The rape and murder of Inisha BK in Surkhet earlier this month has become yet another case of the abuse and violence that women and girls continue to face — and pay for with their lives.&nbsp;
In Kalikot, police arrested a man in his 50s after he was found to have repeatedly sexually assaulted his 13-year-old relative. In Kathmandu's Maitighar, a seven-year-old has been demanding justice for her mother, who was raped and murdered in Khotang eight months ago.&nbsp;
These crimes have once again cast a harsh ­­­­spotlight on how Nepal’s state apparatus has repeatedly failed victims and survivors of sexual violence. This has fostered a sense of impunity that encourages more abuse.
Four teenage boys, one of them reportedly in a romantic relationship with Inisha, have been arrested for her brutal assault and murder. In the days since, Nepalis across the country have come together, as they have before after the same sort of crimes, to demand justice and accountability not just for Inisha but for countless other women and girls who are made to suffer.&nbsp;
Nepal Police records show an average of 2,400 cases of rape over the last five fiscal years, with 2,253 complaints filed in the past year. There are as many as 7 rape cases registered every day, while more are never reported to the police. Yet, even as there are resounding calls for accountability now for Inisha, there is the sense that law enforcement and the judicial system is not to be trusted to ensure safety and justice for women.&nbsp;
The 2018 rape and murder of 18-year-old Nirmala Panta has not been solved due to police mishandling of the investigation. That crime is etched on the national psyche. Thousands of survivors of wartime rape during the insurgency remain unaddressed by the state. Law enforcement shows apathy and loathing towards trans people, particularly sex workers, when they try to register complaints of sexual harassment and assault. Police are routinely reluctant to record complaints of marital rape.&nbsp;
And even if cases of sexual violence are registered, the state allows perpetrators to get away with fumbled investigations, a lack of sufficient evidence or statutes of limitation.&nbsp;
Adult men get away with grooming and assaulting minor survivors because both parties ‘have consented’ to being in a relationship. Survivors and families are often made to sign a मिलापत्र by police so they do not have to investigate and prosecute.&nbsp;
After this month’s election, there is hope that a fresh new elected leadership will govern the country better than their predecessors. There are strong demands that the government hold the rapists of Inisha, Nirmala and many other women and girls accountable for their crimes.
Whenever yet another case of sexual assault makes it to national headlines, there is an outcry to punish the perpetrators when (and if) they are found, and only after they have committed the crime. But what of our own homes, communities, society and culture where patriarchy is entrenched, and misogyny rampant?
Following Inisha’s rape and murder, the usual questions were already there on the social media manosphere: why would she go into the forest with a boy? Why did she have a boyfriend at 16? Online, some began their think-pieces with ‘I don’t mean to blame the victim … but young girls must be careful who they give themselves to.’&nbsp;
Almost every woman will have experienced sexual harassment, misconduct or violence one way or another — in casual conversations at work, walking on the streets, on public transport, interacting with people they know, just going about their daily lives.&nbsp;
And the onus of sexual abuse and violence always lies on those who are subjected to it: on how they dress, how they behave, how they exist. Meanwhile, perpetrators are excused and protected by their celebrity status, their wealth, connection, age, by their families and communities.
Meanwhile, young boys and men across the globe are increasingly radicalised on the internet, driven to violent and sexist behaviour as they are algorithmically led to believe that feminism and the calls for equality tramples on their rights.
Misogyny permeates everyday interactions, every time we dismiss the &nbsp;aggression of young men as ‘boys being boys’, every time men are taught to associate romantic relationships with aggressively pursuant behaviour, every instance that dated and sexist wedding rituals are taken in jest, every time women are silenced into sweeping domestic violence, abuse, and sexual assault under the rug.
Nepal’s laws must ensure that perpetrators of sexual violence are granted no leniency, regardless of age, background, or circumstance. But it must also be made abundantly clear to young boys and men at home, schools, and in the community that bad behaviour, however small, has consequences.

No nation for women

The series Nepal Made profiles Nepali products and the people who make them possible While premium beauty product outlets were closing during the Covid-19 pandemic, two young women gambled on setting up a new skin and haircare brand with natural ingredients mostly sourced from Nepal and suited for the Nepali complexion. Arushree Sharma Khatiwada and Megha Agarwal were batchmates in school before they left for studies abroad, returning to set up Avani Nepal after year-long rigorous research into ayurveda-based cosmetic products. Avani in Sanskrit means ‘earth’, and as the name suggests it is committed to bringing all natural, pure and authentic range of beauty solutions.&nbsp; “We found a gap in the Nepali market demand for cosmetics, which is why we decided on a brand sourced from all-natural Himalayan herbs that are not used or explored properly,” says co-founder Khatiwada.&nbsp; Nepal is a treasure trove for medicinal plants and those with therapeutic properties. After all, legend has it that Hanuman flew right across the subcontinent from Sri Lanka to the Himalaya to find a rare medicinal plant to save the life of Lord Ram, who was wounded in battle. When he could not find the specific plant, he tore off a whole mountain and brought it down. Avani is also trying to experiment hibiscus, Himalayan honey and other plants to eventually launch an export drive. Running a business in Nepal is no easy task, especially for small scale locally crafted products but in a few years, Avani has ammased loyal customer base and have many repeat customers. “While it was tricky initially, we were determined to launch our products with the best quality ingredients and in an affordable price range,” says Khatiwada. Following a worldwide trend and emulating the method used by Korean cosmetic brands, Avani has deployed celebrities and influencers to increase its outreach through tikTok , Facebook and YouTube. &nbsp;Actresses Barsha Shiwakoti and Shilpa Maskey and makeup artists like Lemi have reviewed their products favourably. Sutainability is a big part of the brand, and Avani uses glass bottles, cardboard boxes, paper bags for all its products. Plans are in the works to expand to India, China and in Japan partnering with Okada. Avani Nepal’s founders say that they support empowerment through employment and training opportunities for women at the company. Khatiwada herself has been engaged with organisations such as Nepal Women Chamber of Commerce, and Nepal Youth Entrepreneur Forum. Additional support from the government such as the provision of lower excise duties has helped but guidance for export and other business regulations is as crucial. Such an environment would also foster opportunities for the youth who are otherwise moving away for jobs or study abroad. “While everyone is trying to go abroad, opportunities can be created here in Nepal itself, with adequate support from the government,” says Khatiwada. “In the meantime, we are eyeing for long term benefits. Redefining the criteria for beauty

The pale green ice on the top of the lake gleams in the pale January sunlight. The dark waters beneath are visible through the translucent frozen surface. This is Thulagi Glacial Lake at the foot of Mt Manaslu in central Nepal, classified as one of the <a href="https://nepalitimes.com/here-now/danger-nepal-s-glacial-lakes-are-filling-up">most dangerous lakes </a>to appear in the Himalaya due to climate heating.&nbsp; The place is breathtaking not just because of its 4,050m altitude, but the scenery all around. The beauty belies the threat this expanding lake poses downstream along the Marsyangdi Valley. &nbsp; The lake lies at the terminus of the 4.5km long Thulagi Glacier. The local Gurung inhabitants call it Dona Tal. They say it started appearing in the 1960s. Trekkers used to be able to go to the other side, but now the glacier is riddled with ponds and boulders falling off the moraine that make it dangerous.&nbsp; Gurung adds rather matter-of-factly: “The lake will burst sooner or later.”&nbsp; Kathmandu-based International Centre for Integrated Mountain Development (ICIMOD) has been studying Thulagi for the past two decades. Topographic maps from the 1960s and early satellite images show the lake being much smaller.&nbsp; When the <a href="https://nepalitimes.com/news/nepal-s-resource-curse">Marsyangdi Hydropower Project</a> project was being built in 1994, the German Institute of Geology and Natural Resources with the Department of Hydrology and Meteorology measured the lake to be already 2km in length. More recent surveys show the lake has increased its size since then to more than 1 sq km. &nbsp; The lake is among 47 <a href="https://nepalitimes.com/here-now/meltpools-in-the-himalaya">dangerous glacial lakes in Nepal and Tibet </a>&nbsp;identified by ICIMOD in 2020 due to its size, the risk of landslides and avalanches, and the gradual collapse of the lake’s ice-core moraine dam.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260122100136_9b9fea3665494614c2d89e4202c735fd642a13552d67ca2be3da5c390320ca9b.jpg" data-media-id="editor_5" data-image-id="20260122100136_9b9fea3665494614c2d89e4202c735fd642a13552d67ca2be3da5c390320ca9b" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Thulagi glof"> <figcaption>Local guide Chandra Bahadur Gurung has been taking trekkers up to Thulagi Lake for 20 years.</figcaption> </figure>  In 2018 a team of glaciologists led by Umesh K Haritasya <a href="https://www.mdpi.com/2072-4292/10/5/798">published a journal article</a> about the evolution of three glacial lakes including Thulagi, Lower Barun, and Imja. Even back in 1976, Thulagi was twice the size of <a href="https://archive.nepalitimes.com/article/from-nepali-press/Diverting-danger,3172">Imja glacial lake</a> in the Khumbu and six times the size of the Lower Barun. The team measured the lake’s depth at 79m, and calculated that it held 36.1 million m3 of water. Since then, Thulagi has been growing at a slower rate than the other two lakes because it is shielded by shadows of mountains. There is also not as much glacial calving in the narrow valley.&nbsp; Nonetheless, scientists and experts have long warned that a Glacial Lake Outburst Flood (GLOF) from Thulagi poses a big risk to four hydropower projects on the Marsyangdi and settlements like Besisahar and Dumre (map).  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260125130136_eac3ccf38d2f91619825ab977bb21ea3eee84d6e87939721f9a8dbb7f0f22504.jpg" data-media-id="editor_8" data-image-id="20260125130136_eac3ccf38d2f91619825ab977bb21ea3eee84d6e87939721f9a8dbb7f0f22504" data-rendition-name="original" width="2076" height="1444" loading="lazy" alt="Thulagi map"> </figure>  The lake feeds into Dona Khola, a tributary of the Marsyangdi where the 49.9MW Dona Khola hydropower project is being built at a cost of Rs10 billion. Another 42MW Super Dona Khola project is planned on the river. “One of the trigger points that could lead to a glacial lake outburst could be the steep lateral moraine, which might be weakened by rapidly melting permafrost,” says Scott Watson, a University of Leeds researcher who was part of the team that conducted the 2018 study. Locals are already witnessing what Watson describes. They say that it was easy to reach Thulagi’s headwaters even until a few years ago, but that is now dangerous because of ice and rockfalls.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260122100136_217a1951a620e8efe11e5936600be172874976a0c04a1031495cf6687ce8f82c.jpg" data-media-id="editor_9" data-image-id="20260122100136_217a1951a620e8efe11e5936600be172874976a0c04a1031495cf6687ce8f82c" data-rendition-name="original" width="1426" height="1070" loading="lazy" alt="Thulagi glof"> <figcaption>The 50MW Upper Marsyangdi Hydropower Project station in Lamjung. A Thulagi Lake outburst would damage four hydropower projects on the Marsyangdi and its tributaries.</figcaption> </figure>  GLOF WARNING&nbsp; Glaciologist Rijan Bhakta Kayastha has been studying Thulagi since 1994, and was part of a team that discovered that the lake’s terminal moraine was made up of rocky soil on top and ice at its core.&nbsp; In 2020, Kayastha's team published a study that modelled the route of a possible GLOF. They found that if the lake burst, it would take 2.5 hours to reach Dharapani, and 4 hours to reach Bahundanda 39km downstream. The surge would be 13.7m high at Dharapani and 15m by the time it reached Taal, the village most at risk because it is situated only a few metres above the Marsyangdi. ‘Considering the size of the Thulagi glacial lake and its dam, it seems unlikely that a rock fall or avalanche would cause the lake to breach the moraine dam,” concluded the study. “But an earthquake or climate change would require a separate study. At present, there is no immediate or imminent threat of this glacier bursting.” MEMORIES OF 2021 Across Manang valley, residents are haunted by the memories of the <a href="https://nepalitimes.com/banner/himalayan-floods-a-sign-of-worse-to-come">2021 flood on the Marsyangdi</a> that swept away parts of Chame, Dharapani, Naso, and Taal villages.&nbsp; Kamarkali Gurung, grew up on the banks of the Marsyangdi in Dharapani, and had never imagined that the tranquil river she knew could become such a monster. She had saved up to build her own three-story property with 17 rooms.&nbsp; Her family was away that June evening when the flood swept away her hotel. “Not even a spoon remained, everything was gone,” says Kamarkali. “Losing the hotel hurt like losing a loved one. The Marsyangdi flows through my house now, I can never go back.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260122100136_925087c286f18a0374f5d2fae5cc528b6e8b5a55e02813e470c49b923b4f193a.jpg" data-media-id="editor_11" data-image-id="20260122100136_925087c286f18a0374f5d2fae5cc528b6e8b5a55e02813e470c49b923b4f193a" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Thulagi glof"> <figcaption>SURVIVORS: Kamarkali Gurung's hotel was swept away by the 2021 flood on the Marsyangdi. She now operates her hotel from a rented house in Dharapani.</figcaption> </figure>  Surendra Gurung, also a hotelier, was in Dharapani the night of the flood, and can still remember the fear as the river roared towards the village. “I did not know if I would live or die,” he says.&nbsp; Sirantal village was merely 10m above the Marsyangdi, and was completely destroyed by the flood. Thirty-two people were rescued by army helicopters, and most of the families have now relocated to Taal.&nbsp; One of them is Singha Bahadur Gurung who also ran a lodge for 20 years. “We did not have to buy anything except rice, the soil in Sirantal was so fertile,” he remembers.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260122100136_9da9290e59a6d565ae9cb81a850f725ccd937fd658d0adfabccfe4114ec94bed.jpg" data-media-id="editor_12" data-image-id="20260122100136_9da9290e59a6d565ae9cb81a850f725ccd937fd658d0adfabccfe4114ec94bed" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Thulagi glof"> <figcaption>Singha Bahadur Gurung operated a lodge in Sirantal before the flood swept it away in 2021.</figcaption> </figure>  Marsyangdi now flows through where Singha Gurung’s village used to be. “Ever since the flood, I am terrified every time it rains from June to August,” he says.&nbsp; The 2021 flood was during the monsoon, and was caused by unusually heavy rainfall in the catchment. A GLOF on the Marsyangdi would be much more destructive. Roshni Ghale, 46, runs a hotel in Taal, and escaped with her family to a nearby cave as the flood engulfed nearby homes.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260122100136_7a6b74a4c33b597e2815b035ec5d56ffea35923016518f0fb35bcc4fc925dccd.jpg" data-media-id="editor_13" data-image-id="20260122100136_7a6b74a4c33b597e2815b035ec5d56ffea35923016518f0fb35bcc4fc925dccd" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Thulagi glof"> <figcaption>Roshni Ghale spent six months after the 2021 flood rebuilding her hotel in Taal. Tourism has steadily picked up in the four years since the flood. </figcaption> </figure>  “We spent the next six months after the flood rebuilding our lives, going to bed hungry many a night,” she recalls. In the four years since, tourism has picked up again, but the<a href="https://nepalitimes.com/news/the-unseen-wounds-of-climate-disasters"> community is still traumatised</a>. In the wake of the floods, the government had begun talks to rehabilitate and repatriate the community, but until now, they have been <a href="https://nepalitimes.com/multimedia/from-one-disaster-to-the-next">empty promises</a>. In any case, the people here, most of them experienced hoteliers whose livelihood depends on tourism, are unwilling to uproot their lives and start over elsewhere.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260122100136_9a13c863422806eefdcd826ed12f9906e2372bd8f60f83c5351652eccf050384.jpg" data-media-id="editor_16" data-image-id="20260122100136_9a13c863422806eefdcd826ed12f9906e2372bd8f60f83c5351652eccf050384" data-rendition-name="original" width="1500" height="844" loading="lazy" alt="Thulagi glof"> <figcaption>Most of the survivors of the 2021 flood on the Marsyangdi from villages like Sirantal have relocated to the upstream village of Taal, which itself was hit by a monsoon flood in 2021.</figcaption> </figure>  DISASTER PREPAREDNESS Even though studies have assessed the risk of GLOFs in Manang and across Nepal, and warned about the damage that such floods could cause, it took until 2021 for early warning systems to be installed on the banks of the Marsyangdi and in the town of Taal.&nbsp; But beyond that, there has been little preparedness. Early warning systems and disaster preparedness are necessary not just along the Marsyangdi but also at and around Thulagi itself, say experts. Locals here are becoming increasingly aware of the risk posed by the expanding lake up the valley, but are reluctant to leave homes and communities that they have lived in for generations. The hydropower projects on the Dona Khola promises jobs, and the local government is upgrading the hiking trail to Thulagi Lake which has become a tourist attraction. “Manang now gets <a href="https://nepalitimes.com/here-now/too-little-snow-too-much-rain">too little snow and too much rain</a>, and the Marsyangdi charts its own course,” says Min Rashi Gurung, chair of Ward-1 of Naso rural municipality, where Thulagi is located. &nbsp; But help may be on the way.Last year, the Green Climate Fund (GCF) approved a $36.1 million grant to help Nepal reduce risk of GLOFs in Thulagi and four other glacial lakes. The project is managed by the government and the United Nations Development Programme (UNDP). The project is set to begin next fiscal year, and will reduce the water level in the four glacial lakes including Thulagi, similar to what was done in Imja and Tso Rolpa, says Dinkar Kayastha at the Department of Hydrology and Meteorology. &nbsp; Centre for Investigative Journalism - Nepal

Farmers melt into the mist as they head off to their farms. A weak sun filters through by mid-morning. Ducks waddle across the country roads, and cars swerve to avoid them. The indigenous Tharu and Sonaha communities here have deeply-rooted socio-cultural ties to the river. They have fished in it for generations, and fish is associated with births, deaths, and weddings. As their name suggests, the Sonaha have also traditionally panned for gold in the sand along the banks. But in recent decades, over-fishing, pollution and infrastructure have led to a decline in the Karnali’s fish population. Last week, near the Satti bridge connecting Sudurpaschim and Lumbini Provinces, the fog lifted to reveal the blue-green Karnali glimmering in the sun. Hundreds of people from Kailali’s Tikapur and Bardia’s Rajapur gathered for the inauguration of the Sakhi Fish Sanctuary — the first conservation effort of its kind in Nepal.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260116130120_ef2493a1124a33e90ca39f3a0b861ffef4a8bde6b5d3839f96e2fe7f583d0de8.jpg" data-media-id="editor_1" data-image-id="20260116130120_ef2493a1124a33e90ca39f3a0b861ffef4a8bde6b5d3839f96e2fe7f583d0de8" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Karnali aquatic reserve"> <figcaption>The Sonaha community have traditionally panned for gold in the sand along the banks of the Karnali River. Photos: GAYATRI PRADHAN / WWF NEPAL</figcaption> </figure>  The sanctuary covers nearly 4 sq km of the Lower Karnali that falls within the two municipalities, and is ecologically significant since it serves as critical breeding, spawning, and nursery habitats for endangered fish, reptiles and mammals.&nbsp; Here are found the rare Gangetic River Dolphin (Platanista gangetica), the <a href="https://nepalitimes.com/here-now/crocodile-chronicle">Gharial</a> (Gavialis gangeticus) &nbsp;fish-eating crocodile, and <a href="https://nepalitimes.com/here-now/saving-the-karnali-otters">Smooth-coated Otter</a> (Lutrogale perspicillata). In addition, there are 197 species of fish in the Karnali, of which 136 are found here in the Tarai section of the river. The pebbled riverbed is a breeding ground for fish when the river is low, while the oxbow lakes and loops created by the nearby Satti bridge are nursing grounds for fish. This is what makes this section of the Karnali ideal to be declared a sanctuary. But what makes the conservation effort really unique is that it is an initiative of the two local municipalities, the local Tharu, Sonaha and other indigenous communities. The sanctuary will support the river’s aquatic biodiversity, and is supported by the World Wildlife Fund (WWF), the Dolphin Conservation Centre, Freed Kamaiya Women Development Forum, Small Mammals Conservation and Research Foundation, and the Sonaha Bikas Samaj.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260115110116_f844434e0191df09ad6d6d7887a69491eaf15f0ff1b093c7866ab22cfb0c6c95.jpg" data-media-id="editor_4" data-image-id="20260115110116_f844434e0191df09ad6d6d7887a69491eaf15f0ff1b093c7866ab22cfb0c6c95" data-rendition-name="original" width="1358" height="1312" loading="lazy" alt="6-7 map"> </figure>  MEKONG LESSONS The mayors of Tikapur and Rajapur visited fish conservation zones in Laos along the Mekong River to learn about their conservation practices. &nbsp; “We have indiscriminately killed the fish in the Karnali during the breeding and nursing season,” said Rajapur Mayor Dipesh Tharu at the inauguration. “We felt that if this continued there would be no fish left.” Tharu is aware that some locals are wary of conservation initiatives, fearing that it will ban fishing altogether. The sanctuary will allow sustainable fishing but ban the use of dynamite and poison to kill fish.&nbsp; “The sanctuary will contribute to the conservation of not just fish species, but also the mammals and reptiles that live here,” explained ichthyologist Suresh Wagle. “It will protect the spawning and nursing grounds, restore the natural habitat of fish and ensure their genetic continuation.” Tikapur’s mayor Ram Lal Dangaura Tharu recalled his own childhood spent fishing in the Karnali: “Even two decades ago there used to be plenty of fish here, we used to bring baskets full of them home. Now, it is looking like there will be no fish left. This initiative will not just protect freshwater aquatic species but also the culture and heritage of indigenous groups linked to the river.” Komal Sonaha grew up fishing and panning for gold along the banks of the Karnali. The fish provided food, and the gold brought additional income. Sonaha also remembers Karnali brimming with fish when she was young. “But now, there are hardly any left,” she said. &nbsp; Sonaha is also a WWF Otter Champion, and part of the community-run river conservation groups that mobilise local communities for awareness. “Initially there was anger and suspicion among local communities, but now, there is a realisation that the sanctuary is the best thing that could have happened here,” Sonaha added.&nbsp; Sonaha and her family still pan for gold, but with the fish scarce, their primary means of livelihood has shifted to livestock like many other families in Tikapur and Rajapur, supported by national and local institutions.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260116130120_23d679da5c49f22342b4fd80f0d0ec5a1fb4c38fb4ac379d276a959f435b4f68.jpg" data-media-id="editor_6" data-image-id="20260116130120_23d679da5c49f22342b4fd80f0d0ec5a1fb4c38fb4ac379d276a959f435b4f68" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Karnali aquatic reserve"> <figcaption>Local communities whose livelihoods are linked with the Karnali river have been supported by organisations like WWF Nepal and other national and local organisations to set up alternative means of income generation.</figcaption> </figure>  Ashmita Tharu and Pratima Tharu also used to depend on fish, but now have shifted to vegetable farming in Rajapur. This time of year, there is spinach, cucumber, and cauliflower ready to be sold to nearby markets. The women are now financially independent and actively contribute to their household expenses and their children’s education. Said Pratima: “We used to fish in this river without thinking about the consequences. We had no idea how important conservation was.”&nbsp; Ashmita nods in agreement. “Now, we are self-employed and so busy with our vegtables that we do not even have time to fish anymore,” she said. Karnali Aquatic Reserve

The Himalaya is melting twice as fast as the global average, and this is accelerated by air pollution. Called black carbon, suspended particles emitted by industries, vehicle exhaust, or forest fires accelerate glacial retreat in High Asia. Dark matter makes the ice melt faster (as seen in Kapuche Lake in Kaski, pictured above).
The snowline is already retreating up the mountains due to winter drought and global warming, and this process is quickened by black carbon and reduced snowfall.
The Cryosphere Report 2025 by the International Cryosphere Climate Initiative (ICCI) underscores these alarming trends. Between 2000 and 2023, mountain glaciers lost an average of 273 gigatons of ice per year. Even the higher central and eastern regions of High Mountain Asia are projected to lose up to 60% of existing ice under a 1.5°C warming scenario and only 15% may remain if it touches 3°C.
The Hindu Kush and Karakoram were relatively stable in recent decades, but may lose 40% of their ice under a 2°C future but only 15% under a 1.5°C pathway.
These losses are not merely physical or environmental. They translate into long-term water, food, economic, and political insecurity for millions. According to the report, such cryosphere-driven impacts should be considered permanent on human time scales.
“Frozen systems are highly sensitive to seasonal changes, and their degradation can dramatically increase hazards such as rockfalls and landslides, threatening communities, infrastructure,” Hugues Lantuit, Researcher at the Alfred Wegener Institute, told Nepali Times in Belém. “This is why we need collaboration between researchers, local governments, and communities that translate scientific knowledge into practical adaptation strategies.”
At COP30 in Belém, global climate negotiations faced widespread criticism for sidelining key science. Major emitter countries were held unaccountable, and progress on phasing out fossil fuels was delayed. Only 88 countries have voluntarily supported a roadmap to phase out fossil fuels. While the biggest emitters continue to delay commitments, countries in the Global South bear the brunt of climate impact.
Since science was not sufficiently prioritised, important topics like the cryosphere received limited attention. Most cryosphere related events at COP30 were organised at a pavilion jointly hosted by ICCI and Iceland, but attendance was low, reflecting how glacier and permafrost loss remain niche topics within broader climate negotiations.
Nepal participated in the High-Level Meeting on Global Impacts of Cryosphere Loss and Paths of Return from Overshoot, organised by Iceland/Ambition on Melting Ice (AMI) high-level group and Tajikistan. Pakistan’s Secretary of Climate Change Aisha Humera, noted that glaciers in the Hindu Kush and Karakoram region are melting rapidly, impacting livelihoods and requiring massive adaptation efforts.
AKM Sohel of the Bangladesh Ministry of Finance drew attention to his country being at risk from record-breaking cyclones, storms, and long-term coastal flooding.
“Achieving the 1.5°C target is essential, and climate finance is necessary to implement adaptation measures nationwide,” Sohel said.
The latest cryosphere assessments further underline the urgency of immediate and deep reductions in greenhouse gas emissions globally. Reports recommend aiming for global temperature targets closer to 1°C to preserve as much of the cryosphere as possible. This requires more ambitious climate action, combined monitoring of cryosphere changes, adapting to impact, and mitigating future damage.
The cryosphere is at a tipping point, and its loss has immediate consequences for water security, livelihoods, infrastructure, and climate justice. Across High Asia, melting glaciers and thawing permafrost threaten communities and those living downstream.

The spheres-of-influence illusion

Despite the US’s ongoing “Operation Epic Fury” against Iran and its earlier kidnapping of Venezuelan leader Maduro, which have crippled the international order, preparations are underway for President Trump’s scheduled trip to China from 31 March to 2 April, 2026.
Trump last visited China in November 2017 during his first term. That visit was hailed as a success, and according to the White House, it laid the foundation for “<a href="https://trumpwhitehouse.archives.gov/briefings-statements/president-donald-j-trumps-state-visit-china/" target="_blank">productive engagement</a>” with China. Trump was honoured with special treatment no other US president ever received—a tea reception hosted by Chinese leader Xi Jinping inside the Forbidden City. Trump earlier welcomed Xi to his Mar-a-Lago estate in Florida in April 2017.&nbsp;
But the honeymoon did not last long. The Trump administration initiated a trade war on 6 July, 2018, by imposing 25 per cent tariffs on Chinese imports. Spiraling tensions became the dominant feature of US–China relations during the remainder of Trump’s first term and throughout the Biden administration.
The US–China relationship was off to a promising start after Trump won the November 2024 election. He frequently touted his good relationship with Xi, whom he invited to his <a href="https://www.cbsnews.com/news/trump-invites-china-xi-jinping-inauguration/" target="_blank">inauguration</a>. Xi sent Vice President Han Zheng to Washington, the highest level of Chinese presence on such occasions.
Trump seems to be his own ‘China desk officer’ now who favours a softer approach in his second term. The latest <a href="https://www.whitehouse.gov/wp-content/uploads/2025/12/2025-National-Security-Strategy.pdf" target="_blank">National Security Strategy</a> and <a href="https://media.defense.gov/2026/Jan/23/2003864773/-1/-1/0/2026-NATIONAL-DEFENSE-STRATEGY.PDF" target="_blank">National Defence Strategy</a> are both modest on China, avoiding calling China America’s ‘pacing threat’.&nbsp;
Trump’s current cabinet members are also less hawkish toward China. Notably, Secretary of State Marco Rubio has shown remarkable pragmatism, arguing for <a href="https://www.youtube.com/shorts/q4gK1BrT9Wk" target="_blank">engagement</a> and dialogue with China, different from his hardline stance as a senator.
Yet on 2 April, 2025, Trump imposed sweeping Liberation Day tariffs on virtually all US trading partners, and China topped the list with accumulated tariffs as high as 145 per cent. A defiant China hit back hard with its own 125 per cent tariffs on US goods. Beijing also swiftly imposed export restrictions on rare earths and paused the import of US soybeans, hurting the US economy and farmers who tend to be Trump supporters.
After several rounds of negotiations, the two countries reached a so-called tariff ‘truce’. When meeting with Xi in Busan, South Korea on 30 October, 2025, Trump called China “the <a href="https://www.fmprc.gov.cn/eng/xw/zyxw/202510/t20251030_11743886.html" target="_blank">biggest partner</a> of the US” and claimed that the two countries always had “<a href="https://www.fmprc.gov.cn/eng/xw/zyxw/202510/t20251030_11743886.html" target="_blank">a fantastic relationship</a>.” It was there that Trump reaffirmed his plan to visit China in spring 2026.
Many people wonder what kind of deal Trump is seeking with China. Some have speculated that perhaps he will <a href="https://thehill.com/opinion/national-security/5518004-trump-may-be-abandoning-taiwan-to-chinas-tender-mercies/" target="_blank">sacrifice Taiwan</a> in return for China’s increased purchase of US products. The Trump administration recently withheld a <a href="https://www.nytimes.com/2026/02/27/us/politics/trump-taiwan-arms-sale.html" target="_blank">weapons sale</a> to Taiwan valued at $13 billion, but this is a tactical adjustment to avoid derailing Trump’s Beijing trip. The sale will undoubtedly proceed after Trump returns from China. The United States is unlikely to please Beijing by ditching Taipei due to Taiwan’s strategic and economic values.
With many thorny issues such as Taiwan and the international order and structural conflicts associated with global power transition, the United States and China need to lower expectations about Trump’s trip and be realistic, aiming for several concrete deliverables.
First, extend the current tariff truce. Since the visit will be trade-focused, the two leaders should not impose any new tariffs until they find a better way to fix trade-related problems. As China continues to purchase more from the United States, Washington should cut tariffs and ease export controls for China while China should respond reciprocally. The encouraging news for Washington is that the US goods trade <a href="https://www.nytimes.com/2026/02/19/business/economy/imports-tariffs-trade-deficit.html" target="_blank">deficit with China</a> shrank to $202 billion in 2025, the lowest in more than two decades. China is apparently willing and able to purchase more from the United States, including oil and Boeing aircraft, if the political atmosphere is right.
Second, reopen consulates in Houston and Chengdu simultaneously. The US decision to close China’s consulate in Houston in July 2020, giving Chinese diplomats only <a href="https://www.reuters.com/article/world/us-gives-china-72-hours-to-shut-houston-consulate-trump-says-other-closures--idUSKCN24N0UZ/" target="_blank">72 hours</a> to vacate, was made rashly, leading to China’s retaliation by closing the US consulate in Chengdu, escalating bilateral tensions. Houston and Chengdu represent the heartland of each country. The reopening of the two diplomatic posts will not only substantially expand trade and other exchanges between the two heartland regions but also signal to the world that the two countries are willing to engage rationally and peacefully despite differences.
Third, promote tourism and educational exchanges. Tourism and people-to-people exchanges could serve as a buffer against political and diplomatic tensions. China can consider 30-day visa-free for American visitors since it has granted citizens of dozens of countries this policy, including <a href="https://www.bbc.com/news/articles/c875d3d3x34o" target="_blank">Canada and the United Kingdom</a> following their leaders’ recent visits to China. To welcome more Americans to China and make visiting China easier, it is fitting for Beijing to announce the 30-day visa-free policy for Americans when Trump is in town. Meanwhile, the United States can encourage more Americans to travel to and <a href="https://www.insidehighered.com/opinion/views/2024/03/08/us-should-encourage-americans-study-china-opinion" target="_blank">study in China</a>. Such measures would help generate goodwill between Americans and Chinese.
The US–China relationship faces daunting challenges. Both Trump and Xi view summit meetings as crucial in arresting the deterioration of bilateral relations, and both want this visit to be a success.
The two sides will have to agree to disagree on highly controversial issues, including Taiwan and the global order. Instead, they should focus on areas where their interests align, such as keeping a strong trading relationship and advancing people-to-people exchanges. A relationship bound by close trade ties and robust societal exchanges is unlikely to end in war. One visit will not solve all the problems between the two rivaling powers, but a pragmatic approach that helps stabilize the relationship serves the interests of both countries.

Trump’s China Trip: Aiming for Deliverables

Nepal’s new political wave has been described in many ways: a generational shift, a technocratic shift, a shift in ideas, and a shift in political behaviour. Young leaders now sit in Parliament, many with international education and policy experience.
But amid this excitement, a quieter truth risks getting lost: this political transformation is also the ascent of people who, until recently, were the grassroots themselves.
For the first time, many of the people now sitting in government are not distant elites. They are people I have marched with, argued with, worked with, and been inspired by for more than a decade.
They are people who once stood ankle‑deep in floodwaters, not in front of press conferences. As optimism rises around the new government, we must not forget that the climate crisis has not slowed down. 
The monsoon is at our doorstep again. And if the disasters from previous years taught us anything, it is that climate impacts do not wait for political transitions. And our mountains and rivers do not care who sits in Singha Darbar.
What is different this time is who holds power.
During the <a href="https://nepalitimes.com/opinion/flood-of-despair" target="_blank">September 2024 floods in Kathmandu</a>, the first responders were not the state or development machinery. It was ordinary young people. A loosely formed WhatsApp network coordinated everything from dispatching mountain bikers to landslide‑stranded areas, to pooling relief supplies, to delivering materials to army bases for airlifting. These were citizens acting out of necessity, not mandate.
Many from that very network are now part of the government. As I have argued before in Nepali Times, top‑down climate responses in Nepal have always been too little, too late, and too disconnected from lived experience. The only proven path is bottom‑up, community-led adaptation where those who face the risks daily shape the solutions. 
International research backs this: community-based adaptation has been central to success stories from Bangladesh’s cyclone shelters to Vietnam’s mangrove restoration to the Philippines’ barangay disaster committees. The world has repeatedly learned that resilience grows from the ground up, not the top down.
RARE MOMENT
Nepal now has a rare political moment where people with lived experience of crisis sit in positions of authority. The real test is whether this lived experience becomes policy and immediate action.
The expectation should not be that these new leaders deliver because of their degrees. It should be because they remember where they come from and use their privilege to strengthen and fund local institutions, networks and people who kept this country functioning long before governments did.
The monsoon that starts in June will test the government’s commitment to governing from the bottom up. Will these new leaders govern the way they once volunteered — listening first, acting fast, improvising where needed, and involving those closest to the danger? Or will the weight of the state push them back toward the familiar comfort of top‑down plans and consultant reports?
The challenges are complex. <a href="https://nepalitimes.com/opinion/comment/a-pre-monsoon-deja-vu" target="_blank">Climate change is driving displacement</a>, deepening poverty, and exacerbating gendered vulnerabilities. Climate adaptation, therefore, needs cross-sectoral solutions that understand how these issues intersect.
Long-term transformation is essential. Our major cities like Kathmandu desperately need a future where rivers are protected instead of mined, where an urban forest cools our heat‑trapping city, and where mobility focuses on sustainability, not just shiny EVs. Our mountain villages and terai lowlands deserve a community resilient to climate impacts, with livelihoods protected.
These require years of work. But immediate, life-saving measures cannot wait.
Will the government finally rein in the sand mining and quarrying upstream of the Rosi and Nakkhu Khola? Will someone sit down with the communities on the riverbanks and listen to the early warning signs they’ve learned through pain? Will climate adaptation be prioritised amidst political noise and competing crises?
Or will we find ourselves, yet again, mourning damage that could have been prevented? I have been inspired by many of the individuals now in government — they questioned old hierarchies, challenged worn‑out norms, and believed that things could be done differently. 
But while the faces in Parliament have changed, the bureaucracy has not. Development organisations and civil society groups have not. And those systems are slow: too slow for the speed at which our climate is changing.
So something has to give. And that shift must begin with remembering where this political movement came from: the grassroots. Those now in power must not forget the urgency they once carried in their bones. They cannot forget the feeling of wading into murky floodwater, holding a bag of rice over their heads. 
And it is our responsibility — mine <a href="https://nepalitimes.com/news/turning-green-policies-into-greenbacks" target="_blank">as a writer</a>, yours as a reader, and ours as citizens — to remind them. The real spark for <a href="https://nepalitimes.com/opinion/measuring-climate-impact-on-culture-and-heritage" target="_blank">climate action</a> comes from personal stories of loss, fear, survival, and solidarity. And suddenly, those stories are no longer outside the halls of government. They are inside.
The question is no longer whether our leaders understand the stakes. They do. They lived it. The real question, as the skies grow heavier again, is this: What will we do with this moment?

Soon, the monsoon

Nepal's general election was notable not merely for its electoral outcome, but for the quality of civic discourse it produced. In homes, tea shops, polling queues, and university corridors across the country, citizens engaged with political questions in ways that felt qualitatively different from previous cycles.&nbsp;
Conversations extended well beyond candidate assessments and partisan allegiances — they were about institutional integrity, government accountability, and the structural direction of the country over the coming decade. For a significant portion of the electorate, the election carried the weight of a historical inflection point.&nbsp;
For others, it prompted measured reflection rather than unqualified optimism. Both responses deserve serious consideration.
Among the most consequential developments was the mobilisation of young voters on an unprecedented scale. Over one million new voters registered with the Election Commission, bringing the total electorate to 19,005,324 — a substantial expansion in a country of 30 million people.&nbsp;
The visible presence of first-time voters at polling stations across Kathmandu Valley was striking. Many waited patiently and with purpose at polling stations. This was a meaningful departure from earlier elections in which many young Nepalis considered the political system to be inaccessible, corrupt, or indifferent to their concerns.&nbsp;
But when citizens internalise a sense of ownership over democratic processes, participation deepens in ways that institutional incentives alone cannot produce.
National voter turnout reached approximately 60%, with several constituencies like Kathmandu-5 recording 71.31%. That reflected genuine civic engagement but also revealed that four in every ten eligible voters did not exercise their franchise.&nbsp;
This gap was not uniformly distributed. It correlates with geographic remoteness, socioeconomic disadvantage, and, critically, migration status.
Nepal's diaspora population - concentrated primarily in the Gulf states, Malaysia, and South Korea - contributes remittances that account for close to one quarter of the country's GDP. They constitute one of the most economically significant constituencies in the nation, yet many are not allowed to vote.&nbsp;
This disparity between economic contribution and political representation is widely recognised among young Nepalis abroad and represents a fundamental inconsistency in Nepal's democratic framework.
GENERATION GAP
This election marked a generational transition in Nepal's legislative composition. For several decades, political leadership at the national level was dominated by figures who retained prominence across successive constitutional and governmental changes. Now it is a cohort of younger parliamentarians drawn from backgrounds in law, civil society, policy analysis, and the professional sector.&nbsp;
Their entry into the legislature has generated a palpable sense of renewal among segments of the electorate that had grown disenchanted with the continuity of familiar leadership. Notably, in a number of constituencies, candidates from opposing parties offered public congratulations following the announcement of results, and in some instances participated jointly in post-election gatherings.&nbsp;
While such gestures may appear ceremonial, they reflect a civic disposition — the capacity to acknowledge political competition without resorting to antagonism — that democratic systems require in order to function sustainably.
The consolidation of electoral support around a single political force raises legitimate questions about the future character of parliamentary debate. Opposition parties perform an indispensable function in democratic governance: they scrutinise legislation, interrogate executive decisions, and represent constituencies and perspectives that may not be served by the governing majority.&nbsp;
Historical evidence, both in Nepal and internationally, demonstrates that the weakening of opposition does not produce more effective governance — it produces governance less subject to accountability. Nepal's incoming Parliament would do well to recognise that principled disagreement is not an impediment to the democratic process, it is an expression of it.
The electoral performance of the RSP invites comparison with earlier moments of political transformation in Nepal's recent history. The scale of popular enthusiasm surrounding the RSP's rise is not without precedent. Following the conclusion of the Maoist insurgency, the Communist Party of Nepal (Maoist) secured a decisive electoral mandate in 2008 amid widespread public expectation of systemic change.&nbsp;
The parallels are instructive, not as a prediction of failure, but as a reminder that democratic renewal requires sustained institutional commitment well beyond the period of electoral momentum. The capacity to translate popular mandate into durable governance reform is the measure by which political movements must ultimately be judged.
Nepal's constitutional guarantee of at least 33% female representation in Parliament has genuine democratic import. However, the mechanisms through which this threshold is met warrant critical examination.&nbsp;
In this election, women constituted only 388 of the 3,046 candidates contesting 165 first-past-the-post seats. The constitutional quota is fulfilled primarily through proportional representation lists, a process that formally satisfies the legal requirement while potentially obscuring the absence of genuine structural support for women's direct electoral participation.&nbsp;
Women candidates routinely operate with fewer financial resources, reduced party infrastructure, and disproportionate public scrutiny directed at personal rather than policy matters.&nbsp;
The parliamentarians who succeeded did so as a consequence of sustained commitment in the face of considerable institutional obstacles. Their presence is important. The conditions that made their path unnecessarily difficult must be addressed.
Democratic participation cannot be conceived solely in terms of legal rights, it must also be understood as a function of physical access. The design of electoral infrastructure communicates, in concrete terms, who is envisioned as a participant in democratic life.&nbsp;
Observing the formal transfer of ballot boxes under security escort prompted a recognition that institutional processes, however routinised in appearance, are sustained by collective trust and collective sacrifice. Democratic systems endure not because they are structurally perfect, but because citizens continue to invest them with meaning and hold them to account.
The 5 March election was held three days before International Women's Day. In Nepal, as across much of the world, women continue to face systemic disadvantages in public life, economic participation, and personal safety.&nbsp;
There must be an honest assessment of these conditions and in concrete commitment to their redress — through a safer public environment, equitable political representation, fair access to economic opportunity, and the consistent application of dignity in everyday social conduct. Anything less risks reducing a serious occasion to a performative exercise.
Nepal's current political moment carries genuine promise. A younger legislative cohort, a more politically engaged citizenry, and a demonstrable willingness among many citizens to hold institutions to higher standards.&nbsp;
They do not, however, constitute change in themselves. The critical work of democratic consolidation lies ahead: in the formulation and implementation of sound policy, accountability, and in the cultivation of a political culture in which public office is understood as a form of civic service rather than a source of personal authority.
Political progress is not measured by the energy of an election night. It is measured by the quality of governance that follows — by decisions made outside the public eye, by commitments honoured or abandoned when scrutiny recedes.&nbsp;
Nepal does not require only new faces in positions of power. It requires a durable transformation in the relationship between those who govern and those who are governed — one founded on the principle that public officials are, in the most fundamental sense, accountable to the people they serve. The ballot has rendered its judgment. The responsibility for what follows is shared by all.

After the ballot in Nepal

Nepal has delivered a clear, decisive mandate to the RSP in this election, breaking many previous records.&nbsp;
Not even Pushpa Kamal Dahal got such a victory during the first Constituent Assembly election in 2008 in which he had emerged as a larger-than-life figure after the conflict. What Balendra Shah has achieved is rare in Nepal’s 35-year-old multiparty democratic system.
The campaign slogan ‘Abki Baar Balen Sarkar’ was heard right across the Tarai, even though the turnout of 58%, was the lowest in Nepal’s multiparty history. Many Nepalis in the Gulf could not return to vote, others could not travel back to their districts from the cities.&nbsp;
Traditional voters of the old parties may also not have turned out to vote. This election was all inclusive, all old or new parties and independent confidantes participated and voting was &nbsp;held on time as mandated to interim prime minister Shushila Karki.
Nepal is now going to have a ‘Balen sarkar’ of the RSP, a party barely three years old moving to a two-thirds majority. In the proportional representation count, it is securing more than 50% of total party votes.&nbsp;
All this is rare in Nepali political history, when a single party gained a majority for the first time since 1999, especially given the mixed electoral system, which generally reduces the possibility of a single party obtaining a majority. The popularity of the rapper-turned-politician and former mayor of Kathmandu has made this remarkable outcome possible. &nbsp;

The result will also weaken the argument that the mixed electoral system is not suitable for Nepal, an argument that had recently been gaining momentum.
Balendra defeated former Prime Minister K P Oli in his stronghold of Jhapa-5, considered the Leningrad of the Nepali left. All former prime ministers in the fray, except Dahal, have lost their seats. Shah’s popularity was often dismissed as merely a social media hype, but his decision not to become the interim leader after the GenZ movement now appears to have been a wise one.&nbsp;
Nepal was in dire need of a stable government, and is now going to have one. Past mergers and coalitions have fallen apart due to power clashes. There have been 30 governments in the past 35 years of multi-party political history. No government in that time ever completed its five-year term.&nbsp;
Parties were unresponsive to the people’s desire for accountable and efficient government. These were the objective conditions that drove the GenZ movement, and also emerged as the main issues in this election. Voters rejected the old political parties, reducing them to one of the lowest levels in history.&nbsp;
The communist parties have suffered significantly in terms of seats and vote share, while the RSP has performed very well across all parts of Nepal, including Madhes, where its prospects were previously considered weak because of its past anti-federalism stance. The RSP managed to defeat even Madhes-centric parties.&nbsp;
CHALLENGES
Great power brings great responsibility, and the RSP government will face several challenges from day one. It will have to ensure transparency, maintain stability and have an economic blueprint for job creation and development.&nbsp;
There is also the possibility of internal rivalry between Shah and Rabi Lamichhane, the founding chair of the party. Lamichhane is considered an ambitious figure, and so is Shah — although he keeps his cards close to his chest and is introverted. Their egos could clash, creating divisions within the party when it gets into government.
The RSP has promised constitutional reforms that emerged during the GenZ movement. It has pledged to introduce a discussion paper on proposed constitutional amendments covering issues such as a directly elected executive, a fully proportional Parliament, and reforms in the country’s federal system.&nbsp;
These changes would require a two-thirds majority in the National Assembly as well, where the RSP currently has no presence. Support of the other parties would be essential. As leader, Shah will have to move away from his earlier aggressive and confrontational attitude, and instead adopt an approach based on cooperation and consultation in order to advance his agenda.
The election results suggest that there was deep dissatisfaction, distrust, and anger among Nepalis toward the old political establishment. The new government will have to restructure the Nepali state, focusing on tackling the issues such as corruption, favouritism and political appointments in the bureaucracy and judiciary, so that public trust in the system can be restored.&nbsp;
The people have played their part, now it is the turn of the RSP to deliver. Here, the economic sector needs and overhaul to reduce dependence on remittances. Unemployment among youth is at 20%, and following the arson and vandalism in September foreign investment declined by 40%.&nbsp;
The new government's main task will be reversing out-migration by creating jobs at home, which requires a better investment climate and economic reform. Many hydropower projects remain incomplete, but Nepal can monetise its geography and water resources to boost the economy. Nepal’s industrial and manufacturing sector needs reorganisation and investment.
Another task will be to ensure justice for the victims of the GenZ movement by making public the report of the Gauri Bahadur Karki Commission and delivering justice to those affected. The Shah-led government will need to deliver on the promises made.
It will also have to carefully manage balanced relations between India, China, and the United States. As mayor of Kathmandu, Balendra Shah’s views on India were critical and hardline, when he displayed a map of ‘Greater Nepal’ in his office in 2023.
However, given India’s importance in Nepal’s development journey, he must move beyond past emotional and nationalist rhetoric and work toward building constructive relations with New Delhi.&nbsp;
India will have to be reassured that its interests in the neighbourhood will not be ignored and that Nepal will remain sensitive to India’s security concerns, while also assuring China that Nepal will not become part of any U S strategy directed against Chinese interests.

Nepalis deliver a mature and historic mandate

Nepal’s 5 March election may represent one of the most significant political shifts since the country adopted its republican constitution in 2015. What began as a youth-led protest last year has grown into a strong electoral mandate.&nbsp;
The Rastriya Swatantra Party (RSP), led by Kathmandu’s former mayor Balendra ‘Balen’ Shah, appears set for a major victory, reshaping the political landscape and challenging the long-standing dominance of traditional parties.
The scale of this change is truly remarkable. Early vote counts show the RSP winning or leading in most regions, outpacing well-established political figures and ending the dominance of parties like the Nepali Congress and the Communist factions.
Based on current trends, the RSP appears on track to secure an outright majority within Nepal’s 275-seat lower house of Parliament. It might also achieve a two-thirds majority once the results of the proportional representation segment of Nepal’s mixed electoral system are finalised. This development contradicts a common assumption among most analysts – including this one – that Nepal’s complex electoral system would make unstable coalition governments likely.
A COMPLICATED PHASE
For many Nepalis, especially the youth, this election means more than just a regular democratic process. It signifies a rejection of the old political order. Still, the RSP’s electoral success does not mean all of Nepal’s political problems are solved. In fact, it marks the beginning of a more complicated phase.
The rise of the RSP highlights widespread dissatisfaction with Nepal’s political leadership. Years of instability, corruption, economic stagnation, and high unemployment have eroded public trust in traditional parties.
The turning point came with youth protests in September 2025, driven by frustration with government policies and social discontent. These protests led to Prime Minister Khadga Prasad Sharma Oli’s resignation and early elections.
In this atmosphere, the RSP positioned itself as a change-maker. Its anti-corruption rhetoric, active social media presence, and connection with young voters resonated with the public mood.
What is happening now is a major political upheaval. Established parties, used to sharing power, now face a very different political landscape. However, turning electoral support into effective governance will be a major challenge, far more difficult than winning votes.
The first big hurdle for any RSP-led government will be managing governance itself. While the party’s rise is fueled by hopes of reform, turning those hopes into real policies will require strong administration, discipline, and teamwork, traits that new political parties often struggle to develop.
Nepal’s bureaucratic system is complex and often resistant to change. Overhauling government institutions, improving public services, and fighting corruption will need continuous reforms, not just words.
Public expectations are sky-high. Ironically, this might be the biggest challenge for the RSP. If reforms stall or internal conflicts arise, public disillusionment could grow quickly.
Nepal’s economy faces serious issues. Many citizens work abroad, sending remittances that support the economy but also highlight the lack of local opportunities. Youth unemployment, underemployment, and slow economic growth are ongoing problems.
An RSP-led government must develop a credible economic plan focused on job creation, attracting investment, and infrastructure. Without visible progress, the initial enthusiasm for change could fade fast.
Meanwhile, Nepal’s young population is a vital resource. If the new government harnesses this talent by encouraging entrepreneurship, using technology, and investing in education, it can turn societal frustration into economic development.
Nepal’s strategic position between India and China adds extra complexity. The country has traditionally kept a delicate balance in its relations with both neighbors, along with other international partners. The new government might face pressure to shift this balance, with both India and China closely watching foreign policy moves. The challenge is to protect Nepal’s sovereignty while gaining the economic aid needed for growth.
UNIQUE OPPORTUNITY
Despite these challenges, the 5 March election offers a unique opportunity. Nepal’s democracy, often complicated, has once again shown its resilience and ability to renew itself. Voters have peacefully replaced the old political elite with a new generation of leaders, an achievement worth celebrating.
If the RSP can move beyond protest politics and develop a comprehensive governance plan, Nepal could enter a new era of growth and renewal. A government dedicated to integrity, opportunity, and reform could rebuild public trust in democracy.
However, history warns us that revolutions often create expectations that exceed institutional capacity. For Nepal, the real work begins now.

The sense of sight is front, centre, and everywhere else as hundreds of eyes follow visitors while they move from one painting to the next at Nikhil Bahadur Shakya’s ongoing exhibition at Siddhartha Art Gallery. Shakya has used blank canvases as well as partially-done thangka and paintings as a base for more than 50 works on display. The exhibit takes visitors beyond the physical world into a surreal spiritual realm. Shakya strips the human body down to muscle, tendon, networks of nerves, and skeleton. During the Covid-19 pandemic, confronted by the fragility of life and the stark reality of death, his art took an introspective turn. The paintings have splashes of neon yellow, pink, red, orange, green, and gold, and Shakya combines them with black and white to create the human body, sunflowers, geometrical shapes, and the cosmos — turning these motifs into elements of devotion and spirituality. His Sunflower series draws from a field of blossoms, and the eyes stare back at visitors in an almost-hypnotic gaze. Shakya was compelled to create Sunyata when he saw a monk, his body thin and face gaunt, meditating peacefully. “Many viewers might find the painting frightening, but when they take it home, I think it will give them strength whenever they feel like they need it,” says Shakya. The exhibit also includes a gigantic painting of Masan Bhairav spread across two canvases, capturing the majesty of the original work housed at Banepa’s Chandeswori Temple. In the mind's eye

I was a new mother trying to protect my young family from Covid in 2020, and that was when I first noticed Jacinda Ardern’s leadership. Our own prime minister was spreading misinformation about the strong immune system of Nepalis and our herbal concoctions being antidotes.&nbsp; Later in 2024, Ardern showed up after the mass shooting at mosques in New Zealand with tears in her eyes, and the strong message: “They are us.” It was refreshing to see such empathetic leadership, especially as political news was dominated by elected authoritarians, while Nepal was held hostage by repeat prime ministers.&nbsp; Ardern’s book A Different Kind of Leadership should be essential reading for all Nepalis with political aspirations, especially the new generation that wants real change. The theme that repeats throughout the book is to be human before becoming a politician.&nbsp; The book is not just about Ardern showing up for her people as one of them, it is also about why she decided to show up the way she did, and what brought her to politics to begin with — resolve, a little bit of luck, and stepping up when she had to.&nbsp; Political ambition is not a bad thing. But stepping up to lead when the situation demands it, and knowing when it is time to leave, is what makes a leader. Ardern was given the opportunity to become her party’s deputy leader at a relatively young age, and her party leader resigned — two events uncommon in Nepali politics. Ardern mentions multiple times not thinking of herself as politician material because she has a thin skin, and she talks equally often of her feelings of being intimidated in political spaces, up until she accepted the position of party leader.&nbsp; But she was accountable at a time when we in Nepal were getting used to non-reactions and non-answers from the loud, confident men who played with power. Somehow, somewhere, not least because of the malestream ideas we have been fed about politics and politicians, we imagine that leadership should look a certain way. Strong, macho, loud, confident or even better, overconfident. We imagine that empathetic leadership is soft, is scared to make people angry, is ineffective.&nbsp; LOOKING AFTER PEOPLE Ardern’s leadership was effective. New Zealand had less Covid fatalities than most developed countries, and it went in and out of lockdown with relative ease. Ardern’s approval ratings were high at a very unstable time in politics globally. A significant portion of the chapters that talk about Ardern’s time in office also delve into her struggles being a working mother. But she does not consider herself a supermom who did it all. She portrays herself as simply a working mom, one with lots of support, and discusses how common it is for parents, especially mothers, to juggle work and family. She comes across as one of us. There is a section in the book where Ardern’s daughter asks her the question she has been dreading, and which many of us working moms also face, “Mummy, why do you have to work so much?” Ardern explains that she has a “very important job” and explains it to her three-and-half-year-old as “looking after people”.&nbsp; I put down the book when I reached that sentence. I want the next prime minister of my country to read this book, and then lead. I want the next prime minister of Nepal to think that he (all the top contenders for the job are men, page 9) is looking after people, making sure no Nepali child is undernourished, that people can make a living without risking their lives, hearing the concerns of citizens and solving them.&nbsp; I want him to lead like a woman, like Sushila Karki has been leading for the last six months, with quiet determination and integrity, and without fanfare. I want him to remember that leadership is just service, and that, like Maya Angelou wrote, ‘Your legacy is what you do every day.’ It is not loud speeches and the making of some imagined, glorified history. Karki was picked to lead us back during the black days of early September when the country was in flames. The very first video of her on 9 September, the day after young people and students had been shot by the government that was meant to protect them shows her angry and emotional, her voice shaking.&nbsp; It was Karki’s actions in those days of fragility that showed us, once again, that the leader we deserve gets emotional on our behalf, but also knows how to do the work. After five years of leading her country through a global pandemic, Ardern realised that she is exhausted, that she does not have enough in her anymore to keep leading New Zealand, and she steps down.&nbsp; Towards the end of the book, Ardern tells readers like herself, sensitive and self-doubting, that if we want to be leaders, we should channel our anxieties and sensitivities to humble ourselves, to read more and seek out advice, and prepare ourselves for the challenges. Nepal’s next prime minister has to have these qualities: humility, teamwork, diligence and accountability. Ending Nepal’s malestream politics

If you did not watch the understated movie उनको स्विटर / (The Woolen Sweater) after it was released in May last year, you missed a major turning point in Nepali cinema. Much-hyped films fall short of expectations, but here is an exquisitely acted and directed production with a strong underlying message of tolerance. What a contrast from formulaic melodramatic Kollywood fare — a love story so simple, cinematography so subtle in capturing the beauty of the monsoon on mountain pastures, and a background folk song accompaniment that evokes the flavour and tenor of multi-ethnic eastern Nepal. Since its release, Unko Sweater received praise in Nepal, but it was in multiplexes across Nepaliphone India where the movie became a rage. Positive reviews spread by word of mouth on social media, where the script, performance and camera work were praised for reflecting a genuine and unsullied rural Nepal. The movie is a layered portrayal of caste, ethnicity, gender and culture with the tender romance between the shy Dharanidhar Kafle (Bipin Karki) and Phool Gurung (Miruna Magar) in which the two, despite being soulmates, have to deal with societal norms and gossip. They do this without rebelling, in their own quiet way. In the first scene in a crowded jeep, people are seen discussing an election. An elderly greying Kafle is headed home, and the rest of the movie has back and forth flashbacks revealing the story of his unspoken affection for Phool. But there is an undercurrent of ethnic rigidity. When Kafle’s brother Dambar elopes with Iksha Limbu, the repercussions are borne by both families. Then Kafle’s uncle is banished for being an outcast.&nbsp; Miruna Magar as Phool, as an ebullient woman, is in contrast to the introverted Kafle, who does not say much but has a melodious singing voice. As the plot thickens, Kafle is shown to be bound by circumstances that pose obstacles to his love for Phool. The storyline delicately shows how life and situations constantly force people to shift direction. Despite underlying differences, the various castes and ethnicities in this fictitious village near the Sikkim border get along because they have to. There is an interdependence between highland farmers and other ethnicities living down the valley that is at the heart of Nepal’s ethnic harmony. Despite taboos about interethnic and intercaste relationships, people still have trust and faith amongst each other. There is no time reference to the story, but it does speak of a nostalgic era decades ago when rural Nepal was not yet connected by roads and phones, when people had no choice but to get along. Things have changed now with outmigration, and education has blurred ethnic lines. A QUIET LOVE Director Nabin Chauhan is not in your face with his message, giving viewers a hint of deep rooted traditional values that still govern society. Each character adds to the storyline, validating the way they behave, pushing the plot forward.&nbsp; There are many emotions that are intricately woven into the plot, and the most prominent, of course, is love. Not the showy, lustful way it is shown in flamboyant formula films, but a quiet bond that does not need words, a silence, a glance and a gesture conveying the universe of love. When Phool asks Kafle what he will do if they cannot be together, he says he will build her a house with a beautiful garden of flowers in the meadows where he herds livestock. He builds it awaiting her return, while Phool knits him a sweater, the symbol of their interwoven love. In screenings of the film in Nepal and India, there has not been a dry eye in the audience. The background score and music by Kobid Bazra and the powerful rendition by Jhuma Limbu of the ‘Kafle’ strike a strong chord. The cinematography by Chintan Rajbhandari does not glamourise Nepal’s rural landscape, it is shown in its raw misty beauty as a constant backdrop. Now for something completely different

This week, the RSP held a two-day closed orientation camp for its newly elected members of Parliament. The party has also decided to assign parliamentary and Cabinet roles to leaders only after the new MPs are sworn in on 28 March.&nbsp;
This means the new prime minister and his cabinet of 15 ministers are likely to be installed closer to the Nepali New Year, and the expectation is that it will also usher in a new era of governance and politics in Nepal.&nbsp;
Between now and then, there is much speculation regarding who will become new ministers and from which camp—Balendra Shah's or Rabi Lamichanne’s. Meanwhile, the final argument in the petition against the Rabi Lamichanne case revision is set for Thursday, with a verdict expected on the same day.
“In the past, parties did anything to form coalitions and to keep them from splitting ministries and appointing anyone they wanted to, even going against the spirit of the Constitution, but the RSP doesn’t need to partake in any such activities,” says political analyst Indra Adhikari.
Adhikari notes that governance failures in the past was often the result of coalition governments formed through political bargaining that meant the primary party often had to compromise on their agenda.&nbsp;
“But nothing is stopping the party from fulfilling its election manifesto,” she says. “And if they aren’t able to deliver, we know Nepalis are prone to protests, so another revolt is also a possibility.”
Journalist and author Mohan Mainali agrees that the everyday Parliamentary proceedings should go smoothly for new government because of their majority.&nbsp;
But there are questions as to what a near two-thirds majority allows the RSP to achieve in Parliament. Its 182 seats in the Lower House allows the party to enact and amend laws without hurdles and bypass Upper House’s request for Bill revisions. But the RSP has no presence in the National Assembly, and that means that its majority in the Lower House is not enough to amend the Constitution.&nbsp;
“The Constitution poses no obstacles for the RSP to work on improving governance, development and delivery,” says Mainali. &nbsp;“If they do show some performance, it will be easier for them to go into the next election and ask for a two-thirds majority to also amend the constitution,” he adds.
The last coalition government of the UML and Nepali Congress before the GenZ protests had been built upon a primary agreement to make amendments to the Constitution. So, depending on the nature of amendments, the RSP might find some support within the National Assembly at a time when some of the older parties, such as the Nepali Congress, have committed to supporting the new government as well as internal party reforms.
“What we need is a structural overhaul, from our laws and foreign policy to economy and security apparatus, and for this the RSP needs to champion collaboration and consultation for the sake of nation building,” says Indra Adhikari. “So it all comes down to the understanding and judgment of the RSP’s leadership. If they try to go at it alone, it will lead nowhere.”
To be sure, the provincial government could also clean up their act before the next local and provincial elections, which would help the older parties to regain some of their lost footing and rebuild trust.
As it stands, RSP lawmakers will also have to learn to work with each other. Mainali notes that the RSP not being bound by one clear ideology might lead to future problems, including the rumoured animosity between party president Rabi Lamichhane and prime minister-in-waiting Balendra Shah.
“Parties that came before the RSP had an ideology, whether they followed them or not, but the RSP is made of different kinds of people,” says Mainali. “If they are not motivated by a common goal of achieving something tangible in the next five years, it might be difficult for them to stay together.”
Adds Adhikari: “Balendra and Rabi don’t seem to be compatible. Rabi has already failed when it comes to the matters of governance, and Balendra won’t carry that burden. Additionally, there is a struggle between the two in terms of party hierarchy.”
Speaking at the closing of the two-day orientation, from which Balendra Shah was noticably absent, Rabi Lamichanne said that the RSP’s image as intolerant needs to be changed, and that the country is not heading towards totalitarianism but is in the hands of good, new people.
Regardless of the assurance, the general public has seen Balendra Shah and Lamichanne’s disposition in the last several years, and analysts are worried that their personalities and ambition might lead to an environment of increased intolerance.&nbsp;
As it stands in absence of a strong opposition, the responsibility falls on the media and the civil society to be the watchdog and play an effective check and balance role.&nbsp;
“Seeing how Balendra has ignored the media so far and Rabi has made inflammatory remarks in the past, they are probably more intolerant than the likes of Trump and Modi,” says Mainali. He notes that the party does not just have technical human resource and cyber army but a large number of dedicated supporters.&nbsp;
The media must thus continue to build trust by highlighting good work, educating the public on the importance of impartial journalism in democracy and debate any Bill purposed in Parliament, Mainali adds.&nbsp;
Says Adhikari: “The media should praise the government when they do well, motivate them, but it should also point out wrongdoings without fear, and provide recommendations to do better. Otherwise, absolute power corrupts absolutely, which we have seen happen happen in America with Trump and in India with Modi, where extremism has taken over and democracy has been curtailed.”

Balancing act

- High Court employee Amrita KC fulfilled her duties as a polling officer in Nepalganj on election day, with her six-month-old daughter held in her arms.&nbsp; - The same morning in Kathmandu-1, RSP candidate Ranju Neupane appeared at the polling station to cast her vote with her 10-day-old baby. The next day, she became the first candidate declared a winner by the Election Commission. Her party won a supermajority and will now be tasked with reforms in governance, development, the economy, and service delivery. At least four of the winning RSP candidates are doctors, and the party must fulfil its campaign promise of improving healthcare access across Nepal. Among the lowest-ranking region for healthcare indicators in Nepal is Madhes Province. Across the districts of Madhes and Karnali, where maternal and neonatal health outcomes remain poorer than in the rest of the nation, local governments in collaboration with non-profits, have financed and facilitated the operation of birthing centres where <a href="https://nepalitimes.com/here-now/nepal-haemorrhaging-nurses">nurses are lifelines</a> for pregnant women, new mothers, and newborn babies.&nbsp; At the Inarwari birthing centre in Rautahat district, nurse midwife Manisha Kushwaha gently applies ultrasound gel on the abdomen of 28-year-old Robina Khatun who is having a sonogram in the first trimester.&nbsp; Kushwaha glides the transducer over Khatun’s belly before pronouncing her baby healthy. She will later send the ultrasound machine for the municipality’s monthly mobile sonogram program in a neighbouring village.&nbsp; Ministry of Health and Population guidelines recommend that pregnant people make eight antenatal care (ANC) visits to health posts before their delivery date. Expecting mothers are also provided Rs800 for the eight visits and travel costs according to geographical region. In Baudhimai, the local government provides more incentives: 10 eggs for non-vegetarian and protein powder for vegetarian mothers-to-be per visit. The municipality also provides free ambulance service for pregnant women, and conducts a monthly mobile sonogram program across all communities.&nbsp; The initiatives of local governments, health officials, non-profits, and volunteers have meant that institutional deliveries here have increased drastically. In Rautahat, institutional deliveries have increased from 50% to 68% in four years, according to figures from the non-profit One Heart Worldwide that works to improve <a href="https://nepalitimes.com/here-now/nepal-lagging-in-safe-motherhood">maternal and neonatal health</a> outcomes arcoss Nepal.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260314020352_a3f66142aa6a0333b78d82cd5520b1818633a580885232c10625572e014b1b15.png" data-media-id="editor_2" data-image-id="20260314020352_a3f66142aa6a0333b78d82cd5520b1818633a580885232c10625572e014b1b15" data-rendition-name="original" width="1034" height="650" loading="lazy" alt="Motherhood in Madhes"> </figure>  “Home deliveries have completely stopped in Inarwari, and women are increasingly accessing ante-natal and post-natal care, as well as family planning measures,” says Manisha Kushwaha. “Women and families here are now more aware of maternal and neonatal healthcare.” One of them is Noor Jahan Khatun, who had her first baby at home and gave birth to her second child at the local birthing centre despite wanting another home birth. When the due date for her third child came around, she walked to the health post herself.&nbsp; “I realised it is much better to give birth at the hospital,” Noor, who is pregnant with her fourth child, told us. “They have everything we need in case of complications.” The nursing staff at the birthing centre, as well as other centres in the municipality also periodically review their training in the birthing simulation room set up on the premises of the Inarwari birthing centre so that they retain their training and continue to hone their skills. Over in Sarlahi’s Sundarpur in Chakraghatta Rural Municipality, a state-of-the-art birthing centre now stands adjacent to the derelict old structure from which nurses previously had to provide services.&nbsp; The new and improved maternity ward was built last year with Rs2.4 million from the municipality and a Rs2 million from <a href="https://nepalitimes.com/banner/what-can-be-more-fulfilling-than-saving-lives">One Heart Worldwide</a> under a cost-sharing public-private partnership formula.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260312120328_4e7f71b535541d56d267baa6f2656faf008b7e98cc16da0042253f4c0db3eeb7.jpg" data-media-id="editor_4" data-image-id="20260312120328_4e7f71b535541d56d267baa6f2656faf008b7e98cc16da0042253f4c0db3eeb7" data-rendition-name="original" width="3000" height="2000" loading="lazy" alt="maternal health"> <figcaption>Sundarpur birthing centre in Sarlahi built through the collaboration of the local government and One Heart Worldwide.</figcaption> </figure>  Chief nurse Sunita Rai has been stationed here for the last six years, and looks at the old building. “I remember when we had to deliver babies while ankle-deep in flood water during monsoon,” recalls Rai. “This new facility and the equipment have improved service.”&nbsp; Since the start of the fiscal year, the six-nurse team at Sundarpur has delivered more than 140 babies. One day last month, a national holiday, the centre was quieter than usual, with just two women waiting for delivery.&nbsp; But fewer-than-usual patients does not mean there is no work to be done. In the afternoon, nurses make the rounds of the community to conduct post-natal care visits, and to keep track of how the new mothers and babies in the village are doing. This is important because neonatal mortality of babies within the first month of birth is still high. “For the people in this village we are both the doctor and the nurse,” Rai says matter-of-factly as she walks towards the village to see a new mother.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260314020352_24b9e04295150a8a64ff56f457e3faebd84eaa22a3e3521499ac17c23ec48027.jpg" data-media-id="editor_5" data-image-id="20260314020352_24b9e04295150a8a64ff56f457e3faebd84eaa22a3e3521499ac17c23ec48027" data-rendition-name="original" width="790" height="542" loading="lazy" alt="Motherhood in Madhes"> </figure>  In Sarlahi's Laxmipur Kodraha, Kanchan Rai makes her own rounds, calling out to several young children playing in the pale afternoon sun. Rai has been stationed in Laxmipur for 10 years and delivered most of those children playing outside herself. A beloved member of the community, Rai is greeted by several women and invited in for tea and snacks as she walks by. The Laxmipur birthing centre has seen major renovations to make it more spacious, better equipped, and hygienic. Mothers now have more privacy, especially from men who in the past would simply barge in wanting to know which woman from the village was about to give birth.&nbsp; “We deliver 400 babies on average every year,” Rai says. “There have been zero home births in this village for the last five years, and women are increasingly accessing maternal healthcare and family planning services.” Institutional deliveries in Sarlahi have gone up from 37% to 71% over the past five years.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260314020348_983e3b652b38cee4a1d977742e0211dd85c1ab8085f961876dde1ada78c7c2ac.jpg" data-media-id="editor_6" data-image-id="20260314020348_983e3b652b38cee4a1d977742e0211dd85c1ab8085f961876dde1ada78c7c2ac" data-rendition-name="original" width="359" height="329" loading="lazy" alt="Motherhood in Madhes"> </figure>  Pregnant women who require C-sections, or those who experience complications during pregnancies, are referred to the nearest provincial hospitals in Gaur or Malangwa. “Community-based awareness programs about going for hospital visits have helped reduce home deliveries, and counselling sessions provided to new mothers at provincial hospitals have contributed to better maternal and neonatal health outcomes,” says Sachin Yadav, obstetrician-gynaecologist at Malangwa Provincial Hospital. SAFE MOTHERHOOD Newborns with birth asphyxia, tachycardia, meconium aspiration syndrome and other complications are admitted to the special newborn care unit at the Gaur Provincial Hospital. But Apsana Khatun, chief nurse at the hospital’s maternal and neonatal unit says: “We have not been able to provide neo-natal care as effectively because we do not have an NICU.”&nbsp; Provincial hospitals provide life-saving services, but remain underfunded and in need of life-saving equipment. At the Gaur Hospital, Rukmini Kumari Shah gently rocks her three-day-old son, who was admitted to the special newborn care unit due to birth asphyxia and dehydration.&nbsp; “I have not even been able to think of a name for him,” says the 25-year-old. “My other two children were born normal but I worry for this one.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260312120328_2736dbc7660fdb60d928df22b387d084a244607126567e5cbf37235177d1ac3c.jpg" data-media-id="editor_7" data-image-id="20260312120328_2736dbc7660fdb60d928df22b387d084a244607126567e5cbf37235177d1ac3c" data-rendition-name="original" width="3000" height="2000" loading="lazy" alt="maternal health"> <figcaption>Gaur Provincial Hospital.</figcaption> </figure>  This is where the election pledge of the RSP will be tested. Will the new government cut through the bureaucracy, corruption and resource constraints to provide life-saving services to mothers and babies in places like Rautahat and Sarlahi? There has been no maternal mortality at the Malangwa Provincial Hospital for the last two years, but the hospital has had neonatal deaths. “We need more spacious waiting areas and training for maternal and neonatal healthcare workers,” says Sachin Yadav. “Without that we are unable to serve our patients and have to send them to Kathmandu or Birganj.” In Baudhimai village, patient numbers have increased by 140% in the last three years, but the federal government slashed the health budget by 60%. The government across three levels is supposed to provide 98 types of essential medicine free of cost at primary healthcare centres, but the federal and provincial governments often fail to make their share of the drugs available.&nbsp; “Federal and especially provincial governments have been irresponsible when it comes to investing in local healthcare,” says Baudhimai mayor Pradeep Kumar Yadav. Health workers and institutions continue to work without being paid or funded when the budget remains frozen for months at a time. “It does not matter to a patient when the fiscal year begins,” says Sachin Yadav at the Malangwa Provincial Hospital. “Maternal deaths do not wait for the budget to be released.” And despite budget constraints, political posturing still continues. At local levels, officials build multiple birthing centres in each ward when one would suffice, and these buildings remain empty.&nbsp; Politics also plays a significant role in whether or not local officials are willing to agree when health officials try to refer pregnancy-related complications to better-equipped facilities. And while services have improved due to the efforts of dedicated healthcare officials, they are transferred from one place to another at the whim of governments that come and go, which means staff turnover in these institutions is very high, affecting consistent service delivery. &nbsp; Yadav has been at Malangwa for three years— during which yearly institutional deliveries have gone from 2,000 to 3,200 and C-section births have gone from 150 to 700. He had just begun to hit his stride at the hospital when he received transfer letters to another hospital.&nbsp; So far, he has managed to hold on to his position in Malangwa, but he does not know how long he will be able to delay the transfer. &nbsp;&nbsp; <h2>Tackling patriarchy</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260312120328_7df47f32c19a10cd59efbd7e2639a1b719bd4f6ca50bfa24189c8ecc65f21d09.jpg" data-media-id="editor_8" data-image-id="20260312120328_7df47f32c19a10cd59efbd7e2639a1b719bd4f6ca50bfa24189c8ecc65f21d09" data-rendition-name="original" width="1850" height="3000" loading="lazy" alt="maternal health"> </figure>  Nepal has made dramatic progress in reducing the maternal mortality rate (MMR) from 539 per 100,000 births to 142 over the past 30 years. But that is the national average. MMR is still high in parts of Nepal where access to healthcare and adoption of health services are not as extensive. One reason is that despite birthing centres and awareness of pre- and post-natal healthcare, s<a href="https://nepalitimes.com/here-now/the-slaughter-of-our-daughters">ocio-cultural norms in a patriarchal society</a> also mean that female literacy remains low, and the rate of underage marriage is high.&nbsp; Rautahat has the lowest literacy rate in Nepal, and the lowest female literacy rate. This has a direct correlation with its its fertility and maternal mortality rates. Gaur Hospital continues to see maternal and intrauterine fetal death (IUFD) deaths due to a lack of ANC visits by patients. In the absence of education and information, socio-cultural misconceptions still persist. Women refuse to take essential pre-natal medication like folic acid because they think it will affect their babies’ complexion, and do not eat enough fruits because they believe it will cause fetal pneumonia.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260314020348_2ce41f5b625cb005b9477861d0c208e806601ce7eaa804d525030282675e3856.jpg" data-media-id="editor_10" data-image-id="20260314020348_2ce41f5b625cb005b9477861d0c208e806601ce7eaa804d525030282675e3856" data-rendition-name="original" width="377" height="367" loading="lazy" alt="Motherhood in Madhes"> </figure>  Women are also expected to get through their pregnancies without going for health check ups in keeping with the tradition of their mothers and mothers-in-law enduring pregnancy and childbirth at home without access to healthcare. Maternal and neonatal health outcomes are also affected by child marriage, as well as the patriarchy-enforced preference of a male child in the family.&nbsp; At Gaur Provincial Hospital, 25-year-old Asha Kumari stands with her hands braced against the hospital bed as she is gripped by a contraction. Her eldest child is already 12, and she is at the hospital to have her fifth baby.&nbsp; “She had already had two children by the time she was 18,” explains her mother, who is here with Asha’s mother-in-law. &nbsp; Officials worry that reporting instances of child marriage might mean that women no longer trust health workers and hospitals, and stop accessing healthcare altogether. Motherhood in the Madhes

“Let's have another cup of tea,” <a href="https://nepalitimes.com/here-now/ujwal-thapa-s-light-shines-on-n0tfurod">Ujwal Thapa</a> of the alternative Bibeksheel Nepali party told the young activist Pukar Bam ten years ago. The two had 12 cups of tea that day, discussing ways to get Nepal out of its political deadend. Thapa contested the Constituent Assembly election in 2013 as an independent from Kathmandu, and formed Bibeksheel Nepali to galvanise youth impatient for change, fielding candidates in the first federal election in 2017.&nbsp; Ujwal Thapa was a political guru who was way ahead of his time, and his protégés were among the RSP’s winning candidates in last week’s election. Pukar Bam was a core member of Bibeksheel Nepali until its dissolution, and won the Kathmandu-4 seat this time. Other former Bibeksheel members who won the election from the RSP in Kathmandu include Ranju Neupane from Kathmandu-1, Sasmit Pokharel from Kathmandu-5, and Biraj Bhakta Shrestha in Kathmandu-8. As votes were counted and the results from Kathmandu began to come in, the candidates paid fulsome tribute to Ujwal Thapa’s mentorship and in inspiring idealistic youth to become a part of an alternative political force.&nbsp; Today, as RSP members of Parliament, they are no longer an alternative, but a part of Nepal’s new mainstream politics. Thapa returned to Nepal after finishing his undergraduate computer science degree in the US at the peak of the Maoist insurgency. His foray into politics began when he traveled to Nepal’s western mountains to train communities in mediation. After the war, he started a computer design company for young entrepreneurs entering the workforce. Photo: PUKAR BAM / FACEBOOK</figcaption> </figure>  PROTEST TO POLITICS Ujwal Thapa had had enough, and rallied people from across walks of life, leading peaceful, silent demonstrations proclaiming 'नेपाल खुल्ला छ' against prolonged, violent strikes. Citizens fed up with the main political parties organised to defy the shutdowns. Thapa’s activism and vision for a new Nepal drew disenchanted and previously apathetic youth into politics and to join the Bibeksheel Nepali Party in 2013.&nbsp; Thapa was the pioneer of alternative politics in Nepal, and was leading a youth force long before the GenZ became synonymous with Nepal’s September Storm. He mentored and guided social activists who are today influential youth leaders engaged in non-traditional politics. “Ujwal Thapa, with his entrepreneurial spirit, wanted to address people’s pain-points, and believed that activism was the starting point to alternative politics,” explains <a href="https://nepalitimes.com/opinion/nepal-loses-rare-purpose-driven-leader">Ashutosh Tiwari</a>, former member of Bibeksheel Sajha party. “He sought to build confidence, motivate, and build a community for young people, which drew a lot of people into Bibeksheel.” He adds: “ And while people might say that Bibeksheel never got big, that was never its point. Its function was to be an early talent incubator, which is what it did as evident by the result of this election.” Thapa died in 2021 of complications related to Covid-19, and Bibeksheel had two mergers with Rabindra Mishra’s Sajha Party before being permanently dissolved in 2021. But many of its idealistic members joined Rabi Lamichhane’s RSP, formed just four months before the 2022 federal election. Such was the groundswell of support for change that the RSP became the fourth-largest in Parliament. In 2017, Ranju Neupane (then Ranju Darshana) was the youngest mayoral candidate for Kathmandu at age 21, and contested the federal election in 2022. Pukar Bam himself lost the 2022 election in Kathmandu-1 as an independent.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260313120348_6302a9b534f57191d9a2cb2c31b31449873c6cc27d375344a248dd90847921dd.jpg" data-media-id="editor_3" data-image-id="20260313120348_6302a9b534f57191d9a2cb2c31b31449873c6cc27d375344a248dd90847921dd" data-rendition-name="original" width="1729" height="1365" loading="lazy" alt="The RSP's activist DNA"> <figcaption>Photo: SOCIAL MEDIA</figcaption> </figure>  Sashmit Pokharel also ran an unsuccessful campaign as an independent candidate in Kathmandu during the 2022 provincial election. Later, he was a member of the City Planning Commission under Balendra Shah when he was elected mayor of Kathmandu in 2022.&nbsp; Last week, the RSP swept the election with a supermajority of 182 seats in Parliament. Voters placed their trust in the party and its leaders to steer Nepal in a new direction after the youth unrest in September.&nbsp; In many ways, Nepal’s youth have decided, just as Ujwal Thapa once did, that enough is enough with corruption, malgovernance, nepotism and dynastic politics.&nbsp; In the <a href="https://nepalitimes.com/review/the-man-who-shook-our-minds">documentary</a> about his life, Dimag Ghochne Manche, released earlier this year, some RSP nominees who previously worked with and were mentored by Thapa spoke of the impact he had on their lives, career, and activism. Among them is Biraj Bhakta Shrestha, former minister of Youth and Sports who is now a second time RSP parliamentarian. “I tell everybody that if it hadn’t been for Ujwal Dai, I would not have gotten into politics,” he says in the film.&nbsp; It would be unfair to attribute all the success of the hard-fought campaigns entirely to Ujwal Thapa’s protégés and former coworkers.&nbsp; But his ethos and vision for Nepal was what inspired them, and will in the coming years be reflected in national politics through the young idealists he mentored. Says Ashutosh Tiwari: “There are many Bibeksheels outside of RSP in constant and open communication with their old friends who have been elected. They will be keeping the lawmakers in check so that they do no stray too far from the values that they grew up with.”

RSP’s activist DNA

&nbsp;With a near two-thirds majority, the RSP has a chance that no other party in Nepal has ever had--to reboot how Nepal is run. Winning an election with such an overwhelming majority was one thing, but running an effficient government will be a whole new ball game. From the start, it will not be easy because the country is running straight into a major economic crisis due to the West Asia war.&nbsp; With 125 first-past-the-post direct wins and 57 proportional representation seats — over 47% of the total 10.7 million valid votes — the RSP has 182 seats in Parliament. The Nepali Congress (NC) is a distant second with 38 seats, while the UML is trailing with 25. Three more made it to the national party list: Nepali Communist Party (17), the royalist RPP (5) and the new entry Shram Sanskriti Party (7) led by former Dharan mayor Harka Sampang. Shram Sanskriti’s performance is also a clear indicator that identity politics is still a potent force. The RSP with its majority can now form a stable government for the next five years, but there are issues that may surface with the choice of Cabinet members and other appointments. PM candidate Balendra Shah and party chair Rabi Lamichhane both have big egos and are ambitious, and Nepal cannot afford rumours of a split be a self-fulfilling prophecy. There is precedent. The last two-thirds government under the Communist Party of Nepal formed after the alliance of UML and Maoist Centre in 2022 collapsed following a power struggle between two cop comrades K P Oli and Pushpa Kamal Dahal. History in Nepal has a habit of repeating itself. No elected government in Nepal has ever completed a full five-year term, so the RSP has a chance to rewrite history. Besides egos and the West Asia crisis, the party has other challenges: legacy parties rule local governments and the National Assembly. The RSP’s rejection of provincial elections and federalism in 2022 did not seem to have affected its votes in the Madhes, but local governments at the periphery will be trying their level best to make it difficult for the centre. The RSP’s strategy should be not to alienate the old parties, but try to win them over and collaborate to build bases outside of major urban centres.&nbsp; Some think Balendra Shah’s aloof and uncommunicative nature could hide an authoritarian streak. And Rabi Lamichhane has been scathing about media exposes of his alleged wrongdoings. Despite this, the RSP's strategy should be to avoid alienating civil society any more than necessary.&nbsp; The media’s role in a democracy is to play the adversarial check-and-balance role, especially when one party is so dominant. However, the press must give up its corrosive, cynical coverage that almost hopes the RSP will fail from day one -- especially since social media offers no help on that score. There are so many things wrong with Nepal that even at the best of times, and even with a supermajority government, it would be impossible to solve them all overnight. But voters are an impatient lot, and they expect a lot pronto.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260313080320_388d87c728fce65393a7042b4e649fe73af559b3459c45d8aff7f320acbd62dd.jpg" data-media-id="editor_0" data-image-id="20260313080320_388d87c728fce65393a7042b4e649fe73af559b3459c45d8aff7f320acbd62dd" data-rendition-name="original" width="1500" height="1033" loading="lazy" alt="Page 1 map"> </figure>  Effective governance takes time, and the RSP must be given the chance even if it fails to make course-corrections. Shah and Lamichhane, on the other hand, must show restraint and prove their critics wrong. Instead of posting inflammatory content on their social media feeds and deploying cyber militias to troll critics into silence, they could try developing a thicker skin. The RSP could work on a clear strategy and plan of action to get this country back on its feet. The party's rise was built on emotion, not ideology. But every party needs ideals, just saying it is against corruption is not enough. Its stance on federalism, secularism, inclusion, need to be clarified. The RSP's lofty promise to bring young Nepalis home will be easier said than done. What will they return to? How can we make this worthwhile? And how do we provide jobs for the other 500,000 Nepali youth who enter the job market every year?&nbsp; Nepal will need liberal policies regarding domestic investment and FDI to reform manufacturing, industry, tourism and infrastructure to ensure jobs at home, while also working toward achieving the 7% annual growth rate projected by the RSP.&nbsp; Rabi Lamichhane has introduced the term 'development diplomacy’ to steer the country away from traditional geopolitics toward economic partnerships with India, China, and other international partners. But the environmental cost of mega projects must also be taken into account in the rush to development.&nbsp; The RSP’s anti-corruption drive, implementing a high-level commission to investigate assets acquired since 1990, must also include judicial reform. Meanwhile, quality health services and education must be affordable and accessible.&nbsp; Cleaning up the bureaucracy will be critical. Electoral reform including election spending and out-of-country voting must be a priority from the get go. It is a long to-do list. But for the very first time, the Nepali people are genuinely excited about their new leaders and the promised transformation. Not another Switzerland or Singapore, people just want better development, more efficient service delivery, meaningful jobs at home and an accountable government.&nbsp; That should not be too much to ask. Twenty years ago this week, we reported about how malnutrition was indirectly responsible for 70% of all child mortality in Nepal, and how inadequate food increased susceptibility to diarrhoea, measles and acute respiratory infection.
In 2025, malnutrition is still one of the biggest causes of child mortality, except now it is not simply a lack of food but also too much junk food in the diet. Purchasing power has increased, but we are eating more of what we should not be eating.

Despite recent official statements about rising average living standards, grinding poverty and the conflict, the effects of junk food in cities have made undernourishment and malnutrition a serious national epidemic.
Protein-energy malnutrition affects 63 percent of Nepali children which means they don't get enough food to ensure normal physical and mental development. More than half of Nepali children are therefore physically stunted, and although this is reversible if the child starts eating enough after age two, they may suffer learning disabilities as well if undernourishment persists .
Hunger increases their susceptibility to diarrhoea, measles and acute respiratory infection. Diarrhoeal dehydration alone causes an estimated 30,000 child deaths every year as undernourished children are weaker and more likely to be brought down by the vicious spiral of disease and malnutrition. Combined with worms, undernourishment is seen by many as Nepal's primary health concern for children.
Malnutrition hits many Nepali children even before they are born because their mothers don't have adequate food while pregnant. Between 30-50 percent of Nepali children are born underweight, below 2.5 kg.
