The obsession of our leaders with Singapore is unmatched. Every prime minister we have had in the 30 years (some of them serial prime ministers) has promised to turn Nepal into a Singapore one too many times. Why not just build a Nepal that is just and fair for everyone?
Many readers are going through a withdrawal syndrome after the Ass formally stepped down, including the author his-self. This week we revisit one of the earlier <a href="http://archive.nepalitimes.com/news.php?id=4308#.Y_guAy8w1KM">‘Under My Hat’ columns</a> which takes a dig at our Singaporean aspirations.&nbsp;
Excerpts from <a href="https://himalaya.socanth.cam.ac.uk/collections/journals/nepalitimes/pdf/Nepali_Times_133.pdf">issue #133 21-27 February 2003</a> 20 years ago this week:
If, one day, we want to become filthy rich like the Singaporeans, it is pretty clear that we must institute stiff fines for all major and minor misdemeanours and also turn ourselves into a penal colony.
But let’s be realistic: do our army, navy and air force have the capacity to instill fines on every non-flushing Nepali? Sadly, the answer is an unequivocal “no”. So, unlike Singapore, which penalises offenders with fines, we must use positive enforcement by rewarding those who do things right. In Nepal, instead of taking money away from those who litter, we must give money to those who don’t.
Cash prize of Rs 2,000 for the lone pedestrian who actually used the overhead walkway at Bhotahity in the last fiscal year. To be presented at a public felicitation ceremony chaired by the Mayor of Kathmandu or the MP of Kathmandu, whoever is elected first.
The Honest Cop Award in Cash or Kind for the pre-embarkation security check personnel at Tribhuvan Intercontinental Ballistic Airport who doesn’t ask you to open your wallet during the mandatory body search and contribute generously to the Free Lunch Fund for Kathmandu’s Finest.
The columnist who adheres to the highest standards of personal hygiene by not grooming his nostrils in full view of the rest of his staff during the course of writing the above column. This award carries with it a permanent residence certificate for Singapore. Terima Kasi.

I never really spoke up in college or grad school. For the majority of my life, I stayed silent and kept my opinions to myself. It is only now that I am taking baby steps to speak up, but I still struggle. If I do not, no one will ever know. To all the women out there: it is our right and responsibility to speak up for ourselves and others.My eyes were taught to see the truth and beauty in the world. But I have kept them closed too long in the face of injustice, sadness, and pain. I must open them now to seek change. Years passed, life happened. I slowly stopped fighting for my dreams, goals, and rights. I started to lose the fire I once had. I am not trying to be mean, but I know what children look like, and she did not look like one. She asked me if I had ever experienced being mistaken for a high schooler, I said no, not for the last two decades.This is humble bragging, the unfortunate art of fake modesty -- boasting about something, but pretending to be annoyed by it or turning it into a complaint. And it is clear to their audience that they are shamelessly self-promoting.A friend in Nepal told me how unhappy she was about her husband, who was having an affair with someone we all knew. A couple of days later, she went online and posted, ‘My husband surprised me with diamond earrings for no reason #blessed #lucky.’ My initial reaction was confusion, followed by shock.She explained that I would never understand why she did what she did since I did not live in Nepal. But it is common on social media. Sometimes bragging is a way to make ourselves appear happier than we really are, and it happens often on social media posts.We all have had a friend or a relative complain, "I am so tired of my boss only giving me the most important assignments when there are so many other people." Or an acquaintance that has complained, "I hate that I lost so much weight because now, I cannot fit in any of my clothes."A fitting example of humble bragging online can be when people say how #grateful and #blessed they are to have a wonderful family, job, or experience in their lives. ‘I am so #blessed to have the best husband in the world’. To which I feel like asking how could you know? You have only had one husband so far.Humble bragging is typical because people want to show off their achievements without sounding pompous. The only way to do it subtly is by making it come across as a complaint, but it is usually straightforward to the listening ears.Ovul Sezer, an assistant professor of organisational behavior at the Kenan-Flagler Business School, says, "You think, as the humble bragger, that it's the best of both worlds, but what we show is that sincerity is actually the key ingredient."Read also: <a href="https://www.nepalitimes.com/opinion/childless-by-choice/" target="_blank" rel="noopener noreferrer">Childless by choice</a>, Anjana RajbhandaryWhen you are humble bragging, there is nothing sincere about it. It is a lie combined with a lack of insincerity.Humble bragging is a twisted way of getting people to like you for your competence without them disliking you for revealing those traits yourself. A lot of effort goes into this, it is much easier to just brag. At least people who boast they can be forgiven for their honesty, but it is hard to overlook something said so disingenuously.In this PC world, we cannot call out a humble bragger, without sounding mean either. So here is my suggestion: if you want to boast about something, go ahead. Brag away. Just do not make it a case of pretentious sincerity because it is more likely for people to dislike you for your false modesty than straight-up bragging.To be sure, we all at some point might have been at fault for humble bragging without realising it. For the sense of power it brings about. Boasting while pretending not to

They took her to hospital in the middle of the night after she complained of chest pain and she passed away at around 4AM. Yesterday, Aji had been calling up everyone, apparently, and seemed perfectly alright. Her passing was sudden. I hope it was peaceful for her.It has been very hard for Maa. She is always <a href="https://www.nepalitimes.com/opinion/be-water/" target="_blank" rel="noopener noreferrer">talking about her childhood</a> with Aji when we are together-- everything she does is punctuated by family anecdotes now. She says she feels like her childhood has been lost forever with Aji’s passing-- she was the last remaining to witness childhoods in Maa’s generation.All the children in the family grew up together. They were in a joint family before they built the new house in the front and the two brothers decided to become separate nuclear families. Before that, everyone lived in the old house, and all the girls slept on one floor and the boys on another. Parents on different floors. Also, I have never understood how the two ajis birthed so many children and still carried on with life.Read also: <a href="https://www.nepalitimes.com/opinion/of-anger-and-love/" target="_blank" rel="noopener noreferrer">Of anger and love</a>, Pratibha TuladharThey were very close, the two ajis. People always said they were like sisters and not sisters-in-law. They depended on one another for everything. It must have been an alliance of comfort. Two women from two completely different families, united by their marriages, united by the kitchen they shared and the clothes they washed together and the aela they brewed together, no?When we were kids, they used to go shopping together. To New Road and Asan. I think they always started from New Road and the spree ended with a stop at Sweet Valley Indian eatery in Ratna Park. From there, they took a taxi home. As kids, we used to wait for them eagerly because the day they went shopping, we would always get a samosa each and nimkis and a barfee. Now, I think back and I imagine two excited women in their 40s, stopping with their many shopping bags at the Indian eatery to slurp down sweet milky syrups after gobbling down the <a href="https://www.nepalitimes.com/banner/hitting-the-sweet-spot-this-tihar/" target="_blank" rel="noopener noreferrer">mithai</a> and digging their fingers into dosas, as they chatted about their expenses.Also, as a child I did not realise ajis were sisters-in-law. I think I was used to thinking of them as two elderly women who always did everything together. They were always buying lots of sarees, too. I have no idea, for what joy! Chirikama Aji also had these hobbies-- she would ask the children to paint her nails or to braid her hair. She liked to nap during the day and wake up to a snack of fruits and then order other people around the house.Read also: <a href="https://www.nepalitimes.com/opinion/sita/" target="_blank" rel="noopener noreferrer">Sita</a>, Pratibha TuladharThey were matriarchs in their own ways, you see? They handled finances and brought up half a dozen children each, like it was a fun thing to do. But the men in that house failed them, I think.I have never really been able to figure out all the property wars they had in that house. I lived there more than I lived with my father’s family, so some memories are so vivid to me. It all began with a wall coming up swiftly in the centre of the courtyard. When the school bus dropped us home one evening, we were told to use the back door to enter, and not the front gate.From being one home, we went to becoming two families. Suddenly, the elders were not talking to one another, relatives had started taking sides. Nothing made sense to me as a kid. Only, that the courtyard where we played marbles and hopscotch was suddenly divided by a wall and none of our games would be the same anymore. Schools were changed. But at that time, I probably grieved the swing-- which was now on the other side of the wall-- the most.As years passed, distances started to fade and people came back together for weddings and funerals. But the awkwardness stayed in some ways. I have often wondered how it might have affected the two ajis who went from being best friends to being confined to two different sides of a wall because their husbands decided not to speak to each other.Read also: <a href="https://www.nepalitimes.com/opinion/vagina-conversations/" target="_blank" rel="noopener noreferrer">Vagina conversations</a>, Pratibha TuladharAs I watched others bend down turn-wise to touch late Aji’s feet, I wondered about all those fights. I wonder what her thoughts had been on those events. No one talks about these things, you know? We now go about as if nothing ever happened.When I went forward to touch her feet, I noted her nails were painted bright red-- her fingers were so cold. Then I noticed that in the hall, on a table, bouquets had been laid out. Not fancy ones, just wild bunches. They were lying on a pale pink table cloth. I recognised it instantly.The two ajis had made it together. I recall them looking at a catalogue and following every step carefully. They had removed the threads in rows and then sewn them back in to make patterns on the cross-stitch fabric. So delicate, it strained their eyes. I felt like their stories must have converged when doing that kind of work. And it was when I was staring at that table cloth that my eyes welled up.When I go to funerals, I feel like I do not know how to react to the loss. I guess I was mourning the loss of a friendship the two women had shared. Such a big impact the decisions made by the patriarchs had on all our lives. A letter to a sister

Then some are picture perfect couples on social media, but real life might be another story altogether.Even in the most ideal relationship, one cannot always be happy. Relationships come with their share of compromises, negotiations, arguments, and frustrations. They know crucial, happy, or stressful events of your life.<ol start="3"><li>You can openly talk about issues</li></ol>All relationships have ups and downs, but talking about things that bother you or make you uncomfortable is essential. You enjoy just being in each other’s company, doing your own thing.<ol start="5"><li>They keep their word</li></ol>It can be an invitation or a promise to fix something, but they keep their word. The promise of a life together with security is impressive, but someone who keeps their word above will add up in the long run.<ol start="6"><li>You are mindful of each other’s boundaries</li></ol>It is essential to know, acknowledge, and respect each other’s boundaries from the beginning. You should be able to say no without feeling guilty and make an effort to get out of your comfort zone instead of being stubborn. If you can understand and accept each other, you know you are in the right relationship.<ol start="8"><li>They do not make fun of you in public</li></ol>It is natural to have some inside jokes, but some do not need to be shared with others in public, even if done lightly. When you express your vulnerability and weaknesses to your partner, they will never use them against you for a good laugh.<ol start="9"><li>They do not make excuses or blame you</li></ol>It is easy to take your frustrations out on someone you are close to. But with a good partner, they do not make lame excuses and blame you for things not going well in their life.<ol start="10"><li>They make you a priority</li></ol>It takes time and practice to make someone an equal and essential part of your life. When you are in a relationship you deserve, you become each other’s priorities. The relationship you deserve in 2022

But she could make no sense of <a href="https://www.nepalitimes.com/opinion/anger-management-for-nepali-women/" target="_blank" rel="noopener noreferrer">her anger</a>—anger that burst from within her like an inferno.Most days, she would wake up in the morning and go back to sleep. She could not comprehend what made getting out of bed so hard. Maybe the fear of having to face the world. Or just having to step out of bed—the act of moving her feet from underneath layers of bedclothes to the floor. Just the act. She would sometimes replay it in her head in repeat before actually doing it.Most days, she had zero courage to move her feet. But by mid-morning, she would usually make do.Read also: <a href="https://www.nepalitimes.com/opinion/no-direction/" target="_blank" rel="noopener noreferrer">No direction</a>, Pratibha TuladharSome days Tara worried about having to talk to Ama. Ama was constantly angry, too. Either angry or afraid. When she wasn’t one of the two, she would only talk about her grief.Ama saw the strangest details in everything around her. Even in pigeons shitting. She would say they must be having a bad stomach. Now, how on earth could she know what was going inside a pigeon’s belly! But she vouched for it. The pigeon. Diarrhetic.She would scoop out details in everything.Whenever Ama met some new fabric for the first time, she would pull the garment up to her eyes, looking through her glasses like they would bleed into the details. Even as she was going blind. Ama!Ama is stuck in between times. She has her ideals, and little else. Most of all, she has no money. Without money, ideals aren’t easy to sell to others. You can only use it as dinner table rants with Tara, who she was brought up to be just like her-- moralistic, semi-arrogant, awkward and afraid at the same time. Yet, every day, Tara promised herself she would never allow herself to become anything like Ama!Read also: <a href="https://www.nepalitimes.com/opinion/sita/" target="_blank" rel="noopener noreferrer">Sita</a>, Pratibha TuladharBut every day, Tara felt a part of her slide through the loophole of her promise. She was gradually turning out to be just like Ama. She had even started laughing like Ama and wheezing like her during asthmatic attacks.The change was so gradual, it did not escape either of them. Tara, now Ama’s spitting copy. Not in image. But in doing. That is who mothers and daughters are—they are each other. Without ever wanting to be.Some days, Tara is not so angry. And on those days, she reaches out with her hands to warm up Ama’s hands. Ama’s hands are a prettier, older version of Tara’s. But they are firm—calloused from years of caring.“Not a rupee for all the care work we do, us housewives!” yells Ama sometimes, after reading an article in the women’s column. After flinging the newspaper aside, off she goes and bends over the kitchen sink again.Ama.Some nights, when it rains, Tara is really cold. And she thinks it is the perfect excuse for her <a href="https://archive.nepalitimes.com/article/editorial/the-republic-of-insomnia,3311" target="_blank" rel="noopener noreferrer">insomnia</a>. In the morning, she will tell Ama she did not sleep because it was too cold.Last night was cold. It rained like mad, like the rain would sweep away all of Kathmandu. Tara regretted not having enough bedclothes. Tara reminded herself that she must get her quilt out in the morning.When she woke up this morning, timorous rays of the sun had begun to steal into the house. Tara asked Ama where her quilt was. Because Ama had the habit of stowing everything within sight, away. She thought of it as a way of cleaning up the house. And memory.It was a while before Tara dug up her quilt.“I hate the sight of that thing,” Ama said, when her daughter finally managed to pull it out.The quilt, you see, was among the things Ama had bought Tara as her wedding presents. In those days, she was still young and strong so the two had walked through nooks and gallies of Ason, finally deciding on the quilt and then lugging it home all the way to Siuchatar, jumping on and off public vehicles.The cover had massive red and green floral prints. While Tara was married, it had kept her warm—in matrimony and in her loneliness. <a href="https://www.nepalitimes.com/opinion/nepals-unequal-marriages/" target="_blank" rel="noopener noreferrer">Marriage can mean many things</a>. It can be a trail of sighs, hours of tears, punctuated by laughter. Who knows what stays with one when trials are actually over. Not the words, but the essence of experiences.So, when Tara’s marriage ended, bundles of things that belonged to her were sent back to Ama’s home. The quilt was one of the things.Tara wanted to carry it to the terrace and spread it out, so it could soak some sun. But when she carried it up to the terrace, Ama was already there.“I hate the sight of it,” Ama murmured.“It’s alright. It’s mine. You don’t need to deal with hating it.”Tara walked past Ama to the corner of the terrace where pansies and petunias were still in bloom. So unlike this time of the year, Tara thought. Ama’s flowers, just as mad as her. The overnight rain had tampered with them. But they were still there. Her husband was emotionally and mentally abusive, but she was expected to be patient and tolerant like a good Nepali wife and daughter-in-law. She also had to put up with his <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Cheating,2375" target="_blank" rel="noopener noreferrer">wandering ways</a>.When she mustered up enough courage to tell her parents about it, they told her he would change if she worked on her marriage. When her in-laws found out about her son, they blamed her, saying she was not a good enough wife.But after years of working on her marriage unsuccessfully, and with support from her parents, she decided it was time to <a href="https://archive.nepalitimes.com/article/nation/%20number-of-nepali-women-filing-for-divorce-rises,1513" target="_blank" rel="noopener noreferrer">call it quits</a>. But this decision was met with harsh criticism, people called her an “embarrassment to the family” for leaving her husband.How is her walking away from an unhappy union and an abusive husband a disgrace to our culture, but not <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/cheating-is-a-choice-not-a-mistake,2148" target="_blank" rel="noopener noreferrer">his cheating</a>? Why is she being called names, but her husband’s philandering does not even raise an eyebrow?Our society accepts these double standards with closed eyes. Men and boys get away with doing whatever they want, no one bats an eyelash. But if a woman or girl chooses to prioritise her well-being over ill-treatment in her own family, it is everyone’s business, she is labelled immoral and disrespectful of our culture or traditions.When her husband’s cheating and abuse of her was exposed, no one questioned him about disregarding the sanctity of the marriage or his lack of morality. But when she decided to pursue her happiness, she was called out for her lack of respect in ending a relationship after years of trying.How is this ethical or even logical? When men choose to stray, our society stays quiet and looks the other way, but when <a href="https://www.nepalitimes.com/latest/the-goal-is-empowerment-and-independence-of-women/" target="_blank" rel="noopener noreferrer">women</a> try to stand up for themselves, they are met with societal threats and shamed.If it is strength and courage to tolerate injustice and abuse, why does anyone not talk about how wrong it is to cheat and mistreat others?What is more shocking is how some women choose to blame the woman instead of the man in these matters. How can they not feel the pain and suffering of women living in hell, but pretending to be happy?It was not easy for my friend to walk away, she knew her choosing to do so would be met with more obstacles and malicious rumours. So the least we can do if we do not support the women is to not make it harder for them.The <a href="https://www.nepalitimes.com/banner/parodying-patriarchy-at-tij/" target="_blank" rel="noopener noreferrer">Tij festival</a> is approaching and soon, women will be fasting for the long lives of their husbands. They are taught to treat their husbands like gods. But this is not how a god would behave. If we give that level of respect to men, they need to live up to it.Men are raised like they can do no wrong, and from a young age are taught that they are better than women. This is not the Middle Ages, and men need to learn to act responsibly. They need to control their egos, and learn that their actions and choices have consequences.Men might have got away with mistakes in the past, but not anymore. The world is changing and women are speaking up.Of course, not all men are like that and <a href="https://www.nepalitimes.com/opinion/coping-with-the-patriarchy/" target="_blank" rel="noopener noreferrer">our society</a> knows right from wrong, but the selective discrimination between men and women is hypocritical and shameful in today’s time and world.The foundation of a strong and respectful society is not based on lies or hidden truths. We have to go a long way in terms of equality for all genders, but acknowledging the person at fault for the <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/long-distance-marriages-cheating,2408" target="_blank" rel="noopener noreferrer">breakdown of a marriage</a> instead of a default setting to blame a woman is a good start.Society must learn to be kind to the women who have suffered. Do not berate them in the name of culture and tradition, but support them. Stand by them when they are standing up for themselves. Encourage them to seek happiness instead of continuing to suffer in an abusive relationship.Every woman who suffers in these loveless marriages is someone's daughter, sister and friend. Everyone deserves to be happy, and it is their life to live.My friend left her husband, and her parents supported her decision. She is a strong woman, she continues to struggle with unkind treatment. But I am proud of her, for her courage. Nepal’s unequal marriages

Now that NASA has its Perseverance SUV and Ingenuity drone on the surface of the Red Planet, we will finally know if men are indeed from Mars. So far, after peering under every nook and cranny with its robotic arm, we have it on good authority that Perseverance has not found any evidence of intelligent masculine lifeforms on Mars, which is another similarity the planet has with Earth.However, the agency may need to shoot off another rocket to also figure out if women are from Venus. We will then finally know if there is true gender parity in the solar system.What has shocked most people about the first panoramic photographs of Mars is how similar the terrain looks to parts of Planet Earth. In fact, selfies of the Mars buggy might as well have been taken at the Chabahil intersection. The good news is that NASA has announced its probe has detected signs of water on Mars, although no traces of it have been discovered in Mangal Bazar as yet.Back here on Planet Earth, we commemorate another Intergalactic Women’s Day on March 8th to celebrate equality between women and men. Having had a head-start, men have had an unfair advantage in enjoying the privilege of being Jack Asses. Women, too, should have the right to behave like Jenny Asses.After all, women in this country have have come a long way: there used to be zero female ministers in the interim cabinet in 1950. Compare that to the Oli Cabinet in which out of 25 ministers, two are women.The question is, if 33% of civil service jobs are going to be given to females, what are some of us broad-minded men going to do? After all, as Chairman Mao himself proclaimed, we men hold up the other half of the sky. What we in the Central Non-Working Committee of the recently formed All-Nepal Federation of Alpha-Males and Drones (Revolutionised) want to know is: if men can be morons where is the harm if women want to be as idiomatic as members of the male species?Should we guys be getting worried that women are overtaking us in the march towards mediocrity? You bet. And what should gentlemen be doing about it? Kicking butt. Yes, men have no recourse but to start behaving in an even more obnoxious and loathsome manner than we already do. Comrade Raghuji Punt, we notice, has already got his balls rolling in this arena.All of us who wear Y-front undies must now reassert our manhood, and protect the bastions of Marxism-Leninism (Male) from feminism.So, let this be a warning: we are not going to sit idly by while women outscore us in 10+2. We will also launch an agitation till jobs traditionally held by women are also reserved for men. Only through affirmative action can men also have a chance to prove themselves to be as good housewives and homemakers.There is still hope: Kathmandu is getting its first male beauty parlour. At last there is a place us boys can go and get our blackheads squeezed by professionals without any danger of zits getting infected and erupting into pus-filled carbuncles and aunties.So, in summary, we can conclude that women the world over have made a lot of progress in trying to be as idiosyncratic as men, but they still have a lot of catching to do. Women can also be from Mars if they try, and with Curiosity, Opportunity, Perseverance and Ingenuity, we know they can do it.

Going to an office will and should become irrelevant. Home workers will also not have to work five days a week. They will be so productive, three days will be enough.That is probably what will also reduce traffic jams, <a href="https://www.nepalitimes.com/opinion/how-to-clean-up-kathmandus-air/" target="_blank" rel="noopener">improve the air quality</a> and as we become healthier, we will once again live longer. Where you are physically located will become irrelevant and the notion of going abroad will be limited to leisure, adventure and disposable incomes. The key word is ‘work’. There still are many who are looking for a <a href="https://www.nepalitimes.com/opinion/success-in-nepal-means-not-having-to-work/" target="_blank" rel="noopener">jagir</a> salaried job in the civil service or private companies. Perception and understanding of work and jagir will be very different depending on who you ask.Some still seek a ten to five jagir in an office that pays a fixed income each month, comes with a lifelong pension, and takes a little bit of chakari to keep bosses and political masters happy. Performance and delivery of output are not really an issue, and the worst thing that can happen is you get moved to a different office or to some remote area of the country away from your family and the schools your children attend.Many are seeking a jagir, while others seek work. From construction to managing a restaurant, from driving a taxi or tipper truck to growing crops and vegetables, there are many who work.Work requires self-discipline and a high level of skill and knowledge, which come with a piece of paper that proves you can actually do what you are claiming. There are many risks, including not being paid or being constantly told that the work you did was not good enough.Work may also involve long hours and no holidays, unlike in a jagir where days off are published a year in advance. People who seek work like being independent and want to take risks knowing the benefits are there. They love to have fun, they really know when and how to spend time with family and friends.With the ongoing restructuring of the state there will be fewer government and private sector jagirs going around in Kathmandu. This may be a good opportunity to carve out our work niche for ourselves. Many already have a head start.Numerous producers and service providers have set up businesses. Many <a href="https://www.nepalitimes.com/opinion/lets-listen-to-nepals-young-changemakers/" target="_blank" rel="noopener">young people</a> tell us that they are skilled, they have support from the family, have a bit of savings and they want to work – gainfully and independently.These are smart Nepalis with smart devices who want to work smart. They partner with other smart people and wish to live in smart houses in smart neighbourhoods of smart cities. The marketing is all data-driven in an age where data is more valuable than oil.We now need to extend this concept to our towns and cities. For example, being climate smart is critical for the future of humanity and hence there is a need for all individuals and families to do their own carbon audits. A smart app can tell us our carbon footprints, and suggest ways to reduce it.The smartest system is our ecosystem, and we are all smart enough to learn how nature produces for us and its limits to absorb what we waste. Smarter Nepalis with smarter devices

Austin is a cultured man with an Ivy League degree trying to make it as a screenplay writer. Lee is a wanderer who lives in the shadows. But when they come together in a difficult situation, it seems they are not different at all: each brims with <a href="https://www.nepalitimes.com/opinion/the-roots-of-rape/" target="_blank" rel="noopener">toxic masculinity</a>.Nepal-based director <a href="http://archive.nepalitimes.com/blogs/thebrief/2016/08/23/bhagvad-gita-as-opera/" target="_blank" rel="noopener">Deborah Merola</a> has chosen to stage this Pulitzer-nominated 1980 play by American playwright Sam Shepard without translation or much adaptation. You can Google the plot, spoilers and all, but we are just going to tell you that Austin suddenly stands to lose his dreams, despite his superior education and manners. And Lee, though on the brink of gaining everything, knows he cannot make it without his brother’s refined education. And so the brothers blame each other for their plight and battle it out, with an alcoholic father and a passive mother added to the mix.Brothers envying one another is familiar to most of us: while Lee thinks that Austin — with his fancy degree and a foothold in Hollywood — is living the glamorous life, Austin thinks that Lee is a daredevil racking up new adventures every day.Read also: <a href="https://www.nepalitimes.com/review/the-violence-of-violation/" target="_blank" rel="noopener">The violence of violation</a>, Sewa BhattaraiThis intense drama simmers with an undercurrent of violence that threatens to explode. And sitting in the present, we cannot help remind ourselves of masculinity today — that however much things change, they remain the same. Lee’s desire to dominate everyone around him is an obvious example but so is Austin, whose manners are a mere veneer for what lies underneath.“This drama is relevant today in the era of Donald Trump, when toxic male machismo is on the rise,” Merola tells us after a rehearsal this week at Kausi Theatre.Perhaps because of its contemporary resonance, the drama is enjoying a revival today with a recent Broadway production starring Ethan Hawke and another starring <a href="https://www.nepalitimes.com/review/game-of-thrones-familiar-to-nepalis/" target="_blank" rel="noopener">Game of Thrones</a> protagonist Kit Harington. Set in the US 30 years ago, it is considered a quintessentially American play, but the cast here feel that it has universal resonance today.“We in Nepal think the grass is greener on the other side, and many of us go abroad with great expectations. But often what awaits is disillusionment,” says Divya Dev, who plays the younger Austin. Dreams can come crashing down any time and when that happens, Austin has nothing to hold on to, and reverts to base instincts.Read also: <a href="https://www.nepalitimes.com/banner/hop-over-the-gender-gap/" target="_blank" rel="noopener">Hop over the gender gap</a>, Reeti K.C.Alejandro Merola, who is menacing as the older Lee, feels every well-written drama has a wide resonance. “The lone alcoholic who slowly drifts out of respectable social circles and lives a criminal life on the edges is a universal character,” he says. “The play reminds us that there is an increase in such characters today.”Eelum Dixit has a powerful stage presence as the easily manipulated producer Saul who doesn’t speak up against bullies, and Kurchi Dasgupta makes an impact as the lost, possibly depressed, mother who stays indifferent even as her sons fight. Divya Dev is at his best as the melancholy Austin, who appears a gentleman but is full of passive aggression. Alejandro Merola frightens us with his outright hostility until he makes an unbelievable transformation.The drama is a stark portrayal of the unrealistic standards of success that modern society demands, and of the loss of simplicity and innocence. We see these mores manifesting now in Nepal, as well. Replaying male machismo

The daily 10-hour curfew at Tribhuvan International Airport from 8 November that will last five months has affected tourism during Nepal’s peak season, with some hotels and trekking agencies here reporting cancellations into spring next year. The reduced hours at Nepal’s main aviation gateway till 31 March means that a third of all flights have been cut. This has also caused ticket prices to surge by up to eight times of normal fares. For example a Kathmandu-Delhi ticket that used to cost Rs12,000 is now listed at Rs50,000, and even then seats are not available.&nbsp; “Especially if they are here to trek, change in flight dates can cause tourists to miss their connections,” says Jagan Timilsina, who runs a trail running and outdoor education business. &nbsp; Pokhara is feeling the brunt as hotels report last-minute cancellations for November because of flight disorders. Some hoteliers also say although there have been some cancelled trips, most itineraries have been rescheduled.&nbsp; Hari Prasad Sharma Gaire of the local chapter of the Hotel Association of Nepal says the Kathmandu airport closure should have been timed for the off-season. He told us: “Starting construction during the peak tourist season was a mistake and will cause the tourism industry to lose a lot of business. The upgrade could have been spread out over a longer time but closed for fewer hours at night so that disruption was minimal.”&nbsp; Nearly a third of the 1.2 million tourists who visit Nepal annually come to Pokhara, which is also the gateway to Mustang, the Annapurna treks and pilgrimage tourism to Muktinath. Located by scenic lakes with a range of adventure sports like hot air ballooning, paragliding, canyoning, bungee and ziplines, Pokhara is also popular among diaspora Nepalis. “Besides its own attractions, Pokhara is really the hub for central Nepal, and we have been trying to get visitors to extend their stay here,” says Timilsina, who started out as a trekking porter and rose up the ranks to be an expedition guide and entrepreneur. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111603114_0e071ce63ea9b0a9a7ee76f8c3cea0ff08c6767c41dd09f6bc4413d2db067a60.jpg" data-media-id="editor_0" data-image-id="2024111603114_0e071ce63ea9b0a9a7ee76f8c3cea0ff08c6767c41dd09f6bc4413d2db067a60" data-rendition-name="original" width="3500" height="2333" loading="lazy" alt="Pokhara's tourism woes NT"> <figcaption>Tourist arrivals in Pokhara have slumped since the disruptions at Kathmandu airport due to upgrading work. Photo: KRISHNA MANI BARAL/NEPALI TIMES ARCHIVE</figcaption> </figure>  Even without the Kathmandu airport closure affecting tourist arrivals, Pokhara was already suffering from a decline due to many factors like the poor state of the Prithvi Highway, the shortage of luxury accommodation for high-end tourists, and the reluctance of international airlines to start direct flights to Pokhara despite an expensive new airport that was inaugurated two years ago.&nbsp; “There was a lot of initial excitement on the construction of the international airport,” says Timilsina, “but it hasn’t delivered as expected due to politics. People have invested in nearby businesses, and have faced losses.” India has blocked direct flights from its cities to Pokhara because the facility was built by a Chinese company. Although tourists and pilgrims from India hit record levels this year, the poor state of the highways and the Indian bus accident on the highway to Kathmandu in July that killed 27 pilgrims from Maharashtra state dampened arrival figures. Gaire says, “While tourist arrivals to Pokhara are now approaching pre-Covid levels, we haven’t seen the improvement we were expecting. We need a better marketing strategy. What are our embassies abroad doing?”&nbsp; Indeed, Pokhara used to be a favourite destination for Chinese tourists. There was a boom in arrivals from China before Covid, especially after a popular Chinese tv serial was shot on location here. But arrivals from China have not really recovered since the pandemic because of the economic slowdown there. Promoting Pokhara airport to handle direct flights from Chengdu or Kunming could revive Chinese arrivals.&nbsp; Nepal’s Civil Aviation Authority (CAAN) has used the Kathmandu airport closure as an excuse to arm-twist international airlines to start flying to Bhairawa, which has barely been in operation for two years since it was inaugurated. So far, Fly Dubai, Thai AirAsia, Jazeera and Qatar are flying to Bhairawa, but most use it as a hop before flying on to Kathmandu, which does not reduce congestion at Kathmandu.&nbsp; An ideal situation could have been to get Pokhara to run to full capacity while Kathmandu is partially out of action. Pokhara entrepreneurs are puzzled why the CAAN and the national government have not taken more interest in promoting Pokhara as an alternative to reduce the congestion in Kathmandu. Nepal’s football team that was flying to Dushanbe this week couldn’t get tickets via Delhi, and took a domestic flight to Bhadrapur, crossed over to Bagdogra and flew on to Delhi to catch their flight to Tajikistan.

Pokhara’s tourism woes

An excerpt of a conversation between an anthropologist and linguist Mark Turin, PhD and Lava Deo Awasthi, PhD, the first Chairperson of the Language Commission of Nepal. Nepali Times: What is the role of Nepal’s Language Commission and when was it formed? Lava Deo Awasthi: The Constitution of Nepal (2015) created a Language Commission (LC) with the following four core mandates: (a) to develop eligibility criteria for gaining status as an official language and offer recommendations to the Government of Nepal about the official language(s) in each province; (b) to offer recommendations to the Government about measures to be taken for the conservation, promotion, and development of languages; (c) to suggest possible ways of using mother tongues in education by assessing their stage of development; and, (d) to conduct studies, carry out research and perform monitoring functions about the response to the constitutional provisions for the federalisation of languages in Nepal. The Commission was founded in 2016 and I was appointed as the Chairperson of the Commission in September of the same year by the Cabinet of Ministers. What in your own professional and educational background helped to prepare you for the role? I have worked with the Government of Nepal for about 30 years, alongside holding teaching appointments at universities in Nepal. Prior to assuming the role of the Chairperson of the Commission, I served as permanent Secretary to the Government of Nepal and worked as the Chief Administrator of the Central Development Region. I was appointed as Director General of the Department of Education and completed my assignments as Joint Secretary at the Planning, Monitoring and Educational Administration Divisions of the Ministry of Education.&nbsp; In addition, I have taught courses as a visiting professor at Tribhuvan University and Kathmandu University for more than three decades. Later, I also started supervising MPhil and PhD students at the Far Western University in Mahendranagar, Kanchanpur. My PhD project from the Danish University of Education was dedicated to making sense of Nepal’s social construct and commitment to multilingualism, exploring the persistence of monolingual school practices in the face of constitutional promises and state commitments to multilingualism. I conducted a survey of Nepal’s languages and carried out a qualitative study of the Tharu language in the district of Bardia. I analysed language policy statements and explored classroom pedagogies in schools. I documented how teachers showed a tendency to resist change and maintain the status quo because they were not consulted when new educational language policies were introduced. Teachers also exhibited a deeply-held adherence to the Gurukul education system which appears to have been harnessed as a way to resist newer pedagogical ideologies imported from the West. Recognising how engrained these rich traditions of knowledge transmission are, I wanted to know how students’ engagement in the learning process appeared to have dwindled, creating a gap between children’s home languages and the language(s) of the school. Whilst statutory provisions for education in the mother tongue were oriented towards promotion, classroom pedagogies remained resolutely monolingual and exclusionary. The result was that multilingual education policies that had been introduced in Nepal did not result in meaningful changes in classroom practices. My research was also a reflection of childhood traumas I had experienced at the earliest stage of formal education. My home language, Baitadeli, has a strong oral tradition and no written literature. English is my fifth language in terms of exposure and competence, and my home district of Baitadi is well-known for its loyalty to the local language. I had to drop out of school after completing my sixth grade. Staying at home, I received much attention from my family and had much greater exposure to my native language, culture and environment. My overall impression is that dropping out of school had a surprisingly positive impact on my life. The opportunity offered a surprising dividend for me as I gained mastery in my mother tongue and received extensive exposure to folk literature and Indigenous knowledge and survival skills, cultivating my interest in language, culture, literature and local cosmologies.&nbsp; Now that I reflect on it, I appreciate how language has always played a key role in my life. I grew up in a multilingual environment: brought up with Baitadeli, Hindi, Sanskrit, Nepali and English. Language played a major part in my decision to leave school and my later success is closely linked to my competence in several languages. It was rewarding to be at home with my family as I deepened my understanding of native language and culture, which in turn helped me to harness and refine my art of living. Languages matter so much to me because they are both software and hardware. Later, when I was in secondary school, I realised that my command of my home language contributed significantly to enhancing my Nepali and English. My first strategic goal was to create an environment conducive to implementing the provisions of the Constitution of Nepal in relation to language. My priority was to prepare a detailed action plan for my six-year tenure in consultation with language stakeholders, including language experts, professionals, activists, Indigenous community members and representatives of relevant national and local-level institutions. The Commission formed a body of high-level advisors to ensure that the Chairperson’s work was well-informed and credible. The advisors to the committee had highly visible professional and social reputations in Nepal and had much experience in the field of language conservation, promotion, research and development. Another strategy we adopted was to establish close institutional linkages with federal, provincial, and local level governments for collecting opinions and disseminating information widely.&nbsp; What critical issues did you have to consider while discharging your duty? When Nepal’s new Constitution was drafted, a number of concerns could not be adequately addressed. These related to the conservation of languages, the recognition of official languages at the provincial level, and the use of mother tongues at federal, provincial, and local levels. These unresolved issues and matters pertaining to the federalizsation of Nepal’s languages were passed on to the Language Commission to address and resolve.&nbsp; Regarding the recommendations for official languages, a five-year timeline had been set by the Constitution. With great effort, we succeeded in having all provinces agree to recognise their official languages as per the recommendations of the Commission.&nbsp; What were your greatest achievements during your term? One of the greatest achievements was that we succeeded in setting a language agenda at all levels. Nepal’s language communities and other stakeholders expressed the view that this was the first time their languages were recognised and their voices heard by the state. People participated in debates and discussed issues relating to language that in all likelihood had never before happened in their lifetimes, at least not in ways that were supported by the state. We encouraged people to speak in their own language(s) and provided translators during plenary sessions and group discussions. Another major achievement was developing criteria for the status planning of languages at federal, provincial, and local levels, and to recommend 11 province-level official languages, in addition to the Nepali language. Similarly, a notable achievement was recognising Indigenous languages spoken by smaller communities, all of whom faced ongoing marginalisation and high levels of endangerment. The Commission identified 9 new languages that had not been reported in the 2011 census, and provided a framework for recognising official languages within a municipality. The commission emphasised the need for documentation and digitisation of languages for developing corpora and archives at national and sub-national levels.&nbsp; Languages of historical importance as well as classical languages were given recognition for their protection, growth, and development. Recommendations were made for the conservation, promotion and development of Nepal’s marginalised languages that are threatened by majority languages and for those languages that hold particular power at local and global levels. Recommendations were also made for how best to safeguard Nepal’s languages from the ever-growing spread of English and other powerful, globalising languages.&nbsp; A further important aspect of the Commission’s work was to emphasise mother tongue medium instruction in schools across the nation. Recognising the role of language in children’s cognitive, socio-emotional and academic development, the Commission suggested strategies for linking schools with ward-level language clusters for use in the classroom. The importance of nurturing and respecting a child’s first language was reiterated in the Commission’s recommendations for children’s learning and all-round development. By the end of my term, a remarkable change could be observed in terms of building trust within and across Nepal’s diverse language communities. A network of language groups and stakeholders across the country proved to be a powerful way of bringing all language communities under one roof for a collective review of and response to the process of federalising language policy. The many language stakeholders across Nepal appreciated the opportunity to work within a coordinated framework, and—feeling empowered by this—seemed genuinely enthusiastic about the initiatives taken by the Commission.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab.jpg" data-media-id="editor_1" data-image-id="2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Dr Lava Deo Awasthi NT"> </figure>  What were the most significant challenges for you as Chairperson? One of the major challenges was winning people’s trust in advocating for the mission of the Language Commission. I faced considerable resistance as I sought to emphasise the use of native languages in families and communities. While the Commission advocated for multilingualism and promoted linguistic diversity, the prevailing policy circles and central level institutions had been deeply influenced by a one-language discourse and ideology of Nepali only. The spread of English also poses a huge threat to Nepal’s languages. However, people in power do not seem to see this as a problem. They tend to abandon their own languages in preference for English. The way that Nepal’s municipalities are increasingly introducing English as a medium of instruction at the earliest stage of a child’s school-based education has proven to be detrimental to their cognitive development, socio-emotional wellbeing and academic success. Most of Nepal’s elites have been heavily influenced by the spread of English and remain unaware about its impact on their home languages as well as on the inter-generational transmission of Indigenous languages in the country. I wish that we could have produced more compelling evidence to show the consequences of making poor policy choices for our children’s education. Demystification calls for a collective response. To make change happen across this entire, complex and federalising country was daunting work and left like a race against time. I feel that I could have done more to offer concrete examples in favour of using the mother tongue as a medium of children’s education at the earliest stages of a child’s education. What do you see the Language Commission achieving in the next 5-10 years? The Language Commission will have to ensure that all of its key recommendations are implemented at all levels of government. In 10 years’ time, all seven of Nepal’s provinces will have their official languages in place. These languages will also be recognised as languages of federal business, alongside Nepali. I anticipate that all official languages in the federal and provincial systems will have a national portal for inter-language corpora using machine translation to fulfil their federal, provincial and local level language functions, and that all languages spoken in Nepal will be represented through a digital database in the national archive. The Office of Statistics will monitor the status of Nepal’s languages over time. By the end of the next decade, each municipality in the country will have recognised one or two official languages at the local level, based on speech populations. Other local languages will have received community-level legal recognition and official status to fulfil their functional roles. Languages that are highly endangered or at risk will be entitled to receive state grants for enhancing local level capabilities to encourage families and young learners to speak the language. Incentive schemes will be introduced in municipalities that promote language within the family and at home. Inter-generational transmission of languages will have received welcome and timely attention across Nepal. It is my hope that all schools—public and private—will have introduced mother tongue medium instruction at the earliest stage of school education, at least up to class five. Nepali, English and other national as well as classical and foreign languages will be taught as subjects. The existing policy of English medium education at the early stage of education will be abolished. The Government of Nepal will be held accountable if the number of speakers of any language decreases or if local communities face language loss and greater endangerment. Under the aegis of the Language Commission, a Centre for Language Research and Innovation will be created with world-class facilities for language documentation and archiving in collaboration with Tribhuvan University’s Central Department of Linguistics and other relevant institutions. Harnessing the vastness of Nepal’s linguistic diversity, the Language Commission will morph into a centre of excellence for national and international communities to engage in collaborative language research, to share experiences and document best practices at in service of global linguistic diversity and Nepal’s many Indigenous languages.

Languages are both software and hardware

Nearly 750,000 Nepalis went abroad for employment in the past year, and more than 100,000 left on student visas. Most of them were young Nepali men and women, and the number has been increasing every year. As with other sections of society, Nepal’s security agencies also face a recruitment crisis. Nepal Police opened recruitment for 64 inspectors in September, and received 2,239 applications, compared to 2,718 candidates last year. Police also invited candidates for 256 assistant sub-inspectors this year for which it received 17,756 applications – down from 19,932 last year. It is the same story in the Nepal Army, the number of applicants for the post of Officer Cadet (Second Lieutenant) went down from 6,144 for 400 open seats in 2019 to 4,390 in 2020. Meanwhile, applicants in the paramilitary Armed Police Force went down from 857 applications for 75 posts in 2021 to 536 applicants for 99 posts last year. While the number of applicants appears higher than the demand, the data shows a significant decrease in applications for vacancies in Nepal’s law enforcement agencies. Security personnel are recruited on the basis of rank and age in Nepal, and the age cutoff for entry into Nepal’s security agencies is typically 25 years. Sociologist and migration expert Ganesh Gurung says that the demographic of young, physically fit Nepalis emigrating abroad in search of better opportunities has impacted recruitment into law enforcement and the military here at home. “The returns from working in Nepal’s police and army are minimal, whereas overseas job opportunities are more attractive,” Gurung says. “The work may be physically demanding abroad, but the pay is a lot higher.”  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241116041148_a7e477e0ee2f56acf16c2559fdb24d8f0377f7bc1f9e56138bc40108fc4fa33f.jpg" data-media-id="editor_0" data-image-id="20241116041148_a7e477e0ee2f56acf16c2559fdb24d8f0377f7bc1f9e56138bc40108fc4fa33f" data-rendition-name="original" width="800" height="534" loading="lazy" alt="Nepal Police"><figcaption>Nepal Police</figcaption></figure>  Nepal Police spokesperson DIG Dan Bahadur Karki agrees that the physical and mental demands of a law enforcement job is incomparable to the income that security personnel earn. “A young Nepali who works in Dubai earns enough to build a home in the village within four years, while a Nepali with the same qualifications and physical ability in a security agency here barely makes enough to survive,” says Karki. “Obviously the youth prefer foreign employment.” Security agencies are now worried about the quality of inducted manpower. “There is a difference in work ethic between an applicant chosen from a competitive pool of 50 candidates versus one chosen from a pool of three candidates,” explains Gurung. “Unmotivated employees hamper the overall performance of the state apparatus.” Nepal Army spokesperson Brigadier General Gaurab Kumar KC says recruitment has not been hampered by outmigration: “We have still been getting more than three times the applicants than there are open posts, so we are not yet worried.” Even so, the passing rates of aspirants have gone down for security forces after the Public Service Commission began examinations for military recruitment in 2015. In fact, the Nepal Army complained about the Commission’s involvement in recruitment. Still, the number of vacant military posts tends to exceed the number of passing candidates. Nepal Army’s KC says that the military will not compromise on intake criteria even if there are fewer passing applicants. “Unqualified persons will not be admitted even if there are less-than-required passing candidates. We will re-advertise if that is the case.” But Nepal’s security forces now also have to worry about retention of existing personnel. About 900 Nepal Army, 600 Nepal Police, and 300 Armed police personnel resign every year before the completion of their tenure.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241116041148_b8cd62f70eea3aac7d3d3778615a5b70b1e20550c9bd76321f051f9c766fd2a9.jpg" data-media-id="editor_1" data-image-id="20241116041148_b8cd62f70eea3aac7d3d3778615a5b70b1e20550c9bd76321f051f9c766fd2a9" data-rendition-name="original" width="750" height="378" loading="lazy" alt="Armed police forces"><figcaption>Armed Police Force</figcaption></figure>  In 2020, Home Minister Ram Bahadur Thapa recalled almost 1,000 police personnel who had been deployed for the security of VIPs after long-standing criticism that security forces were being misused to cater to political and bureaucratic leadership. However, security personnel have continued to be assigned to high-ranking officials as glorified housekeepers. In December 2022, Rabi Lamichhane’s Home Ministry had instructed its offices to recall unauthorised security personnel assigned to high-ranking officials, following which 500 officers from Nepal Police and Armed Police Force were withdrawn from their details. But the Nepal Army does not have to follow such rules, and the practice of army personnel serving high-ranking active-duty and retired military personnel remains. Conditions here are dire enough that many active duty officers in Nepal’s military and police forces have chosen to leave their jobs to serve in the Russian Army to fight in the Ukraine war. The hierarchical culture and chain of command of politics, bureaucracy, law enforcement and military has also meant that abuse and mistreatment of subordinates is rife in Nepal’s security forces. “Feudalism is alive and well within our security institutions,” says Gurung. “When soldiers and security forces who swore to protect and serve the nation are made to be at the beck and call of politicians and bureaucrats, it is easy to understand why they are disillusioned with their jobs and why they choose to quit and find jobs abroad.”

Job insecurity in security forces

Earlier this month, Nepal received Rs1.6 billion from the World Bank as part of its <a href="https://nepalitimes.com/news/will-nepal-ever-be-paid-for-saving-trees">Forest Carbon Partnership Facility (FCPF)</a>, rewarding the country for increasing its carbon sink capacity. Nepal is the first in South Asia to benefit from this facility, and it is specifically to recompense the country for increasing forest cover in 13 Tarai districts between 2018-2024. “We are also trying to get another Rs13 billion from the facility while also preparing for free market-based carbon trading in the international market,” says Nabaraj Pudasaini of the REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) Implementation Centre. Big emitters of greenhouse gases are under pressure to reduce their carbon emissions, and many have signed agreements to do so by investing in decarbonisation projects in developing countries. Countries that emit more than a specified amount of carbon would be able to buy emission rights from countries that emit less. Nepal is internationally known for its community forestry program which has been largely credited for <a href="https://nepalitimes.com/banner/tree-mendous">increasing tree cover to over 45%</a> in less than three decades. But this achievement had not been adequately recognised or rewarded internationally before. Forests, especially in the tropics, absorb and store large amounts of carbon while releasing oxygen in a process known as photosynthesis. <a href="https://www.fao.org/forest-resources-assessment/en/">Preventing deforestation</a> and increasing canopy cover is considered a much more achievable goal than reducing emission in the scale necessary to limit global average temperature to 1.5°C above pre-industrial levels. COP11 in Montreal in 2005 first proposed reducing carbon emissions by improving forest quality by halting degradation. By 2015, a new mechanism of financial assistance was created to help less developed countries with sustainable management of forests <a href="https://www.un-redd.org/">(called REDD+)</a>. Under this new mechanism, countries receive aid based on their efforts to prevent forest degradation and increase carbon sink, and in 2021 the World Bank was entrusted with implementing it. Nepal’s FCPF receipt this month was calculated on the basis of 2.4 million tons of carbon stored at a rate of $5 per ton. In the second phase, Nepal will receive more than Rs4 billion within the next year for storing an additional 7 million tons of carbon. Eighty per cent of this amount obtained from carbon trading needs to be spent on local beneficiaries and indigenous communities.&nbsp; But carbon trading is not easy, Nepal needs to prove that protected forests will not be destroyed in future.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16.jpg" data-media-id="editor_4" data-image-id="20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="Greenbacks for greenery NT "> <figcaption>Photo: KUNDA DIXIT</figcaption> </figure>  Explains carbon trading expert Yugan Manandhar. “Forests should be handed over to the community and shown that they are managed sustainably. Proving this will be particularly challenging; forest encroachment and degradation is rife in the Tarai.” <a href="https://nepalitimes.com/multimedia/nepal-is-going-up-in-smoke">Deliberate forest fires</a> have also added to the challenge because they increase carbon emissions and reduce the sink capacity of forests. The basis for the amount that Nepal received was set five years ago by calculating the carbon reserves of forests in the 13 Tarai districts. In the meantime, sustainable forest management, tree plantation, forest destruction and erosion control were prioritised to increase carbon reserves in those forests. Nepal is signing another carbon trading agreement during the ongoing Baku climate conference. The <a href="https://www.leafcoalition.org/">Lowering Emissions by Accelerating Forest finance (LEAF Coalition) </a>proposes to sell the carbon stored in the forests of Bagmati, Gandaki and Lumbini provinces. For this, Nepal signed the letter of intent three years ago at COP26 in Glasgow. The target is to store 70 million tons of carbon in 32 million hectares of forest in the three provinces per which Nepal will receive Rs13 billion in four years at $10 per ton with provisions to increase the rate if various conditions are met. However, the agreement in itself doesn’t guarantee the amount. According to the targets set by Nepal, forest degradation should be stopped and carbon reserves increased by protecting tree cover. Preparations are also underway for clean air carbon trade because it has offset fossil fuel use by introducing 30,000 electric vehicles. Nepal has been selected for the first round to receive $40 million within one and a half years through the Clean Air System of the World Bank. Given that most of Nepal’s energy mix is from biomass, replacing them with electric stoves can significantly improve health by reducing indoor pollution as well as strengthen the country’s capacity for carbon trade. “Nepal's goal now is to sell carbon in the free market where carbon credits are bought and sold based on supply and demand in an open and transparent manner,” adds Pudasaini of the REDD Implementation Centre. “Nepal can now set its own price and bargain with interested buyer countries and organisations.” Lately, India has been discussing setting up a carbon market. Nepal has exported Rs12.72 billion worth of electricity to India so far this fiscal year, which can be traded under Nepal’s carbon market. “Carbon trading can create significant economic benefits for Nepal, which will help reinvest in development and environmental protection projects,” says Manandhar. “But we must prioritise sustainable management of forests, cutting older trees and allowing regrowth as well as promoting electric stoves and electric vehicles.”
