The Third Pole is warming faster than expected

All photos: ALTON C BYERS</figcaption></figure>In an example of local people adapting to the <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/">climate crisis</a> with little outside help, the people of <a href="https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/">Nepal’s Khumbu region</a> are building embankments to protect themselves from increasingly frequent floods coming out of melting glaciers upstream.While major glacial lake outburst floods (GLOFs) that destroy infrastructure get a lot of press, these local initiatives in remote and high altitude locations do not get much attention.While on a field survey of the impacts of the <a href="https://www.google.com/url?client=internal-uds-cse&amp;cx=011870630917993763279:opm7uqsat-4&amp;q=https://www.nepalitimes.com/here-now/on-everest-4-years-after-the-nepal-earthquake/&amp;sa=U&amp;ved=2ahUKEwjYya7W_efjAhUJinAKHZLsAcsQFjABegQIDxAC&amp;usg=AOvVaw0h7aKRfWj4B_kVdyZ1-PZZ">25 April and 12 May 2015 earthquakes</a> on three of Nepal’s potentially dangerous glacial lakes — <a href="https://digitalcommons.macalester.edu/cgi/viewcontent.cgi?article=2306&amp;context=himalaya">Imja, Tso Rolpa and Thulagi</a> – local lodge owners in Chukhung village (4,730m) talked of a mysterious flood from the <a href="http://archive.nepalitimes.com/news.php?id=16562#.XUYpei0Q0Wo">Lhotse Glacier</a>, immediately upstream, on 25 May that year.The USAID-supported study followed our recently completed High Mountain Adaptation Partnership (HiMAP) program, which worked with communities in the Khumbu and Cordillera Blanca of Peru to develop local adaptation plans of action based on concurrent glacial lake and climate change studies, which were routinely shared with local people.Further investigation revealed that the source of the Lhotse flood was the interior of the glacier itself, now similar to a massive piece of Swiss cheese, with hundreds of water-filled caves in the shrinking and <a href="https://archive.nepalitimes.com/article/nation/ice-to-water-glacier-lake-outburts-himalayas-nepal,4197">rapidly ablating glacier</a>. Many of the caves are linked to surface meltwater ponds that can drain rapidly, in some cases triggering the release of water from dozens of conduits that converge to create a major flood.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a52a79c7e80680e052309jpeg.jpg" alt="" width="1000" height="989">Photo: GOOGLE EARTHThe 6m high wave generated by the May 2015 flood destroyed the bridge to Island Peak Base Camp and narrowly missed Chukung. It came in the middle of the night and, combined with the memory of the <a href="https://www.google.com/url?client=internal-uds-cse&amp;cx=011870630917993763279:opm7uqsat-4&amp;q=https://archive.nepalitimes.com/article/nation/melting-mountains-shake,3073&amp;sa=U&amp;ved=2ahUKEwjh7pL9_efjAhUDk3AKHWsyBAEQFjAIegQIBhAC&amp;usg=AOvVaw2mkMt6PodwsV2PgkTJG1uR">devastating earthquakes</a> the month before, caused widespread panic. Cell phone messages were passed rapidly down the valley.  People from Chukung to Lukla gathered their loved ones and carrying the elderly, ran for higher ground. They feared it might be a massive GLOF from Imja Tsho (5,010m), but in fact it was a smaller flood that impacted only the uppermost settlements.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a52aa9c7e80680e05230ajpeg.jpg" alt="" width="1500" height="1125"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a52ad9c7e80680e05230bjpeg.jpg" alt="" width="1500" height="1125"><figcaption> </figcaption></figure>After the flood, local volunteers in the Khumbu Alpine Conservation Committee decided to begin building a dozen or more gabions, or rock-filled wire cages, immediately next to Chukung, on its southernmost side.A year later, on 12 June 2016, <a href="http://www.crwr.utexas.edu/video/Lhotse_Flood_Supplement_V3.mp4">a second and larger conduit flood</a> from Lhotse occurred, this time headed directly for Chukung. But the flood waters were successfully diverted by the gabions built the year before, resulting in only minor flooding of several lodge courtyards immediately next to the river.  Armed with the knowledge of their successful action, the community continued to devote its resources to construct more gabion walls along the glacial streams that run on the north and south sides of the settlement.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a52b09c7e80680e05230cjpeg.jpg" alt="" width="1826" height="507"><figcaption> </figcaption></figure>Yet another englacial conduit flood from the Lhotse Nup Glacier occurred a few weeks ago. Once again, there was minimal damage to the village thanks to the new gabions.With support from the Nepal Mountaineering Association, the Buffer Zone Council, local municipal government and their own resources, villagers have been able to fund and use effective local technology in response to what appears to be a new era of fairly routine flooding from the glaciers.Such phenomena <a href="http://archive.nepalitimes.com/news.php?id=16563#.XUYqJS0Q0Wo">have occurred for decades</a>, but never with the apparently increasing frequency of the past 10-15 years. Chukung probably should never have been built next to a vulnerable flood plain, but when most of the lodges were constructed 20 years ago, <a href="http://archive.nepalitimes.com/article/nation/melting-mountains-shake,3073">glacier floods</a> happened only every 30-60 years, not every year.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a52b39c7e80680e05230djpeg.jpg" alt="" width="980" height="735"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a52b69c7e80680e05230ejpeg.jpg" alt="" width="979" height="733"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a52b89c7e80680e05230fjpeg.jpg" alt="" width="960" height="716"><figcaption> </figcaption></figure>Such floods were so infrequent that in the mid-1950s, glaciologist Fritz Müller was nearly kicked out of the Khumbu by villagers angered over a large flood, most likely from Lhotse Nup Glacier, which destroyed half of Chukung’s grazing land as well as the prayer wheel ghatta at Phunki. They felt Müller had angered the gods by his research activities on the Khumbu glacier.Fortunately, the then 14-year-old abbot of Tengboche Monastery, the Venerable Ngawang Tenzing Zangpo Rinpoche, intervened on Müller’s behalf and all was forgiven. These days glacier floods happen nearly every year, but they rarely make the national news since they are so much smaller than the major GLOFs that destroy downstream infrastructure, they occur in high and remote locations, and sometimes escape the notice of even local people.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a52bb9c7e80680e052310jpeg.jpg" alt="" width="594" height="404"><figcaption> </figcaption></figure>The climate change adaptation demonstrated by Chukung has yet to make global news, but it is one more example of how Himalayan people themselves, with little or no help from the outside, are quietly <a href="https://www.nepalitimes.com/banner/weather-warning-for-climate-meeting/">adapting to the impacts of climate change</a> in real and effective ways.Bridges are being built higher to cope with more frequent and higher floods. Lodges and new infrastructure are built well above floodplains that until recently were considered to be safe. Living below Nepal’s melting mountains

https://youtu.be/rWChxjpei0AAn increasing number of Nepali workers in the Persian Gulf and Malaysia are dying of heat stress, and experts warn that the fatality rate could go up as the <a href="https://www.nepalitimes.com/editorial/act-globally-think-locally/" target="_blank" rel="noopener">global average temperature</a> rises in coming decades.<a href="https://www.karger.com/Article/Pdf/500853" target="_blank" rel="noopener">A recent study</a> published in the journal <a href="https://www.karger.com/Article/Abstract/500853" target="_blank" rel="noopener">Cardiology</a> presents a strong correlation between average monthly afternoon heat levels and mortality among Nepali workers in Qatar. Of the total fatalities due to cardiovascular disease (CVD) among Nepalis, 58% occurred during the summer months and 22% in winter, mostly caused by heat stress. The Persian Gulf is the fastest warming sea on the planet due to its shallowness, a process that is increasing humidity, making the mugginess worse.Ironically, the part of the world that is exporting most fossil-fuel energy will now feel the brunt of the greenhouse warming caused by carbon emissions.Climate simulations show that by 2090 average ‘wet bulb temperature’ – a combination of temperature and humidity – in cities like Dubai and Doha will exceed the threshold of human adaptability of 35°C, the temperature beyond which the human body is unable to survive more six hours at 70% humidity.A recent <a href="https://insideclimatenews.org/news/23072019/military-heat-death-illness-climate-change-risk-security-global-warming-benning-bragg-chaffee" target="_blank" rel="noopener">investigative report</a> by Inside Climate News and NBC News showed that at least 17 US soldiers have died of heat exposure during exercises at US military bases since 2008.Many Nepali migrant workers in the Gulf are exposed to similar conditions since they work in construction, which requires them to be outdoors all day. He often told his sister back home how difficult it was to work on the high scaffolding in the heat. KC came home in a coffin recently, just another of the 7,000 Nepalis who have died working overseas in the past 10 years. Others return with kidney problems, and need dialysis or transplants.Says Dahal: “This problem is going to get worse. Pre-departure orientation for workers should emphasise how to cope with heat stress, and the importance of keeping hydrated.”<h2>Dignity in life and death</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a52459c7e80680e0522e5jpeg.jpg" alt="" width="1400" height="990"><figcaption> </figcaption></figure>Appalled by the sloppy <a href="https://nepalitimes.atavist.com/home-they-bring-the-workers-dead" target="_blank" rel="noopener">treatment of dead overseas workers</a>, Nepali activists petitioned the Supreme Court two years ago to demand autopsies to determine cause of death, and to provide a more dignified return home at Kathmandu airport.The NGOs, <a href="https://pourakhi.org.np/home/" target="_blank" rel="noopener">Pourakhi Nepal</a> and Law and Policy Forum for Social Justice, filed the public interest litigation writ demanding the right of migrant workers to a post-mortem and more respectful handover of bodies in a separate section at the airport. They won the case, but implementing agencies have been slow to act.“We are heavily <a href="https://www.nepalitimes.com/editorial/remit-for-remittances/" target="_blank" rel="noopener">dependent on remittance</a> from <a href="https://www.nepalitimes.com/banner/paying-an-arm-and-a-leg/">migrant workers</a> but where is our respect for the individuals who make it happen?” asks Manju Gurung of Pourakhi Nepal. “We do not care for their working conditions, we mistreat them and we do not even respect them after they have died. The cause of death goes uninvestigated and their bodies are unmanaged.”Activists claim that doctors in the destination countries are aware of the actual causes of the majority of these fatalities, but are often bribed by employers to pass them off as ‘natural deaths’.In addition, many workplaces do not meet even the most basic standards of safety and minimum working conditions, they say, which often leads to occupational hazards that can result in death. If the real cause of death is revealed, employers are liable to pay hefty compensation and hence to try and cover up the true causes. Most deaths are described as ‘heart failure’, ‘natural’, or ‘cardio-vascular disease’.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a52489c7e80680e0522e6jpeg.jpg" alt="" width="1250" height="417"><figcaption> </figcaption></figure>Rising average temperatures in the Gulf region due to climate change have also increased the incidence of heat stress among those who have to work outdoors. Experts say many of the deaths of Nepali workers are due to heart failure cause by heat and overwork.Apart from the daily average 2-3 migrant workers who arrive at Kathmandu airport in coffins, many others remain in morgues in the Gulf and Malaysia. Some are workers who ran away from their first employers after being dissatisfied with their pay and working conditions. Under the kafala system, they lacked passports and became undocumented workers. Without legal documents to verify their identity, the bodies have not made it back home. No one has an exact figure of such cases.Lately, the Foreign Employment Board has updated its mandatory pre-departure orientation for migrant workers, making them more country-specific and relevant. They now include information on legal issues, working conditions and pay, cultural sensitivities and heat stress and the need to keep hydrated.Gurung blames a lack of political will for the continued apathy, because it is ordinary citizens who are affected.  She adds: “It is the poorest who suffer, so it is not a <a href="https://www.nepalitimes.com/editorial/bargaining-power/" target="_blank" rel="noopener">priority for the government</a> and our embassies in destination countries. Workers should be cared for, even after death.”

The heat is killing us

https://youtu.be/rWChxjpei0AKeshar Khatri was pacing up and down the arrival area of Kathmandu airport one recent morning, frequently glancing up at the Arrivals monitor. It had been more than two hours since the Doha flight landed, yet there was no sign of his brother-in-law, Bishnu KC.Finally, he saw them – three grim-faced men pushing two baggage trolleys with a red box. Ten months after leaving his home village of Okharkot of Piuthan, Bishnu KC was coming home in a coffin. A few minutes later, another coffin arrived containing the body of a Nepali who had died in Saudi Arabia.Other happy returning workers rolled heavy, cellophane-wrapped suitcases as they emerged from the arrival concourse where relatives who had been waiting waved at them from behind the glass partition. There were happy reunions in the parking lot. At the nearby Departure area, other Nepalis were lining up at the special gate for overseas workers to check in for flights. At least 900 are still leaving every day, yet this number is down due to a freeze on Malaysia work permits.Ram Bilas Yadav, KC’s roommate in Qatar, accompanied the coffin and handed Khatri a bag with his brother-in-law’s belongings, including his remaining salary of 4,052 Qatari Riyal ($1,113). The certificate in Bishnu KC’s name from the public health department of Qatar stated the cause of death: ‘Died in sleep of natural cause. Heart failure.’ There was <a href="https://archive.nepalitimes.com/article/headline/Sudden-death,2797" target="_blank" rel="noopener">no post-mortem report</a>.The pickup then left on the 450km journey to Okharkot. Driver Rabin Shrestha, from Ramechhap, works as a hearse driver for the Foreign Employment Promotion Board. He exits the Valley at Thankot, driving at top speed. He says he has to return to Kathmandu to collect another coffin the next day. Khatri thinks of Bishnu, who was 27 and had only his mother at home. His brother lives elsewhere, and his sisters are married, one of them to Khatri.“He was promised work in Global Link Food Service in Doha, but ended up working on a high rise construction site in 50-degree heat,” Khatri recalled. “He used to write home to his sister that he was finding the work very difficult.”There was a big crowd of relatives and neighbours when the pickup reached the village the next morning, accompanied by loud wailing as the coffin was taken out. Bishnu’s mother whispered ‘mero babu’ when she saw her son’s lifeless face, and fainted. Relatives draped the body in yellow, sprinkled vermilion and carried it to the banks of the Jhimruk for the cremation.This is the second body to be returned home to Okharkot from overseas, while Piuthan district recorded five fatalities of migrant workers last year. There is no record of the number of Nepalis working in India, although the estimates vary between 2.5 and 3.5 million. If a person from Piuthan dies in India there is no official record, and the bodies are usually not brought home.Although research on <a href="http://archive.nepalitimes.com/article/nation/disproportionate-number-of-deaths-of-Nepali-workers-in-Malaysia,2812" target="_blank" rel="noopener">Sudden Death Syndrome</a> is sparse and autopsies are rarely performed on dead workers, the causes are thought to <a href="https://nepalitimes.atavist.com/home-they-bring-the-workers-dead" target="_blank" rel="noopener">be hard work in hot and humid conditions</a>, excessively air-conditioned living quarters at night, worry about low pay, stress because of cheating by middlemen, and homesickness. Rising temperatures due to the climate emergency are also making working conditions harsher in the Gulf (see adjoining article).Although the Nepal government offers the family of every worker who dies abroad Rs700,000, the ones whose deaths are categorised as ‘natural’ are not eligible. In the past decade, the government has paid out Rs1.67 billion to the families of <a href="http://archive.nepalitimes.com/article/nation/nepali-migrants-too-young-to-die,2811" target="_blank" rel="noopener">dead workers</a>.Here on the banks of the Jhimruk, the cremation is done. Khatri finally looks through the content of his brother-in-law’s handbag. There is his passport, some letters and the death certificate that says his death was ‘natural’. “It is going to be most difficult for Bishnu’s mother,” he says. “He was the only one taking care of her.”<h2>Delivering death</h2><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a52a19c7e80680e052307jpeg.jpg" alt="" width="1400" height="782">Rabin Shrestha’s job as a <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://nepalitimes.atavist.com/home-they-bring-the-workers-dead" target="_blank" rel="noopener">hearse driver</a> is year-round. The reason he drove so fast from Kathmandu to Piuthan with the coffin of Bishnu KC in the back of his pickup was because he had to return to Kathmandu airport to collect another body of a dead worker the next day. Shrestha says he alone delivers 12 coffins every month all over Nepal.The task has taken Shrestha to 69 of Nepal’s 77 districts. “I have really seen the whole of Nepal on this job,” he said on the long drive to Piuthan recently. “Rain, landslides, bandhs; I have to get the bodies of the workers home one last time.”Shrestha and his colleagues mostly do the Kathmandu-Central Tarai route. That is because the highest number of fatalities of Nepali workers overseas is among those who come from the six districts of the central and eastern Tarai. Last year alone, Morang registered 35 deaths, Sarlahi 35, Dhanusha 33, Siraha 29, Mahottari 27 and Dang had 21.At the Foreign Employment Board in Kathmandu, an overworked civil servant says he is waiting for a transfer from his depressing job. He said: “My job is to keep track of which coffins are arriving on which flights, and make sure there is a hearse to receive them and take them to their home districts. It is like working in a funeral home.”

Although impact of climate change on weather is still not well understood, intense short duration rainfall events are becoming more frequent in Nepal and across the world.Nepal is one of the most vulnerable countries in the world to climate change. For the country and its people to successfully adapt, it is necessary to better understand changing rainfall hazards so new strategies can be developed for farming, drought management, flood risk reduction, a healthier landscape and more robust infrastructure and services.The inability of global and regional circulation models to capture climate dynamics over Nepal due to low spatial resolution means that it is difficult to project future rise in temperature and changes in rainfall.Read also:<a href="https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/" target="_blank" rel="noopener">On thin ice in the Khumbu</a>, Kunda DixitThe models incorporate some differentiation between the country’s east, centre and west but do not account for the north-south topographic gradient of the Himalaya. This means existing simulations do not accurately represent the changes in monsoon circulation.The higher elevations in the Himalaya involve three dimensions critical for the health of the water cycle of the Ganga Basin downstream: snowfall, snow and ice reserves, and glaciers. There is now better understanding of the risks of glacial retreat, but there is not much on-the-ground study of the impact of snow and ice recession on regional hydrology.A report in 2014 by the Kathmandu-based International Centre for Integrated Mountain Development (ICIMOD) and the Department of Hydrology and Meteorology (DHM) said that there were 3,808 glaciers in Nepal covering a total area of 3,902 km2 with an estimated ice reserve of 312 km3. It said the total glacier area decreased by 24% between 1977 and 2010 and the estimated ice reserves by 29% (129 km3). This means that in the three decades since, the tributaries of the Ganga River were deprived of an average base flow of 123 cubic metres per second of water.The rate of glacial melt in the Himalaya due to global warming is an inexact science. In 2007, the Inter-governmental Panel on Climate Change (IPCC) was dragged into controversy following a publication of a report that said Himalayan glaciers could all melt away by 2035. When several scientists questioned this proposition as unrealistic, the IPPC admitted that ‘the findings were based on poorly substantiated estimates of rate of recession and date for the disappearance of Himalayan glaciers and the clear and well-established standards of evidence … were not applied properly’.However, the 2014 report of ice reserve depletion, if true, should make everyone sit up because of its serious consequences. Changes in snowfall patterns as well as melting of ice reserves mean serious risks locally, to the regional hydrological system and the hundreds of millions of people living downstream.Not much has been done to make more realistic estimates of rate of ice reserve depletion and assess its implications. Snowfall is not regularly monitored even in existing stations, except episodically when international research organisations work in partnership with DHM.This low priority corresponds to the inadequate budget allocated to DHM to be Nepal’s climate science institution. According to Climate Change Financing Framework, Rs393 billion (31% of its annual budget) is allocated to climate change. But the DHM’s annual budget at Rs714 million is only 0.18% of this allocation. In the previous fiscal year, the DHM could spend only 27% of even that paltry amount.This low spending capacity is a reflection of deeper institutional challenges: inability to set priorities, systemic apathy, bureaucratic hurdles, societal inability to nurture a scientific ethos and the government’s unwillingness to transform DHM into a Nepali version of US Geological Survey to provide high quality climate services. Interestingly, it was USAID that helped establish DHM in early 1960s, but the department never really morphed into Nepal’s premier institution for research into climate impact.The changing nature of rainfall hazards, as one of the determinants of climate change, have exacerbated vulnerabilities in Nepal. The great Himalayan thaw

Earlier this month, Nepal received Rs1.6 billion from the World Bank as part of its <a href="https://nepalitimes.com/news/will-nepal-ever-be-paid-for-saving-trees">Forest Carbon Partnership Facility (FCPF)</a>, rewarding the country for increasing its carbon sink capacity. Nepal is the first in South Asia to benefit from this facility, and it is specifically to recompense the country for increasing forest cover in 13 Tarai districts between 2018-2024. “We are also trying to get another Rs13 billion from the facility while also preparing for free market-based carbon trading in the international market,” says Nabaraj Pudasaini of the REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) Implementation Centre. Big emitters of greenhouse gases are under pressure to reduce their carbon emissions, and many have signed agreements to do so by investing in decarbonisation projects in developing countries. Countries that emit more than a specified amount of carbon would be able to buy emission rights from countries that emit less. Nepal is internationally known for its community forestry program which has been largely credited for <a href="https://nepalitimes.com/banner/tree-mendous">increasing tree cover to over 45%</a> in less than three decades. But this achievement had not been adequately recognised or rewarded internationally before. Forests, especially in the tropics, absorb and store large amounts of carbon while releasing oxygen in a process known as photosynthesis. <a href="https://www.fao.org/forest-resources-assessment/en/">Preventing deforestation</a> and increasing canopy cover is considered a much more achievable goal than reducing emission in the scale necessary to limit global average temperature to 1.5°C above pre-industrial levels. COP11 in Montreal in 2005 first proposed reducing carbon emissions by improving forest quality by halting degradation. By 2015, a new mechanism of financial assistance was created to help less developed countries with sustainable management of forests <a href="https://www.un-redd.org/">(called REDD+)</a>. Under this new mechanism, countries receive aid based on their efforts to prevent forest degradation and increase carbon sink, and in 2021 the World Bank was entrusted with implementing it. Nepal’s FCPF receipt this month was calculated on the basis of 2.4 million tons of carbon stored at a rate of $5 per ton. In the second phase, Nepal will receive more than Rs4 billion within the next year for storing an additional 7 million tons of carbon. Eighty per cent of this amount obtained from carbon trading needs to be spent on local beneficiaries and indigenous communities.&nbsp; But carbon trading is not easy, Nepal needs to prove that protected forests will not be destroyed in future.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16.jpg" data-media-id="editor_4" data-image-id="20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="Greenbacks for greenery NT "> <figcaption>Photo: KUNDA DIXIT</figcaption> </figure>  Explains carbon trading expert Yugan Manandhar. “Forests should be handed over to the community and shown that they are managed sustainably. Proving this will be particularly challenging; forest encroachment and degradation is rife in the Tarai.” <a href="https://nepalitimes.com/multimedia/nepal-is-going-up-in-smoke">Deliberate forest fires</a> have also added to the challenge because they increase carbon emissions and reduce the sink capacity of forests. The basis for the amount that Nepal received was set five years ago by calculating the carbon reserves of forests in the 13 Tarai districts. In the meantime, sustainable forest management, tree plantation, forest destruction and erosion control were prioritised to increase carbon reserves in those forests. Nepal is signing another carbon trading agreement during the ongoing Baku climate conference. The <a href="https://www.leafcoalition.org/">Lowering Emissions by Accelerating Forest finance (LEAF Coalition) </a>proposes to sell the carbon stored in the forests of Bagmati, Gandaki and Lumbini provinces. For this, Nepal signed the letter of intent three years ago at COP26 in Glasgow. The target is to store 70 million tons of carbon in 32 million hectares of forest in the three provinces per which Nepal will receive Rs13 billion in four years at $10 per ton with provisions to increase the rate if various conditions are met. However, the agreement in itself doesn’t guarantee the amount. According to the targets set by Nepal, forest degradation should be stopped and carbon reserves increased by protecting tree cover. Preparations are also underway for clean air carbon trade because it has offset fossil fuel use by introducing 30,000 electric vehicles. Nepal has been selected for the first round to receive $40 million within one and a half years through the Clean Air System of the World Bank. Given that most of Nepal’s energy mix is from biomass, replacing them with electric stoves can significantly improve health by reducing indoor pollution as well as strengthen the country’s capacity for carbon trade. “Nepal's goal now is to sell carbon in the free market where carbon credits are bought and sold based on supply and demand in an open and transparent manner,” adds Pudasaini of the REDD Implementation Centre. “Nepal can now set its own price and bargain with interested buyer countries and organisations.” Lately, India has been discussing setting up a carbon market. Nepal has exported Rs12.72 billion worth of electricity to India so far this fiscal year, which can be traded under Nepal’s carbon market. “Carbon trading can create significant economic benefits for Nepal, which will help reinvest in development and environmental protection projects,” says Manandhar. “But we must prioritise sustainable management of forests, cutting older trees and allowing regrowth as well as promoting electric stoves and electric vehicles.”

Greenbacks for greenery

Khukri Rum is <a href="http://archive.nepalitimes.com/news.php?id=3719#.WurBk6SFPIU">one of Nepal’s most iconic brands</a>, and is now launching a new Cask Series premium product to sell in Nepal and abroad. The Cask Series Smoked Finish Khukri Rum is a limited edition with only about 7,000 bottles, most of it for export and rest to be sold to rum connoisseurs in Nepal itself. Each bottle is numbered and will mention the cask from which it is derived. “We are working on taking a classic Nepali rum to a new luxury premium brand category, the Cask Series will only be produced this year with new product ranges in future,” explains Subash Lamichhane, managing director of Nepal Distilleries that first started making Khukri rum in 1959 in Balaju and has never stopped. Fermented from molasses in Bara district in the Tarai after the annual sugarcane harvest, the rum is matured for at least eight months during distillation. The distillery bottles the classic Khukri XXX, Coronation Khukri XXX, Khukri White Rum and Khukri Spiced Rum.&nbsp; The distillery is now adding this limited edition of its ‘Cask Series’. While the original rum is stored in huge wooden vats, the rum used for this more exclusive line is in smaller casks made either from oak or sal, with charred insides to give the rum a smoky flavour. The Cask Series rum is indeed smokier than the classic, while the spiced rum tastes toasty and mostly of cardamom. A sturdy patterned box that opens up to a black glass bottle with gold lettering, and an indication of which cask the rum is from. These are then shipped to premium customers around the world One of the reasons this is the more expensive premium line is because the casks are smaller than the vats and the blenders reject more than half of the rum in the casks when the aging period is complete. The trick for the blender is also to decide when to take the run out of the cask.&nbsp; Says Lamichhane: “If we have 25 casks, we expect to throw away about fifteen.”Over the decades, Nepal Distilleries have created and maintained a brand that feels quintessentially Nepali, and has served as Nepal’s ‘ambassador’ with exports to Germany, Korea, Belgium, Finland, the Czech Republic, besides the existing markets among Nepalis in the US, UK, Hong Kong and Australia. &nbsp;Its unique <a href="https://nepalitimes.com/here-now/khukri-rum-sharpens-its-act">khukri shaped bottle</a> first introduced for King Birendra’s coronation in 1975 has been a collector’s item. The bottle and rum have been a staple for Nepalis and visitors to take as gifts when they leave the country, and is used as decoration on bar tables around the world. Now, nearly 40 years later, even that bottle will soon be getting a makeover with a sharper design and sleeker handle. “Our bottle design has always been instantly recognisable, and it is,” says Lamichhane. The Himalayan restaurant at The Hague, for example, has a Khukri Coronation bottle adorning its bar (page 6-7). In Washington DC Himalayan Heritage Restaurant &amp; Bar offers ‘Nepalese Khukri Rum’ mojito in its drinks menu with fresh mint, soda water, lime juice and sugar syrup, for $12.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241122131124_b9474db3fc83c85845348dddc30c49652ee1f17229531867fa241de50849cedc.jpg" data-media-id="editor_3" data-image-id="20241122131124_b9474db3fc83c85845348dddc30c49652ee1f17229531867fa241de50849cedc" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Khukri Rum NT"> <figcaption>Christopher Armes, master blender of the Cask Series.</figcaption> </figure>  A distinct element of the award-winning <a href="https://nepalitimes.com/business/khukri-rum-gets-award">classic Khukri rum</a> is its burgundy colour from caramel sourced from cooking sugar and blended with the raw rum. The spirits are then stored in a warehouse with floor-to-ceiling vats. The vats are not just for storage, the wood in the vats imparts flavour into the rum, and removes a lot of the harshness. &nbsp; On a visit this week, the bottling room was just about to begin for the day and the production line was churning out different shapes and sizes of Khukri Rum bottles. Most of the process is automated, including screwing bottle caps, sticking labels, placing the government seal, and packaging. The only manual intervention is the quality control where bottles are held against the light to check for sediment and colour. A mural on the wall of the distillery in Balaju depicts the rum-making process. A lady slings sugarcane on her shoulder, the molasses is churned in a pot, water is channelled into the distillation process, cinnamon, cloves and cardamom are added to a container, and finally there is a bottle of the classic Khukri Rum against a Kathmandu backdrop.

Khukri goes premium with new rum

Turkish Airlines has introduced a new amenity kit collection designed in collaboration with French fashion house Lanvin for international business class passengers on flights more than five hours. It consists of five pieces designed for sustainability and elegance. Bags are reusable and will consist of Lanvin cosmetic products like hand and body lotions and lip balm. Eye masks and socks are made from recycled materials, earplugs are packaged in paper and the toothbrush is bamboo.

Nepal now generates a surplus of electricity and it is all from renewable hydropower. Nearly half the country is under forest cover. Despite meeting these decarbonisation goals, Nepal’s hydropower plants are threatened by increased risk due to climate impact.&nbsp; Till <a href="https://nepalitimes.com/editorial/when-it-rains-it-pours-ksqprbu3">28 September</a>, Nepal was <a href="https://nepalitimes.com/news/india-nepal-sign-power-exchange-deal">exporting just over 1,000MW</a> of electricity to power-hungry India, when flash floods and landslides unleashed by historically heavy rains damaged over 30 hydropower plants across the country, temporarily <a href="https://nepalitimes.com/news/power-to-the-people">slashing nearly half the power generation.</a> The 456MW Upper Tamakosi in Dolakha was the hardest hit and it will take six months and Rs2 billion to repair. This has significantly reduced exports as well as domestic generation. Two months later, Nepal has still not been unable to fully keep its export commitment, and is actually paying Rs100 million in fines to India. Thirty-seven existing and under construction projects under the Independent Power Producers' Association Nepal (IPPAN) suffered Rs2.5 billion in damage. One of them is the 22MW Bagmati project in Makwanpur which was almost completely buried in flood debris. Even before <a href="https://nepalitimes.com/news/60-dead-64-missing-in-nepal-floods">record-breaking rain in September</a>, 15 other hydropower projects had been damaged by floods. Last year, floods caused by heavy localised rain damaged 28 hydropower plants. World governments met in Baku for COP29 to discuss the Loss &amp; Damage Fund and the Adaptation Fund, but for countries like Nepal the commas and brackets are meaningless until they are turned into $ and €. And likelihood of adequate compensation for climate-related damage is a long way off, if ever. Nepal’s national strategy is to use its vast hydropower resource as clean energy to spur economic growth, job creation, and boost export revenue. But the plants are located in narrow Himalayan valleys prone to landslides and floods even at the best of times. Now, those <a href="https://nepalitimes.com/opinion/comment/changing-climate-for-investment-in-nepal">risks have been heightened by weather extremes</a> due to climate breakdown. At present, Nepal generates over 3,300MW of clean hydropower, and the target is to reach 12,700MW in the next five years. Projects equivalent to 6,000MW are under construction or ready to start. The Ministry of Energy, Water Resources and Irrigation has an Energy Development Roadmap and Action Plan with the target of producing 28,500MW by 2035 by when more than half of it will be exported.&nbsp; “The climate crisis will further change the rainfall patterns making hydropower generation a big question mark in the future,” Manjeet Dhakal in Baku, who is also the Nepali adviser to the LDC Chair at the United Nations Framework Convention on Climate Change (UNFCCC). “We are building hydropower projects on rivers without evaluating risk. This whole process needs to be reviewed and reconsidered.” The report of the National Adaptation Plan published by the Ministry of Forest and Environment last year mentions that hydropower production, transmission and distribution will be at risk from flash floods, debris flows, glacial lake outbursts and rising temperatures.&nbsp; This risk is not confined to Nepal. Average global temperatures have increased by 1.3°C compared to the pre-industrial era. Worse, the Himalayan mountains are warming faster than the global average by 0.7°C because of elevation-dependent warming. A study conducted by our own Department of Hydrology and Meteorology in 2017 showed that the average temperature in Nepal has increased in the last four decades. Photo: RSS</figcaption> </figure>  Increased atmospheric temperatures has made the monsoon rains more erratic. It does not rain when it is supposed to, and it comes down in torrents when it is not supposed to. The September floods happened two weeks after the monsoon was supposed to retreat from central Nepal. Kathmandu Valley received half its annual precipitation in just over a day. &nbsp; Winter precipitation has also failed, especially in the high mountains and trans-Himalayan valleys. Thirteen of the past 19 years experienced winter drought. This impacts on dry season flows of the rivers, reducing hydropower generation. Nepal’s power capacity normally goes down by one-fourth during winter, but the gap is widening. The Kabeli corridor could only generate 20MW November-March even though plants there have an installed capacity of 200MW. Similarly, Upper Tamakosi only produced 65MW at most against its 456MW capacity last winter. The Nepal Electricity Authority (NEA) pays producers double the price for winter electricity, Rs8.40 per unit. Even though winter operation is highly profitable the rivers run low and NEA has to import from India to meet the winter demand. “This is not just a weather problem but a serious challenge also for the country's energy future, good climate-friendly design should be combined with policy and effective implementation,” says Subarna Das Shrestha, a hydropower investor and CEO of Sanima Mai Hydropower. “Insurance premiums have gone up as well, and settlement for damage is not timely.” <a href="https://nepalitimes.com/opinion/climate-risk-to-hydropower-investment">Hydropower investment</a> at one time was regarded as having a high rate of return. Now, some investors have become <a href="https://nepalitimes.com/banner/climate-smarter-himalayan-infrastructure">wary of the risks involved</a>. Says IPPAN’s Uttam Blon Lama: “Hydropower projects expected to give stable returns are now looking risky. Not only is climate adaptation design and planning expensive, but future repair and maintenance costs will also skyrocket.” Nepal has only one storage type dam <a href="https://nepalitimes.com/multimedia/rivers-be-dammed">in Kulekhani</a> and another one is being built in <a href="https://nepalitimes.com/multimedia/missing-pieces-of-the-hydropower-jigsaw">Tanahu</a>, but they are also at risk. In September, the sluice gates of Kulekhani Dam had to be opened causing loss of life and destruction downstream. Nepal has to learn lessons from the deadly collapse of the $1 billion <a href="https://nepalitimes.com/news/sikkim-flood-is-warning-to-nepal">Chungthang Dam in Sikkim</a> in October 2023 cause by a glacial lake burst. Glacial Lake Outburst Floods (GLOFs) in Nepal pose potentially catastrophic risk to infrastructure. The <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">Thame flood in August</a> was a relatively minor debris flow that damaged half of this village in the Everest region when <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">two glacial lakes at 4,760m burst</a>. Luckily there was no loss of life. Of the <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">47 high-risk glacial lakes</a> in the eastern Nepal Himalaya, 21 are in Nepal and the rest are in rivers in China that are tributaries of the Arun and Bhote Kosi where Nepal has major hydropower plants under construction, or planned.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241123021128_b596cd8520c57a6c5476031e7a3ea6510f26b464c4d5351d2bc10f6f7d6b70d8.jpg" data-media-id="editor_14" data-image-id="20241123021128_b596cd8520c57a6c5476031e7a3ea6510f26b464c4d5351d2bc10f6f7d6b70d8" data-rendition-name="original" width="871" height="648" loading="lazy" alt="Page 10-11 map #1236 NT"> </figure>  Global temperature rise is accelerating the melting of Himalayan snow and ice, increasing the <a href="https://nepalitimes.com/here-now/living-below-nepal-s-melting-mountains">number and size of glacial lakes</a> so that we do not even have names for them. Imja Tso did not even exist in the old trekking maps until 25 years ago, but is now a 2km long lake. “Natural moraine dams in the mountains are weak, and the projects downstream can face major destruction if they burst, and the risk will only increase in future,” warns climatologist Arun Bhakta Shrestha at the <a href="https://www.icimod.org/">International Centre for Integrated Mountain Development (ICIMOD)</a>. <a href="https://nepalitimes.com/here-now/terrifying-assessment-of-a-himalayan-melting">An ICIMOD assessment in 2019</a> projected that if present heating trends continue, as they probably will, the Himalaya will lose two-thirds of our glaciers by the end of this century. “Generally speaking, hydropower developers hand over the project to the government after 30 years but by that time given the climate risks, they may not be an asset anymore,” says Manjeet Dhakal. Indeed, the cascade of expensive projects India is building on the Arun River are supposed to be handed back to Nepal in 25 years, but there is a big ‘if’ about whether they will survive that long. &nbsp;&nbsp; Planning of hydropower projects is still based on historical hydrological data, and does not take into account future temperature rise and its consequences. Investors, on the other hand, say that planning hydropower projects with climate components would make them even more expensive.&nbsp; “It’s not that we aren’t preparing for climate risk, we design keeping in mind the once-in-100-year flood,” says Blon of IPPAN. “But if we start designing based on once in 1,000 years flood, the cost would be so high that we won’t be able to build them at all.” Nonetheless, Subarna Das Shrestha of Sanima Mai Hydropower says that there is no option but to go for climate smart infrastructure despite the higher cost. Sanima Mai's powerhouse, for example, is completely underground. The strategy could also be to spread the risk by building less expensive plants located on rivers all over the country. Nepal is also diversifying away from its sole reliance on hydroelectricity, which at present supplies 92% of the power in the grid.
