The mountains of western Nepal have always been food deficit because of the lack of irrigation. Farmers migrated to the plains, where farming has been easier. But a searing heatwave this year accompanied by a delayed monsoon has led to a water crisis that threatens to undermine Nepal’s gains in achieving the UN’s Sustainable Development Goals (SDG). The climate crisis is a water crisis, and it has hit food production, nutrition and the availability of safe drinking water.&nbsp; Not everything can be blamed on climate breakdown. Wells that used to be the last resort for rice planting, for example, have gone dry because of a falling water table. In the highway town of Attariyia, there used to be five deep tubewells that supplied 4 million litres of water each day to the city’s 5,500 households. In the last three years, all but one of them has dried up. Photos: UNNATI CHAUDHARI</figcaption> </figure>  In the city of Dhangadi with a population of 300,000 on the Indian border, the municipality dug three deep wells after household wells went dry. This summer, even the tubewells ran out of water. The situation is similar in other nearby border towns. Experts say the reason for the falling water levels in the acquifers has more to do with over-extraction of groundwater both in Nepal and neighbouring India, where farmers get subsidised electricity for irrigation pumps. The area’s industries and farms also have their own wells that have tapped into what used to be a plentiful groundwater supply. “The water begins to dry out after the end of winter,” says Phulram Chaudhary of the nearby town of Krishnapur. “And till the monsoon arrives in June there is no water at all.” Indeed, towns and cities desperate for water are drilling ever deeper for precious water, using up a diminishing supply in the groundwater. Milanpur town dug a 90m deep borewell, but it ran out within ten days.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011064_8a3fd7f3f9daa81d3e7dabe15e6b56d5000351e2ba040797a77cfb8e82903307.jpg" data-media-id="editor_1" data-image-id="2024063011064_8a3fd7f3f9daa81d3e7dabe15e6b56d5000351e2ba040797a77cfb8e82903307" data-rendition-name="original" width="6960" height="4640" loading="lazy" alt="Water crisis in tarai Nepal"> <figcaption>Over-extraction of ground water both in Nepal and neighbouring India is causing water lavels to fall in the Tarai. </figcaption> </figure>  The over-exploitation of ground water by an expanding populating and growing household and agricultural use has magnified the impact of climate breakdown which has led to chronic winter drought, heatwaves and erratic monsoons in western Nepal. “Ten years ago, it was enough to drill 20 metres to get water all year round, now it is no water even at 80 metres,” says Kalidevi Chaudhary, a farmer in the village of Kailari. She adds: “There is no water for drinking. Don’t even ask me about irrigation.” Water expert and professor at Tribhuvan University’s Central Department of Environmental Science Sudeep Thakuri says research has shown that the groundwater table across the Tarai has dropped mainly because of over-extraction, denudation in the catchment areas of the Chure, sand mining in the rivers, as well as climate change. “We have disturbed the water cycle, and the climate crisis has made the problem more acute with long droughts and uncertain monsoons,” Thakuri says. “This means there is not enough recharge of groundwater.” The distance between borewells and tube wells has also decreased as Tarai settlements grow and water demand increases. Indeed, 140 boreholes have been dug in Kailali and Kanchanpur, out of which only 91 still have water.&nbsp; Additionally, water has also been extracted through 1,001 deep tube wells in these two districts, according to the Groundwater Resources and Irrigation Development Division offices there.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011064_dc58f42acd2c79ead04f8175b24deb04a3c05244f8b6929e4dd42fd1d2d679ce.jpg" data-media-id="editor_2" data-image-id="2024063011064_dc58f42acd2c79ead04f8175b24deb04a3c05244f8b6929e4dd42fd1d2d679ce" data-rendition-name="original" width="6960" height="4640" loading="lazy" alt="Water crisis in tarai Nepal"> <figcaption>Tarai’s groundwater is being used as a bargaining chip by elected officials, who have drilled arbitrarily to appease voters.</figcaption> </figure>  Nepal’s provincial and local governments have invested heavily in subsidising drilling for groundwater, as per the federal policy of maximum utilisation of groundwater with a budget to drill 100 borewells.&nbsp; Tara Dutta Joshi, head of the Mahakali Irrigation Project in Kanchanpur says that although the aim was to use the groundwater extracted from these projects for the next 20 years, six of the 90 boreholes have already dried up.&nbsp; While tube wells pump up water from up to 40m feet below ground, there is no water to be found at this depth anymore in most of the western Tarai. Meanwhile, boreholes require drilling up to 110m, and artesian water is extracted between 110-400m below.&nbsp; Experts say the Tarai’s groundwater is being used as a bargaining chip by elected officials, who have drilled arbitrarily to appease voters. There is a lack of research as well as policy regarding how many boreholes can be drilled in a given area, and how much water can be extracted.&nbsp; Sankar Dutta Awasthi of Kailari village says federal decentralisation led to competition among local politicians to see who could supply more water to their electorates. Indeed, 1,200 small-scale groundwater projects have been constructed in this municipality since the formation of the local government in 2017 in addition to larger-scale projects carried out by the provincial and federal governments. “Elected officials are far more concerned about how to repeatedly ensure groundwater projects in their constituency than about how this uncontrolled extraction is going to affect the region in the future,” says Awasthi.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011064_9da4708137cda6375aaf5953f857b643fe85d223b8d8fb2fcf81e66198f53377.jpg" data-media-id="editor_3" data-image-id="2024063011064_9da4708137cda6375aaf5953f857b643fe85d223b8d8fb2fcf81e66198f53377" data-rendition-name="original" width="6000" height="4000" loading="lazy" alt="Water crisis in tarai Nepal"> <figcaption>One tubewell used to be enough to sustain a village some decades ago, while today even three tubewells in one household in not enough to fulfil basic water needs.</figcaption> </figure>  One of the bores drilled in Kailari was for Ramesh Chaudhary four years ago for irrigation, but the water dried up within two years before a canal could be completed. Nearby in the village of Rampur, a 200m deep borewell drilled for irrigation also went dry.&nbsp; “The water never even reached any farmer’s field, what a waste of Rs10 million,” says Chaudhary. Water expert Tarka Raj Joshi notes that one tubewell should be enough to sustain a village some decades ago, while today even three tubewells in one household in not enough to fulfil basic water needs.&nbsp; “The local, provincial, and federal governments’ water distribution schemes will have a major impact on groundwater levels in the Tarai,” says Joshi. “No one is thinking about what this crisis means for the future.” The shortage of water threatens to undermine Nepal’s gains in reducing infant and child mortality as targeted in the SDG because children are forced to drink contaminated water. Their nutrition is also affected as food production is reduced because of lack of irrigation water. All this feeds into the outmigration trend. The answer is to allow ground recharge through regeneration of trees in the Chure, zoning to regulate rampant urbanisation, a tax on extraction of deep groundwater, and channeling water from the Karnali and Mahakali rivers to augment supply so there is less reliance on acquifers. <h2>Water shortage drives Surkhet villagers out</h2> ----  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011060_7ce1243b2fe49f183bd338cc25af8347c1602badcdf112fcb53b03db9b116078.jpg" data-media-id="editor_4" data-image-id="2024063011060_7ce1243b2fe49f183bd338cc25af8347c1602badcdf112fcb53b03db9b116078" data-rendition-name="original" width="1536" height="976" loading="lazy" alt="water crisis in Tarai Nepal"> <figcaption>Rekcha residents marched to the municipality office with pitchers in their staw basket to demonstate their desperation for water. Photos: LAXMI BHANDARI</figcaption> </figure>  The delay in the onset of the monsoon rains in June meant that the village of Rekcha had a severe shortage of water.&nbsp; Residents started their day as usual, placing pitchers in their straw baskets by the community taps. But instead of heading to the wells to fetch water, they marched to the municipality office to demonstrate. The village’s Water Supply Struggle Committee was led by Ward member Tapendra Chhetri who had to resort to a sit-in outside the municipality out of desperation for water. Rekcha used to be an ideal place for settlers because of its fertile soil and plentiful water. Even though the 11 wells in the village produced enough water to sustain its families for decades, they have now all dried up.&nbsp; “Villagers now collect what little water is left on the bottom of the wells, using cloth for filtration,” says ward member Chhetri. “This village is dying of thirst.”&nbsp; The extreme water shortage has begun to drive residents out. Until five years ago, Rekcha village had 115 households, but 35 families have migrated elsewhere since. Khagisara Shahi was one of the villagers who walked with her water pitcher to the rural municipality headquarters. Like the rest of her neighbours she is finding it increasingly difficult to survive in Rekcha.&nbsp; “Our pleas fell on deaf ears, so we walked all the way here with our pitchers to make the leadership aware of our plight,” says Shahi. “We make do at other times, but it is impossible to live without water, especially when it is getting hotter.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011060_689983a311f320cec4427b7f0496cf9b4f6ff5dae0840bfec6b254d8c19abfac.png" data-media-id="editor_5" data-image-id="2024063011060_689983a311f320cec4427b7f0496cf9b4f6ff5dae0840bfec6b254d8c19abfac" data-rendition-name="original" width="1203" height="679" loading="lazy" alt="water crisis in Tarai Nepal"> <figcaption>Now that wells have dried up in Rekcha, the journey to other sources of water is even longer, and the drudgery falls on women.</figcaption> </figure>  Even when the village’s wells had water, it used to take hours of standing in queue for each household to collect water from their homes. Now that the wells have dried up, the journey to other sources of water is even longer, and the drudgery falls on women. “There is not enough time in the day to do all the housework, look after the farm and livestock, and fetch water,” says Shahi. Four years ago, the rural municipality made plans to bring water up to the village from the Karnali river, for which they allocated a budget of Rs17.2 million. However, the project fell through due to difficulties with road access.&nbsp; Chaukune Rural Municipality Chair Khadka BK says that local government resources alone will not be enough to provide drinking water to Rekcha. “The remoteness of the village means we need federal and provincial support.” Meanwhile, the villagers look down on the clear blue water of the snowfed Karnali River below, while their fields are parched and their children are complaining of thirst. Climate breakdown magnifies western Nepal’s woes

For decades, water scarcity, subsistence farming and debt had been driving farmers away from the village of Aathrai in this district of eastern Nepal. The elderly here tell the true story of one lot of people who decades ago were on their seasonal migration down to Jhapa in the plains. In their four-day trek south, they were spending the first night under a tree by the banks of the Tamor River. As night fell, they heard a crowd of people with their livestock, coming down the path. They held flaming torches, talked loudly and their laughter carried across the river. The travellers thought they were seeing ghosts, and watched warily. The people on the opposite side filled their brass jars with water, the cows drank their fill, then they climbed slowly back up the steep path along which they had descended. &nbsp; The migrants watched the torches until they reached the top of the ridge and disappeared into Terathum district. The next morning they found out those were villagers who came down every night with their cattle to collect water because springs up the mountain had gone dry. That is when the people from Terathum realised that their home villages had it much better because the villagers of their district did not have to make nightly water ferry trips up and down the mountain.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240412100444_18f42bb370b81af9e0d8b06c433b77e7e4986dd1aabb3fc8403ff42570051668.jpg" data-media-id="editor_0" data-image-id="20240412100444_18f42bb370b81af9e0d8b06c433b77e7e4986dd1aabb3fc8403ff42570051668" data-rendition-name="original" width="1200" height="795" loading="lazy" alt="people and mountains are thirsty in eastern Nepal"> <figcaption>Photos: GIRIRAJ BANSKOTA</figcaption> </figure>  More, but still not enough Till recently, wards in Chhathar village in Terathum used to have such a severe water shortage that families had to borrow water like they borrowed money. The nearest spring was two hours walk away, and there would already be up to 60 jars in the queue. It was the job of women to fetch water, and they would trudge home with two jars in baskets on their backs and two plastic containers in their hands. “This added to the drudgery of women, would delay the preparation of meals for the family and sending children to school, there was no time to clean the house, the livestock were always thirsty and would give less milk,” explains Tara Kharel Dhakal, deputy chair of Chhathar Rural Municipality.&nbsp; She adds: “There are settlements where water shortage is still acute, but we have managed to pipe drinking water to 90% of the households.” Ward 3 Chair Deuman Limbu agrees that drinking water is less of an issue now, but says lack of water is still affecting dairy and vegetable farming which would have improved nutrition and increased cash income of villagers. Chhathar’s water shortage was alleviated by building a channel from a stream 14km away. There are cliffs along the way where pipes have been laid, but these are often damaged by landslides, wildfires, and maintenance is difficult. In large parts of Nepal, including here in the east, the main reason people &nbsp;migrate out is because of the lack of drinking water. And although most people here remember the water crisis being much more serious in the past, there is still not enough in the dry season. There used to be a tradition in Nepal’s mountains that travellers could get free food and lodging for the night from villagers along the way, and this would be reciprocated when they themselves needed to stop for the night. It was the same with water: those walking along foot trails would be offered water for free since people believed it would earn them merit in heaven.&nbsp; But not in villages like Thoklung today, where travellers know how precious water is, and offer to pay for a drink. Springs are going dry across Nepal’s mid-mountains from east to west, partly due to erratic rainfall caused by the climate crisis but also because of over-extraction. Spring water used to be mainly for household use and the extra water would flow down the mountain, seep into the soil and recharge groundwater. These days, farmers pipe water to their homes from nearby springs to irrigate cash crops like cardamom or vegetables.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240412100444_d9353b6fc297e5b547ac683814801bd57d460f2481be475c60c4f6d7e8f5c8d9.jpg" data-media-id="editor_1" data-image-id="20240412100444_d9353b6fc297e5b547ac683814801bd57d460f2481be475c60c4f6d7e8f5c8d9" data-rendition-name="original" width="1200" height="900" loading="lazy" alt="people and mountains are thirsty in eastern Nepal"> </figure>  “New roads drain water away, preventing recharge,” explains watershed expert Madhukar Upadhyay. “Paddy terraces used to store water that slowly seeped into the slopes, but with outmigration there is less rice being planted which in turn has affected the water table.” Read Also: <a href="https://nepalitimes.com/here-now/climate-crisis-drought-food-deficit-migration">Climate crisis → drought → food deficit → migration</a>, Mohan Mainali Power to pump water Necessity is the mother of invention, so desperate villages in eastern Nepal have adopted innovative new ways to ensure water supply. Thirsty families in the parched Kummayak village of Panchthar used to look down longingly at the blue-green waters of the glacier-fed Tamor River. They decided that instead of migrating to the Tarai, they might as well try to pump the water to their village. Nine years ago, they launched a project to dig a well near the river and pump the water up the mountain and distribute drinking water to 2,000 of the 3,200 households in Kummayak. &nbsp; But chronic drought has reduced the dry season flow in the Tamor, and villagers had to divert the river’s channel closer to the well to maintain water supply. The Tamor Drinking Water Pumping Project is now digging another well at a cost of Rs10 million to augment supply.&nbsp; Learning from Kummayak, 11 other projects are planned to pump Tamor water up to mountain villages. Some villages that would have benefited, like Aathrai, have just heard the bad news that the federal government does not have the budget to fund their Rs20 million well and pumping station.&nbsp; Part of the reason there is not enough money is because budgets are also being misused. For example, the central and provincial government are working at cross-purposes and duplicating drinking water schemes. The federal government has a Rs3.5 million pump project in the same place where the Kosi Province has set aside Rs2 million also to lift drinking water. &nbsp;&nbsp; The water shortage is even more severe in Dhankuta district, where in Chaubise village Ward 3, a Rs80 million project is underway to pump water up from a spring down the mountain.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240412100444_d0f87ea50060253998ef932e5c6f30f20912d8733c40014cef4cc8c16e8270ae.jpg" data-media-id="editor_3" data-image-id="20240412100444_d0f87ea50060253998ef932e5c6f30f20912d8733c40014cef4cc8c16e8270ae" data-rendition-name="original" width="1200" height="795" loading="lazy" alt="people and mountains are thirsty in eastern Nepal"> <figcaption>Before lift pumped water was distributed in Syabrumba of Panchthar district, villages had to wait for their quota of water. Photo: GIRIRAJ BANSKOTA</figcaption> </figure>  All these districts of eastern Nepal have lost more than a third of their population in the past 20 years, and local governments see improved water supply as a way to bring their people back. The population of Thoklung village of Terathum was 40% less in 2021 than what it was in 2001, so its municipality is working on a pumping scheme to lift water from the Tamor to distribute every household in Ward 7. Ward Chair Rohit Kandengwa, however, is worried that the project’s electricity bill would mean that the household water tariff will be too high.&nbsp; Indeed, spring water can flow down to a village by gravity. But pumping water from a river to a ridgetop village can be expensive. The Kummayak project, for example, has an electricity bill of Rs600,000 per month.&nbsp; “Water has value. We charge 10 paisa per litre of water and that could be expensive to those who are used to free water, but it is better than no water at all, and it is cheaper than water from tankers,” says Nirmal Ghimire, chair of Kummayak Ward 5.&nbsp; But there are other non-monetary benefits from water pumps, like in curbing outmigration. For the past two years, no families have migrated out of Kummayak village since it got regular water supply. To be sure, ensuring water supply alone will not stop people since there are other push factors at play: difficulty to access medical care, low quality of public schools, lack of jobs, the government’s low priority for agriculture driving people away from farming. “Farmers here used to sell milk, but they have not been paid for their milk since nine months,” says Chhathar Ward 4 Chair Pushpa Karki. “They cannot sell their goats, middle men fix the price for cardamom and ginger.” The chhurpi and ghee industries have dried up, and dairy farmers have no place to sell milk. It is also a seller’s market, and farmers have to buy everything, without credit, and cannot determine the price of their produce.&nbsp; Lack of connectivity is another reason people migrate from these remote districts. It has been 12 years since construction began on the bridge at Lumughat across the Tamor River that would have linked Terathum and Panchthar, making it easier to take produce to market towns. &nbsp; Better roads would also improve the quality of instruction – the other reason many families move to Dharan or Kathmandu. Accessibility would motivate teachers to stay in villages. There is also a herd mentality that drives migration. If one household moves out, the entire neighbourhood ups and moves. Ten of former school principal Hari Narayan Bhattarai’s neigbours locked up their homes and moved down to the Tarai partly due to lack of water. Bhattarai lost the support of next door families that he used to rely on, so he also moved to Birtamod of Jhapa in the plains. Households in the mountains need each other to survive. Neighbours help neighbours to plough, plant and harvest.&nbsp; And then there is the litany of woes that all Nepalis face: the delays in getting driving licenses, work permits, and other services. People move to where life is easier. &nbsp; Outmigration also makes pre-existing problems of the mountains worse. Where forests are growing out of fallow terrace fields, with no one to forage for dried undergrowth fire risk has increased, crops are damaged by wildlife, and the decline in livestock has reduced soil fertility. &nbsp; “The main reason for outmigration is lack of water and low productivity,” says Chhathar Deputy Chair Dhakal whose village announced grants of up to Rs500,000 to start up agrobusinesses. Thirty families did return. However, there were no takers for Dhakal’s offer of Rs10,000 to households farming their fallow fields again.&nbsp; Even if rural municipalities find the money to install well and pumps for water supply, paying for maintenance or repairs of broken pipes or pumps can be a problem due to lack of budget. Watershed expert Madhukar Upadhyay concedes that pumping water from a river to villages in the mountains is only a short-term fix, but not a sustainable solution. “Over the long-term we must think of reviving traditional system of ponds near springs where water can collect and re-charge groundwater,” he explains. “That way we address the thirst of both the people and the mountains.” &nbsp; This is the second of a 3-part series supported by Barbara Foundation.The third and last instalment will appear on the 26 April edition.&nbsp;

People and mountains are thirsty in eastern Nepal

For a country that occupies only 0.1% of the total land area on the planet, Nepal is home to 3.2% of the world’s flora and 1.1% of its fauna. Its 31 national parks, six conservation areas and nature reserves extend from the Tarai plains to the high Himalaya, covering nearly a quarter of the Nepal’s area. But there is growing concern about water sources inside national parks going dry because of the impact of the climate crisis. Pumping water also needs energy, which can be expensive.This is why a pilot project in Nepal has found it useful to use solar energy to pump up groundwater to fill perennial watering holes that have gone dry.  Wild elephants require about up to 100 litres daily, and the bigger animals can drink up to  212 litres of water in less than five minutes. A tiger needs 70 litres per day, depending on the season. Tigers also need water courses to cool off during the summer months. The rhinoceros is highly dependent on water and will drink up to 72 litres per day. With Nepal’s conservation success story, national parks are getting crowded with predators and prey, increasing competition along oxbow lakes, lakes and ponds. <a href="https://www.nepalitimes.com/editorial/naturally-nepal/">Weather extremes due to the climate</a> crisis has also made water availability more acute. Unpredictable precipitation patterns have resulted in a shortage of water in national parks, which have resulted in <a href="https://www.nepalitimes.com/banner/nepal-is-going-up-in-smoke/">unprecedented wildfires</a>. The decline in water courses has also led to a drop in birdlife, including stopovers by migratory birds.Now, Bardia National Park in the western plains is experimenting with pilot solar water pumps to keep watering holes filled up so that wildlife have a place to wallow and drink. The Park has been seeing <a href="https://www.nepalitimes.com/banner/its-a-jungle-out-there/">a drop in prey density mainly due to a water shortage</a>, and this is forcing tigers, rhinos and wild elephants in the park to venture out.The diversion of the Karnali River for quarrying upstream from the Park has also meant that a channel of the river that used to feed into the Park has less water in it, leading to a drop in ground water which means ponds and lakes have gone dry.Solar water pumps use photovoltaic panels to pump out the water from rivers and reservoirs, wells or boreholes and feed it directly onto fields or into a storage tank. Photo: ROSHAN KUMAR CHETTRI</figcaption></figure>Bardia’s experience has shown that solar pumps provide a more sustainable, clean, cheap and reliable source of water for wildlife and also for the indigenous communities living near the protected areas, while simultaneously reducing the carbon footprint and providing the animals with a quieter eco-friendly habitat.  This solar water pump project could be replicated in Chitwan, Parsa and other national parks which are also facing water shortages in the dry months. Solar pumps can work up to 8 hours a day to refill partially dried-up ponds and lakes while allowing the excess water to flow downstream. Studies have shown that adequate water in ponds and streams inside parks draw deer and other prey species, which means predators like tigers and leopards also have less of a need to venture out to attack livestock. Herbivores like wild elephants and rhinos also have less of a tendency to <a href="https://www.nepalitimes.com/banner/human-animal-interface-in-nepal-wildlife-corridor/">wander outside the park</a> in search of water or grass.All this results in a reduction of <a href="https://www.nepalitimes.com/here-now/close-encounters-with-tigers-in-nepal/">human-animal contact</a>, which has been growing in recent years in national parks and buffer zones, especially in the Tarai.The solar pump systems in Bardia have photovoltaic modules, electric pump and a controller. The panels are usually installed up to 4m above ground level and surrounded by a trench to protect them from animals that could harm the devices. Water for Nepal’s wildlife

Here on Earth, however, this critical natural resource is often undervalued.Even though 71% of the planet’s area is covered in water, only 1.2% of this is available for human use.An average person requires 50 litres of water per day for basic use. However, two-thirds of the world’s population is currently experiencing <a href="https://archive.nepalitimes.com/article/editorial/h20-shortage,3456" target="_blank" rel="noopener noreferrer">severe water scarcity</a> for at least one month of the year-- many more people will be at risk by 2050.Some of the most serious challenges facing the world – floods, droughts, famine, health and sanitation, and pollution, all involve water. Nine of ten natural disasters are <a href="https://www.nepalitimes.com/editorial/flood-of-recrimination/" target="_blank" rel="noopener noreferrer">water-related</a>.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111156/636cd90f9c7e80680e092e79jpeg.jpg" alt="" width="640" height="360">By 2050, the number of people at risk from floods is expected to rise to 1.6 billion from the current 1.2 billion, whereas half the global population is projected to be living in areas of severe water stress. Alterations to the natural water cycle therefore poses major risks for global food security, energy production, human health, economic development, and more. The consequences of <a href="https://www.nepalitimes.com/opinion/the-water-emergency/" target="_blank" rel="noopener noreferrer">water stress</a> will be disproportionately felt by the poorest and most vulnerable people.Nepal may be landlocked, but it lies astride the Himalaya, the water towers of Asia that irrigate vast areas downstream. The annual monsoon water cycle recharges thousands of lakes, ponds, and other wetlands. These water bodies are vital for life, bio-diversity, agriculture, medicines.Nepal’s rivers drain 225 billion cubic meters of water annually, providing irrigation to 1.43 out of the country’s 2.6 million hectares of agricultural land. The water cycle also recharges 12 billion m3 <a href="https://archive.nepalitimes.com/article/nation/water-table-of-kathmandu-valley-falling-fast-recharge-to-replenish,4100" target="_blank" rel="noopener noreferrer">groundwater</a> in the Chure-Bhabar zone of Nepal, habited by 60% of the population.While the journey of water from the Himalaya to the Tarai is life-giving, it also takes lives away every year in floods. Landslides triggered by deforestation, cultivation in steep slopes, haphazard road construction and earthquakes add to disruptions in water supply. With the climate crisis melting glaciers, lake outburst floods have added to the risk.A recent World Bank report ‘South Asia’s Hotspots’ warns that climate change could sharply worsen living conditions for <a href="https://www.nytimes.com/interactive/2018/06/28/climate/india-pakistan-warming-hotspots.html?module=inline" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nytimes.com/interactive/2018/06/28/climate/india-pakistan-warming-hotspots.html?module%3Dinline&amp;source=gmail&amp;ust=1616465347450000&amp;usg=AFQjCNGdFJ0LiJ2mHiRP2Mcz3OHmf4vcGA">up to 800 million people in the Subcontinent. </a>The World Resources Institute ranks Nepal 40thamong most water stressed countries, and with increasing demographic pressure the crisis is set to get worse.Even the water that is available is now polluted, and Nepal has yet to effectively address domestic, urban, industrial and agricultural sources. Riverbanks are used as landfill sites, or the <a href="https://archive.nepalitimes.com/page/crushing-tale-of-Chure" target="_blank" rel="noopener noreferrer">river beds dredged for sand and boulders</a>.The water availability per capita per year in Nepal is 8,000 m3 which suggests that the country need not face a water scarcity. Rather, it is poor management of water resources that has led to the curse of too little or too much water.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111156/636cd9119c7e80680e092e7ajpeg.jpg" alt="" width="1500" height="1125"><figcaption></figcaption></figure>Inadequate physical infrastructure, rapid population growth and climate change impact access. Rise in demand for electricity, pressure on surface and ground water for irrigation, industrial development, rapid urbanisation with <a href="http://archive.nepalitimes.com/news.php?id=18976#.YFgBci2B0b0" target="_blank" rel="noopener noreferrer">encroachment of wetlands</a> and increased use of water for sanitation during Covid-19 are factors driving demand. Meanwhile, new water schemes are mostly based on ground water aquifers which are being depleted because of inadequate recharge.Beyond natural and socio-economic value, Nepal’s freshwater resources also hold cultural importance. For instance, <a href="https://www.nepalitimes.com/banner/chitwans-bote-people-in-a-changing-world/" target="_blank" rel="noopener noreferrer">indigenous communities like the Bote</a>, Musahar, Kumal, Chepang, Danuwar, Darai, and Tharu settle along rivers and have a rich cultural attachment to water bodies.Investment in water can have a catalytic effect on other areas such as health, education, agriculture and job creation. Poor water quality halts economic progress, limits human potential and reduces food production.Much of the supply-demand issue around water can be solved by giving economic value to water, and making it affordable. As the manager of a water supply scheme in Nawalpur once said: “In the beginning people readily paid as much as Rs300 per month for cable tv, but a minimum payment of Rs100 for drinking water was a big issue.” Pricing water at its full marginal cost can reduce demand, just as payments and incentives for water conservation can increase water availability.Payment for ecosystem services to forest users, farmers or landowners in exchange for managing their land must be developed since <a href="http://archive.nepalitimes.com/news.php?id=4663#.YFgCFi2B0b0" target="_blank" rel="noopener noreferrer">freshwater wetlands</a> have five times the economic value of tropical forests.To change the future of water, we must rethink how we understand, value, and manage water as a precious resource, making every drop count. Too little, too much, or too polluted

<figure><img width="640" height="427" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141116/636ba8779c7e80680e0737e2jpeg.jpg" alt=""/><figcaption>Photo: SONIA AWALE</figcaption></figure>Haphazard urbanisation, a continually growing population and long delays in the finalisation of the Melamchi Project have resulted in an increasing water scarcity in Kathmandu Valley. But these are not new issues. What is new is that they have become the subject of renewed discussion during the Covid-19 outbreak. The state authorities have repeatedly told people over the last few months to reduce transmission of the virus by washing their hands ‘properly’ (michimichi), scrubbing with soap and water. That this is very difficult to do without easy access to water. Also, this new demand for water comes on top of the usual requirement for safe drinking water and water for other household uses. Most residents of Kathmandu Valley own or rent small dwellings, and only a few are able to find the space for a storage tank on the roof, in the garden or underground. More than 70% of the Valley’s population relies on piped underground water sources officially maintained by the local authorities. Just before the monsoon started this year, the Kathmandu Upatyaka Khanepani Limited (KUKL) was distributing piped water once every 11 days. When the monsoon is over in a month the situation will become acute. Last year’s annual report of the agency shows that the average water supply, after deduction of the 20% losses through leakage, is 103mld/day (million litres per day) as against the total requirement of 430mld/day. Kathmandu has only a quarter of water that is needed (see chart). <figure><img width="512" height="408" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141116/636ba8799c7e80680e0737e3jpeg.jpg" alt=""><figcaption>Source: KUKL 2018-19</figcaption></figure>Kathmandu Valley has been suffering from a shortage of water, especially drinking water, since at least the 1980s, and the situation has been getting worse year by year. Policy-makers, engineers and others consider the <a href="https://archive.nepalitimes.com/page/melamchi-coming-to-kathmandu">Melamchi Water Supply Project</a> as the long-term solution. The project was designed to divert fresh water to Kathmandu Valley from the <a href="https://www.nepalitimes.com/here-now/light-at-the-end-of-the-melamchi-tunnel/">Melamchi River in Sindhupalchok District</a> through a 26km tunnel to Sundarijal. Work on the scheme started in 1998 and it is still under construction, having suffered innumerable delays owing to problems with lending agencies, contractors, and corruption, and, most recently an accident in the tunnel that killed two staff.  When completed, the Melamchi project will be able to supply about 170 mld/day of water, but this will not meet even current demand, let alone future requirements. Since the state utility has not been able to meet water demand, people have come to rely on alternative sources, including wells and boreholes. An  increasing number of households now purchase water as a matter of course from commercial water tankers or, for drinking water, buy plastic jars. Some still rely on <a href="https://archive.nepalitimes.com/article/nation/renew-commitment-to-preserve-ancient-water-spouts,2931">‘traditional’ sources</a>, such as springs, wells and rivers, water spouts or tanks. Many of these underground water sources, however, <a href="https://www.nepalitimes.com/here-now/water-of-the-ages/">have been damaged by the development of urban infrastructure</a> and extraction of underground water on an unprecedented scale in the past three decades.  The <a href="http://archive.nepalitimes.com/article/Nation/water-table-of-kathmandu-valley-falling-fast-recharge-to-replenish,4100">unregulated extraction of underground water</a> by both private operators and KUKL, has lowered the groundwater table. Similarly, new construction has reduced the open spaces that would allow recharge of the water table. One consequence is the destruction or degradation of traditional water systems that have dried up stone spouts and wells that had served the people of the Kathmandu Valley for hundreds if not thousands of years. This water supply system in Kathmandu Valley can be traced back at least to the Licchavi era more than a thousand years. It was not built during a single regime, but gradually improved upon over the centuries. It is only in recent times that it is threatened. <img width="650" height="573" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141116/636ba87a9c7e80680e0737e4jpeg.jpg" alt="">The major source of water for the stone spouts was the <a href="http://archive.nepalitimes.com/news.php?id=9129#.X0yYDSgzaUk">raj kulo (Royal Canal)</a> which started from the foothills on the Valley rim, and fed into ponds which stored and <a href="https://www.nepalitimes.com/opinion/nepal-must-keep-water-on-its-land/">recharged water for the aquifers</a>, which were themselves largely dependent on rainwater. A single stone spout may have had a single or multiple sources of water. Many were fed by either an individual spring or a local aquifer. Some sunken spouts were fed by shallow aquifers using percolated surface water, others were located near or far from a source. A single aquifer might supply water to a single spout, or to multiple spouts serving a number of communities. Water was channelled through burnt clay or wooden pipes to the stone spouts through passages so that the water could flow easily. Most of the stone spouts had a base platform to capture discharged water, and a drain it through the side which served to supply another stone spout downstream, or irrigate nearby farms, before finally flowing into a river.  When the springs and other water sources went dry and the water level in  shallow aquifers went down, the stone spouts also discharged less water or became dry. In this way, a complex and heterogeneous system was gradually developed over the centuries that utilised water from different sources, channelled it, often over considerable distances, and discharged it eventually through the spout, acting as a tap, for use by local communities.Centuries after they were built, water from these sources are still being used by households, hotels, restaurants, factories and tanker operators, for laundry, personal hygiene and cleaning vegetables. Residents fall back on the traditional systems when there is not enough available water from the government piped system. However, the water is not potable anymore.It is late, but not too late, however, to recognise the potential value of these systems with their multiple water sources, complex distribution channels and stone spouts. With proper conservation, they continue to supply much needed water to people of the Kathmandu Valley, in addition to maintaining an important archaeological heritage and the rich cultural associations of these living monuments, particularly for the Newa people whose forebears built them.   https://www.youtube.com/watch?v=RggblppqixsSince people in Kathmandu Valley still use these water sources for cleaning, washing, bathing, irrigation, they could play an important role by integrating them with modern technologies. Water from these historical systems could contribute to a sustainable solution to the Kathmandu Valley’s increasing water scarcity. The first pre-requisite is that there is no interruption in the water’s source, route and eventual outlet at the spouts by new physical infrastructure. An effective system needs to be devised for adequate water storage in reservoirs or tanks to maintain water supply throughout the year. Along with storage, the water must also be treated appropriately. If these prerequisites are met, water from these age-old spouts could be easily accessible, of good drinking quality, and be free of cost. Given the right storage, the spouts can supply water continuously, complementing the official piped water system or public water tankers -- particularly for low income households which cannot afford to buy water.   <figure><img width="1379" height="748" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141116/636ba87c9c7e80680e0737e5jpeg.jpg" alt=""><figcaption>Iku hiti where water from stone spout is still being used for drinking, bathing, washing and cleaning. Photo: RIISHTA SHRESTHA</figcaption></figure>One working example of just such an outlet with a viable storage system is Iku Hiti in Dhobighat of Lalitpur, where water from the sunken spout flows into a storage tank of 80,000 litres operated by the KUKL, and distributed to people in the nearby communities. Shree Krishna Dongol of KUKL says water is distributed to communities every alternate day from 5AM- 6.30AM, in addition to its own supply which is once a week. Water supply is extended to 9AM-12.30 and 2-4PM during the monsoon. The same pipe is used at homes to distribute water from both the sources and the communities pay according to the meter fixed by KUKL at their homes. The management committee also charges Rs5 / jar for those who collect water for restaurants or hotels. Families pay less, and those who live near the area do not pay at all. The money is used for cleaning and maintenance of the stone spout and its premises. The committee is also constructing a separate pond to wash clothes so that the stone spout area can be clean and safe. <figure><img width="1378" height="689" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141116/636ba87f9c7e80680e0737e6jpeg.jpg" alt=""><figcaption>Washing facility at the Iku Hiti with water from the spout. Solution to Kathmandu’s water crisis

https://www.youtube.com/watch?v=UIdbmBlnVZI&amp;feature=youtu.beNearly 25 years after it was first mooted, there is light at the end of the tunnel for Melamchi, Nepal’s biggest and most expensive infrastructure project that will pipe glacier water from Langtang National Park to Kathmandu Valley.The $800 million undertaking has been near completion several times, but government interference, corruption and extortion have taken their toll. The headworks construction is now half finished here at Ambathan 70km by road north of Kathmandu where the roar of the Melamchi River drowns out the sound of excavators that will allow the water into the tunnel.On Sunday, the project sent water 800m down the tunnel to its first adit tunnel as a test from the overflow reservoir at Ambathan. At this rate, project officials say the first Melamchi water could flow down to Melamchi by September.  They say 99% of the 26.5km long tunnel and the treatment plants at Sundarijal in Kathmandu Valley are complete.  Kathmandu <a href="http://nepalitimes.com/article/nation/Melamchi-flows-to-Kathmandu,3397">roads have been dug up</a> and used to be <a href="http://nepalitimes.com/page/every-breath-you-take-air-pollution">shrouded in a perpetual pall of dust</a> as new water mains were laid to distribute the water when it arrives. <a href="https://archive.nepalitimes.com/page/melamchi-coming-to-kathmandu">Melamchi not a mirage anymore</a>, Sonia Awale <figure><img width="1580" height="908" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141132/636bac6f9c7e80680e077f30jpeg.jpg" alt=""/><figcaption>With 99% of the tunnel and the treatment plants at Sundarijal now complete it may be possible to send water to Kathmandu by September. All photos: SURENDRA PHUYAL</figcaption></figure>The new target date for consumers to actually get Melamchi water flowing through their pipes is late 2020, but even that could be delayed due to the COVID-19 lockdown. The Melamchi Water Supply Project is the largest infrastructure scheme in Nepal today, and with a $800 million price tag, including the future extension, the costliest as well. Its 26.5 km long and 3.7m wide tunnel in Phase 1 is the second longest tunnel for water supply in Asia.It is being built with a soft loan from the Asian Development Bank (ADB) and will bring 170 million litres a day to Kathmandu. A proposed Phase 2 of the project could also connect the Yangri and Larke Khola through two more tunnels and nearly triple the daily water flow (see map).The project has been plagued by chronic delays due to <a href="http://nepalitimes.com/issue/350/Nation/13560#.WMEfpPInLK8">political meddling</a>, the 2015 earthquake, the Indian blockade and most recently by the COVID-19 lockdown.  It was 2010 when a Chinese contractor finally started digging the tunnel but could only finish 6.4km in three years. It was  replaced by the Italian CMC di Ravenna company which took over where the Chinese had left off. The earthquake and blockade led to more delays. <a href="http://archive.nepalitimes.com/article/nation/dont-wait-for-melamchi-nepal,3765">Don't wait for Melamchi</a>, Tyler McMahon <figure><img width="1641" height="920" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141132/636bac729c7e80680e077f31jpeg.jpg" alt=""><figcaption> </figcaption></figure>But the project could not meet its completion date of March 2018 because the government cancelled CMC di Ravenna’s contract, reportedly because it refused to <a href="https://www.nepalitimes.com/from-the-nepali-press/melamchi-delayed-by-government-extortion/" target="_blank" rel="noopener noreferrer">pay extortion</a> to bureaucrats in Singha Darbar. China’s SinoHydro then took over, and had been rushing to catch up with the schedule when the COVID-19 lockdown hit.  Contrary to popular belief, the water will not be gushing through the tunnel. In fact, it has a gradient of only 8m between the intake in Melamchi and the outlet in Sundarijal giving it a water velocity of only 0.5m/second which means it will take 45 hours for the water to complete its underground journey.  This is the monsoon, and the water flow in the Melamchi makes it a raging torrent. However, in the dry season flow goes down to 2.4 cubic meters per second (cumec) of which only 2 cumec of water will be diverted into the tunnel. There are 1.5 km of access tunnels located near the intake in Ambathan, in Gyalthum and Sindhu.  On 5 July, the first water was let into the tunnel amidst a religious ceremony. Tiresh Khatri of the Melamchi project said: "This is a milestone, we will be doing more tests and hopefully water will reach Kathmandu by September."However, engineer Shekhar Khanal said there still a lot of unfinished work that will take months. Light at the end of the Melamchi tunnel

Annapurna and Nilgiri in the distance.</figcaption></figure>As the road meanders uphill towards my village of Dhee in <a href="https://nepalitimes.atavist.com/high-and-dry-upper-mustang" target="_blank" rel="noopener">Upper Mustang</a>, I recall my childhood amidst these mountains. Life was hard then, things people take for granted now were privileges only few could afford.I walked 11 days to <a href="https://www.nepalitimes.com/banner/pokhara-nepals-new-aviation-gateway/" target="_blank" rel="noopener">Pokhara</a> for my SLC exams. Seeing cars was magical. We were more likely to see helicopters in Mustang than vehicles.There was only one primary school in whole Kingdom of Lo then. It was a six hour walk away, and the only secondary school was in Jomsom, three days away.Thanks to the secretary of the late King of <a href="http://archive.nepalitimes.com/news.php?id=7328#.XgyEd1UzaUk" target="_blank" rel="noopener">Mustang</a>, Chandra Bahadur Thakali, I stayed with his family in Jomsom paying his family a rent of Rs310 a month in 1976. That was a what a full-grown sheep cost then.Mustang was a restricted area, outsiders were rare. Today, there are western trekkers, Nepalis on motorcycles all on the motorable road that joins <a href="http://archive.nepalitimes.com/news.php?id=6251#.XgyDLlUzaUk" target="_blank" rel="noopener">Lo Manthang</a> to <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/going-to-jomsom-in-the-off-season,3878" target="_blank" rel="noopener">Jomsom</a>. In fact ‘domestic tourists’ are more visible than non-Nepali visitors.And that is the biggest change in Mustang today: The Road. Accessibility has accelerated change in this kingdom within a republic. The road connects <a href="https://www.nepalitimes.com/banner/bon-voyage/" target="_blank" rel="noopener">Mustang’s pristine culture</a>, <a href="http://archive.nepalitimes.com/blogs/kundadixit/2012/09/07/monsoon-in-the-rainshadow/" target="_blank" rel="noopener">stark beauty</a> and fragile ecosystem to the outside world.Accessibility has also helped upgrade health facilities, improve education and brought modern everyday necessities which were nearly non-existent in the past. With no knowledge or access to primary health care, locals mostly depended on traditional amchis healers. With modern medicine and better nutrition, most health indicators have improved.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101116/636b6fdd9c7e80680e060048jpeg.jpg" alt="" width="1500" height="1125"><figcaption> </figcaption></figure>Food was always a scarce during my Mustang childhood. Mules, horses, yaks, people and sometimes even goats had to travel for a week days to transport grain to the villages, making it expensive.Although we ate nutritious local produce like buckwheat, beans, wheat, potatoes and barley, the road has brought processed and packaged food. However, the road has also contributed to food security by bringing down the cost of grain and other essentials.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101116/636b6fe09c7e80680e060049jpeg.jpg" alt="" width="1500" height="1500"><figcaption> </figcaption></figure>One big change now is that the few local primary schools that did exist are now all closed. With increased income, locals prefer to send their children to Jomsom, Pokhara or even Kathmandu. Even so, education and exposure to the wider world has given Mustang’s youngsters a deeper understanding of the value of their cultural and natural heritage.Also adding to the exposure is the interaction with tourists, who come to Mustang to admire its unique cultural heritage and stunning scenery. This has allowed locals to realise that they are worth preserving, and has contributed to restoring pride in their way of life.However, development comes at a cost. With the road, there is now pressure on the region’s fragile ecology. Haphazard road construction has triggered landslides, and added sediment to the rivers. Drainage has been disrupted, creating water shortages as springs go dry. <a href="https://www.nepalitimes.com/banner/nepal-must-prepare-for-climate-migration/" target="_blank" rel="noopener">Climate breakdown</a> has exacerbated this crisis.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101116/636b6fe49c7e80680e06004ajpeg.jpg" alt="" width="2500" height="554"><figcaption> </figcaption></figure>Traffic will increase once the Kali Gandaki Corridor is upgraded to connect to the China border at Korala. 11-day trek is now a day’s drive in Nepal

<figure><img width="1400" height="663" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a52fe9c7e80680e052328jpeg.jpg" alt=""/><figcaption>Photo: PRAKASH SINGH</figcaption></figure>Last month Kalpana BK delivered a healthy newborn baby on the way to <a href="https://www.nepalitimes.com/banner/state-of-the-art-rural-hospital/" target="_blank" rel="noopener">Bayalpata Hospital in Achham</a>, but her placenta did not come out spontaneously. As a female community health volunteer, she was usually the one providing support for women before, during and after they give birth. But when the road to the hospital was blocked for nearly 10 hours by a landslide (above) she became <a href="http://archive.nepalitimes.com/article/nation/people-politics-placentas-child-delivery-complications,3922" target="_blank" rel="noopener">the emergency</a>, bleeding massively and was increasingly short of breath.Luckily, once she finally made it to the hospital near Sanfebagar, Kalpana BK’s retained placenta was removed and she was transfused with blood. Today she is recovering from her life-threatening post-partum haemorrhage. More recently at Bayalpata, a surgical team was preparing to perform an emergency caesarean section to save both the mother and foetus. But the surgery was delayed for 20 minutes because of lack of water needed for the surgical team to scrub in, protecting the patient and her baby against infections. The delay significantly heightened the risk that the two lives would be lost, not saved.Across Nepal, <a href="https://www.nepalitimes.com/opinion/nepals-silent-emergency-springs-going-dry/" target="_blank" rel="noopener">traditional springs are going dry</a>, and hospitals are also affected. Without adequate water, staff at health facilities are finding it increasingly difficult to maintain cleanliness and best practices for preventing infections. When this happens, hospital-acquired infections are likely to rise. <figure><img width="1500" height="712" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a53019c7e80680e052329jpeg.jpg" alt=""><figcaption> </figcaption></figure>Due to a combination of factors, such as <a href="https://www.nepalitimes.com/opinion/where-is-the-monsoon-this-year/" target="_blank" rel="noopener">lower rainfall</a> and <a href="https://www.nepalitimes.com/opinion/turning-on-the-heat/" target="_blank" rel="noopener">rising temperatures</a> caused by <a href="https://www.nepalitimes.com/banner/weather-warning-for-climate-meeting/" target="_blank" rel="noopener">climate change</a>, rampant construction of poor-designed roads, <a href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/" target="_blank" rel="noopener">deforestation</a>, overpopulation, overconsumption and inadequate maintenance of pipes and wells, Nepal’s mountains are suffering <a href="https://archive.nepalitimes.com/article/editorial/h20-shortage,3456" target="_blank" rel="noopener">water shortages</a>.Roads are supposed to improve access of patients to hospitals, but have themselves become killers in two ways. <a href="http://archive.nepalitimes.com/article/nation/accident-prone-Mugling-Narayangadi-highway,3828" target="_blank" rel="noopener">Haphazard construction triggers landslides</a> that endanger lives, and roads are blocked, delaying patients like Kalpana BK from reaching hospitals in time. These two recent examples of a landslide and water shortage in Achham reflect the adverse impacts of worsening environmental conditions on our health system and their possibly devastating impact on people who are already ill and often vulnerable. So-called ‘natural disasters’ actually have a strong connection to human decision-making and are frequently caused by <a href="https://www.nepalitimes.com/banner/nepals-deadly-roads-take-their-toll/" target="_blank" rel="noopener">reckless road construction</a> that does not pay sufficient attention to environmental factors.Navin Bhatt, staff physician at Bayalpata Hospital, says environmental degradation can undermine health care delivery: “Deforestation is one of the causes of landslides, which lead to roads being blocked, hampering the transportation of people who are ill to the hospital. Rising temperatures are resulting in more <a href="https://www.nepalitimes.com/banner/hisss/" target="_blank" rel="noopener">snake bite</a> cases. The quality of healthcare services is affected by environmental pollution.” The urgency to recognise that health and the environment are strongly connected is growing worldwide. To raise awareness about the issue and motivate grassroots solutions to these problems, the World Health Organisation announced in its ‘Ten threats to Global Health in 2019’ that <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" target="_blank" rel="noopener">air pollution</a> and <a href="https://www.nepalitimes.com/editorial/climate-climax/" target="_blank" rel="noopener">climate change</a> are the number one public health threats. Nepal Government officials at all levels, health workers, environmental experts and development partners need to collaborate with advocates for <a href="https://www.nepalitimes.com/banner/between-existence-and-extinction-in-nepal/" target="_blank" rel="noopener">ecological balance</a>. Only when we work hand-in-hand rather than in isolation, can we take tangible steps to prevent environmental damage and restore healthy and resilient ecosystems.   Bikash Gauchan is a doctor in Achham. Environmental destruction is a medical emergency

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
