Technology was taking a big leap forward. Schools had started to equip themselves with computer labs with LED screens, and coding was taught to eager students. Rotary Clubs started donating computers to schools so that they could learn and enlighten them with the technology. The ‘One Laptop per Child’ project was launched in rural schools, even as the government schools fell behind because of the lack of investment. Internet was also new, and schools started to install connections to broaden the horizon of knowledge for their students. Chaudhary Group also initiated campaigns through which adults could win a laptop and nominate a student to get it. The coupons to win laptops were put in packets of Wai Wai noodles. Arun Sighaniya, chairman of Janakpur Today, was shot on 1 March spreading concern about on safety of media personnel and journalists. Janakpur Today was the first local newspaper to get a top category classification from the Press Council of Nepal.&nbsp; In response, CK Lal in his column State of the State in #506 wrote: ‘The media stands to play an even greater role in the political contestations of the future. This could be why investors are willing to bear huge losses and hold on to their niches. With the increasing complexity of the cutthroat competition within the media, the responsibility of media watchdogs will only grow heavier.’  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251016071044_e2b14d2a9c55e241b1cfbda5f37d9c6934b73f54e681f76b8fac3e30f8a2b48a.jpg" data-media-id="editor_0" data-image-id="20251016071044_e2b14d2a9c55e241b1cfbda5f37d9c6934b73f54e681f76b8fac3e30f8a2b48a" data-rendition-name="original" width="500" height="581" loading="lazy" alt="Rewind 2010 NT"> </figure>  The community FM culture thrived, but faced a midlife crisis as stations started being bought by people with local and national political affiliations. Many radio stations such as Gandaki FM established themselves as television and print media to tackle the increased competition. Commentaries and featured content were broadcast through donor channels, which further reduced listeners’ brand loyalty.&nbsp; Direct-to-home (DTH) Dish TV connection entered Nepal, with the government granting permissions to six companies to operate the connections. DTH subscribers could choose channels and receive satellite data through their own personal dish, putting an end to the cable tv technology in Nepal. The DTH used set top boxes, and used digital instead of analogue signals, bringing clarity in both the television quality and shifting the way subscribers used to view tv. The energy sector suffered a crisis with black-outs and electricity shortfall. The Nepal Electricity Authority (NEA) tried to promote the ‘20-80 scheme’ for communities to bear 20% of the total cost while the government invested the remaining 80%.&nbsp; Electrification in southern Lalitpur through a cooperative managed to significantly reduce electricity pilferage and loss. Many rural areas faced darkness, but could get light through the scheme. Villagers managed to cut down on diesel usage, and increasingly used electricity to transport their daily utilities via a ropeway. The telecommunications sector was poised for takeoff as mobile usage grew, and Nepal was in the cusp of the digital revolution that would transform the economy, politics and society with the advent of smart phones only a year or two away. &nbsp;&nbsp;

In 2025, we stand at a crossroads in <a href="https://nepalitimes.com/opinion/comment/surveying-nepal-s-digital-landscape">the digital era</a>. Our platforms have become the new public squares, but rather than fostering democracy and dignity, many are optimised for manipulation, division, and profit. The Council on Technology and Social Cohesion's <a href="https://toda.org/assets/files/research/blueprint-on-prosocial-tech-design-governance.pdf">Blueprint on Prosocial Tech Design Governance</a> offers a systems-level response to this crisis. Digital harms are not accidental. They stem from deliberate choices embedded in how platforms are built and monetised. Infinite scroll, addictive recommendation systems, and deceptive patterns are not technical inevitabilities—they are design policies that reward engagement over truth, attention over well-being, and outrage over dialogue.&nbsp; These <a href="https://nepalitimes.com/banner/avoiding-the-quicksand-of-social-media">antisocial designs</a> have proven devastating: eroding mental health, fuelling polarisation, spreading disinformation, and concentrating power in a handful of corporate actors. Tech companies blame users for<a href="https://nepalitimes.com/here-now/ghiblification-is-more-than-cute-pixels"> harmful content online</a>, avoiding their own responsibility in how they design platforms. The Blueprint shifts the focus from downstream content moderation to upstream focus on platform design. No technology has a neutral design. Companies chose what their platform will allow you to do, prevent you from doing, and what the design will persuade, incentivise, amplify, highlight, or manipulate people to do or not do online. Like building codes in architecture, the report proposes a tiered certification system for prosocial tech, outlining five levels of increasing ambition—from minimum safety standards to fully participatory, socially cohesive platforms. This is not window-dressing. It is a structural intervention to address the root causes of harmful tech designs. These are not abstract ideals but concrete practices that give users control over what they see, how they are tracked, and whether manipulative features are opt-in rather than default. Tier 2 scales up with low-barrier user experience tools like empathy-oriented reaction buttons, friction to slow down impulsive posting, and prompts to reflect before sharing. In Tier 3, prosocial algorithms that highlight areas of common ground and diverse ideas replace engagement-maximising recommender systems that offer news feeds skewed toward polarising topics. Tier 4 introduces civic tech and deliberative platforms explicitly built for democratic engagement, and Tier 5 pushes for middleware solutions that restore data sovereignty and interoperability. The report highlights the need for research to understand how platform design impacts society and open data standards for measuring social trust and cohesion. It calls for mandated platform audits, researcher safe harbours, and public infrastructure to enable independent scrutiny of algorithmic systems and user experiences. Without these safeguards, crucial insight into systemic harms—such as <a href="https://nepalitimes.com/opinion/comment/inoculation-against-misinformation">manipulation, bias, and disinformation</a>—remains inaccessible. The paper offers a set of prosocial metrics on three areas of social cohesion. This includes individual agency and well-being, or the ability of users to make informed choices and participate meaningfully, social trust and intergroup pluralism referring to the quality of interaction across diverse social, cultural, and political groups, and public trust or the strength of relationship between users and public institutions. Meanwhile, market forces drive antisocial and deceptive tech design. Venture capital (VC) funding is the main source of financing for many major <a href="https://nepalitimes.com/opinion/improving-internet-governance-in-nepal?fbclid=IwAR1_tBjAAj53rRCQrGx_vI2P4hts45NzXMo_702l3DmbVLzqCRUhBk68NJk_aem_ASUp6z3b9O_dvca3JUWg_kmf-Si29rn0_X_piNB9GqRu6q28Sjr3GOwfppZg8y2qeQw">tech platforms</a>, especially in their early and growth stages. It significantly entrenches antisocial tech design, expecting rapid scaling, high returns, and market dominance—often at the expense of ethical development. Market concentration inhibits innovation and confines users within systems that prioritise profit over well-being. Numerous large technology companies function as monopolies, employing opaque strategies and dominating value chains.&nbsp; Such technology monopolies pose significant challenges for smaller, prosocial platforms seeking growth. When a limited number of tech giants control infrastructure, data, and user attention, smaller platforms with ethical, inclusive, or democratic designs encounter difficulties in achieving visibility and viability. The report recommends shifting market forces by codifying liability for platform-induced harms, enforcing antitrust to level the playing field for ethical alternatives, and identifying a range of options for funding and monetising prosocial tech startups.&nbsp; Too often piecemeal tech regulation has failed to show the flood of toxicity online. Using a system’s approach, the report offers a comprehensive plan to make prosocial tech not only possible, but competitive and sustainable. Just as we expect bridges to be safe and banks to be audited, the Blueprint insists we treat <a href="https://nepalitimes.com/opinion/makeshift/addressing-nepals-digital-divide">digital infrastructure</a> with the same seriousness. Platforms should not be allowed to profit from harm while hiding behind the myth of neutrality. At its core, the Blueprint argues that platform design is social engineering. Platforms that currently amplify outrage could, with the right design and incentives, foster empathy, cooperation, and truth. Now the question is political will. Will regulators adopt tiered certifications that reward responsibility? Will investors fund platforms that prioritise well-being over profit? Will designers centre the needs of marginalised communities in their user experience decisions? The Blueprint gives us the tools. Rethinking Digital Platform Design

Gone are the days where a television set was a hefty cathode ray tube apparatus in the living room hooked up to an antenna on the roof: a sign of prosperity, a cherished investment to outlast youngsters watching cartoons.&nbsp; TVs today are thinner, sleeker, bigger, and smarter. And although Nepalis are buying more of them, their screen time is also being increasingly shared with mobile phones.&nbsp; “A decade ago our best sellers were 24 or 32-inch TVs, but there was a drastic change around the 2018 Football World Cup,” recalls Alok K Gupta, General Manager at Samsung Electronics in Nepal. “Nepalis are buying more 43 or 55-inch models right now.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240927140944_0f90f94ab5904ab37191a3b1d2880a29b951cccbc3df3b9515b8476941396403.jpg" data-media-id="editor_0" data-image-id="20240927140944_0f90f94ab5904ab37191a3b1d2880a29b951cccbc3df3b9515b8476941396403" data-rendition-name="original" width="3500" height="1969" loading="lazy" alt="TV or not TV"> </figure>  Gupta notes that big sporting events like the World Cup, the recent T20 World Cup and the Euros, cause up to 30% spikes in TV sales in Nepal. There is also a surge in demand during the festive season like the upcoming Dasain, with sales almost doubling because of salary bonuses.&nbsp; New TVs do not just have larger, sharper screens but also have more intelligent software, and can connect to the internet making it possible to watch streaming videos on YouTube or Netflix.&nbsp; With more than 3 million Nepalis working overseas, and sending money home, there is more exposure to bigger television sets, and an increased ability to afford them. Returning Nepalis are also bringing TVs back with them, a trend that might increase after the current budget removed duty on tellys regardless of screen size.&nbsp; “People are now more savvy about the tech they buy,” explains Gupta. “They want new things faster. In the past, people bought a TV to last a generation, but now much of our sales are people looking to replace or upgrade their sets.” &nbsp; But are buyers doing their homework, or are TV companies getting better at advertising? From consumer habits it looks like middle class Nepalis are buying a new set just to shift the TV they already have into the bedroom.&nbsp; Consumer electronics is also about planned obsolescence, with companies intentionally making products with short life cycles that need software upgrades, or that are superseded by sets that have better picture quality and other features.&nbsp; Samsung’s CE-Biz first tapped into the replacement market by building arkostore.com for customers who were curious about how much money they could get back for returning their current set. CE also runs its own financing on all Samsung devices, allowing monthly payment at 0% interest.&nbsp; Samsung has a killswitch that will turn off a customer’s TV or smartphone if they fail to make their instalment payment, although the company has not put a similar feature (out of mercy?) on its washing machines or fridges. The popularity of home theatres with wide flat screens indicates that Nepalis who can afford it are tired of watching videos on tiny mobile screens. &nbsp;­­ <h2>Content is king</h2> With TV sets now capable of streaming, and the spread of broadband internet, Nepalis are watching more international programs on their tellies than domestically-produced fare. &nbsp; “The content of Nepali TV has always been pretty weak,” admits Prashant Aryal, formerly with Kantipur TV. “Nepal started late to begin with in 1984 and did not reach maturity before social media took over. Nepali TV never evolved from he-said, she-said content.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240927140944_024fa251d0973b28a1abd964f00dae7e06c84ba13c37be0e6bcb84a027d163aa.jpg" data-media-id="editor_1" data-image-id="20240927140944_024fa251d0973b28a1abd964f00dae7e06c84ba13c37be0e6bcb84a027d163aa" data-rendition-name="original" width="3000" height="2250" loading="lazy" alt="TV or not TV"> <figcaption>Photo: SURESH PAUDYAL</figcaption> </figure>  NTV and Kantipur TV still have the highest ratings for news and current affairs, but for entertainment most Nepalis used TVs to tune into Indian channels with entertainment serials. And although Nepali films have started being accepted into international festivals and even winning awards, non-news domestic TV content has always been mediocre. One reason for the poor quality of TV programs is that there were relatively few people with TV skills. Television channels have had to bring in journalists from print, and plunk them in front of a camera. Since entertainment content costs money, &nbsp;journalists all ended up doing studio talk shows.&nbsp; No wonder, the content that has thrived and become a Nepali TV trend are fiery talk shows like Rishi Dhamala's Janata Janna Chahanchha or Rabi Lamichhane’s populist Sida Kura Janata Sanga before he established the RSP as an alternative political party in 2022.&nbsp; Other established TV channel talk show hosts like Bhusan Dahal, Dil Bhusan Pathak, Vijay Kumar Pandey, or Tika Ram Yatri have all moved to YouTube. A particularly good TV show may be approached by sponsors just on the quality of the content. Sometimes producers tie up with sponsors to make shows. Sometimes the company might do it out of its own pocket. The main source of revenue is advertising, which has largely moved to the net.&nbsp; “When I was at Kantipur TV, it was three years before we broke even,” recalls Suresh Paudyal at AP1 TV and 28 years in the television sector. Paudyal adds,“Everybody wants to put three chairs in a studio and do a talk show, while Nepal is brimming with stories that could make great documentaries.”&nbsp; Paudyal is currently also director of the singing franchise show Nepal Idol, which is in its fifth edition. The show is a rare instance in which investors did decide to chip in big time, even paying a heavy franchise fee.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240927140940_a5cdb632efad0a68e2efb3697c572f224d3bb855c0476ed64fe5f9243c6c3e3f.jpg" data-media-id="editor_2" data-image-id="20240927140940_a5cdb632efad0a68e2efb3697c572f224d3bb855c0476ed64fe5f9243c6c3e3f" data-rendition-name="original" width="3500" height="2625" loading="lazy" alt="TV or not TV"> <figcaption>Photo: SURESH PAUDYAL </figcaption> </figure>  “I even went to see an episode of Indian Idol and they had such a big production that it seemed impossible to execute a Nepali version,” he says. “But even the Maldives were doing it, so we went ahead.” Nepal Idol was able to secure a good title sponsorship, and ratings have held, although what Paudyal really wants is the show to grow bigger every year.&nbsp; All in all, the content side of linear Nepali TV channels is bleak. But, Nepali entrepreneurs are starting up streaming services like Paradygm TV, and there are producers with better video skills both home and abroad. Perhaps the lack of quality is the perfect starting place for young, talented, and driven professionals who are passionate about TV. There is nowhere to go but up. &nbsp;

TV or not TV

Nepal’s vertical topography has always made it difficult to get vaccines and medicines to hard-to-reach settlements. The road network is spreading, but there is serious concern about its quality and safety.&nbsp; The dense jungles of the Tarai are a refuge not just for wildlife, but also poachers. Foot or elephant patrols provide limited visibility, and census of predators and prey density tend to be estimates. The <a href="https://nepalitimes.com/latest/the-monsoon-mess-in-melamchi">Melamchi </a>and <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">Thame flood</a> disasters were caused by glacial collapse. It is dangerous and expensive to bring down the trash for disposal. There is now a solution to all these problems Nepal faces: drones. <a href="https://www.forbes.com/sites/davidhambling/2024/09/17/russian-dolls-fpv-drone-carrying-drones-are-now-in-action-in-ukraine/">First-person view (FPV) </a>drones are changing the nature of warfare, as seen in <a href="https://edition.cnn.com/2024/09/02/europe/ukraine-big-drone-attack-russia-intl-hnk/index.html">Ukraine’s defence against Russian invasion</a> and conflicts in West Asia. But like all technology, military hardware always has peacetime applications.&nbsp; Unmanned aerial vehicles (UAV) are already proving to be a great leap forward in simplifying connectivity and providing cheaper solutions to a vast array of problems in Nepal. &nbsp;&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024092105090_4be9b0249bfee3b5d0eb9493290001fe73808bcea0c1612d1dd8a28a75a57bf3.jpg" data-media-id="editor_5" data-image-id="2024092105090_4be9b0249bfee3b5d0eb9493290001fe73808bcea0c1612d1dd8a28a75a57bf3" data-rendition-name="original" width="4928" height="3264" loading="lazy" alt="Drones over Nepal NT 5"> <figcaption>Park rangers and army personnel learn to fly UAVs to monitor wildlife poaching. Photo: WWF NEPAL</figcaption> </figure>  For example, when a massive debris flow on the Melamchi in June 2021 killed dozens and destroyed the headworks of Nepal’s most expensive infrastructure project, <a href="https://nepalitimes.com/banner/drones-to-the-rescue-in-melamchi">UAVs were used to assess the damage</a>. The Nepali non-profit<a href="https://flyinglabs.org/nepal/"> Nepal Flying Labs </a>could take high resolution images of the disaster zones even before relief teams could reach due to destroyed roads, cloud cover grounding helicopters and blocking out satellites. Drones were also used to explore the upper reaches of the glacier-fed Melamchi and Pemdang rivulets to see where the flood originated. Similar drone footage helped locate the glacial lake overflows that unleashed the Thame flood last month.&nbsp; Read also: <a href="https://nepalitimes.com/multimedia/the-not-so-permanent-frost">The not-so-permanent frost</a>, Wilfried Haeberli and Alton C Byers Large scale deployment of UAVs in Nepal started after the <a href="https://archive.nepalitimes.com/article/nation/photos-nepal-earthquake-2015,2207">April 2015 earthquake</a> to assess damage, and in search and rescue in remote areas. Later, they proved invaluable to Kathmandu-based organisations like NSET (National Society for Earthquake Technology - Nepal) and International Centre for Integrated Mountain Development (ICIMOD) in planning reconstruction and relocation of damaged neighbourhoods. International media also used aerial shots of the destruction from drone cameras for their broadcasts.&nbsp; In 2018, Mahabir Pun’s National Innovation Centre got the Robotics Club of Pulchok Engineering Campus to test drones to deliver medicines to remote areas, and this application saw some promise.&nbsp; In one of many recent examples of Nepal’s laws being overtaken by technology, the government scrambled to formulate guidelines. And as usual, the response was to regulate and control rather than facilitate their legitimate use.&nbsp; Officials worried about drones buzzing around heritage sites, near airports and over military areas. The Civil Aviation Authority of Nepal (CAAN) and the Ministry of Home Affairs cited security and privacy threats, as well as concerns about drone signals disturbing communication channels. Within a month of the earthquake, <a href="https://archive.nepalitimes.com/article/nation/nepal-government-crack-down-on-drones,2716">strict rules were drawn up</a>. Drone operators needed permissions from a slew of ministries, as well as the Army, and to follow strict rules like not landing near people and flying out of sight of the operator. This did not stop drones being used, especially as the devices became small enough to be held in the palm. Rules were relaxed in 2019 and made more comprehensive in 2021. (See below) This allowed Nepali companies to launch drone operations: Nepal Flying Lab, Dronepal, Geovation Nepal, Madhukaa Drone Services, Airlift Technology, and others.&nbsp; The companies offer various services, some of which overlap. All provide mapping and surveying options, such as high resolution images of municipalities, natural features like lakes and rivers, topo and contour mapping, and Digital Surface Models that precisely capture natural and man-made surface objects.&nbsp; Dronepal and Airlift Technologies both specialise in 3D modelling, both of larger urban or mining sites and more detailed models of culturally important sites and monuments, like the Changu Narayan Temple. Companies are able to turn drone images and footage into 3D models through softwares that stitch aerial images and videos. Drones can also be fitted with cameras that detect depth, or use LiDAR (Light Detection and Ranging) that bounces laser pulses off surfaces for detailed mapping.&nbsp; “Most of our clients are construction companies, although there are some independent developers too,” says Milan Karki of Dronepal.&nbsp; “There are a lot of hydropower companies. We can give them access to information about what kind of progress is happening on their projects through our models.” Madhukaa Drone Services also provides surveying and inspection services as well as agricultural, delivery and rescue. Its drones can spray ‘nano-urea’ to fertilise maize fields. The company claims that this method is not only five times faster, but also reduces the amount of chemical seeping into groundwater. Drones have also been used to plant seeds to help with reforestation after wildfires. The Birat Nepal Medical Trust (BNMT) employed UAVs for an award-winning Drone Optimised Therapy System (DrOTS) experiment in 2019. It tested the collection of sputum samples, and treated patients infected with tuberculosis in the remote mountains of Piuthan district.&nbsp; Funded by the Nick Simons Foundation, the drones carried the samples from remote homesteads in the mountains in bio-hazard safe containers (pictured, below) to Swargadwari District Hospital. The sputum was lab tested and patients who were positive were placed under the remote Directly Observed Treatment Short-course (DOTS) program that used smart pill boxes to keep track of if the medicine is being taken as prescribed.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240921040952_d41d6b12efd7465152bc44957d8a1c50709334dc8c0c4c6e128cf9d5fa3923e8.jpg" data-media-id="editor_12" data-image-id="20240921040952_d41d6b12efd7465152bc44957d8a1c50709334dc8c0c4c6e128cf9d5fa3923e8" data-rendition-name="original" width="4000" height="2000" loading="lazy" alt="Drones over Nepal NT3"> <figcaption>Photo: BIRAT NEPAL MEDICAL TRUST</figcaption> </figure>  DOTS was credited with reducing Nepal’s TB infection rate in the 1990s, but there were remote areas of the country still out of reach of the surveillance, diagnosis and treatment system.&nbsp; “Getting the community to understand and trust in the project was very important to its success,” recalls Maxine Caws, principal investigator of BNMT’s IMPACT TB project that has been running for seven years. “People were quite proud that this new technology was being used where they live, and it even seemed to overcome their qualms about the stigma of being diagnosed with TB.” The program ran out of funding, but showed great potential. BNMT is now working on reducing costs and finding new sources for grants.&nbsp; The main hurdle for drone operators in Nepal now is not range anxiety, but to negotiate the bureaucratic maze for permits from 12 different government agencies – including five ministries and four local governments.&nbsp; Caws adds, “Drones really seem to be optimal because they can zip between hills while health workers would have to walk long distances up and down to transport samples. That freed up their time to make an impact on the health of the locality in other ways.” Influencer drones Drone filming by YouTubers, travel vloggers and influencers have been the single most important contribution to post-Covid revival of Nepal as a tourism destination.&nbsp; &nbsp;Nepal’s mountains, river valleys, trekking trails, heritage sites and tropical national parks are ideal for drone filming. Footage of expeditions making their way up the Khumbu Icefall get millions of views around the world. Drones have also been used to promote Lumbini and provide an aerial view of Kenzo Tange’s plan for the Buddha’s birthplace.&nbsp; But over-tourism along the Everest Trail and to a lesser extent other popular base camps like Manaslu and Annapurna have created a waste disposal crisis.&nbsp; During the 2024 spring mountaineering season, Airlift Technologies collaborated with the local government to test Chinese drone company DJI's FlyCart 30 to haul trash to Base Camp. Heavier UAVs hold the potential to make it cheaper and safer to ferry garbage, and even bodies, from Nepal’s high mountains.&nbsp; One of the advantages about the drone scene is that it is still a relatively new technology and new applications seem to be coming up all the time.&nbsp; Worldwide, some of the more striking uses for drones include drone light shows, drone-based whale monitoring where UAVs are flown through mist exhaled by the giant mammals for non-invasive study, and volcano monitoring. In Nepal, drones have already proved themselves in agriculture, nature conservation and health services. The future holds other potentials as more powerful drones with heavier lift capability, longer range, higher operating ceiling and ability to work together are developing in swarms.&nbsp; Given the critical importance of transmission lines in evacuating Nepal’s hydropower, another potential application could be in laying, inspecting, and maintaining power lines in rural or hard to reach places, a technology already used in Canada and Norway. ­­ <h2>WHAT ARE THE RULES?&nbsp;</h2> The Nepal government is trying to play catch-up with rapidly evolving drone technology. As drones get bigger, more powerful and have longer range, or can fly in formations of hundreds at a time, new categories and rules are being made as we go along. Given the bureaucratic labyrinth and arbitrary enforcement by local officials, and as Nepali companies upgrade to the latest UAVs, it may actually be less of a hassle to just hire drones when here.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024092105090_4f6caeead31515db882a618877bfdc3904209607c4cb2340fe735e3299c84b5b.jpg" data-media-id="editor_13" data-image-id="2024092105090_4f6caeead31515db882a618877bfdc3904209607c4cb2340fe735e3299c84b5b" data-rendition-name="original" width="800" height="423" loading="lazy" alt="Drones over Nepal NT 4"> <figcaption>Photo: NEPAL ARMY</figcaption> </figure>  Before flying a drone in Nepal, operators must go through a lengthy, vague, confusing process that involves submitting a lot of documentation and obtaining many permission letters. The one official process is for applying with the Civil Aviation Authority of Nepal (CAAN) ‘Unmanned Aircraft System Requirements’ 2021 after which the ‘Unique Identification Number’ sticker must be attached to the drone. 1. A passport size colour photo of the applicant 2. Citizenship/Passport/Company Registration Certificate 3. Photograph of drone that shows its model and serial number. 4. Purpose of operation letter 5. Specifications of the drone, including the weight, the color, the payload type etc. 6. Copy of VAT bill if bought in Nepal, or Copy of Custom Clearance Certificate if imported 7. USD 10 + 13% VAT Registration fee But that is just the beginning. Operators need a ‘Remote Pilot License’ from CAAN based on experience or equivalent certificates. And then permits from the District Administration Office, Ministry of Home Affairs, Department of Tourism, the Ministry of Communication and Information Technology, etc. Further permits are based on what the drone is being used for from the Department of National Parks and Wildlife Conservation--plus, just-in-case--letters from the Chief District Officer, the Nepal Police and Nepal Army. Phew. The policy for getting caught flying an unauthorised drone is that CAAN can confiscate and auction the craft for revenue. But the fact that there are so many drones buzzing about trekking trails these days means people must have found ways to circumvent the rules.

Drones over Nepal

Last month was a tragic reminder of just how unsafe travel in Nepal is, leading some experts to question if there is a mismatch between modern technology and a fatalistic culture. Dor Bahadur Bista tried to get to the bottom of this conundrum in 1991 in his seminal book, Fatalism and Development. It was an early attempt to see how an ‘everything goes’ attitude hindered <a href="https://nepalitimes.com/news/nepals-demographic-window-is-closing">Nepal's socio-economic progress</a>.&nbsp; Since then, others have struggled to explain why Nepalis do not adhere to mandatory safety standards in technologies ranging from electricity to gas cylinders, and in road and aviation safety.&nbsp; It has been 30 years since author Kedar Sharma published his book आधुनिकतासँग सावधान (Beware of Modernity) in which he warned that Nepalis had not kept pace with advanced technology. “It gives me no pleasure to say that, tragically, this is still the case,” says Sharma, referring to the loss of life in recurring highway and aviation disasters.&nbsp; “We are careless about following rules in all spheres of life,” adds Sharma. “And this is made worse by our faith in fate which lends to our tendency to be reckless. Roads were supposed to be synonymous with development, but are <a href="https://nepalitimes.com/here-now/nepal-s-deadly-roads-take-their-toll">now synonymous with death</a>. The quality of roads plays a big role in accidents, but we are culturally, administratively and legally negligent about safety.” Read also: <a href="https://nepalitimes.com/banner/underpasses-to-reduce-roadkill-in-nepal?fbclid=IwAR0KntTDqdjk2YwmtQyTSkgh8wjtidPqx4LUNukUpYyT9-9SNO1fXzOA5ns">Underpasses to reduce roadkill in Nepal</a>, Tufan Neupane There has been much debate about regulatory failure in aviation that underlies frequent air crashes, and this was brought to the fore in <a href="https://nepalitimes.com/news/unsafe-skies">last week’s Saurya Airlines crash</a> at Kathmandu airport in which 18 people lost their lives. That crash got much more attention than the disaster on the Mugling highway in which two buses were swept into the Trisuli River by a mudslide, killing 59. An investigation showed the flood was caused by debris from a poorly engineered road up the mountain that was washed down by a torrential downpour at night. Read also: <a href="https://nepalitimes.com/opinion/managing-the-monsoon">Managing the monsoon</a>, Ngamindra Dahal It is easy to blame accidents on Nepal’s terrain and weather, but there are deeper socio-cultural underpinnings that magnify these dangers. And the buck stops at the gate of government. There are other soft states like Nepal that also have harsh conditions, but do not suffer such frequent disasters.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240802050832_60c87a1a569467f65bab8cfe0f05766af368fc3cd5bbb3a934eb054e2abc3283.jpg" data-media-id="editor_5" data-image-id="20240802050832_60c87a1a569467f65bab8cfe0f05766af368fc3cd5bbb3a934eb054e2abc3283" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="fatalism and fatalities NT"> <figcaption>Illustration: SUBASH RAI</figcaption> </figure>  The interface between technology and safety is not properly understood by most Nepalis: electric shocks and cooking gas disasters kill hundreds every year. There were 2,267 reported electrical accidents in the past five years, 60% of them fatal.&nbsp; More than 2,000 people died on <a href="https://nepalitimes.com/here-now/highway-accidents-are-no-accident-in-nepal">Nepal’s roads and highways</a> in the past year, many times more than all natural disasters combined. “Accidents aren’t just accidents, they are linked to the governance of the country and reflect political failure,” says Vijay Lama, an A330 captain with Nepal Airlines. “We need serious, open and prolonged discussion between regulatory bodies, <a href="https://nepalitimes.com/here-now/100-101-102-hh5uvzf9">service providers</a>, airline operators and pilots that look deep into the crux of the problem to come up with solutions.”&nbsp; Lama has been flying for nearly 40 years, logging 30,000 hours on various aircraft from Twin Otters and Boeing 757s to Airbuses.&nbsp; He says, “If flying is unsafe, I would be the first one to say so, but it is still the safest and most efficient mode of travel. Air crashes just get more media attention but after the news fades, we go back to doing what we did before.” The international community has taken note, mainly because their nationals are often involved. The European Commission (EC) has put all Nepal-based airlines on its <a href="https://transport.ec.europa.eu/document/download/3195fabb-7575-4db9-85b9-ec5a77b481aa_en?filename=air-safety-list-2024-05-30_en.pdf">Air Safety List</a>, and the Saurya crash will surely hurt the chance of being taken off the list.&nbsp; One of the measures the EC has pushed is to separate the regulatory and operational functions of the Civil Aviation Authority of Nepal (CAAN). Successive governments have not shown the political will to do so, and some doubt bifurcating CAAN will help since political interference will persist.&nbsp; Indeed, after every crash, CAAN sets up an investigation committee that issues recommendations. There is strict compliance, but only for a while. &nbsp; <a href="https://nepalitimes.com/editorial/keeps-happening">Read also: Keeps happening&nbsp;</a> Blame for <a href="https://nepalitimes.com/banner/60-years-of-living-dangerously">making travel dangerous</a> ultimately has to do with a political culture that has failed to prioritise safety even when the country’s international image is tarnished, affecting the tourism industry. &nbsp; “We should look at each crash as a <a href="https://nepalitimes.com/latest/why-missing-planes-are-so-difficult-to-find-in-nepal">systemic failure</a>,” explains Ajaya Dixit, whose physician father perished in a Pilatus PC-6 crash in 1962 sent to investigate a previous crash in Dhorpatan of a DC-3 flying to New Delhi from Kathmandu. Nepal’s ambassador to India and two high ranking US officials were among the 10 victims. &nbsp;&nbsp; He adds: “Modern technologies are all imported, they didn’t evolve in our society. We lack a larger technological ethos in their operation, management, maintenance. Our commitment to technological discipline is low, cutting corners is accepted.”&nbsp; Indeed, travel safety cannot be an island of efficiency when the entire <a href="https://nepalitimes.com/news/democracy-s-sidekicks">political machinery of the country</a> is dysfunctional. And like other sectors, there is a culture of impunity here too. Human rights campaigner Sushil Pyakurel sums it up: “No one is suspended after crashes. The bus accident is no one’s responsibility because a landslide caused it. Unless those responsible are held to account, accidents will keep happening, people will continue to die.” &nbsp;

Fatalism and fatalities

Since returning from this year’s World Economic Forum meeting in Davos, I have been asked repeatedly for my biggest takeaways. Among the most widely discussed issues this year was artificial intelligence – especially generative AI (‘GenAI’). With the recent adoption of large language models (ChatGPT) there is much hope – and hype – about what AI could do for productivity and economic growth in the future.
But our world is dominated far more by human stupidity than by artificial intelligence. The proliferation of <a href="https://www.project-syndicate.org/onpoint/megathreats-remain-despite-moderation-of-pandemic-and-other-shocks-by-nouriel-roubini-2023-11">megathreats</a> – each an element in the broader ‘polycrisis’ – confirms that our politics are too dysfunctional, and our policies too misguided, to address even the most serious and obvious risks to our future.
These include climate change, failed states which will make waves of climate refugees even larger, and recurrent virulent pandemics that could be even more economically damaging than Covid-19.&nbsp;
Making matters worse, dangerous geopolitical rivalries are evolving into new cold wars such as between the United States and China, and into potentially explosive hot wars, like those in Ukraine and the West Asia.&nbsp;
Around the world, rising income and wealth inequality, partly driven by hyper-globalisation and labor-saving technologies, have triggered a backlash against liberal democracy, creating opportunities for populist, autocratic, and violent political movements.
Unsustainable levels of private and public debt threaten to precipitate debt and financial crises, and we may yet see a return of inflation and stagflationary negative aggregate supply shocks. The broader trend globally is toward protectionism, de-globalization, de-coupling, and de-dollarisation.
Moreover, the same brave new AI technologies that could contribute to growth and human welfare also have great destructive potential. They are already being used to push disinformation, deepfakes, and election manipulation into hyperdrive, as well as raising fears about permanent technological unemployment and even starker inequality. The rise of autonomous weapons and AI-augmented cyber-warfare is equally ominous.
Blinded by the dazzle of AI, Davos attendees did not focus on most of these megathreats. This came as no surprise. The WEF zeitgeist is, in my experience, a counter-indicator of where the world is really heading. Policymakers and business leaders are there to flog their books and spew platitudes. They represent the conventional wisdom, which is often based on a rear-window view of global and macroeconomic developments.
There is a very good chance that AI will indeed change the world in the coming decades. But the WEF’s focus on GenAI already seems misplaced, considering that the AI technologies and industries of the future will go far beyond these models. Consider, for example, the ongoing revolution in robotics and automation, which will soon lead to the development of robots with human-like features that can learn and multitask the way we do.
Or consider what AI will do for biotech, medicine, and ultimately human health and lifespans. No less intriguing are the developments in quantum computing, which will eventually merge with AI to produce advanced cryptography and cybersecurity applications.
The same long-term perspective also should be applied to climate debates. It is becoming increasingly likely that the problem will not be resolved with renewable energy – which is growing too slowly to make significant difference – or expensive technologies like carbon capture and sequestration and green hydrogen. Instead, we may see a fusion energy revolution, provided that a commercial reactor can be built in the next 15 years.&nbsp;
This abundant source of cheap, clean energy, combined with inexpensive desalination and agro-tech, would allow us to feed the ten billion people who will be living on the planet by the end of this century.
Similarly, the revolution in financial services will not be centered arounddecentralisedblockchains or cryptocurrencies. Rather, it will feature the kind of AI-enabled centralisedfintech that is already improving payment systems, lending and credit allocation, insurance underwriting, and asset management.&nbsp;
Materials science will lead to a revolution in new components, 3D-printing manufacturing, nanotechnologies, and synthetic biology. Space exploration and exploitation will help us save the planet and find ways to create extra-planetary modes of living.
These and many other technologies could change the world for the better, but only if we can manage their negative side effects, and only if they are used to resolve all the megathreats we face. One hopes that artificial intelligence someday will overcome human stupidity. But it will never get the chance if we destroy ourselves first.

In the social sector, NGOs are also working to integrate digital technologies into their existing programs.This drive to digitise must, however, occur alongside concerted efforts to think about and shape digital transformation, this is the social consequences of digital technologies. This is the job of practitioners and thought-makers including journalists, policy makers, social actors, researchers, and civil society organisations.Researcher and futurist Roy Amara writes: ‘We tend to overestimate the effect of a technology in the short run and underestimate the effect in the long run.’ The is perhaps most visible when historians often organise the distant human past around dominant technological tools of the epoch -- the stone age, the iron age, the bronze age.Closer to our time, we forget that the widespread adoption of electricity <a href="https://www.washington.edu/news/2015/06/19/access-to-electricity-is-linked-to-reduced-sleep/">changed our sleep</a> and socialisation patterns. The availability of affordable household appliances impacted household power dynamics and brought <a href="https://penntoday.upenn.edu/news/how-appliance-boom-moved-more-women-workforce">women into the workforce</a>.Even before Tinder, anthropologist Laura Ahern’s work on Nepal shows that adoption of the technology of literacy and letter writing <a href="http://archive.nepalitimes.com/news.php?id=9675">shifted courtship and marriage patterns</a>.Yet, telling the story of technology and society in this way suggests that technology is always the driving force, overwhelming social institutions. Instead, there is <a href="https://blogs.uww.edu/kugleram18/2018/02/15/making-new-media-make-sense-summary/">ample evidence</a> that economics, politics, law, and cultural norms have a significant bearing on the development and adoption of technologies.Consider the case of electric vehicles in Nepal. There was a <a href="https://www.nepalitimes.com/latest/nepal-takes-3-steps-back-on-e-cars/">massive slowdown</a> in the rate of EV adoption a few years ago, but in the last year, the <a href="https://www.nepalitimes.com/latest/nepal-reduces-tax-on-electric-cars/">rate has accelerated dramatically</a>. Both slowdown and acceleration were direct consequences of tax laws rather than any technological factor.As with previous technologically powered disruptions, digital transformations are likely to leave some better off and leave some behind. The manner in which we implement digitisation (both how we set up the technology and how we design the laws, practises and cultures that govern them) will at least influence, if not determine, these consequences.How do we assess the possible consequences of our choices? What ethical and moral system do we use to guide our debates and decisions? These are questions philosophers will debate over lifetimes. Practitioners should take inspiration from the old saying that ‘perfect is the enemy of good’ and find a ‘good enough’ system.A human rights based approach is a good enough solution that will make a positive impact in the shortest possible time for three reasons. First, governments and other powerful institutions in the developing world are familiar with and notionally bought into the framework of human rights. Human Rights, while not always realised in practice, do carry both moral and legal weight in negotiations with the powers-that-be.Second, there are a large number of civil society organisations and activists who have long advocated for their causes through a human-rights based framework. Adding digital transformation as one element of their work will be quicker, cheaper and more effective than seeking new frameworks and new advocates.Third, the various international human rights treaties to which governments are parties can be used as both legal and moral leverage. These legal instruments provide a framework for multiple actions including public interest litigation, public advocacy and the production of model policies.A good enough approach to digital transformation would also prioritise securing existing rights in light of the digital rather than emphasising the creation of new rights. Seeking to respect, protect, and fulfil existing rights, such as that to a free and compulsory basic education, is sufficient to undertake critical debates about digital transformation.Take for example the ongoing debates, in public and in closed forums, between educators in response to extended school closures during the pandemic. Pointing to the GoN’s constitutional and international commitment to free basic education, some have argued that state-driven digital learning initiatives are  inherently problematic in a society where digital access is limited.Pointing to the same commitments, others, including me, specifically critique the poor design and inaccessibility of digital learning platforms that result in the exclusion of those at the digital margins - people with some internet access but limited digital literacy.This debate demonstrates that new rights, such as that to internet access, are already implicitly captured within the existing framework of an obligation to respect, protect and fulfil extant rights.The digital education debates triggered by the pandemic also illustrated a major gap in human-rights based approaches. In Nepal, most of the rights-based arguments emanate from organisations funded by bilateral and multilateral development agencies who push ideas representing the consensus reached by the global development industry.This industry primarily funds work on closing the equality gap within countries. This funding limits Nepali thought-makers and practitioners compelling them to tackle in-country issues such as the differences in internet access between Kathmandu and Kalikot. An exclusive focus in-country marginalisation obscures us from the increasing divergence in power, wealth and digital infrastructure between countries and societies.That digital infrastructure, such as technological platforms, are instruments of power is evident in that the Trump Administration chose to apply pressure on China specifically through Huawei to curtail its dominance of the platforms enabling a new generation of telecommunications technologies.Superior digital engineering abilities and facilitative investment policies have allowed the Global North and China to design digital platforms that capture disproportionate amounts of wealth and power from the global economy. Even in more mundane digital services, for example the ability to deploy cloud computing applications at scale, the average 'privileged' engineering student in Kathmandu faces a meaningful digital disadvantage in comparison to their peers in Oslo, Helsinki, or London. This divide has significant economic and social implications.Yet, these forms of divergence and inequity at the global scale get very little space in the national discourse in Nepal. Practitioners and thought-makers taking a right-based approach to influence digital transformation should be aware of this glaring gap in the worldview of their funding agencies. Undoubtedly, specific interventions and structural policy changes are needed to close the in-country differences in access to basic services.Undoubtedly, these matter immediately and in the long term. But without changes to Nepal’s position in the global economy, the best we can hope for is to bring people up to some ‘basic’ level. Addressing Nepal's digital divide

The trend began in 2002 when NetScape offered rewards for researchers, and  it gained popularity as companies found it cheaper and more effective to crowd-source  finding vulnerabilities to third parties.Many companies across the world offer rewards to those who find security risks or programming mistakes, sometimes running into many thousands of dollars. This has made bug-hunting a full-time profession for many Nepalis.<a href="https://www.nepalitimes.com/opinion/privacy-is-power/">Privacy is power</a>, Saniaa Shah <img width="1125" height="844" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141124/636cfc5f9c7e80680e0a0b86jpeg.jpg" alt="">“Social media networks have spread the appeal of bug-hunting among youngsters, many of whom have time on their hands during lockdowns,” says cyber security expert Bijay Limbu. Social media giants such as Facebook and Twitter and large websites have sections that are too vast and difficult for employees to keep  track of, so the task is outsourced to independent researchers. Bug - hunters look into the sites, produce reports with video evidence, and send them to the companies.  After deciding whether the report is valid, ‘duplicate’  (already reported before ) , or ‘informative’  ( harmless but helpful  reports ) , the company rewards the bug-hunter appropriately via bounty platforms like <a href="https://www.bugcrowd.com/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.bugcrowd.com/&amp;source=gmail&amp;ust=1628556555290000&amp;usg=AFQjCNGDeKEVdoXa5wSemFXkGDCbn4TM6w">Bugcrowd</a> and HackerOne. These companies act as brokers between researchers and the companies.  Facebook’s own bug bounty platform <a href="https://www.facebook.com/whitehat" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.facebook.com/whitehat&amp;source=gmail&amp;ust=1628556555290000&amp;usg=AFQjCNFjptvjqvWDDNij7V9dkLfP27u0dw">WhiteHat</a> is the most popular among Nepali hunters, swelling in ranks especially after 2020 and the lockdowns. Names such as Sudip Sah, Ajay Gautam, Shantabahadur Gharti Magar, Prajwal Dhungana, Nirmal Thapa, Aayush Pokharel and Eliza Gautam have featured on WhiteHat’s list of External Security Researchers. Nepali bug hunters are also active in screening Google, Microsoft, Amazon, Apple and even Oxford University’s websites for glitches.  Despite differing in magnitude, all bugs have the potential to create privacy breaches and data leaks for companies. As a result, bug hunters are rewarded handsomely for finding faults, with Facebook’s minimum reward starting at $500 and Apple awarding anywhere up to $1 million.  In 2020 alone, $1.98 billion was handed out to researchers from 50 nations for finding bugs across various sites and apps. Many Nepali bug hunters have struck gold digging for bugs, with one of the researcher earning over $100,000 in cash rewards for finding various bugs across one-and-half years of intense research.  Saugat Pokharel recently earned his 16th and largest payment , pocketing $13,125 when he reported a bug that violated privacy policies and erroneously displayed Instagram users’ dates of birth and email addresses.  Pokharel and another bug-hunter Naresh Lamgade have now joined forces to launch <a href="https://bugv.io/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://bugv.io/&amp;source=gmail&amp;ust=1628556555290000&amp;usg=AFQjCNHE4p5CakYtZ0kUY7tqO_Wt7rPgGw">bugv.io</a>, their own vulnerability coordination and bug bounty platform.  <img width="1125" height="844" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfc629c7e80680e0a0b87jpeg.jpg" alt=""><img width="1125" height="844" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfc659c7e80680e0a0b88jpeg.jpg" alt="">“The bank suspected I was laundering money when I received the large cash sum through SWIFT Money Transfer,” says Pokharel. “It was only once I reached out to Facebook and they wrote a letter verifying the source of funds that I could claim the money.” Inspired by Pokharel’s bounties, management student 24-year-old Prabha Basnet, has also decided to become a bug hunter. “Initially, I had many reports rejected, but then two bugs I reported were accepted together, and I earned $3,000,” she says. “This motivated me to report bugs in Instagram and Facebook stories clashing, and potentially revealing sensitive information about users.”Aside from the monetary rewards, bug hunting has also changed the landscape of cybersecurity. Increased vigilance from a growing army of spotters means potential bugs causing privacy or security breaches can be caught before they cause major damage. Nepal’s patchy <a href="https://www.nepalitimes.com/banner/crossborder-cybercrime-and-punishment/" target="_blank" rel="noopener noreferrer">cybersecurity</a> state is particularly boosted by this external research boom, as thousands of government sites often go down for hours. Private sites like <a href="https://foodmandu.com/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://foodmandu.com/&amp;source=gmail&amp;ust=1628556555290000&amp;usg=AFQjCNGkG9zFzZ5u00aNX781Ud0Z2zUYsQ">Foodmandu,</a> <a href="https://www.vianet.com.np/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.vianet.com.np/&amp;source=gmail&amp;ust=1628556555290000&amp;usg=AFQjCNHkU94CchkFpCsMx5yOyFG8ED0lvA">Vianet </a>and <a href="https://www.prabhubank.com/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.prabhubank.com/&amp;source=gmail&amp;ust=1628556555290000&amp;usg=AFQjCNFXH92-teVKGhvcN0xOKQUWsMyd9Q">Prabhu Bank </a>were also <a href="https://www.nepalitimes.com/latest/thank-you-satan/" target="_blank" rel="noopener noreferrer">recently hacked</a>. In response, some young Nepali bug hunters have developed a local bounty reward program to find breaches and fight hackers. Bug hunting and ethical hacking can also be a firewall against ‘black hat’ illegal hacking. Earlier, hackers with malicious intent would steal, leak or sell data obtained via bugs, explains Pokharel. “Black hat hackers would undermine the work of white hat researchers,” he says. “But with bug - hunting, even those previously black hat work have switched to just as lucrative legal white hacking.”Bug-hunting has its natural downside. The monetary rewards mean it sometimes becomes a competitive cyber-stampede, placing considerable strain on the mental health of researchers. The desire to earn more pushes some bug-hunters to their limits, often with undesirable consequences.  Santosh Bhandari was an accomplished bug-hunter, featuring regularly on Facebook’s list of External Security Researchers and even finishing 15th out of 404 worldwide participants in a live hacking tournament organised by Google and Facebook. However, he switched tracks and pursued other cybersecurity activities after suffering mental trauma from the competition and stress. He says: “Bug bounty and mental health are connected. You compile a bug report with so much of your effort and your time and wait so many days for a reply. If the report is accepted, it is all good, but if not your hard work and time are completely wasted and that can disturb you.” Prakash Pant from Chitwan has also featured on Facebook’s list, after finding three bugs at once on Facebook in February. Before that, however, he had more than 50 reports rejected as ‘duplicates' or ‘informatives’. Prabha Basnet also reports  suffering anxiety after her painstakingly written reports were rejected in the past. She says, “I had 15-16 reports rejected when I started, pushing me to the verge of quitting.”  Bijay Limbu also warns that the competitive nature of bug-hunting may make youngsters money minded, and some are tempted to demand ransom for bugs they have uncovered. Nepalis go bug-hunting on the web

<figure><img width="1454" height="889" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121152/636b950a9c7e80680e06f235jpeg.jpg" alt=""/><figcaption></figcaption></figure>About 250 years ago when King Prithivi Narayan Shah made Kathmandu the capital of unified Nepal, he realised that the city had great potential as a business centre, complementing its role as a trading hub. He allowed in businessmen from Rajasthan in India to set up shop and allow entrepreneurship to ferment, a move expanded later by Prime Minister Chandra Shamshere Rana. One reason entrepreneurship did not have deep roots in Nepal was the concept of जागिर, a 10-5 salaried position with job security. That is why the start-up culture took so long to start up and morph in Nepal. The proliferation of, and exposure to the Internet and the recent advent of international private equity firms, accelerators and incubators have paid a pivotal role in making this happen.Since 2017, successive government budgets have mentioned start-ups and allocated money for their establishment, but without clarity and development. This year’s budget was no different: it also set aside Rs1 billion towards building a start-up ecosystem, including concessional loans.  What the previous governments had missed out on, this one seems to have acknowledged: start with defining a start-up. A voluminous document is doing its rounds through the corridors of our bureaucracy for comments from experts. Until they come up with a definition, let us say a start-up is an innovative idea that uses technology to address unmet demand in the market.In the United States, the start-up sector is a $3 trillion business. In South Asia, India leads the pack with over 20,000 Start-ups in operation, of which 100 are unicorns with a combined market cap of $240 billion. Bangladesh, Pakistan and even Afghanistan have understood the importance of this sector to the economy.  Internationally, some 90% of start-ups fail to take off. Nepal has invested in 400 start-ups, all in Kathmandu, and the risk appetite for new investments is limited partly because of the absence of an enabling environment. The cost factor for starting a tech business in Nepal is lower than anywhere else with a constant flow of <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/outdated-laws-limited-ecommerce-hold-back-tech-industry%20,3547" target="_blank" rel="noopener noreferrer">eligible young graduates well versed in English</a> who are relatively computer literate. The bandwidth for connectivity is getting better. It is an untapped market, an imitation of international successes for local markets can be implemented, and the population is young, and growing.There are challenges with the lack of legal and policy environment posing the greatest risk. Ideas are the premise of any start-up. Intellectual Property Right (IPR) is the most important legal recourse for safeguarding those ideas, which in Nepal remains a draft and has been in discussion for quite some time.The current law was formulated in 1964, and does not address developments that have occurred worldwide since then. A lawyer recently remarked that when he tried to register a trademark for poultry feed, the application was denied because a tobacco company had already registered it. Thankfully, the Supreme Court gave a verdict on the Kansai Nerolac case a few years ago, which protected trademarks. Still, laws need to reflect international best practices for this sector to operate. Financing start-ups is also a great hurdle. Banks are reluctant and risk averse to lend without collateral. If a loan is secured it is not nearly enough to meet the requirement and equity is difficult to come by. The ones who have demonstrated that they have the ability to serve a niche market and can show potential to scale up have been successful to secure equity financing.  The start-up industry is evolving despite the lack of an enabling environment.  The resilience shown by these entrepreneurs has steadily improved, and the appetite to invest in them is gaining traction. Examples are <a href="https://www.nepalitimes.com/here-now/three-toots-for-tootle/" target="_blank" rel="noopener noreferrer">ride sharing apps</a> that made the government change its policy, <a href="https://www.nepalitimes.com/banner/nepals-budding-e-commerce-ecosystem/" target="_blank" rel="noopener noreferrer">e-commerce platforms</a> that have engaged with the government to facilitate the sector, and companies that realigned business plans to accommodate government policies. A cloud service provider had to create a hybrid model because government officials could not comprehend what it was, and that data could be secure. They needed to see actual physical infrastructure.  But <a href="https://archive.nepalitimes.com/regular-columns/Cross-Cutting/Start-ups-need-staying-power,439" target="_blank" rel="noopener noreferrer">start-ups are resilient</a>, and they will continue to compel the authorities to accommodate them as they continue to grow. They have adapted to the situation and have introduced internal safeguards to secure their ideas in a lax IPR environment.  Some are ensuring strict non-disclosure agreements, developing in-house products knowing that there will be disrupters in the market six months down the road and, focussing on networks as much as focussing on products. The government’s new regulations will hopefully put it in a facilitating role to create a platform for ideation to grow with the help of mentors from academia and the private sector. Nepal’s start-ups are to stay, and with the right legal and regulatory framework in place, will thrive. Giving start-ups a head start

The winter air pollution season started early this year with emissions, Diwali firecrackers and crop residue burning making the air unbreathable across north India. Much of the pollution was transboundary, with prevailing winds carrying the suspended particulates from Pakistan, across India to Nepal and beyond. All this pollution and domestic emissions killed 41,300 in Nepal in 2023, and 85% of all deaths were because of noncommunicable diseases such as heart and lung disease, lung cancer, diabetes, and dementia, according to the State of Global Air (SoGA) 2025 report released Thursday. With the onset of winter, Kathmandu Valley’s own emissions are trapped in a surface inversion layer and as in previous years will have some of the worst air quality in the world.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251023131016_7c42a4e8b0dce01dfeeaaf89dbb10dbfa036b41163f3ebada88c7ce17dbded49.png" data-media-id="editor_0" data-image-id="20251023131016_7c42a4e8b0dce01dfeeaaf89dbb10dbfa036b41163f3ebada88c7ce17dbded49" data-rendition-name="original" width="921" height="850" loading="lazy" alt="Air pollution killing season starts early NT"> </figure>  The SoGa report says air pollution has now become the leading risk factor for deaths in Nepal, ahead of tobacco and high blood pressure. Interestingly, while the health impacts due to environmental risk factors such as unsafe water and sanitation have reduced significantly since 2000, the opposite is true for ambient PM2.5 (particles smaller than 2.5 microns). Globally, 7.9 million deaths were attributable to air pollution– about 1 in 8 deaths – in 2023. Of this total, 4.9 million deaths were attributable to PM2.5 exposure, 2.8 million were from household air pollution, and 470,000 were from ozone. Similarly, dementia attributable to air pollution resulted in 626,000 deaths and 40 million healthy years of life lost. And 95% of air pollution attributable deaths in adults over the age of 60 are due to noncommunicable diseases. The burden of noncommunicable diseases in relation to air pollution is rising worldwide and in Nepal. The SoGA report shows that nearly nine of ten global air pollution deaths are from chronic ailments, and half of all respiratory disease deaths are attributable to air pollution.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251023131020_8577f464b4a73007de5dd018b8ac91dae3a9c732dbb81a44b6aa5a0ced7df3df.png" data-media-id="editor_1" data-image-id="20251023131020_8577f464b4a73007de5dd018b8ac91dae3a9c732dbb81a44b6aa5a0ced7df3df" data-rendition-name="original" width="1080" height="1080" loading="lazy" alt="Air pollution killing season starts early NT"> </figure>  In Nepal, air pollution is responsible for three out of four COPD deaths, one out of three heart deaths and one out of five diabetes deaths. More than one third of lower respiratory infection deaths were due to air pollution. “The data presented in the State of Global Air report highlight the significant impacts of poor air quality on the health and well-being of billions of people around the world, especially those living in Asia and Africa,” says Pallavi Pant of the Boston-based Health Effects Institute (HEI) that released the report in collaboration with the Institute for Health Metrics and Evaluation and the NCD Alliance. She adds: “Growing momentum on air quality management across those hard-hit locations, including expansion of air quality monitoring, adoption of air quality regulations, and sector-specific interventions are yielding improvements for those most impacted.” Low- and middle-income countries stand to gain most by reducing air pollution, with particularly strong impacts on children, older populations, and people with pre-existing health conditions. Indeed, of the 41,300 air pollution deaths in 2023 in Nepal, 31,600 were in adults over the age of 60 years and 3,500 in children below five years. Death rate for air pollution in Nepal, which is 178 per 100,000, is more than 10 times higher than high-income countries, which is at 17 per 100,000.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251023131020_604e852aed4ffde0dc7d1df72fcd3e73d904136dfb1bb2407e53b7445f3ef72c.png" data-media-id="editor_2" data-image-id="20251023131020_604e852aed4ffde0dc7d1df72fcd3e73d904136dfb1bb2407e53b7445f3ef72c" data-rendition-name="original" width="1078" height="423" loading="lazy" alt="Air pollution killing season starts early NT"> </figure>  “Win-win solutions for air pollution and NCDs exist, with added benefits for climate, physical activity, nutrition, and many other global development priorities,” says Alison Cox, Policy and Advocacy Director at the Geneva-based NCD Alliance. “These policies are effective and deliver a strong return on investment - for the sake of our people and the planet we need to implement them faster.” Fine particle pollution (ambient PM2.5) is the largest driver of air pollution’s burden of disease worldwide as kit attributed to 4.9 million deaths and 124 million healthy years of life lost in 2023. Vehicles, power plants, factories, and homes, as well as agricultural and industrial activities, waste burning and wildfires are some of the biggest sources of pollutants. South Asia is among the regions of the world with the highest exposures to ambient PM2.5 , while more than 36% of people around the world live in areas where PM2.5 levels do not meet even the least stringent interim target. As per the report, 78% of Nepal’s 30 million population lives in areas where annual PM2.5 exposure exceeds the least stringent WHO Air Quality Interim Target of 35 µg/m3. Meanwhile, exposure to household air pollution due to the use of solid fuels for cooking remains an important driver for the disease burden in the country. “Ongoing efforts to meet global development goals are not achievable without directly addressing air pollution,” says Maria Neira, Commissioner of Our Common Air. “Countries and cities must focus their efforts toward reducing air pollution emissions, including household air pollution, which has particularly severe impacts on young children and older people across Asia and Africa.”

Air pollution killing season starts early

In 2004, Poet Durga Lal Shrestha asked me to translate 223 little poems from Newa into English. They were each written as sestet-- terse in their form but heavy in imagery and sentiment. The novice translator in me struggled to find the best way to convey his poetry in English-- but the process became a tour as I discovered my mother tongue anew. The highlight, however, was Shrestha’s handwriting. His calligraphy is immaculate. He had given me photocopies from the notebook he had written the poems in and each page looked as though they were freshly out of the press. The letters bore a consistency, unswayed by the emotions of his poetry. Sometimes, I would just stare at the handwriting in admiration.&nbsp; Someone else had been similarly besotted by his writing: “I met him 25 years ago in the UK when he was the chief guest at a Mha Puja event organised by Pasa Pucha,” recollects Ojesh Singh, writer and engineer. “We were roommates. I noticed he couldn’t stop writing.”&nbsp; Shrestha, an octogenarian now, was a teacher at Kanya Mandir School for many years, where his writing was admired by colleagues and students. It struck me how neat and tidy his writing was,” says Singh. “The structure and size were perfectly in sync-- and as an aspiring graphic designer then, I fell in love with his writing. Later, whenever I read his books, I thought it would be nice to read them in his writing.” After sitting with the notion of turning Shrestha’s writing into a digital font for years, in 2024, he reached out to a small group of people who he thought might be allies.&nbsp; “It was during Ojesh Ji’s book launch that we met and talked about the possibility of turning Durga Lal Shrestha’s writing into font,” recalls Ananda Kumar Maharjan, who has designed the Durga Lal Shrestha font and is affiliated with Callijatra, an organisation promoting Newa calligraphy.&nbsp; For Singh, the desire to immortalise the poet's handwriting wasn’t only coming from personal admiration, it was also about preserving the writing of a language and literature leader and activist. He offered to fund the font project, which meant paying for Maharjan’s time and dedication. Also an enthusiast of converting Shrestha’s writing to a font, Singh provided help in bringing together the scans, based on which Maharjan picked the best letter for each alphabet to create a complete set.&nbsp; “Doing this was different from other font developments I have done in the past,” explains Maharjan, who has also digitised his own handwriting into a font, called Anand. “To create Durga Lal Shrestha’s writing as font, I had to analyse his writing archive and pick the best.”&nbsp; He adds: “There was a book published in his writing, so there were scans and digital archiving done by Arbindra Ji, which became the foundation for my work.” He had to find a prototype for each alphabet based on the scans. Conjunctions need attention,” Maharjan says. “There are half letters, saint letters, ligatures and open type features to pay attention to, this is more advanced than the fonts I’ve created in the past.” &nbsp; Maharjan has designed this font in three different variations that users can play with. “Writing changes with age. While young, people write better, but with age, it starts to change. Since Durga Lal Shrestha hasn’t been very well lately, his hand shakes when he writes. So, we had to pick the best of his writing from the records,” he adds. “People also tend to write in different styles depending on their mood so we took the best four of every letter and traced and picked one.”&nbsp; Handwriting is deeply intimate and in this day and age of tech, becoming lost.&nbsp; What bothers me about the day of phones is that I no longer know what the writing of those close to me look like. I no longer know how you press the pen between our fingers or how you tilt it against the paper or how you pause to write periods or how the nib makes a perfect tiny orb before you drag it just so, to turn it into a comma. He says it’s important to keep handwriting alive as people become more and more tech-dependent. People are likely to interact even less with letters on paper, but at least we can have fonts, he says.&nbsp; A set of six books by poet Durga Lal Shrestha is set to be launched on 31October. One of them, entitled, Kawa, is typeset in the Durga Lal Shrestha Font. The font will be made available to the general public after the books have been released. In July, I had visited Shrestha, who I also call Durga Lal Taaba, as many Newa people in my generation do. Seated in the quiet of his home, he conversed about literature and language with my father and my uncle. Coming out of Taaba, Newa, which has a utilitarian function for me to communicate with my parents, sounded more like a lyric.&nbsp; I asked him what he thinks about his handwriting being archived as a font. Nepal needs to enact and enforce animal law

This year, the <a href="https://nepalitimes.com/opinion/quo-vadis-un-80-9vthn7mg">United Nations is marking its 80th anniversary</a> and it is being celebrated with special events across the world to commemorate its establishment on 24 October 1945. It has also been 75 years since the first UN adviser, the Swiss geologist Toni Hagen, was sent to Nepal to explore development opportunities. In 1950, there were no roads and Hagen walked on foot across the length and breadth of Nepal’s mountains, valleys and plains. This year also marks the 60th anniversary of the United Nations Development Program (UNDP) in Nepal, and much of Hagen’s work laid the basis for the UN’s involvement in education, health, and connectivity in Nepal’s future development. Despite frequent changes in government and political system, Nepal has made remarkable progress. The poverty rate has gone down by half in the past 30 years to 20.27% of the population. Much of it has to do with remittances from Nepalis working overseas, but it is also a result of the Nepal government’s investment in education, health care and social welfare.&nbsp; There have been special initiatives like the Prime Minister’s Employment Program that have provided jobs to nearly 800,000 people in the country’s 743 municipalities — especially in those areas with lower Human Development Index (HDI) like the far-west and the Tarai.&nbsp; This year’s HDI report by UNDP shows that Nepal’s score had risen to 0.622, whereas it was only 0.404 in 1990. In the past 33 years, the average lifespan of Nepalis has risen by 15.6 years to 70.4 years, whereas it was only 54.8 in 1990. However, the country’s HDI ranking is still 145 among the world’s 193 countries. “Yes, there has been significant improvement in living standards in the past 60 years, road connectivity has improved, the maternal mortality rate has gone down dramatically, almost everyone has phones, there are schools,” says Saru Joshi of the thinktank Nepal Policy Institute. But, she adds: “It is still difficult to get citizenship papers, especially in the name of the mother, and this has excluded many women from banking services, inheritance. After all our progress in physical infrastructure, Nepal now needs to prioritise inclusive social development.”&nbsp; Some of this is also happening. Eighteen years ago, Nabaraj Subedi, 49, of a village in Baglung decided not to join his peers &nbsp;fleeing the Maoist conflict to find work overseas. He invested Rs500,000 to buy a diesel generator and start a small furniture business.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251024071044_eeef308e19a73de507a425b2c6afc47269884549cf4c8fac07ca9a4898c8e031.jpg" data-media-id="editor_1" data-image-id="20251024071044_eeef308e19a73de507a425b2c6afc47269884549cf4c8fac07ca9a4898c8e031" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Nawaraj Subedi"> <figcaption>Nawaraj Subedi, 49, proprietor of Tarakhola Furniture Factory. </figcaption> </figure>  Today, with the installation of the 380 kilowatt small hydroelectric plant, he does not need to depend on his unreliable generator to power his equipment anymore. There is now a road connecting his village, and Subedi has generated local jobs, opened a sales branch in the city, and gets orders from as far away as Pokhara and Chitwan. “My costs have gone down drastically because of the electricity, and sales have gone up because of the road connecting my furniture to markets. My business has expanded,” Subedi says. Back in 1960 in a report he prepared for the Nepal government on behalf of the United Nations, Toni Hagen had emphasised just this: investing in electricity generation and connectivity to uplift the remote rural areas of Nepal.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251024081024_188ab121dc3cf2816ee71a72cb3687493eda37ab99ecc04802d647c8c9b4cd2d.jpg" data-media-id="editor_2" data-image-id="20251024081024_188ab121dc3cf2816ee71a72cb3687493eda37ab99ecc04802d647c8c9b4cd2d" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Tarakhola Furniture Factory"> <figcaption>Subedi's staff at the Tarakhola Furniture Factory.</figcaption> </figure>  Subedi’s furniture factory gets its electricity from the nearby Tarakhola Hydropower, a company set up eight years ago with financial and technical support from UNDP’s Renewable Energy for Rural Livelihood (RERL) project. &nbsp; “The project completely transformed living standards in this village,” says municipality chair Dhan Bahadur BK. “It has helped create jobs locally, there is now money to invest in education and healthcare. Households can pay their electricity fees electronically through smart billing.”&nbsp; After working with the government on rural electrification, UNDP is focussed on using that power for local employment creation. A women’s group, for example, has bought an electric-powered potato processing machine that can produce chips.&nbsp; “We are 12 of us mothers, daughters, daughters-in-law who process, package and market the potato that we grow ourselves, and it has raised our income,” says Sukmaya Roka, 57, who chairs the group.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251024071044_70b22418699178bcdd0abb0aa308796980ecd29634bcda6ff113a7624e709751.jpg" data-media-id="editor_3" data-image-id="20251024071044_70b22418699178bcdd0abb0aa308796980ecd29634bcda6ff113a7624e709751" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Sukamaya Roka"> <figcaption>Sukamaya Roka, 57, chair of Sipa Aalu Chips Utpadan Samuha from Tarakhola Rural Municipality, Baglung. </figcaption> </figure>  Today, 6.1 million households in Nepal (92.2% of total) have electricity in their homes, up from 17.9% 30 years ago. Access to electricity has not just brought lights to homes, but improved everything from productivity, quality of education, healthcare and phone connectivity.&nbsp; “To see what electricity and roads can do, just look at our municipality,” says chair Dhan Bahadur BK, “citizens have become more self-reliant, more aware of the outside world.”&nbsp; NETTLES INTO CASH&nbsp; Just a little bit of training, resource backup and local empowerment can uplift the living standards of Nepalis. The progress made in harvesting abundantly-available allo (nettles) and turning it into household products is an example. When a landslide swept away his home and farm in a flood 40 years ago, Buddhi Purja of Parbat became destitute. But he took part in a government training program supported by UNDP and Australia to harvest the wild nettles that grew on mountain slopes and turn the fabric into bags.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251024071048_56c440c478dffbc13911369b6f4133baf658cc3667773cdb44b7c40e006463ce.jpg" data-media-id="editor_4" data-image-id="20251024071048_56c440c478dffbc13911369b6f4133baf658cc3667773cdb44b7c40e006463ce" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Rhitu Saugat Handicraft"> <figcaption>A worker at Rhitu Saugat Handicraft making a bag out of nettles.</figcaption> </figure>  “After the landslide, we had to go hungry if we did not get a day job,” Purja recalls, “but after this training we have found that we can turn nettles into cash.” His allo bags are now hanging in tourist shops in Pokhara Lakeside and Thamel.&nbsp; The idea that nettles can be processed into useful fabric has not spread across the country, and new ecologically conscious consumers in Europe and elsewhere now import Made in Nepal nettle products.&nbsp; Purja started out with an investment of Rs500,000, and had a Rs20 million business that employed 25 workers. Much of what has worked in Nepal has been at the community level with decentralised projects like these that use the entrepreneurship of people like Buddhi Purja, Navaraj Subedi, and Sukmaya Roka. It is tantalising to imagine how much more progress Nepal would have made if their work could be replicated nationside and upscaled to the state-level.
