All photos and videos: UPASANA KHADKA</figcaption></figure>After getting his single-shot Johnson &amp; Johnson vaccine, Yogendra lined up the following morning from 2AM at Teku to get his vaccine certified so he could go to Saudi Arabia to join his job. But his letter was missing a stamp, and he had to return the next day.Like Yogendra, thousands of workers have packed queues at the Teku Hospital to get their certificates, with fears that the crowds could themselves spread the virus.“There is a lot of mixed information and confusion, and the officials do not seem to know what to do,” says Yogendra. “And how can we be safe in these crowds?”Yogendra said “cautious goodbyes” to his family in Doti and travelled to Kathmandu, not sure if he could finally leave. Distressed and demoralised, he has had to spend more money extending his stay to finish his paperwork.Netra from Jhapa is also going to Saudi Arabia, and got to Teku Hospital only at 6AM by which time there was already a long line, and he had to go back.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d086e9c7e80680e0a6018jpeg.jpg" alt="" width="2274" height="1456">“Tonight, I will come at 9PM so I am one of the first ones in line,” he told me. “Even 2AM might be too late.”  For Yogendra, Netra and many other workers getting ready to leave, it is difficult to get around in unfamiliar Kathmandu and work the system to get all the required travel documents. “My legs are sore from all the walking and standing,” says Netra.Akram (pictured above) from Sunsari did not want to take any chances, so instead of lining up at 2AM for his vaccine certificate, he was already at Teku at 4PM on Saturday to be in front of the line for Sunday morning.After getting his jab last week, he came to Teku twice, but missed his chance to get his certificate both the times because he came only at 6AM. This time, he was waiting 28 hours before the counter opened.Akram is headed to Qatar to work as an office cleaner and will be earning $360 a month. This is his first time in Kathmandu, and he slept on and off all night while squatting under a tin roof to keep dry in the rain.The security guards at Teku took to Akram for his determination and grit, and they had given him a nickname: ‘Number One’. This drop reflects the shrinking opportunities for Nepali job seekers who have relied on migration to break out of intergenerational poverty.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08789c7e80680e0a601bjpeg.jpg" alt="" width="640" height="360"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d087a9c7e80680e0a601cjpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>The reasons for the historic low numbers are fallout from the pandemic and continued hiring freezes and travel bans to some countries. Saudi Arabia, Qatar and the UAE accounted for 80% of labour approvals in 2020-21, while few workers went to Malaysia and Kuwait which had consistently been among top destination countries for Nepali overseas workers.<a href="https://www.nepalitimes.com/here-now/nepali-migrants-again-caught-up-in-2nd-wave/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepali-migrants-again-caught-up-in-2nd-wave/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNF56UDVbYsJHL5vZIneYD4mpabP1A">Malaysia halted recruitment</a> of all foreign workers indefinitely since early last year, while Kuwait red-listed Nepal for public health reasons since the early days of the pandemic until recently.The drop in annual outflow of workers paints an incomplete picture: <a style="letter-spacing: 0.01em;" href="https://ccmc.gov.np/ccmc2/ccmc_update/No.of%20Nepali%20Repatriated%202078.04.05.pdf" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://ccmc.gov.np/ccmc2/ccmc_update/No.of%2520Nepali%2520Repatriated%25202078.04.05.pdf&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNGiT7tSqd2KtrfmwoAnp9yld4JSeQ">nearly 500,000 Nepali workers</a> were repatriated from all over the world with majority from Qatar, Saudi Arabia and Malaysia in the past year. And a significant number of Nepalis abroad chose to stay on their jobs.However, there are no reliable estimates of the total number of Nepalis working overseas. According to Malaysian government data obtained by Nepali Times, the total number of Nepalis there dropped from 300,000 at end-2019 to just over 160,000 in 2021. But this excludes undocumented Nepalis in Malaysia, whose numbers <a href="https://www.nepalitimes.com/here-now/mindful-of-migrants-mental-health/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/mindful-of-migrants-mental-health/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNFu2uMrNJCQSfA0UOoVgoJpaZN4bQ">have grown significantly</a> since the pandemic.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d087d9c7e80680e0a601djpeg.jpg" alt="" width="640" height="360"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08809c7e80680e0a601ejpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>Employers there have been hesitant to send back workers due to worker shortage and hiring freeze, delays in receiving exit permits or because of unaffordable tickets.Since migrant workers do <a href="https://www.nepalitimes.com/here-now/nepali-workers-overseas-toil-through-the-pandemic/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepali-workers-overseas-toil-through-the-pandemic/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNEy-H9Qaln0ZJ_OjXcH-hTKY0jIZA">‘essential’ jobs</a>, there is still demand for them in certain sectors. Recovery of emigration will require Nepal to be more strategic about exploiting these constricted opportunities.For example, despite many job opportunities in Saudi Arabia, recruitment has been affected over the past year because of delays or temporary obstructions in ‘demand attestation’, a mandatory requirement in the recruitment process. Similarly, embassies accredited to countries like Turkey, Poland and Croatia have also not been proactive about demand attestation.For European countries where there are delays with <a href="https://www.nepalitimes.com/here-now/nepal-to-turkey-and-onwards/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepal-to-turkey-and-onwards/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNF8qBGo8r8npXkN1E852zFgCgFETw">job demand letter approvals</a> by Nepali embassies, the share of workers <a href="https://www.nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNFRq74NGxlvsT6FDDZMJqAAORK_lQ">obtaining individual labour approvals</a> instead of institutional approvals is high even when the recruitment is facilitated by recruiters.This means recruiting agencies cannot be held liable in case of problems with the worker’s contract or safety. Misuse of approvals can be costly because recruitment costs are high for these countries, aspirants are easier to lure and European countries are fertile for trafficking.With Covid-19, maintaining a balance between facilitating recruiters to play a critical intermediation role with regulatory actions to curb malpractice and exploitation of desperate job seekers has become even more challenging.Recruiters complain that the government has not acknowledged their contributions or the impact of Covid-19 on their businesses. Last fiscal year, almost a third of the 853 recruiters in Nepal were unable to obtain labour approvals for a single worker, while about a fifth deployed less than 10 workers over the entire year (See figure).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08839c7e80680e0a601fjpeg.jpg" alt="" width="640" height="360"><figcaption> </figcaption></figure>While regulation is necessary, it can sometimes unreasonably inconvenience the employer, recruiter or migrant worker without addressing, or correcting the problems. In many cases, regulations create loopholes to worsen the safety and welfare of migrants.For example, attestation of employment demand letters is a welcome move to curb fraudulent job orders which now needs to also scrutinise employers’ commitment to Covid-19 health protocols.But its effectiveness rests on proactive embassies to carry out the attestation services of rewarding job orders expeditiously and fairly. Otherwise it prevents gainful employment, or worse, compels migrants to bypass the legal system.Recruiters have not been able to smoothly deploy workers to Qatar. The Qatar Visa Center (QVC) was set up as a ‘one stop’ window to facilitate medical tests and biometrics, but is accused of lack of transparency. In the past, a handful of medical centres approved by the government could be used for the pre-departure medical tests.Now, QVC alone cannot keep up with applicants and the backlog from the lockdown months, impacting over 7,000 Qatar-bound Nepalis, says Sujit Shrestha of NAFEA (National Association of Foreign Employment Agencies).The QVC management has been accused of providing appointments selectively to well-connected manpower companies. “If we take an appointment in July, we get dates for September and October,” says Shrestha. “How can we work like that when Qatari employers are in a hurry to recruit workers to complete their projects delayed during the pandemic?”Nepali and Qatari authorities need to investigate these allegations against QVC and ensure it operates as intended.The latest is the challenge of vaccination. Inconsistent vaccines requirement, authenticity of vaccine certification and wide availability of vaccines have been problems. The J&amp;J Janssen jabs are ideal for migrant workers because a single dose saves outbound migrants time, and it is recognised by destination countries -- <a href="https://www.nepalitimes.com/here-now/job-seekers-now-also-jab-seekers/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/job-seekers-now-also-jab-seekers/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNHMjTdkQhFk_HHOeWL4vO2vYmkQiQ">unlike the Chinese jabs</a> that are not accepted in countries like Saudi Arabia.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08869c7e80680e0a6020jpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>Furthermore, the J&amp;J jabs exempt migrants from expensive institutional quarantine in destination countries. But it has come at a cost as reflected in Akram’s experience. Shrestha of NAFEA says that it would have been much easier if, like other countries, vaccine certificates had a unique QR code for authentication.Major destination countries have launched their own mobile apps that will be used mandatorily including to enter public spaces and workplaces. There is uncertainty about the acceptability of paper-based vaccine documents that are being given out in Nepal.“This has to be a continuous effort, not a one-off initiative, with dedicated vaccination camps for migrant workers that will also involve DOFE officials so workers with jabs get certification as well. Everyday hundreds of migrants will require jabs, and there is no clear policy for them,” Shrestha says.The uncertainty and lack of coordination in the vaccination drive has financial and time costs, but there is also the invisible mental toll it takes on workers wanting a better shot at life. Nepal needs better labour diplomacy, inter-ministerial coordination and most importantly, empathy for migrants.The Labour Ministry is currently without a minister in the new government, and over the course of the pandemic there have been four Labour Ministers, including the last two who were in office just for a few days.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08889c7e80680e0a6021jpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>Despite all this, remittances have so far <a href="https://www.nepalitimes.com/banner/defying-predictions-nepals-remittances-still-high/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/defying-predictions-nepals-remittances-still-high/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNGEabPw8o4a8Twn_RqOFHaOAwoAqQ">defied expectations</a>. South Asia’s migrants share problems, share solutions

His employer wanted to renew it, but he declined because of frequent wage-deductions, payment irregularities and mistreatment. A hiring freeze in Malaysia since last year means employers use various tactics to keep foreign workers <a href="https://www.nepalitimes.com/here-now/mindful-of-migrants-mental-health/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/mindful-of-migrants-mental-health/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNG1nUD8oUJJ_bC2KDuW3hDUkC4OGQ">despite their unwillingness</a> to do so. But Nepalis whose work visas have expired are stuck, since both Nepal and Malaysia are in complete lockdown and flights cancelled. “They dragged on the process hoping I would eventually decide to stay like other Nepali colleagues, but I ended up overstaying my visa. Now, I am not sure when I can fly back, and am running out of savings,” Ram told us on the phone. Daily new cases in Malaysia crossed 9,000 this week, and so far, 2,800 people have died of Covid-19. The government has announced a total lockdown from 1-14 June, while in Nepal the lockdown is in effect at least till 4 June.Although the numbers are not as high as last year, this is reminiscent of the experience of hundreds of thousands of Nepali migrants who were <a href="https://www.nepalitimes.com/latest/to-many-stranded-nepalis-not-enough-flights/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/to-many-stranded-nepalis-not-enough-flights/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNFvEbcVkMVywj6kfa5f2HZHQ9VJ2A">stuck in the Gulf, Malaysia and elsewhere</a> in 2020 waiting for emergency repatriation flights.“The pressure is much lower compared to the first wave, but many are still facing difficulties,” says Deepak Dhakal, Labor Counsellor at the Nepal Embassy in Malaysia, explaining that it is especially painful for those with personal emergencies with family members who have died of Covid-19 back home. “We have made requests to at least allow one flight per week so it would bring some respite to those in need,” Dhakal adds.It is a similar situation in other countries, including Saudi Arabia, where Nepali workers who already had exit permits are stranded without employer support--even though the number of people needing assistance is not as high as last year.“The volume of daily calls asking about flights or support has dropped from hundreds to 15-20 this time around,” says Labour Attaché Prem Upadhaya at the Nepal Consulate in Jeddah. “Nepalis are also more cautious in decision-making, and are wary of the current situation in Nepal. Many opt to stay on and work, but for those set to return, a weekly flight would have helped.”Embassies also want flights to transport bodies of Nepali workers who have died to Nepal. There are 33 bodies in Malaysia and seven in Saudi Arabia waiting to be flown back.  There are also many workers stranded in Nepal, either due to Nepal’s flight ban or because Nepalis have not been allowed to fly to Malaysia, UAE and South Korea because of the second wave. Some 25-30,000 Nepalis who had completed their paperwork cannot fly, and an unknown number on vacation in Nepal are unable to rejoin jobs abroad.  “The government’s decision to allow flights from 1 June to Qatar, Turkey and China in addition to the uninterrupted flights to Delhi will provide some respite to the stranded migrants,” says Sujit Shrestha of the NAFEA (Nepal Association of Foreign Employment Agencies). There are said to be over 117,000 pending offers for new  jobs for Nepalis, mostly from Qatar and Saudi Arabia.Apart from the déjà vu of the first wave when Nepalis overseas needed repatriation help, this year many are pooling their resources<a href="https://www.nepalitimes.com/here-now/nepals-diaspora-comes-to-the-rescue/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepals-diaspora-comes-to-the-rescue/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNH-iihhmufapdmEcNZDpXZZZnb0yA"> to help Nepal </a>with oxygen cylinders, medical equipment and cash donations.“We are mobilising support from each country in the Asia-Pacific region to establish one oxygen plant in each Province,” says Hari Bhattarai of the Non-Resident Nepalese Association (NRNA) Malaysia. “We know that Nepal’s needs go beyond oxygen scarcity, so we are also working with the embassy to send test kits and PPEs and hope for a Nepal government charter flight to be sent to Malaysia in mid-June.” In Doha, the Nepali Business Association Qatar with the Nepal Embassy has formed a Covid-19 Crisis Relief and Support Group which has already raised over Rs10 million to procure 14 ventilators, 50 oxygen concentrators and 3,000 pulse oxymeters.All this <a href="https://www.nepalitimes.com/latest/more-remittance-more-than-remittance/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/more-remittance-more-than-remittance/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNEPzRznfYHy9Xtsa7bgSFEa9e9e9g">support comes on top of the remittances</a> that workers overseas send home, which is keeping the economy afloat. In the past nine months of this fiscal year, total transfers to Nepal <a href="https://www.nepalitimes.com/latest/more-remittance-more-than-remittance/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/more-remittance-more-than-remittance/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNEPzRznfYHy9Xtsa7bgSFEa9e9e9g">defied predictions and rose</a> to Rs730 billion—a 16.5% increase compared to the same period last year.  <img width="1858" height="958" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111152/636b86ec9c7e80680e06787ejpeg.jpg" alt="">Nepal’s <a href="https://mof.gov.np/uploads/document/file/Budget%20Speech%20(Final)%20Full_20210530100738.pdf" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://mof.gov.np/uploads/document/file/Budget%2520Speech%2520(Final)%2520Full_20210530100738.pdf&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNFaRFDTNUvcPRi7u-L79yJ2mkUijA">new budget announced on Saturday </a>has increased by 1% the interest rate on remittances transferred through formal channels to banks in Nepal, and facilitated phone-based transfers during the pandemic. “We are also preparing voting rights for migrant workers, and making Nepal’s missions abroad a lot more active by assigning clearer roles and responsibilities in ensuring safe migration and decent employment,” says Ram Prasad Ghimire, Joint Secretary at the Economic Policy Analysis Division of the Ministry of Finance. The budget also continues last year’s support for soft loans and skills-based training to returnees, and issuing foreign employment savings bonds for migrants. However, the real test lies in the <a href="https://www.nepalitimes.com/latest/where-have-we-heard-that-one-before/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/where-have-we-heard-that-one-before/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNFB3hpb50A2YCrvH8NaqiEdpmbMHg">implementation of these programs</a>. “There are lessons to learn from previous years which will be critical to inform implementation,” Ghimire admits. “For example, we have learnt that unless banks find business proposals submitted by migrants credible, the soft loan program targeting returnees will not succeed. We also need to make returnees more aware of the programs we have in place to help them.”The initiatives also need to better address migrant workers’ concerns like quarantine, <a href="https://www.nepalitimes.com/banner/jabs-for-jobs/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/jabs-for-jobs/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNEhz_Xf7KtzP_g0KxLr4-Oy_Gp6Wg">testing and vaccinations</a>. The decision to migrate despite the uncertainty and the health risks amid a pandemic demonstrates that the lives-versus-livelihood tradeoff also extends overseas. Proactive diplomacy is needed to ensure that deployment decisions are not rash and address the vulnerabilities and risks during the pandemic.There is also the question of the cost of quarantines for workers in host countries. Saudi Arabia recently mandated a 7-day institutional quarantine followed by testing. In response, Bangladesh announced that the government would help share costs by providing migrants up to TK25,000 ($295) from its Migrant Welfare Fund to cover the quarantine costs.  The Philippines, on the other hand, temporarily banned deployment of its workers to Saudi Arabia after confusion regarding who would pay for the costs of quarantine and testing of its citizens. The ban was lifted after receiving assurance from the Saudi Government that all costs would be borne by the employer.Nepal, on paper, has required as part of labor approval for employers to commit to bearing the quarantine costs but has no mechanism to follow up on its implementation. Diplomatic efforts to ensure minimum financial burden on Nepalis without compromising their health and safety as part of deployment in the new  Covid-19 context is necessary. <a href="https://www.nepalitimes.com/banner/nepalis-overseas-get-first-vaccinations/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepalis-overseas-get-first-vaccinations/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNEeBKFNZtUtJlOXsOtOQKSAikxREg">Access to vaccines</a> also needs to be closely watched. The pandemic has exposed the <a href="https://www.nepalitimes.com/editorial/vacillating-on-vaccines/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/vacillating-on-vaccines/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNEuEQRyMKlUWfd8HV79egU_J9ihlg">global inequity</a> in vaccine distribution, and within countries select groups such as undocumented migrants could fall through the cracks.Qatar, for example, has already double vaccinated 50% of its local and foreign residents above 16. But Qatar-based doctor Nitesh Aryal points out that to register online for vaccination residents need valid Residence Cards, which means those without them will need support to ensure full inclusion.Some undocumented workers may themselves be hesitant to show up for vaccines or testing despite government assurances that their will get their jabs despite immigration status, especially in countries like Malaysia which have <a href="https://themalaysianreserve.com/2021/05/31/mosti-moha-to-discuss-plan-for-migrant-workers/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://themalaysianreserve.com/2021/05/31/mosti-moha-to-discuss-plan-for-migrant-workers/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNFldrBgvDW8T8PKddpzKQkvDee1mw">cracked down on undocumented workers</a> during the lockdown.

Nepali migrants again caught up in 2nd wave

December 22, 2020.</figcaption></figure>The Nepal government transfers civil servants regularly, sometimes as routine rotation, but also because of unmet vested interests. The heads of the Department of Foreign Employment (DoFE),  which is the regulatory arm of the Labor Ministry, have recently seen short tenures. With its inter-governmental aspect, and the interests of migrant workers and private sector, overseas labour demands a steep learning curve. But once heads of the DoFe get a grasp of the issues they are transferred. Momentum is lost. Priorities change. Unfinished businesses remain unfinished. Relationships and trust need to be re-established. Progress is delayed. The Director General (DG) of DoFE, Kumar Dahal (pictured below) was recently transferred and spoke to Upasana Khadka at Nepali Times about his 14-month tenure, the <a href="https://www.nepalitimes.com/here-now/labour-recruiter-netted-in-sting-raid/">sting operations</a> of ‘manpower’ agencies last year that he helped organise which led to the suspension of the licenses of four recruiters found illegally interviewing and charging workers exorbitant fees for jobs in the Qatar Police. This suspension was quickly revoked by Labour Minister Gauri Shankar Chaudhary. Excerpts of interview:Nepali Times: Your transfer was a bit abrupt? Kumar Dahal: Look, rotation are part of the bureaucratic process, especially at the senior level. My 14-month tenure is actually considered quite long. The foreign employment sector has many stakeholders with varied interests, which don’t always align. Unwillingness to engage or cooperate in certain activities can make rotations more likely.Having said that, it would be better if people doing good work are allowed to continue for at least two years to achieve tangible results. Change is not easy in a sector where malpractice like overcharging workers or buying visas are entrenched.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121148/636ce5b39c7e80680e096725jpeg.jpg" alt="" width="640" height="639">Earlier they were isolated events, but soon they became habit and now, they have become a<a href="https://www.nepalitimes.com/opinion/why-has-zero-cost-migration-not-happened/" target="_blank" rel="noopener noreferrer"> part of the culture</a>. Our regulatory oversight has been insufficient and the situation has deteriorated over the decades. Even migrants are convinced that paying hefty fees and high interest rates are part of the recruitment culture and they comply, often questioning it only when it is too late. The players are able to make easy money without much effort, time or investment, exploiting the desperation of our youth. Changing this will take time. It depends on bold, visionary leadership, which is lacking.As a regulatory agency DoFe has to adopt restrictive policies, but you don’t want to deprive migrants of lucrative overseas opportunities. How do you balance the two?The category of migrants we are dealing with need help navigating the system. They are vulnerable to cheating, so regulations are needed. We first need to accept that most <a href="https://www.nepalitimes.com/banner/kleptocrats-of-kathmandu-and-kualalampur/" target="_blank" rel="noopener noreferrer">problems faced by migrants begin in Nepal</a> and sometimes, even problems abroad are byproducts of activities here. Every time we received a tip-off from migrants regarding possible malpractice, there has always been something illegal going on which made our sting operations successful. Recruiters have to abide by business ethics, but they often don’t, which makes regulation necessary. Ideally, they should be responsible for workers they send abroad, but that often does not happen.The private sector is driving this industry, and our role as regulators would be hands-off and minimal if their work was transparent. But it isn’t. Just a few days ago, our inspection of 45 pre-departure orientation training providers showed that 30 were giving out certificates without training. Then there are other types of problematic migration: via individuals, education consultancies or traffickers, or on wrong visas, such as visit visas.We in government also need to be responsible, which isn’t the case always, either. The question for both the government and the recruiters should be whether the migrant worker is satisfied with the services and protection being afforded. Currently, I am afraid they are not.We can do better with facilitation support. For starters, we can simplify the approval process of job demands in destination countries and explore opportunities in markets like Europe where there is a potential demand for Nepalis. A foreign employment business fund has been set up for welfare tasks, funded by interest from the Rs20 million escrow deposit of each manpower company parked at commercial banks. A guideline is being drawn up jointly by recruiters and the government.What are some of the lessons from the pandemic?First, we need to be more proactive in our decision-making. Even in instances when the governments or employers offered to send migrants desperate to get home at their own expense last year, we did not allow it due to blanket rules about flights.Second, our embassies need to be strengthened significantly to handle grievances better. The staff size at embassies is not proportionate to the numbers of Nepali workers there.Third, our governance system isn’t prepared to handle undocumented workers. The documentation status of migrants does not determine incoming remittances, so we should support all stranded migrants during a crisis.Fourth, recruiters should have been involved more during repatriation.On the bright side, the pandemic forced us to expedite technology adoption. It isn’t being implemented and we don’t have the capacity to do so in today’s context. This has also larger implications like the government losing a high amount of tax revenue and workers not having the receipt of actual payment made.Revising the cap on services from Rs 10,000 to first month’s salary as demanded by recruiters is reasonable in cases where employers are not providing service fees--provided the penalty for overcharging workers is increased. This reform will also be meaningless if diplomatic efforts are not ramped up to get governments of destination countries and employers on board. I have heard anecdotes of Nepali recruiters paying Rs250,000 to bag jobs that pay only Rs50,000. Our recruiters do not have direct access to employers but operate through agents abroad. Most employers or foreign agents are also not ethical, so the costs trickle down to workers.We have not been able to get into the crux of the issue and some policies are merely populist. Sting operations are insufficient. The number of recruiting agencies in Nepal at 853 is too high. Incentives to facilitate mergers or regulations to drive out the bad apples are needed so that monitoring is easier. For that we need a strong governance system and bold leadership free of manipulation, political interference and corruption.And the ban on overseas household workers?The domestic work sector is problematic, especially in West Asia. Those in Japan, Cyprus and Turkey are not facing such systemic problems. It is not just Nepal that implements the ban which signals that there are problems in this sector. I get desperate calls from domestic workers in transit in Sri Lanka, Oman, Jordan and Saudi Arabia pleading for rescue support. I am not in favor of <a href="https://www.nepalitimes.com/latest/lift-the-ban-on-female-domestic-workers/" target="_blank" rel="noopener noreferrer">lifting the ban</a> completely but to have approaches specific for each country, especially domestic worker-specific bilateral labour agreements with countries that also have in place strong domestic worker specific regulations. A key criteria is that embassies and families should be able to reach domestic workers when necessary.What are three of your priorities that you hope your successor will continue?The way to minimise corruption is via faceless service so recruiters and bureaucrats do not have to meet in person. We are almost there with the current online system. The remaining kinks need to be immediately ironed out so everything can be done digitally. Eventually, we also need to go to a one-door system, so migrants don’t have to go to different offices for migration-related services.There is a high demand for workers in Europe but we don’t have active diplomatic presence in many European countries and demand attestation, market exploration, worker protection etc become a problem. Otherwise we either lose opportunities, or migrants take circuitous routes with high recruitment costs.Finally, we lack understanding on the skills profile of our youth or a systematic way to monitor labour opportunities abroad. What skills or training do they have, what is needed abroad?Overall, we have a robust foreign employment management architecture with <a href="https://www.nepalitimes.com/opinion/a-few-good-agents/" target="_blank" rel="noopener noreferrer">dedicated agencies</a> and <a href="https://www.nepalitimes.com/latest/nepal-plans-to-reintegrate-returning-workers/" target="_blank" rel="noopener noreferrer">policies</a> which is something to be optimistic about. Why are labour officials transferred frequently?

She quotes Binda Pandey of the General Federation of Nepalese Trade Unions (GEFONT): “It is the government's obligation to guarantee safety of its citizens. Preventing women from foreign employment is violating women's basic human rights to conceal its own weaknesses.”In 30 July 2004, reporter J B Pun Magar in an article titled <a href="http://Manpower%20Agencies%20and%20Women’s%20Power,%20JB%20Pun%20Magar" data-saferedirecturl="https://www.google.com/url?q=http://Manpower%2520Agencies%2520and%2520Women%E2%80%99s%2520Power,%2520JB%2520Pun%2520Magar&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNEToenjca3C8v7LELawPuhsTF4law">‘Manpower Agencies and Women’s Power’</a> showed how abuse abroad had not deterred Nepali women from migrating for household work in the Gulf. He quotes Maya GC who was exploited and sexually abused but was still migrating for work in Qatar: "I know it may happen again, but look at the situation in our country".Another woman named Anita from Palpa who managed to escape from an abusive employer in Kuwait, said in a taped message to her family how she had been duped by an acquaintance from the village. Contrary to the more common India route to bypass the ban, he writes about Sabina who submitted fake documents saying she will be working in a hotel so she could fly out.In an interview with Nepali Times in the 3 December 2010 issue, Caroline O’Reilly of the ILO is asked if there is a link between migrant workers and human trafficking. She replies, “Absolutely, especially when migrant workers don’t go through official channels, they are vulnerable to forced labour.”An editorial in the 28 October 2011 edition of Nepali Times mentioned the story of Dechen Doma Sherpa who recorded an immigration official at Kathmandu airport asking her for a bribe even when she had the required paperwork. She reported that 3,200 Nepali women had been intercepted at New Delhi Airport after the Nepal government asked Indian officials to stop Nepali women going to the Gulf on visit visas.‘Even Slaves are Treated Better’ was the title of a joint report by Sushila Budathoki and Mina Sharma in the <a href="http://archive.nepalitimes.com/news.php?id=19374#.YDxqI1UzaUk" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D19374%23.YDxqI1UzaUk&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNGzgw6_3ZmcVDlqvDpwaFSMBkI36A">issue of 8 June 2012</a> about how lifting the ban on female workers was not enough. Legalising individual contracts for domestic workers to directly arrange their employment with foreign employers put women at risk while giving recruiters a free pass to game the system, and avoid being identified or implicated in case of abuse.The story began with four heart-wrenching stories of Nepali women who were sexually abused, and had endured physical torture at the hands of their Nepali recruiters and employers in the Gulf.In 13 September 2013 Brikuti Rai and Sunir Pandey reported in Nepali Times about Sita, a Saudi returnee, who was robbed and raped by officials at Kathmandu airport. She said this put the children of trafficked women, migrant women workers and other transient women whose offspring are born outside Nepal in a disadvantaged position.In the <a href="https://archive.nepalitimes.com/article/nation/epicentre-trafficking-migration,3256" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/nation/epicentre-trafficking-migration,3256&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNG9E-7jvv5_JgNMjYPmzGzR3kOLyQ">2 September 2016 issue, Om Astha Rai</a> reported on how trafficking rings that sold uneducated and poor Nepali girls into Indian brothels, had moved on to the Gulf and even East African countries. The 2015 earthquake made girls more vulnerable to trafficking because they lost homes and parents.  In a report titled ‘Never Heard from Again’ in the 27 January 2017 issue, Rai reported on missing Nepali migrants who disappeared abroad, mostly women who are trafficked to the Gulf via India to work as housemaids. We got insights from Lebanese employers who described their relationship with their Nepali employees who after years, had become like family.In 2019, <a href="https://www.nepalitimes.com/here-now/nepal-and-malaysia-rewrite-rules-for-migrant-labour/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepal-and-malaysia-rewrite-rules-for-migrant-labour/&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNEeVceiRi1Xn_blbwAd_JymWwHVKA">Nepali Times reported</a> on the government decision to allow current domestic workers abroad to visit family members and return to their jobs, a welcome move as it was right before Dasain.In the 16 September 2020 issue of this paper, Marty Logan and I reported on Lilamaya Dhimal, a Nepali woman who was rescued from Saudi Arabia after 12 years of abuse by her employer. It was a combination of luck and proactive embassy support that rescued her from an employer she described as a “monster”.It was also a year when the pandemic revealed pre-existing fault lines of a ‘protection’-oriented migration policy as women, especially those who had bypassed the ban, were disproportionately impacted while abroad and during repatriation.It is 2021. The year began with a controversial proposal by the Immigration Department to required women below 40 to have written permission from male members of the family and ward officials before she can travel. News of the proposal sparked outrage, and street protests. In my report on the issue in the <a href="https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNHyoT76RBxqlRGo3WXmHQL848_6og">11 February edition of Nepali Times</a> I traced the history of restrictive immigration policies and reported on the protests by frustrated Nepalis resisting such patriarchal laws.In the story, women reported feeling harassed by the Immigration Officials with or without the ban or the restrictions, just like it was reported in the very first edition of this paper in 21 years ago.We are back to square one. Or perhaps we never left.To be sure, the stories of abuse have also persisted and trafficking under the guise of foreign employment is rampant. It is necessary to strengthen anti-trafficking laws, including amendment to laws as per the Palermo Protocol that Nepal ratified last year.But it is also important to allow <a href="http://archive.nepalitimes.com/article/nation/caught-in-the-middle/migration-agency-exploitation,4003" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/nation/caught-in-the-middle/migration-agency-exploitation,4003&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNGDoINfevTKsbt5dzMEofd3eUo0_Q">safe employment opportunities for women via legal channels.</a> The causes of poverty and desperation run deep, and the restrictive rules, even if well-intentioned, are counterproductive because they have only made the roles of agents and their services more relevant. In many cases where the woman is not abused during the journey, or lands a good employer, the agent is viewed as a hero, a facilitator, and not a criminal.Even as the government proposed restrictions on visit visas for women flying to the Gulf and African countries, came news of 26 young women languishing in jails in Sri Lanka. They were headed to the Gulf via India. Recruiting agents are creative and stay one step ahead of new rules, finding increasingly circuitous routes. Since Nepali women who travelled overland to India were stopped from flying from New Delhi and Mumbai to the Gulf, they started taking them to Colombo.The impact of the pandemic on Nepali families, and the rising demand in the care economy abroad, means greater push factors. Interceptions viewed as a success by the government are often seen as just ‘bad luck’ by migrants. This small selection of Nepali Times reports from the past 20 years shows that there needs to be an honest evaluation of the unintended, but anticipated, consequences of policies restricting travel for women.On International Women’s Day on 8 March, there will be many references to women holding up half the sky. Two decades of debate on female migration

The raid of its staff was made possible by migrant workers who turned to the public system for help, and it responded efficiently in their favour.This was not a one-off operation, but the eleventh one in December. It sent a strong message to the industry that every vulnerable migrant that is being cheated could be a potential whistleblower.There was nothing exceptional about the way the recruitment agency was operating—similar transactions, potentially of higher amounts, are a norm. Interestingly, there are also a few exceptions at the other extreme: agencies that practice ethical recruitment.One such agency is International Manpower (IMR), a recruiter that does not charge migrants any fees. As one of the largest recruiters in Nepal engaged with over a dozen employers in Malaysia and now diversifying to the Gulf, it has sent over 6,000 workers without charging them any fees.But it is an uphill battle, says Y B Rai from IMR. “We have been around for 17 years but have been practicing ethical recruitment only since 2016. For a couple of years, we adopted a hybrid model before we transitioned to ethical recruitment,” says Rai, adding that there is a steep learning curve.https://www.youtube.com/watch?v=jki4KlFImHo&amp;feature=youtu.beTo be sure, the path IMR has chosen is fraught with challenges. Employers who want to source ethically, audit closely before partnering with agents and run a thorough check on their background and operation module.In the past four years of operation, IMR has often turned down employers unwilling to pay service fees, even though it comes at a cost of foregoing easy money. The act of turning down business opportunities comes as a surprise to many employers who are used to getting kickbacks for job quotas.And migrants are in disbelief when IMR staff counsel them on not paying a single rupee for the jobs, because migrants when seeking jobs, tend to associate recruitment costs positively with 'job quality'.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111124/636cd1df9c7e80680e08f8ddjpeg.jpg" alt="" width="1298" height="1236"><figcaption> </figcaption></figure>At Kathmandu airport last week, Kishori Mahara (pictured left) was headed to the UAE through IMR’s support. He said that till the last moment he still could not believe that he had not paid any fees for his job. He had paid agents in the past for jobs in Qatar and Saudi Arabia.IMR staff admit that they are an anomaly in the industry, and they have to forego easy and profitable offers. “To be able to hand over this business to our children with pride is a dream,” says Pranay Rai of IMR, who says the long-term economic gain of building a clean reputation is more important.The experience with both IMR and Manaslu (the agency raided in December) underscores important learning points. Employers are best placed to influence recruiter behaviour, but a big share of employers hiring Nepalis would prefer sourcing Nepali workers through recruiters like Manaslu rather than those with ethical standards.The Ethics Practitioners Association of Nepal (EPAN), an umbrella organisation of recruiters committed to ethical recruitment, has not been able to attract a single employer. Job offers by HR departments of employers are often allocated based on kickbacks received. Employer HR visits to Kathmandu for interviews are often sponsored by recruiters who go overboard to lock in future demand and pass on <a href="https://www.nepalitimes.com/latest/the-theory-and-practice-of-zero-cost-migration/">the costs</a> to the worker.This unhealthy competition extends beyond borders to thousands of recruiters from the Subcontinent. The extent of unethical practices in the migrant labour industry was exposed <a href="https://www.nepalitimes.com/here-now/nepali-workers-stuck-in-no-mans-land/">during Covid-19</a> pandemic.The <a href="https://www.reuters.com/article/us-health-coronavirus-malaysia-gloves-idUSKBN29208C">Malaysian Government</a> has been raiding its glove companies and exposing incidences of human rights abuse after the companies came to the global spotlight amid soaring profits during the pandemic. But pressure from third countries is still a rarity, while labour law enforcement in destination countries remains lax.There are a number of examples of pressure from third countries that have led to improved working conditions, but it is also a reminder that obtaining a secure working environments is a tall order. Unless recruiters are seen as part of a larger transnational ecosystem involving multiple profit-motivated players engaged in unethical practices, Nepalis will have to continue to be content with the existing provisions.Raids like <a href="https://www.youtube.com/watch?v=tABYP0wlToQ&amp;feature=emb_logo" target="_blank" rel="noopener noreferrer">the sting operation last month</a>, are necessary but not sufficient for systemic changes. Embassies that have the proximity advantage with the destination country players need to be further strengthened. Labour agreements that could form the basis for influencing how migrants are treated abroad need to be implemented.Ethical recruiters like IMR and members of EPAN have received no support from the government. As DOFE ramps up raids and suspends operations of fraudulent agents, it should also emphasise the good examples.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111124/636cd1e29c7e80680e08f8dejpeg.jpg" alt="" width="2560" height="1440"><figcaption> </figcaption></figure>EPAN and IMR’s experience shows that pivoting to the ethical track requires additional resources and could entail short-term financial losses. Policies that make the system rewarding for ethical agents should be a government priority, and international organisations like the ILO (International Labour Organisation) and IOM (International Organisation for Migration) that have expertise in this area and the global reach need to be leveraged.The ILO, for instance, has piloted a project promoting ethical recruitment of Nepali workers in Jordanian garment factories.With vested interest groups, political interference, regulatory loopholes and profits at the cost of the needy, it is difficult to picture professionalism and ethical beheaviour. But crossborder intermediation services will remain in demand given the attraction for <a href="https://www.nepalitimes.com/editorial/the-year-of-migrant-workers/">overseas jobs</a>, since 90% of recruitment is driven by recruiters.Perhaps the disproportionate focus on just the recruitment costs in Nepal’s migration governance is because it is often the root to subsequent vulnerabilities faced by migrants, and there is some semblance of control as the transaction takes place within Nepal’s jurisdiction. But salaries, associated benefits, and how they are treated all affect the wellbeing of a migrant worker.Sting operations are good examples to help curb fraudulent activities, particularly as the shrinkage in job opportunities due to Covid-19 heightens the risks of unethical practices. Lack of employment opportunities has spurred unhealthier competition among recruiters and more desperate migrants. But a government reward system that recognises and supports pioneer recruiters opting the ethical route is also needed.The migrants at the airport last week said they learnt about IMR through word of mouth and Facebook. They were lucky to land these jobs without paying fees because all overseas vacancies in Nepal are posted as ‘no cost’ in the public domain.The good players in the industry need to be publicly recognised, provided training opportunities and other incentives that will help them attract both employers and migrants. Only then can they distinguish themselves from the lot, build credibility and lead the way.Upasana Khadka writes this column Labour Mobility every month in Nepali Times analysing trends affecting Nepal’s workers abroad.

A few good agents

We need to widen our time horizon to the last decades to see how far we have come and review the lapses along the way. We also need to focus on the virus-ridden year that is drawing to an end.Both time frames are intricately connected. Many lapses in the last 20 years in governance have had an acute, amplified impact on migrants this year. Covid-19 magnified the weaknesses and highlighted achievements that helped migrants cope better.Communication was critical during the pandemic as that made the long hours of waiting at labour camps, quarantine areas, and even isolation centres bearable. Smart phones have empowered migrant workers, given them the opportunity to be their own storytellers.In this paper, we reported stories of migrants who received support after they live streamed on <a href="https://www.nepalitimes.com/here-now/from-letters-to-landlines-phones-to-facebook/" target="_blank" rel="noopener noreferrer">Facebook</a> upon facing apathy from the authorities. The Malaysian Embassy’s weekly Facebook live programs answer queries of migrants need to be made the norm.We step into the 2020s knowing that technology has transformative power in <a href="https://www.nepalitimes.com/here-now/preparing-for-nepals-returnees/" target="_blank" rel="noopener noreferrer">migration governance</a>. An example of this is the Department of Foreign Employment’s (DOFE) recent move to allow the renewal of labour approvals and acceptance of foreign employment fund contributions online.Abdul Sattar, a pioneer recruiter with over 40 years of experience, shared with me the struggles of obtaining job offers abroad in the early days. Nepalis then did not have access to the Gulf employers and they assumed Nepal was part of India. The only job offers for Nepalis came through Indian, Bangladeshi and Pakistani recruiters because employers were unfamiliar with Nepal. Once Nepalis proved themselves as hard workers, the employers became keen to hire more of them.“Times were different then. We were kept on a different pedestal and treated with respect,” Sattar says. Once <a href="https://www.nepalitimes.com/opinion/brokers-going-for-broke/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/brokers-going-for-broke/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNGTKPNu6nKn9fhflpVLArBRu6tRqg">profits, unhealthy competition and politics</a> entered the industry, <a href="https://www.nepalitimes.com/opinion/brokers-going-for-broke/" target="_blank" rel="noopener noreferrer">things took a downturn</a>.“Have you ever considered how, since years, we have workers from far-flung areas like Rolpa who had never even come to Kathmandu, working and earning in Qatar or the UAE?” he asks.“Who made that possible?”As opportunities open up in non-traditional countries such as those in Europe, the same questions regarding familiarity and access of recruiters to employers come up. If diversification of migrant destination country is a priority, we cannot overlook the role of recruiters.The pandemic has further underscored the need for international cooperation in migration governance. At the same time, it has revealed the inadequacies of existing international cooperation mechanisms.The last 20 years saw the establishment of regional platforms like the <a href="https://www.nepalitimes.com/here-now/win-win-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/win-win-migration/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNH0ntaqdcyPPtGd3572i9bsvxs0lg">Colombo Process</a> between migrant sending countries in 2003, and the Abu Dhabi Dialogue in 2008 between both <a href="https://www.nepalitimes.com/editorial/bargaining-power/" target="_blank" rel="noopener noreferrer">sending and receiving countries</a>, as well as the <a href="https://www.nepalitimes.com/opinion/changing-the-headlines-on-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/changing-the-headlines-on-migration/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNG0CD2D185qIa7HvCfhHva1WrcwVA">Global Compact on Migration</a>.These forums that allow countries with varying agendas and priorities in migration to come together for a larger shared cause, is a huge step in migration governance and a result of <a href="https://www.nepalitimes.com/opinion/for-nepals-migrant-workers-good-news-in-small-bites/" target="_blank" rel="noopener noreferrer">persistent negotiations</a>.The past two decades also witnessed the signing of several bilateral <a href="https://archive.nepalitimes.com/article/editorial/doubts-on-zero-cost-migration-deal-coming-into-force,2157" target="_blank" rel="noopener noreferrer">labour agreements starting with the one with Qatar</a> in 2005. However, their implementation has always been weak even when there is scope for mutually beneficial cooperation such as skills partnerships.When Nepalis working in India unexpectedly showed up at the borders in <a href="https://www.nepalitimes.com/latest/nepalis-still-stuck-in-no-mans-land/" target="_blank" rel="noopener noreferrer">the hundreds of thousands</a> this year, it reminded us of not one, but two elephants in the room. The first one was the India-Nepal border that we continue to overlook, and the second was the unpreparedness of local governments which should have been <a href="https://www.nepalitimes.com/latest/nepal-and-india-stop-nationals-in-each-others-countries/" target="_blank" rel="noopener noreferrer">well-placed to address the problems of migration</a>, but have not been mobilised.Nepal’s federalisation offers an immense opportunity in migration governance. There were initial small wins like allowing renewals of labour approvals at provincial levels or applying for welfare fund benefits at local levels. But the pandemic was a wake-up call, as the onus of managing tens of thousands of returnees from India has been placed on local governments amidst lack of data and resources.Moving forward, leveraging the proximity advantage of local governments and decentralised service delivery will be critical. It means making up for the last three years since local governments were given a bunch of foreign employment mandate including returnee management, data collection and information dissemination.Migration has been largely temporary in our part of the world, without a path to citizenship for workers in the Gulf nations or Malaysia. Reintegration never got due attention, while government documents do mention the need to mobilise returnees. There are some positive examples of financial assistance for returnees at local levels, but most migrants cannot afford to keep waiting to be ‘reintegrated’. This has <a href="https://www.nepalitimes.com/editorial/commercially-important-people/" target="_blank" rel="noopener noreferrer">compelled them to find ways to remigrate</a>, instead.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/nepal-plans-to-reintegrate-returning-workers/" target="_blank" rel="noopener noreferrer">Policies on reintegration</a>, especially related to employment, are urgently needed. It is important to be mindful that unless the broader jobs and self-employment challenges faced by all regardless of your migration history are addressed, impact of specific reintegration interventions can be limited and incomplete. How will a job-search assistance program targeting returnees work if there are no jobs, for example?While migration from Nepal is considered “temporary”, we have seen high volumes of renewals. The song Saili aptly referred to returning at the age 40 to be with the sweetheart, and not sooner as one would expect if migration was actually ‘temporary’, since migrants leave at a young age.Whether hopping across different Gulf countries or staying in the same country <a href="https://www.nepalitimes.com/latest/sons-of-their-fathers/" target="_blank" rel="noopener noreferrer">for 20 years</a>, migrants spend a significant portion of their working age away from Nepal. Alongside reintegration programs, the emphasis on social security agreements with destination countries as well as the option to participate in contributory social security, is necessary. Nepal recently signed a <a href="https://www.nepalitimes.com/opinion/the-future-is-older/" target="_blank" rel="noopener noreferrer">social security agreement with Malaysia</a> in favour of migrant workers — a good example that needs to be replicated elsewhere.In 2018, Nepal’s Foreign Employment Management Information System was a game-changer in providing comprehensive information on the outflow of Nepali migrant workers. But data on the total numbers abroad are not systematically maintained – an absence sorely felt during the Covid-19 crisis.A messy data collection exercise took up a good deal of time in the <a href="https://www.nepalitimes.com/editorial/homecoming/" target="_blank" rel="noopener noreferrer">initial period of the pandemic</a>. We also need to focus on nationally representative survey data collection for migrants that cover their aspirations and migration experience.When it comes to spending on migrant welfare, the Foreign Employer Welfare Fund (FEWF) is viewed as the only resource. As migrants were stranded abroad, the discussion did not move beyond who qualified for the benefits. We demanded that our undocumented workers across borders be treated well by authorities of destination countries, while the Nepal Government itself was discriminatory towards its citizens who did not have labour approvals and were considered ‘undocumented’.We limited ourselves to an endless back-and-forth on the contributory fund when there was an entire Covid-19 fund set aside just for the pandemic. For a country so highly reliant on remittances, government spending on this sector is abysmal.A critical learning highlighted during different emergencies, is the need for strong embassies. While there isn’t data on the stock of migrants, countries like Qatar, Saudi Arabia and Malaysia have well over 300,000 Nepalis. The recent <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/nepali-in-saudi-arabia-rescued-after-13-years/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepali-in-saudi-arabia-rescued-after-13-years/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNHVXxwvJO4UC2dOcj63Y_px97WZhA">rescue of a Saudi case</a> showed that despite having a consulate general office outside Riyadh where the embassy is based, just reaching one migrant worker in trouble took 14 hours, one way.Nepal’s embassies in <a href="https://www.nepalitimes.com/latest/nepal-struggles-to-make-repatriation-easier/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-struggles-to-make-repatriation-easier/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNFRp2YIYNSsx38ROGvAt2yaxTx9IQ">Oman</a> and <a href="https://www.nepalitimes.com/here-now/nepals-women-envoys-make-a-mark/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepals-women-envoys-make-a-mark/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNHpMn3kmfMCDaktTW4jtCDU-8t8Ew">Israel</a> have been <a href="https://www.nepalitimes.com/here-now/nepals-women-envoys-make-a-mark/)" target="_blank" rel="noopener noreferrer">managing migration issues well</a>, but they have the advantage of the relatively low population of migrants. Embassy staffing and resources need to reflect migrant population and geography.Reviewing key policies on migration also demands a focus on the <a href="https://www.nepalitimes.com/opinion/why-has-zero-cost-migration-not-happened/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/why-has-zero-cost-migration-not-happened/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNF-TURu4DT89eBaB_8zm-ukPvNi3A">free-visa-free-ticket policy</a> and ban on domestic workers. In 2015, when it was introduced, Om Astha Rai in Nepali Times aptly asked: ‘<a href="http://archive.nepalitimes.com/page/zero-cost-migration-qatar-nepal" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/page/zero-cost-migration-qatar-nepal&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNGfbnx9AO7yonZmI843L_0YFAGglg">Zero-cost migration, really</a>’? Five years later we are still asking the same question.As far back as 2006, Dambar Shrestha in this paper wrote about the <a href="https://archive.nepalitimes.com/news.php?id=12746" target="_blank" rel="noopener noreferrer">ban on female domestic workers</a>: ‘There was a general consensus that the ban should be repealed, as a way to monitor overseas employment, and ensure women have legal recourse if mistreated.”Fifteen years later, the consensus remains while the demand in the <a href="https://www.nepalitimes.com/here-now/demand-grows-for-nepali-caregivers-in-israel/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/demand-grows-for-nepali-caregivers-in-israel/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNGklv9SEpsnc19WUid3lhry0natjg">care sector</a> has increased globally and women have continued to leave via irregular channels. Falling between the cracks are the increasing numbers of Nepalis now in Europe.The volume of Nepalis going to Europe pales in comparison to migrant workers headed to West Asia or Malaysia annually, but their presence has been highlighted during the <a href="https://www.nepalitimes.com/latest/nepali-diaspora-hit-by-covid-surge/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepali-diaspora-hit-by-covid-surge/&amp;source=gmail&amp;ust=1606375552722000&amp;usg=AFQjCNG_IuXzwm4IQtnSt0ZZ_O7yzT4E-w">Covid-19 pandemic when many Nepalis fell sick.</a>Romania, for instance, issued 29,800 work permits to foreign workers in 2019, of these <a href="http://igi.mai.gov.ro/ro/comunicat/evaluarea-activit%C4%83%C8%9Bii-poli%C8%9Bi%C8%99tilor-inspectoratului-general-pentru-imigr%C4%83ri-%C3%AEn-anul-2019" data-saferedirecturl="https://www.google.com/url?q=http://igi.mai.gov.ro/ro/comunicat/evaluarea-activit%25C4%2583%25C8%259Bii-poli%25C8%259Bi%25C8%2599tilor-inspectoratului-general-pentru-imigr%25C4%2583ri-%25C3%25AEn-anul-2019&amp;source=gmail&amp;ust=1606375552722000&amp;usg=AFQjCNHo3EEdFx0D72F_IUyvC6hhsutQ-Q">4,324 were to Nepali workers</a> -- the second highest nationality after Vietnam.Similarly, <a href="https://wbj.pl/more-asian-workers-in-poland/post/126282" data-saferedirecturl="https://www.google.com/url?q=https://wbj.pl/more-asian-workers-in-poland/post/126282&amp;source=gmail&amp;ust=1606375552722000&amp;usg=AFQjCNH90CN2BaZ6jXnfdV3MmvpL9h9EAQ">in Poland</a>, of the 69,000 work permits issued to Asian workers, 9,200 were granted to Nepalis who now make up the highest nationality. In 2019, the 2,273 Nepalis officially residing in Malta made them the fourth largest non-EU nationality on the Mediterranean island.The Honorary Consul General of Nepal in Romania, Nawa Raj Pokharel, is one of the 500 plus Nepalis who has tested positive after the onset of the pandemic. He spoke to Nepali Times from his hospital bed on Tuesday.“Workers in restaurants have been vulnerable to the economic fallout, but those working in warehousing, agriculture and construction have continued their work,” he said. “I have helped place workers who lost their jobs because of business shut-down or wanted to change employment with new employers. Unless workers are undocumented, they are eligible for unemployment benefits.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2819c7e80680e083eb0jpeg.jpg" alt="" width="640" height="1375"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2839c7e80680e083eb1jpeg.jpg" alt="" width="640" height="1375">A Nepali migrant worker in a park in Romania this summer, and a Nepali worker in a subway in Bucharest. In 2019, Romania issued 4,324 work permits to Nepalis, many of whom are now sick because of Covid-19.A Nepali who spent two years in Qatar paid a recruiter Rs550,000 for a construction job in Romania. Although he was promised a monthly salary of up to Rs150,000, he barely makes Rs60,000 as a steel fixer at a construction site in Bucharest. Recently, he tested positive for Covid-19, and his medical expenses are being borne by his employer.“At first, I thought it was just regular flu as my job requires me to work outside in the cold,” he told us on the phone. “Manpower companies in Nepal exaggerate earnings and made us falsely believe that access to other Western European countries will be easy once we are here.”Another Nepali worker paid Rs450,000 for a job placement in Romania, and says he could not afford the recruitment cost for other Schengen countries which was up to four times higher. Although he is getting unemployment benefits, he is worried he cannot pay back the loan he took to pay recruitment cost.He says: “My eventual dream is to make it to a Schengen country.”Consul general Pokharel, however, says he advises Nepalis here not to try to cross over into Schengen area no matter how much agents try to lure them. “About a dozen Nepalis have been deported after they attempted to cross over on their way to Portugal, three of them recently,” he says. “They will be banned from entering any European country for the next five years. It is not worth it.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2869c7e80680e083eb2jpeg.jpg" alt="" width="1175" height="601">In Poland, Rita works at a call centre servicing customers in the UK and US and is lucky to be able to work from home through the pandemic.“I make less than what I made while working at a restaurant,” she says. “But I am significantly happier because the 12-14 hour shifts were physically taxing. Now, I feel more relaxed and am excited about my work.”Ramesh works in a meatpacking company in Poland which closed down for three months this year during the pandemic. Luckily, he was provided 2,080 złoty ($555) a month to pay for rent and food. He says: “That is when I saw the merit in paying regular taxes and the benefits of having strong social protection.”Most European countries are going through a second wave this winter, and cases have exceeded 16 million with 371,419 deaths. So far, Poland has seen 876,333 cases, Romania  422,852 cases, Malta 9,137, and Portugal 264,802 cases.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2889c7e80680e083eb3jpeg.jpg" alt="" width="1022" height="722">Unlike Romania, Poland is a transit country for many Nepalis who are headed into western Europe – most of them to Portugal given foreign workers can get residence and citizenship after five years. In fact, all roads in Europe seem to lead to Portugal, where there are now 16,849 Nepalis residing legally.Twenty-year-old Hari is one of them, and he also spent nine months working as a mason in Poland first before moving on. His roommate, Manab, 23 year old Nepali paid Rs1.5 million to a recruiter to get him to the Czech Republic, spend a day there and headed out to Portugal where he believes there is a clear path to citizenship and a better future.Officials records show that last year alone, 1,287 Nepalis acquired Portuguese citizenship – making them the <a href="https://sefstat.sef.pt/Docs/Rifa2019.pdf" data-saferedirecturl="https://www.google.com/url?q=https://sefstat.sef.pt/Docs/Rifa2019.pdf&amp;source=gmail&amp;ust=1606375552722000&amp;usg=AFQjCNH-PFtiSt_DjKf5MBr5tMgZMfo8SQ">ninth biggest nationality in the country</a>.The dream of a EU ‘red passport’ however comes with a price, many Nepalis have it difficult adjusting to the language, culture, and grueling hard work in a farm. The recruiter usually takes a cut, but there is not much they can do about it. Most Nepalis soon move on to Lisbon and other cities to work in restaurants and cafes. Because they are eligible for unemployment benefits, many have got 70% of their salaries for five months of the Covid-19 lockdown.In March, Portugal decided to temporarily give migrants the facilities of full citizenship so they could access health and public service, a step which has received accolades globally. The country also <a href="https://www.theportugalnews.com/news/2020-11-05/provisional-legalisation-of-246000-migrants/56546" data-saferedirecturl="https://www.google.com/url?q=https://www.theportugalnews.com/news/2020-11-05/provisional-legalisation-of-246000-migrants/56546&amp;source=gmail&amp;ust=1606375552722000&amp;usg=AFQjCNHp4gTbHiGQ8B7l8TflNKdwILbDkA">temporarily regularised the status of 246,000 migrants</a> till March 2021, among them some Nepalis.With its mild climate and opportunities in the service sector, Malta is another destination for Nepali workers who want to use it as a stopover to western Europe. However, it is not as easy to obtain citizenship in Malta compared to Portugal.Nepalis like Ram, who worked in a store in Valetta have received unemployment benefits during the pandemic. Nepalis working less than 100 hours a month are eligible to get €600 from the Maltese government.“I am here just to earn and return home,” Ram told us over the phone. “My residence card allows me to visit other Schengen countries which is a bonus, but there many other Nepalis who are just waiting to secure a future in Europe for themselves and their families, and for them ease of obtaining citizenship plays a role in country selection.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be28a9c7e80680e083eb4jpeg.jpg" alt="" width="683" height="910"><figcaption> </figcaption></figure>Ironically, Nepali workers in Romania, Portugal and Poland are filling in for nationals of those countries who have themselves migrated out. The Poland-Germany, Romania-Italy and Romania-Spain corridors are in the ten largest migration corridors globally, leading to significant worker shortages in these countries.During the pandemic <a href="https://www.theguardian.com/world/2020/apr/15/romanian-fruit-pickers-flown-uk-crisis-farming-sector-coronavirus" data-saferedirecturl="https://www.google.com/url?q=https://www.theguardian.com/world/2020/apr/15/romanian-fruit-pickers-flown-uk-crisis-farming-sector-coronavirus&amp;source=gmail&amp;ust=1606375552722000&amp;usg=AFQjCNHxZtaOX3Itj_NlB_vvHtGAirzPtw">Romanians moved westward</a> to fill worker shortages including via special agriculture worker chartered flights to the UK and <a href="https://www.nytimes.com/2020/05/18/world/europe/coronavirus-german-farms-migrant-workers-airlift.html" data-saferedirecturl="https://www.google.com/url?q=https://www.nytimes.com/2020/05/18/world/europe/coronavirus-german-farms-migrant-workers-airlift.html&amp;source=gmail&amp;ust=1606375552722000&amp;usg=AFQjCNEKLJdVi2grvYIc1QSEDB40ulb1mg">Germany</a> to pick fruits and vegetables. The worker shortage they leave behind is being filled by migrants from countries like Nepal who pay big recruitment costs for job placements, and whose ultimate dream destination also happens to be the same western European countries.Nepalis took labour approvals to migrate to 127 countries in 2019/20, of which 94% was to the Gulf and Malaysia – most of these were intermediated by private recruiters. While 747 recruiters mobilised workers to Qatar and 497 to the UAE, the number of recruiters that placed Nepali workers to Poland, Portugal, Romania and Malta were only 66, 9, 14, and 9 respectively. (See chart)<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be28d9c7e80680e083eb5jpeg.jpg" alt="" width="874" height="635"><figcaption> </figcaption></figure>“Compared to our traditional destination markets, the recruitment process for Europe is cumbersome and lengthy, while chances of visa rejection are also high for Schengen countries,” says Sujit Shrestha, General Secretary of the Nepal Association of Foreign Employment Agencies (NAFEA). “This has deterred recruiters. Workers have to travel to India for their visas, which further complicates the process and makes it costly.”Non-Schengen visas for countries like Romania and Cyprus are almost guaranteed once the documentation is complete, but it takes months. The absence of Nepali missions in these destinations deters some employers as recruiting Nepalis requires mandatory demand verification from concerned missions.Shrestha is coordinating with the Foreign Ministry and the Labour Ministry to diversify recruitment to higher earning countries with strong labour protection as a priority.He says: “There is a good case to be made to simplify the process. There are significant employment opportunities in European countries that we can benefit from, but the procedural hurdles are too many.”

Europe now favoured destination for Nepalis

Photo: Yoshi Shimizu WHO</figcaption></figure>The world’s 65+ population is growing faster than all other age groups, and by 2050, one in six people globally are going to be older than 65, compared to 1 in 11 in 2019. <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/need-to-prepare-for-ageing-society,3624" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/Nepali-Times-Buzz/need-to-prepare-for-ageing-society,3624&amp;source=gmail&amp;ust=1601450810052000&amp;usg=AFQjCNEabSnnkGb5IbR5p3GtvU3cVlQuZQ">Nepal itself is ageing fast</a> even as overseas demand continues to grow for Nepali migrant geriatric caregivers.Even before the current health crisis, the care sector was already facing critical shortages worldwide. The OECD estimates that maintaining the current ratio of 5 workers for every 100 individuals above 65 will itself require 13.5 million more caregivers.As the deaths from Covid-19 worldwide exceeds 1 million, the pandemic has drawn attention to the lackluster situation of elderly care, inadequate staff, PPEs, high turnovers, and with a big share of Covid-19 deaths taking place in old age homes.There are signs that the demand for geriatric caregivers globally is on the rise. <a href="https://www.nepalitimes.com/here-now/demand-grows-for-nepali-caregivers-in-israel/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/demand-grows-for-nepali-caregivers-in-israel/&amp;source=gmail&amp;ust=1601450810052000&amp;usg=AFQjCNF6WWp9wdRH7BRrD_IJhBMYEI3UGA">A bilateral labour agreement between Israel and Nepal</a> to hire 500 more caregivers in the midst of the pandemic is expected to be signed soon. But even as Nepal mobilises frontline workers to help countries fight Covid-19, tens of thousands of current migrants languish overseas.Even traditionally closed countries which are concerned about social cohesion are now being forced to relax their admission policies for caregivers. Japan stands out as a striking example: 28% of its population is already 65, and this will increase to 50% in the next 40 years. The country hosts over 80,000 centenarians.The worker shortage, including in the care sector, led to a bilateral agreement between Japan and Nepal in March 2019 to mobilise workers under the Specified Skilled Workers (SSW) visa category. Japan is expected to hire over 300,000 workers over the next five years from <a href="http://archive.nepalitimes.com/article/nation/nepalis-from-chitwan-to-chidoya,4110" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/nation/nepalis-from-chitwan-to-chidoya,4110&amp;source=gmail&amp;ust=1601450810052000&amp;usg=AFQjCNEQH1vGMZQFVLvY3-ti7Y4ZdClTOQ">several countries including Nepal</a>, which includes a quota for 60,000 care workers.But so far Nepal has not mobilised a single workers, and the SSW program itself has got off to a shaky start, meeting less than 10% of its target of recruiting over 47,000 foreign workers in fiscal year 2019.Even in the midst of the pandemic, Nepali migrants are re-migrating. Such is the desperation to provide for families, despite knowing the risks. But for many, remittance is the difference between being poor versus non-poor.<a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/need-to-prepare-for-ageing-society,3624">A much older tomorrow</a>, Sonia AwaleEmigration of caregivers as the health crisis rages on seems counterintuitive. But we know from experience that restrictive policies fail.  When Israel banned Nepali caregivers in 2012, they chose to travel irregularly through India, paying exorbitant fees.<a href="https://thediplomat.com/2020/09/filipino-health-workers-protest-overseas-work-restrictions/">When the Philippines banned emigration of health workers during Covid-1</a>9 to ensure that its own health care requirements were fully met, very few took up the domestic job opportunity and pressured the government to release the ban. The response from Filipino Nurses United was: ‘It is a nurse’s right to seek better work opportunities and better pay outside of the country especially if the government cannot give this to us.”Nepal therefore needs a clearer stance on dealing with the increasing global demand for workers in the care economy. Of Nepali migrant workers emigrating overseas annually, only around 10% are women. But demand is rapidly growing in the female dominated care sector across more countries, including OECD members and East Asia.Without a vision on how to better manage migration in the care sector Nepali will continue to resort to irregular travels, allow exorbitant recruitment costs, provide skills training that are not recognised abroad, and let workers invest time and money in admission exams without success.<a href="https://www.nepalitimes.com/here-now/nepali-workers-stuck-in-no-mans-land/">Nepali workers stuck in no man's land</a>, Nepali TimesExperience shows that willingness to pay recruitment costs is higher for attractive destination countries. Nepal needs clear sector-specific policies and bilateral agreements that address the peculiarities of the care economy.All this while the share of <a href="https://archive.nepalitimes.com/regular-columns/guest-editorial/guest-editorial-old-is-gold,876" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/regular-columns/guest-editorial/guest-editorial-old-is-gold,876&amp;source=gmail&amp;ust=1601450810052000&amp;usg=AFQjCNFoNW8Q9hgpAUFatmII18Ddjn5vHA">Nepal’s own elderly population is rising</a>. By 2028, Nepal will be an ‘ageing society’ with 7% of the population above 65, and the figure will double by 2054, making Nepal an ‘aged society’. In addition to <a href="https://archive.nepalitimes.com/article/editorial/editorial-reaping-demographic-dividend,3621" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/editorial/editorial-reaping-demographic-dividend,3621&amp;source=gmail&amp;ust=1601450810052000&amp;usg=AFQjCNFIpeszyDgyJIjF817criKlQyDSUQ">reaping the demographic dividend</a> in the remaining decades, it is also a priority to make the society more <a href="http://archive.nepalitimes.com/news.php?id=19599#.X3K_fsIzaUk" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D19599%23.X3K_fsIzaUk&amp;source=gmail&amp;ust=1601450810052000&amp;usg=AFQjCNEy8Kf5STNLkzUcKg79iQnl_m3JCQ">geriatric friendly</a> for seniors who have additional care needs.With thousands of returnees with experience in the care sector, there is scope to mobilise them. Returnees from Israel report that a platform that would help them engage in collective initiatives in the professional care economy would allow them to use the skills and experiences to make a living in Nepal itself.It is cheaper for employers to invest in training in the origin country especially in healthcare, one of the rationales for <a href="https://www.nepalitimes.com/opinion/changing-the-headlines-on-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/changing-the-headlines-on-migration/&amp;source=gmail&amp;ust=1601450810053000&amp;usg=AFQjCNHL4dlzSM-qBVPZrdWmmnoGbsmvHA">skills partnerships</a>. Since destination countries like Israel and Japan are also Nepal’s development partners, there is scope to mobilise funds to design mutually beneficial skills training for geriatric care. This would help equip Nepal’s training centers as we transition rapidly into an ageing society.<a href="https://www.nepalitimes.com/business/caring-for-those-who-cared/">Caring for those who care</a>, Sikuma RaiCaregivers in countries like Israel and Japan enjoy equality of treatment with locals in employment, and earn between $1,000-1,500. But there is also illicit migration of other types of care workers such as household help, which is currently banned by the Nepal government.The Israel admission requires at least a high school education as well as completion of language and skills tests. In Japan, foreign caregivers require rigorous computer based language and skills tests. These are not options for most Nepali migrants taking surreptitious travels through India because of the ban, which makes them vulnerable to exploitation.The blanket ban on domestic care workers without addressing the rising international demand or credible alternatives for the women opting this path therefore remains ineffective.There is also support needed for ageing returnees. Yubraj is a second generation Gulf migrant following his father who spent his youth in the Gulf. There is no formal support system, and the father-and-son duo simply <a href="https://www.nepalitimes.com/here-now/from-letters-to-landlines-phones-to-facebook/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/from-letters-to-landlines-phones-to-facebook/&amp;source=gmail&amp;ust=1601450810053000&amp;usg=AFQjCNE19sxq1QIX2ieVGaCMpfFYlesBnQ">switched their remittance transfer role</a>.The Nepal government’s policies such as promoting savings or investment of remittances through the Foreign Employment Savings Bond and Remit Hydro have failed to yield results. Countries like the Philippines allow migrants to contribute to their national social security system, and secure a safe future while they are still earning overseas. Nepal needs to explore these options and help current migrants plan for their future.Overseas work outside India, unless they travel irregularly, are formal and contract-based, so the employers can be held responsible to contribute to the social security funds.For example, Malaysia’s Social Security Organization (SOCSO) and Nepal’s Foreign Employment Board are set to sign an agreement providing workers and their dependents a range of benefits, especially related to work related injuries, illness or death. Employers are required to pay 1.25% of monthly wages while workers are not required to contribute.Nepal can easily enter into a similar Social Security Agreement with South Korea under the Employment Permit Scheme (EPS), similar to other EPS member countries like the Philippines that entered into an SSA last year that allow Filipino migrants to refund their social security contributions.<a href="https://nepalitimes.atavist.com/a-much-older-tomorrow" data-saferedirecturl="https://www.google.com/url?q=https://nepalitimes.atavist.com/a-much-older-tomorrow&amp;source=gmail&amp;ust=1601450810053000&amp;usg=AFQjCNGYSiKy9WyRnmNgU3tFMbwNgFOssQ">The future is older</a>, and it is also mobile. The future is older

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141140/636badfa9c7e80680e077fc5jpeg.jpg" alt="" width="597" height="341"/><figcaption>Labour Migration Outflows has Plummeted in 2019/20 Source : Foreign Employment Information Management System (FEIMS)</figcaption></figure>Travel restrictions and the economic fallout of the global pandemic in countries that employ migrant workers have hit <a href="https://archive.nepalitimes.com/article/nation/caught-in-the-middle/migration-agency-exploitation,4003">labour recruiters</a> in Nepal hard.Although the plight of migrant workers gets a lot of media attention and recruitment agencies get blamed much of the time, the truth remains: <a href="https://www.nepalitimes.com/opinion/zero-sum-game-in-zero-cost-migration/">Nepal’s labour migration industry</a> rests on the shoulders of these very recruiters.Labour recruiters have been responsible for 88-92% of Nepali workers mobilised annually since 2015. With their business plummeting because of the <a href="https://www.nepalitimes.com/latest/the-kathmandu-airlift-begins/">COVID-19</a> (see chart), they have been putting pressure on the government to scrap rules that regulate the industry.Last week, the Cabinet waived the legal requirement for recruiters to have mobilised at least 100 workers annually in the last two years to be eligible for license renewal. While this number does not seem high, the placement patterns suggest otherwise.In 2018/19, over half the recruiters deployed less than 100 workers, and the numbers are even lower this year with the pandemic. According to Kumar Dahal, Director of Department of Foreign Employment, the licenses of 536 of the 854 registered recruiters would have been scrapped had the waiver not been given.Recruitment agencies have other demands, including use of escrow deposits of a minimum of Rs5 million in cash and Rs15 million in bank guarantees for companies mobilising up to 3,000 workers. The government dips into this deposit in case workers need compensation, either because of the <a href="https://www.nepalitimes.com/here-now/shared-stories-shattered-dreams/">fraudulent activities</a> that recruiters themselves or the foreign employers engage in.“They should at least let us use the cash deposit temporarily,” says Saroj Pokhrel, a labour recruiter. “The government would still have our bank guarantee to rely on in case of fraudulent activities.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141140/636badfb9c7e80680e077fc6jpeg.jpg" alt="" width="347" height="241"><figcaption> </figcaption></figure>Recruiters also want the <a href="https://www.nepalitimes.com/opinion/why-has-zero-cost-migration-not-happened/">free-visa-free-ticket policy scrapped</a>, arguing that it affects their competitiveness in the international market. Instead, they want to be allowed to be charged a month’s salary as fee.Pokhrel says that being allowed to charge a month’s salary like the Philippines will give firms an incentive to look for higher paying jobs, and the government can increase its tax revenue. However, both the <a href="https://archive.nepalitimes.com/article/editorial/doubts-on-zero-cost-migration-deal-coming-into-force,2157">free-visa-free-ticket policy</a> or a cap on a month’s wage are moot because the actual cost paid by workers is significantly higher, the consequences of which is being borne by thousands of workers now.There is a need to go beyond principle-based discussions on zero-cost recruitment. The experience of Ethics Practitioners Association of Nepal (EPAN), an umbrella organisation of recruiters determined to carry out ethical recruitment that includes zero costs to workers, is telling.  In the last few years, the organisation has mobilised zero workers.Rajendra Khadka of EPAN explains: “We have not been able to attract a single ethical employer. We are gaining recognition internationally, but it is still difficult to earn the trust of employers engaged in ethical recruitment which are generally multinational companies and brands. Even workers themselves do not trust us, as they associate recruitment costs to the quality of jobs.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141140/636badfd9c7e80680e077fc7jpeg.jpg" alt="" width="316" height="207"><figcaption> </figcaption></figure>Recruiters are embroiled in fierce, unhealthy competition among themselves as they vie for the limited jobs in common destinations, with majority focusing on just a few countries. Even though they are legally allowed to supply workers to 110 countries, Nepali recruiters sent workers to just 28 countries last year, with the majority to just one or two countries (See Chart).For example, over 747 recruiters deployed workers to Qatar in 2018/19 and very few outside the Gulf and Malaysia. (See chart) This over-concentration in a few countries intensifies competition as recruiters tend to outbid one another while fetching job offers, and many even pay employers or foreign recruiters for job offers. Desperate Nepalis are willing to pay exorbitant fees, and this distorted arrangement works well for recruiters.The unhealthy competition among recruiters also transcends boundaries. There are, for example, over 1,200 recruiters in Bangladesh, 1,857 in Pakistan and 1,454 in India competing for similar jobs. Regionally, there are 4,346 recruiters audited and registered with Malaysia’s Foreign Workers Centralised Management System to undertake biomedical health examination of prospective migrants to Malaysia. The sheer numbers of recruiters competing for limited jobs indicates how competitive it is.With the pandemic, the contraction in jobs available globally may also be an impetus for fiercer competition which will lead to more workers having to bear recruitment costs. For Nepal to unilaterally declare a free-visa-free-ticket policy therefore may be a populist move, but it will mean under-the-table transactions between workers and recruiters will continue in an unmanaged way.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141140/636badfe9c7e80680e077fc8jpeg.jpg" alt="" width="280" height="239"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141140/636badff9c7e80680e077fc9jpeg.jpg" alt="" width="537" height="250"><figcaption> </figcaption></figure>Nepal may be pushing a rights-based approach to migration, and while this may be necessary, sticking to just principles may end up being counterproductive.When recruitment costs for workers from Bangladesh and Pakistan are three to four times that of Nepal, our attempts to unilaterally control costs will fall short. International frameworks like the Colombo Process to find a common voice among migrant sending countries do exist, but they have very little to show for.They have not done much to address the common plight of their workers during the pandemic, precisely when such international cooperation was needed the most. Either we need to admit that these loose platforms are not meant to create any tangible difference on the ground, or the Colombo Process needs to be revamped so it is more than just a forum to share experiences.Within Nepal as well, there is no carrot for good-performers and the ‘stick’ is always just for show because the same leaders governing recruiters are also colluding with them behind doors to allow the status quo to remain. As with everything else, as long as corrupt leaders meddle with this industry, there is very little incentive for any real change.Even a conservative estimate of recruitment costs of  $1,000 per worker means that in 2018/19, over Rs28 billion was floating around, a fraction of which can be earmarked to  influence policy decisions and even, who gets to stay a minister.It is just a matter of time before workers will be once more lining up for labour approvals. Nepal’s migrant recruitment industry shares commonalities with the lemon market for used cars, where the whole industry is viewed with suspicion and distrust, given difficulties distinguishing the good ones (peaches) from the frauds (lemons).Clamping down on recruiters is necessary given prevalent malpractices, but it is also important to acknowledge the contribution in matching workers at scale from every corner of Nepal for jobs abroad. The government would not have been able to manage this on its own. Other labour exporting countries <a href="https://scroll.in/article/967466/can-indias-international-labour-recruitment-agencies-bounce-back-from-coronavirus-induced-losses?fbclid=IwAR1kSsxC7aJ3A77fpIe5NbXXPRbNvQX_vLy_yClAtcDMG9wWFgQRHthDNLs">like India are also facing a similar dilemma</a> – how to minimise recruiters’ malpractices while using their contribution during the pandemic.The role of recruitment agencies in driving diversification to new destination countries, and higher skilled sectors will be crucial in the post-pandemic phase if the demand for Nepali workers in the Gulf and Malaysia drops.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141140/636bae009c7e80680e077fcajpeg.jpg" alt="" width="361" height="239"><figcaption> </figcaption></figure>Pokhrel says recruitment can be cleaned up and made more professional with mergers to reduce the number of recruiters, or setting standards and criteria for those competent enough to be in the recruitment business. Brokers going for broke

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
