One July afternoon in Gaur, after weeks of drought, the long-awaited rain finally arrived. Children were splashing in puddles, laughing and dancing with their friends. But while rain in the plains brings relief, fear settles in when it pours in the mountains to the north for too long. That is when the floods are unleashed. Madhes Province suffered a prolonged drought in June and July — wells went dry, paddy fields were desiccated, and parts of the Tarai suffered a cholera outbreak because of contaminated water. When the monsoon rains finally came last week, it <a href="https://nepalitimes.com/news/more-dark-clouds-over-nepal?amp=1">arrived with a vengeance</a>. Aside from the physical scars of droughts and floods, these weather extremes also leave scars that are less visible: in the minds and mental well-being of residents here. Gaur is the capital of Rautahat district, close to the border with India. It is <a href="https://nepalitimes.com/banner/nepal-tarai-learns-from-past-floods">prone to chronic floods</a> because it is astride the confluence of two rivers: the Bagmati and the Lalbakaiya. People here still remember the devastating floods of August 2017 when 70% of Rautahat was under water as both rivers overflowed their banks. Weather extremes caused by climate change combined with poorly engineered road embankments, blocked drainage basins, sand mining along rivers, and settlements along floodplains have increased the death and destruction. Floods are also exacerbated by flood control levees across the border in India and improper sluice gates that disrupt the rivers’ natural drainage. This causes floodwaters to back up, submerging settlements on the Nepal side. This past week, Rautahat received up to 330mm of rain in 24 hours — the highest in Nepal. Gaur was once again completely inundated. As before, people found themselves alone with little to no external support at the time of crisis. SURVIVAL MODE Aside from the physical impacts of floods, people suffer anxiety spikes, their decision-making falters as the brain enters survival mode. Fight, flight, or freeze becomes the norm, often leaving people unable to decide what to do when clarity is most needed. Nighttime floods are especially perilous: with power out and darkness setting in, one’s own village becomes a maze. While a few community buildings serve as temporary shelters, reaching them is often impossible. “At such times, you don’t even know where to get out from or how to escape,” a woman from Rajdevi told us. “There’s only my father-in-law at home, so we face the dilemma of whether he should focus on saving our belongings or the people and on top of that, we don’t know how to swim.” For generations, communities have relied on men’s decision-making even during disasters. But with most men away for work, villages are left predominantly with women and elderly men. This makes floods are as much a social crisis as a natural one, especially in a society where roles and responsibilities are gendered. Women face heightened stress managing childcare, domestic duties, household suppression and food scarcity, compounded by gender-based violence which is prevalent in the region.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251010081028_d453cb955b1574a1376ce5cb0f7055c0e210a1e6a70f1cad0ca7306842a006fe.jpg" data-media-id="editor_2" data-image-id="20251010081028_d453cb955b1574a1376ce5cb0f7055c0e210a1e6a70f1cad0ca7306842a006fe" data-rendition-name="original" width="1500" height="1125" loading="lazy" alt="Flooded with memories of floods NT NT"><figcaption>Passengers board the only available boat to cross the Bagmati River; a second operates only when the water level rises.</figcaption></figure>  As for men, they feel intense pressure to provide and protect their family. When they cannot do that in situations like a flood, feelings of guilt, shame and failure can emerge, affecting their well-being. Those who survive face nights with or without shelter, swarmed by mosquitoes and struggling with food scarcity. “We survive on one day’s worth of roti for days when the flood comes, there are no vegetables, no firewood or gas to cook,” the woman added. For many families, daily subsistence is already fragile, and floods only deepen hunger and hardship, heightening stress, anxiety, and psychological trauma, especially among caregivers and children. Malnutrition further intensifies emotional strain and long-term mental health risks. Marginalised communities, particularly Dalits, bear the heaviest burden yet are often the most neglected. During the 2017 floods, around 40 Dalit families were displaced from their settlements, some forced to live under open skies. Some 15% of Rautahat’s population of 700,000 is Dalit. Many were excluded from relief distributions or discouraged from sharing shelters with other communities due to entrenched caste-based discrimination. For these families, floods are not just a disaster but an emotional scar. Dalit women face double discrimination because of caste and gender, fostering a deep sense of abandonment, helplessness, shame, and isolation. In Rautahat, where most families live off the land, the flood undos years of labour and livelihood. When fertile fields or blooming crops submerge and fish ponds are washed away, families lose not only their income but their sense of stability. Agriculture here is more than an occupation, it is tied to identity, dignity, and hope. Repeated crop failure, mounting debt, and uncertainty about the next harvest often lead to anxiety, sleeplessness, and hopelessness, which are silent stressors of Nepal’s agricultural belt. During these crises, villagers rely heavily on family, neighbours, and the limited boats available to cross rivers. Local government responses have often been delayed, and with roads cut off, help arrives late, if at all. That delay breeds distrust and helplessness, deepening the psychological toll long after the waters recede. The people of Gaur and across Rautahat do not have the capacity to deal with aftermath mental issues from the flood as access to such care remains limited. Most cases are often referred outside the district to Kathmandu and Birganj or even across the border to Patna and Delhi. Locals do not trust existing mental health units, they also feel unheard and unsupported. The government provides free psychiatric medicines but they should focus on establishing competent, well equipped mental health institutions with an adequate number of professionals for regular access and strong continuity of care for effective recovery. As floods continue to test the resilience of Rautahat’s people, the need for proper anticipatory action grows ever more urgent. Preventing loss of life and property must go hand in hand with protecting the community’s mental well-being. From a psychosocial perspective, expanding initiatives like giving Psychosocial First Aid training and projects like Sajag Samaj, an anticipatory action project launched in April 2025 can make a real difference. They help communities prepare before disaster strikes, fostering coping skills, awareness, and collective resilience. At the same time, the government and local authorities must strengthen mental health support within disaster response plans, build infrastructures that reduce flood risks and safeguard livelihoods, and ensure that disaster relief is inclusive reaching Dalits, women, and other marginalised groups who are too often left behind. Flooded with memories of floods

At least 52 people have been killed in Nepal due to landslides and <a href="https://nepalitimes.com/news/more-dark-clouds-over-nepal">floods triggered by heavy rainfall</a> that started late last week along the Chure Hills and Madhes province before it moved to the eastern parts of the country. Kathmandu was spared this time unlike the 28 September 2024 cloudburst that saw over 200 deaths, many of them in the capital city and central Nepal.&nbsp; In recent decades, South Asia has witnessed increasingly frequent episodes of heavy rainfall, leading to recurrent floods in several major Indian cities which have lessons for Nepal too. For example, the Indian city of Chennai experienced major floods in 2005, 2015, and 2023. While every flood is distinct, the impacts have been devastating and appear to be worsening over time. The 2023 floods were the most severe in 47 years. Many times these floods are attributed to climate change, but fundamental questions are often overlooked. To what extent have human errors historically worsened flood impacts? Are we attributing too much to climate change while overlooking development blunders?&nbsp; How effective has the State’s conventional approach been in managing floods and droughts? What corrective measures have been implemented so far? What lessons can be drawn from past extreme events and floods? What strategies are needed to make cities more flood-resilient? How can disasters be transformed into opportunities—for instance, by securing a reliable and abundant urban water supply? As a coastal city, Chennai must also contend with coastal flooding and sea-level rise linked to climate change. The real challenge lies in decoding Chennai’s urban and peri-urban hydrology, understanding its ecosystem in its entirety, and making meaningful, science-based interventions for both flood mitigation and drought management. The key is to design and implement climate-resilient strategies for the city-region.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251006131048_9629bc03c2b04a9b14d1c3edc41ce0d620833f0900995516bbf7ff4784db4461.jpg" data-media-id="editor_1" data-image-id="20251006131048_9629bc03c2b04a9b14d1c3edc41ce0d620833f0900995516bbf7ff4784db4461" data-rendition-name="original" width="607" height="239" loading="lazy" alt="Chennai 2023 flood"> <figcaption>A flooded Chennai in 2023.</figcaption> </figure>  TANK WATERSHEDS: UPSTREAM AND DOWNSTREAM Kancheepuram, Chengalpattu, and Tiruvallur districts together once had 1,942 and 1,646 irrigation tanks, some of them very large. These man-made tanks were created by constructing earthen embankments across streams that carried monsoon floods. They were ingeniously designed so that surplus water from an upstream tank would feed into the next one downstream, creating a cascading system of water storage. Today, however, these tanks are neglected—silted up, with broken bunds and damaged control structures. Catchment areas, floodplains, feeder channels, and even the tank water-spread areas have been encroached upon and degraded. The result is a double blow: the tanks now store very little water, while surface runoff is extremely high (over 80%). Together, this has left Chennai highly vulnerable to both floods and water scarcity. To minimise risks, the following steps are critical: - Study urban and peri-urban water dynamics to understand interconnected hydrological conditions. - Map all water bodies (around 4,000) spread across the 5,904 sq km of the proposed city region covering Tiruvallur, Chengalpattu, Kancheepuram, and parts of Ranipet districts. These areas are increasingly urbanised, making protection from encroachment urgent. - Protect catchment areas, inlet and surplus channels, foreshore zones (tank floodplains), and bunds while restoring missing links between tanks. - Restore water bodies to their original capacity—and, where feasible, even double the capacity—so that excess monsoon water can be captured and stored, substantially reducing runoff. - Prepare a comprehensive hydro-elevation (drainage) map covering upstream and downstream watersheds, linking Chennai and the sea. Such a systematic approach can revive the traditional tank system, reduce flood risks, and improve water security for Chennai and its surrounding districts. NATURAL FLOOD CARRIERS Chennai is geographically unique, and this is truly a blessing. The city is traversed by three major rivers—something no other city in India or South Asia can claim. The Kosasthalaiyar runs through North Chennai, the Cooum through Central Chennai, and the Adyar through the South; further south, the Palar carries additional flows. Each of these rivers also feeds numerous tanks before emptying into the Bay of Bengal. Adding to this network, the Buckingham Canal cuts across all four rivers near the coast. Unfortunately, these vital drainage systems are in poor condition due to heavy encroachments, particularly on their floodplains. Sludge and silt deposits have reduced their natural gradient and flow velocity. Though there have been several attempts to restore the rivers and the Buckingham Canal, progress has been limited. What these waterways need is sustained, year-round care and maintenance—not cosmetic “riverfront” or “canalfront” beautification projects. Beyond the major rivers, Chennai also depends on a network of macro and micro drains such as Okkiam Maduvu, Mambalam Canal, Velachery Canal, Kodungaiyur Drain, Otteri Nallah, Virugambakkam/Arumbakkam Canal, Veerangal Odai, Captain Cotton Canal, Villivakkam Canal, and many more. These too require consistent upkeep, alongside the city’s 3,600 km of stormwater drains.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251006131044_22f8154105b0d533cfdff62a4164b9fa2caa4100fc1b6c56dcf6d32d3c031488.jpg" data-media-id="editor_2" data-image-id="20251006131044_22f8154105b0d533cfdff62a4164b9fa2caa4100fc1b6c56dcf6d32d3c031488" data-rendition-name="original" width="897" height="711" loading="lazy" alt="Chennai map NT"> </figure>  REDISCOVERING FLOODS At the same time, we must acknowledge that Chennai’s urban expansion has been among the fastest in the country. Expansion is irreversible, and if left unregulated, it can be disastrous.&nbsp; When the city limits were extended from 174 sq km to 426 sq km, and the Chennai Metropolitan Area (CMA) to 1,189 sq km, little attention was paid to protecting ecological hotspots in the newly added zones. As a result, many lakes and ponds have been lost, while most of the Pallikaranai marshland and coastal wetlands have been encroached upon. The Chennai Metropolitan Development Authority (CMDA) originally planned to expand the CMA from 1,189 to 5,904 sq km—covering the entire districts of Tiruvallur, Chengalpattu, Kancheepuram, and parts of Ranipet under the III Master Plan. But, now the CMA has decided not to expand the area but perhaps intends to go for vertical development with a higher floor space index (FSI).&nbsp; Increasing the FSI and opting to go vertical development will have very serious consequences for stormwater drainage as well as sewage management, mainly because of increasing population density.&nbsp; At the very least, and at least now, the CMDA must identify and notify ecological hotspots, protecting the existing 4,000 lakes, floodplains, forests, major drains, flood buffers, and wetlands is essential. Without this, the city will once again find itself hiding behind climate change as an excuse for accumulated planning and development failures Chennai city, like many other urban regions, can be permanently made less risky from floods while also ensuring round-the-clock water supply even in drought years—if the measures outlined above are implemented with utmost commitment. This is the essence of turning disaster into opportunity.&nbsp; Yet, such possibilities stand in stark contrast to today’s dominant model of global growth, which is not merely extractive but aggressively competitive, accelerating capital concentration and reducing elected governments to mere instruments of corporate power. In its wake, land, water, and air are ravaged, biodiversity is shredded, and human suffering deepens.&nbsp; These models hardly address the well-being of the people and the sustainability of development. As a result, what one encounters is the increasing economic inequality, erosion of natural resources, and increasing ecological imbalances. The catastrophic urban floods we now witness are thus part of this same trajectory, rooted in the mismanagement of key natural resources such as land, water, and ecological hotspots like forests, wetlands and riverbanks. Furthermore, there is an absolute lack of coordination among urban land use planners, real estate developers, municipal authorities, and key water resources departments. These corrective measures are most critical to save the cities from floods. Lessons for Nepal from the Chennai floods

Last year, under a scorching September sun, Jupiter Ghimire, 30, took a few minutes off from his food delivery work in Qatar's oppressive heat to scroll through Facebook. His feed was full of news of a devastating <a href="https://nepalitimes.com/banner/disasters-in-nepal-come-in-waves">flood and landslides in Nepal</a>. Suddenly, he froze: one news item mentioned that among the worst hit was Gotikhel, his home village in Lalitpur. Panic gripped him as he frantically dialled home, but the phones were down. The news was all bad: floods had ravaged Kavre and Lalitpur, killing 217 people. Ghimire’s heart sank as he saw familiar names and places.&nbsp; <a href="https://nepalitimes.com/banner/avoiding-the-quicksand-of-social-media">Social media</a> became both a lifeline and a source of torment, as video updates streamed in about the rising death toll. About 40 people were dead or missing in the Gotikhel area, and Ghimire knew most of those who perished. &nbsp; “There were names of people I grew up with,” he recalls. For three agonising days, he was in the dark about his family, consumed by fear for his loved ones, especially his 11-year-old daughter. Ghimire finally learned that his family had survived. But the flood had swept away their farm, and part of their home. He did not go home for Dasain last year to save money to rebuild the house. He isn't going this year either. As <a href="https://nepalitimes.com/opinion/managing-the-monsoon">the monsoon rains</a> lash Nepal again, nearly a year after the 2024 disaster, Ghimire and other Nepalis here worry about another flood threatening their families, homes, crops, and livestock.&nbsp; Added to that is more recent worry of the Israel-Iran conflict spilling over to Qatar, as it did recently when <a href="https://nepalitimes.com/editorial/world-wars">Iran fired missiles </a>at a US military base in Doha.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250703090732_0ac5f98d06311a732200ebc74048f7561a575f7a1626adb5608c002b2fdceb45.jpg" data-media-id="editor_4" data-image-id="20250703090732_0ac5f98d06311a732200ebc74048f7561a575f7a1626adb5608c002b2fdceb45" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="All shaken up while abroad"> </figure>  Ghimire’s life <a href="https://nepalitimes.com/multimedia/dying-to-work-overseas">working overseas</a> had begun with another disaster: the 2015 earthquake that killed nearly 9,000 people. He left for Malaysia and stayed there for three years to make enough money to start a new life back home. After returning to Nepal, he invested his savings in a small canteen to support his family. But business faltered, and before long Ghimire was forced to leave once again, this time to Qatar where he has worked for the past seven years. “If there were <a href="https://nepalitimes.com/here-now/overseas-job-seeker-now-creates-jobs-in-nepal">opportunities in Nepal</a>, who would want to leave their families behind and live in the heat and solitude of the desert?” he asks, in between sips of Nepali-style milk tea in a street cafe. Tirtha Gautam, another worker in Qatar, got a call on the morning of 28 September last year that turned his world upside down. <a href="https://nepalitimes.com/multimedia/a-flood-of-tears-on-the-rosi">The flood on the Rosi Khola</a> had ravaged his family’s home in Kavre, destroying their farm and ready-to-harvest paddy crop. “I couldn’t believe that this time it was happening to me,” Gautam says, recalling earlier misfortunes that had befallen families of other Nepalis in Doha.&nbsp; Gautam clung to fleeting moments of connection with home, often parking his bus near buildings with free wi-fi during breaks to check in on news from Nepal. Tragedies in his homeland have always been a source of sorrow, but this time it was deeply personal. “I was devastated, but also furious,” says Gautam, who is critical of the government’s slow response even one year later <a href="https://nepalitimes.com/banner/disastrous-management-in-nepal">to the disaster</a>. “During these times, I wish I could help or donate, but with my little salary, do I look after my family or help my community?” Gautam was working as a driver in Kathmandu when he left Nepal in 2012, hoping to work a few years and come back with enough savings to buy his own vehicle. His second son was born just two days before this interview. Gautam embraced the joy through a video call, but had to cut it short to return to work. “I want to go back to Nepal and be with my family and my new son,” Gautam says. “I am done living here.” Yet for workers like Gautam and Ghimire, that is easier said than done. Each disaster, natural or economic, forces them to extend their time abroad indefinitely. “I am not staying here by choice but compulsion,” adds Gautam, who has<a href="https://nepalitimes.com/news/digital-diaspora-dasain-for-nepalis"> not gone home for Dasain</a> for the past 12 years that he has been in Qatar. “My parents get very upset every time they hear I can’t come home.” Gautam does visit Nepal every two years, but feels like a stranger. “There is a stigma about working in Khadi,” he says, using the Nepali term for the Gulf. “People who go to the US or<a href="https://nepalitimes.com/here-now/a-long-way-to-europe"> Europe </a>are held in higher regard.” Despite sending money to Nepal that keeps the country's economy and their own households afloat, <a href="https://nepalitimes.com/news/die-first-get-paid-later?%2F">migrant workers</a> are sometimes met with subtle disdain.&nbsp; This unspoken rejection deepens a sense of alienation, since most workers sacrifice time with family and children to earn enough to support their folks in Nepal.&nbsp; “To truly belong, I’d need to be home, surrounded by my family and culture,” Gautam tells us. “But economic reality keeps me here, away from everything that makes me feel Nepali.” &nbsp; <h2>Diaspora disaster response</h2> For professional migrants in the West with resources and opportunities, the focus tends to be on organised <a href="https://nepalitimes.com/here-now/it-better-be-better-next-time">aid and advocacy</a> in times when Nepal suffers disasters. But for economic migrants in the Gulf or Malaysia, challenges of daily survival limit their ability to help.&nbsp; Yet, there is a collective will to support Nepal in times of need. As<a href="https://nepalitimes.com/news/the-geopolitics-of-nepal-s-politics"> political instability</a> and economic challenges persist, the government must find ways to mobilise this emotional attachment in the diaspora. Disasters, upheavals, and<a href="https://nepalitimes.com/news/poor-cash-rich-nepal"> economic turmoil in Nepal </a>often spark fervent discussions when Nepalis abroad meet up. The conversations highlight both the ways <a href="https://nepalitimes.com/here-now/when-disaster-strikes-home">the diaspora strives to help the homeland</a>, and the helplessness felt by many.&nbsp; In the aftermath of <a href="https://nepalitimes.com/here-now/lessons-not-learned-from-2015-o2etq6zu">the 2015 earthquake</a>, the 2020-21 <a href="https://nepalitimes.com/news/lockdown-5-utlzqtvs">Covid lockdowns</a>, and the <a href="https://nepalitimes.com/news/60-dead-64-missing-in-nepal-floods">2024 floods</a>, donation and advocacy campaigns emerged spontaneously in the diaspora.&nbsp; Nepal Rising’s Fill the Bucket campaign after 2024 floods, for example, raised $7,000 through global donations, targeting both international and Nepali migrants. For a donation of just $40, a family of four received essential food, sanitation, and medical supplies in Nepal.&nbsp; The campaign gained significant traction on social media, with hundreds of shares worldwide. &nbsp;&nbsp; “It’s an emotional response,” says Preeti Pandey Adhikary of The Great Nepali Diaspora (TGND). “Whenever a disaster strikes, everyone is incredibly generous with their donations.”&nbsp; She adds: “The perception in Nepal used to be more dismissive but there is a growing interest in diaspora and its power to create impact for Nepal.” TGND fosters collaboration within the Nepali professional diaspora to bridge this divide. She rejects the term “brain drain,” arguing that geographical distance doesn’t diminish the ability to contribute meaningfully to the home country. “Nepali identity is fluid,” says Adhikary who has since started a venture called Momo VC that looks at alternative sources of capital for Nepali entrepreneurs beyond grants and donations by engaging the diaspora. “Whether you live in Europe, the US, or Asia, you can adopt new homes while still retaining your Nepaliness.” This fluid identity has enabled professional migrants to reconnect with Nepal in innovative ways, from volunteering to establishing impactful projects.&nbsp; Connectivity through phone apps is a lifeline. These donations are a reaction to disaster, but do not help with <a href="https://nepalitimes.com/editorial/disastrous-preparedness">preparedness and prevention</a>.&nbsp; Says Adhikary: “There’s a lot of excitement, optimism, and a sense of empowerment. There is growing collaboration and active engagement within the diaspora as well as an evolving sense of national identity and responsibility.”

All shaken up while abroad

Six weeks after unprecedented floods ravaged the Rosi Khola valley east of Kathmandu, what little relief has reached the survivors is from charities and volunteers. More than 60 of the 250 people killed in the floods in Central Nepal were here in Kavre district, where the Rosi turned into a deadly mudflow from dozens quarries and crusher units upstream. The damage to highways alone is Rs 2.5 billion according to the <a href="https://www.bipad.gov.np/uploads/publication_pdf/SitRep_3_-_2024_September_Floods_and_Landslides_Working1.pdf">National Disaster Reduction and Risk Management Authority (NDRRMA)</a>. The Highway has still not been repaired, and a rough bypass track along the river bank has been opened for traffic. <a href="https://nepalitimes.com/here-now/politicians-and-cronies-blamed-for-kavre-floods" target="_blank">A Himalkhabar/Nepali Times</a> investigation last week found out that many of the owners of crushers mining the mountains to feed Kathmandu’s construction boom are local politicians who awarded front companies contracts. Besides floods, the historic rainfall that dumped half a year’s rainfall in less than two days <a href="https://nepalitimes.com/multimedia/the-mountain-fell-on-top-of-us" target="_blank">triggered massive landslides</a> all over the district. Like earthquakes in 2015 and 2023, the disaster is expected to increase the already high rate of outmigration from the affected areas. Nearly 100 schools and 70 health posts were damaged, 54 suspension footbridges were destroyed. That is besides Nepal losing 1,200MW (half its hydropower generation capacity) although 700MW are now back in operation. The government in Kathmandu announced a Rs200,000 cash relief to families with fatalities, however many families have not yet got the money. This has meant that many local families have been forced to drink contaminated water with children becoming sick. The NDRMMA says about 2.5 million people in Central Nepal are affected by the damage to drinking water supply because pipes, water tanks, treatment plants and other facilities were swept away. The damage is estimated at Rs3.5 billion and the Authority has appealed to donor agencies for relief. Nepal flood survivors still waiting for relief

It was a bright Saturday morning on 5 May 2012, and <a href="https://archive.nepalitimes.com/news.php?id=19285" target="_blank">Capt Alexander Maximov </a>of Avia Club was flying a tourist on a blue two-seater plane on a sightseeing flight of the Annapurnas. Looking down at the Seti River, he noticed that the water was not its usual white. There was a <a href="https://archive.nepalitimes.com/article/nation/Anatom-of-a-Himalayan-tsunami,1330" target="_blank">wall of dark debris racing down the river</a> trailed by a brown ribbon of floating logs. Maximov used to fly MiGs in the Soviet Air Force, and recognised it as a massive flash flood. He radioed Pokhara tower, and the air traffic controller called up the security forces who immediately informed the city’s FM stations. This early warning saved many lives, but 72 people were still killed 12 years ago this week in the Seti tragedy.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240511030512_10f6fca68c0a4b2f3c762b6dc2ef073b6eab4fd37f13b4977421c3705eb9efc9.jpg" data-media-id="editor_2" data-image-id="20240511030512_10f6fca68c0a4b2f3c762b6dc2ef073b6eab4fd37f13b4977421c3705eb9efc9" data-rendition-name="original" width="2350" height="1200" loading="lazy" alt="Remembering the Seti disaster Page 10-11 NT #1211"> <figcaption>Screenshot of video taken by remote camera of a plane (left) piloted by Capt Alexander Maximov (right) of Avia Club Nepal. </figcaption> </figure>  The plane had a remote video camera on its wingtip which had <a href="https://archive.nepalitimes.com/news.php?id=19285" target="_blank">recorded the source of this flood</a>: a massive rockfall near the summit of Annapurna IV that sent a cloud of brown dust billowing up to the sky. <a href="https://sandrp.in/2014/01/26/explained-seti-river-floods-in-may-2012-nepal-a-chain-of-events-starting-at-25000-feet/" target="_blank">Scientists have since pieced together</a> the sequence of events and found that ice and rock fell more than 5,000m causing a lake impounded in the Seti’s canyon by a smaller rockfall the previous week to burst. This event set in motion a large debris flow 10m high racing down the river. <a href="https://earthobservatory.nasa.gov/images/82937/making-sense-of-nepals-seti-river-disaster" target="_blank">Geologists say </a>the entire south face of the Annapurna massif is inherently unstable, so this was not the first flash flood to come down the rivers, and nor will it be the last. Climate breakdown may make such disasters even more frequent, with consequences for settlements and infrastructure downstream. The latest study by geologist Narayan Gurung three years ago made a hazard map of the Seti in case a similar flood should happen again. The reason is that the 7,525 Annapurna IV is said to be the <a href="https://nepalitimes.com/here-now/pokhara-800-years-ago" target="_blank">remnant of a 500m higher peak that collapsed</a>, probably during a mega earthquake in 1255CE.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024051103054_a4366bcc1cdf1364986ad04661dc14757ddc39009236afd887be5fa7add06dda.jpg" data-media-id="editor_7" data-image-id="2024051103054_a4366bcc1cdf1364986ad04661dc14757ddc39009236afd887be5fa7add06dda" data-rendition-name="original" width="640" height="480" loading="lazy" alt="Remembering the Seti disaster Page 10-11 NT #1211"> <figcaption>The flood as it approached crushers collecting boulders on the river bed as the water arrived at the Pokhara-Baglung Highway. Photo: ALEXANDER MAXIMOV/AVIA CLUB NEPAL</figcaption> </figure>  Deposits of that mountain collapse trapped ice and water in the headwaters of the Seti called the Sabche Cirque, which periodically burst, unleashing a series of mega floods more than 100m high. Pokhara today is situated on the debris fan of that cataclysm that also blocked side rivers and created Phewa, Rupa, Begnas and other lakes. Carbon dating of buried trees match historical records of a major earthquake in Nepal in 1255CE that also killed King Abhaya Malla of Kathmandu. Since then, there are geological signs of other major floods on the Seti, Madi, Mardi and Modi rivers that drain the southern flanks of Annapurna.&nbsp; Scientists warn that future floods on the Seti pose a major risk to Pokhara city and reservoir projects like Tanahu Hydropower and Upper Seti that are under construction on the river.&nbsp; “Another major earthquake in the region would easily mobilise the sediment in the Sabche Cirque and unleash another sudden flood,” says geologist Krishna KC. “Pokhara must have a hazard map, and strictly enforce zoning laws.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024051103054_40a6fe0195466a5274d40dbbe3f043a3b253ac443622784040fe227205e3f582.jpg" data-media-id="editor_8" data-image-id="2024051103054_40a6fe0195466a5274d40dbbe3f043a3b253ac443622784040fe227205e3f582" data-rendition-name="original" width="1250" height="1667" loading="lazy" alt="Remembering the Seti disaster Page 10-11 NT #1211"> <figcaption>A photograph taken at 9:38AM on 5 May 2012 at the point where Seti bursts into Pokhara Valley from its gorge.</figcaption> </figure>  The National Disaster Risk Reduction and Management Authority has a district chapter in Kaski that has classified 10 of Pokhara’s wards as well as Annapurna and Machapuchre rural municipalities being at high risk from floods and landslides. But urban pressure means that people are building houses in high risk areas along the Seti’s terraces, and Pokhara Metropolis has been unable to prevent it. In the 2012 disaster, Pokara’s Annapurna FM was among the radio stations broadcasting urgent messages to people to move to higher ground. The station then worked with the government in search, rescue and relief. “But we are not prepared for another disaster like this, in fact it could be worse next time because there are now more people living along the very river banks that were swept away twelve years ago,” says Dipendra Shrestha of Annapurna FM. The sheer west face of Annapurna IV is still highly unstable, and has constant rockfalls that block the Seti, of which the 2012 event was a particularly big one. Says Prithvi Narayan Campus geography professor Ramji Pokhrel: “The Seti is a permanent danger, we must be strict about allowing settlements along its banks. Photo: DURGA RANA MAGAR</figcaption> </figure>  Climate breakdown makes the risk more real because of more frequent rockfalls, avalanches and extreme precipitation in the headwaters of the Seti. Geologist Krishna KC says all this does not mean that Pokhara is too dangerous to live in since there is no place on Earth that is without threat. But he adds, “The idea is to minimise the threat, take measures to adapt to the risk factors.”&nbsp; It was Saturday, and downstream in Kharapani people were bathing in the hot springs, and washing laundry on the banks of the Seti. Many had not heard the warnings, or did not heed it.&nbsp; Kharapani has been wiped off the map, and there is a memorial column here for <a href="https://archive.nepalitimes.com/article/nation/The-Seti,362" target="_blank">those who died that day</a> and those still missing. Children were swimming to cool off. The monsoon was more than a month away, and a flood was the last thing in the minds of people. Sandal, 20km north of Pokhara, is a recent settlement, and the inhabitants are mostly from the Tamang and Magar communities. This is the last settlement along the Seti, upstream from here the gorge is narrow and wild.&nbsp; Because they migrated here from outside, the inhabitants did not have inter-generational memory of floods, and the 11 households lived close to the river. Even 12 years after the deadly flood, Sandal still bears signs of the devastation with massive boulders strewn along the riverbed. Dilmaya Pun had neighbours over at her house to help out with work, and food preparation was late that morning. Photos: DURGA RANA MAGAR</figcaption> </figure>  “We were all preparing to go down to the river to volunteer in building a temporary log bridge, and if the food had arrived in time we would have been right there in the path of the flood,” Dilmaya says. A neighbour, Sanu Magar, still cannot believe her luck. “It was a weekend and the kids were joining the team putting together the bridge. Thank goodness the food was late.”&nbsp; The survivors remember the flood approaching with a thunderous roar in a wall of angry grey water that immediately swept away the logs for the bridge, corn fields and two houses. Dilmaya and Sanu gathered their children and ran to higher ground and watched their homes being washed away. Relief agencies resettled them higher up at Khobang where they built small makeshift huts, and did odd jobs since the land there was not suitable for farming. But after four years, the fear subsided somewhat and they returned to Sandal. There is now a new metal suspension bridge, and better off residents have moved to Pokhara or gone abroad. Only the elderly and children are left. In 2012, Uttam Tamang was 14 years old. He remembers watching in horror as the pasty sludge washed away the nearby market town of Kharapani. He says: “I will never forget that frightening day, it was just chance that saved me.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024051103054_8cb7686e7172e6f97f8f9b0402578169aa392bab84bc767a078d52f646971617.jpg" data-media-id="editor_13" data-image-id="2024051103054_8cb7686e7172e6f97f8f9b0402578169aa392bab84bc767a078d52f646971617" data-rendition-name="original" width="1750" height="1155" loading="lazy" alt="Remembering the Seti disaster Page 10-11 NT #1211"> <figcaption>Uttam Tamang, who is still traumatised by what he saw 12 years ago as a boy. </figcaption> </figure>  Since it was a holiday he had walked from Sandal to the hot spring at Kharapani for a dip. He remembers some foreign tourists and many locals bathing in the sulphurous hot water. Suddenly, someone shouted “Flood (बाढी) coming!” But many heard “Tiger (बाघ) coming!” And thought it was a joke, but Uttam saw the wall of grey water approaching and ran back up the hill. He was so traumatised that he was afraid even to go back to his home in Sandal, and went to live with relatives in Pokhara. He dropped out of school, and regrets not being in college by now.&nbsp; “I am happy I survived, but the Seti took away my future, it took away everything,” says Uttam, now 24. During the monsoon, Sandal’s families move together to higher ground in Khobang, but even there the Upper Seti hydropower is digging a tunnel and the dynamite blasts shake the whole area.&nbsp; <h2>… and not so lucky</h2> Twelve years ago, Kharapani was becoming a popular destination for foreign and Nepali visitors drawn by the hot spring. But in a matter of minutes that Saturday morning the entire market town was swept away. Of the 72 who perished that day, 69 were from Kharapani — three of them Ukrainian tourists.&nbsp; Min Bahadur Bhujel used to work as a labourer hammering stones for a construction contractor at the Bhujrung Khola confluence upstream from Kharapani. That was the last his family saw of him. Dipa is now 28 and married, her brother is 23 and works as a driver. Both dropped out of school. The family had struggled after losing the sole earner. For Rama, the only hope is now from her children, she looks lovingly at a framed photo of her husband and says, “All I have now is this picture of him.” Kumari BK also has a framed photo of her son, Anil who at age 15 was already aware of his responsibility to take care of his family. That Saturday he had gone down to the river to crush stones. “He went to earn a little daily wage so he could take care of us, but he left us for good,” Kumari says. “By now he would have been earning enough to take care of us.” Even more than the bereavement of the family of those who were killed that day is the unending grief of the families of those whose bodies were never found. They know their relatives are gone, but there is still a sliver of hope.&nbsp; Gopal Tamrakar, who was 71 at the time, and his son and daughter-in-law owned a shop in Kharapani, and were making a decent living. Gopal had come to meet his son Kalyan briefly, and headed down to the market. That was the last the family saw of Gopal. Now there is only a photo on Kalyan’s mobile phone. Kalyan’s brother was also caught in the flood. He held on to his wife, Basundhara, and daughter with both hands but the force of the water took his wife away. Basundhara’s body was never found. Kalyan’s brother has not been the same since.

Remembering the Seti disaster

For a year or two after the 25 April 2015 earthquake, the residents of Kathmandu were too terrified to return to their high-rise apartments. None of them collapsed in the 7.8 disaster, but many sustained serious structural damage. &nbsp;
Fast forward nine years, and they have all but forgotten that frightful day. Kathmandu is back to building substandard structures, even as land prices drive developers to build taller.&nbsp;
With no more space to spread horizontally, Kathmandu is going vertical. But structural engineers say most of the high rises do not take into account seismicity, soil condition, construction methods, quality of raw materials, fire hazard, and search and rescue in collapsed concrete structures.
“Much of our focus since the 2015 earthquake has been on building and construction, but not as much on where we are building,” warns Sangeeta Singh, Professor of Urban Planning and Deputy Director of Centre for Disaster Studies at the Institute of Engineering.

She adds: “Kathmandu is not really suited for high-rises. We have to first test the condition of the soil, but building permits are being issued without this fundamental step.”
Kathmandu Valley is a former lakebed with soft topsoil prone to liquefaction and excessive shaking, as seen during the 1934 megaquake. Many ruptures tore up the surface in 2015. &nbsp;
During an earthquake, the rock layers below Kathmandu ring like a bell and the vibrations on the surface take between 0.5 to 2 seconds for one oscillation. Buildings also vibrate, but at different frequencies depending on their height, construction material, and arrangement of their structural components.
At five floors, the vibration period of a building is 0.5 seconds, which is the same as that for Kathmandu Valley, and this could cause more damage, says structural engineer Surya Narayan Shrestha at the National Society for Earthquake Technology - Nepal (NSET).
“Building anything that is five storeys or higher in Kathmandu needs special design and structural considerations,” says Shrestha.

Technologies exist to reduce seismic risk in high-rises, and these are used in earthquake-prone cities like Tokyo, Los Angeles, Jakarta or Mexico City.&nbsp;
Base isolation, for example, separates the vibration of the land and the building, reducing damage from soil-building resonance. Base isolators move and stretch under pressure, absorbing much of an earthquake's impact by reducing swaying and shaking. &nbsp;
Seismic dampers change the pattern of vibration altogether, dissipating energy as vibrations move across a structure. But these are all expensive technologies, and none of the high-rises in Kathmandu use them.
However, Nepali engineers who can help with technology transfer are working in the field in Nepal and overseas. Kathmandu’s high-rises are already very expensive, and making them seismic-resistant would be an incremental cost.

The shape of high-rises also matters. Reinforced concrete buildings with asymmetric designs of the kind that are seen in newer structures in Kathmandu experience more torsion and shear during quakes. High-rises with regular geometry are stronger. &nbsp;&nbsp;
An even bigger concern is that of emergency evacuation and rescue in case of fire or earthquake. Kathmandu fire services do not have ladders that reach the higher floors of most new structures.
“High-rises mean more people and potentially higher casualties,” explains Shrestha. “We need immediate evacuation routes, fire escapes, emergency ladders, and fire trucks that can reach higher. Right now, safety features are voluntary and not mandatory.”
The street access, shelters, open spaces, and evacuation routes are integral to disaster preparedness and the safety of neighbourhoods and not just buildings. Most new high-rises in Kathmandu have narrow access roads.

Since most of the buildings that survived the 2015 disaster were reinforced concrete structures, it fed the misconception that they are safer. But Himalayan seismologists say that if the intensity and duration of the shaking had been just a little higher, many substandard concrete structures would have collapsed.&nbsp;
And that is the final gap: Nepal’s limited expertise and equipment for search and rescue inside collapsed concrete structures. Kathmandu’s high-rises need to be better prepared for the next Big One.
“Structural safety and design were at the front and the centre after the 2015 earthquake, we also revised some building codes but we are back to square one with contractor-driven construction, especially in peri-urban areas,” says Sangeeta Singh, who is also with the National Planning Commission. “We need to monitor construction as much as design.”&nbsp;
Shrestha at NSET agrees there have been improvements in building practices in the past nine years, but adds, “We have both learnt and unlearnt lessons from 2015. The awareness hasn’t yet translated into action on safety.”

The rise of high-rises

Shanta Bahadur Budha takes a step out of his tarp. The sun is still not out yet, and his hands are quivering from the cold. Ever since his house in Barekot was destroyed by the 6.4 magnitude earthquake that struck at 11.23pm on the night of 3 November, he like many others has been living in a tent. Barekot is near the epicentre of the quake, and although there were no casualties the earthquake damaged nearly every house in the village. It will soon start snowing, how will we survive?" Asked what is their main concern, everyone here says surviving the winter is the biggest challenge as the temperature drops below zero at night 2,400m in the mountains of western Nepal. From a distance, the houses clinging to the flanks of the picturesque rolling hills look fine. "All the houses are affected, no house is habitable," says Dinayat Gharti of the Municipality "Every family has been living in tents for two months now.”&nbsp; Barekot lies about 30km from the Jajarkot district capital of Khalanga, but construction of temporary housing has not even started. According to Gharti, only 583 families have received the first instalment of Rs25,000, and 5,300 families are yet to receive even that.&nbsp; All this means that Barekot’s 22,000 people are forced to live in courtyards, fields and open spaces in freezing temperatures. The most common sound here is of children and the elderly coughing. Health care workers report that most children suffer from exposure-related diseases, while the elderly are experiencing respiratory problems and fever. Dhan Bahadur Budha, principal of the Himalaya Devi Basic School says problems are bound to get worse once the temperature starts dropping further. All 53 schools in Barekot Rural Municipality collapsed on 3 November, which is also a stark reminder of what would have happened if the earthquake had struck during school hours when classrooms would have been full.&nbsp; Schools would have been ideal shelters for survivors, but even those are in no condition to be used. Although classes have resumed, things are yet to go back to normal. &nbsp;Most students have not been able to attend school. "Initially students did not show up at all," says Budha, "then the teachers went house-to-house and parents started sending their kids back." But conducting classes regularly is a challenge. Classes are held in the open when the sun is out, otherwise, it is too cold.&nbsp; Now that most families have warm clothes, blankets and tents, the most urgent need is for the temporary shelter construction to be expedited. Below zero at Ground Zero

Libya, Greece, Spain, China — videos of catastrophic floods have flooded the international media.&nbsp; Floods swept away most of the Libyan city of Derna, killing more than 11,000 people. Climate change was blamed, but it was also caused by war and unheeded warnings about weak dams. The disasters are a warning to Nepal where a range of factors could worsen monsoon flooding in the coming years. The Melamchi flood in 2021 that nearly destroyed Nepal’s largest infrastructure project, and this monsoon’s destructive floods in eastern Nepal show that these disasters are already happening.&nbsp; But every monsoon there is also a flood of recrimination in India about Nepal releasing water on its rivers and unleashing floods — even though there are no reservoir projects and sluice gates on two border barrages on the Kosi and Gandaki, both controlled by India. &nbsp; Yet, every monsoon the media in the Indian states of Bihar and Uttar Pradesh are full of headlines blaming Nepal.&nbsp; Read also: <a href="https://nepalitimes.com/news/the-kosi-returns-to-its-old-ways">The Kosi returns to its old ways</a> The 2008 flood that affected 2.3 million people in Nepal and India was actually caused by a breach in the eastern embankment of the Kosi. The rain that year was not even heavy, so one wonders what would happen in a year when there is abnormal precipitation in the Kosi catchment.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2023092204098_d8c61f36859d2d0f2aef053ea1c5a15358d618a3d8b2e772dba7ba06e8d38e0b.jpg" data-media-id="editor_1" data-image-id="2023092204098_d8c61f36859d2d0f2aef053ea1c5a15358d618a3d8b2e772dba7ba06e8d38e0b" data-rendition-name="original" width="2500" height="1667" loading="lazy" alt="Kosi NT"> <figcaption>Photo: GOPEN RAI</figcaption> </figure>  “After the completion of Kosi Barrage in the 1960s, the embankments have collapsed about eight times until now, but the major one was 2008,” says Ajaya Dixit, a water expert.&nbsp; In 2008, the Indian media had ill-informed headlines like ‘Nepal opened the Kosi Barrage’ which has affected public opinion. The real story is about faulty engineering of the barrage and its embankments on the Kosi, which is a river with one of the highest sediment loads in the world. Eklavya Prasad, water campaigner who is with Megh Pyne Abhiyan in Bihar, says it is unreasonable to blame Nepal for annual floods in India. He explains: “Geographically, a large number of Himalayan rivers flow down from Nepal and discharge the waters and sediment into the north Bihar region. It is a natural drainage path that flows across the international boundary and beyond human capabilities.” Read also: <a href="https://nepalitimes.com/here-now/the-kosi-s-sorrow-and-scope">The Kosi’s sorrow, and scope</a>, Kanak Mani Dixit Kosi, also known as Sorrow of Bihar, is notorious for frequently changing its course. In the last 200 years, the Kosi has gradually shifted 120km westwards. “River always chooses the path of least resistance. And when it doesn’t get to flow, it forces its way through,” says Dixit.&nbsp; Ignoring this nature of the river when infrastructure and new settlements are designed on old floodplains is what has increased the intensity and impact of floods. In many ways, it is the same reason Kathmandu gets flooded every monsoon. Infrastructure has been sited along floodplains constricting rivers such that even moderate rain becomes destructive. “All of the 56 floodgates of the Kosi Barrage are operated by the Bihar government, and if they fail to open the Nepal side is flooded. If they are opened, the flood goes downstream,” says Dwarika Nath Dhungel, former secretary of the Ministry of Energy, Water Resources and Irrigation. Says Dhungel: “The same clause also uses the word 'maintenance' of barrage here, but there has been no maintenance effort from the Indian side.” The barrage impounds water forcing the river to deposit its sediment behind it so that the river is now flowing a few metres above the surrounding land — increasing the dangers of floods.&nbsp; The solution to transboundary floods is to look at the river system in totality. If India and Nepal are to prepare for cataclysmic water disasters in the future, the two countries must work together. The ‘national interest’ in harnessing Nepal’s rivers must be based on bilateral benefit. A flood of recrimination

On the evening of <a href="https://www.nepalitimes.com/banner/nepal-valley-suffers-quadruple-disaster">15 June 2021</a>, Baburam Bhandari was sitting down for dinner with his family, when the police sent out a warning about a flood on the Melamchi River.&nbsp;
The family quickly started packing, but the debris flow soon engulfed the house. While Bhandari, his wife, daughter-in-law, and grandson survived, the flood took away his son Madhav.&nbsp;
“All I have now is a piece of paper,” says Bhandari, holding up his land ownership certificate (pictured above last week). "Everything else, my son, my home, my crops, they are all gone.”
<a href="https://www.nepalitimes.com/news/the-monsoon-mess-in-melamchi">The flood</a> claimed the lives of 25 people in Helambu, 360 families were displaced, their homes and farms destroyed. Downstream in Melamchi Bazar, two motorway bridges, six suspension bridges, 41 government buildings and 322 houses were destroyed with losses estimated at Rs57.3 billion.
Nepal sustains infrastructure damage worth 2% of its GDP annually, amounting to Rs80 billion to calamities like this. The state spends Rs 700 million in reconstruction. &nbsp;
A 2021 <a href="https://www.nepalitimes.com/news/narrow-escape-for-melamchi-fact-finding-team">postmortem</a> of the Melamchi flood by ICIMOD blamed extreme weather caused by climate change and human factors, concluding that glacial moraines collapsed and washed down older sediment deposits.&nbsp;

The Nepal Engineering Association also concluded that the flood was due to a localised cloudburst at the headwaters of the Melamchi River with slopes destablised by the 2015 earthquake contributing.&nbsp;
“While rainfall was evenly distributed over monsoon seasons in the past, it now rains heavily in short localised bursts due to climate change,” explains geologist Basanta Raj Adhikari at Pulchok Engineering Campus. &nbsp;&nbsp;
Lack of <a href="https://www.nepalitimes.com/here-now/nepal-needs-weather-stations-in-the-himalaya">accurate local weather forecast and early warning</a> has also been cited as contributing to disaster-related loss and damage.&nbsp;
Floods similar to Melamchi hit eastern Nepal in June this year, causing damage worth Rs121 billion, affecting 15 hydropower plants and washing away highways in Panchthar and Taplejung. But Nepal's Department of Hydrology and Meteorology was still predicting that the monsoon was a few days away.
What caused the deadly flash flood was that a later westerly front blocked the progress on the monsoon, forcing it to dump the rain over eastern Nepal.
The National Disaster Risk Reduction and Management Authority (NDRRMA) says 34 people have been killed in the first 23 days of the monsoon, with disaster-induced losses amounting to Rs10 billion.&nbsp;
<a href="https://www.nepalitimes.com/news/think-globally-in-glasgow-and-act-locally">At COP27 in Glasgow</a>, there was a proposal for developed countries to help climate vulnerable nations by compensating for climate change-induced loss and damage. However, this fund has not got anywhere due to a lack of commitment from rich countries. The Biden administration in the US has flatly refused to fund loss and damage.&nbsp;

But there are things Nepal can do <a href="https://www.nepalitimes.com/banner/drones-to-the-rescue-in-melamchi">with its own resources</a> to adapt to the climate crisis. Rajendra Raj Sharma Nepal, formerly with the Ministry of Physical Infrastructure and Transport says substandard infrastructure and their location in high-risk areas adds to the loss of life and property and the cost of reconstruction and rehabilitation after disasters.&nbsp;
“The mayors themselves want the work done before the assessment is complete to cut costs,” says Sharma.&nbsp;
The National Planning Commission's ‘Sustainable Development Goals, Status and Roadmap: 2016-2030' states that physical infrastructure construction must be strong, well-planned, safe, and sustainable. In reality they are anything but.
Nepal's National Disaster Risk Reduction and Management Strategic Plan of Action (2018-2030) focuses on <a href="https://www.nepalitimes.com/opinion/a-disaster-resilient-nepal-is-possible">disaster risk reduction</a>, relief and rescue.
The head of the NDRRMA Anil Pokharel says there is little hope that the West will keep its pledge for a loss and damage fund, but feels successive governments have also not done enough. He says, “Houses, roads, and bridges are a priority but as much attention needs to be paid to the suffering of families affected by disasters.”
All this is no relief at all for the family of Baburam Bhandari and others in Melamchi Valley two years after the disastrous flood that upturned their lives.

Lost and damaged

The entire stretch of the scenic river valley lost its base of ecosystem services and aesthetic value that was a draw for visitors.There are several theories concerning the origin of the flood and what exactly triggered it, but there is no doubt that it is a combination of climate change-related trends.The other freak weather event, an off-season heavy rainfall coupled with hailstorm during the dry season meant that much of the ready-to-harvest paddy in Pokhara valley was laid to waste. The intensity and the subsequent damage was unprecedented.But is Nepal, one of the countries most vulnerable to the impacts of the climate emergency, ready to cope with loss and damage on such scales?Nepal’s existing two-pillar climate policy — adaptation and mitigation — does not have provisions to compensate for the losses and damages. This policy is therefore grossly inadequate and ineffective in saving lives, livelihoods and ecosystems.In fact, with climate change impact now crossing the adaptation threshold, loss and damage have become unavoidable across vulnerable countries. This requires the third pillar for a climate solution, namely Loss and Damage (L&amp;D), a concept which gained momentum during the COP26 in Glasgow last year.But the L&amp;D mechanism is moving at a much slower pace during global climate negotiations, with some fundamental disagreements remaining unresolved, especially as the developed nations intend to limit response measures within the scope of the adaptation and mitigation pillars, and have not accepted L&amp;D for fear of additional economic burden.One of the reasons behind this is that, while the global discourses on L&amp;D are helpful to inform theoretical debates, they rarely offer practical solutions. A growing body of anticipatory research advocates L&amp;D as the third way to counter multi-dimensional climate change impact, but falls short of clarifying an approach and an actionable framework to measure and respond to the loss and damage events.In a notable progression of the agenda, the 2013 Conference of Parties (COP) adopted the Warsaw International Mechanism for Loss and Damage. This first international policy document paved the way to address the issue. Since then, the focus of global advocacy has been on securing climate finance to support the most affected countries with weak economies.In recent years, Nepal has been pursuing the agenda at international fora by sharing anecdotal cases of recurrent climate-induced loss and damage. But, despite being a ‘hotspot’ for climate change extremities and subsequent impact, progress on L&amp;D remains extremely slow with climate policies lacking robust framework to guide action.Weather ‘surprises’ have become the new normal, and Nepal is on an uncharted path of climate crises bearing immense losses. But what is worrying is that the intensified climate impact is pushing many communities and ecosystems beyond adaptation thresholds.Reports of loss and damage start pouring in from early monsoon and continue for the next 100 days during which 80% of the country’s annual rainfall occurs. The predictable pattern of rhythmic monsoon rains has now become more erratic with short, intense and localised rainfall, often followed by a period of longer breaks or droughts.Rainfall events in Nepal are still recorded at weather stations with 24-hourly manually operated rain gauge. Thus the ‘mean’ and ‘average’ climate data of the past could not measure instant fluctuations and extreme weather incidents, rendering them quite useless when it comes to determining trends like cloudbursts.The good news is that record-keeping has largely improved over the years even though these are not easily accessible to the public. Linking local incidents of loss and damage to instant data of extreme weather and climate phenomena (intensity, frequency and volume) may help to identify and articulate the L&amp;D issues more clearly in the days ahead.Like many developing countries, Nepal’s early responses to climate change were framed largely based on global scenarios as there was no scientific database at local levels. While these shortcomings persist, the rapid emergence of medium and large scale climate extremes is already taking a toll on the national economy and livelihoods.With the recently launched ‘National Framework on Climate Change-induced Loss and Damage, 2021’, Nepal has positioned itself among the countries in the frontline to articulate the loss and damage component, redefining it in the national context with a focus on the urgent need of saving the diverse natural ecosystems and development infrastructure, including cultural heritage.The definition itself reflects the underlying ideas but it hardly helps with identifying and categorising the recurrent events in the country. As the Least Developed Countries advocate for compensation payments based on assessments of economic and non-economic losses, the focus should be on assessing, categorising and prioritising the changing climate and weather events. Nepal now must address L&amp;D through a three-pronged strategy.First, by recognising it as a critical component of climate response at home, and a key strategy for policy negotiation.Second, by mapping adaptation thresholds and the unavoidable risks to lives and livelihood, accommodating underlying economic and ecosystem vulnerabilities of localities to create a scientific analysis and database.Third, by making our development plan climate-resilient through the use of scientific data and transparent governance so that we can avoid or minimise risks and losses, such as the Melamchi flood at the start of the monsoon exactly a year ago.All of this means conceiving a multifront response mechanism to save lives and livelihoods of the most vulnerable at local levels while strengthening the national database of climate-induced losses and damages by overcoming the existing barriers.Ngamindra Dahal is the chair of Nepal Water Conservation Foundation for Academic Research (NWCF) and a Senior Research Fellow at Southasia Institute of Advanced Studies. Hemant Ojha is a Senior Policy Adviser with the Institute for Study and Development Worldwide (IFSD) and an Associate Professor at the University of Canberra.

Who will pay for climate disasters?

As dusk fell over Kathmandu, the thunderstorm continued unabated. It had been raining continuously for 18 hours, and the forecast said it would keep raining at least till 8am on Sunday. The Bagmati roared through Chobhar Gorge in awesome rapids – the only drainage outlet for the entire Kathmandu Valley. Many had feared a repeat of the deadly flashfloods on 28 September 2024 in which 200 people were killed and half of Nepal's hydropower generation capacity siped out. The government has declared 5 and 6 October as a public holiday to prevent people from travelling during the Dasain festival, and to reduce risk. All highways in and out of Kathmandu closed till Monday. Flood-prone river corridor roads in Kathmandu have been closed after 6PM on Saturday. Meanwhile, all domestic flights were suspended from Kathmandu and other airports from 2PM Saturday, and most inbound international flights were diverted from 3PM onwards. Similarly, Gaur received 243.6mm, Kalaiya in Bara 200.6mm and Birganj 221.4mm. The Department of Meteorology did not blame climate change, but said the unusually heavy precipitation at a time when the monsoon is supposed to have ended was caused by the head-on collision between moisture-laden westerlies with the retreating monsoon.

More dark clouds over Nepal

One is an archipelago, the other is landlocked. But the Philippines and Nepal have a lot in common: both are disaster-prone, their economies dependent on overseas migrant workers, both went though Maoist insurrections that failed to replace a feudal order dominated by political dynasties. And both countries suffer from rampant corruption. Twelve days after <a href="https://nepalitimes.com/news/nepal-s-new-normal" target="_blank">deadly protests toppled Nepal’s government</a> tens of thousands of Filipinos, many of them youth, also poured out into the streets demanding transparency and better government. Cars were set on fire, and more than 200 people were arrested, nearly half of them minors. The ‘Trillion Peso March Against Corruption’ was fuelled by <a href="https://www.nytimes.com/2025/09/21/world/asia/manila-philippines-rally-protest.html" target="_blank">anger over embezzlement</a> by politicians and their <a href="https://pcij.org/2025/08/31/5-reveals-from-the-flood-control-data/" target="_blank">crony contractors</a> estimated to top $17 billion in flood control infrastructure that were either never completed, or non-existent.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025100411108_85daed60ed5599f53235312e5b33703244bbac8640dbaf5161f90e5abe83f7eb.png" data-media-id="editor_3" data-image-id="2025100411108_85daed60ed5599f53235312e5b33703244bbac8640dbaf5161f90e5abe83f7eb" data-rendition-name="original" width="2326" height="1366" loading="lazy" alt="Phillipines anti-corruption protests"> </figure>  “We learnt from Nepal and <a href="https://www.nytimes.com/2025/09/30/world/anime-protests-flag-moldova-nepal-indonesia-gaza.html" target="_blank">Indonesia</a> how to deploy social media as a tool to spread information, we are digital natives and well connected within the country and across borders,” said <a href="https://www.linkedin.com/in/yuri-lemana-68322b183/?originalSubdomain=ph" target="_blank">Yuri Lemana</a> of the <a href="https://www.facebook.com/FOIYouthPH/" target="_blank">Youth Alliance for Freedom of Information</a>, and a part of the GenZ protests.&nbsp; “The system has failed us, unemployment is on the rise, there are shrinking opportunities for youth, and we face environmental threats. There is a realisation that our future is at stake,” Lemana added. Online groups started highlighting bribery and kickbacks in July after President Ferdinand (Bongbong) Marcos Jr himself brought up corruption in the infrastructure budget in his annual address to the nation, and launched a probe.&nbsp; The protests gained traction after powerful visuals of <a href="https://nepalitimes.com/news/international-spotlight-on-nepal" target="_blank">rallies in Indonesia and Nepal</a> circulated on digital platforms. Filipino journalists also exposed the <a href="https://www.youtube.com/watch?v=-f0MFz3vmfE" target="_blank">high-flying lifestyle of contractors</a> involved in siphoning off the infrastructure budget.&nbsp; As in Nepal, the youth protests were joined in by various radical groups. In Manila they reportedly included supporters of ex-president Rodrigo Duterte who is currently on trial at the <a href="https://www.icc-cpi.int/philippines/duterte" target="_blank">International Criminal Court (ICC)</a> in the Hague for extrajudicial killings during his ‘war on drugs’ 2011-2019. Duterte still has a lot of support, especially in the Filipino diaspora, for being tough on crime. Duterte was allied with Marcos in the 2022 elections, and his daughter Sara Duterte is currently vice-president. But the two families had a massive falling out, and the Supreme Court annulled the Lower House’s attempt to impeach the vice-president. This week in Manila, a remarkably well-informed Grab driver replayed TikTok videos of Kathmandu’s burning Parliament building to a passenger from Nepal. After his garment factory was driven out of business by cheap Chinese imports, he started driving a ride-hailing cab and was livid with successive governments not providing opportunities to ordinary people like him. Traffic was gridlocked because of flooded streets, and the driver vented out his anger: “Look at this. The streets are always flooded because of corruption. We should have done here what you did in Nepal.” Even before the protests, Senate President Francis Escudero and House Speaker Martin Romualdez had both resigned over the 'Floodgate Scandal'. Romualdez is Marcos’ cousin and is now said to be in Madrid, where his every movement is being tracked by Filipino diaspora in social media posts. The Independent Commission for Infrastructure has issued subpoenas to probe corruption in flood control projects. As in Nepal and Indonesia, much of the anger was over the offspring of politicians extravagantly flaunting their ill-gotten wealth on Instagram and TikTok. In the Philippines, the outrage is also over political clans passing on electoral seats to offspring. The 21 September protests were centred around Rizal Park and the EDSA Intersection in Manila — both symbolic for previous people’s movements against the Spanish colonialists and the 1986 uprising against the dictatorship of Ferdinand Marcos (father of the present president). “People here had seen what happened in Nepal, and were asking why we weren’t as angry as people there? Why not show our anger, too?” said one reporter who covered the protests. But, he added: “Let’s not be naive. It may have started with youth anger, but there were also people who were paid to infiltrate and instigate. In a clear parallel to what happened in Kathmandu two weeks earlier, radical groups, political rivals, and the general public furious with the system all joined in the protests. Catholic priests, people from all generations and professions had participated in the EDSA Uprising against Marcos in 1986. This time, it was the youth who took the lead. Joseph Francisco Ortega of the <a href="https://www.facebook.com/nationalyouthcommission/" target="_blank">Philippine National Youth Commission</a> said he understands the frustration among the youth that fuelled the unrest. The discontent is also because despite there being young legislators, they are either party-affiliated or scions of political dynasties. “If we can convince young politicians to do the right thing, then we have won half the battle,” Ortega said. “If we want to rebuild quickly and for the long term, we have to change the system from within. There is a constructive way to do this, while exercising the right to non-violent protest.” CROSS-POLLINATION The <a href="https://www.youtube.com/watch?v=6w8monPKdrc" target="_blank">violence in Manila streets</a> on 21 September was nowhere near the scale of what happened in Kathmandu on 8-9 September, but both transcended GenZ to be an outlet for pan-generational rage much like 1986 in the Philippines.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251004111012_e9cf9abfa8e35f3c074506dfdf94a262b5b311da6863cc2ec7bc3458a983df71.jpg" data-media-id="editor_13" data-image-id="20251004111012_e9cf9abfa8e35f3c074506dfdf94a262b5b311da6863cc2ec7bc3458a983df71" data-rendition-name="original" width="6566" height="4377" loading="lazy" alt="Nepal GenZ protests"> <figcaption>Angry crowd torched Parliament building among others during the 8-9 September GenZ protests in Nepal. Photo: AMIT MACHAMASI</figcaption> </figure>  “With due respect to the youth, it is not about age but about technology,” explained journalist Malou Mangahas of the <a href="https://www.facebook.com/R2KRN/" target="_blank">Right To Know, Right Now Coalition</a> who participated in the 1986 uprising against Marcos. “We were all young and angry once. We are older, but still angry, and demanding good governance, transparency and accountability.” Just like in Nepal, young Filipinos rallying against corruption were also wary of infiltration, and it was clear from the anti-Marcos graffiti who the instigators of violence were. The GenZ were mainly wearing white while the pro-Duterte crowd <a href="https://www.youtube.com/watch?v=6w8monPKdrc" target="_blank">are seen in videos</a> in black.&nbsp; The minors seem to have just joined in the melee from their street-side settlements. Rights groups have called for their release, accusing police of rough interrogation and ‘red-tagging’ as Communist provocateurs. In early 20th century, Prime Minister Chandra Shamsher Rana wanted to build a railway from the Indian border north towards Kathmandu to reduce the costs of transporting food and other supplies.&nbsp; It would also facilitate travel of thousands of Hindu pilgrims from India, who had to walk up to five days to reach Kathmandu to celebrate Shivaratri and other religious festivals. The plan was to bring a railway up to Dhursing, where a ropeway to Kathmandu had just been constructed. This would avoid the need to carry supplies on the backs of porters from Birganj to Bhimphedi then over Chandragiri Pass to the Valley. The 30 lb narrow-gauge rails, 2’ 6” apart, extended 29 miles from Raxaul, India to Birganj, Parwanipur, Jitpur, Simara and Amlekhganj. Prime Minister Chandra, his wife, other Rana officials, and King Tribhuvan attended the dedication ceremony in Raxaul on 16 February 1927. It was only the second time in history a Nepal king had stepped foot on foreign soil. The NGR began service with two steam locomotives, 4-6-0 tanks (indicating wheel arrangements) built in Leeds, England in 1926. They were given the auspicious names of Pashupati and Guhyeshwari. These engines later ran on the Janakpur Railway as well. A British citizen, W S Pedrick was the NGR’s chief officer from 1927 to 1941. Tek Jung Thapa then became NGR general manager until 1959, when Kulbir Singh KC replaced him. Devendra Singh KC took over in 1963. During 1956-57, the NGR carried 255,000 passengers and 60,000 tons of freight and made an estimated profit of 800,000 Indian rupees. By 1963-64, the railway transported only 66,450 passengers, 30,070 tons of goods and for the first time in its history operated at a loss of 151,000 rupees. Passenger service ended in June 1965, and all freight trains were suspended on 13 April 1968. A sporadic 5km 'freight shuttle service' between Birganj and Raxaul continued until the late 1980s.&nbsp; The NGR played an important role in Nepal’s commercial life. During 1937-38, the top four products imported into Nepal by value were cloth, iron, yarn, and cigarettes. Since Kathmandu was the largest market for imports, many of those and other products were loaded on NGR freight cars at Raxaul and transported to Amlekhganj, then by lorry to Dhursing, finally by ropeway to Kathmandu.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025100404100_e3157ef1cd2ce312902d40178aa9d35cab1b9b23dfc0d0f37e77ce59b3df756d.jpg" data-media-id="editor_3" data-image-id="2025100404100_e3157ef1cd2ce312902d40178aa9d35cab1b9b23dfc0d0f37e77ce59b3df756d" data-rendition-name="original" width="1619" height="1000" loading="lazy" alt="Life and times of Nepal Government Railway NT"> <figcaption>Sita-Ram at Amlekhganj in 1958. Photo: DEREK CROSS</figcaption> </figure>  Passenger traffic also was impressive. During World War II, the NGR did a booming business transporting Nepal Army troops to India for garrison duty and services abroad. For example, 6,000 soldiers from two Nepali brigades rode the NGR during March 1940. At the end of the war, Maharaja Juddha Shamsher stated that Nepal had sent 148,500 troops to India at British request. Many of those men rode the NGR on their return to Nepal in 1945. A 1936 document in Nepal’s National Archives shows the NGR had nearly 170 employees that year. Annual salaries for those in the General Department ranged from 1,200 Indian rupees (a medical officer) to nine sweepers at 102 rupees. In the Traffic Department, five station managers each received 384 rupees, while four trolley men got 132 rupees. The Engineering Department supervisor’s salary was 1,800 rupees, while eight guards were paid 120 rupees each. Locomotive drivers took home 300 rupees, firemen 204 rupees. The Ranas had outlawed unions, but with regime change in 1951, railway workers went on strike and submitted a list of demands to the government for higher salaries, more sick leave, free housing, and establishment of a provident fund. Nepali Congress Minister Bhadra Kali Mishra met with railway representatives and made promises, but workers were not satisfied and continued their protests throughout the 1950s, actions that Nepal’s Communist Party enthusiastically endorsed. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251004031056_ef965e3369c8947dddd53fc69986ceff8ea0ae037474252e4ff3d2623df70fe8.jpg" data-media-id="editor_4" data-image-id="20251004031056_ef965e3369c8947dddd53fc69986ceff8ea0ae037474252e4ff3d2623df70fe8" data-rendition-name="original" width="1733" height="1000" loading="lazy" alt="Life and times of Nepal Government Railway"> <figcaption>Mahabir with a freight train leaving Raxaul in 1964. Photo: FRITZ LEHMAN</figcaption> </figure>  &nbsp;In his book Prachin Sansmaran, Ram Mani Dixit tells how he and a party of Nepali officials and soldiers were entrusted with 1,530 boxes of Indian currency worth nine million rupees to deliver to the Calcutta mint in 1939. A special NGR train left Amlekhganj with the treasure, but being heavily overloaded, the train rapidly gained speed, and Dixit and the party became alarmed and began crying “Narayan, Narayan” in fear. The driver lost control, the train derailed, soldiers were thrown from the wagons, and silver coins were scattered in the jungle. Dixit and his colleagues managed to escape through the coach windows with only bumps and bruises. The NGR repeatedly faced several problems in operating its trains. Its engines could run on wood, but coal was the preferred fuel, and coal supplies from India sometimes were interrupted.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025100404104_1b5c40eb721f6d1c019764a7208ef93883374261f3823bf82606ca0599a12546.jpg" data-media-id="editor_5" data-image-id="2025100404104_1b5c40eb721f6d1c019764a7208ef93883374261f3823bf82606ca0599a12546" data-rendition-name="original" width="1548" height="1000" loading="lazy" alt="Life and times of Nepal Government Railway NT"> <figcaption>Gorarkhnath taking water at Simara. Photo: DEREL CROSS</figcaption> </figure>  By the 1940s, spare parts for its locomotives were hard to obtain from England, and its 30 lb. rails could not support heavier equipment that would allow more efficient and less costly operations. While mechanics with only on-the-job training performed heroically to keep broken-down equipment repaired and in service, regular maintenance was neglected, and the Ranas took no steps to invest the amounts needed to modernise the railway. Nor did matters improve with the advent of democracy in 1951. Nepal’s First Five-Year Plan (1956-1961) for the transportation sector focused its attention and provided funds for building roads and airports. In Nepal’s transportation family, railways were the sano bhai, even the sautini bhai. However, the NGR was not forgotten, and several studies were conducted from 1952 to 1971 to consider what should and could be done with the NGR. A report by Indian railway officials in 1952 described the alternatives: rehabilitate the NGR at minimal cost; rehabilitate it as a permanent measure; convert the line to a metre-gauge railway, extend the existing narrow-gauge line from Amlekhganj to Hetauda after rehabilitating the entire system; or construct a new metre-gauge line to Hetauda.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025100404100_16b15ff70330db854836323a6827b53ceec5cbc14691748f7cdf61b9dd767e22.jpg" data-media-id="editor_6" data-image-id="2025100404100_16b15ff70330db854836323a6827b53ceec5cbc14691748f7cdf61b9dd767e22" data-rendition-name="original" width="1525" height="1000" loading="lazy" alt="Life and times of Nepal Government Railway NT"> <figcaption>Gorakhnath heading toward Birganj. There were no efforts to implement the ambitious project or to secure the necessary funding. As the NGR rapidly deteriorated after 1956, newspaper stories and editorials rallied to support the railway and criticised government inaction. A 1959 article claimed that 'ill-feeling and disunity are prevalent among railway employees, and this has resulted in inefficient service causing anxiety and inconveniences for passengers. Local people who know the inside stories of the Railway are afraid to make a journey even up to one station.' In 1964, another paper wrote: 'The Nepal Government Railway is no more than a heap of scrap iron. The number of passengers is negligible. Photo: JOHN BENSON</figcaption> </figure>  Another article charged: 'The NGR has reached a stage of total ruination… Employees never receive their salaries in time… The train starts with ticketless passengers. No government authority ever inspects this wretched transport [system]... It is painful to note that we cannot improve the condition of such a small railway. We appeal to the Government…to improve the condition of this railway.' A 1965 World Bank study of Nepal’s transportation needs provided the coup de grace. It recommended the NGR be abandoned, as the cost of rehabilitation was excessive and did not solve the problem of incompatible track gauges at Raxaul, which necessitated transferring by hand freight from India Railway’s metre-gauge wagons to NGR’s narrow-gauge wagons. Nevertheless, Indian technicians completed surveys and submitted reports to Nepal in 1967 for rehabilitating the NGR, but by then the situation was hopeless: the railway was losing 300,000 rupees a year. Photo: DAN EDWARDS</figcaption> </figure>  Again, Indian engineers conducted a survey for such a 52-mile broad-gauge, electric line in 1971 and submitted a reportto the government. They estimated the project would cost at least $200 million plus $60 million more for rolling stock. India’s Railway Ministry promptly concluded it was not a viable project, and the report died in Nepal’s byzantine bureaucracy. It seems some dreams never die, and hope springs eternal. In April 2018, the prime ministers of India and Nepal met in New Delhi and agreed to build an electric rail line from Raxaul to Kathmandu and that India would conduct the studies and pay the full costs of construction. That was seven years ago. No rails have yet been laid. Costs continue to escalate, and no guaranteed funding has been secured. Will we ever see electric broad-gauge trains arriving in Kathmandu?
