For a moment after landing at Leh airport, Nepalis can be forgiven for thinking they have just arrived in Jomsom.&nbsp; The drive into the capital of India’s Union Territory of Ladakh situated at 3,500m offers many other similarities: the arid terrain, surrounding snow-capped peaks, prayer flags fluttering everywhere, chortens and stupas.&nbsp; Although situated on the western edge of the Himalaya, it is as if the geology, culture, language and religion of Mustang leapfrogged 1,500km over northern India to transplant itself here.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240712040752_d8137187d6634badae56afc915bab7aa6bf07be0ba2f7b0ad8497c24d18fe3cc.jpg" data-media-id="editor_0" data-image-id="20240712040752_d8137187d6634badae56afc915bab7aa6bf07be0ba2f7b0ad8497c24d18fe3cc" data-rendition-name="original" width="794" height="583" loading="lazy" alt="Ladakh's Nepal links Page 6-7 NT #1220"> </figure>  Pangong Tso stretches 160km to the east into China, and could be mistaken for Phoksundo in Dolpo, except that at 4,300m it is the world’s highest salt-water lake. A 30 minute drive south of Leh is Shey Gomba, a namesake of a similar-looking monastery in Dolpo. This ancient palace and shrine has two gilded copper statues of the sitting Buddha which were crafted by Nepali artisans that Ladakh’s King Delden Namgyal brought over from Nepal 400 years ago.&nbsp; One of the statues is 8m tall and has the name of the Nepali sculptor, Sanga Zargar Wanduk, inscribed on it. Legend has it that 8kg of gold and 120kg of copper were used and the statue took 20 years to make.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240712040752_47bde3afa140d19c310556d68848c0842ca3b102c89b1c8217fb5b2db1a07bcd.jpg" data-media-id="editor_1" data-image-id="20240712040752_47bde3afa140d19c310556d68848c0842ca3b102c89b1c8217fb5b2db1a07bcd" data-rendition-name="original" width="1280" height="960" loading="lazy" alt="Ladakh's Nepal links Page 6-7 NT #1220"> <figcaption>Head monk Jigden of Shey Gompa with the 400-year-old gilded Buddha made by Nepali artistans.</figcaption> </figure>  “As far as we know, in 1655 Deldan Namgyal asked the King of Kathmandu to send the artisans to build the two statues to honour his father, King Sengge Namgyal,” head monk Jigden told us.&nbsp; Thirty Nepali metalsmiths were brought to Ladakh, and after completion of the work they settled down near the Shey monastery after King Deldan gave them property. Others were offered farmlands 35km away in Chiling, and some in Chemde. We tracked down one of the descendants of the original Nepali artisans. Phunchuk Dorje, 52, is a goldsmith with a shop inside a warren of narrow alleys in Leh.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240712040752_9185d110c94bbd30383272cb4f74082b4749fb55b6ea3bbdf024cfa0b2d2b26e.jpg" data-media-id="editor_2" data-image-id="20240712040752_9185d110c94bbd30383272cb4f74082b4749fb55b6ea3bbdf024cfa0b2d2b26e" data-rendition-name="original" width="1333" height="1000" loading="lazy" alt="Ladakh's Nepal links Page 6-7 NT #1220"> <figcaption>Phunchuk Dorje (left) whose artisan ancestors were brought from Nepal to make the Shey Buddha.</figcaption> </figure>  “Yes, my ancestor was the chief artisan who was brought from Nepal by the King of Ladakh to make the Buddha statues, but he and others stayed here,” says Dorje, who went to Nepal with his grandfather and father in 1990 to trace his forebear’s family and home village, and thinks they came from Solu. But Dorje did manage to find old ledgers where his grandfather's name was still entered as ‘Pambar Sunar’. Sunar is a Nepali occupational surname for a goldsmith. It was his father who took up the name Dorje, and he adopted a local Tibetan name. In Ladakh, the descendants of Nepali craftsmen are still called ‘Shergar’, which also means goldsmith, and the craft seems to have been passed down over the generations to Dorje. Dorje says he is both a Hindu and Buddhist, worshipping Ganesh, the Buddha and revering the Dalai Lama. Dorje prayed fervently to Ganesh, and says that within a week his father got well.&nbsp; Four hundred years after his forefather came to Ladakh, Dorje says he still has a strong attachment to the land of his ancestors, and has married a Nepali-speaking woman. Fascinated that Nepali visitors have come to see him, he confesses: “I have this strange fixation on finding out where exactly in Nepal my ancestors came from. Only one third of the territory is today under Indian administration after the Aksai Chin region was annexed by China in the 1962 war. Pakistan controls the western half of Kashmir that includes parts of Ladakh. These are still volatile borders, which is why there is a strong Indian military presence in the strategic mountainous territory. At least 20 Indian and four Chinese soldiers were killed in clashes in 2020-21 between Indian and Chinese troops in Galwan, north of Leh.&nbsp; The 3-month battle in Kargil in July-September 1999 between India and Pakistan was serious enough to be called the Kargil War in which more than 1,000 soldiers were killed on both sides. &nbsp; &nbsp;Many of those who died in various wars against Pakistan and China were Gorkha soldiers from Nepal well acclimated for mountain warfare in high terrain. They were posthumously honoured with gallantry medals, and their names and photos are displayed in the Hall of Fame, 10km from Leh. Some of them: Dying away from home Major Hari Chand engaged Pakistani troops at elevations of 5,500m in 1948 and helped India gain control of Leh. He was awarded the Mahavir Chakra medal for gallantry.&nbsp; &nbsp;Lt Col Dhan Singh Thapa fought till the end against Chinese troops in October 1962. &nbsp;&nbsp;&nbsp;&nbsp; Second Lieutenant Min Bahadur Gurung fought alongside Lt Col Thapa and charged a Chinese mortar position, destroying it before being killed. He was posthumously promoted to Lt Col, awarded India’s highest medal for valour, the Param Vir Chakra. Capt Manoj Pandey was awarded the Param Vir Chakra. He was killed in Kargil in July 1999. Other Nepalis were awarded Mahavir Charka for bravery in various other battles since 1948 against Pakistani and Chinese troops: Maj Rajesh Adhikari, Lance Corporals Prem Gurung and Nara Bahadur Ale. But today, it almost seems as if there are more tourist buses than military vehicles and more tourists than soldiers in Ladakh. From soldiers to cooks to rafting guides, we run everything,” says Rana Bahadur Pandey, who runs a bakery and migrated here from Nuwakot 25 years ago. There are 15 others from Jumla selling Nepali herbal products who spend summers here, and return home to their families for Dasain with their earnings. “When the monsoon off-season stops trekking, mountaineering and rafting in Nepal, we move to Ladakh,” says Milan Pathak, a rafting guide. Like others, Pathak runs white water on the Kali Gandaki, Bhote Kosi and Trisuli back home, and comes here for three months to raft on the Zanskar River, a tributary of the Indus. They head back in September at the start of the autumn rafting season in Nepal. The Zanskar River runs about 200km before it joins the Indus and the Nepali guides offer day trips of 35km, or half-day packages of 14km. &nbsp;

The new NC-UML government that was sworn in this week is a rare instance where Nepal’s two largest parties that have taken turns overthrowing each other for four decades, are finally in government together.
Ever since the restoration of democracy in 1990, the NC and UML were bitter rivals and demonstrated their one-upmanship while in the opposition by punishing the Nepali people with national shutdowns at the slightest pretext.
Called ‘hartal’ or ‘banda’, these were acts of enforced compliance that banned street movement, closed schools, and all economic activity. A few vehicles that defied the shutdown would be torched early in the morning at busy intersections for maximum publicity to terrorise the public. The tactic worked brilliantly.&nbsp;
After the end of the conflict in 2006 the Maoists also weaponised the &nbsp;banda, and tried to improve on it with multiple-day hartal. That did not go down too well because desperate people spontaneously spilled out into the streets on urgent errands after the first day.&nbsp;
In that sense, this NC-UML coalition can be called historic. Or it could be history repeating itself as Oli and Deuba, out of sheer habit, start stabbing each other in the back.
Back in the day, banda were central to the Nepali identity, it even became a tourist attraction since trekking expeditions began from Kathmandu airport itself. But can anyone remember the last successful hartal? It sort of went out of fashion, and we miss those good old days.
Let’s see if the jilted Comrade Lotus Flower does not get nostalgic and start calling for national shutdowns against Deuba and Oli for pulling the rug from under him.&nbsp;
We must admit that banda organisers in the past had class, pizzazz, style and gumption. Civil servants, students, workers all rejoiced when a shutdown was announced because it meant an unscheduled holiday. For some reason, street vigilantes banned four-wheelers, but pedal rickshaws were allowed. (Four legs bad, three legs good.)
This was in the prehistoric era before PUBG, TikTok, and Youtube, so youngsters could take full advantage of the empty streets to play football, cricket and water polo, in one curious case involving a healthy-sized pothole in Pulchok.&nbsp;
Taxis were toasted, tyre pyres burned in the streets and the city was overcome with the smell of burning rubber. We tracked down a party faithful who used to be a banda enforcer, now older and wiser, who misses the fun and excitement.
“I was in charge of sourcing tyres,” he recalled. “Truck tyres were the best, but sometimes we had to do with skinny motorcycle ones. But for a real long-lasting bonfire, tractor tyres were much sought after. Sometimes we burnt tyres still attached to cars.”
This comrade got so hooked to tyres that he gave up his Unified Marxist-Leninist ideals and transferred his skills to selling tyres in Melbourne, pursuing his lifelong passion for rubber and tread.
One reason banda were so successful was that with all the holidays for festivals and new years, that another day or two off did not feel at all strange. Somewhere deep in our dharmic souls, fatalistic Nepalis even believed that we deserved shutdowns.&nbsp;
Today the only banda we have are state-sponsored ones during the state visit of a Qatari Prince, or another stopover by Prime Minister Modi or President Xi, when the streets are all cleared and everyone can enjoy a well-deserved break away from work.
Records show that the last banda was called by the Biplav faction of breakaway Maoists some years ago, and enforced by the strategic placement of a couple of ominous looking pressure cookers on traffic junctions. But people had stopped paying heed, and it was a big flop.
Even though the relaxation of an unexpected day off is hard to pass up today, 21st century Nepalis know that each day wasted is another day’s delay in getting a visa to leave the country.
There may be a rationale for reviving the banda culture: to reduce Nepal’s carbon footprint and allow the country to meet its SDG target by 2030. The country’s petroleum import bill would come down, narrowing our trade deficit. There would be enormous health benefits from better air quality, so we can all breathe again. A banda would therefore be better than subsidising EVs. For a re-run of the banda lifestyle, we will have to wait and see if this NC-UML coalition implodes, or if impatient Maoist comrades take to streets again to call for one of their one-week shutdowns. And if there is a re-emergence, we are sure Nepalis will go along saying “के गर्ने” or “यस्तै हो".

For decades, Nepal’s leaders have promised prosperity by harnessing ‘white oil’, the vast hydroelectricity potential of Himalayan rivers. So far, less than one-tenth of the 48,000MW of feasible hydropower has been exploited — nearly all from run-of-river schemes that do not store water, but use the energy of steep rapids. This results in an annual monsoon power glut, and power scarcity in the dry season as rivers run low. Dams to store water in large reservoirs would solve that problem and balance year-round electricity generation and water supply. Nepal’s only existing reservoir project is Kulekhani, a rock-filled dam built back in 1982 that impounded a 7km long lake called Indrasarovar near Kathmandu. The only second reservoir in Nepal is the 150m tall concrete dam here in Tanahu that stores water for 17 days and is scheduled for completion in 2026.&nbsp; Plans for other dams are stalled: Budi Gandaki (1,200MW) with a 280m high dam, West Seti (750MW), Sun Kosi II (1,110MW) and the mammoth Mahakali (Pancheshwar) Dam on the western border with India. Photos: PINKI SRIS RANA</figcaption> </figure>  “Except Kulekhani, all hydropower projects in Nepal are run-of-river which produce enough electricity during the peak monsoon season, but in winter there is no rain and during that time, we buy electricity at a costlier rate than we sell to India,” says former Water Resources Minister Dipak Gyawali.&nbsp; Gyawali reasons that storage hydropower will even out the seasonal imbalance of both the water and the electricity, and boost Nepal’s domestic economy.&nbsp; However, storage projects are more expensive because of construction, land acquisition and impact on food supply. But there is a way to reduce cost by ensuring that regulated water has multi-purpose benefits downstream for agriculture and for fisheries, water supply, or tourism, with electricity a byproduct. Hydropower developer Kumar Pandey agrees: “The widening of a reservoir project’s purpose broadens investment prospects from different sectors and helps minimise the energy cost.” However, Nepal will have to balance the economy’s growing demand for year-round clean energy with those dams damaging local livelihoods, riverine ecosystems, lowering food production and exposing expensive infrastructure to climate and seismic risk.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024072005078_524f39c49583df1fb201abf67995edcc1dc808dd7a1b499b247978a750c06c5e.jpg" data-media-id="editor_2" data-image-id="2024072005078_524f39c49583df1fb201abf67995edcc1dc808dd7a1b499b247978a750c06c5e" data-rendition-name="original" width="3500" height="2625" loading="lazy" alt="Rivers be dammed NT"> <figcaption>Construction site of the 140m high concrete dam on the Seti River that will impound a reservoir 18km long in Tanahu when the project is completed in 2026. </figcaption> </figure>  Industrialised countries are dismantling some of their dams to let their rivers flow free again. But Nepal is only now embarking on a dam-building spree for energy and regulated water.&nbsp; “Nepal’s need for electricity is still to be fulfilled, so dismantling dams is pretty far-fetched,” says Gyawali. “Rather than ‘no dams’, we should be pushing for ‘no bad dams’.” There are currently 167 licensed hydropower projects in Nepal whose installed capacity will reach 3,000MW this year. When 278 new projects that are under construction come on stream, electricity generation will exceed 10,000MW by 2030. Dams in Nepal tend to have shorter lifespans because Himalayan rivers have some of the highest sediment loads in the world. Making dams seismic resistant adds to their cost. On top of this, there are now added dangers of glacial lake outburst floods, extreme rainfall and landslide dammed river ruptures.&nbsp; Nepal’s rivers frequently suffer these disasters, the latest in 2021 in Melamchi and eastern Nepal last year that damaged hydropower infrastructure. But an example of catastrophic destruction was the October 2023 flood on Sikkim’s Teesta that destroyed the $1.2 billion Chungthang dam and other projects. Tanahu’s design includes flushing gates to minimise monsoon sedimentation to ensure longevity of the dam. Bhandari adds, “And if these measures aren’t enough and a calamity does strike, we also have an emergency siren system to warn downstream areas.” Nepal’s rivers are older than the Himalaya, and many of them start in China, cutting mighty gorges through the mountains, and flow down to join the Ganga in India before emptying into the delta in Bangladesh.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024072005078_f34e6ce2a703d568ea5ce69de3d75dd667838996f0a083673c78eb249c47fd0f.jpg" data-media-id="editor_5" data-image-id="2024072005078_f34e6ce2a703d568ea5ce69de3d75dd667838996f0a083673c78eb249c47fd0f" data-rendition-name="original" width="1330" height="882" loading="lazy" alt="Rivers be dammed NT"> </figure>  Rivers do not respect country boundaries, but hydropower projects are built within national jurisdictions. Nepal has had to navigate intricate geopolitics with its lower riparian neighbour India, and it has not always gone smoothly. Past projects like the Kosi and Gandaki that India built on the border 50 years ago are seen by many experts as being unfair to Nepal. More recently, New Delhi has refused to buy surplus electricity from hydropower projects in Nepal in which the Chinese are involved. Reservoirs in the Himalaya are going to be even more geopolitically sensitive because the climate crisis will make water a strategic commodity for India’s densely populated and increasingly prosperous Ganga plains. “Rivers are continuous with upstream-downstream linkages. Anything done on rivers in Nepal will have an impact downstream, which is why rivers should be studied in totality, and infrastructure designed keeping that in mind,” says water expert and author Ajaya Dixit.&nbsp; Storage dams in Nepal will regulate water on rivers flowing downstream, and if Nepal builds them with international loans India will benefit for free, while Nepal’s fertile and populated valleys are submerged. But for strategic reasons, India may want to have a say in Nepal’s plans to dam its rivers. An estimated<a href="https://www.researchgate.net/publication/321426715_Groundwater_resilience_Nepal_Preliminary_findings_from_a_case_study_in_the_Middle_Hills"> 70% of dry season flow</a> and 40% of annual discharge on the Ganga comes down from its tributaries in Nepal. It therefore makes sense for India and Nepal to plan for the future by regulating flow. Dams are even more disruptive on riverine ecosystems than run-of-river schemes, and destroy the habitat of Himalayan rivers which are havens for biodiversity. Some endangered fish, amphibian and bird species are found nowhere else on the planet.&nbsp; A 2018 Asian Development Bank report, Impact of Dams on Fish and Rivers in Nepal, found that hydropower projects did not use any tool to measure the possible impact on aquatic biodiversity. &nbsp; ‘Dams act as barriers for migratory movement of fish, in many cases, threatening species’ survival,’ the report stated. In northeastern Nepal, a local community in Lumba Sumba is lobbying internationally to crowdfund a campaign against a hydropower project on ancestral land in the Chhujung River valley that they say will also disturb the habitat of endangered snow leopards. How well Nepal’s planners can balance geopolitics, rising energy demand and economic growth with ecosystem protection and respect for human rights will be tested in the coming years, as the country embarks on a dam-building spree. &nbsp;&nbsp; <h2>Displacing people to store water</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024072005078_2870cd71c55d84dd835d90b13a34235a0c477b525a2b78ec2b3a3b129e065a83.jpg" data-media-id="editor_9" data-image-id="2024072005078_2870cd71c55d84dd835d90b13a34235a0c477b525a2b78ec2b3a3b129e065a83" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Rivers be dammed NT"> <figcaption>The Tanahu project will inundate the house of Battimaya Biswakarma as well as those of her family members in Wangtangetar.</figcaption> </figure>  Nepal’s first reservoir project on the Kulekhani Khola was built in 1982 on a spring-fed stream near Kathmandu. The inundation displaced 3,500 people who were not adequately compensated. “Back then, people were naive and Kulekhani residents gave up their land without much discussion,” says Ram Kumar Shrestha, 59, whose family was among those who had to move. They are currently living on the outskirts of Markhu. His father, Jhamak Lal Shrestha was the village head during the absolute monarchy days. Residents of Kulekhani under consideration to be given land in Thori near the Indian border in Chitwan, but many were not happy. “It was too hot and there was danger from wild animals,” recalls the senior Shrestha, now 79. Some invested the compensation money on land elsewhere and did well, but others spent it on everyday expenses and were soon destitute. The compensation and resettlement plan for the Kulekhani displaced was ‘deeply flawed’ as per a report by researcher Jagdish Chandra Pokharel. By the banks of the Seti River in the village of Badarkuna, cows and water buffaloes graze without a herder in sight amidst cement pillars with painted numbers.&nbsp; These are farms that belong to the people of Paltyang village, who cultivated fields by the river but lived up the mountain till as recently as three years ago.&nbsp; “Our ancestors lived in Paltyang because there was malaria down here in Badarkuna,” explains Til Bahadur Thapa, 64, who along with wife Sansasri worked the fields by the river and climbed back up to Paltyang just to sleep.&nbsp; The cement pillars on Thapa’s field mark the area that will be inundated by the Tanahu dam. After they were put up, the Thapas stopped farming here.&nbsp; Yam Kumari Thapa, 43, grew more than enough rice and maize in her fields near Fedi Khola, a tributary of Seti– that will soon be submerged. She sold the surplus in the market. Now, she is fighting for compensation for her land.&nbsp; A little above Badarkuna is a Dalit settlement that will also soon be underwater. The land is undocumented, and this means compensation from the project will be complicated for the 12 families here.&nbsp; “We know that electricity is important and we are not against development,” says Battimaya Biswakarma of the Dalit settlement of Wangtangetar. “All we are asking for is a place to live like we were living here.” The Tanahu project has affected 560 households but 41 households are fighting for land compensation. How the Tanahu project compensates them will set a &nbsp;precedent for other even bigger reservoir projects being planned, like Budi Gandaki which will displace 3,560 households and Sun Kosi II which will affect 15,000 people. “Hydropower is built on rivers and water is a socially required resource which is why the development of dams brings out a lot of local social and environmental issues,” explains hydropower developer Kumar Pandey. &nbsp; Run-of-river projects are at high risk from floods, but relatively benign because unlike reservoirs, they do not displace too many people and submerge fertile farmlands.&nbsp; Some experts say Nepal should not be investing in colossal projects like the $1.3 billion Upper Arun in northeastern Nepal directly under mountains that will be vulnerable to glacial lake outburst floods, and instead prioritise smaller schemes and spread the risk. “Smaller run-of-river projects require much less area while mega storage projects submerge huge tracts of farmland and displace people, making the financial and social cost heavier,” says Jagdish Chandra Pokharel, author of the Kulekhani report and former chair of the National Planning Commission.&nbsp; However, the need for a year-round balance of electricity and water supply is forcing Nepal’s planners to look at the larger picture and opt for big reservoir projects.&nbsp; Til Bahadur Thapa looks below at his fields on the banks of Seti River that his ancestors have farmed for generations but will now be submerged by the Tanahu reservoir. Rivers be dammed

For the decades that he was an underground guerrilla commander, and even when he took his oath of office after being elected prime minister in 2008 and 2016, Pushpa Kamal Dahal never wore Nepal’s official dress.&nbsp; But that changed in 2022, during his third swearing in. He came in a daura suruwal and black Bhadgaunle topi, an attire that Dahal himself described as a symbol of Nepal’s feudal past and a national identity foisted on the country’s ethnic minorities. Since then, he has pointedly refused to wear anything else during official events, and even when he attended Indian prime Minister Narenda Modi’s own third oath-taking as prime minister last month. Considered national attire for men until 2011, the dress was removed from its title along with gunyo cholo for women by another Maoist Prime Minister Baburam Bhattarai in 2012, saying Nepal was too ethnically diverse to have a national uniform. But the daura suruwal is back. Most senior politicians and bureaucrats wear it with a grey Western-style jacket and black topi to work, even though it is neither suited for the heat of the Tarai nor the freezing cold of the high Himalaya. Most agree it originated during the Malla era in Kathmandu Valley. Others say it is geopolitically fitting that Nepal’s national dress has suruwal bottoms that resemble Jodhpur riding pantaloons from India, and the daura is similar to bhoto shirts worn in Tibet. The western jacket and waistcoat were added during the Rana era. “Examining sculptures and rare photographs of the Malla era show that the present day daura suruwal has its roots in dresses worn at that time,” explains historian Tri Ratna Manandhar. “There are photographs of Newa merchants in Bhot (Tibet) wearing similar clothing towards the end of Malla reign.”&nbsp; In bronze sculptures at the National Museum in Chhauni, Malla kings are also seen to be wearing dresses that look like the daura suruwal. The only difference seems to be that the kilt-like skirts that the daura evolved into were longer then. The kings also wore the pagadi headgear similar to what Rajput royalty in India wore. &nbsp; “It was during the Rana regime &nbsp;that the dress became official,” Manandhar continues. “When King Surendra died and his grandson Prithvi Bir Bikram (father of King Tribhuvan) ascended the throne in 1881, the official invitation had an order to wear jama (similar to daura), suruwal and pagadi.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240705130724_374ca96cb62826ab0f8a817a04afbc6cfdcf5ab41780cb4098f0f031e3120a17.jpg" data-media-id="editor_1" data-image-id="20240705130724_374ca96cb62826ab0f8a817a04afbc6cfdcf5ab41780cb4098f0f031e3120a17" data-rendition-name="original" width="2145" height="3905" loading="lazy" alt="Daura Suruwal Illustration"> <figcaption>Illustrations: LAXMI TAMANG</figcaption> </figure>  The famous photo of a garlended King Tribhuvan emerging from a plane after his exile in 1950 is the exact version of the present day daura-suruwal. History professor at Tribhuvan University Purushottam Lochan Shrestha says culture is constantly evolving, and the dress has changed accordingly. “The officialisation of the dress took place during Tribhuvan’s reign &nbsp;and ministers started wearing the daura suruwal,” says Manandhar. Although the daura suruwal was worn by ordinary people in Kathmandu Valley, it also became the official attire of the ruling class with the western-style waistcoat, jacket and belt added.&nbsp; King Mahendra’s slogan ‘Ek Raja, Ek Desh, Ek Bhasa, Ek Bhes’ (One King, One Nation, One Language, One Dress) became the rallying cry for symbols of Nepali nationhood during the Panchayat.&nbsp; Daura suruwal with waist coat (called ‘istakot’ in Nepali) also became semi-official in summer, but today is mostly the uniform of restaurant servers. Most people made one daura and two or three suruwals to last them the whole year.&nbsp; The attire has evolved with modernity. The second inner suruwal has been mostly abandoned, the pants have elastic waistbands instead of strings, pockets have been added, and some even have flies with zippers. “The choice for fabric has also changed,” says Moon Prajapati of Namuna College of Fashion Technology. “Traditional suruwal were loose fitted and roomier around the waist so it would be easier to work in the fields. But today they are tighter.” The daura suruwal today is worn mostly by state officials, or during marriage and other festival rituals, and by Nepalis who want to make a national statement&nbsp; These needs have kept some tailoring shops open, even though many others have closed, either because the skills have died with their dressmakers, or the lack of demand. &nbsp; <h2>The Nepali Babu Fit</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240705130712_41be1f2c628fb388658b43c645c4409d1a214311b37d67319a1c17e61e396271.jpg" data-media-id="editor_3" data-image-id="20240705130712_41be1f2c628fb388658b43c645c4409d1a214311b37d67319a1c17e61e396271" data-rendition-name="original" width="1000" height="1373" loading="lazy" alt="Daura Suruwal model NT"> <figcaption>Model: AAYUSH RAI / Photo: SUMAN NEPALI</figcaption> </figure>  King Mahendra wanted the daura suruwal to be a symbol of Nepali nationhood, but it was the song 'Ma hu Nepali Babu, Made in Nepal' of the movie Nepali Babu that celebrated the dress as something that should be proudly worn. At social gatherings, at home or work, and even during visits abroad, he proudly dons his trademark attire. Born in Khotang, Basnet grew up wearing kamiz suruwal which is still his regular preferred home wear. But as he got older and expanded his businesses, he grew fond of daura suruwal. “In the tourism industry, we talk a lot about preserving our culture but we wear western clothes,” says Basnet, 66. “So, after a while, I got tired of the hypocrisy.”&nbsp; A staunch fan of Prithvi Narayan Shah’s legacy, Basnet’s shift to daura suruwal was a strategic move. Nepal’s founding king wrote the Divyopadesh as advice for his young kingdom which highlighted the importance of self-reliance. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Basnet’s daura suruwal are all made of handwoven Nepali fabric, even the jacket. Basnet feels the dress is the most practical and comfortable day-to-day wear. He began wearing the national dress in his early twenties when he started working at Nepal Television. Except for formal events, the dress was not a compulsion back then, but Dahal preferred the attire. “Whenever there’s an invitation that requires formal clothing then I tend to go in a daura suruwal in a sober colour,” says the 57-year-old Dahal, who now hosts the Bravo Delta Show on YouTube.&nbsp; Sometimes he wears a suit, but finding a matching shirt, tie, and pocket square is a hassle. In the case of daura suruwal, if it is pressed and hanged, it is wear-and-go. Dahal says the dress gives him an identity, it is recognisable and unique. For the complete look, Dahal prefers a Nepali printed dhaka topi, which he wears even with the kamiz suruwal. He says, “I have developed a fetish for the topi.” &nbsp;

Mustang district is in the cold and arid trans-Himalayan region of Nepal, and used to get very little rain. But with climate breakdown, precipitation patterns have changed, bringing frequent winter drought and summer floods. This is forcing families here to abandon traditional flat-roofed, mud-walled house designs for modern reinforced concrete and brick structures that can better withstand heavy rainfall. Most flat roofs of Mustang homes used to be stacked with precious firewood, and the size of the pile indicated the family’s affluence. A large stack suggested wealth, and even better marriage prospects. Roofs lined with juniper branches are still an integral part of Mustang’s architecture and identity, and is a tourist attraction in a part of Nepal that is geologically and culturally close to Tibet. The firewood fits together like tetris, capping the clay roofs of houses with sloping rammed earth walls, traditionally plastered with white, black and orange clay. The late artist Robert Powell documented Mustang’s architecture with detailed paintings in his book, Earth Door Sky Door (pictured) which explained that the firewood on the roof, besides signifying status, also protected the clay roofs and walls from melting snow. The front yards and porches of these houses are laid in stone, as are the main paths that run through towns like Marpha. Unusually heavy rains caused by the climate crisis means the roofs now leak and the mud walls dissolve in downpours. Traditional buildings are being torn down to be replaced with cement houses. Mustang is now connected to the rest of Nepal by a new highway, and this means families use LPG cylinders to cook and do not need firewood anymore. Kamala Linchin runs a hotel built in the local style in Marpha, but is replacing it with a multi-storey cement structure. “Even after repairs, there are a lot of problems with this house,” she explains, “The firewood rots, the roof leaks, and the walls break down. It is costly to maintain and I am losing business.” Linchin has noticed the change in weather patterns: it snows very little, if at all, in winter, and there are summer storms that unleash flash floods and torrential rain. She adds, “It used to snow so much in Mustang that you couldn’t leave your house for months. We stored firewood for cooking and heating. But it doesn’t matter how much firewood you store now, it rots quickly, and water starts dripping from the roof.” Two years ago, her neighbour Ripesh Linchin was also forced to build a concrete house with a sloping tile roof. He tells us: “The firewood on the roof may look photogenic for tourists but it leaks, and your sons want a more comfortable house. Photo: KUNDA DIXIT</figcaption></figure>  In nearby Gharpajhong, village chair Mohan Singh Lalchan has data that show a shift in the style of houses. Sixty of the 600 houses in the village now have tin or concrete roofs and the trend is catching on. Gas cylinders are available even in the remotest villages in Mustang, so people do not need to stack firewood on their roofs anymore. This is not necessarily a bad thing: government-subsidised gas means less pressure on high altitude forests where trees take a lot longer to grow. Kitchens are also less smoky now, so children are less exposed to respiratory ailments. Just about every family in Mustang has someone working in Japan, South Korea or the US, and the money they send means households can buy cooking gas, and build modern houses. The main reason for the shift, though, is climate breakdown, Lalchan says, adding: “It used to snow so much that flights at Jomsom airport would be cancelled for weeks, but it’s been a while since that happened. Now the only snow we see is on top of Mt Nilgiri.” Rainfall data from Nepal’s Department of Hydrology and Meteorology also shows heavier precipitation in summer. In 2010, there was 286mm of rain in Jomsom. By 2018, total precipitation was 301mm. In 2020 403mm of rain fell, with a whopping 666mm in 2021. In the last 14 years, average annual rainfall has doubled, sometimes triggering destructive flash floods like the ones in Lubra and Kagbeni. Data also shows an increase in temperature. In 2011, the average annual temperature here was 17.68°C, and last year it was 18°C. In Manang and Mustang districts, vegetables can now be grown and apple orchards have recorded higher yields. Sociologist Krishna Bhattachan notes that the most affected by these changes are Mustang’s indigenous people. He says, “For many of Mustang’s natives, cement will never be an alternative to wood, culturally and economically. The government needs to help find an ideal solution.” Tourists have to pay a $500 fee for a 15-day permit to visit Upper Mustang where visitor numbers are controlled to protect local culture. Mustang has been voted among the 52 must-go places by the New York Times for the second year in a row in 2024, and what attracts tourists is the region’s unique and fragile heritage and architecture. The firewood roof tradition is an important part of the tourism economy even as globalisation homogenises the world. Juddha Gurung is an expert in natural resources and tourism, and he thinks the way to go is to make local communities more aware of their heritage so they protect it. “The number of new-fashioned houses is still quite small. This is a result of economic and social change in the locality, so the local government must get active about this,” says Gurung. Head of Gharpajhong village Mohan Lalchan is worried that modernity and climate change will erode Mustang’s identity, affecting tourism. “We are examining how we can support local families to keep the traditional look of their homes,” he told us. Architects say a compromise between modern architecture and tradition is possible. A firewood-stacked roof need not be demolished to prevent leaks. In fact, some homes have poured concrete on their roofs while keeping the traditional façade of the stone and clay plaster houses. With another monsoon now bringing fresh showers, Mustang looks like it is in a race against time to save what is left.

Leaky roofs on the Roof of the World

The mountains of western Nepal have always been food deficit because of the lack of irrigation. Farmers migrated to the plains, where farming has been easier. But a searing heatwave this year accompanied by a delayed monsoon has led to a water crisis that threatens to undermine Nepal’s gains in achieving the UN’s Sustainable Development Goals (SDG). The climate crisis is a water crisis, and it has hit food production, nutrition and the availability of safe drinking water.&nbsp; Not everything can be blamed on climate breakdown. Wells that used to be the last resort for rice planting, for example, have gone dry because of a falling water table. In the highway town of Attariyia, there used to be five deep tubewells that supplied 4 million litres of water each day to the city’s 5,500 households. In the last three years, all but one of them has dried up. Photos: UNNATI CHAUDHARI</figcaption> </figure>  In the city of Dhangadi with a population of 300,000 on the Indian border, the municipality dug three deep wells after household wells went dry. This summer, even the tubewells ran out of water. The situation is similar in other nearby border towns. Experts say the reason for the falling water levels in the acquifers has more to do with over-extraction of groundwater both in Nepal and neighbouring India, where farmers get subsidised electricity for irrigation pumps. The area’s industries and farms also have their own wells that have tapped into what used to be a plentiful groundwater supply. “The water begins to dry out after the end of winter,” says Phulram Chaudhary of the nearby town of Krishnapur. “And till the monsoon arrives in June there is no water at all.” Indeed, towns and cities desperate for water are drilling ever deeper for precious water, using up a diminishing supply in the groundwater. Milanpur town dug a 90m deep borewell, but it ran out within ten days.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011064_8a3fd7f3f9daa81d3e7dabe15e6b56d5000351e2ba040797a77cfb8e82903307.jpg" data-media-id="editor_1" data-image-id="2024063011064_8a3fd7f3f9daa81d3e7dabe15e6b56d5000351e2ba040797a77cfb8e82903307" data-rendition-name="original" width="6960" height="4640" loading="lazy" alt="Water crisis in tarai Nepal"> <figcaption>Over-extraction of ground water both in Nepal and neighbouring India is causing water lavels to fall in the Tarai. </figcaption> </figure>  The over-exploitation of ground water by an expanding populating and growing household and agricultural use has magnified the impact of climate breakdown which has led to chronic winter drought, heatwaves and erratic monsoons in western Nepal. “Ten years ago, it was enough to drill 20 metres to get water all year round, now it is no water even at 80 metres,” says Kalidevi Chaudhary, a farmer in the village of Kailari. She adds: “There is no water for drinking. Don’t even ask me about irrigation.” Water expert and professor at Tribhuvan University’s Central Department of Environmental Science Sudeep Thakuri says research has shown that the groundwater table across the Tarai has dropped mainly because of over-extraction, denudation in the catchment areas of the Chure, sand mining in the rivers, as well as climate change. “We have disturbed the water cycle, and the climate crisis has made the problem more acute with long droughts and uncertain monsoons,” Thakuri says. “This means there is not enough recharge of groundwater.” The distance between borewells and tube wells has also decreased as Tarai settlements grow and water demand increases. Indeed, 140 boreholes have been dug in Kailali and Kanchanpur, out of which only 91 still have water.&nbsp; Additionally, water has also been extracted through 1,001 deep tube wells in these two districts, according to the Groundwater Resources and Irrigation Development Division offices there.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011064_dc58f42acd2c79ead04f8175b24deb04a3c05244f8b6929e4dd42fd1d2d679ce.jpg" data-media-id="editor_2" data-image-id="2024063011064_dc58f42acd2c79ead04f8175b24deb04a3c05244f8b6929e4dd42fd1d2d679ce" data-rendition-name="original" width="6960" height="4640" loading="lazy" alt="Water crisis in tarai Nepal"> <figcaption>Tarai’s groundwater is being used as a bargaining chip by elected officials, who have drilled arbitrarily to appease voters.</figcaption> </figure>  Nepal’s provincial and local governments have invested heavily in subsidising drilling for groundwater, as per the federal policy of maximum utilisation of groundwater with a budget to drill 100 borewells.&nbsp; Tara Dutta Joshi, head of the Mahakali Irrigation Project in Kanchanpur says that although the aim was to use the groundwater extracted from these projects for the next 20 years, six of the 90 boreholes have already dried up.&nbsp; While tube wells pump up water from up to 40m feet below ground, there is no water to be found at this depth anymore in most of the western Tarai. Meanwhile, boreholes require drilling up to 110m, and artesian water is extracted between 110-400m below.&nbsp; Experts say the Tarai’s groundwater is being used as a bargaining chip by elected officials, who have drilled arbitrarily to appease voters. There is a lack of research as well as policy regarding how many boreholes can be drilled in a given area, and how much water can be extracted.&nbsp; Sankar Dutta Awasthi of Kailari village says federal decentralisation led to competition among local politicians to see who could supply more water to their electorates. Indeed, 1,200 small-scale groundwater projects have been constructed in this municipality since the formation of the local government in 2017 in addition to larger-scale projects carried out by the provincial and federal governments. “Elected officials are far more concerned about how to repeatedly ensure groundwater projects in their constituency than about how this uncontrolled extraction is going to affect the region in the future,” says Awasthi.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011064_9da4708137cda6375aaf5953f857b643fe85d223b8d8fb2fcf81e66198f53377.jpg" data-media-id="editor_3" data-image-id="2024063011064_9da4708137cda6375aaf5953f857b643fe85d223b8d8fb2fcf81e66198f53377" data-rendition-name="original" width="6000" height="4000" loading="lazy" alt="Water crisis in tarai Nepal"> <figcaption>One tubewell used to be enough to sustain a village some decades ago, while today even three tubewells in one household in not enough to fulfil basic water needs.</figcaption> </figure>  One of the bores drilled in Kailari was for Ramesh Chaudhary four years ago for irrigation, but the water dried up within two years before a canal could be completed. Nearby in the village of Rampur, a 200m deep borewell drilled for irrigation also went dry.&nbsp; “The water never even reached any farmer’s field, what a waste of Rs10 million,” says Chaudhary. Water expert Tarka Raj Joshi notes that one tubewell should be enough to sustain a village some decades ago, while today even three tubewells in one household in not enough to fulfil basic water needs.&nbsp; “The local, provincial, and federal governments’ water distribution schemes will have a major impact on groundwater levels in the Tarai,” says Joshi. “No one is thinking about what this crisis means for the future.” The shortage of water threatens to undermine Nepal’s gains in reducing infant and child mortality as targeted in the SDG because children are forced to drink contaminated water. Their nutrition is also affected as food production is reduced because of lack of irrigation water. All this feeds into the outmigration trend. The answer is to allow ground recharge through regeneration of trees in the Chure, zoning to regulate rampant urbanisation, a tax on extraction of deep groundwater, and channeling water from the Karnali and Mahakali rivers to augment supply so there is less reliance on acquifers. <h2>Water shortage drives Surkhet villagers out</h2> ----  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011060_7ce1243b2fe49f183bd338cc25af8347c1602badcdf112fcb53b03db9b116078.jpg" data-media-id="editor_4" data-image-id="2024063011060_7ce1243b2fe49f183bd338cc25af8347c1602badcdf112fcb53b03db9b116078" data-rendition-name="original" width="1536" height="976" loading="lazy" alt="water crisis in Tarai Nepal"> <figcaption>Rekcha residents marched to the municipality office with pitchers in their staw basket to demonstate their desperation for water. Photos: LAXMI BHANDARI</figcaption> </figure>  The delay in the onset of the monsoon rains in June meant that the village of Rekcha had a severe shortage of water.&nbsp; Residents started their day as usual, placing pitchers in their straw baskets by the community taps. But instead of heading to the wells to fetch water, they marched to the municipality office to demonstrate. The village’s Water Supply Struggle Committee was led by Ward member Tapendra Chhetri who had to resort to a sit-in outside the municipality out of desperation for water. Rekcha used to be an ideal place for settlers because of its fertile soil and plentiful water. Even though the 11 wells in the village produced enough water to sustain its families for decades, they have now all dried up.&nbsp; “Villagers now collect what little water is left on the bottom of the wells, using cloth for filtration,” says ward member Chhetri. “This village is dying of thirst.”&nbsp; The extreme water shortage has begun to drive residents out. Until five years ago, Rekcha village had 115 households, but 35 families have migrated elsewhere since. Khagisara Shahi was one of the villagers who walked with her water pitcher to the rural municipality headquarters. Like the rest of her neighbours she is finding it increasingly difficult to survive in Rekcha.&nbsp; “Our pleas fell on deaf ears, so we walked all the way here with our pitchers to make the leadership aware of our plight,” says Shahi. “We make do at other times, but it is impossible to live without water, especially when it is getting hotter.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011060_689983a311f320cec4427b7f0496cf9b4f6ff5dae0840bfec6b254d8c19abfac.png" data-media-id="editor_5" data-image-id="2024063011060_689983a311f320cec4427b7f0496cf9b4f6ff5dae0840bfec6b254d8c19abfac" data-rendition-name="original" width="1203" height="679" loading="lazy" alt="water crisis in Tarai Nepal"> <figcaption>Now that wells have dried up in Rekcha, the journey to other sources of water is even longer, and the drudgery falls on women.</figcaption> </figure>  Even when the village’s wells had water, it used to take hours of standing in queue for each household to collect water from their homes. Now that the wells have dried up, the journey to other sources of water is even longer, and the drudgery falls on women. “There is not enough time in the day to do all the housework, look after the farm and livestock, and fetch water,” says Shahi. Four years ago, the rural municipality made plans to bring water up to the village from the Karnali river, for which they allocated a budget of Rs17.2 million. However, the project fell through due to difficulties with road access.&nbsp; Chaukune Rural Municipality Chair Khadka BK says that local government resources alone will not be enough to provide drinking water to Rekcha. “The remoteness of the village means we need federal and provincial support.” Meanwhile, the villagers look down on the clear blue water of the snowfed Karnali River below, while their fields are parched and their children are complaining of thirst. Climate breakdown magnifies western Nepal’s woes

Indra Bahadur Rana Magar, 29, boarded a bus with his parents on 30 May from Bardia to Rampur in the western Tarai. During the uncomfortably hot ride, Indra Bahadur sweated profusely. At the village of Hasulia, he could not take the heat anymore and got off and rested under the shade of a tree. He never woke up.&nbsp; “He died in his sleep,” recalled police inspector Lokendra Chand, who is certain Indra Bahadur died of <a href="https://nepalitimes.com/banner/the-heat-is-killing-us">heat stroke</a>.&nbsp; Earlier this week, Balram Magrati ,53, of Dhangadi suddenly fainted while working in an outdoor food stall. He was rushed to Seti Provincial Hospital, where he died. “Cases of people fainting and having breathing difficulties due to excessive heat are now common,” says Sher Bahadur Kamar, a physician at the hospital.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240621140644_8d2dffbed2e4f6c95b6c7bb1e6aae8761f6cca58f54f1b384a2bf0e70f545703.jpg" data-media-id="editor_1" data-image-id="20240621140644_8d2dffbed2e4f6c95b6c7bb1e6aae8761f6cca58f54f1b384a2bf0e70f545703" data-rendition-name="original" width="1810" height="918" loading="lazy" alt="Heat wave western Nepal"> </figure>  The monsoon rains arrived in eastern Nepal on 10 June, bringing down the temperature, but<a href="https://nepalitimes.com/news/soon-monsoon"> unleashed floods and landslides</a>. The monsoon was advancing across Nepal, but has stalled because of a resurgent westerly, and this means more delays in cooling rains coming to the sweltering western Tarai. Dhangadi and neighbouring parts of India have seen the maximum lingering at 45°C for weeks on end. Earlier, such high temperatures would only last a few days. “For the first time since 1996, we have also recorded the highest temperature. It was 44.1°C on 30 May, the minimum that day was 30.2°C,” explains Singal Chaudhary of the Mahakali Basin Field Office in Attaria. The office has since recorded near 44°C for days on end. As the monsoon approaches, increased humidity is making conditions worse. Children and the elderly are particularly vulnerable, and locals say they cannot live indoors either because of their corrugated tin roofs. The electricity also is off and on because of increased demand. On Thursday, Sethia Dagaura, 85, was in Dhangadi inside her neighbour’s house which is under construction. This has been her refuge for more than a month. “My house has a tin roof and it is too hot to live there, so I moved here,” she explains, fanning herself with cardboard. But even that blows on hot air. “It should be raining by now, maybe god is telling me this is the end,” she says.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240621140644_fa1e92b804a42612dd49272832fb6dd8639b226f38da3a71fc26eaf5f5ec6323.jpg" data-media-id="editor_3" data-image-id="20240621140644_fa1e92b804a42612dd49272832fb6dd8639b226f38da3a71fc26eaf5f5ec6323" data-rendition-name="original" width="1689" height="918" loading="lazy" alt="Heat wave western Nepal"> </figure>  The heat in northern India has <a href="https://nepalitimes.com/editorial/smoke-screen">ignited forest fires</a> in Uttaranchal, Himachal Pradesh, and also in the mountains to the north of here. But it has also dried the soil moisture and crops. The ground water table is also going down and wells are drying up. “Five out of seven taps in our village do not have water anymore, we go to the neighbour’s tap for drinking water,” says Rajkumar Choudhary, who lives on the outskirts of Dhangadi. Schools in Banke, Bardia, Kailali and Kanchanpur have been closed for three weeks due to the heat. Just as they were supposed to reopen, the closure has been extended at least until 25 June. According to the Department of Hydrology and Meteorology, the <a href="https://nepalitimes.com/opinion/comment/preparing-for-kathmandu-s-heat-waves">heat wave</a> may continue for a week more because of the westerlies blocking the monsoon’s progress. Until then, physician Kamar at Seti Provincial Hospital suggests staying in a cool place to avoid heat, drinking plenty of water and fluids, wearing light clothes and not going out in the afternoon sun.

I was born and raised near Sanguri Danda in eastern Nepal, and it was only later that I found out that the hills were called the Chure. And it was still later that I learnt that the Chure is also known as the Siwalik Range, the southernmost and lowest fold in the Himalaya bordering the Tarai plains — the geologically and ecologically fragile hills made up of uplifted sediments with only a thin layer of topsoil.&nbsp; I have walked in the Siwalik in eastern Nepal, and have often wondered where the name comes from. And no one else seemed to know either, so I did my own research. The term Siwalik appears to have been first used in a paper published in 1836 in the 19th Volume of Asiatic Researches, Calcutta with its Latin title, Sivatherium giganteum. The authors asked a holy man in Haridwar the native name for the hills directly to the north, and he replied that it was Shivalaya, Shiva’s abode. The researchers rendered that as Sewalik, and a component of the sub-Himalaya. Later, the spelling changed to Shivalik, and Siwalik today. The Siwalik ridge forms the Nepal-India border wherever there are Inner Tarai valleys like Chitwan and Dang, but elsewhere is the watershed for cities like Janakpur, Birganj, Biratnagar, Bhairawa, Nepalganj and Dhangadi.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024072704078_c960c809d218d58600b35803f5fbe4fd58a42165d8373aa55e01454404fd98c8.jpg" data-media-id="editor_0" data-image-id="2024072704078_c960c809d218d58600b35803f5fbe4fd58a42165d8373aa55e01454404fd98c8" data-rendition-name="original" width="2000" height="868" loading="lazy" alt="Siwalik"> <figcaption>White lines show the width of the Siwalik range.</figcaption> </figure>  The orogenesis of the Siwalik range is closely tied with the collision of the Indian and Eurasian plates that began more than 50 million years ago. Rivers flowed down to the Tethys Sea separating the two converging landmasses, and as the Himalayan mountains were uplifted, these rivers which later became the Ganga, Brahmaputra and Indus cut passages through them.&nbsp; There was a lot of volcanic activity due to the subduction of the Indian plate, and remnants of these can be seen in Mt Kailash and other mountains. At different periods after that, the greater Himalaya was uplifted, and the Mahabharat foothills after that.&nbsp; About 15 million years ago, some Himalayan rivers were blocked by upliftment and the sediments deposited there turned into sandstone, claystone, conglomerate or shale. Then the most recent tectonic activity in the Himalaya uplifted these sediments to form the Chure-Siwalik range. The Siwalik is only about 120m elevation in the east, but rises to 1,970m in the west, extending parallel to the main Himalayan chain. The Siwalik ecosystem's services to the plains downstream is vital to the Tarai’s rivers and water supply. But the degradation of the Siwalik due to unregulated mining, deforestation, and road construction increases risk of disastrous floods in the Tarai as well as districts downstream in India.&nbsp; There have been government programs including the Presidential Chure Tarai-Madhes Conservation and Development Board, but these have been inadequate or ineffective in slowing the destruction.&nbsp; Most of the government’s efforts at restoring the Chure ecosystem concerns forestry and not holistic watershed management. There are some 48 rivers that originate in the Siwalik, but most are dry for 9 months in a year and flow only during the monsoon. The 2021 census records show that 53% of Nepal’s population now lives in the Tarai, and the populations of the 21 districts bordering the Siwalik are also rising. This translates into increased deforestation to make way for agriculture or new settlements, and unmanaged road construction.&nbsp; Women from Saptari district in Madhes Province marched 25 days to Kathmandu, and have been demonstrating at Mandala in Kathmandu against the degradation of the Siwalik. They held a rally last week, with slogans like “Give us water", "Stop wildfires". Bijaya Singh Danuwar, who did a PhD on the Chure watershed, Members of Parliament Pradip Paudel who is now Health Minister in the new government and Amresh Kumar Singh, former minister Julie Mahato, as well as former minister Prabhu Sah have all raised the destruction of the Siwalik and its impact on the Tarai in Parliament.&nbsp; There has been scant attention in the media about the rallies, and the federal, provincial and municipal governments are not showing much concern about the wanton destruction.&nbsp; The provinces and municipalities directly downstream from the Siwalik are the ones which should be most concerned because they will be the ones more directly affected. Or is there just too much vested interest with contractors? &nbsp; Kamal Maden is a botanist and biodiversity researcher.

To save the Tarai, save the Siwalik

Our ancestors knew how to manage monsoons: they did not settle permanently along river banks, infrastructure was built above the high water mark, and in the plains farmers did not fear floods but learnt to benefit from the nutrient-rich silt that they brought down.
Monsoons were not a time for disaster, but a time to adapt. It was and is a natural process that makes agricultural surplus possible, revives the hydrological cycle, and allows forests to regenerate.
Today, cities have expanded and encroached into flood plains, wetlands that absorbed excess water are built over, natural drainage of rivers are blocked by highway embankments, levees meant to protect settlements make floods worse, haphazard road construction in the mountains have destabilised slopes.
What the media calls a ‘natural disaster’ is actually human induced. The mudslide on the Mugling highway this month that swept away two buses with more than 60 people was partly caused by a road higher up the mountain that had disturbed the slope and deposited loose debris in the catchment area. Like most monsoon ‘disasters’, this was not an ‘accident’ but manslaughter.
The seeds of monsoon disasters are laid in the eight dry months that precede the rainy season. But the media waits till the calamities hit to make it to the news lineup. Poor engineering, bad planning and corruption in construction contracts that cause them are rarely ‘breaking news’.&nbsp;
Actually, the monsoon is a boon not a bane. Springs that had gone dry flow again, undergrowth destroyed by wildfires have a chance to grow back, plants and animals rejoice with every drop of rain, it is the time to grow food to last the whole year.&nbsp;
Nepal’s festivals revolve around rain, the anticipation of the monsoon, and celebration of its bounty. The monsoon has always enriched the South Asian civilisation with 80 days during which 80% of the annual rain falls.
The media is complicit in helping government agencies blame nature for the destruction during the monsoon. They deliberately dub the monsoon a ‘season of disasters’. As if government neglect, inaction, poor planning and inadequate preparation were not factors at all.
Extreme weather due to climate breakdown has made landslides, floods, cloudbursts and blizzards more frequent. And that has added another convenient layer of blame for manmade disasters that are supposedly beyond our control. The risk from monsoon calamities can be reduced since all man made problems have manmade solutions.
As argued in this paper last week, ‘Rivers be dammed’, the solution lies in balancing four months of plentiful water with eight months of scarcity. The climate crisis can be averted by ensuring adequate and more equitable supply of water to all Nepalis.
Addressing monsoon or climate-induced disasters in the Himalayan watershed is neither simple nor straightforward. It is a dynamic and evolving challenge that requires sustained efforts and investments over decades. Wrong solutions can be even deadlier for mountain peoples.&nbsp;
Maladaptation and maldevelopment due to poor and unaccountable governance underscores the importance of holistic and integrated approaches. Maladaptation occurs when efforts to cope with climate breakdown unintentionally increase vulnerability, while maldevelopment includes infrastructure that reflects development practices that harm the environment and exacerbate existing vulnerabilities.&nbsp;
Both scenarios highlight the need for comprehensive planning that considers the unique socio-economic and environmental contexts of mountain communities.
Effective solutions must be multifaceted, addressing immediate risks while building long-term resilience. Achieving human development goals in the face of climate breakdown for people of the mountains, valleys and plains requires acknowledging the intricate interplay between various factors and committing to inclusive strategies that balance development with environmental sustainability.
Recently, I conducted an informal social media multi-response survey asking "What is the first thing that comes to your mind when you hear the word ‘monsoon’?"
The choice of answers were: 1. Season of landslides and floods, 2. Time for intensified agriculture, 3. Time not to travel except in emergencies.&nbsp;
Most ticked answer 1, meaning most see the monsoon as a time of disaster.&nbsp;
In fact it is an annual alarm bell to remind us to take care of our mountains, rivers and plains so they can cope with the rainy season. It is time to ensure proper water management and improved agriculture. &nbsp;
The monsoon keeps getting bad press. We even tell tourists not to come to Nepal during the rainy season when we should be promoting the monsoon as an attraction.&nbsp;
But more than that it is an annual miracle that is not a time of death and destruction, but a season that makes all life possible.

Managing the monsoon

When two nearby cyclones rotate around each other, merging into a larger and more dangerous storm, meteorologists call it the Fujiwhara effect.

Recent decades have seen an increase in what analysts call ‘transnational conflicts’ – that is, conflicts with local, regional and international dimensions. Ukraine is one example, Taiwan is another. It is difficult to address these multi-level conflicts, since responses are needed at all three levels.

Recently, transnational conflicts in different parts of the world have started to merge together. Responding to these emergent global conflict complexes will be a still more daunting challenge.
East Asia has a raft of unresolved conflicts, left over from the postwar settlement of 1945. &nbsp;The legacy of the Korean war fuels continuing tensions and fears of war. The unresolved dispute over the <a href="https://www.businessinsider.com/china-taiwan-war-us-no-allies-2024-7">status of Taiwan </a>leads to dangerous military activity around the island. The territorial and maritime disputes in the East and South China Seas involve clashing nationalisms but also broader strategic concerns over supply lines and resources.
Events in these hotspots were always calibrated against the state of relations between the <a href="https://nepalitimes.com/here-now/40-years-after-the-sino-us-thaw">US and China</a>, China and Japan, Japan and North Korea. But it is only recently that they have become connected with conflicts in Europe.
The Russian invasion of Ukraine in 2022 rang warning bells in policy circles in East Asia. Policy-makers feared that President Xi might be emboldened to act against Taiwan following Putin’s lead.&nbsp;
The Ukraine conflict came closer with North Korea’s decision to supply the Russian Federation with weapons, and closer still when President Putin concluded a defence pact with Kim Jong-Un in June 2024. The Russian Federation and North Korea pledged to provide mutual assistance should either be attacked. Kim Jong Un offered “full support and solidarity to the Russian government, army and people in carrying out the special military operation in Ukraine” (CBS News, 19 June 2024).&nbsp;
Meanwhile, on the Korean peninsula, Kim Jong Un warned his people to prepare for war, and ordered the army to undertake <a href="https://asia.nikkei.com/Editor-s-Picks/Interview/China-s-drills-appear-to-be-rehearsal-for-Taiwan-invasion-U.S.-admiral">‘actual war drills’</a>, while proposing to change the constitution to refer to ‘completely occupying, subjugating and reclaiming the R.O.K. and annexing it as a part of the territory of our ​republic in case a war breaks out on the Korean Peninsula.’
At the same time, the West has not yet learned the lesson that NATO expansion is dangerous, and NATO is preparing to expand its activities into the Indo-Pacific region and north east Asia. <a href="https://apnews.com/article/nato-japan-south-korea-australia-new-zealand-6c3d9aa6fccc1253ca99ee140073f95c">NATO is developing links with South Korea and Japan</a> and invited them to attend its last two summits.
Staff talks between NATO and the Japanese Self Defence Force have identified areas of cooperation in responding to security challenges, cybersecurity and military planning. A NATO office was to have been opened in Tokyo, though France objected to this plan. &nbsp;
NATO sees its involvement in the area as a necessary response to the challenges to the ‘rules-based order’ coming from China, North Korea and Russia. The NATO summit of July 2023 declared that “The People’s Republic of China’s (PRC) stated ambitions and coercive policies challenge our interests, security and values.’ The NATO Secretary General followed this up by saying that security is now globalised and security crises in one part of the world reverberate in another.
In April, before attending the NATO Summit for the first time as a South Korean leader, President Yoon condemned any ‘attempt to change the status quo by force’ in the Taiwan Strait, and promised that South Korea would cooperate with the international community to prevent such an outcome. The Japanese strategic community also believes that Japan would be drawn in, under this contingency. The Korean and Taiwan and Japan-China conflicts are thus potentially interlinked.
China and North Korea see the collaboration between NATO and Japan and Korea as a US-led effort to bring NATO into the region. In North Korea’s case, it is seen as part of a US strategy to overthrow Kim’s regime. In China’s case, NATO expansion is seen as a "grave challenge" to global peace and stability. "Despite all the chaos and conflict already inflicted, NATO is spreading its tentacles to the Asia-Pacific region with an express aim of containing China."
The US is deliberately emphasising the interconnections between the European and Indo-Pacific theatres as part of its strategy of building alliances with democratic partners. "We are also growing the connective tissue between US alliances in the Indo-Pacific and in Europe…allies in the Indo- Pacific are staunch supporters of Ukraine, while allies in Europe are helping the United States support peace and stability across the Taiwan Strait," notes National Security Adviser Jake Sullivan.
NATO has addressed the possibility that it might become involved in conflict in the Taiwan Strait, specifically in the situation where US territory and forces came under attack, which would trigger Article 5.
China also objects to the participation of NATO members’ naval units in Freedom of Navigation operations in the Taiwan Straits.
How can the risks of transnational conflicts coming together into global conflict complexes be defused? Second-track dialogue meetings can convene interlocutors from different arenas and bring them together to discuss all aspects of a situation.&nbsp;
But though dialogue efforts are vital, they cannot bear the weight of conflict prevention alone. Restraint, trust-building and moderation on the part of political leaders is also needed. So is a climate of domestic political discussion that replaces security fears and nationalism with mutual understanding and an appreciation of our common humanity.

Turbulent Currents, Merging Storms

As the well-known adage goes: you can choose your friends but not your neighbours. There is no alternative to learning to live together. Relations between neighbours in a housing estate or nation states is (or should be) dependent on long term bilateral interest, not instantaneous calculations. Nowhere is relations between nations become more of an everyday issue than in the borderlands. And how multidimensional relations between countries are managed and nurtured should be the <a href="https://nepalitimes.com/here-now/learning-rubbish-memorising-gibberish">message in school textbooks</a>. Afterall, the foundations of knowledge and values are laid in school and in the books used to teach them. In most countries the content of textbooks is determined by the state, in fact it is an official document reflecting a country’s position on various facets of citizenship. Textbooks determine a person’s views on a cross border state.&nbsp; I have recently been leafing through the<a href="https://nepalitimes.com/multimedia/delay-dilute-deny"> Social Studies textbooks</a> for Grades 9 (pictured, below) and 10 published by the Ministry of Education, Science and Technology’s Curriculum Development Board at Sano Thimi. Imagine my astonishment when in the Grade 9 chapter on ‘Nation and Nationalism’ was this sentence in the section titled Border Security (translated from Nepali): ‘An open border opens up the possibility of increased human trafficking and drug smuggling. In fact, an open border can poison relations between people and even lead to war.’  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240717080732_a0492a1be8aaa76b0a90985f0c8ebf85874f53fd9e328d09aef9b614aa29cb84.jpg" data-media-id="editor_2" data-image-id="20240717080732_a0492a1be8aaa76b0a90985f0c8ebf85874f53fd9e328d09aef9b614aa29cb84" data-rendition-name="original" width="1074" height="1600" loading="lazy" alt="Nepali textbook social studies NT"> <figcaption>Social Studies textbook for grade 9.</figcaption> </figure>  Similarly, a section titled ‘Nepal’s Friends and Agencies’ talks about Nepal being a landlocked country situated between India and China, &nbsp;without indicating that these two neighbours of Nepal are global economic heavyweights. Whatever the text book may say about the dangers of an open border, all <a href="https://nepalitimes.com/opinion/borderlines/barbwire-borders">national frontiers should be as open as the one between India and Nepal</a>. Nepal has had a similar open border with Tibet for centuries.&nbsp; Officially, a country’s relation with its neighbour is marked by when diplomatic relations were established. But there is no such date with which we can pinpoint how long Nepal’s relations with India and Tibet (now an autonomous region of China) has existed. Nepal’s school textbooks fail to impart on students the importance of the country’s relations with these two vast and powerful neighbours. Instead of establishing a narrative that an open border is the ultimate symbol of strong and close ties between countries, Nepali textbooks give it an unhelpful negative connotation. By contract, Nepal’s trans-Himalayan border with China is limited and controlled. Citizens of both countries need passports and visas to enter the other. From time to time, some Tibetans do enter Nepal bypassing official checkpoints.&nbsp; The Nepal-India border on the other hand is open because of mutual agreement, friendship, good neighbourliness, religious and cultural diversity, social cohesion, family relations, and common geographical features on both sides.&nbsp; These economic, cultural, political and historical aspects of the open border should have been incorporated into Nepal’s text books. On the other hand, the books should also have explained the reason why the Nepal-China border has not been open since the annexation of Tibet 65 years ago. The content of the Social Studies text book reflects state neglect. A border is not the result of the wishes of a country on one side, it is the common meeting point of nations. Because the <a href="https://nepalitimes.com/editorial/lessons-not-learnt-homework-not-done">examination system </a>requires students to memorise and regurgitate content of textbooks, a teacher cannot deviate from what it says even if it is incorrect. A secondary school teacher regards the textbook as the curriculum. A text book’s content therefore does not just impact the point of view of students, but also teachers. More than disinformation on social media, it is the half-truths and false notions in text books that are more dangerous. In fact, textbooks read like the declaration of the political party in power. This is a result of the curriculum drafters not being inclusive and representative of Nepal’s diversity.&nbsp; Read also: <a href="https://nepalitimes.com/opinion/the-exceptional-buhari">The Exceptional Buhari</a>, Sudeshna Thapa This can bring about a tectonic shift in the thought process of young Nepalis, evoke a sense of animosity towards neighbours and ‘others’. In a country where political polarisation, ideological divide is already wide, such assertiveness by the dominant community can be sensitive.&nbsp; Textbooks cannot be propaganda, they cannot be a vehicle to establish a political narrative. They should heal and unite. Students need to learn and understand <a href="https://nepalitimes.com/news/nepal-s-love-triangle-with-china-and-india-impacts-investment">Nepal’s fragile geopolitical circumstance</a>, and not be exhorted to rock the boat. There is a common socio-cultural milieu that is transboundary because of our shared history and politics. Textbook case of bad textbooks

The first, and potentially only, debate between the 45th and 46th presidents of the United States constituted a <a href="https://www.politico.com/news/2024/06/28/trump-biden-debate-result-takeaways-00165701" target="_blank">clear win</a> for Donald Trump, as far more viewers focused on <a href="https://www.project-syndicate.org/columnist/joseph-biden-jr">Joe Biden</a>’s apparent physical and mental infirmities than Donald Trump’s evasions and trafficking in partial or outright lies.&nbsp;
The question now, though, is what, if any, difference it will make in the presidential election that is now just four months away.
The debate most likely increases the odds that Trump will occupy the Oval Office come noon on 20 January, 2025. Going into Thursday night’s debate, Trump was <a href="https://centerforpolitics.org/crystalball/the-somewhats-election-soft-biden-disapprovers-key-for-both-candidates/" target="_blank">slightly ahead</a> in many of the national polls and, more importantly, in the half-dozen swing states that will most likely determine the election’s outcome. The debate only added to this advantage.
The context favours Trump. This year has already proven to be a tough one for incumbents seeking re-election, as outcomes in <a href="https://www.project-syndicate.org/commentary/india-election-results-bjp-disappointing-victory-good-news-for-democracy-by-shashi-tharoor-2024-06">India</a>, <a href="https://www.nytimes.com/2024/06/30/world/europe/france-elections.html" target="_blank">France</a> and Britain have demonstrated. Polls also show a low approval rating for the prime ministers of <a href="https://asia.nikkei.com/Politics/Japan-s-Kishida-approval-rating-sinks-to-new-low-of-25-Nikkei-survey#:~:text=TOKYO%20%2D%2D%20Support%20for%20Japanese,that%20launched%20in%20October%202021." target="_blank">Japan</a> and <a href="https://nationalpost.com/news/bleak-poll-results-justin-trudeau" target="_blank">Canada</a>, which could lead to a change of leadership in those countries. Biden and the US are poised to be consistent with this trend.
Like many of his fellow incumbents, Biden has struggled to manage rising immigration and economic challenges. His failure to deal effectively with the <a href="https://www.bbc.com/news/articles/c7227y6nqzmo" target="_blank">southern border</a> has allowed some <a href="https://thehill.com/opinion/4423296-matthews-illegal-immigrants-double-under-biden-and-thats-just-the-start/" target="_blank">ten million</a> men, women, and children to enter the US illegally. Then there are the effects of inflation, something voters are reminded of every time they go to the grocery store or fill their car with gasoline. Biden can point to domestic and foreign-policy accomplishments, but they are less salient to many Americans.
Most critical is the question of his <a href="https://wfin.com/fox-health-news/doctors-express-concern-about-bidens-apparent-cognitive-issues-during-debate-troubling-indicators/" target="_blank">age</a>. Doubts are widely and deeply held that Biden is simply too old for what is arguably the world’s most demanding and important job. He is 81, turns 82 in November, and, if re-elected, would turn 86 while still in the White House. And he is an old 81.&nbsp;
As the debate demonstrated, he walks stiffly, loses his train of thought, and has a weak and raspy voice. Trump is only three years younger and makes little sense when he speaks, often taking bizarre rhetorical detours, but manages to project a more vigorous image.
Given Biden’s <a href="https://www.aljazeera.com/news/2024/6/28/biden-seeks-to-project-confidence-amid-concerns-over-debate-performance" target="_blank">better outing</a> at a campaign stop the day after the debate, some believe he can bounce back. After all, Ronald Reagan and Barack Obama recovered from poor debate performances. But that was because they were seen as great orators who simply had a bad night. Biden’s problem is that his poor showing reinforced an already-entrenched narrative that will be difficult, if not impossible, to alter. His performance could even threaten to turn him into something of a lame duck, further weakening his influence at home and abroad.
All this said, Biden will be the Democratic Party candidate chosen at the party’s convention this August unless he takes himself out of the running and frees his pledged delegates to vote for someone else. Who this someone would be – Vice President Kamala Harris, a sitting governor or senator, a member of his cabinet – is anybody’s guess.
It is obvious that Biden and his inner circle are resisting calls (<a href="https://www.nytimes.com/2024/06/28/opinion/biden-election-debate-trump.html" target="_blank">including from sympathetic editors</a> at major news outlets) for him to step aside. Neither he nor his loyal lieutenants, many of whom have been close to him for decades, have given any indication that the president will bow out.
Biden’s declining political fortunes could well prove to be a drag on other Democratic candidates come autumn. It is possible that a Trump victory could help bring about a Republican takeover of the Senate at the same time Republicans hold the House of Representatives. Together with a Supreme Court that has increasingly demonstrated sympathy for positions supported by Trump and congressional Republicans, this would bring about the American equivalent of a parliamentary system, with power consolidated in the hands of a party that is better understood as radical rather than conservative.
There would be few checks on power strong enough to mitigate this imbalance; on the contrary, Trump’s plans to weaken the independence of the <a href="https://protectdemocracy.org/work/trumps-schedule-f-plan-explained/#:~:text=In%20October%202020%2C%20the%20Trump,to%20the%20president%20when%20hiring." target="_blank">civil service</a>, together with his promise to <a href="https://www.reuters.com/world/us/donald-trump-wants-control-justice-department-fbi-his-allies-have-plan-2024-05-17/" target="_blank">politicise</a> the Justice Department and regulatory agencies, would concentrate power further. Trump would be free to lower taxes, impose tariffs, further restrict access to abortion, ease already loose controls on gun ownership, enforce immigration law as he sees fit, and increase the enormous debt.
Foreign policy would also be vulnerable to significant change, because the US political system gives broad latitude to the executive. It is quite possible that Trump would reduce or even eliminate US support for Ukraine, hollow out US commitments to NATO, give Israel an even freer hand to prosecute <a href="https://www.aljazeera.com/news/2024/6/29/hezbollahs-plans-israels-threats-is-either-side-ready-for-war" target="_blank">war</a> in Gaza and Lebanon and build settlements, refuse to participate in global efforts to combat climate change, and prioritise bilateral trade issues with China over broader concerns with Beijing’s behavior abroad.
Elections have consequences, and this one more than most, given that the differences between the candidates far exceed any similarities. In the wake of a debate that appears to have tipped the scales against Biden, and with no way of knowing if someone else will be the Democratic candidate and how he or she would fare, US friends and allies should prepare themselves for potentially major changes come January.&nbsp;

The world should prepare for Trump

<a href="https://www.ranjanadiga.com/">Ranjan Adiga</a>’s debut short story collection, <a href="https://www.penguin.co.in/book/leech-and-other-stories/">‘Leech and Other Stories’,</a> is a bold and honest exploration of a wide variety of modern experiences of Nepalis home and abroad. A million Nepalis leave the country every year, mostly for work, and about 90,000 to permanently resettle abroad. The ten stories in this slim volume revolve around characters who have migrated and are dealing with issue of identity in their adopted homes.&nbsp; Four of the stories involve Nepalis in the United States navigating success, divorce, cash jobs in Indian restaurants, diversity committee politics, and the Broncos. America is where Adiga himself is based currently, teaching Creative Writing and English at <a href="https://westminsteru.edu/campus-directory/directory-profiles/adiga-ranjan.html">Westminster College in North Salt Lake, Utah</a>. After publishing a <a href="https://archive.nepalitimes.com/news.php?id=17263">few articles for this newspaper</a> in 2010, and a brief internship at The Kathmandu Post, he spent some well-paying years in advertising in Kathmandu and Bahrain.&nbsp; Fascinated by fiction, he did an MFA in creative writing at <a href="https://uncw.edu/">University of North Carolina Wilmington</a>, before completing a PhD at the University of Hawaiʻi at Mānoa. Observing Nepalis struggling with identity and acclimatising to American culture gave the fiction writer in Adiga plenty of plot material to work on.&nbsp; Adigais often mistaken for <a href="http://www.aravindadiga.com/">Aravind Adiga</a>, author of the Booker-prize winning author of the 2008 book, <a href="https://kenyonreview.org/kr-online-issue/2009-winter/selections/review-of-aravind-adigas-the-white-tiger/">The White Tiger</a> that was made into <a href="https://www.netflix.com/np/title/80202877">a Netflix movie</a> starring Priyanka Chopra. “When you introduce yourself in Nepal, it’s never just your first name. If I just say ‘Ranjan,’ the next question is automatically ‘Ranjan ke?” Adiga tells us during a recent visit to Nepali Times. “People are often intrigued, and some harbour preconceptions about who I am.”&nbsp; And if it is not being mistaken for Aravind, it is to be taken for an Indian. But Ranjan’s pedigree is even more exotic: his grandfather was a <a href="https://www.telegraphindia.com/india/kathmandu-ripples-in-karnataka/cid/507815">high priest of Pashupati Temple</a> in Kathmandu, whose predecessors have been traditionally sourced from <a href="https://www.thehindu.com/news/national/andhra-pradesh/coastal-karnatakas-bond-with-nepal/article7144615.ece">Udupi of the Karnataka-Kerala border</a> in south India for the past 300 years. Both his parents are Nepali. Like many people who straddle multiple cultures, Adiga does not feel completely accepted in either place. In fact, the uprootedness of being at home everywhere and nowhere helps him in his writing, and that is also reflected in many of the characters in his stories.&nbsp; They too feel alienated in new cultures with various values and different requirements for getting by: whether a Madhesi in Kathmandu, a newly-Christian Dalit woman, or a homocurious uncle. One of the ten stories is titled Leech, and seems to be inspired by the experience of author and former American Peace Corps volunteer Broughton Coburn, whom <a href="https://archive.nepalitimes.com/news.php?id=11933">Nepali Times profiled in 2006</a>. Says Adiga: “A lot of my characters feel like parasites in the system, they feel alienated in the places they find themselves, often facing dilemmas between morality and survival.” Indeed, the protagonists in Adiga’s stories are mostly morally ambiguous. They may steal, lie, cheat and drink, but ultimately own up to their mistakes. “Most of my stories tell themselves as I write. It’s a process of discovery, of observing what the characters do and how they interact,” Adiga explains, adding that in only one of the stories did he start with the plot completely outlined beforehand.&nbsp; That story is ‘Student Visa’ about a Nepali youngster named Sanjay on whom his parents have great expectations: he will go to America and eventually bring Mom and Dad, too. Sanjay completely bombs the interview but lies to his parents (and to a neighbour uncle who has a brother in the States, and is naturally an expert) that he got the visa. The author seems interested in how Nepalis deal with relationship norms abroad. Adiga writes about couples in the US where the wife has a ‘better’ job and earns more than the husband, and a visiting father of a divorced son who looks past all of his successes in tech and only talks to him about his failed marriage. This is a story titled ‘A Short Visit’and has a strong plot with real writing. Nirmal is the son who works in tech and has a fancy house and a Tesla. His Baba is an electrical engineer turned alcoholic. Father and son bond over alcohol as a poignant, vulnerable story unfolds. Baba is not supposed to drink at all, and when Nirmal’s sister in Nepal finds out, she berates Nirmal. Brother and sister also have an interesting dynamic. Nirmal is rich and divorced in Denver, while Binita lives in Nepal with a stable joint family and children. The question looms: who has made the bigger sacrifice?As the booze flows, son and father process their different understandings of the divorce, get into arguments, and head to a party where Baba gets on stage and tells the crowd that he loves his son. “That was the story that I had to write quickly, as a replacement for one that fell through,” Adiga explains. “I wrote it in about three weeks, while usually take several months on each one.”&nbsp; Adiga’s stories are observant, uncomfortable and true. Like when he talks about Nirmal texting his ex-wife occasionally and liking each other’s photos on Instagram. Or when he writes: ‘Baba looked like someone’s driver at a wedding in Nepal, cowering in a corner, scrounging on leftovers.’ In ‘A Haircut and a Massage’ a middle-aged man named Krishna is in a sad sexless marriage and teeters on the edge of homosexuality. When his wife sends him out to buy veggies, he starts frequenting Iqbal’s salon for full body massage. Krishna’s marriage had started out well but deteriorated after his wife had their first child. Most of Adiga’s stories feature strong, pragmatic female characters who are in charge, with weaker and often embarrassing male counterparts. Adiga writes bravely about issues that we usually skirt around. ‘High Heels’ looks at a Dalit woman who converts to Christianity and works at a bank, doing better than if she did what her caste identity dictated. <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/sermon-on-the-mountain,3911">Prosletysation may have its problems</a>, but the Church treats her as an equal.&nbsp; The story ‘Diversity Committee’ is about the tension between a professor and his white female student after he follows an awkward hug with an iffy text. Soon there is rumour spreading around school that the prof has a staring problem. The student has heavily bought into diversity brainwashing and is a star student, and now does not know what to do that her Professor-Of-Colour has hugged her and stroked her back. Meanwhile an interesting interaction is taking place between the Nepali professor and a Black lesbian professor in the same department. They are good friends in lily-white rural Idaho, but also compete for leadership and inclusion grants from the diversity committee. Adiga admits that one his inspirations is fellow-Nepali writer in America, <a href="https://nepalitimes.com/news/writing-about-nepal-from-afar">Samrat Upadhyay</a> (<a href="https://archive.nepalitimes.com/news.php?id=4483">The Guru of Love</a>, <a href="https://archive.nepalitimes.com/news.php?id=9235">Arresting God in Kathmandu</a>, <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Kathmandu-wont-let-go-of-me-samrat-upadhyay,3649">Mad Country</a>) who is also a Kathmandu St Xavierite. The short, clipped sentences, sparse prose and simple plot lines involving Nepalis are indeed vintage Samrat. And like Subcontinental authors who write in English, Adiga also grapples with making the vernacular dialogue sound authentic. The stories are set where the author lives and works, and it is about fictional fellow-Nepalis, so it is natural to wonder how autobiographical they are. Feeling at home nowhere and everywhere

Theresa Rebeck’s 1992 script What We’re Up Against has been translated by Priyankar and directed by Akanchha Karki of Katha Ghera as Play द सिस्टम . The play shows a not uncommon experience of female employees in offices in Nepal.Namita is a young talented architect newly hired at a prestigious firm who is exasperated by lazy colleagues who hide their incompetence behind workplace politics.&nbsp; Played with panache by Ranjana Bhattarai, Namita is eager to work on projects, but her boss Sailesh (Eelum Dixit) is a scotch-swigging manipulative control freak who does not assign her anything because he is threatened by her competence.&nbsp; Namita is consigned to a converted storage room, while Pankaj Basyal (Rishikesh Basyal) has a much better location for his desk despite being even newer than Namita. Basyal is a sloppy grifter who makes pompous, long-winded presentations and curries favour with Sailesh by keeping the whiskey flowing.&nbsp; The office is involved in a big project to restore a mall in Lalitpur. Basyal is on the project, as is Biswas (Suraj Malla). Biswas understands what is going on behind the scenes between fellow staffers and is concerned about a piping problem that is delaying the project.&nbsp; The fifth person in the office is Chahana (Roshani Syangbo) who is not much of an architect but keeps her job by playing a ditzy simpering damsel who seconds anything the men say.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240626120620_60a615435151b3721e96bacb1bef4063596bbfc5203dc65a9c4298877f89fca0.jpg" data-media-id="editor_0" data-image-id="20240626120620_60a615435151b3721e96bacb1bef4063596bbfc5203dc65a9c4298877f89fca0" data-rendition-name="original" width="5516" height="3677" loading="lazy" alt="Play the system"> </figure>  The deadline for the mall is looming and the only person with the solution is Namita. Sick of being underestimated and overlooked, she brings a design supposedly by Basyal to Sailesh, who initially okays it. But after finding out it was hers, he trashes it.&nbsp; Sailesh is incensed at Namita’s trick, and throws her out before putting Chahana on the project instead. Yet Namita is following Sailesh’s advice: to get work, you must show initiative.&nbsp; So Namita takes up a project Chahana has just about abandoned to modify a court building. Her pitch to the team is imaginative and focused on meeting the client’s demands.&nbsp; Sailesh uses his status and corporate doublespeak to dominate the meeting, and bully Namita. Humiliated, Namita confronts Chahana who sided with Sailesh in the meeting and the two have a row. Brilliantly acted, the scenes are a realistic portrayal of office hierarchy with gender politics also thrown in that gets in the way of getting work done. People want credit but do not want to work for it.&nbsp; The men cannot stand Namita because they all know she is a better architect. They describe her as difficult to work with and whiney. But they are fine with docile, unthreatening Chahana. However, she too is scared of the notion that she might soon have to play sidekick to Namita. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240626120624_a694966f0f4ff4a53c36f81ee7b646078720234812a86a1232e6b95edcec4a86.jpg" data-media-id="editor_1" data-image-id="20240626120624_a694966f0f4ff4a53c36f81ee7b646078720234812a86a1232e6b95edcec4a86" data-rendition-name="original" width="2048" height="1431" loading="lazy" alt="Play the system"> <figcaption>Photo: TUPHAN JUNG THAPA</figcaption> </figure>  In a final act of rebellion, Namita ‘plays the system’ of egos to push a flawed design through Chahana to Sailesh, letting Chahana take credit. As Sailesh presents the imperfect plan to the firm’s founder, Biswas has found out what happened and comes to Namita’s office to talk, only to find her packing up, expecting to soon be fired. The two agree to talk about the piping problem over dinner.&nbsp; The play ends abruptly right here, leaving us guessing what happens to Namita. Bristling with swear-words, this is a tense, angry play, but has a light-hearted tone. The message seems to be that women can either be like Chahana, not getting in anyone’s way to keep her job. They will keep her, but have to squander her talent and self respect. Maybe Chahana was once competent too, but is now too jaded and resigned to her fate. Or, they can be like Namita. Confident and competent, and hence perceived as a threat. Many men do not like admitting that another man is better in their profession. But when it comes to women, their ego is hurt and they seek petty ways to get their own back.&nbsp; Sailesh refers to Namita as a “ball-crusher” (the word sounds pithier in Nepali). But if they looked around it would be clear why they are getting left behind: they drink too much, are easily flattered, and have too much time to backbite. They engage in many of the same behaviours that they may jeer at as feminine, such as gossip and hysteria.&nbsp; One scene in particular demonstrates this hypocrisy. Sailesh and Basyal are drinking in Sailesh’s office, a den of toxic masculinity. They make abusive remarks about Namita, but not once in the play do the two actually do any work.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240626120624_3349985b6341a7913c6030f1f8b5c142e39e86420ee429a3eeed2126e54e9ef2.jpg" data-media-id="editor_2" data-image-id="20240626120624_3349985b6341a7913c6030f1f8b5c142e39e86420ee429a3eeed2126e54e9ef2" data-rendition-name="original" width="4166" height="2777" loading="lazy" alt="Play the system"> </figure>  Suddenly Namita invades the scene and Basyal cowers pathetically in his chair, not meeting her eye. Namita pours herself some of the whiskey (gasp) and downs it straight before threatening to go to the founder. &nbsp; While Biswas is smart enough to figure out what is going on, he does not &nbsp;have the courage to stand up to Sailesh, or ask Namita for the solution, or “do the right thing”.&nbsp; Rebeck’s script came out in 1992, and 32 years later it still transcends time and space, and is a relatable and realistic depiction of the workplace anywhere. This a universal, perennial issue, and the play can also be taken as a call to maturity in gender relations. &nbsp; The play runs smooth as it uses one big set throughout, lighting up where the action takes place. In the centre is the presentation table and to the left and right are Chahana and Namita’s offices. Overlooking everything up a staircase is Sailesh’s office. The original script is in English, and it adapts well to a sort of Nepali-English hybrid dialogue that would feel natural to the Nepali Times readership. Rebeck curses quite liberally in the original English script, but the adaptation is a bit too generously sprinkled with colloquial Nepali swear words. Hate the game, not the player

The year is 2001, the place: somewhere in the city of Nirmal Pradesh in India. It is an auspicious day. A newly married couple takes leave from the bride’s house. The journey to the groom's village is an extended voyage that requires a boat, a bus, a train, and another bus ride. Right off the bat, viewers cannot help but draw relevance to Nepal. We have the same class and caste system. Women are bound by the patriarchal society that treats them as less than equal and takes away their life choices. The practice of dowry is still prevalent in these parts of the world.&nbsp; The only difference: we don’t have the extensive railroads like India. Back to the story: on the train compartment, our couple encounter two more newly married pairs, the brides similarly attired with a veil covering their faces. When the train reaches his station, the groom gestures for his wife to get off. &nbsp;Only after reaching the village— when his mother unveils his bride to the waiting family– does the groom realise that the woman he has brought along from the train is not his wife. Laapataa Ladies starts with this rather bizarre premise that can only happen in movies. But the presence of three brides– all donning bridal red, all veiled, all of them in the same train compartment– gives enough plausibility for the audience to be engaged. A satirical approach to the patriarchy and the deeply-rooted customs that have oppressed women, the film is a wittily crafted piece of art. Adapted from Biplop Goswami’s story Two Brides, director Kiran Rao has made Laapataa Ladies a story about how getting lost helps two women to find their individual selves. The character of Jaya (Pratibha Ranta)– who ends up getting off the train with the groom Deepak (Sparsh Shrivastav), &nbsp;and Phool Kumari (Nitanshi Goel)-- Deepak’s wife who gets left behind–are two ends of a spectrum. Phool is the idealistic daughter– bright-eyed, naive and proud of the homemaking skills she has been taught. Jaya, on the other hand, is what the patriarchy would label ‘rebellious’ because she would rather go to college than be married. While Phool is the kind of person to live within restrictions that forbid women from uttering their husbands’ name out loud, Jaya is defiant of such limitations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240619100624_adc3650769df398de6fe7f5730fe1150c30f7118cfef1c36907256bf214fd1ab.jpg" data-media-id="editor_0" data-image-id="20240619100624_adc3650769df398de6fe7f5730fe1150c30f7118cfef1c36907256bf214fd1ab" data-rendition-name="original" width="1668" height="1000" loading="lazy" alt="Laapataa Ladies review"> </figure>  Without celebrating any definition of what women have to be – either by conservative or progressive standards, the film centres around how the two women each navigate and make their own place in the patriarchal world. Apart from the simplistic storytelling, the film’s highlight is its portrayal of female relationships. In a world where many films are still about heroes and heroism, seeing women, women-led stories and the depth of their relationships is a rarity. And unlike how women are stereotypically portrayed in films to drag each other down, the film does just the opposite. Rao’s Laapataa Ladies is thus a breath of fresh air. The relationship Jaya and Phool develop individually with supporting female characters makes the viewer’s heart full, like the friendship that gradually flourishes between Jaya and Poonam, the eldest daughter-in-law of the house Jaya is not supposed to be in. Poonam has a knack for sketching but does not think much of it. It is Jaya who encourages her to draw and realise her potential. And while Poonam might never take up sketching professionally –that part is never dealt with within the film– that her skill was validated and appreciated is a meaningful detail. Meanwhile, everyday casual conversations that take place between the women in the film also have a deeper meaning. And though it is set in rural India, the issues the women face seem universal, especially to women across South Asia and the global south. A scene that stands out is a conversation between Manju Mai – who runs a food stall at the train station where Phool is stranded – and Phool. Phool is cooking for Manju Mai and when Manju asks if she would be okay cooking in a kitchen foreign to her, Phool replies, “As women, we are only taught to embrace a kitchen foreign to us”. Laapaata Ladies might come across as preachy at times, but aside from that, this two-hour-long film is a reflective, thought-provoking piece about women finding their place in the world. Laapaata Ladies is streaming on Netflix.

A tale of two brides in Laapataa Ladies

When a deadly debris flow on the night of 12 July swept two intercity buses into the Trisuli River along the Mugling highway, it took more than an hour for rescue to arrive as shocked survivors groped in the darkness. One bus had left Kathmandu for Gaur with 36 passengers the previous evening. The other was heading to the capital from Birganj, carrying 26 passengers.&nbsp; Three passengers managed to escape from broken windows and climb back up to the road in pouring rain. They then sought help from vehicles stuck on either side of the landslide to get themselves to the hospital.&nbsp; Security forces and the Chitwan District Administration Office reached the site soon after they were notified. A team from the Armed Police Force’s Disaster Management Training School (DMTS) in Kurintar arrived soon after. The Nepal Army division in Bharatpur was notified at 4:30AM, and a Quick Response Team (QRT) was immediately dispatched. Nepal Army divers arrived in the morning. Read also: <a href="https://nepalitimes.com/opinion/managing-the-monsoon">Managing the monsoon</a>, Ngamindra Dahal In the fortnight since the tragedy, up to 500 trained rescuers have been working to find the buses (pictured). So far, the bodies of 25 passengers have been recovered, two from downstream in India. A 12-member team from the Indian National Disaster Response Force also arrived to help in the search. “Search and rescue operations in an accident like this typically last for 10 days,” says Khimananda Bhushal of the District Administration Office in Chitwan. “But we have to keep going until we locate the buses.”&nbsp; Rescuers have used rafts, anchors, air and water drones, as well as magnets to search for the missing buses and the remaining passengers. The Indian team is said to have sonar for the underwater search.&nbsp; “We have dedicated units for disaster response in our security forces, we have enough trained manpower to respond to most disasters,” says Bharat Mani Pandey, former joint secretary of the NDRRMA (National Disaster Risk Reduction and Management Authority).&nbsp; The Nepal Police has 1,250 personnel while the Nepal Army has more than 1,200 members assigned for disaster risk reduction and management. There are 2,500 others in the APF with disaster management training. All districts have District Disaster Management Committees.&nbsp; <h2>Water</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240725120744_85a258a01d47c487c753ca6433a3b168b2f45f0391c039252de7aef0cecc1c5f.jpg" data-media-id="editor_1" data-image-id="20240725120744_85a258a01d47c487c753ca6433a3b168b2f45f0391c039252de7aef0cecc1c5f" data-rendition-name="original" width="3600" height="2410" loading="lazy" alt="101, 102, 103"> <figcaption>Photo: RSS(Photo: Shristi Karki)</figcaption> </figure>  So far this monsoon, 133 people have died in floods, landslides and drownings and 147 others people have sustained injuries. Seven people across the country are missing.&nbsp; Many of the <a href="https://nepalitimes.com/here-now/highway-accidents-are-no-accident-in-nepal">highway fatalities</a> are a combination of bad roads that are not built to be safe during monsoon rains. The road network has expanded, there are more hospitals with trauma care and ambulances, but Emergency Medical Technicians (EMT) are still not available in much of Nepal. Most ambulances are actually just ordinary vans to trasnport the injured to hospitals, with no specialised emergency care equipment. Much of Nepal’s pre-hospital emergency care is dependent on bystanders and passersby who self-mobilise to get injured people to hospital after accidents, especially on Nepal’s rural highways where ambulances and EMTs cannot reach on time. But even though well-intentioned, such first responders are rarely trained in emergency care and protocols. In many cases, improper handling of the injured does more harm than good.&nbsp; <h2>Roads</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240725120744_27952fa8765f1b0178c1b42e7968084bad8538d40d082e4af787408d9ecab6be.jpg" data-media-id="editor_3" data-image-id="20240725120744_27952fa8765f1b0178c1b42e7968084bad8538d40d082e4af787408d9ecab6be" data-rendition-name="original" width="1500" height="845" loading="lazy" alt="101, 102, 103"> <figcaption>Photo: RSS(Photo: sher bahadur shing)</figcaption> </figure>  <a href="https://nepalitimes.com/multimedia/nepal-s-other-pandemic-road-fatalities">Road Traffic Accidents (RTAs) take more lives annually in Nepal than</a> floods, landslides, plane crashes, and other accidents and ‘natural’ disasters put together. There have been 21,287 road mishaps in Nepal so far in 2024, resulting in 2,198 fatalities and 5,713 serious injuries.&nbsp; The Nepal Ambulance Guidelines 2021 defines an ambulance as ‘a vehicle to transport patients that include ambulance equipment, sirens, GPS, a trained driver and an EMT’.&nbsp; But there are only 705 ambulances equipped with GPS across the country, and only 81 offically approved. Ambulances have to be certified as Type A Advanced Life Support (ALS) ambulances, or Type B Basic Life Support (BLS) ambulances. There are 119 trained EMTs and 929 trained ambulance drivers certified by Nepal’s National Health Training Center. Meanwhile, there are 30 trained dispatchers who work out of 11 ambulance dispatch centres across the country. These dispatchers respond to 102, the emergency number for ambulance services in Nepal.&nbsp; Read also: <a href="https://nepalitimes.com/news/roadkill">ROADKILL</a>, Sonia Awale The Nepal Red Cross Society (NRCS) operates 242 Type A, 60 Type, and 182 Type C ambulances across Nepal. Type C is essentially a normal transport vehicle. And while accessibility, technology, and skilled human resources were always a challenge for Nepal and its relatively basic pre-hospital services, this was made glaringly obvious during the 2015 earthquake, says Bal Krishna Sedai, deputy director of the NRCS. “We realised that Nepal’s pre-hospital care system was in no way prepared to handle mass casualty events,” Sedai explains.&nbsp; Ambulances are a 24-hour service, but Nepal’s laws state that no individual can work for more than eight hours. This means each ambulance would need three EMTs and three drivers and that is near impossible because of budget constraints. “The government has been unable to allocate enough human resources to sustain pre-hospital care,” adds Sedai. Read also: <a href="https://nepalitimes.com/here-now/nepal-s-air-ambulance-saves-mothers">Nepal's air ambulance save mothers</a> Nepal’s topography hinders first responders from getting to accident or disaster sites on time, even though they are ideally supposed to be there within 15 minutes in the Tarai, and within 30 minutes in the mountains.&nbsp; Says Sedai: “We urgently need to map where ambulances need to be stationed across the country in order to provide effective service, and this must take into account Nepal’s geography and population density.” <h2>Quakes</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240725120744_2159d1a80ac5d0310f5d69041ed8e341124e86b4487262b529549aed63ac9dd2.jpg" data-media-id="editor_7" data-image-id="20240725120744_2159d1a80ac5d0310f5d69041ed8e341124e86b4487262b529549aed63ac9dd2" data-rendition-name="original" width="1500" height="1125" loading="lazy" alt="101, 102, 103"> </figure>  Disaster response and management is perhaps most critical in times of mega-disasters like earthquakes that Nepal is prone to. Himalayan seismologists have warned that <a href="https://nepalitimes.com/opinion/comment/learning-from-jajarkot-what-we-didnt-after-2015-695vpzle">2015 was not the Big One</a>, and neither was the Jajarkot earthquake last November. Yet, the country remains unprepared. Among others, it lacks modern equipment for <a href="https://archive.nepalitimes.com/article/nation/Search-locate-%20rescue-in-collapsed-concrete-houses,3676">search and rescue from reinforced concrete buildings</a>. In the <a href="https://nepalitimes.com/here-now/jajarkot-one-month-after-the-earthquake">aftermath of the Jajarkot earthquake</a>, 915 Nepal Army, 853 Nepal Police, and 35 APF personnel had been deployed for search, rescue, and relief by the 10th day after the disaster. “A mega quake in western Nepal will impact the whole country, including northern India. This is a level of disaster the whole country needs to be prepared for, not just western Nepal,” Surya Narayan Shrestha of the National Society for Earthquake Technology (NSET) <a href="https://nepalitimes.com/opinion/comment/turkey-and-nepal-face-similar-seismic-risks">wrote in Nepali Times last year</a>. “Given how disaster-prone we know Nepal is, we must seriously put our efforts and money into reducing the risks.”&nbsp; While ambulance services have been integrated to operate under the 102-dispatch system across Nepal following the National Ambulance Guidelines 2021, experts say that Nepal needs an integrated emergency response system. At present, emergency numbers 100, 101, 102, and 103 puts people in touch with the police, fire services, ambulance services, and traffic police respectively. Former NDRRMA Joint Secretary Bharat Mani Pandey coordinated an 11-member task force earlier this year that included members from key ministries as well as security forces to develop an integrated emergency information system so they do not have to dial different numbers for police, ambulance, or fire. &nbsp; “We found that police is the most contacted agency even when people are in need of ambulance or fire rescue services,” says Pandey. “We must have a command centre that incorporates different emergency service providers into an integrated response system.”&nbsp; <h2>Fire</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240725120744_6c338449143818aa97b9e6cfbe391104cfa2f19f532df508bd373106393fd3e5.jpg" data-media-id="editor_12" data-image-id="20240725120744_6c338449143818aa97b9e6cfbe391104cfa2f19f532df508bd373106393fd3e5" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="101, 102, 103"> <figcaption>Photo: BIJAYABAR PRADHAN(Photo: Shristi Karki)</figcaption> </figure>  Fire support services are in an even woeful state, especially given the <a href="https://nepalitimes.com/editorial/smoke-screen">record-breaking wildfires</a> threatening settlements this year. There are only 211 fire brigades in Nepal, which means one fire engine per 110,254 people across the country. More than 1,100 people have died in <a href="https://nepalitimes.com/opinion/borderlines/going-up-in-smoke">forest fires</a> and household fires in the last decade.&nbsp; “Our fire response system is very weak to put it bluntly,” admits Sundar Sharma at the NDRRMA. “211 fire brigades is not nearly enough, and we do not have enough trained firefighters and first responders.”&nbsp; ---- As it is, <a href="https://nepalitimes.com/here-now/it-s-an-emergency-nepal-needs-to-improve-trauma-care">trauma care and infrastructure are inaccessible</a> to a large number of Nepalis. Tertiary hospitals that specialise in trauma and critical care are largely centralised in urban areas, and the rescue, ambulance, and medevac fees are unaffordable for most. There is also limited clarity and knowledge of which hospitals and health institutions are primary, secondary, or tertiary, which is crucial for emergency responders and medical professionals to direct trauma patients to relevant hospitals on a case-by-case basis. That way, first responders can triage survivors of accidents and disasters. “There is a weak link in our life-saving mechanisms between accident sites and hospitals, and we do not have enough trained emergency responders,” <a href="https://nepalitimes.com/here-now/injured-use-internet-to-get-rehab-care">Raju Dhakal of the Spinal Injury Rehabilitation Centre in Sanga</a> told Nepali Times, citing a spate of highway mishaps killed more than two dozen people and injured many more within a week last year. He added: “Even not-critical injuries become life-threatening because police and rescuers do not reach accident sites on time, or are not trained in handling spine or head injuries.” &nbsp;&nbsp;

100, 101, 102

K P Oli and his coalition partner Sher Bahadur Deuba have been prime ministers of Nepal a total of nine times between them. This gives them the joint responsibility of allaying widespread public perception that it is time to pass on the baton.
The fact that Nepal’s two biggest parties, the Nepali Congress (NC) and the Communist Party of Nepal (UML), are in government together has made some hopeful that this coalition will be more stable.&nbsp;
However, the two have their work cut out to a) prove that it is indeed a more stable partnership, and b) that it will govern better. The sole criteria on which this government and its leaders will be judged before the next election will be if it improves the economy.
During his address to Parliament before his floor test last week, Prime Minister Oli acknowledged that the Nepali people were “in deep despair” about the current direction of the country’s politics and economy.&nbsp;
“Our politics must ensure development and prosperity, which is impossible without a strong government,” Oli said.&nbsp;
However, the circumstances that led to the UML pulling away from its partnership with the Maoist Centre was in part propelled by the two biggest parties trying to thwart investigations of their top leaders in two scandals.&nbsp;
That, and the lack of inclusiveness in the new cabinet populated by tainted public figures hints that it is going to be pretty much business as usual. There are only two women in the Council of Ministers, and no ministers from the Dalit community.&nbsp;
If the NC-UML leaders wanted to show that amending the Constitution (the coalition’s major agenda) would strengthen inclusion in government, they are not off to a very good start.&nbsp;
The Cabinet’s decision this week to override the Nepal Electricity Authority and resume power supply to industries that had not paid their dues just proved everyone’s worst suspicions.
Oli’s Cabinet must heed his own words in Parliament that his government would discontinue the culture of leaving development half-finished, and not dismantle some meaningful work done by previous governments.&nbsp;
And even as Deuba places his trust in Oli for the time being, not everyone within the coalition partnership is in the mood to coddle Oli. Leaders of the rival faction within the Nepali Congress which includes NC General Secretaries Gagan Thapa and Shekhar Koirala have made it clear to Oli that their votes of confidence given to Oli does not mean carte blanche support.&nbsp;
But because of its size and influence, this coalition has more responsibility and reason to be stable and deliver the goods in the next three years before elections.&nbsp;
If the biggest two parties coming together cannot successfully address the country’s stagnant economy, kickstart development and create jobs and address widespread public disillusionment and apathy, voters are going to turn to untested populist leaders in 2027.&nbsp;
The Maoists and the RSP are now in the opposition and licking their wounds, and their check and balance role in questioning the NC-UML establishment will be crucial for a functioning democracy in the coming months. &nbsp;
But while a main opposition party with a strong presence is supported by its numbers in Parliament, that is not the case now. The Maoists and the RSP, which are the third and fourth largest parties, together do not have the numbers equal to either the NC or UML in Parliament. Furthermore, both the Maoists and RSP have internal problems of tarnished leadership and disunity.&nbsp;
Maoist chair Pushpa Kamal Dahal must now address discontent within his own party and answer criticism about handling things better with the NC to prevent the UML ‘coup’ last month. He must also analyse what his ouster means for his party’s diminishing popularity at the polls.&nbsp;
Meanwhile, the RSP’s reputation, popularity and support which have taken a major hit, mainly because of party leader and former Home Minister Rabi Lamichhane being embroiled in multiple scandals, is now at the centre of another allegation of corruption and abuse of authority.&nbsp;
The RSP’s Deputy Speaker Indira Rana Magar is facing calls to resign after a letter she allegedly wrote to the US embassy to expedite visa dates for herself and five others earlier this year. Visa-related correspondence for members of the House is usually handled by the Parliament Secretariat, but this instance involved five people who are not MPs and Rana Magar is facing allegations of trafficking.&nbsp;
The RSP was quick to call the letter being made public an attempt by the new governing coalition to tarnish the reputation of the Deputy Speaker and the party. But even though her party is backing her for now, Rana Magar’s changing statements have not helped.&nbsp;
The RSP’s unique selling point to the public is that it is not like the old parties, and given to old practices of corruption and nepotism. Now, the question being asked is: how are the RSP and its leaders any different?
Perhaps it is too early to write the new coalition off, but the signs so far are not encouraging. &nbsp;

Democracy’s sidekicks

Another deadly air crash in Nepal has once more made headlines around the world, further corroding the country’s poor aviation safety track record, and prompting questions about why these tragedies keep happening. A Saurya Airlines Bombardier CRJ200 on a maintenance ferry flight to Pokhara crashed on takeoff at Kathmandu airport shortly before noon on 24 July, killing 18 of the 19 people on board.&nbsp; The tragedy raised immediate questions about why a plane on a routine C Check ferry flight was carrying staff, including some with families.&nbsp; Initial reports, including videos of the crash show the plane bank steeply to the right after takeoff from runway 02, descend rapidly and just starting to level off before impact on an open space east of the runway.&nbsp; The captain Manish Shakya appears to have survived because the plane broke in two throwing the front of the plane away from the main cabin which exploded in a fireball. The actual reason why the plane spun out of control immediately after takeoff will only be known once Capt Shakya gives his account, and after an investigation.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240724150756_f97a09e697a4a64f4b9ddbe27d40383125e9c567ff2f901cafa2adf5bee8c553.jpg" data-media-id="editor_0" data-image-id="20240724150756_f97a09e697a4a64f4b9ddbe27d40383125e9c567ff2f901cafa2adf5bee8c553" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Saurya Airlines plane crash"> <figcaption>Photo: SUMAN NEPALI</figcaption> </figure>  Aviation experts say that despite the horrendous loss of life, Wednesday’s crash could have been much worse had the plane veered to the left instead, and hit the international terminal building or the apron which was full of big jets preparing for departure.&nbsp; It was also fortuitous that the plane fell within the airport perimeter in an area where the ground is being levelled for a new international terminal building, and not in the densely populated suburb of Thapagaun east of the runway. The Canadian-built Bombardier CRJ200 of Saurya Airlines with call sign 9N-AME was 21 years old, and the only one flying in the domestic carrier’s fleet. The carrier mainly served trunk routes to Biratnagar and Bhadrapur in eastern Nepal. Among the dead in Wednesday’s crash were most of Saurya’s senior management, and its technical crew, including a Yemeni national. The Saurya Air crash is an outlier in Nepal’s air crash history where most disasters have been blamed on CFIT (Controlled flight Into Terrain, in which a plane hits a mountain hidden in cloud) or pilot error. Nepal’s high terrain, extreme weather and basic navigation facilities make it a challenging place to fly. <a href="https://nepalitimes.com/banner/60-years-of-living-dangerously" target="_blank">An analysis by Nepali Times</a> of 74 fatal crashes in Nepal in the past 60 years with data from various sources shows that a total of 960 have been killed. Some domestic carriers have <a href="https://nepalitimes.com/here-now/how-to-make-nepals-skies-safer" target="_blank">lost most of their fleet</a> of aircraft.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240724150756_e3ffc6d8cc2d1e2b3c87fccd95ab06bb0573419e88ecfa3d1fc22362e1a37dff.jpg" data-media-id="editor_3" data-image-id="20240724150756_e3ffc6d8cc2d1e2b3c87fccd95ab06bb0573419e88ecfa3d1fc22362e1a37dff" data-rendition-name="original" width="2778" height="1708" loading="lazy" alt="Nepal aviation accidents map NT"> </figure>  The crash was similar to a Bangladesh airliner that crashed near the runway at Kathmandu airport in 2018, killing 49 and injuring 22. An investigation concluded that the captain of the US Bangla Bombardier Q400 was having an emotional breakdown.&nbsp; A Sita Air Dornier 225 flight to Lukla also crashed soon after takeoff from Kathmandu in 2013, killing 23 mainly foreign trekkers. A probe into that crash showed that one of the causes was that the plane was overloaded. The deadliest international crashes involved Thai and PIA Airbuses on approach to Kathmandu airport within two months of each other in 1992, killing a total of 280 people. <div class="embed-block"><div><div style="left: 0; width: 100%; height: 0; position: relative; padding-bottom: 56.25%;"><iframe src="//cdn.iframe.ly/api/iframe?url=https%3A%2F%2Fwww.youtube.com%2Fembed%2F78ZbecJ8BCE%3Fsi%3DEn14tig8xSaohj9C&key=87ca3314a9fa775b5c3a7726100694b0" style="top: 0; left: 0; width: 100%; height: 100%; position: absolute; border: 0;" allowfullscreen scrolling="no" allow="accelerometer *; clipboard-write *; encrypted-media *; gyroscope *; picture-in-picture *; web-share *;"></iframe></div></div></div> Records show that 201 people have been killed in crashes in Nepal since 2016, 79 of them in three crashes in just the past two years, the most serious being the <a href="https://nepalitimes.com/banner/pokhara-bound-flight-crashes-in-nepal" target="_blank">Yeti Airlines disaster on 15 January 2022</a> at Pokhara airport which had been inaugurated just two weeks previously. The Saurya jet was flying to Pokhara for routine check after leasing the hangar there. Saurya used to maintain its aircraft at Buddha Air’s facilities in Kathmandu, but its hangar was not free. The last fatal accident in Nepal was a <a href="https://nepalitimes.com/news/chopper-hits-mountain-near-everest" target="_blank">Manang Air helicopter</a> that went down near Lukla last year which killed six. Nepal’s domestic air travel has seen a boom in the past two years because of the poor state of highways. Most roads have been blocked by landslides and floods during the current monsoon, and there have been a spate of bad highway crashes including a debris flow that swept two intercity buses into the swollen Trisuli River on the Mugling highway on the night of 12 July carrying 65 passengers. The buses have not yet been found.&nbsp;

A Saurya Airlines aircraft crashed immediately after it took off from Kathmandu airport this morning at 11:11AM. 18 of the 19 people on board died, all of them Saurya Airlines engineers and staff. There was a Yemen national among the dead, as well as the wife and child of an employee of the Airlines.&nbsp; The flight, with call sign 9N-AME, was undergoing a C Check, which is a comprehensive test that a plane has to pass on a regular basis. It plummeted into the ground and burst into flames, skidding ablaze into a container. The plane body was incinerated.&nbsp; According to a press release by Nepal Police, 18 bodies were recovered and taken to Teaching Hospital for post-mortem. Captain Manish Ratna Shakya is the only survivor of the crash. Shakya sustained injuries to his eye and will survive. He is being treated at Kathmandu Medical College in Sinamangal, near the airport.&nbsp; Prime Minister K P Oli got to the accident site for further investigation. Ghana S Gurung had to <a href="https://nepalitimes.com/here-now/11-day-trek-is-now-a-day-s-drive-in-nepal">walk 11 days</a> from the tiny village of Dhee in Mustang to Pokhara to give his high school exam in 1983. He wanted fervently to be a medical doctor, and took biology in college in the hope of selection for a medical seat under the Mustang king’s quota. While in Amrit Science College in Kathmandu, he was offered a scholarship to study Parks, Recreation and Tourism in New Zealand. He did not even know the meaning of the English word ‘recreation’, and failed a mandatory English test.&nbsp; Ever resourceful, Gurung convinced Edmund Hillary, New Zealand’s ambassador to Nepal at the time, that he would take English lessons when he got to Victoria University Wellington. He adds, “As a child I studied Buddhism which is all about doing good for people and nature. It taught me about sentient brings, about interconnectedness, interdependence between all living and non-living things.” As a boy in Dhee, Gurung herded sheep and yaks and recalls that snow leopards were the main threat to the family livestock. “Snow leopards were then my biggest enemy,” he says, “<a href="https://medium.com/wwftogetherpossible/fighting-for-the-survival-of-an-old-foe-b517c4f04034">now they are my best friends</a>.” Gurung has been hailed as a <a href="https://nepalitimes.com/here-now/nepal-leads-in-snow-leopard-study">pioneer of snow leopard conservation</a> in Nepal and globally. In 2022, he was named one of <a href="https://www.worldatlas.com/articles/meet-12-incredible-conservation-heroes-saving-our-wildlife-from-extinction.html">12 most incredible conservation heroes</a> in the world by World Atlas for his work.&nbsp; Today, snow leopard numbers are on the rise across the Nepal Himalaya, although the elusive endangered cats are threatened by the impact of climate breakdown. In fact, Gurung’s home village of <a href="https://www.nytimes.com/2020/04/05/world/asia/nepal-himalayas-glacier-climate.html">Dhee has been nearly abandoned</a> because springs in the area have gone dry due to chronic winter drought. Growing up in Dhee, Gurung says he had a strong urge to excel in studies to dispel the entrenched notion that people from the mountains were not very smart. One of his biggest inspirations was his school teacher Man Bahadur Biswokarma of Marpha, who urged him to aim high and get a PhD someday.&nbsp; “I think I have made Man Bahadur Sir proud,” he says.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240721050716_e578bfa9bbdf3d6bad3e383971adffa46e099c26f024b1fb1eb1b4e6209fdafc.jpg" data-media-id="editor_8" data-image-id="20240721050716_e578bfa9bbdf3d6bad3e383971adffa46e099c26f024b1fb1eb1b4e6209fdafc" data-rendition-name="original" width="405" height="405" loading="lazy" alt="Ghana Gurung"> <figcaption>Gurung at age 16 in Mustang before going off to college.</figcaption> </figure>  At WWF, Gurung was closely involved in the creation and handover of the Kangchenjunga Conservation Area, a 2,030 sq km zone in eastern Nepal patterned after similar nature reserves in Annapurna and Manaslu.&nbsp; The Maoist conflict was at its peak, yet Gurung managed to do the groundwork with local officials and mother’s groups for the <a href="https://nepalitimes.com/here-now/participating-to-save-kangchenjunga">Kangchenjunga Conservation Area</a> under the ladership of the government. Many of Nepal’s top conservationists arrived in Ghunsa for the official handover in September 2006, including his mentors <a href="https://archive.nepalitimes.com/news.php?id=18587">Harka Gurung, Chandra Gurung, Mingma Norbu Sherpa and Tirtha Man Maskey</a>. After the ceremony, Ghana was supposed to join them for the helicopter ride back to Kathmandu but had to stay behind in Taplejung to prepare a press statement. Soon after takeoff in pouring rain, the Mi17 helicopter hit a mountain at 4,000m, <a href="http://archive.nepalitimes.com/news.php?id=12536">killing all 24 people on board</a>.&nbsp; Ghana Gurung was involved in the search and rescue, and was determined with others to turn the tragedy into a long term effort to nurture a new generation of conservation leaders. Since then, the <a href="https://nepalitimes.com/here-now/remembering-nepal-s-conservation-heroes">Mingma Norbu Sherpa Memorial Scholarships</a> has been sending <a href="https://archive.nepalitimes.com/news.php?id=17700">two Nepalis to Lincoln University</a> in New Zealand every year , and WWF Nepal provides five memorial scholarships every year. &nbsp; At <a href="https://www.wwfnepal.org/">WWF Nepal</a>, Gurung is a proponent of an integrated approach to development that involves local communities in conservation, not the fortress model of fencing off wilderness areas championed in the West.&nbsp; He says: “In Nepal, unless you protect people, they will not protect wildlife. All these years I thought we were working for nature. Now I realise we were working for people. Human beings are a part of the living world, and it has to be a symbiotic relationship.”&nbsp; Indeed, indigenous communities living near the conservation areas and in buffer zones have been crucial to Nepal’s successes in conservation including tripling the tiger population in 12 years, doubling forest cover in 30 years, recording 752 days of zero poaching of rhinos putting Nepal in the global conservation map.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240721050716_b912a449e02f873bf636aaf699c9c09b35838d027813fc6aa4f8cec5e1d418f8.jpg" data-media-id="editor_15" data-image-id="20240721050716_b912a449e02f873bf636aaf699c9c09b35838d027813fc6aa4f8cec5e1d418f8" data-rendition-name="original" width="1667" height="2500" loading="lazy" alt="Ghana Gurung"> <figcaption>Photo: LINCOLN UNIVERSITY</figcaption> </figure>  However, more tigers mean prey density is declining and the animals are entering human settlements in search of food and water, leading to <a href="https://nepalitimes.com/here-now/human-animal-interface-in-nepal-wildlife-corridor">increased human-wildlife contact</a>. “We are trying to convince people in the buffer zone about precautions they have to take near the park,” says Gurung, who has got WWF to help local people manage homestays for ecotourism benefits. While <a href="https://www.youtube.com/watch?v=gkSpWxxNX10&amp;t=2s">Nepal’s success in tripling its tiger population</a> has increased attacks on people, the media magnifies tiger attacks even though many more people in Nepal are killed every year by snake bites. Gurung says, “Animal will not change their behaviour as they are wild, whereas we humans need to change our behaviour to live and thrive with wildlife which is one of biggest tourism assets and economic pillars of Nepal”. The increase in forest cover coupled with outmigration of local people has also meant that the undergrowth in buffer zones is now loaded with deadwood that is fuel for forest fires. Climate change-induced droughts have also meant that grasslands are tinder dry. Ghana Gurung says the answer to Nepal’s new conservation challenges lies in <a href="https://nepalitimes.com/here-now/climate-breakdown-magnifies-western-nepal-s-woes">protecting water sources</a> in the catchment area, watersheds, wetlands, groundwater and controlling the river pollution. “Being climate-smart automatically means water resilience,” says Gurung, noting how natural springs across Nepal are going dry while in the Tarai, over-extraction of groundwater has led to ponds inside national parks drying up. Prolonged heat waves are making the water crisis worse. <a href="https://nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet">Unplanned infrastructure</a> is also adding to the challenge, Gurung says, and one of WWF’s focus areas is in ensuring that protected areas are not disturbed by <a href="https://nepalitimes.com/here-now/protecting-protected-areas-from-infrastructure">highways, transmission lines and irrigation canals</a> bifurcating them. Climate smart and wildlife friendly infrastructure development is the way forward. The climate crisis has caused Gurung’s community to abandon Dhee and Samjong villages in Upper Mustang, the village where he was born. He says, “Climate breakdown is already happening, we have spent enough time talking about how bad it is. It is time to start doing something about it ourselves with nature-based solutions to protect our water sources.”

Conversation with Mr Conservation

It would be a mistake to see this as simply a demand for more jobs. The quota movement, justified as it is, is simply the tip of the iceberg. A rampant government running roughshod over its people for so very long has led to extreme discontent.&nbsp; The quota issue has merely lit the fuse to this tinderbox. As citizens counted the dead and the injured, the prime minister fiddled, advising attendees at an aquaculture and seafood conference on tourism prospects in Cox’s Bazar. The original quota had been designed, shortly after independence in 1972, to be an interim arrangement to acknowledge the contribution of freedom fighters who constituted less than 0.25% of the population.&nbsp; Since a government known to be incredibly corrupt is responsible for creating the list of freedom fighters, over 50 years later the 120-fold allocation through a 30% quota has become an easy back door for party cadres to much sought-after government employment.&nbsp; Confirmation came through senior Awami Leaguers saying, ‘just get through the initial screening and we’ll get you through in the viva’ and more tellingly, ‘government jobs will only go to party people’. The resentment had resulted in protests in 2008 and 2013, but it was in 2018 that it gathered steam. When repressive measures failed to quell that unrest, the prime minister in a moment of rage, overstepped her authority and cancelled the entire system.&nbsp; This had never been a demand of the protesters, who recognised the need for positive discrimination for disadvantaged communities. There are plenty of other reasons for the unrest. The price of essential goods has skyrocketed over the years and people have their backs against the wall.&nbsp; Meanwhile, the Prime Minister herself publicly announces that her peon has amassed $40 million and only travels by helicopter. The peon is not the only one to travel by helicopter. Choppers were sent yesterday to rescue police trapped on a rooftop by angry protesters. 15th July 2024. It was reminiscent of 2018. The police van with water cannons and the long line of policemen standing at the Nilkhet corner on Monday made it abundantly clear that they were prepared. What were they prepared for?&nbsp; Certainly not the defence of unarmed students, or the general public. They failed to lift a finger when the students were being attacked. The armed goons of the Chhatra League (CL, ruling party’s student organisation) had been bussed in the previous night along with, apparently, youth gangs and leaders for hire. Their leaders had openly threatened the protesting students. CL was clearly the ones the police were on standby to defend.&nbsp; It was CL that the quota back doors were designed to favour. As it turned out there was little the unarmed students could do against the helmeted armed pro-government goons who had been left loose and the police were content to let the mayhem continue, stepping in only when the ferocity of people power took the goons aback.&nbsp; We walked past the blood and the strewn sandals in the streets. People stopped us to say the injured had been taken to Dhaka Medical College Emergency Ward. CL goons took positions around the ward where some of the injured were being treated while others marched around the wards, weapons in hand, the police conveniently stayed away. They continued to look away when CL goons went inside the ward to beat up injured students.&nbsp; There was no need to intervene. CL was not in danger. The nation was, democracy was, common decency was, the public was in grave danger, but that was not their concern. The fact that the protection of the public was their primary task, had never been part of the equation. Several were killed all over the country that day. “Justice will take its own course” is a common refrain of the law minister. The separation of the judiciary and the executive has never existed in Bangladesh. With this government, it has merged into one.&nbsp; It is used whenever the government wants to play good cop bad cop. The court enacts government directives. Credit is taken by the government. Blame goes to the court. The quota drama is no exception. Torture cells in public universities. Suppression of all forms of dissent. Jailing of opposition activists. The extra judicial killings, the disappearances. Huge concessions given to India, who have in return, helped prop up this illegal regime are all causes of anger.&nbsp; Abrar Fahad, the bright BUET student who had critiqued Indian hegemony in social media, was bludgeoned to death on campus by party cadres. The same cadres the quotas would provide back doors for. An entire generation of Bangladeshis is growing up hating India and the Boycott India campaign is gaining steam. Hasina is becoming a liability, even for our ‘friendly’ neighbour.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024072104078_3b92c0b66992ac238232667c7b3b83b4795e872e251d5eb03b42d669656d8c6d.jpg" data-media-id="editor_0" data-image-id="2024072104078_3b92c0b66992ac238232667c7b3b83b4795e872e251d5eb03b42d669656d8c6d" data-rendition-name="original" width="2226" height="1484" loading="lazy" alt="Bangladesh unrest"> </figure>  16 July 2024&nbsp; In a recent Facebook status, Abu Sayeed the unarmed student of Begum Rokeya University whom police had pumped four rubber bullets into, had written an ode to his favourite teacher Shamsuzzoha, a chemistry teacher at Rajshahi University, who had died in the hands of the Pakistani army in 1971 while trying to save the lives of his students. “Yes, you too will die, but while you are alive don’t be spineless. Support just causes. Come out to the streets. Be a shield for the students. It is then that you’ll be respected and honoured. Don’t fade away in the annals of time, through your death. Stay alive forever. Stay Shamsuzzoha.”&nbsp; No chopper had arrived, or indeed any attempt made at rescuing the hapless student. He became Shamsuzzoha. The televised murder is an indictment of a rogue government that has long lost its right to rule. The defiant outstretched arms of the young man, a televised murder that will remain etched in public memory. His body shudders after the first bullet, yet defiant he stands, then another bullet, and another and yet another. All from close range. The body crouches, then crumples and folds. His outstretched arms as he had faced the police will become the Tiananmen Square moment in Bangladesh’s history. 17 July 2024&nbsp; Border guards of Bangladesh, inept at protecting its citizens from becoming victims of the regular target practiced by Indian Border Security Forces, seem happy to turn their own guns towards unarmed students instead. The police were clearly lying when they claimed they had fired grenades to try and control unruly students.&nbsp; There were only four students at Raju Bhashkorjo. The only ones who had been able to get past the CL and police cordon. They wanted to hold a funeral for Abu Sayeed and other slain friends. When the police started shoving them away, they lay down on the ground in protest. They were surrounded by journalists. The police hurled a sound grenade which sent both the journalists and students scurrying. They then hurled further grenades at the journalists and bystanders left standing. That was when my colleague got hurt.&nbsp; The police were the only ones being violent. The entire space was encircled by hundreds of armed police. There were armoured vehicles. Water cannon trucks and even a prison van. I wonder which country has supplied our police with the 48 mm sound grenades (NF24. NENF24BP. MFG: 2022. Bangladesh Police/BP). The grenade was hurled directly at her. It was the first time she had joined a protest. At least she got to see how brave our police force is. 18 July 2024 A group of feminists who had planned to gather at Shahbag to express solidarity with the quota protesters, should not have posed a major threat. Police and government goons didn't allow them to gather, so they regrouped outside the Naripokkho office in Dhanmondi. They were attacked too. Safia Azim was injured, but did not require hospitalisation.&nbsp; The law minister, known for lying through his teeth, said earlier on BBC, that it was the protesters who instigated the violence. Meanwhile, the state-run &nbsp;BTV, the National Television Station, had been set on fire. Mobile data was blocked. Things were escalating. That night the Internet went down completely.&nbsp; Rumours spread about the military moving in. Fuelled partially by sightings of a convoy of APCs in the streets. Other sightings of 15 helicopters taking off from the Prime Minister’s official residence gave fuel to the rumours that the Prime Minister was trying to make a getaway. The sound of shelling and gunfire rang throughout the night. 19 July 2024 The Net had been down as had BTV the national television station. Over 50 have allegedly been killed. Pro government news outlets describe the protesting students as ‘miscreants’. A throwback to the term used by the Pakistani Army in 1971.&nbsp; There are other similarities. A flailing tyrant is lashing out to survive against an enraged public which has shaken free of its fear of a repressive regime. The attempt to disrupt the morning protest outside the Parliament Building in memory of Abu Sayeed, failed. Far too many protesters had gathered.&nbsp; The Net had been partially restored, but not BTV. That’s when news of attacks all across the country started pouring in. The left leader Zonayed Saki and other party members, had been badly beaten in Purana Paltan. The police backed vigilantes were desperately trying to quell the increasingly angry protesters. The desperate government offered a deal.&nbsp; The court would convene on Sunday, and they were prepared to engage in dialogue. ‘Not over spilled blood’ the students had replied. Fresh rumours of the military having been given magisterial powers and asked to intervene ‘In aid to civil power’, seems ironic. The people have spoken. The end is nigh. This week we feature two thriving cities in Madhes: Janakpur and Birganj. While Janakpur has established itself as the capital of Madhes Province, Birganj now has a new vibrancy in culture, the arts and cuisine.
Coincidentally, exactly 20 years ago this week we featured Birganj and how its status as the commercial hub of the country made it a target of the Maoists during the peak of the insurgency in the 2000s. Excerpts of the <a href="https://archive.nepalitimes.com/news.php?id=2172">story </a>published in <a href="https://archivenepal.s3.amazonaws.com/digitalhimalaya/collections/journals/nepalitimes/pdf/Nepali_Times_206.pdf">issue #206 23-29 July 2004</a>:
The central Tarai and Birganj used to be known as the least Maoist-affected area of the country. But since the collapse of the ceasefire last August, there has been a dramatic increase in Maoist control in the region. This is not due to the Maoist's own strengths, but rather the vacuum left by the dissolution of elected local bodies, the pullback of police and the lack of political will to deploy security forces.
The Maoists have now made Birganj their prize. A border town and an affluent trading city, it is not only a safe transit point for Maoists crossing over into India but also an ideal place to extort money from businesses, shops and factories along the Birganj-Simara highway.
The assassination of Birganj's popular mayor Gopal Giri in April was the final proof that the rebels have made the control of Birganj an important priority because this would not only give them access to 'donations' but also controlling Birganj will mean control over what goes in and out of Kathmandu.

Heritage champion, exponent of women’s empowerment, philanthropist and founder of <a href="https://www.dwarikas.com/our-story/">Dwarika’s Hotel</a>, Ambica Shrestha, passed away in hospital on Thursday after a brief illness. She was 92.&nbsp; Of her many accomplishments, the Dwarika’s Hotel which was named after her late husband Dwarika Das Shrestha stood as a monument to <a href="https://www.youtube.com/watch?v=_HM6kNBEbJg">cultural and architectural preservation</a>.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024071811078_4e670c49f82675e42c25ced2adb251f0b8d22e7ddfe024c396d98b23c283de54.jpg" data-media-id="editor_2" data-image-id="2024071811078_4e670c49f82675e42c25ced2adb251f0b8d22e7ddfe024c396d98b23c283de54" data-rendition-name="original" width="1094" height="1424" loading="lazy" alt="Ambica and Dwarika Das Shrestha"> <figcaption>Ambica and Dwarika Das Shrestha in 1972.</figcaption> </figure>  The unique multiple award-winning hotel in Kathmandu used carved wooden windows, columns, eaves and other priceless objects rescued from ancient buildings that were being torn down over the past decades to make way for modern structures. Many of the carved wooden architectural elements in Dwarika's Hotel are therefore museum pieces. The hotel served as a living <a href="https://nepalitimes.com/banner/time-capsule-of-kathmandu">memorial to Kathmandu Valley civilisation</a>, and underlined the importance of heritage conservation among Nepalis. The construction of the hotel also revived Nepal’s ancient wood carving and construction techniques in building and maintaining the property.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240718110712_d83d18d655703d2cfb4b73697f7d73a8029db9dedb4e8962fa5ea874890befc0.jpg" data-media-id="editor_4" data-image-id="20240718110712_d83d18d655703d2cfb4b73697f7d73a8029db9dedb4e8962fa5ea874890befc0" data-rendition-name="original" width="1600" height="799" loading="lazy" alt="Dwarika's Hotel"> </figure>  Besides the hotel, Ambica Shrestha was the founder of Nepal Heritage Society, a strong proponent of gender empowerment and <a href="https://nepalitimes.com/opinion/so-far-so-good/four-years-later-nepals-farmers-rise-from-the-rubble" target="_blank">women in business</a>, and led the <a href="https://www.bpwnepal.org.np/" target="_blank">Federation of Business and Professional Women of Nepal</a> (BPWN). She was the Honorary Consul General of Spain in Nepal, and was conferred the <a href="https://nepalitimes.com/business/spain-award" target="_blank">The Order of Isabella</a> medal by the Spanish government in February this year. Today, the company also runs a resort in Dhulikhel. Ambica Shrestha’s family was from Sikkim and she moved to Kathmandu after getting married to Dwarika Das Shrestha in 1955, and had three children.
