The BRK (Balen-Rabi-Kulman) merger this week signified a generational shift in politics in the new year, but whether it will lead to a change in culture of patronage-driven strongman politics is looking doubtful.
Two 7-point deals this week brought together Energy Minister Kulman Ghising’s UNP and Rabi Lamichhane’s RSP, with Lamichhane remaining chair, and Ghising joining DP Aryal and Swarnim Wagle as the party's vice-chair. And Kathmandu mayor Balen Shah has been promised prime ministership if the party wins a majority in the federal elections under the RSP banner. So far so good.&nbsp;
The merger was possible because the three men shared a common agenda to represent GenZ aspirations and the necessity of not splitting the vote in facing the vast organisational structure of the legacy parties.&nbsp;
“It is too early to predict whether or not the three new leaders can address the challenges of the nation,” notes editor and political analyst Rajendra Dahal. “They have yet to prove how capable they are.”
All three are ambitious politicians with wide following on digital platforms, and combined they represent a significant challenge to the new by the old in 2026 and beyond.&nbsp;
But are they really new? Political scientist Sucheta Pyakuryal does not think so: “What we are seeing is that the same political course is being charted by new political players, who are neck-deep in Machiavellian power-mongering and political horse trading, under the guise of bringing the alternative forces under one umbrella.”
Lamichhane, recently released on bail from jail for defrauding cooperative depositers and under scrutiny for breaking out of jail during the September protests, has put his own prime ministerial aspiration on hold to hitch his wagon to the popular Kathmandu mayor. For Balen Shah, the prospect of leading not just Kathmandu but Nepal itself appears to have been the deciding factor in agreeing to the deal.
News of the BRK alliance was initially greeted as a welcome generational change in politics that could finally break the decades-long Oli-Deuba-Dahal triumvirate. But there have been misgivings among some who see Balen-Rabi-Kulman already dividing up the spoils of their September movement, even from youth activists who had initially put their weight behind this partnership.
Then the RSP’s candidate list this week set off a digital firestorm. The proportional representation (PR) provision in the election designed to ensure inclusion of women and excluded groups, instead had celebrities, entrepreneurs, athletes, and performing artists. The party did conduct a primary to finalise its list, but it was heavily criticised for arbitrary ranking of public figures and ‘nepobabies’.&nbsp;
To be sure, there were activists and GenZ members also on the list, but it is dominated by names from Lamichhane’s Chitwan constituency and reflects the accommodation candidates fielded by Shah and Ghising’s camps at the last minute. Uttam Bahadur Gurung and Bijay Jairu, who got the highest votes for indigenous male and Dalit male categories in the RSP primary, are missing from the list.&nbsp;
PLUTOCRATIC
Pushpa Kumari Chaudhary and Khastar Hussain, who got the most votes for the Tharu women and Muslim men cluster respectively did not make it either. Former Kathmandu mayor candidate Ranju Darshana, despite securing the highest number of votes for the Khasa Arya women, appears 10th under the category on the list.
"RSP’s PR list that is supposedly churned out through a primary election, was a hogwash," says Pyakuryal. "The party leadership holds 50% of the decision-making power. Ranju Darshana was denied space despite overwhelming votes. They have completely turned the concept of primary elections on its head."&nbsp;
No party, neither old or new, appears to have heeded the GenZ movement’s rejection of cronyism, nepotism and patronage. There have been scathing comments on social media as well as mainstream newspaper cartoons lampooning the selection.
“Under the cover of diversity and inclusion; they have onboarded Nepal’s rich and powerful elites – the 1%-- when the PR system was designed to onboard those in the periphery whose inclusion and representation retain the democratic essence of this republic," says Pyakuryal&nbsp;
Even so, and despite being a three-way marriage of convenience, the BRK alliance is now set to challenge legacy parties. Lamichhane needs backing from Shah’s followers and on Ghising’s public goodwill, while Shah and Ghising both require a political platform.&nbsp;
But they will also carry each other’s baggage. The shadow of the cooperatives scam and jailbreak hang over Lamichhane, Shah is known to be impulsive and erratic especially on social media, while Ghising did some iffy dealings while minister and head of Nepal Electricity Authority (NEA). If the RSP is able to secure a majority, the alliance could break apart because of the three egos just as what happened to the Oli-Deuba-Dahal trio in the past.&nbsp;
Shah and Lamichhane have much in common. Both campaigned on social media, pushing a populist anti-corruption agenda and against the governance failure of the three establishment parties — the same logic that drove the GenZ protests in September that escalated into violence and brought down the UML-NC coalition.
As former tv anchor, Lamichhane championed the underdog and has a considerable following. Balen Shah’s direct, no-holds-barred style of communication and commentary has made him popular, especially among digital natives. Ghising is credited with ending Nepal’s prolonged power cuts when he headed the Nepal Electricity Authority NEA, and is regarded as a do-er.&nbsp;
Lamichhane has let go of his ambition to offer prime ministership to Shah. Ghising had given up leadership of his newly-formed UNP. All three will have significant pull with the 837,094 young and first-time voters in March.&nbsp;
The legacy parties are now galvanised for elections because of the Rabi-Balen-Kulman partnership, and contemplate an electoral alliance. They are relying on traditional vote banks among the rural electorate, and hoping against hope for internal rifts within the BRK alliance before polls.&nbsp;
Ironically, Oli in the UML, Deuba in the NC and Dahal in the NCP all distrust rivals within their own parties more than each other. The NC’s list has some new faces, but is dominated by former ministers, family members, including the children of current and former presidents, as well as spouses of former NC ministers. The &nbsp;Nepali Communist Party has also incorporated new names for its list.&nbsp;
The UML has attempted to include younger candidates from a wider demographic this time, but the list includes many Oli loyalists.&nbsp;
Concludes Pyakuryal: “What is worrisome is the old parties’ corrupt syndicates and new parties’ lack of principled politics and strong ideological bases that can explain their political vision and mission to the voters. Even more disturbing is the rise of strongman politics and their overt reliance on those who already have money, clout and power. The template remains, only the actors have changed.”

In math, if only two out of three variables can be together, its permutation can have only three values. The Communist Party of Nepal (Maoist-Centre) and the Communist Party of Nepal (Unified Marxist-Leninist) have teamed up three times since 2017, the last time just four months ago. The Maoists and the Nepali Congress (NC) also got hitched three times.&nbsp; But this is the first time in seven years that the third combination of a NC-UML coalition is being tired out. It was Pushpa Kamal Dahal of the Maoists who, despite being the leader of a much smaller party by a long margin, used his swing vote to take turns hitching up with Sher Bahadur Deuba (NC) and K P Oli (UML). Now, Deuba and Oli have jilted Dahal.&nbsp; Together, the NC and UML have a majority in Parliament to form a new government, but Prime Minister Dahal is refusing to go, saying he will only do so after facing a confidence vote within a month. It is foregone conclusion that Oli will be prime minister for the fourth time, and (if he keeps his promise) hand over to Deuba who will head the government for the sixth time till the next elections in 2027. “The Prime Minister seems to have been taken aback by how suddenly these developments happened,” says political analyst Hari Sharma. “But seeking a confidence vote is a more dignified way for him to go.” Constitutional amendments need a two-thirds majority in both Houses. While the NC and UML have the numbers in the Lower House through support from smaller parties, it will not be possible to obtain a two-thirds majority in the National Assembly without support from the Maoist Center. Sharma adds, “These two parties have come together as a matter of convenience, not principle. A constitutional amendment is only a political cover to justify the alliance.” The NC and the UML say they want to scrap provisions in the 2015 Constitution that gave excluded groups a presence in the legislature through Proportional Representation, saying it led to frequent coalition changes and instability. They have also hinted at doing away with federalism and secularism.&nbsp; “One of the most important parts of the Constitution are inclusivity and proportional representation,” says Sharma. “To see it as a problem that needs a constitutional amendment will be regressive. It would have been more credible if the NC-UML alliance had gone for political or governance reform.” Oli and Deuba tried to give an ideological veneer of the need for constitutional amendment to their secretive midnight pact, but some say it was in essence a joint power grab to offset imminent investigations into scandals that both their top leaders are implicated in: the NC in the fake refugee scam, and the UML in a land grab of a state-owned tea estate in Jhapa.&nbsp; For now, the main priority of the NC-UML is power sharing. The NC is wresting the all-important Home Ministry from the RSP’s Rabi Lamichhane which has been investigating the fake refugee and tea estate scams. Lamichhane himself is being investigated for misappropriating funds from co-operatives. The UML is to get nine ministries, including Finance. Oli had been unhappy with what he called a “Maoist budget” saying there had been no consultation with coalition partners. But the straw that broke the camel’s back was the inability of Dahal and Oli to agree on the lucrative appointment of the head of the Securities Board of Nepal (Sebon).&nbsp; The two parties have also decided to divide up provincial governments with three each, except Madhes Province. There is a geopolitical dimension with China openly backing unity among Communist parties, while India and the West want to thwart a UML-Maoist government. On Wednesday, UML ministers resigned en masse, after the party had urged Prime Minister Dahal to clear the way for a new government. Indeed, despite being the first and second largest parties, the NC and UML have been playing mostly supporting roles in alliances with the much smaller Maoist-Centre.&nbsp; Consecutive governments led by Deuba, Oli and Dahal have failed to stimulate the economy, curb inflation, create jobs, or commit to transitional justice. Corruption became endemic during their tenures. Lately, Deuba and Oli were increasingly spooked by Lamichhane’s corruption probes. Bechan Jha, who was arrested last week for involvement in the fake refugee scandal, reportedly had connections right to the top echelons of the NC. And UML leaders were getting anxious about investigations into the tea estate scam. Nepal’s cyberphere is bristling with speculation that investigations to both scandals will now be sidelined. They want to amend the Constitution so that smaller populist parties do not have a strong presence in Parliament through proportional representation. In the midst of all this, the RSP suspended General Secretary Mukul Dhakal for his scathing internal report critical of Lamichhane putting his political ambition above the interest of the party. The losers in the fast-paced political developments this week appear to be Dahal and the Maoists, Lamichhane and the RSP and Madhav Nepal of the Unified Socialists. However, in the public’s eye, all three mainstream parties are the same, and citizens do not have faith in the new NC-UML alliance improving their living conditions.

Rapid fire governments in Nepal

At the stroke of the midnight hour, and with the stroke of a pen, Nepal’s government has changed for the third time in a year.
Prime Minister Pushpa Kamal Dahal of the Maoist Centre is out of a job after his coalition partner the Communist Party of Nepal (UML) joined hands with the Nepali Congress (NC) to form a new government.&nbsp;
The NC had previously ditched the UML to join up with the Maoists, and the UML had again defected to join the Maoist-led coalition earlier this year.
According to the deal that will be endorsed by both parties on Tuesday, K P Oli of the UML and Sher Bahadur Deuba of the NC will take turns being prime minister for 18 months each till the next election in 2027.
This will be 73-year-old Oli’s fourth time as prime minister, while Deuba, 78, who first became prime minister 30 years ago, will head the government for the sixth time.
Although Oli and Deuba say they want to form a national consensus government, it is not clear if Dahal will agree to bring his Maoist party into the new coalition. The NC is the largest party in Parliament, while the UML is second strongest, and the Maoists are a distant third.
Prime Minister Dahal will now have to prove his majority in Parliament within a month, but he could also resign after which President Ram Chandra Poudel will officially ask the biggest two parties to form a government.
Oli will then become prime minister for the fourth time, although the third time he was prime minister in 2021, he was in office for just one week when the Supreme Court overturned his decision to dissolve Parliament.
NC and UML leaders have said a new national government is necessary because of the need for a majority in the House to pass amendments to the constitutions to possibly dilute provisions for proportional representation in the legislature, which they say has led to instability and frequent changes in government.
However, the UML, NC and to a lesser extent the Maoists appear to be worried about the rise of populist parties and leaders in the last elections cashing in on the popular disillusionment among Nepalis with the three established parties who have ruled Nepal continuously for nearly two decades.
But the two leaders seem not to have realised that it is precisely this kind of political promiscuity that has led to frequent reshuffling of coalitions between the three main parties.
The NC and UML could also be acting to preempt possible investigations into scandals that their leaderships have been implicated in. Top NC leaders have been named in the fake refugee scandal, and the UML has been tainted by allegations of huge land grab of a former government-owned tea estate in Jhapa district.
By being in government, both parties could sideline investigations into scams that their top leaders are allegedly involved in. As per details of the Deuba-Oli nocturnal deal leaked to the press, the NC will get 10 ministries including the powerful Home Ministry and the UML will have nine including the finance portfolio.&nbsp;
The fate of the fourth party in Parliament, the RSP, and its controversial Home Minister Rabi Lamichhane is also unclear at this stage. The RSP is in the present Dahal-led coalition and Lamichhane had bargained as a party with swing votes to insist on having the home minister’s post which he has used in the past year to deflect investigations into his citizenship and cooperatives scandals.
Dahal appears to have had wind of the Deuba-Oli rapprochement and had tried to convince the two leaders that they could join the coalition he led as prime minister. Till Monday, Dahal was trying to prevent a possible NC-UML alliance, giving speeches calling for a unity of left parties.
There could be a geopolitical angle to this, since the Chinese have openly said they favour Nepal’s Communist parties to unite. And because of this, India and the West have worked behind the scenes to prevent left-wing unity.
The UML-NC ‘coup’ would prevent the UML and the Maoists from being in the same government.
There is uncertainty about the abrupt recall of eight NC-appointed ambassadors last month by the UML-Maoist coalition. Now that the NC is back in power, will some of them be reinstated?
Another uncertainty surrounds the seven provincial governments which have risen and fallen in the past year, mostly in relation to which coalition is in power in Kathmandu. The NC-UML deal is also said to include a proportional distribution of provincial governments, even though that goes completely against the spirit of federalism and political devolution as enshrined in the Constitution.

Nepal government changes again

The two by-elections in Ilam-2 and Bajhang were in effect public opinion polls on the people’s political preferences. Of the people who cast their ballots in the two districts, 40% voted for the UML, while over 30% voted for the Nepali Congress (NC). The Maoist-Centre was nowhere in the picture. The RSP's bubble seems to have burst. The Hindu monarchist RPP was wiped out. If this was a mini-referendum, the results were clear: the legacy parties are still strong, voters rejected both identity politics as well as a return to monarchy and a Hindu state. But it is the sad fate of the Maoists in Bajhang, whose leader is the current Prime Minister, that is most remarkable. Voter turnout was almost 60% in Ilam and 49% in Bajhang, probably more a reflection of anti-establishment absentee voters than a lack of interest in the elections. Traditional vote banks, electoral alliances and ethnic-caste identity played a part. In Ilam-2, UML candidate Suhang Nembang won the seat held by his father Subhas Chandra Nembang, who died last September. He received 27,772 votes, while Dambar Bahadur Khadka of the NC got 21, 942. Independent candidate Dakendra Singh Limbu, who ran an identity-based campaign representing Ilam’s indigenous communities, came third with 11,457 votes. The fact that a candidate with no party affiliation championing the Kirat cause got so many votes shows identity politics is a potent force in Kosi Province. The RSP, which branded itself as an anti-legacy party, fell short of its own expectations. Candidate Milan Limbu received only 5,050 votes to finish fourth in Ilam-2. RSP’s popularity seems to be focused on a few of its personalities, but scandals involving Home Minister Rabi Lamichhane undermined support. Both by-elections showed negligible support for a return to Hindu monarchy. The RPP’s Laxmi Gurung received just 404 votes in Ilam-2, and the party’s candidate in Bajhang got only 242. In the Bajhang 1(A) provincial assembly by-election, UML candidate Daman Bahadur Bhandari defeated his closest rival Abhishek Bahadur Singh of the NC by less than 300 votes. Abhishek Bahadur Singh is the son of Prithvi Bahadur Singh, Sudurpaschim Province’s Home Minister who died in a car accident last June. Bhandari received 11,613 votes, while Singh obtained 11,346. Meanwhile, Maoist Centre candidate Janak Bahadur Budha got just 3,831 votes and Dil Bahadur Singh of the Unified Socialist got 2,514 votes.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240502090544_ed8785bc8dbfa3641e072653962143172e58aff17afb8cc9cbb43a6d94b5d1c6.jpg" data-media-id="editor_0" data-image-id="20240502090544_ed8785bc8dbfa3641e072653962143172e58aff17afb8cc9cbb43a6d94b5d1c6" data-rendition-name="original" width="1284" height="657" loading="lazy" alt="Nepal by-election 2024"></figure>  Bhandari’s win has increased the number of UML MPs in the Sudurpaschim parliament by one but has not made a fundamental difference in the provincial government, where the NC still has a majority. In early March, the Maoist Centre broke from its alliance with the NC to once again join hands with the UML in a new coalition. Krishna Pokharel, a professor of political science, says that the new coalition was crucial to the election. “Nepali Congress lost a seat in Bajhang that it had won by a margin of more than 3,000 votes in 2022,” notes Pokharel, “This makes it clear that the NC’s win in 2022 was due to its alliance with the Maoists and the Unified Socialists, and that it is otherwise not the preferred party in the constituency.” In Ilam, Khadka of the NC had previously also run against Subhas Nembang during the 2022 elections in alliance with the Maoists and other parties. He lost that time by just 114 votes. This time, since the NC contested the election alone, the difference of votes was more than five thousand. Alliance with the Maoists has turned out to be crucial to both NC and UML during the election. “The UML must understand that the performance of the party during the election depends upon whether or not it is part of a coalition,” says Pokharel. There is soul searching within the NC about the line taken by party dissidents including Gagan Thapa to go it alone. The Maoists still command the swing votes. Political scientist Krishna Khanal says that the wins of the UML in both districts show that voters have accepted the latest Maoist-UML coalition: “The results show that the majority of voters are still with old, established parties.” While these polls were important to the parties to gauge their popularity, it will not have any earth-shaking consequences on national politics. There is also little public interest among Nepalis bearing the brunt of unemployment, inflation, and pollution. Dhana Kumari Sunar, formerly of the National Women's Commission Nepal, says that the millions spent on elections have not translated into meaningful impact on the lives of constituents. She adds, “What is more important than who won and who lost is keeping track of what difference it will make on the quality of education, health care and employment in these constituencies.”

Old is still gold in Nepali politics

Nepal’s rulers have been suffering from an affliction called Serial Coalition Syndrome. Symptoms include: inability to see beyond personal greed and ambition, amnesia about the national interest, serious addiction to personal power, OCD about money, and wanton political promiscuity.&nbsp;
Prime Minister Pushpa Kamal Dahal once again pulled the rug from under his main coalition partner to go off with a former ally whom he has ditched twice before. With this, Nepal has had eight governments in seven years.
The Maoists and the UML had an electoral alliance ahead of the 2017 election, after which they merged their parties. Then they divorced, and now are once more joined in holy matrimony. The country, meanwhile, is back to square one, not that it was faring all that well anyway.
The Nepali Congress (NC), its patriarch and five-time prime minister Sher Bahadur Deuba got blindsided once more by Dahal’s checkmate, just as he had been twice before by King Gyanendra.

Dahal and Oli now have a new deal of two years each as premier before the 2027 elections. In all likelihood, there will be another coalition shakeup when it is time for Dahal to hand over power to Oli. But this coalition has just 138 votes in Parliament, only enough to win a confidence vote and may not last that long.&nbsp;
However, the crux of the matter is that these coalition reshuffles are of no real concern or significance to ordinary Nepalis, and adds to public disillusionment with the mainstream parties. The RPP and independent mayor Balen Shah have been saying, “Didn’t we tell you there is no hope from these clowns?”
Even the RSP has squandered much of its goodwill because of its leader Rabi Lamichhane's impatience to be Home Minister again so he can launder his tainted image. Dol Prasad Acharya has also been reinstated as Labour Minister despite allegations of conflict of interest over his involvement in a migrant recruiting agency. The only saving grace for the RSP is that MIT-graduate Sumana Shrestha is now Education Minister.
Nepalis will have to continue trying to survive on the brink. Inequity in healthcare will persist, thousands of young Nepalis will migrate overseas every day, only to be fleeced by recruiters and state agencies.

The new alliance just ensures that Dahal will continue to be prime minister a bit longer. He also gets to put the blame for his government’s failures, underperformance, and major corruption scandals on the NC.&nbsp;
There are only four female ministers in the new Cabinet as coalition partners keep powerful portfolios for the men. It is even worse in the provinces: of the 67 chief ministers and ministers in the seven provinces before the coalition reshuffle, only 16% were women, mostly state ministers.&nbsp;
Women and minorities continue to be useful only to fill quotas. Even so, there are no Dalits in the Cabinet. Token women are handy like this week in the run up to International Women’s Day on 8 March.&nbsp;
And why must provincial governments have to mirror what happens at the centre? Just because there is regime change in Kathmandu, there is no reason why it has to change in Dhangadi. Why does the NC have to sack Maoist ministers from provinces it governs?&nbsp;

The provinces have been given neither the authority nor revenue to govern properly, while corruption has been decentralised. Federalism so far has been a colossal waste of precious resources, where the centre’s inefficiency, incompetence, poor governance is multiplied by seven.
Top leaders are loath to decentralise, and as this week demonstrated, are more power-hungry than ever before. This is against the spirit of federalism and devolution.
Fortunately, many local governments of municipalities have shown accountability and are trying to improve services. If provinces are just going to be rubber stamps of the centre, then we might as well have a two-tier government with the federal government and local municipalities.&nbsp;
Anything goes in Nepali politics, and in power struggles, all is fair. Governance, transparency and accountability are of no consequence. The lives of ordinary Nepalis do not matter. Prime Minister Dahal and his comrades, new and old, could not have made it clearer with the coalition reshuffle.&nbsp;

What difference does it make?

The Maoists and the UML have joined hands for the second time in a year to form a new leftist-led coalition. Prime Minister Pushpa Kamal Dahal of the Maoist Centre has replaced the <a href="https://nepalitimes.com/news/deuba-5-qh371fm4" target="_blank">NC </a>with the UML and the United Socialists.
Dahal may say about the NC having double crossed him, but this was all about ensuring that he remains Prime Minister for another year instead of having to rotate it with Deuba and Nepal before the next election in 2027. Now, he just has to hand over to Oli next year.
This is all déjà vu. Dahal and Oli had a ‘gentlemen’s agreement’ on rotating premiership after the 2017 election, and the Maoists merged with the UML to form the NCP. But both ended up stabbing each other in the back, and Oli had to step down. Why should it be any different this time?
The more things change in Nepali politics, the more they remain the same. The same three men of the three main parties have been playing musical chairs for most of the 18 years after the end of the conflict.
The cartoon by Diwakar Chhetri (above) was used in Nepali Times in 2020 when K P Oli was being catapulted to Singha Darbar. For this edition, we just exchanged him for Dahal, added Rabi Lamichhane of the RSP and changed the guy playing marbles to Deuba.
On Wednesday, the new coalition included the Maoists, UML, RSP, CPN (US) with the JSP still undecided. But in Nepal’s cybersphere, there is little excitement that this will change anything and the new lineup has been met mostly with ridicule.
Even a new party like the RSP under Lamichhane is behaving like an old party because he is in a tearing hurry to get on the fast-track to Singha Darbar. He angled for and got the Home Minister’s portfolio, while Barsaman Pun of the Maoists is Finance Minister. The JSP's Upendra Yadav is said to have wanted the Foreign Ministry, but the portfolio went to Narayan Kaji Shrestha.
That this is all about getting to power and staying there could not have been clearer because everyone is angling for the powerful ministries with the biggest discretionary funds.
UML Chief Whip Padam Giri has been named Minister for Law, Justice, and Parliamentary Affiars after serving just 40 days as Health Minister during the previous Maoist-UML coalition. Hit Bahadur Tamang of the Maoists is Tourism and Civil Aviation Minister. The RSP’s Dol Prasad Aryal returns to the Labour Ministry despite conflict of interest allegations during his last stint because of his alleged involvement in recruitment and remittance companies. &nbsp;
The Unified Socialists say they are getting two ministries, including Federal and Social Service. The RSP’s Sumana Shrestha is Education Minister and Biraj Bhakta Shrestha Youth and Sports.&nbsp;
Lamichhane’s insistence on the Home Ministry portfolio is said to stem from a desire to exculpate himself from multiple controversies about citizenship and his investment in a cooperative that cheated depositors.
Monday’s political earthquake in Kathmandu has sent aftershocks to all seven provincial governments. The provinces all have their own party arithmetics in their assemblies, yet they are unduly impacted by what happens to the federal government. This is not how devolution is supposed to work.
Under federalism, Nepali politics is even more centralised than before with province politicians beholden not just to their party in Kathmandu, but to the head honcho in each of them for instructions. Which is why NC ministers have resigned in Karnali, and the NC controlled provincial governments in Gandaki and Sudur Paschim have sacked Maoist ministers. &nbsp;&nbsp;&nbsp;
Unlike the previous coalition, the main parties in the current coalition at least have similar sounding names like Communist Party of Nepal (Maoist Centre), Communist Party of Nepal (Unified Marxist-Leninist), Communist Party of Nepal (United Socialists). This could be a formidable leftist front in the 2027 election.
All this must be music to the ears of the Chinese, who have made no secret of their wish that Nepal’s Communists parties should all merge. And if the Chinese want that, then automatically the US-India bloc is not going to be too pleased.
The Maoist-NC coalition was seen to be better suited to India, but while this week’s change would have been a surprise for New Delhi, it may not have been a shock, since it is quite comfortable also with Prime Minister Dahal.

Catapulting to Singha Darbar

As soon as Nepal’s festival season ended, two opposing political groups took to the streets of Kathmandu in a brewing struggle between pluralism and populism.&nbsp; People bused in by business tycoon and bank defaulter Durga Prasai gathered in Balkhu Thursday for what he called a “citizen’s movement to protect the nation, nationalism, religion and culture”. He later became a member of the UML’s Central Committee. But their relationship soured over the years. Many defaulters affected by the government’s loan policies are said to have supported Prasai’s rally. On Thursday, UML protestors on a bike rally were pelted with stones by the Prasai camp. Protestors in Balkhu also clashed with security personnel. Meanwhile in Tinkune, the designated zone for the UML gathering, the rally was relatively peaceful. “Disenfranchised Nepalis who are not entirely politically aware are frustrated with elected leaders and are looking for reliable leadership,” says political analyst Indra Adhikari. “That is why some are trying to cash in on that frustration and helplessness.” The UML framed its own protest as an attempt to get back in charge of the government, with chair KP Oli seemingly placing the cause of the anti-establishment, pro-monarchy protest on the NC-Maoist led coalition.&nbsp; “The incompetence of this government, which has created an environment conducive to regression and enabled regressive forces, is unacceptable,” said Oli ahead of the planned rally. “If the government cannot function efficiently, those who are leading it must step down.” Oli’s full backing of his youth wing’s attempt to engage with the Prasai-led rally has baffled many. Analysts say Oli may be worried that his soured relationship with Prasai could mean some of the skeletons in his closet could come out. Prasai has accused the UML chair of having massive amounts of properties and investments overseas. &nbsp; “Prasai’s actions in recent times have been a ploy to get himself out of his current financial mess by garnering the support of people who are also indebted to banks,” says analyst Adhikari. While RPP chair Rajendra Lingden publicly distanced himself from Prasai’s platform, other leaders like Prakash Chandra Lohani and Rabindra Mishra have been more open towards the businessman’s attempt to engage.&nbsp; Nepal’s other mainstream political parties also seem to be keyed into the pulse of increasingly anti-secularist as well as pro-monarchist public opinion. NC chair Sher Bahadur Deuba is said to have spoken out against secularism during a recent party meeting, citing dissatisfaction of a majority of Hindus with Nepal’s secular status.&nbsp; The coalition’s response to the two rallies, meanwhile, has been to further constrict physical as well as digital spaces to protest and dissent, with authorities declaring the area between Maitighar Mandala and New Baneswor a prohibited zone to protests for 30 days. Already, there are concerns about censorship. On Wednesday, anchor Bhushan Dahal claimed the AP1 tv had refused to air his interview with Durga Prasai, alarming many and leading the presenter to release the interview on YouTube. Meanwhile, Kathmandu Mayor Balen Shah has sent a four-point bulletin to the Censor Board, urging it to ‘stop broadcasting content that harms Nepal’s independence and self-respect.’ Says Tripathi: “The remedy to any problem should not be worse than a disease in a democracy— any step taken by the government must be in line with the Constitution, and must not constrict democratic space.”

Street politics

If the frequent collapse of the provincial coalition in Kosi is any indication, all is not well in the power dynamics in Nepal’s nine-party governing alliance.
This week, Kedar Karki of Nepali Congress (NC) became the fifth Chief Minister of Kosi Province since elections last November. Karki passed the floor test in the provincial assembly, but with help from the opposition UML. The UML had failed to get enough votes for its own chief minister candidate which precipitated the new election.
This was an embarrassment for Maoist prime minister Pushpa Kamal Dahal who had got the coalition at the centre to back fellow comrade Indra Bahadur Angbo. And it was also a blow to NC president Sher Bahadur Deuba.
A dissident faction of the NC not happy with party president Sher Bahadur Debut’s conjugal relationship with the Maoists, got UML backing to support Karki’s chief ministership. Eight NC members from Koirala’s camp and 39 from the UML, which has the majority seats in Kosi provincial assembly, supported Kedar Karki.&nbsp;
What followed was even more intriguing. Prime Minister Dahal and Deuba summoned Shekhar Koirala and tried to convince him to backtrack on Kosi. He refused. But they did manage to convince him not to mess with the coalition setup in return for allowing Karki to be Kosi Chief Minister.
And since Nepali leaders are not best known to keep their word, the three put their deal in writing on a crumpled piece of paper, torn from someone’s copy book, and signed it (pictured).
Kathmandu interfering in Kosi is not new. In fact, the former Kosi Chief Minister Hikmat Karki of the UML was actually backed by the Maoists, despite its alliance with the NC at the centre. Rescinding that support is what led to the current instability.&nbsp;
The background to this back-and-forth is the ethnic debate about whether the province should be called Kosi or Kirat. The matter is such a hot potato that Province 1 was the last of the seven to finally vote on a name (Kosi) last year.&nbsp;
The region’s indigenous groups want a name that reflects their identity, but the various ethnic groups are not united in what that name should be. Prime Minister Dahal made matters more complicated by saying that Kosi should be changed to Kirat.&nbsp;
All this is ammunition for those who want to scrap Nepal’s federalism, saying it is a waste of money, it decentralises corruption and multiplies by seven the disarray at the centre.
However, Nepal’s provinces have never been allowed true autonomy on revenue-raising and decision-making, they have been mere appendages of Kathmandu.
Within the NC, the Kosi debate has brought to the surface the strong feelings about the leadership of the largest party in Parliament shamelessly kowtowing to the third largest party. Leading this dissenting group are Shekhar Koirala and Gagan Thapa, although there is an undercurrent of rivalry to succeed Deuba between them.
So far, the coalition has withstood tensions brought on by controversial provisions in the budget, as well as a series of high profile corruption cases that shook up and implicated the top leadership of all major political parties.&nbsp;
It is clear that Nepal’s governing coalition, especially the alliance between the NC and the Maoists, has remained steadfast because of the sheer opportunism of the leaders in charge of both the parties. (And perhaps a bit of geopolitical goading from the South.)
The aftermath of Dahal’s successful attempt to regain premiership from Deuba last year was a power-sharing deal under which Dahal and Deuba gave each other two years each as PM. As per the deal, Unified Socialist chair Madhav Nepal also gets one year at premiership, which is perhaps why he has gone along with the whims of Dahal and Deuba.
All this horse-trading leaves little time for the coalition to govern. Development is at a standstill, inflation is at an all time high (page 4) and corruption has reached pandemic proportions.&nbsp;
The Dasain mood is subdued. Coalition partners will likely use the holiday to plot, and plot some more. They will face fresh challenges, the biggest being the question whether the alliance will hold together long enough, and if Deuba and Dahal will honour their deal to rotate the prime ministership.

Kosi now, Kathmandu next?

In April 2011, Himal Khabar published a list of 51 bills and 10 treaties and agreements registered in the Parliament Secretariat, questioning the effectiveness of the Speaker in Parliament. The Speaker was Subhas Chandra Nembang.&nbsp; The report concluded that the Constituent Assembly and the Legislative Parliament were not constructive as Speaker Nembang had not been able to hold CA members accountable for their wrongdoings.&nbsp; Nembang, to whom the magazine reached out routinely for comment, did not refute the report, or even address it in public. &nbsp; In his 42-year-long political career, Subhas Chandra Nembang was known for his politics of consensus, cooperation, and communication. His personal philosophy of tolerance and accommodation extended not only to politics but also to the media.&nbsp; The UML vice-chair and former Speaker of the House passed away early Tuesday morning due to a heart attack at his Baluwatar residence. He was 71.&nbsp; In an interview about state restructuring, Nembang said in 2009, “It is wisest to analyse Nepal’s circumstances objectively and protect our achievements. Those who are uncompromising in their positions may soon find themselves having missed the forest for the trees.”&nbsp; Many were critical of Nembang’s moderate politics. But over time, his analyses of Nepal’s politics would mostly come to be on the mark. &nbsp; Nembang had the ability to present disagreeable topics in a dignified manner, something that has become uncommon in Nepal’s political leadership. It would not be wrong to call him a gentleman of Nepal's politics. &nbsp; He was among a rare breed of Nepali politicians who understood the dynamics between politics and the press, expressing his respect towards media freedom even when journalists were critical of him. &nbsp; When called on the phone for a quote, he would respond with, “It is much better to speak in person.” &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230912160912_df1d51cc05a1dcba55b1a4eaa9aac9389af9af6fdd00133c10b1d5511b8aaf00.jpg" data-media-id="editor_0" data-image-id="20230912160912_df1d51cc05a1dcba55b1a4eaa9aac9389af9af6fdd00133c10b1d5511b8aaf00" data-rendition-name="original" width="3594" height="2396" loading="lazy" alt="2015 constitution promulgation"> </figure>  Over the years, during meetings at his office in the Parliament building in Baneswor, the Speaker’s residence in Baluwatar, Singha Darbar, the UML party office in Balkhu or his Pioneer Law Associates, the gist of his conversation would always be the same: “Himal, Pahad, Tarai need to unite. There is no alternative to consensus.”&nbsp; Nembang was a shrewd communicator, often telling media personnel during conversations: “Quote me on this, and attribute the rest to ‘sources’”.&nbsp; Nembang was born in 1953 in Ilam’s Suntalabari village. He was politically active in the UML since his student days in 1971 at the Ilam Multipurpose Campus when he was elected chairman of the All Nepal National Free Students Union.&nbsp; Nembang, whose father was a district judge, followed his footsteps into law. As a lawyer, he was general secretary of the Nepal Bar Association in 1987. He was also a faculty at the Kathmandu Law Campus.&nbsp; He was first elected to parliament from Ilam’s second constituency in 1991, and a second time in 1999. He also served as the Minister for Law, Justice and Parliamentary Affairs in communist Prime Minister Manmohan Adhikari’s government.&nbsp; Nembang served as the Speaker of the House in 2006 and as chair of the Constituent Assembly in both 2008 and 2014. He was also the Speaker in 2015. With his constitutional and legal background, he is also credited with contributing significantly to the promulgation of Nepal’s 2015 Constitution. He became the UML vice-chair in 2018. In November 2022, he was once again elected to parliament from Ilam’s second constituency. He was subsequently the UML nominee for Nepal’s President but lost to coalition presidential candidate Ram Chandra Paudel during the presidential election in March.&nbsp; During his four decades in politics, Nembang cultivated an image of an easy-going, approachable leader, and was seen as a non-confrontational politician who often took the initiative to resolve deadlocks in disputes within the UML, while also crossing ideological lines to mediate among Nepal’s feuding political parties.&nbsp; In an age of cynical, kleptocratic and regressive politics, Nepal will miss Nembang’s gentle ways.&nbsp;

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221207101212/639059449c7e80680e0ce1dfjpeg.jpg" alt="" width="1024" height="684"/><figcaption>Photos: SUMAN NEPALI</figcaption></figure>As the results of Sunday’s <a href="https://www.nepalitimes.com/banner/lower-than-usual-turnout-in-nepal-polls/" target="_blank" rel="noopener noreferrer">federal and provincial elections</a> trickle in, there are signs that Nepal’s voters have made their dissatisfaction with the country’s serial politicians clear.While early results show that the rivalry between the Nepali Congress (NC) and CPN-UML that dates back 30 years is still as fierce as ever, Nepal’s politics may be seeing the dawn of a new era.Heavyweights of established parties trail in several important constituencies, the Maoist-Centre and the Unified Socialists have fared poorly everywhere, the royal-right parties have not got the votes they expected, and the five-party governing coalition is in shambles.The reason for this appears to be mainly that many supporters of the NC and Maoist-Centre voted for independents or rebel candidates, rejecting the <a href="https://www.nepalitimes.com/banner/voters-cynical-about-electoral-alliances/" target="_blank" rel="noopener noreferrer">alliance of convenience</a> between the right and left-wing parties. Although the UML is also losing a lot of votes to new and independent candidates, the opposition UML appears to have been able to better ride out the storm.Rabi Lamichanne’s newly-minted independent Rastriya Swatantra Party (RSP) and other independent candidates are also faring well in many constituencies. Even in places where they are not leading, they show that many voters have abandoned the established parties they used to be loyal to. In many ways, election results so far show a rejection by voters of Nepal’s serial politicians.Indeed, many Nepalis did not even bother to vote with Sunday’s polls recording the lowest turnout in recent years at only 61%. In Rolpa where the Maoist insurgency began in 1996, turnout was a mere 40% and it was similar in Gorkha from where Pushpa Kamal Dahal of the Maoist Centre is contesting.It may be too early to call this an <a href="https://www.nepalitimes.com/banner/depending-on-independents/" target="_blank" rel="noopener noreferrer">‘independent wave’</a> in Nepali politics, but the RSP, other independents and younger leaders from the main parties could be the new kingmakers.“From the figures so far, it is clear that the RSP’s strong results show that voters are fed up of the same old faces,” says political analyst Punarjan Acharya.He adds: “It is also clear that the UML has done better than many expected despite internal party strife and having to do battle with the ice-party alliance.”Overnight, Prakash Man Singh of the NC was declared winner in Kathmandu-1, where he narrowly edged our Rabindra Misha by a mere 218 votes. This was a repeat of 2017 when Mishra, who had contested the same constituency from the alternative Bibeksheel Sajha, had lost to Singh by a narrow margin. This is the fourth win for the scion of one of the NC’s founding leaders, Ganesh Man Singh.In Lalitpur-2, UML candidate Prem Bahadur Maharjan received 15,025 votes to beat Sudin Shakya of the new Hamro Nepali Party and Buddha Ratna Maharjan of Rastriya Swatantra Party. Maharjan appears to have benefited from the new smaller parties splitting the votes.Elsewhere in Bhaktapur-2, Durlav Thapa Chettri of NC and Mahesh Basnet of UML are battling it out, but the former is now leading with nearly 1,000 votes more.In one of the earliest outcomes, NC  had a clean sweep in Mustang with Yogesh Gauchan, 29, was elected as the youngest MP so far. The pair of Namdu Gurung and Bikal Sherchan also won provincial seats in Gandaki.The NC  has also managed a provincial seat from <a href="https://www.nepalitimes.com/banner/himalayan-floods-a-sign-of-worse-to-come/" target="_blank" rel="noopener noreferrer">Manang</a> with Munundra Jung Gurung’s win. Former House Speaker Onsari Gharti of the Maoist Centre is also trailing behind Rastriya Swatantra Party’s Sobita Gautam in Kathmandu-2.The RSP’s Toshima Karki, a physician, is edging past the UML’s Amrit Khadka to lead in Lalitpur-3. Maoist Centre’s Pampha Bhusal who is also Energy Minister is trailing behind the two.The RSP’s, Shishir Khanal, and education reformer, is far ahead of former police chief Sarbendra Khanal of the UML in Kathmandu-6, and is likely to win. The RSP is also leading in constituencies in Kaski, Jhapa and Rupandehi districts.“The coalition votes were split and scattered. The way I see it, losers this time are Maoist Centre, Unified Socialist, and the Mashes-based JSP and LSP,” says analyst Acharya.He adds that this is the direct result of the Maoist Centre and Unified Socialists (US) seeking more constituencies than their ability. “If the NC had a candidate in 25 more constituencies instead of distributing it to the Maoists and US, it would have ensured a bigger victory for the party,” explains Acharya. “Except now, they have pretty much gifted many of seats to the UML.”Elsewhere, the NC’s General Secretary <a href="https://www.nepalitimes.com/editorial/young-turks-not-getting-their-turn/" target="_blank" rel="noopener noreferrer">Gagan Thapa</a> looks set to win Kathmandu-4 with UML’s Rajan Bhattarai trailing. Thapa has publicly declared that he would like to be the next prime minister and replace those “who have had many chances in the past to serve the country”.In Kathmandu-7, it looks like <a href="https://www.nepalitimes.com/banner/a-daughter-also-rises/" target="_blank" rel="noopener noreferrer">Manushi Bhattarai</a> will have a hard time catching up with her rivals — despite support from the coalition. Her father, former Maoist ideologue Baburam Bhattarai had swapped his Gurkha constituency with Pushpa Kamal Dahal to win Maoist support for Manushi.The royal-right Rastriya Prajatantra Party (RPP) chair <a href="https://www.nepalitimes.com/editorial/battle-lines-drawn-for-nepal-elections/" target="_blank" rel="noopener noreferrer">Rajendra Prasad Lingden</a> has taken an initial lead in Jhapa-3 where the UML-backed leader is up against the coalition’s Krishna Prasad Sitaula of NC.Uday Shumsher Rana of NC has taken a lead in Lalitpur-1 slightly edging past Nawaraj Silwal of UML. In Kathmandu-5, it’s the battle of new faces with Hamro Nepal Party’s Suman Sayami just ahead of Biraj Bhakta Shrestha of Rastriya Swatantra Party in the vote counting.Erstwhile separatist <a href="https://archive.nepalitimes.com/article/from-nepali-press/ck-raut-madhes-movement,1677" target="_blank" rel="noopener noreferrer">CK Raut</a> has also taken an initial lead in Saptari-2 with Jayprakash Thakur of Lokatantrik Samjbadi and Upendra Yadav of Janata Samajbadi trailing behind. Maoist Centre on the other hand has also taken an initial lead in Jajarkot with Shakti Basnet ahead of Niraj Acharya of UML.

The American military action in Venezuela and the abduction of President Nicolás Maduro Moros may redefine Nepal’s geopolitics as it juggles between three world powers, India, China and the United States.&nbsp;
Nepal’s interim government is busy preparing for elections on 5 March, and it was late issuing a statement on the American intervention in Venezuela, but the country may have to re-evaluate how it deals with its immediate neighbours and the global power.
“How does Nepal avoid being the next Ukraine or Venezuela? Small countries shouldn’t go around irritating big neighbours. And when big neighbours really get upset, they usually put up a moral fig leaf justifying their miltary action,” says energy economist Dipak Gyawali. “What we see with Venezuela today is bereft of such moral content, essentially banditry which in today’s day and age is unacceptable. Neither the rising new powers nor much of the Global South will take this lying down.”
International relations experts have said that there is now a new world order in which rules-based diplomacy has been thrown out of the window, and the world has been carved into America leading the western hemisphere, Russia is allowed to do what it wants in Ukraine and Europe, and China’s sphere of influence is now the Indo-Pacific.
Foreign affairs expert Nischal Pandey says there is a lesson for smaller nations like Nepal: “We have to be aware of the sensitivities of the major powers in the vicinity.”
There is also a lesson for smaller resource-rich countries not to give an excuse for intervention with poor governance and political instability due to inequity. In Venezuela’s case it was throttling democracy and not using its immense oil-wealth to uplift its people.
Nevertheless, the Trump administration’s abduction of a sitting president of a foreign government regardless of the dictatorial nature of his regime and Venezuela’s volatile internal politics, is illegal and breaches the international order that has been in place since after World War II and its devastation on humanity.
While Trump’s intervention in Venezuela, and threats against Colombia, Cuba and Greenland have brought international condemnation, here in Nepal it has not been taken as seriously as it should.
Says Amish Mulmi, author of the book All Roads Lead North: Nepal's Turn to China: “Some of the reaction on social media has been that of glee over the fall of a dictatorial Communist government on the other side of the world. However, the government statement about fully respecting the principles of sovereignty and the Charter of the United Nations is a strong statement that makes clear Nepal's position on the matter.”
“The abduction of Maduro is a clear sign of Trump's America ensuring its sphere of influence through might and a warning to toe the line,” Mulmi adds. “It also infringes on the sanctity of borders and the preservation of sovereignty. Trump's actions reek strongly of a bygone era of imperialistic control and resource capture.”
Venezuela has 17% of the world’s reserves of crude oil, even though refining this heavy tar-like oil will be costly, and is possible in only a few places including Texas.
“This has to do with a larger political economy of oil, the unravelling of pax Americana and the post-World war II order. This is USA’s heavy-handed response to remain on the top as well as to partly solve its debt of $39 trillion,” explains Gyawali. “But this is not going to help: China is far ahead, Russia has recovered from its 1990s low point, and manufacturing capital has moved away from America. So controlling only financial capital - and using military power so brazenly - is not going to work.”
The might also be specific lessons for Nepal as a smaller country with vast water resources. While water, unlike oil, is renewable, India’s interest in Nepal’s hydro resources cannot be ignored. Ironically, America’s capture of Venezuelan oil reserves could exacerbate climate breakdown and the melting of Himalayan glaciers, which will put Nepal’s water resources in jeopardy in the coming decades.
The only way to deal with this for Nepal and downstream India will be to build reservoirs on rivers to store monsoon precipitation, and that makes water a strategic commodity for the future.&nbsp;
“If we continue in the current mode of hydropower-biased water resources development ignoring irrigation, flood control, navigation, fisheries, tourism and other benefits, India will get the free benefit of regulated water while we pay the upstream environmental and social costs. History will blame our elected leaders for having undersold our resources,” adds Gyawali, who served as water resource minister in the early 2000s.
As for a larger geopolitical lesson: “We in Nepal are fortunate in having not one threatening hegemon but two superpowers India and China: they don’t agree with each other, but do agree on a peaceful Nepal for their own security. However, our current political leaders are irritating both the neighbours, unlike since the centuries past when our rulers looked solely after Nepal’s core interests and our neighbours knew that.”
American intervention in Venezuela also calls for strengthening of our institutions and diplomatic outreach. Nepal has been a non-aligned state, and for all its history has tried to follow a policy of equidistance between India and China. The difference with Venezuela is that Nepal has to deal with two giant neighbours, and not just one.
Says Mulmi: “It is no more only about balancing great power relations but also about benefiting from them. But that will be increasingly difficult as international law and the principles of sovereignty are encroached upon.”

Might might be right, after all

At Budhanilkantha School Ujwal Thapa was a few years my senior. He was a quiet person who kept to himself; I didn’t know him very well despite being related to him because of that introversion and natural shyness. What we did have in common, coming of age in the 1990s, is our generation, GenX, which became weary, inured for the most part, to Nepal’s famously unstable politics.&nbsp; Counting the events of this past September, GenX has, astonishingly, lived through three people’s revolutions, one armed conflict, a flawed but hard won constitution, and a major earthquake. Ujwal Thapa, one of Nepal’s most cherished Gen Xers, despite his previous, youthful reticence, did not long remain a complaisant bystander against the backdrop of these extreme upheavals.&nbsp; By the mid 2000s he had become deeply political, but without the equivocation that so often accompanies politics. Thanks to his lived experience, he came to believe that the youth of Nepal are the key to our future. He believed in discerning wisdom (bibeksheelta), innovation, and nurture. He inspired entire generations, young and old, including GenZ, before his untimely death due to Covid in 2021. He was only 44.&nbsp; By the time of his passing he had started a tech company, and employed and mentored scores of youth. It is important to note that only after he had made a significant contribution to civil society did he turn towards politics, founding and then stepping back from the Bibeksheel Nepali party, which has now, after several complicated mergers and splits, been integrated into the Rastriya Swatantra Party (RSP). When the Ujwal Thapa Foundation set out to make a documentary on his life three years ago, no one could have known that it would premiere at such a crucial point in Nepal’s social and political history.&nbsp; Everything that Ujwal Thapa believed in still holds true. I think he would have been proud to see the youth of our country, GenZ, stand up for themselves, peacefully. He would have been grieved at the state condoned bloodshed, and, believing in non-violent protest himself, been deeply shocked by the savage revolution that followed.&nbsp; Most of all, I wonder how he would have reacted to the publishing of the blatantly elitist RSP proportional representation list - the party that many had pinned their hopes on, and that Bibeksheel Nepali has ultimately been absorbed into. That party now seems like it may be a chip off the rotten old block, ruled by men endorsing rampant nepotism, and outnumbered by people without scruples.&nbsp; Many of the names on the list and the rankings, in particular, disrespect the very spirit of a provision that was created for those competent individuals who would not otherwise be able to contest elections, due to lack of monetary and social capital, but whose marginalised voices are vital for inclusive policy making. There is still time for real inclusion, to embrace a more bibeksheel path, before the March elections.&nbsp; Ujwal Thapa’s own, firm, ethical stances are clear in the The Man Who Shook Our Minds, translated loosely from the Nepali title Dimaag Ghhochne Manchhe. While long, at almost two hours, it is filled with thought-provoking and sage counsel. While there are many talking heads, the people featured, friends, family, fellow activists and senior politicians are all eloquent in their descriptions of Ujwal Thapa and his transformation from an engaged, civic minded entrepreneur into a committed political leader who among many other commendable things, believed in putting women first, and understood the crucial necessity for a welfare state that would serve its people. The main man is not deified, he is humanised.&nbsp; The feature is punctuated, and leavened, with moments of real humour as his infamous bluntness and occasional domestic haplessness are gently exposed. Another strength of the film is the profound love story between Ujwal Thapa and his brave, brilliant, incredibly resilient wife, Erica Adhikary, the heroine to a real life hero, and a major force behind the making of this film, alongside many of his stalwart wellwishers and friends, old and new.&nbsp; Sushila Karki, the Prime Minister, was present at the premiere of the film with members of her Cabinet. Candid and sincere in her opening remarks, she said she had wanted to attend the moment she heard about the film. She had known Ujwal Thapa, and she had mourned his loss, praying for him during his illness. She wished that leaders like him were here today to show us the way forward in a time of need. The film opened in theatres on the 9th of January, and is an essential viewing experience for anyone who cares about Nepal’s future and wants some insight into how they might make a difference.&nbsp; Ujwal Thapa was not perfect, but he was remarkable. He realised that being a civic minded citizen just isn’t enough. To make a real difference, one also needs to be principled, insightful, entrepreneurial, creative, self motivated, able to speak truth to power, uncorruptible, practical, well prepared, and, perhaps, most importantly, able to step back from holding power even after attaining it.&nbsp; The saying by Plato that goes “He who does not desire power is fit to hold it” was surely meant for people like Ujwal Thapa. One can only hope that in the near future more people embodying this description will, however reluctantly, come forward to lead Nepal. The Man Who Shook Our Minds

Did <a href="https://nepalitimes.com/banner/1921-rendezvous-mallory-pumori-and-everest">George Mallory</a> and Andrew Irvine of the 1924 British Expedition reach the top of the highest mountain in the world? It has been more than a century after the two climbers were last seen just 300m below the summit. And 26 years ago Mallory’s remains were found on the North Face of Everest, while Irvine’s boot was located at its base.&nbsp; Some doubt that the two could have reached the top with the level of equipment and clothing of the time, but others are convinced that at least one of them made it but had an accident on the way down.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260108110148_26b4f6883ce3362c6f0c312d35422a57384c04aeb673f578d3ddb660761747fc.jpg" data-media-id="editor_1" data-image-id="20260108110148_26b4f6883ce3362c6f0c312d35422a57384c04aeb673f578d3ddb660761747fc" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="George Mallory and Everest"> <figcaption>Panuru Sherpa on the top of Mt Everest with a client in 2002. He has climbed the peak 16 times.</figcaption> </figure>  Among those who believe Mallory and Irvine were the first to climb Mt Everest, and not <a href="https://nepalitimes.com/here-now/everest-70-years-on">Hillary and Tenzing in 1953</a>, are the Nepali guides who took part in the research expeditions in 1999, 2001 and 2004 to find clues about Mallory and Irvine. Mallory’s body was found 8,125m on the North Face in 1999, and Irvine’s detached foot and sock with his initials inside a leather hob-nailed boot was found in 2024 in the Rongbuk Glacier below the North Face. Various expeditions have recovered a mitten, an oxygen cylinder, and ice axe from that expedition. “I believe they reached the summit, and fell on the way down in the dark and bad weather,” says <a href="https://nepalitimes.com/here-now/sherpaland-co-usa">Panuru Sherpa</a>, who has climbed Mt Everest 16 times, including on the northern route taken by four British expeditions in 1921, 1922, 1924 and 1933. “They were making good progress past the Second Step from where it is a much easier hour-and-half to the summit. A climber who reaches that point below the final pyramid does not turn back.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260108110148_bdbdd01c5c12cb5bb022857f7ca871cc4ff95e02c2305f6bbf1a63d1d15de8e4.jpg" data-media-id="editor_4" data-image-id="20260108110148_bdbdd01c5c12cb5bb022857f7ca871cc4ff95e02c2305f6bbf1a63d1d15de8e4" data-rendition-name="original" width="1300" height="864" loading="lazy" alt="George Mallory and Everest"> <figcaption>Mt Everest North Face in China which early expeditions took because Nepal was closed till 1950. The red line is the classic route to the peak, the dotted line is probably what George Mallory and Sandy Irvine took in 1924 to avoid the formidable obstacle of the Second Step.</figcaption> </figure>  Panuru is convinced that the location of Mallory’s body and Irvine’s ice axe shows that the two had not lost their way on their descent. He told Nepali Times in Denver, where he now lives: “Mallory’s body was not decomposed even after 75 years, and his exposed back was white like marble. One of legs was broken, and there was an altimeter and letters written to his wife Ruth in his pocket.” He remembers the search team was happy to locate <a href="https://nepalitimes.com/review/mountains-of-books">Mallory</a>, but it was unable to find one of the three cameras believed to be with the duo that could have held the proof that the two, or at least one of them, had indeed been the first to climb Everest.&nbsp; There was a deep wound around Mallory’s waist, which could have been caused during the fall by the rope which was still found tied around his body. Mallory’s remains were covered in stone slabs at the site after a brief ritual, Panuru recalls. A 1975 Chinese expedition reported seeing the body of a Western climber, which was probably Mallory, near their Camp VI. There are rumours in climbing circles that the Chinese also found a camera, but that the negative could not be developed. Everest summiteers have said the Second Step’s 45m overhanging cliff at 8,610m would have been “essentially insurmountable”, and it is only possible today because the Chinese fixed aluminium ladders to the rock face in 1975.&nbsp; But Panuru agrees with other mountaineering historians who believe Mallory could have decided to take a route below the northeast ridge and bypass the Second Step, following the advice of fellow team member Ed Norton who set the then world record by reaching 8,572m. The other finding that could indicate that Mallory reached the top was that a photograph of his wife Ruth which he intended to place at the summit was not in his pocket.&nbsp; EVEREST CONNECTION Panuru is the son of Nima Tsering Sherpa, who was a part of the 1953 expedition to Mt Everest that made Edmund Hillary and Tenzing Norgay the first climbers on the world’s highest peak. Nima carried loads for that expedition up to the South Col. Nima had eight sons and a daughter, Panuru is the sixth, and<a href="https://nepalitimes.com/here-now/nepal-s-most-prolific-mountaineering-clan"> most of his siblings are also climbers</a>. After the successful 1953 expedition, Nima spent time grazing yaks, growing potatoes and raising his family in Phortse. He joined expeditions to support the family. The young Panuru would meet mountaineers who stopped by at the family’s tea house in Phortse. He has walked the Jiri route to Kathmandu many times, and his eldest brother who worked for Mountain Travel Nepal got him a job as a trekking guide. Panuru ended up joining expeditions, climbing Everest from both sides multiple times. Panuru Sherpa’s brother Danuru was the youngest member of the 1999 expedition, and a year earlier had first climbed Everest from the Nepal side when he was only 18. The siblings are now chefs at the Sherpa House in Colorado.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260108110152_9275f617585d33f7324d087455de7c61fd3759fe4d44a7ebe604fa2eefc047df.jpg" data-media-id="editor_7" data-image-id="20260108110152_9275f617585d33f7324d087455de7c61fd3759fe4d44a7ebe604fa2eefc047df" data-rendition-name="original" width="1500" height="523" loading="lazy" alt="George Mallory and Everest"> <figcaption>Brothers Panuru and Danuru Sherpa are now working in Golden, Colorado, and lead occasional climbing trips in the Rockies and Alaska.</figcaption> </figure>  In 2001, both brothers were members of another expedition composed of 20 foreign and 21 Nepali climbers led by David Hahn that tried to find Irvine in the same area of the North Face, guided by the discovery of Irvine’s ice axe in a 1933 expedition as well as sightings of what was believed to be his body near the ridge above. No more clues were found then, or in 2004 when Danuru returned for another search expedition. Remnants of Irvine and Mallory’s Camp VI were found at 8,600m during the 2001 expedition, only about 300m from where Mallory’s body was located.&nbsp; “It was probably dark when Mallory fell because his snow goggles were in his pocket,” says Danuru, who has taken part in the three search expeditions on the north side and is also convinced the two fell on their way down after reaching the summit. Altogether 13 people died on Everest during the three expeditions that Mallory was involved in, of which nine were Nepali porters, cooks and guides who were hired in Darjeeling before the march-in. “Chomolungma and Sherpa are synonymous,” says Danuru. “It was Chomolungma that made the Sherpa people famous globally, and it was Sherpas who made it possible to climb Everest.” Konrad Anker, who led the 1999 team that found Mallory’s body, doubts that one or both the climbers reached the summit in 1924, mainly because of the difficulty of climbing a cliff at 8,600m with the kind of gear they had.&nbsp; “It is possible, but unlikely they climbed the Second Step with 1920s equipment, but even getting to that altitude back then was an incredible accomplishment,” he has said. After the expedition, Anker and Panuru worked together to set up the Khumbu Climbing Center to upgrade the technical skills of Nepali guides. Panuru has also trained hundreds of fellow Nepali guides, and many of them regard him as a mentor. Panuru knew the need for better training because he himself had been badly wounded during a fall into a crevasse in the Khumbu Icefall in one of his early expeditions in 1992 and had to be evacuated by helicopter to Kathmandu.&nbsp; But the very next year, he was back on the mountain. He climbed Everest from the north with a Korean team in 1994, and a year later got to the top again from the north side with an American expedition. He summited again from the Nepal side in 1996, and nearly died in an avalanche on the north side that killed a fellow Sherpa in 1997.&nbsp; So far, Panuru has climbed Everest 16 times, Cho Oyu 14 times from both sides, Xixapangma four times, five other eight-thousanders in Nepal, and Ama Dablam six times. He was the first Nepali to ascend Gurla Mandhata in Tibet. After emigrating to the United States, he has climbed Mt Denali (6,190m) in Alaska three times while also being a part of a volunteer rescue team.&nbsp; Irvine’s boot was found by an expedition led by American climber Jimmy Chin in the Rongbuk Glacier, probably transported there from the base of the face by the movement of ice in the past 100 years. Asked why he climbed Everest 16 times, Panuru echoes George Mallory: “Because I was there.” &nbsp;&nbsp;&nbsp;
