The analysis by Tom Robertson stated that there was nothing ‘sudden’ about floods in Kathmandu Valley, and they would get much worse.
We derive no satisfaction in saying, ‘we told you so.’ On the night of 5 September the capital received over 100mm of rain in just 3 hours early on Monday morning. The rain was heaviest recorded in the Valley for decades.
<a href="https://www.nepalitimes.com/latest/monsoon-hits-nepal-with-a-bang/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/monsoon-hits-nepal-with-a-bang/&amp;source=gmail&amp;ust=1631072070032000&amp;usg=AFQjCNECbm6803Ead3PaypG73hCO2ZkjXA">Monsoon modelling</a> by the South Asia Climate Outlook Forum had predicted 20% higher than normal rainfall in most of Nepal this year, but the total precipitation has been even heavier than that in many places causing death and <a href="https://www.nepalitimes.com/banner/nepal-valley-suffers-quadruple-disaster/" target="_blank" rel="noopener noreferrer">destruction</a>. The rains have been sustained and relentless, and we saw nearly as much rain as Kathmandu gets in the whole of September falling on just Sunday and Monday. 
Scientists are much more categorical than they have ever been in drawing a <a href="https://www.nepalitimes.com/banner/nepal-villages-learn-to-cope-with-climate-crisis/" target="_blank" rel="noopener noreferrer">correlation between such extreme weather events and the climate crisis</a>.  A warming atmosphere means more water vapour in the air, which translates into more than normal rain. 
This year saw record-breaking downpours in the Ahr Valley of Germany, floods in China’s Henan province in July killed 300 people, and remnants of Hurricane Ida dumped 80mm of rain in just one hour on New York, leaving 50 people dead across northeastern US, including three Nepalis.
Meanwhile, Siberia, the Canadian Arctic and California baked in unprecedented heat waves and droughts, with wildfires sweeping across them for a second northern summer in a row. Nepal itself had a five month drought last winter which sparked historic forest fires that <a href="https://www.nepalitimes.com/banner/wildfires-ravage-nepal-mountains/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/wildfires-ravage-nepal-mountains/&amp;source=gmail&amp;ust=1631072070032000&amp;usg=AFQjCNErZlFXbqeguXo0dcRfMdE1jflNBg">engulfed the whole country</a> in smoke. 
Nearly 80% of Kathmandu’s<a href="https://www.nepalitimes.com/latest/monsoon-hits-nepal-with-a-bang/" target="_blank" rel="noopener noreferrer"> annual rain </a>falls in just four months: June-September. People in Nepal and the Indo-Gangetic plains have learnt to live with the annual floods, and need them to replenish their farms with nutrients valuable for next year’s crops.
Kathmandu has seen cloudbursts before. The destructive floods of 1981 dumped 170mm of rain in 24 hours on Godavari, unleashing floods on the Bagmati’s tributaries. Makwanpur saw an unimaginable 540mm of rain in 24 hours, and the resulting debris flows filled up the <a href="https://www.nepalitimes.com/here-now/the-cost-of-light/" target="_blank" rel="noopener noreferrer">Kulekhani reservoir</a> and wiped out half its life-span. 
Such <a href="https://www.nepalitimes.com/banner/first-drought-then-downpour/" target="_blank" rel="noopener noreferrer">extreme events will be more intense and frequent</a> as the atmosphere warms up. That is a given. But instead of preparing for them, we are making them even more disastrous by impounding water with new housing, perimeter walls, or garbage blocking drains. 
Blaming just the climate for this week’s inundation of Kathmandu is a copout. Though heavy, the Valley’s natural drainage system of the Bagmati and Bishnumati would have been able to absorb the excess water by letting it spill over what used to be wide floodplains. 
As Robertson notes, those areas are now built over, natural drainage has been blocked and impermeable concrete and asphalt prevent water from seeping into the ground. In the past 40 years, Kathmandu’s population grew four times. More houses were built, and as land got scarce they encroached into the flood plains. The rivers have been constricted into narrow channels.
Bulldozers are clawing at the Valley rim, removing the slopes that used to store rainwater like gigantic sponges, and let it out slowly. Now, with the buffers gone, even moderate intensity rainfall leads to direct runoff and flooding. 
The problem is the same in the Tarai. Sand mining and logging of the Chure has increased flash floods downstream, sedimentation raises river beds, and new highways and embankments in Nepal and across the border in India act as dams, <a href="https://www.nepalitimes.com/editorial/flood-of-recrimination/" target="_blank" rel="noopener noreferrer">inundating towns and farms</a>. 
The problem is slightly <a href="https://www.nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis/" target="_blank" rel="noopener noreferrer">different in the mountains</a>. Haphazard road construction has increased landslide danger, but as we are seeing with Melamchi this year, there is rain where snow used to fall on loose glacial deposits and this is washing them down in deadly debris flows.
Glaciologist Rijan Bhakta Kayastha in a <a href="https://www.nepalitimes.com/here-now/nepal-needs-weather-stations-in-the-himalaya/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepal-needs-weather-stations-in-the-himalaya/&amp;source=gmail&amp;ust=1631072070032000&amp;usg=AFQjCNH2R2E1tTCK-vfKOuVtERCgpW-OfA">recent Nepali Times op-ed </a>made a case for more weather stations in the high mountain catchment areas to measure the intensity of rainfall in real time, communicate the data to the National Disaster Risk Reduction and Management Authority so settlements downstream can get early warning. 
All that is well and good, but as long as we continue to block the natural drainage of rivers, floods will get worse. And there is no point blaming climate change for that.

A flood of recrimination

<img width="1000" height="772" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141136/636cfe849c7e80680e0a0c42jpeg.jpg" alt=""/>Nepal’s economy has hit the iceberg, but you wouldn’t know it from the <a href="https://www.nepalitimes.com/latest/nepals-post-breakup-politics/">politicians fighting it out</a> on the deck.
A serial prime minister <a href="https://www.nepalitimes.com/latest/what-is-delaying-nepal-cabinet-expansion/" target="_blank" rel="noopener noreferrer">cannot form a functioning coalition government</a> even after 6 weeks of assuming office, his coalition partners are too faction-ridden to be a countervailing force, and the main opposition has just split.
All this is nothing new, of course. It has been the way things have been ever since the 1990 changes when democracy was supposed to unleash prosperity. Three decades of political infighting, neglect, conflict, a rent-seeking state and governance failure have left the <a href="https://www.nepalitimes.com/latest/instability-to-cost-nepal-dear-in-2021/" target="_blank" rel="noopener noreferrer">economy in tatters</a>. And now <a href="https://www.nepalitimes.com/banner/behind-the-masks/">we have the pandemic to contend with</a>. 
If the <a href="https://www.nepalitimes.com/latest/old-wine-in-old-bottle-in-nepal-politics/" target="_blank" rel="noopener noreferrer">political battles being played out</a> in the parlours of power were inter-generational or about ideology, something good might have come of it. But such personality driven one-upmanship means that the current crop of ageing politicos has neither the time nor competence to deal with the emergency at hand.
The malaise runs deep. Despite gains in literacy, the <a href="https://www.nepalitimes.com/nepali-times-search/?q=lessons+notlearned" target="_blank" rel="noopener noreferrer">poor quality of education</a> drives young Nepalis to seek salaried jobs. The <a href="https://www.nepalitimes.com/banner/first-drought-then-downpour/" target="_blank" rel="noopener noreferrer">yield from agriculture</a> is so low it does not make sense to farm. Government investment and market support for agriculture are ineffective. Every year, 700,000 youth join the <a href="https://www.nepalitimes.com/editorial/mayday-mayday-mayday/" target="_blank" rel="noopener noreferrer">labour market</a> but there are jobs in Nepal for only 15% of them. The rest seek their fortunes abroad by selling ancestral property, fallow farms, lower food production, increasing poverty, and completing the vicious cycle. 
Nepal’s trade deficit has averaged $10 billion a year for the last three years. It only went down in 2020-21 because lockdowns reduced fuel imports. Newly released Nepal Rastra Bank trade figures show that the country is, to put it bluntly, bankrupt. The only reason we have not gone completely belly-up is because of remittances, which pumped $8 billion into the economy this year. 
Nepal’s biggest import item by far is petroleum and in the past fiscal year it hit Rs175 billion — compared to Rs90 billion the country earned from all other exports combined.
You could say that we are buying oil with the sweat of Nepali <a href="https://www.nepalitimes.com/here-now/job-seekers-now-also-jab-seekers/" target="_blank" rel="noopener noreferrer">migrant workers</a>  With tourism receipts and fees from mountaineering and trekking nearly zero, the economy’s reliance on remittances is even greater than before.
This is obviously unsustainable: economically, politically and environmentally. Nepal needs to make good on its target to <a href="https://www.nepalitimes.com/nepali-times-search/?q=lessons+notlearned" target="_blank" rel="noopener noreferrer">switch to renewable energy</a> for transportation by 2030 — not just to do our bit to save the planet, but to reduce our economic and political dependence on the outside.  
Other interesting things stick out of the NRB trade data. Curiously, Nepal’s biggest item of export is soybean oil when the country is not any major grower of soya. The answer can be seen in the graph for imports: the fifth largest item there is raw soyabean oil. So, we import soyabean oil in bulk from Argentina, Brazil and Malaysia and re-export it to India.Even more interesting is that the money Nepal earned from exporting refined soybean oil (Rs53.6 billion) is exactly what we spent on importing the stuff (Rs53.3 billion). Our entire foreign trade system seems to be based on a product that we do not even manufacture ourselves. There is almost no value addition, it does not create jobs, and only provides the government about Rs5 billion a year in tax revenue.The government’s neglect of agriculture means that imports of staple items, vegetables, and fruits have soared in the past decade. The country spent Rs130 billion on importing food items in 2010-11, but Rs323 billion this fiscal year. Of this one-third was spent on rice imports alone.Partly, this is due to agricultural productivity not being able to keep pace with <a href="https://www.nepalitimes.com/banner/everybody-counts-in-nepal/" target="_blank" rel="noopener noreferrer">population growth </a>and growing demands of the middle class. Two-thirds of Nepal’s 30 million people are theoretically engaged in agriculture, but they are not producing enough to even feed themselves.We are living way beyond our means, and the only reason we can do that is because of those remittances. The buck stops at Singha Durbar.

Blood, sweat, tears

Photos: PRABIN RAJBHANDARIThere is political miasma suffocating the country, and like the smoke shrouding Nepal for the past week, there is no immediate end in sight.An environmental crisis is never just about the environment: climate change has political-economic antecedents in energy policy, hazardous air pollution is caused by regulatory failure, political neglect leads to health crises. Poor governance turns rivers into sewers, and policy miscarriage makes pesticides poison the soil.Disasters, too, have political roots. There is nothing natural about ‘natural disasters’. An earthquake does not kill people, corruption that allows building permits for illegal, sub-standard construction does. Floods cannot always be blamed on heavy rainfall, they become human disasters because of poor drainage in new infrastructure.Disaster preparedness is all about foreseeing risk, putting preventive measures in place, and when a calamity does strike, having search, rescue and rehabilitation exercises on standby.The newly-formed Disaster Preparedness and Risk Management Authority has a long list of the dangers that this country is cursed with: earthquakes, landslides and rockfalls, floods, droughts, wildfires, lightning strikes, glacial lake outburst floods, avalanches. And this does not even include disease outbreaks, road traffic accidents and deaths due to preventable causes.More than 7,000 children still die in Nepal every year from diseases that can easily and cheaply be prevented with vaccines, clean drinking water, or smokeless kitchen fireplaces. That breaks down to 20 children who die every day across the country, mainly in poorer, remoter parts of Nepal. They do not make the news because they are not all killed suddenly in one place where there is a tv camera to record the tragedy. But it is an unacceptable crime that should garner banner headlines in the media: ’20 More Children Died Today’.But the media does not because that is the nature of this voracious beast. It only responds to a narrow definition of ‘all the news that is fit to print’. The news business is not geared to predicting disasters, it responds nearly always after a disaster strikes, and then there is a mad scramble to chronicle the carnage.The media is also not so good at covering slowly unfolding disasters, the ones that get worse bit-by-bit and are difficult to measure—like the increase in carbon dioxide concentration in the air, or the winter fog in the Tarai that is worsening every year.‘No news is good news’, and journalists are not primed to cover positive trends, improvements, solutions, or progress. We take our adversarial role so seriously that most reporters think it is not their job to cover development.In a democracy, media is the essential feedback loop to highlight problems, preferably before they become unmanageable, or to cover individuals or communities that have surmounted obstacles and save lives by being prepared for known hazards.The media’s lapse in serving this essential public service function lets governments, policy-makers and politicians off the hook. They can shrug and pretend they had no idea disaster would strike.It is because Nepal’s politics is a disaster in itself, that we had the unprecedented wildfire catastrophe this week. In satellite pictures, we saw the entire country in flames, and the smoke haze was so thick it was off the charts. No one remembers it being so bad for so long. And it will happen again if the root causes are not addressed.Those in government knew all along that this was the fire season. Every year, there are devastating fires that take a toll on lives, property and forests. This year, it should have come as no surprise that fires would be worse because winter precipitation was only 10% of normal in Central Nepal.The Met Dept could have sounded an early-warning, but didn’t. Sure enough, the wildfires started as early as November, and soon spread to different parts of the country, until last week it became just one nationwide bonfire.Nepal’s leaders are too busy in political firefighting to fight actual fires that are ravaging the country. It took some rain to douse the flames, when will it rain on Nepal’s desiccated politics?

Political smokescreen

However, the international community also does not give the Nepali state due recognition.
It is time to change the narrative. True, Nepal’s world standing suffered during its internal conflict, which unfortunately got dubbed a ‘civil war’ by ill-informed foreign journalists and scholars. The United Mission to Nepal (UNMIN) painted an exaggerated picture of the Kathmandu establishment as regressive, oppressive and status-quoist. That vision still colours the West’s outlook.
While this bias is distressing, it is the role of our colossal northern and southern neighbours that have a direct bearing on Kathmandu’s self-perception and its sense of agency. Unfortunately, escalating tension between Beijing and New Delhi constricts the wriggle room for Nepal’s diplomacy, with its two major political parties required to take sides.
New Delhi’s nervousness regarding Beijing’s plans in Nepal is leading to a dumbing down of foreign policy in Kathmandu as well. And Beijing’s intentions to become a player in Nepal’s domestic politics needs to be checked by Kathmandu’s commentators, diplomats and politicians.
Much of Nepal’s politics of the modern era has been spent trying to ward off New Delhi’s interventionist arm. Faced with <a href="https://www.nepalitimes.com/review/two-takes-on-the-nepal-india-nexus/">India’s overwhelming presence</a>, Kathmandu over past decades has leaned over backwards to exaggerate China’s importance. But things have changed in the past five years, as the influence of a rising China becomes palpable.
The arrival of the <a href="https://nepalitimes.atavist.com/the-tibet-train">Tibet Train</a> in Kerung and the prospect of <a href="https://www.nepalitimes.com/banner/which-way-will-the-tibet-nepal-railway-go/">cross-Himalaya connectivity</a> have suddenly brought mainland China closer. At the same time, Beijing has jettisoned the Himalayan spheres of influence policy that had existed since Chou En-lai, who sagaciously told Nepali leaders to maintain good relations with New Delhi.
<a href="https://www.nepalitimes.com/latest/is-china-now-micro-managing-nepal-politics/">China’s current ambassador in Kathmandu Hou Yanqi</a>, obviously acting upon instructions, is on overdrive trying to convince leaders of the Nepal Communist Party (NCP) to stay together, and the Nepali polity has been lax in alerting her that this activism is inappropriate. If such direct political involvement continues, Beijing is sure to face a <a href="https://www.nepalitimes.com/latest/the-india-nepal-china-geopolitical-tri-junction/">backlash similar to the one New Delhi has had to deal with</a>. China should learn from India’s mistakes in Nepal.
For its part, Kathmandu should appreciate its own international standing because it may be surprised to learn that there is little to be embarrassed about. We just need to abandon our constant social media-led self-flagellation about how inept and feckless we are.
Look where we are at: Nepal has managed a peace-process that is more or less homegrown. In all likelihood, the country will get its first full-term prime minister since the Rana regime ended in 1950, and this relative stability had a healing effect, even if Prime Minister K P Oli’s government keeps goofing badly on governance.
Nepal is one of the few countries in the modern era which has succeeded in adopting a progressive Constitution through a Constituent Assembly, with the main challenge lying not in its provisions but in its implementation. Figures tell us that the quality of representative democracy is better in Nepal than in the neighbourhood, though it will take stringent watch-dogging to keep it so.
Nepal is deeply engaged in international peacekeeping, and in a region with so many ongoing and just-past internal conflicts, it is the only country which has an ongoing truth and reconciliation process – even though transition justice remains a mirage. Nepal’s ‘soft power’ potential is as yet un-recognised by its own citizens, let alone deployed for the good of self and others.
Commentators tend to look at the sudden downturn in relations between global and regional powers as a zero-sum game, as if Kathmandu can do nothing but be trampled. There is another way to look at it. Nepal is a country to be reckoned with as the <a href="https://www.nepalitimes.com/opinion/the-india-us-nepal-china-quadrangle/">US, China, India and others</a> at the global high table seek to carve out their spheres of influence.
Nepal’s position amidst this push and pull must be one of self-confident independence – publicly rejecting demands to take sides, refusing to accept that an enemy of an enemy is a friend. Through its long history of non-colonised independence and geopolitical neutrality, Nepal is capable of charting a course of geopolitical equidistance and socio-economic engagement.
Indeed, resisting both Beijing’s and New Delhi’s urgings to take sides, <a href="https://www.nepalitimes.com/latest/political-geography-of-india-nepal-china-ties/">Kathmandu must take the lead on the true ‘middle path’</a>, emanating not from frightened neutrality but a disavowal of the need to prove loyalty to any one power. 
While we should be happy about the flurry of visits to Kathmandu from the North and South, not all the arrivals have been welcome. Indian Prime Minister Narendra Damodardas Modi might have sought to embarrass Prime Minister Oli by sending the <a href="https://www.nepalitimes.com/editorial/covid-19-and-the-new-great-game/">head of his spy outfit as a special emissary</a>, but the overture ended up insulting the Nepali state and people. The Indian Army Chief who arrived for the traditional courtesy visit had <a href="https://www.nepalitimes.com/latest/gorkhas-on-the-frontline-between-india-and-china/">earlier implied that Nepal’s stance on Limpiyadhura was at the ‘behest’ of China.</a>
Not to be outdone, on 29 November the Chinese are sending State Councillor and Defence Minister Wei Fenghe to Kathmandu. What was wrong with sending State Councillor and Foreign Minister Wang Yi? To both New Delhi and Beijing, Kathmandu’s message should be: ‘We have had enough of being perceived only through your security lens.’
<a href="https://www.nepalitimes.com/here-now/new-delhis-new-dealings-in-nepal/">After dispatching a spy and a general</a>, India is finally sending its Nepali-speaking Foreign Secretary Harsh Shringhla to Kathmandu this week. New Delhi will find a trustworthy friend in Kathmandu when it ends its trail of intervention. Nepal can and will never be part of any anti-India cabal, but Nepal’s foreign policy is its own.
The newfound confidence in Kathmandu despite the ongoing political shenanigans within the ruling NCP means that Nepal is able to stake its position. The message that Harsh Shringla can take back from Kathmandu is that it is time for Prime Minister Modi to make a conciliatory visit to Nepal to start mending the frayed relationship. Beijing is invited to take notes.

No binary foreign policy

Those in power have always paid lip service to helping the poor, while doing everything in their power to ensure that the poor have no recourse. The added tragedy of the Covid-19 pandemic is that this dangerous populist proclivity has exacerbated the education crisis, creating an even bigger chasm between private schools and government ones where 80% of students are enrolled.The government has used the excuse of the <a href="https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/&amp;source=gmail&amp;ust=1599106575183000&amp;usg=AFQjCNEmjAzru8cBDcL32pkhzDg0nmWdxA">‘digital divide’</a> to discourage private schools from thinking out of the box on online classes. Vague and ambiguous policy decisions have not helped clear the confusion.Now that it is clear that the pandemic here to stay, the Ministry of Education has finally finalised a plan to grant formal recognition to remote learning classes. However, if not planned properly, this will further widen the inequity in Nepal’s education system.A <a href="https://www.nepalitimes.com/latest/covid-19-impact-on-food-and-school-in-nepali-children/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/covid-19-impact-on-food-and-school-in-nepali-children/&amp;source=gmail&amp;ust=1599106575183000&amp;usg=AFQjCNFmPvte291xwmwk4iUd6cz7ILYL3g">recent survey</a> showed that 95% of households said their children had stopped going to school, and 52% were not even studying at home. <a href="https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/&amp;source=gmail&amp;ust=1599106575183000&amp;usg=AFQjCNH4g2MExFt6ZFTGQpkQ8mnF2d5v_A">Only 29% had access to distance learning</a>, but that only half were using it. <img width="1046" height="580" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915110/636bb2a99c7e80680e07baf6jpeg.jpg" alt="">The attitude of the Ministry towards government schools which fall directly under its own purview is even more grievous. While the government school teachers, administrators and the entire education super-structure have remained fully salaried throughout the nearly six months of lockdown, they have nearly nothing to show in terms of <a href="https://www.nepalitimes.com/latest/face-to-face-classes-online/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/face-to-face-classes-online/&amp;source=gmail&amp;ust=1599106575183000&amp;usg=AFQjCNEYCXAumkU_7dKJWPwdu3amiDkP8A">remote teaching.</a>The government's inability and unwillingness to address the lack of education for nearly 6 million students that attend government schools is tantamount to criminal negligence. The ministry’s dynamism has long been eroded by the politicisation of the education sector, neglect by the education establishment from the federal minister downwards, and lack of accountability and institutional memory among  donors who have practically guided the Education Ministry with its 'basket fund' over the past decade.Even today, the ministry seems to be mainly concerned with passing the buck when it comes to pandemic response. This is a ministry that has over the past few years made school exams so lenient in grading as to be meaningless. And today it has done nearly nothing to end the inertia of the lockdowns.Better-off private schools have access to <a href="https://www.nepalitimes.com/banner/lockdown-gives-distance-learning-a-boost-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/lockdown-gives-distance-learning-a-boost-in-nepal/&amp;source=gmail&amp;ust=1599106575183000&amp;usg=AFQjCNHihnP63dLNDsz2uqOv73NXiP2q4Q">internet learning</a>, but most government school children have neither computers nor connectivity. The  government’s response has been more fatalism and populist rhetoric about helping the poor.The most underserved mountain districts have negligible Covid-19 spread, and schools there are so sparsely populated that attendance is possible with physical distancing in the classrooms. Yet, it has been five months and the Ministry of Education has not acted on the basis of this simple reality.For government schools in urban clusters and the densely-populated Tarai, the federal government had enough time to implement an emergency plan to let local governments ensure wifi availability and remote radio/tv classes. Some of these online classes could have been centralised, while the individual schools that had the capacity should have been encouraged to start their own. The lassitude is unbelievable, yet sadly predictable.Minister of Education Giriraj Mani Pokhrel deserves an ‘F’ for not using the Covid-19 crisis to improve government school education. But the buck stops with his boss, Prime Minister K P Oli. They should both re-read the Constitution, which relegates the responsibility for school-level education to municipalities. Local governments most likely would do a better job.It is well known for decades that while Nepal’s enrollment rate rose, literacy went up, and we have numerically more schools, there was abject failure on the part of the government in raising the quality of instruction. We had hoped that handing over education to the local governments was a way to improve quality. But alas, like everything else, education is still tightly centralised.The Covid-19 crisis could still be turned into an opportunity if the federal Ministry of Education were to wake up and support urban and rural municipalities to restart remote and in-person classes, and raise the standard of instruction in government schools where it is most needed.

Ministry of Education gets an F

Indeed, the way the question is framed in the Nepali language gives broad leeway for interpretation: if we should be going north, any course bearing between 270 degrees to 90 degrees would mean we are more or less on the right track.The question was part of a public opinion survey carried out by Kathmandu-based <a href="http://www.sharecast.org.np/" target="_blank" rel="noopener">Sharecast Initiative</a> in January among a statistically representative sample of 4,129 respondents in Nepal’s 42 districts. The survey takes the pulse of the nation, showing the general mood of Nepalis two years after local governments took office, and a little over a year after the federal and provincial governments were formed. Even if 41% of respondents felt the country was on the right course, a full 27.1% felt Nepal was headed in the wrong direction, and 22.6% were undecided (see chart above).One of the more positive outcomes of the survey was the response to a question on which facilities people have in their homes. The government’s initiatives over the past four decades on safe drinking water, sanitation, rural electrification and infrastructure appear to be yielding results. Well over 90% of Nepalis now have access to electricity and latrines. Three-quarters live near a road, or use gas cylinders for cooking. Although the 74% with access to safe drinking water is still quite low, and only 5% of mountain dwellers live near a black-topped road, overall the country is making progress. Which may be why so many seem to think that Nepal is headed more or less in the right direction.However, there is growing public dissatisfaction with the government: only 4.2% were happy with the functioning of the federal government, 35% were dissatisfied and nearly 61% said they were neither satisfied nor dissatisfied. The greatest discontent is in Province 3 and Far-Western Province. People in the centre and the periphery both give Kathmandu failing grades.People do not seem to have faith in the federal Parliament either: more than a quarter of respondents said they did not trust the legislature, only 7% said they trust it, and 43% were ambivalent. More than a quarter of respondents said they had a family member working abroad, with the highest percentages among Muslims and Hill Dalits, and in Far-Western Province. Tarai 'High Castes' in Province 2 and Tharu households had the fewest members abroad. Most of the money sent home by overseas workers goes into subsistence (food, clothing, children’s education and medical treatment), and very little of it is invested in land, saved in banks or ploughed into productive sectors.Opinion surveys are a way for a democratic country’s rulers to gauge the public mood between elections. They should also be a wake-up call so course corrections can be made. They are a tool available to politicians, the bureaucracy and other agencies of the state to see if their actions fulfil the aspiration of citizens. Many of these checks and balances in a country are performed by democratic institutions and the mass media, but when the performance of other sectors of the state (legislature, judiciary, executive, bureaucracy and the security agencies) is not at an optimum, opinion surveys directly reflect the public’s frame of mind.It is clear from some of the results of the survey in this edition that citizens’ faith in government is faltering, that a large section of the public does not trust politicians and that they are unhappy with the slow pace of development. Yet, they have not given up hope and hold out the expectation that things will get better. It is still not too late for the NCP government to go beyond slogans, deliver more than rhetoric, and walk the talk.

Can't get no satisfaction

At 6 feet and one inch, Hira Bahadur Ghalan was exceptionally tall for a Nepali. In 1936, when people came to his Tamang village near Tistung looking for porters, they recruited him on the spot. This was no ordinary job, Hira Bahadur would lead gangs of 30 or more porters to carry cars bought by Rana rulers from Bhimphedi to Kathmandu.&nbsp; Those were the days when the only motorable roads in Nepal were in Kathmandu, but the capital was not connected to anywhere else by road. So, before cars could carry people, people had to carry cars. More Nepalis had carried cars than ridden in one. The porters were paid Rs5 for the job, and sometimes the Rana owners gave Hira Bahadur a Rs25 baksheesh. One of the cars his community helped carry was a 1939 Daimler Benz gifted by Adolf Hitler to King Tribhuvan to woo Nepal away from the British. The rusted dusty vehicle is now in the Narayanhiti Palace Museum.&nbsp; Hira Bahadur hauled cars for 25 years until his knees gave way, he died at age 90 eight years ago — the last surviving car porters of Nepal from Chitlang Valley.&nbsp; Hira Bahadur Ghalan had three sons and three daughters, one of them is Maila Kaji Lama, who at age 68, is a chauffeur in Kathmandu. His son, Manjil Lama is a pilot with Summit Air, flying to remote Himalayan airstrips. Three generations of one family worked in professions that followed a century of transportation history in Nepal. &nbsp; After the <a href="https://nepalitimes.com/multimedia/the-long-and-winding-road-to-india">Tribhuvan Rajpath was finished in 1957</a> and the ropeway upgraded, Hira Bahadur was out of a job. He tilled the family farm, watching trucks and buses headed to and from Kathmandu on the hairpins.&nbsp; As a child, Maila Kaji was fascinated by cars and wished one day to be able to drive one. After he failed Grade 8, he came to Kathmandu in 1975 and got a Rs20/month job at a petrol station in Maiti Devi. “I watched King Birendra’s coronation and was impressed by the glamour of Kathmandu, and decided to stay here,” Maila Kaji says.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026041816040_a1a41e47dec8500727702f700e43af625f059043cbcd283f13b247344b3a20aa.png" data-media-id="editor_1" data-image-id="2026041816040_a1a41e47dec8500727702f700e43af625f059043cbcd283f13b247344b3a20aa" data-rendition-name="original" width="1974" height="1608" loading="lazy" alt="car carriers"> <figcaption>Maila Kaji</figcaption> </figure>  Former minister Ramesh Nath Pandey used to bring his Volkswagen Beetle to the station, and Maila Kaji started taking care of his car. Later, he drove a Russian Jeep for former minister and geographer Harka Gurung. Along the way, he fell in love with the daughter of a Brahmin colleague, and married her. “My father back in Tistung did not approve of our inter-ethnic marriage, and not speak to me for five years,” Maila Kaji recalls. Manjil Lama grew up in Kathmandu, and did well in science in school. Grandfather carried cars, son drives cars, grandson flies planes

Sudan Gurung is dancing. It is 2009. He has an emo fringe falling over one eye and is spinning on a polished floor. His dance shows dedication — moves that take years of bruised elbows to land. The clip is 16 years old, and had been sitting in the dead archives of YouTube and old Facebook pages, watched by almost nobody. This month <a href="https://www.tiktok.com/@4gr4j/video/7621892206902725909">it has 1.9 million views</a>. Because Gurung is now Home Minister, and is embroiled in a scandal barely two months into office. Within days of becoming an RSP candidate, his pre-political life became public and was put back into circulation. The b-boying, the DJ sets, and the YouTube video of him dancing in a music clip. The youth of Nepal, well-versed in snappy TikTok edits and aura compilations, immediately turned to making <a href="https://www.tiktok.com/@aayvik/video/7626069452177542408">videos of Sudan Gurung's swag</a>.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026042202040_71df4d531423e7c941abde95fb8106346c70ab0afb71bbeb520cc570f14ba178.jpg" data-media-id="editor_2" data-image-id="2026042202040_71df4d531423e7c941abde95fb8106346c70ab0afb71bbeb520cc570f14ba178" data-rendition-name="original" width="2300" height="1000" loading="lazy" alt="When aura meets audit"></figure>  TikTok remixed the footage to trap beats. Calling him ‘homie’ collapses the distance between that office and the Discord server where the movement that brought him into power organised itself. What is harder to explain is why these nostalgic clips are doing the narrative work for Gurung's political standing. A teenager on a dance floor in a Thamel club, filmed before smartphones had decent cameras, is now functioning as political currency for a powerful, but embattled, home minister. The footage is not an argument. Gurung is not doing anything in it that relates to home affairs. He is just dancing. The comments compare him to <a href="https://www.tiktok.com/@4gr4j/video/7621892206902725909">Korean film heroes</a>. A separate <a href="https://www.tiktok.com/@tandavyt7/video/7622151050128018708">48,000-like edit</a> is captioned ‘Our New Home Minister Aura’. The replies are full of people saying they get chills listening to him speak. Political legitimacy in Nepal has been built out of many things over the last 70 years, but it has never been built out of this. The question is: what happens when the job starts demanding things his style, boldness, and swag cannot provide. Because political aura in Nepal used to be a slow harvest, now it isn’t. BP Koirala spent eight years in prison under the Panchayat. He wrote fiction at Sundari Jal. The writing survived, the prison sentences survived, and that experience became the template for what a serious Nepali politician looked like: someone the state had tried to break and failed. Legitimacy was accumulated by having their lives taken away, and refusing to bend the knee. The old mechanics of legitimacy produced politicians who could be audited. The record was made of words, dates, votes, and years behind bars. A voter who wanted to know what a leader stood for could read his writings. A journalist digging for inconsistency had somewhere to look. The system was slow, often corrupt, and frequently boring. In fact, boring used to come with the job. A minister was supposed to be slightly dull — evidence that the person was doing the unglamorous work of reading files and sitting through committee meetings. Today, boring is a disqualification. The attention economy rewards velocity and visual charge, a politician who cannot generate either does not exist in the feed, and that means does not exist at all. The legacy parties are still issuing press statements criticising the new guard in the grammar of paper trails and procedural failure. But the audience has stopped reading, they scroll for their next viral bite. Sudan Gurung, unlike the old parties, understands exactly which grammar the feed rewards. Just look at what he has been up to. On his first evening as Home Minister, he posted a photo of himself sleeping on a sofa inside the ministry. Caption: creation cannot be greater than the creator, government is not above the people. The image travelled further in 12 hours than any ministerial press release has ever done. A minister napping on a sofa, phone-shot, zero production, read by the public as evidence of a minister who had skipped the motorcade and got straight to work. Gurung used Facebook to announce, the names of former ministers and businessmen he intended to arrest. Each name was posted before the arrest, not after. It is how a YouTuber releases a series. Sudan Gurung is a political content creator. As home minister, he is an influential influencer constantly, kinetically doing something in the visual medium. Much like Prime Minister Balendra Shah's sunglasses, Gurung's aura, authenticity and swag are a brand asset, instantly recognisable at thumbnail size. Balen's rap career supplies a pre-political archive that authenticates him the same way Gurung's DJ sets and b-boying clips authenticate him. The aesthetic is doing the work a manifesto used to do. The work is authenticity, and the strategy is auramaxxing. The emo fringe predates the ministry. The DJ sets predate Hami Nepal. The b-boying predates the earthquake, the NGO, the September uprising, the interim cabinet, all of it. Whatever Gurung is now, he was already that person before the office existed. This is the real spectacle of the Homie Minister: authenticity. Nepal’s youth have grown up watching heavily-polished, talking-point ministers speak in a language aimed at nobody in particular, But this grainy archival clip of the current Home Minister from 2009 is honest.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260422010456_5d6dff3a09e8b7e77dc60c3aa567c9e02b6bd5f90f94e20737ec05cc9a09023b.jpg" data-media-id="editor_7" data-image-id="20260422010456_5d6dff3a09e8b7e77dc60c3aa567c9e02b6bd5f90f94e20737ec05cc9a09023b" data-rendition-name="original" width="1800" height="1000" loading="lazy" alt="When aura meets audit NT"></figure>  The effect has transcended the GenZ. <a href="https://www.tiktok.com/@ektapokharel/video/7623242573481561365">A TikTok trend </a>captioned NOT ONLY OUR HOME MINISTER, WE ARE ALSO FROM THAT ERA now has <a href="https://www.tiktok.com/@sonykhadka/video/7624106790266948872">millennials posting their own</a> archive photos from the same period, aligning themselves with Gurung's pre-political aesthetic. The aura is doing <a href="https://www.tiktok.com/@_thakuri/video/7623397397556645141">cross-generational work</a>. It is a shared legibility, spanning at least 15 years of Nepali youth culture, and the current Home Minister is standing at its centre. The traditional politician’s entire adult life is a performance of identity. Every photograph is lit for the media, every statement is vetted. The persona is the product, and the product has been in development for 30 years. This makes the old guard legible but, suspect in the attention economy. A generation raised on authenticity-as-currency reads the decades of careful performance as evidence of something to hide. The polish is the problem. The nostalgic Sudan Gurung party clips invert this. The polish is absent. The footage cannot be performance aimed at the viewer, because the viewer did not exist in 2009 and neither did the political stakes. The clip is therefore read as real, in a way a press conference can never be. It is just a kid dancing, and he happened to grow up to be the Home Minister. But Sudan Gurung's job is not to go viral. The Ministry of Home Affairs requires the person running it to file a complete asset declaration and to avoid holding financial interests in entities that might come before the state. None of this work is content. A correctly filed asset declaration does not get remixed into a trap beat. A functioning immigration database is not a TikTok. The paperwork that constitutes actual governance is structurally boring in exactly the way the old parties are structurally boring, and for the same reason. It is the slow, procedural, checkable apparatus that the old system was built to produce and that the new system has not yet learned to replace. And it is ironic that it is painstaking follow-the-money paper trail investigative journalists in the legacy media who have uncovered the evidence. You cannot auramaxx your way out of a share registry. You cannot post your way past a conflict-of-interest statute. No amount of fire outfits and wild DJ transitions does anything for you when a journalist pulls the initial shareholder list of a micro insurance company and finds your name at number 49. <a href="https://www.tiktok.com/@blox.drop/video/7622173520981658900">Auramaxxing was engineered</a> for the mechanics of reaching office. It is the reason Sudan Gurung is Home Minister and Gagan Thapa is not. The question that has not yet been tested, and is now being put to public test, is whether the same weapon works when the terrain changes. The terrain does change when you assume power. TWO CLOCKS Two clocks are running, and they do not sync. The first clock was built for auramaxxing. A clip posted at eight in the morning peaks by noon. A sofa photo is already remixed before the minister has left the building. The feedback loop is fast and legible, and a politician playing this clock gets real-time data on what to post next. The old guard never learned to read it, which is a large part of why they lost the election. The second clock is the one the ministry actually runs on. It measures in quarters, court calendars, and the slow grind of investigation files moving between offices. A share registry takes weeks to pull. A money-laundering case moves at the speed of the prosecutor's office, which is to say, it often does not appear to move at all, until one morning it does. The second clock does not care whether the minister is currently trending. These two clocks have collided. The first one made Sudan Gurung home minister in weeks. The second is pulling out documents that may take months to fully surface and years to adjudicate. The mechanics that won the office are not the same that determine whether the office holds. This is the asymmetry. A politician whose legitimacy is built on <a href="https://www.tiktok.com/@s.u.m.e.e/video/7622165783254158613">high velocity videos</a> is structurally exposed to a process that runs slower than the news cycle, because the archive of aesthetic proof was not engineered to answer documentary evidence. It was engineered to displace the demand for documentary evidence in the first place. When that demand returns, as it always does once a politician takes office, the digital archive keeps performing, but the documents keep getting uncovered. And the two tracks do not communicate. The old guard knew this clock because they had no other clock to know. What they lost in charisma they gained in durability: a politician built over 20 years of parliamentary record is harder to dislodge with a single document because they have already survived thousands of documents. The new guard has not been stress-tested against its own paper trail. Sudan Gurung is now being tested. If he survives this, and he might, a new template will have been proven. A politician can enter office on the strength of a dance clip, face a paper trail that would have ended the career of a politician in a previous era of Nepali politics, and continue to govern because the public has decided that an old dance clip is more persuasive than the hard copy document of the company registrar. The clip is still in circulation, the sofa photo still reads as sincerity. The arrest of a former prime minister that the courts reversed has faded from the feed, which runs faster than judicial reversal, and that is the whole point. If Sudan Gurung does not survive it, a different lesson gets written. Auramaxxing turns out to be a weapon that works in one direction only: it gets you the job, and then it leaves you exposed. The movement that installed Gurung in the name of ending elite capture will have to decide whether its own hero is subject to the same audit it demanded of everyone else. If the answer is yes, the movement retains its moral coherence. If the answer is no, the movement becomes the thing it replaced, only faster. Both outcomes are live. If Gurung walks through this, the technique gets copied. If he does not, the technique gets revised. Whether the gap closes on him, or he rewrites the gap, is the thing to watch.

When Aura meets Audit

Only 70 years ago, Kathmandu was the isolated capital of a country that had no modern surface transport link with the rest of the world.&nbsp; The idea of building a road to connect Nepal with India actually first came up during the last years of the Rana regime, after the British had left India. Construction actually began in 1952, and the serpentine route took five years to complete.&nbsp; Named Tribhuvan Rajpath, after the reigning king who initiated it, the alignment was from Thankot (1,301 m) at the western edge of the Kathmandu Valley to Nagdunga, Naubise, Tistung, Palung, Daman, Sim Bhanjyang (2,504m), Lamidanda, and Bhainse.&nbsp; At Bhainse, the highway joined the existing road to Bhimphedi and it was another 31km to Hetauda and Amlekhganj. Nepal wanted such a road built across the mountains after first constructing an East-West artery road in the Tarai, and the government was interested in purchasing US surplus war equipment. Gen Rana inquired if there were US firms who could conduct a survey. April 1947: The Nepal government told a US official it was important to upgrade the 20-mile trail from Bhimphedi over the mountains to the Kathmandu Valley into an all-weather road and sought an estimate from the US for doing so. May 1948: Bijaya SJB Rana informed a US official that a survey for a one-lane motor road between Kathmandu and the Tarai had been completed. The road was to follow the Bagmati River to Makwanpur, then connect at Bhimphedi with the road to Amlekhgunj. The road from Tripureswor to Bhainse along the Bagmati River and via Bhimphedi would have been about 60km. December 1948: Construction of the motor road from Kathmandu to Amlekhgunj via the Bagmati River corridor was started. April 1949: Gen Singha SJB Rana told a US official that the motor road from Kathmandu to the Tarai and the Indo-Nepal border would be completed by the spring of 1950. February 1950: Nepal sanctioned Rs300,000 to make the 6-foot-wide road from Kathmandu along the Bagmati River to Hetauda. Of this, Rs100,000 was allocated for road-building material and machinery. Subsequently, the road would be developed into a broader motorable road at a cost of Rs7.5 million. February 1952: Nepal’s budget speech noted that a plan was underway for a road between Bhainse and Kathmandu. March 1952: Prime Minister Jawaharlal Nehru told Parliament: “So far as India’s security is concerned, we consider the Himalayan mountains as our border.” Ministry of External Affairs official (S.N. Hakar) told a US official that the Indian government was willing to proceed with constructing the Raxaul-Kathmandu road and had sent a survey party to determine the most suitable mountain route. May 1952: Swiss experts had made surveys for a proposed new road between Bhimphedi and Thankot. Indian engineers surveyed two routes: one following the Bagmati River, the other road through Daman that was later adopted. July 1952: Nepal’s Ministry of Planning decided to construct a road between Kathmandu and Raxaul, awaiting Cabinet approval soon. Prime Minister Matrika Koirala said the proposed road was longer than necessary, but it was a better route ‘for strategic reasons’, because it did not require many bridges. August 1952: King Tribhuvan said road construction from Kathmandu to Bhimphedi would “begin soon”. September 1952: An Indian Military Team began construction of the Kathmandu-Bhainse road without a formal agreement being signed with the Nepal government.&nbsp; February 1953: The Indian Ambassador said the road would be hard surfaced within a year. September 1953: Prime Minister Matrika Koirala inspected the completion of a ‘jeepable track’. December 1953: The road was named ‘Tribhuvan Rajpath’. April 1954: Reports circulated that Swiss engineers criticised the alignment, arguing it would have been easier, faster, and cheaper to build over the existing foot trail between Bhimphedi and Thankot through Kulekhani. May 1955: Twenty military trucks brought rice from Amlekhganj to Kathmandu on the Tribhuvan Rajpath. King Tribhuvan died in Zurich. December 1956: A gravel road was completed, with trucks and buses plying between Amlekhganj and Kathmandu. December 1956: Nepal government abolished regulations that required Nepali nationals to carry permits for travel within Nepal, except for women below the age of 45. 1957: Reduction in price of goods carried to Kathmandu by truck: Sugar, Rs0.13 per kg. Wheat flour Rs0.13 per kg. Kerosene Rs0.25 per litre. February 1957: An article in The Motherland newspaper in Kathmandu noted urgent action was needed to avoid Kathmandu being cut off from the Tarai during the monsoon. The correspondent wrote, ‘In a recent journey from Amlekhganj I found that almost all the bridges are in a very bad state…Now, because of the dry rivers the scores of vehicles that ply the road cross the rivers on the water level. But during monsoons… these rivers will be impossible to cross without bridges. India had spent INR32.5 million on the project.&nbsp; January 1958: The road from Amlekhganj to Bhainse was upgraded. July 1961: The gravel road from Raxaul to Birganj was blacktopped. September 1962: Nepal’s 3-Year Plan aimed at broadening and black-topping the road between Bhainse and Raxaul, bypassing the Chure tunnel, and constructing several bridges along the route. 1963: Travelers going to Kathmandu by land: Road, 158,000, Nepal Government Railway, 66,500. It did play a major role in the 1960s in transporting material and equipment needed to implement development projects in the Kathmandu Valley. Photo: DAN EDWARDS</figcaption> </figure>  1971: A UN-Nepal study said the best alignment for an alternative road was from Kathmandu, Pharping, Kulekhani, Bhimphedi to Bhainse. 1975: Nepal's Department of Roads’ engineer concluded: ‘The Tribhuvan Rajpath has been built without design speed consideration… The pavement was not constructed to any designed standard… irrespective of quality of material, and later the road was black topped without consideration of traffic intensity and load-bearing capacity of sub-base… utilisation of low-quality material in the Bhainse-Thankot section… Quality control was neither maintained in Bhainse-Thankot nor the Bhainse-Raxaul section. Local materials were used irrespective of their quality to complete the work in the earliest possible time and in the cheapest possible manner. Brick work was done in negligible quantity. Photo: DAN EDWARDS</figcaption> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260416100416_4d9321abf4d912796842fe963a493501e1aceff462300ecdd9bd5e0b8ba7f294.jpg" data-media-id="editor_11" data-image-id="20260416100416_4d9321abf4d912796842fe963a493501e1aceff462300ecdd9bd5e0b8ba7f294" data-rendition-name="original" width="649" height="1667" loading="lazy" alt="Highway info NT"> </figure>  Even 70 years after it was built, there is still speculation about India's security concerns vis-a-vis China, and how Indian Army engineers purposely made the road longer than it needed to be over the 2,500 Sim Bhanjyang pass instead of following the river route.&nbsp; There is also some evidence that although the Rana regime had first requested the US for help with the highway, Nehru did not want the Americans involved in Nepal. Which is why the Tribhuvan Highway became an Indian military project.&nbsp; There was similar concern from India about the Kodari Highway linking Kathmandu to China, and King Mahednra is famously supposed to have said: "Communism will not come here in a taxi."&nbsp; Geopolitics still affects Nepal's strategic highways. After decades, links to China are still rough and often blocked. Kathmandu-Tarai Fast Track is delayed by years, and not expected to be completed during this decade. Trucks and buses still bypass the Tribuvan Highway with a 200km detour via Mugling because the other alternative routes like the Tika Bhairav or Chhaimale routes are not suitable for heavy vehicles.&nbsp; The shortcut through Chitlang that the Swiss proposed in the 1950s is still too difficult. And a 25km section of the Japanese-built BP Highway to the eastern Tarai has been knocked out by the 202 flood. The long and winding road to India

The series Nepal Made profiles Nepali products and the people who make them possible. Named after the mythical bird-like creature, GarudX is Nepal’s first precision manufacturer of UAV platforms. They offer a wide range of drone products and services. Last month, GarudX won first place at the US-Nepal Startup Weekend Challenge, a three-day accelerator-style program that gathered 25 of Nepal’s most promising early-stage companies. These include custom drones, cinematography, virtual tours, first-person-view (FPV), drone racing, 3D reconstruction, ground control software, and drone light shows. “I think they liked that we pitched the company as a Drone Enterprise System, as a company providing large-scale, integrated drone services,” says Dipawoli Malla, an AI software engineer with GarudX. The company sees a lot of potential in AI-based aerial computer vision, which is already used for infrastructure planning and land surveys, and could be vital in tracking wildlife poachers and assisting search and rescue during disasters. “Our vision for the company has always been to be the one stop solution for every drone problem,” says GarudX CEO Avash Thapa, who also oversees video production. Drones have gained high profile in the past five years due to their widespread adoption in war. While they do work with the Nepali army, GarudX wants to focus on the idea of drone for good. For Nepal, the potential is great for civilian applications especially because of the country’s terrain. Past efforts have been experimental, like a project to deliver tuberculosis treatment in Piuthan in 2019, and for wildlife censuses in Chitwan. Journalists now regularly use drone footage to get a bird’s-eye view for investigative stories on illegal sand-mining or delays in infrastructure projects. Drones were vital during the GenZ protests last September, in which aerial videos provided clues about what actually happened when the crowd surged towards Parliament. They also captured the dramatic aftermath of the destruction of government buildings featured in this paper. “A lot of people do not know or appreciate that drones are also made in Nepal,” notes Malla. “We export a lot of technology as software. It is a big achievement that we can also export hardware.” GarudX was informally started and active on social media since 2018, and officially registered as GarudX Multipurpose in 2024. Founder and Managing Director Adarsha Raj Bhusal had experience working with robotics and FPV drones when he launched the company, as an engineering group interested in custom-built high-performance aerial robotics. “I design our products,” says Bhusal. “We send designs to China where they are manufactured as individual parts. Costs are low when importing from China. Then we assemble and sell them here. It's a system that works well for us.” Among the UAVs GarudX makes include the Skyreaper, which is a long-range drone with advanced obstacle sensing; the GX8 Pyro which is Nepal’s first cinema-grade cinelifter; and the Aether Zoom which is a 4K UAV camera designed for tactical, industrial, or reconnaissance missions.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260417150440_d9f36b32e0b4d65dedded3e705aa7bf8769fd72417fc53669e77ce7a32f8ccd1.webp" data-media-id="editor_0" data-image-id="20260417150440_d9f36b32e0b4d65dedded3e705aa7bf8769fd72417fc53669e77ce7a32f8ccd1" data-rendition-name="original" width="960" height="1280" loading="lazy" alt="garudx"></figure>  NO CERTIFICATION The main obstacle to GarudX's growth has been the lack of a national certification system. Permits to use drones are convoluted and require applications to various government agencies. “We miss out on so many international projects, for national park footage for example, since there is no way to get our drones registered — even after the army thoroughly checks our craft,” says Adarsha Raj Bhusal. GarudX says it now has the capacity to export its drones overseas at competitive prices, but Nepal does not have a registration system in place. “We can’t legally ship them,” says Avaya Pokharel, Chief Operating Officer who oversees service and repairs. With a new RSP government in place with an ambitious blueprint for digitisation, things could soon change. Relevant bodies are the Home Ministry, the Civil Aviation Authority and the Ministry of Defence because of privacy, aviation safety and national security issues. “There are meetings going on, and there is hope that progress will be made. Of course we want certification to be easy, but it is hard for the government as they have to understand the technology and what is coming in future,” says Bhusal. Legislation could look like a Remote ID system to register every drone. It could also specify pilot verification, placing limitations on what a pilot can do based on their skill level. It could also look at revising drone policies in the capital. Most of Kathmandu Valley is technically a no-fly zone for drones at present because of the concentration of government buildings, army bases and the international airport flight path. To comply with current regulations, GarudX has focused on lightweight FPV drones: small, nimble craft that can be maneuvered at high speed in tight spaces, operated by a pilot wearing immersive goggles. This results in exciting fast-paced footage, particularly useful for clients like Redbull or vehicle companies. “It feels like you are flying,” testifies Bhusal, who has flown FPV for commercials and movies, and ranks way ahead of runner ups in drone races. His work can be seen @adars_fpv on Instagram. The company has built a community of FPV drone racers, and is working with the government to certify it as a sports competition. Powerful drones have been used for the last two years to transport ropes and ladders up Mt Everest to reduce the dangers on the Khumbu Icefall, and to bring trash down. If scaled with many pilots and drones, this could be a complete solution to the Everest trash problem while massively reducing risk to human lives. GarudX has also tested its products in the mountains. A recent blog entry on their website is titled, ‘Flying at 6,120m: What We Learned Testing Drones on Lobuche Peak’. They document the process of using different battery tricks and propellers to see what combination allows for more flight time in the thin, cold air. It is refreshing to see a Nepali company making such progress in a unique industry while also documenting advances.
