The results were not surprising.More than one-third of the vans, buses, two-wheelers and cars failed the test. They were emitting smoke and toxic gases above the safe threshold. The worst were school buses, micros, taxis, water tankers, and government vehicles.Even more surprising: <a href="https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/">some of them had green stickers on</a> their windshields to prove they had passed emissions tests. After that spot check, the Department has announced a new fine of up to Rs5,000 for drivers of polluting vehciles.Earlier, it had identified vehicular emissions and <a href="https://www.nepalitimes.com/banner/kathmandus-toxic-trash/">open burning are among the primary agents</a> of air pollution in Kathmandu – which has one of the worst air of any city in the world.If the vehicles owners still fail emission tests after necessary repairs, they can be fined up to Rs100,000 as per the Environment Protection Act, 2019.“At the moment, we have not imposed high fines on vehicles that cause pollution," says Saloja Adhikari, Information officer of the Environment Department. “We are enforcing stricter rules on re-inspection of those that have failed the emission tests and those that are being driven without necessary repairs."Read also: <a href="https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/">Green sticker = green light to pollute</a>, Sonam Choekyi LamaShe adds, "Rather than what vehicles cause more pollution, the important thing to realise is that often one can easily repair their vehicle for the cost of the fine. This is to encourage vehicle owners to service their vehicles rather than to fine them outright.”The number of two and four-wheelers in Kathmandu valley now exceeds 1.2 million. Last year alone, 1.8 million vehicles were registered in the Ministry of Labour, Employment and Transport. These vehicles produce urban pollutants such as Nitrogen dioxide (NO₂) that highly reacts with other gases to form toxic ground-level Ozone (O3).  Motorcycles also emit other gases such as Carbon monoxide (CO) that convert atmospheric oxygen to Ozone.In addition, vehicles, open burning, brick kilns, factories and machineries release the <a href="https://www.nepalitimes.com/banner/breathing-can-kill-you/">harmful particulates measuring 2.5μm or less</a> (PM2.5) into the air.According to the State of Global Air, PM2.5 has caused the <a href="https://www.nepalitimes.com/banner/breathing-can-kill-you/">death of as many as 17,900 people in Nepal</a> in 2019 alone and more than 145,000 people of all ages and gender between 2010 and 2019.There have been repeated attempts to use Euro 6-grade oil according to the European emission standards to reduce pollution from vehicles, but the increased price of oil and coal in the international market has circulated low-grade coal that emits toxic fumes like sulfur dioxide (SO₂).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230208140216/63e3a0df9c7e80680e0d7057jpeg.jpg" alt="" width="1400" height="786"><figcaption> </figcaption></figure>“Up to 50% of vehicles in the valley are of Euro 1 grade and emit more fumes than the prescribed standard,” says pollution expert Bhupendra Das.Namraj Ghimire, director general of the Department of Environment notes that the department has been paying extra attention to smoke emitted from a vehicle and open garbage burning this winter, since the brick kilns have not been operating. It has been coordinating with the Kathmandu Metropolitan and the Traffic Police to prevent pollution from burning garbage in open areas.Yet, there has not been much progress in controlling the risk factors of air pollution, even from the department. Even though the Rs35 emission test is mentioned on its charter, there has been no publicity effort to take this information to vehicle owners. Further, vehicles that have come to get embossed number plates can be found emitting pollutants right on its premises.On the other hand, Nepal has committed to replacing 25% of fuel-operating private vehicles and 20% of public vehicles with electric vehicles by 2025. The burden of air pollution is so high, that continuous action to reduce emissions at the source can only create a change.Yet, on top of buying Green Stickers over the counter through bribes and middlemen, many owners and drivers continue to operate their vehicles without necessary reconditioning, despite the warnings, and pay the Rs5000 fine, while the annual emission test costs only Rs35.“Although vehicle smoke is visible, car owners do not regularly maintain their vehicles,” explains Regina Maskey, Head of the Environment Central Department at Tribhuvan University. “This includes government vehicles as well. Hefty fines fail to deter polluting vehicles

Photos: AMIT MACHAMASI</figcaption></figure>It is that time of the year again when smog makes <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" target="_blank" rel="noopener noreferrer">Kathmandu’s air hazardous to health</a>. Hospitals are swamped not with Covid, but COPD (Chronic Obstructive Pulmonary Disease).Once more, there is a flurry of media headlines about the dangerous concentration of suspended particles smaller than 2.5 microns from diesel exhaust.Read also: <a href="https://www.nepalitimes.com/banner/happy-new-air/" target="_blank" rel="noopener noreferrer">Happy New Air</a>, Sonia AwalePublic awareness about air pollution is at an all-time high, the average life expectancy of Kathmandu’s residents is reduced by at least four years. Yet, nothing happens. Why?“The awareness and knowledge have not translated into corrective action,” explains environmentalist Bhushan Tuladhar. “We know about vehicle emission tests but we ignore it, open burning is bad but we don’t stop, we have the opportunity to reduce air pollution with electric mass transport but we don’t invest in it.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203009c7e80680e0b27e4jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>Air pollution was directly linked to at least 42,100 deaths in Nepal in 2019. Almost half of that was due to breathing in particles smaller than 2.5 microns in diameter which can cross the air blood barrier in the lung capillaries. Most of those particles come from <a href="https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/" target="_blank" rel="noopener noreferrer">vehicle emission</a>.From 1990 to 2015, the number of vehicless in Nepal grew by 1,995,404 — most of them in Kathmandu Valley. In five years, that figure doubled to 3,987,267.This figure doesn’t include the exploding demand for cars and motorcycles after the end of the Covid second wave in mid-2021. Nepal spent Rs543 billion in importing vehicles, transport equipment and spare parts in four months from mid-July to mid-October, against Rs357 billion and Rs418 billion for the same periods in 2020 and 2019.“There has been an unexpectedly high demand for private vehicles in Nepal after the pandemic, especially two wheelers given the public’s hesitancy to use buses due to coronavirus fears,” says Dhruba Thapa of the National Automotive Dealers Association.<iframe style="border: none;" title="Total vehicles in Nepal" src="https://e.infogram.com/e0cdbfd0-0b3c-4f57-851e-7aced6e69116?src=embed" width="700" height="700" frameborder="0" scrolling="no" allowfullscreen="allowfullscreen"></iframe><a style="color: #989898!important; text-decoration: none!important;" href="https://infogram.com/e0cdbfd0-0b3c-4f57-851e-7aced6e69116" target="_blank" rel="noopener noreferrer">Total vehicles in Nepal</a><a style="color: #989898!important; text-decoration: none!important;" href="https://infogram.com" target="_blank" rel="nofollow noopener noreferrer">Infogram</a>Raju Chettri, CEO of the MAW Enterprises that imports Yamaha bikes in Nepal has a similar observation. He saw a decline in the annual sales of two wheelers from about 250,000 units to 190,000 right after the pandemic. But this year, the sales went up to 350,000 units.“There are two reasons behind this: pent-up demand and reduced use of public transport because of Covid fears,” Chettri says.There are <a href="https://www.nepalitimes.com/banner/poisoning-the-air-we-breathe/" target="_blank" rel="noopener noreferrer">more than 3.1 million two-wheeers in Nepal</a>, over one million of them in Kathmandu. Motorcycle exhaust may not be as visible as diesel exhaust, but they are highly poisonous — especially when there are so many of them. Besides exacerbating respiratory diseases, the gases are carcinogenic, causing cardiovascular diseases and Alzheimer’s.The solution is to shift rapidly to <a href="https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/" target="_blank" rel="noopener noreferrer">cleaner electric vehicles</a>, not just for healthier air but also to meet Nepal’s net-zero pledge in Glasgow and to reduce the country’s burgeoning petroleum import bill.“The priority has to be on electric public transport and supporting infrastructure,” says environmentalist Tuladhar. “Electric buses are more expensive than diesel ones, so the government has to help with capital, and better manage Kathmandu’s public transport.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203039c7e80680e0b27e5jpeg.jpg" alt="" width="720" height="480"><figcaption> </figcaption></figure>This week, Nepal opened its first electric charging station powered by solar panels for the Lumbini Development Trust. Similar charging stations can be set up for public and private vehicles in existing bus parks across Nepal and along highways. Sajha Yatayat which is procuring 40 electric buses is also trying to turn the former trolley bus terminal into a charging station.Shilshila Acharya of the Avni Center for Sustainability agrees that the priority should be on <a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/" target="_blank" rel="noopener noreferrer">electrifying public transport</a> and encouraging bicycle lanes. She says, “Replacing cars with more cars even if electric only promotes consumerism. We have to give people reliable alternatives.”Kathmandu Valley Air Quality Management Action Plan held its first implementation committee meeting this week, during which it discussed lunching of a USAID-funded project for air pollution and a forecasting system with technical support from ICIMOD.“The problem of air pollution will take some time to be solved but we have started our homework,” says Indu Joshi of the Department of Environment. “At the moment, our biggest challenge is controlling open burning.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203069c7e80680e0b27e6jpeg.jpg" alt="" width="2000" height="2625"><figcaption> </figcaption></figure>Apart from transport, garbage burning and biomass fuel for household heating and cooking are also contributors to Kathmandu’s dirty air. The problem is made worse in winter due to the <a href="https://www.nepalitimes.com/banner/how-weather-elevates-air-pollution-in-kathmandu/" target="_blank" rel="noopener noreferrer">Valley’s topography that traps surface pollution</a> in an inversion layer.Improper <a href="https://archive.nepalitimes.com/article/nation/a-load-of-rubbish-kathmandus-garbage-problem,4039" target="_blank" rel="noopener noreferrer">solid waste management in Kathmandu</a> means locals burn garbage by the riverbanks near residential areas — while, as studies show, segregation of waste at homes can reduce the city’s garbage volume by up to 80%.There is no other problem that is so directly linked with the health and economy of the country as urban air pollution. The <a href="https://www.nepalitimes.com/banner/nepal-lockdown-proves-air-quality-can-be-improved/" target="_blank" rel="noopener noreferrer">Covid-19 lockdown in 2020</a> is proof that Kathmandu can be cleaned up, it just needs <a href="https://www.nepalitimes.com/banner/dirty-politics-dirty-air/" target="_blank" rel="noopener noreferrer">the right leadership and the political will</a> to back it up.Says Shilashila Acharya: “Our policies on mobility and air pollution have to be people- and culture-centric, instead of focusing only on technology. We must build public pressure to force the politicians into action.”A public opinion poll in this paper just before the 2017 elections showed that a majority of Nepalis were concerned about the health impact of pollution. Since 2022 will be dominated by campaigning for the next election, this could be turned into the main criteria for candidates to win votes.

Breathing can kill you

<figure><img width="1440" height="928" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d145f9c7e80680e0a9973jpeg.jpg" alt=""/><figcaption>Photo: RUPA JOSHI</figcaption></figure>With domestic and international flights now near pre-Covid levels, and the onset of winter means Kathmandu airport is once more living up to its reputation for congestion and flight delays.In the past week, heavy industrial pollution and <a href="https://www.nepalitimes.com/here-now/how-transboundary-haze-affects-nepal/" target="_blank" rel="noopener noreferrer">smoke haze from crop fires</a> in India have increased <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" target="_blank" rel="noopener noreferrer">air pollution</a> and reduced visibility in Kathmandu Valley. Combined with the capital’s increasing vehicular emissions and winter inversion, the pollution is trapped at ground level reducing visibility at the airport.The direct impact of this is on flights in and out of Kathmandu, which with its single runway was already operating at maximum capacity even before the pandemic.“Passengers arrive at the airport at the stipulated time, but because of<a href="https://www.nepalitimes.com/here-now/air-jam/" target="_blank" rel="noopener noreferrer"> the congestion</a> caused by poor visibility, they have to wait for hours because of delayed flights, it is not within the control of the operators,” says Dipendra Karna of Buddha Air, Nepal’s largest domestic airline.Karna pinpoints the main reason for delays as air traffic congestion caused by visibility below minimum at Kathmandu airport, and because under Instrument Flying Rules (IFR) the runway can take only one landing every 7 minutes.Under IFR conditions, flights can only land from the south, and the taxiway does not extend to the end of the runway, leading to added delays also for departures. Both international and domestic flights have to hold sometimes for hours to wait for their turn to land or takeoff at Kathmandu, burning expensive fuel.Many international flights in winter end up diverting to Lucknow, Kolkata or Delhi because of the lack of alternative airports for big jets in Nepal.  This situation could improve with the new Pokhara and Lumbini airports coming into operation next year.As winter sets in, airports in the Tarai like Biratnagar, Bhairawa and Nepalganj also face visibility issues because of the Indo-Gangetic smog, which has been getting worse every year. Delays in the mornings then snowball into longer delays by afternoon, and cancellations of many flights. Some airports like Pokhara and remote area airfields also have the additional limitation of not being able to operate at night.Read Also <a href="https://www.nepalitimes.com/here-now/how-transboundary-haze-affects-nepal/" target="_blank" rel="noopener noreferrer">How weather elevates air pollution in Kathmandu</a>, Prabhakar Shrestha“For safety reasons, even if the destination airport is clear, a flight may not be able to operate because alternate airports do not have enough visibility,” Karna explains. “For example, it is not enough for Biratnagar to be open, nearby Janakpur and Rajbiraj also need to have enough visibility before a flight can take off from Kathmandu.” The situation has improved slightly in the past few years after night landing facilities have been installed at major airports in the Tarai allowing flights delayed during the day to operate later.As <a href="https://www.nepalitimes.com/latest/kathmandu-air-pollution-hits-record-high/" target="_blank" rel="noopener noreferrer">Kathmandu’s pollution</a> gets worse, and the airport now enveloped on all sides by urban sprawl, the heavy traffic on the roads adds to the pollution and bad visibility, leading in turn to congestion in the air.“Flight safety is paramount for airlines, and the Civil Aviation Authority of Nepal also has a responsibility in upgrading navaids and streamlining air traffic control,” says Karna. “The delays are not only a hassle for passengers, crew and airline staff but adds to the carrier’s fuel costs, piling an extra economic burden on the state.”Read Also <a href="https://www.nepalitimes.com/latest/wildfires-in-nepal-cause-air-quality-to-plummet/" target="_blank" rel="noopener noreferrer">Wildfires in Nepal cause air quality to plummet </a>

Onset of winter leads to flight delays

All photos: KRISHNA MANI BARAL</figcaption></figure>The once pristine Phewa Lake that used to reflect the majestic Annapurnas and Machhapuchre <a href="https://www.nepalitimes.com/banner/pokharas-shrinking-lakes/" target="_blank" rel="noopener noreferrer">is shrinking</a>, depriving Pokhara of its main attraction.Siltation from the river and streams feeding into it have reduced its area, the lake has become an urban garbage and sewage dumping site, and real estate speculators have encroached on the banks. Geologists have calculated that the lake accumulates more than 142,000 tonnes of sediment every year.Tourism-driven urbanisation and pollution mean that the famous lake is now devoid of its aquatic life, and there has been a visible decline in the number of <a href="https://www.nepalitimes.com/banner/the-great-trans-himalayan-bird-migration/" target="_blank" rel="noopener noreferrer">migratory birds</a> nesting here. Indicator insects such as <a href="https://www.nepalitimes.com/banner/night-of-the-firefly/" target="_blank" rel="noopener noreferrer">fireflies</a>, <a href="https://www.nepalitimes.com/banner/project-dragonfly/" target="_blank" rel="noopener noreferrer">dragonflies</a> and butterflies that depend on clean water sources have also started to vanish.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08239c7e80680e0a5fffjpeg.jpg" alt="" width="1600" height="1067"><figcaption>Parts of Phewa Lake have become an urban garbage and sewage dumping site.</figcaption></figure>But more worryingly, this important <a href="http://archive.nepalitimes.com/news.php?id=18976" target="_blank" rel="noopener noreferrer">wetland</a> in Pokhara and a major Ramsar site is shrinking rapidly due to increased sediment load due to haphazard building and road construction on the slopes above the lake.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/monsoon-hits-nepal-with-a-bang/" target="_blank" rel="noopener noreferrer">Unusually heavy monsoon downpours</a> last month in the Phewa watershed washed down silt into the lake, turning the water turbid brown, and submerging paddy fields in the river delta.In 1957, Phewa Lake was 1,119 hectares, but a survey earlier this year by Gandaki Province showed it had shrunk to 572 hectares. “At this rate, Phewa taal will be reduced to a mere pond in the next two decades,” says local Pame resident Shankar Aryal.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08269c7e80680e0a6000jpeg.jpg" alt="" width="2568" height="1584"><figcaption>The original extent of Phew Lake. It has shrunk by half today.</figcaption></figure>Phewa Lake was originally <a href="https://www.nepalitimes.com/latest/pokhara-six-decades-ago/" target="_blank" rel="noopener noreferrer">stretched as far west as Chankhapur, </a>and boats would go up to Pame to transport goods. Traders from as far as Parbat district used these boats to bring their produce to lakeside, transfer them to mules bound for Pokhara’s market. But with the extension of the road to Pame in 1994, people started using vehicles for transportation.What used to be a boat dock is now a swamp and has been filling up with sediment for the past two years. The land mafia has encroached further on the lake by using tipper trucks to dump soil on the lake to sell for new residential plots.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d082a9c7e80680e0a6001jpeg.jpg" alt="" width="2500" height="1667"><figcaption>Boats docked at the shore of Phew lakeside in Pokhara last week on water made turbid by sediments.</figcaption></figure>“Wetlands are the earth's kidneys, they filter water at the source, which then flows into the lake. Their deterioration and disappearance do not bode well for our water bodies and causes the lake to shrink further,” explains conservationist Raju Acharya.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/nepal-braces-for-monsoon-pandemic-double-hit/" target="_blank" rel="noopener noreferrer">Irregular precipitation patterns due to the impact of the global climate crisis</a> have added to the problem. Pokhara receives the most rain in Nepal even at normal times. Earlier this month, it recorded 210mm of rain (10% of the annual average) in just 24 hours, bringing down huge quantities of sediment and raising the lake bed in the shallow shore near Chankhapur.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d082e9c7e80680e0a6002jpeg.jpg" alt="" width="1024" height="683"><figcaption>Much of what used to be Phewa Lake has already been turned into paddy fields as the lake shrinks.</figcaption></figure>On one hand, the rise in water level allowed for invasive species such as water hyacinth found on the mouth of the lake to spread further and clog up the fish cages, resulting in financial losses for local businesses.But <a href="https://www.nepalitimes.com/latest/heavier-than-usual-monsoon-in-nepal/" target="_blank" rel="noopener noreferrer">heavy, incessant rains</a> also bring in large amounts of deposits. Landslides in the catchment area flow through the Khare River and into the Harpan River, the main source of Phewa lake. This in turn raises the bed of the lake, which like Pokhara’s other lakes, were formed after a catastrophic flood 800 years ago on the Seti River after a landslide dam burst upstream, covering the valley in debris 100m deep.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08309c7e80680e0a6003jpeg.jpg" alt="" width="1024" height="683"><figcaption>The eastern edge of Phewa Lake has filled up with sediment, and this process is accelerating.</figcaption></figure>Much of what used to be Phewa Lake has already been turned into paddy fields as the lake shrinks. Pokhara Mayor Man Bahadur GC has vowed to clean up the lake and turn it back to its original condition. But his words have not been turned into action yet.Pokhara Metropolis with the Gandaki Province built <a href="https://www.nepalitimes.com/latest/pokhara-lake-lowered/" target="_blank" rel="noopener noreferrer">cofferdams and siltation ponds</a> last year to prevent soil and pebbles from the Harpan, Andheri River, Lauruk and Betayani Khola flowing in and then filling up the lake.But the check dam on Harpan Khola is already filled with sand and boulders from last month’s floods.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08339c7e80680e0a6004jpeg.jpg" alt="" width="1500" height="1000"><figcaption>Tourism-driven urbanisation and pollution have depleted Phewa's aquatic and bird life. Similar feedback has been reported in other forest fire incidents in other parts of the country, with witnesses saying the source of the fire was unknown.On Sunday, a forest fire also broke out in Shivapuri Nagarjuna National Park. Nepal Police, Nepal Army, Armed Police Force and choppers from private airlines were deployed to douse the fire, which continued in some parts of the conservation area during the night, leaving the area shrouded in dense air.An extended winter drought left the forests tinder-dry, sparking fires across the Himalayas late last year. Forest fires had started spreading in the Manang Valley around Chame in late November, and <a href="https://www.nepalitimes.com/banner/kangchenjunga-wildfire-visible-from-space/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/kangchenjunga-wildfire-visible-from-space/&amp;source=gmail&amp;ust=1618205140220000&amp;usg=AFQjCNHfyQyHSyP5Q4GmbAHC7vpg4fvzOw">in Pathibhara in eastern Nepal</a>, in December. Since then, hundreds of wildfires have spread across the Tarai and mid-mountains of Nepal.The country continues to endure the record <a href="https://www.nepalitimes.com/latest/wildfires-in-nepal-cause-air-quality-to-plummet/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/wildfires-in-nepal-cause-air-quality-to-plummet/&amp;source=gmail&amp;ust=1618205140220000&amp;usg=AFQjCNG8vIfbdr-yViYeRHWfeDfPwOTApQ">worst air quality</a> in recent years because of the wildfires that have ravaged the forests at unprecedented rates. Last week, four people were killed in India’s Uttarakhand, when a fire engulfed 62 hectares of forest area. The Uttarakhand government deployed 12,000 forest guards and firefighters to put out the fire and also called an emergency meeting.  The state has reported 983 incidents of wildfires that have destroyed 105.85 hectares already.In Nepal, no such measures have been taken and there is no account available of the loss of wildlife or areas of forest, to the fires. Deficient precipitation in winter and spring, possibly<a href="https://www.nepalitimes.com/opinion/nepals-sky-can-be-this-clean-every-day/"> a result of climate change,</a> had turned the forest underbrush dry, making this year’s fire season the worst in living memory. The fires have been unprecedented in extent and duration. They have added to the already serious pollution from vehicular emission, brick kilns and open garbage burning in Kathmandu Valley. In mid-March there was also a lot of wind-blown sand from the Arabian and Indian deserts.There have been years like the winter of 2008-2009 when huge fires ravaged the high mountains, blowing plumes of smoke over Kathmandu. There have also not been local convection systems along the mountains during this spring’s storm season so far.The scale of the blazes is too extensive for local firefighters, and there has been no effective national effort to douse the flames. This means the fires are likely to continue until they burn themselves out.

Photos: MONIKA DEUPALA and AMIT MACHAMASI</figcaption></figure>After a year of living in the shadow of the Covid-19 pandemic, Nepalis were bracing themselves for a second wave from India, when they were hit by an unexpected disaster: <a href="https://www.nepalitimes.com/latest/wildfires-in-nepal-cause-air-quality-to-plummet/" target="_blank" rel="noopener noreferrer">wildfires that have shrouded the country</a> in a pall of smoke for days.The two crises have converged with the suspension of Nepal’s Covid-19 vaccination drive after India <a href="https://www.nepalitimes.com/banner/despite-doubts-nepal-sticks-with-astrazeneca-jabs/" target="_blank" rel="noopener noreferrer">banned the export of the AstraZeneca Covishield doses</a>. Two days after the Ministry of Health warned citizens about wearing masks, washing hands and avoiding crowds to defend themselves against a coronavirus surge, it issued another statement on Saturday telling people to stay indoors to avoid the <a href="https://www.nepalitimes.com/banner/nepal-is-going-up-in-smoke/" target="_blank" rel="noopener noreferrer">hazardous haze</a>, and not to venture out unless urgent.It did not look like people in Kathmandu were paying attention to either warning. Thousands of revellers thronged to Kathmandu’s Darbar Square on Sunday dancing and singing, spraying water and smearing colour on each other to celebrate the festival of colours, Phau Purnima. “It depends on us whether there will be another lockdown. Kathmandu’s bars, restaurants and malls are packed to the brim. Offices and schools have reopened, and there is little physical distancing.On Saturday, with 62,714 new Covid-19 cases, India registered the highest daily rise in 2021 with Maharashtra, Chandigarh, Punjab, Goa, Puducherry, Chhattisgarh, Madhya Pradesh and Haryana recording the highest positivity rates. Bihar state neighbouring India is also seeing a surge as workers travel back.Anticipating another lockdown like last year, <a href="https://www.nepalitimes.com/latest/nepalis-still-stuck-in-no-mans-land/" target="_blank" rel="noopener noreferrer">Nepali migrants from India</a> have also started returning home. Checkpoints in Karnali, Far-West and Province 2 are overwhelmed with a steady rise in positive cases among returnees, who are being asked to self-isolate at homes.“We now have a year-long experience of managing Covid-19 and it is time to learn from our previous mistakes and limitations,” says Sher Bahadur Pun, a virologist at Teku Hospital.Sameer Dixit of Centre for Molecular Dynamics Nepal agrees. “While the second wave in India has been limited to fewer states so far and hasn’t resulted in as high a mortality rate as the first time, local governments here must take charge: monitor returnees, their tests and quarantines,” he says.Despite being <a href="https://www.nepalitimes.com/banner/nepal-fights-infodemic-to-push-vaccine/" target="_blank" rel="noopener noreferrer">one of the first Asian countries to start a Covid-19 vaccination drive</a> in late January, Nepal now has only about 500,000 doses of AstraZeneca Covishield vaccine in stock, just sufficient for second doses starting 20 April for those who had inoculated in the first phase.Following the Indian ban on the export of Covishield vaccine before domestic demand is met, Nepal is yet to receive another million doses it purchased from Serum Institute of India. The ban has also delayed the next batch of Covishield shots under <a href="https://www.nepalitimes.com/opinion/glimmers-of-hope-for-nepal-on-vaccine/" target="_blank" rel="noopener noreferrer">the COVAX initiative</a>, which is not expected until May.A Nepal Airlines plane is finally flying to Beijing on Monday to bring back 800,000 doses of the Sinopharm vaccine gifted by China, but it will not be sufficient to begin the next phase of vaccination targeted at the age group 55-64.But if it comes down to it, experts are recommending vaccinating as many individuals in the risk group as possible, even if that means bypassing the second dose for those already inoculated with the first. <figure><img width="3200" height="1970" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111012110/636cd9ff9c7e80680e092ed3jpeg.jpg" alt=""><figcaption>Tourists take part in Phau Purnima revelry at lakeside in Pokhara despite fears of a second wave, and even though Pokhara has been shrouded in smoke for the past three days. Photo: KRISHNA MANI BARAL</figcaption></figure>So far, <a href="https://www.nepalitimes.com/latest/1-6-million-vaccinated-20-million-to-go/" target="_blank" rel="noopener noreferrer">Nepal has inoculated 1.6 million people</a> and needs to vaccinate 20 million more under its target to immunise 70% of its population. For this alone, the government needs to look into other certified vaccines in the market such as Russian Sputnik V, Bharat Biotech’s Covaxin and Chinese vaccines.With governments failing to ensure supply, it has become crucial to get the private sector involved to meet demand. The Ministry of Health earlier this month approved letting private companies import vaccines so that those with the resource and willingness can immunise themselves, this is said to involve India’s Covaxin and <a href="https://www.nepalitimes.com/latest/sputnik-v-vaccine-mystery-in-nepal/" target="_blank" rel="noopener noreferrer">the Russian Sputnik</a>.

Previous wildfires in 2008 and 2012 in Rasuwa and Nuwakot had also turned the sky dark over Kathmandu, but only briefly. What worries them is the extended nature of the current spate of fires that has now lasted five months, and continues to get worse.They say the main reason for this year’s disaster is the extended winter drought, with precipitation over Central Nepal at only 10% of normal, and the dry spell continuing into spring. Scientists are reluctant to make a direct correlation between climate crisis and individual weather events, but studies have shown that climate-related droughts did contribute to last year’s devastating fires in California and Australia."Spring rainfall varies year to year. Last year we had a relatively wet spring. This year is exceptionally dry with forest fires already in January," says Arnico Panday, an atmospheric scientist and senior research fellow at the Institute for Integrated Development Studies (IIDS). "While it is difficult to immediately connect specific events to climate change, which considers average change over decades, there is an expectation that climate change will bring more extreme dry and wet events even if total precipitation stays the same.”There could be other factors at play like accumulated brush in the undergrowth because of the movement restrictions last year that added  flammable material to the forest floor. Spring is a season when many farmers deliberately light fires to encourage new shoots for their livestock to graze on, or before maize planting. These practices could have allowed fires to spread faster this year because the underbrush was already tinder dry.Depopulation of Nepal’s hinterland due to out-migration also means there are fewer people to make and maintain firebreaks in community forests, and also to extinguish local fires when they ignite. Despite the unprecedented scale of the blazes the Home Ministry has not mobilised the security forces and local authorities to take action. National Disaster Risk Reduction and Management Authority has so far only been counting the number of fires, and expressing concern.Besides addressing the immediate health concerns for millions of Nepalis who are <a href="https://www.nepalitimes.com/banner/dirty-politics-dirty-air/" target="_blank" rel="noopener noreferrer">exposed to hazardous air</a> for days on end, the government also has to start looking at minimising the damage during the annual fire season in future.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/wildfires-ravage-nepal-mountains/" target="_blank" rel="noopener noreferrer">This year’s wildfires</a> have received a lot of attention because Kathmandu and other cities were badly affected, but air quality experts say the cumulative impact of vehicular emission and industrial pollution throughout the year is much more harmful to health. Without any ground or aerial firefighting ability on the scale needed, it may just be that Nepal will have to wait for the fires to burn themselves out.

Villagers sometimes set fire to the grasslands, and prevailing winds spread these blazes.Deficient winter rain this year has made the forests in the Nepal Tarai drier than usual, which has led to the fires this year more extensive.Kathmandu Valley recorded an Air Quality Index (AQI) reading of 421 at 4pm on Sunday, which is more than 10 times higher than the threshold set by the World Health Organisation for air safe for breathing.In addition to the smoke, there was also pollution from traffic emissions, cross-border industrial smog from India, as well as wind-blown sand from the Arabian desert that has been covering the Subcontinent for the past week.

Central Nepal engulfed in smoke

Earlier this month, Nepal received Rs1.6 billion from the World Bank as part of its <a href="https://nepalitimes.com/news/will-nepal-ever-be-paid-for-saving-trees">Forest Carbon Partnership Facility (FCPF)</a>, rewarding the country for increasing its carbon sink capacity. Nepal is the first in South Asia to benefit from this facility, and it is specifically to recompense the country for increasing forest cover in 13 Tarai districts between 2018-2024. “We are also trying to get another Rs13 billion from the facility while also preparing for free market-based carbon trading in the international market,” says Nabaraj Pudasaini of the REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) Implementation Centre. Big emitters of greenhouse gases are under pressure to reduce their carbon emissions, and many have signed agreements to do so by investing in decarbonisation projects in developing countries. Countries that emit more than a specified amount of carbon would be able to buy emission rights from countries that emit less. Nepal is internationally known for its community forestry program which has been largely credited for <a href="https://nepalitimes.com/banner/tree-mendous">increasing tree cover to over 45%</a> in less than three decades. But this achievement had not been adequately recognised or rewarded internationally before. Forests, especially in the tropics, absorb and store large amounts of carbon while releasing oxygen in a process known as photosynthesis. <a href="https://www.fao.org/forest-resources-assessment/en/">Preventing deforestation</a> and increasing canopy cover is considered a much more achievable goal than reducing emission in the scale necessary to limit global average temperature to 1.5°C above pre-industrial levels. COP11 in Montreal in 2005 first proposed reducing carbon emissions by improving forest quality by halting degradation. By 2015, a new mechanism of financial assistance was created to help less developed countries with sustainable management of forests <a href="https://www.un-redd.org/">(called REDD+)</a>. Under this new mechanism, countries receive aid based on their efforts to prevent forest degradation and increase carbon sink, and in 2021 the World Bank was entrusted with implementing it. Nepal’s FCPF receipt this month was calculated on the basis of 2.4 million tons of carbon stored at a rate of $5 per ton. In the second phase, Nepal will receive more than Rs4 billion within the next year for storing an additional 7 million tons of carbon. Eighty per cent of this amount obtained from carbon trading needs to be spent on local beneficiaries and indigenous communities.&nbsp; But carbon trading is not easy, Nepal needs to prove that protected forests will not be destroyed in future.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16.jpg" data-media-id="editor_4" data-image-id="20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="Greenbacks for greenery NT "> <figcaption>Photo: KUNDA DIXIT</figcaption> </figure>  Explains carbon trading expert Yugan Manandhar. “Forests should be handed over to the community and shown that they are managed sustainably. Proving this will be particularly challenging; forest encroachment and degradation is rife in the Tarai.” <a href="https://nepalitimes.com/multimedia/nepal-is-going-up-in-smoke">Deliberate forest fires</a> have also added to the challenge because they increase carbon emissions and reduce the sink capacity of forests. The basis for the amount that Nepal received was set five years ago by calculating the carbon reserves of forests in the 13 Tarai districts. In the meantime, sustainable forest management, tree plantation, forest destruction and erosion control were prioritised to increase carbon reserves in those forests. Nepal is signing another carbon trading agreement during the ongoing Baku climate conference. The <a href="https://www.leafcoalition.org/">Lowering Emissions by Accelerating Forest finance (LEAF Coalition) </a>proposes to sell the carbon stored in the forests of Bagmati, Gandaki and Lumbini provinces. For this, Nepal signed the letter of intent three years ago at COP26 in Glasgow. The target is to store 70 million tons of carbon in 32 million hectares of forest in the three provinces per which Nepal will receive Rs13 billion in four years at $10 per ton with provisions to increase the rate if various conditions are met. However, the agreement in itself doesn’t guarantee the amount. According to the targets set by Nepal, forest degradation should be stopped and carbon reserves increased by protecting tree cover. Preparations are also underway for clean air carbon trade because it has offset fossil fuel use by introducing 30,000 electric vehicles. Nepal has been selected for the first round to receive $40 million within one and a half years through the Clean Air System of the World Bank. Given that most of Nepal’s energy mix is from biomass, replacing them with electric stoves can significantly improve health by reducing indoor pollution as well as strengthen the country’s capacity for carbon trade. “Nepal's goal now is to sell carbon in the free market where carbon credits are bought and sold based on supply and demand in an open and transparent manner,” adds Pudasaini of the REDD Implementation Centre. “Nepal can now set its own price and bargain with interested buyer countries and organisations.” Lately, India has been discussing setting up a carbon market. Nepal has exported Rs12.72 billion worth of electricity to India so far this fiscal year, which can be traded under Nepal’s carbon market. “Carbon trading can create significant economic benefits for Nepal, which will help reinvest in development and environmental protection projects,” says Manandhar. “But we must prioritise sustainable management of forests, cutting older trees and allowing regrowth as well as promoting electric stoves and electric vehicles.”

Greenbacks for greenery

Khukri Rum is <a href="https://archive.nepalitimes.com/news.php?id=3719#.WurBk6SFPIU">one of Nepal’s most iconic brands</a>, and is now launching a new Cask Series premium product to sell in Nepal and abroad. The Cask Series Smoked Finish Khukri Rum is a limited edition sipping rum with only about 5,200 bottles made for export and rum connoisseurs in Nepal. Each bottle is numbered and will mention the cask from which it is derived. “We are taking a classic Nepali liquor to a premium, luxury rum category. Each Cask Series flavour line will only be produced once,” explains Shuvash Lamichhane, General Manager of The Nepal Distilleries that first started making Khukri rum in 1959 in Balaju and has never stopped. Fermented from molasses in the Tarai after the annual sugarcane harvest, the rum is matured for at least eight months during distillation. The distillery bottles the classic Khukri XXX, Coronation Khukri XXX, Khukri White Rum and Khukri Spiced Rum. It is now adding this limited edition of the Cask Series. While the original rum is stored in huge wooden vats, the rum used for this more exclusive line is in smaller casks made from oak or sal, with charred insides that give the rum a smoky, smoother flavour. The Cask Series rum is indeed smokier than the classic, while the spiced rum tastes toasty and mostly of cardamom. A sturdy patterned box that opens up to a black glass bottle with gold lettering, and an indication of which cask the rum is from. These are then shipped to premium customers around the world One of the reasons this is the more expensive premium line is because the casks are smaller than the vats and the blenders reject more than half of the rum in the casks when the aging period is complete. The trick for the blender is also to decide when to take the rum out of the cask. Says Lamichhane: “If we have 25 casks, only ten might match the flavour profile for a certain series.” Over the decades, The Nepal Distilleries has created and maintained a brand that feels quintessentially Nepali, and serves as Nepal’s ‘ambassador’ with exports to Germany, Korea, Belgium, Finland, the Czech Republic, besides the existing markets among Nepalis in the US, UK, Hong Kong and Australia. Its unique <a href="https://nepalitimes.com/here-now/khukri-rum-sharpens-its-act">khukri shaped bottle</a> first introduced for King Birendra’s coronation in 1975 has been a collector’s item. The bottle and rum have been a staple for Nepalis and visitors to take as gifts when they leave the country, and is used as decoration on bar tables around the world. Now, nearly 40 years later, even that bottle will soon be getting a makeover with a sharper design and sleeker handle. “Our bottle design has always been instantly recognisable,” says Lamichhane.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241122131124_b9474db3fc83c85845348dddc30c49652ee1f17229531867fa241de50849cedc.jpg" data-media-id="editor_3" data-image-id="20241122131124_b9474db3fc83c85845348dddc30c49652ee1f17229531867fa241de50849cedc" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Khukri Rum NT"> <figcaption>Christopher Armes, master blender of the Cask Series.</figcaption> </figure>  The Himalayan restaurant at The Hague, for example, has a Khukri Coronation bottle<a href="https://nepalitimes.com/here-now/from-the-himalaya-to-holland"> adorning its bar</a>. In Washington DC, Himalayan Heritage Restaurant &amp; Bar offers a ‘Nepalese Khukri Rum’ mojito with fresh mint, soda water, lime juice and sugar syrup, for $12. A distinct element of the <a href="https://nepalitimes.com/business/khukri-rum-gets-award">award-winning classic Khukri rum</a> is its 'modern auburn' colour from caramel sourced from cooking sugar and blended with the raw rum. The spirits are then stored in a warehouse with floor-to-ceiling vats which are not just for storage, as the wood imparts flavour into the rum, and removes a lot of the harshness. &nbsp; On a visit this week, the bottling room was just about to begin for the day and the production line was churning out different shapes and sizes of Khukri bottles. Most of the process is automated, including screwing bottle caps, sticking labels, placing the government seal, and packaging. The only manual intervention is quality control where bottles are held against the light to check for sediment and colour.

Khukri goes premium with new rum

Turkish Airlines has introduced a new amenity kit collection designed in collaboration with French fashion house Lanvin for international business class passengers on flights more than five hours. It consists of five pieces designed for sustainability and elegance. Bags are reusable and will consist of Lanvin cosmetic products like hand and body lotions and lip balm. Eye masks and socks are made from recycled materials, earplugs are packaged in paper and the toothbrush is bamboo.

Nepal now generates a surplus of electricity and it is all from renewable hydropower. Nearly half the country is under forest cover. Despite meeting these decarbonisation goals, Nepal’s hydropower plants are threatened by increased risk due to climate impact.&nbsp; Till <a href="https://nepalitimes.com/editorial/when-it-rains-it-pours-ksqprbu3">28 September</a>, Nepal was <a href="https://nepalitimes.com/news/india-nepal-sign-power-exchange-deal">exporting just over 1,000MW</a> of electricity to power-hungry India, when flash floods and landslides unleashed by historically heavy rains damaged over 30 hydropower plants across the country, temporarily <a href="https://nepalitimes.com/news/power-to-the-people">slashing nearly half the power generation.</a> The 456MW Upper Tamakosi in Dolakha was the hardest hit and it will take six months and Rs2 billion to repair. This has significantly reduced exports as well as domestic generation. Two months later, Nepal has still not been unable to fully keep its export commitment, and is actually paying Rs100 million in fines to India. Thirty-seven existing and under construction projects under the Independent Power Producers' Association Nepal (IPPAN) suffered Rs2.5 billion in damage. One of them is the 22MW Bagmati project in Makwanpur which was almost completely buried in flood debris. Even before <a href="https://nepalitimes.com/news/60-dead-64-missing-in-nepal-floods">record-breaking rain in September</a>, 15 other hydropower projects had been damaged by floods. Last year, floods caused by heavy localised rain damaged 28 hydropower plants. World governments met in Baku for COP29 to discuss the Loss &amp; Damage Fund and the Adaptation Fund, but for countries like Nepal the commas and brackets are meaningless until they are turned into $ and €. And likelihood of adequate compensation for climate-related damage is a long way off, if ever. Nepal’s national strategy is to use its vast hydropower resource as clean energy to spur economic growth, job creation, and boost export revenue. But the plants are located in narrow Himalayan valleys prone to landslides and floods even at the best of times. Now, those <a href="https://nepalitimes.com/opinion/comment/changing-climate-for-investment-in-nepal">risks have been heightened by weather extremes</a> due to climate breakdown. At present, Nepal generates over 3,300MW of clean hydropower, and the target is to reach 12,700MW in the next five years. Projects equivalent to 6,000MW are under construction or ready to start. The Ministry of Energy, Water Resources and Irrigation has an Energy Development Roadmap and Action Plan with the target of producing 28,500MW by 2035 by when more than half of it will be exported.&nbsp; “The climate crisis will further change the rainfall patterns making hydropower generation a big question mark in the future,” Manjeet Dhakal in Baku, who is also the Nepali adviser to the LDC Chair at the United Nations Framework Convention on Climate Change (UNFCCC). “We are building hydropower projects on rivers without evaluating risk. This whole process needs to be reviewed and reconsidered.” The report of the National Adaptation Plan published by the Ministry of Forest and Environment last year mentions that hydropower production, transmission and distribution will be at risk from flash floods, debris flows, glacial lake outbursts and rising temperatures.&nbsp; This risk is not confined to Nepal. Average global temperatures have increased by 1.3°C compared to the pre-industrial era. Worse, the Himalayan mountains are warming faster than the global average by 0.7°C because of elevation-dependent warming. A study conducted by our own Department of Hydrology and Meteorology in 2017 showed that the average temperature in Nepal has increased in the last four decades. Photo: RSS</figcaption> </figure>  Increased atmospheric temperatures has made the monsoon rains more erratic. It does not rain when it is supposed to, and it comes down in torrents when it is not supposed to. The September floods happened two weeks after the monsoon was supposed to retreat from central Nepal. Kathmandu Valley received half its annual precipitation in just over a day. &nbsp; Winter precipitation has also failed, especially in the high mountains and trans-Himalayan valleys. Thirteen of the past 19 years experienced winter drought. This impacts on dry season flows of the rivers, reducing hydropower generation. Nepal’s power capacity normally goes down by one-fourth during winter, but the gap is widening. The Kabeli corridor could only generate 20MW November-March even though plants there have an installed capacity of 200MW. Similarly, Upper Tamakosi only produced 65MW at most against its 456MW capacity last winter. The Nepal Electricity Authority (NEA) pays producers double the price for winter electricity, Rs8.40 per unit. Even though winter operation is highly profitable the rivers run low and NEA has to import from India to meet the winter demand. “This is not just a weather problem but a serious challenge also for the country's energy future, good climate-friendly design should be combined with policy and effective implementation,” says Subarna Das Shrestha, a hydropower investor and CEO of Sanima Mai Hydropower. “Insurance premiums have gone up as well, and settlement for damage is not timely.” <a href="https://nepalitimes.com/opinion/climate-risk-to-hydropower-investment">Hydropower investment</a> at one time was regarded as having a high rate of return. Now, some investors have become <a href="https://nepalitimes.com/banner/climate-smarter-himalayan-infrastructure">wary of the risks involved</a>. Says IPPAN’s Uttam Blon Lama: “Hydropower projects expected to give stable returns are now looking risky. Not only is climate adaptation design and planning expensive, but future repair and maintenance costs will also skyrocket.” Nepal has only one storage type dam <a href="https://nepalitimes.com/multimedia/rivers-be-dammed">in Kulekhani</a> and another one is being built in <a href="https://nepalitimes.com/multimedia/missing-pieces-of-the-hydropower-jigsaw">Tanahu</a>, but they are also at risk. In September, the sluice gates of Kulekhani Dam had to be opened causing loss of life and destruction downstream. Nepal has to learn lessons from the deadly collapse of the $1 billion <a href="https://nepalitimes.com/news/sikkim-flood-is-warning-to-nepal">Chungthang Dam in Sikkim</a> in October 2023 cause by a glacial lake burst. Glacial Lake Outburst Floods (GLOFs) in Nepal pose potentially catastrophic risk to infrastructure. The <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">Thame flood in August</a> was a relatively minor debris flow that damaged half of this village in the Everest region when <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">two glacial lakes at 4,760m burst</a>. Luckily there was no loss of life. Of the <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">47 high-risk glacial lakes</a> in the eastern Nepal Himalaya, 21 are in Nepal and the rest are in rivers in China that are tributaries of the Arun and Bhote Kosi where Nepal has major hydropower plants under construction, or planned.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241123021128_b596cd8520c57a6c5476031e7a3ea6510f26b464c4d5351d2bc10f6f7d6b70d8.jpg" data-media-id="editor_14" data-image-id="20241123021128_b596cd8520c57a6c5476031e7a3ea6510f26b464c4d5351d2bc10f6f7d6b70d8" data-rendition-name="original" width="871" height="648" loading="lazy" alt="Page 10-11 map #1236 NT"> </figure>  Global temperature rise is accelerating the melting of Himalayan snow and ice, increasing the <a href="https://nepalitimes.com/here-now/living-below-nepal-s-melting-mountains">number and size of glacial lakes</a> so that we do not even have names for them. Imja Tso did not even exist in the old trekking maps until 25 years ago, but is now a 2km long lake. “Natural moraine dams in the mountains are weak, and the projects downstream can face major destruction if they burst, and the risk will only increase in future,” warns climatologist Arun Bhakta Shrestha at the <a href="https://www.icimod.org/">International Centre for Integrated Mountain Development (ICIMOD)</a>. <a href="https://nepalitimes.com/here-now/terrifying-assessment-of-a-himalayan-melting">An ICIMOD assessment in 2019</a> projected that if present heating trends continue, as they probably will, the Himalaya will lose two-thirds of our glaciers by the end of this century. “Generally speaking, hydropower developers hand over the project to the government after 30 years but by that time given the climate risks, they may not be an asset anymore,” says Manjeet Dhakal. Indeed, the cascade of expensive projects India is building on the Arun River are supposed to be handed back to Nepal in 25 years, but there is a big ‘if’ about whether they will survive that long. &nbsp;&nbsp; Planning of hydropower projects is still based on historical hydrological data, and does not take into account future temperature rise and its consequences. Investors, on the other hand, say that planning hydropower projects with climate components would make them even more expensive.&nbsp; “It’s not that we aren’t preparing for climate risk, we design keeping in mind the once-in-100-year flood,” says Blon of IPPAN. “But if we start designing based on once in 1,000 years flood, the cost would be so high that we won’t be able to build them at all.” Nonetheless, Subarna Das Shrestha of Sanima Mai Hydropower says that there is no option but to go for climate smart infrastructure despite the higher cost. Sanima Mai's powerhouse, for example, is completely underground. The strategy could also be to spread the risk by building less expensive plants located on rivers all over the country. Nepal is also diversifying away from its sole reliance on hydroelectricity, which at present supplies 92% of the power in the grid.
