<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710128/639058dc9c7e80680e0ce1c2jpeg.jpg" alt="" width="3000" height="1926"/><figcaption>Photo: ANFA</figcaption></figure>Volleyball may be emerging as Nepal’s national game, and cricket may have fans, but football is the most sought-after sport in the country. And in the run-up to the <a href="https://www.nepalitimes.com/banner/cup-of-the-world/" target="_blank" rel="noopener noreferrer">FIFA World Cup in Qatar</a>, there has been a surge of people kicking the ball around on school grounds and community fields across Nepal.Nepali football has <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/nepali-mens-and-womens-football-hasnt-kicked-off,1812" target="_blank" rel="noopener noreferrer">never peaked on the international stage</a>, nor does it have a stable club platform and tournaments nationally. And our chance of making it to the sporting world’s biggest tournament is slim. Some would even say nil. But that does not dull the enthusiasm of Nepalis for the beautiful game.The Rana elite first started playing football in 1921 in the expansive grounds of their palaces. And the credit for introducing the sport to the public goes to Nara Shamsher Rana, who was later president of the All Nepal Football Association (ANFA).ANFA itself was founded in 1951, when a Nepal national team was also formed. Before this, several clubs were formed and they played in domestic tournaments including the Ram Janaki Cup and the Tribhuvan Challenge Shield. In 1963, the national team played its first international away game in what was then East Pakistan at the Aga Khan Gold Cup, now renamed AFC Champions League. By 1970, Nepal was a <a href="http://archive.nepalitimes.com/news.php?id=12078" target="_blank" rel="noopener noreferrer">member of FIFA</a> and two years later joined the Asian Football Confederation (AFC). On 13 October 1972, it made its international debut with a match against China, which it lost 2-6.Since then, Nepalis have lost count of how many more international games the national team lost. But it did win some, and there was relative progress until the turn of the century. Football then went into decline during the conflict years, and has been seeing a comeback in recent years. Nepal’s biggest stadium Dasrath Rangasala built in 1956 has been witness so much of the country’s football history including the tragic death in 1988 of 93 spectators in a stampede during a thunderstorm at a Tribhuvan Challenge Shield match.The national team’s biggest achievement so far is reaching the final at the SAFF championship in 2021 before it lost to India 3-0. It was the winner of the first-ever AFC Solidarity Cup held in 2016 where it defeated Macau 1-0. But perhaps it is best remembered for the <a href="https://www.nepalitimes.com/latest/our-favourite-photos-from-south-asian-games-2019/" target="_blank" rel="noopener noreferrer">2019 South Asian Games</a> held in Kathmandu where Nepal defeated Bhutan2-1 to win the gold for the fourth time (pictured above).  Of the 211 national associations worldwide, Nepal’s FIFA ranking is 175 for men and 103 for <a href="https://www.nepalitimes.com/here-now/female-foeticide-to-football/" target="_blank" rel="noopener noreferrer">women’s teams</a> which says all that needs to be said for the state of the sport in the country.But despite limited resources and training compared to men, the women's football team has shown much potential having made it to the finals of SAFF in 2010, 2012, 2014, 2019 and 2022. It also made it to the finals of the South Asian Games. More importantly, the team moved up 22 places in the FIFA ranking since 2010.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221207101212/639058e09c7e80680e0ce1c3jpeg.jpg" alt="" width="3000" height="2000"><figcaption> </figcaption></figure>The fact that <a href="http://archive.nepalitimes.com/news.php?id=10180" target="_blank" rel="noopener noreferrer">sport was never a political priority</a> even after the insurgency was over meant there was never enough money for the game or exposure for the players which has continued to this day. The budget allocated for the Ministry for Youth and Sports this fiscal year is for building stadiums and sports centres, not necessarily for football.“The government hasn’t announced the budget separately for football, so technically the budget allocated for the sport is zero,” laments Meghraj KC who coaches Nepal’s Under-20 team.Last year, ANFA was allocated Rs856 million but most of it was funded by FIFA which has time and again requested countries to get local financing to develop the game.This has discouraged even national-level footballers from continuing to play, and many have left for greener pastures abroad.Despite the lack of infrastructure and training, Nepali players have shown what they can do given proper encouragement. Most have talent but not enough exposure.So when will Nepal make it to the World Cup? At this rate, not in our lifetime. In fact, I might be one of Messi's biggest fans in the world.Someday, after he retires and when I am convinced that a tattoo will not affect my employment prospects, I am going to ink Messi on my arm. I have even selected a picture which captures a very iconic moment in football history (see pic) when he scored a goal in the very last minute against Real Madrid.He has inspired me through and through. Not just with his sportsmanship and genius on the football field, but as a wholesome, likeable individual.When I applied for this job in the Qatar Police in 2020, it was of course for a better salary than I am getting in Nepal. But a small part of me also relished the possibility of seeing Messi in Qatar during <a href="https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/&amp;source=gmail&amp;ust=1648613052044000&amp;usg=AOvVaw1UZUxHLQMGPT0RGuOayrlK">the FIFA World Cup</a>.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101148/63720f1d9c7e80680e0b7957jpeg.jpg" alt="" width="937" height="421">During one of my flights of fancy, I would picture myself taking a selfie with him. I know that is far-fetched, but just watching him play in one of the stadiums that our Nepali brothers helped build did not seem impossible. You never know, I used to tell myself.A friend with ties to a manpower company approached me and told me about the job openings for Qatar Police. At first, I was not interested because I did not just want to go to the Gulf or Malaysia. I had my sights set on Australia or Canada, where I could also migrate with my wife and children.But the friend convinced me that this was not like any other job in the Gulf. It was with the Qatar Police and I could earn up to Rs300,000 a month with other perks, including a pension. It was of course going to come at a cost. The recruiters wanted Rs1 million.As someone who is familiar with the inner workings of foreign employment, I was aware of two things: not paying the recruiter fee was not an option, and paying too early also carried the risk of losing both the money and the job.Not paying could mean the job could go to someone else, since the craze for this job in particular was very high. And there was the prospect of being cheated by the manpower company.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101148/63720f1f9c7e80680e0b7958jpeg.jpg" alt="" width="521" height="523">So, I made an arrangement with the recruitment agency via my friend that I would only pay once I had the tickets in my hands. Silently, in my mind, I thought I would pay the fee right at the airport before my flight so there would be no room for any hanky-panky.Others who were on the same boat as me did not think the way I did. I do not know if it is because they did not know any better, or because they were scared of losing the offer. But they paid a large portion of the fee the recruiters demanded upfront. They took out loans long before their paperwork was done. This meant that the interest rate was already adding up even before they got the job.When I appeared for my interview, it was evident that the Qatari evaluators liked me instantly. I am pretty well built, and can look strong and athletic, just what they were looking for. As someone who has appeared in multiple interviews in the past, both successfully and otherwise, I have a good knack for sensing when luck is in my favour.This time, I could tell from their nods at my responses, or when I flexed my arm muscles, that I was the kind of candidate they had in mind. They had smiles on their faces as they looked at each other, and spoke with their eyes. My hunch was indeed correct. I was offered the job the same day.This was not something that I had planned all along. My wife and I planned to go overseas together if we were ever to leave, so she started crying even before I got my visa. With the kind of salary that came with this job, I assured her that I would take her and my family with me to Qatar. My wife could also easily get a job there. We are young and active, what was there to lose? A few years and the savings would set us up for life.I completed all required paperwork, including the medical exam. With every successful step, I felt closer to a better future and if I was fortunate, to watch Messi play. Just a glimpse to cheer for him, possibly in one of his last games ever, I would think.But as luck would have it, just when everything was close to completion we found out that the process would not move forward. I was gutted.The fact that people were being charged very high, especially for a police job, <a href="https://www.nepalitimes.com/latest/qatar-police-recruitment-row-hits-nepalis/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/qatar-police-recruitment-row-hits-nepalis/&amp;source=gmail&amp;ust=1648613052044000&amp;usg=AOvVaw3-xw8WfPXCkoDEZBOllQtA">came out in the media</a>. The whole process was then under heavy scrutiny. We were told high level government officials and politicians were involved. The Qataris were also said to be in it. People with insider knowledge including my friend said that up to 40% of what we paid as fee for the jobs were cuts for politicians.The exposure and scrutiny meant the safer route for all crooks involved was to cancel the whole deal. No one really thought of those of us who had already been selected, and how we felt.I am well aware that the manpower company, including my friend, were cheating me. But when it all blew up, it did not solve the problem did it?The solution would have been if I would have got to Qatar as per the fee-visa free-ticket policy, and be currently employed. Forget free-visa free-ticket, even half the market rate in recruiter fee for this job would have helped.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101148/63720f219c7e80680e0b7959jpeg.jpg" alt="" width="1280" height="959"><figcaption></figcaption></figure>I did not get to go. Am I better off here without that job? Surely not. I am earning a tenth of the salary I could have earned in the Qatar Police. In fact, by now I would have already paid back the loans I would have taken to pay the recruitment costs, and started saving.Have you ever wondered why those of us who made it through the process are not out in the streets protesting about the high costs we were being demanded, or how devastated we were when the job order got canceled even after all our paperwork was complete?Because deep inside, we are still hopeful that it will work out. We have not given up the hope that the visas will come. This hope got further strengthened when we heard that Nepal’s new Labour Minister went to Qatar. Perhaps this deadlock will be addressed.I know a few fellow aspirants who have paid the recruitment company a fee for the jobs that never materialised. Asking for all of it back makes them fear that they will lose the offer if it ever does come.Leaving a small portion of the money as a security deposit gives them an assurance, perhaps a false one, that they will be in the priority list if the job offer is ever revived.Sometimes, I feel <a href="https://www.nepalitimes.com/latest/nepal-must-now-send-skilled-workers-to-qatar/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-must-now-send-skilled-workers-to-qatar/&amp;source=gmail&amp;ust=1648613052044000&amp;usg=AOvVaw1EyVMqL0EyK1ss_EuGHaiX">cheated by the state</a> when I think about all that happened. Politicians at the highest level are not just failing in their duty as protectors of us citizens, they are snatching away even the few opportunities from us. Just so they can fulfill their own greed.They are not fixing the high recruitment cost problem, but trying to benefit from it.  Or the Qatari authorities who were allegedly trying to get a cut too. The amount of profit that they lost because of the job cancellation, and because people like me could not go, did not make even the slightest dent in their wealth, but imagine how much we lost.The job orders got cancelled. It was not the cost that got canceled, but the job itself. And who lost? We did. Not those in power. Not the manpower companies. Not Qataris. Just us, who were willing to work hard and do everything it took to improve our lives.Many of us who go through the interviews were former police and army folks.When the recruiters asked for payment in exchange for jobs, we were being cheated. We know that. We are not naive, we weighed our options. Against all odds stacked against us – our poverty, low salaries that make living in Kathmandu challenging — we decided to take the risk. The Rs1 million that the manpower agent, who represented all the powers that be, asked for the job seemed like our only way out.I agreed to pay what was demanded. Only a fool would be willing to pay, if not paying was also an option. I know I deserved the job. The Qataris were impressed with my credentials. The fee I was paying was not to buy myself into a job that I was unqualified for, but simply to get a foothold for an interview to prove my worth.I still have hopes of joining the Qatar Police. The Qatar job mirage

December 18 will also be <a href="https://www.un.org/en/observances/migrants-day" target="_blank" rel="noopener noreferrer">International Migrants Day</a> as well as Qatar’s National Day.For Nepalis, the 2022 World Cup is personal. The eight stadiums in Qatar where the games will be held are built on the blood, sweat and tears of tens of thousands of migrant workers, including from Nepal.“There is lots of excitement here in Doha with the FIFA Arab Cup that is going on,” says Ram, a Nepali construction worker from Dang district who worked on the impressive Lusail Stadium where the finals will be played on 18 December next year. “It seems these structures have come up virtually overnight, it is unbelievable. But I have come to realise it is all about money.”Ram himself makes $274 per month. Although it is a raise from the $206 he earned when he first started four years ago, he had to pay $1,000 to a recruiter in Nepal for the job. There are hundreds of thousands of Nepalis like Ram, the unknown builders of the impressive infrastructure. Lusail Stadium does have a wall full of photographs of some of the workers who helped build the stadium.Read also: <a href="https://www.nepalitimes.com/editorial/the-days-of-international-migration/">The Days of International Migration</a>, EditorialBut Ram and migrants from other countries may have perhaps felt a deeper sense of pride to be associated with the World Cup had they been treated with more dignity, paid on time and in conditions free of <a href="http://archive.nepalitimes.com/article/nation/home-workers-dead,3229" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/nation/home-workers-dead,3229&amp;source=gmail&amp;ust=1639713374238000&amp;usg=AOvVaw0UO_qQXo_rc9m3mSCaKu3r">exploitation and abuse</a>.In an online media briefing on Wednesday organised by Human Rights Watch (HRW), researchers said that although labour laws are relatively better in Qatar, things have not improved on the ground, and there is pushback from construction contractors working on World Cup infrastructure.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1e079c7e80680e0af3eajpeg.jpg" alt="" width="455" height="286">"Qatar's legal framework is better than other countries' in the region, but the conditions on the ground are still bad. If they want to be a role model as they claim, much more needs to be done to protect workers rights," said May Romanos of Amnesty International.Qatar won the bid to host the World Cup a decade ago and has been on a massive construction spree. After <a href="https://www.nepalitimes.com/latest/nepal-welcomes-qatar-labour-reform/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-welcomes-qatar-labour-reform/&amp;source=gmail&amp;ust=1639713374238000&amp;usg=AOvVaw04tX5ly4i4sB_YfYnlcsz5">international media spotlig</a><a href="https://www.nepalitimes.com/latest/nepal-welcomes-qatar-labour-reform/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-welcomes-qatar-labour-reform/&amp;source=gmail&amp;ust=1639713374238000&amp;usg=AOvVaw04tX5ly4i4sB_YfYnlcsz5">ht </a>in 2018 it promised to reform labour conditions, but there are still reports of <a href="https://www.nepalitimes.com/latest/world-cup-stadium-workers-in-qatar-unpaid/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/world-cup-stadium-workers-in-qatar-unpaid/&amp;source=gmail&amp;ust=1639713374238000&amp;usg=AOvVaw271Oj55fgeZRSvzESgOBPb">unpaid wages</a>, high recruitment costs, deplorable living conditions, and death from heat stress.There have been at least 30 deaths of migrant workers at World Cup construction sites, rights group say, 18 of them unexplained. In Kathmandu, the coffins arrived on flights from Doha, and the same planes took more migrant workers to Qatar.‘Died in his sleep’ (सुत्दा सुत्दै मर्यो) has become a colloquial Nepali term and the fatalities were attributed to ‘natural causes’. Mostly, there was nothing natural about them – they were a result of overwork, heat stroke and official apathy.Nepali workers were dying in Qatar, but they were also dying to work in Qatar. And therein was the conundrum. The money they earned building stadiums in Qatar, helped them build homes for their families back in Nepal."At least 70% of the deaths are unexplained which is not acceptable, especially in a country with such an advanced health system,” said Nicholas McGeehan of the rights group FairSquare. “Being a migrant worker in Qatar today is really bad for your health, and can kill you."Rameshwar is from Sarlahi district and works as an electrician in Qatar. He supports a Brazilian football team, works at a labour supply company. Like many other Nepali workers, he is worried that he will be sent home in 2022 before the FIFA games begin.“They mostly want to keep the maintenance workers, and might send everyone else back,” he says on the phone from Doha. “I am worried I will lose my job. How will I provide for my family after I return?”To be sure, Qatar cannot be singled out for blame. The exploitation of workers by unscrupulous recruiters and harassment by officials starts back in Nepal, even before workers leave home.At a time when construction for the World Cup was going full swing in Qatar, the ambassadorial post in Doha was vacant from 2013-17 when migrant abuses, including sudden deaths of Nepali workers, was at its peak and getting worldwide attention.Then, Prime Minister Deuba’s government recalled <a href="https://www.nepalitimes.com/latest/nepal-must-now-send-skilled-workers-to-qatar/" target="_blank" rel="noopener noreferrer">Narad Nath Bharadwaj </a>without naming his replacement, at a time when the need for labour diplomacy in Doha was most critical.And this year, Nepal and Qatar <a href="https://www.nepalitimes.com/latest/qatar-police-recruitment-row-hits-nepalis/)" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/qatar-police-recruitment-row-hits-nepalis/)&amp;source=gmail&amp;ust=1639713374238000&amp;usg=AOvVaw1BlPr22LANN53NlkWnrTNk">bungled a lucrative employment deal</a> to supply the Qatar Police with 200 Nepalis. They would have earned Rs180,000 a month, excluding overtime pay and end-of-service benefits. Unscrupulous authorities and recruiters knew that desperate Nepalis would be willing to pay under the table. But things got so messy that all 200 job orders were cancelled.“Everyone wanted a piece of the pie until there was no pie left at all,” said one activist.Nepal has also failed to fulfil its promise of reintegrating workers who had to return due to the Covid-19 pandemic. Schemes like the <a href="https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/&amp;source=gmail&amp;ust=1639713374238000&amp;usg=AOvVaw1ZBnwLE_9JIp2B10Q7kd7h">Prime Minister's Employment Program</a> introduced with much fanfare have failed to deliver.There are reports that Qatar could be planning to send back many construction workers on extended leaves, including Nepalis, before the games begin in the stadiums and facilities they helped build.“Even if they let me stay, it is not like I could afford the tickets to go watch the games in the stadium,” says Rameshwor. “I will watch it on the TV screen.”There will be many Nepalis in the hospitality sector who will look after players and visitors in Doha during the World Cup, and workers are hopeful that there will be future projects they can engage in.But international rights watchdogs say the world’s attention is going to wane once the games are over and the media glare shifts. They say not a single worker died during construction of stadiums in London for the 2012 Olympics, and there is no reason why Qatar with its resources could not adhere to similar safety standards.“Despite Qatar’s PR offensive and sportswash, there is an urgent need for real and durable reforms because workers continue to suffer <a href="https://www.nepalitimes.com/latest/world-cup-stadium-workers-in-qatar-unpaid/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/world-cup-stadium-workers-in-qatar-unpaid/&amp;source=gmail&amp;ust=1639713374238000&amp;usg=AOvVaw271Oj55fgeZRSvzESgOBPb">wage abuse</a>, employers avoid accountability, complaints are ignored,” said Hiba Zayadin of Human Rights Watch.Meanwhile, back in Nepal, politicians are already in election mode, and will be too preoccupied with their campaigns during 2022 to pay attention to migrant welfare. There are already lofty claims about how in the next five years, if they are elected, they will curb migration and create jobs back home.Most Nepalis have heard all that before, and the trust deficit is so high that out-migration to Qatar and elsewhere seems like the more reliable – and for many, the only – alternative.The government should immediately ensure that Nepal’s embassies in destination countries for migrants are adequately staffed and funded. It could diversify out-migration towards better, higher paying jobs, and use bilateral labour agreements like the one with Qatar that is currently being renewed for better worker protection.

Rights referees blow whistle on World Cup fouls

Photo: KUNDA DIXIT</figcaption></figure>Narad Nath Bharadwaj was till recently Nepal’s ambassador to Qatar, and <a href="https://www.nepalitimes.com/editorial/swapping-ambassadors-midway/" target="_blank" rel="noopener noreferrer">was among envoys recalled</a> by Prime Minister Sher Bahadur Deuba’s governing coalition. At a time when labour diplomacy is critical as overseas recruitment resumes and Qatar gears up for FIFA World Cup in December 2022 in which hundreds of thousands of Nepalis are directly or indirectly involved, the country does not have a new ambassador in Doha. Bharadwaj spoke to Nepali Times about his tenure in the most popular destination for Nepali migrant workers. Excerpts: Nepali Times: Your tenure in Qatar coincided with the blockade of the country and the Covid crisis. What were your observations?Ambassador Bharadwaj: Yes, Qatar had been under blockade by Saudi Arabia, the UAE, Egypt and Bahrain since 2017. Of Qatar’s population of 2.6 million, 2.2 million are migrants, of which 350,000 are Nepalis – in fact, more than the local population. One of my first impressions was how a geographically small and thinly populated country with just one visible revenue source can stand up against such powerful neighbours. The blockade forced Qatar to be self-sufficient and independent, and it increased its global diplomatic outreach, made allies with countries like Iran and Turkey and also prioritised economic sustainability. Unable to produce its own milk, it flew in 5,000 cows, started a dairy called Baladana, which has expanded to become a food company. Baladana is also among the larger recruiters of Nepali workers in Qatar.Then came Covid. Initially, Nepali and other workers went into panic mode. People wanted to rush home. We did not know the trajectory Covid-19 would take, but we had to try to reassure them. Panic would have meant that with our meagre resources the embassy would have been overwhelmed with people seeking shelter and flights home. We had to reassure our workers that we were working closely with the Qatar government and would look after them and arrange repatriation flights if needed. Despite this, companies went bankrupt and started<a href="https://www.nepalitimes.com/latest/nepalis-quarantined-in-qatar/" target="_blank" rel="noopener noreferrer"> laying off workers right and left</a>. Many Nepalis were jobless. This was March and it was getting unbearably hot. Initially we had asked the Qatar government to help provide shelter in Qatar itself since Nepal did not have the infrastructure to manage such a high volume of returnees. Ultimately, we managed 52 repatriation flights for 12,000 Nepalis. As things normalised and regular flights resumed, an additional 28,000 Nepalis left. I believe we managed this process without much chaos as was seen in other countries where stranded workers went on strike.The Qatar government has instituted labour <a href="https://www.nepalitimes.com/latest/nepal-welcomes-qatar-labour-reform/">reforms</a>. Have they actually benefitted <a href="https://www.nepalitimes.com/here-now/in-the-minds-of-nepals-migrant-workers/" target="_blank" rel="noopener noreferrer">migrant workers</a>? We were insistent about the need for higher minimum wages which they agreed in principle, but it took time for implementation. The basic minimum wage has been raised to 1000 Riyal, along with 300 Riyal for food and 500 Riyal for accommodation. Compared to other Gulf countries, wages and labour laws are relatively better.Initially, the government removed the NOC (no-objection certificate) requirement and made it easy for workers to change jobs legally. But so many workers changed jobs that employers like large construction companies objected. The government then required resignation letters which employers were not always willing to provide, and so many Nepalis sought help from the embassy. Though far-sighted, the removal of NOC was not effectively implemented. Employers have influence and can pressure the government, but are also under pressure to complete projects for<a href="https://www.nepalitimes.com/here-now/fifa-a-chance-to-improve-welfare-of-nepali-workers-in-qatar/" target="_blank" rel="noopener noreferrer"> the FIFA World Cup</a>.Are there going to be job openings in the service sector during FIFA? Will they be short-term? What can Nepal do to ensure workers have well-paying jobs after the World Cup? Yes, I have raised this issue numerous times in the past. The attestation process of the embassy to approve job demand requests makes it mandatory for the duration of employment contract to be two years but hiring during FIFA will be for short term work. Outside FIFA, there are also other short term, lucrative opportunities for workers, and Nepal’s Labour Ministry can change its policy to facilitate high-paying short-term work with zero cost fees. Workers on short-term work for low salaries will be at risk because recruiters can further game the system and leave them stranded and debt-burdened. This needs to be done very carefully.Infrastructure development was the biggest priority in Qatar till now, but the nature of hiring will likely shift to more skilled workers in maintenance and other technical jobs. There are only 600 Nepali engineers, 40-50 medical doctors and a few nurses. We should now prepare to send skilled workers. Nepalis have a good reputation in the <a href="https://www.nepalitimes.com/latest/world-cup-stadium-workers-in-qatar-unpaid/" target="_blank" rel="noopener noreferrer">service and hospitality sectors</a>, so there will be opportunities there too. We should really focus on language skills so Nepali workers are not shortchanged abroad.The 2005 Labour Agreement between Qatar and Nepal is being revised. What do you think it should include to benefit Nepali migrants? Periodic revision of minimum wages as per inflation and living expenses need to be prioritised. We need to be more proactive and have regular dialogue to facilitate investment in technical training institutes in Nepal which the Qataris are open about. Qatari employers also want to be directly involved in the recruitment of workers so we need to think about facilitating that to address malpractices in recruitment, especially to make sure workers do not have to take big loans. Qatar has a nationalisation policy to gradually reduce over-reliance on the expat population, and it wants to become self-sufficient in sectors like agriculture. With careful planning, we can be the source of such manpower and design technical training programs accordingly that will also help Nepal. It is up to us to be strategic and proactive about skills and language training programs.There are reports that Qatar will send back migrant workers before the FIFA games?The Qatari authorities had shared with us that new recruitment will be restricted temporarily in the runup for FIFA. But they had not said anything about repatriating workers. Qatar is expecting about 2 million fans, players and delegations and they have invested massively in additional accommodation, but even then it may not be enough. Larger employers will not lay off or deport workers, but there has to be paid or half-paid leaves for those sent back. Migrant workers are indispensable and employers will again need them after the games. Qatar is planning for a post-petroleum era, and has projects planned that requires migrant workers even after the World Cup.How are Nepalis perceived in Qatar, and how can Nepal build on bilateral ties?In my meetings with Qatari authorities including the Emir, they have always been very appreciative about Nepalis, and have consistently expressed their gratitude for their contribution towards Qatar’s development a reality. In Qatar and the Gulf region, the authorities are more focused on top level dialogue and relationships and not procedural details as part of their diplomatic outreach, whereas we Nepalis are too entangled on procedure and view day to day activities of embassies as sufficient for diplomacy. Relationship building relies on dialogue and goodwill exchange between the top leadership of the two countries and high-level country visits. We do not prioritise this enough.

Nepal must now send skilled workers to Qatar

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107121144/6368ef8a9c7e80680e035986jpeg.jpg" alt="" width="1000" height="667"/>In the past month, there have been several opportunities for local communities to meet their elected local representatives to hold dialogues – providing a glimmer of hope for Nepal and our development aspirations.The first was a gathering of all youth volunteers of Ward 16 from Patan, and the second was a hearing of the residents of Handigaon, the ancient neighbourhood of Kathmandu that dates back to the Lichhavi period nearly 1,000 years ago. In Biratnagar, all elected representatives of Province 1came together to discuss pressing problems that federalism needed to resolve.As expected, a portion of the time in each of these gatherings was spent on  venting frustration, and playing the blame game. The people who were in power once and are now out of it, were naturally the ones who were most critical and eloquent. The ones in office, minced their words and made excuses for inaction. That aside, the proceedings provided rare insight into the current state of governance in Nepal.The representation of the public and their elected representatives was notable because it is the partnership that can finally break the stalemate that has frustrated us in Nepal for so long. NGOs and civil society groups have tried to fill the space left by poor governance for the past three decades.A few minutes into each gathering, it was immediately evident that there is a  trust deficit and that is where the real investment will be needed in the short term.The general feeling is that politicians are there to take people for a ride, and despite last year’s elections, are not really accountable to anyone. They still used goons to extract and win infrastructure contracts, while the tax payer waits for promises that are never kept. It would do well, therefore, to identify and deliver some ‘low hanging fruit’ in each constituency with the sole goal of just building trust for now.The consultations also exposed that there is not yet a constructive opposition. Nepalis have understood the word ‘opposition’ to mean oppose for the sake of opposing. Instead, it would be much better if they took a stand to say: “We are watching, we shall share and keep the people informed, we shall make sure there is no corruption on the procurement process.”It may take many more years before this cultural shift actually happens even though Nepal urgently needs oversight at all levels. The people’s aspirations  have risen. Nepalis today see the whole world through travel, study trips, work and the social media. They know what world class sports facilities mean by simply watching the <a href="https://www.nepalitimes.com/here-now/nepal-in-the-grip-of-world-cup-fever/" target="_blank" rel="noopener">World Cup</a>.They know about trains and airports while working abroad. They know about rules and laws and enforcement because they have paid the price of not abiding by them in a foreign land. There is little room for elected office holders to distract people from their aspirations. The people know what they want, and how to get it.The consultations also made it clear that everyone needs to learn and master new skills to move this country forward. Many still believe, thanks to donors, INGOs and development partners, that trainings are only effective if they happen in exotic foreign lands. Nepal has the infrastructure and the capacity to conduct it's own training here for politicians, administrators and stakeholders. And we may not need expensive foreign consultants as trainers, we have enough Nepalis who are more familiar with the country’s problems and its solutions.The most positive aspect of the consultations was that people are more than willing to meet their political leadership half way. Respect them, build trust, ask nicely and people will do their part. Most Nepalis want to join the global community as equals.In the Patan meeting, participants said there is enough work in the city, no one need to go abroad. At Handigaon, conservation of the ancient Lichhavi was seen as a path to prosperity through tourism. In Biratnagar, Province 1 is determined to be the number one province. Skyworth World Cup offer

In the black and white photograph, General Wangdu smiles broadly in front of the dusty cactus garden in Kathmandu’s Annapurna Hotel. With an ill-fitting jacket and shaggy hair he looks benign enough, but this was the last leader of the Tibetan freedom fighters who led the resistance against the Chinese from their remote mountain hideouts in <a href="https://nepalitimes.com/here-now/comings-and-goings-in-mustang">Mustang</a>. Five months later, Wangdu was dead. Snapped in March 1974, I had only recently arrived in Nepal. How did I meet this legendary fighter? Possibly with his devoted camp follower, Lynne Klapecki, and probably in the Om Restaurant near Freak Street which was the preferred <a href="https://nepalitimes.com/banner/hippie-trail-nostalgia-in-kathmandu">hippie hang-out</a>. Om Lobsang and his brother Yeshe were <a href="https://archive.nepalitimes.com/page/earthquake-brings-back-memories-of-camps-for-tibetan-refugees">refugees from East Tibet </a>whose cafe offered a friendly welcome and<a href="https://nepalitimes.com/multimedia/momo-loco"> the best momos</a> - they became my in-laws after I married their eldest brother Tenzin, but that was a decade later.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025052403054_4573b34282b0f5395c007243d6bef12c7ba76bfd520419e994cdcea048d795a1.jpg" data-media-id="editor_4" data-image-id="2025052403054_4573b34282b0f5395c007243d6bef12c7ba76bfd520419e994cdcea048d795a1" data-rendition-name="original" width="1000" height="1583" loading="lazy" alt="The last days of the Khampa NT"> <figcaption>Photo: LISA CHOEGYAL</figcaption> </figure>  Wangdu’s English was enthusiastically rudimentary, but even riding around town with him on the back of an aging <a href="https://nepalitimes.com/here-now/kathmandu-s-new-motorbike-museum">motorbike</a>, he was a commanding presence. Always flanked by armed outriders, impressive scars marked his forearms and a pistol hung from the cord around his neck. A charismatic guerrilla leader, Wangdu was celebrated by his followers for his tough commitment and respected for his measured pragmatism. He seemed so young to have shouldered such a responsibility of command, leading hundreds of hardened <a href="https://archive.nepalitimes.com/article/nation/50-years-after-the%20raid-into-Tibet,1012#google_vignette">Khampa combatants </a>through what had been a particularly <a href="https://nepalitimes.com/news/heavy-snowfall-over-nepal-himalaya">brutal winter in Mustang</a>, the last bastion to hold out against the Chinese invasion of their Tibetan homeland.&nbsp; The freedom fighters of Tibet, known as the Chushi-Gangdruk, had emerged to resist the <a href="https://nepalitimes.com/editorial/territorialism">Chinese takeover</a> of Tibet during the 1950s. Estimated to be 80,000-strong at the time of <a href="https://nepalitimes.com/here-now/what-or-who-after-the-dalai-lama">the Dalai Lama</a>’s final escape to India in 1959, the sheer number of Chinese deployed into Tibet eventually forced the Chushi-Gangdruk to retreat to Mustang, From this high Himalayan stronghold, they continued cross-border raids on the Chinese People’s Liberation Army (PLA) throughout the 1960s.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025052403054_8a4a935ba25ae79dc3a63bb5c14626927020e5ec098093c45ccb9a5982e009fd.jpg" data-media-id="editor_10" data-image-id="2025052403054_8a4a935ba25ae79dc3a63bb5c14626927020e5ec098093c45ccb9a5982e009fd" data-rendition-name="original" width="1114" height="676" loading="lazy" alt="The last days of the Khampa NT"> <figcaption>Guerrillas known as the Chushi-Gangdruk emerged to resist the Chinese annexation of Tibet during the 1950s. Sipping sweet tea from a blue mug with a chipped lid, I sat bemused in a corner of the Mustang Hotel room whilst Wangdu and his cohorts received a battered brown suitcase from their CIA connection, a tousle-haired American in a leather jacket. Heaved onto the dingy bedspread that covered the thin mattress, it was clicked open to reveal piles of neatly stacked dollar bills.&nbsp; I cannot think why Wangdu allowed me to witness this handover but I was clearly no threat, a newly arrived world traveller with no understanding of the stakes nor any Nepali or <a href="https://nepalitimes.com/multimedia/tibetan-music-in-nepals-sacred-valley">Tibetan language</a>. Despite armed guards in the corridor,Wangdu radiated confidence and bravado, and there was a practiced familiarity to the tense transaction. This deadly dance for many years had been funded by the Americans, tolerated by <a href="https://nepalitimes.com/here-now/the-kingdom-within-a-republic">Mustang’s residents</a>, and permitted by King Mahendra and the Nepali authorities who it suited to turn a blind eye.&nbsp; But Mahendra died in 1972, and times were changing. Richard Nixon’s ping-pong diplomacy thawed the cold war and signalled a fresh entente with China. Nepal’s yet-to-be-crowned <a href="https://nepalitimes.com/here-now/if-birendra-was-alive-nepal-could-still-be-a-monarchy">King Birendra </a>was under pressure to curb the irritating incursions against the PLA launched from the Nepali territory of Mustang. Photo courtesy: RAJRNDRA KUNWAR</figcaption> </figure>  While I naively rode pillion around Kathmandu in the spring sunshine, Wangdu was in the midst of what turned out to be his final round of negotiations with the Nepal government. Refusing to cease hostilities with the Chinese, Wangdu must have suspected the cost of his decision, making his cheerful smile in the photograph all the more poignant and brave. It was only much later that I appreciated the significance of the moment. Wangdu had been sent to replace the first resistance leader in Mustang, Baba Gen Yeshe, a much derided corrupt character who stole money meant for his troops and exploited fleeing refugees by seizing their treasures. Baba Gen Yeshe never forgave Wangdu,and sought revenge in May 1974 by betraying him and his commanders to the Nepal authorities. It is equally possible – during that last, <a href="https://nepalitimes.com/multimedia/the-human-cost-of-nepal-s-yarsa-gold-rush?fbclid=IwZXh0bgNhZW0CMTEAAR31-Cqw8oyIwMPzf_35e4Skr0ululJvLf3_vDkzHn-AYG2h8uPw2rqqErg_aem_tGVn5coY1-jA7fze_xqhew">desolate winter </a>– that he made the decision to go out in glory rather than admit defeat. Over the last fifteen years, Wangdu had experienced Tibet’s organized resistance being squeezed and shoved around by every conceivable outside force.&nbsp; First they had been pushed out of their own country by the PLA; then they had been refused sanction while on <a href="https://nepalitimes.com/opinion/borderlines/nepal-india-trans-boundary-bonds?fbclid=IwAR0PpJ5zUEbwdug3g_U3ar6FUugngRY0S8Tl2v_7wqzrsHmXWcXsKjvL4t4">Indian soil</a>; then they were abandoned by the Americans because, apparently, Nixon wanted to make friends with Wangdu’s mortal enemies, the communists; then they had been betrayed by the vampiric Baba Gen Yeshe – a Tibetan and, even worse, a fellow Khampa; and now, finally Wangdu’s army was being evicted by the Nepalis. One thing was certain: Wangdu was a warrior. Wangdu and six of his exhausted party were killed on their horses by <a href="https://archive.nepalitimes.com/news.php?id=7270">the Royal Nepal Army</a> on the brink of escape. The officer in charge, Aditya SJB Rana, cleverly predicted their route into India after they failed to silence a police radio in Yari. A carefully laid ambush trapped them near the summit of the Tinker Pass in Darchula,at 5,000 meters the highest military operation of its time. Starting 17 September Turkish Airlines will fly daily to Seville, one of Spain’s major tourist draws. This is Turkish’s sixth destination in Spain after Madrid, Barcelona, Valencia, Malaga, and Bilbao. Seville is in the Andalusia region on Spain’s south coast with a rich Moor history. There are approximately 30,000 Nepalis living in Spain.&nbsp;

Fenerbahçe Beko won the Turkish Airlines EuroLeague finals in Abu Dhabi, held 23-25 May, defeating Monaco 81-70 in the final. Olympiacos, who defeated Panathinaikos 97-93, finished the series in third place. The Most Valuable Player (MVP) of the final match, Nigel Hayes-Davis from Fenerbahçe Beko, received a prize of 1,000,000 Miles&amp;Smiles from Turkish Airlines’ Chief Commercial Officer Ahmet Olmuştur. The carrier has been the title sponsor of the Turkish Airlines EuroLeague, a top tier tournament, since 2010.

The newly-formed Himalayan Art Council is set to launch Nepal’s National Art Protection Platform that seeks to preserve <a href="https://nepalitimes.com/banner/the-history-of-heritage">Nepal’s unique cultural heritage </a>using<a href="https://nepalitimes.com/here-now/artificial-censorship"> AI-powered tools</a>. The Council seeks to safeguard <a href="https://nepalitimes.com/banner/nepali-art-going-places">Nepali art works</a> from neglect, theft and counterfeiting as well as preserve existing artwork and celebrate living masters by giving them a cultural space to continue the <a href="https://nepalitimes.com/banner/sacred-survival">sacred art traditions</a>. "We are introducing a new digital platform designed to preserve, verify and elevate <a href="https://nepalitimes.com/banner/nepals-new-generation-of-alternative-artists">Nepal’s art for generations to come,</a>” says a statement from the Council, adding that the digital platform will use AI told for authentication and blockchain to keep track of works of art. Artists can now be protected by <a href="https://nepalitimes.com/multimedia/ayo-ai?fbclid=IwAR1uwmTVq4gUB70ljfRezjzukD9ArWXPuMnUikopeQ8PoiZMjicToPSwhKE&amp;=1">AI tools</a> that detect forgeries, identify their work even when unsigned, and ensure they receive proper recognition and credit. The archives will be searchable with translated inscription and interactive guides. Says curator Meena Lama: “AI and blockchains are tools that give us the power to detect fakes and identify unsigned paintings and track every piece. This curated collection is a living tribute to <a href="https://nepalitimes.com/here-now/when-yaks-go-so-does-culture">Himalayan culture</a> with economic depictions of deities, mandala and sacred narratives.
