Every morning at dawn, Nashir Khan wakes up to the ruckus of dogs he shelters at his home in Chobhar, all hankering to be fed. As he goes about his day, providing meals for countless community dogs across Kathmandu, he will likely make some ruckus of his own, outraged by those who mistreat the animals. Khan’s dedication to the wellbeing of Kathmandu’s dogs spans many years, administering medicine, taking them to the vet, advocacy through radio, and confrontation with those abusing dogs. Khan has been engaged in charity work most of his life, beginning at age 7 carrying food to imprisoned or hospitalised members of his community. “I don’t think about what I might gain. I don’t even like the word ‘gain’,” he tells us. He was drawn to the plight of dogs after he started caring for a dog a neighbour had neglected. That was where his lifelong commitment to dog care began. However, the growth of dog-care organisations and social media attention has promoted more humane methods like neutering. The Kathmandu Metropolitan City funded Manumitra project began in 2016, focusing on community awareness and population control. While official records indicate declining numbers and healthier dogs, animal organisations are skeptical. Sneha Shrestha of the Federation for Animal Welfare Nepal, says that the street dog population exceeds 100,000. “On World Rabies Day there are programs publicising vaccination of 40 or 50 dogs, but after that there is very little done,” adds Shrestha who works with a network of street dog organisations. Between 2022-23 the Epidemiology and Disease Control Division reported 106,993 dog bites, the majority in Kathmandu. To mitigate the risk of diseases such as rabies, organisations working in dog welfare and veterinary services must shoulder the cost of vaccines themselves. Khan was previously involved with animal hospital projects and street dog programs, and has since developed mistrust for the organisations, believing their primary goals are recognition and financial gain. Khan’s work is entirely self-funded, as he patrols the city in a motorbike that serves as a dog ambulance. But he often faces public opposition, and he has been beaten up, once the injuries kept him in bed for more than two weeks. Angry locals challenged his care of dogs when there were so many people in need of help. Recently, when a cyclist ran over a dog sleeping on the road, the initial verbal confrontation escalated into Khan threatening the man with a hacksaw. “I just cannot watch dogs being harmed,” he says. Independent filmmaker Shyam Karki is producing a documentary on Khan titled ‘Unholy Love’. The filmmaker first met Khan in 2015 while he was feeding dogs on the streets of Chhetrapati. The documentary explores how a part of the reason for Khan’s ostracisation is that he is a Muslim. “In other countries Muslims are very strict about don’t do this and don’t do that, but whether I go to heaven or hell is of little relevance to me,” says Khan who is married to a Hindu Newar person. Both faced social exclusion from their communities because of their marriage, but Khan credits his wife for transforming his wayward ways into passion for social work. Lately, Khan has added collective mobilisation to his work, decrying injustices on Facebook and uniting the efforts of other street dog carers. With or without support, his work continues. We will need a separate body for monitoring and proper documentation with microchipping,” says Khageshwaar Sharma of Himalayan Animal Rescue Trust (HART) in Pokhara.Read also: <a href="https://www.nepalitimes.com/banner/bhaktapurs-dog-catchers/">Bhaktapur's dog catchers</a>, Monika DeupalaKathmandu municipality’s livestock division already has three years of experience registering street bovines and water buffalos by embedding microchips in them. It has now received Rs5 million from the Prime Minister Employment Program to bulk microchip dogs and cats this year. Officials will soon conduct door-to-door visits to do a canine census, and estimate the total microchips needed.“The census will also give us a more accurate figure for the total number of dog owners, pet shops and clinics, which in turn will allow for mass vaccination against rabies, spaying and neutering of the dogs and formulation of necessary regulations,” says Awadesh Jha, livestock division chief with Kathmandu municipality. <img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101120/6372088e9c7e80680e0b54f1jpeg.jpg" alt="">Ideally, registration and microchipping of dogs should be done by breeders but in Nepal, the government does not even have a record of the total number of breeders and kennel clubs in the country. In fact, there is no law stipulating breeders have to be registered, adding to the risk of animal abuse.Laws preventing animal abuse are relatively new in Nepal. The Ministry of Livestock Department developed the Animal Welfare Directive only in 2016 and even that has no provision to punish offenders.To be sure, animal abuse is criminalised under the Criminal Code of Nepal. Yet, specific laws for animal welfare are still missing such as the specificity of animal hospitals and clinics, breeding and shops. Many first generation dog owners need to be taught how to treat their pets well,” says Pramada Shah of Animal Nepal.Diktel municipality in Khotang district became notorious two years ago for brutally beating and killing stray dogs. A video clip of the torture and killing of a dog named Khairey in Banepa last year provoked outrage and street protests. There have been frequent mass poisonings of street dogs. And in 2019, hundreds of street cows were pushed off a cliff in Surkhet by a contractor who was supposed to transport them to a shelter. Animal rights activists say that the central government needs to draw up uniform laws so that offenders, be they pet owners, locals, shops or breeders, can be held accountable.  <figure><img width="2048" height="1365" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101120/637208909c7e80680e0b54f2jpeg.jpg" alt=""><figcaption> </figcaption></figure>Caring for dogs is also important for rabies control. Nepal needs to achieve the World Health Organisation (WHO) ‘Zero by 30’ global strategic plan to prevent human deaths by dog-mediated rabies by 2030. Rabies is a completely preventable disease but has the highest documented case-fatality rate at close to 100%. Globally, it is responsible for nearly 60,000 deaths a year, <a href="https://www.nepalitimes.com/banner/dog-bites-man-is-still-news-in-nepal/">40% of which are of children under 15</a>.And while rabies occurs in more than 150 countries, it is endemic in South Asia and Africa. India alone accounts for 40% of all annual rabies deaths in the world. Nepal on the other hand has an average of 125 cases a year, but this is a gross underestimation, say experts. But only a few government healthcare facilities in Nepal have a stock of free vaccines, and in private clinics patients have to pay a hefty fee for a jab.Preventive measures including vaccinating and controlling the canine population are the most cost-effective approach, and dog registration with microchipping can be the first step in ensuring this.For now, Pokhara is leading the way. Says Awadesh Jha: “With registration, owners can find lost pets, animals can be protected from diseases and the government can form plans to control the canine population and take action against irresponsible ownership, breeding or selling. Microchipping Nepal’s dogs

Despite enormous hardships, Nepalis have learnt to survive, and indeed surmount them. There is injustice and exclusion, but also a surge of youthful activism. The present may look hopeless, but we still hold out hope for a better tomorrow.We <a href="https://www.nepalitimes.com/here-now/activists-against-animal-cruelty-at-nepal-temple/" target="_blank" rel="noopener noreferrer">treat our animals badly</a>, yet we worship them as manifestations of our gods.This contrast between cruelty and compassion is this most pronounced in the lives of street fauna, creatures with whom we share our urban space. Dogs are mistreated, tortured and killed, but there are also many families which have adopted dozens of street dogs to <a href="https://www.nepalitimes.com/here-now/wanting-nothing-in-return-but-love/" target="_blank" rel="noopener noreferrer">feed and care</a> for, despite not having spare income. They may not be rich, but they display a richness of compassion for fellow beings.On <a href="https://www.nepalitimes.com/banner/every-day-is-dog-day/" target="_blank" rel="noopener noreferrer">Kukur Tihar</a> on 3 November this year, we will worship our pets and community dogs, garlanding and feeding them treats. But in the evening, many of the same families will light firecrackers to frighten the living daylights out of their dogs. This Tihar, like in previous years, many pets will get lost – desperately fleeing the explosions, until they have run too far to find their way back home.It is to draw attention to how street animals bring out the best (and sometimes the worst) in human beings that this Kukur Tihar will see the launch of another book about a Nepali dog. She is named Sathi, a dog that finds <a href="https://www.nepalitimes.com/here-now/angel-meets-an-angel/" target="_blank" rel="noopener noreferrer">a new life</a> thanks to kind hoomans. Appropriately, ‘Sathi’ means ‘friend’ in Nepali – after all, we are talking about man’s best friends.Sathi is an exquisitely illustrated bilingual book for children and adults that tells a fairy tale story of an abandoned dog, who is scalded on Kukur Tihar by a city shopkeeper. She is so angry that the dog is messing up her shop, she throws a bucketful of boiling water on the hapless pooch. Sathi is miserable and in pain as she licks her wounds at a garbage pile, until she finds a benefactor who takes her to the real-life animal shelter called KAT Centre in Kathmandu.Sathi is cared for at the dog home, and the burns on her back heal slowly. She makes friends with other dogs at the shelter who have also been attacked, abandoned, or hit by cars. There is Moti, Momo, Karma, Tashi – all with heart-rending stories from the streets.“You know, dogs are often not treated very well here in Kathmandu,” a dog named Karma who lost one eye to a knife-wielding attacker tells Sathi. “Not all people like dogs and they only honor us one day a year, on Kukur Tihar. The rest of the time, they don’t really care about us.”   Like most fairy tales, Sathi has a happy ending. But unfortunately, that is not the case for most of Kathmandu’s street dogs.Julu is the pseudonym of the author, a world traveler who cares about animals, and who has three dogs of her own. She was prompted to write the book after learning of a dog who had been burnt on her back because a neighbour did not want the dog bothering her. After seeing the dog lying in the rain, licking its burns, Julu decided to help. She got the dog into a shelter, and ultimately adopted by a family in Canada.This true story on which the book is based is explained in the Epilogue that also contains a list of animal shelters in Kathmandu that care for abandoned dogs and find homes for them. Part of the proceeds of the book will go to support some of these shelters.The last paragraph of Sathi is moving reminder to us that every day should be Kukur Tihar in Nepal: ‘Sathi closed her eyes and promised never to forget what life had been like for her and her friends, and what it was still like for the dogs still living on the streets. Adventures of a Kathmandu street dog

One of them stood out, a snow-white one that was calm, gentle and unlike the rest of the pack that lived in the pre-departure area. She sat quietly next to the red kennel with the rescued dog being sent off (photos, above).  Kapali noticed her at the airport whenever he came to arrange for the departure of one of the rescued dogs, and she always sat next to the pet carriers -- as if to say her own farewells to the dogs that were leaving. “Every time I came to the airport, she was there, guarding the kennel while we waited for the dogs to be put on their flights,” says <a href="https://www.facebook.com/jkapali" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.facebook.com/jkapali&amp;source=gmail&amp;ust=1624247192791000&amp;usg=AFQjCNEOyX-lNgro8IyCjXIIdKnsY-1BDg">Kapali, 45</a>, who shelters 14 rescued dogs in his <a href="https://www.facebook.com/Rambo-Abbie-Dog-Training-Center-112532196981120" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.facebook.com/Rambo-Abbie-Dog-Training-Center-112532196981120&amp;source=gmail&amp;ust=1624247192792000&amp;usg=AFQjCNGFz3ugeZLKIJu__Hkly0wlUS0bqg">Rambo Abbie Dog Training Centre</a> (named after his own pets) in Kathmandu.  Kapali noticed that with flights mostly cancelled during the lockdown, the unowned dogs at the airport had become emaciated because there were no humans to feed them. So, he took to offering the white dog snacks every time he was at the airport. The white dog now has a name, Angel. And she is at the <a href="http://katcentre.org.np">KAT Centre</a> which works for animal welfare in the Valley. Angel has already got her shots, and her travel documents sorted out before departure.   Akash Dahal at KAT Centre was struck by Angel's calm demeanour three months ago at the airport when he was seeing off another batch of rescued dogs. “I have never before come across a street dog like Angel, she is just so well behaved and intelligent, as if she has been trained, she got along with the other dogs and she understood me,” says Dahal. Lesley Mapstone, founder of <a href="https://www.facebook.com/groups/214415339708747" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.facebook.com/groups/214415339708747&amp;source=gmail&amp;ust=1624247192792000&amp;usg=AFQjCNFy0y4URGyr0JCcizpvTKxpQqfpyg">Temple Dog Rescue</a> in Canada, who supports animal welfare organisations in Nepal, also noticed Angel in airport photos taken by Kapali, and in videos posted by KAT Centre. It was she who named the dog 'Angel of Tribhuvan'.Mapstone has been a frequent visitor to Nepal and was always moved by street dogs huddled in cardboard boxes at street-side garbage piles near Swayambhu.  One afternoon three years ago, she followed a puppy to its mother and siblings living on a sidewalk. She started feeding them daily, but the mother and litter were in bad shape. She took them for treatment at the KAT Centre, but the vets were only able to save a female puppy.    Mapstone named the pup Dawa, and adopted her. With Dawa by her side in Canada, Mapstone’s Temple Dog Rescue has been helping KAT Centre with fundraising to carry on with its work in feeding and sheltering <a href="https://www.nepalitimes.com/banner/bhaktapurs-dog-catchers/" target="_blank" rel="noopener noreferrer">Kathmandu’s community dogs</a>, which have been going hungry during the long lockdown.  Temple Dog Rescue also helps place dogs up for adoption with new families, and has helped find homes for dozens of strays from Nepal and Egypt. And it has found Angel a home. The four-year-old is being adopted by an award-winning Canadian activist against domestic violence, and will soon have a large 20 hectare property to explore in Ontario. Through GoFundMe, Angel now also has a one-way ticket and is waiting for her own flight from Kathmandu airport, where she said goodbye to so many of her canine friends. “Angel’s story about being an airport dog was so compelling that she was very popular during the fundraising, and soon she will have a loving home and lots of space to roam around and play,” Mapstone told Nepali Times by phone. Meanwhile in Kathmandu, animal welfare activists are busier than ever <a href="https://www.nepalitimes.com/banner/singha-darbar-dogs-go-hungry-in-lockdown/" target="_blank" rel="noopener noreferrer">caring for street animals during the lockdown</a>. KAT Centre and <a href="https://www.facebook.com/snehazcare" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.facebook.com/snehazcare&amp;source=gmail&amp;ust=1624247192792000&amp;usg=AFQjCNGELN3xdPdAsgIISxhMLTB4jUg3Pw">Sneha’s Care</a> have been feeding dogs, cows and even temple monkeys which have been deprived of their usual source of food. The empty roads also mean that there has been a horrendous rise in dogs and cows sitting on the asphalt being hit by speeding cars. Sneha’s Care last week signed an MoU with Lalitpur Municipality to turn the city into an ‘animal friendly metro’, in the hope that it will be a model for other municipalities in Nepal to better care for street animals with <a href="https://www.nepalitimes.com/banner/dog-bites-man-is-still-news-in-nepal/" target="_blank" rel="noopener noreferrer">anti-rabies</a> vaccination campaigns, sterilisations, and control mistreatment.  Animal welfare organisations are often asked why they pay so much attention to dogs when people are also suffering during the pandemic. Sneha Shreshta of Shena's Care answer to them is: “Looking after suffering animals is also a part of what it means to be a human being.”Not all street dogs in Kathmandu are abandoned, many are community dogs. But many of these neighbourhood animals are also going hungry because of the lockdown, and have to forage in garbage piles to survive. Janak Kapali says he has noticed growing awareness in communities about the need to <a href="https://www.nepalitimes.com/banner/every-day-is-dog-day/" target="_blank" rel="noopener noreferrer">take care of dogs all year around</a>, and not just worship them during Kukur Tihar. Nepal’s animal care organisations have increased their profile, and there is now better response when abandoned dogs are put up for adoption. “Unlike in the past, we now get inquiries about street dogs for adoption, although many more still prefer popular dog breeds,” says Dahal of KAT Centre. “Having people to volunteer with us is more important than donations because once people work closely with these animals, they have better empathy for them.” It is difficult to find Nepali families wanting to adopt older, or disabled dogs and those that are not pure breeds. Which is where foreign adoptions have helped with finding homes for dogs that have been injured in acid attacks, or wounded in traffic accidents.  Adds Mapstone of the Temple Dog Rescue: “<a href="https://www.nepalitimes.com/here-now/wanting-nothing-in-return-but-love/" target="_blank" rel="noopener noreferrer">Street dogs</a> can be just as gentle and loyal and as willing to please as any other breed, they just need a chance and that is what we are doing.” <figure><img width="960" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121148/636b93889c7e80680e06f1adjpeg.jpg" alt=""><figcaption> </figcaption></figure>US suspends dog importsThe US Centre for Disease Control (CDC) has banned dogs being brought into the country from 100 countries for one year because of an increase in the number of dogs with fake anti-rabies vaccine certificates.The ban has been criticised by animal welfare agencies, and will affect dozens of dogs who have been delayed in joining families that have adopted them because of the lockdown. The US has seen a sharp increase in pet adoptions from abroad during the pandemic as lonely families cooped up at home needed companionship. However, the CDC says that more than 450 dogs arriving at US airports were found to have fake rabies certificates in 2020.This is a small proportion of the nearly 1 million dogs that are adopted and imported in the US every year, but the CDC says it is taking no chances. The ban on imports will go into effect from 14 July, and there is a rush to take dogs to the US where the authorities have become extra-strict in checking rabies papers.Among the 100 countries from which dog imports are suspended are China, North Korea, Vietnam, Nepal, Brazil, Kenya, Uganda, Colombia, Russia and others. Most European countries are not on the list.

Angel meets an angel

She was running out of money to buy rice when one day she met a couple who were also feeding dogs along the sidewalks.Soon, she met other dog lovers and still others who were also helping the strays. They joined forces and divided up the road taking care of dogs in each section.“It was much easier to work in a group with like-minded people,” said Lama, who was so traumatised by the sight of dogs attacking the calf that she is now also helping abandoned street cattle.Luckily, Lama has found many people willing to help in cash or kind. For example, she recruited Navin Shahi, a vegetable trader at the Kalimati Market to donate greens that are not sold at the end of the day.Lama is often encouraged by strangers on the streets, who engage her in conversation and ask how they can help. However, she is also sometimes mocked by her neighbours who cannot understand why she is feeding animals when people are going hungry.“People have gone as far as to scold me for feeding the animals,” she says. “they say I should not feed the dogs because they are noisy and are a nuisance.”But Lama says she tries to explain that dogs and cattle are also sentient beings, and their suffering causes hurt just like human suffering is painful. “I look at their eyes, and I can hear them say, help me. That is why I cannot stop helping the animals,” she says.Luckily, there are ward offices and the Pashupati Development Trust which have helped her to help street animals by donating food items. She also gets some help from dog shelters and vets who help her treat injured dogs, or ones that are weak from lack of proper food.One recent morning, it was clear that the street dogs were expecting her. They ran to Lama when they saw her approaching from down the road. A whole group of street dogs greeted her, wagging their tails wildly as she ladled out the food on the sidewalk. The dogs ate hungrily, rarely fighting or snarling at each other.Lama says feeding the dogs also makes them less likely to be aggressive and attack humans. Vet clinics have reported a rise in dog bites since the lockdown began. She says that since dogs are naturally predatory animals, feeding them in moderation can help prevent them from becoming aggressive.Lama runs her own restaurant, so there is always enough leftover food to distribute to dogs. She has been feeding street dogs along the Thankot stretch for the past 20 years, but she has never been as busy as now. She is also personally taking care of 50 abandoned dogs, three cats, and two oxen in a shelter.She says: I am not the only one. When you are kind to animals, you find lots of people who will join you to help because they feel the same way about helping god’s creatures.”

The team is a mix of uniformed officials, volunteers, and vets, who are combing the streets as part of the Sanitation Department’s Street Dog Sterilisation and Anti-Rabies Vaccination Campaign.Complaints of locals and tourists being bitten or attacked by strays are serious. Two-hundred deaths per year are attributed to rabies, and the number is rising. There are about 35,000 courses of shots distributed each year. Most respond positively as the team tells them what they are doing, and that it is not an act against nature or god. The dogs are not being culled, rather spayed, given an orange collar or notched ear for identification, and released.Sanitisation Department chief Dilip Kumar Suwal believes this is going to benefit the city’s overall canine health. It should also help eradicate rabies, which was the reason for several complaints of stray dog attacks.It’s a far more <a href="http://archive.nepalitimes.com/news.php?id=17934#.Wz7DvNgzYnU" target="_blank" rel="noopener">humane alternative to the previous quarterly poisonings</a>, the city had a record of killing up to 500 dogs a year. Previously animal rights groups were the only ones to do anything about the problem. The street dog program began in March and has spayed 137 females and vaccinated 311 thus far. The goal is simple and obvious: reduce the dog population and make urban living healthier. But the issue is not confined to the city. Outlying villages in the district also face the dog menace. But it is not limited to the dogs themselves, city residents should also clean up their neighbourhoods and not leave garbage lying around.“Dogs roam places where there is food. Bhaktapur has many festivals and feasts, and this leaves a lot of edible garbage lying around, leading to chronic diseases,” Joshi explains. The monsoon has got bad press because Nepal’s tourism operators actively told visitors to avoid <a href="https://nepalitimes.com/opinion/managing-the-monsoon?%2F">the rainy season</a>. It is time to change that. The reason can be found right here in the vast alpine meadows of Central Nepal where this time of year you can walk on velvet grass of pastures abloom with delicate pink, red and yellow flowers as the mist rolls up the valley. There is no sound except the hum of bumble bees. &nbsp;&nbsp; There are dozens of places across high Nepal called Chaurikharka, which means yak pasture. But this particular Chaurikharka in Rukum East located at an altitude of 4,000m stands out for its serene beauty, rustic charm and bucolic setting. There is just the occasional chime of <a href="https://nepalitimes.com/here-now/when-yaks-go-so-does-culture">yak bells</a> in the distance, and the sharp whistle of herders corralling sheep. &nbsp;&nbsp; The grass shoots are so fragile that one hesitates to step on them, the rounded ridges appear and quickly vanish in waves of mist. With the<a href="https://nepalitimes.com/here-now/before-the-next-monsoon"> arrival of monsoon</a>, these meadows are a soothing shade of green dotted with millions of <a href="https://nepalitimes.com/review/the-anatomy-of-a-flower?%2F=">multi-coloured flowers</a>. Until very recently, it took a week or so to hike up to places like Chaurikharka, but with the expansion of the road network even to these far-flung mountains in the lap of Dhaulagiri, they are much more accessible. It is just a three-hour uphill from the Mid-Hill Highway on the border between Baglung and Rukum East.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250802130828_a0b06b494d751b2144ffbbf10894ea64b29e8aed844bc8c66171783abfaf4e16.jpg" data-media-id="editor_4" data-image-id="20250802130828_a0b06b494d751b2144ffbbf10894ea64b29e8aed844bc8c66171783abfaf4e16" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="Visit Nepal in the monsoon"> </figure>  Purists would say that such easy access devalues the sanctity of these remote high meadows, but it also means more people will be moved to treasure the experience, appreciate <a href="https://nepalitimes.com/banner/natures-fragile-gift-to-nepal">the value of nature </a>so they can take steps to protect it.&nbsp; To be sure, the <a href="https://nepalitimes.com/here-now/deadly-monsoon-in-nepal-turns-deadlier">monsoon season can be challenging for road travel</a>. The roads are rough even at the best of times, and in the monsoon they become muddy and treacherous, often blocked by<a href="https://nepalitimes.com/news/monsoon-deluge-in-nepal"> landslides</a>. But that could be precisely the kind of adventure that the more intrepid visitors crave. Improved road connectivity has already made Chaurikharka and places like Badimallika &nbsp;and other sacred lakes in the mountains of western Nepal popular with domestic tourists. What is driving this traffic is the urge to go to exotic new places and share videos and selfies on social media. Several of Nepal’s travel vloggers have visited Chaurikharka and popularised the place, enticing followers on TikTok or YouTube to retrace their footsteps. But even as they become more popular, these fragile and once-remote places should be protected from over-tourism.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250731110736_f97110b7cdc3e7f80d5877690948fc9f4c95a09c583deb23b07355491e6c5446.jpg" data-media-id="editor_8" data-image-id="20250731110736_f97110b7cdc3e7f80d5877690948fc9f4c95a09c583deb23b07355491e6c5446" data-rendition-name="original" width="1083" height="699" loading="lazy" alt="Visit Nepal in the monsoon NT"> </figure>  <h2>INCREASING FOOTFALL</h2> Chaurikharka is located in Bhume Rural Municipality of East Rukum, near the scenic valley of Dhorpatan in Baglung district. Even in the <a href="https://nepalitimes.com/banner/monsoon-culture">middle of the monsoon</a>, there is a steady stream of Nepali hikers trooping to these high pastures – especially during festival days like Saune Sankranti which this year was on 17 July and actually marks the auspicious beginning of the monsoon here. “This year the rains have not been as heavy and there have been some clear mornings when we could see everything from Dhaulagiri to Machapuchre,” says Khageswar Bhandari, who trekked up here from the road. “The flowers, the greenery and the snowy mountain views make this an incredibly unique place.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250802130824_1b9e26f2e9853fdfe69154bb42a7c9ea6da4bf4940efc1da99b304dcfbd7d3d9.jpg" data-media-id="editor_10" data-image-id="20250802130824_1b9e26f2e9853fdfe69154bb42a7c9ea6da4bf4940efc1da99b304dcfbd7d3d9" data-rendition-name="original" width="2048" height="1152" loading="lazy" alt="Visit Nepal in the monsoon"> </figure>  Chaurikharka is worthwhile to get to in any season, but it has a different charm during the monsoon. Word has spread and because it is now easy to get to from Baglung or even Pokhara, people have been flocking here.&nbsp; “Holidays and Saturdays see the largest crowds, with up to 500 visitors every day,” says ward chair Mankaji Pun of Bhume.&nbsp; There was a time not too long ago when local herders brought sheep, goats, cows, buffaloes, horses, and mules to graze here during the monsoon. Although there are still livestock around, animals have been replaced by visitors taking selfies. A foot trail to Chaurikharka was built last year by the Tourism Division Office in Kohalpur, but access via the Raniwas-Koipa road section still remains challenging.&nbsp; “If we get more budget, we can improve the road and facilities to make Chaurikharka the main tourist attraction of this region,” says Bhume Municipality Chair Hom Prakash Shrestha. “After that, we hope to promote Chaurikharka as a top tourist spot.”&nbsp; Economic activity is also picking up with the arrival of visitors, but there seems to be a need to manage the makeshift sheds made of corrugated sheets that spoil the beauty of the place. Tea shops and lodges are also available but facilities are basic. Kuldeep Neupane took a three-day trip from Ghorahi in Dang to visit Chaurikharka recently, and says: “This is an ideal trip to make a quick getaway and let nature recharge your mind and body. And it is much more fun with a tent, to watch the sunrise over the Himalaya or the mist blowing in.”

Two weeks ago, Prime Minister KP Sharma Oli announced jubilantly on social media that Nepal had achieved a historic annual growth of 81.8% in exports. He was right. Nepal’s trade did take a great leap forward compared to last year. But the dramatic rise was mainly due to processed soya bean oil.&nbsp; However, Nepal does not produce the edible oil it exports. In fact, the soya and palm oil that make up 44% of total exports are imported from Southeast Asia and South America, and simply re-exported, mostly to India.&nbsp; Under the SAFTA (South Asian Free Trade Area) Agreement, Nepal can export products to India duty-free if it has at least 30% value-added. Nepal’s traders have taken advantage of SAFTA even though the edible oils they export do not reach that value addition threshold. “The 30% value addition requirement is often only on paper,” says former commerce secretary Purushottam Ojha. “It is clear that simply packaging edible oils in Nepal does not fulfil the terms of the trade agreement.” Prime Minister Oli is aware of this, and even called Nepal’s export figures “fake” at an earlier event. The government is relying on other iffy figures to suggest that Nepal’s economy is strong and getting stronger. For example, the value of imports rose by 13.25% in 2024-25 compared to the previous fiscal year.&nbsp; Some of it was due to a jump in electric vehicle imports worth Rs 31.76 billion, but mostly it was because more wholesale soya oil was imported to be re-packaged and sold in India. The very fact that the government boasts about increased imports is an indication of how much it relies on taxing them for revenue. Touting such trade figures cannot be the basis to claim an economic rebound.&nbsp; “A jump in the value of imports can be interpreted as an increase in purchasing power, but it is not evidence of a stronger economy,” says economist Keshav Acharya. “Even though imports have increased, Nepal's domestic production and productive capacity have not improved.” Nepal Rastra Bank's semi-annual economic activity study report shows that industrial production was down in the first six months of the last fiscal year. This despite an increase in the number of new industries registered and investment commitments. Out of the Rs70.2 billion proposed foreign investment, Nepal received only Rs17.9 billion last year.&nbsp; Meanwhile, the rate of capital formation was limited to 24% last year, which is lower than the year before, suggesting that new investment, job creation and economic expansion all declined. If domestic production does not improve in relation to this year’s inflated trade figures, the outflow will put pressure on foreign exchange reserves like it did three years ago. At that time, Nepal borrowed from the IMF under its Extended Credit Facility Program to kickstart the economy.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025080710084_2cdaaa5795828c4a7de93a0604ba884ef0a8b8f24cccd939f6c24e279ab6058f.jpg" data-media-id="editor_0" data-image-id="2025080710084_2cdaaa5795828c4a7de93a0604ba884ef0a8b8f24cccd939f6c24e279ab6058f" data-rendition-name="original" width="1633" height="723" loading="lazy" alt="Nepal's bubble economy NT"> <figcaption>Source: NEPAL RASTRA BANK</figcaption> </figure>  The macroeconomy is on firm footing with foreign exchange reserves at a comfortable Rs2,520 billion in May, up 23% from last year. This was largely due to remittances, and partly due to a falling NPR exchange rate. Real estate transactions and the stock market index have also been climbing as a result of government policies to revive the sector.&nbsp; However, former executive director of Nepal Rastra Bank Nar Bahadur Thapa cautions: “This is not organic growth, it is the result of deliberate policy decisions to relax rules on real estate and stock markets transactions.” In reality, the sharp rise in land prices have increased the cost of production, and excessive monetisation of the real estate has become the main source of Nepal’s economic woes. The central bank has announced a slew of new policies, shifting the terms of loan repayment for industrialists and entrepreneurs, reducing interest rates, and injecting more working capital — all designed to inject adrenaline into the real estate and stock market sectors.&nbsp; When he was governor, Mahaprasad Adhikari made several financial reforms during the latter half of his tenure to stimulate the economy, including tightening credit flow.&nbsp; By the last fiscal year, additional financial reforms had resulted in a credit expansion rate of around 8%. As the pace of credit expansion slows, real estate prices have started to fall. This is actually beneficial to the economy, because it lays the foundation for improvements in land-related entrepreneurship, production, and the construction sector. Just because real estate and the stock market transactions increase, it does not indicate an economic turnaround — especially when manufacturing and productive sector continues to languish.&nbsp; “It is foolish to believe that real estate and the stock market have magically revived our economy. Agriculture employs more than half of the population, but it is in decline. Investment in the productive sector has not increased, and job creation has not increased.” Two years ago, Nepal’s industrialists, business leaders, and political leadership predicted a recession amidst a sluggish business, declining market demand, large-scale job loss, and a shrinking real estate and share market.&nbsp; Still, the economy grew by 3.36% in fiscal year 2023/24. In fact, Nepal’s economy has grown nominally over the last two decades even when all sectors of the economy are in decline.&nbsp; Says Keshav Acharya: “The growth in trade, real estate, and the stock market are bubbles. The real economy remains stagnant.”

The final investigation report on the crash of a Saurya Airlines jet on 24 July 2024 at Kathmandu airport has revealed flaws in the carrier’s technical operation procedures, poor monitoring by the Civil Aviation Authority of Nepal (CAAN) and gaps in the airport’s emergency response. Eighteen people including a child were killed, and only the captain survived as the plane plunged seconds after takeoff, crashing within the airport perimeter. This was the latest in a series of aircraft accidents in previous years, and further tarnished Nepal’s already poor aviation safety record and contributed to the country being retained in the EU’s air safety list. &nbsp;&nbsp;&nbsp; The circumstances in the Saurya crash were different from the Yeti Airlines crash in Pokhara in January 2022 that killed all 72 on board, and two Tara Air crashes in February 2016 and May 2022 on approach to Jomsom that together claimed 45 lives. However, all four tragedies were a result of negligence of carriers and crew, failure to follow procedures, regulatory slackness, and overconfidence. The Saurya crash, especially, was a glaring example of how an ailing airline broke its own rules to allow passengers, including non-employees, a joy ride to Pokhara on a maintenance ferry flight. CRASH REPORT The Final Investigation Report prepared by the Aircraft Accident Investigation Commission and released on the first anniversary of the crash last week carried a long list of rules that were ignored or broken, and of regulatory failure. The first mistake was to cram spares, tools and inflammable chemicals needed for the aircraft’s C-Check in Pokhara into the cargo hold flouting its own ground handling procedures.&nbsp; There was no check-in of passengers, some of whom were not even employees – even though regulations say only flight and maintenance crew should be on board a maintenance positioning flight. Many brought their own luggage into the plane and stored it unsecured in the cabin. There was no flight attendant to give a safety briefing to passengers. The load and trim charts given to the flight crew were rough estimates, and the total takeoff weight of the plane was 18,300kg plus or minus 200 kg. That would still have been all right, but there was a glaring mistake in the speedchart Saurya pilots were using to calculate the minimum takeoff speed (known as VR), and it had been wrong ever since the 21-year-old aircraft entered service with the airline in 2017. FAULTY DATA&nbsp; The Commission probed Flight Data Recorder inputs from previous takeoffs of the Canadian-built CRJ200-LR in 2023-2024 and found that the undetected error in the speedchart had caused the plane to pitch up at an abnormal rotation rate at least 18 times on previous takeoffs.&nbsp; Any rotation rate more than 3°/sec is regarded as unusual. But on at least two occasions, this aircraft with tail number 9N-AME had rotation rates of 5.8°/sec and 5.5°/sec, the second one was when the pilot who survived was flying in March 2024.&nbsp; On this particular day, the plane’s rotation rate was 6.5°/sec, causing it to go into a deep stall soon after takeoff, the Commission report said. Essentially, the plane was not flying fast enough down the runway to take off safely.&nbsp; It is not yet clear whether excess weight, unsecured luggage, wrong centre of gravity were also factors, but relying on a faulty speedchart for the given takeoff weight, the captain flying pulled back on the yoke before the plane had reached takeoff speed and at a pitch angle that was too steep. The investigation report says the plane then went into a deep stall and started banking right with the stick shaking. At this point, the flight officer on the right hand seat is heard on the cockpit voice recorder saying: “Whoa, whoa, whoa. Sir, Sir, Sir…” It then banked left before the pilot flying turned the plane sharply to the right again in an evasive action to avoid the parking aprons of the international and domestic terminals. Had he not done so, there would have been a disaster of a much greater magnitude at Kathmandu airport that day. The plane scraped the runway with its right wingtip, collided with a container having helicopter spare parts, and plunged into a gully east of the runway, exploding in a fireball. The investigation also noted that the impact forces seemed to be survivable for some occupants. The fire trucks took unnecessarily long to reach the site even though it was inside the airport perimeter. It had a takeoff weight of about 18,300kg, but the pilot’s speedcard had a previously undetected mistake about the minimum takeoff speed. 11:10:55 -The plane with tail number 9N-AME goes into deep stall soon after takeoff because it does not have enough speed to lift its weight. The plane also has an abnormally steep nose-up attitude.&nbsp; 11:11:03 - Without enough speed to generate lift, the plane banks right, then left and right again in CCTV photos taken from the domestic apron (below). If it had not banked right, it could have hit the aprons and terminal buildings. Flouting rules caused Saurya tragedy

American artist Peter Makela was in Nepal in 2022 on a Fulbright scholarship when he experienced the Matya festival in Patan in which devotees made the rounds of the city’s shrines.&nbsp;
He joined the procession, walking through 2,600 stupa and 140 bahal of the town. That immersion left a lasting impression.
As part of Gallery Mcube’s international residency program in Patan, he put his inspiration to canvas in the exhibition Yala Yatra: Walking, Working, Worshipping. The exhibition also coincides with this month’s Matya festival.&nbsp;
Makela has visited Nepal often in the past 11 years but he mostly stayed in and spent his time around Boudha. “This time I stayed in Patan, put the sites I wanted to visit on my map, and off I went,” he tells us. “Each of my artwork is inspired by the stupas and shrines in Patan that I visited.”
The stupa and Ganesh are recurring motifs in his watercolours, and the elephant gods are located in chaityas — reflecting the interplay and blending of the Hindu and Buddhist faiths in Kathmandu Valley.&nbsp;
The stupas and Ganesh are painted in vivid red, yellow, blue and green against abstract backgrounds meant to represent the sky.
“I use the sky as a backdrop because the sky has no border,” says Makela. “The four colours represent the four elements, the different Buddha families and also lights bouncing off of a rainbow.”
The use of just four colours for all the artwork stands out, and combined with the absence of heavy canvases, frames or stands render Makela’s art striking in its simplicity.&nbsp;
The Ganesh is always holding something and the art also portrays the elephant god’s sacred vehicle, the mouse.
While his vibrant stupas and Ganesh reflect the tangibility of Patan’s tradition and heritage, it is as if the backdrops with their shades of grey and red and yellow capture the soul of the city’s shrines.
“If you look closely, there is a sense of form and formlessness at the same time,” he says.&nbsp;
Makela walked 108 kora around the shrines during his exploration of the town, and in the process developed a spiritual connection with Patan’s heritage and traditions.&nbsp;
The exhibition connects with visitors on a deeper, more spiritual, level as well. And with it, they feel a sense of pride as well as the need to urgently preserve Patan’s heritage for future generations.
“Peter’s inclination and approach towards Nepali art and culture is fascinating, and it reflects in his work,” says Mcube curator Manish Lal Shrestha, whose international artist residency program promotes Nepal’s cultural heritage. &nbsp;&nbsp;
