<figure><img width="1198" height="1227" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016114/636d13819c7e80680e0a9926jpeg.jpg" alt=""/><figcaption>Photo: BIKRAM RAI/ NEPALI TIMES ARCHIVES</figcaption></figure>Nepal could lose Rs142 billion a year in wasted surplus energy if the <a href="https://www.nepalitimes.com/editorial/just-do-it/" target="_blank" rel="noopener noreferrer">Millennium Challenge Corporation (MCC)</a> project designed to upgrade the electricity grid and highways is not endorsed by Parliament.
Nepal is currently generating 2,000MW of <a href="https://www.nepalitimes.com/editorial/manpower-and-hydropower/" target="_blank" rel="noopener noreferrer">hydroelectricity</a> with an additional 2,500MW under construction. This figure will soar to 7,300MW by 2025 as per Nepal Electricity Authority (NEA) estimates.Presently, Nepal consumes 1,500MW of electricity during the peak season, which is increasing by 20% every year. At this rate, in the next four years, the peak demand will be at 2,600MW, which means there will be an excess of 4,700MW.  
Nepal can export this surplus power to India and there are already agreements in place to facilitate trade between the two countries, but the existing Dhalkebar-Muzaffarpur cross border <a href="https://www.nepalitimes.com/latest/mcc-damned-if-we-do-damned-if-we-dont/" target="_blank" rel="noopener noreferrer">transmission line</a> can only handle 800MW each way. 
“If Nepal is unable to sell excess energy, we will be losing Rs142 billion every year. At a time when we are lagging in infrastructure, we shouldn’t stop the MCC from being approved,” says Dinesh Shrestha, chair of the Federation of Nepalese Chambers of Commerce and Industry (FNCCI).
FNCCI, Confederation of Nepalese Industries (CNI), Nepal Chamber of Commerce, Federation of Contractors’ Associations of Nepal, Independent Energy Producers’ Association and Nepal-US Chamber of Commerce and Industry have submitted a memorandum to Prime Minister Sher Bahadur Deuba urging the government to stop delaying <a href="https://www.nepalitimes.com/latest/missing-links-in-nepals-mcc-debate/" target="_blank" rel="noopener noreferrer">the five-year compact</a> and implement it soon. 
This is the private sector’s second memorandum to the government in a month. The group also states that some 7,000 Nepalis will be employed during the construction phase of the MCC, which also includes the upgrade of arterial highways to facilitate efficient transportation. The FNCCI memo comes just before the arrival in Kathmandu on Wednesday of US Assistant Secretary for South and Central Asian Affairs, Donald Lu during which he is expected to discuss the MCC ratification with Prime Minister Deuba and other party leaders.It is an indication of the importance the US attaches to the project that Deputy Assistant Secretary for South ans Central Asian Affairs Kelly Keiderling also arrives in Kathmandu on Thursday. Deuba met US President Joe Biden at the COP26 Glasgow summit two weeks ago, and revealed that he and Maoist leader Pushpa Kamal Dahal had written jointly to the US government saying the MCC would be ratified. But the project has become such a political hot potato in Nepal that Dahal quickly backtracked, clarifying that he had only said that it needed amendments before being passed. A large chunk of the US-aided $500 million grant project is set aside to build the Kathmandu-Hetauda-Butwal 400KVa transmission line which will distribute electricity from existing and new hydropower plants on the Budi Gandaki, Trisuli, Kali Gandaki, Marsyangdi, Kosi, and Tamakosi corridors, and also connect to a high-capacity line to Gorakhpur so Nepal can sell surplus monsoon electricity to India.  
In fact, in anticipation of the MCC project being completed, the NEA <a href="https://www.nepalitimes.com/latest/india-nepal-sign-power-exchange-deal/" target="_blank" rel="noopener noreferrer">signed an agreement</a> with the state-run Power Grid Corporation of India (POWERGRID) for the Butwal-Gorakhpur cross border transmission line extension two months ago in September, ahead of MCC vice president <a href="https://www.nepalitimes.com/banner/mcc-ball-in-nepals-court/" target="_blank" rel="noopener noreferrer">Fatema Z Sumar's visit to Nepal</a>.
But the MCC, the biggest grant aid Nepal has ever received has become the victim of intense power struggle and political infighting within the country. It was first weaponised to unseat K P Oli and now <a href="https://www.nepalitimes.com/latest/mcc-row-rocks-nepals-ruling-coalition/" target="_blank" rel="noopener noreferrer">threatens to split the ruling coalition</a> led by Prime Minister Sher Bahadur Deuba. 
The project is seen by the critics as part of America’s Indo-Pacific Strategy to counter China’s Belt Road Initiative. The anti-MCC rhetoric has gained such momentum that the public is convinced it supersedes Nepal’s Constitution and is anti-national, forcing even the staunch supporters from speaking in its favour.
Adds FNCCI’s Dinesh Shrestha: “The MCC is crucial for Nepal’s energy sector and <a href="https://www.nepalitimes.com/editorial/knowing-whats-good-for-nepal/" target="_blank" rel="noopener noreferrer">is to our benefit</a>. Moreover, this is a grant, not a loan. Further delaying and cancelling the compact will <a href="https://www.nepalitimes.com/latest/mcc-row-damages-nepals-credibility/" target="_blank" rel="noopener noreferrer">tarnish Nepal’s image and credibility</a> in the world community.”
MCC or no MCC, one thing is for sure. Nepal must build transmission lines and upgrade its electricity grid one way or the other so as not to waste surplus energy it is set to generate in the near future. 
Alternatively, experts say, the government must work immediately to <a href="https://www.nepalitimes.com/editorial/good-cop-bad-cop/" target="_blank" rel="noopener noreferrer">electrify transport and cooking</a> for domestic consumption of surplus power and reduce its import bill on petroleum products and LPG.

The cost of no MCC

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151156/636d11809c7e80680e0a988cjpeg.jpg" alt="" width="1200" height="900"/>Despite unreliable electricity, dependency on imported raw materials, and lack of skilled labour, a new report paints an optimistic picture as <a href="https://www.nepalitimes.com/latest/nepals-remittances-forex-reserves-drop/" target="_blank" rel="noopener noreferrer">Nepal’s economy</a> kick starts again after the pandemic.For its first ‘Industry Status Report’, The Confederation of Nepalese Industries (CNI)  interviewed almost 20,000 employees spanning 47 industries in the agriculture, energy, manufacturing, and service sectors from mid-April to mid-July. CNI says it hopes the report will serve as a tool for evidence-driven policymaking.“In a low-middle income country like Nepal, with limited resources and multiple policy priorities, the opportunity costs of mismanaging resources are dire,” says Nirnaya Bhatta at CNI, who is also a policy consultant with the World Bank Group. “Data and analysis, rather than rhetoric, should be the basis of any development discourse.”The current fiscal year has seen an 8% growth in revenue, largely due to the ongoing recovery from the pandemic. The energy sector saw an increase of 82% in sales growth  and remained at an impressive 81.5% capacity utilisation.On average, however, the industry capacity utilisation across the four sectors was only 64.8%. Yet, the industrialists remain undeterred with 83% responding that they were ready to make new investments in the first quarter of the coming fiscal year, indicating their confidence in the economy recovering from the pandemic.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151156/636d11839c7e80680e0a988djpeg.jpg" alt="" width="1063" height="820"><figcaption>Source: INDUSTRY STATUS REPORT/CONFEDERATION OF NEPALESE INDUSTRIES</figcaption></figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151156/636d11869c7e80680e0a988ejpeg.jpg" alt="" width="1205" height="755">Almost 95% of respondents in agro industries and manufacturing say that their products are competitive in the market in relation to <a href="https://www.nepalitimes.com/latest/nepal-less-and-less-able-to-feed-itself/" target="_blank" rel="noopener noreferrer">imported goods</a>.  The only exception was in companies manfacturing electrical wire and accessories who indicated that their products were not competitive at all with imported items.However, the report does prove the reliance of Nepali industries on imported raw materials. Both agro and manufacturing sectors say they source over half their required raw materials from abroad. Such dependency leaves these industries vulnerable to unforeseen changes such as blockades, and sudden currency swings.The report also points out a lack of government support and incentives. In the manufacturing industry, there was an average of 10.7% import tariffs on raw materials – compared to only 5.8% average tariffs on imported finished goods. This disincentivises local businesses since importing finished goods is cheaper and requires far less capital investment.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151156/636d11889c7e80680e0a988fjpeg.jpg" alt="" width="887" height="871">The ecosystem the industries have to function in has also presented setbacks in multiple stages of the production process. On average, the industries experienced 8.8 power outages a week compelling almost 70% of the respondents to use generators. This has led to a 4.9% increase, on average, of monthly costs to these industries.Similarly, transportation and storage also pose significant problems, especially in the agro-industry where the report found one-fifth of goods produced were damaged during domestic transportation and storage, leading to food waste.The report then transitions into the energy sector and <a href="https://www.nepalitimes.com/latest/decarbonisation-needs-to-begin-today/" target="_blank" rel="noopener noreferrer">Nepal’s prospects for decarbonisation</a> to meet its Nationally Determined Contribution to address the climate crisis. Most of Nepal’s carbon footprint is from household fuel burning, so reducing emissions by transitioning to electricity is critical to making Nepal’s of net zero by 2050.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/nepal-doubles-its-carbon-footprint/" target="_blank" rel="noopener noreferrer">Nepal doubles carbon footprint</a>, Nepali TimesElectricity sales grew an average of 7% per year from 2013-2015, and after the end of power cuts grew to 20% between 2017 and 2019. Professor Amrit Nakarmi, who is on the Advisory Panel of the Energy Development Council, says in the report: “We have to put in place the right incentives for households, industries, and transport systems to adopt cleaner forms of energy… reducing emissions at the household level is critical to achieving Nepal’s goals of a low-carbon based economy.”Presently, 60% of Nepal’s power generation comes from the private sector, which is leading the way in energy.“Unbundling the NEA (Nepal Electricity Authority) and making a more efficient and stronger power sector through privatisation is the need of the hour,” says Ashish Garg of the Independent Power Production Association of Nepal (IPPAN).Nepal currently imports Rs36 billion worth of LPG, much of which is for household use. Switching to electricity-based cooking would not only result in Nepalis using the cleanest and cheapest form of energy for cooking but would also help tackle the large deficit the country is in.Gyanendra Lal Pradhan, chair of the Energy Development Council at CNI says that double-digit economic growth is only possible through the aggressive development of domestic hydropower.The deficit can be tackled by<a href="https://www.nepalitimes.com/from-the-nepali-press/more-than-half-of-nepals-electricity-imported-from-india/" target="_blank" rel="noopener noreferrer"> cross-border power trade</a> in which Nepal’s hydropower surplus can be exported to India. Pradhan also suggests providing loans at a base rate for peaking run-of-the-river and storage-based hydropower projects. Since these projects take decades to build, a steady stream of financial capital should be made available to ensure their timely and effective completion.“Hydropower has high environmental dividend, irrigation and flood-control benefits, and 90% value addition in the country. Why not reap the transformational benefits associated with hydropower development? Post-lockdown comeback for Nepal’s industries

Photo: PRABUDDHA RAJ/WIKIMEDIA</figcaption></figure>The <a href="https://www.nepalitimes.com/banner/un-climate-report-declares-planetary-emergency/">IPCC report this week</a> presented an apocalyptic scenario for the planet unless governments begin immediately to <a href="https://www.nepalitimes.com/opinion/nepal-can-lead-in-zero-carbon/">reduce their carbon emission</a>. Most of Nepal’s electricity is generated by climate-friendly hydropower plants, but over-dependence on hydropower is detrimental to the stability and reliability of the national energy system.As this monsoon showed, expensive hydroelectric infrastructure is exposed to the risk of flash floods, and can also damage valuable riverine ecosystems.Nepal needs a reliable and steady as well as clean and diversified supply of energy for economic progress, and with the cost of photovoltaics plummeting large-scale solar farms are becoming feasible.At present, 68% of Nepal’s energy consumption is derived from <a href="https://www.nepalitimes.com/banner/this-is-bullshit/">biomass</a>: firewood and agricultural residue. And 25% of the national energy mix is from fossil fuels, all of which is imported from India. The rest is obtained primarily from hydropower, about 3.5% and another 3.5% from renewables such as solar photovoltaics (PV), biogas and micro-Hydro.In 2020, Nepal consumed 8,880GWh of electrical energy mostly generated from hydropower, of which about 25% was imported from India to tide over a shortfall.The increasing incidence of extreme hydro-meteorological events and seasonal floods have damaged hydropower infrastructures worth billions over the past few years. Moreover, hydropower infrastructure is invasive – they involve resettlement, inundation of fertile land and damage to river ecosystems.The increasing demand for energy and the social, environmental and capital cost of hydropower should prompt a switch to <a href="https://www.nepalitimes.com/latest/nepals-biggest-solar-power-plant/">solar energy</a> to supplement existing hydropower. However, PV farms are also subject to land constraints, although the area needed is smaller than that for an equivalent hydro system.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfc8c9c7e80680e0a0b95jpeg.jpg" alt="" width="503" height="310"><figcaption>Solar radiation map of Nepal. Photo: GLOBAL SOLAR ATLAS</figcaption></figure>A solution comes in the form of rooftop photovoltaic systems in combination with surface solar farms, floating solar arrays and agrivoltaics (solar PV in combination with agriculture) as a significant part of the energy mix in Nepal.<a href="https://www.nepalitimes.com/here-now/nepal-turns-to-solar-and-batteries-to-meet-peak-demand/">Rapid reduction in the price</a> of solar panels and new battery technology in recent years have opened up enormous markets in developed and developing countries alike. The solar resource in Nepal is compatible with the production of electricity at $40/MWh, and could fall below $30/MWh once the country’s solar industry matures.For high-demand urban centres, solar energy can therefore be an avenue to produce a significant portion of their energy consumption from rooftop photovoltaics.The government aims to increase annual electricity consumption per capita from 0.26MWh to 1.5MWh by 2030, <a href="https://www.nepalitimes.com/latest/e-vehicles-prepare-for-post-lockdown-boom/">electrifying transport</a>, cooking and industry. This is where solar energy could come into play and largely eliminate solid biomass and fossil fuels.If all of this new electricity demand is to be met from solar PV, 1,000 watts of solar panels will be needed per person, covering 5sq m (twice the area of a double bed). To put this in perspective, Australia is currently installing solar panels at double that rate.All of these panels could be easily accommodated on the roofs of buildings, instead of taking up valuable land. Because the panels will be spread throughout the country, the spatial variability can help ensure reliable power supply to the national grid along with an integration of storage systems including batteries and pumped hydro energy storage.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfc8e9c7e80680e0a0b96jpeg.jpg" alt="" width="640" height="427"><figcaption>A Kathmandu University building rooftop. Photo: SUNIL PRASAD LOHANI</figcaption></figure>According to a report by <a href="https://www.irena.org/">International Renewable Energy Agency (IRENA),</a> 60% of total solar PV capacity globally by 2050 will be utility-scale, while the remaining 40% will be from rooftop arrays. The report expects distributed solar PV installations to grow more rapidly, driven by policies and supportive measures, as well as consumer engagement in clean energy transformation.A sectoral analysis from the same organisation shows that globally, in 2020, solar photovoltaics accounted for approximately 127GW of electricity generation capacity addition. This amounts to 45% of global generation additions including renewable and non-renewable energy technologies. A radical transformation is already underway in the global energy sector. At the forefront of this change lies solar PV energy.A recent study of solar rooftop potential of cities including Kathmandu, Pokhara, Biratnagar, Butwal, and Nepalgunj by Renewable and Sustainable Energy Laboratory (RSEL) at Kathmandu University indicated that the average per capita rooftop area available is 24sq m.This is sufficient to generate about 8MWh per person per year -- 30 times more than Nepal’s current per capita electricity consumption and is on par with electricity consumption in developed countries like Europe, Australia and Singapore.Across rural Nepal as well, there is vast rooftop solar potential. This could supply cheap electricity directly to millions of people to power water pumps, grain grinders, lighting, refrigeration, cooking, heating, telecommunications and electric vehicles. Most of these services can be operated or charged during the daytime, greatly reducing the need for overnight storage.An adequate policy framework that promotes the efficient use of solar rooftop along with agrivoltaics, floating solar and surface solar will be fundamental for Nepal’s green development. Concerned authorities, academia, industries and the government should collaborate to achieve the diversification of energy sources and complete electrification of Nepal.The recently launched Solar Nepal Initiative at Kathmandu University will explore such avenues and disseminate science-based information to help improve on the policy framework as well as raise awareness among the general public and researchers.Sunil Prasad Lohani is a lead professor of Renewable and Sustainable Energy Laboratory (RSEL) at the Department of Mechanical Engineering, Kathmandu University, where Ural Kafle is a research scholar.

The roof is the limit

When I got postpartum depression following the birth of my daughter, I created the Miss Moti-vation series to evoke a more positive frame of mind. So, when I started to feel increasingly concerned about the state of our planet, I turned to Miss Moti once more and started the EcoLogic series that was a weekly feature in Nepali Times for the past year.Eco-Anxiety is described by Psychology Today as ‘a fairly recent psychological disorder afflicting an increasing number of individuals who worry about the environmental crisis’. A lot of people feel overwhelmed at the magnitude of the problem and powerless as individuals. I was inspired by the #FridaysForFuture movement and the proactiveness of young people around the world. As an artist, I thought I could contribute through my art… I could raise my voice to help raise awareness of our ecological plight.I started with an image of Miss Moti juggling recycling materials and, every week, as I researched for ideas, I gained more insight into the environment and tried to implement better practices. Over the course of the series, I myself became more rigorous about recycling and about using reusable products. I switched to ecological cleaning products, changed to LED bulbs, turned off electric devices not in use and ditched sanitary pads to use period underwear. We reduced the amount of meat, and the things we bought.A few months into the series, the coronavirus pandemic started. We all had to change our way of living. New environmental threats like disposable masks appeared, and I could not promote some obvious green practices, like encouraging the use of public transport. We needed to reduce flying, and it did highlight how we are all connected and dependent on each other.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111124/636cd1689c7e80680e08f8b0jpeg.jpg" alt="" width="1000" height="1000"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111124/636cd16b9c7e80680e08f8b1jpeg.jpg" alt="" width="1314" height="432">I had to also change some of my own misconceptions. Previously I used to think that banning palm oil would help save rainforests and orangutans, but realised that palm oil is also an efficient crop, producing more oil per land area than any other equivalent vegetable oil. Extracting the same amount of alternative oil would just threaten other habitats and species. I shifted my stance to focus on the sustainability of the palm oil industry instead.I also learnt that making electric cars or harvesting renewable energy like solar, wind or hydropower have their own environmental impacts. Sometimes things are not just black or white, and one has to weigh risk vs benefit. The interconnected aspects of our lives create complex issues and we all need to lend a helping hand.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111124/636cd16e9c7e80680e08f8b2jpeg.jpg" alt="" width="871" height="432">Every human being has the fundamental right to a safe living environment. Governments have the obligation to protect this right in the face of the climate crisis. We need to hold governments and polluting corporations accountable, and we need to stop their tactics to delay meaningful climate action.The year 2020 showed us how the whole world can come together and adapt to face a crisis. And as this series draws to a close today, and we herald a new year, it is important to remember that we need to continue to raise our awareness, and our voices, for people and the planet. Much harder for the Biden presidency will be overcoming domestic opposition to cutting emissions at home, push rapid transition to clean energy, and funding global carbon reduction initiatives.The Biden administration may be more supportive of projects like USAID efforts in the past that have helped Nepal become a global leader in <a href="https://www.nepalitimes.com/here-now/nepals-glacial-lakes-in-danger-of-bursting/" target="_blank" rel="noopener noreferrer">glacial lake risk reduction</a>, adaptation, and climate mitigation measures.“These projects are in need of resurrection, along with the development of renewable energy technologies, sustainable tourism, and other opportunities as part of Nepal’s post-coronavirus recovery plans,” Byers added in an email interview with Nepali Times.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181116/636be0e19c7e80680e083e19jpeg.jpg" alt="" width="1503" height="1000"><figcaption> </figcaption></figure>Joe Biden ran on a bold climate action platform, unveiling a $2 trillion investment plan with a promise to clean up the energy sector by 2035, boost renewables and create high paying green jobs.The <a href="https://www.nepalitimes.com/opinion/a-good-man-won/" target="_blank" rel="noopener noreferrer">Biden-Harris win</a> has raised hopes among environmentalists around the world, but the world has a lot of catching up to do to reverse Trump’s systematic effort over the past four years to undermine <a href="https://www.nepalitimes.com/opinion/the-climate-threat-multiplier/" target="_blank" rel="noopener noreferrer">climate mitigation measures</a>. The new administration in January will also likely face a serious opposition from a possible Republican-led Senate as it seeks to transition America off fossil fuels."To regain credibility on climate, the US now has to show the world that it is on a path to net zero emissions by 2050, only then can America press other high-emitting countries to act with the urgency required by the climate crisis," added <a href="https://www.nepalitimes.com/banner/more-trekkers-more-trees/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/more-trekkers-more-trees/&amp;source=gmail&amp;ust=1605077751622000&amp;usg=AFQjCNE5ey5t5tQc3eeXYvXO5z5rMSahSQ">Adam Stern</a>, a California-based climate leader, formerly with the Environmental Defense Fund."If Biden can restore the role of science in determining US climate policy, he may also be able to focus world attention on regions like the Himalaya that are already experiencing extreme climate changes,” said Stern, who has written about energy use in Nepal’s Khumbu region.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181116/636be0e59c7e80680e083e1ajpeg.jpg" alt="" width="1500" height="568"><figcaption> </figcaption></figure>International climate policies will have a lasting impact on the Himalaya where measurements of ice mass, temperature rise, <a href="https://www.nepalitimes.com/here-now/forests-replace-glaciers-in-the-himalaya/" target="_blank" rel="noopener noreferrer">glacial shrinking</a> and <a href="https://www.nepalitimes.com/opinion/climate-for-change/the-great-himalayan-thaw/" target="_blank" rel="noopener noreferrer">receding snowlines</a> have been more serious than previous estimates.However, experts say that Nepal also has to do its bit to accelerate its <a href="https://www.nepalitimes.com/here-now/an-energy-windfall-for-nepal/" target="_blank" rel="noopener noreferrer">shift to solar</a> and <a href="https://www.nepalitimes.com/opinion/decentralising-hydropower/" target="_blank" rel="noopener noreferrer">hydropower in generating electricity</a> for transport and household use. And since nearly a quarter of melting of Himalayan glaciers is attributed to the <a style="font-size: 16px; letter-spacing: 0.01em;" href="https://archive.nepalitimes.com/article/nation/black-carbon-easier-to-control-than-carbon-dioxide-to-reduce-global-warming%20,2079" target="_blank" rel="noopener noreferrer">deposition of soot and dust on the snow</a>, transboundary collaboration in pollution control is a must.Since October, for example, northern India has been blanketed by thick smoke from crop residue burning, and this black carbon is being blown up to the snows by prevailing westerlies. And as winter sets in, industrial and vehicular pollution will be trapped by inversion across the Indo-Ganetic plains and ultimately reduce the reflectivity of Himalayan ice cover.Air pollution was already decreasing the average lifespan of tens of millions of people in north India by 3.7 years. It killed <a href="https://www.nepalitimes.com/latest/double-whammy-air-pollution-and-covid-19/" target="_blank" rel="noopener noreferrer">42,100 people in Nepal last year</a> alone, studies show, and this winter that risk for patients with respiratory issues is combined with Covid-19 complications.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181116/636be0e79c7e80680e083e1bjpeg.jpg" alt="" width="1200" height="675"><figcaption> </figcaption></figure>The causes and solutions of air pollution and climate change <a href="https://www.nepalitimes.com/opinion/one-atmosphere/" target="_blank" rel="noopener noreferrer">are intricately interconnected</a>, both largely affected by human activities over time and space. In fact, short-lived pollutants like black carbon, ozone and other gases exacerbate global warming.“Dark coloured pollutants such as soot particles from diesel and forest fires absorb sunlight and warm up the air at the altitude at which they are located,” explained atmospheric scientist Arnico Panday. “If they warm the air near snow or ice surfaces they can contribute to melting. And when dark particles, including windblown desert dust, settle on snowfields or glaciers they can darken the surfaces and melt the snow and ice. <a href="http://archive.nepalitimes.com/article/nation/reducing-black-carbon-in-the-himalayas,2031" target="_blank" rel="noopener noreferrer">Certain air pollutants</a> therefore accelerate glacier melt in the Himalaya.”Even though a Biden presidency has given some hope for climate activists in the Himalaya, they point out that China has overtaken the United States, responsible for 28% of total carbon emissions in 2018. Carbon emissions in China and India are growing at a faster rate than in North America, and the two countries already contribute 37% of global greenhouse gases annually.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181116/636be0ea9c7e80680e083e1cjpeg.jpg" alt="" width="1884" height="1250"><figcaption> </figcaption></figure>So, while a greener America will help, the real action to slow Himalayan melting <a href="http://archive.nepalitimes.com/news.php?id=19368" target="_blank" rel="noopener noreferrer">will have to come from the immediate region</a>. The good news is there are already proven <a href="http://archive.nepalitimes.com/article/nation/brick-factories-still-using-old-polluting-technology,2078" target="_blank" rel="noopener noreferrer">clean technologies for brick kilns</a>, cement industries, solar and hydro here in Nepal and in South Asia. Governments need to incentivise these, provide subsidies, and investors need to back them up.“Air pollution has never made it to the priority of our politicians, their mentality of focusing on short-terms gains like tax revenue over long-term gains can’t be changed,” says <a href="https://www.nepalitimes.com/latest/ipcc-report-and-nepals-food-security/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/ipcc-report-and-nepals-food-security/&amp;source=gmail&amp;ust=1605077751622000&amp;usg=AFQjCNGQzD9EPDBRXFun8S0H0x_qaZ-bbg">Manjeet Dhakal</a>, adviser to the Least Developed Countries support group at the UN Framework Convention on Climate Change (UNFCCC).He adds: “We must deploy our own young population to lobby and take part in climate action. What happens in the United States, whether international funds will be available will only help temporarily. We must cut emissions at source, educate our own people about the cost of the climate crisis, and provide alternatives.”

A Biden presidency, climate and the Himalaya

Temperatures are rising, storms are raging, and crops are failing across the world.In the 14 months in the run-up to the next United Nations Climate Change Conference, COP26, we must increase climate ambition around the world to protect our planet. Nepal has an opportunity to lead the region by developing an ambitious strategy for a <a href="https://www.nepalitimes.com/latest/turning-green-policies-into-greenbacks/" target="_blank" rel="noopener noreferrer">zero-carbon economy</a> in the next 10 years.Accelerating the transition to renewable energy sources is a key part of the puzzle. Nepal is already leading the way with 95% of its electricity generation coming from <a href="https://www.nepalitimes.com/opinion/decentralising-hydropower/" target="_blank" rel="noopener noreferrer">clean hydropower</a>, and plans in place to increase hydro production from the current 1,000MW to an ambitious 5,000MW in the next five years.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151112/636bb6109c7e80680e07bc3djpeg.jpg" alt="" width="1500" height="1125"><figcaption>Solar Wind Mini Grid in Mityal of Palpa.</figcaption></figure>But globally, despite the rapidly falling cost of renewables so that they are cheaper than coal and gas in most countries, over 50 countries are still planning new coal plants whilst one coal power station needs to close every day until 2040.That is why, alongside leaders in the politics, finance and technology of the global power sector, we have launched the COP26 Energy Transition Council. The UK COP26 President, Alok Sharma, will chair the council alongside the co-chair Damilola Ogunbiyi, the UN Secretary General’s Special Representative for Sustainable Energy. The Council will harness multilateral convening power and sector expertise to more rapidly find solutions to drive forward a transition to clean energy in developing countries.The arguments for a clean energy transition are clear for Nepal. The UK is helping to invest in clean energy including hydropower where Nepal has already mobilised around $6 billion of investment. We now want to help mobilise a further $22.5 billion for hydropower investment. Investment that can create over a hundred thousand construction jobs in the next decade and generate revenue of over Rs1 trillion ($9 billion) per year if fully exploited through power exports to the region.UK Solar power support is also helping Nepal reach the government’s target of 500MW of <a href="https://www.nepalitimes.com/latest/nepals-biggest-solar-power-plant/" target="_blank" rel="noopener noreferrer">solar production</a> and solar home systems for 600,000 households in the next five years that will reduce drudgery and air pollution impacts for women.Speeding up the move to renewables is not just good for the environment and for health, it is good for jobs and growth, too. Both <a href="https://www.nepalitimes.com/here-now/an-energy-windfall-for-nepal/" target="_blank" rel="noopener noreferrer">solar and wind power</a> costs fell by 13% in 2018 -- and soon it will be cheaper in all countries to install new renewable capacity than to continue to run existing coal plants.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151112/636bb6139c7e80680e07bc3ejpeg.jpg" alt="" width="1500" height="1125"><figcaption>The 80kWp Solar Wind Hybrid Mini Grid in Narakot of, Jumla.</figcaption></figure>As the International Renewable Energy Agency has shown earlier this year, boosting investment in renewables would increase jobs in the sector to 42 million globally by 2050, four times more than today.Importantly for Nepal, both hydro and solar power have the potential to attract significant private investment. Nepal can lead in zero-carbon

However, no one could have predicted that the country would face an even more serious crisis this year with the global pandemic.While landslides and flash floods this monsoon as well as the COVID-19 lockdown have taken a year off construction schedules, the global economic downturn is also expected to reduce the public's ability to invest in shares and attract foreign joint ventures in the hydropower projects. Even so, CEO Chhabiraj Pokharel of the Hydropower Investment and Development Company Limited (HIDCL) says the plan is to start construction on all 21 projects in the next four years so as to meet the intrim target of generating 3,500MW in five years.Despite his optimism, only one of the projects, the Upper Trisuli-3 (60MW), which went into operation in November, has been commissioned in the past year-and-half since the initiative was launched amidst much fanfare by Prime Minister Oli.The 111MW Rasuwagadi and 57MW Upper Sanjen are nearing completion, and have released shares to employees. Another project is halfway, but the other 14 have not gotten off the ground.  <figure><img width="1631" height="550" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914110/636ba46b9c7e80680e073668jpeg.jpg" alt=""><figcaption>Rasuwagadhi Project site (111MW) on the Trisuli River, where construction has begun. </figcaption></figure>Even though many of these projects were delayed due to existing bureaucratic and technical hurdles, the government is blaming the COVID-19 crisis. Says Madhu Prasad Bhetuwal, convenor of the Nepal’s Water, Nepalis’ Investment initiative: “All the projects had been pushed back by six months already due to the COVID-19 crisis, and another six months because of the rainy season.”Nevertheless, the government’s plan is to begin construction on Upper Arun (725MW), Kimathangka Arun (482MW), Phukot Karnali (492MW), Tamakosi-5 (96MW), Chainpur Seti (201MW), and Jagadulla (157MW) as soon as the monsoon is over. Of these, Tamakosi-5 is putting shares up for sale to the public, now that its engineering and design work is complete. The modalities for the Rs33 billion Bheri-Babai Diversion Multipurpose Program are also complete. This project will irrigate 51,000ha in the eastern Tarai, while also generating 48.6MW of electricity. Five percent of the shares of this project will be open to local people, Karnali provincial government will have 20%, the project itself will have 26%, and the central government will have majority shares of 49%.  <figure><img width="1500" height="834" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914110/636ba46e9c7e80680e073669jpeg.jpg" alt=""><figcaption>Bheri-Babai tunnel that will irrigate 51,000ha in the western Tarai, and generate 48MW of electricity.</figcaption></figure>The government’s plan is that 51% of the Nepal’s Water, Nepalis’ Investment initiative will be funded by the government, while 49% will have the public’s investment. Of this, 70% will be loan financed, while 30% will be paid for by investment in equities. Of that 30%, a little more than half will be bought up by the government while 49% will be public.Government agencies are also being directed to allocate funds for the initiative. The Employees’ Provident Fund, Citizens Investment Fund, HIDCL, Nepal Telecom, National Insurance Institute, Nepal Police, Nepal Army and the Armed Police Force have all been directed to invest Rs1-6 billion per year in the initiative. The total cost of the 21 projects is estimated to exceed Rs700 billion -- which is equal to more than half the annual national budget of Nepal. Banks and financial institutions have a 10% ceiling on hydropower investment in their total portfolio, and this is enough to only fund 50MW production every year. This means the most serious obstacle to the initiative will now be the funding crunch. Under the provisions of the initiative, shares and IPOs (Initial Public Offerings) can be released once 10% of project funding is used.  <figure><img width="600" height="677" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914110/636ba4759c7e80680e07366ajpeg.jpg" alt=""><figcaption>Construction site of the Upper Trisuli 3B (37MW), one of the projects delayed by the COVID-19 lockdown.</figcaption></figure>Convenor Bhetuwal says construction of the 21 hydropower projects were deliberately staggered, keeping in mind the rise in nationwide energy demand. Generating electricity (and cash) for Nepalis

It is a watershed moment to address other global challenges like the climate crisis, North-South inequity, over-exploitation of natural resources, air pollution, etc.At more local levels, drones are being used to deliver medicines during the lockdown, and they fly into the hospital wards to disinfect beds using ultra violet light. Restaurants have brought forward plans to use robotic are waiters.It is all about our willingness to <a href="https://www.nepalitimes.com/latest/change-dont-just-adapt-to-covid-19/">re-imagine the world</a> we want to live in and the world we want to leave behind for the future. Here in Nepal some still believe that the solution to the country’s woes is to launch a pop song for any crisis. Others still try to convince us that importing more chocolate is good for the economy, and <a href="https://www.nepalitimes.com/banner/nepals-post-pandemic-green-revival/">electric cars are bad</a>.Nepal’s health workers lack personal protective gear, but policemen seem to have access to plenty of gowns and masks. For governments, nurses are clearly less important than policemen. While states have no problem spending on ‘law and order’, public health usually takes a back seat. The Army has been deployed for medical imports and quarantine services, not the Department of Health. This could also explain why health sector needs foreign assistance while Home Ministry does not.Some local governments like Minneapolis in the US now want to disband their police departments altogether, and create a whole new system for safety and security. The idea is to end the kind of policing the world is used to. Defunding the police is another idea that is being taken up seriously and could change the way protection of people will look like in future. We simply cannot rely on the police for everything from crowd control to solving crimes and enforcing physical separation. Even more radical: go the Costa Rica way and cut the military as well.The challenge has always been to get people to open their minds, explore their own creativity and capabilities, and above all launch their new big idea. World history has shown us again and again that there is nothing more powerful than the will of a free person.Recent demonstrations, all over the world against racism have seen the power of the camera in our phones and the ability to upload images of police brutality on a real-time basis. <a href="https://www.nepalitimes.com/latest/social-movement-through-social-media/">Nepal’s youth, driven by outrage</a> over government incompetence, have taken to the streets. These are really big ideas.Last week, inventors unveiled a new battery that could operate for 16 years and power vehicles for over 1million km. The cost is only 10% over batteries currently available in the market. <a href="https://www.nepalitimes.com/latest/nepal-takes-3-steps-back-on-e-cars/">Electric cars and mass transit</a> are the future of mobility, and between utility level solar stations like <a href="https://www.nepalitimes.com/latest/nepals-biggest-solar-power-plant/">Nepal’s biggest in Nuwakot</a>, better battery, COVID-19 and Zoom, the world is changing for many.The good thing about big new ideas is that they can come from anywhere in the world, no place has a monopoly on them. During the COVID-19 pandemic peak in London, the UK government built a new temporary hospital and named it after Florence Nightingale.Pasteurisation is another great idea that came from the need to protect and increase the shelf life of food for soldiers during war. We take many of these big ideas for granted today without realising that each was the result of human creativity when faced with a global crisis. Necessity is the mother of inventions, after all.The demand for electric power has gone down significantly during the COVID-19 pandemic. USA oil at one point last month was being sold at minus $37 a barrel. The UK has stopped using coal for over two months. This monsoon, <a href="https://www.nepalitimes.com/here-now/an-electric-shock-to-nepals-energy-future/">Nepal will have surplus hydropower</a>. These are all signs of things to come that may become big idea to change our common future for the better.Photocopiers replaced carbon paper, 4G replaced 3G, the fax machine was replaced by digital attachments. During times of crisis many people are in a state of denial and sit back hoping everything will become ‘normal’ again. There will be a new normal, <a href="https://www.nepalitimes.com/opinion/nepals-future-normal/">but will it be a better normal</a>?  Will it include the products and services you use? How many will become obsolete like a Kodak film roll.Barbers have to worry about their jobs, now that we have learnt how to trim our own hair. <a href="https://www.nepalitimes.com/here-now/nepal-lockdown-chance-for-self-sufficiency-in-veggies/">Kitchen gardens and roof top vegetables</a> are here to stay. All these changes also mean that the <a href="https://www.nepalitimes.com/latest/nepals-chance-to-green-its-budget/">Ministry of Finance</a> will have to think new and think big to get over this crisis by expanding the economic pie with incentives to invest in <a href="https://www.nepalitimes.com/latest/saving-energy-to-survive-post-pandemic-nepal/">renewable energy</a>, sustainable growth, and stop relying on taxing the destruction of nature.With tax revenue plummeting, how is the government going to pay civil service salaries, more expensive vehicles for itself, new carpets for the president? Fittingly, the theme for the national gathering was ‘Climate Change, Mountains and the Future of Humanity’. The title may be grandiose, but that is because at the rate of warming, mass extinction is an imminent threat. Thresholds agreed on in <a href="https://www.nepalitimes.com/editorial/climate-climax/" target="_blank" rel="noopener">Paris in 2015</a>, and forecasts in last year’s <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener">Himalayan Assessment</a> brought out by <a href="https://www.icimod.org/" target="_blank" rel="noopener">ICIMOD</a> may have to be revised because the rate of polar ice melt predicted for 2050 is already beginning to happen.The concentration of CO2 in the atmosphere has risen from 300 parts per million (ppm) at the start of the Industrial Revolution in 1820 to 415ppm today. Cascade effects like the loss of albedo as Arctic ice melts, the undermining of the West Antarctic Ice Shelf by warm ocean currents, methane from melting permafrost in Siberia means global warming is not linear.Greenhouse gas emissions from the mass burning of fossil fuels in the past 200 years have warmed the atmosphere by 1.3oC. Another 1.5oC increase will happen in the next 30 years. And due to a phenomenon called ‘elevation dependent warming’, the Himalayan mountains are expected to warm 0.3oC faster than the rest of the world.<a href="https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/" target="_blank" rel="noopener">Himalayan ice will be nearly gone during this century</a>. The impact on biodiversity, <a href="https://www.nepalitimes.com/here-now/women-in-climate-hot-spots-face-challenges-adapting/" target="_blank" rel="noopener">weather</a>, stability of slopes, society, economics and ultimately politics, will be catastrophic. There is just not enough time to adapt.Which is why it is important for Nepal to take the lead in drawing global attention to the unique crisis faced by the Himalaya, for this does not just affect us but 1.2 billion people living downstream from Asia’s water towers.While global CO2 cutbacks are put on fast-forward, Nepal and other countries in the region need to quickly come up with ways to reduce risk, and to manage the severe disruptions in natural systems that are sure to gain pace in the coming decades.Even without <a href="https://www.nepalitimes.com/editorial/climate-damage/" target="_blank" rel="noopener">the climate crisis</a>, Nepal faces <a href="https://www.nepalitimes.com/banner/nepal-must-prepare-for-climate-migration/" target="_blank" rel="noopener">enormous environmental challenges</a>. Our rivers are ravaged by sand mining, mountains are mauled by excavators, infrastructure is undercutting gains in forestry. Air pollution in urban areas exceed accepted international standards all year round, waste management is a mess, plastic litters the countryside.The climate emergency is happening in parallel with an unprecedented transformation in all spheres of life. Nepal used to be known as a predominantly rural, agriculture-based society. Not anymore.Agriculture now contributes only 27% of the economy. More than 60% of Nepal’s population lives in urban corridors.But 70% of Nepalis still rely on biomass for cooking and heating, which gives us the advantage of being poor – there is still time to leapfrog directly to a green economy, bypassing fossil energy. <img width="500" height="326" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101132/636b747d9c7e80680e062399jpeg.jpg" alt="">The proliferation of <a href="http://archive.nepalitimes.com/news.php?id=19354#.XkKKbdIza70">household biogas plants</a> that has reduced the pressure on forests, but only 3% of the population use it. There is vast untapped potential to extend this, as well as <a href="https://www.nepalitimes.com/banner/this-is-bullshit/">utility-scale biogas plants</a>. Making electricity accessible and affordable will enable more families to switch to electricity for cooking and space heating, reducing our per capita carbon footprint by bringing down LPG imports, as well as improving indoor air quality.It is no use anymore blaming historical emissions by industrialised countries and rising fossil fuel use in neighbouring India and China for melting our mountains. if we do not move towards clean energy ourselves. Cutting air pollution will not just improve our health, but also reduce soot deposition that accelerates glacial melting.There is a tendency in Nepal to blame everything on the climate crisis. Food deficit in the Karnali, outmigration, or floods in the Tarai, pre-date the climate crisis. If we address those structural issues, we as a nation automatically become climate resilient.Nepalis emit only 0.2 tons per capita per year of fossil carbon (Qatar does 40) whatever we do will not make a big dent. Nepal needs to switch to a green economy and renewable energy not to save the planet, but to save our economy from the mounting burden of petroleum imports.We need a government with single-minded focus on creating jobs with renewable energy projects and tourism development In the final analysis, everything rests on improving governance, and setting far-sighted goals and vision to be prepared for this global emergency. <h2>10 years ago this week</h2> An editorial 10 years ago this week delved into people in rural Nepal still dying of easily preventable diseases because of the lack of doctors, hospitals and affordable drugs. Sadly, that editorial could have been written today as the world deals with the coronavirus.Excerpt from <a href="http://archive.nepalitimes.com/issue/489" target="_blank" rel="noopener">Nepali Times #489</a> of 12-18 Feburary 2010:This is still a land where people die of simple, preventable causes. A lung or stomach infection, easily treated by modern medicine, can be fatal in rural Nepal. We know what to do to improve public health. Apart from more work on awareness, the country needs more hospitals and affordable drugs. Half the doctors in Nepal practice inside the country's Ring Road, so more needs to be done to retain them in district hospitals by giving them incentives to do so. <img width="374" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101132/636b747f9c7e80680e06239ajpeg.jpg" alt="">Diseases like TB, malaria, encephalitis, typhoid, diarrhoea and pneumonia can be treated with drugs. But they are not just medical problems. The root causes of sickness in Nepal are societal discrimination, economic disparity and political neglect. These cannot be treated with medicine.

Declaring an emergency

But unlike elsewhere, that awareness has not created the public opinion pressure to <a href="https://www.nepalitimes.com/here-now/open-air/" target="_blank" rel="noopener">force politicians to act</a>.Up to 35,000 Nepalis lose their lives annually due to diseases caused by air pollution. One in every 10 people in Kathmandu suffers from chronic lung diseases like COPD, bronchitis and emphysema. The average life expectancy of Nepalis <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/air-pollution-decreases-life-span,3999" target="_blank" rel="noopener">is reduced</a> by over two and one-half years because of air pollution.“We have seen that electric public transportation <a href="http://archive.nepalitimes.com/regular-columns/guest-editorial/public-transport-is-equal-to-public-health,844" target="_blank" rel="noopener">can improve public health by reducing pollution</a>,” says Sajha Yatayat Executive Director Bhushan Tuladhar. “Recent advances in electric transport provide the solution. The Delhi Metro is now powered by solar energy and plans to go fully solar by 2021.All 16,000 public buses in Shenzhen are electric. China has replaced all its petrol two-wheelers with electric motorcycles and scooters.Global demand for electric vehicles is rising rapidly, and manufacturers are having a hard time meeting demand, mainly because of the shortage of lithium ion batteries. The first 40 Hyundai Kona EV sold out as soon as they arrived, and the next batch of 40 are already booked. In fact, Hyundai launched Kona in Nepal before it did so in Australia and the US. The Korean car-maker listed Nepal as a top priority market in the Asia- Pacific because of tax breaks for electric vehicles here.“We were able to convince the manufacturers that Nepal was ready to go electric because of our hydropower potential and the tax difference between electric and non-electric vehicles that showed a strong government commitment,” explained Nirakar Shrestha of Laxmi InterContinental, which represents Hyundai in Nepal.While the retail price of petrol and diesel reaches up to 261% above the cost price, electric vehicles carry just a 10% tax on the purchase price.  Electric cars are exempt from road tax, which can be Rs30-50,000 per year for fossil-fuel cars. A fast-charge electric station costs a minimum of $30,000 and can charge only 25 vehicles a day. Establishing one requires a government subsidy as well as a regulator to permit the charging of different EV models.Kathmandu Valley alone has <a href="https://www.nepalitimes.com/banner/poisoning-the-air-we-breathe/" target="_blank" rel="noopener">750,000 motorcycles</a>, which are a major source of toxic gases like carbon monoxide and ozone. Introducing tax incentives for bikes and scooters similar to those for private cars could be a pivotal move. Also, at the moment there is no registration policy on electric two-wheelers, discouraging buyers.In October last year, Prime Minister KP Oli unveiled an <a href="https://www.nepalitimes.com/banner/20-electric-by-2020/" target="_blank" rel="noopener">electric mobility action plan</a>, proposed to transform at least 20% of the fleet of public vehicles into battery-operated ones by 2020. Amidst much fanfare he inaugurated the first five Chinese, BYD electric buses inducted by Sajha Yatayat. President Bidya Devi Bhandari herself has a BYD electric limousine.Last year, <a href="https://www.nepalitimes.com/here-now/mayoral-airs/" target="_blank" rel="noopener">Kathmandu Valley’s 18 mayors gathered for a workshop</a> organised by ICIMOD to discuss an air pollution reduction strategy. Since then, beyond lip service little has been done to establish electric public transport and make emission tests for fossil vehicles more effective.Local and provincial governments have shown an interest in providing financial support to develop electric public transport, but the plans are sketchy and ad hoc. A case in point is the confusing and conflicting proposals for electric bus rapid transit, monorail and light rail transit along the Ring Road. The proposals are restricted to speeches and slogans, but nothing concrete has been done.One reason is the high investment cost of electric public transport, which requires government to step in with subsidies.Over the years, revenue from the Petroleum Tax has grown to a whopping Rs5.2 billion. Some of this could be invested in a clean-energy electric transportation strategy.The Seoul-based Global Green Growth Institute (<a href="http://gggi.org/" target="_blank" rel="noopener">GGGI</a>) has been helping the central government with just such a strategy on electric mobility, and to find potential investors. General Director Frank Rijsberman was in Kathmandu last week to sign an agreement to implement e-mobility in Nepal. GGGI is keen to help Nepal with its first purchase of 300 electric buses for cities across Nepal.  (See interview below)“Operating an electric transport fleet is more complex, requires higher initial investment and more infrastructure than traditional buses, but in the longer-term, renewable energy sources are not only ecologically but also economically viable,” said Rijsberman. “We believe that it is not only the right thing to do but also the best way of growing in the 21st century. In the coming years we hope to see a breakthrough and electric buses on the streets of Kathmandu.”Electric vehicles are now a necessity, not just an environmental statement. Neighbouring India and China have committed to manufacturing only electric automobiles by the year 2030. This means Nepal will be forced to go electric since most vehicle imports are from those two countries.Said Bhushan Tuladhar of Sajha Yatayat: “Like it or not, Nepal will have to go all electric in about a decade. So we may as well start planning for it. That way, the transition will be much smoother, efficient and advantageous.”<h2>Investing in renewables</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111156/636a36a29c7e80680e04831cjpeg.jpg" alt="" width="1400" height="799"><figcaption> </figcaption></figure>Frank Rijsberman of the Korea-based <a href="http://gggi.org/" target="_blank" rel="noopener">Global Green Growth Institute</a> was recently in town to sign an agreement with the government and Sajha Yatayat on electric mobility. Nepali Times asked him about the future of electric public transport globally and in Nepal.Nepali Times: Why is your Global Green Growth Institute so involved in electric mobility around the world?Frank Rijsberman: We are a young intergovernmental organisation set up in 2012 with 32 member countries and 20 more in the process of becoming members, like Nepal. We help governments plan green growth, a model of economic development that is both more environmentally sustainable and socially inclusive. In Nepal, we helped the government develop a national electric mobility strategy, and we have also helped members mobilise $1 billion in climate finance.We are also working to make cities greener by managing water, sanitation and solid waste. I met with Nepal’s minister of forests and environment and he asked us if we could start working on forests as our next priority. We have done similar work in Indonesia and Myanmar, and that is likely to be our next priority here.Do you see Asian countries moving towards renewable energy?It is challenging to switch from big investments in coal and nuclear energy, because all those investments have become stranded assets. China and India are making enormous progress in renewable energy. Many other Asian countries are a bit behind — Vietnam is still planning to build 25 new coal fire power plants. We are working with governments to introduce large-scale renewable energy sources. This is now the cheapest form of energy and decentralised solar energy is a much easier way to reach remote communities that were very poorly served by a centralised grid.So I would call it adaptation with mitigation co-benefits. It may well be possible to trade those emissions with countries that should reduce more but cannot on their own. You can have mitigation measures too, but the first priority for countries like Nepal that rely on agriculture is to make sure that society is no longer vulnerable and is more resilient to climate change.Also, many governments still want growth. But the quality of growth really matters; it should be environmentally sustainable. It used to be the right thing to do, but being sustainable is also commercially attractive.What progress are other Asian countries making to become low-carbon economies?China has become a real leader in electric transport. Shenzhen is the first city in the world with an all-electric fleet of buses. Beijing has also taken big steps in curbing air pollution. India has also made considerable progress in renewable energy. The next big thing will be energy efficiency in buildings.What are the prospects for electric public transport in Nepal?We have done electric bus projects in a number of countries and while it is more expensive initially, and also for infrastructure like charging stations and batteries, its operational cost is much cheaper. We are helping the Nepal Government find interested investors, and hope to see a breakthrough in coming years with electric buses on the streets of Kathmandu.

Nepal’s electric transport future is here

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
