“गरि खान देउ” is a compelling collective call that resonates with most Nepalis. It reflects the suffocation of people wanting just to live and get by. In relation to foreign employment, it also means that because it is difficult to live, Nepalis leave.&nbsp;
The Nepal government should be evaluated more than on its ability to retain youth within Nepal. Its ability to ensure that those who choose to migrate have access to safe, transformative, well-managed migration pathways that provide high return opportunities without high costs and hassles.
In the context of foreign employment, “गरि खान देउ extends to “गरि जान देउ” which would mean ‘Let us leave to live’. This is particularly pertinent now because our international labour market is so shaky. Because access to Nepal’s biggest migrant destinations are in jeopardy, labour diplomacy that puts workers at the centre is now more important than ever.
<a href="https://nepalitimes.com/opinion/labour-mobility/who-gets-to-recruit-for-malaysia-5ll4n3f6" target="_blank">Malaysia</a> had been closed for almost two years, and it recently issued a ten-point list for recruitment agencies that seems to favour the better endowed recruiters while displacing smaller ones that care about worker welfare and recruitment standards.
After the GenZ protests, the UAE stopped issuing visas to Nepali workers for almost two months, ostensibly because of jailbreaks and looted weapons. They have reportedly begun allowing it recently, pending attested police reports.
While the <a href="https://nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis" target="_blank">preference</a> of Nepali youth may be shifting toward Europe, in terms of scale and accessibility especially for those with low education, limited English skills, or little work experience, traditional destinations in the Gulf and Malaysia are crucial and continue to make up a major share of overall migration.
Disturbances in these common destination markets can mean loss of livelihoods of hundreds of thousands of Nepalis.&nbsp;
Nepali migrant workers want to live and just get by not only in Nepal but overseas as well.
But the way many leave for work abroad can be considered ‘compromised migration’. Sub-par outcomes that migrants are often compelled to settle for due to lack of alternate choices both within Nepal and overseas. The lack of choices abroad &nbsp;is not necessarily the absence of rewarding options globally, where there are severe worker shortages and unfulfilled vacancies, but rather our inability to seize those opportunities.
The Japan Specified Skilled Worker <a href="https://nepalitimes.com/here-now/nepal-japan-jobs-deal-still-stuck" target="_blank">scheme</a>, for example, is an underutilised migrant labour pathway due to lack of procedural clarity. Although the agreement was signed in 2019, it is only from October that verification of job demands has begun. Nepalis do not need to look for a backdoor as <a href="https://nepalitimes.com/here-now/nepal-s-hard-working-students-overseas" target="_blank">students</a> or trainees if they are interested to work in Japan, because Tokyo has literally opened the front door and designed a work scheme to address labor shortages. With the <a href="https://www.newsweek.com/can-japan-new-leader-afford-to-go-hard-immigration-10931515" target="_blank">new leadership</a> in Japan, there might be changes in how the intake of foreign workers is managed.
Where it has <a href="https://nepalitimes.com/here-now/bringing-korea-s-prosperity-to-nepal" target="_blank">worked</a>, like with the Employment Permit Scheme (<a href="https://documents1.worldbank.org/curated/en/645571537423013613/pdf/130024-WP-P156586-PUBLIC-2-Korea-Brief-Singles.pdf" target="_blank">EPS</a>) for South Korea, there have been stories of transformation. There are pilot <a href="https://nepalitimes.com/opinion/labour-mobility/helping-migrant-returnees-to-pivot-2urk8oo9" target="_blank">innovations</a> for Nepali workers in Korea, including for their reintegration back in Nepal. Would the Korea EPS have worked as well had Seoul not held its presence in Nepal to manage this scheme via the Human Resources Development Service of Korea?
When <a href="https://nepalitimes.com/here-now/i-felt-like-i-was-born-to-be-a-nurse" target="_blank">Alpana Adhikari migrated to the UK</a> , she knew exactly why. Her son was diagnosed with Williams Syndrome and she wanted better education facilities for him. In 20 months, she realised the dream. She migrated under a well-designed government-to-government (G2G) pilot initiative that did not require her to pay any fees and offered transparent terms of employment.&nbsp;
Imagine if she had migrated like a majority of other Nepali nurses do — paying exorbitant recruitment fees, expensive license tests, visa delays, unnecessary time and financial costs through ‘consultancies’ which may find ways to cheat.
Just like many migrants’ stories, hers too could have been a story of deferred dreams. She may still have been able to accomplish what she had desired, but perhaps not so soon or as easily.&nbsp;
The G2G pilot was for a quota of 100, but only 40 managed to meet the criteria. The 60 wasted opportunities did not raise eyebrows, not even when our reality is that many who failed to secure a seat through the G2G still managed to migrate through traditional ways, including to the UK.
With or without well-executed labour mobility schemes, people still migrate and gain from it. Because migrating, despite the costs, hassles and struggle, still allow for earnings that are relatively better and regular. People want to move to new places, learn new things, grow, see the world, and as many migrants say they want to “work within a system”.
But ‘better’ is a relative term, the outcomes may be better than what people leave behind in Nepal, but may not be as good as they could be in the global labour market if we had access to better implemented bilateral labor partnerships and a more competent and honest labor mobility industry. We are not making the most of overseas employment, not at an individual or a national level.
This is an area where our public narrative and how we evaluate the Government’s migration management also fall short. Both the Japan SSW scheme and the UK pilot show how wasted opportunities don’t raise alarm even when people seek similar jobs through alternate, more costly and time-consuming, routes.
Hundreds of thousands of workers migrate to Gulf countries and Malaysia but the <a href="https://nepalitimes.com/editorial/50-diaspora-diaries-in-nepali-times" target="_blank">outcomes</a> can differ vastly depending on the employer. There are differences in recruitment fees, career growth, remittances sent, living and working conditions including safety standards, among others. Working in a multinational company is not the same as working in a supply company, so dismissing the Gulf countries as one homogenous experience overlooks these distinctions.
Nepalis are willing to invest in language training such as Korean for better schemes like EPS when there is trust in the benefits and process. Such investment in skills prior to departure can yield multifold returns.
<a href="https://documents1.worldbank.org/curated/en/287551468053374058/pdf/wps4231.pdf" target="_blank">Evidence</a> shows that a good share of Nepal’s poverty reduction can be attributed to remittances. And this is despite remittances coming from recruitment that involves high cost, skill mismatch, limited choice of good employers or decent jobs, weak labour diplomacy, and a failure to attract top employers.
Fixing the foreign employment sector need not be at odds with fixing the domestic labour market. When the Nepali <a href="https://nepalitimes.com/here-now/now-what" target="_blank">diaspora</a> does well, Nepal does well. When one member has access to a good overseas opportunity, <a href="https://nepalitimes.com/here-now/jajrkot-to-johar" target="_blank">10 members fare well</a> back home. <a href="https://nepalitimes.com/news/more-remittance-more-than-remittance" target="_blank">Remittances</a> far outperform other external financing like FDI and foreign aid, are more resilient and directly reach the pockets of families.&nbsp;
Inclusive jobs and employment as social protection via <a href="https://nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme" target="_blank">public works</a> programs remain central to our domestic labour priorities. But we should be thinking about <a href="https://nepalitimes.com/opinion/fee-free-migration-is-possible" target="_blank">inclusive</a> labour mobility programs in a similar way to help the poorest pockets.
Nepal should be attracting the best of employers, diversifying to new destination countries and sectors with better worker protections and higher earnings. Broad, non-binding MOUs should be treated not as an end point, but as the start of further diplomacy and collaboration on skills and labour mobility schemes.
People leave and will continue to leave in the hundreds of thousands. But where to? How? For what kind of jobs? What are the returns of these jobs? At what cost? And what safety protections are in place?
Despite the possibilities for better life outcomes that migration offers, why are there no active demands from the public for good emigration? <a href="https://nepalitimes.com/opinion/the-truth-about-migration" target="_blank">Immigration</a> is a politically divisive topic in many migrant receiving countries. In Nepal the duress to leave (बाध्यता) has become part of our public narrative but the compulsion to choose less rewarding overseas opportunities by migrants has not.
Even the new faces, new voices that have emerged after the GenZ protests refer to migration largely as an outcome of state failure, a problem that needs to be solved. This is not surprising because people are leaving and villages are emptying. Such perceptions are not baseless, but are rooted in many <a href="https://nepalitimes.com/here-now/nepalis-abused-by-nepalis-in-luxembourg" target="_blank">stories</a> of abuse that migrants face overseas.
Without romanticising बिदेश or legitimizing the struggles workers face overseas, migration has enabled transformation for countless Nepalis who did not want to be confined by circumstances of birth.&nbsp;
Considering youth aspiration, the demographic shift that have expanded temporary labour programs globally, and the immense power of the Nepali diaspora waiting to be unlocked, “गरि खान देउ” should have a beyond border outlook. If not for more migration, certainly for better migration.

Imagine a high-end fair trade tea brand from Nepal that has done everything right, with ethical sourcing practices and international certifications. It has built a loyal base of socially conscious, premium customers in an export market and focuses on quality over quantity. Then one day, a government in the export market introduces a new ‘listing criteria’ that requires exporting a certain amount of tea to at least three countries in the past five years. But this was never a numbers game, it was about a niche market of socially responsible tea lovers.&nbsp; Suddenly, fair trade tea companies are restricted from exporting tea to that country.&nbsp; Pretty unfair for the company, for consumers, for the tea sector. More importantly, for tea farmers and families benefiting from fair standards. The overseas labour industry is facing a similar risk as recruiters, including those that have adopted ethical standards, may soon be barred from finding workers for Malaysia.&nbsp; On 27 October, the Malaysian Ministry of Foreign Affairs sent letters to five countries including Nepal, Bangladesh, Burma, Pakistan and India to ‘rationalise the number of licensed private recruitment agencies permitted to facilitate recruitment and placement of workers to Malaysia’.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251030141040_050274dddc6cf10224b0ad9283eec7b3bc3c0acd650543a808a8ea473ecf40db.jpg" data-media-id="editor_0" data-image-id="20251030141040_050274dddc6cf10224b0ad9283eec7b3bc3c0acd650543a808a8ea473ecf40db" data-rendition-name="original" width="961" height="1135" loading="lazy" alt="Malaysia recruitment"> </figure>  The letter includes 10 criteria for private recruiting agencies including at least five years of operating experience, deployment of 3,000 workers in the past three years of operation, &nbsp;experience sending workers to at least three countries, a 10,000 sq m office maintained for three years, valid licenses and good conduct certificates, five employer testimonials, and operating their own training and accommodation centres. Two conditions stand out as potentially harmful to Nepal’s ethical recruitment movement. First, although the letter cites a minimum of 3,000 workers, it says three years in the heading and five in the body text. A big enough difference to affect a significant number of recruiters from making the cut, but problematic regardless.&nbsp; Second, the requirement to send workers to at least three countries disproportionately impacts responsible recruiters in Nepal and elsewhere. Turning the selection of workers into a numbers game is dehumanising. Responsible &nbsp;recruiters deprioritise volume, focus on quality of jobs even when business sustainability comes under threat as ethical opportunities that do not require workers to pay any feed and ensure greater transparency are difficult to come by. Sending workers is further impacted by a series of external shocks. For example, in the Malaysian context Nepal banned emigration to Malaysia for two years followed by the Covid pandemic, and then Malaysia’s decision to stop the intake of foreign workers for the last two years.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251030141040_b1b88b3ae2e94c6bc077529ac6f2a4e380a385ee9a22219edfed25067c9d25a1.jpg" data-media-id="editor_1" data-image-id="20251030141040_b1b88b3ae2e94c6bc077529ac6f2a4e380a385ee9a22219edfed25067c9d25a1" data-rendition-name="original" width="595" height="841" loading="lazy" alt="Malaysia recruitment"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251030141040_2cf252908d18aaf09c875002eef2d92ab45897a56b560addd2dc02311725c8a7.jpg" data-media-id="editor_2" data-image-id="20251030141040_2cf252908d18aaf09c875002eef2d92ab45897a56b560addd2dc02311725c8a7" data-rendition-name="original" width="590" height="238" loading="lazy" alt="Malaysia recruitment"> </figure>  Many ethical recruiters have focused on Malaysia because it is a more common labour market for responsible recruitment than other destinations like the Gulf. There is no credible justification to why responsible recruiters well regarded by scores of Malaysia-based multinational companies and with decades of experience should be ‘disqualified’ for not diversifying. Finding jobs for Nepalis in new markets is difficult given fierce competition, challenges &nbsp;identifying companies which follow the employer-pays principle, lack of networks and shortcomings in marketing strategies. These factors hit responsible recruiters harder because profit-motivated employers are often unwilling to cover the costs and fees associated with workers’ recruitment.&nbsp; “The volume of deployment does not determine a recruiter’s capability or the quality of services provided,” says Sujit Shrestha of the Nepal Association of Foreign Employment Agencies (NAFEA). Nepal recently scrapped the licensing renewal requirement that mandated sending at least 100 workers a year as it was impractical. The new Malaysian criteria is similar in nature, he added. The ball is now in Nepal’s court at a time when the interim government does not even have designated heads in the Foreign Ministry and the Ministry of Labour, Employment Employment and Social Security. When rumours about the Malaysian action started circulating, NAFEA had raised the issue, but was assured that this was not an attempt to set up a syndicate.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251030141044_83c8a174ef116603f747d1cd254c4d353e8b855a41fb99feec54e701f5fc4c3f.jpg" data-media-id="editor_3" data-image-id="20251030141044_83c8a174ef116603f747d1cd254c4d353e8b855a41fb99feec54e701f5fc4c3f" data-rendition-name="original" width="3456" height="5184" loading="lazy" alt="Malaysia recruitment"> </figure>  How will governments and recruiters in other origin countries now respond? There is precedence from Bangladesh. Dhaka-based journalist at the Daily Star, Porimol Palma who says, “Earlier, the Malaysian authorities had selected 101 Bangladeshi recruiters unilaterally, despite Bangladesh’s call for a syndicate-free recruitment mechanism.” Between 2022-2024, 450,000 Bangladeshis were recruited under this system with workers paying between $4,500 and $6,000, even though the legal limit was $750. Palma attributes part of the high fees workers had to pay were for commissions or bribes to recruitment syndicates. Adrian Pereira heads the North South Initiative in Malaysia says: “The criteria seems a bit fishy, as they do not appear to address the actual problems in the the recruitment of foreign workers. Some of the criteria seem to encourage a system of monopoly or syndicate rather than a rights-based approach. Every government has the right to set criteria for recruiters, but conventions and ILO (International Labour Organization) standards on recruitment exist. It looks like we’re back to square one.”&nbsp; Whether migrant origin countries including Bangladesh and Nepal accept the terms sent without reservations or push back in good faith remains to be seen. In an ideal world, a collective stance should put workers’ needs and welfare at the centre. How rational is the proposed ‘rationalising strategy’? What aspects of it are promising to curb recruitment abuse and what merits serious reconsideration?&nbsp; Even if the move from the Malaysian side is well-intentioned to address rampant malpractices migrant workers face, Nepal should deliberate on the conditions set, the collateral damage especially on the responsible actors and small but capable recruiters. Alternate options that might serve everyone better before rushing to respond with a chosen list by 15 November. If the proposal is accepted, how would it be done in a transparent and accountable way? It is noteworthy that Indonesia was not listed even though it has the most workers in Malaysia among the 16 countries that send migrants to Malaysia.&nbsp; The Responsible Business Alliance (RBA), the ILO, the International Organization for Migration (IOM), and certification programs like On the Level (OTL) also need to use their leverage to ensure that recruiters, including those they have trained or certified on ethical recruitment principles, are not penalised.&nbsp; This is more than just about protecting the ethical recruitment movement, but raising even more basic questions: Who can legally be a recruiter in Nepal? There are already obligations like hefty security deposit and minimum office requirements. But requirements to have building facilities with ‘accommodations’ or ‘testing centres’ are not among them. There are 1,150 plus players in Nepal’s recruitment sector, with a few hundred engaged in the Malaysian market. A unilateral selection criteria could risk foul play, or lead to unintended, unfavourable consequences. To be sure, overseas recruitment in Nepal is known for ‘settings’, corruption, dog-eat-dog competition, and collusion. The profiteering is out of control, often at the expense of workers. But the solution does not lie in stifling the industry with criteria like deployment volume, building worker accommodations or expanding office floors.&nbsp; The focus should instead be on enforcing rules and laws in both countries that govern the industry, and the Malaysian labour agreement that has not been renewed since October 2023.&nbsp; Meddling in the industry in ways that harms fair competition and ethical actors means workers suffer. The only issue that should be taking precedence is: how will Malaysia’s 10-point criteria and planned arrangement affect migrant workers? We have seen how for identical Malaysia-based jobs, one worker might pay zero while another pays up to Rs400,000, depending on the employer and recruiter. It is unclear if the 10-point selection criteria rewards the responsible employers and recruiters.&nbsp; As a longstanding host country for Nepali migrants, Malaysia deserves credit for nurturing the small but growing ethical recruitment industry here. Export-oriented companies in Malaysia need responsible recruitment partners and have mentored recruiters to strengthen their practices and move away from worker-paid models.&nbsp; The business case for ethical recruitment standards has led many recruiters in Nepal to pivot with many now in various stages of transition from traditional to hybrid or purely ethical practices. This progress needs to be acknowledged and built upon.&nbsp; Large, well-networked recruiters with large physical assets and high volume of workers seem to be the winners of Malaysia’s 10-point criteria after two years of waiting for the Malaysian market to reopen. Responsible recruiters endure long periods of minimal or no deployments that threatens their survival. The letter now sitting on the desk of the interim government in Nepal deepens the concern: rather than just failing to recognise or reward responsible recruiters, does the international recruitment market actually punish them? Who gets to recruit for Malaysia?

When Gagan Singh Lama returned to Nepal after five and a half years in Qatar, he felt lost. He tried to <a href="https://nepalitimes.com/here-now/overseas-job-seeker-now-creates-jobs-in-nepal">find a footing in Nepal</a>, grappling with questions like “Who am I? What is my identity?”&nbsp; Despite the earnings, portage did not give him a sense of <a href="https://nepalitimes.com/here-now/from-slavery-to-salvation">professional identity</a>. Back in Nepal, he has been managing his cousin’s car wash, and recently completed a government-funded automobile mechanic training course, something he had a knack for since childhood. He plans to add services and expand the car wash.&nbsp; Studies have found that <a href="about:blank">remittances can be an important source of capital</a> for previously credit-constrained workers to start their businesses. The most favourable outcome is when skills learnt overseas are transferable or relevant back home. Some workers even return with suitcases full of equipment or recipe books from their overseas work that are relevant for planned <a href="https://nepalitimes.com/here-now/returnees-prosper-together">ventures back home</a>. But that is not always the case: technical skills gained overseas do not always transfer in Nepal. For migrant returnees a recurring theme is the need and ability to pivot by switching jobs, acquiring new skills through training programs in countries where they work, or as in the case of Gagan, skilling after they return. Prabin Shrestha and Shahadev Gurung <a href="https://nepalitimes.com/here-now/bringing-korea-s-prosperity-to-nepal">returned to Nepal</a>, but remigrated after realising that the plastic manufacturing venture they had in mind was not going to work in Nepal. Back in Korea, they switched jobs to a meat shop.&nbsp; Learning the trade inside out paid off when they came back to Nepal for good, and they now run a successful <a href="https://nepalitimes.com/here-now/the-meat-of-the-story">meat business</a>. Such pivots are not always feasible overseas as visa sponsorship schemes are not designed to allow job mobility, especially in the Gulf. An alternate workaround is to use off-hours or days off to take technical skills or entrepreneurship classes. There are some small-scaled initiatives targeting potential returnees at destination countries that are creating the space for workers to pivot and prepare.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250828120812_d9257b0fbf45443b38ecaeac1f9fd898e2144988026c8d2835bc6c70cfeb5f33.jpg" data-media-id="editor_6" data-image-id="20250828120812_d9257b0fbf45443b38ecaeac1f9fd898e2144988026c8d2835bc6c70cfeb5f33" data-rendition-name="original" width="2944" height="1686" loading="lazy" alt="Helping migrant returnees to pivot"> </figure>  Ishwar Banamala explored entrepreneurship ideas through classes in Korea that were unrelated to his manufacturing job there. Sungyoul Seo, who manages the KOICA Reintegration (K-HaMi) in Kathmandu, says the Korean government provides legally employed migrant workers free <a href="https://nepalitimes.com/banner/a-vision-for-vocations">vocational training</a> as part of its Employment Insurance benefits, but there are also pilot training designed specifically for Nepalis. One program provides training in Korean food, motorcycle maintenance, and trade after a survey of over 1,400 Nepalis showed a preference for these fields for their post-return plans.&nbsp; Taking classes overseas can be challenging given <a href="https://nepalitimes.com/here-now/you-must-be-having-so-much-fun-there">busy schedules with overtime work and logistical challenges</a>. But there are options for similar training back home for returnees. At a recent program in Kathmandu under the K-Hami project, for example, two Korean chefs trained returnees who hoped to start K-food restaurants, either individually or in groups. Others with existing eateries wanted to expand their menu offerings.&nbsp; Even though the workers had mostly been employed in manufacturing or agriculture in Korea, the entrepreneurship drive, cultural affinity and transferable soft skills made the training initiative an appealing pivot. There are technical and entrepreneurship programs in Nepal open to all, not just returnees. Awareness programs are important to spread the word. Workers can attest to the importance of <a href="https://nepalitimes.com/here-now/now-what">less visible but important traits</a> like time management, hard work, communications and working in diverse settings that they gained overseas. Jinsol Hwang, who runs the Returnee Innovator for Nepal (RIN) program, says it is important to help people tap into their entrepreneurial mindset. Exposure to how things work overseas can spark ideas back home if they are observant and enterprising.&nbsp; Jinsol works with potential returnee entrepreneurs who carry “entrepreneurial DNA” while still in Korea and post-return. They are offered training and network support including <a href="https://nepalitimes.com/opinion/social-remittance">connecting Nepali workers with mentors in Korea</a> to learn about businesses that can eventually lead to commercial partnerships. Madushika Lansakara who heads the Reintegration of Returnee Migrant Workers (ReMi) agrees that industrious returnees have soft skills and experiences that allow them to pivot even when the technical expertise may not directly apply. The ability of returnees to switch depends on factors such as personal networks and location, with urban centres offering more opportunities. Lansakara emphasises the importance of building migrant networks in both the destination country and back home at local levels.&nbsp; Such networks can help address challenges like weaker social networks after being away for long periods, create a sense of community and belonging and open up two-way communication channels with the government. Korea returnee Santosh Dahal is one of the ten returnees who started Rasilo Agriculture Nepal, an idea that was born while they were in Korea. They collect produce from farmers across 60 districts, process, market and sell them. “We are <a href="https://nepalitimes.com/opinion/staying-in-nepal-to-create-jobs">creating jobs</a> for 60 others while also being employees and investors ourselves,” says Dahal. “Without this collective effort, we could not have operated at this scale or capitalised on our individual strengths and interests. On our own, none of us had everything it takes to run such businesses.”&nbsp; Rasilo won last year’s RIN business pitch competition, setting an example for fellow returnees. Highlighting such stories of reintegration matters so others who want to come back can learn about possibilities and pitfalls in Nepal.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250829160840_43fa1a0661cba7115f32fa8fb85238593b7a426870721dac41dd5eba0c61e8db.jpg" data-media-id="editor_12" data-image-id="20250829160840_43fa1a0661cba7115f32fa8fb85238593b7a426870721dac41dd5eba0c61e8db" data-rendition-name="original" width="1100" height="730" loading="lazy" alt="RIN"> </figure>  Remigration can also be a choice for many, and not everyone goes back just because nothing worked in Nepal. For many workers, <a href="https://nepalitimes.com/here-now/india-bound">the cycle of return and remigration</a> is driven by ever-changing household needs, school fees, buying land or house, daughter’s wedding or parents’ health fees.&nbsp; In this race to become better providers, personal dreams and post-return plans can take a backseat. As one worker put it: “Ours is a generation of sacrifices.”&nbsp; But once they come home, many can be cast adrift. Lansakara says economic reintegration is especially difficult when households do not have multiple sources of income, or if they have outstanding debt. The financial and social remittances that returnees bring need to be valued and mobilised. But once we dig a little deeper and start questioning how, it gets more complicated.&nbsp; What practical interventions can tangibly help returnees in their journeys back home?&nbsp; Demonstration projects back in Nepal are tackling this on a small scale so returnees feel more prepared and less lost when they step out of the arrival section of the airport. &nbsp; Upasana Khadka heads Migration Lab, a social enterprise aimed at making migration outcomes better for workers and their families. Helping migrant returnees to pivot

TikTok has come under scrutiny for misuse as a platform for <a href="https://nepalitimes.com/here-now/recruiters-of-nepalis-into-russian-army-identified">recruiting Nepalis into the Russian Army</a>, or promoting irregular migration.&nbsp; One <a href="https://nepalitimes.com/opinion/nepal-s-unchanging-migration-saga">prevailing narrative on migration</a> is that workers just post pictures in front of, say, Petronas or Burj Khalifa that<a href="https://nepalitimes.com/here-now/you-must-be-having-so-much-fun-there"> glamorises their lives overseas </a>which can mislead folks back in Nepal. This is further fueled by brokers who over-promise and deceive workers.&nbsp; TikTok is different. The video-based app is unparalleled in its portrayal of the <a href="https://nepalitimes.com/here-now/shared-stories-shattered-dreams-of-south-asian-migrant-workers">reality of migrant lives</a>. Whether it is a Qatar-based Nepali camel herder who lives in the desert, a domestic worker in Oman who shares her life with fellow domestic workers from Kenya and Philippines, or a farmhand knee deep in a water spinach field in Korea, <a href="https://nepalitimes.com/news/taking-back-tiktok">TikTok</a> provides a window to the daily lives of migrant workers as is.&nbsp; With live commentary covering the good and bad, the posts are filled with humour, insights and creativity. And it is in the mundane that viewers become invested and aspirants learn more about<a href="https://nepalitimes.com/banner/speaking-the-language-of-overseas-work"> lives overseas</a>. The platform also allows the mini-influencers to feel more connected digitally, as overseas jobs especially in domestic work and agriculture can be isolating. &nbsp; The videos are also a refreshing contrast from how migration is portrayed in movies or songs, or the mainstream media. Workers who pick up their phones and film their daily lives or thoughts, raw and unscripted, present migration in all its complexity, not with a binary lens of good or bad.&nbsp; Migration is such a human centric topic that there are conversations, encounters, talent or moments that stay with us, tug at our hearts that we want to archive, share and revisit. TikTok allows that, and perhaps that is why we at <a href="https://www.tiktok.com/@migrationlab">Migration Lab</a> are so invested in the platform, even though it is time-consuming and not monetised. &nbsp; Our <a href="https://www.tiktok.com/@migrationlab/video/7391048965900209440">first TikTok post</a> was by a Malaysia-bound poet from Jajarkot who recited a poem that he had composed on the go at the airport. A <a href="https://www.youtube.com/watch?v=cQvM_yAUETg">migration song</a> that another worker from the same recruitment drive sang has been reused over 2,300 times. A returnee <a href="https://www.tiktok.com/@migrationlab/video/7486852070629215510" target="_blank">explaining</a> why everyone should migrate at least once has generated a huge response, as did a <a href="https://www.tiktok.com/@migrationlab/video/7476070712290151702" target="_blank">father</a> bidding farewell to his UK-bound son at the airport from his duty in Qatar. Our stories for TikTok are just miniature versions of the <a href="https://nepalitimes.com/editorial/50-diaspora-diaries-in-nepali-times">Diaspora Diaries</a> series in this newspaper. It is formatted for today’s attention span. Indeed, retaining viewers is tough in this fast-paced platform where views really do not amount to much on their own. What TikTok rewards most, we learn, is relatability. If you can see yourself, your values or your experiences reflected in what you are watching, you are more likely to stay longer and engage more.&nbsp; But ideally, that same relatability can also serve as inspiration to encourage someone to aim higher. If a seasoned migrant’s story resonates with viewers because of shared experiences like starting their overseas stints at <a href="https://www.tiktok.com/@migrationlab/video/7489075333816225047">low-wage positions</a>, then what they <a href="https://www.tiktok.com/@migrationlab/playlist/Bidesh%20bata%20farkepachi-7524547573806402326">have achieved despite the odds</a> might also feel within reach.&nbsp; Stories of migrant upward mobility, successful returnee entrepreneurs, and lessons learnt overseas can carry lessons useful for others. How can people like Yasmeen Naaz, <a href="https://nepalitimes.com/here-now/a-woman-s-drive-to-push-boundaries" target="_blank">Shanti Bhandari</a> who drives a double-decker tourist bus in Dubai, or <a href="https://nepalitimes.com/diaspora-diaries/the-return-of-a-master-baker">Raju Pakhrin</a> who returned to Nepal to run a <a href="https://www.tiktok.com/@migrationlab/video/7437126060757585185">successful bakery</a>, inspire more people to be bolder to reach their potential?  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250814090824_6a5ba908d0e4c86620a78ac6116c8bdb5cb2fa824e4c12382941c92be91e3418.jpg" data-media-id="editor_17" data-image-id="20250814090824_6a5ba908d0e4c86620a78ac6116c8bdb5cb2fa824e4c12382941c92be91e3418" data-rendition-name="original" width="3000" height="1235" loading="lazy" alt="TikTok Migration Lab NT"> </figure>  ETHICAL JOURNEY TikTok is also a useful tool to help people understand <a href="https://www.tiktok.com/@migrationlab/playlist/Shunya%20lagat%20shrinkhala-7524550534783601430">what ethical recruitment is</a>, and to promote responsible migration practices. Nepalis seeking jobs overseas often do not believe that ethical opportunities exist — they <a href="https://www.tiktok.com/@migrationlab/video/7537715519596662038">fear being scammed</a> or left stranded abroad. Our research with the <a href="https://nepalitimes.com/opinion/valuing-moral-migration">ethical recruiter</a> partner International Manpower Recruitment (IMR) shows that most believe that only those with privileged connections can migrate without being cheated. But research also shows that perceptions can change, especially if there is a trusted person in the network who has been ethically recruited. If used correctly, TikTok can be a second-best alternative to personal networks by directing those seeking <a href="https://nepalitimes.com/multimedia/dying-to-work-overseas">overseas jobs</a> to ethical channels.&nbsp; Repetition and relatability can alleviate the mistrust migrants have towards <a href="https://nepalitimes.com/opinion/valuing-moral-migration">ethical recruitment practices</a>, and TikTok content can show migrant workers that responsible recruiters do exist.&nbsp; But there are limitations. Brokers that we encourage workers to bypass also have access to the same platform, or are in their proximity. It is also well-documented that even when workers do pay high fees, they have been made to sign documents or even make videos saying they have not paid. How not to be dismissed as just another fly-by-night is a challenge.&nbsp; Nagendra Kumar Sah was recently recruited by IMR, and told us that he was initially skeptical of video testimonies on TikTok about ethical recruitment, but the comment section helped him build trust. Candidates who speak on camera may have been coerced to do so, but the comments pouring in from all over the world can share experiences about how much was paid and to whom. Such unsolicited feedback in the comments section can be powerful reviews of recruiters or employers.&nbsp; <a href="https://www.tiktok.com/@migrationlab/video/7519133141756333334">Intentionally opening the ‘room’</a> for discussion to counter the disbelief and mistrust has sometimes worked for our TikTok account. The platform can also help understand public sentiments better. <a href="https://www.tiktok.com/@migrationlab/playlist/Livable%20wages%20in%20Nepal-7524610442360670998">What wages would make living in Nepal affordable</a>, for example, is a common question that generates a lot of engagement.&nbsp; Awareness raising on its own does not amount to much, though. Knowing about ethical recruitment does not necessarily improve a migrant’s situation if the only available overseas jobs require a hefty fee.&nbsp; Workers who pay Rs400,000, even when they know better, face the same debt traps and diminished returns as those who do not. And the already small number of ethical drives in Nepal have <a href="https://nepalitimes.com/opinion/fee-free-migration-is-possible">shrunk significantly</a> after Malaysia closed its doors to foreign workers. &nbsp; In an ideal world, if there was a critical mass of zero or low cost recruitment opportunities in the market, our social media efforts would have been more interesting because we could then try to generate upward pressure from workers so they only select the best opportunities and agencies. Already, there are some workers who waited for ethical recruitment without applying for jobs that required fees. In the <a href="https://nepalitimes.com/opinion/free-visa-free-ticket-policy-in-limbo?%2F">current climate in which employers</a> themselves do not abide by the employer-pays principle, the best we can hope for is that it at least makes people a little intentional and mindful while choosing their migration journey — think twice, do research, explore all avenues and not blindly rely on fraudulent middlemen. The <a href="https://www.tiktok.com/@migrationlab?lang=en">Migration Lab TikTok account</a> recently hit the 100,000 followers milestone. The platform is wildly unpredictable: one of our early videos that was quickly put together on a phone took off, and far outperformed carefully edited posts.&nbsp; Our first ‘viral’ moment on TikTok was a lesson not to overthink it and just post if it is relevant to our work.&nbsp; We want to be more intentional about leveraging the platform to promote good migration, shape thoughtful narratives and tell good stories. Without being too serious about it lest the <a href="https://nepalitimes.com/here-now/tiktok-has-taken-nepal-by-storm?%2F=">TikTok algorithm </a>picks up on it, and punishes us. Real migration stories on TikTok

On 3 June I was woken up at 5:30am by a call from a Kuwait-based domestic worker. A common friend had put us in touch.
“Why are you up?” I asked Sharmila, knowing that it was close to 3 AM in <a href="https://nepalitimes.com/here-now/nepalis-in-kuwait-apply-to-return-home">Kuwait</a>. She had just got off work. Yet, that was the least of her problems.
It was her first day at this new house, where she had arrived at 9pm. Her previous employer had not been good, so with much difficulty she had been ‘returned’ to the placement office that had brought her to Kuwait.
This time, she was hopeful things would be better. At the placement office, where she waited for three weeks, there were around two dozen ‘khadama’ like her from Nepal and Sri Lanka waiting to get placed in other houses. The Nepalis, she said, had come either on <a href="https://nepalitimes.com/news/go-away">visit visas </a>through the UAE or through India to bypass the ban on domestic workers.
Sharmila herself had come via India. Regardless of which route they came from, they were legal since the Kuwaiti placement office that brought them are legally registered and workers had valid papers.
Meanwhile in Nepal, a ‘visit visa scandal’ has broken. The Centre for Investigation of the Abuse of Authority (CIAA) is investigating immigration officials, among others, over misuse of visit visas to facilitate human trafficking in exchange for big bribes.
There is <a href="https://nepalitimes.com/news/no-comment">social media outrage</a> in Nepal’s cybersphere, and calls for Home Minister Ramesh Lekhak’s resignation. That migrant workers travel on visit visas or via irregular routes such as India is well known. That there are ‘settings’ at airports with attached rates so everyone involved can get a cut is also open secret, and has always been.
A primary reason for the misuse of visit visas is the <a href="https://nepalitimes.com/opinion/migrating-for-domestic-work" target="_blank">ban</a> on <a href="https://nepalitimes.com/here-now/history-of-female-im-mobility-in-nepal" target="_blank">domestic workers</a>. To be sure, there are others who also use visit visas for short-term work since the government does not approve short-term labour permits no matter how lucrative the stint.
Nepalis traveling to countries like the US through unconventional routes, jobseekers keen to find employment in the destination country itself, or by recruiters who want to circumvent legal safeguards or because there are delays in paperwork.
The misuse of visit visas under the guise of tourism is a consequence of restrictive policies like the domestic worker <a href="https://nepalitimes.com/here-now/ban-the-ban" target="_blank">ban</a> ostensibly to protect them from abuse. And when there are massive profits involved, there is also little incentive to change. Persistent bans on overseas household work have lasted despite failure to contain migrants, and the unintended but predictable risks they put outgoing workers in.
In the government’s eyes, someone like Sharmila is non-existent as a migrant because she did not receive labour approval. Her agent is non-existent because she did not travel through a vetted recruitment agency in Nepal. Her employer is non-existent because they did not have to get the ‘demand’ attested at the Nepal Embassy.
All these details would have been well-documented had domestic workers been able to migrate regularly. Domestic or care work is already an invisible sector and the ban puts workers even more at risk from exploitation and abuse.
Meanwhile complicit recruiters and employers get a pass without any accountability. Only vetted recruiters who meet criteria that are stricter than that for regular worker recruitment should be allowed to arrange jobs abroad for domestic workers. Sharmila relied on an unauthorised individual agent who she never met in person, and who did not even turn on his camera when they had video calls.
The ban not only means that workers leave through irregular channels many are also inexperienced and unprepared. Talk to any <a href="https://nepalitimes.com/here-now/every-day-is-closer-to-pay-day" target="_blank">domestic worker</a>, especially new ones, and they will tell you how the first few months are the hardest. Modern home appliances are foreign to them and there are language barriers. As per the law, domestic workers have to go through mandatory training specifically designed for them which they are deprived of because of the ban.
“I have never taken care of babies in my life,” Sharmila said on the phone. “How will I take care of the children here?”
Women’s access to jobs, both in Nepal and overseas, needs attention. Sharmila, for example, said that she could not afford the Rs200,000 that was demanded for a cleaning job in the UAE. As an orphan, no one wanted to give her loans even at high interest rates. For her job as a domestic worker in Kuwait, she did not have to pay any fee.
Many migrants land <a href="https://nepalitimes.com/banner/homes-away-from-home" target="_blank">good homes</a>, and they do not look at the agents as villains but as enablers who helped them bypass the ban. How else would they be employed and provide for their families? A bad migration episode does not deter many from retrying their luck again through irregular channels.
Instead of the ban, more concerted, proactive <a href="https://migrationpolicycentre.eu/wp-content/uploads/2023/10/1st_dilemma_4th_response.pdf" target="_blank">efforts</a> to manage this highly vulnerable sector rife with abuse are needed via stronger embassies, bilateral labor agreements, monitoring, pre-departure training and awareness campaigns, Regular communication, as well as <a href="https://nepalitimes.com/opinion/migrating-for-domestic-work" target="_blank">alternate</a> jobs both domestically and overseas.
This problem is not unique to Nepal. Sri Lanka’s <a href="https://www.wider.unu.edu/sites/default/files/Publications/Working-paper/PDF/wp2021-44-ban-on-female-migrant-workers-skills-differentiated-evidence-Sri-Lanka.pdf" target="_blank">restrictive policies on</a> emigration has encouraged informal and illegal activities involving lower-skilled <a href="https://nepalitimes.com/opinion/two-decades-of-debate-on-female-migration">female migrant workers </a>because they have to circumvent the policy. This has led to higher exposure to recruitment related vulnerabilities and <a href="https://nepalitimes.com/editorial/nepal-s-corruption-carousel">corruption</a>.
In a former diaspora-run paper called Sahayatra, UAE-based Dalbir Singh captured in 2007 the views of many UAE-based migrants regarding the government <a href="https://nepalitimes.com/news/lift-the-ban-on-domestic-workers">ban on domestic workers</a>. Migrants had a similar view: that domestic work sector should not be banned given that it puts workers in more vulnerability, but more protection is needed given the vulnerabilities in the sector.
The article noted that a river should not be blocked just because it floods. It was known 18 years ago and even earlier that bans do not protect domestic workers, and there is a long history of flip-flopping between bans of various kinds.
The last one was put in place in 2017 after a Parliamentary committee visited the Gulf and decided it was unsafe for domestic workers, regardless of gender. After a similar 2020 trip, the committee instructed the government to revisit the ban considering country-specific policies and several preconditions, which were still deemed restrictive, but better than previous rules. Implementation has been weak despite the proposal around <a href="https://nepalitimes.com/opinion/ban-on-female-migrant-workers-to-be-lifted" target="_blank">lifting</a> the ban starting with a pilot agreement with the UAE.
Will the latest ’visit visa scandal’ lead to constructive discussions around how to manage emigration better? Or will it just lead to a further clamp down on visit visa misuse by proposing bizarre alternates as has been done in the past? The most recent <a href="https://nepalitimes.com/here-now/history-of-female-im-mobility-in-nepal" target="_blank">proposal</a> that got quashed, for example, included a requirement to get "written consent from the guardian and local government for women under 40 to travel to the gulf and Africa.”
For <a href="https://nepalitimes.com/here-now/nepal-s-hard-working-students-overseas">Nepali youth</a> with a <a href="https://nepalitimes.com/news/push-factors-driving-nepalis-out">preference for overseas jobs</a>, there are enough vacancies and unfilled jobs in the world. They do not have to be compelled to become fake visitors, seek backdoor entry as students, rely on unauthorised agents, or even fight wars.
But for that we need to prioritise regular, safe pathways and responsible employers, and not create bottlenecks in the name of protection.

Revisiting visit visas

Distressed and demoralised, he has had to spend more money extending his stay to finish his paperwork.Netra from Jhapa is also going to Saudi Arabia, and got to Teku Hospital only at 6AM by which time there was already a long line, and he had to go back.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d086e9c7e80680e0a6018jpeg.jpg" alt="" width="2274" height="1456">“Tonight, I will come at 9PM so I am one of the first ones in line,” he told me. “Even 2AM might be too late.”  For Yogendra, Netra and many other workers getting ready to leave, it is difficult to get around in unfamiliar Kathmandu and work the system to get all the required travel documents. “My legs are sore from all the walking and standing,” says Netra.Akram (pictured above) from Sunsari did not want to take any chances, so instead of lining up at 2AM for his vaccine certificate, he was already at Teku at 4PM on Saturday to be in front of the line for Sunday morning.After getting his jab last week, he came to Teku twice, but missed his chance to get his certificate both the times because he came only at 6AM. This time, he was waiting 28 hours before the counter opened.Akram is headed to Qatar to work as an office cleaner and will be earning $360 a month. This is his first time in Kathmandu, and he slept on and off all night while squatting under a tin roof to keep dry in the rain.The security guards at Teku took to Akram for his determination and grit, and they had given him a nickname: ‘Number One’. Saudi Arabia, Qatar and the UAE accounted for 80% of labour approvals in 2020-21, while few workers went to Malaysia and Kuwait which had consistently been among top destination countries for Nepali overseas workers.<a href="https://www.nepalitimes.com/here-now/nepali-migrants-again-caught-up-in-2nd-wave/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepali-migrants-again-caught-up-in-2nd-wave/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNF56UDVbYsJHL5vZIneYD4mpabP1A">Malaysia halted recruitment</a> of all foreign workers indefinitely since early last year, while Kuwait red-listed Nepal for public health reasons since the early days of the pandemic until recently.The drop in annual outflow of workers paints an incomplete picture: <a style="letter-spacing: 0.01em;" href="https://ccmc.gov.np/ccmc2/ccmc_update/No.of%20Nepali%20Repatriated%202078.04.05.pdf" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://ccmc.gov.np/ccmc2/ccmc_update/No.of%2520Nepali%2520Repatriated%25202078.04.05.pdf&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNGiT7tSqd2KtrfmwoAnp9yld4JSeQ">nearly 500,000 Nepali workers</a> were repatriated from all over the world with majority from Qatar, Saudi Arabia and Malaysia in the past year. And a significant number of Nepalis abroad chose to stay on their jobs.However, there are no reliable estimates of the total number of Nepalis working overseas. According to Malaysian government data obtained by Nepali Times, the total number of Nepalis there dropped from 300,000 at end-2019 to just over 160,000 in 2021. But this excludes undocumented Nepalis in Malaysia, whose numbers <a href="https://www.nepalitimes.com/here-now/mindful-of-migrants-mental-health/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/mindful-of-migrants-mental-health/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNFu2uMrNJCQSfA0UOoVgoJpaZN4bQ">have grown significantly</a> since the pandemic.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d087d9c7e80680e0a601djpeg.jpg" alt="" width="640" height="360"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08809c7e80680e0a601ejpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>Employers there have been hesitant to send back workers due to worker shortage and hiring freeze, delays in receiving exit permits or because of unaffordable tickets.Since migrant workers do <a href="https://www.nepalitimes.com/here-now/nepali-workers-overseas-toil-through-the-pandemic/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepali-workers-overseas-toil-through-the-pandemic/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNEy-H9Qaln0ZJ_OjXcH-hTKY0jIZA">‘essential’ jobs</a>, there is still demand for them in certain sectors. Recovery of emigration will require Nepal to be more strategic about exploiting these constricted opportunities.For example, despite many job opportunities in Saudi Arabia, recruitment has been affected over the past year because of delays or temporary obstructions in ‘demand attestation’, a mandatory requirement in the recruitment process. Similarly, embassies accredited to countries like Turkey, Poland and Croatia have also not been proactive about demand attestation.For European countries where there are delays with <a href="https://www.nepalitimes.com/here-now/nepal-to-turkey-and-onwards/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepal-to-turkey-and-onwards/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNF8qBGo8r8npXkN1E852zFgCgFETw">job demand letter approvals</a> by Nepali embassies, the share of workers <a href="https://www.nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNFRq74NGxlvsT6FDDZMJqAAORK_lQ">obtaining individual labour approvals</a> instead of institutional approvals is high even when the recruitment is facilitated by recruiters.This means recruiting agencies cannot be held liable in case of problems with the worker’s contract or safety. Misuse of approvals can be costly because recruitment costs are high for these countries, aspirants are easier to lure and European countries are fertile for trafficking.With Covid-19, maintaining a balance between facilitating recruiters to play a critical intermediation role with regulatory actions to curb malpractice and exploitation of desperate job seekers has become even more challenging.Recruiters complain that the government has not acknowledged their contributions or the impact of Covid-19 on their businesses. Last fiscal year, almost a third of the 853 recruiters in Nepal were unable to obtain labour approvals for a single worker, while about a fifth deployed less than 10 workers over the entire year (See figure).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08839c7e80680e0a601fjpeg.jpg" alt="" width="640" height="360"><figcaption> </figcaption></figure>While regulation is necessary, it can sometimes unreasonably inconvenience the employer, recruiter or migrant worker without addressing, or correcting the problems. In many cases, regulations create loopholes to worsen the safety and welfare of migrants.For example, attestation of employment demand letters is a welcome move to curb fraudulent job orders which now needs to also scrutinise employers’ commitment to Covid-19 health protocols.But its effectiveness rests on proactive embassies to carry out the attestation services of rewarding job orders expeditiously and fairly. Otherwise it prevents gainful employment, or worse, compels migrants to bypass the legal system.Recruiters have not been able to smoothly deploy workers to Qatar. The Qatar Visa Center (QVC) was set up as a ‘one stop’ window to facilitate medical tests and biometrics, but is accused of lack of transparency. In the past, a handful of medical centres approved by the government could be used for the pre-departure medical tests.Now, QVC alone cannot keep up with applicants and the backlog from the lockdown months, impacting over 7,000 Qatar-bound Nepalis, says Sujit Shrestha of NAFEA (National Association of Foreign Employment Agencies).The QVC management has been accused of providing appointments selectively to well-connected manpower companies. “If we take an appointment in July, we get dates for September and October,” says Shrestha. “How can we work like that when Qatari employers are in a hurry to recruit workers to complete their projects delayed during the pandemic?”Nepali and Qatari authorities need to investigate these allegations against QVC and ensure it operates as intended.The latest is the challenge of vaccination. Inconsistent vaccines requirement, authenticity of vaccine certification and wide availability of vaccines have been problems. The J&amp;J Janssen jabs are ideal for migrant workers because a single dose saves outbound migrants time, and it is recognised by destination countries -- <a href="https://www.nepalitimes.com/here-now/job-seekers-now-also-jab-seekers/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/job-seekers-now-also-jab-seekers/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNHMjTdkQhFk_HHOeWL4vO2vYmkQiQ">unlike the Chinese jabs</a> that are not accepted in countries like Saudi Arabia.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08869c7e80680e0a6020jpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>Furthermore, the J&amp;J jabs exempt migrants from expensive institutional quarantine in destination countries. But it has come at a cost as reflected in Akram’s experience. Shrestha of NAFEA says that it would have been much easier if, like other countries, vaccine certificates had a unique QR code for authentication.Major destination countries have launched their own mobile apps that will be used mandatorily including to enter public spaces and workplaces. There is uncertainty about the acceptability of paper-based vaccine documents that are being given out in Nepal.“This has to be a continuous effort, not a one-off initiative, with dedicated vaccination camps for migrant workers that will also involve DOFE officials so workers with jabs get certification as well. Everyday hundreds of migrants will require jabs, and there is no clear policy for them,” Shrestha says.The uncertainty and lack of coordination in the vaccination drive has financial and time costs, but there is also the invisible mental toll it takes on workers wanting a better shot at life. Nepal needs better labour diplomacy, inter-ministerial coordination and most importantly, empathy for migrants.The Labour Ministry is currently without a minister in the new government, and over the course of the pandemic there have been four Labour Ministers, including the last two who were in office just for a few days.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08889c7e80680e0a6021jpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>Despite all this, remittances have so far <a href="https://www.nepalitimes.com/banner/defying-predictions-nepals-remittances-still-high/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/defying-predictions-nepals-remittances-still-high/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNGEabPw8o4a8Twn_RqOFHaOAwoAqQ">defied expectations</a>. South Asia’s migrants share problems, share solutions

His employer wanted to renew it, but he declined because of frequent wage-deductions, payment irregularities and mistreatment. A hiring freeze in Malaysia since last year means employers use various tactics to keep foreign workers <a href="https://www.nepalitimes.com/here-now/mindful-of-migrants-mental-health/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/mindful-of-migrants-mental-health/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNG1nUD8oUJJ_bC2KDuW3hDUkC4OGQ">despite their unwillingness</a> to do so. But Nepalis whose work visas have expired are stuck, since both Nepal and Malaysia are in complete lockdown and flights cancelled. “They dragged on the process hoping I would eventually decide to stay like other Nepali colleagues, but I ended up overstaying my visa. Now, I am not sure when I can fly back, and am running out of savings,” Ram told us on the phone. Daily new cases in Malaysia crossed 9,000 this week, and so far, 2,800 people have died of Covid-19. The government has announced a total lockdown from 1-14 June, while in Nepal the lockdown is in effect at least till 4 June.Although the numbers are not as high as last year, this is reminiscent of the experience of hundreds of thousands of Nepali migrants who were <a href="https://www.nepalitimes.com/latest/to-many-stranded-nepalis-not-enough-flights/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/to-many-stranded-nepalis-not-enough-flights/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNFvEbcVkMVywj6kfa5f2HZHQ9VJ2A">stuck in the Gulf, Malaysia and elsewhere</a> in 2020 waiting for emergency repatriation flights.“The pressure is much lower compared to the first wave, but many are still facing difficulties,” says Deepak Dhakal, Labor Counsellor at the Nepal Embassy in Malaysia, explaining that it is especially painful for those with personal emergencies with family members who have died of Covid-19 back home. “We have made requests to at least allow one flight per week so it would bring some respite to those in need,” Dhakal adds.It is a similar situation in other countries, including Saudi Arabia, where Nepali workers who already had exit permits are stranded without employer support--even though the number of people needing assistance is not as high as last year.“The volume of daily calls asking about flights or support has dropped from hundreds to 15-20 this time around,” says Labour Attaché Prem Upadhaya at the Nepal Consulate in Jeddah. “Nepalis are also more cautious in decision-making, and are wary of the current situation in Nepal. Many opt to stay on and work, but for those set to return, a weekly flight would have helped.”Embassies also want flights to transport bodies of Nepali workers who have died to Nepal. There are 33 bodies in Malaysia and seven in Saudi Arabia waiting to be flown back.  There are also many workers stranded in Nepal, either due to Nepal’s flight ban or because Nepalis have not been allowed to fly to Malaysia, UAE and South Korea because of the second wave. Some 25-30,000 Nepalis who had completed their paperwork cannot fly, and an unknown number on vacation in Nepal are unable to rejoin jobs abroad.  “The government’s decision to allow flights from 1 June to Qatar, Turkey and China in addition to the uninterrupted flights to Delhi will provide some respite to the stranded migrants,” says Sujit Shrestha of the NAFEA (Nepal Association of Foreign Employment Agencies). There are said to be over 117,000 pending offers for new  jobs for Nepalis, mostly from Qatar and Saudi Arabia.Apart from the déjà vu of the first wave when Nepalis overseas needed repatriation help, this year many are pooling their resources<a href="https://www.nepalitimes.com/here-now/nepals-diaspora-comes-to-the-rescue/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepals-diaspora-comes-to-the-rescue/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNH-iihhmufapdmEcNZDpXZZZnb0yA"> to help Nepal </a>with oxygen cylinders, medical equipment and cash donations.“We are mobilising support from each country in the Asia-Pacific region to establish one oxygen plant in each Province,” says Hari Bhattarai of the Non-Resident Nepalese Association (NRNA) Malaysia. “We know that Nepal’s needs go beyond oxygen scarcity, so we are also working with the embassy to send test kits and PPEs and hope for a Nepal government charter flight to be sent to Malaysia in mid-June.” In Doha, the Nepali Business Association Qatar with the Nepal Embassy has formed a Covid-19 Crisis Relief and Support Group which has already raised over Rs10 million to procure 14 ventilators, 50 oxygen concentrators and 3,000 pulse oxymeters.All this <a href="https://www.nepalitimes.com/latest/more-remittance-more-than-remittance/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/more-remittance-more-than-remittance/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNEPzRznfYHy9Xtsa7bgSFEa9e9e9g">support comes on top of the remittances</a> that workers overseas send home, which is keeping the economy afloat. In the past nine months of this fiscal year, total transfers to Nepal <a href="https://www.nepalitimes.com/latest/more-remittance-more-than-remittance/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/more-remittance-more-than-remittance/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNEPzRznfYHy9Xtsa7bgSFEa9e9e9g">defied predictions and rose</a> to Rs730 billion—a 16.5% increase compared to the same period last year.  <img width="1858" height="958" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111152/636b86ec9c7e80680e06787ejpeg.jpg" alt="">Nepal’s <a href="https://mof.gov.np/uploads/document/file/Budget%20Speech%20(Final)%20Full_20210530100738.pdf" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://mof.gov.np/uploads/document/file/Budget%2520Speech%2520(Final)%2520Full_20210530100738.pdf&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNFaRFDTNUvcPRi7u-L79yJ2mkUijA">new budget announced on Saturday </a>has increased by 1% the interest rate on remittances transferred through formal channels to banks in Nepal, and facilitated phone-based transfers during the pandemic. “We are also preparing voting rights for migrant workers, and making Nepal’s missions abroad a lot more active by assigning clearer roles and responsibilities in ensuring safe migration and decent employment,” says Ram Prasad Ghimire, Joint Secretary at the Economic Policy Analysis Division of the Ministry of Finance. The budget also continues last year’s support for soft loans and skills-based training to returnees, and issuing foreign employment savings bonds for migrants. However, the real test lies in the <a href="https://www.nepalitimes.com/latest/where-have-we-heard-that-one-before/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/where-have-we-heard-that-one-before/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNFB3hpb50A2YCrvH8NaqiEdpmbMHg">implementation of these programs</a>. “There are lessons to learn from previous years which will be critical to inform implementation,” Ghimire admits. “For example, we have learnt that unless banks find business proposals submitted by migrants credible, the soft loan program targeting returnees will not succeed. We also need to make returnees more aware of the programs we have in place to help them.”The initiatives also need to better address migrant workers’ concerns like quarantine, <a href="https://www.nepalitimes.com/banner/jabs-for-jobs/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/jabs-for-jobs/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNEhz_Xf7KtzP_g0KxLr4-Oy_Gp6Wg">testing and vaccinations</a>. The decision to migrate despite the uncertainty and the health risks amid a pandemic demonstrates that the lives-versus-livelihood tradeoff also extends overseas. Proactive diplomacy is needed to ensure that deployment decisions are not rash and address the vulnerabilities and risks during the pandemic.There is also the question of the cost of quarantines for workers in host countries. Saudi Arabia recently mandated a 7-day institutional quarantine followed by testing. In response, Bangladesh announced that the government would help share costs by providing migrants up to TK25,000 ($295) from its Migrant Welfare Fund to cover the quarantine costs.  The Philippines, on the other hand, temporarily banned deployment of its workers to Saudi Arabia after confusion regarding who would pay for the costs of quarantine and testing of its citizens. The ban was lifted after receiving assurance from the Saudi Government that all costs would be borne by the employer.Nepal, on paper, has required as part of labor approval for employers to commit to bearing the quarantine costs but has no mechanism to follow up on its implementation. Diplomatic efforts to ensure minimum financial burden on Nepalis without compromising their health and safety as part of deployment in the new  Covid-19 context is necessary. <a href="https://www.nepalitimes.com/banner/nepalis-overseas-get-first-vaccinations/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepalis-overseas-get-first-vaccinations/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNEeBKFNZtUtJlOXsOtOQKSAikxREg">Access to vaccines</a> also needs to be closely watched. The pandemic has exposed the <a href="https://www.nepalitimes.com/editorial/vacillating-on-vaccines/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/vacillating-on-vaccines/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNEuEQRyMKlUWfd8HV79egU_J9ihlg">global inequity</a> in vaccine distribution, and within countries select groups such as undocumented migrants could fall through the cracks.Qatar, for example, has already double vaccinated 50% of its local and foreign residents above 16. But Qatar-based doctor Nitesh Aryal points out that to register online for vaccination residents need valid Residence Cards, which means those without them will need support to ensure full inclusion.Some undocumented workers may themselves be hesitant to show up for vaccines or testing despite government assurances that their will get their jabs despite immigration status, especially in countries like Malaysia which have <a href="https://themalaysianreserve.com/2021/05/31/mosti-moha-to-discuss-plan-for-migrant-workers/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://themalaysianreserve.com/2021/05/31/mosti-moha-to-discuss-plan-for-migrant-workers/&amp;source=gmail&amp;ust=1622543557223000&amp;usg=AFQjCNFldrBgvDW8T8PKddpzKQkvDee1mw">cracked down on undocumented workers</a> during the lockdown.

Nepali migrants again caught up in 2nd wave

December 22, 2020.</figcaption></figure>The Nepal government transfers civil servants regularly, sometimes as routine rotation, but also because of unmet vested interests. The heads of the Department of Foreign Employment (DoFE),  which is the regulatory arm of the Labor Ministry, have recently seen short tenures. With its inter-governmental aspect, and the interests of migrant workers and private sector, overseas labour demands a steep learning curve. But once heads of the DoFe get a grasp of the issues they are transferred. Momentum is lost. Priorities change. Unfinished businesses remain unfinished. Relationships and trust need to be re-established. Progress is delayed. The Director General (DG) of DoFE, Kumar Dahal (pictured below) was recently transferred and spoke to Upasana Khadka at Nepali Times about his 14-month tenure, the <a href="https://www.nepalitimes.com/here-now/labour-recruiter-netted-in-sting-raid/">sting operations</a> of ‘manpower’ agencies last year that he helped organise which led to the suspension of the licenses of four recruiters found illegally interviewing and charging workers exorbitant fees for jobs in the Qatar Police. This suspension was quickly revoked by Labour Minister Gauri Shankar Chaudhary. Excerpts of interview:Nepali Times: Your transfer was a bit abrupt? Kumar Dahal: Look, rotation are part of the bureaucratic process, especially at the senior level. My 14-month tenure is actually considered quite long. The foreign employment sector has many stakeholders with varied interests, which don’t always align. Unwillingness to engage or cooperate in certain activities can make rotations more likely.Having said that, it would be better if people doing good work are allowed to continue for at least two years to achieve tangible results. Change is not easy in a sector where malpractice like overcharging workers or buying visas are entrenched.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121148/636ce5b39c7e80680e096725jpeg.jpg" alt="" width="640" height="639">Earlier they were isolated events, but soon they became habit and now, they have become a<a href="https://www.nepalitimes.com/opinion/why-has-zero-cost-migration-not-happened/" target="_blank" rel="noopener noreferrer"> part of the culture</a>. Our regulatory oversight has been insufficient and the situation has deteriorated over the decades. Even migrants are convinced that paying hefty fees and high interest rates are part of the recruitment culture and they comply, often questioning it only when it is too late. The players are able to make easy money without much effort, time or investment, exploiting the desperation of our youth. Changing this will take time. It depends on bold, visionary leadership, which is lacking.As a regulatory agency DoFe has to adopt restrictive policies, but you don’t want to deprive migrants of lucrative overseas opportunities. How do you balance the two?The category of migrants we are dealing with need help navigating the system. They are vulnerable to cheating, so regulations are needed. We first need to accept that most <a href="https://www.nepalitimes.com/banner/kleptocrats-of-kathmandu-and-kualalampur/" target="_blank" rel="noopener noreferrer">problems faced by migrants begin in Nepal</a> and sometimes, even problems abroad are byproducts of activities here. Every time we received a tip-off from migrants regarding possible malpractice, there has always been something illegal going on which made our sting operations successful. Recruiters have to abide by business ethics, but they often don’t, which makes regulation necessary. Ideally, they should be responsible for workers they send abroad, but that often does not happen.The private sector is driving this industry, and our role as regulators would be hands-off and minimal if their work was transparent. But it isn’t. Just a few days ago, our inspection of 45 pre-departure orientation training providers showed that 30 were giving out certificates without training. Then there are other types of problematic migration: via individuals, education consultancies or traffickers, or on wrong visas, such as visit visas.We in government also need to be responsible, which isn’t the case always, either. The question for both the government and the recruiters should be whether the migrant worker is satisfied with the services and protection being afforded. Currently, I am afraid they are not.We can do better with facilitation support. For starters, we can simplify the approval process of job demands in destination countries and explore opportunities in markets like Europe where there is a potential demand for Nepalis. A foreign employment business fund has been set up for welfare tasks, funded by interest from the Rs20 million escrow deposit of each manpower company parked at commercial banks. A guideline is being drawn up jointly by recruiters and the government.What are some of the lessons from the pandemic?First, we need to be more proactive in our decision-making. Even in instances when the governments or employers offered to send migrants desperate to get home at their own expense last year, we did not allow it due to blanket rules about flights.Second, our embassies need to be strengthened significantly to handle grievances better. The staff size at embassies is not proportionate to the numbers of Nepali workers there.Third, our governance system isn’t prepared to handle undocumented workers. The documentation status of migrants does not determine incoming remittances, so we should support all stranded migrants during a crisis.Fourth, recruiters should have been involved more during repatriation.On the bright side, the pandemic forced us to expedite technology adoption. It isn’t being implemented and we don’t have the capacity to do so in today’s context. This has also larger implications like the government losing a high amount of tax revenue and workers not having the receipt of actual payment made.Revising the cap on services from Rs 10,000 to first month’s salary as demanded by recruiters is reasonable in cases where employers are not providing service fees--provided the penalty for overcharging workers is increased. This reform will also be meaningless if diplomatic efforts are not ramped up to get governments of destination countries and employers on board. I have heard anecdotes of Nepali recruiters paying Rs250,000 to bag jobs that pay only Rs50,000. Our recruiters do not have direct access to employers but operate through agents abroad. Most employers or foreign agents are also not ethical, so the costs trickle down to workers.We have not been able to get into the crux of the issue and some policies are merely populist. Sting operations are insufficient. The number of recruiting agencies in Nepal at 853 is too high. Incentives to facilitate mergers or regulations to drive out the bad apples are needed so that monitoring is easier. For that we need a strong governance system and bold leadership free of manipulation, political interference and corruption.And the ban on overseas household workers?The domestic work sector is problematic, especially in West Asia. Those in Japan, Cyprus and Turkey are not facing such systemic problems. It is not just Nepal that implements the ban which signals that there are problems in this sector. I get desperate calls from domestic workers in transit in Sri Lanka, Oman, Jordan and Saudi Arabia pleading for rescue support. I am not in favor of <a href="https://www.nepalitimes.com/latest/lift-the-ban-on-female-domestic-workers/" target="_blank" rel="noopener noreferrer">lifting the ban</a> completely but to have approaches specific for each country, especially domestic worker-specific bilateral labour agreements with countries that also have in place strong domestic worker specific regulations. A key criteria is that embassies and families should be able to reach domestic workers when necessary.What are three of your priorities that you hope your successor will continue?The way to minimise corruption is via faceless service so recruiters and bureaucrats do not have to meet in person. We are almost there with the current online system. The remaining kinks need to be immediately ironed out so everything can be done digitally. Eventually, we also need to go to a one-door system, so migrants don’t have to go to different offices for migration-related services.There is a high demand for workers in Europe but we don’t have active diplomatic presence in many European countries and demand attestation, market exploration, worker protection etc become a problem. Otherwise we either lose opportunities, or migrants take circuitous routes with high recruitment costs.Finally, we lack understanding on the skills profile of our youth or a systematic way to monitor labour opportunities abroad. What skills or training do they have, what is needed abroad?Overall, we have a robust foreign employment management architecture with <a href="https://www.nepalitimes.com/opinion/a-few-good-agents/" target="_blank" rel="noopener noreferrer">dedicated agencies</a> and <a href="https://www.nepalitimes.com/latest/nepal-plans-to-reintegrate-returning-workers/" target="_blank" rel="noopener noreferrer">policies</a> which is something to be optimistic about. But even then, there was a realisation that the ban was not serving its purpose. She quotes Binda Pandey of the General Federation of Nepalese Trade Unions (GEFONT): “It is the government's obligation to guarantee safety of its citizens. Preventing women from foreign employment is violating women's basic human rights to conceal its own weaknesses.”In 30 July 2004, reporter J B Pun Magar in an article titled <a href="http://Manpower%20Agencies%20and%20Women’s%20Power,%20JB%20Pun%20Magar" data-saferedirecturl="https://www.google.com/url?q=http://Manpower%2520Agencies%2520and%2520Women%E2%80%99s%2520Power,%2520JB%2520Pun%2520Magar&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNEToenjca3C8v7LELawPuhsTF4law">‘Manpower Agencies and Women’s Power’</a> showed how abuse abroad had not deterred Nepali women from migrating for household work in the Gulf. He quotes Maya GC who was exploited and sexually abused but was still migrating for work in Qatar: "I know it may happen again, but look at the situation in our country".Another woman named Anita from Palpa who managed to escape from an abusive employer in Kuwait, said in a taped message to her family how she had been duped by an acquaintance from the village. Contrary to the more common India route to bypass the ban, he writes about Sabina who submitted fake documents saying she will be working in a hotel so she could fly out.In an interview with Nepali Times in the 3 December 2010 issue, Caroline O’Reilly of the ILO is asked if there is a link between migrant workers and human trafficking. She replies, “Absolutely, especially when migrant workers don’t go through official channels, they are vulnerable to forced labour.”An editorial in the 28 October 2011 edition of Nepali Times mentioned the story of Dechen Doma Sherpa who recorded an immigration official at Kathmandu airport asking her for a bribe even when she had the required paperwork. The editorial called for a crackdown on exploitation by immigration officials, reducing recruitment costs, and skills training to make migration more rewarding.In an <a href="http://archive.nepalitimes.com/news.php?id=19120#.YDxpbVUzaUl" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D19120%23.YDxpbVUzaUl&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNHHmK4Oh3jCGRcPSD6GdMXQFDOTIQ">op-ed titled Womanpower in the 23 March 2012</a> issue of the paper, Rubeena Mahato argues that despite the ban being lifted with the passing of the Foreign Employment Act 2007, women continued to travel via illegal routes as the perception of the ban persisted. She reported that 3,200 Nepali women had been intercepted at New Delhi Airport after the Nepal government asked Indian officials to stop Nepali women going to the Gulf on visit visas.‘Even Slaves are Treated Better’ was the title of a joint report by Sushila Budathoki and Mina Sharma in the <a href="http://archive.nepalitimes.com/news.php?id=19374#.YDxqI1UzaUk" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D19374%23.YDxqI1UzaUk&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNGzgw6_3ZmcVDlqvDpwaFSMBkI36A">issue of 8 June 2012</a> about how lifting the ban on female workers was not enough. Legalising individual contracts for domestic workers to directly arrange their employment with foreign employers put women at risk while giving recruiters a free pass to game the system, and avoid being identified or implicated in case of abuse.The story began with four heart-wrenching stories of Nepali women who were sexually abused, and had endured physical torture at the hands of their Nepali recruiters and employers in the Gulf.In 13 September 2013 Brikuti Rai and Sunir Pandey reported in Nepali Times about Sita, a Saudi returnee, who was robbed and raped by officials at Kathmandu airport. She related the experience of Dilmaya who was a victim of domestic abuse, who left for overseas work only to land an employer in Qatar who raped her. She returned to Nepal in 2011 with a baby. She also related shocking stories of Maya in Kuwait and Hema in Saudi Arabia who were raped, abused, and returned with health issues to an unwelcoming society.In an <a href="https://archive.nepalitimes.com/article/nation/The-right%20-to-have-rights,2656" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/nation/The-right%2520-to-have-rights,2656&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNFaovmyeTwYrNxCjNI72m8DIvFKow">op-ed in the 16 October 2015 issue, Sangita Thebe-Limbu</a> argued that provisions on mothers’ citizenship to her children in the new Constitution laid bare misogynistic and patriarchal values hiding behind nationalism. She said this put the children of trafficked women, migrant women workers and other transient women whose offspring are born outside Nepal in a disadvantaged position.In the <a href="https://archive.nepalitimes.com/article/nation/epicentre-trafficking-migration,3256" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/nation/epicentre-trafficking-migration,3256&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNG9E-7jvv5_JgNMjYPmzGzR3kOLyQ">2 September 2016 issue, Om Astha Rai</a> reported on how trafficking rings that sold uneducated and poor Nepali girls into Indian brothels, had moved on to the Gulf and even East African countries. The 2015 earthquake made girls more vulnerable to trafficking because they lost homes and parents.  In a report titled ‘Never Heard from Again’ in the 27 January 2017 issue, Rai reported on missing Nepali migrants who disappeared abroad, mostly women who are trafficked to the Gulf via India to work as housemaids. He interviewed relatives of women like Parbati Karki who disappeared in Saudi Arabia, and Sita Rai who was travelling to Kuwait via India.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd6ec9c7e80680e092daejpeg.jpg" alt="" width="640" height="427"><figcaption> </figcaption></figure>In 27 April 2018, <a href="http://archive.nepalitimes.com/article/nation/nepali-migrants-missing-abroad,3503" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/nation/nepali-migrants-missing-abroad,3503&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNGP_pfpovy4ehPJf6WlsJkcsEj3Aw">I reported from Lebanon on Nepali domestic workers</a> who were desperate to come home to visit family. They were afraid the ban on female household workers would mean they would not be able to return to their jobs. We got insights from Lebanese employers who described their relationship with their Nepali employees who after years, had become like family.In 2019, <a href="https://www.nepalitimes.com/here-now/nepal-and-malaysia-rewrite-rules-for-migrant-labour/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepal-and-malaysia-rewrite-rules-for-migrant-labour/&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNEeVceiRi1Xn_blbwAd_JymWwHVKA">Nepali Times reported</a> on the government decision to allow current domestic workers abroad to visit family members and return to their jobs, a welcome move as it was right before Dasain.In the 16 September 2020 issue of this paper, Marty Logan and I reported on Lilamaya Dhimal, a Nepali woman who was rescued from Saudi Arabia after 12 years of abuse by her employer. It was a combination of luck and proactive embassy support that rescued her from an employer she described as a “monster”.It was also a year when the pandemic revealed pre-existing fault lines of a ‘protection’-oriented migration policy as women, especially those who had bypassed the ban, were disproportionately impacted while abroad and during repatriation.It is 2021. The year began with a controversial proposal by the Immigration Department to required women below 40 to have written permission from male members of the family and ward officials before she can travel. News of the proposal sparked outrage, and street protests. In my report on the issue in the <a href="https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNHyoT76RBxqlRGo3WXmHQL848_6og">11 February edition of Nepali Times</a> I traced the history of restrictive immigration policies and reported on the protests by frustrated Nepalis resisting such patriarchal laws.In the story, women reported feeling harassed by the Immigration Officials with or without the ban or the restrictions, just like it was reported in the very first edition of this paper in 21 years ago.We are back to square one. Or perhaps we never left.To be sure, the stories of abuse have also persisted and trafficking under the guise of foreign employment is rampant. It is necessary to strengthen anti-trafficking laws, including amendment to laws as per the Palermo Protocol that Nepal ratified last year.But it is also important to allow <a href="http://archive.nepalitimes.com/article/nation/caught-in-the-middle/migration-agency-exploitation,4003" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/nation/caught-in-the-middle/migration-agency-exploitation,4003&amp;source=gmail&amp;ust=1614680804916000&amp;usg=AFQjCNGDoINfevTKsbt5dzMEofd3eUo0_Q">safe employment opportunities for women via legal channels.</a> The causes of poverty and desperation run deep, and the restrictive rules, even if well-intentioned, are counterproductive because they have only made the roles of agents and their services more relevant. In many cases where the woman is not abused during the journey, or lands a good employer, the agent is viewed as a hero, a facilitator, and not a criminal.Even as the government proposed restrictions on visit visas for women flying to the Gulf and African countries, came news of 26 young women languishing in jails in Sri Lanka. They were headed to the Gulf via India. Recruiting agents are creative and stay one step ahead of new rules, finding increasingly circuitous routes. Since Nepali women who travelled overland to India were stopped from flying from New Delhi and Mumbai to the Gulf, they started taking them to Colombo.The impact of the pandemic on Nepali families, and the rising demand in the care economy abroad, means greater push factors. Interceptions viewed as a success by the government are often seen as just ‘bad luck’ by migrants. This small selection of Nepali Times reports from the past 20 years shows that there needs to be an honest evaluation of the unintended, but anticipated, consequences of policies restricting travel for women.On International Women’s Day on 8 March, there will be many references to women holding up half the sky. Two decades of debate on female migration

There were two Bhutans on display during Narendra Modi’s visit this month. The first: a trusted partner, modernising rapidly with Indian support, inaugurating hydroelectric projects, and signing healthcare deals. The second: a nation that <a href="https://www.fmreview.org/gazmere-bishwo/#:~:text=In%201990%2D91%2C%20about%20a,are%20therefore%20not%20Bhutanese%20citizens.">ethnically cleansed 17% of its population </a>and has never been held accountable.
Modi chose to see only the <a href="https://kuenselonline.com/news/pm-modi-concludes-bhutan-visit-with-prayers-for-peace-and-prosperity">first </a>during his <a href="https://economictimes.indiatimes.com/news/india/india-announces-rs-4000-cr-concessional-credit-line-to-fund-energy-projects-in-bhutan/articleshow/125253915.cms?utm_source=contentofinterest&amp;utm_medium=text&amp;utm_campaign=cppst">11-12 November visit</a>, granting $450 million in credit, offering birthday tributes to Fourth King Jigme Singye Wangchuk, and inaugurating another hydropower project.
New Delhi has opted for strategic silence on Bhutan’s systematic persecution of the Lhotshampas in the 1990s. The displaced remain scattered across the world and in refugee camps in Nepal, their property seized, their citizenship revoked.&nbsp;
Now, on that same contested land Bhutan is building the <a href="https://nepalitimes.com/here-now/small-bhutan-dreams-big">Gelephu Mindful City (GMC)</a>, a megaproject intended to <a href="https://kuenselonline.com/news/pm-modi-announces-inr-40-billion-credit-line-new-rail-links-and-land-for-bhutanese-temple-in-varanasi">connect directly to Indian infrastructure</a>. The victims are gone, and democratic India’s values remain conspicuously absent.&nbsp;
With no Lhotshampas left to challenge the official narrative and India unwilling to raise it, Bhutan continues to suppress dissent with impunity.&nbsp;
Earlier this year, social media influencer Raghu Pati Subedi was arrested on the Assam side of Gelephu after returning from a visit to relatives in India. His family members reportedly came under intense pressure, including threats of arrest, accusing them of hiding his whereabouts. After his arrest, he was transported to Thimphu and imprisoned.
This was not an isolated incident. It is part of systemic repression that first gained international attention in the 1990s, when over 100,000 Nepali-speaking Lhotshampa were systematically stripped of their citizenship and forcibly exiled. This mass expulsion, which human rights organisations have characterised as ethnic cleansing, created a decades-long refugee crisis that continues to define the regional political and human rights landscape.&nbsp;
EXODUS
The Lhotshampa crisis of the 1990s was not a spontaneous event but the culmination of years of state-led discrimination. Through a series of legislative acts, notably the 1985 Citizenship Act and the 1989 Driglam Namzha, the ‘One Nation, One People’ policy, the Bhutanese state systematically dismantled the rights of its Nepali-speaking citizens.&nbsp;
The use of the Nepali language was suppressed, the traditional dress of the ruling ethnic group was mandated, and citizenship was revoked en masse, rendering a significant portion of the population stateless in their own homeland.
The new manuscript I am editing has harrowing accounts by the authors of those atrocities. The parallels with what happened to Subedi recently are striking and troubling, showing that even after 35 years the regime has not changed its spots. The methods may have evolved, but the repression against dissidents remains disturbingly consistent.
This refugee exodus was an immense and unasked-for burden on Nepal. Despite being a country grappling with its own political instability and limited resources, Nepal accommodated them on humanitarian grounds. Nepal has consistently advocated for a durable solution centered on the refugees’ right to safe, voluntary, and dignified repatriation.
For years, it engaged in bilateral talks with Bhutan, culminating in a joint verification process. However, these efforts ultimately foundered on what Nepal described as ‘continued rigidity and non-implementation of the agreed decisions by the Bhutanese side’.
Nepal fulfilled its moral and humanitarian duty, but the international community largely failed to hold Bhutan accountable. Bhutan’s rulers deflected global attention with the masterful narrative of Gross National Happiness (GNH), while the grim reality in the refugee camps persisted.&nbsp;
Ultimately, with repatriation proving impossible, Nepal acquiesced to a third-country resettlement program led by a group of eight countries, including the United States, Canada, and Australia. From 2007 to 2016, more than 113,500 Bhutanese refugees were resettled in <a href="https://www.unhcr.org/media/nepal-factsheet">one of the largest group resettlement programmes globally</a>, though 6,365 remain in refugee camps in eastern Nepal.
While this solution provided a lifeline for thousands, it was a tragic capitulation to Bhutan’s ethnic homogenisation project. The refugees’ right to return to their homeland has been denied. It is a cautionary tale about the limits of international diplomacy in the face of state intransigence.
Bhutan’s global brand is one of its most successful exports. The <a href="https://www.gnhcentrebhutan.org/">Gross National Happiness </a>doctrine, which promotes holistic well-being over just economic growth, has captivated the Western imagination and policymakers. It offers a vision of a mindful, environmentally conscious, and peaceful Himalayan kingdom. This carefully cultivated image has historically aimed to shield Bhutan from the level of scrutiny applied to other nations with similar human rights records.
The GNH facade, however, cracks under the weight of documented evidence. The same kingdom that champions ‘happiness’ has, for decades, maintained a justice system that human rights groups allege relies on torture, coerced confessions, and draconian laws to silence opposition.
The 1992 National Security Act, with its vague definitions of ‘treasonable acts’ against the Tsa-Wa-Sum (King, Country, and People), has been a primary tool for suppressing political dissent, particularly from the Lhotshampa.
Overlooked by the international community and ignored by global powers including India, in responding robustly to the ethnic cleansing of the 1990s sent a clear message to Thimphu: such actions could be undertaken with impunity. The monarchy emerged unscathed, its reputation burnished rather than tarnished.&nbsp;
This historical impunity now echoes in the case of Raghu Pati Subedi and the <a href="https://www.cijnepal.org/new-list-of-political-prisoners-expected-to-set-off-discussion-on-bhutans-human-rights-record">continued imprisonment of dozens of political prisoners</a> of conscience. The global community’s reluctance to challenge the GNH narrative has, in effect, become a form of complicity.
The arrest and sentencing of a social media influencer demonstrates how old tactics have been adapted for the digital age. Subedi, 40, was a new kind of threat to the state-controlled narrative and he had to be made an example of.&nbsp;
As the founder and administrator of the popular Facebook page ‘The Don of Asia’, he bypassed traditional, state-influenced media to speak directly to about 78,000 followers. His content, informational and satirical videos on rural poverty, corruption, and the GMC project, was the kind of social media activism that was deemed intolerable.
Subedi was arrested in early 2025 and sentenced to 24 years in prison. The charges allegedly stemmed from Subedi’s social media criticism of the GMC, a flagship project of Nepal-born Bhutanese fifth King Jigme Khesar Namgyel Wangchuck.&nbsp;
For <a href="https://thenewamericansmag.com/2024/11/18/the-kings-gelephu-mindfulness-city/#:~:text=Ganga%20Lamitare%2C%20who%20owns%20four,ancestors%20in%20building%20the%20nation.">Bhutanese refugees like Gangaram Lamitare</a>, the GMC represents a bitter irony, a development rising on their confiscated ancestral lands.&nbsp;
Gangaram, who owns four acres where the GMC’s international airport is now under construction, says: “Many people from villages fled at night in 1990, leaving everything behind to escape oppression. Now, the Bhutanese king and ministers are spreading falsehoods worldwide, calling this land vacant, which actually belongs to those forced to leave the country.”&nbsp;
There are signs that international support that has benefited Bhutan may be waning. The United Nations has become increasingly vocal and last year the <a href="https://www.ohchr.org/sites/default/files/documents/issues/detention-wg/opinions/session101/a-hrc-wgad-60-2024-bhutan-advance-edited-ve.pdf">UN Working Group on Arbitrary Detention</a> said the detention of several Bhutanese political prisoners was arbitrary and illegal under international law.&nbsp;
In April 2025 from a group of six UN human rights experts raised grave concerns about the use of torture, denial of fair trials, and the ‘severe chilling effect’ of Bhutan’s legal framework on civic space. These developments owe much to the consistent advocacy of the Hague-based Global Campaign for the Release of Political Prisoners in Bhutan (GCRPPB) since its formation.
However, they also reflect broader shifts in international human rights scrutiny. This places Bhutan’s key international partners, particularly the European Union, in a critical position. Bhutan enjoys lucrative benefits under the EU’s ‘Everything but Arms’ trade scheme, which grants developing countries tariff-free access to the EU market contingent on respect for human rights.&nbsp;
The EU is also a significant provider of development aid to Bhutan which provides it with substantial leverage. In April 2025, members of the <a href="https://bsky.app/profile/saskiabricmont.bsky.social/post/3lmrn5mkmrs2q">European Parliament formally called on Bhutan</a> to release all political prisoners. This action signals a growing recognition that trade and partnership cannot be divorced from human rights obligations.&nbsp;
“Bhutan’s international partners and investors, including the EU, should make it clear that they expect Bhutan to comply with its human rights obligations and release them without further delay,” says Meenakshi Ganguly, of Human Rights Watch.&nbsp;
Bhutan stands at a crossroads. Its desire for deeper global economic integration is colliding with its unresolved history of human rights abuses. The international community now has a choice: either continue being charmed by the myth of a happy shangri-la or insist that the kingdom adheres to democratic values it professes to the world.&nbsp;
Nepal’s recent Gen-Z uprising offers a lesson to Bhutan. In September, when authorities attempted to ban 26 social media, Nepali youth took to the streets and, within hours, toppled the entire pro-establishment political apparatus. Their message was clear: in an age of digital connectivity and mass mobilisation, authoritarian tactics such as detaining social media influencers are both unjust and ultimately unsustainable.
This incident echoes the prophetic warnings of Devi Bhakta Lamitare, Bhutan’s first-generation democratic leader, who died in exile in India in 2022. In his seminal 1970 book
Dankindo Bhutan, Lamitare chronicled the systematic suppression of people’s rights and envisioned a path toward liberation.
Before his death, I worked with him to update and edit this work, which the Bhutan Media Society published posthumously in 2023. In a December 2020 interview I conducted for the book on the Ganga riverbank in Haridwar, Lamitare laid out a stark three-front offensive: political mobilisation from within India to awaken resistance inside Bhutan itself, relentless pressure on New Delhi to champion democracy, and a global ‘pamphlet war’ waged by resettled Bhutanese in the West.&nbsp;
Only through such sustained action, he argues, can Bhutanese citizens win the right to choose their own rulers, a principle India, the world’s largest democracy, should be championing, not abandoning.

Bhutan imprisons social media influencer

The COP30 climate summit in Brazil ended this week <a href="https://nepalitimes.com/opinion/cop30-to-cop31">without tangible commitment</a> from countries to reduce fossil fuel emissions. Its impact will be felt halfway around the planet here in Mustang which is already seeing weather extremes.&nbsp; Geographically, Mustang is on the Tibetan Plateau, north of the main Himalayan chain. It is in the rainshadow, and a high altitude desert. Winter snow has failed for eight of the past ten years, unseasonal blizzards, and frequent glacial collapse leading to floods. The Kali Gandaki Corridor follows one of the deepest gorges in the world between Annapurna and Dhaulagiri, the world’s seventh and tenth highest peaks. Lush pine forests cover the southern flanks of these mountains, but within a few kilometers the vegetation undergoes a dramatic change to a landscape of red, brown and grey cliffs.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251129021144_c66ade5e32d20530003abba893869426d75b42d10e4725c28361d738b402721f.jpg" data-media-id="editor_1" data-image-id="20251129021144_c66ade5e32d20530003abba893869426d75b42d10e4725c28361d738b402721f" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Too little snow, too much rain NT"> </figure>  It gets more arid the more north you go. Snow and rain in Upper Mustang used to fall mostly in winter, but now there are cloudbursts and blizzards at other times of the year.&nbsp; In the ancient walled city of Lo Manthang, elderly men have gathered at a local tea shop to drink the salted butter tea. Some sip home-made liquor infused with medicinal herbs.&nbsp; The sun has set, the temperature plummets, and the wind howls outside. Everyone agrees it does not snow like it used to any more. Previously, winter snow on the meadows would seep slowly into the soil with the spring thaw, bringing out fresh grass shoots. &nbsp; In recent years, even if there is winter precipitation, it falls as rain. This is due to lack of grass and new lowland diseases moving up the mountains. Mustang has lost 28% of its population between the census in 2011 and 2021, and outmigration also means there are fewer people left to carry on a pastoral lifestyle.&nbsp; “Herders have asked for vet services in their communities because there are new insect-borne diseases,” says Yangchen Dolker Gurung of the Lo Gyalpo Jigme Foundation. With the rising temperature, the risk of Glacier Lakes Outburst Floods (GLOFs) has also risen.&nbsp; At the rate global average temperatures are rising, scientists say that the Himalaya will lose up to two-thirds of the remaining ice caps. The floodplain is now strewn with boulders and sand brought down by the flood which caused damage worth Rs28 million. The flood also damaged the irrigation canals that feed riverside farms where locals grew potato, buckwheat, millet and spinach. Nyima Wangmo Gurung runs a homestay in Nyamdok village, and says: “We don’t have water when we need it. The farms depended on snowmelt in spring to irrigate their fields, but there is less snow to melt in past years. “The last heavy snowfall in winter was about eight years ago, since then we have got little or no snow,” says Tashi Norbu Gurung, Chair of Lo Manthang Rural Municipality. “This affects farmers during the April planting season.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251129021144_010e09f4e9335f39c62f4d6027489c86423b3d10ddfb83558820f6a7a56a477b.jpg" data-media-id="editor_11" data-image-id="20251129021144_010e09f4e9335f39c62f4d6027489c86423b3d10ddfb83558820f6a7a56a477b" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Too little snow, too much rain NT"> </figure>  It is not just lack of snowfall that is a problem. Springs have gone dry, and some villages like Dhey have been forced to relocate because life became &nbsp;impossible without water.&nbsp; Villagers of Samjung also <a href="https://nepalitimes.com/news/climate-migration-is-already-happening">migrated</a> to Namashung, near a river when water sources dried up. But now the new settlements are threatened by GLOFs. Karma Gurung, who runs a lodge in Choser, remembers the big flood of 35 years ago which swept away farms and covered them with debris. There have been more frequent, but destructive floods since then in Kagbeni, Lubra and other valleys. The homes here are closely packed, have flat roofs stacked with juniper branches for firewood. With rain in place of snow, the roofs now leak.&nbsp; Women in Thinkar village say their walls are falling apart. Some homes have collapsed, and families forced to move out. Yangchen Dolker Gurung of the Lo Gyalpo Jigme Foundation says locals need plastic sheets, cement walls and corrugated roofs to cope with the rain.&nbsp; But this would mean that Mustang’s villages would lose their traditional architecture style.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251129021144_59c475cdde3bee8d03ed05e9038c0cf36f1acd31e3d3596f145469e5b4404d9d.jpg" data-media-id="editor_16" data-image-id="20251129021144_59c475cdde3bee8d03ed05e9038c0cf36f1acd31e3d3596f145469e5b4404d9d" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Too little snow, too much rain NT"> </figure>  The ancient 1.5m thick mud walls around Lo Manthang built 600 years ago, the king’s palace, and monasteries are also at risk. “Changes in precipitation patterns, altering the intensity, frequency, and timing of rainfall and snowfall, have damaged traditional and cultural infrastructure, particularly mud-built private and public buildings as well as religious and heritage sites,” explains Bhawani Pandey at the Lo Gyalpo Jigme Foundation. “With the rain, and because the monuments and stupas are made from mud, they have eroded. To address the hazards of climate change, local communities and municipalities are adapting through their own resources, without waiting for outside help to improve water conservation, control soil erosion and protect from flood.&nbsp; Says Pandey, “We are returning to conserving traditional drought-resistant crop varieties, organic pest and disease control, cultivating high-value crops and fruits, and practicing sustainable pasture management through rotational grazing. Too little snow, too much rain

The September protests and worry about what is in store for Nepal in 2026 have added more uncertainty to a <a href="https://nepalitimes.com/here-now/nepal-needs-to-use-its-money-better">struggling economy</a>. Real estate transactions are stagnant, industries are operating below capacity because of declining domestic demand, the construction sector is slack, and investors are in wait-and-watch mode. In contrast, total bank deposits increased by Rs124 billion in the month before mid-October to Rs7.4 trillion. Official remittance inflows hit a record $13 billion in the past year. Nepal’s banks are flush with cash, with nowhere to put it. &nbsp; “The economy has flatlined. Non-performing assets are up, and real estate is at a standstill,” said Ashoke SJB Rana, CEO of Himalayan Bank.“There is excess liquidity in the market, with not many places to invest.” The main reason seems to be that both <a href="https://nepalitimes.com/here-now/relocate-reallocate-recover">domestic and foreign investors were spooked</a> by the targeted violence of 9 September, and are so worried about the runup to elections in March that they are holding on to their wallets. Not just businesses, the political uncertainty is keeping individuals &nbsp;from making big financial decisions.&nbsp; Sujeev Shakya, author of the <a href="https://nepalitimes.com/review/retrofitting-nepal-for-future-shocks">newly-released book Nepal 2043</a>, notes that the current doldrum is due to Nepalis playing it safe with their money. &nbsp; “People are holding on to their assets, and keeping their cash,” he says. “They are not investing in real estate, and avoiding buying gold because it is so volatile.”&nbsp; One sector in which banks have a lot of exposure is hydroelectricity, but even here recent floods have shown that this investment is <a href="https://nepalitimes.com/here-now/global-warning-bell-in-belem">increasingly at risk from climate breakdown</a>.&nbsp; Nabil Bank, with its focus on sustainable banking, for instance, has financed 56 hydropower projects with an installed capacity of 3,000MW.&nbsp; Says Nabil CEO Manoj Kumar Gyawali: “We cannot ignore unpredictable rainfall, increased glacier melt, more frequent glacier lake outburst floods, and landslides. These risks mean that while hydropower is essential, Nepal must diversify its energy mix." &nbsp;&nbsp; An open secret in the banking sector is that much of the liquidity is supected laundered money. Banks also have close ownership links with big businesses, and this means that even with a slow economy, banks lend to themselves or to each other to keep transaction volumes up.&nbsp; This is one reason for a high default rate. In the first three months of this fiscal year, 4.86% of bank loans were non-performing, meaning one out of about every 20 borrowers had defaulted. A year ago, this figure was 4.04%. Banks are therefore reluctant to lend, dampening the overall investment climate. &nbsp; Ironically, the high default rate is keeping mainstream newspapers in Nepal afloat at a time when the media business is also in crisis. Even as they suffer from a massive drop in advertising revenue, most daily newspapers often add pages to fit notices to borrowers about repayment, or announcements of bank auctions of collateral property. “While banks may be making a much smaller percentage of income compared to a few decades ago, they are still making a profit,” notes Shakya. “And so they are actually quite happy to be in this low-risk situation. Banks are conservative organisations after all.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251128041136_b33dd18d7ce221e273bd18d8a5c4ba4c9196f762b95b87fd24c60df6c2426065.jpg" data-media-id="editor_4" data-image-id="20251128041136_b33dd18d7ce221e273bd18d8a5c4ba4c9196f762b95b87fd24c60df6c2426065" data-rendition-name="original" width="1500" height="1022" loading="lazy" alt="Banks"> <figcaption>Illustration: BHANU BHATTARAI / NEPALI TIMES ARCHIVE</figcaption> </figure>  Among the most striking videos of the September protests that was shared globally by tens of millions of people was the Hilton and Hyatt hotels and the Ncell building burning. That recognisable international brands were targeted did not just cause huge losses to owners, but also damaged Nepal’s overall investment climate. Looting Bhat-Bhateni and homes of businessmen also sent a negative message, spurring capital flight.&nbsp; “That was very bad optics for potential investors, you simply worry about the security of your investment when you see things like that,” says Himalayan Bank CEO Ashoke SJB Rana.&nbsp; Nepal will graduate to Middle Income Country status next year, and donors are set to move from aid to private investment. While this could reduce misuse of money, it could dry up grants and soft loans to the health and education sectors.&nbsp; But the harm may go deeper than just the aftermath of the September events. The recent<a href="https://nepalitimes.com/news/double-trouble-with-taxes"> double taxation issue</a> involving the Dolma Impact Fund, and an earlier controversy over Ncell’s capital gains tax have also put Nepal’s business climate in negative spotlight internationally.&nbsp; The banking sector is firmly on the side of investors. Says Ashoke Rana at Himalayan Bank: “This is a tax regime, it is absurd to order the payment of these taxes retrospectively. When investors see that the rules of the game can change arbitrarily, they won’t really want to put their money here. ” &nbsp; One of the positive changes in the ways Nepalis are using money is digital transactions through QR codes and mobile banking. With smartphones making up 70% of all mobile phones, QR transactions are easy and have become a part of daily life. ONLINE BANKING&nbsp; Most businesses and ride shares have this feature on board, and people do not need to carry a lot of cash or multiple bank cards. But as digital payments become the norm, the days of free transactions may be coming to an end.&nbsp; “Right now these transactions are free for the most part. This is a subsidy by the banks, because of course, it does cost something to make sure the payments go through,” says Rana at Himalayan Bank. “However, as income decreases, banks may have to look for ways to make money, so they may charge small percentages on each QR transaction.”&nbsp; Rapid digitisation has changed not only how customers use money, but also how banks think about their offices. Himalayan Bank’s new Thamel branch, for example, has cancelled plans to redesign the office for 20 tellers.&nbsp; “We realised that people were able to do so much of what they wanted digitally that we plan to have only four tellers,” says Rana.&nbsp; But cutting down on facilities and staff has not always made for a better customer experience at some bank branches.&nbsp; Economist Sujeev Shakya conducts ghost customer experience checks for banks which involves decoys entering banks to evaluate what it is like for somebody to set up a bank account.&nbsp; The stealth missions found that standards of service have regressed, with banks having a working environment reminiscent of government offices.&nbsp; Shakya points out that the general experience of going to the bank should be much better. “Sometimes it’s a knowledge issue -- banks may try to ask for non-disclosure contracts even when they don’t know why they want them,” he says.&nbsp; Despite digitisation, many banks still require paper-based forms and documents. Bankers and customers alike note that it feels archaic, almost absurd, to have to carry multiple copies of documents, sometimes only in Nepali lokta paper, across several family members and fill out what seems to be the same form over and over even though digital files exist. That could soon be changing as well. As more and more Nepalis adopt the National ID, banks have adopted pilot programs that use it to create bank accounts, replacing the myriad documents that customers had to previously present to officials, making all banking transactions more efficient and less of a hassle for the customer.&nbsp; DIGITAL SECURITY As Nepalis move their cash online, digital infrastructure needs to become more secure as well.&nbsp; Bankers spend quite a lot to make sure necessary digital security infrastructure is in place, but some banks could be using pirated software which are not trustworthy.&nbsp; There has to be better regulatory oversight to prevent phishing and fraud as online payments and digital banking spread across Nepal.&nbsp; Banks must also be innovative and ambitious. Says Shakya: “Nowhere else in South Asia are bank loans such a high ratio of the nation’s GDP. &nbsp;This actually points to a well-developed financial system and we have to take advantage of it."&nbsp; Shakya also notes that many bank executives in foreign countries, like Myanmar are actually Nepali, and that banks from Nepal could use their staff and know-how to partner with or acquire banks overseas.&nbsp; While these innovations are all welcome, it is unclear how Nepal's banking sector can jumpstart economic activity in the country. Nepal’s political future looks uncertain and stability is not a guarantee.&nbsp; In the face of continuing progress in hydro electricity and the IT sector seems to be the way forward to stimulate the economy.&nbsp; The GenZ movement was a wakeup call also to financial institutions and the need for greater transparency. Nabil Bank CEO Manoj Kumar Gyawali says the September protests sent a clear message that young Nepalis want an end to corruption, good governance, and real opportunities at home: "The banking sector has a &nbsp;responsibility to direct more lending toward the real economy, sectors that create jobs, build productivity, and strengthen long-term growth," he says.&nbsp; Despite a subdued investment climate, Gyawali is optimistic. "I do see early signs of improvement. Lower interest rates are beginning to restore public and business confidence. Rising remittances provide a safety net and fresh investment capacity for households," he says. "If government capital expenditure continues to improve, it will boost private sector activity."&nbsp;

Cash rich, but poor

Prime Minister Sushila Karki is under pressure from GenZ activists and families of the victims to go after officials in the previous government responsible for the<a href="https://nepalitimes.com/news/nepal-s-8-september-massacre"> murders of 19 youth at Parliament on 8 September</a>. But prosecuting the perpetrators and putting them behind bars risks street protests from elements in the previous government.
Former Prime Minister K P Oli is not making it easy for his successor. He is smarting from his downfall and itching for revenge. He is flexing his muscles with rallies, and has unleashed the attack dogs. UML’s newly-formed ‘Youth Volunteer Force’ is led by former Maoist Pushparaj Shrestha, who is accused of multiple murders and kidnappings, and former Bhaktapur MP Mahesh Basnet has been making incendiary remarks on social media on behalf of his boss.
Oli is obviously using the threat of street protests as a deterrent: don’t come after me, or else. Prime Minister Karki cannot risk escalation, otherwise <a href="https://nepalitimes.com/news/march-to-5-march">elections </a>may have to be postponed, or worse, cancelled.&nbsp;
The UML’s partner in the deposed government, the Nepali Congress (NC), is also suffering post-traumatic stress from the shock of the GenZ uprising. Its leader Sher Bahadur Deuba had stepped down as party chief, but has had second thoughts, and seems to want to prove his astrologer right that he can be prime minister seven times. (He has clocked five so far.) Meanwhile, his NC party is imploding with its no-longer-young-turks demanding a party overhaul before elections.
The Maoists are no longer Maoists. Former guerrilla commander and three-time prime minister Pushpa Kamal Dahal has joined up with seven smaller leftist parties to form the Nepali Communist Party by teaming up with two other superannuated former prime ministers, Madhav Kumar Nepal and Jhalnath Khanal. Maoist ideologue Baburam Bhattarai has also shed his Maoist tag and leads a <a href="https://nepalitimes.com/news/party-time">new party</a> (PSP) that vows to ‘uphold the demands of the GenZ’.
The long and short of all this is that Nepal’s legacy parties have not seen the writing on the wall, they have no idea how much public outrage there is against them even after the carnage and conflagration ten weeks ago. And after all this, they are behaving exactly like they did before, sidelining internal rivals within their party, treating politics as powerplay and not about accountability and better governance to lift living standards.
Even a little bit of enlightened self-interest would have allowed them to see how sticking to their guns and not handing over the party to a younger cohort would mean certain ignominious defeat in March. But being gerontocratic authoritarians, they still believe their vote banks are intact, and are betting on the GenZ fervour fading by March.
Twenty years ago in this same space, we wrote: ‘Our politicians are not satisfied with being top dog, they want to be only dog.’ Nothing has changed, history is on rewind in slow motion. To take the canine analogy further: maybe you cannot teach an old dog new tricks.
The best indication of this is the shameful<a href="https://nepalitimes.com/news/election-countdown-4-more-months"> lack of remorse from the former prime minister </a>down the chain of command for what happened starting at noon on 8 September. Even if he did not give the order to shoot, being the head of government he should have taken responsibility for the death of 19 young Nepalis outside Parliament. Resigning that afternoon may have saved the nation from the scale of death and destruction the following day.
The Judicial Commission of Inquiry headed by former justice Gauri Bahadur Karki has another month to submit his findings. K P Oli has said he is not going to any deposition, while his Home Minister Ramesh Lekhak has indicated he will if asked.&nbsp;
Much of the evidence for the killings, arson and looting are in the public domain. There are videos and photographs of the Special Task Force commandos who knelt, took careful aim, and fired at the protesters outside Parliament. Many of the arsonists and looters on 9 September posted selfies and videos on Tiktok and Facebook where they can be easily identified as Maoist, RPP and RSP supporters.
What has angered the GenZ is that while the Home Ministry has been arresting some of those who set fire to Singha Darbar and Parliament, it has not deemed it necessary to track down the shooters. Home Minister Om Aryal says he is waiting for the Judicial Commission report to act.
Last week’s Human Rights Watch (HRW) report, <a href="https://www.hrw.org/news/2025/11/19/nepal-unlawful-use-of-force-during-gen-z-protest" target="_blank">Nepal: Unlawful Use of Force During ‘Gen Z’ Protest</a>, has a detailed timeline of what happened on the two days, corroborated with interviews with eye-witnesses. It found that the STF started shooting within five minutes of the curfew being announced, and most protesters did not hear any warnings. Some 34 protesters were detained inside Parliament, beaten and mentally tortured.
The wounded and dead all had high-velocity gunshot wounds on their heads, chests and abdomen. The arson and looting the following day appears to have been instigated by a mass SMS sent from a fake Myagdi account, after which Discord posts directed protesters to attack specific locations.
Many more questions need to be answered by the Judicial Commission: why did the Army not act sooner, who gave the actual orders to use lethal force with assault rifles, who attacked schools, hotels and businesses, who was behind the inter-party and intra-party attacks on the afternoon of 9 September?&nbsp;
Prime Minister Sushila Karki has to <a href="https://nepalitimes.com/editorial/proper-polls-better-than-no-polls">tread a careful middle path</a> through this minefield till election day.
