qatar Airways via Doha. The Australian embassy is taking its nationals out on a direct flight to Sydney on 1 April by chartering a Nepali Airlines Airbus A330. There were a dozen flights on Saturday to Kathmandu from Lukla. However, as wind picked up by mid morning some of the scheduled rescue flights had to be cancelled and 158 remaining trekkers and 70 Nepali guides will be flown back to Kathmandu on Monday.Meanwhile, a Nepal Airlines Airbus A330 flew back to Kathmandu from Guangzhou early Sunday morning with 13 tons of medical equipment and supplies procured by the private sector. They include COVID-19 test kits, personal protective equipment (PPE) for health workers, masks, hoods, boots and other medical equipment.  <img width="640" height="520" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110911110/636b7a609c7e80680e064759jpeg.jpg" alt="">Also on Sunday morning, a Sichuan Air flight flew in medical equipment and supplies donated by Alibaba CEO Jack Ma and Sichuan Provincial Government to Nepal. The boxes were handed over by Chinese Ambassador to Nepal Hou Yanqi at the Ministry of Health. The supplies include N-95 makes, PPE and digital thermal guns.

Nepal Airlines to fly stranded Australian tourists to Sydney

Earlier this month, Nepal received Rs1.6 billion from the World Bank as part of its <a href="https://nepalitimes.com/news/will-nepal-ever-be-paid-for-saving-trees">Forest Carbon Partnership Facility (FCPF)</a>, rewarding the country for increasing its carbon sink capacity. Nepal is the first in South Asia to benefit from this facility, and it is specifically to recompense the country for increasing forest cover in 13 Tarai districts between 2018-2024. “We are also trying to get another Rs13 billion from the facility while also preparing for free market-based carbon trading in the international market,” says Nabaraj Pudasaini of the REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) Implementation Centre. Big emitters of greenhouse gases are under pressure to reduce their carbon emissions, and many have signed agreements to do so by investing in decarbonisation projects in developing countries. Countries that emit more than a specified amount of carbon would be able to buy emission rights from countries that emit less. Nepal is internationally known for its community forestry program which has been largely credited for <a href="https://nepalitimes.com/banner/tree-mendous">increasing tree cover to over 45%</a> in less than three decades. But this achievement had not been adequately recognised or rewarded internationally before. Forests, especially in the tropics, absorb and store large amounts of carbon while releasing oxygen in a process known as photosynthesis. <a href="https://www.fao.org/forest-resources-assessment/en/">Preventing deforestation</a> and increasing canopy cover is considered a much more achievable goal than reducing emission in the scale necessary to limit global average temperature to 1.5°C above pre-industrial levels. COP11 in Montreal in 2005 first proposed reducing carbon emissions by improving forest quality by halting degradation. By 2015, a new mechanism of financial assistance was created to help less developed countries with sustainable management of forests <a href="https://www.un-redd.org/">(called REDD+)</a>. Under this new mechanism, countries receive aid based on their efforts to prevent forest degradation and increase carbon sink, and in 2021 the World Bank was entrusted with implementing it. Nepal’s FCPF receipt this month was calculated on the basis of 2.4 million tons of carbon stored at a rate of $5 per ton. In the second phase, Nepal will receive more than Rs4 billion within the next year for storing an additional 7 million tons of carbon. Eighty per cent of this amount obtained from carbon trading needs to be spent on local beneficiaries and indigenous communities.&nbsp; But carbon trading is not easy, Nepal needs to prove that protected forests will not be destroyed in future.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16.jpg" data-media-id="editor_4" data-image-id="20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="Greenbacks for greenery NT "> <figcaption>Photo: KUNDA DIXIT</figcaption> </figure>  Explains carbon trading expert Yugan Manandhar. “Forests should be handed over to the community and shown that they are managed sustainably. Proving this will be particularly challenging; forest encroachment and degradation is rife in the Tarai.” <a href="https://nepalitimes.com/multimedia/nepal-is-going-up-in-smoke">Deliberate forest fires</a> have also added to the challenge because they increase carbon emissions and reduce the sink capacity of forests. The basis for the amount that Nepal received was set five years ago by calculating the carbon reserves of forests in the 13 Tarai districts. In the meantime, sustainable forest management, tree plantation, forest destruction and erosion control were prioritised to increase carbon reserves in those forests. Nepal is signing another carbon trading agreement during the ongoing Baku climate conference. The <a href="https://www.leafcoalition.org/">Lowering Emissions by Accelerating Forest finance (LEAF Coalition) </a>proposes to sell the carbon stored in the forests of Bagmati, Gandaki and Lumbini provinces. For this, Nepal signed the letter of intent three years ago at COP26 in Glasgow. The target is to store 70 million tons of carbon in 32 million hectares of forest in the three provinces per which Nepal will receive Rs13 billion in four years at $10 per ton with provisions to increase the rate if various conditions are met. However, the agreement in itself doesn’t guarantee the amount. According to the targets set by Nepal, forest degradation should be stopped and carbon reserves increased by protecting tree cover. Preparations are also underway for clean air carbon trade because it has offset fossil fuel use by introducing 30,000 electric vehicles. Nepal has been selected for the first round to receive $40 million within one and a half years through the Clean Air System of the World Bank. Given that most of Nepal’s energy mix is from biomass, replacing them with electric stoves can significantly improve health by reducing indoor pollution as well as strengthen the country’s capacity for carbon trade. “Nepal's goal now is to sell carbon in the free market where carbon credits are bought and sold based on supply and demand in an open and transparent manner,” adds Pudasaini of the REDD Implementation Centre. “Nepal can now set its own price and bargain with interested buyer countries and organisations.” Lately, India has been discussing setting up a carbon market. Nepal has exported Rs12.72 billion worth of electricity to India so far this fiscal year, which can be traded under Nepal’s carbon market. “Carbon trading can create significant economic benefits for Nepal, which will help reinvest in development and environmental protection projects,” says Manandhar. “But we must prioritise sustainable management of forests, cutting older trees and allowing regrowth as well as promoting electric stoves and electric vehicles.”

Greenbacks for greenery

Khukri Rum is <a href="http://archive.nepalitimes.com/news.php?id=3719#.WurBk6SFPIU">one of Nepal’s most iconic brands</a>, and is now launching a new Cask Series premium product to sell in Nepal and abroad. The Cask Series Smoked Finish Khukri Rum is a limited edition with only about 7,000 bottles, most of it for export and rest to be sold to rum connoisseurs in Nepal itself. Each bottle is numbered and will mention the cask from which it is derived. “We are working on taking a classic Nepali rum to a new luxury premium brand category, the Cask Series will only be produced this year with new product ranges in future,” explains Subash Lamichhane, managing director of Nepal Distilleries that first started making Khukri rum in 1959 in Balaju and has never stopped. Fermented from molasses in Bara district in the Tarai after the annual sugarcane harvest, the rum is matured for at least eight months during distillation. The distillery bottles the classic Khukri XXX, Coronation Khukri XXX, Khukri White Rum and Khukri Spiced Rum.&nbsp; The distillery is now adding this limited edition of its ‘Cask Series’. While the original rum is stored in huge wooden vats, the rum used for this more exclusive line is in smaller casks made either from oak or sal, with charred insides to give the rum a smoky flavour. The Cask Series rum is indeed smokier than the classic, while the spiced rum tastes toasty and mostly of cardamom. A sturdy patterned box that opens up to a black glass bottle with gold lettering, and an indication of which cask the rum is from. These are then shipped to premium customers around the world One of the reasons this is the more expensive premium line is because the casks are smaller than the vats and the blenders reject more than half of the rum in the casks when the aging period is complete. The trick for the blender is also to decide when to take the run out of the cask.&nbsp; Says Lamichhane: “If we have 25 casks, we expect to throw away about fifteen.”Over the decades, Nepal Distilleries have created and maintained a brand that feels quintessentially Nepali, and has served as Nepal’s ‘ambassador’ with exports to Germany, Korea, Belgium, Finland, the Czech Republic, besides the existing markets among Nepalis in the US, UK, Hong Kong and Australia. &nbsp;Its unique <a href="https://nepalitimes.com/here-now/khukri-rum-sharpens-its-act">khukri shaped bottle</a> first introduced for King Birendra’s coronation in 1975 has been a collector’s item. The bottle and rum have been a staple for Nepalis and visitors to take as gifts when they leave the country, and is used as decoration on bar tables around the world. Now, nearly 40 years later, even that bottle will soon be getting a makeover with a sharper design and sleeker handle. “Our bottle design has always been instantly recognisable, and it is,” says Lamichhane. The Himalayan restaurant at The Hague, for example, has a Khukri Coronation bottle adorning its bar (page 6-7). In Washington DC Himalayan Heritage Restaurant &amp; Bar offers ‘Nepalese Khukri Rum’ mojito in its drinks menu with fresh mint, soda water, lime juice and sugar syrup, for $12.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241122131124_b9474db3fc83c85845348dddc30c49652ee1f17229531867fa241de50849cedc.jpg" data-media-id="editor_3" data-image-id="20241122131124_b9474db3fc83c85845348dddc30c49652ee1f17229531867fa241de50849cedc" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Khukri Rum NT"> <figcaption>Christopher Armes, master blender of the Cask Series.</figcaption> </figure>  A distinct element of the award-winning <a href="https://nepalitimes.com/business/khukri-rum-gets-award">classic Khukri rum</a> is its burgundy colour from caramel sourced from cooking sugar and blended with the raw rum. The spirits are then stored in a warehouse with floor-to-ceiling vats. The vats are not just for storage, the wood in the vats imparts flavour into the rum, and removes a lot of the harshness. &nbsp; On a visit this week, the bottling room was just about to begin for the day and the production line was churning out different shapes and sizes of Khukri Rum bottles. Most of the process is automated, including screwing bottle caps, sticking labels, placing the government seal, and packaging. The only manual intervention is the quality control where bottles are held against the light to check for sediment and colour. A mural on the wall of the distillery in Balaju depicts the rum-making process. A lady slings sugarcane on her shoulder, the molasses is churned in a pot, water is channelled into the distillation process, cinnamon, cloves and cardamom are added to a container, and finally there is a bottle of the classic Khukri Rum against a Kathmandu backdrop.

Turkish Airlines has introduced a new amenity kit collection designed in collaboration with French fashion house Lanvin for international business class passengers on flights more than five hours. It consists of five pieces designed for sustainability and elegance. Bags are reusable and will consist of Lanvin cosmetic products like hand and body lotions and lip balm. Eye masks and socks are made from recycled materials, earplugs are packaged in paper and the toothbrush is bamboo.

Nepal now generates a surplus of electricity and it is all from renewable hydropower. Nearly half the country is under forest cover. Despite meeting these decarbonisation goals, Nepal’s hydropower plants are threatened by increased risk due to climate impact.&nbsp; Till <a href="https://nepalitimes.com/editorial/when-it-rains-it-pours-ksqprbu3">28 September</a>, Nepal was <a href="https://nepalitimes.com/news/india-nepal-sign-power-exchange-deal">exporting just over 1,000MW</a> of electricity to power-hungry India, when flash floods and landslides unleashed by historically heavy rains damaged over 30 hydropower plants across the country, temporarily <a href="https://nepalitimes.com/news/power-to-the-people">slashing nearly half the power generation.</a> The 456MW Upper Tamakosi in Dolakha was the hardest hit and it will take six months and Rs2 billion to repair. This has significantly reduced exports as well as domestic generation. Two months later, Nepal has still not been unable to fully keep its export commitment, and is actually paying Rs100 million in fines to India. Thirty-seven existing and under construction projects under the Independent Power Producers' Association Nepal (IPPAN) suffered Rs2.5 billion in damage. One of them is the 22MW Bagmati project in Makwanpur which was almost completely buried in flood debris. Even before <a href="https://nepalitimes.com/news/60-dead-64-missing-in-nepal-floods">record-breaking rain in September</a>, 15 other hydropower projects had been damaged by floods. Last year, floods caused by heavy localised rain damaged 28 hydropower plants. World governments met in Baku for COP29 to discuss the Loss &amp; Damage Fund and the Adaptation Fund, but for countries like Nepal the commas and brackets are meaningless until they are turned into $ and €. And likelihood of adequate compensation for climate-related damage is a long way off, if ever. Nepal’s national strategy is to use its vast hydropower resource as clean energy to spur economic growth, job creation, and boost export revenue. But the plants are located in narrow Himalayan valleys prone to landslides and floods even at the best of times. Now, those <a href="https://nepalitimes.com/opinion/comment/changing-climate-for-investment-in-nepal">risks have been heightened by weather extremes</a> due to climate breakdown. At present, Nepal generates over 3,300MW of clean hydropower, and the target is to reach 12,700MW in the next five years. Projects equivalent to 6,000MW are under construction or ready to start. The Ministry of Energy, Water Resources and Irrigation has an Energy Development Roadmap and Action Plan with the target of producing 28,500MW by 2035 by when more than half of it will be exported.&nbsp; “The climate crisis will further change the rainfall patterns making hydropower generation a big question mark in the future,” Manjeet Dhakal in Baku, who is also the Nepali adviser to the LDC Chair at the United Nations Framework Convention on Climate Change (UNFCCC). “We are building hydropower projects on rivers without evaluating risk. This whole process needs to be reviewed and reconsidered.” The report of the National Adaptation Plan published by the Ministry of Forest and Environment last year mentions that hydropower production, transmission and distribution will be at risk from flash floods, debris flows, glacial lake outbursts and rising temperatures.&nbsp; This risk is not confined to Nepal. Average global temperatures have increased by 1.3°C compared to the pre-industrial era. Worse, the Himalayan mountains are warming faster than the global average by 0.7°C because of elevation-dependent warming. A study conducted by our own Department of Hydrology and Meteorology in 2017 showed that the average temperature in Nepal has increased in the last four decades. Photo: RSS</figcaption> </figure>  Increased atmospheric temperatures has made the monsoon rains more erratic. It does not rain when it is supposed to, and it comes down in torrents when it is not supposed to. The September floods happened two weeks after the monsoon was supposed to retreat from central Nepal. Kathmandu Valley received half its annual precipitation in just over a day. &nbsp; Winter precipitation has also failed, especially in the high mountains and trans-Himalayan valleys. Thirteen of the past 19 years experienced winter drought. This impacts on dry season flows of the rivers, reducing hydropower generation. Nepal’s power capacity normally goes down by one-fourth during winter, but the gap is widening. The Kabeli corridor could only generate 20MW November-March even though plants there have an installed capacity of 200MW. Similarly, Upper Tamakosi only produced 65MW at most against its 456MW capacity last winter. The Nepal Electricity Authority (NEA) pays producers double the price for winter electricity, Rs8.40 per unit. Even though winter operation is highly profitable the rivers run low and NEA has to import from India to meet the winter demand. “This is not just a weather problem but a serious challenge also for the country's energy future, good climate-friendly design should be combined with policy and effective implementation,” says Subarna Das Shrestha, a hydropower investor and CEO of Sanima Mai Hydropower. “Insurance premiums have gone up as well, and settlement for damage is not timely.” <a href="https://nepalitimes.com/opinion/climate-risk-to-hydropower-investment">Hydropower investment</a> at one time was regarded as having a high rate of return. Now, some investors have become <a href="https://nepalitimes.com/banner/climate-smarter-himalayan-infrastructure">wary of the risks involved</a>. Says IPPAN’s Uttam Blon Lama: “Hydropower projects expected to give stable returns are now looking risky. Not only is climate adaptation design and planning expensive, but future repair and maintenance costs will also skyrocket.” Nepal has only one storage type dam <a href="https://nepalitimes.com/multimedia/rivers-be-dammed">in Kulekhani</a> and another one is being built in <a href="https://nepalitimes.com/multimedia/missing-pieces-of-the-hydropower-jigsaw">Tanahu</a>, but they are also at risk. In September, the sluice gates of Kulekhani Dam had to be opened causing loss of life and destruction downstream. Nepal has to learn lessons from the deadly collapse of the $1 billion <a href="https://nepalitimes.com/news/sikkim-flood-is-warning-to-nepal">Chungthang Dam in Sikkim</a> in October 2023 cause by a glacial lake burst. Glacial Lake Outburst Floods (GLOFs) in Nepal pose potentially catastrophic risk to infrastructure. The <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">Thame flood in August</a> was a relatively minor debris flow that damaged half of this village in the Everest region when <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">two glacial lakes at 4,760m burst</a>. Luckily there was no loss of life. Of the <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">47 high-risk glacial lakes</a> in the eastern Nepal Himalaya, 21 are in Nepal and the rest are in rivers in China that are tributaries of the Arun and Bhote Kosi where Nepal has major hydropower plants under construction, or planned.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241123021128_b596cd8520c57a6c5476031e7a3ea6510f26b464c4d5351d2bc10f6f7d6b70d8.jpg" data-media-id="editor_14" data-image-id="20241123021128_b596cd8520c57a6c5476031e7a3ea6510f26b464c4d5351d2bc10f6f7d6b70d8" data-rendition-name="original" width="871" height="648" loading="lazy" alt="Page 10-11 map #1236 NT"> </figure>  Global temperature rise is accelerating the melting of Himalayan snow and ice, increasing the <a href="https://nepalitimes.com/here-now/living-below-nepal-s-melting-mountains">number and size of glacial lakes</a> so that we do not even have names for them. Imja Tso did not even exist in the old trekking maps until 25 years ago, but is now a 2km long lake. “Natural moraine dams in the mountains are weak, and the projects downstream can face major destruction if they burst, and the risk will only increase in future,” warns climatologist Arun Bhakta Shrestha at the <a href="https://www.icimod.org/">International Centre for Integrated Mountain Development (ICIMOD)</a>. <a href="https://nepalitimes.com/here-now/terrifying-assessment-of-a-himalayan-melting">An ICIMOD assessment in 2019</a> projected that if present heating trends continue, as they probably will, the Himalaya will lose two-thirds of our glaciers by the end of this century. “Generally speaking, hydropower developers hand over the project to the government after 30 years but by that time given the climate risks, they may not be an asset anymore,” says Manjeet Dhakal. Indeed, the cascade of expensive projects India is building on the Arun River are supposed to be handed back to Nepal in 25 years, but there is a big ‘if’ about whether they will survive that long. &nbsp;&nbsp; Planning of hydropower projects is still based on historical hydrological data, and does not take into account future temperature rise and its consequences. Investors, on the other hand, say that planning hydropower projects with climate components would make them even more expensive.&nbsp; “It’s not that we aren’t preparing for climate risk, we design keeping in mind the once-in-100-year flood,” says Blon of IPPAN. “But if we start designing based on once in 1,000 years flood, the cost would be so high that we won’t be able to build them at all.” Nonetheless, Subarna Das Shrestha of Sanima Mai Hydropower says that there is no option but to go for climate smart infrastructure despite the higher cost. Sanima Mai's powerhouse, for example, is completely underground. The strategy could also be to spread the risk by building less expensive plants located on rivers all over the country. Nepal is also diversifying away from its sole reliance on hydroelectricity, which at present supplies 92% of the power in the grid.
