Extract from an addendum to Nepal's Two Wars, Chapter 2 in the updated edition of Essays on Nepal: Past and Present by Sam Cowan, a retired British Army general with a long association with the Gurkhas. The book was first published in 2018, and republished earlier this month by FinePrint exclusively on Amazon. The addendum details a one-to-one conversation the author had in the <a href="https://archive.nepalitimes.com/news.php?id=8884">Royal Palace </a>with the <a href="https://archive.nepalitimes.com/news.php?id=8371">King Gyanendra</a> in November 2002 just after he had taken his initial steps on the road that ultimately led to <a href="https://archive.nepalitimes.com/news.php?id=14681">the abolition of the monarchy</a> in Nepal in 2008. In the early evening of September 16, 2002, in my role as Colonel Commandant of the Brigade of Gurkhas, I had my second and last official audience with King Gyanendra to give him an update on the Brigade’s activities over the previous 12 months. I had some 6 or 7 such audiences with <a href="https://nepalitimes.com/here-now/preserving-king-birendra-s-family-home">King Birendra</a>.&nbsp; These were official affairs with the British ambassador of the day present, along with key <a href="https://archive.nepalitimes.com/news.php?id=12233">palace officials</a> and a representative from Nepal's Foreign Ministry. The two monarchs were very different in character and temperament, but both treated me with the utmost civility and made the audiences as relaxed and easy for me as possible.&nbsp; It is, however, worth recording that when the official business had been covered, King Birendra, with a twinkle in his eye, often ended by asking, “Now General, what’s the gossip in London?” The second audience with <a href="https://archive.nepalitimes.com/news.php?id=8026">King Gyanendra </a>was my last official act in uniform. We came back to Kathmandu in the first week of November (after treks) to stay for a few nights with our Defence Attaché before heading back to the UK. On October 4, 2002, Gyanendra had dismissed Prime Minister Sher Bahadur Deuba, allegedly for failing to hold <a href="https://nepalitimes.com/news/what-goes-on-in-nepal-s-elections">elections</a>. He had put in place a new prime minister and a cabinet personally selected by him. When I heard the news on my travels, the people I met were generally supportive of the king’s actions. There was a general view that something had to be done, the country was going nowhere, and the king deserved his chance, not least to solve<a href="https://nepalitimes.com/latest/14-years-after-conflict-no-closure-in-nepal"> the Maoist </a>problem. Back in Kathmandu, views were not so sanguine. The chosen prime minister, Lokendra Bahadur Chand, was a relic from <a href="https://nepalitimes.com/here-now/mob-movement-and-mayhem">the Panchayat period</a> whose party had failed to win a single seat in the last elections held in 1999. Some of the chosen cabinet ministers had, to put it mildly, dubious reputations, and others had no record of proven competence in any field. There was a fear that the king’s real motive in dismissing <a href="https://nepalitimes.com/editorial/deubas-denouement">Deuba</a> was to start to reverse the democratic gains made since 1990. I informed <a href="https://nepalitimes.com/news/nepal-britain-mark-centenary-of-1923-treaty">the British ambassador</a> about the invitation. He was strongly against accepting it, which was probably the clinching reason for my decision to do the polite thing and accept it. On the evening of November 7, 2002, I presented myself at the royal palace, alone and in civilian attire.&nbsp; As in the past, the Military Secretary, Major General Vivek Shah, met and escorted me into the presence of the monarch. This time, however, he was politely asked to leave the room and shut the door behind him. I reduced my resolve to two points: be polite but speak candidly. The latter resolve was quickly put to the test with the king’s opening words: “Sam, [in previous meetings it had been ‘General’, you walk the highways and byways of this land more than most, tell me what the common man is thinking?” &nbsp;“Your Majesty, I have no idea what they are thinking, but they are waiting.” “Waiting?” “Yes, Your Majesty, they are waiting to see whether what you did some weeks ago in appointing your own prime minister and cabinet ministers is going to make any difference to their lives or whether it is just going to be more Kathmandu hot air.” “Everything is going to be difficult and is going to take time, a lot of time.” “Your Majesty, time is the one thing you don’t have. You must act quickly and decisively to take advantage of the opportunity you have created. Everyone knows that you have appointed these new ministers. Why don’t you get them in here one by one and tell them that they have three months to deliver a programme in their area of responsibility that is going to make a difference to people’s lives? Most will fail to do so. Sack them! It will be a powerful signal of your strong intent to deliver real change.” I can express the opening of our conversation in this way because just about every word is still etched in my mind. The king’s response to my last quoted words was to challenge me to give an example of something that could be delivered quickly. I can give a verbatim record of what I said in response to this unexpected challenge: “Health posts, Your Majesty, there is no shortage of them throughout the country as building them has been one of the sources of local corruption, but very few have any medicine to issue at present or have skilled people to assess and meet medical needs. Your Majesty, children are dying for lack of a few pills. Given the right priority, over a period, say of six months, every health post could be fully stocked with medicine and manned with trained people. This is something I could help to lead for you as I know it would have strong international backing. At last, people would know that you mean business.” As I warmed to the theme, I could see no sign of the king having any enthusiasm for the idea, and I quickly disengaged as it dawned on me, as it had clearly dawned on the king, that the reason for the deficiencies in health posts was to prevent any Maoist combatant from gaining access to any <a href="https://nepalitimes.com/opinion/tech-away/nepal-s-health-tech-industry-is-here-to-stay">medical support</a>, and if this meant people suffering, so be it. The subject of the Maoist insurgency inevitably came up, and I took the opportunity to elaborate on what is written in the final four paragraphs of the article above. I advised King Gyanendra that, self-evidently, since there were three parties in the conflict—him, the Maoists, and the political parties—it was imperative that he form an alliance with one of them, preferably the political parties; otherwise, he would find himself isolated, as the other two parties would inevitably, at some stage, form their own alliance. However, it quickly became apparent that the king’s mind was on a totally different track. On the Maoists, he told me that he had channels open to them, but he was scathing about the political party leaders. He made it clear that they would be waiting for a very long time before he gave any power back to them, and that is a polite way of expressing the actual words he used, but “crawling through the door” is a phrase which has stuck in my mind.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250421080424_5403455ff6168f0d202a96cb53edea69136d74d59b989cfcc7cc4a1d57672cb5.jpg" data-media-id="editor_17" data-image-id="20250421080424_5403455ff6168f0d202a96cb53edea69136d74d59b989cfcc7cc4a1d57672cb5" data-rendition-name="original" width="2000" height="1317" loading="lazy" alt="fall of monarchy"> <figcaption>Nepali Times 28 April-3 May 2005 with cover image by Ajay Joshi of jubilant protesters after street demonstrations sidelined king Gyanendra, paving the way for a ceasfire and restoration of democracy. </figcaption> </figure>  As the conversation developed, it became ever clearer that King Gyanendra had decided to go in alone, relying on the misleading assurances he was constantly receiving from <a href="https://archive.nepalitimes.com/news.php?id=14954">the army</a>, and no doubt his close advisers, that the Maoists could and would be quickly defeated militarily, and taken out of the equation. This would obviate the need for him to do any deal with the political parties.&nbsp; Thus, the way would be clear for him to establish a version of his father’s Panchayat system, under a constitution that would be granted to the people by him, their sovereign, as his father and brother had done in 1962 and 1990. As in those constitutions, ultimate power would have remained in the sovereign’s hands. This proposed direction of travel was very clear from what the king said to me. In sum, King Gyanendra was motivated by a desire to emulate his immediate predecessors by granting his people a constitution that would restore his father’s Panchayat system in a modern form and give him a central role in decision-making. What was particularly dispiriting was that beyond this single objective he had no plan worthy of the name, nor demonstrably did he have the people with the skills to implement an appropriate plan even if one had existed. Crucially and depressingly, there was little or no indication from the king that he realised that such a course of action could put Nepal’s monarchy into serious jeopardy, as indeed proved to be the case. <h2>King Twice</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250420110436_315d519fe3d68d2406ebe1480fed54720fbf21b8907a4da5cde751fdc623d445.jpg" data-media-id="editor_19" data-image-id="20250420110436_315d519fe3d68d2406ebe1480fed54720fbf21b8907a4da5cde751fdc623d445" data-rendition-name="original" width="1302" height="632" loading="lazy" alt="“Tell me what the common man is thinking!”"> </figure>  <a href="https://archive.nepalitimes.com/news.php?id=8371">Gyanendra Bir Bikram Shah has been king twice</a>. In 1950 he was enthroned briefly as a child king (left, above) by the Rana Prime Minister Mohan Shumsher when his grandfather, King Tribhuvan, fled to exile in India. In 2001 he was crowned king again after the massacre in the royal palace in which his brother King Birendra and nine other members of his family were killed by Crown Prince Dipendra.&nbsp; During his second reign, Gyanendra gradually asserted power by sacking Prime Minister Sher Bahadur Deuba in 2002, and then taking full control after the 1 February 2005 coup. He was sidelined after the ceasefire in April 2006, and became a commoner after the Constituent Assembly finally <a href="https://archive.nepalitimes.com/article/from-nepali-press/Ftnp-abolishing,624">abolished the monarchy in 2008</a>. The past, the present, and the future are really one

Fresh off the Sagarmatha Sambaad international climate conference last week where Nepal committed to lofty goals for electric mobility, one would think the Finance Ministry would have taken a big leap forward to promote electric public transport.
But the bright side is that Finance Minister Bishnu Paudel did not take a step back and kept the status quo in excise and import taxes for electric vehicles. He did not build on the gains to push more aggressively on public transport.
Past tax cuts on electric cars boosted battery-powered vehicles, and this year Nepal was only behind Norway for the highest percentage of new electric car sales. More than 75% of vehicles sold in Nepal last year were electric — with 1,400 imported in just the past month because of worries that the budget would raise taxes.
Tax rebates, monsoon power surplus, time of day metering, and improved range of EVs have contributed to the phenomenal increase in electric mobility. Even though car owners make up less than 3% of the population, there has also been a massive increase in electric vans on intercity public transport routes. And regardless of who owns EVs, conversion helps reduce Nepal’s petroleum import bill — which makes up 25% of all imports. 
Taxing outsized luxury electric SUVs would have been reasonable, but much more urgent are tax subsidies on big battery-powered buses. 
Replacing diesel buses with an efficient electric public transport network would also lessen air pollution and reduce road congestion. Furthermore, the life cycle cost of electric variants is much lower than that of those with internal combustion engines (ICE), and will be even more affordable as battery technology evolves.
When Nepal Rastra Bank increased the ‘Loan-to-Value (LTV) Ratio’ for electric vehicle financing to 40%, up from 20% in March, it dampened sales of public electric vehicles — showing extreme price sensitivity of buyers.
The constant flip-flopping on EV taxes over the years because of the need to compensate for revenue shortfalls has confused consumers. The Finance Ministry often takes an easy short-term fix to boost government income by increasing the tax on EVs, but does not look at the huge medium-term gain from reduced petroleum imports. 
During the monsoon, battery-powered cars are using electricity that would have been wasted. The benefits to public health and national productivity from reduced street-level emissions with more EVs is incalculable. 
More importantly, the discourse on sustainable transport in Nepal is limited to fiscal taxes, when it should be on regulating transportation management. 
Nepal imports most of its vehicles from China and India, and both countries will soon be switching completely to electric 4- and 2-wheelers. We have no choice but to transition accordingly, and have the charging infrastructure and transport regulation in place. Furthermore, Nepal might soon be in a position where it could ban all private petrol cars and switch to only battery cars and tax them at the current rate on ICE vehicles.
For now, the government must urgently come up with a long-term financing and subsidy mechanism for electric buses, and it could start by using the Rs3 billion in ‘pollution tax’ that it collects every year from diesel and petrol sales.
Our National Transport Policy dates back to 2001, and it prioritises road infrastructure rather than transport management.
The former mayor of Bogata Enrique Peñalosa who implemented a successful bus rapid transit system for his city once said: “An advanced city is not a place where the poor move about in cars, rather it’s where even the rich use public transportation.” We could paraphrase that to ‘electric public transportation’.
Public transport is a public service, and the onus lies on the government to ensure reliable and efficient electric buses. At present public transport is almost entirely provided by private companies with the government only setting fares.
True to its name, the Department of Roads is all about building roads, and even that it does so poorly that 2,500 Nepalis are killed on dangerous highways every year. The Department of Transport Management keeps itself busy only issuing driving licenses, and is a hotbed of corruption with people waiting years for their licenses.
This year’s budget could have turned things around. The coalition government’s main preoccupation seems to be staying on in power and countering pro-monarchy rallies fuelled by discontent when it should have focused on improving public services.

Nepal needs a new green energy policy

Sagar Tamang first met Laxmi Tamang in video calls between Malaysia and Pokhara. He was working as a security guard in Malaysia, and had sent her a <a href="https://nepalitimes.com/banner/facebook-nation">Facebook </a>request. Before long, between messages and calls, they were in love and planning a future together. Laxmi could see it clearly: after six years Sagar would <a href="https://nepalitimes.com/diaspora-diaries/migrant-worker-returns-to-create-work-at-home">return home</a> to Sankuwasabha, they would get married and have children, live in the home that Sagar had built, and she would open up her tailoring shop with Sagar’s savings from abroad. But Sagar revealed that he was experiencing shortness of breath and his legs had begun to swell. She pleaded with him to come back, but he would only return after his roadside property back home was built. Sagar’s parents had already built a new house with his income and were planning another nearby. The symptoms worsened over time, prompting Sagar to eventually consult a doctor. Both his <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/A-mysterious-rash-of-kidney-failures,3639">kidneys had completely failed</a>. A seemingly healthy, energetic 28-year-old suddenly turned into a dialysis patient. Sagar lived with his mother, father, five sisters and four brothers in Sankuwasabha, and the family depended entirely on a piece of land they farmed. An older brother left home to seek work elsewhere but that was not enough. So, after just finishing Grade 10 Sagar decided on an <a href="https://nepalitimes.com/here-now/overseas-job-seeker-now-creates-jobs-in-nepal">overseas job</a>. He arrived <a href="https://nepalitimes.com/here-now/the-malaysia-nepal-migrant-scam-nexus">in Malaysia</a> at just 20, saddled with loans, and an immense pressure to raise the economic status of his family. But upon arrival, he found that he would be working in agriculture, not as a security guard as per his contract. Toiling for 11 hours in the sun every day, he felt worn down and disillusioned with the<a href="https://nepalitimes.com/news/push-factors-driving-nepalis-out?fbclid=IwAR0Og_Lv1SMmn69MAkgqu1Ywu8IoLuB_v9KpnjG2F8PR-OAOCDvL6kLoKlk_aem_AX_Vm0Bo8vLUzR_RAr8GpJ8dDX53u8v0zPMP1GzR590UiMfz5jHkg7k14WF5cAQOHwY"> promise of life abroad</a>. His living situation, made up of a tightly regulated, crowded compound with other migrant workers, was no better. Only when he heard the distorted voice of his mother through his flip phone did Sagar find a sense of solace. Over the next two years, Sagar developed friendships with other Nepalis working with him, and eventually accepted that his life abroad was nearly permanent. He planned to stay aboard at least 10 years. And after writing a letter to his company, he was able to successfully switch to security guard work. Although the hours were longer, it beat the difficult manual labour Sagar was previously forced to complete for a meagre salary. Sagar fell into a routine he thought he would follow for the next eight years: get ready, go to work, return to the compound, and call Laxmi before going to sleep. But two years ago, his health reached a breaking point, and he had to return to Nepal for dialysis. Upon his arrival, he was rushed to Bir Hospital for immediate treatment. To this day, Sagar has never stepped foot inside the houses his family built with his overseas earnings. Many returnees head straight to a dialysis bed in Kathmandu instead of taking the first bus home. In dialysis wards across the country, scores of young men under 40 sit in hospital beds, unable to work or earn for their families anymore. Many remain in debt for treatment, or have had to relocate to seek care. For patients with no source of reliable income, even finding a willing landlord to rent out a room in the capital can be almost impossible without the right connections. However, Sagar’s cousin, who had also developed chronic kidney disease while working abroad and had moved to Kathmandu from Sankhuwasaba for dialysis, took him in. Laxmi finally met Sagar two months later. She found it hard to hold back tears whenever she saw his face. She was able to stay with her brother in Bhaktapur for some time, but eventually the couple decided to marry. Laxmi’s mother and sisters urged her to put off the marriage until Sagar had completed a kidney transplant. The couple eloped. Two days after their marriage, Laxmi’s family called them to come to their home in Nagarkot to celebrate. Now, the couple lives in a rented house near the National Kidney Centre with other dialysis patients and their families. Sagar walks to his dialysis session three times a week. In this house, there is a sense of solidarity among patients, and Laxmi especially feels a comfort knowing that her neighbours understand her position as the wife and caretaker of a dialysis patient. Members of the house cook for each other, help with transport to the hospital, and sometimes even <a href="https://nepalitimes.com/here-now/when-disaster-strikes-home">lend money</a>. So far, Sagar has used his savings from abroad to pay for the direct and indirect costs of his treatment. However, the money is running out as the couple grapples with the city’s <a href="https://nepalitimes.com/opinion/is-free-health-care-possible-in-nepal?fb_comment_id=3363039693768713_5667191770020149">cost of living and medical bills</a>. The government offers free lifetime haemodialysis for patients, but the Rs5,000 monthly allowance does not come consistently, in full, or just never comes at all despite repeated requests to the patient’s municipal office. Those receiving treatment in the Kathmandu Valley also access medicine through Bhaktapur’s Shahid Dharmabhakta National Transplant Centre (SDNTC), but under the hospital’s insurance are required to pay for 10% of the cost.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051509058_2001d2b6d07ca8406575bd1c89f714b5b224d64bf25437b55bda0e21475fdbc4.jpg" data-media-id="editor_12" data-image-id="2025051509058_2001d2b6d07ca8406575bd1c89f714b5b224d64bf25437b55bda0e21475fdbc4" data-rendition-name="original" width="2773" height="4160" loading="lazy" alt="Dying to work overseas"><figcaption>Sagar with his wife Laxmi in Pokhara.</figcaption></figure>  Once his family’s primary earner, Sagar can no longer make or send money due to his condition. His family runs a goat and <a href="https://nepalitimes.com/banner/are-you-sick-of-chicken">poultry farm</a>, but has been forced to take loans to stay afloat and cannot send money for Sagar’s treatment. Until recently, Laxmi worked 12 hours a day as a tailor and house cleaner. Sagar, his mother and Laxmi, have been making trips to SDNTC in preparation for his transplant. In Nepal, only relatives or the spouse of the patient are allowed to be donors for their <a href="https://nepalitimes.com/opinion/comment/saving-kidneys-to-save-nepal">kidney transplant</a>. This can be debilitating for patients whose families are unwilling or unable to donate due to pre-existing health issues such as hypertension or diabetes. Wives and mothers are the most likely demographic to donate to a male patient. Due to Sagar’s inability to come home and officiate his marriage it is yet to be recognised by the municipality, making Laxmi an ineligible donor. After finding out his father’s blood type did not match and refusing his younger sister’s offer to give her kidney, he and his mother decided that they could start the transplant process together. Even Nepal’s prime minister K P Oli has had a double kidney transplant, but for those who cannot find a donor within the family, the remaining years of life is measured by the humming and erratic beeps of a dialysis machine three times a week. It is going to be a lengthy and expensive process, but it is the only hope for Sagar. And what are his immediate plans after a successful transplant? To return home, to finally see his siblings, father, neighbours and friends, he tells us. He has seen his father once since his <a href="https://nepalitimes.com/here-now/searching-for-a-homeland-away-from-home">return to Nepal</a>, but has not seen his siblings since he left for Malaysia. They have not visited him in Kathmandu yet, but he hopes that they will before his transplant. The couple believes that after his transplant, anything is possible: finally getting their marriage recognised, opening up a tailoring shop, having children, building a life in Sankuwashaba. Laxmi strongly objects to Sagar ever leaving Nepal again, but he remains open to the idea.

Dying to work overseas

A plate of momo filled with spiced meat served with an achar or jhol is often the go-to order after flipping through the multi page menus at Kathmandu’s eateries.&nbsp; In many ways Momo is the perfect meal: ubiquitous, affordable, quick, filling, fresh, and healthier than other fast food. &nbsp; Making the dumplings from scratch is fun, too. Momo parties require much labour but they bring families and friends together as each member takes responsibility for one of the steps: prepping the filling, rolling out the dough, cutting out circles, or blending the all-important sauce.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250516090524_8820f29eec104a6921e1273bf518f0656af604568bc68093e36f43fe8ecc51fd.jpg" data-media-id="editor_0" data-image-id="20250516090524_8820f29eec104a6921e1273bf518f0656af604568bc68093e36f43fe8ecc51fd" data-rendition-name="original" width="1500" height="1001" loading="lazy" alt="Momo Loco NT"> <figcaption>Photos: SUMAN NEPALI</figcaption> </figure>  This is where mastery of the vital skill of momo-folding can set you apart. And momo parties abroad can bring together long lost friends amid much nostalgia. Prashanta Khanal has two entries for momos in Timmur, his cookbook of dishes from across Nepal. One is momo-cha (‘dumplings with a buffalo meat filling and served with soupy jhol achaar made from sesame seeds and soybeans’). The other is the longer momo, often called Tibetan style. &nbsp; “The momo seems to have come to Kathmandu around the 17th century, when the long standing India-Nepal-Tibet trade route got more organised,” says Khanal. “At first, only trader families in the Valley made momo. They became wildly popular only about four decades ago, after they started being sold commercially.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250516090524_92d5ab4d34dccdbe592895fede973981f9021f864865d5be7f50c6a30e7d07d1.jpg" data-media-id="editor_1" data-image-id="20250516090524_92d5ab4d34dccdbe592895fede973981f9021f864865d5be7f50c6a30e7d07d1" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Momo Loco NT"> </figure>  Khanal reckons that momo was initially just a food of the valley, and he credits refugees from Tibet starting in the 1950s for spreading the food beyond the valley.&nbsp; Legend has it that dumplings were invented in northwestern China about 1,800 years ago by Zhang Zhongjing, a prominent physician in the eastern Han dynasty (25-220 AD). The legend goes that Zhongjing created ear-shaped dumplings to cure frostbitten ears, when he wrapped minced lamb, black pepper, and herbs in dough scraps. Eating these ‘Jiaozi’ would cure the patient by improving blood circulation.&nbsp; The food then spread through the region, through present-day China, Mongolia, and Tibet, and were actually already called momo. Each place developed its own variation. “The Mongolian momo has mutton or lamb, uses minimal spices, and is not served with sauce,” explains Khanal, “and the Tibetan momo contains sheep, yak or mountain goat. They are often served with butter tea.”&nbsp; The Chinese retained a distinctive style of dumplings called dim sum. And when Newari traders brought the momo to Kathmandu, it was customised for local taste and ingredients. The strongly spiced buffalo meat is unique to the Valley. “Sherpa momos are usually spiced lightly, usually just with ginger, garlic and onion,” adds Khanal.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250516090524_7e9d7e122c2bd64b248714e09aea84f9713eda930b563a3805aa642b79eb1918.jpg" data-media-id="editor_2" data-image-id="20250516090524_7e9d7e122c2bd64b248714e09aea84f9713eda930b563a3805aa642b79eb1918" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Momo Loco NT"> </figure>  Khanal has several recommendations for momos in Kathmandu: “Jazz Upstairs in Lazimpat has very juicy momos, and there is a store called Moti Didi Ko Momo in Thamel that is spiced mildly and comes with a cooked tomato achaar.”&nbsp; Some of the more unique vegetarian fillings can be found in the khuwa momo in Baneswor, the spinach-cheese momo at Shambala Cafe in Boudha, and the dried turnip momos in Mustang. Here are some other momo spots inside Ring Road that scored highest in a Nepali Times online survey: &nbsp;&nbsp;&nbsp; <h2>Cafe ‘97 (Sanepa)</h2> This is an understated eatery with pictures of the Annapurna range and faded lanterns as decor. A plate of steamed buff momo is Rs160 and takes about 15 minutes from freezer to steamer in the open kitchen, and to the table. Ten momo come arranged around a small bowl of a spicy thin achar that does not stick to the momo but tastes good. 7.2/10.&nbsp; <h2>Akabare Jhol Momo (Dhobighat) &nbsp;</h2> Akabare Jhol Momo is a franchise with branches in Dhobighat, Baneswor, Putali Sadak and more. The name references the famous Mughal and the Nepali idiom about not needing to peddle a quality product with super potent chillies. Despite ‘Jhol Momo’ in the name, the Dhobighat branch also has choila, bara, biryani in the menu. A plate of chicken jhol momo is Rs170 and you are even offered a choice of warm or cold jhol, plus tomato achar and a dry chili condiment. The momo is very good and the jhol tasting of toasted sesame seeds could even stand alone as a soup. 8.6/10.&nbsp; <h2>Drop In (Bhanimandal)&nbsp;</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250516090516_c95bd4d0236e31b23f4254703d55059fe60a67b5f8dcc9d573b36249bfdab270.jpg" data-media-id="editor_3" data-image-id="20250516090516_c95bd4d0236e31b23f4254703d55059fe60a67b5f8dcc9d573b36249bfdab270" data-rendition-name="original" width="1333" height="1000" loading="lazy" alt="Momo Loco NT"> <figcaption>Photos: VISHAD RAJ ONTA</figcaption> </figure>  Drop In is a hallowed momo spot up a flight of stairs that lead to two small rooms near the Bhanimandal basketball court. A plate of pork momo costs Rs200 and comes with 12 dumplings, not ten. The elongated momo are accompanied by a generous bowl of orange achar in which you can mix in toasted dry chili pickle or green chili vinegar. While they could be more generous with the filling, the dough is thin and the momo are light and feel authentic Tibetan. 9.4/10. &nbsp; <h2>Narayan Dai ko Masangalli Ko Momo (Patan Darbar Square)&nbsp;</h2> Narayan Dai ko Masangalli Ko Momo is another popular momo-cha chain. This branch is tucked into the entrance into Patan Darbar Square from Mangal Bazaar. Seating is at low tables on tree stump stools, and a plate of buff momo is Rs180. Perhaps this was an off day, but the jhol left stuff to be desired and filling carried too much whiff of buff. Don’t know who Narayan Dai was, but he would probably have set things right. 5.1/10.&nbsp; <h2>Nice Momo (Pulchok)&nbsp;</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250516090516_88f6e60282d8be90fb16b0643cfe1f9d455de65ac2e2439f54bcc51a2bb40a54.jpg" data-media-id="editor_4" data-image-id="20250516090516_88f6e60282d8be90fb16b0643cfe1f9d455de65ac2e2439f54bcc51a2bb40a54" data-rendition-name="original" width="1000" height="1201" loading="lazy" alt="Momo Loco NT"> </figure>  This den behind Labim Mall has a rather shady ambience but there is outside seating too. A plate of chicken momo is Rs180, served up quick, and they are very light and almost sweet. There are two sauces, a red tomato achar and a darker red hot sauce. 7.6/10.&nbsp; <h2>House of Momo (Tripureswor)&nbsp;</h2> The House of Momo is a stall on the ground floor of the United World Trade Center Mall. The solo lady running the stall instantly serves up a plate of chicken momo for Rs150 in a leaf bowl. There are two strong achar, mild and hot. While the filling is bland and the momo falls apart on the fork, the sauces and the convenience sort of make up for it. 7.1/10 <h2>Tas and Sekuwa Mahal (Teku)&nbsp;</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250516090520_fadd2362d613bc1449c92998fe51b1d5ab667af2f4a17fccdeea274c7355180f.jpg" data-media-id="editor_5" data-image-id="20250516090520_fadd2362d613bc1449c92998fe51b1d5ab667af2f4a17fccdeea274c7355180f" data-rendition-name="original" width="1000" height="1333" loading="lazy" alt="Momo Loco NT"> </figure>  It may not be the best idea to order momo at a place called Tas and Sekuwa Mahal, but it has a mutton momo on the menu at Rs280. Many plates of tas leave the kitchen before the momo are ready, which come with a peanut and a tomato achar. The mutton filling is chewy and dense, but with the spices it is pretty hard to tell apart from buff except for a slight aftertaste. 6.1/10.&nbsp; <h2>Bakery Cafe (Baneswor) &nbsp;</h2> The Bakery Cafe is a classic momo spot with a mascot of a man with a giant momo head, and staff wearing ‘I &lt;3 MOMOS’ t-shirts. This Baneswar branch has a huge interior with many unfilled seats, eerie compared to the bustling rallies and bus stop right outside. Get your momo any way you like: veg, buff, chicken, pork, mutton. Eight, ten or twelve-piece, steamed, Tibetan, T.S. Fried, C, jhol.&nbsp; The quality of the momo is undeniable. The filling has a perfect flavour and the two sauces complement each other and stick to the dumpling, which also holds up when you take a bite. But Rs350+ for an eight-piece chicken plate is above market rates. 8.7/10 <h2>Swadista Momo (Patan Dhoka)&nbsp;</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250516090516_8f8ab76fb12fcae799be632ab1a98d6ca2f058cbd060756e3e84c4d0191998ee.jpg" data-media-id="editor_6" data-image-id="20250516090516_8f8ab76fb12fcae799be632ab1a98d6ca2f058cbd060756e3e84c4d0191998ee" data-rendition-name="original" width="1000" height="1063" loading="lazy" alt="Momo Loco"> </figure>  Located just past Patan Dhoka, a plate of buff is only Rs140 at Swadista and almost always instant, and a plate of chicken is on the cheaper side at Rs150 and takes about five more minutes to arrive. The best part is the three excellent jhol choices: the standard beige soybean-sesame, an orange tomato and a fiery red chili. The trick is to create a small opening in the momo skin and let the soup seep through. 8.7/10.&nbsp; <h2>Shandar Momo (Old Baneswor)&nbsp;</h2> Shandar Momo was recently in the news for tragic reasons. Its Baneswor branch looks small from the outside but opens into a large area, busy with both dine-in eaters and many takeouts being prepared. A plate of buff is only Rs145, and comes in a sectioned plate where you can separate different sauces. The place lives up to its ‘Shandar’ name, with a wonderfully spiced momo and toasty jhol with a distinct pleasant cardamom flavour that can be addictive. 7.9/10 <h2>Ghangri Cafe (Jhamsikhel)</h2> Ghangri Cafe’s signature open top momo is served with a trio of tomato, peanut and vinegar achar. The open top lets you experiment with different combinations of condiments poured straight into the filling. While deviating from the momo norm quite a bit, and expensive at Rs375 for a plate of open chicken steamed, the gimmick works and makes for an engaging, unique experience. 9.0/10.&nbsp;

The spring 2025 <a href="https://nepalitimes.com/here-now/peak-climbing-season-2025-s4abrxny">mountaineering season</a> has started with an early reminder of the fine balance of glory and risk on <a href="https://nepalitimes.com/here-now/knowing-our-mountains-43v4iyvo">Himalayan peaks</a>.&nbsp; Everest as always is the biggest draw. But on the <a href="https://nepalitimes.com/review/il-y-a-d-autres-annapurnas-dans-la-vie-des-hommes">75th anniversary of its first ascent</a>, Annapurna has seen record numbers of expeditions, and climbers are also commemorating 70 years of <a href="https://nepalitimes.com/here-now/saving-kangchenjunga">Kangchenjunga</a>’s first successful climb in 1955.&nbsp; But as a stark reminder of the <a href="https://archive.nepalitimes.com/news.php?id=2912">dangers of Himalayan mountaineering</a> that have been exacerbated by a <a href="https://nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected">warming climate</a>, came on Annapurna with the tragic deaths of two promising young Nepali high altitude guides.&nbsp; <a href="https://nepalitimes.com/news/mt-everest-pvt-ltd">Everest</a> is seeing big numbers because it is Everest, and it is there. Some 220 international climbers and their guides from 22 expeditions have already arrived at Everest Base Camp, but this number is expected to cross 450, and could even beat the 2023 record of 478 foreign climbers.&nbsp; There seems to be greater demand for Everest permits because the fee is being hiked up from $11,000 to $15,000 starting this autumn. But the $4,000 increase is not expected to reduce the crowds, and therefore<a href="https://nepalitimes.com/banner/overkill-on-everest"> the risks, on the world’s highest mountain</a>.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250418050440_f2cb0157d4779ee131d4b7ef8b67302904cad74b37aee48a778bbdcff05ed824.jpg" data-media-id="editor_8" data-image-id="20250418050440_f2cb0157d4779ee131d4b7ef8b67302904cad74b37aee48a778bbdcff05ed824" data-rendition-name="original" width="1121" height="800" loading="lazy" alt="Number of climbing permits 2025"> </figure>  The Department of Tourism starts issuing permits for the mountain only in early-April, which many find absurd because mountaineers start preparing for their Everest climb years in advance.&nbsp; “That is just the process, we want to make sure climbers have all of their paperwork in order once they land in Nepal,” says Goma Rai from the Department of Tourism.&nbsp; Even as expeditions make their first forays up the Khumbu Icefall on Everest, there has already been considerable activity on other <a href="https://nepalitimes.com/banner/in-just-2-years-a-nepal-peak-becomes-snowless">Himalayan peaks</a>. Makalu (8,485m) has already seen <a href="https://archive.nepalitimes.com/article/nepali-times-buzz/seven-summits-women-climb-again,1486">successful summits </a>this season. Ten guides fixing ropes reached the top of the world’s fifth highest mountain on 10 April. &nbsp; There are two Indian expeditions on Kanchenjunga, which at 8,586m is the third-tallest mountain in the world. The Indian teams are climbing from the Nepal side of the border peak because climbing from the Indian side is not allowed. &nbsp; One of the teams is led by three-time Everest summiteer Col Ranveer Sing Jamwal which is on the last leg of the ‘Har Shikhar Tiranga’ campaign to plant an Indian tricolour on the highest point of all 28 Indian states.&nbsp; <a href="https://nepalitimes.com/here-now/those-who-stay">Unpredictable weather</a> and its technical nature makes the north face of ‘Kangch’ treacherous. There have been 12,884 Everest summits since 1953, but there have only been 250 ascents of Kanchenjunga in 70 years. Annapurna saw 45 summits over 6-7 April before the weather worsened. On 7 April, an avalanche swept away Ngima Tashi Sherpa and Rima Rinje Sherpa. Pemba Thenduk Sherpa, who was also roped up, survived. “It was a <a href="https://nepalitimes.com/here-now/five-years-after-avalanche-langtang-is-locked-down">big avalanche</a>, taller than a Kathmandu house when it came down,” recalls Pemba Thenduk. “Me and my client were right under a serac and were saved. We realised our two friends had been swept away but could not find them.”&nbsp; After four days of searching with two helicopters, the expedition company Seven Summit Trek abandoned the search. Nima Tashi was the unsung hero who helped save the life of an incapacitated Malaysian climber, carrying him down from 8,400m on Everest last year. A video of the rescue by Ngima Tashi and Gelje Sherpa became an international sensation. But luck ran out for Ngima Tashi and Rima Rinje on Annapurna last week. ‘We have lost two of our finest <a href="https://nepalitimes.com/news/without-sherpas-there-is-no-mountaineering">Sherpa guides</a>,’ Seven Summits said in a statement. ‘It is no longer possible for anyone to survive this long under the ice, and prolonging search means risking the lives of other Sherpas.’ In the past 75 years, Annapurna has seen the highest fatality rate among Himalayan peaks, with one third of those trying to climb it not making it down alive. This year, guides ran out of fixed rope because there were so many crevasses on the north face. They also reported bigger and more frequent rockfalls and avalanches.&nbsp; South African climber John Black was nearly caught in the avalanche that killed the guides. He then made the agonising decision to turn back soon after leaving Camp 3 last week on Annapurna.&nbsp; “I was uncomfortable and uneasy. Some may call it gut, others may call it calculated,” says Black, who actually shared a chocolate with the two Sherpas just before they were swept away by the avalanche. “It is certainly a sharp reminder that the risks are real and things can change in a heartbeat.”&nbsp; After the avalanche, there has been criticism of some climbers deciding to be helicoptered off the north face despite not showing signs of immediate emergency. A problem in <a href="https://nepalitimes.com/here-now/the-himalayan-odyssey">Himalayan mountaineering </a>in recent years has been the greater numbers of inexperienced climbers who are not only risks to themselves, but also to guides and other climbers. Many do not know when to turn back when the going gets tough. “Some climbers struggled with crampons, some seemed to lack decent techniques for <a href="https://nepalitimes.com/banner/if-the-ice-is-gone-we-are-done">climbing rock and ice</a>,” says Black. “In many cases, the climbers were too slow and struggled to move efficiently across tricky terrain. On a mountain like Annapurna, speed is the only thing you can do to reduce exposure to danger.”&nbsp; The problem has been made worse by instant gratification through social media posts. The challenge of climbing a Himalayan peak has been replaced by an <a href="https://nepalitimes.com/news/love-of-books-goes-online">Instagram</a> summit fetish, and expedition companies try to accommodate the wishes of their clients.&nbsp; The other expedition that generated a controversy even before it started is of a four-member team of British Army veterans who are ‘acclimatising’ by breathing xenon gas ahead of the climb to enhance production of their red blood corpuscles. Although this is said to be an ‘experiment’, use of the gas by the Mission Everest Expedition has been criticised because it is banned by the Anti-doping Agency as performance enhancing. Dimantha Dilan Thenuwara, a Sri Lankan IT professional, is attempting the gorgeous Ama Dablam. He plans to take both the Sri Lanka and Nepal flags up to the summit, and wear the daura suruwal Nepali national dress on top. He wants to promote a message of ‘prosperity through unity’, especially among <a href="https://nepalitimes.com/editorial/south-asia-2040-qxr16oup">South Asian countries</a>.&nbsp; Thenuwara describes himself as a pampered child who was best friends with his dad, who was killed in the 2004 Sri Lanka Tsunami. The tragedy drives him to climb.&nbsp; “This expedition is a mission that began 20 years ago,” says Thenuwara, who had to grow up quickly, and put himself through tech school. He is financing the trip himself, and believes strongly in the need for youth to remember their roots. The Ama Dablam climb is<a href="https://archive.nepalitimes.com/news.php?id=6738"> preparation for an expedition</a> to climb K2 later this year.&nbsp; Another notable expedition is of Peter Hamor of Slovakia and the Italian couple Nives Meroi and Romano Benet, who are attempting a new route on 7,590m Yalung Peak in the Kanchenjunga massif. A two-member British team is already at <a href="https://nepalitimes.com/here-now/letters-from-everest-base-camp-1-vfqcer0e">Everest Base Camp</a> to go up the Lhotse face and make one more attempt to jump off the mountain in wingsuits. &nbsp;

Glory and risk on Himalayan peaks

Architecture can be a powerful agent of change, shaping not just spaces but the way people live, connect, and experience the world.&nbsp; For Nepal, which is <a href="https://nepalitimes.com/banner/natures-fragile-gift-to-nepal">gifted by nature</a> and rich in <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/ambassador-fund-cultural-preservation-nepal,2092">cultural heritage</a>, &nbsp;reviving rural architecture with modern amenities could hold the key to more <a href="https://nepalitimes.com/here-now/what-sustainable-tourism-means-in-practice">sustainable tourism </a>that benefits local people more. “<a href="https://nepalitimes.com/banner/bayalpata-hospital-in-nepal-wins-global-design-award">Design and architecture</a> are amazing tools to create a unique experience for visitors,” says Spanish architect Tomeu Esteva of Esteva i Esteva Architecture Studio. “Difficult destinations have beautiful hotels with design and comfort.” Esteva was in Kathmandu with his colleagues at an event organised by the Spanish Honorary Consulate at Dwarika’s Hotel last week to showcase buildings which Nepali architects can adapt with local material and design inputs.&nbsp; Rural architecture holds a unique significance: it is more than a shelter and must reflect <a href="https://nepalitimes.com/here-now/inking-an-idenity">local identity, culture</a> and <a href="https://nepalitimes.com/here-now/saving-humla-from-heritage-loss">heritage</a>. An area’s natural and cultural harmony can be upset by <a href="https://nepalitimes.com/here-now/protecting-protected-areas-from-infrastructure?fbclid=IwAR1wK0MDFlFST_2EYb3f54LS4-fPt6rYfLG1DJ1JaQsU3w8-ezyXIxGOqzk">poorly planned development</a>, speakers at the event said, but the environment can be improved and revitalised by well-integrated structures.&nbsp; Another Spanish architect, Belen Moneo, has designed hotels at elevations of 3,700m in her home country Spain that supply natural spring water spas. “<a href="https://nepalitimes.com/banner/lost-in-reconstruction">Creativity in construction</a> must be encouraged. Rural architecture always shows possibilities of what we can do better,” Moneo explains, adding that designs must enhance <a href="https://nepalitimes.com/opinion/the-healing-power-of-nature">the beauty of nature</a> and give a natural feel at a time when steel, glass and cement dominate <a href="https://nepalitimes.com/here-now/rebuilding-kathmandu-after-the-1934-quake">urban design</a>.&nbsp; This is why the <a href="https://nepalitimes.com/here-now/weaving-nature-into-craft">use of natural products</a> such as bamboo, local timber, straw and rammed earth are in demand from customers who want a fresh eco-friendly look encouraged in construction of rural architectural structures. The demand for boutique hotels has increased world over, with &nbsp;more and more tourists favouring aesthetics, experience and comfort over price. While creativity is an important part of <a href="https://nepalitimes.com/here-now/architecture-for-mountains">construction and architecture</a>, incentives to build and use <a href="https://archive.nepalitimes.com/article/nation/Building,370">rural construction materials</a> still remain minimal, and Moneo emphasises the significance of design and execution.&nbsp; Esteva helped design the Vana Retreat in Dehradun that kept the natural environment in focus, with the structure giving an elaborate aesthetic experience to visitors. Another example is Hotel Las Mercedes in the Dominican Republic which was designed and constructed by Moneo and the company she co-founded Moneo Brock, respecting and revaluing the traditional architecture of the area. Hotels providing such experience could attract tourists and revenue. The Spanish ambassador to Nepal Juan Antonio March Pujol said, “The role of architecture and architects in developing tourism is crucial, not only in urban areas but rural settings as well.”&nbsp; The concept of rural boutique hotels gained traction in Spain during the 1990s, particularly in regions like Majorca with economic and environmental sustainability as the main focus. In Nepal <a href="https://nepalitimes.com/opinion/12-full-opinion/guiding-nepal-s-tourism-industry">the tourism industry</a> directly employs about 1 million people, and makes up about 8% of the country’s GDP. In Nepal, the stone homes of <a href="https://nepalitimes.com/news/reviving-himalayan-vulture-and-culture">Mustang and Manang</a>, bamboo and mud structures of <a href="https://nepalitimes.com/here-now/the-tarai-s-shrinking-forests">the Tarai</a>, and the Kathmandu Valley’s terra cotta tile skylines, graceful temples, and tranquil bahal courtyards are all examples of <a href="https://nepalitimes.com/here-now/nepal-s-traditional-seismic-resistant-designs">Nepal’s traditional architecture</a>.&nbsp; Nepali architect Sarosh Pradhan has been working for the past eight years on the Brakka Village project in Manang Valley north of <a href="https://nepalitimes.com/banner/municipalities-want-to-manage-annapurna">the Annapurnas</a>. Other examples of this kind of rural architecture for high-end tourism are the Shinta Mani Hotel in Mustang and Khumbu Lodge below <a href="https://nepalitimes.com/news/mt-everest-pvt-ltd">Mt Everest</a>. Says Pradhan, “There are places in Nepal that radiate purity and embrace simplicity. Inflation, energy efficiency, <a href="https://nepalitimes.com/here-now/those-who-stay">the climate crisis</a>, and <a href="https://nepalitimes.com/banner/cost-of-living-in-a-big-city">increased costs of living</a> pose obstacles to sustainable rural architecture. He adds that architects must practice being humble, the process of designing always involves learning and not imposing their ideas on clients. Nepal is uniquely positioned for the growth of <a href="https://nepalitimes.com/banner/hiking-up-the-benefits-of-tourism">rural tourism</a> because of its stunning countryside as well as its internationally renowned traditions in holistic wellness. Creating infrastructure that is small, thoughtfully planned and that respects both tradition and contemporary hospitality standards is crucial. “Projects in Nepal can be made cost effective by using materials from houses that have been brought down,” says Esteva. “Pilot projects involving <a href="https://nepalitimes.com/banner/local-government-by-the-people-for-the-people-of-the-people">local people </a>and simple designing also helps the process.” <a href="https://nepalitimes.com/banner/vacant-homes-become-homestays-in-nepal">The growth of homestays in Nepal</a> is a step in the right direction, but they are still a bit too rustic for the international traveller who also wants comfort and is willing to pay extra for it. Upgrading the facilities in homestays and ensuring that the <a href="https://nepalitimes.com/here-now/an-archive-of-nepali-heritage">architectural heritage</a> of the locality is preserved using locally sourced building material could allow owners to charge more. Says Sangita Shrestha of Dwarika’s Hotel, “Our effort is to build upon rural architecture by empowering local communities and using what is available locally. We can fine tune and encourage indigenous design and training.” The vision goes beyond just boosting the economy, it is about building a future where tourism helps villages grow in a healthy and lasting way. Instead of using up resources, it gives back to the land and the people. It supports local communities by<a href="https://nepalitimes.com/opinion/staying-in-nepal-to-create-jobs"> creating jobs</a>, improving infrastructure, and protecting natural beauty. When done right, tourism can be a tool for <a href="https://nepalitimes.com/editorial/progress-and-or-preservation">preserving culture and nature</a>, not harming them. Architects must therefore see their work as more than just designing buildings, they also need to care deeply about people and places, especially in rural areas that can benefit the most.&nbsp; With global interest in sustainable and off-the-beaten-path travel increasing, Nepal stands at the cusp of a <a href="https://nepalitimes.com/news/missing-out-on-nepal-s-tourism-potential">tourism transformation</a> that values community-driven, eco-conscious hospitality. A mix of modern ideas and traditional knowledge could transform rural tourism in Nepal. Says Shrestha, “Young architects should spend time with <a href="https://nepalitimes.com/latest/the-unsung-heroes-of-conservation">local and indigenous communities</a>, listen to their stories, and learn from their <a href="https://nepalitimes.com/banner/life-and-livelihood-in-remote-nepal">ways of living</a>. These communities have deep knowledge about the land, materials, and climate. If this wisdom is used in new designs, it can help create tourism spaces that truly benefit everyone.” &nbsp;

A new architecture for Nepal's tourism

Besides multiple <a href="https://nepalitimes.com/news/republicans-and-royalists-on-nepal-s-streets">street demonstrations </a>that gridlocked Kathmandu’s traffic for the past weeks, public discourse in Nepal has also been dominated by dangerously <a href="https://nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking">high air pollution levels</a>. Caused mostly by hundreds of <a href="https://nepalitimes.com/news/wildfire-season-starts-early-in-nepal">forest fires </a>raging across the country, the smoke contains suspended soot particles that harms <a href="https://nepalitimes.com/opinion/playing-with-poison">human health</a>. Thursday’s rain have cleared the air somewhat, and many people will soon forget how bad the air quality was. But much more toxic are the invisible and odourless <a href="https://nepalitimes.com/news/nepal-doubles-its-carbon-footprint">gases from vehicular and industrial emissions </a>which have always been there. The theme of World Health Day on 7 April this week was ‘Healthy Beginnings, Hopeful Futures’ dedicated to <a href="https://nepalitimes.com/opinion/comment/saving-more-mothers-and-babies">preventing maternal and newborn deaths</a>. It is estimated that in Nepal, 30% of neonatal mortality can be blamed on air pollution. But that is only part of the story. Harmful as fine particulate matter is to human health, carbon monoxide, nitrogen dioxide, ground-level ozone and other gases in vehicular emissions are more hazardous to health. While the concentration of suspended particulate matter tinier than 1.5 microns (PM2.5) is closely monitored, these toxic gases are invisible, not measured much, and the public is not aware about the dangers they pose. Surface ozone is produced by the interaction of various gases found when <a href="https://nepalitimes.com/news/fossil-fuels-poison-air">burning fossil fuels</a>. Besides being poisonous, ground level ozone contributes up to 0.23°C to <a href="https://nepalitimes.com/here-now/nepal-s-mountains-are-melting">global warming</a> because it is also a greenhouse gas. A new policy brief by the Clean Air Fund titled The Case for Action on Tropospheric Ozone blames surface ozone for a half a million premature deaths every year, 54.8% of which are in South Asia. Ozone also stunts plant growth and reduces crop yields by 26% globally, and 11% loss in <a href="https://nepalitimes.com/news/economic-benefits-of-saving-the-ecology">forest productivity</a>, the report adds.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250411060456_aa02a923f8b27544ae54d0220162678f5bbb5eeb8fc3c466173c22c49b3e9a85.jpg" data-media-id="editor_11" data-image-id="20250411060456_aa02a923f8b27544ae54d0220162678f5bbb5eeb8fc3c466173c22c49b3e9a85" data-rendition-name="original" width="998" height="724" loading="lazy" alt="Gas Chambers"> </figure>  Read also: <a href="https://nepalitimes.com/here-now/bad-air-and-polluted-politics">Bad air and polluted politics</a>, Sonia Awale Ground-level ozone is not emitted directly into the air like other gases, but is formed when oxides of nitrogen (NOx), carbon monoxide (CO) and volatile organic compounds (VOCs) released from automobile tailpipes or industry smokestacks react chemically with each other in the presence of sunlight. The main source of carbon monoxide in Kathmandu Valley are its 1.2 million two-wheelers. “Usually the concentration of carbon monoxide is 200-500 parts per billion (ppb), this has increased up to 3,000 in Kathmandu. Meanwhile, ground-level ozone has gone from 70-80 ppb to 150 ppb,” says Ravi Sahu, regional air quality specialist with the Kathmandu-based International Centre for Integrated Mountain Development (ICIMOD).&nbsp; Sahu says <a href="https://nepalitimes.com/news/no-smoke-without-fire-p7vb9dcj">rampant forest fires of the past weeks</a> have also added to carbon monoxide and ozone in the air, not just the fine particles that make up the visible smoke. He adds, “There isn’t much awareness about <a href="https://nepalitimes.com/banner/poisoning-the-air-we-breathe">ground-level ozone and carbon monoxide</a>, we need to urgently look into it.” A distinction must be made between good and bad ozone. Stratospheric ozone protects living beings from harmful ultraviolet (UV) radiation from the sun.&nbsp; Tropospheric ozone can again be separated into two types: ozone in the free atmosphere which is a greenhouse gas much more potent than carbon dioxide, and ground-level ozone which has adverse impacts on health and agriculture. ‘Cutting tropospheric ozone presents a unique challenge as it requires smart and fast action across multiple greenhouse gases and air pollutants, as well as multiple economic sectors,’ notes the Clean Air Fund's policy briefing. ‘It is a growing and neglected problem that needs an integrated approach on both a local and global level to tackle climate change and air pollution together.’ Dying young There was a time when Nepal made it to international news bulletins only if there were fatalities on Mt Everest. Now, Kathmandu’s bad air frequently makes headlines all over the world. This past week, the concentration of PM2.5 that harms human health was up to 40 times the WHO recommended guideline — adding to the poisonous gases already present from vehicle emissions. The Department of Environment says 40% of the pollution in the past weeks was from wildfires sparked by nearly 6 months without substantial rain over central Nepal. Most of the rest is from vehicular and industrial emissions from Kathmandu itself and across the southern border. NASA’s Fire Information and Resource Management System (FIRMS) which issues daily maps of fires, showed hundreds of blazes raging across Nepal on Wednesday, mainly in Chitwan, Parsa and along the East-West Highway.&nbsp; “If we look at the figures for the last few years, it is clear that wildfires have become the biggest source of air pollution, they are seasonal but have overtaken vehicular emissions,” says urban planner and environmentalist Bhushan Tuladhar. “Forest fires, stubble burning, and open burning of garbage are the bigger problems now. Nepal, India, Bangladesh, and Pakistan are at risk every year, we shouldn’t further delay in finding solutions,” warned air quality expert Bhupendra Das during an event on air pollution organised on 7 March by the Nepal Forum of Environmental Journalists (NEFEJ).&nbsp; Indeed, studies have shown that in winter 60% of the air pollution over Kathmandu is transboundary from the south, and in November it is compounded by smoke from crop residue burning by farmers in India and Pakistan blown in by prevailing winds. Forest fires are a regular pre-monsoon occurrence in Nepal, often intentionally set by farmers and herders to stimulate new grass growth for livestock. Winter rains have failed for eight of the past ten years, and this means the fires often spread out of control. The other reason for the increase in wildfires is the doubling of forest fires to 46% of the country’s area in the past 25 years. But this has happened simultaneously with outmigration, with some mountain districts losing 30% of their population between 2011-2021. With less pressure on forests for fodder and firewood, the undergrowth of community forests is loaded with dry fuel just waiting for a spark. The bowl-shaped topography of Kathmandu, Pokhara and other valleys further concentrates pollutants as they are trapped by surrounding mountains. But a year with a high number of wildfires is usually followed by a year or two with fewer incidents. For example: there were 6,537 fires in 2021 but the following year the number was down to 1,528. There were 5,216 fires last year, this year the number has already reached 1,800, and the trend is likely to be broken. Heavy rains forecast for the coming days are expected to douse some of the fires and clean up the air. But the damage has been done: Kathmandu residents of all age groups this week crowded clinics and hospitals with burning eyes, itchy throats, difficulty breathing, headaches, and dizziness. But in the longer term, soot particles that are tiny enough to jump the blood-air divide in lung capillaries do not just cause Chronic Obstructive Pulmonary Disease (COPD), asthma, but also cancers, heart attacks, strokes, birth defects and other chronic diseases. The latest Air Quality Life Index (AQLI) report by the University of Chicago shows that the annual concentration of PM2.5 in Kathmandu’s air rose from 17.87µg/m3 in 1998 to 31.33µg/m3 in 2022. Air pollution has got worse by 75% in Kathmandu in 25 years. During this time, air pollution has reduced the average life expectancy of Kathmandu’s residents by 3.5 years. According to the Health Effects Institute in Boston, dirty air is among the biggest public health concerns in Nepal killing over 42,100 a year. The adverse impact of high levels of air pollution is not limited to public health, it is seriously affecting tourism. Operators in Pokhara this week said that there were many negative online posts by visitors unable to see the famous panorama of Machapuchre and the Annapurnas even from Sarangkot. Aviation is also affected, as planes have to circle sometimes for hours burning a lot of fuel because of runway visibility being below minima at Kathmandu airport. The higher fuel cost is just passed down to customers, making air tickets in and out of Kathmandu some of the highest in the world. Kathmandu, with a population of four million, has not implemented a concrete policy to curb toxic air despite having formulated various action plans and repeated commitments by the government to protect the environment and control air pollution. The Department of Environment’s 2017 Air Quality Management Action Plan for Kathmandu put forward a policy to reduce air pollution caused by vehicles which was approved by the Cabinet, but has yet to be put to practice. The action included the immediate implementation of the Euro 5 emission standard to reduce pollution emitted by vehicles. However, Nepal has not even been able to implement Euro 4 standards so far. India, meanwhile, has already moved forward with the implementation of the Euro 6 standards. With just under two months remaining till the end of the current fiscal year, the<a href="https://nepalitimes.com/news/nepal-government-changes-again"> Nepal government</a> this week is set to announce its budget for the year 2025/26.&nbsp; Nepal’s budget has grown steadily over the past decade, from Rs618 billion in the fiscal year 2014/15 to Rs1.79 trillion in 2022/23. But this upward trend tells only half the story, as the total expenditure has consistently fallen short of the planned budget.&nbsp; Short of flamboyant promises and populist schemes, successive Nepali governments, regardless of party, have consistently failed to utilise the allocated budget. This year, Nepal spent just 36% of the allocated development budget. Such recurrent underspending diminishes the government's ability to simulate the<a href="https://www.econlib.org/library/Topics/Details/aggregatedemand.html#:~:text=What%20Is%20Aggregate%20Demand%3F,%2C%20services%2C%20and%20capital%20goods." target="_blank"> aggregate demand</a> and slows economic growth.&nbsp; The country’s current annual average total expenditure shortfall is just over 20%, largely due to bureaucratic and institutional inefficiencies that continue to hamper budget implementation. Furthermore, poorly-made project proposals, shoddy planning, slow-moving procurement activities, quick turnover of technical staff, and inefficient inter-ministerial coordination contribute to a limited capacity to administer development across Nepal.&nbsp; This has led to a culture of frantic, &nbsp;last-minute budget spending on Nepal, with <a href="https://internationalbudget.org/wp-content/uploads/Nepal-Budget-Credibility-and-the-Sustainable-Development-Goals.pdf" target="_blank">40</a>% of the allocated development expenditure spent on the final month of the fiscal year, leading to a misuse of resources and poor project results. These inadequacies are compounded by the lack of coordination between federal, provincial, and local governments, especially as capacity constraints at the subnational level have been a long-standing issue. Experts express particular concern over provincial and local governments, where staff are often short on technical skill and administrative know-how required for budget implementation.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250528030544_6eb2a05152532fbffd1ec32f130b0d030baf2b46963be269b68bc50417d1a814.png" data-media-id="editor_3" data-image-id="20250528030544_6eb2a05152532fbffd1ec32f130b0d030baf2b46963be269b68bc50417d1a814" data-rendition-name="original" width="512" height="485" loading="lazy" alt="Budget NT"> </figure>  For instance, provincial governments spent just 34% and local governments spent 24.4% of its budget in the fiscal year 2022/2023, which suggests a persistent deficit in planning, implementation, and resource management. &nbsp;&nbsp; A breakdown of the recurrent and capital expenditures reveals even deeper dysfunctions and gaps between the allocated and actual spending of recurrent and capital expenditure. Recurrent expenses are government spending to maintain <a href="https://nepalitimes.com/opinion/comment/nepals-uncivil-servants">public services</a> and administration, including interest, pensions, salaries, social security, and subsidies. Meanwhile, <a href="https://nepalitimes.com/news/till-debt-do-us-part">capital expenditure</a> involves investing in long-term assets such as development programs, equipment, and <a href="https://nepalitimes.com/banner/climate-smarter-himalayan-infrastructure">infrastructure projects </a>to expand the productive capacity of the <a href="https://nepalitimes.com/banner/now-the-economy-stupid">economy</a>. As it stands, Nepal’s recurrent expenditure is staggering compared to capital spending. <a href="https://scispace.com/papers/relationship-between-capital-and-recurrent-expenditure-with-hpoenzfmk4" target="_blank">Studies</a> show that the money spent on recurrent expenditure tends to have a stronger and more immediate effect on the GDP.&nbsp; In the fiscal year 2022/2023, Rs1.18 trillion was allocated for recurrent spending, while Rs380 billion was earmarked for capital expenditure. However, actual spending fell short of allocations in both expenditures, with recurrent expenditure falling short by an annual average of 14.7% and capital expenditure by a much larger average of 35.30% over the last nine years. &nbsp;&nbsp;&nbsp; This consistent underspending in capital expenditure is particularly alarming, and has direct impacts on the macroeconomy. It also plays a crucial role in creating economic momentum through the proper business <a href="https://nepalitimes.com/news/why-invest-in-nepal">investment </a>climate and business confidence.&nbsp; When capital expenditure falls short, aggregate demand contracts result in fewer<a href="https://nepalitimes.com/banner/few-jobs-created-by-nepal-employment-drive"> employment opportunities</a>, reduced household consumption, and delayed infrastructure projects that discourage business investment.&nbsp; Meanwhile, the dominance of recurrent expenditure driven by rising administrative and social security expenditures continues to crowd out funds for capital investment, perpetuating a cycle where budget numbers grow, but transformative development fails to take shape. &nbsp; The core challenge in Nepal's budget execution can be explained by the <a href="https://www.sciencedirect.com/topics/social-sciences/principal-agent-theory" target="_blank">principal-agent</a> problem theory - an economic theory that explains the misalignment of conflicting incentives between two parties. In the context of Nepal, the Ministry of Finance is the principal authority that allocates the budgets and resources, while the line ministries are the agents assigned to propose and execute the budget.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250528030544_3b3b12a4065ae34b9703e848ff91f40ff570ce4b771e44d4338c4b134054f42e.png" data-media-id="editor_12" data-image-id="20250528030544_3b3b12a4065ae34b9703e848ff91f40ff570ce4b771e44d4338c4b134054f42e" data-rendition-name="original" width="512" height="377" loading="lazy" alt="Budget NT"> </figure>  However, a disconnect in incentives between the Finance Ministry and line ministries often leads to budget misallocations, which in turn cause inefficiencies and poor budget outcomes. &nbsp; One of the key dimensions of the problem is asymmetric information. The Line ministries possess detailed information of their needs and priorities in projects that are unavailable and unverifiable to the MOF. This information gap further incentivises ministries to propose higher budgets than actually needed.&nbsp; This is common behavior and expected in budget negotiations, as ministries compete for limited funds and seek to maximise their budget. Consequently, funds may be disproportionately allocated to ministries that lobby more effectively or exaggerate needs rather than those that would deliver the greatest public benefit. &nbsp;&nbsp; Read also: <a href="https://nepalitimes.com/news/nepal-in-the-red">Nepal in the red</a>, Ramesh Kumar This budgetary misallocation distorts not only priority projects &nbsp;but also induces &nbsp;inefficiencies in implementation. Where funds flow into inefficient use as a result, the government cannot deliver effective services or complete development projects within scheduled deadlines. This results in delayed spending, wastage of resources, and underperformance, which undermine economic growth and confidence in government. &nbsp; Closing the persistent gap between allocated total budgets and total expenditures and between the allocated and actual recurrent and capital expenditures requires the Finance Ministry to strengthen its <a href="https://ieg.worldbankgroup.org/what-monitoring-and-evaluation" target="_blank">monitoring and evaluation</a> to appropriately administer resources after the budget announcement.&nbsp; For this, the Finance Ministry must ensure effective monitoring of how line ministries spend their allocated funds throughout the fiscal year, so that it can hold the other ministries accountable and identify bottlenecks or time delays in budget implementation. This can be achieved through periodic reporting of progress, linking budget release with performance, and using combined financial management information systems. In addition, linking future budget allocations to ministries’ past performance in budget utilisation would create stronger incentives for responsible and efficient spending. When ministries know that their ability to secure funds in the next fiscal year depends on how well they manage and execute their current budget, they are more likely to submit realistic proposals and prioritise timely implementation. Doing so would help to synchronize the incentives of the Finance Ministry and line ministries in order for Nepal to effectively execute the budget and direct resources toward projects aligned with our national priorities, ultimately minimising the country’s budget deficit. How Nepal can budget wisely

A growing number of <a href="https://nepalitimes.com/here-now/searching-for-a-homeland-away-from-home">adult adoptees of Nepali origin have started returning to the land of their birth</a>, and seeking not only emotional reconnection but formal recognition through the Non-resident Nepali (NRN) card or citizenship.&nbsp; But these returnees are too often met not with welcome, but with suspicion, obstruction, and at times, open hostility.&nbsp; After becoming the first adoptee to obtain an NRN card, I recently returned to Nepal to successfully claim <a href="https://nepalitimes.com/here-now/nepal-s-citizenship-amendment-bill-explained">NRN-citizenship</a>. That success does not signify a welcoming state structure towards adoptees. On the contrary, it was an odyssey through psychological, legal and <a href="https://nepalitimes.com/banner/making-overseas-migration-better">transnational hurdles</a>. In fact, my case is among the more straightforward ones: my birth parents are alive, and my adoption paperwork is complete and legally valid. Yet even in this privileged scenario, officials created several hurdles and used intimidation instead of supporting my <a href="https://nepalitimes.com/here-now/now-what">return to Nepal</a>, which would be expected from a public service agency. I was able to counter this with legal knowledge and persistence.&nbsp; But for most adoptees it is not so easy. A systemic overhaul is urgently needed. Thousands of children were involuntarily removed from their country of birth under fabricated or incomplete documentation. Then there is the negligence of <a href="https://archive.nepalitimes.com/news.php?id=15215">adoption </a>agencies and government institutions, which often failed to preserve adoption records. Nepal’s citizenship laws are built on assumptions that do not hold for internationally adopted citizens -- they presume patrilineal continuity, uninterrupted documentation, and lifelong presence within the country. But <a href="https://nepalitimes.com/here-now/nepal-s-baby-export">intercountry adoption</a> especially interrupts all of these.&nbsp; It severs legal ties with birth parents, replaces surnames, and shifts <a href="https://archive.nepalitimes.com/news.php?id=19930">jurisdiction abroad</a>. What remains is often a fragile or incomplete paper trail, if at all. Yet adoptees are still expected to prove family ties that the law itself dissolved, claim a birthplace without official records, and seek recognition while being treated as foreigners. At first glance, it may seem as though we as adult adoptees are asking to be written into a legal framework that was never meant for us. But this perception ignores both <a href="https://nepalitimes.com/opinion/12-full-opinion/nepal-s-history-foretold">Nepal’s historical promises</a> and the core of its own <a href="https://nepalitimes.com/here-now/nepals-unequal-citizenship-law">citizenship policy</a>. The country follows jus sanguinis — the right of blood — as its guiding principle, meaning that descent from a Nepali parent should be sufficient to establish eligibility. In theory, this includes adoptees who can prove their birth and parentage. But the practical process demands documentation that many adoptees simply do not possess due to systemic negligence during the adoption era such as a citizenship certificate of a parent or grandparent, an original Nepali birth certificate, verified family links, or a local ward recommendation. The structural failure of the government to rectify those mistakes and grant birthright citizenship is in violation of the human rights of its five thousand adoptees. In my own file, for example, my birth father and adoptive parents signed a clause agreeing not to erase my religion or name and to facilitate my return to Nepal. These were not symbolic gestures — they were official commitments enshrined in Nepali legal documents. They demonstrate an intention by the Nepali state to protect the child’s identity and <a href="https://nepalitimes.com/news/nepal-assam-connection-revived">connection to the country</a>, not to erase it.&nbsp; The state must therefore do its part to honor the clauses it required others to sign. Failing to do so does not just betray individual adoptees—it undermines <a href="https://nepalitimes.com/opinion/constitutional-guardianship-in-nepal">Nepal’s credibility in its own legal system</a> and its obligations under <a href="https://nepalitimes.com/latest/stop-stalling-transitional-justice-global-human-rights-bodies">international human rights</a> and children’s rights frameworks.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250522230540_980907d76717d6d91e3f40ac73cdbddd83fe2887f385994541aa19ea4f434992.png" data-media-id="editor_12" data-image-id="20250522230540_980907d76717d6d91e3f40ac73cdbddd83fe2887f385994541aa19ea4f434992" data-rendition-name="original" width="1015" height="922" loading="lazy" alt="Born in Nepal, treated as a foreigner NT"> <figcaption>Adoption agreement between Kul Prasad Adhikari and the family Sacré-Bonnarens with official government stamps detailing Clause 3 about facilitating the return of the adoptee to his/her own country. </figcaption> </figure>  Yet, what adult adoptees now face is the opposite. The hostility we encounter at orphanages, local wards, and District Administration Offices (DAO) stands in sharp contrast to the protective spirit of the original documents. More troubling still is the contradiction between Nepal’s 2010 suspension of intercountry adoption — initiated after international concern over <a href="https://nepalitimes.com/from-the-nepali-press/children-and-crime">child trafficking</a>, falsified documentation, and lack of regulatory oversight — and its ongoing refusal to facilitate the legal return of adoptees.&nbsp; Reports by UNICEF and Hague Conference observers documented cases of children being declared<a href="https://archive.nepalitimes.com/news.php?id=4734"> orphans </a>while biological families were still alive, prompting countries like the US, France, and Italy to halt adoptions from Nepal.&nbsp; In 2007 and again in 2010, Nepal pledged reform, but while the pipeline of adoptions was shut down, no system was created for those sent abroad to come back home. The very individuals whose lives were shaped by <a href="https://nepalitimes.com/opinion/higher-corruption-in-high-places">the corrupt system </a>Nepal sought to abolish are now being left in limbo. Here are four moments from my NRN citizenship application that highlight the scale of the problem: "You’re not Nepali!"&nbsp; -Kaski DAO official holding my birth certificate At the Kaski DAO office, I was told to my face, while the officer held my Nepali birth certificate in his hands, that I was not Nepali. My Belgian citizenship documents also stated my place of birth as Kaski, and my adoption papers clarified my connection to my birth and adoptive parents. Yet the verdict was final. It was only after we requested to speak to the Deputy Officer and argued based on Nepal’s own adoption documents that we were permitted to begin the procedure. Ironically, the Legal Handbook for Non-Resident Nepalis explicitly lists birth in Nepal as one of the primary forms of proof for establishing NRN eligibility, yet even this was dismissed at the local level. "You don’t speak Nepali, you’re not Nepali!"&nbsp; -Kaski DAO official Several officers opposed the Deputy's decision. They began obstructing the process, questioning my motive, and ridiculing my language ability. One insisted that I respond without my lawyer, as if speaking Nepali, even imperfectly, could serve as legal proof of citizenship.&nbsp; Another official absurdly accused me of speaking with a Hindi accent. I was told, over and over again, that I was not Nepali. Yet language proficiency is not a criterion for citizenship by descent, making these remarks not only discriminatory but legally unfounded. I know my rights and persevered, but many adoptees would be deterred by such hostile behaviour. "You faked your birth certificate!"&nbsp; -Kaski DAO official The accusation of forgery came from a more senior officer. Like most adoptees, I only had English translations of my adoption records, and the originals were not preserved by the ward office. The ward office of my birth parents facilitated the renewal of the certificate based on the English translation. The Embassy of Nepal in Belgium had accepted this same document for my NRN card. Yet at the Kaski DAO office, it became grounds for suspicion. Here lies the deeper issue for adoptees: due to incomplete or untranslated records, ward offices often need to reconstruct or reissue birth certificates to align with the format required for legal procedures in Nepal. If Nepal failed to preserve its records, why punish the adoptee? "You should be grateful you’re even considered for citizenship!"&nbsp; -Kaski DAO official Despite having fulfilled every legal requirement, my file was repeatedly placed at the bottom of the pile. When we questioned the delay, we were told to be grateful that I was even being considered. But citizenship is not a gesture of goodwill. It is a legal right. Adoptees, like all Nepalis born <a href="https://nepalitimes.com/banner/born-in-nepal">in Nepal</a>, are entitled to that right, regardless of where they grew up. The ability of lower-level staff to delay or obstruct files at their discretion reveals a deeper structural problem: <a href="https://nepalitimes.com/opinion/comment/nepal-must-reboot-human-rights-rule-of-law">access to rights in Nepal</a> too often depends not on the law, but on the personal attitudes of those tasked with upholding it. While the hostility was jarring, there were also moments of empathy. The Deputy Officer and Chief Officer acted with integrity, supported my case, and even apologised for the unnecessary delays. But this does not erase the need for structural change. Adoptees returning to claim citizenship are not asking for special treatment. They are invoking rights already granted to them under international law, including<a href="https://archive.nepalitimes.com/news.php?id=16505"> the Convention on the Rights of the Child </a>and the Universal Declaration of Human Rights. These frameworks guarantee the right to identity, family, and nationality. Nepal has an obligation to honour them. Countries like<a href="https://nepalitimes.com/here-now/delayed-dreams-for-korea-bound-nepalis"> South Korea </a>have embraced returnee adoptees as part of their diaspora. Nepal must do the same. Public education campaigns and training for administrative staff are urgent. DAO officers must be equipped to understand who adoptees are, what records they can bring, and how their return is not a threat, but a form of <a href="https://nepalitimes.com/news/justice-delayed-justice-denied-byrx8a1c">justice</a>. The roughly 5,000 Nepali children adopted abroad were once exported as orphans. Now, many are returning as adults — educated, legally prepared, and determined. They are not visitors. They are citizens.&nbsp; And they will not wait. They will claim their rights, case by case, until the system is forced to evolve. Born in Nepal, treated as a foreigner

<a href="https://nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis" target="_blank">Janmu Sherpa</a> was a grandmother with a dozen goats and a tea house in Donggang in the Rolwaling Valley. Her stopover served trekkers en route to Tso Rolpa Glacial Lake and the trail over Tashi Laptsa Pass to Khumbu. In 2018, I spent months in the Rolwaling Valley studying how <a href="https://www.ted.com/talks/rastraraj_bhandari_what_climate_activists_are_doing_wrong" target="_blank">mountain communities perceive</a> climate change. Unlike my climate-anxious self, Janmu was calm, even hopeful, despite having lived through floods, landslides, and the 2015 earthquakes. “No one knows when Tso Rolpa will burst, so we cannot stop our daily chores. Let fate decide,” Janmu Sherpa had said. Last year, fate did decide. On 22 June 2024, the Dorji Phungmo Glacial Lake burst. The resulting flood swept through the Rolwaling River, washing away homes and hotels in Donggang. Janmu <a href="https://thehimalayantimes.com/nepal/climbers-valley-devastated-by-floods-immediate-relief-sought" target="_blank">was among</a> the missing, and later declared dead.&nbsp; I learned of her disappearance during a recent cycling trip through Panauti along the <a href="https://nepalitimes.com/multimedia/a-flood-of-tears-on-the-rosi" target="_blank">Rosi Khola</a>, which was devastated by deadly flash floods on 28 September 2024.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051918054_14898953b7a5808b51440f7a6fa35a7d66146bbb1d62bf88729a83a558ca8ebf.jpg" data-media-id="editor_4" data-image-id="2025051918054_14898953b7a5808b51440f7a6fa35a7d66146bbb1d62bf88729a83a558ca8ebf" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="A pre-monsoon déjà vu"> <figcaption>Tso Rolpa glacial lake at 4,580m has grown seven times in size in the past 60 years due to global warming. </figcaption> </figure>  Tipper trucks rumbled through the dusty road, carrying stones and gravel from unregulated quarries and sand mining along the Rosi. This was destruction disguised as development, and the crusher industries had <a href="https://nepalitimes.com/news/the-revenge-of-the-rivers" target="_blank">magnified the impact of record rainfall</a>. On the other side of the mountain, along the Lele and Karmanasa Khola, families are still reeling from last year’s floods. Here, too, a quarrying frenzy exacerbated the <a href="https://nepalitimes.com/banner/nepal-valley-suffers-quadruple-disaster">destructive power of the floods</a>. There are thousands of untold stories like Janmu, and the estimated 200 who perished in the September floods. Most have been forgotten, their deaths blamed on fate. I write this from afar, as Kathmandu hosts the Sagarmatha Sambaad this week to draw global attention to the impact of the climate crisis on the Himalaya. The summit took place as pre-monsoon rains lashed the Rosi and Lele Valleys. Even before the start of the rainy season, more debris flows from the mining operations destroyed repaired roads and neighbourhoods rebuilt after floods last year. The rivers that flooded Kathmandu in September 2024 are still vulnerable. Aside from a few sandbanks built by local hands, nothing has changed. No national reckoning. No systemic response. She taught me that climate action is not just about carbon or conferences, it is about livelihoods, listening, and the impossible trade-offs faced by communities where survival is more urgent than sustainability. As monsoon clouds gather again, there is a sense of dread not just about floods, but for the apathy that follows. We are trapped in a cycle of climate inaction fueled by corruption, state neglect, and a development model that treats rivers as resources to be drained, not lifelines to be protected. It is no longer a question of if the floods will come, but when, and how devastating they will be. And yet, <a href="https://nepalitimes.com/here-now/politicians-and-cronies-blamed-for-kavre-floods" target="_blank">those in power remain unmoved</a> even when disaster strikes their own backyard. We are still chasing climate finance and hosting international summits, while local insurance markets stagnate and communities fend for themselves. To be sure, global advocacy matters. The Himalayan climate crisis must be on the international agenda. Melting glaciers here affect billions downstream. But adaptation cannot begin and end in air-conditioned conference halls. Photo: PRADEEP RAJ ONTA / RSSseasonmedia2007</figcaption> </figure>  I visited the communities ravaged by floods in September and as I wrote in <a href="https://nepalitimes.com/opinion/flood-of-despair" target="_blank">Nepali Times</a> then, top-down responses are always too little, too late and too ineffective. The only real solution is bottom-up, community-led adaptation. Those who lived through the floods know what needs to be done, and those privileged and in power need to enable them. Community-led adaptation is not just a buzzword. It is our only viable path forward. It means empowering local people with the tools, knowledge, and resources to protect themselves. It means investing in early warning systems that reach the last mile and actually work, restoring ecosystems that buffer floods, and supporting indigenous knowledge that has long helped communities live in harmony with nature. It means letting go of our belief that somehow our degrees in climate change and attendance in global climate conferences enable us to tell communities how they should be responding to climate change. It means shifting power and funding to the grassroots, where resilience is not theoretical — it is lived, practiced, and urgently needed. As the rains return, I am reminded of Janmu Sherpa’s voice of quiet wisdom. Her innate resilience did not save her life. Let us not wait for the next flood to act. Let us protect what we still have. A pre-monsoon déjà vu

The recent removal of Kulman Ghising a few months before his tenure heading the National Electricity Authority (NEA) ended made headlines. Hitendra Dev Shakya, whose previous tenure ended amid similar behind-the-scenes politics that <a href="https://en.setopati.com/political/157021">never saw a final court verdict</a>, was put back in charge.&nbsp;
For many, Ghising was the architect of the end of 18-hour-a-day power cuts till a decade ago. His abrupt removal sparked outrage across the public sphere, and the political spectrum.
Leadership at the NEA has never been just about performance, it has long been entangled in political proximity, not merit. The agency is more than a power utility, it is more about control of budgets, contracts, and narratives.
As long as the lights stay on, many Nepalis will willingly overlook the messy compromises that greases the system. Appointments, removals, court cases, and backroom political bargain are the norm. Sometimes like with Ghising, a figure emerges as a public hero, sometimes, they do not.
A decade after routine load-shedding ended, political leaders still scramble to claim credit, over what should fundamentally be just the day-to-day work. The sector is mired in controversies, from metering disputes to ad hoc political committees, tariff issues, to negotiating cross border power trade.&nbsp;
Even basic statistics like electrification rates are held hostage to executive narratives with no clear standards and compliance on what counts as real access. Nepal's power sector seems to be running without a referee.
There are three agencies involved: the <a href="https://moewri.gov.np/">Ministry of Energy</a>, the NEA, and the little-known <a href="https://erc.gov.np/">Electricity Regulatory Commission (ERC),</a> each with a distinct mandate, at least on paper.
In a well-regulated market, issues like metering disputes and executive appointments would barely register outside the industry. In Nepal, such decisions often spill into political crises and can shake the fate of governments. Yet, the ERC is rarely seen or heard, even when these issues strike at the heart of its regulatory mandate.
Blurred roles have left Nepal’s power sector in a state of chronic overlap. The ministry often interferes with operations, drawn by the quiet influence that comes with the turf: contracts, budgets, and visibility.&nbsp;
NEA straddles the line between implementer and influencer, while the regulator still seems hesitant to assert its space.
Created in 2019 after years of industry bargaining, the regulator’s job is to establish rules, resolve disputes, and bring predictability and fairness back to the system. And this critical role remains a blind spot in Nepal’s energy debate and power struggles.
Disputes that should fall under regulatory inquiry and consultation, from the Time-of-Day (ToD) meter disputes and industrial payment defaults, to the NEA’s role in cross border power trade negotiations have instead become political flashpoints.
Despite the politics, if a regulator cannot assert itself in matters squarely within its mandate like pricing, contracts, disputes, compliance, what exactly is it regulating?&nbsp;
We did not create this new regulator just to be another spectator. But that, for now, is all it seems determined to be.
The regulatory mess runs deeper into the way Nepal prices its electricity. By many measures, Nepal’s electricity sector has made real progress. The country now exports surplus power to India while still relying on imports during peak demand. In 2023/24, Nepal became a net electricity exporter for the first time, selling as much power as &nbsp;two and half months of domestic demand.&nbsp;
Every hydropower <a href="https://nea.org.np/admin/assets/uploads/PPA_Rates.pdf">project under 100 megawatts is paid the same flat rate</a>: Rs8.40 per kilowatt-hour in the dry season, Rs4.80 in the wet season. Hard or easy, near or remote, the price stays flat.&nbsp;
Whether a project is built right along the accessible roads of Trisuli corridor or in the remote gorges of the Karnali that demand new roads and transmission lines to &nbsp;generation sites, it is the same price.
The Chamelia Hydropower Project cost <a href="https://www.adb.org/sites/default/files/project-documents/41025-012-nep-tacr.pdf">NPR 56 crore per megawatt to build</a>. Chilime came in at about Rs140 million. In a functioning system, a regulator would benchmark these costs, scrutinise financial models, and adjust tariffs to reflect real-world differences. &nbsp;&nbsp;
To give the ERC some benefit of doubt: it is a young institution<s>.</s> But institutions do not mature by aging; they need to step up and take positions, enforce rules, intervene, and speak up when it’s easier to stay silent, whether the pressure comes from a utility boss or a political heavyweight, celebrity or not.&nbsp;
Nepal’s energy industry cannot afford a regulator that hides every time the stakes get high. That responsibility weighs even heavier today. Ram Prasad Dhital, the current Chair of the ERC, was not an outsider parachuted into the role. He served as one of the Commission’s founding cohort and has seen it through its formative years.&nbsp;
His second term cannot be for keeping the seat warm. But will the ERC act, or will it continue to choose the safer path of silence? As the ERC evolves, the challenge is not just about leadership. It must resist the prevailing tendency to solely rely on short-term contracts and familiar recycled bureaucratic networks.&nbsp;
Building a credible regulatory institution requires stability and technical depth, a professional core of energy experts, economists, engineers, financial analysts, and legal specialists who can audit costs, arbitrate disputes, and navigate the rapidly evolving regulatory terrains.&nbsp;
Tariffs must reflect real costs and real geographies. Export pricing must adapt to dynamic domestic and regional markets. Disputes must be settled through credible regulatory mechanisms rather than through endless political committees.
The real question now is not just what the ERC was created to do, but whether it has the will, the knowledge, and the courage to do it. &nbsp;And the longer it forgets that and drifts further to become another spectator, the deeper the price the industry will pay.

Nepal’s Power Struggles

At the start of May, Bunu Dhungana brought some things in the belly home to Nepal. When she had curated the first iteration of the show in 2023, in Delhi, she had hoped she would be able to bring it home, and she did. The exhibition opened to the public in Kathmandu at Nepal Art Council on 2 May and closes on 16 May. The exhibition brings together works by Asmita Badi, Irina Giri, Shradha Devkota, Tripty Tamang Pakhrin, Shristi Shrestha, Ujjwala Maharjan, and the curator, Bunu Dhungana herself. And there’s an installation of yours truly. In the step up to the show, Bunu organised calls for the artists. Tripty joined at odd hours from her newfound home in Syracuse. As did Shradha from her home in London. Ujjwala joined, from her many different trips to India and other places in Nepal.&nbsp; The rest of us joined from wherever we were in Nepal during call hours, probing the unknown, most of us unsure what we wanted to present to the public. The only thing we had clarity on was the theme Bunu had suggested: mother-daughter relationship. And we were to exchange letters with our mothers. Some of us wrote letters to our mothers from the comfort of our homes, some from Pokhara, or whichever town we were in at the time of writing-- sending it by snail mail, which thankfully, hasn’t gone obsolete yet! Our mothers responded to us from their comfort nooks, each one, taking it up seriously like little girls responding to school assignments. Standing before the wall that has the mothers’ letters at the exhibition, one is easily struck by the basicness of the stationery used by the mothers to write to their daughters. They use pages torn out from a notebook, loose examination sheets or even an abandoned diary. So simple and so straightforward. And in that, powerful. Like the truth of the uterus that is all mothers. In the letters, their emotions take center-stage, as maternal emotions do, coming from a place of wanting the best for their daughters-- to protect them, and to keep them happy and healthy. Daughters’ desires are not too different from that of the mothers. But they come in more complex forms and through different mediums. They write an entire journal on these feelings, write pages and pages, enough to fill a room, weave poems and songs from the rhythm that connects the phantom umbilical cord to the mother. Daughters compose images-- some of oil and smoke, some of suffocation, of stillness, of water and ice and of open spaces and of moments of strife, like something heavy being dragged up a stairway by a lone woman.&nbsp; “While not all the works were made exclusively for the show, I did create new pieces - paper made from a letter I wrote to my mothers, and a series of linoleum cut prints. These processes made me reflect more deeply on the role of repetitive, physical labor in my practice and how it relates to the everyday labor of my mothers,” says Tripty, who documents work dedicated to her two mothers. And there are bright hues in gouache, where mothers and daughters are arrested in moments of fun and chit-chat or even just being at the table watching Tiktok. There’s abandoned sound in a dark, spotlit corner, which takes the listener through a journey of contemplation and upheavals. And there are stories from the kitchen, the base for most mothers in the world. For many of us, it is sometimes impossible to separate the fragrance of spices from our mothers or to tell the spices apart from the scent of our mothers.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250514140528_1dd1b5f95e6230f49afb3b084b88542b3fbcc6a454548a3eee60ee85724f7215.jpg" data-media-id="editor_0" data-image-id="20250514140528_1dd1b5f95e6230f49afb3b084b88542b3fbcc6a454548a3eee60ee85724f7215" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="some things in the belly"> </figure>  some things in the belly is an intimate exhibition, and as the show got underway, visitors were seen returning as if to collect something they had left behind. Many kept coming back to read and to write. And that was precisely what Bunu had wanted to create-- a safe space. Visitors sat down, read, wrote letters to their mothers, listened, watched, laughed and wept. Ujjwala says: “The [letter-posting] wall, how it’s growing and how people are reading and writing, that’s the most interesting thing for me. You don’t know how people connect and what hits who. But I’ve seen people tearing up at the letter-writing section. You forget that it does reach the people it needs to reach.” Bunu’s aim when she was taking on the challenge of curating the exhibition was to also create a circle of sisterhood, by bringing together women to work together on a theme. And in the process, she has also managed to help the artists involved create and learn from one another and to be deeply touched by the familiarity of sentiments. “Each piece is so different and that is the beauty of this exhibition that has come together. Tripty’s and Shradha’s work, the experimentation was very inspiring for me and the process itself...what has come out is powerful,” explains Ujjwala.&nbsp; She adds: “They are visual artists but the poetry in it is so beautiful. Shristi’s work, I fell in love with. The care of it. Ashmita’s work, too. To textual people, the importance of a desk and sitting down, the tactileness of books that inspire us. What would mom write? What would their lives be like...the imagination is dreaming along with our moms-- the amalgamation of dreams.” In one of her journal notes to her mother, Ujjwala mentions she can’t remember how long it has been since she gazed carefully into her mother’s face. One pauses to read that sentence again. How long since we did that? Manushi said: “We hold so much in our hearts and who do we tell it all to? So we end up dumping it on our mothers. Because who else is there for us as mothers are? “We have such complex relationships of love with our mothers,” Bunu said.&nbsp; All loves have their own equations. The love daughters feel for their mothers is raw and tender and full of familiarity. Everything daughters want for their mother is the same they would want for their daughter, so in that, we serve an endless knot.&nbsp; Then there’s the question of language. What language really serves as a bridge in the gap that exists in mother-daughter relationships? How do we make up in language for the absence of words that can ever convey the sentiments? And so the process of creating some things in the belly has been something like reforging mother-daughter relationships in the crucible. “Each one of us has shaped our practices, and stepped more fully into ourselves. The two sides of Punjab in India and Pakistan may be 2,000km away, but the war between two <a href="https://nepalitimes.com/editorial/south-asia-2040-qxr16oup">South Asian neighbours </a>sent aftershocks here to the <a href="https://nepalitimes.com/opinion/borderlines/nepal-india-trans-boundary-bonds">India-Nepal border</a>.&nbsp; Among the 26 tourists killed by terrorists in Pahalgam on 22 April was a Nepali from Butwal on a holiday with his family, and Nepali nationals enlisted in the Indian Army could be see action in case of <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">conflict between India and Pakistan</a>.&nbsp; The open border between India and Nepal is usually relaxed with people going back and forth without much checking, but after hostilities broke out last week, controls by India’s Border Security Force of documents and inspections of vehicles has been stepped up. About 15km east of Birganj is the frontier village of Ghodasahan. On the Nepal side, the settlement is under the Bisrampur Rural Municipality in Bara District and on the other side it is in East Champaran of India’s Bihar state. There are <a href="https://nepalitimes.com/20-years-ago-this-week/secularism-debate">Hindus and Muslims </a>on both sides of the national boundary that slices through the village. The increased security on both sides of the border is starting to affect the daily life of villagers who had been used to going back and forth without any hindrance. Right along the 1,700km <a href="https://nepalitimes.com/news/people-to-people-at-india-nepal-border">Nepal-India border</a>, there are many townships like Ghodasahan which have the same name on both sides of the border. In some places, the border divides <a href="https://nepalitimes.com/opinion/comment/home-is-where-the-heart-is">homes and households</a>, in others one side of the road is in Nepal and the other side is in India.&nbsp; In most of these villages, the local people have come to accept the presence of <a href="https://nepalitimes.com/here-now/job-insecurity-in-security-forces?%2F">security forces </a>on both sides. Some farms are divided by the border, and villagers are used to border guards inspecting harvests being brought across. The India-Nepal border is also a hotbed of <a href="https://nepalitimes.com/from-the-nepali-press/smuggled-chimps-wait-it-out-in-kathmandu?%2F">smuggling</a>, so police inspections are normal, but the heightened tension between India and Pakistan have made such checks stricter. Also in Bara district is the village of Gulariya which also stretches on both sides of the border. The reason there are calls for stricter border control is due to <a href="https://nepalitimes.com/news/the-geopolitics-of-nepal-s-politics">geopolitics</a>, and this concern has been enhanced by <a href="https://nepalitimes.com/news/indo-pak-tension-hits-saarc-climate-action">the India-Pakistan conflict</a>. Terror has no morals. It cannot be justified by arguments for or against. Terrorism has no respect for innocent human life — whether it is structural violence of the state, or militant counter-violence. Pahalgam was proof that terrorism is not an accident. It does not happen in a vacuum. When geopolitical rivalry is involved, it complicates matters further as a tit-for-tat in which <a href="https://nepalitimes.com/review/remembering-not-to-forget-the-peoples-war">innocent civilians are cruelly caught in the crossfire</a>.&nbsp; As Naser Ahmed on the Nepal side of the border village of Ghodasahan says: “The open border may not be open forever, we have to work to <a href="https://nepalitimes.com/news/justice-delayed-justice-denied-byrx8a1c">safeguard peace </a>on both sides of no-man’s land.”

Bhumi is a 25-year-old tourist guide and Sagar, 48, is a Nepali-Canadian visiting Lumbini. The two find themselves unexpectedly paired in a guest house. It is their intimacy and conversations that form the story behind director Ghimire Yubaraj’s play Lost and Found being staged at Shilpee Theatre till 31 May. Their conversations are occasionally interrupted by calls from their families, providing fleeting glimpses into their personal lives, yet never telling the full story. The audience is left anticipating how this relationship will unfold. The stage set shifts back and forth between the guesthouse cafe and <a href="https://nepalitimes.com/here-now/telling-the-story-of-buddha-s-lumbini">the palace of Siddhartha Gautam in Lumbini</a>. Bhumi and Sagar exchange strong opinions on nation, philosophy, and history. Bhumi, we learn, was raised by a single mother, and Sagar is a husband and father growing distant from his own family. Bhumi is vibrant and outspoken, her laughter is infectious yet laced with an eerie undertone that hints tension ahead. Sagar, on the other hand, is more reserved but gradually softens, absorbing some of Bhumi’s lively energy. Bhumi is a strong and self-assured woman, unafraid to speak the truth about herself. She openly shares her sexual desires, how she enjoys intimacy and multiple partners, and declares her desire to live life on her own terms. Such <a href="https://nepalitimes.com/here-now/she-is-the-story">a portrayal of a young woman </a>is rarely seen on the <a href="https://nepalitimes.com/here-now/nepali-cinema-s-melodramatic-realism">Nepali stage and cinema</a>. Bhumi also suffers from multiple personality disorder, she has sudden episodes as her body trembles, and she transforms into different people, revealing hidden truths that the viewers must piece together from the intense scenes. Two cafe servers played by Suhana Acharya and Govinda Oli are ever-present and add another dimension to the intricate layers of narrative and occasional play-within-a-play. Transitions between scenes are swift and the acting is spot on, we are almost peeking at real life stories unfolding. Bhumi and Sagar talk about their problems. Bhumi on her struggles with citizenship due to an absent father, and frustrated by <a href="https://nepalitimes.com/opinion/born-in-nepal-treated-as-a-foreigner">systemic injustices</a>. Sagar is in an unhappy marriage, navigating interpersonal conflict with his wife and the children, and the legal complexities of divorce. People are torn by the threads of life, love, and relationships. People give up on people. And people give up on themselves. They struggle to show up for themselves in a world where personal and societal struggles make survival increasingly alienating. People then seek survival in unexpected places and personal quests. Each problem is so uniquely tangled up to each individual and their own life story. This shapes how one sees the world and connects with, or fails to, with another. Hence, the complexity of human relationships and human emotions. Lost and Found manages to somehow capture all of this in a story of two drifting souls seeking to find their own survival. In his director’s note, Ghimire Yubaraj writes: ‘Why is humanity so restless in today’s world? Why do relationships, built through personal choice and care, break apart so quickly? And in the name of peace, why has humanity strayed so far from it?’ The ending and the climax collide. What begins as a light-hearted conversation between Bhumi and Sagar saying their goodbyes, quickly unfolds into an intense revelation. This ending epiphany reshapes the entire narrative, and leaves the audience stunned even after the curtains close. Drama of loss and discovery

<a href="https://www.instagram.com/prabalgurung/" target="_blank">Prabal Gurung</a> left Nepal for New York in 1999 to escape years of bullying, sexism and homophobia, and to pursue his dream of becoming a fashion designer. He <a href="https://www.youtube.com/watch?v=KqN0VaoAI5w" target="_blank">realised his dream</a>, but did not escape discrimination and racism in the new world. Propelled by passion for fashion, Gurung overcame everything America threw at him. He has attained <a href="https://www.vanityfair.com/style/story/prabal-gurung-recalls-his-first-met-gala-when-zoe-saldana-was-at-his-side?srsltid=AfmBOooy-H0oGgxMit864FnW_Pmw8mUnV8rYrh-co-f6OyYK6m2ip5hP" target="_blank">fame and recognition</a> for his haute couture dress designs while remaining true to his Nepali roots, and is even more resolute in <a href="https://www.youtube.com/watch?v=dSmNauyzACk" target="_blank">fighting prejudice</a> in all its forms. Prabal Gurung’s newly-released memoir <a href="https://www.amazon.com/Audible-Walk-Like-Girl-Memoir/dp/B0DG11HCDQ?fbclid=IwY2xjawKZfpxleHRuA2FlbQIxMQABHuZcIJO2OXyXcRm1oq1iG6wzeoF7VJFrQ7GXOFI0YxuZZ4id_CNvSZSZZIna_aem_pG_mOKG73RTnYvN8JaC4fA">Walk Like a Girl</a> is a saga of harrowing abuse in boarding schools in Nepal and India, only finding himself facing a different kind of bullying in the US. He prevails over it all to be where he is today: an award-winning American fashion designer with his own label. Walk Like a Girl was launched last week in New York at a time when everything Gurung fought for — tolerance, inclusion and diversity — are in retreat in his adopted country because of a president who has espoused a culture of bullying. The book is a searing, raw exposé of how cruel and abusive people can be even at a young age in school. On the other hand, it also shows that there are generous, compassionate and open-minded souls out there. In his book, <a href="https://www.youtube.com/watch?v=K4le_uWX7YE">Prabal Gurung</a> calls out those who tormented and tried to hold him back (some of their names have been altered). The moral of his story is: resist, never stop believing in yourself, do not let others define you, never lose sight of your dream, and help those who have been kept out. “Walk like a girl” was a slur used by bullies back in school in Nepal and India for Gurung’s effeminate ways. I did not want to burden my readers with my emotions. I wanted my struggle to be an inspiration for others facing what I faced. I am grateful to those who bullied me in school, they made me a stronger person ready to face the world.” Indeed, this book is a departure from his earlier one titled simply, Prabal Gurung (Abrams, 2019), which was a lush pictorial autobiography of his career in fashion. Walk Like a Girl is not a typical fashion book, it is an intimate tale of <a href="https://archive.nepalitimes.com/news.php?id=16997">Gurung’s travails and triumphs</a>, and how he willed himself to succeed. Prabal pays a lavish tribute to his mother Durga Rana. We find out she is a descendant of the first wife of the eldest son of Jang Bahadur Rana who was banished to Palpa in the late 19th century. Prabal’s father served in the Singapore Police and that is where he was born before the family returned to Nepal when he was four. Gurung relates with brutal honesty about the violence his mother endured from his father. Durga raises three children as a single mother in Nepal, and Prabal credits her for his fierce determination to resist patriarchy and injustice, which in time manifests itself in his hyper-feminine and subversive dress designs. Writing the book has been a cathartic experience for Gurung, who says he is now relieved of the burdens of his past. It no longer haunts him, and he does not have to prove anything to anyone anymore. Walk Like a Girl has life lessons not just for the <a href="https://www.instagram.com/p/DJmOcSgxdWz/" target="_blank">fashion industry</a>, but for every other profession. How can my job serve a greater cause? Gurung tells us his work is <a href="https://asiasociety.org/blog/asia/why-designer-prabal-gurung-doesnt-want-just-stick-fashion" target="_blank">bigger than just making clothes</a>, it is about making the world a better place because it could do with a lot of improvement.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250519170544_d75296ad8bfdc00d88935f40d23543c6fea3d4d6a10e61a99d6cfc6127f2ee5b.png" data-media-id="editor_10" data-image-id="20250519170544_d75296ad8bfdc00d88935f40d23543c6fea3d4d6a10e61a99d6cfc6127f2ee5b" data-rendition-name="original" width="1516" height="1000" loading="lazy" alt="Prabal Gurung"> </figure>  This story of chasing the American dream may sound familiar to many immigrants: knocking on doors for jobs, rejections, trying to survive from day to day on expensive rent, and dealing with subtle racism in white America. Gurung finds racism is rife, and he is often mockingly called ‘gaysian’. He writes: ‘There was a strong hypocrisy — this idea of independence felt like a marketting ruse … and for all the talk of feminism in America, these high society women were trapped by the patriarchy just like in Nepal and India.’ After a trek to the Khumbu region in 2013, Gurung is inspired to use the colours, palette and textures of Nepal for his collection exhibited on Manhattan’s 8th Avenue. A major buyer tells him bluntly: “Stick to making pretty dresses … if I need to see a collection like this, I could buy a copy of National Geographic.” The New York Times was equally dismissive: ‘The designer tries to draw connections between blistered techo-fabric used to construct it and the topography of his homeland, Nepal. But, at the moment, he has lost his map.’ One potential investor tells Gurung he cannot design for Americana because “you do not look American”. Gurung wants to use expletives, but restrains himself. When asked by a fashion publicist why he was designing clothes for fat people, he snaps back: “Because of people like you.” He joins the Black Lives Matter and #MeToo movements, launches the Shikshya Foundation charity in Nepal, and has powerful allies among celebrities who wear clothes he designed: Michelle Obama, Oprah Winfrey, Sara Jessica Parker, Kamala Harris, Deepika Padukone … it is a long list.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250519150556_48a5f4211991a23fa85b64bbd5377575ca7081d97309d7542035591dda5180fe.png" data-media-id="editor_12" data-image-id="20250519150556_48a5f4211991a23fa85b64bbd5377575ca7081d97309d7542035591dda5180fe" data-rendition-name="original" width="1114" height="1534" loading="lazy" alt="Being Prabal Gurung by design"> <figcaption>Nigerian novelist Chimamanda Ngozi Adichie wearing Atelier Prabal Gurung’s design for Met Gala 2025 in which the theme was ‘Superfine: Tailoring Black Style’. </figcaption> </figure>  “I don’t dress women to look beautiful, they already are,” Gurung says. “I try to bring out their innate strength and grace.” <a href="https://www.instagram.com/stories/highlights/17908766880140171/" target="_blank">Admirers</a> tell Gurung he makes it all look so easy, but he used to put up a strong facade to not show his own vulnerabilities in public. “I was closed because of my childhood experiences,” he says. “I was always on guard to defend myself because I never knew where the next punch would come from.” But in <a href="https://www.youtube.com/watch?v=PPVepzPA210" target="_blank">Walk Like a Girl,</a> Gurung comes to terms with his vulnerability, and bares his soul. It has not been easy, it took sustained will power and support from his mother, sister Kumudini and a circle of close friends. “I made unbelonging my power,” he says. “Nepal is where I still have my heart and soul. But I escaped.” Recently appointed vice-chair of the <a href="https://cfda.com/about-cfda" target="_blank">Council of American Fashion Designers</a>, Gurung says: “I can’t believe I am here, it feels like it is happening to someone else. Writing this book, the healing has finally begun.” <h2>‘Everything is better in color’</h2> The Met Gala was two weeks later, and my table was an example of everything I’d been fighting for all these years as my guests represented everything I believed in: dynamic, powerful, influential women who were unapologetically original and unabashedly graceful. I was grateful to Anna for inviting me to host and dress a table that reflected my ethos—and for her guidance in doing so. I was also aware of the privilege as one of the first-­ever Asian fashion designers—not just from Nepal, but from the entire continent— to get the opportunity to do so. That fact was not lost on me. I reached out beyond the expected Hollywood celebrities and well-­known socialites to curate a table of exceptional women who inspired me. I invited Deepika Padukone and Alia Bhatt for their first-­ever Met Galas, as well as Michelle Yeoh, Mindy Kaling, Camila Cabello, Ashley Park, Denée Benton, KiKi Layne, Quannah Chasinghorse, and Grace Elizabeth. Together we checked many boxes: Asian, Black, Latinx, and Indigenous, each woman undeniably chic and powerful, a dazzling array of skin tones and experiences that proved my decades‑in‑the-­making hypothesis: everything is better in color. Katha Ghera’s ongoing theatre production वायुपङ्खी बफेलो (Bayupankhi Buffalo, Winged Buffalo) at<a href="https://nepalitimes.com/here-now/all-the-men-and-women-merely-players"> Kausi Theatre</a> begins with all the buffalos at a farm are granted semi-human qualities by a magical entity called ‘The Hand’. A young buffalo in the herd, named Aai like all of his fellow bovines, takes one look at the state of things around him with his newfound cognitive abilities and immediately decides that he has no prospects in Nepal. Written and directed by Kshitiz Parajuli, वायुपङ्खी बफेलो chronicles the misadventures of Aai as he sets out to make his <a href="https://nepalitimes.com/here-now/quake-survivors-migrate-for-work">dreams of migrating for a better life </a>into reality. He is helped in his quest by his supportive father, played by Rishikesh Basyal, and the other stage buffaloes in his life. The application process can be daunting, but the play does not take itself too seriously, presenting the <a href="https://nepalitimes.com/here-now/no-country-for-young-men-c89lgrrl">desperation of young Nepalis to migrate</a> through multiple comedic twists, fourth-wall breaks by the narrator, musical moments, and over-dramatised scenes. The fast pace play does not make the story feel out of place. When Aai finds himself short on money for citizenship and passport documents made, he robs a bank. When it is time to take an emigration language test, the only way Aai is able to speak English is via rap verse. When he tells his father that he does not wish to be lonely in his new life abroad, he arranges for Aai to marry a cow. The play stands out because despite its quixotic plot and arrangement, most Nepalis identify with the core theme of <a href="https://nepalitimes.com/opinion/the-truth-about-migration">migration</a>. And so is the process Aai has to follow to get his documents, his struggles to obtain citizenship presents a pointed message about what Nepalis go through to establish their <a href="https://nepalitimes.com/banner/nepal-is-turning-into-a-nation-of-hybrid-identities">national identity</a> with the language barriers along the way.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250509140548_1907cd2d7935e66571206e737b3207b462b27b4acdde996e17a20cc20cc7dbbd.jpg" data-media-id="editor_5" data-image-id="20250509140548_1907cd2d7935e66571206e737b3207b462b27b4acdde996e17a20cc20cc7dbbd" data-rendition-name="original" width="2048" height="1346" loading="lazy" alt="No country for bovines"> </figure>  That he resorts to crime for a chance to leave the country is reflective of people willing to let the end justify the means, evoking stories of countless Nepalis who take months-long journeys through dangerous back routes to attempt to get into countries like the US. The cast, along with the production’s costume and make-up department, deserve flowers. Nishan Khatri and Rishikesh Basyal in particular do a stellar job playing Aai and his father, imbuing their buffalo characters with humanity while maintaining their bovine body language and mannerisms. Upon release from jail, he returns home, seemingly having given up on his dreams to go abroad entirely, to find that his father is no longer at home. Neither Aai nor the audience is given answers as to where his father might have gone and why he left. And so Aai quietly goes back to being a buffalo, reminding us that while <a href="https://nepalitimes.com/opinion/guest-editorial/the-migration-myth">thousands leave Nepal</a> daily in search of a better life, the dreams of just as many, if not more, never take flight. At this sombre end, the audience is left wondering about the circumstances that have led to <a href="https://nepalitimes.com/here-now/nepal-s-hard-working-students-overseas">young Nepalis</a> believing the grass is really greener beyond our borders. No country for bovines

With forests covering 43% of the country’s territory, Nepal’s dry season from February to June sees multiple <a href="https://nepalitimes.com/news/wildfire-season-starts-early-in-nepal">wildfire emergencies</a> that consume human lives, destroy ecosystems, displace wildlife, and wipe out homes and crops. To be sure, not all wildfires are to be feared. They are a regular natural phenomenon on every continent of the world except Antarctica. They can even help regenerate <a href="https://nepalitimes.com/news/importance-of-ecosystems-for-people-and-the-planet">ecosystems</a>. What we see today, however, is more humans living closer to forests than in the past and increasing the chance that a fire might break out through negligence, accidents and land clearance.&nbsp; There is also more potential fuel on forest floors – dead wood and undergrowth, caused by more protracted and frequent heatwaves and<a href="https://nepalitimes.com/news/nepal-suffers-another-winter-drought"> droughts that dry out forests</a>.&nbsp; Together, it makes for a deadly combination. Indeed, in the dry season, the forests of Nepal are covered in thick carpets of dry leaves and branches ready to turn into tinderboxes. A single mishap can ignite a catastrophe.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250601040652_ebc8639ab5d79a0b5746f23f313d41dd58b7dbbc9bdd78ba63a395ed89209b02.jpg" data-media-id="editor_3" data-image-id="20250601040652_ebc8639ab5d79a0b5746f23f313d41dd58b7dbbc9bdd78ba63a395ed89209b02" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Wildfire NT"> <figcaption>Photo: BIJAYABAR PRADHAN</figcaption> </figure>  Putting out wildfires once they break out is costly and time-consuming. A far more effective solution is prevention, which can even offer added financial benefits. In the municipality of Binayi Triveni, Nawalpur district, in the southwest of the country, a remarkable group of 20 local women has been showing what innovation and tenacity can achieve. They saw an opportunity in mobilising and collecting the <a href="https://nepalitimes.com/here-now/nepali-ultra-marathoner-s-anti-litter-drive">forest litter</a>, which consists of fallen leaves, bark, and sticks, all in accordance with technical guidance and monitoring to ensure no harm to the ecosystem. The collected materials are in turn transformed into <a href="https://nepalitimes.com/banner/biodynamic-agripreneurs">organic compost</a>. This business currently produces 60,000 kilograms of nutrient-rich bio-fertiliser each year and employs 400 people from the community. Local farmers using this natural fertiliser report more <a href="https://nepalitimes.com/banner/the-price-of-rice">productive harvests</a>, and government-run nurseries buy the compost to support reforestation projects. The initiative also contributed to a 70 percent reduction in the municipality’s forest fires last year.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250601040656_24667ad750cd9fc387ba0088f22d210029e509cfdc3c984bdd17e2c6224b458c.jpg" data-media-id="editor_7" data-image-id="20250601040656_24667ad750cd9fc387ba0088f22d210029e509cfdc3c984bdd17e2c6224b458c" data-rendition-name="original" width="827" height="497" loading="lazy" alt="Wildfire NT"> </figure>  As the Binayi Community Forest User Group, the women do not simply demonstrate their desire to upskill and <a href="https://nepalitimes.com/news/women-conserve-men-still-conservative">connect to the forest landscape</a>. They have gained financial independence and elevated their status within their homes and communities. They are now decision-makers, entrepreneurs, and role models. Far from just an isolated success story, this is a solution that addresses multiple<a href="https://nepalitimes.com/news/combining-ipcc-targets-with-sdgs?amp=1"> urgent global challenges</a>: climate change, wildfire, soil degradation, food insecurity and gender inequality. Next week on 5 June is World Environment Day, and with only five years to go to achieve the 2030 Global Development Goals and global climate targets, it is imperative that the potential of local communities be harnessed to help solve global challenges.&nbsp; Grassroots operations are often the first to identify and address pressing local issues, develop context-specific solutions, and foster <a href="https://nepalitimes.com/banner/life-and-livelihood-in-remote-nepal">community engagement and education</a>. Policies and strategies must be put in place to engage local communities and encourage and enable them to be creative.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250601040652_a2adb533a6480c8e7494fa0aabb2c778c02d80a4f598e2ceb119f16e70823d5f.jpg" data-media-id="editor_11" data-image-id="20250601040652_a2adb533a6480c8e7494fa0aabb2c778c02d80a4f598e2ceb119f16e70823d5f" data-rendition-name="original" width="1800" height="1350" loading="lazy" alt="Wildfire NT"> <figcaption> </figcaption> </figure>  And when effective solutions emerge, like the example in Binayi Triveni, they should be celebrated, rapidly replicated and scaled up. It means mustering financial, technical, and political support to support such transformative ideas and approaches that local communities, which can belong to some of the world’s poorest groups, bring to the table. The Forest and Farm Facility – a partnership between the Food and Agriculture Organization of the United Nations (FAO), the International Institute for Environment and Development, the International Union for Conservation of Nature and AgriCord – and its Nepali partner FECOFUN assisted the women of the Biyani Community Forest User Group in developing a business plan, conducting market analysis, and receiving funding to scale up operations. An additional 50% subsidy from the local government helped them purchase machinery and improve infrastructure. Today, groups from nearby regions are visiting Binayi Triveni to learn about its achievement so that the initiative and plans can be replicated in more than 40 <a href="https://nepalitimes.com/banner/reviving-nepals-community-forestry-success-story">community forests </a>next year. And governments, community organisations and international organisations like ours must work together to share the best emerging practices and adapt them to different settings so that the benefits can reach beyond one district, one region and one country. Binayi Triveni is a shining example of what action is possible<a href="https://nepalitimes.com/here-now/those-who-stay"> in the age of climate change</a>. By supporting and scaling up such community-driven models, governments and development partners can combat natural disasters and simultaneously foster a new, sustainable kind of economic growth. &nbsp;&nbsp; Ken Shimizu is Country Representative for Nepal of the Food and Agriculture Organisation (FAO) of the United Nations.

Community reduces wildfire risk, increases wellbeing

Nearly 30 years ago, three wild bull elephants, Raja Gaj, Kancha, and Thula Hatti, roamed boldly through the <a href="https://nepalitimes.com/here-now/shrinking-tourism-s-ecological-footprint">dense forests and grassy plains of Bardia</a> and Suklaphanta in western Nepal. With their towering height and massive build, bull elephants have evolution on their side, traits that not only command attention but also boost their chances in the race to reproduce.&nbsp; What truly set these Nepalese bull elephants apart from other <a href="https://nepalitimes.com/banner/set-the-elephants-free">Asian elephants</a>, however, were their distinctive head domes and exceptionally powerful build. Raja Gaj, standing at an impressive 3.5m tall, was among the largest Asian bull elephants ever recorded. Their massive body size and unusually high head domes caught the attention of elephant enthusiasts across the globe and sparked speculation: could these bulls be the last living links to the extinct elephant-like species: the Mammoth or the Stegodon? In 1995, that curiosity turned into a quest. A team led by John Blashford-Snell of The Scientific Exploration Society in the UK, alongside the world-renowned paleontologist Adrian Lister, an expert on extinct proboscideans (the group that includes elephants and their long-gone relatives), embarked on a special expedition to Nepal to resolve this mystery. Venturing into the wilderness during <a href="https://nepalitimes.com/here-now/more-pre-monsoon-forest-fires-in-nepal">the peak of the dry season</a>, the expedition team tracked and studied these male elephants, along with other bulls like Bahadur Gajah, across the plains of Bardia. &nbsp;&nbsp; Lister meticulously measured the body and head sizes of these wild bulls and compared them with those of<a href="https://nepalitimes.com/here-now/how-humans-can-live-with-wild-elephants"> wild elephants</a> in Indian forests, ultimately debunking the myth that the Nepali bulls were related to mammoths or Stegodons. Instead, they were exceptionally large Asian elephants (Elephas maximus), and their remarkable size was simply a result of natural growth, and the abundant food and water found in <a href="https://nepalitimes.com/here-now/bardia-s-birds">Bardia’s thriving ecosystem</a>.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025053115054_c6d62fabf7bc23f81a56e357ca94e6f2dd5c3e10ab5eefeb9e4aa3f5f8c72c2b.jpg" data-media-id="editor_5" data-image-id="2025053115054_c6d62fabf7bc23f81a56e357ca94e6f2dd5c3e10ab5eefeb9e4aa3f5f8c72c2b" data-rendition-name="original" width="960" height="720" loading="lazy" alt="The Big Bulls of Bardia"> <figcaption>Ganesha, a wild male bull, from the forest of southern India © Sanjeeta Sharma Pokharel</figcaption> </figure>  But this exploration took a fascinating twist. Lister noticed something else that was remarkable about the skull shapes of Raja Gaj and Kancha: a high, domed forehead, strikingly similar to that of an extinct species, Elephas hysudricus, whose fossils have been discovered in the Siwalik Hills of northern India, considered a likely ancestor of today’s Asian elephants. This similarity suggested that these Bardia bulls might still carry ancestral traits from a species that walked the Earth hundreds of thousands of years ago. Even more intriguing, the bulls looked noticeably different from male elephants in southern Indian forests, proving just how much geography and local environments can shape the bodies of wild animals.&nbsp; <a href="https://digitalcommons.wayne.edu/cgi/viewcontent.cgi?article=1151&amp;context=elephant">The results were published in the Journal Elephant</a> as a paper titled Exceptional Size and Form of Asian Elephants in Western Nepal in 2000. Back in the 1990s, the story of<a href="https://nepalitimes.com/banner/the-elephant-dilemma"> Nepal’s giant elephants</a> made headlines around the world. But today, with <a href="https://nepalitimes.com/here-now/protecting-protected-areas-from-infrastructure?fbclid=IwAR1wK0MDFlFST_2EYb3f54LS4-fPt6rYfLG1DJ1JaQsU3w8-ezyXIxGOqzk">growing infrastructure</a> and human development cutting across ancient migration routes and floodplains, we are left to wonder: how many more mega-bulls like Raja Gaj, Kancha and Thula hatti still roam the forests of Nepal—unseen and unstudied. Marking a poignant end to the legend of Nepal’s most iconic wild male elephant, Raja Gaj was never spotted again after December 2007. He was believed to be around 70 years old at the time of his disappearance. As conservation challenges mount and <a href="https://nepalitimes.com/news/not-out-of-the-woods-yet">wild spaces shrink</a>, the story of Nepal’s bull elephants is a powerful reminder of what still lies hidden in the natural world and how much we stand to lose if we stop paying attention. The Big Bulls of Bardia

At the edge of the dense forest overlooking Bhaktapur, the sound of chirping birds and the wind rustling through the trees have been replaced by the growl of dozens of bulldozers. This Kakrabari Community Forest behind Suryabinayak shrine was c<a href="https://nepalitimes.com/banner/reviving-nepals-community-forestry-success-story">arefully protected and managed </a>by the local Tamang community for centuries. Today, heavy earthmovers claw noisily at the slope, opening it up like a big red wound. With little land left in the densely populated city, developers are venturing further afield to the valley’s rim and forcibly taking over forests that <a href="https://nepalitimes.com/news/the-unsung-heroes-of-conservation">local communities </a>have depended on for fodder, firewood and to protect their watershed.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250530180528_acd2eb20a4839a83f3a15b4c8587dbf82c5b96534f2184043edeaf0f5165145f.jpg" data-media-id="editor_2" data-image-id="20250530180528_acd2eb20a4839a83f3a15b4c8587dbf82c5b96534f2184043edeaf0f5165145f" data-rendition-name="original" width="1000" height="562" loading="lazy" alt="Plotting to plunder NT"> </figure>  This project of Nic Vujicic Housing Company in Suryabinayak’s Kakrabari Bhanjyang is just the latest and most blatant example of <a href="https://nepalitimes.com/banner/who-now-owns-nepals-forests">encroachment of forests </a>by real estate developers in collusion with local government officials. “One day, they just came and bulldozed my house,” says Shanta Lama of Ghising Danda, whose family has been living in a tent since March. “Company workers gathered my belongings, deposited them in this tent and demolished my house.” Unlike some of her neighbours, Lama refused to give up her home, but stood no chance against the heavy machines and strongmen mobilised by the company.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250530180528_ff88453001e3dc521406bda7b6cb06b9e5b70d6821e67251b92257e60e72232a.jpg" data-media-id="editor_4" data-image-id="20250530180528_ff88453001e3dc521406bda7b6cb06b9e5b70d6821e67251b92257e60e72232a" data-rendition-name="original" width="1000" height="562" loading="lazy" alt="Plotting to plunder NT"> <figcaption>Shanta Lama of Ghising Danda whose house was bulldozed last month. She and her family are now living in makeshift huts nearby.</figcaption> </figure>  Adds Shanta: “I have not signed any document of agreement, the company keeps telling me that they will settle the paperwork later.” Her neighbour Bal Bahadur Tamang, says a<a href="https://nepalitimes.com/news/ordinary-nepalis-extraordinary-sacrifice"> bulldozer razed his house</a> while he was out grazing goats in the forest. He recalls: “My wife shouted to the neighbours for help, but no one heard her.” &nbsp; The company used strongarm tactics to try to force Bal Bahadur to sign away his small plot at the edge of the forest that the housing company needed. The family refused, so the property was simply taken over. “Many families have been forcibly evicted from their homes and moved elsewhere to make way for the new housing colony,” says Bal Bahadur. But such is the fear of the young vigilantes employed by the company, that they are afraid to speak out.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250530180528_b7d1a94af95a0b17703f61397d65fe879c4c9b3b02681706b9104114a5c4e5cd.jpg" data-media-id="editor_6" data-image-id="20250530180528_b7d1a94af95a0b17703f61397d65fe879c4c9b3b02681706b9104114a5c4e5cd" data-rendition-name="original" width="1000" height="562" loading="lazy" alt="Plotting to plunder NT"> <figcaption>Many families this one have been forcibly evicted, and do not want to speak openly because of the fear of vigilantes. </figcaption> </figure>  But there appears to be a generational divide among the local community in Ghising Danda. Many <a href="https://nepalitimes.com/banner/no-country-for-young-men">young men have migrated</a> to the city or abroad, but those that remain have been promised jobs and a piece of land by the company, and support the project.&nbsp; For centuries, Suryabinayak communities have tended to the land, and the land has tended to them. The protected trees provide them with livelihood,<a href="https://nepalitimes.com/here-now/multipronged-response-to-nepal-s-multi-hazards"> prevent landslides</a> on the slopes above and recharge ground water so the springs do not go dry. But this historic connection was severed in January when the excavators arrived to chop down trees and dig up the hill, razing 1.1 hectares of the community forest and surrounding settlements.&nbsp; Much of the forest is now gone, and recent rains have washed the red mud down the mountain like a bleeding gash. On a recent visit excavators were levelling the slope.&nbsp; Nic Vujicic Housing is owned by Purna Bahadur Limbu, Prabin Kusma and Dillidhwaj Baraili. It had parcelled 14.6 hectares in the neighbouring Palanse village three years ago, and was even awarded by the municipality for the project.&nbsp; Now, the company is clearing 27 hectares of private property and community forest in Ghising Danda without a planning permit either from the municipality or the Kathmandu Valley Development Authority (KVDA).&nbsp; In fact, its application has been pending at the Authority since last October. The company has dangled a lollipop by promising 21 out of the 451 private plots to the government.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250530180528_08bcc863a21fd35364086877e1f8152d6c470b5fcd4fd650c555577a824c77c6.jpg" data-media-id="editor_9" data-image-id="20250530180528_08bcc863a21fd35364086877e1f8152d6c470b5fcd4fd650c555577a824c77c6" data-rendition-name="original" width="1000" height="562" loading="lazy" alt="Plotting to plunder NT"> </figure>  Nepal’s 2015 Basic Standards for the Development of Settlements, and Urban Planning and Building Construction by-laws stipulate that land transactions, <a href="https://nepalitimes.com/here-now/nepali-building-bridges-in-tasmania">construction projects</a>, and housing development via land consolidation require approval from either the KVDA or local government.&nbsp; Projects involving land up to 0.1 hectares require permission from the local level, and those of up to 2.5 hectares require approval from the district authorities, and plans exceeding that area need a permit from the KVDA.&nbsp; Nic Vujicic Housing’s director Dillidhwaj Baraili, is a member of the Federation of Nepalese Industries and Entrepreneurs (FENIE), and close to the ruling UML party.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250530180528_2016ffcd828fda3535798e7534067519e9c346e64371866c9a61c571ce70b1b4.jpg" data-media-id="editor_11" data-image-id="20250530180528_2016ffcd828fda3535798e7534067519e9c346e64371866c9a61c571ce70b1b4" data-rendition-name="original" width="1000" height="562" loading="lazy" alt="Plotting to plunder NT"> </figure>  While the company did consult with locals, conduct an EIA, tested soil quality, and conducted a hydrological study of the area, these were perfunctory and incomplete for a proper permit application. The approval of<a href="https://nepalitimes.com/editorial/mind-the-gap-6liiyw5w"> private landowners </a>and the municipality as well as project details were missing.&nbsp; The company had excavated half of Ghising Danda without permission when the local community started raising questions. Only then did it seek permission from the ward, which directed it to apply for a planning permit from the Suryabinayak Municipality.&nbsp; “We are yet to verify whether all the documents submitted by the company are in order, which is why the application is still pending,” Rajendra Prasad Nepal, the municipality’s information officer, told Nepali Times.&nbsp; But the lack of a permit does not seem to deter company director Dillidhwaj Baraili, who uses convoluted semantics to justify using excavators on private and community land. &nbsp; “It is the <a href="https://nepalitimes.com/here-now/kathmandu-s-unreal-real-estate-prices">plotting of the land</a> that requires approval from the KVDA, we do not need permission from local authorities to operate heavy machinery on the project site,” Baraili told us. However, Ward 9 Chair Bhagwan Khatri says no such permission to use excavators and bulldozers have been given without first obtaining a planning permit. “The housing project is illegal because it has moved forward without a planning permit,” says KVDA’s District Commissioner for Bhaktapur, Safal Shrestha. When the bulldozers started felling trees in the community forest in March, a joint task force of four local guthi put up a resistance, and demanded that the housing company ensure that there would be no mudslide danger downslope <a href="https://nepalitimes.com/here-now/before-the-next-monsoon">during the monsoon</a>.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250531030528_44bd6a61a1c81d07ee19e790a51929a9fd13c1db2da7ede2b7ef4d99b8c6c32a.jpg" data-media-id="editor_15" data-image-id="20250531030528_44bd6a61a1c81d07ee19e790a51929a9fd13c1db2da7ede2b7ef4d99b8c6c32a" data-rendition-name="original" width="1000" height="562" loading="lazy" alt="Plotting to plunder NT"> <figcaption>Dozens of heavy earthmovers were at work at this site one morning earlier this month. With an early monsoon, residents fear mud slides.</figcaption> </figure>  It also wanted the company to make sure the flow of <a href="https://nepalitimes.com/review/the-heat-beneath-our-feet">water in springs</a> were not affected, and to set up a boundary along the community forest to prevent further encroachment. It also demanded compensation to displaced homeowners.&nbsp; But Nic Vujicic Housing paid no heed, and sent in excavators. Last month, the Kakrabari Community Forest Users Struggle Committee wrote to the Bhaktapur District Administration Office, Suryabinayak Municipality, and the Division forest Office to halt the project. In response, the housing company put out a press release accusing residents of spreading rumours, but the statement presented contradicting information about the status of its planning permit at various levels of the government. &nbsp; It has taken a month for the local government to even send an inspection team to the site. But the team concluded that the forest had been encroached upon and asked the housing company to halt its activities immediately.&nbsp; The company refused to comply, and on 9 May the Police was sent to shut down the project. Baraili maintains the forest was levelled with the consent of all four Guthi as well as Ram Krishna Tamang of the Kakrabari Community Forest User group. Tamang told us he has given no such go-ahead.&nbsp; “How could we have permitted the operation of construction machinery in the <a href="https://nepalitimes.com/banner/safeguarding-the-soul-of-sal">community forest </a>when the Nepal government itself does not allow the destruction of public property?” adds Tamang. Because of the controversy, the company is now trying to use a carrot and stick approach by placating the local community, while also intimidating those who speak out. “Even though we had obtained permission, perhaps we should have not started using our heavy machinery yet,” Baraili admitted. However, the company is trying to silence dissenters in the community with threats. The company has deployed local youth who have been promised jobs to convince and cajole outspoken community members in Ghising Danda. &nbsp; One of them is Chewang Tamang, who says jobs are more important, and lashes out at locals for being “anti-development”. He says: “There is no point sitting around complaining that a few trees have been cut. Plotting to plunder

While Nepal marked <a href="https://nepalitimes.com/news/mt-everest-pvt-ltd">Mt Everest</a> Day on 29 May, on the other side of the planet in the US state of Colorado dozens of Nepalis who have climbed the world’s highest peak multiple times were busy working as chefs and Uber drivers. Among them is Nima Doma Sherpa, who climbed Mt Everest in 2019 after her husband Tshering Wangchu was among 16 crushed by an avalanche on <a href="https://nepalitimes.com/banner/on-thin-ice-in-the-khumbu">the Khumbu Icefall</a> five years earlier. A large serac broke off the West Shoulder of <a href="https://nepalitimes.com/news/the-everest-industry">Mt Everest </a>and fell directly on a group of <a href="https://nepalitimes.com/opinion/more-porters-sick-on-everest-trail">porters and guides</a> making their way up the Icefall at 5,800m. Their bodies were flown by helicopter to Khumjung where Tshering Wangchu was born. He was excited about climbing Mt Everest for the first time.&nbsp; In Khumjung, Nima Doma felt like her own life had also ended. This was the kind of news Sherpa wives, mothers and sisters dreaded every <a href="https://nepalitimes.com/here-now/peak-climbing-season-2025-s4abrxny">mountaineering season</a>. She stayed home for more than two years grieving, but ultimately gathered up all her emotional strength to take care of her 6-year-old son and 3-year-old daughter. Nima had grown up in Khumjung hearing <a href="https://nepalitimes.com/review/stories-of-nepal-s-summiteers">tales of adventure on the mountains </a>from their father, Ang Chubi Sherpa who had climbed Everest in 1993. He used to bring her and her sisters and brother European chocolates after every expedition, and used to tell them that the chocolate bars grew on the mountains. “It was only after we got older did we realise that he told us that chocolates grew in the mountains so we would not worry about him putting himself in harm's way,” Nima Doma recalled with a faraway look at her home in Boulder this week. Nima went to the school that <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/commemorating-edmund-hillary-in-nepal,4145">Edmund Hillary</a> opened in Khumjung till Grade 8, and then dropped out to help in the kitchen and <a href="https://nepalitimes.com/here-now/when-yaks-go-so-does-culture">tend yaks</a>. She was married off to Tshering Wangchu, who was also a high altitude guide. When Tshering went on expeditions, Nima also started working as a porter from Namche to Base Camp. It was perhaps her father’s tales of mountains of chocolates that had always attracted her to <a href="https://nepalitimes.com/here-now/knowing-our-mountains-43v4iyvo">the peaks</a>. After her husband was killed ten years ago this month, being a widow with children was not easy for Nima Doma. But she was not alone: there were at least 200 single mothers in <a href="https://nepalitimes.com/here-now/khumbu-since-1950-jaww4qn0">the Khumbu</a>, and 20 of them just in Khumjung whose husbands had been killed in <a href="https://archive.nepalitimes.com/article/nation/tragic-start-to-himalayan-spring-nepal,3695">mountaineering accidents</a>. Some were not even 20 years old, and had children growing up without fathers. But there were also women in the 50s whose husbands had been killed in the 1980s. Nima found sponsors for her children’s education, and moved to Kathmandu. In the capital, Sherpa widows used to meet to help each other. Some of them had joined the Nepal Mountaineering Association (NMA) training for rock and ice climbing. “I decided that it was no use sitting home and crying anymore, after meeting other single mothers I felt less alone,” remembers Nima, who joined the Juniper Foundation and enrolled in an NMA training camp in Manang. There she climbed Chulu East (6,584m) and met Furadiki Sherpa, whose rope-fixing husband had also been <a href="https://nepalitimes.com/news/on-mt-everest-s-70th-records-and-fatalities">killed on Everest</a> in 2013. They set themselves the goal of climbing Everest one day, and started a fund-raising drive.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250530090544_621be0724b9182c8e3594b2c562a71ec32ac01d985a71d0cf31646de9d51e15a.png" data-media-id="editor_12" data-image-id="20250530090544_621be0724b9182c8e3594b2c562a71ec32ac01d985a71d0cf31646de9d51e15a" data-rendition-name="original" width="2678" height="1274" loading="lazy" alt="Everest summiteers find new life in the US"> </figure>  “We decided we had to overcome society’s stigma of <a href="https://archive.nepalitimes.com/article/nation/widows-personal-happiness-comes-last-in-face-of-social-financial-hardships,1855">widowhood</a> and prove that <a href="https://nepalitimes.com/here-now/remembering-junko-tabei">women could also climb mountains</a>,” Nima said, adding that she was inspired by Nepal’s first woman Everest summiteer Pasang Lhamu Sherpa, who died during her descent in 1993. Nima Doma and Furdiki climbed the technically-difficult Ama Dablam (6,812m) and then arrived at Everest Base Camp in April 2019 as part of their Two Widows Expedition with the motto, ‘So Can We’. While climbing up the Icefall Nima passed the spot where her husband had been killed. It was a jumble of constantly-shifting ice blocks bigger than houses. She closed her eyes and said a prayer. “I remember thinking, this is so difficult and dangerous. This is what my husband had to do to support our family,” Nima Doma said. “I was determined to fulfil my husband’s dream of climbing Chomolungma, and to prove to ourselves that we two women could do it.” It was 23 May 2019 when <a href="https://www.reuters.com/article/world/two-sherpa-widows-scale-everest-and-smash-stigma-idUSKCN1SU0MV/" target="_blank">Nima and Furdiki stepped on the summit</a> and looked over into Tibet, and down at Tengboche Monastery to the south.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250530090544_6b822582b5d88ba5e972db084f184690b40653c6efd9901b2dd082ffba2a263b.png" data-media-id="editor_16" data-image-id="20250530090544_6b822582b5d88ba5e972db084f184690b40653c6efd9901b2dd082ffba2a263b" data-rendition-name="original" width="2700" height="1522" loading="lazy" alt="Everest summiteers find new life in the US"> </figure>  Nima Doma hugged Furdiki, took off her mask and wept. But for the first time in five years, it was not from grief but relief — relief for being free of all the sadness and sacrifices and for fulfilling her husband’s dream. They had found <a href="https://nepalitimes.com/here-now/life-after-death">life after death</a>. “I felt this immense joy to be on top of the world, it was indescribable,” Nima Doma said, “I have wept only twice in my life. Once when my husband died, and once there on top of Everest.” The tears had frozen on Nima Doma’s cheeks, as she and Furdiki headed back down the mountain.

Everest summiteers find new life in the US

While Nepal was hosting the Sagarmatha Sambaad international climate conference in Kathmandu this month, on Mt Everest it was pretty much business as usual.&nbsp; The signs of climate breakdown are all there: a river now runs through Base Camp in summer, the Khumbu Icefall is more unstable, and there are more &nbsp;frequent avalanches. When expeditions arrived in March, the mountains were bare: it had not snowed since September, but then blizzards dumped unseasonal snow in May. And despite climate worries, such is the pull of Himalayan mountaineering that the Everest Industry showed no signs of slowdown. More than 600 international climbers and their Nepali guides had made it to the summit of the world’s highest mountain. At one point there were an estimated 2,000 people in the tent city on the Khumbu Glacier. All the ropes and ladders on the Icefall came down on Thursday, marking the official end of the spring climbing season, and just in time to avoid a monsoon cyclone approaching from the Bay of Bengal. It has been an action-packed season. One factor could be that Everest fees will go up from September: each foreign climber needs to pay a $15,000 royalty, up from the present $11,000. The cost for a Nepali climber on the South Col route will also go up: from Rs75,000 to Rs150,000.&nbsp; The fee to climb Everest in autumn is $7,500 (up from $5,500), but most climbers still prefer spring. Winter permit fee (December-February) is only $3,750 per person and the mountain is now also open for monsoon (June-August) climbs, when the fee is ever lower at $2,750. The revised rule also makes it mandatory for every two climbers on an 8,000m peak to hire one Nepali mountain guide.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025053004050_67f856fe52714e4bdcf21ae7d45c6f18c82117b9d0a5f73ed1efa04c96de1046.jpg" data-media-id="editor_0" data-image-id="2025053004050_67f856fe52714e4bdcf21ae7d45c6f18c82117b9d0a5f73ed1efa04c96de1046" data-rendition-name="original" width="931" height="732" loading="lazy" alt="The Everest Industry graph 1"> </figure>  In addition, climbers also have to pay for porters and guides, equipment, Base Camp costs, Ice Fall and fixed rope team fees, so climbing Everest does not come cheap. But such is the draw of climbing the world’s highest peak that some say the increased fees will not diminish the crowds next year. The government has tried to spread expeditions out to other seasons and other 8,000ers, but with not much success. Earlier this year, Nepal unilaterally increased the number of 8,000m peaks to 14 by adding six more sub-summits to broaden the choice for climbers. Added were: Yalung Kang (8,505m), Yalung Kang West (8,077m) &nbsp;Kangchenjunga Central (8,473m), Kangchenjunga South (8,476m), Lhotse Middle (8,410m) and Lhotse Shar (8,400m).&nbsp; The announcement could go against the accepted topographic criteria that a stand alone peak has to be at least 300m higher than an adjoining prominence, and at more than 3km isolation from it. The UIAA (Union Internationale des Associations d'Alpinisme) still recognises only 14 mountains as eight-thousanders, and only eight of those are in Nepal, or on the border with China. Nepal’s revised mountaineering regulations also increased the insurance coverage of high-altitude workers to protect porters and high altitude guides who usually take more risks on the mountains. Rescue teams and clean-up campaigners to collect trash and remove bodies of dead climbers up to Camp IV of Mt Everest do not need permits.&nbsp; The Sagarmatha Pollution Control Committee is now using drones to fly down trash in 20kg sacks. Each climber is also required to bring down at least 6kg of waste and not just their own, but this rule is erratically enforced. With five fatalities on Everest and Lhotse, Spring 2025 had a historically low death toll. Another five climbers died on Annapurna, Kangchenjunga and Makalu.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025053004050_38681de22f0fefb6faa12b01755566d09c5064d0ff84e12ccc7b5d68ea9ba38a.jpg" data-media-id="editor_1" data-image-id="2025053004050_38681de22f0fefb6faa12b01755566d09c5064d0ff84e12ccc7b5d68ea9ba38a" data-rendition-name="original" width="665" height="740" loading="lazy" alt="The Everest industry graph 2"> </figure>  Journalist Ben Ayers who ran the Everest Live social media channel from Everest Base Camp with daily updates credited the low death rate to dramatic rescues of climbers from the ‘Death Zone’ by their Nepali guides and longline helievacs — the visuals all uploaded on YouTube.&nbsp; “Ironically, this perception of safety is bringing more and more inexperienced climbers to the mountain, and they need more rescues,” Ayers said in one of his dispatches.&nbsp; American expedition chronicler and summiteer Alan Arnette suspects there is a lot of under-reporting given that the jet stream and storms were lashing Everest even till late in the season. He told us: “I heard a lot about frostbite and rescues that were not made public. It’s become practically impossible to cover the details on Everest. All the teams report nice news, and they don’t talk about bad stuff to avoid hurting businesses.” Although trash on Nepal’s mountains makes headlines, what does not receive as much attention is the climate impact of so many expeditions. The Sagarmatha Sambaad conference sidestepped this issue, which is ironic given that the impact of climate breakdown is most evident on Himalayan peaks and their glaciers.&nbsp; <h2>Need for Speed</h2> The big stories this year have been about speed-running from their home cities to the top of Everest. Ukrainian entrepreneur Andrew Ushakov flew out of JFK on 15 May at 10:15AM Nepal time, and was on the summit 3 days, 23 hours, and 7 minutes later on 19 May at 9:22AM.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250601080640_1c5cc6fc991307861768f07037ed9d30930fb20f35dbb57dc31c9a92a9e1a885.jpg" data-media-id="editor_2" data-image-id="20250601080640_1c5cc6fc991307861768f07037ed9d30930fb20f35dbb57dc31c9a92a9e1a885" data-rendition-name="original" width="1440" height="1800" loading="lazy" alt="The Everest Industry"> <figcaption>Andrew Ushakov at the summt. Photo: ELITE EXPED</figcaption> </figure>  “I could never find the time for the traditional 40-50 days of acclimatisation,” Ushakov explained matter-of-factly. His ‘Everest Sea-to-Summit’ climb was possible because he spent 400 hours in hypoxic sleep tents over the past four years in New York. However, Ushakov did use ropes already fixed, hired four Nepali guides, helicoptered to Base Camp, and used much more oxygen than an average climber. And after the climb, Ushakov was arrested at Kathmandu airport for being in possession of $20,000 of undeclared cash and spent a night in jail and fined $60,000.&nbsp; The other speedsters were Garth Miller, Alastair Cairns, Anthony Stazicker, and Kev Godlington, all former British Army commandos. They left London and summited five days later on 21 May, and flew right back. They also used hypoxic tents to simulate the thin air high on Everest.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250601080644_90c8dd5cc07b4b43f2989b1dc0c0650ab80f10ebb06680c25a6909c519957bd8.jpg" data-media-id="editor_3" data-image-id="20250601080644_90c8dd5cc07b4b43f2989b1dc0c0650ab80f10ebb06680c25a6909c519957bd8" data-rendition-name="original" width="810" height="668" loading="lazy" alt="The Everest Industry "> <figcaption>All four members of the Furtenbach team at the summit. Photo: Sandro Gromen-Hayes</figcaption> </figure>  But more controversial was their use of xenon gas therapy in a German hospital to ramp up the production of oxygen-carrying haemoglobins in their blood. Xenon is banned by the World Anti-Doping Agency for being performance enhancing in sports. Expedition leader Lukas Furtenbach said this rule does not apply to mountaineering, as it is not a regulated sport like swimming. Nepal has no rules about xenon, but the Department of Tourism said it was launching an ‘investigation’ to decide on future policy since it is difficult to ban xenon, but allow oxygen. The controversy has also divided the mountaineering community, with some climbers saying they just want to maximise their chances of survival. Spending less time on the mountain could make climbing safer by reducing avalanche risk. It would also mean less trash on the mountains, but it would reduce the income of Nepal’s expedition industry. It is also unclear how much of the success was due to xenon therapy and whether the ex-special forces were already in good physical shape.&nbsp; The need for speed hides the fact that climbing in the Himalaya is dangerous business, and climbers cannot sprint to the top just by huffing xenon. But ultra-fast climbs could be charged more, and the revenue generated can be used to establish state-of-the-art rescue operations, and increase pay and insurance for guides. Two other speed chasers this season were Swiss-Ecuadorian Karl Egloff and American Tyler Andrews, both on Everest without oxygen. Andrews choppered to Base Camp to catch a weather window, but turned back from 8,500m due to high winds. Heavy snow and wind also forced Egloff to descend from 7,000m. Slow and steady climbers like Anja Blacha from Germany did make it to the summit without oxygen, while Kami Rita Sherpa broke his own record with his 31st Everest summit as he led a 26-strong Indian Army group. There were 468 permits issued for foreign climbers from 48 expeditions to Everest this spring. Nepal’s other eight-thousanders together had only 17 expeditions. Nepal has more than 1,000 peaks above 6,000m, and has opened only 476 of them for climbing.&nbsp;

The Everest Industry

It is the same every year. Just as the <a href="https://nepalitimes.com/banner/now-the-economy-stupid">finance minister prepares to deliver his budget</a>, there is a last minute spending spree across the country to disburse as much money as possible before the fiscal year ends in July.
The habit even has a pejorative Nepali phrase: असारे विकास, the frantic last-minute resource execution. But every year, even after all that eleventh-hour expenditure, the budget remains woefully underspent. &nbsp;
Nepal’s budget is classified into three parts: current expenditure for administrative spending, capital expenditure for long-term <a href="https://nepalitimes.com/here-now/protecting-protected-areas-from-infrastructure?fbclid=IwAR1wK0MDFlFST_2EYb3f54LS4-fPt6rYfLG1DJ1JaQsU3w8-ezyXIxGOqzk">development and infrastructure</a>, and debt servicing.
Current <a href="https://nepalitimes.com/news/till-debt-do-us-part">expenditure and debt servicing</a> account for a significant portion of government spending, leaving little money to improve roads, build facilities and buy equipment. But every year for the last nine years, the government underspent by an average of 35.3%. &nbsp;&nbsp;&nbsp;&nbsp;
Till Wednesday, the three layers of government had spent only 66% of the total budget of Rs1.8 trillion, and 37% of its Rs352 billion development budget. Where does all that unspent money go?&nbsp;
Unused funds from some ministries go back to the national treasury. But Nepal has a revenue shortfall, and there is a tendency to allocate funds without ensuring resource availability.&nbsp;
“The main reason Nepal is unable to spend even the money allocated for development is because projects are not prioritised properly,” explains economist Kalpana Khanal.&nbsp;
The National Planning Commission’s (NPC’s) Project Bank is tasked with selecting national projects for <a href="https://nepalitimes.com/news/unique-hospital-handover-in-dolakha">public-private partnership</a> investments and ranking them into three tiers based on priority. &nbsp;
Per the classification, the standards for Priority 1 projects include a completed Detailed Project Report and Environmental Impact Assessment report, as well as land acquisition guarantees. But these are just on paper, which means resources are diverted to politically expedient projects or those not fully developed. &nbsp;&nbsp;
Furthermore, Nepal’s procurement mechanism involves choosing the lowest bidder, which presents domestic barriers since contracts are stretched beyond capacity and expertise. This is compounded by the quick turnover of skilled administrative and technical staff, and project managers.&nbsp;
Then there is over-regulation. Budget expense categories are rigid, which limits the ability to reallocate funds where they are needed.&nbsp;
In October 2024, a High-Level Commission on Economic Reform, was formed to assess <a href="https://nepalitimes.com/news/nepal-in-the-red">the country’s overall economic situation </a>and provide recommendations. Khanal was a member of the commission, and says it remains to be seen whether their suggestions are implemented in the budget.&nbsp;
“We must first properly identify national priority projects, strengthen our internal capacity and human resources, diversify our procurement process, and ensure oversight agencies focus on monitoring and evaluation without over-regulating,” says Khanal. “For this, we need both political and bureaucratic integrity.”
That is a polite way to say that there is too much <a href="https://nepalitimes.com/here-now/nepals-only-growth-industry-private-sector-corruption">corruption and cronyism</a>. Case in point: discussions surrounding the new budget took a backseat this week as Home Minister Ramesh Lekhak was embroiled in a scandal involving payoffs for Nepalis leaving on visit visas.&nbsp;
Opposition parties including the Maoist-Centre and the RSP obstructed Parliament and demanded Lekhak’s resignation. The scandal has already led to the removal of and an investigation into Chief Immigration Officer Tirtharaj Bhattarai.&nbsp;
This is reminiscent of last year’s budget presentation by Prime Minister Puspha Kamal Dahal’s government. The Nepali Congress, which was then in opposition, similarly obstructed Parliament and demanded the resignation of Home Minister Rabi Lamichhane citing his involvement in a cooperatives fraud.&nbsp;
Home Minister Lekhak, who was not able to explain himself in Parliament, held a press conference to deny any wrongdoing. Despite obstruction, opposition parties said they would allow the budget to be presented, and the Finance Minister is presenting the budget in Parliament on Thursday.
29 May was also Republic Day, and marked symbolically by the monarchist RPP to launch a campaign of<a href="https://nepalitimes.com/news/republicans-and-royalists-on-nepal-s-streets"> pro-royal rallies in the capital</a>.
The budget comes as the government faces a revenue crunch, as well as the loss of funding for the social sector because of the <a href="https://nepalitimes.com/news/how-usaid-cut-affects-nepal">USAID cutoff </a>and <a href="https://nepalitimes.com/news/the-great-game-2nd-half">shrinking donor aid</a>. Rights-based programs related to gender, health, and education will suffer. Common sense would dictate that the unspent funds in the next budget be quickly reallocated to health and education. &nbsp;&nbsp;
Says Khanal: “Once the budget is allocated, the budget cycle must be improved— the tendency to overspend towards the end of the fiscal year must be minimised.”&nbsp;

Understanding Nepal's underspending

Kathmandu, the UNESCO-designated city of film, is all set to celebrate cinema with the 22nd edition of KIMFF from 28 May to 1 June. The <a href="https://nepalitimes.com/news/kimff-turns-21-wz756ixn">Kathmandu International Mountain Film Festival</a> this year features a selection of 65 films from all over the world on the theme of <a href="https://nepalitimes.com/here-now/knowing-our-mountains-43v4iyvo">mountains</a>. The festival opens with the Nepal premiere of Jeremy Power Regimbal’s documentary ‘Between the Mountain and the Sky’ featuring Surkhet-based educationist and CNN Hero Maggie Doyne.&nbsp; Launched in 2000 by a journalists’ collective, <a href="https://nepalitimes.com/review/kimff-2019-p8070ipt">KIMFF has evolved over the years</a>, bringing in new themes like climate breakdown, indigenous groups, tourism and Himalayan culture. “This time we are prioritising people-driven stories and, most importantly, <a href="https://nepalitimes.com/here-now/homecoming-with-music">Nepali voice</a>,” says KIMFF convener Ramyata Limbu.&nbsp; This year’s films reflect broader changes in <a href="https://nepalitimes.com/here-now/nepali-cinema-s-melodramatic-realism">Nepal’s filmmaking landscape</a>, as access to <a href="https://nepalitimes.com/opinion/comment/tech-and-transition-in-nepal">technology</a> and <a href="https://nepalitimes.com/here-now/they-have-stories-to-yell">storytelling platforms</a> expand. Kimff’s Nepal Panorama section over the years has become a launchpad for many of the country’s leading independent filmmakers. This year, The festival is widening its scope with its inaugural Kathmandu DocLab. Festival of mountain films

It was at 2:45AM in the morning, I was in a deep sleep when I got a call from the hospital. The nurse on duty said there was a woman in labour who had had two previous C-sections. Half-asleep, I realised our resident gynaecologist was away on training and immediately rushed to the ward. The patient was 39-year-old Nim Diki Sherpa, wincing in pain and fully dilated. She had not had a single <a href="https://nepalitimes.com/here-now/saving-one-nepali-mother-at-a-time">ante-natal checkup</a>, and said she did not even know she was pregnant because she had taken a depo<a href="https://archive.nepalitimes.com/article/from-nepali-press/Ftnp-the-curse-of-the-contraceptive,493"> contraceptive injection</a>. Her husband was away and she was brought to Bhojpur District Hospital by neighbours who also had no idea she was pregnant.&nbsp; As resident medical officer with only an advanced skilled assistant birth attendant (ASBA), I was clueless about what to do next. Because of her two previous C-sections, this could be a complicated case needing referral. But our referral centre was too far away for this <a href="https://nepalitimes.com/here-now/nepal-s-air-ambulance-saves-mothers">emergency</a>. With our medical superintendent, we gathered at the operation theatre <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/book-review-Admissions-Henry-Marsh-Neurosurgeon,4055">for surgery</a> and took the patient’s consent. Pre-anaesthetic check-up and preloading were done and the patient wheeled in.&nbsp; Blood grouping and crossmatch was done, and two hospital staff donated their own blood since the blood bank did not have stock. An incision was made near the C-section scars, but as we entered the abdominal cavity there was a sudden gush of blood. We could not figure out where it was coming from.&nbsp; After separating the muscle, I could see that it was as we had feared: a uterine rupture. We made a T-shaped incision to deliver the baby which was drowning in blood. The anaesthesia assistant, medical superintendent and nurse started resuscitating the baby, and I waited for it to cry while trying to deal with the mother’s bleeding. I felt I had lost one life, and could not save the other. We took the uterus out from the incision, traced the source of the bleeding, and started clamping with all the instruments we had.&nbsp; I had seen one case of peripartum hysterectomy during my training, and knew that a case like this was touch and go. Remembering tips from the training, I asked for long artery forceps. It was not in the set, but the nurse tracked one down in the store, disinfected it with betadine and handed it to me.&nbsp; There was no time to autoclave it, and I remembered my trainer telling me that we should all adapt to the situation at hand (अवस्था अनुसारको ब्यबस्था). His advice rang loudly in my ear. There was little hope, but I tried to keep calm and started suturing layers of incisions. All the while the anaesthesia assistant managed to keep everything under control. There was massive bleeding and we transfused two-pints of whole blood. I remembered what the mother had said before she was anaesthetised: “Doctor, do everything to <a href="https://nepalitimes.com/here-now/saving-one-nepali-mother-at-a-time-c2plk4ko?fbclid=IwAR3pJwcfeEosJdmBoF623hnjWjHoqIddTwWGMkPoOFNWqMujm1irA1auFr4">save my life</a>.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250522090524_e63c9f48bc630d4dea355d15554f2228a1ae9879c816fbcad42396e7f7f11d40.jpg" data-media-id="editor_7" data-image-id="20250522090524_e63c9f48bc630d4dea355d15554f2228a1ae9879c816fbcad42396e7f7f11d40" data-rendition-name="original" width="1200" height="1600" loading="lazy" alt="Saving one mother at a time NT"> </figure>  After three continuous hours at surgery, dawn was breaking as the mother’s bleeding started to come under control and her blood pressure started rising. But we still had a long way to go. The medical superintendent had arranged for <a href="https://nepalitimes.com/here-now/nepal-s-air-ambulance-saves-mothers">helicopter medevac </a>and she was airlifted out soon after.&nbsp; With me in the surgery team that night were fellow doctors Praveen Mandal and Shivaji Rijal, anaesthesia assistant Durga Nanda Chaudhary and nurses Sumitra Shiwa and Basanta Moktan. Advanced skilled birth attendant (ASBA) is a 70-day training given to MBBS doctors by the National Health Training Center and Nick Simons Institute (NSI) with clinical exposure in obstetrics after which they are expected to manage <a href="https://nepalitimes.com/banner/saving-nepali-mothers-and-babies-district-by-district">complicated deliveries in rural government hospitals</a> with cesarean section independently. Nepal has dramatically reduced<a href="https://nepalitimes.com/here-now/now-and-then"> maternal mortality ratio</a> from 536 per 100,000 live births thirty years ago to 145 now – mainly because of antenatal checkups, institutional deliveries and an increased number of advanced skilled birth attendants.&nbsp; Over the past three decades, the lives of countless <a href="https://nepalitimes.com/opinion/comment/saving-more-mothers-and-babies">Nepali mothers </a>have been saved. Like Nim Diki Sherpa, mothers have been saved one at a time by dedicated doctors and nurses working with limited resources and equipment. I learned what it is to take a leadership role in a life-or-death situation. Back at Paropakar Maternity Hospital training in Kathmandu a senior consultant gynecologist once told me to scrub when a patient is bleeding profusely. He knew that one day I would be alone trying to save a life. “There is no running away,” he had said. “There is no excuse, you either try or let a patient die.” Once trained, circumstances will not let you choose. You cannot say ‘I wasn’t trained for this’, you have to adapt to the situation at hand with whatever you have.

Kathmandu is the regional hub for freedom and expression today but it wasn't always so. One of the strictest media censorship was after king Gyanendra’s 1 February coup which was followed by an ordinance that significantly restricted media freedom, particularly during and after the state of emergency that ended in April 2005.
Here is an excerpt of an <a href="https://archive.nepalitimes.com/news.php?id=338">editorial </a>20 years ago this week forewarning the king that such a move would backfire, as it did less than a year later. From <a href="https://d1i1jdw69xsqx0.cloudfront.net/digitalhimalaya/collections/journals/nepalitimes/pdf/Nepali_Times_249.pdf">issue #249 27 May - 2 June 2005</a>:
If it had to be done, the intelligent way to do February First would have been to build domestic consensus, bring political parties in as a block, build bridges, assuage the international community, and work with a free media as an ally. That is the way to fight fascism. But by patterning their repression on Maoist tactics, our rulers have shown the same sloppy desperation as the enemy they are supposedly fighting…
… Elsewhere, we see the same petty-minded, counter-productive techniques to intimidate the media. The ministry's threats to close down Rishi Dhamala's Reporter's Club, an important forum for independent public debate, is just one example of this ham-handedness. It doesn't work in this day and age, this belief that you can shackle journalists. Power must come from popular legitimacy, not by cloaking yourself in sycophantic propaganda of pseudo-events on state media.&nbsp;
When lies fly, telling the truth is the media's minimum responsibility. &nbsp;Protecting the credibility and independence of media is one of the ways to protect legitimacy. But they never learn. The draft media ordinance seeks to give the royal seal of approval and permanence to the harsh restrictions already in place, making it more difficult to tell the truth.
In his acceptance speech on receiving this year's UNESCO Guillermo Cano World Press Freedom Prize, Chinese journalist Cheng Yizhong thanked the state for its stupidity in jailing him and turning him into a hero.

Gagging the Press

In the black and white photograph, General Wangdu smiles broadly in front of the dusty cactus garden in Kathmandu’s Annapurna Hotel. With an ill-fitting jacket and shaggy hair he looks benign enough, but this was the last leader of the Tibetan freedom fighters who led the resistance against the Chinese from their remote mountain hideouts in <a href="https://nepalitimes.com/here-now/comings-and-goings-in-mustang">Mustang</a>. Five months later, Wangdu was dead. Snapped in March 1974, I had only recently arrived in Nepal. How did I meet this legendary fighter? Possibly with his devoted camp follower, Lynne Klapecki, and probably in the Om Restaurant near Freak Street which was the preferred <a href="https://nepalitimes.com/banner/hippie-trail-nostalgia-in-kathmandu">hippie hang-out</a>. Om Lobsang and his brother Yeshe were <a href="https://archive.nepalitimes.com/page/earthquake-brings-back-memories-of-camps-for-tibetan-refugees">refugees from East Tibet </a>whose cafe offered a friendly welcome and<a href="https://nepalitimes.com/multimedia/momo-loco"> the best momos</a> - they became my in-laws after I married their eldest brother Tenzin, but that was a decade later.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025052403054_4573b34282b0f5395c007243d6bef12c7ba76bfd520419e994cdcea048d795a1.jpg" data-media-id="editor_4" data-image-id="2025052403054_4573b34282b0f5395c007243d6bef12c7ba76bfd520419e994cdcea048d795a1" data-rendition-name="original" width="1000" height="1583" loading="lazy" alt="The last days of the Khampa NT"> <figcaption>Photo: LISA CHOEGYAL</figcaption> </figure>  Wangdu’s English was enthusiastically rudimentary, but even riding around town with him on the back of an aging <a href="https://nepalitimes.com/here-now/kathmandu-s-new-motorbike-museum">motorbike</a>, he was a commanding presence. Always flanked by armed outriders, impressive scars marked his forearms and a pistol hung from the cord around his neck. A charismatic guerrilla leader, Wangdu was celebrated by his followers for his tough commitment and respected for his measured pragmatism. He seemed so young to have shouldered such a responsibility of command, leading hundreds of hardened <a href="https://archive.nepalitimes.com/article/nation/50-years-after-the%20raid-into-Tibet,1012#google_vignette">Khampa combatants </a>through what had been a particularly <a href="https://nepalitimes.com/news/heavy-snowfall-over-nepal-himalaya">brutal winter in Mustang</a>, the last bastion to hold out against the Chinese invasion of their Tibetan homeland.&nbsp; The freedom fighters of Tibet, known as the Chushi-Gangdruk, had emerged to resist the <a href="https://nepalitimes.com/editorial/territorialism">Chinese takeover</a> of Tibet during the 1950s. Estimated to be 80,000-strong at the time of <a href="https://nepalitimes.com/here-now/what-or-who-after-the-dalai-lama">the Dalai Lama</a>’s final escape to India in 1959, the sheer number of Chinese deployed into Tibet eventually forced the Chushi-Gangdruk to retreat to Mustang, From this high Himalayan stronghold, they continued cross-border raids on the Chinese People’s Liberation Army (PLA) throughout the 1960s.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025052403054_8a4a935ba25ae79dc3a63bb5c14626927020e5ec098093c45ccb9a5982e009fd.jpg" data-media-id="editor_10" data-image-id="2025052403054_8a4a935ba25ae79dc3a63bb5c14626927020e5ec098093c45ccb9a5982e009fd" data-rendition-name="original" width="1114" height="676" loading="lazy" alt="The last days of the Khampa NT"> <figcaption>Guerrillas known as the Chushi-Gangdruk emerged to resist the Chinese annexation of Tibet during the 1950s. Sipping sweet tea from a blue mug with a chipped lid, I sat bemused in a corner of the Mustang Hotel room whilst Wangdu and his cohorts received a battered brown suitcase from their CIA connection, a tousle-haired American in a leather jacket. Heaved onto the dingy bedspread that covered the thin mattress, it was clicked open to reveal piles of neatly stacked dollar bills.&nbsp; I cannot think why Wangdu allowed me to witness this handover but I was clearly no threat, a newly arrived world traveller with no understanding of the stakes nor any Nepali or <a href="https://nepalitimes.com/multimedia/tibetan-music-in-nepals-sacred-valley">Tibetan language</a>. Despite armed guards in the corridor,Wangdu radiated confidence and bravado, and there was a practiced familiarity to the tense transaction. This deadly dance for many years had been funded by the Americans, tolerated by <a href="https://nepalitimes.com/here-now/the-kingdom-within-a-republic">Mustang’s residents</a>, and permitted by King Mahendra and the Nepali authorities who it suited to turn a blind eye.&nbsp; But Mahendra died in 1972, and times were changing. Richard Nixon’s ping-pong diplomacy thawed the cold war and signalled a fresh entente with China. Nepal’s yet-to-be-crowned <a href="https://nepalitimes.com/here-now/if-birendra-was-alive-nepal-could-still-be-a-monarchy">King Birendra </a>was under pressure to curb the irritating incursions against the PLA launched from the Nepali territory of Mustang. Photo courtesy: RAJRNDRA KUNWAR</figcaption> </figure>  While I naively rode pillion around Kathmandu in the spring sunshine, Wangdu was in the midst of what turned out to be his final round of negotiations with the Nepal government. Refusing to cease hostilities with the Chinese, Wangdu must have suspected the cost of his decision, making his cheerful smile in the photograph all the more poignant and brave. It was only much later that I appreciated the significance of the moment. Wangdu had been sent to replace the first resistance leader in Mustang, Baba Gen Yeshe, a much derided corrupt character who stole money meant for his troops and exploited fleeing refugees by seizing their treasures. Baba Gen Yeshe never forgave Wangdu,and sought revenge in May 1974 by betraying him and his commanders to the Nepal authorities. It is equally possible – during that last, <a href="https://nepalitimes.com/multimedia/the-human-cost-of-nepal-s-yarsa-gold-rush?fbclid=IwZXh0bgNhZW0CMTEAAR31-Cqw8oyIwMPzf_35e4Skr0ululJvLf3_vDkzHn-AYG2h8uPw2rqqErg_aem_tGVn5coY1-jA7fze_xqhew">desolate winter </a>– that he made the decision to go out in glory rather than admit defeat. Over the last fifteen years, Wangdu had experienced Tibet’s organized resistance being squeezed and shoved around by every conceivable outside force.&nbsp; First they had been pushed out of their own country by the PLA; then they had been refused sanction while on <a href="https://nepalitimes.com/opinion/borderlines/nepal-india-trans-boundary-bonds?fbclid=IwAR0PpJ5zUEbwdug3g_U3ar6FUugngRY0S8Tl2v_7wqzrsHmXWcXsKjvL4t4">Indian soil</a>; then they were abandoned by the Americans because, apparently, Nixon wanted to make friends with Wangdu’s mortal enemies, the communists; then they had been betrayed by the vampiric Baba Gen Yeshe – a Tibetan and, even worse, a fellow Khampa; and now, finally Wangdu’s army was being evicted by the Nepalis. One thing was certain: Wangdu was a warrior. Wangdu and six of his exhausted party were killed on their horses by <a href="https://archive.nepalitimes.com/news.php?id=7270">the Royal Nepal Army</a> on the brink of escape. The officer in charge, Aditya SJB Rana, cleverly predicted their route into India after they failed to silence a police radio in Yari. A carefully laid ambush trapped them near the summit of the Tinker Pass in Darchula,at 5,000 meters the highest military operation of its time. The Last Days of the Khampa

Starting 17 September Turkish Airlines will fly daily to Seville, one of Spain’s major tourist draws. This is Turkish’s sixth destination in Spain after Madrid, Barcelona, Valencia, Malaga, and Bilbao. Seville is in the Andalusia region on Spain’s south coast with a rich Moor history. There are approximately 30,000 Nepalis living in Spain.&nbsp;

The newly-formed Himalayan Art Council is set to launch Nepal’s National Art Protection Platform that seeks to preserve <a href="https://nepalitimes.com/banner/the-history-of-heritage">Nepal’s unique cultural heritage </a>using<a href="https://nepalitimes.com/here-now/artificial-censorship"> AI-powered tools</a>. The Council seeks to safeguard <a href="https://nepalitimes.com/banner/nepali-art-going-places">Nepali art works</a> from neglect, theft and counterfeiting as well as preserve existing artwork and celebrate living masters by giving them a cultural space to continue the <a href="https://nepalitimes.com/banner/sacred-survival">sacred art traditions</a>. "We are introducing a new digital platform designed to preserve, verify and elevate <a href="https://nepalitimes.com/banner/nepals-new-generation-of-alternative-artists">Nepal’s art for generations to come,</a>” says a statement from the Council, adding that the digital platform will use AI told for authentication and blockchain to keep track of works of art. Artists can now be protected by <a href="https://nepalitimes.com/multimedia/ayo-ai?fbclid=IwAR1uwmTVq4gUB70ljfRezjzukD9ArWXPuMnUikopeQ8PoiZMjicToPSwhKE&amp;=1">AI tools</a> that detect forgeries, identify their work even when unsigned, and ensure they receive proper recognition and credit. The archives will be searchable with translated inscription and interactive guides. Says curator Meena Lama: “AI and blockchains are tools that give us the power to detect fakes and identify unsigned paintings and track every piece. This curated collection is a living tribute to <a href="https://nepalitimes.com/here-now/when-yaks-go-so-does-culture">Himalayan culture</a> with economic depictions of deities, mandala and sacred narratives. The exhibition at <a href="https://nepalitimes.com/multimedia/a-portal-into-patan-s-past-and-present">Patan Museum</a> also provides an opportunity to meet painters and custodians of art and culture. Artist Kailash K Shrestha of Artudio has spent decades promoting thankha and paubha traditions because of their beauty and devotional meaning. But he also says artists are underpaid, exploited and ignored.
