For two decades, more than 100,000 refugees driven out of Bhutan lived in camps in Morang and Jhapa districts of Nepal.&nbsp; Bhutan's Lhotshampa Nepali-speaking ethnic community faced an uncertain future after Thimphu refused to take them back, and Nepal struggled with the growing responsibility of hosting such a large refugee population. In 2008, the United Nations High Commissioner for Refugees (UNHCR) launched its largest-ever resettlement program to address this humanitarian need, relocating the refugees across eight nations. The United States took 85% of the total, while much smaller numbers went to Canada, Australia, New Zealand, the UK, Norway, Denmark, and 355 found a new home here in The Netherlands. From countries with the highest mountains in the world, they had come to the lowest-lying country, and the resettlement has been considered a success, thanks partly to the tailored cultural and skills training offered, easing both cultural adaptation and economic integration.&nbsp; The people from Bhutan in The Netherlands are well-integrated, with many contributing actively to the Dutch economy. Ten entrepreneurs from Bhutan have opened or franchised ‘I Love Sushi’ restaurants, while others moved on to set up their own establishments.&nbsp; At least seven run Indian restaurants across the country (below). Industrial cities like Zaandam and Raalte have become a hub for those from Bhutan resettled here. Some youngsters are engineers, others are pursuing higher studies at Dutch universities. Despite the success of the resettlement program, challenges remain. Roughly 7,000 of the refugees, mostly the elderly, still live in Nepal, hoping one day to go back to their homeland.&nbsp; The corruption scandal in Nepal in 2023 in which senior government officials and human traffickers were convicted for trying to smuggle Nepalis to the United States on fake refugee certificates in return for up to Rs5 million each, cast a heavy shadow over the community. “The impact of this scandal on genuine Bhutanese refugees is profound,” human rights activist Ram Karki told us (see profile below). “It further eroded their trust in the host government and hope for a better future.”&nbsp; Due to ongoing legal proceedings against those involved, refugees still left in the camps do not have access to relief supplies.&nbsp; Karki adds, “Their 5-year refugee identity cards have yet to be renewed, and their travel abroad has been halted as the Nepal government has stopped issuing travel documents.” &nbsp;&nbsp; <h2>Lalit and Mamta</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241123021156_63f5e4cb9de7b2189cb4b97eeda818a1c5e13774b4765a3f2cbac3887ae50ccf.jpg" data-media-id="editor_0" data-image-id="20241123021156_63f5e4cb9de7b2189cb4b97eeda818a1c5e13774b4765a3f2cbac3887ae50ccf" data-rendition-name="original" width="960" height="1280" loading="lazy" alt="From the Himalaya to Holland"> <figcaption>Photo: UTTAM KAFLE</figcaption> </figure>  Diners had filled up the terrace of Mamta Indian Tandoori &amp; Curry Restaurant on the lakeside of Harderwijk one recent unusually warm evening. A group of young Dutch guests were celebrating a bachelors' party with drinks and snacks. A family visiting the City Museum ordered curry, rice and nan. An elderly couple asked for wine and a plate of samosa. Restaurant owners Lalit and Mamta Basnet were busy preparing the orders. &nbsp; Visitors checking out the menu could be excused for thinking Mamta is a typical Indian tandoori restaurant. But Lalit and Mamta are refugees from Bhutan who spent 15 years in camps in Nepal before being resettled in The Netherlands two decades ago.&nbsp; They have built a successful &nbsp;business in a popular lakeside area of Gelderland province, and they are not the only successful refugees from Bhutan based here.&nbsp; Lalit was 12 years old when his family was evicted from Bhutan, and taken in Indian lorries to the Nepal border and dumped there. &nbsp; “My dad came to fetch me from the hostel I was staying in,” Lalit recalls. “We were packed into trucks with other villagers and taken across the Nepal border to Kakarbhita. I had no clue what was going on, and actually enjoyed the adventure.” But soon Lalit’s excitement turned into anxiety, he was among tens of thousands Lhotshampa forcibly removed from Bhutan in the late 1980s and early 1990s, and housed in refugee camps in Nepal's Jhapa and Morang districts.&nbsp; “I first stayed in Maidhar camp. Many people died there from disease,” Lalit relates. “We would see dead bodies being carried away to the river for cremation. We felt we could all die at any time – I still feel traumatised by that.”&nbsp; Lalit's family was later moved to Beldangi III camp where conditions improved because of aid from agencies like Caritas, LWF Nepal, Nepal Red Cross Society, Save the Children, and UNHCR.&nbsp; Lalit and Mamta met in Class 8 at a refugee school. They fell in love, but she was going through a hard time because both her parents had died from lack of medical care. Mamta says, “My siblings and I were raised by our aunt and grandmother. We had no idea what our future would be like.” Thanks to a scholarship from LWF Nepal, Lalit received a good education. Most other refugees could not go to school outside the camps because they needed citizenship papers.&nbsp; Lalit ended up as an asylum seeker in The Netherlands in 2004, and started out in Zwolle with a good support network and free language classes.&nbsp; When Mamta joined a year later, he worked as a cook at an Indian restaurant. Their two sons are also in Holland, one has now started a company for kitchen renovations and the other is in medical school. Once their language skills improved, the couple registered their own company. At that time refugees could apply for an interest-free loan of €35,000, to be paid back in five years.&nbsp; Lalit did some market research and found that Harderwijk, a historical Hanseatic town with an impressive waterfront, would be their best option.&nbsp; The entrepreneurial couple started out in 2008 with their first small place, and quickly learned that the local clientele had little interest in momo and noodles.&nbsp; With the help of an Indian cook, the menu expanded to tandoori and curry dishes (“without beef”). A few years later the Basnets were able to buy the current property on the recently renovated waterfront.&nbsp; They survived the Covid crisis and soon found that apart from locals, many people from surrounding towns were travelling to find their restaurant which stocks Kingfisher beer from India and Khukri rum from Nepal.&nbsp; “It’s mostly word of mouth publicity,” says a modest Lalit. Mamta adds, “If you like this line of work, it’s great. Talking to people, making them happy. It has to come from the heart, it shouldn’t be about making money. Dutch people are kindhearted. Our guests are happy.” &nbsp; It is no surprise then that Mamta Indian Tandoori &amp; Curry Restaurant scores an 8.8 on Tripadvisor from over 500 reviews.&nbsp; The Basnets have little time for socialising. Most of their free time is used to travel to the United States where Mamta’s ex-refugee siblings from Bhutan were resettled. As much as possible, Dasain and Tihar are celebrated together with others from Bhutan now based in The Netherlands.&nbsp; Do they still dream of one day returning to their homeland? “That hope has vanished,” admits Lalit, “most of us from Bhutan now dream of staying in the West.”&nbsp; Mamta nods: “I would love to go for a visit, but this is the place we want to be. That pretty much sums up the life of Ram Karki from Bhutan in his new home at The Hague.&nbsp; Last August, the human rights activist addressed high-ranking officials from Bhutan at a United Nations meeting in Geneva. It was the first time a former refugee from Bhutan had confronted an official from the home country directly at the UN.&nbsp; Karki urged his former government to grant “immediate and unconditional amnesty to all political prisoners”, and called for the repatriation of Bhutan’s exiles wishing to return home. He also demanded that former citizens be allowed to visit Bhutan on tourist visas. A few months before the Geneva event, Karki had stood outside the International Court of Justice at The Hague, holding a sign that read, ‘There is no Gross National Happiness in Bhutan’. Photo: GCRPPB(Photo: Shristi Karki)</figcaption> </figure>  When not campaigning, 54-year-old Karki is busy managing the Himalayan restaurant, a cosy nook nestled in a narrow alleyway of the Dutch capital.&nbsp; “When my wife Jamuna and I opened this place in 2006, we were the only Indian restaurant around. Now there are over 50, and competition is fierce,” says Karki, a father of two. The restaurant was mostly closed during the Covid pandemic, but he used the time well to obtain a Master’s in Sociology. The Himalayan offers a mix of Indian, Nepali and Bhutanese cuisine. Karki’s day often extends well past midnight, as he prepares for virtual meetings to coordinate human rights advocacy efforts across different time zones.&nbsp; “It’s not an easy business,” admits the activist/restaurateur, crediting his wife and dedicated staff for helping him keep it afloat. “But I need to provide for my family and fund my human rights campaign.” Karki’s journey began in 1990 when he fled Bhutan after friends were arrested for opposing the Druk regime’s discriminatory laws. From India, he helped organise peaceful protests, including a demonstration where 25,000 protesters were met with gunfire from the Royal Bhutan Army.&nbsp; When Lhotshampa refugees began arriving in Nepal, Karki helped establish the first refugee camp in Maidhar of Jhapa district. In 2002, Karki came to The Netherlands, where he attended a human rights conference and sought asylum.&nbsp; “I chose The Netherlands because of its commitment to human rights, being home to the International Court of Justice and a voice in the EU and UN,” he explains. Learning Dutch was difficult at first, and getting his citizenship documents, Karki together with his wife opened the Himalayan restaurant in 2007.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024112303110_9c73eb5e084793462ea654079e42d9260913258682edc2f86b028b6cfe60eb9b.jpg" data-media-id="editor_3" data-image-id="2024112303110_9c73eb5e084793462ea654079e42d9260913258682edc2f86b028b6cfe60eb9b" data-rendition-name="original" width="765" height="1020" loading="lazy" alt="From the Himalaya to Holland"> <figcaption>Karki's Himalayan restaurant.</figcaption> </figure>  As the Bhutan refugee resettlement program gained momentum, Karki played a vital role in helping 355 exiled compatriots find a new home in The Netherlands. Not one to rest on his laurels, Karki organised the newcomers into the Bhutanese Community in the Netherlands (BCN), becoming a mentor to aspiring restaurant owners.&nbsp; “Some call me their guru,” he smiles. “Yes, a few of them worked here before starting their own restaurants. But we all share what we know, and sometimes small loans.” One of Karki’s ongoing battles is for fair treatment of elderly refugees in the Dutch ‘inburgering’ process, a mandatory integration course for citizenship. Refugees who fail the language test cannot apply for full citizenship, with few exemptions granted for those with documented medical conditions.&nbsp; “Twenty elderly Bhutanese, including my illiterate parents-in-law, haven’t passed the test and are still without citizenship. This limits their ability to travel to places where visas are required,” Karki explains.&nbsp; The campaigner led a delegation of elderly refugees from Bhutan to the Dutch Parliament to push for change. “Many have family in the US and they are unable to visit. There’s a psychological aspect, too—they want to die as full citizens of their new country. Since the Dutch government invited them, they should grant elderly from Bhutan full citizenship rights.” What keeps Karki going? “Some of the friends I campaigned with in 1990 are still in prison back home. That pain drives me every day. I am leading a good life here in Holland, while they continue to suffer.”

Beijing is in the news in Nepal because of Prime Minister K P Oli’s forthcoming visit to China next week. But this year also marks nearly 30 years since 189 countries signed the Beijing Declaration and Platform for Action to advance <a href="https://nepalitimes.com/editorial/quality-of-equality-for-women">equality for women</a>. Next March in New York, the 69th session of the United Nations Commission on the Status of Women will review progress since 1995. Since then, women have taken great strides in achieving equality, but these achievements are now being undermined by the climate crisis, the rise of populism, increasing political polarisation, and the double-edged sword of algorithm-driven online content. “Beijing was a platform that we would not get in this day and age, what was agreed to in 1995 was unparalleled,” admitted Regional Director of UN Women Christine Arab during a Beijing +30 ministerial review in Bangkok last week. “If we held the same meeting today, we simply wouldn't get the agreement we did then. For example, the adult female literacy rate in 1995 in South Asia was just 36%. Today, it has nearly doubled at 69.5%, and even better at 91.47% for females aged 15–24. Nepal went from 25% in 1991 to 69.4% in 2021.&nbsp; However, women are bearing the brunt of climate breakdown in the most vulnerable countries like Nepal. Harvest failures and disasters risk reversing gains in poverty reduction, and has even <a href="https://nepalitimes.com/banner/how-the-climate-crisis-adds-to-child-marriage-in-nepal">slowed progress in preventing child marriage</a>, and led to an increase in girls trafficking. Climate change-induced water scarcity has <a href="https://nepalitimes.com/editorial/women-and-water">increased the drudgery of rural women</a>. And too much water in monsoon puts everyone at risk, and as we saw with the floods in September women and children are disproportionately affected.&nbsp; Sharmeen S Murshed, adviser to the Bangladesh government told the Bangkok meeting &nbsp;that the climate crisis has “feminised families”, further jeopardising the lives of women and children.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241126141124_66810bcd32f0bee88a630976ede6d6dd7752ed82f87f54ff1013a8c69d258bfe.jpg" data-media-id="editor_4" data-image-id="20241126141124_66810bcd32f0bee88a630976ede6d6dd7752ed82f87f54ff1013a8c69d258bfe" data-rendition-name="original" width="4000" height="3000" loading="lazy" alt="Beijing +30"> <figcaption>Sharmeen S Murshed says the climate crisis has feminised families. Photo: SONIA AWALE</figcaption> </figure>  Women’s participation in the labour force is not highlighted enough, although the expansion of small and medium enterprises as well as microfinance in Nepal and South Asia has helped at the grassroots. Of the 71.5% of Nepal’s 30 million population who are of working age, 11.53 million are female as opposed to 9.2 million males. <a href="https://nepalitimes.com/opinion/uneven-pandemic-impact-on-nepali-women">Most of the women are in the informal sector</a> or engaged in unpaid household work. The Covid pandemic exposed the limitations of the informal sector while also bringing the focus on the care economy, and increasing the burden on women as they try to balance both home and work, and in some cases miss out on opportunities as a result. Colloquially called household chores, from cooking, washing, and cleaning to child and elderly care, they are not even considered ‘real work’. Last year on 8 March International Women’s Day, Nepali Times set out to put a <a href="https://nepalitimes.com/here-now/a-homemaker-s-worth">monetary value to the work homemakers do daily</a>. We calculated that if women were to be paid based on current market rates, they would be the highest earners in an average Nepali family. Every year, 25 November marks the beginning of the 16 Days of Activism against <a href="https://nepalitimes.com/opinion/using-numbers-to-fight-gender-based-violence">Gender-Based Violence (GBV)</a>, concluding on International Human Rights Day on 10 December. As a nationwide public opinion poll shows most Nepalis say the biggest challenge for women is safety and security in society and within the home.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241126141124_f235b80380b28b79ff7b72753de468e775630d469197834f340e6343a6a3bee1.jpg" data-media-id="editor_8" data-image-id="20241126141124_f235b80380b28b79ff7b72753de468e775630d469197834f340e6343a6a3bee1" data-rendition-name="original" width="1824" height="986" loading="lazy" alt="Beijing +30"> </figure>  The <a href="https://nepalitimes.com/opinion/not-just-16-days-against-gender-based-violence">legislation around violence against women and girls</a> has improved, but new challenges have emerged with cyber bullying and online abuse. Also concerning is the pushback from governments on <a href="https://nepalitimes.com/banner/can-nepal-elections-change-its-male-stream-politics">women’s representation in politics</a> and the civil service. While the Constitution of Nepal mandates that women should make up 33% of MPs and 40% of local representatives, electoral alliances in the 2022 elections meant those numbers were not met. The ruling coalition now wants to do away with proportional representation, even though they were using this quota provision by nominating token women. Women with disabilities and those from marginalised communities are further down when it comes to their participation in politics and <a href="https://nepalitimes.com/here-now/reaffirming-affirmative-action">civil service</a>.&nbsp; The UN’s Sustainable Development Goals (SDGs) are supposed to be met by 2030, and there is too much left to do in light of new global challenges. Although only Goal 5 directly addresses gender justice, it is also true that no other goal can be met without achieving true equality and equity.&nbsp; Sonia Awale in Bangkok&nbsp;

This excerpt from the essay के नेपाल सानो छ? (Is Nepal Small?) by poet Laxmi Prasad Devkota that most Nepali students have to learn in school, alludes to treasures of Nepali literature that remain hidden because people are too busy trying to survive.&nbsp; While Devkota’s dialectic may still be true, Nepali writers like Samyak Shertok are taking their literature to international platforms and giving it global recognition. This debut collection is an absolute marvel.’ Shertok’s poems immerse themselves in the idea of a mother language, of motherhood, home, ongoingness and his relationship with them, leaving behind a part of himself in each poem. His poems have a haunting grief and memories, and leave food for the soul to dwell upon. “Poems are a permanent home that I can always return to,” Shertok told us in a zoom call. He moved to the United States to pursue a psychology major as an undergraduate which he completed in 2011 from Brigham Young University, and has been there since. Samyak was born Shertok Lama, the youngest child in a Tamang family from Yurung village of Sindhupalchok district. He had always thought a poet had to be someone senior with a PhD, or a long white beard like Nepali poet Lekhnath Paudyal or the Bengali Nobel Prize winner Rabindranath Tagore. ‘Samyak’ means the Buddha’s middle way and ‘Shertok’ is the Tamang word for a golden steeple. Nepaliness is a recurring theme in Samyak’s verse, but he has a fraught relationship with his motherland. As someone from an indigenous community, Shertok grew up feeling stereotyped and judged which is why he opted for a surname that would not denote his ethnicity. He was eight when his older brother recited the poem he had written himself while walking to their school, an hour across mountain paths from his home. “The poem my older brother wrote was about love and destiny. He explains: “I believe my Ama is a lived poet. She doesn't know about poets, or how to write poems, but she naturally comes up with her own phrases that are poetic and deeply meaningful.” By Grade 11, Shertok was writing poems mostly in Nepali, but also English. He was prolific, penning short stories, essays, ghazals and managed to impress another <a href="https://nepalitimes.com/news/writing-about-nepal-from-afar">US-based Nepali writer Samrat Upadhyay</a> and publisher <a href="https://nepalitimes.com/news/a-novelist-talks-to-his-translator">Ajit Baral of Fineprint</a> when he won the Writing Nepal competition organised by Lalit. "Samyak Shertok is a poet of great nuance and emotional depth," says Upadhyay who was the judge of the Lalit contest. "Even then I had been wowed by the poetry in Samyak’s prose, and it’s no wonder he’s emerged as a poet of considerable power now." He adds: "The fact that Samyak’s poetry is speaking to a diverse and international audience is evident in his numerous publications and awards. The Donald Hall Prize is a big deal. It boasts of many illustrious poets as its previous winners, such as Angela Ball and Reginald Shepherd. Samyak’s win is a win for Nepalis all over the world." Shertok struggled to adjust to a new culture and milieu. He did not feel like he belonged, and strived to feel appreciated. He finally had a MFA in poetry, but no job. “Poetry as a career is never fully secure, there is a compulsion to financially depend on something else,” says Shertok who now teaches poetry to students in Hendrix College in Arkansas. While he has been reading and writing poetry for most of his life, writing still does not get any easier for Shertok. “With practice, devotion and dedication, one might get better at techniques but writing a poem means starting from nothing,” adds Shertok, who is now working on his second book collection. “Something more challenging is to not repeat what I’ve already done in my previous poem.” While he still likes to explore different literary forms, poetry provides him ample room to explore life, living and longing. Even Shertok’s spoken words, carried over from the other side of the planet over Zoom is versified: “Each poem is a being. A poem begins with a haunting, and ends when you are able to release the haunt.”&nbsp;

Finding a permanent home in poetry

Shyam Lama had just fallen asleep on the early morning of 28 September when he heard a loud bang outside his shop on the side of the highway in Dhading, 15km from Kathmandu. It had been r<a href="https://nepalitimes.com/news/60-dead-64-missing-in-nepal-floods">aining incessantly for two days</a>, landslips and fallen trees had blocked the Kathmandu-Mugling highway. Many buses were stranded, and some of them were parked at a bend on the road in Jhyaple Khola, waiting for the debris to be cleared. The bang that Lama heard was another landslide from the mountain above falling near his shop and covering the highway with 4m of mud and stones. Some of the buses were damaged, and injured passengers were running for safety in the darkness and pouring rain. In the light of dawn, they could see the damaged buses heading to Kathmandu from the west. But it was not till later in the day that Lama and some of the other rescuers saw the top of another bus sticking out of the mud.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241008141044_a0b528829a4230da6b7b26102a42f0a061de6c26a4fb1d1e201dabfcfc647519.jpg" data-media-id="editor_1" data-image-id="20241008141044_a0b528829a4230da6b7b26102a42f0a061de6c26a4fb1d1e201dabfcfc647519" data-rendition-name="original" width="5726" height="3817" loading="lazy" alt="jhyaple khola landslides"> <figcaption>Photos: SUMAN NEPALI(Photo: suman)</figcaption> </figure>  They dug through the slush to find 11 bodies. But then they spotted the tyre of another vehicle, then a van. Altogether 35 passengers perished that night in the three buses heading to Kathmandu from Chitwan, Butwal and Gorkha.&nbsp; “The buses were all stuck because the highway was blocked, and the landslide fell and buried them with the passengers sleeping inside,” Lama says. “If the debris up the road had been cleared in time, the buses would have been able to continue on to Kathmandu.” Read also: <a href="https://nepalitimes.com/multimedia/a-flood-of-tears-on-the-rosi">A flood of tears on the Rosi</a>, Archana Darji Archana Koirala runs a convenience store nearby, and was also awoken by muffled shouts for help almost drowned out by the sound of the rain on the tin roof. “In the darkness, I saw people escaping from two buses, some of them injured and covered in blood,” recalls Koirala. “I gathered up my little girls and ran for my life.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241008141044_ec79cc7198b54bad77c3f03bc1420ea64cb6776eaaec29581209614194b862fa.jpg" data-media-id="editor_3" data-image-id="20241008141044_ec79cc7198b54bad77c3f03bc1420ea64cb6776eaaec29581209614194b862fa" data-rendition-name="original" width="5680" height="3787" loading="lazy" alt="jhyaple khola landslides"> </figure>  Another shop owner Ajita Tamang, heard the landslide coming down and nearly burying her house. She ran with her mother to the nearby woods. Her shop did not survive. Krishna Tamang heard the sound of a bus windshield shattering, and went outside to check. &nbsp;He saw one of the buses half-buried in debris before it disappeared before his eyes, swallowed up by a fresh wave of mud. Unable to do anything to help, he ran up the mountain to save his own life.&nbsp; Shop owners and residents in Jhyaple Khola say that the landslide was so massive and came down so suddenly that the passengers in the vehicles probably did not even know what hit them. A week later, the mangled mass of the three buses are all that remain on the roadside, and excavators were trying to open the road for the expected heavy Dasain traffic on the arterial highway that connects Kathmandu to western Nepal. A visit to the site shows the mountain above scarred by open red wounds of landslides. The biggest slope failure originates in a local road about 100m above the highway and has brought down debris that was just dumped over the edge by bulldozers. <a href="https://nepalitimes.com/opinion/flood-of-despair">When the record-breaking rain came</a>, the mud turned into paste and raced down the mountain carrying tree trunks and large stones. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241008141044_64f6af7e300ed517f6bd161491a69d85706caed35839cfeee7c87e6671a8fdc3.png" data-media-id="editor_5" data-image-id="20241008141044_64f6af7e300ed517f6bd161491a69d85706caed35839cfeee7c87e6671a8fdc3" data-rendition-name="original" width="1320" height="1346" loading="lazy" alt="jhyaple khola landslides"> <figcaption>The bend on the highway where the landslide, triggered by a sub-standard road up the mountain buried three buses, killing 35 people on the night of 28 September. Photo: SOCIAL MEDIA(Photo: Sonia Awale)</figcaption> </figure>  Typically, Dasain is the busiest time of year for businesses along the highway in Jhyaple Khola as people leave Kathmandu by busloads to get home for the festival. “We do not stay here for long anymore, we are already home before the sun sets,” says Krishna Tamang. “We fear another landslide will hit us at any time.” In July, a debris flow <a href="https://nepalitimes.com/here-now/100-101-102-hh5uvzf9">swept two intercity buses into the Trisuli River</a> along the Mugling-Narayangad Highway 60km west of here. Of the 62 passengers on the two buses, only three were able to swim to safety. Search and rescue teams recovered 27 passengers from the river in the aftermath of the landslide, but neither the buses nor the rest of the passengers have been found.&nbsp; A committee formed by the government to investigate the Simaltal disaster concluded that a new local road constructed farther up the mountain was <a href="https://nepalitimes.com/opinion/managing-the-monsoon">mainly responsible for the debris flow</a>. The Jhyaple Khola mudslide was a repeat of the July disaster. Locals in Dhading say that the Department of Roads had just completed the retaining wall, and the debris from the excavation done to construct the road had piled up, which the rain swept down to the highway below.&nbsp; Similar unplanned roads constructed further above in Nagdhunga have also clogged up the culverts, which remain uncleared.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241008141044_d46e7f612ce53b0c3133219a36ab81c5ef8f7494dc002452580c086d70028652.jpg" data-media-id="editor_8" data-image-id="20241008141044_d46e7f612ce53b0c3133219a36ab81c5ef8f7494dc002452580c086d70028652" data-rendition-name="original" width="2340" height="1560" loading="lazy" alt="jhyaple khola landslides"> <figcaption>Photo: SUMAN NEPALI(Photo: Sonia Awale)</figcaption> </figure>  “This disaster occurred because of the locally elected representatives, the Road Department and the contractors,” says local business owner Shyam Kumar Lama. “<a href="https://nepalitimes.com/editorial/when-it-rains-it-pours-ksqprbu3">You cannot blame it on a natural disaster</a>." “They keep tearing down the retaining walls to build haphazard roads, and replace them with brick walls,” adds Lama. “How is a barely one-foot-thick wall going to stop a landslide?” Geologist Sri Kamal Dwivedi says that the Department of Roads has not heeded the geological risks in excavations for road expansion across the country. “The soil above Jhyaple Khola was loosened by torrential rain, causing a high-speed debris flow onto the highway below,” &nbsp;explains Dwivedi. “Additionally, the possibility of disasters like landslides increases when slopes are cut to make way for road expansion.” Transport expert Kamal Pandey says that disasters like the ones in Simaltal and Jhyaple Khola happen frequently because environmental risks are ignored during investments in road expansion. Read also: <a href="https://nepalitimes.com/news/the-revenge-of-the-rivers">The revenge of the rivers</a>, Shamshad Ahmad “New roads are dug up like it is some kind of competition,” says Pandey. “But as long as unmanaged excavation continues without plans in place to mitigate landslides, disasters like the one at Jhyaple Khola will continue to happen.” Indeed, this is not the first time a disaster of this scale has struck in Jhyaple Khola. In 2001, a similar debris flow from higher up the hill buried a vehicle on the highway below, killing nine people.&nbsp; Landslides of smaller scales occur in the area every monsoon, but they do not make it to the news. But even as they are used to the frequent landslides, there is now a new kind of fear among residents.&nbsp; “I am overcome with terror every time I look up to the overcast sky,” says Shyam Lama. “We will never be safe in this place as long as the mountains keep falling on top of us.” &nbsp;

Nepal now generates a surplus of electricity and it is all from renewable hydropower. Nearly half the country is under forest cover. Despite meeting these decarbonisation goals, Nepal’s hydropower plants are threatened by increased risk due to climate impact.&nbsp; Till <a href="https://nepalitimes.com/editorial/when-it-rains-it-pours-ksqprbu3">28 September</a>, Nepal was <a href="https://nepalitimes.com/news/india-nepal-sign-power-exchange-deal">exporting just over 1,000MW</a> of electricity to power-hungry India, when flash floods and landslides unleashed by historically heavy rains damaged over 30 hydropower plants across the country, temporarily <a href="https://nepalitimes.com/news/power-to-the-people">slashing nearly half the power generation.</a> The 456MW Upper Tamakosi in Dolakha was the hardest hit and it will take six months and Rs2 billion to repair. This has significantly reduced exports as well as domestic generation. Two months later, Nepal has still not been unable to fully keep its export commitment, and is actually paying Rs100 million in fines to India. Thirty-seven existing and under construction projects under the Independent Power Producers' Association Nepal (IPPAN) suffered Rs2.5 billion in damage. One of them is the 22MW Bagmati project in Makwanpur which was almost completely buried in flood debris. Even before <a href="https://nepalitimes.com/news/60-dead-64-missing-in-nepal-floods">record-breaking rain in September</a>, 15 other hydropower projects had been damaged by floods. Last year, floods caused by heavy localised rain damaged 28 hydropower plants. World governments met in Baku for COP29 to discuss the Loss &amp; Damage Fund and the Adaptation Fund, but for countries like Nepal the commas and brackets are meaningless until they are turned into $ and €. And likelihood of adequate compensation for climate-related damage is a long way off, if ever. Nepal’s national strategy is to use its vast hydropower resource as clean energy to spur economic growth, job creation, and boost export revenue. But the plants are located in narrow Himalayan valleys prone to landslides and floods even at the best of times. Now, those <a href="https://nepalitimes.com/opinion/comment/changing-climate-for-investment-in-nepal">risks have been heightened by weather extremes</a> due to climate breakdown. At present, Nepal generates over 3,300MW of clean hydropower, and the target is to reach 12,700MW in the next five years. Projects equivalent to 6,000MW are under construction or ready to start. The Ministry of Energy, Water Resources and Irrigation has an Energy Development Roadmap and Action Plan with the target of producing 28,500MW by 2035 by when more than half of it will be exported.&nbsp; “The climate crisis will further change the rainfall patterns making hydropower generation a big question mark in the future,” Manjeet Dhakal in Baku, who is also the Nepali adviser to the LDC Chair at the United Nations Framework Convention on Climate Change (UNFCCC). “We are building hydropower projects on rivers without evaluating risk. This whole process needs to be reviewed and reconsidered.” The report of the National Adaptation Plan published by the Ministry of Forest and Environment last year mentions that hydropower production, transmission and distribution will be at risk from flash floods, debris flows, glacial lake outbursts and rising temperatures.&nbsp; This risk is not confined to Nepal. Average global temperatures have increased by 1.3°C compared to the pre-industrial era. Worse, the Himalayan mountains are warming faster than the global average by 0.7°C because of elevation-dependent warming. A study conducted by our own Department of Hydrology and Meteorology in 2017 showed that the average temperature in Nepal has increased in the last four decades. Photo: RSS</figcaption> </figure>  Increased atmospheric temperatures has made the monsoon rains more erratic. It does not rain when it is supposed to, and it comes down in torrents when it is not supposed to. The September floods happened two weeks after the monsoon was supposed to retreat from central Nepal. Kathmandu Valley received half its annual precipitation in just over a day. &nbsp; Winter precipitation has also failed, especially in the high mountains and trans-Himalayan valleys. Thirteen of the past 19 years experienced winter drought. This impacts on dry season flows of the rivers, reducing hydropower generation. Nepal’s power capacity normally goes down by one-fourth during winter, but the gap is widening. The Kabeli corridor could only generate 20MW November-March even though plants there have an installed capacity of 200MW. Similarly, Upper Tamakosi only produced 65MW at most against its 456MW capacity last winter. The Nepal Electricity Authority (NEA) pays producers double the price for winter electricity, Rs8.40 per unit. Even though winter operation is highly profitable the rivers run low and NEA has to import from India to meet the winter demand. “This is not just a weather problem but a serious challenge also for the country's energy future, good climate-friendly design should be combined with policy and effective implementation,” says Subarna Das Shrestha, a hydropower investor and CEO of Sanima Mai Hydropower. “Insurance premiums have gone up as well, and settlement for damage is not timely.” <a href="https://nepalitimes.com/opinion/climate-risk-to-hydropower-investment">Hydropower investment</a> at one time was regarded as having a high rate of return. Now, some investors have become <a href="https://nepalitimes.com/banner/climate-smarter-himalayan-infrastructure">wary of the risks involved</a>. Says IPPAN’s Uttam Blon Lama: “Hydropower projects expected to give stable returns are now looking risky. Not only is climate adaptation design and planning expensive, but future repair and maintenance costs will also skyrocket.” Nepal has only one storage type dam <a href="https://nepalitimes.com/multimedia/rivers-be-dammed">in Kulekhani</a> and another one is being built in <a href="https://nepalitimes.com/multimedia/missing-pieces-of-the-hydropower-jigsaw">Tanahu</a>, but they are also at risk. In September, the sluice gates of Kulekhani Dam had to be opened causing loss of life and destruction downstream. Nepal has to learn lessons from the deadly collapse of the $1 billion <a href="https://nepalitimes.com/news/sikkim-flood-is-warning-to-nepal">Chungthang Dam in Sikkim</a> in October 2023 cause by a glacial lake burst. Glacial Lake Outburst Floods (GLOFs) in Nepal pose potentially catastrophic risk to infrastructure. The <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">Thame flood in August</a> was a relatively minor debris flow that damaged half of this village in the Everest region when <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">two glacial lakes at 4,760m burst</a>. Luckily there was no loss of life. Of the <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">47 high-risk glacial lakes</a> in the eastern Nepal Himalaya, 21 are in Nepal and the rest are in rivers in China that are tributaries of the Arun and Bhote Kosi where Nepal has major hydropower plants under construction, or planned.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241123021128_b596cd8520c57a6c5476031e7a3ea6510f26b464c4d5351d2bc10f6f7d6b70d8.jpg" data-media-id="editor_14" data-image-id="20241123021128_b596cd8520c57a6c5476031e7a3ea6510f26b464c4d5351d2bc10f6f7d6b70d8" data-rendition-name="original" width="871" height="648" loading="lazy" alt="Page 10-11 map #1236 NT"> </figure>  Global temperature rise is accelerating the melting of Himalayan snow and ice, increasing the <a href="https://nepalitimes.com/here-now/living-below-nepal-s-melting-mountains">number and size of glacial lakes</a> so that we do not even have names for them. Imja Tso did not even exist in the old trekking maps until 25 years ago, but is now a 2km long lake. “Natural moraine dams in the mountains are weak, and the projects downstream can face major destruction if they burst, and the risk will only increase in future,” warns climatologist Arun Bhakta Shrestha at the <a href="https://www.icimod.org/">International Centre for Integrated Mountain Development (ICIMOD)</a>. <a href="https://nepalitimes.com/here-now/terrifying-assessment-of-a-himalayan-melting">An ICIMOD assessment in 2019</a> projected that if present heating trends continue, as they probably will, the Himalaya will lose two-thirds of our glaciers by the end of this century. “Generally speaking, hydropower developers hand over the project to the government after 30 years but by that time given the climate risks, they may not be an asset anymore,” says Manjeet Dhakal. Indeed, the cascade of expensive projects India is building on the Arun River are supposed to be handed back to Nepal in 25 years, but there is a big ‘if’ about whether they will survive that long. &nbsp;&nbsp; Planning of hydropower projects is still based on historical hydrological data, and does not take into account future temperature rise and its consequences. Investors, on the other hand, say that planning hydropower projects with climate components would make them even more expensive.&nbsp; “It’s not that we aren’t preparing for climate risk, we design keeping in mind the once-in-100-year flood,” says Blon of IPPAN. “But if we start designing based on once in 1,000 years flood, the cost would be so high that we won’t be able to build them at all.” Nonetheless, Subarna Das Shrestha of Sanima Mai Hydropower says that there is no option but to go for climate smart infrastructure despite the higher cost. Sanima Mai's powerhouse, for example, is completely underground. The strategy could also be to spread the risk by building less expensive plants located on rivers all over the country. Nepal is also diversifying away from its sole reliance on hydroelectricity, which at present supplies 92% of the power in the grid. Right climate for Nepal’s energy transition

Earlier this month, Nepal received Rs1.6 billion from the World Bank as part of its <a href="https://nepalitimes.com/news/will-nepal-ever-be-paid-for-saving-trees">Forest Carbon Partnership Facility (FCPF)</a>, rewarding the country for increasing its carbon sink capacity. Nepal is the first in South Asia to benefit from this facility, and it is specifically to recompense the country for increasing forest cover in 13 Tarai districts between 2018-2024. “We are also trying to get another Rs13 billion from the facility while also preparing for free market-based carbon trading in the international market,” says Nabaraj Pudasaini of the REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) Implementation Centre. Big emitters of greenhouse gases are under pressure to reduce their carbon emissions, and many have signed agreements to do so by investing in decarbonisation projects in developing countries. Countries that emit more than a specified amount of carbon would be able to buy emission rights from countries that emit less. Nepal is internationally known for its community forestry program which has been largely credited for <a href="https://nepalitimes.com/banner/tree-mendous">increasing tree cover to over 45%</a> in less than three decades. But this achievement had not been adequately recognised or rewarded internationally before. Forests, especially in the tropics, absorb and store large amounts of carbon while releasing oxygen in a process known as photosynthesis. <a href="https://www.fao.org/forest-resources-assessment/en/">Preventing deforestation</a> and increasing canopy cover is considered a much more achievable goal than reducing emission in the scale necessary to limit global average temperature to 1.5°C above pre-industrial levels. COP11 in Montreal in 2005 first proposed reducing carbon emissions by improving forest quality by halting degradation. By 2015, a new mechanism of financial assistance was created to help less developed countries with sustainable management of forests <a href="https://www.un-redd.org/">(called REDD+)</a>. Under this new mechanism, countries receive aid based on their efforts to prevent forest degradation and increase carbon sink, and in 2021 the World Bank was entrusted with implementing it. Nepal’s FCPF receipt this month was calculated on the basis of 2.4 million tons of carbon stored at a rate of $5 per ton. In the second phase, Nepal will receive more than Rs4 billion within the next year for storing an additional 7 million tons of carbon. Eighty per cent of this amount obtained from carbon trading needs to be spent on local beneficiaries and indigenous communities.&nbsp; But carbon trading is not easy, Nepal needs to prove that protected forests will not be destroyed in future.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16.jpg" data-media-id="editor_4" data-image-id="20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="Greenbacks for greenery NT "> <figcaption>Photo: KUNDA DIXIT</figcaption> </figure>  Explains carbon trading expert Yugan Manandhar. “Forests should be handed over to the community and shown that they are managed sustainably. Proving this will be particularly challenging; forest encroachment and degradation is rife in the Tarai.” <a href="https://nepalitimes.com/multimedia/nepal-is-going-up-in-smoke">Deliberate forest fires</a> have also added to the challenge because they increase carbon emissions and reduce the sink capacity of forests. The basis for the amount that Nepal received was set five years ago by calculating the carbon reserves of forests in the 13 Tarai districts. In the meantime, sustainable forest management, tree plantation, forest destruction and erosion control were prioritised to increase carbon reserves in those forests. Nepal is signing another carbon trading agreement during the ongoing Baku climate conference. The <a href="https://www.leafcoalition.org/">Lowering Emissions by Accelerating Forest finance (LEAF Coalition) </a>proposes to sell the carbon stored in the forests of Bagmati, Gandaki and Lumbini provinces. For this, Nepal signed the letter of intent three years ago at COP26 in Glasgow. The target is to store 70 million tons of carbon in 32 million hectares of forest in the three provinces per which Nepal will receive Rs13 billion in four years at $10 per ton with provisions to increase the rate if various conditions are met. However, the agreement in itself doesn’t guarantee the amount. According to the targets set by Nepal, forest degradation should be stopped and carbon reserves increased by protecting tree cover. Preparations are also underway for clean air carbon trade because it has offset fossil fuel use by introducing 30,000 electric vehicles. Nepal has been selected for the first round to receive $40 million within one and a half years through the Clean Air System of the World Bank. Given that most of Nepal’s energy mix is from biomass, replacing them with electric stoves can significantly improve health by reducing indoor pollution as well as strengthen the country’s capacity for carbon trade. “Nepal's goal now is to sell carbon in the free market where carbon credits are bought and sold based on supply and demand in an open and transparent manner,” adds Pudasaini of the REDD Implementation Centre. “Nepal can now set its own price and bargain with interested buyer countries and organisations.” Lately, India has been discussing setting up a carbon market. Nepal has exported Rs12.72 billion worth of electricity to India so far this fiscal year, which can be traded under Nepal’s carbon market. “Carbon trading can create significant economic benefits for Nepal, which will help reinvest in development and environmental protection projects,” says Manandhar. “But we must prioritise sustainable management of forests, cutting older trees and allowing regrowth as well as promoting electric stoves and electric vehicles.”

Greenbacks for greenery

It is that time of the year again, and another annual climate jamboree. Last year it was in the UAE, this year it is in another petrostate, Azerbaijan.&nbsp;
On the eve of the summit, the president of COP29 was exposed in a sting operation by World Witness while giving leads to a fake financier for fossil fuel projects in Azerbaijan. Like Dubai last year, this is another jumbo gathering with nearly 67,000 delegates. That is a large carbon footprint.
Even so, global climate negotiations are of critical importance, particularly to build a stronger case for Loss &amp; Damage (L&amp;D) and adaptation for countries like Nepal which are at the frontlines of climate breakdown.
Baku is billed as the ‘Finance COP’ and an agreement was signed for full operationalisation of the L&amp;D Fund to disburse money starting next year. On 13 November, Nepal also organised a prominent event in Baku to address loss and damage in mountain areas.
COP29 is also mandated to come up with a new roadmap to mobilise $100 billion every year to developing countries by the end in 2025, as agreed ten years ago in Paris. But much water has flowed down the Seine since then, and there is bickering between rich and poor countries on the New Collective Quantified Goal (NCQG). Who is going to fund the additional $671 billion annually for loss and damage, and $2.4 trillion a year by 2030 to meet emission targets?&nbsp;
The hardcore negotiations will not take place till the L&amp;D Fund board meet in Manila next month. But there are lots of things to iron out first to garner necessary political will in Baku. Who is going to pay, how much, is it going to be part of already committed development aid or is it new money, and besides, with frequent record-breaking disasters, we may need much more than $100 billion a year by 2030.&nbsp;
Nevertheless, the Nepali adviser to the LDC Chair at the United Nations Framework Convention on Climate Change (UNFCCC) Manjeet Dhakal is optimistic, and told us from Baku that this summit should build momentum to speed up the L&amp;D Fund.
The September floods in central and eastern Nepal claimed 244 lives, and damaged more than a dozen hydropower plants temporarily, slashing domestic generation capacity by half and caused billions of rupees in damage that will take years to recover. The Melamchi disaster in 2021, the Kagbeni flood in 2022 and Thame this year are other recent climate-induced calamities.
The World Weather Attribution concluded that rapid urbanisation and climate change were key drivers behind the September disaster. Evidence such as this will increase Nepal’s case for L&amp;D Funds even though encroachment and quarrying contributed to the destruction.&nbsp;
Climate impact must therefore be addressed simultaneously with urban planning, better governance, with local adaptation and mitigation plans. Nepal has to put its own house in order for its loss and damage claims to have weight at the international table.&nbsp;
Nepal has already exceeded one of its climate goals of increasing forest cover to 45% of area, and recently received Rs1.6 billion from the World Bank for increasing its carbon reserves between 2018-24 by expanding forest cover in 13 Tarai districts. Nepal has also made notable progress in transitioning to clean energy by electrifying transport and cooking. However, electricity is a mere 3.5% of Nepal’s energy mix, with biomass taking a 80% share.&nbsp;
Nepal’s strategy moving forward should be to come up with a new Nationally Determined Contribution aligned with the Paris 1.5°C goal. This also corresponds with the other top priority of COP29, which is to guide countries to submit new 1.5°C aligned NDCs next year.
Even if the L&amp;D Fund does come through, it will be inadequate to fully make up for the harm that is sure to intensify in the coming decade. Even if we did get the money, it is doubtful given the lack of transparency and Nepal’s record of poor disbursement if it will ever get to the neediest people. In other words, we are on our own.
Writing emotionally for this paper in the aftermath of the September floods, climate finance expert Rastraraj Bhandari said, “We in the climate finance sector are lost in words, actions and false promises of organisations purporting to help vulnerable countries, communities and families.”
Echoing the helplessness of the survivors, he added, “I worked on projects to mobilise millions of dollars for climate action so that those most vulnerable would be safe. Yet, this weekend’s floods have shown me that on the ground, absolutely nothing has changed.”&nbsp;

This year, Sri Lanka entered a power purchase deal with Adani Green Energy Ltd. In terms of the agreement, the country will purchase electricity from the company over 20 years. The Adani Green Energy project received cabinet clearance from the previous government to produce 484MW of wind power in two facilities the company would build in Mannar and Pooneryn and invest more than US$442 million in its projected life span of 20 years.
Adani Green Energy would be paid $0.0826 per kWh of power produced. The deal was relentlessly pushed, defended and ultimately signed by the previous Sri Lankan government. The mandatory tender process was not followed indicating inbuilt and rampant corruption and vested interests at the time.
The project is now under litigation in the Supreme Court of Sri Lanka over the violation of fundamental rights. The main issues raised by the petitioners deal with environmental concerns surrounding the project and the woeful lack of transparency in the awarding process that led to the granting of the deal to Adani.
The petitioners also argue that the agreed upon per unit cost is a significant loss to the country and ideally this rate should be set at $0.005 kWh. The deal, its approval and the final granting process were mired in controversy even before litigation. 
In 2022, the then Chairman of the Ceylon Electricity Board, M M C Ferdinando told the parliamentary panel, the Committee on Public Enterprises (COPE), that the deal was offered based on a request from Indian Prime Minister Narendra Modi to then Sri Lankan President Gotabaya Rajapaksa. 
Ferdinando later retracted his statement and resigned from his post under pressure from the then government. In May 2023, the then Minister of Foreign Affairs, Ali Sabry observed flippantly in an interview with The Hindu that Adani projects in Sri Lanka were a ‘government-to-government kind of a project’. He noted that it was the Indian government that selected the Adani group for infrastructure development projects including the Sri Lankan wind power project. 
Reading between the lines, Sabry’s public observations indicated a clear backdoor and informal Indian state involvement in the project. Despite the notoriety that Adani companies had already acquired across the world, Sabry had the nerve to say that his government was “very very confident” that the Adani Group’s companies had considerable capital.
Adani actually saw a the $140 billion drop in share values after the publication of a negative report by US research company Hindenburg accusing the company’s top leader Gautam Adani of getting away with the ‘largest con in corporate history’. 
Another investigation by the Organised Crime and Corruption Reporting Project also documented serious malpractices by Adani companies. All this is in addition to The Guardian and Financial Times also reporting on Adani family’s surreptitious investments in the company’s shares.
It is against this background that the flamboyant and utterly inexperienced former Sri Lankan Minister of Energy attempted to convert the agreement with Adani Green Energy Limited in August 2023 into a formal government-to-government deal. 
In reality no such formal state to state level agreement existed between India and Sri Lanka. It is therefore hardly surprising that the Adani power deal has ended up in litigation in the Sri Lankan Supreme Court. The new Sri Lankan government needs to carefully and comprehensively revisit the power deal.
Malpractices evident in the local awarding process needs to be considered as well as the role of local power brokers who made it happen and evident corruption that enveloped the entire project needs to be investigated. 
The project also needs to be evaluated in light of the global evidence against the Adani Group. In October, the Kenyan High Court suspended a $736 million agreement between the state-owned Kenya Electrical Transmission Company and Adani Energy Solutions to build and operate power facilities, including transmission lines.
In a lawsuit, the Law Society of Kenya argued that the deal was ‘a constitutional sham and tainted with secrecy’. It also argued that the Kenyan state entity and Adani Energy Solutions did not carry out mandatory public participation focused on the project properly, which is a requirement under Kenya’s Public Private Partnerships Act. These conditions sound alarmingly similar to the Sri Lankan case.
In 2023, accusations were made in India’s Gujarat State against Adani Power Mundra Limited that it had charged an excess of INR 39,000,000,000 over a period of five years under two power purchase agreements. An opposition politician in the state noted the case was a “textbook case of corruption, money laundering, loot of public money and above all, the classic case of cronyism that the Prime Minister and his government represent.” 
The issue here was that the rate at which coal for power production that was purchased by Adani Power Mundra was significantly higher than market rates at which coal was being traded in Indonesia, the source of the purchase. This meant that the state-owned Gujarat Urja Vikas Nigam Limited, a Gujarati state entity in the energy sector had to pay much more for the overall electricity supply. Gujarat Urja Vikas Nigam Limited has now written to Adani Power Mundra Limited asking that the excess amount charged be repaid. 
As a presidential candidate, President Anura Kumara Dissanayake assured that if he won, the National People’s Power would cancel the Adani energy project because it posed a threat to Sri Lanka’s energy sector sovereignty. 
The controls placed by Adani Power on its power supply to Bangladesh is a classic example of Bangladesh’s energy sovereignty being utterly compromised at a very crucial time in the country’s history. In real terms, Adani Power has slashed its supplies to Bangladesh by about 60% due to unpaid bills exceeding $800 million. Sri Lanka could also find itself in a similar situation if it compromises its power supply and energy sovereignty by going ahead with the Adani project.
In October President Dissanayake informed the Supreme Court that it would reconsider the approval given by the previous regime to the Adani Group projects. The government must now expect considerable pressure from vested parties, in this case both the Adani Group and the Indian government, more generally. But it is essential to be mindful that we are not dealing with a project in an Indian state.
We cannot be endlessly languishing in the depths of poverty simply because of the corruption of our own leaders of the recent and not-too-recent past, and business magnates of the region. The Adani case is a good starting point to roll back mega corruption and illegality in the country.

Adani in Sri Lanka

In June 2020, <a href="https://timesofindia.indiatimes.com/india/border-row-dont-read-too-much-into-chinas-statements/articleshow/76056332.cms">incursions</a> by Chinese Army into the fraught borderlands of India’s Ladakh region triggered <a href="https://www.reuters.com/world/asia-pacific/what-was-india-china-military-clash-2020-about-2024-10-25/">bloody clashes</a> that killed 20 Indian soldiers, plunged bilateral relations to their lowest point in decades, and led to a prolonged military standoff. 
In November, China and India have reached a <a href="https://www.scmp.com/opinion/asia-opinion/article/3284373/how-china-and-india-can-build-border-truce-normalise-ties">truce</a>, though many in India would prefer to hold their applause. Since the 2020 violence, bilateral relations have remained frozen, and India wants China to take steps to restore the status quo ante at the border. China’s unprovoked encroachments across the Line of Actual Control (LAC) in eastern Ladakh are to blame for disturbing the peace in the first place.
To show it meant business, India <a href="https://www.bloomberg.com/opinion/articles/2024-10-23/china-and-india-bury-the-hatchet-for-now">slowed down</a> approvals of Chinese investments; tightened visa approvals for Chinese nationals, and canceled direct flights between the two countries. India toughened its stance on Chinese territorial claims in the Pacific, and made pointed political gestures that were bound to displease China, like <a href="https://m.economictimes.com/news/india/china-lodges-protest-with-india-over-pm-modis-response-to-taiwan-president-lais-greetings-on-his-poll-victory/articleshow/110765182.cms">responding</a> warmly to the Taiwanese president’s congratulatory message after Modi’s re-election. (There was also talk of Taiwan allowing Indian workers.)
While the recent truce suggests that China has finally gotten the message, it is difficult to shake the impression that India was the more anxious of the two parties to reach an agreement. In fact, India’s economic establishment appears largely convinced that, far from pursuing a strategy of decoupling, or at least ‘de-risking’, vis-à-vis China, India should be using Chinese capital to fill its own investment gaps.
Given that bilateral trade has <a href="https://www.ptinews.com/story/business/China-largest-trading-partner-of-India-in-FY24-with-USD-118-4-bn%3B-US-second-with-USD-118-3-bn/1497275">reached</a> its highest-ever levels despite the political tensions, it comes as no surprise that India’s business community has reportedly been <a href="https://www.bloomberg.com/news/newsletters/2024-10-24/how-india-ceos-convinced-modi-to-push-for-better-china-ties-at-brics">pressing</a> the government to conclude an agreement that would facilitate economic engagement. In July, the government’s chief economic adviser <a href="https://www.reuters.com/world/india/india-not-rethinking-issue-allowing-chinese-investment-trade-minister-says-2024-07-30/">openly advocated</a> a strategy that would increase Chinese investments in India and deepen Indian integration into Chinese supply chains.
There were indications over the last few months that an agreement to end the Ladakh standoff was forthcoming. And a deal did soon emerge, allowing both China and India to resume patrols along the frontier.
But significant areas of concern remain. As the political commentator Brahma Chellaney observed, when Narendra Modi and Xi Jinping met at the BRICS Summit in Kazan after the truce was announced, their respective ministries produced very different statements. Whereas India described the accord as a step toward a ‘multipolar Asia and a multipolar world’, China referred only to a ‘multipolar world’. The implication was subtle but clear: Asia belongs to China.
More broadly, China’s actions along the LAC have signaled a clear desire to keep India off balance by taking steps to shift the border in ways more favourable to its own interests. This mirrors China’s assertive approach to advancing its territorial ambitions elsewhere along its shared border with India, and in the South China Sea.
It is worth remembering how the last standoff between India and China, focused on the Doklam plateau in Bhutan, ended. India does not claim Doklam, but it does support Bhutan’s claim, which China disputes. Moreover, a major Indian highway runs below the plateau, connecting India’s northeastern states to the rest of the country. So, when China deployed troops to build a Chinese highway in Doklam, India sent troops to stop the project.
In that case, the two sides took just a few months to reach an agreement, which looked much like the recent Ladakh deal. Since then, however, the Chinese outflanked India by building a road elsewhere on the Doklam plateau to achieve the same result. The PLA now overlooks a vital Indian highway.
China’s conduct follows a clear pattern: create new facts on the ground, deploy forces to positions from which they can intimidate (and, potentially, attack) India, and wear India down with protracted diplomacy. In the meantime, encourage India to increase its dependence on Chinese imports and dangle the investment carrot before Indian business leaders.
Yet the promised economic benefits of the two sides’ recent rapprochement are unlikely to materialise. The Chinese have not lifted a finger to address India’s huge bilateral trade deficit which soared to $101 billion in 2022, from $70 billion in 2021 – or to lower the barriers Indian companies face when trying to access the Chinese market.
Moreover, all indications point to Chinese investment in low-value-added industries, rather than sectors involving technology transfer, even as Chinese companies pursue acquisitions in sensitive sectors in India. There are also massive opportunity costs: greater economic integration with China would surely make India less attractive to global companies seeking to reduce their exposure to the People’s Republic.
Add to that China’s long track record of exporting its way out of economic trouble and weaponising other countries’ economic vulnerabilities, and it seems clear that India should proceed with caution. The whole purpose of education is to turn mirrors into windows

Every five years, the Gadimai Festival puts Nepal in the international spotlight for all the wrong reasons. Tens of thousands of buffalos, goats, fowl and rodents are slaughtered inside a temple enclosure in the village of Bariyapur of Bara district.&nbsp;
Devotees believe the goddess will fulfil their wishes, and unlike other festivals in Nepal the sacrificial animals are usually not eaten. In 2009 an estimated 400,000 water buffalos, goats, chicken, ducks and even white mice were said to have been killed over a two-day period. The 250-year-old Gadimai Mela has therefore been called ‘<a href="https://nepalitimes.com/news/night-before-the-slaughter">Gadimai Massacre</a>’ by animal rights activists.
The killings polarise Nepali society every five years. The Supreme Court in 2015 instructed the Gadimai Temple Committee to <a href="https://archive.nepalitimes.com/article/nation/Overkill-in-Gadhimai,1794">phase out the mass sacrifice</a>, and issued a mandamus order directing the Nepal government to set a timeline stop the killings. The temple trust discouraged devotees to bring animals and announced that it would discontinue killings starting with the festival in 2019, but the sacrifices continued unabated.
Because of the <a href="https://time.com/3609356/the-worlds-largest-animal-slaughter-festival-has-begun-in-nepal/">intense international media glare</a>, the mass sacrifice has <a href="https://nepalitimes.com/news/night-before-the-slaughter">tarnished Nepal’s compassionate image</a> as the birthplace of the Buddha. Celebrities like actresses <a href="http://setopati.net/society/4105/">Brigitte Bardot</a> and Joanna Lumley and India’s Menaka Gandhi have staged demonstrations, and even the European Union (EU) wrote to the Nepal government.
However, here in the Tarai and across the border in India, the sacrifices are driven by a strongly-held belief that it will appease the goddess. Local groups have invoked right to religious freedom and point to the tradition of ritual sacrifices in other religions.&nbsp;
The Gadimai Mela coincides with the Thanksgiving Festival in the United States in which tens of millions of turkeys are slaughtered, and supporters say that is also a mass killing. Sacrifices on a similar scale are held across the Muslim world during Bakr Id.
<a href="https://archive.nepalitimes.com/news.php?id=16522">Rabi Thapa, in his 2014 column ‘Kalam’</a> in this newspaper wrote: ‘It is the fact of the slaughter, more than anything else, that attracts or repulses. The imagery employed by those speaking out against the mass sacrifice -- drunken men hacking away at 20,000 hapless young buffalos, a marshland of blood and gore -- betrays a horror of industrial scale barbarism that is anathema to (western) notions of sanitised, civilised progress. At root, the global protests against Gadimai can be applied to all individual sacrifices in the name of religion that are conducted within the premises of the household, the temple, or the street. ’
Pitted against each other are those who are against mass cruelty to animals not primarily killed for eating, and the people of the borderlands who celebrate that very sacrifice. This year, the voices against the sacrifices have been amplified in social media platforms. &nbsp;&nbsp;
But however strong the voices within Nepal and abroad against Gadimai, faith seems more powerful – that the sacrifices will mollify the gods during trying times. The arguments (and laws) about unnecessary mass killing of innocent animals does not seem to work against a deeply-held belief system.
The ritual killings at Gadimai temple premises are on 8-10 December, and all 16 municipalities in Bara district have declared a three-day holiday. Upendra Prasad Yadav, mayor of Gadimai Municipality heads a coordination committee, and the main priest of the temple Mangal Chaudhary is from the indigenous Tharu community, as is the custom.
Buffalos used to be decapitated in an open ground near the temple, but after animal rights activists started protesting, it is now done inside a barbwire walled enclosure. The goats and chicken are sacrificed in a post-harvest paddy field across the Pasaha River.
Although the Gadimai Festival has earned a dubious reputation, it is also an opportunity for clans from both sides of the India-Nepal border to get together. Even the Muslim community here takes part, and Gadimai is also a celebration of religious harmony.&nbsp;
In recent years, what used to be a small gathering with a few hundred people has become massive and heavily commercialised. The sheer scale of the event overwhelms local authorities, and traders exploit visitors to maximise profits.&nbsp;
It has been more <a href="https://archive.nepalitimes.com/article/from-nepali-press/Manage-Gadhimai,1804">than ten years since I have been writing</a> about the lack of regulation, and preparedness for potential emergencies at Bariyarpur. There are no veterinarians on site, no plans for post-festival cleanup of the blood and carcasses, and no oversight of the food for both animals and visitors. Sanitation standards are abysmal, and there is the risk of stampede.
The festival is also an occasion to see how society in the Madhes and in Bihar is changing: tractors have replaced bullock cart caravans. The Chamar community from India and Nepal still retrieve the buffalo carcasses, but rather than consume it themselves, the meat and skin are sold.
Since there are so many people who come together at one time, the festival is an opportunity for the Madhes Province government to use it to spread cultural awareness and information about public health issues.&nbsp;

Gadimai Again

“I am headed to Atlantis the Royal to advance my career … it is my dream to work there,” said Kanchan Rai. She passed her apprenticeship interview at one of the most luxurious properties in the UAE, and credits it to her late mother.&nbsp; She says, “I can feel my mother watching over me. After returning to Nepal, I want to start a restaurant in her name.” Other young Nepalis recruited recently by the company Vision and Value shared similar excitement about star chefs at Atlantis they would work with, the multinational colleagues, and opportunities to learn new skills.&nbsp; “Atlantis the Royal in my CV will set me up for life,” beamed another candidate.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024113015110_9280b5bd5b524b83d114714e2f58d9dd0faeea35de3f8e1c761f579372d5819a.jpg" data-media-id="editor_0" data-image-id="2024113015110_9280b5bd5b524b83d114714e2f58d9dd0faeea35de3f8e1c761f579372d5819a" data-rendition-name="original" width="1280" height="960" loading="lazy" alt="Labour mobility"> <figcaption>Kanchan Rai with her colleagues.</figcaption> </figure>  Migrating out of ‘compulsion’ is a common theme in Nepal’s public discourse. Reputable employers offer opportunities for cross-training and career advancement.&nbsp; Seven years ago, Bikash Tripathi went to the UAE to work as a packing staff. A year into his contract, he used his month-long break to cross-train and five promotions later now works as a pastry chef managing a multinational team of eight.&nbsp; “I was always preparing for the next job when I was working, even if it meant using my holidays or covering for colleagues when they were absent. When he left seven years later he was working as a lifting supervisor and earning 6000 Riyals because he followed his colleague’s advice to take a training course.&nbsp; “I did not know what work I would be doing overseas or what my future had in store for me,” he recalls. “I paid 1000 riyals from my own pocket for the training, but it was worth it because it opened up better opportunities.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024113015114_46e72c40ad7707a0abb31a3da82ca2171e5f52c885c1ac2ba8b6753577453380.jpg" data-media-id="editor_2" data-image-id="2024113015114_46e72c40ad7707a0abb31a3da82ca2171e5f52c885c1ac2ba8b6753577453380" data-rendition-name="original" width="1200" height="1600" loading="lazy" alt="Labour mobility"> <figcaption>Lifting supervisor Dharmenda Sah who tained and upskilled there abroad.</figcaption> </figure>  The hard-earned perception that Nepalis are loyal and hard-working works to their advantage. But also important is the role of a trusted labour mobility industry to attract the best employers.&nbsp; Ultimately it is the recruiters who matchmake workers and employers. While the internet and more awareness among workers may gradually decrease reliance on them, for now recruitment is heavily intermediated. Factors like under-the-table commissions play a role in helping recruiters bag job demands from overseas employers. These costs are eventually borne by workers as recruitment fees. The competition can be unhealthy with thousands of recruiters from other countries competing against each other.&nbsp; In this race-to-the-bottom, standing out as good actors and responsible businesses can be difficult. Strong credentials are needed, including international licenses and accreditations, marketing and research skills, thorough audits, references from previous clients, capacity to screen and mobilise the right candidates, among others.&nbsp; These aspects of building a strong labour mobility industry have not received adequate policy attention in Nepal. The government also needs to engage more proactively with host country industry associations, employers, and government counterparts.&nbsp; Recruiters often struggle to have a direct approach with employers and instead themselves rely on intermediaries. Interviews with workers in senior positions in the hospitality sector overseas show that Nepal’s recruitment process is rife with bureaucratic hurdles that dissuade employers looking to hire in small numbers.&nbsp; For example, a hotel looking to hire a chef or operation manager would rather not hire from Nepal as it is significantly easier and quicker to do so from the Philippines or India. While these delays are less problematic for bulk hiring, they become a major obstacle for smaller recruitment efforts, or vacancies that need to be filled quickly even when employers are willing to cover all costs and offer competitive salary packages. Attracting good employers to Nepal is not only helpful for migrants’ financial and career growth, but is a way to prevent abuses in the first place. The risk of wage theft or contract infringement is reduced when reputable companies hire directly, and in the event of such incidents, the likelihood of corrective action is higher. Attracting quality employers should be central to Nepal’s foreign employment policy. Setting up migrants for success overseas also means preparing them for success upon return. After working abroad as a rope access cleaner, Rudra Bahadur Gurung established the Asset Integrity Group in Kathmandu, providing internationally accredited training and licensing to both Nepali and non-Nepali migrants seeking to upskill during their vacations.&nbsp; Shiva Sharan Khatri returned to Nepal after working in hotels in Qatar, the UAE, and Seychelles to set up Sankalpa Management Facilities Service, a cleaning company that now employs over 80 workers.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024113015114_91f493ca4928b2a10de1dbfb0e4bdf6b178a416ca27b437a6d49ad12694cca03.jpg" data-media-id="editor_3" data-image-id="2024113015114_91f493ca4928b2a10de1dbfb0e4bdf6b178a416ca27b437a6d49ad12694cca03" data-rendition-name="original" width="1280" height="720" loading="lazy" alt="Labour mobility"> <figcaption>Rudra Sharan Khatri returned to set up a cleaning company which employs over 80 people. </figcaption> </figure>  Both Rudra and Shiva began their migration journeys in low-paying positions and leveraged their overseas experiences to create successful enterprises at home. Not only did they earn more, but also applied their experience in their business enterprises back home. A World Bank study in Bangladesh has shown how temporary migration can help migrant workers overcome credit constraints so they can invest in business creation. Unfortunately, this ‘continuum’ is lacking in many migrant workers. Take Gyanendra’s story. His father was the first to migrate to Qatar and villagers called him ‘Arabe Kafle’ because he has moved across Qatar, Saudi Arabia, Kuwait, and is now headed to Dubai.&nbsp; Gyanendra had to start from scratch each time, and as a cleaner in his new job in the UAE will work for the same basic salary as younger peers migrating for the first time. Remigration is common from Nepal, but many workers like Gyanendra struggle to build on previous experiences. While they can still use earnings to meet household expenses back home, professional growth takes a backseat with each migration episode. Nepalis need reliable employers and recruiters so ‘good migration outcome’ is not just simply about workers getting the promised job or wages, but about attaining their full potential.&nbsp; Outgoing workers need better guidance to make the most of their overseas opportunity. They currently are required to take pre-departure orientation training courses that cover basic do’s and don'ts.&nbsp; But also needed is practical career guidance to improve job readiness with advice on cross-training, building soft skills, networking, promotions so they can make the most of their migration with long-term growth.&nbsp; Successful returnees like Rudra and Shiva would be stellar mentors for younger workers. Exposure, work ethic, learning, skills, technology transfer, and networks are ‘social remittances’ and can be positive gains for Nepal besides financial remittances. &nbsp;

When Tsherin Sherpa was growing up, his grandmother told him tales about spirits that were attached to mountains and rivers. That bond with the spiritual resides deep within Sherpa’s psyche still, and informs his art to a large degree. After living and working painting thangkas professionally in the United States for 10 years, he realised that he wanted to use the skills he had developed after years in that rigid art form to paint in his own voice, and comment on personal, political, and social issues. “I saw exhibitions adapting traditional art techniques, and thought I could do something similar with thangka,” Sherpa told us in an interview at Takpa Gallery in Lazimpat, which is showing Spirits in Transition, his latest work. “I realized that I needed a secular form of art to communicate to a non-Buddhist, non-Nepali audience.” Sherpa returned to Nepal in 2018, and a lot had changed in the 20 years he had been away, and so had he. The changes in Nepal were both good and bad, but the artist decided to focus on the positive. He was commissioned by the Visit Nepal 2020 Campaign to make 108 larger-than-life fiberglass sculptures of the yeti mascot to be displayed in public places. But because of the pandemic, the Visit Nepal campaign was shelved. The yetis vanished, but not before stirring some controversy because some of them had religious motifs deemed to be irreverent. This was an attempt to create a buzz around Nepal's tourism by having a mascot, just like Berlin’s Buddy Bear, or the New York Cow Parade. But many Nepalis were not exactly ready for it. These days, many of Sherpa’s paintings and sculptures have the figures blowing pink bubble gum. Intrigued, we ask him about it. “It’s a small, modest object that can signify a lot,” he explains. “In my art it tells about the modern time, and also lends a certain playfulness to a rather serious art piece.” He adds, “Having said that, I love it when viewers relate to it in their own way. People see what they see: nobody’s perception of the art is valid or invalid.” Although rooted in Nepali and Tibetan devotional art, Sherpa’s work transcends cultures. It is as if the spirits travelled with the artist to the US, and returned after assimilating the new world. “In our generation, the West had a grandeur about it. We had limited media and no internet, and thought West was best,” he says. “What I found in the US was that many of my heroes, like George Lucas, were inspired by the East. I realised that I had been ignoring my own identity.” Sherpa noticed that the new generation already regarded all cultures, heritage and identity as being valuable, and none of them were superior to any other. “Look at any of my spirits,” he says. “You can see their posture. He says, “In Buddhism, when a person dies, there is a 49 day period called ‘bardo’ before the consciousness takes rebirth. This work is also a transition, like a layover on a long flight.” All of the paintings at the Spirits in Transition exhibition have already been booked, by the same collector. Each painting takes Sherpa about a week. He starts with a small drawing of a figure, and undertakes a rigorous step-by-step process, influenced by his thangka background. “Once I find a posture I like, I keep playing around,” he says. “Painting the pattern on the spirit takes at least four layers. The first is almost translucent, and each layer adds vibrancy and makes the colours pop. This is the most time consuming part. I add the bubblegum last.” And what’s with the fiery red hair? Sherpa remembers while learning the discipline of thangka, there were very strict, rigid rules. Every line had to be exactly how it should be. But with the bubble gum and red hair, he says he wants to explore an abstract, fluid aspect. Sherpa is drawing from a technique he first did in Grade 3: dipping a thread in ink or watercolour, and dragging it across the page. “It’s what I paint last, because the red hair has to be done in one stroke. You can’t make mistakes. There is no room for a correction.” The artist uses 3D generated models to decide on the postures, starting with a skeleton, and adding features to the shape. “I am very bad at drawing straight from imagination,” he adds, laughing. Despite modern elements in Sherpa’s work, keen viewers can detect elements of thangka painting: rocks, water, curly clouds. And all figures wear snake jewelry. In the context of a thangka painting, that represents conquering your anger. Tiger skins represent overcoming fear. “After I came back to Nepal, I started combining my protector series with the spirit. The meaning is: whatever we are on the outside, we carry an appreciation for our identity on the inside,” he says. He just follows his instincts when painting and lets his imagination take over. He says, “My style has emerged out of a collision of thangka, comics, and Bollywood. I read a lot of Marvel and DC when I was young, and hand-painted billboards of Bollywood movies at the movie theatre fascinated me." Things are getting a little surreal in the Subcontinent. The erosion of regionalism is making South Asia an abstract concept. Which is perhaps what makes a new exhibition of expressionist art in Kathmandu so emblematic. Glimpses of the Mind: Surrealism and Abstract Expressionism in South Asian Art’ at The Kalā Salon in Thamel showcases a selection of outstanding surreal and abstract expressionist works by Nepali and Sri Lankan artists.&nbsp; “What you see is that painters from Nepal started exploring new impressionistic styles later in their careers, often after going abroad, especially to Europe,” says archivist-curator of the gallery, Chakshita Rana. Walking past paintings in the Glimpses of the Mind exhibition is like taking a series of Rorschach Tests. Stare at a painting long enough and the deep recesses of the mind stare back, the canvas morphs into hearts, trees, mountains, and wide-eyed, worried faces. The paintings are from the vast art collection of Pratima and Prithvi Pandé and the exhibition includes works by Nepali artists Jeevan Rajopadhyaya, Uttam Nepali, Sunil Sigdel, Manuj Babu Mishra, Ram KC, Kiran Manandhar, Sunita Rana, Shyam Lal Shrestha, Birendra Pratap Singh, Surendra Pradhan as well as Manoranjana Herath from Sri Lanka.&nbsp; While the paintings may not represent objective reality, they convey the murkier and more confusing parts of the universe and the mind. One painting shows a person in a yellow suit jumping over a cow with a purple mask, amidst a backdrop of a dark blue starry sky with a dark sun.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024120612124_5a1945393bb3f542153421ae45cb350d48de0735605c973ebb8fae10b1490b48.jpg" data-media-id="editor_0" data-image-id="2024120612124_5a1945393bb3f542153421ae45cb350d48de0735605c973ebb8fae10b1490b48" data-rendition-name="original" width="1300" height="1000" loading="lazy" alt="South Asia in the abstract"> </figure>  This is one in the Surrealism category, an art movement that began a century ago largely out of Freud’s writings on dreams and the unconscious mind. Surrealist paintings feature real objects, often combined seemingly illogically with other bizarrely drawn objects. &nbsp; One of the most recognisable in this style is Salvador Dali’s ‘The Persistence of Memory’ with its iconic melting clocks. Indeed, one of the dreamlike pieces by Sunil Sigdel also has a clock in the background, although the primary focus is on two bald figures waist-deep in either muddy water or quicksand. One is blue with orange lips and the other is orange with blue lips, and both look quite distressed. Through its absurdity, surrealism made it okay to challenge the rigid notions regarding reality and of what art should be. Abstract Expressionism then came through in the 1940s and 50s, still featuring themes of the subconscious. But this style did away with any forms at all, and instead focused on spontaneity and emotion. “Paintings in these styles are expressive and individualistic,” explains The Kalā Salon founder Sophia L Pande. “The artist’s voice really jumps out, and they are often making a very personal or political statement.”&nbsp; Impressionistic paintings leave much more to the imagination of the viewer, although it is easier to guess what the artist has in mind in some paintings, more than others. One dark blue canvas by Uttam Nepali could be a skull, an alien or a dog. Another of Nepali’s paintings has shades of green, brown and orange that could be a tree, or an intense fire. The form is not as important here to interpret the work — more relevant is mood and choice of colour.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024120612124_4cbc05a47715e173fa5c85cef7a3a37141dda2c7494264e83b2bba9dac334b8d.jpg" data-media-id="editor_1" data-image-id="2024120612124_4cbc05a47715e173fa5c85cef7a3a37141dda2c7494264e83b2bba9dac334b8d" data-rendition-name="original" width="1300" height="1000" loading="lazy" alt="South Asia in the abstract"> </figure>  Kiran Manandhar’s paintings have his distinctive quick dry brushstrokes in vivid colours, and are all arranged in a row at the exhibition. Explains curator Rana: “We decided to put his paintings next to each other so that the evolution of his work stands out.”&nbsp; The paintings by Manoranjana Herath from Sri Lanka feature sharp geometric shapes, with lots of triangles and faces in green and blue — reminiscent of Picasso-esque cubism. The Kalā Salon is showing a larger exhibition of Herath’s work starting 13 December.&nbsp; “We are primarily a non-profit, and because of the depth of the collection we can regularly show works of many different Nepali artists, spanning a lot of genres and time periods,” says Pande. “Most exhibitions feature the work of only one artist, at one time in their lives. We hope to be a valuable resource and inspire new Nepali artists.” The gallery also sponsors three-month long residencies for promising artists twice a year. One male artist and one female are chosen, often self-taught or fresh out of a Bachelor's in Fine Arts. &nbsp;At the end, a show of their work is held at the Salon. Three such rounds have been held so far, and the first cohort for 2025 has already been selected.&nbsp; Says Pande, “We are committed to giving these talented young artists a start and exposure in art, and a chance to become immediately self-sustaining.” The Kalā Salon&nbsp; Chhaya Center Mall, Aloft Hotel 11am-8pm&nbsp; Till 10 December

South Asia in the abstract

At the age of five, Dorjee Karmarong fell sick and his local healer-slash-thangka painter cut him a deal: in exchange for treatment, the young patient had to promise to become a painter. The shaman may have been joking, but 38 years later, Karmarong is a successful international artist, and now has a solo exhibition at the Siddhartha Art Gallery. ‘Karmarong: Hidden Valley in the Himalayas’ is a collection of 27 paintings spread across two floors that give the viewer a comprehensive feel for life among the Karmarong community in the remote Mugu district of Karnali. Karmarong has a distinctive style featuring clean outlines, vibrant colours and detailed natural landscapes. Animals, mountains, trees, and the sun and the moon appear constantly. It is a style that took 20 years to perfect, as the painter practised teaching in monasteries of Bangladesh, India, Singapore, and most recently in Vietnam. Mugu is one of the remotest districts in Nepal, but the Karmarong community of about 3,000 people live in about a dozen small villages in the remotest northern corner of the district near the Chinese border. They speak their own dialect. There is water on the ground next to the horn, and inside is a green-skinned monk, meditating in robes. “Milarepa was travelling with one of his students in Tibet, who was starting to act a little arrogant. They were suddenly caught up in a storm, and the saint shrank himself and sheltered in the horn, humbling his disciple,” Karmarong explains. Yaks are a constant feature in the exhibition, and the painter Karmarong has given them sentient eyes, with emotions like anger, introspection, suspicion, and even wide-eyed and crazed. “I was once told to study as voraciously as a yak grazes,” says Karmarong. But when humans tamper with it, something usually goes wrong.” Other pieces are even more abstract. ‘Mandala Fragment’ shows geometric shapes in vibrant colours. Says Karmarong: “It may seem chaotic to a viewer, but I can step back and see something different.” Behind Karmarong’s extraordinary skill and output is a rare life lived in harmony with fate. Even his birth was auspicious: Karmarong was born in a cave to parents returning from working in Himachal Pradesh in India on the eve of Buddha Purnima and Thursday. By age seven Karmarong’s father took him to a cave to learn Tibetan. At 13, the boy was sent to a monastery in Kathmandu and after six years he decided to pursue painting and became an apprentice to master thangka artist Palden. Karmarong trained intensively under the rigid rules of thangka painting. He then met Tenzin Norbu from Dolpo, who helped develop his spiritual connection to art. The yogi committed to a life of dharma to be reborn as an artist. Indeed, there are records of a yogi from Karmarong region named Jimpa Therchan, who struggled with building a monastery and was also a renowned poet and singer. Karmarong also sings, and has written ‘Turquoise Mountain: A Folktale of the Karmarong.’ The titles of the paintings are evocative: ‘Yak’s Reprieve’, ‘Echoes of the Sacred Route’, ‘The Black Yak’s Grace’, or 'The Yak and His Young Keeper.' He is also a YouTuber and his channel has singing performances, rap songs and travel vlogs. Karmarong has depicted his village as a religious, harmonious Shangri-La, although it leaves the viewer a little curious about the darker realities of the place like Milarepa’s own murky past. Karmarong has perhaps consciously or unconsciously woven his own life into the paintings: stories and destinies that translate into the real world. They show travellers leaving from or returning to Karmarong the place, or going on a pilgrimage, reflecting the artist’s own artistic, spiritual and religious journey that has taken him back to his roots. This is the 54th edition of Diaspora Diaries, a regular column about migration in Nepali Times. <h2>Kumar BK</h2> I have enjoyed playing the flute since I was a young boy. I used to play it in the forest while tending to my cattle or collecting firewood near my village in Khotang. But I am a self-taught musician, I have never played professionally. I know I am not as good as other professional flute players like those I often watch on YouTube. Reaching that skill level requires professional training. It took me a lot of practice to reach my present level. My learning was interrupted because of going overseas. Growing up, my father was always abroad: first in Malaysia and then Qatar. I stayed with my maternal uncle, and childhood was a constant struggle. I had to help my grandparents with the family business, so I only got to attend school thrice a week. Even then, I somehow passed Grade 12. My father returned for good, and in 2014 it was my turn to go and work in Malaysia. I did not manage to save much because of household expenses. My brother has health problems, and a lot of my savings went for his treatment. After three years in Malaysia, I went to Dubai in 2020. Because of a bad contract and Covid-19, things did not work out as I anticipated. During the lockdown I spent a few months in my room without work or pay. Eventually I did get a good job, but after two years my contract was not renewed because of slow business. I came home last year and am now headed to Qatar. Let’s see how things go this time. When my father was away, he used to write home once every few months. We received news of his well-being with much relief. Before my father left, we lived in a bamboo shed with a small room, but now we have a house and land. He lifted us to a state where we no longer have to worry about affording food or a roof on our heads. Other hardships remain. As a son of a migrant, there was always the expectation that he would bring us a mobile phone. It is only later after working overseas that I realised it is not so easy. My overseas experience did not lead to much progress. We had many unanticipated expenses that took precedence: someone falling ill, someone falling down and needing hospital care. Random expenses left few savings. I have now realised that it is difficult to make progress from migration alone if we do not have other ways to supplement our overseas earnings. If households back home can cover basic expenses like food, overseas earnings can be channeled to more productive investment to uplift the family. If remittance from one family member is the sole income source, then we migrate just to survive. Migrant workers like me have just one goal: to earn as much as possible in a limited timeframe. I am headed overseas again with the same thought. Back in my village, I look for a quiet, shaded spot in a nearby forest to play my flute by myself while tending to livestock. I am often away now, but my neighbours in the village say that when they hear the sound of a flute from the forest, they know I am home. I am taking my flute with me to Qatar. I will practice in my room in my free time. Playing it in my room will give me comfort. <h2>Deepak Darji</h2> I was very young when I lost my father. After that my mother also started falling ill. Before that, our family was doing just fine financially. My childhood was not easy because of her poor health and my father’s absence. School was not really a priority. I had to make sure my mother had the medicines keeping her alive. I had household chores like cooking. My mother often reminded me to go to school, but how could I? The responsibilities were on my shoulders from a young age. At least now, she is getting a cash grant from the government that has eased things a bit. Over the years, I have been doing odd jobs. Things are not easy and finding regular work is difficult in the village. As a musician, I am part of a पञ्चे बाजा troupe that plays at weddings and other rituals. If the event is far from where we live, we make about Rs4,000 and if close by, it can be up to Rs3,000. The frequency of events varies. Some months we have four or five, while at other times it is less. Over a decade ago, I went to Dubai but did not get to work or earn as planned despite spending almost Rs200,000 in fees. I had to rely on fellow villagers in Dubai for help, but they told me this was not a sustainable way to live overseas. They were right. I came home before the end of my contract, and was heavily in debt because I could not save enough to pay my recruitment loans. I also did short term police duties during the election in Nepal, and the earnings helped while getting to serve the country. I have tried to go overseas again but the first failed experience left a deep scar in my psyche. It was difficult to trust people who said they would find me jobs. I also did not have the Rs300,000 fee they demanded for a job in the Gulf. For Malta they wanted up to Rs800,000. I could not afford such high costs. Now, I have six children to take care of along with my wife and mother. I was finally able to go overseas because the job did not require any recruitment fees. After all, we migrate in the hope that something will work out. Just about everyone is leaving from my village. The well-to-do ones go to Japan and Australia, and people like us to the Gulf. I am taking my shehnai oboe to Qatar to practice during breaks, or when I am bored. Eventually, I will have to come home and resume performing at events, so I cannot afford to get rusty. I had previously taken it to India as well and fellow Nepalis would sometimes ask me to play after a hard day’s work. Our house in the village is known as the ‘radio house’ because the radio is always on. When my grandfather was alive, people would come over to listen to farming programs and radio dramas. He used to encourage fellow villagers to adopt the farming practices that the radio programs talked about. Even today, the radio plays throughout the day, and if it ever stops, people are startled by the silence and say: “कस्तो सुनसान भयो”. Migrating with the music of Nepal

During the governing UML rally at Darbar Marg last month, Prime Minister K P Oli listed a host of economic woes that had rendered the country “inoperable”. His main concern was rising national debt. He said the country could not afford to take on any more loans. “The treasury is empty while our debt is sky high, revenue and manufacturing are down and smuggling is rampant,” Oli told the rally that created massive traffic jams during rush hour on Friday. “We collected 24% less revenue last year than the one before it.” But just two weeks later, the prime minister was in Beijing to sign a BRI Framework Cooperation Agreement. His coalition partner Nepali Congress (NC) had insisted that the deal should not have loan components. The Chinese did not agree, and the BRI agreement for 10 projects under an ‘aid assistance financing' (read: loans) was signed. Nepal’s public debt to GDP ratio stands at 44%. And even though the figure for China is 83% and Japan 250%, those countries have robust exports and vast reserves. A more telling statistic is that Nepal’s debt has increased 5-fold to Rs2.5 trillion in the last decade. “Indiscriminate borrowing has made us skittish about seeking more loans to finance development,” says economist Keshav Acharya. “But we are not in a position to reject loans for infrastructure.” Nepal’s national debt servicing now exceeds its capital expenditure for development. This year’s budget allocated Rs352 billion for capital expenditure, while Rs367 billion was for loan repayment. Loan repayment will increase, which means less money for development. Nepal had to raise 29% of its annual budget from borrowing because of continuing decline in revenue. Just this year, institutions including the World Bank and the ADB extended long-term low-interest loans worth Rs548 billion in budgetary support. The government has also been propping up the treasury with internal loans because it is at a deficit of Rs86 billion. Another Rs84 billion in internal loans have piled up since July. “We cannot afford to borrow uncontrollably like this, and instead take loans to invest in projects that increase economic output, create jobs, and provide returns,” adds Acharya.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241213041232_8e54cea368c357f4583322ae92649981ac8c4b50fe49b6822a6008cb39936cef.jpg" data-media-id="editor_0" data-image-id="20241213041232_8e54cea368c357f4583322ae92649981ac8c4b50fe49b6822a6008cb39936cef" data-rendition-name="original" width="1285" height="780" loading="lazy" alt="National debt graph NT"></figure>  Falling revenue collection has been exacerbated by a sluggish economy. Ironically, a decreasing import bill also means less revenue from taxes. Last fiscal year, revenue collection fell to Rs1.03 trillion from a target of Rs1.422 trillion. So far this fiscal year, only a quarter of the target has been collected. Corruption, tax evasion and capital flight also take their toll. Two monitoring teams were formed to look into tax evasion in October. The government also reduced the customs duty on gold and silver to reduce smuggling and increase revenue from legal imports. “Around 40% of imports were through informal channels even when we were able to reach our target revenue through customs,” says former Secretary Kewal Bhandari. “Smuggling has obviously become more rampant now.” Meanwhile, demand for consumer goods and real estate transactions remain sluggish, further impacting revenue. Construction and manufacturing are in a recession. The construction sector recorded negative 11.2% slump during the third quarter of the last fiscal year. Wholesale and retail trade decreased by 2.7%. The prime minister must have been briefed on these figures, which is why he sounded the alarm at his rally last month that was supposed to be a political show of strength. His government has no option but to carry out major structural reforms in laws, the tax system, and clean up the administration to ensure financial stability and push growth. The Economic Reform Commission under Finance Secretary Rameshore Khanal is supposed to offer fix-its. But this is not the first time such a Commission has been formed. Earlier recommendations were never implemented. Last year’s High-Level Tax Reform Advisory Committee led by former Finance Secretary Bidyadhar Mallik projected a revenue increase of up to Rs3 trillion annually through tax reforms. Nepal Rastra Bank Governor Maha Prasad Adhikari is proposing a campaign to build 10,000 low-cost housing units in Kathmandu under public-private partnership to kickstart the construction sector. Economist Keshav Acharya believes Nepal’s economy can be steered in a better direction with existing resources through state restructuring and prudent use of government expenditure. He warns, “We will find ourselves in an even bigger soup if we do not carry out a major shake-up to increase revenue, slash expenditure and reduce further loans.”

Near-debt experience

As soon as she milks her cow, 52-year-old Punam B K is off, pedaling her bicycle furiously along the highway with a blue milk can in the front basket.&nbsp; By the time she arrives at the Jaya Shiva Ganesh Dairy Producers Cooperative in Gopalganj village, others are already there, their bicycles parked on the roadside. The farmers are all holding on to their blue milk cans, and are chatting away.&nbsp; “We keep what is needed for the family, and sell whatever remains here at the cooperative,” says B K, as the volume, fat and non-fat solid content of her milk is measured. It is then poured into a bigger vat to be mixed with milk from other farmers. B K collects her receipt with the value of her milk, and prepares to head home. The farmers are reimbursed on a quarterly basis.&nbsp; Read also: <a href="https://nepalitimes.com/multimedia/a-family-that-works-together-stays-together">A family that works together stays together</a>, Sahina Shrestha “Everyone around here has at least a cow or buffalo to provide milk for the family, the cowdung is used for fertiliser, and we can bring whatever is left over to the cooperative,” says B K who, like the others, brings her milk by bicycle twice a day, once in the morning and again in the evening.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241210081232_0df32c0f6a572aef83eca02dc7a86f75ea5dbc88dc6c2390d42a44ab3cc93395.jpg" data-media-id="editor_1" data-image-id="20241210081232_0df32c0f6a572aef83eca02dc7a86f75ea5dbc88dc6c2390d42a44ab3cc93395" data-rendition-name="original" width="1700" height="1275" loading="lazy" alt="dairy farmers in Chitwan"> </figure>  All this may seem like nothing special, just an ordinary farmer selling her milk. But it has to be seen in the context of dairy farmers overcoming subsistence and increasing household income. Nearly 200,000 dairy farmers from over 1,200 cooperatives have not been paid by the government-run DDC for their milk for a year or more.&nbsp; The DDC has fixed a quota for buying milk from cooperatives that limits production even during the peak winter months. Farmers in Chitwan are so fed up, they have staged demonstrations in Kathmandu and even poured milk on the East-West Highway in protest.&nbsp; Punam B K’s milk ends up in Bhawani Dairy, a milk processing plant in Chitwan that buys milk from various cooperatives in the district. It was established six years ago by three entrepreneur cousins Devrath Baral, Drishya Baral and Subash Paudel and is now being supported by the Commercial Agriculture for Smallholders and Agribusiness (CASA) project.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241210081232_4e3c65390b9c5345f807b10cbb8c36b006ef6d3cb972e07b5067f4b2db2be32e.jpg" data-media-id="editor_2" data-image-id="20241210081232_4e3c65390b9c5345f807b10cbb8c36b006ef6d3cb972e07b5067f4b2db2be32e" data-rendition-name="original" width="1500" height="1102" loading="lazy" alt="dairy farmers in Chitwan"> </figure>  This UK-funded project implemented by Swisscontact in Nepal has been supporting agro-businesses in 23 countries in Asia and Africa. They focus on improving the capacity of private dairy and vegetable farmers to find markets and build a sustainable supply chain for their produce. It helps dairies like the one in Chitwan with branding and marketing, as well to track business through a Dairy Management System (DMS) digital database.&nbsp; Bhawani Dairy also got support to conduct orientation for cooperative farmers to learn about new ways to boost productivity with breeding, cowshed management and hygiene maintenance. Many commercial farmers in Chitwan, some with up to 60 cows and buffaloes, have benefited.&nbsp; B K says she only has six cows, so not everything she hears at the orientation about increasing cowshed area is applicable. “We are just happy our milk is not wasted, and we can earn some cash from the surplus,” she says.&nbsp; Bhawani Dairy’s clientele is based entirely in Chitwan and in towns along the East-West Highway. But building on its success here, the company is looking to expand nationwide and target the Kathmandu market. Being a perishable product, the <a href="https://nepalitimes.com/opinion/so-far-so-good/nepal-s-milk-heartland-rebounds">diary business is challenging</a>. Businesses also need investment and technical support to diversify into value-added milk products like cheese, yoghurt, ice cream or powdered milk.&nbsp; “For now, the best thing we as a dairy business can do for farmers is to buy their milk at a decent price and pay them in time,” says Drishya Baral of Bhawani Dairy.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241210081232_6c06efb5674dbcd8679015af543bfda87030755383a13c9269e272af28e85953.jpg" data-media-id="editor_4" data-image-id="20241210081232_6c06efb5674dbcd8679015af543bfda87030755383a13c9269e272af28e85953" data-rendition-name="original" width="1700" height="1275" loading="lazy" alt="dairy farmers in Chitwan"> </figure>  Another agro-industry supported by CASA since 2018 is Himalayan Supervores, a venture that sources farm produce to supply vegetables and other foods to restaurants and hotels in the city, and even export Halal-certified produce to Gulf countries.&nbsp; CASA helped with cold chain management system to keep vegetable produce fresh so that the products earn trust about quality in the national and international market. Himalayan Supervores is already exporting to UAE and Qatar, and is targeting other Gulf countries next. “The guidance provided by the international expert was invaluable, we could not have bought that knowledge even with money,” says Nelson Shrestha of Himalayan Supervores. “It was not about fancy hardware, but how to minimise wastage, increase productivity, save time and money.”&nbsp; Though Himalayan Supervores collects vegetables from vegetable cooperatives, it indirectly works with a network of thousands of cooperative farmers. Its catchment area therefore is enormous, and it has enhanced their knowledge about organic farming methods, bio-pesticides, and the right way to handle and package vegetables. CASA’s most recent tie-up is with Pokhara-based Poshilo Foods, which specialises in increasing the shelf-life of local nutritional food items. During the Covid lockdown <a href="https://www.instagram.com/p3bparajuli/">Prithwi Kallyan Parajuli</a> saw an opportunity to supply nutritional foods that stayed longer, and set up Poshilo.&nbsp; It took traditional satu flour made from dry-roasted pulse, added more nutrients, and packaged it. Four flavours of satu with nutrient values differentiated for various age groups now line the shelves of supermarket chains like KK Mart, Saleways. Poshilo is now exploring the export market in India.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241210081232_a8dbea8c8d45ac4eff6c37fb47da7ff461989c662ba86d207a008381101acdcf.jpg" data-media-id="editor_6" data-image-id="20241210081232_a8dbea8c8d45ac4eff6c37fb47da7ff461989c662ba86d207a008381101acdcf" data-rendition-name="original" width="1700" height="1275" loading="lazy" alt="dairy farmers in Chitwan"> </figure>  In the five years of helping Nepali agribusinesses, CASA has already teamed up with 35 established companies. Parajuli heaps fulsome praise on the catalytic support and guidance he got early on, not just for product design, but to explore market viability, branding and marketing.&nbsp; He has participated in government-led programs before, but says those are one-off and focus only on technical solutions and do not pay much attention to the important back-end work with management and sales.&nbsp; Says Devrath Baral of Bhawani Dairy in Chitwan: “We would probably have eventually got to where we are now, but it would have taken years longer without CASA. And now we can share our experience with other agribusinesses in Nepal.”

Nepal makes farming viable again

When Rastriya Swatantra Party (RSP) president Rabi Lamichhane was arrested in October on charges of defrauding depositors of cooperatives, the party’s vice president Swarnim Wagle gifted him Fareed Zakaria’s book, Age of Revolutions.
Since then, Lamichhane has been shunted around from Kathmandu to Pokhara to Chitwan and back to Pokhara to attend police investigations and court proceedings. He was being flown to Birganj via Kathmandu on Buddha Air on Monday. There is another pending case in Janakpur.
Human rights groups and civil society have criticised the government for hounding Lamichhane with inhumane treatment that borders on physical torture. The two parties in the coalition, Nepali Congress (NC) and the UML, see Lamichhane’s RSP as a potentially formidable challenge to their power.
Even if the fraud charges against Lamichhane are true, the Nepali public is increasingly looking at the government’s actions through the police and courts as political vendetta.
Despite all the travelling, sometimes by plane and often by road at night, Lamichhane appears to be in high spirits, waving to supporters who often gather if they know he is going to be driven around. A social media video shows him giving high fives to fellow passengers on a recent flight to Pokhara.&nbsp;
In the past weeks, streets in Pokhara have erupted with parallel protests by Lamichhane’s supporters as well as depositors of cooperatives who lost their savings to the scam.&nbsp;
Although family visits are allowed, prison officials in Pokhara told Nepali Times that not many people visit Lamichhane these days. He added, “When he does get visitors, he asks them to bring him books.”
Lamichhane is currently Nepal’s most high-profile public figure in custody, and highlights the stark difference between how influential prisoners are treated compared to ordinary inmates.
There are six prison cells at Kaski District Police Office’s two-story detention centre, three on each floor. And while authorities pack prisoners into already overcrowded cells, Lamichhane has an entire room on the second floor to himself.&nbsp;
He has also been allowed to call his family every few days. Other prisoners are not permitted phone calls except for emergencies.
Meanwhile, Lamichhane’s former business partner Chhabilal Joshi, an ex-Deputy Inspector General of Police with whom he established his Gorkha Media Network, is in custody under the same charges in the prison cell next to him.
Lamichhane is accused of siphoning off depositors' money to the tv network in which he was part-owner and anchor. &nbsp;
Both Lamichhane and Joshi are able to buy food from the police canteen instead of being served the regular meal like other prisoners. Joshi has also given his statement to authorities in Rupandehi and Kathmandu for his alleged role in the scam. Lamichhane is yet to be presented in Kathmandu for questioning.
While he was in custody at the Kathmandu District Police Complex, Joshi expressed his desire to sleep in a police officer’s office, reportedly assuring authorities that he would not run away and he was entitled to certain facilities as a former officer of the law.
“He seemed to be under the impression that he is still a police officer,” says a source at the Kathmandu District Police. “We made it clear to him that as someone accused of a crime, he was not entitled to special treatment.”
Former ministers Balkrishna Khand and Top Bahadur Rayamajhi, and ex-home secretary Tek Narayan Pandey, who were arrested in connection with the fake refugee scam last year, were similarly housed in the offices of law enforcement officials instead of prison cells. Khand has since been released after six months in jail.
While there is no legal provision to keep high-ranking officials in separate detention centres when they are arrested, authorities granting them special facilities is not uncommon. Law enforcement officials say VIP detainees expect preferential treatment while in police custody.
Among those is former Kosi Province minister Lila Ballav Adhikari, who was arrested from Biratnagar on 10 November over his alleged involvement in human trafficking and brought to Kathmandu. Adhikari had flown to Japan without government approval with three individuals on 29 October to attend a cultural conference, but had been sent back to Nepal from Narita.&nbsp;
His three companions were arrested at Kathmandu airport upon their arrival, but Adhikari was able to exit unscathed from the VIP lounge. Adhikari had resigned as the Kosi Province Minister for Internal Affairs and Law when it became public that his companions had been taken into custody, and was himself arrested shortly after. He has since been cleared by the courts.
Throughout his detention, Adhikari was kept separately from other inmates. Senior Superintendent of Police (SSP) Basant Rajouri, head of the Bhadrakali complex, says that while there is no separate detention area for VIPs, some detainees are kept separately depending on the nature of their crime.
However, sources say that arrangements were made for retired judges and others to visit Adhikari frequently worked at the office of a Deputy Superintendent of Police (DSP) during his time in custody.&nbsp;
“He used to constantly pester the authorities to let him sit outside in the sun, and to be able to use the police officer’s shower area,” added an officer.
Adhikari was released on 25 November after the government prosecutor’s office decided not to charge him in a move that was seen to expose the government’s double standards.
Over at Kathmandu’s Dilli Bazar Prison, former Kist Bank CEO Kamal Gyawali emerges from his prison cell into the courtyard of the prison’s ‘Ka (क)’ block every morning with a thick book in his hands, ready to give his daily sermon.
With his long beard, Gyawali, who is serving a prison sentence for banking fraud, looks the part of a religious guru as he implores his rapt listeners to “walk the right path, abandon bad thoughts and turn to scripture and spirituality”.&nbsp;
Afterward, the attendees gather to discuss politics and current affairs. Inmates at his daily sermons at the prison include other high-profile detainees, including former MP Ichchha Raj Tamang, who is in jail for money laundering and cooperatives fraud, former joint secretary Chudamani Sharma, who was convicted of corruption, as well as NC leader Chandra Bahadur Lama and Krishna Bahadur Upreti of the UML both of whom are on trial for embezzling billions of rupees.
Victims of the cooperatives scam that former lawmaker Tamang was involved in have made trips to the prison and requested visits, but he has refused to meet with any of them.
“Tamang often complains that the state has prevented him from returning the money to the victims by locking him up,” says a police officer at the Dili Bazar jail.
“All you hear every day from the VIP prisoners is that they have been framed,” adds the officer. “No one admits that they were involved in misdeeds.”
But while most high-profile prisoners complain about prison conditions, one exception is former provincial lawmaker Deepak Manange, who is serving a sentence at Dilli Bazar Jail for attempted murder.
“He is the happiest prisoner here,” says a warden. “Unlike the others, he doesn’t claim to have been framed, in fact he doesn’t seem to care that he is in prison.”
Manange is detained in the ‘Kha (ख)’ block of the prison complex, which he renovated at his own expense. The block previously housed female prisoners, but Manange used his influence to transfer them elsewhere. He faces no shortage of visitors, who range from political leaders to people from the underworld.
Along with Manange, other well-known prisoners in this block include Nepal Telecom Managing Director Sunil Poudel, and former executive director of the Surakshan Printing Centre Bikal Poudel, who are serving time for corruption.
Former prisoners at Dilli Bazar prison include ex-ministers Khum Bahadur Khadka and Shyam Sundar Gupta, NC leader Ganesh Lama, Maoist MP Balkrishna Dhungel, Nagarik Unmukti Party leader Resham Chaudhary, as well as former IGs Ramesh Chand Thakuri, Om Bikram Rana, and Hem Bahadur Gurung.
Section 54 of Nepal’s Prison Act assigns each prison’s internal administration the
responsibility of governing its prisoners, which means the more favourable the jail management is, the more comfortable it is for prisoners.
Dilli Bazar prison has been the prison of choice for many high-ranking prisoners, especially those convicted of white collar crimes, due to its more accommodating administrators. The prison, which has the capacity to house 700 inmates, is also less crowded than other jails.
Anuj Bhattarai, spokesperson of the Department of Prison Management, says that there is no legal classification in Nepal for felons to be assigned prisons based on the nature of their crimes.
“That Dilli Bazar Jail has a higher number of prisoners convicted of crimes like corruption is most likely a coincidence,” says Bhattarai. “There is no provision for influential people to be able to choose where they will be incarcerated.”&nbsp;

Despite Syrian rebel groups wresting Damascus from the government on Sunday, Nepali staffers with the UN Disengagement Observer Force (UNDOF) were speaking with a reporter in Kathmandu when he had to hang up and seek shelter in a bunker because of shooting.
He said there was some looting going on outside, and smaller rival groups were still fighting the rebel Hayat Tahrir al-Sham (HTS) which overthrew Syrian President Bashar al-Assad in a dramatic advance over the weekend.&nbsp;
Some of the Nepalis had come to UNDOF headquarters in Al Quneitra in the Golan Heights, and even those staying in hotels in Damascus had to flee looting and shooting as the HTS came into the capital.&nbsp;
“The civilians at Al Quneitra have not been able to leave the camp because of the shooting and looting outside,” said the Nepal Army official, who cannot give his name because of operational reasons.&nbsp;
He had to hang up while talking on the phone to a reporter from <a href="https://www.theeverestpost.com/2024/12/09/506763/?fbclid=IwZXh0bgNhZW0CMTAAAR3zyyV9p0kXZ9do6IcalvF9IeUgCNIhFNQydDqROBIAErg9gOMBGd0JW0o_aem_j81zQ1kjhRnuFJe8OxcX6A">Everest Post</a> in Kathmandu because he had to go into a bunker.
The UNDOF contingent was redeployed from the UN Interim Force in Lebanon (UNIFIL) in 2013 following an escalation of the civil war in Syria. There are currently 400 Nepalis at the UNDOF base in Faouar with a mechanised company, doctors and nurses and engineers. The Force Commander of UNDOF is Major General Nirmal Kumar Thapa of the Nepal Army.
UNDOF is tasked with enforcing the disengagement agreement between Syria and Israel over the Golan Heights.
UNDOF has 4,000 international members and 150 civilians of which many are internationals. Some of them have been trying to cross over into Israel, but the border has been closed.
“The highways are tense but we managed to travel from the hotel in Damascus to Al Qunaitra base,” said the Nepali officer. “We are trying to get permission from the Israelis to get across the border 10km away, but the IDF is not allowing it because of the tension.”
The Israeli IDF has encroached 10km into a demilitised zone along the Golan Heights with tanks and soldiers.

Nepali peacekeepers safe in Syria

It was 8:15 in the evening of 25 March 1968 when everyone in the village of Batulechaur near Pokhara heard a deafening sound like thunder as a bright flashing object hurtled down to land in a field.&nbsp; That field belonged to Kul Timilsina, and the next morning he retrieved a sheet of metal about 2m by 1m and carried it home with the help of a few others, thinking it would be useful for his buffalo shed.&nbsp; Before he died at age 83 three years ago, Timilsina had told photo archivist Sunil Ulak that the black metal sheet was not rectangular and had rounded corners. There are a few witnesses still alive who have a clear recollection of the object that fell from the sky that night.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024120707128_75cc85aac56b9cc4a77366471f058d7b3eb6868776811b0923845c2d0a61f014.jpg" data-media-id="editor_0" data-image-id="2024120707128_75cc85aac56b9cc4a77366471f058d7b3eb6868776811b0923845c2d0a61f014" data-rendition-name="original" width="1170" height="601" loading="lazy" alt="UFO over Pokhara"> <figcaption>The field in Batulechaur belonging to Kul Timilsina where fragments of a flying object fell from the sky in 1968.</figcaption> </figure>  One of them is Timilsina’s wife Gyanu, who was 22 at the time. She had been at home, and remembers hearing the big bang and the sky becoming very bright. “We saw the thing in the field in the morning,” she told us. “It looked like a lid, a covering of some sort. The way it was stuck in the ground, it must have fallen from the sky. We thought we could use it to dry clothes on, and took it home.”&nbsp; Another witness is Kul Narayan Paudel. “I was only eight then. We ran to the field to see what had fallen. It was a four-sided metal sheet. The elders took it away, and I don't know what happened to it.” &nbsp; Ram Bahadur Baniya, a teacher at the local school, says he had heard the sheet had been brought to the school, and later handed over to the Zonal Commissioner at the time, Nanda Prasad Malla. “But that is all hearsay,” he says.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024120707128_0bf207a12063fb8155b3c8d9a00a94887b126380c9e0627527c84cf5e1101f54.jpg" data-media-id="editor_1" data-image-id="2024120707128_0bf207a12063fb8155b3c8d9a00a94887b126380c9e0627527c84cf5e1101f54" data-rendition-name="original" width="1170" height="610" loading="lazy" alt="UFO over Pokhara"> <figcaption>Gyanu Timilsina, wife of Kul Timilsina.</figcaption> </figure>  There are two versions of what happened to Kul Timilsina’s metal sheet. One is that an American Peace Corp Volunteer teaching at the nearby Bindyabasini School took it, and another is that it was handed over to the government. Recently declassified Central Intelligence Agency (CIA) and US State Department documents from the time say that the US Embassy in Kathmandu tracked down the object two years later and had it shipped back to the US. A telegram from the Department of State and Department of Defense tagged as ‘MOON DUST / Space Fragments’ dated 1 March 1972 stated: ‘1. Restored space fragment will be on board Embassy support flight 115 arriving Kathmandu on or about March 10. Fragment is packed in shipping crate (cargo no. 72-33365) marked in care of DAO.&nbsp; 2. State and Defense representatives examined fragments prior to shipment finding restoration acceptable.’  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241207071212_929d903ee06d41baa4f6040e981cd7c7d7bd75cc9c37c9b617d307fc8538d2df.png" data-media-id="editor_2" data-image-id="20241207071212_929d903ee06d41baa4f6040e981cd7c7d7bd75cc9c37c9b617d307fc8538d2df" data-rendition-name="original" width="856" height="568" loading="lazy" alt="UFO over Pokhara"> <figcaption>Declassified CIA documents about the investigation into the object sighted in Pokhara. </figcaption> </figure>  The documents show that the US government, military and intelligence agencies investigated this incident thoroughly when it occurred, and have continued to revisit it ever since, as recently as five years ago. What is even more intriguing is that the object that fell in Pokhara was not the only unidentified space object that fell to earth that year. There were similar sightings of objects falling from the sky in Ladakh, Sikkim and Bhutan between 19 February and 25 March 1968.&nbsp; These mysteries were the subject of a CIA investigation in 1968 titled ‘<a href="https://www.cia.gov/readingroom/docs/CIA-RDP81R00560R000100070007-8.pdf">Sighting of Unidentified Flying Objects in Ladakh, Nepal, Sikkim and Bhutan</a>’, and the report is part of the recent online declassification of 800,000 top-secret documents from the period.&nbsp; &nbsp;Although unidentified flying objects (UFOs) have a connotation now of being alien craft, it could be pieces of satellite, missile, rocket or even aircraft. The CIA report documents six sightings in 1968 and quotes local sources as describing all of them having similar characteristics: bright blue or red streaks in the sky accompanied by loud sounds like lightning and thunder and objects falling to the ground. Aside from the metallic object that was found in Batlechaur, there were other items also found nearby in Tallakot, Tureypasal, Armalakot and Maidan. Whatever the object was, it seems to have disintegrated even before it hit the ground.&nbsp; The CIA report records the first sighting on 19 February 1968 in various parts of Sikkim and Olangchung Gola and Ghunsa in eastern Nepal. The light was said to be ‘long and thin’ and giving out ‘green and red light’. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241207071212_c3c825027d966a2aedc846970390eebe063957503c7eacc8e01e0517843f9bbb.png" data-media-id="editor_4" data-image-id="20241207071212_c3c825027d966a2aedc846970390eebe063957503c7eacc8e01e0517843f9bbb" data-rendition-name="original" width="892" height="596" loading="lazy" alt="UFO over Pokhara "> </figure>  Two days later on 21 February, a soundless blue object was seen traveling fast across the sky above Thimphu in Bhutan. Then on 4 March there were multiple daytime sightings or white streaks in the sky at Chang La Pass, Fukche and Koyul in Ladakh. There were more sightings in Ladakh on the very day fragments fell near Pokhara on 25 March 1968.&nbsp; After the sightings in Pokhara, rumours started flying in Kathmandu that these were aliens trying to land on Earth, it could be Russian or Chinese spy planes or satellites, and some even say it as a sign from heaven that the end of the world was near. This was at the height of the Cold War. The Russians and Americans were testing their thermonuclear devices as well as intercontinental ballistic missile delivery systems. The Washington-Beijing rapprochement had not yet happened, and China was making quick progress testing atomic bombs. Within two years after its first atomic test, in 1966 China exploded its first hydrogen bomb at the Lop Nur site in Xinjiang, 3,000km to the north from Nepal. After neary six decades, what is still intriguing is that all the sightings within a few months of each other in 1968 were along the Himalayan arc bordering Tibet: from Bhutan, Sikkim Nepal, to Ladakh. The US military intelligence seems to have concluded that this was not a coincidence and there were frequent research trips to the site in Pokhara by American officials in the months after the incident. With the help of the Royal Nepal Army, the region north of Pokhara was thoroughly searched.&nbsp; A confidential memo dated 25 June 1968 by Jerry C Trippy to a ‘Mr Farley’ mentions that the US Air Force’s Foreign Technology Division had decided that the debris could be important because it may be related to a Chinese missile test or a Soviet ‘Vehicle Venik’ rocket.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241207071216_feb5425692dc36b20187de4e4fcc2ce9fd12b6d9e1b8724398e50bcdbf9032fe.jpg" data-media-id="editor_5" data-image-id="20241207071216_feb5425692dc36b20187de4e4fcc2ce9fd12b6d9e1b8724398e50bcdbf9032fe" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="UFO over Pokhara"> </figure>  On 28 August 1968 the US Embassy in Kathmandu sent a letter to Washington DC saying that the object could be of Soviet origin, possibly from when the rocket carrying the ‘Kosmos 208’ satellite re-entered the atmosphere. But why were the fragments falling to earth several weeks apart, and in the same region? No one knows where the metal sheet that Kul Timilsina recovered is now. It was definitely packed in a crate and taken to the US, and although it is rumoured that it was returned that is not very likely. Archivist Sunil Ulak heard from the Timilsina family that CIA officials had returned to the site five years ago. &nbsp; Interest in UFOs peaked in the US in the 1950s, with the Cold War space race and tests of atomic weapons and delivery rockets. CIA and scientists were being sent to investigate sightings, both publicly and privately. Could the Pokhara fragments as well as the sightings in Ladakh and Bhutan actually be alien craft falling to earth? The renewal in interest in space travel in large part due to Elon Musk’s SpaceX, UFOs and sightings are again subjects of public interest.&nbsp; Even 57 years later, even if there was definitive proof about whether the Batlechaur fragment was from a Chinese missile or a soviet rocket, it has not been made public in documents declassified so far. We may never know.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241207071216_b6938795f40731e7657fd6dcbb3cf460a326186a15eb11d4f832f602201ff598.jpg" data-media-id="editor_6" data-image-id="20241207071216_b6938795f40731e7657fd6dcbb3cf460a326186a15eb11d4f832f602201ff598" data-rendition-name="original" width="642" height="320" loading="lazy" alt="UFO over Pokhara"> </figure>  Sunil Ulak speculates if the debris actually came from an American aircraft, perhaps on an intel mission upon China. “Which could explain why they were so thorough in collecting the fragments in Pokhara,” he says. But that still does not explain the multiple sightings weeks apart in 1968.&nbsp; Indeed, US military aircraft were at that time flying frequent night-time missions from air force bases in India to supply weapons to Khampa guerrilla camps in Nepal located north of Pokhara in Mustang. It could very well be that the Chinese shot down one such aircraft. The other sightings could have been contrails of US spy planes, or Chinese anti-aircraft missiles.&nbsp; There were quite a few developments regarding UFOs in 2024. In a US congressional hearing in July, former intelligence officer David Grusch claimed that the government had long been involved in a program to investigate and retrieve non-human craft crashes, and then try to reverse engineer them. However Grusch did not show any evidence.&nbsp; The UAP Disclosure Act of 2024 was signed into law by Joe Biden in December 2023. It plans to oversee the public disclosure of UFO information. However, there is a clause in it that prevents disclosure if it would cause threats to military defense, intelligence operations or foreign relations.&nbsp; It is unlikely that the declassified documents about sightings in the Himalayan will cause any real surprise about definite evidence of alien life even if it was found. It seems humanity will continue, at least for now, to wonder about curious lights in the sky and whether there is anybody out there.&nbsp;

UFO over Pokhara

Just as Nepal was recovering from the Covid pandemic in 2022, the government with GAVI, the Vaccine Alliance, inoculated almost 8 million school-children against typhoid.&nbsp; What was even more remarkable was that this vaccine was earlier trialled among 20,000 people in Lalitpur, showing a significant reduction in typhoid incidence with efficacy rate of an impressive 80%, and was the subject of a <a href="https://www.nejm.org/doi/full/10.1056/NEJMoa1905047">research paper in the New England Journal of Medicine in 2019</a>.&nbsp; This kind of <a href="https://nepalitimes.com/banner/a-shot-in-the-arm-for-vaccines-in-nepal">Typhoid Conjugate Vaccine (TCV) </a>has also been used in Malawi and Pakistan where there has been a drop in typhoid cases. The trial was undertaken by the Oxford University Clinical Research Unit (OUCRU) Nepal which was set up in Lalitpur in 2003 to control endemic typhoid fever in Nepal and the region. Besides vaccines, OUCRU-Nepal has also carried out ground breaking randomised controlled trials in the treatment of typhoid fever. Its seminal paper in the journal Lancet Infectious Disease in 2016 influenced WHO to suggest that the fluoroquinolone drugs which was chosen at the time for typhoid fever should not be used in the empirical treatment of typhoid fever in South Asia. Nepal’s successes both in the prevention and treatment of typhoid fever will be showcased at the <a href="https://www.ascodd2024.org">17th Asian Conference on Diarrhoeal Diseases and Nutrition (ASCODD)</a> in Kathmandu 8-11 December titled Emerging Enteric Infections and Impact of Climate Change. Over 300 experts will attend the conference, including Andrew Pollard who helped develop the Oxford AstraZeneca Covid vaccine and Edward Thomas Ryan, immunologist at Harvard University and Massachusetts General Hospital, among others. Buddha Basnyat and Andrew Pollard were the two principal investigators for the typhoid conjugate vaccine trial in Lalitpur. “The conference is a one of a kind platform bringing together researchers, policymakers, and public health professionals from across Asia and beyond to address critical challenges in diarrhoeal diseases, nutrition, and public health,” says Abhilasha Karkey, medical microbiologist and director of OUCRU Nepal. Typhoid fever is prevalent in countries with poor hygiene and is transmitted through the faecal-oral route. If untreated, it can cause complications leading to death. Treatment is straightforward, but antibiotic resistance is a growing problem. “Typhoid, much like tuberculosis, is a biblical disease,” explains Buddha Basnyat, chair at the OUCRU Nepal. “It is hardly heard of in developed countries, except in travelers from our part of the world.” Indeed, South Asia including Nepal has an incidence of about 500 cases per 100,000 population. Anything over 100 per 100,000 is regarded as ‘alarming’. Hotspots include cities like Kathmandu, Karachi, New Delhi, Dhaka and Kolkata. It goes without saying that the best antidote to diseases like typhoid fever and cholera is safe drinking water and better hygiene, which can only be guaranteed with political accountability and education. “Careful study of typhoid burden, and performance of typhoid vaccines in children, led by OUCRU-Nepal based at the time in Patan Hospital in Nepal in collaboration with the Oxford Vaccine Group, has been central to the development of policy by the World Health Organisation,” Andrew Pollard told Nepali Times. He added: “As a result of the contribution of the Nepali investigators, more than 60 million children have been protected against typhoid around the world in the past two years and many tens of millions more will be protected in the decade ahead.” Typhoid fever is also often misdiagnosed. Nine years ago in the aftermath of the Nepal earthquake, there were several deaths across the country as they were wrongly diagnosed because of the widespread use of the Widal test that is consistently known to give false results. In reality, these patients had typhus fever which is spread to humans by fleas, lice, and chiggers, and required a different antibiotic, not ceftriaxone, a potent antibiotic for typhoid fever. &nbsp; <h2>ASCODD 2024</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024120703124_d067362901ebf9142bfbac6ed2995c9c7efb05b5f98bb6856dab66b66aaea956.jpg" data-media-id="editor_3" data-image-id="2024120703124_d067362901ebf9142bfbac6ed2995c9c7efb05b5f98bb6856dab66b66aaea956" data-rendition-name="original" width="1200" height="500" loading="lazy" alt="ASCODD"> </figure>  The ASCODD 2024 is a platform for Nepal to present its public health research, including in the prevention and treatment of enteric illnesses like typhoid. The conference theme is Emerging Enteric Infections and Impact of Climate Change. Another key highlight is the launch and discussion of Nepal’s National Cholera Control Plan which reflects the country’s commitment to eliminating the disease. The last big cholera outbreak was in Jajarkot in 2009 that killed 111 people, mainly children, and in 2016 in Kathmandu with 169 cases. “At the conference, we will explore the latest scientific advancement in diagnostics, treatment, vaccines while emphasising equitable access to these tools in resource-limited settings and in climate vulnerable countries like Nepal,” says Abhilasha Karkey, director of OUCRU Nepal. Typhoid fever is often confused with other illnesses not just because they sound the same, but have common symptoms. Typhoid fever is caused by the bacteria Salmonella typhi or Salmonella paratyphi via water or food contaminated with fecal matter. It leads to high fever, rashes, headache, general weakness, diarrhoea. Typically, these last for a week but are clearly preventable with better hygiene and vaccines. Treatment is a course of antibiotics. There is an alarming increase in antibiotic resistance. Typhus fever is a rickettsial disease mainly transmitted through vectors such as mites, fleas, lice and ticks, and have non-specific symptoms similar to a bad cold, including fever, chills, headache, muscle pains and rash. A common antibiotic called Doxycycline is used in the treatment of the disease, but misdiagnosis has led to deaths in Nepal.

Nepal’s success in typhoid vaccine trial

We have been able to predict the outcomes of some of our most contentious political transitions over the years. Twenty years ago this week, we warned of the monarchy reverting to authoritarianism because that would push even the biggest proponents of constitutional monarchy towards republicanism.
That was exactly what happened. King Gynendra staged a coup d’état on 1 February 2005. Nepal abolished monarchy on 28 May 2008 after 240 years of royal rule.&nbsp;

A slew of statements in the past month hinting at a Poush One-type royal putsch is too deliberate to be a coincidence. First we had the government spokesman stirring a hornet’s nest on 11 November by wondering publicly about the possibility of reverting to authoritarianism.
Then there was a sense of disquieting déjà vu as we heard demands to set up a ‘royal advisory council’. Pliant party disgruntleds seem to be forging an alliance, and a younger generation of royals was newly vocal. On Thursday, a regional Raj Parishad meeting was inaugurated by King Gyanendra himself.
However much the political parties brought it on themselves with their shenanigans, and even though there are few indications that they have mended their wayward ways, we strongly advise against any temptation to reverse history. This will push even those who still believe our common future lies in constitutional monarchy and pluralistic democracy towards republicanism. Whoever is counselling this move is pushing the monarchy itself into a trap and the country into irreversible polarisation.

Path to Republic

One smoggy winter morning in February 2019, Ekta regretted coming to her sculpture class. It was the first day of her period, and the 19-year-old wished she was home, curled up in bed with a hot water bag to soothe her cramps.
Her class was at Kalapremi Ceramic Studio, a dark room on the ground floor of a house in Maharajganj, and Ekta’s teacher was the artist Gopal Das Shrestha ‘Kalapremi’, a noted sculptor.
Two other students were already there, using all their muscle strength to knead the sculpting clay. Ekta, now 24, recalls how Kalapremi asked her if she was feeling all right. She avoided him, as she did not want everyone to know she was menstruating.
Kalapremi repeatedly asked Ekta what was wrong. She finally muttered that she was having her period, after which he grabbed her hand and led her to a partitioned corner of the studio and sat her on a chair. Before she could stop him, he slid his hand under her dress, and started massaging her abdomen.
“I was horrified,” Ekta recalls. “I told him to stop, but he didn’t listen, asking me not to be shy, saying he knew how to relieve my pain. He stopped only after I protested furiously.”&nbsp;
The art tutor then said, “You’re like my daughter. I’m doing it out of love to make you feel better, but you’re so stubborn.”&nbsp;
“Instead of saying sorry he acted like I was the one having crazy thoughts,” remembers Ekta, adding that from April 2016 to August 2020 beginning the time she was 16, the artist sexually abused and harassed her on several occasions. &nbsp;
Now, Ekta and the artist’s other former students are finally sharing their experiences and some are pressing legal charges against him, hoping that others do not have to endure what they did.&nbsp;
Award-winning artist and teacher Gopal Das Shrestha ‘Kalapremi’ (the name means ‘Art Lover’) is known for his ceramic art, sculpture, and contemporary pottery. He was <a href="https://nepalitimes.com/review/the-house-of-kalapremi">profiled in Nepali Times after a collaborative exhibition</a>, ‘Where the Wild Things Are’ at the Siddhartha Art Gallery three years ago.&nbsp;
His pieces, titled Gaalis, featured sculpted female figures with the heads of dogs, sheep, and donkeys (pictured) to depict derogatory terms for women. Some critics said the collection was a satire on feminists.
Kalapremi started his artistic and teaching career in 1983 and over the years taught at Bhanubhakta School, Kathmandu University School of Arts, Lalitkala Campus and at his private Kalapremi Ceramic Studio. He has also lectured at Jeonju University in South Korea and recently at Tabor Academy in the United States.
Seven of Kalapremi’s former students were interviewed for this story. Five female students said he touched them inappropriately in his studio or at Kathmandu University. Two male students said they witnessed him abuse and harass the women. In all cases, the students struggled to recognise the abuse when it occurred, and the lack of reporting systems left them to cope on their own for years.&nbsp;
Earlier this year, students shared a social media post hinting at Kalapremi’s history of abusive behaviour following which more students of the artist reached out sharing similar experiences. Some students spoke of abuse that happened as long as 20 years ago.
Kalapremi, 60, has denied the allegations. He told Nepali Times: “Some years ago, there was a movement encouraging people to hug and kiss. I used to do it purely out of friendship and love. But after seeing posts on social media last year calling out my behaviour, I realised my actions may have hurt some people. I understand now that I should have been more mindful.”
He added: “I am also an auxiliary health worker, so I know the exact points to massage to relieve menstrual pain. It’s not just menstruation, I take anyone who is ill to the hospital.”
Sexual abuse is much more rampant than reported given how difficult it is to prove it in court. The law defines sexual abuse as occuring when someone touches another’s private parts, coerces them into touching theirs, uses vulgar language, shows degrading images, or behaves indecently towards them without consent.&nbsp;
Ekta and her fellow students are consulting lawyer Suneeta Regmi Pokhrel, who says they know that even if the court decides in their favour, it is difficult to survive after speaking up, and influential men defend themselves saying they are being framed.&nbsp;
“They are in a lot of pain and weep when recalling how he abused them,” Regmi Pokhrel told us. “They are angry and have filed a case against him, but they are also terrified. They know he is a powerful man and they have seen how our society treats women who speak up against abusers. Unless people speak up, perpetrators will be emboldened.”
Art and academia in Nepal simply reflect the power imbalances in society where people with intersecting identities experience worse forms of abuse. Theatre actors Raj Kumar Pudasaini, Rajan Khatiwada, and Sunil Pokhrel were called out during the #MeToo movement in the Nepali theatre scene in 2019. Even after the allegations Pokhrel went on to receive national awards, while others continued to work without repercussions.
“If you speak up against abusers, you gradually get sidelined from projects,” explained a theatre artist who wished anonymity fearing professional setbacks. “The theatre scene in Nepal is quite small, you just have to make peace with the perpetrators and work with them if you want to sustain yourself.”&nbsp;
In academia there is a history of faculty members sexually harassing students and getting away with it. After Tribhuvan University (TU) lecturer Krishna Bhattachan was accused of harassing women students, the university said it would follow Nepal’s sexual harassment law and set up a reporting mechanism. But nothing happened to the professor, who had already retired. Instead, he counter-accused the students of 'attacking the indigenous people’s movement with baseless allegations' as <a href="https://kathmandupost.com/letters/2019/01/29/bhattachan-responds">he told the Kathmandu Post in 2019</a>. He continues to be featured as a prominent speaker including at TU.
Other faculty members previously accused of sexual harassment include Jagadish Murti Koirala from TU, Bishnu Prasad Acharya from Ratna Rajya Campus, and Bodha Raj Tripathee from Lalitpur Madhyamik Vidhyalaya. A woman staff member from TU also filed a sexual abuse complaint against Dambar Chemjong from TU.
Prominent figures like <a href="https://nepalitimes.com/news/the-rise-and-fall-of-nims-purja">mountaineer Nims Purja</a> have been <a href="https://www.nytimes.com/2024/05/31/sports/mountaineering-sexual-harassment-abuse-nims-purja.html">accused of sexual assault</a>, and cricketer Sandeep Lamichhane, actor <a href="https://nepalitimes.com/news/celebrity-rape-case-spotlights-nepal-laws">Paul Shah</a>, and former speaker of Parliament <a href="https://nepalitimes.com/news/mahara-arrested">Krishna Bahadur Mahara</a> have been accused of rape, but society-at-large has let off the alleged perpetrators amdist a larger debate about justice for survivors and punishment of perpetrators.&nbsp;
‘Gaushala-26’ is the court name given to the 18-year-old who accused Sandeep Lamichhane, former captain of Nepal’s national cricket team and skipper of Biratnagar Kings in the <a href="https://nepalitimes.com/here-now/here-comes-the-nepal-premier-league">ongoing Nepal Premier League</a>, of rape. She left the country citing society questioning her character affecting her mental health while Lamichhane got an outpouring of support. In May, the Patan High Court overturned a prior verdict that found Lamichhane guilty of rape and had sentenced him to eight years in prison. During the 23-month legal battle to pursue justice, Gaushala-26 faced threats of gang rape and acid attacks.&nbsp;
Exhausted by the struggle, Gaushala-26 sought to “move to a new world” where she could live free without hiding her identity.
Actress Samragyee Rajya Laxmi Shah in an Instagram video now deleted detailed the harassment she faced from a filmmaker during a movie shoot. She did not name any name but veteran actor Bhuwan KC filed a defamation case against Rana, but the court ruled that the charge lacked sufficient evidence.&nbsp;
Former Kathmandu mayor <a href="https://nepalitimes.com/opinion/theytoo">Keshav Sthapit also mocked the #MeToo movement</a>, calling accusations against him by journalists Rashmila Prajapati and Ujjwala Maharjan “a rape of men’s rights”.
Serial Abuse
Back at the Kalapremi Ceramics studio, another former student, 24-year-old Rajiv, says he felt the need to speak out after seeing his female classmates being abused.&nbsp;
“He frequently kissed them on their cheeks,” he told Nepali Times. “Whenever they walked into the studio he flailed his arms like a child asking for a hug. They awkwardly hugged him from the side, but he pulled them closer, held their chin, and kissed their cheeks.”&nbsp;
Rajiv says he also saw Kalapremi pull the women’s bra straps, touch their breasts, and slap their buttocks. The young students would freeze, not knowing how to react, and if they protested, he would say it was “normal in art”. Rajiv, 19 at the time like his classmates, remembers thinking perhaps the well-respected artist was right after all.
Another student, Luna, who took lessons at Kalapremi’s studio from 2020 to 2022 did try to confront the tutor after he made an obscene proposal to her. She recalls: “One day when the other students had left the studio and it was just the two of us, he told me that God had given him special artistic talent and he could transfer those powers to me. But to do that both of us will have to be naked, inside a dark room, and have sex.”
Luna, who was 18 then, was livid and told him she did not want any of his powers, but she says he laughed at her as if he was joking. She did not tell her family about the incident because she thought no one would believe her.&nbsp;
“They were all in awe of this famous artist and felt I should be grateful that to be learning sculpting from him,” she says. “I was scared to be alone with him in case he talked about sex again. My coping mechanism was to be rude so he wouldn’t try to come close to me.”
Seeing how some classmates were standing up to Kalapremi, Ekta too tried to push back against his advances, but she said he found ways to coerce her. Since Ekta, Rajiv, and Luna could not afford Kalapremi’s Rs30,000 monthly fee for lessons, he had offered them all a stipend to assist him in the studio.
“He had spondylosis and took me to his therapy sessions to learn massage techniques, then he often made me and other students massage him,” says Ekta. Whenever she refused, he would feign pain to make her feel sorry for him. “He would insist that I put my hands under his shirt so that I could massage him better,” she adds.
The art tutor often tried to “seduce sympathy” from Ekta by sharing how he had never been loved as a child and was “sexually frustrated” as an adult.&nbsp;
“At 7PM, he would pour himself Signature whiskey and immediately go off again about how he was sex-starved. I didn’t know how to respond. It took me time to realise alcohol was just an excuse to talk about sex,” Ekta says.
If convicted, Kalapremi could face financial penalty and/or a prison sentence of up to three years according to Section 224 of National Penal (Code) Act 2017.&nbsp;
Data suggests that victims of child sexual abuse on average take nearly 24 years to tell someone about their trauma, and some may never disclose it at all.&nbsp;
“In our culture, children are rarely taught about boundaries. They often react, show anger when adults pinch their cheeks. But adults insist they did it out of love, and force the children to accept it,” says Sita Lama, a psychotherapist at Manka Kura. “And even when someone touches them inappropriately they struggle to identify and verbalise it.”
When perpetrators claim to be “acting out of love”, Lama says survivors are likely to perceive it as something safe, rather than recognising it as abuse.&nbsp;
“It may take years for them to realise they were abused,” she explains. "And even when they become aware, the power imbalance with the abuser and the associated shame often prevents survivors from speaking up."
Other former students from the School of Art at Kathmandu University have also come forward years later, saying Kalapremi sexually abused them. As young adults, they felt his behaviour was off but were uncertain if it was inappropriate, illegal, or they did not know how to respond. After having understood that it was indeed abuse, they say they are speaking out now to protect others.&nbsp;
Amina Singh, a visiting faculty member at Kathmandu University, says there is no clause against sexual abuse in contracts of teachers, and there is no formal grievance handling mechanism for the students.&nbsp;
“So the only way students can to deal with sexual abuse is approach someone they trust,” she says.
Eight other former art students of Lalit Kala Campus and Srijana College of Fine Arts of Tribhuvan University and other private art studios in Kathmandu say they were also sexually abused by their art teachers. Three faculty members interviewed from these institutions said they saw the abuse, but felt it was futile to report it given how powerful the teachers were.
In the absence of a formal system, some longtime women artists warned each other about “problematic” artists. They shared &nbsp;a “heads-up” to be more cautious when collaborating with them, and avoided responding to their calls and texts after work hours.
To ensure art institutions are safe for all, galleries, museums, artist studios, and smaller art spaces need to develop policies on sexual harassment. This would include a code of conduct or studio policies that hold the leadership accountable and outline the principles of professional ethics.&nbsp;
Students and employees should inquire about accountability mechanisms for raising concerns, both formally and informally, advocates say.
Three years after Ekta left the ceramics studio, she learnt that Kalapremi had harassed many other women. Still trying to get a footing in the art industry, she attended a workshop in Kathmandu where women artists discussed ways to stay safe in the art sector.&nbsp;
Since it was a close-knit group Ekta opened up about how she felt violated and realised she was not alone, he had been abusing underprivileged students for years, and this was common knowledge among artists in Nepal.
Ekta says that even after she quit, Kalapremi continued sending her text messages like ‘I am thinking of you’, ‘Why have you stopped speaking with me’, or ‘I am waiting for your call’.&nbsp;
But what really forced her to act was when Ekta found out that he was sending similar texts to her younger sister.&nbsp;
“I’ve had enough,” she told us. “He abused me all these years but I won’t let him abuse my sister.” &nbsp;
Ekta, Rajiv and Luna are not the real names of the students.&nbsp;

‘Art Lover’ accused of sexual abuse

The Nepal Premier League T20 men’s cricket tournament is a culmination of much progress in the sport in Nepal over the past decade, and a thrilling first step into higher level sports events in the country. Adding to the excitement is the international talent taking part. The tournament features eight teams made up of Nepali and international cricketers, including Shikhar Dhawan, one of India’s greatest ODI batsmen over the 2010s, and an IPL stalwart for the Delhi and Mumbai franchises. Dhawan is playing for the Karnali Yaks at the NPL. Other eminent imports include Kiwi batsman Martin Guptill, Indian-American Unmukt Chand, and Trinidadian fast bowler Anderson Philip. The NPL franchises are named for Nepal’s provinces and cities. Beside the Yaks, there are the Biratnagar Kings, the Chitwan Rhinos, the Janakpur Bolts, the Kathmandu Gurkhas, the Lumbini Lions, the Pokhara Avengers, and the Sudurpaschim Royals. The franchises have a wide variety of backers, including Kantipur Publications behind the Gurkhas, Chitwan Medical College behind the Rhinos, and Himalayan Builders for the Yaks. These entities are paying the international stars salaries rumoured to be in the Rs5 million range ($37,000) for the 21-day contest.&nbsp; The teams will play each other first in a round-robin league, after which the best performers will progress to playoffs. There will be 32 games in total, all to be held at the Tribhuvan University International Cricket Ground in Kirtipur which is being spruced up, including additions of an expanded boundary, digital scoreboard, new sight screens, and practice pitches.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241129041152_9236da646959b888a8635b10bd46b9f9e08f0068ab031a4b8ad736a185288164.jpg" data-media-id="editor_0" data-image-id="20241129041152_9236da646959b888a8635b10bd46b9f9e08f0068ab031a4b8ad736a185288164" data-rendition-name="original" width="1080" height="1080" loading="lazy" alt="NPL"> </figure>  “Holding all the games at the same stadium makes sense logistically for this inaugural season,” says Chhumbi Lama of the Cricket Association of Nepal (CAN). “Future editions will see matches happen across Nepal.”&nbsp; Another benefit of the tournament in future is that it may expedite the completion and upgrades of stadiums across the country, such as Mulpani Cricket Stadium in Kathmandu, the Gautam Buddha International Stadium in Bharatpur, and the Fapla Cricket Ground in Kailali. The main benefit of the tournament is said to be the development of Nepali cricket talent. The rules are also made up to favour this with each 16-player squad having no more than four foreign players. One Nepali ‘marquee’ player was selected by lottery, and others were signed through auctions for as high as Rs1.5 million. “Each team will have the marquee player from the province they represent,” says Lama, although this does not seem to be the case in practice. The 24-year-old leg spinner Sandeep Lamichhane, for example, is captaining the Biratnagar Kings, although he comes from Syangja district in Gandaki Province. “NPL’s goal is to support the development of cricket and our players,” says ex-captain and CAN secretary Paras Khadka. Players who are not usually selected for the national team will have the chance to show their cricketing skills. This has proved very beneficial in similar domestic leagues around the world. The Indian Premier League, for instance, led to the discovery and improvement of players like fast-bowler Jasprit Bumrah and batsman Suryakumar Yadav, who not only have become regular starters for the Indian national team, but also are now some of the top-ranked cricketers in the world, contributing to India being the best team in both T20s and ODIs. Nepal’s excellent run in the T20 World Cup this summer, with stellar performances against The Netherlands, South Africa and Bangladesh showed the world that the country could compete at the highest level in cricket. This has added to the legitimacy of the NPL and also promises longevity through future editions: the titular sponsor of the tournament, Siddhartha Bank, has committed to this role until 2029. Ncell is also involved, as the ‘Powered by’ sponsor, continuing the telecom company’s support for cricket, football, volleyball, golf and paralympic athletes. Another sponsor for the Kathmandu Gurkhas, is Chinese electric vehicle giant BYD. Adding weight to the NPL is that it is being broadcast live on Star Sports, giving it a global audience. The large sums of money offered to the athletes by fixers is tempting, especially considering that salaries are not only low but sometimes unpaid. This led to an investigation from officials from the International Cricket Council, and cases filed against cricketers by the District Attorney’s Office in Kathmandu. The much wider coverage of this tournament should do better at discouraging corruption. Ticketing partner Khalti reports that tickets for the opening game are quickly selling out. The winning trophy was revealed at a ceremony at Dharara on Saturday. Two games are scheduled almost every day until 16 December, with the first starting at 9:15AM and the second at 1:15PM. Playoffs start on 18 December with teams that end up third and fourth playing first, with the loser eliminated. The first and second play next, with the winner advancing to the final. The loser then plays the winner of the first match for a place in the final. This format, compared to a straight semifinal-final approach, rewards teams for having done better in the group stages, as teams 1 and 2 have multiple chances at reaching the grand finale on 21 December. A team to look out for is the Sudurpaschim Royals which is well-backed, with the most Facebook followers. Captained by popular national team all-rounder Dipendra Singh Airee, the Royals also have batsman Aarif Sheikh, bowler Abinash Bohara and Scottish all-rounder Brandon McMullen in their ranks.
