This week at the National Population Policy launch Prime Minister K P Oli exhorted Nepalis to get married by age 20 and have three babies by the time they are 30. This was the first indication that the highest office in the land has understood the need to address Nepal’s dramatically <a href="https://nepalitimes.com/news/nepals-demographic-window-is-closing">falling birth rate</a>, but Oli’s statement was greeted with ridicule on<a href="https://nepalitimes.com/banner/avoiding-the-quicksand-of-social-media"> social media</a> — especially by women. Most urban young are already grappling with economic pressures and shifting life priorities. Even with a university degree,<a href="https://nepalitimes.com/here-now/workers-return-to-jobless-nepal?%2F"> many cannot find jobs</a>, and are taking the first flight out for overseas employment. Having a child is now a fraught decision shaped by income, individual autonomy, and family pressure. The <a href="https://www.unfpa.org/swp2025">UNFPA’s State of the World Population report </a>released last month, highlighted a significant <a href="https://nepalitimes.com/here-now/migrating-males-and-population-decline">decline in fertility rates </a>around the world. The global average fertility rate is 2.25 children per woman, and 18% of the reproductive adults said they will not be able to have the number of children they desire. The total fertility rate in Nepal has plummeted to 2.1 births per woman — down from 5 just 30 years ago. This is considered replacement level, meaning the newborns will replace their parents.&nbsp; However, birth rates are not declining as rapidly everywhere. The Tarai in has a total fertility rate of 2.20, and northwestern mountains is still 2.24.&nbsp; There are multiple factors in play, and the report broadly divides them into four categories: health issues, economic concerns, fears about the future, and lack of a supportive partner or their absence. More than half of the respondents said finance, which includes unemployment and increased cost of housing, as well as parenthood, was a barrier to having children. “More and more people prefer one or two children at maximum. Many women also decide to have children at a much later age,” says Kamala Devi Lamichhane of Tribhuvan University. “The opportunity cost is far higher for women.” But there is also a cost for the country, as the National Population Policy notes. At the rate the total fertility rate is falling it will soon be below replacement level — meaning that in the next three decades Nepal will be confronted with an <a href="https://nepalitimes.com/opinion/the-future-is-older">ageing population</a>.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250714140740_bac3e5a284b69a77d97b3b99daf2e7fd3019bc48f1a399fb2771381c751d8291.png" data-media-id="editor_6" data-image-id="20250714140740_bac3e5a284b69a77d97b3b99daf2e7fd3019bc48f1a399fb2771381c751d8291" data-rendition-name="original" width="1302" height="501" loading="lazy" alt="Nepalis having fewer babies. Why?"> </figure>  Besides income, there are also cultural factors at play in women having fewer babies — they are expected to do all the childcare duties, even putting their careers on hold. In general, there is little help from spouses, and with more nuclear families there is less support from relatives. “Women today are well educated, career-oriented, and economically independent, allowing them to delay marriage as well as being conscious about their body and <a href="https://nepalitimes.com/multimedia/nepal-far-from-hitting-contraceptive-target?%2F">reproductive rights</a>,” says Laxmi Tamang of the International Confederation of Midwives (ICM). Also present at the policy launch was demographer Yagya Bahadur Karki, who said that women are more educated and hence, empowered to take their own informed decisions regarding having children.&nbsp; He adds, “But the fertility rates have reached replacement rate, and that stands as a warning for the future.”&nbsp; Fertility rates have fallen in inverse proportion to the rise in female literacy. The regions of Nepal where couples have more babies is where women are less educated. Couples in Madhes and Sudur Paschim provinces, where child marriage, gender-based discrimination, menstrual huts and dowry are still widespread are where the fertility rate is still high.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250717120740_ababfd31ed5ff79ded427e1f1adfff02e6af2384bd541e51dfe05e52fbbccb39.jpg" data-media-id="editor_9" data-image-id="20250717120740_ababfd31ed5ff79ded427e1f1adfff02e6af2384bd541e51dfe05e52fbbccb39" data-rendition-name="original" width="994" height="682" loading="lazy" alt="TFR Map"> </figure>  And because female literacy also has a direct correlation with <a href="https://nepalitimes.com/news/fatal-discrimination">infant and child mortality</a>, couples in those regions tend to have more babies so some of them survive.&nbsp; But it is Nepal’s urban centres among the educated where the increased choices in reproductive health, including alternative methods of conception like IVF and treatment for infertility, as well as <a href="https://nepalitimes.com/banner/implant-service-providers-take-contraception-to-nepals-poor">contraceptives</a> offer more options for family planning. “There are more choices regarding reproductive health, and there is more awareness as well, which is why people decide carefully on whether or not to bear a child,” says population expert Yogendra Gurung. <a href="https://nepalitimes.com/here-now/migrants-returning-from-the-gulf-with-infertility">Migration is another factor</a> adding to the decline in fertility rates. Many young Nepalis of reproductive age leave every day in pursuit of better jobs overseas. Spousal separation means fewer children.&nbsp; “Once away, even if not educated, they realise that child-rearing costs are high, and try to have fewer and even no children in some cases,” Gurung adds. Recent studies have also shown that men returning after their stint in the Gulf and Malaysia, where they are <a href="https://nepalitimes.com/news/gulf-workers-need-protection-from-heat">exposed to extreme heat </a>for extended periods as well as various chemicals and toxins in their work environment &nbsp;have a range of health problems, including infertility. To increase the birth rate, Nepal will have to reverse its family planning strategy of the past 40 years. Complicating this is that some regions of Nepal will need measures to control the birth rate, while urban areas will need a strategy to help parents have more babies. One way to help families have more children is to develop more <a href="https://nepalitimes.com/here-now/future-proofing-nepal-s-population-strategy?s=04&amp;fbclid=IwY2xjawFQf-NleHRuA2FlbQIxMQABHRxSwwGPfm7_2cBhDVAowPxEmFXP0Os-KRs1DXqIW_84wDhciExtZuNi1g_aem_jzRqN2cEVAppfwr5qedxRg">family-friendly policies</a> that favour women and youth as the Nordic countries, which also have falling birth rates, have done. They have introduced flexible parental leaves for both parents, including financial and health incentives. China, also concerned about its declining birth rate and an ageing population, now has a three-child policy as well as tax deductions, expanded childcare services, and leave policies to encourage couples to have more children. “We must work towards childbirth and childcare policies and plans that are suitable for Nepal, so that couples planning for children do not have to think twice about it because of finances or other reasons,” adds Gurung. Tamang of the International Confederation of Midwives says a gender transformative approach is needed to address the issues of the gender gap which is adding to the decline in childbirth. Husbands need to play a more important role in child-rearing. Instead of increasing fertility for the sake of it, the objective should be to assist young people to start the families they desire, at a point and time of their choice. Respect for everyone’s rights and dignity lays a foundation for a more balanced demographic trend. Lamichhane sums it up: “If fertility rates are to be sustained, it requires changes in the gender roles and behaviour, keeping the youth’s aspirations in mind.”

Nepalis are having fewer babies. Why?

This is the 70th episodes of Diaspora Diaries, a Nepali Times series in collaboration with Migration Lab providing a platform to share experiences of living, working and studying abroad. I was lucky to be supported by a German couple when I was a student in Ramechhap because I was a bright student with good grades.&nbsp; They had interviewed me, and asked what I wanted to do in life. I remember replying that I want to return to my <a href="https://nepalitimes.com/here-now/starting-nepal-s-green-school-movement">village school</a> to teach English.&nbsp; For someone from my background to be supported financially right through to my Bachelor’s meant a lot. I could study comfortably without having to worry about whether I could afford the fees.&nbsp; Once I completed my undergraduate studies, my sponsors suggested I teach for two years back in my village after which they would again support me for my Master’s. In particular, they wanted me to train teachers and even gave me the first month’s salary and supplies. But going back to my village felt like I would be regressing, and I wanted to move forward in life. Despite my promise to my sponsors, the option did not appeal to me at all. I had my heart set outside Nepal.&nbsp; I went missing in action, and got in touch with my sponsors only when I reached the UAE. I explained my situation. Thankfully, they were very understanding and told me they just wanted me to do well in life, no matter what path I chose. I got a chance to see the world, meet different kinds of people. Back home, folks often look at <a href="https://nepalitimes.com/here-now/migrants-returning-from-the-gulf-with-infertility">Gulf countries</a> differently compared to those who migrate to the UK, Japan or Australia. But the UAE showed me the world. One thing that struck me was how Westerners who came to the petrol pump were kinder, and they treated me like an equal. Their mannerisms made me feel like we were all the same, just from different contexts. That made me dream of migrating to their part of the world one day. I recall how shocked a Yemeni customer was when he found out that I had an undergraduate degree. He was a supervisor, and used to come to our petrol pump with his employees. He himself was a school drop out, but had a job that paid him three times more than what I, with a degree, was making. I just needed to keep upgrading myself. In the two years I was in the UAE, I was able to support my family. Even more, I learnt to work within a system, interact with people from all over the world and be professional and independent. After two years, I returned to Nepal. While everyone invests <a href="https://nepalitimes.com/editorial/high-risk-remittance">overseas earnings</a> in land and houses, I decided not to do that because I needed that money to migrate again, this time to Europe. The UK was too expensive, so I went to Cyprus as a student. I worked in the hospitality sector, met many British clients and before I knew it, I landed in the UK.&nbsp; I pursued my Master’s degree, and on the side did a lot of odd jobs including as a delivery driver, waiter, security guard, and rose from a receptionist to operations manager at a hotel. My ten years in the UK till 2017 alternated between work permits and student visas pursuing two Master’s degrees before I finally got my permanent residency. After ten years of struggle, I remember telling my family members that getting the PR felt like Neil Armstrong landing on the moon. I have been able to help some of my relatives also migrate here including my niece and nephew who are now well settled. When one of us makes it, so do our family members.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250710090732_b4bd74ef7dc46094d6c23e2d5a1d9ae783ffe234367a95925002d119a8ac7ca8.jpg" data-media-id="editor_6" data-image-id="20250710090732_b4bd74ef7dc46094d6c23e2d5a1d9ae783ffe234367a95925002d119a8ac7ca8" data-rendition-name="original" width="720" height="540" loading="lazy" alt="Paying it forward NT"> <figcaption>Baraili spent over three years in Cyprus before heading to the UK.</figcaption> </figure>  I used to make deliveries from a restaurant run by an elderly Bangladeshi, and took over from him. Even though your responsibilities increase, <a href="https://nepalitimes.com/multimedia/reviving-nepal-s-craft">running your own business </a>also gives you freedom. I am now also working on my PhD on developing Nepal’s tourism sector. Back in 2000, when I went to the UAE to work in a petrol pump while my brother was already there working as a security guard. In fact, I told him I was also in the UAE after I got there.&nbsp; We used to meet up, but not as much as we would have liked as we lived two hours apart and were both busy. He stayed on for 20 years, while I left after two. He would have stayed even longer as he had a good job, but we decided he should go back to Nepal to take care of our ailing mother. It was not enough for us to just be able to support her financially in her last days, and I am grateful that one of us could be there close with her before she died. Looking back at the last 25 years, I am glad I chose not to go back to my village to teach after my Bachelor’s even though it may have felt like I let down my sponsors. A few years back, I got in touch with them again to pay them back for their generosity.&nbsp; But instead of paying them back, they wanted me to pay it forward. I currently support three students from the same high school in Ramechhap where my sponsors had found me. Two of them are doing their Bachelor’s and one is enrolled in a Health Assistant course. I support them with monthly contributions till they complete their degrees.&nbsp; Individuals from my village currently residing in the UK including those who attended the same primary school as I have also contributed to the school’s trust fund that helps support students.&nbsp; I did not go back to my village, but am finding ways to contribute even from the diaspora to pay back the generosity of the kind German couple who bet on me.&nbsp; One does not have to be present physically in one’s birthplace to give back. <a href="https://nepalitimes.com/here-now/india-bound">The attachment to your roots</a> never goes away, no matter how far you are, or for how long.&nbsp; Perhaps that is why even today, when someone asks me where home is, I say Ramechhap. Not Kathmandu, and not the UK.

Paying it forward

I came home for my vacation.&nbsp; I earn well there, above INR27,000 a month and my supervisor is entirely reliant on me. My father also worked in India back in the day as a driver. I was 15 when I first went to India 12 years ago, and had to do so given my family’s situation.&nbsp; I started at the bottom, but as I learnt work and gained experience, my earnings improved. I do not need to go to any other country like <a href="https://nepalitimes.com/here-now/migrants-returning-from-the-gulf-with-infertility">the Gulf </a>or Malaysia. One of my uncles insisted that I go to Malaysia but I said no. I am doing just fine in India, and I can keep <a href="https://nepalitimes.com/banner/visit-nepal-again">visiting Nepal </a>as I please. I have built a house already with my savings. I do not have any trouble finding work in India as my contractor gets a lot of jobs which he delegates to me.&nbsp; I came home for two weeks to see my mother who is sick and to take her to the hospital.&nbsp; I don’t like the idea of going to third countries beyond India. When my great aunt died, I came for her last rites but her own son could not come home from Malaysia.&nbsp; <h2>Hem Raj Panta</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250710090740_a5576b924822900a451befb7e0bcc2b4d7dc8128b0d4c0162b49d2fd4c97acea.jpg" data-media-id="editor_3" data-image-id="20250710090740_a5576b924822900a451befb7e0bcc2b4d7dc8128b0d4c0162b49d2fd4c97acea" data-rendition-name="original" width="1600" height="900" loading="lazy" alt="Hem Raj Panta"> </figure>  I was born in Baitadi, and after completing Grade 10, tried my hand at <a href="https://nepalitimes.com/here-now/nepal-sets-ambitious-target-for-food-sufficiency">modern agriculture</a>. But this did not do well because I did not have access to markets, cold storage or roads.&nbsp; I moved to India to work in a garment factory. The monthly earning of INR7,000 barely helped cover our household expenses, and we had <a href="https://nepalitimes.com/news/near-debt-experience">outstanding loans</a>. So, I decided to go to Dubai, where I worked in garment and delivery for a monthly salary of Rs45,000.&nbsp; My brother was already working <a href="https://nepalitimes.com/here-now/the-malaysia-nepal-migrant-scam-nexus">in Malaysia</a>. In fact, we met in Kathmandu when he was returning from Malaysia and I was headed to Dubai. Later, I also worked in Malaysia at a company that manufactured vacuum parts. Although the earnings were good, I decided not to renew my contract. My parents were aging, and my son was growing up. I wanted to be around them.&nbsp; I attended the same school which my father went to in Baitadi. It was quite a distance from home and the only option was to rent a room near the school. My father was concerned that he could not prioritise his studies, and neither could he do the same for us.&nbsp; He did not want the same fate for his grandson, so I decided to break the cycle. I moved my son to Dhangadi where he now has access to better education. I drive a rickshaw that I bought with my Malaysia earnings. I earn enough in Nepal now to take care of my <a href="https://nepalitimes.com/here-now/state-sponsored-economic-crisis-ikcxxmnp">household expenses </a>and also enjoy the freedom of working on my own terms. I clean, cook and it has been five years since I worked there. I came home to Kanchanpur for almost a year to help with farmwork this time. I am going back to Rajasthan with my brother and his entire family who also work in the same house as me. My wife did not accompany me though.&nbsp; I first went to India when I was just 12, and am 23 now. My father passed, so household responsibilities fell on my shoulders at a young age. I would have liked to go to countries like Malaysia, Dubai and Qatar, but I cannot afford it. I have had to borrow money just to go to India. <h2>Lalmati Mahara</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250710090740_3607fd15b5ca081fb39fe7f102d72fb7b66e1b8b24767a9a00093a12874c0315.jpg" data-media-id="editor_9" data-image-id="20250710090740_3607fd15b5ca081fb39fe7f102d72fb7b66e1b8b24767a9a00093a12874c0315" data-rendition-name="original" width="1600" height="900" loading="lazy" alt="Lalmati Mahara"> </figure>  My husband’s attempt to go overseas did not work out because he failed his pre-departure medical tests. We go back and forth between India and Nepal quite frequently.&nbsp; Before the <a href="https://nepalitimes.com/banner/nepal-marks-rice-planting-day">paddy planting season</a>, my husband and I were in Bangalore. I work as a household help and he works at a company. But as Bangalore is too far, we are now going to Delhi. He will work at a cooler company arranged by my brother-in-law and I will again find work as domestic help.&nbsp; My in-laws take care of our children, and we earn INR10-15,000 each. We will again come home during the harvest season. That is what life is like, we time our trips around the agriculture seasons.&nbsp; We have lived in many places across India. In Nepal, we cannot find work. That’s why we go, we come back, we work in the fields, and go back again. There were no hospitals or roads in my village then. I studied till Grade 10, and I went to Delhi when I was 18. I worked in a canteen as a tea-boy, and slowly worked my way up. I had neither the skills nor the experience for anything beyond.&nbsp; Now I am a cook in Maharashtra, where I earn almost INR30,000 at a five-star hotel. For those with <a href="https://nepalitimes.com/banner/after-quantity-nepals-education-needs-quality">good education</a> and experience, India offers opportunities. Because I had neither, it took a long time to get there.&nbsp; The starting phase in India can be very difficult because we have to learn skills and gain experience, but things get better. You also need good references to move ahead. It was the same with me. I have done it all: washed dishes, cut vegetables, worked in the boiling area and so on.&nbsp; You watch and learn to advance, you step up whenever there is an opportunity to earn the team’s trust and you gradually work your way up. There is no short cut, especially when you do not have references. Now I am happy with where I am at, and am glad I am a reference for many Nepalis who go there seeking opportunities.&nbsp; I come home twice a year and time it around<a href="https://nepalitimes.com/here-now/farm-subsidies-money-down-the-drain"> agriculture seasons </a>so I can help at home. I myself have not tried applying to five stars in Gulf countries but I have seen friends who despite having the practical skills got kicked out during interviews or got cheated by fraudulent recruiters.

India Bound

The<a href="https://nepalitimes.com/news/rasuwa-flood-likely-a-glof"> flood on the Bhote Kosi</a> on Tuesday morning was a timely reminder about the risks Himalayan communities face from melting permafrost and glaciers, as well as the need for transboundary early warning. In the spring of 2024, I visited the Kanchenjunga Conservation Area (KCA) again. While in the village of Kampuchen (4,145) I visited Nupu Sherpa, friend and owner of the Kampuchen White House Lodge, to share <a href="https://tc.copernicus.org/articles/18/711/2024/">a new paper we had just published</a> about a massive ice-debris avalanche that had occurred in 2022 in the upper Nupchu valley. Although Nupu was interested in the results and implications of the avalanche, he was even more concerned about the recent and rapid development of several large, pro-glacial lakes upon the terminus of the Kanchenjunga glacier, an hour walk north of Kampuchen and across the seasonal yak pasture of Ramdang Kharka (4,375m).&nbsp; Like many high altitude, low gradient glaciers in the Himalaya, those in the Kanchenjunga region had shrunk to mere shadows of their former selves during the previous 125 years, leaving behind debris-covered remnant ice and small meltwater ponds.&nbsp; Nupu’s fear was that the lakes might soon coalesce to form a large and potentially dangerous glacial lake. Given a large enough trigger, such as a massive landslide or avalanche, a glacial lake outburst flood (GLOF) could result that could damage Kampuchen, Ghunsa, Phale, the Kangchenjunga Base Camp trail, and even beyond to the lower Tamor into India.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025071204070_31e28d1fd0f5a976ad96fc5597cc386586d7de5b7d9714835d5b479104209fed.jpg" data-media-id="editor_2" data-image-id="2025071204070_31e28d1fd0f5a976ad96fc5597cc386586d7de5b7d9714835d5b479104209fed" data-rendition-name="original" width="1500" height="1635" loading="lazy" alt="Meltpools in the Himalaya"> <figcaption>The Kanchenjunga Conservation Area (KCA), eastern Nepal.</figcaption> </figure>  Since I was on my way to the village of Lhonak (4,792m) I stopped to take a look at the new lakes. Sure enough, from a lookout point on the lateral moraine of the Kanchenjunga Glacier I could see as many as ten newly formed and growing meltwater ponds upon the terminal moraine region of the glacier.&nbsp; The prospect was reminiscent of early satellite images taken of Imja Glacier in 1962 by the French, showing a number of meltwater ponds that within 15 years had grown and merged into a glacial lake half a square kilometer in size and containing 45 million cubic meters of water. Ten years after that Imja had grown to more than a square kilometer in size, was at least 120 m deep, and contained an estimated, and growing, 90 million cubic meters of water. Would the same scenario play out for the lower Kanchenjunga Glacier? To try and understand the situation better, glaciologist Sonam Wangchuk of ICIMOD put together a time series composite of lake development over time, from 2016 to 2024, where it was clear that the majority of the new lakes had only formed since 2019.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025071204078_c65a5ec574a251489c502f3efdf842033e0d238fd57947f7eee2c5793aac2a29.jpg" data-media-id="editor_3" data-image-id="2025071204078_c65a5ec574a251489c502f3efdf842033e0d238fd57947f7eee2c5793aac2a29" data-rendition-name="original" width="602" height="686" loading="lazy" alt="Meltpools in the Himalaya"> <figcaption>Time-lapse satellite images of glacial lake development from 2016 to present. Animation of the process can be seen at https://www.mdpi.com/article/10.3390/w17101457/s1.</figcaption> </figure>  Sonam Rinzin of Newcastle University estimated the potential depth and volume of the future glacier lake using standard procedures based upon the surface slope of the Kanchenjunga Glacier combined with volume-area curves for similar glacial lakes, estimating that the future lake would have a volume of approximately 33 million cubic meters of water and depth of more than 116 m. Other modeling methods enabled the mapping of probable ice, debris, and/or rock avalanches into the lake that could trigger a GLOF.&nbsp; A third model was then used to simulate four different avalanche scenarios that could trigger a GLOF: from small (debris avalanche of 3 million cubic meters) to the worst case (15 million cubic meters) of fast-moving debris. Even under the small magnitude scenario, avalanche-triggered outburst floods would travel distances of almost 120km downstream, and under the worst-case scenario the floods would reach the Indo-Gangetic Plain and cross the border into India, damaging or destroying up to 90 buildings and 44 bridges. The prospective triggers of a future GLOF, however, are not limited to a nearby rock avalanche. A <a href="https://tc.copernicus.org/articles/11/443/2017/tc-11-443-2017.html">sudden release of water</a> from water-filled caves further up the glacier could trigger a surge wave capable of breaching the terminal moraine complex holding in the lake water.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250712040716_20ed87368a9ac416b5d0232cf8e02211195ca6bc9fff960a1f7e43a95bdfbbf9.jpg" data-media-id="editor_5" data-image-id="20250712040716_20ed87368a9ac416b5d0232cf8e02211195ca6bc9fff960a1f7e43a95bdfbbf9" data-rendition-name="original" width="1500" height="1621" loading="lazy" alt="Meltpools"> <figcaption>Theoretical Kangchenjunga glacial lake of the future (blue) contained by a front moraine (purple) with a flood possibly triggered by a massive rock avalanche (red).</figcaption> </figure>  <a href="https://nepalitimes.com/multimedia/the-not-so-permanent-frost">Weakening permafrost</a> at the highest altitudes could result in massive ice-debris avalanches, such as those believed to have triggered recent and catastrophic floods in the <a href="https://nepalitimes.com/here-now/remembering-the-seti-disaster">Seti River</a>, <a href="https://nepalitimes.com/here-now/nepal-s-mountains-are-melting">Barun Khola</a>, <a href="https://nepalitimes.com/news/non-climate-cause-of-nanda-devi-flood">Chamoli</a>, <a href="https://nepalitimes.com/news/sikkim-flood-is-warning-to-nepal">South Lhonak lake</a>, and Tuesday’s Bhote Kosi flood in <a href="https://nepalitimes.com/news/rasuwa-flood-likely-a-glof">Rasuwa</a>. Weakening and eventual collapse of the terminal moraine complex through sub-surface piping could also result in an outburst flood. And a range of <a href="https://nepalitimes.com/here-now/nepal-s-mountains-are-melting">cascading processes</a> currently unknown to scientists could trigger a flood as well.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250712040712_76336a4597c08dd735e57b09ae9840b6bd3d89c85907bb39424d9e6f3163581e.jpg" data-media-id="editor_13" data-image-id="20250712040712_76336a4597c08dd735e57b09ae9840b6bd3d89c85907bb39424d9e6f3163581e" data-rendition-name="original" width="740" height="565" loading="lazy" alt="Meltpools in the Himalaya"> <figcaption>Jannu glacier in 1899. BYERS</figcaption> </figure>  But will a large and potentially dangerous glacial actually form at the Kanchenjunga glacier? There’s really no way to tell at this point, although the rapid development of lakes since 2016 is a strong indicator that a large lake is in the process of forming. And rather than wait and see, our current uncertainty does not diminish the need for a more proactive approach to the development of a large glacial lake at some point in the near future. For example, the lower Kanchenjunga Glacier clearly needs to be regularly monitored over the coming years to keep track of glacial lake growth and potential hazards. This could be done by the Department of Hydrology and Meteorology (DHM), ICIMOD, or Kathmandu University with results regularly shared with local people and local governments.&nbsp; In fact, such a service could be developed into a program that is offered to other communities throughout highland Nepal who experience similar situations of glacial lake development, growth, and prospective danger, especially since most communities presently feel that they have no one to turn to for similar information. Inexpensive, locally appropriate, user-friendly early warning systems (EWS) need to be developed for the Kanchenjunga region now, instead of waiting for a tragedy to happen. While the different options and costs are being assessed, the installation of new cell towers in the upper Ghunsa Khola would assure that local residents have access to one of the most effective and proven EWS systems available: cell phones, combined with a lake level monitoring device that broadcasts data and connects to cell phone alarm systems.&nbsp; For example, hundreds of lives were saved when upstream witnesses called their family and friends downstream to warn them of the <a href="https://archive.nepalitimes.com/article/nation/Anatom-of-a-Himalayan-tsunami,1330">Seti River flood</a> near Pokhara in 2014. New zoning policies that prohibit the construction of lodges and other infrastructure in high-risk floodplain regions need to be developed now. Where the infrastructure already exists, villages should be encouraged to install gabion rock-filled wire cages along susceptible river channel or river interfaces to divert the flow of water during a flood event, a method used successfully in both highland and riverine Nepal. Local and national hazard training and response programs need to be developed now. Several examples of excellent programs developed by different organisations in the upper Khumbu region exist that provide excellent models, such as those tested by the US Agency for International Development <a href="https://www.hillarymedal.com/Khumbu-Nepal-Local-Adaptation-Plan-of-Action-%20report.pdf">(USAID) and ICIMOD</a> between 2011 and 2015. Glacial lake reduction&nbsp; Nepal was recently awarded a $36.1 million award by the Green Climate Fund (GCF) to directly confront many of hazards from glacial lake outburst floods jointly implemented by the United Nations Development Programme (UNDP) and the DHM building on past successes at Tso Rolpa and Imja Lakes. There are some lessons learned over the past decades of field work based in Nepal and Peru: 1. The DHM wants to use the project to reduce GLOF risks in Kosi and Gandaki basins and glacial lake reduction programs are planned for Thulagi, Lower Barun, Lumding Tsho, and Hongu 2 glacial lakes.&nbsp; However, the planned lowering depth for Tso Rolpa in 2000 was 20m, with the project ending once 3m lowering was achieved due to lack of funds. Imja lake, which scientists also determined needed to be lowered by at least 20m, was in fact lowered by 3m in 2016 ‘because that’s what they did at Tso Rolpa’.&nbsp; If glacial lake reduction programs are to be implemented under the GCF program they should be based upon good science, and lowered to an effective depth, otherwise the activity will be a waste of funds. <a href="https://sinia.minam.gob.pe/sites/default/files/siar-%20ancash/archivos/public/docs/usaid_glacial_lake_handbookrfs_0-ilovepdf-%20compressed_0.pdf">Peru offers experience</a> for glacial lake lowering. 2. Although large glacial lakes (more than 1sq km) will always command the most media and even scientific attention, it has become abundantly clear in recent years that even small glacial lakes can be just as deadly, given the correct sequence of cascading events, rainfall, snowmelt, and/or other triggers.&nbsp; The 2017 <a href="https://link.springer.com/article/10.1007/s10346-018-1079-9">Barun flood</a> and September 2024 <a href="https://www.stimson.org/event/the-%20thame-glof-disaster-climate-related-disaster-risk-management-in-the-high-himalayas/">Thame flood</a> are two excellent examples. Methods for assessing the flood risk of glacial lakes will need to be revised accordingly to include many of these smaller glacial lakes as well, in addition to the 21 large lakes already considered to be dangerous. 3. Existing and expensive EWS might benefit by some consideration of cheaper, more local, and possibly more effective alternatives. In 2015, for example, <a href="https://digitalcommons.macalester.edu/himalaya/vol37/iss2/7/">villagers</a> living below Tso Rolpa complained that they had no idea how the recently installed EWS worked, what it sounded like, and what to do in the event that it went off. With improved cell service and real-time lake level monitoring apps, local people could check on the lake whenever they wished, as opposed to waiting for some kind of communication from Kathmandu. 4. The GCF grant has the opportunity to become the ‘go to’ place for communities throughout highland Nepal to report any of their concerns related to glacial lakes and/or other observed cryospheric processes. This service could facilitate local people’s ability to adapt to, mitigate, or prevent a range of climate change-related hazards largely unknown to previous generations. She made <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/mira-rai-trail-running,1776" target="_blank">headlines in 2014</a>: a young woman from the mountains of eastern Nepal had just won the <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/mira-rai-trail-running,1776" target="_blank">50km Himalayan Outdoor</a> trail race. <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/mira-rai-trail-running-nepa,2014" target="_blank">Mira Rai </a>was 23 then, the only Nepali female in the race. She had no training, no proper shoes, just a cotton t-shirt and shorts, and did not even know what trail running was. Two months later, helped by organisers who saw her talent, she won three more international trail races. Mira Rai has been running all her life. She grew up running up and down from her village to the market town in Hile across the Arun River, carrying sacks of salt or rice with her mother. The farm did not grow enough food to feed her five siblings.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250704130720_e5da28789a551276269846e379c971d7dfd185a08dd05b271281f1bfc3d45fe8.jpg" data-media-id="editor_3" data-image-id="20250704130720_e5da28789a551276269846e379c971d7dfd185a08dd05b271281f1bfc3d45fe8" data-rendition-name="original" width="1192" height="1386" loading="lazy" alt="Mira Rai"> </figure>  At age 12, Mira was already carrying 12kg on her back, while her mother carried 60kg on the two-day roundtrip from Bhojpur to Dhankuta. One day in 2004, while carrying rice on the trail she was caught up in a Maoist ambush of a Royal Nepal Army patrol. She escaped as bullets whizzed by.&nbsp; At 14, she became a child soldier for the Maoist militia. Although she did not see action, after the ceasefire in 2006 she was sent with other guerrillas to the demobilisation camp in Sindhuli. There was not much to do at camp, and she excelled in running, taking part in the 5 and 10km marathons in the National Sports Championship. But because she was still 17, and a minor she was ‘disqualified’ by UNMIN peacekeepers, and went on to finish high school.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250704130716_ea2110a27490f529bb6081da1f6cf5922caa6280d36770bfa534f1b657f3638d.jpg" data-media-id="editor_4" data-image-id="20250704130716_ea2110a27490f529bb6081da1f6cf5922caa6280d36770bfa534f1b657f3638d" data-rendition-name="original" width="1605" height="1050" loading="lazy" alt="Mira Rai"> </figure>  Today, ten years after winning her first race and being catapulted to fame, Nepal’s most famous runner is here in Colorado raising funds from sponsors all over the world for her <a href="https://miraraiinitiative.org/" target="_blank">Mira Rai Initiative</a>, earning money on the side, and running every weekend on trails in the Rockies.&nbsp; In 2020, grounded by the lockdowns and while recovering from a knee injury, she led anti-pollution drives in Kathmandu and launched the Mira Rai Initiative <a href="https://www.nepalitimes.com/here-now/mira-rai-racing-to-help-other-runners/" target="_blank">helping other youngsters in athletics</a>. The program trains up to six Nepali trail runners a year, which from November will be conducted from her new Training Centre on the outskirts of Kathmandu. Among runners she has trained in the past are <a href="https://nepalitimes.com/here-now/sunmaya-budha-stays-in-the-running" target="_blank">Sunmaya Budha</a> and Humi Budha Magar, who have gone on to win in international trail running championships. “First I ran with my mother to support the family, then I ran for my country, now I run for myself and others like me,” Rai told us from across the table at a Nepali restaurant in Denver. &nbsp; Trophies have followed <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Buzz-run-maya-run,522" target="_blank">Mira Rai wherever she runs</a>. She won gold medals in the 180km Mustang Trail Race, the 56km <a href="https://www.visittrentino.info/en/guide/what-to-do/events/dolomyths-run-sellaronda-ultra-trail_e_49388311" target="_blank">Selloronda Ultra Trail</a> in Italy in 6 hours 36 minutes and 30 seconds, and came second in the 83km <a href="https://www.vivereilgrappa.it/en/events-schedule/trail-of-the-heroes-2018-edition.htm" target="_blank">Trail of Heroes</a> also in Italy in 9 hours and 16 minutes.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250704130720_4327e578886d24115461e3c9bfd01804349e657faabd62fd5c34baf9bbbccb9a.jpg" data-media-id="editor_11" data-image-id="20250704130720_4327e578886d24115461e3c9bfd01804349e657faabd62fd5c34baf9bbbccb9a" data-rendition-name="original" width="1118" height="1672" loading="lazy" alt="Mira rai"> </figure>  She came first in the Hong Kong 50km <a href="https://hkaaa.com/en/comp_details.php?id=258" target="_blank">MSJK HK </a>ultra race and won a silver in the Kings of the Hills. In 2015, just after the earthquake back home, she won the <a href="https://www.redbull.com/gb-en/theredbulletin/mira-rai-interview" target="_blank">Mont Blanc Sky Race</a>, and held up the Nepal flag as she broke the record.&nbsp; In 2017 she won gold again in the 120km <a href="http://www.bennevisrace.co.uk/" target="_blank">Ben Nevis Race</a> on Britain’s highest hill in 14 hours 24 minutes, a new record. That same year, she was also selected to be the National Geographic Adventurer of the Year. A documentary about her, <a href="https://www.youtube.com/watch?v=23k0IjToo0A" target="_blank">Mira</a>, was shown to much acclaim at the Banff and Vancouver film festivals, and she is featured in the Lily Dyu book Fantastic Female Adventurers.

Where in the world is Mira Rai?

Last year, under a scorching September sun, Jupiter Ghimire, 30, took a few minutes off from his food delivery work in Qatar's oppressive heat to scroll through Facebook. His feed was full of news of a devastating <a href="https://nepalitimes.com/banner/disasters-in-nepal-come-in-waves">flood and landslides in Nepal</a>. Suddenly, he froze: one news item mentioned that among the worst hit was Gotikhel, his home village in Lalitpur. Panic gripped him as he frantically dialled home, but the phones were down. The news was all bad: floods had ravaged Kavre and Lalitpur, killing 217 people. Ghimire’s heart sank as he saw familiar names and places.&nbsp; <a href="https://nepalitimes.com/banner/avoiding-the-quicksand-of-social-media">Social media</a> became both a lifeline and a source of torment, as video updates streamed in about the rising death toll. About 40 people were dead or missing in the Gotikhel area, and Ghimire knew most of those who perished. &nbsp; “There were names of people I grew up with,” he recalls. For three agonising days, he was in the dark about his family, consumed by fear for his loved ones, especially his 11-year-old daughter. Ghimire finally learned that his family had survived. But the flood had swept away their farm, and part of their home. He did not go home for Dasain last year to save money to rebuild the house. He isn't going this year either. As <a href="https://nepalitimes.com/opinion/managing-the-monsoon">the monsoon rains</a> lash Nepal again, nearly a year after the 2024 disaster, Ghimire and other Nepalis here worry about another flood threatening their families, homes, crops, and livestock.&nbsp; Added to that is more recent worry of the Israel-Iran conflict spilling over to Qatar, as it did recently when <a href="https://nepalitimes.com/editorial/world-wars">Iran fired missiles </a>at a US military base in Doha.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250703090732_0ac5f98d06311a732200ebc74048f7561a575f7a1626adb5608c002b2fdceb45.jpg" data-media-id="editor_4" data-image-id="20250703090732_0ac5f98d06311a732200ebc74048f7561a575f7a1626adb5608c002b2fdceb45" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="All shaken up while abroad"> </figure>  Ghimire’s life <a href="https://nepalitimes.com/multimedia/dying-to-work-overseas">working overseas</a> had begun with another disaster: the 2015 earthquake that killed nearly 9,000 people. He left for Malaysia and stayed there for three years to make enough money to start a new life back home. After returning to Nepal, he invested his savings in a small canteen to support his family. But business faltered, and before long Ghimire was forced to leave once again, this time to Qatar where he has worked for the past seven years. “If there were <a href="https://nepalitimes.com/here-now/overseas-job-seeker-now-creates-jobs-in-nepal">opportunities in Nepal</a>, who would want to leave their families behind and live in the heat and solitude of the desert?” he asks, in between sips of Nepali-style milk tea in a street cafe. Tirtha Gautam, another worker in Qatar, got a call on the morning of 28 September last year that turned his world upside down. <a href="https://nepalitimes.com/multimedia/a-flood-of-tears-on-the-rosi">The flood on the Rosi Khola</a> had ravaged his family’s home in Kavre, destroying their farm and ready-to-harvest paddy crop. “I couldn’t believe that this time it was happening to me,” Gautam says, recalling earlier misfortunes that had befallen families of other Nepalis in Doha.&nbsp; Gautam clung to fleeting moments of connection with home, often parking his bus near buildings with free wi-fi during breaks to check in on news from Nepal. Tragedies in his homeland have always been a source of sorrow, but this time it was deeply personal. “I was devastated, but also furious,” says Gautam, who is critical of the government’s slow response even one year later <a href="https://nepalitimes.com/banner/disastrous-management-in-nepal">to the disaster</a>. “During these times, I wish I could help or donate, but with my little salary, do I look after my family or help my community?” Gautam was working as a driver in Kathmandu when he left Nepal in 2012, hoping to work a few years and come back with enough savings to buy his own vehicle. His second son was born just two days before this interview. Gautam embraced the joy through a video call, but had to cut it short to return to work. “I want to go back to Nepal and be with my family and my new son,” Gautam says. “I am done living here.” Yet for workers like Gautam and Ghimire, that is easier said than done. Each disaster, natural or economic, forces them to extend their time abroad indefinitely. “I am not staying here by choice but compulsion,” adds Gautam, who has<a href="https://nepalitimes.com/news/digital-diaspora-dasain-for-nepalis"> not gone home for Dasain</a> for the past 12 years that he has been in Qatar. “My parents get very upset every time they hear I can’t come home.” Gautam does visit Nepal every two years, but feels like a stranger. “There is a stigma about working in Khadi,” he says, using the Nepali term for the Gulf. “People who go to the US or<a href="https://nepalitimes.com/here-now/a-long-way-to-europe"> Europe </a>are held in higher regard.” Despite sending money to Nepal that keeps the country's economy and their own households afloat, <a href="https://nepalitimes.com/news/die-first-get-paid-later?%2F">migrant workers</a> are sometimes met with subtle disdain.&nbsp; This unspoken rejection deepens a sense of alienation, since most workers sacrifice time with family and children to earn enough to support their folks in Nepal.&nbsp; “To truly belong, I’d need to be home, surrounded by my family and culture,” Gautam tells us. “But economic reality keeps me here, away from everything that makes me feel Nepali.” &nbsp; <h2>Diaspora disaster response</h2> For professional migrants in the West with resources and opportunities, the focus tends to be on organised <a href="https://nepalitimes.com/here-now/it-better-be-better-next-time">aid and advocacy</a> in times when Nepal suffers disasters. But for economic migrants in the Gulf or Malaysia, challenges of daily survival limit their ability to help.&nbsp; Yet, there is a collective will to support Nepal in times of need. As<a href="https://nepalitimes.com/news/the-geopolitics-of-nepal-s-politics"> political instability</a> and economic challenges persist, the government must find ways to mobilise this emotional attachment in the diaspora. Disasters, upheavals, and<a href="https://nepalitimes.com/news/poor-cash-rich-nepal"> economic turmoil in Nepal </a>often spark fervent discussions when Nepalis abroad meet up. The conversations highlight both the ways <a href="https://nepalitimes.com/here-now/when-disaster-strikes-home">the diaspora strives to help the homeland</a>, and the helplessness felt by many.&nbsp; In the aftermath of <a href="https://nepalitimes.com/here-now/lessons-not-learned-from-2015-o2etq6zu">the 2015 earthquake</a>, the 2020-21 <a href="https://nepalitimes.com/news/lockdown-5-utlzqtvs">Covid lockdowns</a>, and the <a href="https://nepalitimes.com/news/60-dead-64-missing-in-nepal-floods">2024 floods</a>, donation and advocacy campaigns emerged spontaneously in the diaspora.&nbsp; Nepal Rising’s Fill the Bucket campaign after 2024 floods, for example, raised $7,000 through global donations, targeting both international and Nepali migrants. For a donation of just $40, a family of four received essential food, sanitation, and medical supplies in Nepal.&nbsp; The campaign gained significant traction on social media, with hundreds of shares worldwide. &nbsp;&nbsp; “It’s an emotional response,” says Preeti Pandey Adhikary of The Great Nepali Diaspora (TGND). “Whenever a disaster strikes, everyone is incredibly generous with their donations.”&nbsp; She adds: “The perception in Nepal used to be more dismissive but there is a growing interest in diaspora and its power to create impact for Nepal.” TGND fosters collaboration within the Nepali professional diaspora to bridge this divide. She rejects the term “brain drain,” arguing that geographical distance doesn’t diminish the ability to contribute meaningfully to the home country. “Nepali identity is fluid,” says Adhikary who has since started a venture called Momo VC that looks at alternative sources of capital for Nepali entrepreneurs beyond grants and donations by engaging the diaspora. “Whether you live in Europe, the US, or Asia, you can adopt new homes while still retaining your Nepaliness.” This fluid identity has enabled professional migrants to reconnect with Nepal in innovative ways, from volunteering to establishing impactful projects.&nbsp; Connectivity through phone apps is a lifeline. These donations are a reaction to disaster, but do not help with <a href="https://nepalitimes.com/editorial/disastrous-preparedness">preparedness and prevention</a>.&nbsp; Says Adhikary: “There’s a lot of excitement, optimism, and a sense of empowerment. There is growing collaboration and active engagement within the diaspora as well as an evolving sense of national identity and responsibility.”

All shaken up while abroad

Last April, Nepal became the first South Asian country to provisionally recognise same-sex marriage, and the second only to Taiwan in Asia.
The Supreme Court ruling on Sunil Babu Pant and Others v Nepal Government in 2008 decriminalised same-sex marriage and ordered the government of to make arrangements, including enacting new laws or amending existing laws, to ensure the rights of people with different gender identities and sexual orientations.
The Constitution guarantees fundamental rights to gender and sexual minorities, and Nepal has long been recognised for its relatively progressive LGBTIQA+ laws in Asia.&nbsp;
In 2023, Supreme Court Justice Til Prasad Shrestha issued a temporary order to register same-sex and non-heterosexual marriages, following which a municipality in Lamjung became the first authority to recognise a same-sex union, registering the marriage of Maya Gurung, a transgender woman assigned male at birth and legally recognised as male, and Surendra Pandey, a cisgender man.
The Supreme Court had ordered the creation of an interim registry for non-heterosexual marriages until Parliament could change the law. But there has been little progress to codify marriage equality into law, which activists say hinders progress to protect queer rights in Nepal.
Article 18 of Nepal’s Constitution states ‘..nothing shall be deemed to prevent special provisions by law for the protection, empowerment or development citizens including..gender and sexual minorities’.&nbsp;
However, this is in contradiction with Nepal’s Civil Code, Section 67 of which defines marriage as being between ‘a man and a woman’.
“Even though the Constitution guarantees the right to equality, the Civil Code has gendered terms like ‘man’ and ‘woman’ which automatically exclude same-sex couples,” says Sujan Panta, a legal expert on sexual and gender minorities. “This has caused it to become a major issue for many same-sex couples as they are not legally allowed to get married.”
Mitini Nepal, alongside Forum for Women and Law and Development, filed a writ petition on in December 2022, to nullify Civil Code Section 67 and to legally recognise same-sex marriage. The petition suggested using gender-friendly terms to define marriage, such as using ‘persons’ instead of ‘man’ and ‘woman’ and using ‘spouse’ instead of ‘husband’ and ‘wife’.
Experts and members of the LGBTQIA+ community have noted that legal discourse surrounding marriage equality in Nepal has so far been limited to marriage registration. Indeed, the provisional recognition of same-sex marriage does not grant the full legal rights and marriage benefits to same-sex couples that are afforded to heterosexual couples, which includes inheritance, adoption, and divorce laws.
‘Marriage registration, unlike other civil matters, invites a complex web of legal repercussions. It affects laws on divorce, domestic violence, polygamy, adoption, child adoption, custody, property inheritance and property division amongst spouses,’ <a href="https://nepalitimes.com/opinion/comment/right-to-marry-in-nepal?fbclid=IwAR1I5GFyEFpHi8sBikAV3Cj4e1aDTYbZJJahU9Bo8aFdimCxZie-fMpfLvw">wrote lawyer Aastha Dahal</a> in an op-ed in Nepali Times in 2023 after the Supreme Court’s interim order to register same-sex marriages. ‘Barring domestic violence Nepali laws in all these matters only envision a spousal relationship between a heterosexual man and woman.
Sukumaya Magar was with her partner for 30 years before her partner passed away from an illness three years ago. But without legal recognition of their relationship, Magar was unable to claim her partner’s property as inheritance , and her partner’s family ultimately claimed all assets, including their joint bank account.
Shree Maya Gurung also lost her partner Kiran to Covid- 19 in 2021, but could not inherit Kiran’s property because their partnership was not legally recognised.
Magar and Gurung’s stories are documented in Mitini Nepal’s 2025 book, A Life-Changing Hurricane, which is a collection of stories and experiences shared by Nepal’s lesbian, bisexual and queer women.
“As long as the definition of marriage continues to be between a man and a woman, there will continue to be difficulties in regards to family planning and property laws,” says Panta. “All of this leads back to the Civil Code Section 67.”
“How can it be said that same-sex marriage has been fully legalised if same-sex couples don’t even have the same rights as their parents?” adds Sarita KC of Mitini Nepal.
Experts say issues surrounding LGBTQIA+ rights are not taken as seriously in Nepal due to ignorance and lack of education, both among politicians and wider society.
KC notes that the lack of knowledge about queer rights do not seem to come from a place of ill-intent, but because of a one-dimensional view about the LGBTQIA+ community and queer identities in general. But this is not to say that anti-LGBTQIA+ movements and conservatism within Nepal does not exist.
In 2022, Nepal’s government had denied a non-tourist visa to Tobias Volz, a German national who had gotten married to Nepali citizen Adheep Pokharel in 2018 in Germany. The case eventually went to the Supreme Court, which ordered the government to grant Volz a non-tourist visa.
“When my partner and I were going through the visa process as a same-sex couple, we weren’t necessarily met with backlash or malice,” says Adheep Pokharel. “Despite their confusion, they were really willing to help us, at least that is what I felt.”&nbsp;
There have been efforts from sexual and gender minority groups and the government to engage with one another, notably preceding the 2021 census following which the National Statistics Office included an ‘other’ category in the last census to count sexual and gender minorities. The queer community has also conducted various workshops with Nepali lawmakers.
“There is a clear misunderstanding about the terminologies and what LGBTQ really means,” sats KC. “Most people assume that the term only refers to transgender people, which means issues surrounding lesbian, bisexual, and queer women’s issues aren’t often addressed. Even MPs have to be explained about the entire basis of gender and sexual orientation.”

Nepal's laws stuck in binary mode

<a href="https://nepalitimes.com/multimedia/the-last-of-the-kusunda">The Kusunda</a> are among the last remaining hunter-gatherer communities left in Nepal, and it has only one fluent speaker left of a language that is not related to any other language group in South Asia.&nbsp; The Kusunda call themselves the King of the Forests ((गेम्येहाक़ in Kusunda,वन राजा in Nepali) and used to have a nomadic lifestyle till recently. But decades of exclusion from mainstream society and modernity have forced the Kusunda to assimilate. &nbsp; Today, most Kusunda live across Nepal’s mid-hills and western plains, choosing to identify themselves as Thakuri and adopting names like Sen, Shahi, and Khan to avoid ostracisation. Over time, inter-ethnic marriages between the Kusunda and other communities became increasingly common.&nbsp; However, the assimilation with other communities also meant that almost no one from the Kusunda community can speak their mother tongue – considered by linguists to be a ‘language isolate’ not related to any other language group in the world, and lacking set rules of grammar that are foundational to other languages. There are no words for ‘Yes’ or ‘No’ in Kusunda, nor are there words to signify direction. There are 23 languages with less than 1,000 speakers listed in Nepal's 2021 census, with Kusunda being the language with the least number of speakers. The number of people who identified as Kusunda has decreased with each subsequent census. Only 253 individuals identified themselves as Kusunda in the last National Census of 2021, down from 273 in 2011.&nbsp; <div class="embed-block"><iframe src="https://creators.spotify.com/pod/show/raithane-bhakha/embed/episodes/Kusundas---the-last-of-the-forest-kings-e23ge6p/a-a9peei1" height="102px" width="400px" frameborder="0" scrolling="no"></iframe></div> The government’s decision to provide a social security stipend to the community for the past few years has prompted many from the Kusunda community to reclaim their identity and in the process, explore their culture and language. Kamala Sen Kusunda, who lives in Dang, is the only fluent native Kusunda speaker alive, although there are now other Kusunda and non-Kusunda people learning how to speak the language. By the time Kamala Sen Kusunda was born in 1975, her family had settled in a village in Rolpa. Although she did not experience the nomadic life of her forebears, she still roamed the forests freely as a child and many of the values and socio-cultural practices of her community were instilled in her and her siblings.&nbsp; This meant that Kamala grew up speaking Kusunda with her family. But by then, the Kusunda had increasingly begun to interact with people beyond their community, and inter-ethnic marriages had become a norm.&nbsp; Kamala herself married at 18 to a 52-year-old man from the Chhetri community. She would go on to have four children, but they were brought up with her husband’s culture and community rather than her own, and teaching them her mother tongue seemed impractical.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250628030648_afaa298bf8ea3b7086e2ed086b11eab463ef2b20a82a4aad74df3dd2e922a4c3.jpg" data-media-id="editor_2" data-image-id="20250628030648_afaa298bf8ea3b7086e2ed086b11eab463ef2b20a82a4aad74df3dd2e922a4c3" data-rendition-name="original" width="855" height="641" loading="lazy" alt="Kusunda NT"> <figcaption>Gyani Maiya Kusunda with Kusunda youth in 2015.</figcaption> </figure>  “If I had spoken my language to them when they were children, they would have learned,” she tells us ruefully. “But they were growing up in a different community, so I never pushed, and they never expressed interest.” At the time, she had other things to worry about, such as earning a livelihood and sustaining her family. To find work, Kamala and her family moved to Shimla in India, where she worked at an apple orchard for six years.&nbsp; Over the next years, Kamala and her family moved back and forth between India and Nepal for work, and Kamala was not actively conversing in the language of her people or being able to connect with members of her community now scattered across Nepal.&nbsp; Had she not forgotten her language after all those years? “How could I forget the language of my ancestors?” she replies. “Not speaking it did not mean that it ceased to be a part of me.”&nbsp; Kamala had been working at a brick kiln in Thimi seven years ago when the National Language Commission tracked her down, offered her a paid position as a Kusunda language consultant and source person for basic language training in Dang.&nbsp; It was there that Kamala met her cousin Gyani Maiya Sen Kusunda, the only other person able to speak Kusunda fluently, who had been working with the Commission to conserve Kusunda language and culture. It was also where Kamala met language researcher and lexicographer Uday Raj Ale. Ale had been in the middle of his research into the Tharu language and community 15 years ago when he met Gyani Maiya Kusunda’s son, who told him that his mother was one of the few people who spoke Kusunda, but that no one had shown an interest in studying and preserving the language and culture. Ale met Gyani Maiya, spending time with her learning and researching Kusunda. By 2017, Ale had collected enough words to put together a Kusunda dictionary. The Kusunda vocabulary currently comprises 2,000 words. His research into the Kusunda language and culture has taken him to every known Kusunda household in Nepal. Although the census puts the number of Kusunda at 253, Ale reckons there are only 158.&nbsp; “Kusunda language is endangered due to its lack of use in everyday life, literature, and religious and socio-cultural practices, as well as the prevalence of inter-ethnic marriages,” explains Ale. In 2019 the Language Commission began its language transfer programs for youth from indigenous communities. Since then, the Commission has completed multiple phases of Kusunda language classes in Dang facilitated by Uday Raj Ale. The classes have 20 students, not just from the Kusunda community, but also interested non-native students.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250626120632_c6c378bc00af450f2b7f0cf17af1c3b2b6f7b7226927c458c3e01ec389869d33.jpg" data-media-id="editor_3" data-image-id="20250626120632_c6c378bc00af450f2b7f0cf17af1c3b2b6f7b7226927c458c3e01ec389869d33" data-rendition-name="original" width="1485" height="1535" loading="lazy" alt="Kusunda NT"> <figcaption>Students learning Kusunda with instructor Uday Raj Ale (second row, left)</figcaption> </figure>  Khamba Rokaya, who worked as a caretaker for young Kusunda children in Dang, became interested in learning the language as she sat in with the children during their lessons, and for the last few years has been among the few non-native Kusunda language learners in Dang. “I am not from the Kusunda community, but now that I have learned the language, I hope to do my part to carry on the work and share my knowledge with as many people as possible,” she says. “One way to ensure that we preserve this language is to extend its speaker base, both within the Kusunda and non-native communities.” Ale and Kamala have continued to work together since Gyani Maya’s passing in 2020, expanding the Kusunda vocabulary and creating appropriate curricula to fit the needs of the students as their knowledge of Kusunda expands.&nbsp; But without any documentation of Kusunda history, the community’s traditions, stories, values and language were at risk of being lost to time. “The loss of an ethnicity, language or culture in a country is akin to losing a vital organ, and a unique perspective of looking at the world,” says Ale. Which is why Archive Nepal in collaboration with the British Council’s Cultural Protection Fund and the UK’s Department of Culture, Media, and Sport in February launched a book of creative writings in the Kusunda language titled पिन्डा (meaning ‘The First’ in Kusunda): A Compilation of Kusunda Literature. The book is a collection of informative essays about the Kusunda language and culture, short stories that explore themes from nomadic life to universal Nepali experiences of poverty and migration, letters to loved ones, as well as conversational pieces by five Kusunda students ranging from ages 16 to 30. The works in the Kusunda language are also translated into Nepali and English.&nbsp; “Language is an important part of ethnic identity, and our indigenous languages cannot evolve or be conserved unless they are spoken or taught,” said Ale during the launch of the book earlier this year. “But most importantly, language exists as long as there exists literature in that language.” Kamala was in Kathmandu for the launch of the book, and smiled proudly as she looked at the young writers who had contributed to the collection. She said: “I’m glad the young people have chosen to learn and preserve Kusunda. Otherwise, our language would have died with me.” &nbsp;

The news headlines this week said: ‘The House of Representatives passed the Nepal Citizenship (Second Amendment) Bill that now makes <a href="https://nepalitimes.com/here-now/nepals-unequal-citizenship-law">acquiring citizenship through the mother</a> as equal as through the father.’&nbsp;
Could it really be true? There is genuine confusion or deliberate misunderstanding in the public about the Bill. Here is an explainer:
What is the Bill?
The Second Amendment to the Nepal Citizenship Act 2006 was tabled by the government on 11 March, 2024. The lengthy list of amendments underwent a detailed discussion within the State Affairs and Good Governance Committee of the HoR which presented a shortened list of agreed amendments.&nbsp;
The HoR passed this amended list of amendments on 28 June. While the original Bill contained eight amendment proposals, only three major amendments were presented by the Committee, and approved by the HoR.
Has it become law now?
No. It is yet to be passed by the National Assembly and endorsed by the President.
What exactly is contained in the amendments?&nbsp;
<ol>
 <li>Addition to Section 5 of the Act: ‘For citizenship applications, a father’s identity is deemed unknown if the applicant and their mother both provide a self-declaration stating that the father is unidentified, as per Section 5, even if his name is listed on the person’s birth registration, educational qualifications, or other certificates, yet his other identity is not available and is currently out of contact.’</li>
</ol>
This simply provides a definition to what the Act means by ‘father unidentified’ or ‘father untraceable’. Section 5 derives its authority from Article 11(5) of the Constitution that grants citizenship by descent to children whose mother is a Nepali citizen, but father is unidentified or untraceable.&nbsp;
The Nepal Citizenship Act 2006 and Regulation 2006 (both promulgated prior to the present 2015 Constitution) was amended in 2023 to incorporate the provisions of the new Constitution. In doing so, it included the procedural rule requiring both the applicant and their mother to sign a self-declaration form.
The result: a lot of people who claimed citizenship under this provision were still denied access, simply because their educational or other documents mentioned the name or address or some information about their father. The officials interpreted the presence of such information as father’s identity being known and assumed the applicants were hiding facts.

The Supreme Court in one of such cases had clearly interpreted the meaning of ‘father unidentified’. In its overarching decision, the court stated the following:
‘It seems neither lawful nor just to compel an individual to accept someone as an identified father merely because their biological father’s name, surname, or address is claimed to be known or mentioned in educational or other documents. It would be just to consider the father’s identity as “unidentified”; if the individual has not received paternal affection or care, and the alleged father has never taken any responsibility, borne any obligation, or been physically present before the children, leading to a situation where the children haven’t even seen their face. Such an alleged biological father should remain “unidentified” for these children until they formally acknowledge them as their son or daughter, or, in their absence, their family provides reasonable proof to confirm the fact and identifies the relationship through a process acceptable to the children, or until such a confirmation becomes impossible.’
Based on this decision, multiple implementation challenges, and growing advocacy around this concern, the government included the above-mentioned addition in <a href="https://nepalitimes.com/here-now/nepal-s-citizenship-amendment-bill-explained">the Bill</a>.
Is it new?
The proposed addition is neither an introduction of the new right, nor does it provide anything beyond what the Constitution mandates. Since the Constitution itself uses the term ‘father untraceable or unidentified’, the most a legislation can do is to ensure that the constitutional provisions are interpreted and implemented in its true meaning. Therefore, the current Bill only serves to clarify the existing misinterpretation of the phrase ‘father unidentified’.
In a country where about 17% of the population are <a href="https://archive.nepalitimes.com/regular-columns/Comment/stateless-daughters-in-nepal,863">single mothers</a>, this clarification may provide certain relief for those whose fathers name was mentioned in the document and the father is now unidentified. However, the addition does not grant anything new.
The <a href="https://nepalitimes.com/banner/are-women-not-nepali-enough">gender discriminatory citizenship </a>where the citizenship or legal identity of a person is always dependent on one’s husband or father still remains.
Additionally, the current addition does not completely incorporate the Supreme Court’s decision which is broader and more comprehensive, requiring that the father be considered unidentified irrespective of the knowledge of the father’s name, surname and address, if the applicant/person has not felt the paternal affection or care, and the alleged father has never taken any responsibility, or borne any obligation or been physically present before the children.
The Bill only takes ‘father’s name’ into consideration. It does not recognize the mention of surname or address in the applicant’s certificates, nor the absence of emotional and physical presence, and responsibility in their life.
2. Addition to Section 18 of the Act:
i. Unless otherwise provided in this Act, a person dissatisfied with an order or decision made by an official under this Act may file a petition with the Secretary of the Ministry of Home Affairs within thirty-five days from the date of such order, through the District Administration Office or directly through Nepal Government.
ii. Upon receiving the report pursuant to sub-section (1), the Secretary of the Ministry of Home Affairs shall (must) issue their decision or order after obtaining the report from the official who issued the order or made the decision, within 30 days from the date of appeal, and such decision or order made by them shall be final.’
This provision is already present in the Act itself, and the Bill simply amends or adds the parts that are in bold letters. The positive part is that it makes the right to redress mandatory. Meaning, it not only ensures the right to appeal against the unsatisfactory decisions made by the local authorities, but also the right to receive the decision.
Earlier, it depended on the government's discretion to hear the appeal, but if this amendment is passed, it now becomes the State's obligation to ensure this as a due process of law.
This makes it easier for individuals denied citizenship, by the Chief District Office (CDO), to register an appeal in the higher office, which is the Home Ministry. However, in cases concerning a certain category of naturalised citizenship that falls under the jurisdiction of the Home Ministry, its decision becomes final and cannot be appealed.
This means that Nepal has two categories of naturalised citizenship. One that falls under the jurisdiction of CDO, such as naturalised citizenship to foreign women via marriage relationship. Another that falls under the jurisdiction of the Home Ministry, such as naturalised citizenship to persons born to Nepali mother and foreign father or foreigners who intend to acquire citizenship via stay requirement.&nbsp;
While the former can be appealed if the applicant is not satisfied with the decision of the official, the former, which is the government's decision, cannot be appealed.
3. Addition of Section 22(a) to the Act: ‘Shall provide a minor’s identity card to a person who is under 16 years of age, if either mother or father is a Nepali citizen.’
This provision can be considered as a positive extension of the child’s constitutional right. The Constitution of Nepal in Article 39 (1) states that ‘every child shall have the right to name and birth registration along with his or her identity’. The current Bill extends this right to a minor's ID card.
However, a minor ID card does not guarantee a citizenship certificate, which in Nepal, a person is eligible to apply only at the age of 16. This means: even though the child has the minor’s ID card and perhaps also a passport based on it, while applying for citizenship at the age of 16 or beyond, the person is bound by citizenship laws — which as we have seen is heavily dependent on the father's identity.
The conclusion?
The current amendment does not ensure any dramatic legal reform nor ensure a complete <a href="https://archive.nepalitimes.com/article/nation/The-right%20-to-have-rights,2656">gender equality in nationality laws</a>, simply because it technically and legally cannot.
When the Constitution itself uses gendered language such as ‘mother’, ‘father', ‘Nepali citizen man’, and ‘foreign citizen woman’, a legislation cannot override it. Nevertheless, recent amendments to the Act, including the first amendment, shows the government’s leniency towards gender equal citizenship laws.
Additionally, Article 49 of the Constitution also recognises equal lineage right of women, meaning that the family descent is legally recognised to be carried on by both genders. Hopefully in the nearest future, Nepal will carry this same principle to shape its citizenship law as well.&nbsp;
A transformative reform by ensuring gender equal nationality rights through constitutional amendment is still possible. Nepal, a member state to the CEDAW and CRC, is still in the list of 24 countries in the world that have gender unequal citizenship laws. &nbsp;It has the obligation as well as potentiality to become a pioneer in recognizing<a href="https://nepalitimes.com/editorial/quality-of-equality-for-women"> women’s equal rights </a>to confer citizenship to their children and spouse in par with men.

Full equality vs status quo

The sudden and massive flood on the Bhote Kosi early Tuesday morning washed away a strategic bridge on Nepal’s main border crossing with China for trade, tourists and pilgrims. Slurry from the nearly 10m high debris flow left 9 dead and 20 missing, 12 of them Nepalis and six Chinese nationals, and 150 others were rescued by helicopter.&nbsp; Four <a href="https://nepalitimes.com/banner/climate-smarter-himalayan-infrastructure">hydropower plants</a> Rasuwagadi, Trisuli III, Trisuli, &nbsp;Benighat and the Trisuli substation sustained heavy damage, knocking &nbsp;out 230MW of Nepal’s power supply – approximately 8% of the total. Over 100 cargo trucks and new electric vehicles parked at &nbsp;Timure Dry Port were swept away. However, the Department of Hydrology and Meteorology (DHM) and the National Disaster Risk Reduction and Management Authority (NDRRMA) now say a <a href="https://nepalitimes.com/here-now/living-below-nepal-s-melting-mountains">Glacial Lake Outburst Flood (GLOF)</a> is likely.&nbsp; NDRRMA spokesperson Suresh Sunar said it was too early to tell which one, but the flood was most likely the result of one of the glacial lakes in Tibet. Bhote Kosi begins on the north slope of the Ganesh Himal near the Nepal-China border, and its tributary Lende drains the catchment area north of Langtang. The level of water at a self-monitoring station in Timure in Rasuwa increased by 3.5m at 3:10AM on Tuesday morning while 13km downstream in Syabrubesi, the level rose by 3.65m at 3:30AM. The same station recorded 5.37m ten minutes later, after which it stopped giving a reading, possibly because the station was also washed away. The flood reached <a href="https://nepalitimes.com/here-now/neither-side-lost-both-sides-won">Betrawati</a> by 5AM, and some of the debris flow reached Mugling during Tuesday. The river meets the Bhote Kosi at the Nepal-China checkpoint in Rasuwa.&nbsp; “Analysis of weather forecasts and satellite data shows the Tibet region did not receive enough rain to cause this scale of flooding,” explained Binod Pokharel, associate professor of hydrology and meteorology at Tribhuvan University. “The flood could have been caused by a GLOF."&nbsp; Two weeks ago, Chinese officials had reportedly warned the Rasuwa District Administration in Nepal to be on high alert for floods on rivers that originate in Tibet. It could be that Chinese scientists had observed the alarming<a href="https://nepalitimes.com/here-now/the-climate-crisis-is-a-water-crisis-in-the-himalaya"> expansion of glacial lakes</a> in the Lende and Bhote Kosi catchments. If that was the case, it is an example of the kind of trans-boundary forewarning that would be critical to save lives in future.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250708100736_1710142917b30d4f85b343ed52743554d723db918c708f0bade8a0491ba999b2.jpg" data-media-id="editor_9" data-image-id="20250708100736_1710142917b30d4f85b343ed52743554d723db918c708f0bade8a0491ba999b2" data-rendition-name="original" width="1001" height="500" loading="lazy" alt="Bhotekosi flood"> </figure>  However, Rasuwa’s Assistant Chief District Officer Dhruv Prasad Adhikari seems to have no knowledge of any warning from the Chinese side, either formally or informally. &nbsp; “The Chinese Embassy has said the cause of the flood is unknown that it will coordinate with Nepal to find the cause," Adhikari told us. Chinese Ambassador Chen Song and Prime Minister Oli visited the border on Tuesday (pictured). &nbsp; The sharing of real-time trans-boundary rainfall and river flow data would be crucial in early warning about the <a href="https://nepalitimes.com/news/mapping-kangchenjunga-glacial-flood-risk">risk and consequences of GLOFs</a> to reduce human and material loss. But Nepali officials say China has been reluctant to share weather-related information and data not just in this disaster, but in the past as well. “There is no mechanism or system in place for us to obtain hydrological and meteorological data of the Tibetan region,” said DHM Director General Joshi. The <a href="https://nepalitimes.com/here-now/for-destruction-ice-is-also-great-and-will-suffice">Himalaya is melting twice as fast as the rest of the world</a> due to a phenomenon called ‘elevation dependent warming’, and receding glaciers have led to an increasing number of transboundary GLOFs.&nbsp; According to <a href="https://nepalitimes.com/here-now/danger-nepal-s-glacial-lakes-are-filling-up">a 2018 ICIMOD study</a>, of the 47 of the most dangerous lakes that threaten Nepal, 25 are on glaciers in China, 21 in Nepal and one in India. Many of these glaciers are expanding rapidly due to global warming. One of the authors of the report, glacial lake expert Samjwal Bajracharya, says that the report was prepared based on data from 2015. But climate change has accelerated since then. Moreover, seismic activity has further destabilises the landscape, adding to <a href="https://nepalitimes.com/here-now/nepals-glacial-lakes-in-danger-of-bursting">GLOF risk</a>.&nbsp; “Considering the rapid rate of snowmelt and consequent increase in size of Himalayan glaciers, studies should be conducted every year, and a monitoring system should be set up on the glaciers,” says Bajracharya. “However, no studies have been conducted in the Himalaya in a decade, which has been our biggest weakness.” &nbsp;

Rasuwa flood likely a GLOF

Former president Bidhya Devi Bhandari last week officially made her comeback to <a href="https://nepalitimes.com/news/what-just-happened-in-nepali-politics">national politics </a>at an event commemorating her late husband UML leader Madan Bhandari’s 70th birth anniversary. Bhandari’s announcement was not a surprise, nor was the furious flutter it created both within and outside the UML. A former president returning to party politics sets a dangerous precedent, many said. &nbsp;&nbsp;&nbsp; “Now that I have been released of my previous political responsibilities, I have renewed my party membership with the righteous intention of remaining in the CPN-UML and continuing the<a href="https://nepalitimes.com/latest/post-convention-uml-eyes-set-on-elections"> party's political journey</a>,” Bhandari said, not very convincingly. Nepal’s Constitution does not prohibit a former head of state from returning to active politics once their presidential term is over, essentially leaving such decisions to ethics rather than any legality. But her return to the UML fold has angered party leaders who considered themselves Oli’s successors as well commentators who saw it as yet another example of the <a href="https://nepalitimes.com/latest/the-business-of-politics-in-nepal">deep rot in Nepal’s politics</a>. ‘<a href="https://nepalitimes.com/news/coalition-set-to-snub-president-bhandari">Bidya Devi Bhandari </a>has not tired of ‘serving’ us despite having held multiple ministerial positions, high-level party positions, and serving two terms as President, but the country and its citizens are tired of her unceasing and immoral ‘service’,’ political commentator Muma Ram Khanal wrote sardonically on social media. ‘Please do not embarrass us through your lifetime ‘service’.’ Bhandari tried to mollify critics by pledging to forego all perks and facilities she is entitled to as a former head of state. This was met with enthusiastic cheers from supporters at the public function. Prime Minister KP Oli, sitting right beside her on the stage, remained stone-faced. He has been against Bhandari’s political comeback, and has tried to talk her out of it. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250711040740_0f2b201ed3ce2f85540554c83fc7aae6bcfcd1377aef614bbc3759eef30baa3f.jpg" data-media-id="editor_4" data-image-id="20250711040740_0f2b201ed3ce2f85540554c83fc7aae6bcfcd1377aef614bbc3759eef30baa3f" data-rendition-name="original" width="2400" height="1599" loading="lazy" alt="PM Oli and Bidya Devi "> </figure>  Oli has reasons to worry, as Bhandari has made it clear that she intends to run for party chair in the next UML general convention. There are also those within the UML who have grown resentful of <a href="https://nepalitimes.com/news/nepal-government-changes-again">Oli’s leadership</a>, and this has polarised the party into two camps with leaders like Ishwar Pokharel in Bhandari’s corner. Oli wields absolute authority over the party, particularly after he sidelined and silenced rivals Madhav Kumar Nepal, Jhalanath Khanal, and Bamdev Gautam.&nbsp; He has removed the party’s 70-year age limit to hold leadership position so that he can continue to be chair even as he approaches the end of term limit, and questions about his health after two kidney transplants. Bhandari wasted no time in wading right into politics to forge alliances. Last week she met Kathmandu Mayor Balen Shah to discuss “latest developments”. She is said to have urged <a href="https://nepalitimes.com/opinion/comment/kathmandu-s-balen-phenomenon">Kathmandu’s popular independent mayor</a> to enter national politics through a party. The mayor is keeping his cards close to his chest. &nbsp; The former president’s return to active politics has also not sat well with other parties, either. Nepali Congress (NC) president Sher Bahadur Deuba, and Oli’s coalition partner, is said to have raised issue with Bhandari’s comeback. The NC Central Committee meeting this week was abuzz with corridor talk about how retired presidents returning to politics affects not just the UML, but undermines <a href="https://nepalitimes.com/editorial/slapping-democracy">Nepal’s democracy</a>. &nbsp; The UML is not the only party roiled in internal strife. The NC Central Committee meetings turned lively as the rank and file fed up with<a href="https://nepalitimes.com/news/deuba-s-long-and-winding-road"> long-serving Deuba</a> and the higher political profile Foreign Minister Arzu Rana, his wife, demanded an overhaul of the leadership.&nbsp; The surname Koirala still has strong brand equity in the NC, and a rival faction led by Shekhar Koirala has questioned Deuba’s competence and has intensified calls for the party’s next general convention to be held on time. His cousin, Shashank Koirala also supports a constitutional amendment to revert Nepal back to Hindu state – possibly with an eye on <a href="https://nepalitimes.com/news/women-first-in-2027-wfnchctq">the 2027 election</a>. The NC’s young turks are no longer young. Party General Secretary Gagan Thapa is approaching middle age while waiting for a greater leadership role with the promise of fresh new blood to rejuvenate the party. &nbsp; Meanwhile, CPN-Unified Socialists chair and former prime minister Madhav Kumar Nepal is facing calls for resignation from within his party after being charged with corruption by Commission for the Investigation of Abuse of Authority (CIAA) for alleged involvement in the Patanjali land scam.&nbsp; Nepal, who has been stripped of his lawmaker status, is currently out on bail. He has said the case against him is politically motivated, fuelled by one-time comrade K P Oli's vendetta.&nbsp; The CPN-US members do not seem keen on Nepal taking the already beleaguered party down with him. Firebrand leader Ram Kumari Jhakri called for a new leadership at an event of the party’s youth wing last week, obviously pushing herself as a possible successor.&nbsp; “The party chair is facing legal and constitutional challenges, we cannot move forward with this dead weight on our shoulders,” Jhakri said, calling for an early general convention to choose new leadership. CPN-US leadership has since admonished her gently about her remark, but others like Jhalanath Khanal and Ghanashyam Bhushal have lent their support. Khanal, a former prime minister himself, even asked for Nepal’s resignation at the party’s secretariat meeting earlier this week.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250711050712_bed4145c696497f12eedc746dcd0308d251ca02312bef88c549a51d54a5032a8.png" data-media-id="editor_10" data-image-id="20250711050712_bed4145c696497f12eedc746dcd0308d251ca02312bef88c549a51d54a5032a8" data-rendition-name="original" width="262" height="402" loading="lazy" alt="Two to tango"> </figure>  Over at the Maoist-Centre, Pushpa Kamal Dahal is also said to be at loggerheads with top comrades, particularly Deputy General Secretary Janardan Sharma, who used to be a guerrilla commander during the conflict. &nbsp; Dahal and Sharma’s relationship has been strained since the party’s last general convention, when Dahal bypassed Sharma for General Secretary. The two have traded barbs in public and private since then. Sharma has long called for competition in party leadership, but like Oli and Deuba, Dahal is reluctant to give up the reins. Dahal has reportedly been reluctant to hold a general convention fearing he will be voted out of his chairmanship. &nbsp; In response, Dahal has attempted to fill the ranks with his own confidants, including actively lobbying for the return of former vice-president Nanda Bahadur Pun to active politics despite objections from the party. Like Bidya Bhandari, this has not been welcomed within the party and outside. And then there is the<a href="https://nepalitimes.com/news/in-with-the-new-out-with-the-old"> Rastriya Swatantra Party (RSP)</a>, the fourth largest in Parliament whose chair, former tv anchor leader Rabi Lamichhane, is in detention for multiple charges of defrauding cooperatives. The three main parties see the RSP as a threat in 2027 and want to tie Lamichhane up with court convictions, but his prolonged detention has actually allowed him to gather some public sympathy – at least on social media. The RSP has rallied around Lamichhane in public, but there are rifts within the party. In April, MP Sumana Shrestha resigned as the party’s joint general secretary, levelling criticism at the leadership and the lack of intra-party democracy and calling for reforms. But Lamichhane’s legal troubles have put a dent on the RSP’s Mission-2084 election campaign, which has come to a standstill.&nbsp; Aisde from internal feuds in all the main parties, the four main parties are also jostling for advantage ahead of 2027. And last week, the Janata Samajwadi Party and Nagarik Unmukti Party both withdrew from the alliance. &nbsp; Speculation is rife of a rift between the two largest parties in the coalition. This is driven by the two parties, which have been bitter rivals since 1990 but are now partners in government, in the leadup to elections. &nbsp; In public, the two parties have maintained that the coalition remains strong as ever. Oli is said to be considering recalling some of his ministers to pacify the NC’s dissatisfaction with UML cabinet members. Deuba seems determined not to let the coalition collapse ahead of his turn to be prime minister for the sixth time next year as per a ‘gentlemen’s agreement’ with Oli.&nbsp; The cement that binds the coalitions together is the mutual threat they feel about <a href="https://nepalitimes.com/opinion/higher-corruption-in-high-places">corruption </a>probes of their leaders. The former RSP-NC-Maoist coalition collapsed last year after Deuba and Oli got wind that Home Minister <a href="https://nepalitimes.com/banner/the-rise-and-fall-of-rabi-lamichhane">Rabi Lamichhane</a> had started investigating the involvement of their top leaders on the fake refugee and tea estate scams. &nbsp; For the moment, though, it seems as though the relationship between Oli and Deuba is more stable than the support both leaders have within their own &nbsp;parties. But the question as the elections approaches is, for how much longer.

Uncontrolled instability in Nepal

Recent outrage in Sikkim over an Indian Army expedition climbing <a href="https://nepalitimes.com/here-now/saving-kangchenjunga">Kangchenjunga</a>, the world’s third-highest peak, has spiked attention to the need to balance mountaineering jobs with indigenous reverence for sacred landmarks. Kangchenjunga (8,586m) is not a peak as much as it is a mountain range with 16 peaks above 7,000m on the border between India and Nepal -- the word itself means ‘five treasures of the snows’ in Tibetan. Some of the highest prominences like Kangchenjunga West and Kangbachen are in Nepal, while the Main, Central and South Peaks are on the border. Climbing the peak from the Indian side has been banned since 2001 because the indigenous Lepcha community there regard the mountain as the abode of Dzoe-nga, the patron deity of Sikkim, which was an independent Himalayan Kingdom until it was annexed by India in 1975.&nbsp; Buddhists in Sikkim say their saint, Padmasambhava, recognised the mountain as a protective spirit. The state has declared the base of the mountain Kangchenjunga National Park, which covers an area one-third of Sikkim. ‘The act of scaling this sacred peak is not only a matter of serious concern but also a violation of both the prevailing legal provisions and the deeply held religious beliefs of the people of Sikkim,’ read a letter from Chief Minister Prem Singh Tamang (Golay) to Amit Shah, India’s Minister of Home Affairs and Cooperation.&nbsp; Tamang continued: ‘We further request Your Honour to take up the issue with the Government of Nepal to ensure that no future expeditions are permitted on the sacred mountain, in deference to the deeply held beliefs and cultural values of the people of Sikkim.’ Kangchenjunga was climbed for the first time exactly 70 years ago by a British team who told King Tashi Namgyal, the Choegyal of Sikkim, that they would not set foot on the summit. Since then, there have been about 532 successful climbs of the peaks and 52 have died while trying.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250628060616_5c268e08cf49f36b79ef9b31933fc2d9bf9a6f65414e7ca06dd028bf04e7ccc1.png" data-media-id="editor_1" data-image-id="20250628060616_5c268e08cf49f36b79ef9b31933fc2d9bf9a6f65414e7ca06dd028bf04e7ccc1" data-rendition-name="original" width="1782" height="1178" loading="lazy" alt="Kangchenjunga: too sacred to climb NT"> <figcaption>Indigenous communities in Sikkim held purification ceremonies following the Indian expedition to Kangchenjunga. Photo: THE VOICE OF SIKKIM / FACEBOOK</figcaption> </figure>  <a href="https://nepalitimes.com/here-now/peak-climbing-season-2025-s4abrxny">This spring climbing season</a> alone, there were 70 climbing permits for foreigners issued for Kangchenjunga by the Nepal government, and made it to the top while one French climber died.&nbsp; One of the expeditions this year was an Indian Army team led by Col Ranveer Jamwal, who has summited the highest peaks on all seven continents, and Mt Everest thrice. Jamwal’s team was on the final leg of a ‘<a href="https://economictimes.indiatimes.com/news/india/nimas-summits-mt-kangchenjunga-concludes-historic-har-shikhar-tiranga-mission-successfully/articleshow/121341315.cms?from=mdr">Har Shikhar Tiranga</a>’ (The Tricolour on Every Peak) mission to plant the Indian flag at the highest points of each of India’s 28 states. Kanchenjunga was the last peak they had left, and the hardest, but the expedition put five climbers on the summit. What seems to have incensed the Sikkimese is that while it has banned climbing the mountain from its side, it was an Indian military expedition that went to Nepal to climb the mountain. After news broke of the climb in May, the Sikkim Indigenous Lepcha Tribal Association asked people to observe purification ceremonies in temples across the state. Mayalmit Lepcha of the association acknowledged that the Sikkim government was also partly at fault: “I don’t think such an expedition could have gone forward without the state government being informed, so it could have done something to intervene. It shows weakness. What’s done is done, all we can do is carry out these sanctification ceremonies.”&nbsp; In 2000, one year before Sikkim’s ban, the state allowed an Austrian team to attempt Kanchenjunga’s northeast face for a fee of $20,000, on agreement that they would stop 10m before the summit. Despite this, there was outrage over the expedition on the grounds that it violated Indian laws regarding the defiling of religious sites and Sikkim’s rights to maintain its culture after merging with India. The Indian Army expedition was also seen to have circumvented Sikkim’s law and violated religious sensibilities by going through Nepal. While the team may have thought they were respecting Sikkim’s beliefs by finding a way to complete the mission, the people of Sikkim saw it as defilement.&nbsp; The somber mood of the Sikkim people at the ritual contrasts sharply with Jamwal’s sense of accomplishment. “Without a doubt, the most difficult summit of my life,” he told reporters after the climb. “It tested every ounce of our will.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250628060616_ccfe079c78dab788d19fe2080ee8a5d5dcb11de4157316f6d94e5964da097157.jpg" data-media-id="editor_4" data-image-id="20250628060616_ccfe079c78dab788d19fe2080ee8a5d5dcb11de4157316f6d94e5964da097157" data-rendition-name="original" width="787" height="377" loading="lazy" alt="Kangchenjunga: too sacred to climb NT"> <figcaption>Prayer flags along the Sikkim-Kangchenjunga trekking route. Photo: TREKKINGININDIA.COM</figcaption> </figure>  The <a href="https://nepalitimes.com/news/the-rise-and-fall-of-nims-purja">controversial Nepali-British mountaineer Nirmal Purja</a> was also on Kangchenjunga this spring the mountain, on a mission to summit all 14 8,000m peaks for a third time. He echoed Jamwal about the tough conditions: “The conditions above camp were extremely tough, with deep snow and challenging terrain—more crevasses than usual.” Nepal’s government has not said anything publicly, but it is unlikely that it will ban climbing on Kangchenjunga, since it is becoming popular with expeditions because of its technical challenges, and overcrowding on Mt Everest. Nepal does have bans in place for some of its mountains out of respect for local beliefs. <a href="https://nepalitimes.com/banner/to-open-machapuchre-for-mountaineering-or-not">Mt Machapuchre</a> (6,990m) the imposing pyramid that looms over Pokhara, for example, is seen as an icon of purity by the Gurung people and a symbol of Vishnu by the Hindu communities who live at its base. A strict climbing ban has been in place since 1957, when a British expedition led by Col Jimmy Roberts stopped 45m short of the summit – either because the last bit was too difficult or out of deference to local sentiments.&nbsp; Khumbila that stands above Namche Bazar is only 5,761m high, but like Kanchenjunga is considered the protector deity of the Sherpa people. Gauri Shankar on the Nepal-China border, called Chomo Tseringma by the local community, was off-limits between 1965 and 1979 due to its association with Lord Shiva and Gauri, his consort. Although expeditions are now allowed, there are not too many takers. In Tibet, climbing Mount Kailash is prohibited by the Chinese government because it revered by the Hindus, Buddhists and followers of the Bon faith. Even Mt Everest is regarded as sacred, and its Sherpa name is Chomolungma, Goddess Mother of the Earth.&nbsp; Economically, climbs on Kanchenjunga bring in decent revenue. This climbing season, the 41 permits, at $1,800 each, brought in $73,800. This is somewhat comparable to Makalu, Lhotse, and Annapurna I, but these numbers are dwarfed by the $4 million in <a href="https://nepalitimes.com/news/the-everest-industry">Everest permits</a>. Revenue from Kanchenjunga climbing permits is something Nepal could potentially forgo if necessary, but the expeditions also provide jobs to hundreds of high altitude guides, porters, base camp support staff and other logistical costs.&nbsp; As the third highest mountain in the world and the tallest in India, there will always be significant motivation to climb it from the Nepal side, especially as climbers are drawn by the technical climbing at high altitude.
