Extract from an addendum to Nepal's Two Wars, Chapter 2 in the updated edition of Essays on Nepal: Past and Present by Sam Cowan, a retired British Army general with a long association with the Gurkhas. The book was first published in 2018, and republished earlier this month by FinePrint exclusively on Amazon. The addendum details a one-to-one conversation the author had in the <a href="https://archive.nepalitimes.com/news.php?id=8884">Royal Palace </a>with the <a href="https://archive.nepalitimes.com/news.php?id=8371">King Gyanendra</a> in November 2002 just after he had taken his initial steps on the road that ultimately led to <a href="https://archive.nepalitimes.com/news.php?id=14681">the abolition of the monarchy</a> in Nepal in 2008. In the early evening of September 16, 2002, in my role as Colonel Commandant of the Brigade of Gurkhas, I had my second and last official audience with King Gyanendra to give him an update on the Brigade’s activities over the previous 12 months. I had some 6 or 7 such audiences with <a href="https://nepalitimes.com/here-now/preserving-king-birendra-s-family-home">King Birendra</a>.&nbsp; These were official affairs with the British ambassador of the day present, along with key <a href="https://archive.nepalitimes.com/news.php?id=12233">palace officials</a> and a representative from Nepal's Foreign Ministry. The two monarchs were very different in character and temperament, but both treated me with the utmost civility and made the audiences as relaxed and easy for me as possible.&nbsp; It is, however, worth recording that when the official business had been covered, King Birendra, with a twinkle in his eye, often ended by asking, “Now General, what’s the gossip in London?” The second audience with <a href="https://archive.nepalitimes.com/news.php?id=8026">King Gyanendra </a>was my last official act in uniform. We came back to Kathmandu in the first week of November (after treks) to stay for a few nights with our Defence Attaché before heading back to the UK. On October 4, 2002, Gyanendra had dismissed Prime Minister Sher Bahadur Deuba, allegedly for failing to hold <a href="https://nepalitimes.com/news/what-goes-on-in-nepal-s-elections">elections</a>. He had put in place a new prime minister and a cabinet personally selected by him. When I heard the news on my travels, the people I met were generally supportive of the king’s actions. There was a general view that something had to be done, the country was going nowhere, and the king deserved his chance, not least to solve<a href="https://nepalitimes.com/latest/14-years-after-conflict-no-closure-in-nepal"> the Maoist </a>problem. Back in Kathmandu, views were not so sanguine. The chosen prime minister, Lokendra Bahadur Chand, was a relic from <a href="https://nepalitimes.com/here-now/mob-movement-and-mayhem">the Panchayat period</a> whose party had failed to win a single seat in the last elections held in 1999. Some of the chosen cabinet ministers had, to put it mildly, dubious reputations, and others had no record of proven competence in any field. There was a fear that the king’s real motive in dismissing <a href="https://nepalitimes.com/editorial/deubas-denouement">Deuba</a> was to start to reverse the democratic gains made since 1990. I informed <a href="https://nepalitimes.com/news/nepal-britain-mark-centenary-of-1923-treaty">the British ambassador</a> about the invitation. He was strongly against accepting it, which was probably the clinching reason for my decision to do the polite thing and accept it. On the evening of November 7, 2002, I presented myself at the royal palace, alone and in civilian attire.&nbsp; As in the past, the Military Secretary, Major General Vivek Shah, met and escorted me into the presence of the monarch. This time, however, he was politely asked to leave the room and shut the door behind him. I reduced my resolve to two points: be polite but speak candidly. The latter resolve was quickly put to the test with the king’s opening words: “Sam, [in previous meetings it had been ‘General’, you walk the highways and byways of this land more than most, tell me what the common man is thinking?” &nbsp;“Your Majesty, I have no idea what they are thinking, but they are waiting.” “Waiting?” “Yes, Your Majesty, they are waiting to see whether what you did some weeks ago in appointing your own prime minister and cabinet ministers is going to make any difference to their lives or whether it is just going to be more Kathmandu hot air.” “Everything is going to be difficult and is going to take time, a lot of time.” “Your Majesty, time is the one thing you don’t have. You must act quickly and decisively to take advantage of the opportunity you have created. Everyone knows that you have appointed these new ministers. Why don’t you get them in here one by one and tell them that they have three months to deliver a programme in their area of responsibility that is going to make a difference to people’s lives? Most will fail to do so. Sack them! It will be a powerful signal of your strong intent to deliver real change.” I can express the opening of our conversation in this way because just about every word is still etched in my mind. The king’s response to my last quoted words was to challenge me to give an example of something that could be delivered quickly. I can give a verbatim record of what I said in response to this unexpected challenge: “Health posts, Your Majesty, there is no shortage of them throughout the country as building them has been one of the sources of local corruption, but very few have any medicine to issue at present or have skilled people to assess and meet medical needs. Your Majesty, children are dying for lack of a few pills. Given the right priority, over a period, say of six months, every health post could be fully stocked with medicine and manned with trained people. This is something I could help to lead for you as I know it would have strong international backing. At last, people would know that you mean business.” As I warmed to the theme, I could see no sign of the king having any enthusiasm for the idea, and I quickly disengaged as it dawned on me, as it had clearly dawned on the king, that the reason for the deficiencies in health posts was to prevent any Maoist combatant from gaining access to any <a href="https://nepalitimes.com/opinion/tech-away/nepal-s-health-tech-industry-is-here-to-stay">medical support</a>, and if this meant people suffering, so be it. The subject of the Maoist insurgency inevitably came up, and I took the opportunity to elaborate on what is written in the final four paragraphs of the article above. I advised King Gyanendra that, self-evidently, since there were three parties in the conflict—him, the Maoists, and the political parties—it was imperative that he form an alliance with one of them, preferably the political parties; otherwise, he would find himself isolated, as the other two parties would inevitably, at some stage, form their own alliance. However, it quickly became apparent that the king’s mind was on a totally different track. On the Maoists, he told me that he had channels open to them, but he was scathing about the political party leaders. He made it clear that they would be waiting for a very long time before he gave any power back to them, and that is a polite way of expressing the actual words he used, but “crawling through the door” is a phrase which has stuck in my mind.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250421080424_5403455ff6168f0d202a96cb53edea69136d74d59b989cfcc7cc4a1d57672cb5.jpg" data-media-id="editor_17" data-image-id="20250421080424_5403455ff6168f0d202a96cb53edea69136d74d59b989cfcc7cc4a1d57672cb5" data-rendition-name="original" width="2000" height="1317" loading="lazy" alt="fall of monarchy"> <figcaption>Nepali Times 28 April-3 May 2005 with cover image by Ajay Joshi of jubilant protesters after street demonstrations sidelined king Gyanendra, paving the way for a ceasfire and restoration of democracy. </figcaption> </figure>  As the conversation developed, it became ever clearer that King Gyanendra had decided to go in alone, relying on the misleading assurances he was constantly receiving from <a href="https://archive.nepalitimes.com/news.php?id=14954">the army</a>, and no doubt his close advisers, that the Maoists could and would be quickly defeated militarily, and taken out of the equation. This would obviate the need for him to do any deal with the political parties.&nbsp; Thus, the way would be clear for him to establish a version of his father’s Panchayat system, under a constitution that would be granted to the people by him, their sovereign, as his father and brother had done in 1962 and 1990. As in those constitutions, ultimate power would have remained in the sovereign’s hands. This proposed direction of travel was very clear from what the king said to me. In sum, King Gyanendra was motivated by a desire to emulate his immediate predecessors by granting his people a constitution that would restore his father’s Panchayat system in a modern form and give him a central role in decision-making. What was particularly dispiriting was that beyond this single objective he had no plan worthy of the name, nor demonstrably did he have the people with the skills to implement an appropriate plan even if one had existed. Crucially and depressingly, there was little or no indication from the king that he realised that such a course of action could put Nepal’s monarchy into serious jeopardy, as indeed proved to be the case. <h2>King Twice</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250420110436_315d519fe3d68d2406ebe1480fed54720fbf21b8907a4da5cde751fdc623d445.jpg" data-media-id="editor_19" data-image-id="20250420110436_315d519fe3d68d2406ebe1480fed54720fbf21b8907a4da5cde751fdc623d445" data-rendition-name="original" width="1302" height="632" loading="lazy" alt="“Tell me what the common man is thinking!”"> </figure>  <a href="https://archive.nepalitimes.com/news.php?id=8371">Gyanendra Bir Bikram Shah has been king twice</a>. In 1950 he was enthroned briefly as a child king (left, above) by the Rana Prime Minister Mohan Shumsher when his grandfather, King Tribhuvan, fled to exile in India. In 2001 he was crowned king again after the massacre in the royal palace in which his brother King Birendra and nine other members of his family were killed by Crown Prince Dipendra.&nbsp; During his second reign, Gyanendra gradually asserted power by sacking Prime Minister Sher Bahadur Deuba in 2002, and then taking full control after the 1 February 2005 coup. He was sidelined after the ceasefire in April 2006, and became a commoner after the Constituent Assembly finally <a href="https://archive.nepalitimes.com/article/from-nepali-press/Ftnp-abolishing,624">abolished the monarchy in 2008</a>. The past, the present, and the future are really one

India and Pakistan are twins separated at birth. Tensions between them have been at a hair trigger ever since independence and has erupted into full scale conflict at least four times in the past 80 years.
The 22 April terrorist attack in Kashmir that killed 25 Indian tourists and a Nepali citizen, threatens to escalate tension between the two nuclear-armed nations. India has squarely blamed Pakistan for the attacks, and Prime Minister Narendra Modi has given his military “operational freedom” to respond. Pakistan has said it has credible intelligence of an Indian military strike and its officials have promised a “full spectrum” response — a code for a <a href="https://nepalitimes.com/editorial/thinking-the-thinkable">nuclear retaliation</a>.
For Nepal, the killing of its national in the Pahalgam attack comes as another stark reminder that in conflicts from Afghanistan to Iraq, from <a href="https://nepalitimes.com/opinion/how-to-agree-an-armistice-in-ukraine">Ukraine</a> to Israel, <a href="https://nepalitimes.com/news/10-nepalis-from-one-town-fighting-in-ukraine">Nepalis are getting caught in the crossfire</a>. The last time full-scale fighting broke out between <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">India and Pakistan</a> on Kargil in 1999, at least 22<a href="https://nepalitimes.com/here-now/india-s-trial-by-fire-for-soldiers-from-nepal?%27%5C%22="> Nepalis fighting for the Indian Army</a> were killed in action.
Three of Nepal’s immediate neighbours (China, India, Pakistan) have nuclear weapons, and they do not have good relations. With China supplying weapons, <a href="https://nepalitimes.com/editorial/war-and-warming">missile technology</a> and other support to Pakistan, this triangular friction could set off a regional conflagration.&nbsp;
<a href="https://www.nature.com/articles/s43016-022-00573-0" target="_blank">Research at Rutgers University</a> has calculated that even a week-long tactical nuclear exchange between India and Pakistan would throw up so much smoke and debris into the atmosphere that it would block out the sun for years, and lead to a collapse of the <a href="https://nepalitimes.com/news/grow-nourish-sustain-together-world-food-day">global food system</a>. This does not take into account the radioactive fallout that prevailing winds would blow up to <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">the Himalaya</a>, contaminating glaciers that are the sources of <a href="https://nepalitimes.com/here-now/saving-what-is-left-of-himalayan-rivers">Asia’s main rivers</a>.
The impact of <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>on High Asia was already ringing alarm bells about its <a href="https://nepalitimes.com/news/himalayan-icecap-melting-faster-than-thought">shrinking ice cap</a> reducing the dry season flow of water downstream. Water was going to be the next strategic commodity, geopolitical experts warned, and the next wars in Asia would be over water.
That water war is already happening. India retaliated to the Kashmir attack by suspending the <a href="https://www.nytimes.com/2025/04/24/world/asia/india-pakistan-indus-waters-treaty.html" target="_blank">Indus Waters Treaty</a> of 1960 mediated by the World Bank that has withstood at least three wars between India and Pakistan. The treaty gives India control over the three eastern tributaries of the Indus (<a href="https://en.wikipedia.org/wiki/Beas_River" target="_blank">Beas</a>, <a href="https://en.wikipedia.org/wiki/Ravi_River" target="_blank">Ravi</a> and <a href="https://en.wikipedia.org/wiki/Sutlej" target="_blank">Sutlej</a>), while Pakistan got water from the Indus and two of its western tributaries (<a href="https://en.wikipedia.org/wiki/Indus_River" target="_blank">Indus</a>, <a href="https://en.wikipedia.org/wiki/Chenab_River" target="_blank">Chenab</a> and <a href="https://en.wikipedia.org/wiki/Jhelum_River" target="_blank">Jhelum</a>.
Pakistan was assured of 70% of the annual flow, and India could use a reasonable amount of water for<a href="https://archive.nepalitimes.com/news.php?id=15231"> irrigation and hydropower</a>. &nbsp;Within days of its threat, India stopped water flowing down to Pakistan from the Chenab river and is reportedly preparing to do the same on the Jhelum.
The sabre-rattling has reached a crescendo. Besides threats and counter-threats there are also symbolic drills, with the Indian Air Force practicing landing on an expressway in Uttar Pradesh by its Rafale, Su-30 and Jaguar fighter jets to demonstrate ‘operational readiness’. In response Pakistan test-fired its Abdali ballistic missile that can carry a nuclear warhead and has a range of 450km.&nbsp;
The danger is that with ultra-nationalist rhetoric and the beating the war drums by both sides, India’s government and Pakistan’s military may have to ‘do something’ to appease domestic public opinion. But any tactical strike, an artillery exchange, or territorial incursion could quickly escalate out of control.
Expecting an Indian retaliation for the Pahalgam killings, Pakistan is using<a href="https://nepalitimes.com/opinion/interfaith-collaboration-for-nuclear-disarmament"> nuclear deterrence </a>and warning of “catastrophic consequences”. The two neighbours came close to a nuclear exchange in 2019 after an attack on the Indian military in Kashmir, and prompt international intervention led by the United States cooled tensions.&nbsp;
This time, the <a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">Trump administration</a> is too distracted and not as engaged. Pakistan has denied it was responsible for the terrorist attack and called on Washington to stop a possible Indian retaliation. India and Pakistan have stopped overflights by each other’s airlines, and some international carriers have even stopped flying over Pakistan fearing an air war.
Washington, Beijing, the UN and the EU have all urged restraint. Iran, which has good relations with both India and Pakistan has sent its foreign minister to urge both countries not to go into a tit-for-tat war. Iran has its own nuclear flashpoint to worry about with tensions in Israel, &nbsp;Yemen and Syria.
India and Pakistan both share similar problems of joblessness, <a href="https://nepalitimes.com/here-now/why-nepal-s-poverty-rate-is-stuck">poverty </a>and <a href="https://nepalitimes.com/here-now/climate-change-new-threat-to-nepal-s-rhinos">environmental threats</a>. Neither side needs the threat of a senseless war, and we in the neighbourhood do not need it either.&nbsp;

At 11:56AM on 25 April 2015, the <a href="https://archive.nepalitimes.com/article/nation/rebuilding-new-structures-using-old-traditions,2827">ancient Newa town of Bungamati </a>on the southern fringes of Kathmandu Valley suffered more damage than most-- it was completely razed.&nbsp; Some 700 buildings collapsed and at least seven people were killed. The iconic Bungadyo temple dedicated to <a href="https://nepalitimes.com/banner/the-red-god-rises-again-in-patan">the rain god Machindranath</a> collapsed in the <a href="https://nepalitimes.com/news/11-56-25-april-2015-wkc9q2an">7.8 magnitude quake</a>. &nbsp;&nbsp;&nbsp;&nbsp; Ten years later, Bungamati was rebuilt. But the original architecture of two-storey houses with tilted tile roofs have been replaced with modern concrete boxes, their façades still gleaming with fresh paint.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250409040432_d7083d8b65119dd1f989c17eaab1f837a067e14d4a55a22fb67d4cbb2ceff138.jpg" data-media-id="editor_3" data-image-id="20250409040432_d7083d8b65119dd1f989c17eaab1f837a067e14d4a55a22fb67d4cbb2ceff138" data-rendition-name="original" width="1000" height="667" loading="lazy" alt="Bungamati builds back"> <figcaption>All photos: SUMAN NEPALI</figcaption> </figure>  The Bungadyo complex at the heart of the town, however, is being restored to its original grandeur as it prepares for this year’s <a href="https://nepalitimes.com/banner/delayed-machindranath-festival-resumes">Machindranath chariot festival.</a> For many residents here, the horror of that day is still fresh in their minds. They remember narrow escapes, losing loved ones and the numerous <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/after-the-aftershocks-the-survivors,3006">aftershocks</a>. The survivors took refuge in tents and had just started drifting back to their damaged homes when the 7 May aftershock hit. “We got exactly one tent,” says a local Kamala Tuladhar, 40, of the earthquake rescue and relief, recalling the financial strain of rebuilding. “We rebuilt everything by ourselves, that money could have gone to our children’s education.” Some families in Bungamati received financial aid of up to Rs50,000 for reconstruction but most families here say that they never got any help and rebuilt on their own. Jogmaya Maharjan, 52, received only Rs20,000 from the Red Cross despite<a href="https://archive.nepalitimes.com/article/nation/broken-promises-reconstruction,3627"> government promises of reconstruction grants</a>, and had to sell a plot of land to build a new house. “Everything is new now, which is good for progress, but it doesn’t feel the same,” she says, adding that she misses the cosy warmth of her old mud-mortar house.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250409060416_3f2810530af9c5f1bbfd2e113485444e0ff1771e6f4cac04c089e2e46de92345.jpg" data-media-id="editor_7" data-image-id="20250409060416_3f2810530af9c5f1bbfd2e113485444e0ff1771e6f4cac04c089e2e46de92345" data-rendition-name="original" width="1000" height="667" loading="lazy" alt="Kamala Tuladhar"> <figcaption>Kamala Tuladhar</figcaption> </figure>  Kamala currently runs a small eatery in the town and says almost everyone now has <a href="https://archive.nepalitimes.com/article/nation/A-concrete-future,2251">concrete houses</a>, as well as increased awareness about <a href="https://nepalitimes.com/editorial/be-prepared">earthquake safety</a>. “We have a concrete house now, it is stronger but we lost our ancestral building,” she adds. Ratnaman Maharjan’s five-storey Bungamati Homestay offering a panoramic view of the Valley to the north is a popular lodging destination for tourists looking to stay over the weekend.&nbsp; “Without the earthquake, Bungamati would have remained a sleepy town that few people visited,” he says. “The earthquake was a tragedy, but it forced a much-needed change.” Read also: <a href="https://nepalitimes.com/here-now/khokana-and-bungamati-strive-to-save-heritage">Khokana and Bungamati strive to save heritage</a>, Prabhas Pokharel Bungamati has always embodied a quintessential Newa ambience of the kind that had steadily disappeared from <a href="https://nepalitimes.com/banner/preserving-patan-post-earthquake">Patan</a> or Kathmandu. It is a compact and densely-packed town sitting on higher ground with vegetable and paddy terraces below.&nbsp; This <a href="https://archive.nepalitimes.com/news.php?id=1885">unique urban-rural symbiosis</a> was the hallmark of the Kathmandu Valley culturescape. Despite its proximity to Kathmandu, Bungamati was essentially a <a href="https://archive.nepalitimes.com/article/nation/migrants-return-home-to-do-commercial-farming,3929">traditional farming village</a> — but <a href="https://nepalitimes.com/here-now/rebuilding-kathmandu-after-the-1934-quake">after the earthquake </a>it has transitioned into a modern suburb.&nbsp; The rebuilding of the Machindranath temple has been a rather long and arduous journey, and is only now nearing completion. Unlike in Kathmandu, Patan and <a href="https://nepalitimes.com/multimedia/bhaktapur-2-0-d8m66qhb">Bhaktapur</a>, there were no aid agencies to help rebuild the temples here. But as the dust settled after the earthquake, it became clear that unless the community took charge, the temple would never be built. The National Reconstruction Authority (NRA) formed a rebuilding committee, officially putting efforts in motion. Restoring the temple was no easy feat, particularly during <a href="about:blank">the Covid-19 pandemic</a>. Even transporting construction material was a logistical nightmare while prices skyrocketed. Even now, it feels like we are still struggling to recover, and despite the reconstruction, something is still missing.” Ward chair Sagar Tuladhar says that the situation remained dire until the 2017 local elections, when the elected municipal council finally stepped in. The European Union provided help for mapping and technical support. "Before the earthquake, most families lived in ancestral homes—structures built using raw bricks and mud. In hindsight, we realise this was a major reason why so many of them collapsed,” says Tuladhar.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025040904048_5eb476e0f3a722ae7c114e7d9f7a96abba44a85a8503cfe2dd7a993866280a6b.jpg" data-media-id="editor_21" data-image-id="2025040904048_5eb476e0f3a722ae7c114e7d9f7a96abba44a85a8503cfe2dd7a993866280a6b" data-rendition-name="original" width="1000" height="667" loading="lazy" alt="Bungamati builds back"> <figcaption>Sagar Tuladhar</figcaption> </figure>  But today, while houses are stronger and more reliable, the challenge of balancing structural resilience with <a href="https://nepalitimes.com/here-now/dapcha-s-old-world-charm-awaits?fbclid=IwAR0EtIozNL7a0xiKnQSpHSxsoCACXltEUQj1xd2Fo7dRLUiqPMKt4c029ik_aem_AYAPWpOme51Fm9ZIGgneMuZKanrc3Y1IwEfpKmg7oxGwFoxjp0So1_xDNzkuA1acRYc">the preservation of traditional settlements</a> remains. There is also a danger of substandard concrete buildings which will not be able to withstand<a href="https://nepalitimes.com/here-now/lessons-not-learned-from-2015-o2etq6zu"> stronger earthquakes in the future</a>, becoming death traps. In response, regulations have been introduced to prevent haphazard building as well as to safeguard <a href="https://nepalitimes.com/banner/the-history-of-heritage">cultural integrity</a>. &nbsp;The cultural resettlement map design was approved after the earthquake, and requires the maximum height of buildings to be no more than 35m.&nbsp; “Many resist restrictions on the number of floors and construction materials,” admits ward chair Tuladhar. “Despite <a href="https://archive.nepalitimes.com/news.php?id=16161">modern housing trends</a>, we have also made every effort to uphold the distinct Newa architectural identity. Residents are not allowed to install shutters, use iron reinforcements, or plaster over traditional façades.” He adds that nearly all the homes and heritage structures have now been rebuilt, with only a few remaining to be completed in the next two years. Concrete structures stand where mud-brick homes once did, yet the soul of Bungamati endures in its traditions and its people as it prepares for next month’s Machindranath festival. &nbsp;

The spring 2025 <a href="https://nepalitimes.com/here-now/peak-climbing-season-2025-s4abrxny">mountaineering season</a> has started with an early reminder of the fine balance of glory and risk on <a href="https://nepalitimes.com/here-now/knowing-our-mountains-43v4iyvo">Himalayan peaks</a>.&nbsp; Everest as always is the biggest draw. But on the <a href="https://nepalitimes.com/review/il-y-a-d-autres-annapurnas-dans-la-vie-des-hommes">75th anniversary of its first ascent</a>, Annapurna has seen record numbers of expeditions, and climbers are also commemorating 70 years of <a href="https://nepalitimes.com/here-now/saving-kangchenjunga">Kangchenjunga</a>’s first successful climb in 1955.&nbsp; But as a stark reminder of the <a href="https://archive.nepalitimes.com/news.php?id=2912">dangers of Himalayan mountaineering</a> that have been exacerbated by a <a href="https://nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected">warming climate</a>, came on Annapurna with the tragic deaths of two promising young Nepali high altitude guides.&nbsp; <a href="https://nepalitimes.com/news/mt-everest-pvt-ltd">Everest</a> is seeing big numbers because it is Everest, and it is there. Some 220 international climbers and their guides from 22 expeditions have already arrived at Everest Base Camp, but this number is expected to cross 450, and could even beat the 2023 record of 478 foreign climbers.&nbsp; There seems to be greater demand for Everest permits because the fee is being hiked up from $11,000 to $15,000 starting this autumn. But the $4,000 increase is not expected to reduce the crowds, and therefore<a href="https://nepalitimes.com/banner/overkill-on-everest"> the risks, on the world’s highest mountain</a>.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250418050440_f2cb0157d4779ee131d4b7ef8b67302904cad74b37aee48a778bbdcff05ed824.jpg" data-media-id="editor_8" data-image-id="20250418050440_f2cb0157d4779ee131d4b7ef8b67302904cad74b37aee48a778bbdcff05ed824" data-rendition-name="original" width="1121" height="800" loading="lazy" alt="Number of climbing permits 2025"> </figure>  The Department of Tourism starts issuing permits for the mountain only in early-April, which many find absurd because mountaineers start preparing for their Everest climb years in advance.&nbsp; “That is just the process, we want to make sure climbers have all of their paperwork in order once they land in Nepal,” says Goma Rai from the Department of Tourism.&nbsp; Even as expeditions make their first forays up the Khumbu Icefall on Everest, there has already been considerable activity on other <a href="https://nepalitimes.com/banner/in-just-2-years-a-nepal-peak-becomes-snowless">Himalayan peaks</a>. Makalu (8,485m) has already seen <a href="https://archive.nepalitimes.com/article/nepali-times-buzz/seven-summits-women-climb-again,1486">successful summits </a>this season. Ten guides fixing ropes reached the top of the world’s fifth highest mountain on 10 April. &nbsp; There are two Indian expeditions on Kanchenjunga, which at 8,586m is the third-tallest mountain in the world. The Indian teams are climbing from the Nepal side of the border peak because climbing from the Indian side is not allowed. &nbsp; One of the teams is led by three-time Everest summiteer Col Ranveer Sing Jamwal which is on the last leg of the ‘Har Shikhar Tiranga’ campaign to plant an Indian tricolour on the highest point of all 28 Indian states.&nbsp; <a href="https://nepalitimes.com/here-now/those-who-stay">Unpredictable weather</a> and its technical nature makes the north face of ‘Kangch’ treacherous. There have been 12,884 Everest summits since 1953, but there have only been 250 ascents of Kanchenjunga in 70 years. Annapurna saw 45 summits over 6-7 April before the weather worsened. On 7 April, an avalanche swept away Ngima Tashi Sherpa and Rima Rinje Sherpa. Pemba Thenduk Sherpa, who was also roped up, survived. “It was a <a href="https://nepalitimes.com/here-now/five-years-after-avalanche-langtang-is-locked-down">big avalanche</a>, taller than a Kathmandu house when it came down,” recalls Pemba Thenduk. “Me and my client were right under a serac and were saved. We realised our two friends had been swept away but could not find them.”&nbsp; After four days of searching with two helicopters, the expedition company Seven Summit Trek abandoned the search. Nima Tashi was the unsung hero who helped save the life of an incapacitated Malaysian climber, carrying him down from 8,400m on Everest last year. A video of the rescue by Ngima Tashi and Gelje Sherpa became an international sensation. But luck ran out for Ngima Tashi and Rima Rinje on Annapurna last week. ‘We have lost two of our finest <a href="https://nepalitimes.com/news/without-sherpas-there-is-no-mountaineering">Sherpa guides</a>,’ Seven Summits said in a statement. ‘It is no longer possible for anyone to survive this long under the ice, and prolonging search means risking the lives of other Sherpas.’ In the past 75 years, Annapurna has seen the highest fatality rate among Himalayan peaks, with one third of those trying to climb it not making it down alive. This year, guides ran out of fixed rope because there were so many crevasses on the north face. They also reported bigger and more frequent rockfalls and avalanches.&nbsp; South African climber John Black was nearly caught in the avalanche that killed the guides. He then made the agonising decision to turn back soon after leaving Camp 3 last week on Annapurna.&nbsp; “I was uncomfortable and uneasy. Some may call it gut, others may call it calculated,” says Black, who actually shared a chocolate with the two Sherpas just before they were swept away by the avalanche. “It is certainly a sharp reminder that the risks are real and things can change in a heartbeat.”&nbsp; After the avalanche, there has been criticism of some climbers deciding to be helicoptered off the north face despite not showing signs of immediate emergency. A problem in <a href="https://nepalitimes.com/here-now/the-himalayan-odyssey">Himalayan mountaineering </a>in recent years has been the greater numbers of inexperienced climbers who are not only risks to themselves, but also to guides and other climbers. Many do not know when to turn back when the going gets tough. “Some climbers struggled with crampons, some seemed to lack decent techniques for <a href="https://nepalitimes.com/banner/if-the-ice-is-gone-we-are-done">climbing rock and ice</a>,” says Black. “In many cases, the climbers were too slow and struggled to move efficiently across tricky terrain. On a mountain like Annapurna, speed is the only thing you can do to reduce exposure to danger.”&nbsp; The problem has been made worse by instant gratification through social media posts. The challenge of climbing a Himalayan peak has been replaced by an <a href="https://nepalitimes.com/news/love-of-books-goes-online">Instagram</a> summit fetish, and expedition companies try to accommodate the wishes of their clients.&nbsp; The other expedition that generated a controversy even before it started is of a four-member team of British Army veterans who are ‘acclimatising’ by breathing xenon gas ahead of the climb to enhance production of their red blood corpuscles. Although this is said to be an ‘experiment’, use of the gas by the Mission Everest Expedition has been criticised because it is banned by the Anti-doping Agency as performance enhancing. Dimantha Dilan Thenuwara, a Sri Lankan IT professional, is attempting the gorgeous Ama Dablam. He plans to take both the Sri Lanka and Nepal flags up to the summit, and wear the daura suruwal Nepali national dress on top. He wants to promote a message of ‘prosperity through unity’, especially among <a href="https://nepalitimes.com/editorial/south-asia-2040-qxr16oup">South Asian countries</a>.&nbsp; Thenuwara describes himself as a pampered child who was best friends with his dad, who was killed in the 2004 Sri Lanka Tsunami. The tragedy drives him to climb.&nbsp; “This expedition is a mission that began 20 years ago,” says Thenuwara, who had to grow up quickly, and put himself through tech school. He is financing the trip himself, and believes strongly in the need for youth to remember their roots. The Ama Dablam climb is<a href="https://archive.nepalitimes.com/news.php?id=6738"> preparation for an expedition</a> to climb K2 later this year.&nbsp; Another notable expedition is of Peter Hamor of Slovakia and the Italian couple Nives Meroi and Romano Benet, who are attempting a new route on 7,590m Yalung Peak in the Kanchenjunga massif. A two-member British team is already at <a href="https://nepalitimes.com/here-now/letters-from-everest-base-camp-1-vfqcer0e">Everest Base Camp</a> to go up the Lhotse face and make one more attempt to jump off the mountain in wingsuits. &nbsp;

Glory and risk on Himalayan peaks

Architecture can be a powerful agent of change, shaping not just spaces but the way people live, connect, and experience the world.&nbsp; For Nepal, which is <a href="https://nepalitimes.com/banner/natures-fragile-gift-to-nepal">gifted by nature</a> and rich in <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/ambassador-fund-cultural-preservation-nepal,2092">cultural heritage</a>, &nbsp;reviving rural architecture with modern amenities could hold the key to more <a href="https://nepalitimes.com/here-now/what-sustainable-tourism-means-in-practice">sustainable tourism </a>that benefits local people more. “<a href="https://nepalitimes.com/banner/bayalpata-hospital-in-nepal-wins-global-design-award">Design and architecture</a> are amazing tools to create a unique experience for visitors,” says Spanish architect Tomeu Esteva of Esteva i Esteva Architecture Studio. “Difficult destinations have beautiful hotels with design and comfort.” Esteva was in Kathmandu with his colleagues at an event organised by the Spanish Honorary Consulate at Dwarika’s Hotel last week to showcase buildings which Nepali architects can adapt with local material and design inputs.&nbsp; Rural architecture holds a unique significance: it is more than a shelter and must reflect <a href="https://nepalitimes.com/here-now/inking-an-idenity">local identity, culture</a> and <a href="https://nepalitimes.com/here-now/saving-humla-from-heritage-loss">heritage</a>. An area’s natural and cultural harmony can be upset by <a href="https://nepalitimes.com/here-now/protecting-protected-areas-from-infrastructure?fbclid=IwAR1wK0MDFlFST_2EYb3f54LS4-fPt6rYfLG1DJ1JaQsU3w8-ezyXIxGOqzk">poorly planned development</a>, speakers at the event said, but the environment can be improved and revitalised by well-integrated structures.&nbsp; Another Spanish architect, Belen Moneo, has designed hotels at elevations of 3,700m in her home country Spain that supply natural spring water spas. “<a href="https://nepalitimes.com/banner/lost-in-reconstruction">Creativity in construction</a> must be encouraged. Rural architecture always shows possibilities of what we can do better,” Moneo explains, adding that designs must enhance <a href="https://nepalitimes.com/opinion/the-healing-power-of-nature">the beauty of nature</a> and give a natural feel at a time when steel, glass and cement dominate <a href="https://nepalitimes.com/here-now/rebuilding-kathmandu-after-the-1934-quake">urban design</a>.&nbsp; This is why the <a href="https://nepalitimes.com/here-now/weaving-nature-into-craft">use of natural products</a> such as bamboo, local timber, straw and rammed earth are in demand from customers who want a fresh eco-friendly look encouraged in construction of rural architectural structures. The demand for boutique hotels has increased world over, with &nbsp;more and more tourists favouring aesthetics, experience and comfort over price. While creativity is an important part of <a href="https://nepalitimes.com/here-now/architecture-for-mountains">construction and architecture</a>, incentives to build and use <a href="https://archive.nepalitimes.com/article/nation/Building,370">rural construction materials</a> still remain minimal, and Moneo emphasises the significance of design and execution.&nbsp; Esteva helped design the Vana Retreat in Dehradun that kept the natural environment in focus, with the structure giving an elaborate aesthetic experience to visitors. Another example is Hotel Las Mercedes in the Dominican Republic which was designed and constructed by Moneo and the company she co-founded Moneo Brock, respecting and revaluing the traditional architecture of the area. Hotels providing such experience could attract tourists and revenue. The Spanish ambassador to Nepal Juan Antonio March Pujol said, “The role of architecture and architects in developing tourism is crucial, not only in urban areas but rural settings as well.”&nbsp; The concept of rural boutique hotels gained traction in Spain during the 1990s, particularly in regions like Majorca with economic and environmental sustainability as the main focus. In Nepal <a href="https://nepalitimes.com/opinion/12-full-opinion/guiding-nepal-s-tourism-industry">the tourism industry</a> directly employs about 1 million people, and makes up about 8% of the country’s GDP. In Nepal, the stone homes of <a href="https://nepalitimes.com/news/reviving-himalayan-vulture-and-culture">Mustang and Manang</a>, bamboo and mud structures of <a href="https://nepalitimes.com/here-now/the-tarai-s-shrinking-forests">the Tarai</a>, and the Kathmandu Valley’s terra cotta tile skylines, graceful temples, and tranquil bahal courtyards are all examples of <a href="https://nepalitimes.com/here-now/nepal-s-traditional-seismic-resistant-designs">Nepal’s traditional architecture</a>.&nbsp; Nepali architect Sarosh Pradhan has been working for the past eight years on the Brakka Village project in Manang Valley north of <a href="https://nepalitimes.com/banner/municipalities-want-to-manage-annapurna">the Annapurnas</a>. Other examples of this kind of rural architecture for high-end tourism are the Shinta Mani Hotel in Mustang and Khumbu Lodge below <a href="https://nepalitimes.com/news/mt-everest-pvt-ltd">Mt Everest</a>. Says Pradhan, “There are places in Nepal that radiate purity and embrace simplicity. Inflation, energy efficiency, <a href="https://nepalitimes.com/here-now/those-who-stay">the climate crisis</a>, and <a href="https://nepalitimes.com/banner/cost-of-living-in-a-big-city">increased costs of living</a> pose obstacles to sustainable rural architecture. He adds that architects must practice being humble, the process of designing always involves learning and not imposing their ideas on clients. Nepal is uniquely positioned for the growth of <a href="https://nepalitimes.com/banner/hiking-up-the-benefits-of-tourism">rural tourism</a> because of its stunning countryside as well as its internationally renowned traditions in holistic wellness. Creating infrastructure that is small, thoughtfully planned and that respects both tradition and contemporary hospitality standards is crucial. “Projects in Nepal can be made cost effective by using materials from houses that have been brought down,” says Esteva. “Pilot projects involving <a href="https://nepalitimes.com/banner/local-government-by-the-people-for-the-people-of-the-people">local people </a>and simple designing also helps the process.” <a href="https://nepalitimes.com/banner/vacant-homes-become-homestays-in-nepal">The growth of homestays in Nepal</a> is a step in the right direction, but they are still a bit too rustic for the international traveller who also wants comfort and is willing to pay extra for it. Upgrading the facilities in homestays and ensuring that the <a href="https://nepalitimes.com/here-now/an-archive-of-nepali-heritage">architectural heritage</a> of the locality is preserved using locally sourced building material could allow owners to charge more. Says Sangita Shrestha of Dwarika’s Hotel, “Our effort is to build upon rural architecture by empowering local communities and using what is available locally. We can fine tune and encourage indigenous design and training.” The vision goes beyond just boosting the economy, it is about building a future where tourism helps villages grow in a healthy and lasting way. Instead of using up resources, it gives back to the land and the people. It supports local communities by<a href="https://nepalitimes.com/opinion/staying-in-nepal-to-create-jobs"> creating jobs</a>, improving infrastructure, and protecting natural beauty. When done right, tourism can be a tool for <a href="https://nepalitimes.com/editorial/progress-and-or-preservation">preserving culture and nature</a>, not harming them. Architects must therefore see their work as more than just designing buildings, they also need to care deeply about people and places, especially in rural areas that can benefit the most.&nbsp; With global interest in sustainable and off-the-beaten-path travel increasing, Nepal stands at the cusp of a <a href="https://nepalitimes.com/news/missing-out-on-nepal-s-tourism-potential">tourism transformation</a> that values community-driven, eco-conscious hospitality. A mix of modern ideas and traditional knowledge could transform rural tourism in Nepal. Says Shrestha, “Young architects should spend time with <a href="https://nepalitimes.com/latest/the-unsung-heroes-of-conservation">local and indigenous communities</a>, listen to their stories, and learn from their <a href="https://nepalitimes.com/banner/life-and-livelihood-in-remote-nepal">ways of living</a>. These communities have deep knowledge about the land, materials, and climate. If this wisdom is used in new designs, it can help create tourism spaces that truly benefit everyone.” &nbsp;

A new architecture for Nepal's tourism

Besides multiple <a href="https://nepalitimes.com/news/republicans-and-royalists-on-nepal-s-streets">street demonstrations </a>that gridlocked Kathmandu’s traffic for the past weeks, public discourse in Nepal has also been dominated by dangerously <a href="https://nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking">high air pollution levels</a>. Caused mostly by hundreds of <a href="https://nepalitimes.com/news/wildfire-season-starts-early-in-nepal">forest fires </a>raging across the country, the smoke contains suspended soot particles that harms <a href="https://nepalitimes.com/opinion/playing-with-poison">human health</a>. Thursday’s rain have cleared the air somewhat, and many people will soon forget how bad the air quality was. But the rain on Thursday doused most of the fires (below) with more rain forecast over the weekend.</figcaption> </figure>  The reason everyone was talking about air pollution was because the<a href="https://nepalitimes.com/banner/nepal-is-going-up-in-smoke"> smoke from wildfires</a> was visible. But much more toxic are the invisible and odourless <a href="https://nepalitimes.com/news/nepal-doubles-its-carbon-footprint">gases from vehicular and industrial emissions </a>which have always been there. The theme of World Health Day on 7 April this week was ‘Healthy Beginnings, Hopeful Futures’ dedicated to <a href="https://nepalitimes.com/opinion/comment/saving-more-mothers-and-babies">preventing maternal and newborn deaths</a>. It is estimated that in Nepal, 30% of neonatal mortality can be blamed on air pollution. But that is only part of the story. Harmful as fine particulate matter is to human health, carbon monoxide, nitrogen dioxide, ground-level ozone and other gases in vehicular emissions are more hazardous to health. While the concentration of suspended particulate matter tinier than 1.5 microns (PM2.5) is closely monitored, these toxic gases are invisible, not measured much, and the public is not aware about the dangers they pose. Surface ozone is produced by the interaction of various gases found when <a href="https://nepalitimes.com/news/fossil-fuels-poison-air">burning fossil fuels</a>. Besides being poisonous, ground level ozone contributes up to 0.23°C to <a href="https://nepalitimes.com/here-now/nepal-s-mountains-are-melting">global warming</a> because it is also a greenhouse gas. A new policy brief by the Clean Air Fund titled The Case for Action on Tropospheric Ozone blames surface ozone for a half a million premature deaths every year, 54.8% of which are in South Asia. Ozone also stunts plant growth and reduces crop yields by 26% globally, and 11% loss in <a href="https://nepalitimes.com/news/economic-benefits-of-saving-the-ecology">forest productivity</a>, the report adds.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250411060456_aa02a923f8b27544ae54d0220162678f5bbb5eeb8fc3c466173c22c49b3e9a85.jpg" data-media-id="editor_11" data-image-id="20250411060456_aa02a923f8b27544ae54d0220162678f5bbb5eeb8fc3c466173c22c49b3e9a85" data-rendition-name="original" width="998" height="724" loading="lazy" alt="Gas Chambers"> </figure>  Read also: <a href="https://nepalitimes.com/here-now/bad-air-and-polluted-politics">Bad air and polluted politics</a>, Sonia Awale Ground-level ozone is not emitted directly into the air like other gases, but is formed when oxides of nitrogen (NOx), carbon monoxide (CO) and volatile organic compounds (VOCs) released from automobile tailpipes or industry smokestacks react chemically with each other in the presence of sunlight. The main source of carbon monoxide in Kathmandu Valley are its 1.2 million two-wheelers. “Usually the concentration of carbon monoxide is 200-500 parts per billion (ppb), this has increased up to 3,000 in Kathmandu. Meanwhile, ground-level ozone has gone from 70-80 ppb to 150 ppb,” says Ravi Sahu, regional air quality specialist with the Kathmandu-based International Centre for Integrated Mountain Development (ICIMOD).&nbsp; Sahu says <a href="https://nepalitimes.com/news/no-smoke-without-fire-p7vb9dcj">rampant forest fires of the past weeks</a> have also added to carbon monoxide and ozone in the air, not just the fine particles that make up the visible smoke. He adds, “There isn’t much awareness about <a href="https://nepalitimes.com/banner/poisoning-the-air-we-breathe">ground-level ozone and carbon monoxide</a>, we need to urgently look into it.” A distinction must be made between good and bad ozone. Stratospheric ozone protects living beings from harmful ultraviolet (UV) radiation from the sun.&nbsp; Tropospheric ozone can again be separated into two types: ozone in the free atmosphere which is a greenhouse gas much more potent than carbon dioxide, and ground-level ozone which has adverse impacts on health and agriculture. ‘Cutting tropospheric ozone presents a unique challenge as it requires smart and fast action across multiple greenhouse gases and air pollutants, as well as multiple economic sectors,’ notes the Clean Air Fund's policy briefing. ‘It is a growing and neglected problem that needs an integrated approach on both a local and global level to tackle climate change and air pollution together.’ Dying young There was a time when Nepal made it to international news bulletins only if there were fatalities on Mt Everest. Now, Kathmandu’s bad air frequently makes headlines all over the world. This past week, the concentration of PM2.5 that harms human health was up to 40 times the WHO recommended guideline — adding to the poisonous gases already present from vehicle emissions. The Department of Environment says 40% of the pollution in the past weeks was from wildfires sparked by nearly 6 months without substantial rain over central Nepal. Most of the rest is from vehicular and industrial emissions from Kathmandu itself and across the southern border. NASA’s Fire Information and Resource Management System (FIRMS) which issues daily maps of fires, showed hundreds of blazes raging across Nepal on Wednesday, mainly in Chitwan, Parsa and along the East-West Highway.&nbsp; “If we look at the figures for the last few years, it is clear that wildfires have become the biggest source of air pollution, they are seasonal but have overtaken vehicular emissions,” says urban planner and environmentalist Bhushan Tuladhar. “Forest fires, stubble burning, and open burning of garbage are the bigger problems now. Nepal, India, Bangladesh, and Pakistan are at risk every year, we shouldn’t further delay in finding solutions,” warned air quality expert Bhupendra Das during an event on air pollution organised on 7 March by the Nepal Forum of Environmental Journalists (NEFEJ).&nbsp; Indeed, studies have shown that in winter 60% of the air pollution over Kathmandu is transboundary from the south, and in November it is compounded by smoke from crop residue burning by farmers in India and Pakistan blown in by prevailing winds. Forest fires are a regular pre-monsoon occurrence in Nepal, often intentionally set by farmers and herders to stimulate new grass growth for livestock. Winter rains have failed for eight of the past ten years, and this means the fires often spread out of control. The other reason for the increase in wildfires is the doubling of forest fires to 46% of the country’s area in the past 25 years. But this has happened simultaneously with outmigration, with some mountain districts losing 30% of their population between 2011-2021. With less pressure on forests for fodder and firewood, the undergrowth of community forests is loaded with dry fuel just waiting for a spark. The bowl-shaped topography of Kathmandu, Pokhara and other valleys further concentrates pollutants as they are trapped by surrounding mountains. But a year with a high number of wildfires is usually followed by a year or two with fewer incidents. For example: there were 6,537 fires in 2021 but the following year the number was down to 1,528. There were 5,216 fires last year, this year the number has already reached 1,800, and the trend is likely to be broken. Heavy rains forecast for the coming days are expected to douse some of the fires and clean up the air. But the damage has been done: Kathmandu residents of all age groups this week crowded clinics and hospitals with burning eyes, itchy throats, difficulty breathing, headaches, and dizziness. But in the longer term, soot particles that are tiny enough to jump the blood-air divide in lung capillaries do not just cause Chronic Obstructive Pulmonary Disease (COPD), asthma, but also cancers, heart attacks, strokes, birth defects and other chronic diseases. The latest Air Quality Life Index (AQLI) report by the University of Chicago shows that the annual concentration of PM2.5 in Kathmandu’s air rose from 17.87µg/m3 in 1998 to 31.33µg/m3 in 2022. Air pollution has got worse by 75% in Kathmandu in 25 years. During this time, air pollution has reduced the average life expectancy of Kathmandu’s residents by 3.5 years. According to the Health Effects Institute in Boston, dirty air is among the biggest public health concerns in Nepal killing over 42,100 a year. The adverse impact of high levels of air pollution is not limited to public health, it is seriously affecting tourism. Operators in Pokhara this week said that there were many negative online posts by visitors unable to see the famous panorama of Machapuchre and the Annapurnas even from Sarangkot. Aviation is also affected, as planes have to circle sometimes for hours burning a lot of fuel because of runway visibility being below minima at Kathmandu airport. The higher fuel cost is just passed down to customers, making air tickets in and out of Kathmandu some of the highest in the world. Kathmandu, with a population of four million, has not implemented a concrete policy to curb toxic air despite having formulated various action plans and repeated commitments by the government to protect the environment and control air pollution. The Department of Environment’s 2017 Air Quality Management Action Plan for Kathmandu put forward a policy to reduce air pollution caused by vehicles which was approved by the Cabinet, but has yet to be put to practice. The action included the immediate implementation of the Euro 5 emission standard to reduce pollution emitted by vehicles. However, Nepal has not even been able to implement Euro 4 standards so far. India, meanwhile, has already moved forward with the implementation of the Euro 6 standards. At the start of May, Bunu Dhungana brought some things in the belly home to Nepal. When she had curated the first iteration of the show in 2023, in Delhi, she had hoped she would be able to bring it home, and she did. The exhibition opened to the public in Kathmandu at Nepal Art Council on 2 May and closes on 16 May. The exhibition brings together works by Asmita Badi, Irina Giri, Shradha Devkota, Tripty Tamang Pakhrin, Shristi Shrestha, Ujjwala Maharjan, and the curator, Bunu Dhungana herself. And there’s an installation of yours truly. In the step up to the show, Bunu organised calls for the artists. Tripty joined at odd hours from her newfound home in Syracuse. As did Shradha from her home in London. Ujjwala joined, from her many different trips to India and other places in Nepal.&nbsp; The rest of us joined from wherever we were in Nepal during call hours, probing the unknown, most of us unsure what we wanted to present to the public. The only thing we had clarity on was the theme Bunu had suggested: mother-daughter relationship. And we were to exchange letters with our mothers. Some of us wrote letters to our mothers from the comfort of our homes, some from Pokhara, or whichever town we were in at the time of writing-- sending it by snail mail, which thankfully, hasn’t gone obsolete yet! Our mothers responded to us from their comfort nooks, each one, taking it up seriously like little girls responding to school assignments. Standing before the wall that has the mothers’ letters at the exhibition, one is easily struck by the basicness of the stationery used by the mothers to write to their daughters. They use pages torn out from a notebook, loose examination sheets or even an abandoned diary. So simple and so straightforward. And in that, powerful. Like the truth of the uterus that is all mothers. In the letters, their emotions take center-stage, as maternal emotions do, coming from a place of wanting the best for their daughters-- to protect them, and to keep them happy and healthy. Daughters’ desires are not too different from that of the mothers. But they come in more complex forms and through different mediums. They write an entire journal on these feelings, write pages and pages, enough to fill a room, weave poems and songs from the rhythm that connects the phantom umbilical cord to the mother. Daughters compose images-- some of oil and smoke, some of suffocation, of stillness, of water and ice and of open spaces and of moments of strife, like something heavy being dragged up a stairway by a lone woman.&nbsp; “While not all the works were made exclusively for the show, I did create new pieces - paper made from a letter I wrote to my mothers, and a series of linoleum cut prints. These processes made me reflect more deeply on the role of repetitive, physical labor in my practice and how it relates to the everyday labor of my mothers,” says Tripty, who documents work dedicated to her two mothers. And there are bright hues in gouache, where mothers and daughters are arrested in moments of fun and chit-chat or even just being at the table watching Tiktok. There’s abandoned sound in a dark, spotlit corner, which takes the listener through a journey of contemplation and upheavals. And there are stories from the kitchen, the base for most mothers in the world. Many kept coming back to read and to write. And that was precisely what Bunu had wanted to create-- a safe space. Visitors sat down, read, wrote letters to their mothers, listened, watched, laughed and wept. Ujjwala says: “The [letter-posting] wall, how it’s growing and how people are reading and writing, that’s the most interesting thing for me. You don’t know how people connect and what hits who. But I’ve seen people tearing up at the letter-writing section. You forget that it does reach the people it needs to reach.” Bunu’s aim when she was taking on the challenge of curating the exhibition was to also create a circle of sisterhood, by bringing together women to work together on a theme. And in the process, she has also managed to help the artists involved create and learn from one another and to be deeply touched by the familiarity of sentiments. “Each piece is so different and that is the beauty of this exhibition that has come together. Tripty’s and Shradha’s work, the experimentation was very inspiring for me and the process itself...what has come out is powerful,” explains Ujjwala.&nbsp; She adds: “They are visual artists but the poetry in it is so beautiful. Shristi’s work, I fell in love with. The care of it. Ashmita’s work, too. To textual people, the importance of a desk and sitting down, the tactileness of books that inspire us. What would mom write? What would their lives be like...the imagination is dreaming along with our moms-- the amalgamation of dreams.” In one of her journal notes to her mother, Ujjwala mentions she can’t remember how long it has been since she gazed carefully into her mother’s face. One pauses to read that sentence again. How long since we did that? Manushi said: “We hold so much in our hearts and who do we tell it all to? So we end up dumping it on our mothers. Because who else is there for us as mothers are? “We have such complex relationships of love with our mothers,” Bunu said.&nbsp; All loves have their own equations. The love daughters feel for their mothers is raw and tender and full of familiarity. Everything daughters want for their mother is the same they would want for their daughter, so in that, we serve an endless knot.&nbsp; Then there’s the question of language. What language really serves as a bridge in the gap that exists in mother-daughter relationships? How do we make up in language for the absence of words that can ever convey the sentiments? And so the process of creating some things in the belly has been something like reforging mother-daughter relationships in the crucible. “Each one of us has shaped our practices, and stepped more fully into ourselves. The two sides of Punjab in India and Pakistan may be 2,000km away, but the war between two <a href="https://nepalitimes.com/editorial/south-asia-2040-qxr16oup">South Asian neighbours </a>sent aftershocks here to the <a href="https://nepalitimes.com/opinion/borderlines/nepal-india-trans-boundary-bonds">India-Nepal border</a>.&nbsp; Among the 26 tourists killed by terrorists in Pahalgam on 22 April was a Nepali from Butwal on a holiday with his family, and Nepali nationals enlisted in the Indian Army could be see action in case of <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">conflict between India and Pakistan</a>.&nbsp; The open border between India and Nepal is usually relaxed with people going back and forth without much checking, but after hostilities broke out last week, controls by India’s Border Security Force of documents and inspections of vehicles has been stepped up. About 15km east of Birganj is the frontier village of Ghodasahan. On the Nepal side, the settlement is under the Bisrampur Rural Municipality in Bara District and on the other side it is in East Champaran of India’s Bihar state. There are <a href="https://nepalitimes.com/20-years-ago-this-week/secularism-debate">Hindus and Muslims </a>on both sides of the national boundary that slices through the village. The increased security on both sides of the border is starting to affect the daily life of villagers who had been used to going back and forth without any hindrance. Right along the 1,700km <a href="https://nepalitimes.com/news/people-to-people-at-india-nepal-border">Nepal-India border</a>, there are many townships like Ghodasahan which have the same name on both sides of the border. In some places, the border divides <a href="https://nepalitimes.com/opinion/comment/home-is-where-the-heart-is">homes and households</a>, in others one side of the road is in Nepal and the other side is in India.&nbsp; In most of these villages, the local people have come to accept the presence of <a href="https://nepalitimes.com/here-now/job-insecurity-in-security-forces?%2F">security forces </a>on both sides. Some farms are divided by the border, and villagers are used to border guards inspecting harvests being brought across. The India-Nepal border is also a hotbed of <a href="https://nepalitimes.com/from-the-nepali-press/smuggled-chimps-wait-it-out-in-kathmandu?%2F">smuggling</a>, so police inspections are normal, but the heightened tension between India and Pakistan have made such checks stricter. Also in Bara district is the village of Gulariya which also stretches on both sides of the border. Seventy-year-old Satan Bhagat’s house is on the other side of no-man’s land in India but his livestock shed is in Nepal.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250511160520_4b4057c9f03b82e4f634fc071929b2847897b13982e2dc08eaaa48c6feb9f906.jpg" data-media-id="editor_10" data-image-id="20250511160520_4b4057c9f03b82e4f634fc071929b2847897b13982e2dc08eaaa48c6feb9f906" data-rendition-name="original" width="1600" height="1204" loading="lazy" alt="No man's land NT"> <figcaption>Satan Bhagat</figcaption> </figure>  With new requirements for citizenship on both sides, and stricter enforcement of those with dual citizenship, families are having to decide whether they are Nepali or Indian. “We don’t want war, we want peace,” said one villager, apprehensive of the spillover effect of the India-Pakistan conflict. “In the 1971 war we followed what was happening on the radio, but now we know minute-by-minute what is happening <a href="https://nepalitimes.com/opinion/comment/surveying-nepal-s-digital-landscape">on our mobiles.</a>”&nbsp; The open Nepal-India border is a model for other parts of the world, where frontier controls are getting tighter and populist anti-migration parties are winning elections. The rhyming slogan in Hindi here has been ‘बोर्डर बनेंगे अमन के निशान, दोनों &nbsp;मित्र नेपाल - हिंदुस्तान’ (Nepal-India Border: A Symbol of Peace).  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250511160520_7607dcca541c23093c11c3b3a5e1380d27401d458d2ce28a24c18a6b609df1fd.jpg" data-media-id="editor_12" data-image-id="20250511160520_7607dcca541c23093c11c3b3a5e1380d27401d458d2ce28a24c18a6b609df1fd" data-rendition-name="original" width="1600" height="1204" loading="lazy" alt="No man's land NT"> <figcaption>The village of Gulariya in Bara district also stretches on both sides of the Nepal-India border.</figcaption> </figure>  But slogans only go far when policies about these<a href="https://archive.nepalitimes.com/news.php?id=7594"> borderlands </a>are made in faraway national capitals in New Delhi and Kathmandu. <a href="https://nepalitimes.com/editorial/messaging-is-the-message">The media </a>also has a role in making border controls only about security and crime, and not about how much it helps local people on both sides. The reason there are calls for stricter border control is due to <a href="https://nepalitimes.com/news/the-geopolitics-of-nepal-s-politics">geopolitics</a>, and this concern has been enhanced by <a href="https://nepalitimes.com/news/indo-pak-tension-hits-saarc-climate-action">the India-Pakistan conflict</a>. Terror has no morals. It cannot be justified by arguments for or against. Terrorism has no respect for innocent human life — whether it is structural violence of the state, or militant counter-violence. Pahalgam was proof that terrorism is not an accident. It does not happen in a vacuum. When geopolitical rivalry is involved, it complicates matters further as a tit-for-tat in which <a href="https://nepalitimes.com/review/remembering-not-to-forget-the-peoples-war">innocent civilians are cruelly caught in the crossfire</a>.&nbsp; As Naser Ahmed on the Nepal side of the border village of Ghodasahan says: “The open border may not be open forever, we have to work to <a href="https://nepalitimes.com/news/justice-delayed-justice-denied-byrx8a1c">safeguard peace </a>on both sides of no-man’s land.”

No-man’s land

The <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Red-rain-god,3141">Rato Matsyendranath Chariot Festival</a> started in Patan this week, one of the longest such carnivals in the world. Matsyendranath is a festival that spans South Asia and is revered as a rain-giver god by both Hindus and Buddhists. It has close historical links to the Indian state of Assam. Legend has it that 1,500 years ago, a 12-year drought threatened famine in Kathmandu Valley because the sage Gorakhnath was sitting on a bed of serpents preventing rain from falling. In despair, the Lichhavi King Narendra Dev travelled to Guwahati to bring Guru Matsyendranath to <a href="https://nepalitimes.com/multimedia/bungamati-builds-back">the town of Bungamati</a>. Gorakhnath was a disciple of Matsyendranath, and upon seeing his guru, promptly stood up, thus setting the serpents free. The heavens then opened up with life-giving <a href="https://nepalitimes.com/news/when-it-rains-it-pours-ksqprbu3">rain</a>. Ever since, <a href="https://nepalitimes.com/banner/the-red-god-rises-again-in-patan">the Rato Matsyendra idol</a> is brought from Bungamati and taken around Patan in a month-long chariot festival. Matsyendranath is also known as Bungadyo in Kathmandu Valley and revered as the <a href="https://nepalitimes.com/review/attaining-divinity-through-art">Buddhist divinity </a><a href="https://nepalitimes.com/here-now/kathmandu-s-gravity-defying-chariot-festival">Karunamaya</a>, his teachings influenced Hatha Yoga and Tantric practices. It is believed that Matsyendranath was an actual sage, and while it is not clear when exactly he lived, it is thought that he was incarnated from a fish and became a great yogi, carrying divine wisdom from his early spiritual experiences. Matsyendranath started being worshipped as the god of rain and fertility around the 7th century CE during the reign of King Narendra Dev in <a href="https://nepalitimes.com/banner/time-capsule-of-kathmandu">Kathmandu Valley</a>. Researchers have been unable to agree on the exact dates and the actual historical details of his life are connected to Nepal and Bengal, Assam, and Karnataka in India.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250509050544_18c6ebf38935591d1b0e327a79ecfb52ba7155c12df76d56cdb6cc0a1a4168ba.jpg" data-media-id="editor_7" data-image-id="20250509050544_18c6ebf38935591d1b0e327a79ecfb52ba7155c12df76d56cdb6cc0a1a4168ba" data-rendition-name="original" width="1503" height="1000" loading="lazy" alt="The reign of the god of rain"> </figure>  This festival is celebrated according to the lunar calendar and it holds great significance for the people of Kathmandu Valley. Millions of devotees travel to the chariot during its month-long journey through<a href="https://nepalitimes.com/here-now/patan-for-beginners"> the streets of Patan</a>. Once every 12 years, the procession travels from Bungamati to Jawalakhel and it becomes a grand religious and cultural event, with tens of thousands thronging the route to offer respects. Local communities from 21 neighbourhoods along the way take turns <a href="https://nepalitimes.com/news/police-stop-patan-chariot-pulling-citing-covid-19-9wbzmxtq">pulling the chariot</a>, providing drinking water, sanitation, and health services. The 30m high wooden chariot is built and dismantled every year, without the use of any nails. The timber beams are strung together with vines especially imported from Assam. The chariot is pulled by various guthi communities along the route, and there are strict procedures that have to be adhered to in the construction and the locomotion of the four-wheeled chariot.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250509050552_6fc306bccfa097c71e71fda24b0bed1c87f1e7a9bffa7ceb09c97608b822f07d.jpg" data-media-id="editor_10" data-image-id="20250509050552_6fc306bccfa097c71e71fda24b0bed1c87f1e7a9bffa7ceb09c97608b822f07d" data-rendition-name="original" width="1503" height="1000" loading="lazy" alt="The reign of the god of rain"> </figure>  The climax of the festival is the viewing of a jewel-encrusted vest (bhoto) in the presence of the king of Nepal when the country was still <a href="https://nepalitimes.com/news/the-ghost-of-monarchy-returns-to-haunt-nepal">a monarchy</a> and now before the President. The bhoto is not only a piece of jewelry but also a physical manifestation of the god’s blessings.&nbsp; The festival fosters <a href="https://nepalitimes.com/here-now/my-sweet-lord?%2F">religious devotion </a>and <a href="https://nepalitimes.com/banner/nepal-is-turning-into-a-nation-of-hybrid-identities">cultural identity</a> not just among Kathmandu Valley’s Newar population, but it also connects Nepalis emotionally and spiritually.&nbsp; In the coming weeks, the chariot procession of Matsyendranath and the smaller accompanying Minnath chariot will pass through <a href="https://nepalitimes.com/here-now/preserving-patan-post-earthquake">Patan Darbar Square</a>, on to Lagankhel and then Jawalakhel. The streets are cleaned and cleared as though it is a divine path, transforming the physical world into something celestial. <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/makers-of-machhindranath,2204">The chariot itself is the result of a collective effort</a>. Designated teams take one month to construct a new chariot every year, the act of assembling the chariot itself is a devotional act, with the technique passed down from one generation to the next. The artisans believe they are receiving blessings from Rato Matsyendranath through their work.&nbsp; The guthi devotees contribute financially to the costs of maintaining and repairing the chariot, the donations are not merely physical exchanges, but also serve as expressions of devotion. This creates a reciprocal relationship between people and their god. From a <a href="https://nepalitimes.com/news/missing-out-on-nepal-s-tourism-potential">tourism</a> perspective, the festival also holds great importance, benefiting the local economy. In living religions, physical culture is often linked to tourism and pilgrimage. The chariot festival attracts visitors from Nepal and abroad, creating a blend of religious pilgrimage and cultural events that bring people together.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250509050552_1dd01605a22f3d3ba5cc1f94c3aa89ed4deb44ca6b0ad5be8d9ddf8aacf55773.jpg" data-media-id="editor_17" data-image-id="20250509050552_1dd01605a22f3d3ba5cc1f94c3aa89ed4deb44ca6b0ad5be8d9ddf8aacf55773" data-rendition-name="original" width="1503" height="1000" loading="lazy" alt="The reign of the god of rain"> </figure>  The festival also requires close coordination between various agencies of government, and it works more seamlessly than in other spheres of national life: Lalitpur District Administration, Department of Roads, Drinking Water Corporation, and the Nepal Electricity Authority. &nbsp; The government’s Guthi Sansthan is responsible for managing cultural programs and fundraising efforts, ensuring that the festival’s cultural heritage is preserved. Alongside this, the Lalitpur Metropolitan City, the local governing body, oversees the festival’s organisation.&nbsp; Mayor Chiribabu Maharjan himself led a delegation of chariot construction and pulling teams to Guwahati earlier this year to revive <a href="https://nepalitimes.com/news/nepal-assam-connection-revived?fbclid=IwY2xjawIYRjxleHRuA2FlbQIxMQABHa9fxIFIz8qRyff36GlX3JQhEi4z7qZ_xQmzs6TO73QzSP7H_9zcEi8XFg_aem_v9DlVc1cB2QuEOcqYYPGjg">the connection between Nepal and Assam</a>. <h2>Teamwork</h2> Many organisations and professions are involved in the Matsyendranath Chariot Festival: Jyapu Samaj: a community-based volunteer organisation that works closely with various ethnic groups across Patan, coordinating festival activities and ensuring effective collaboration.&nbsp; Paneju Sangh: an organisation of priests from the Matsyendranath tradition overseeing religious activities. They perform daily prayers and other religious rituals to uphold the spiritual sanctity of the event.&nbsp; Astrologers: play a critical role by determining the auspicious time for the deity’s transfer, ensuring that the process is conducted according to divine timings.&nbsp; Bosi: are responsible for selecting and preparing the appropriate timber for the chariot, ensuring its readiness for the journey.&nbsp; Barahi: are the carpenters who handle the construction and leadership of the chariot ensuring its craftsmanship and precision.&nbsp; Yenwa: are tasked with reinforcing the chariot’s structure using bamboo, rope, and other materials, and they also guide the chariot during the procession.&nbsp; Ghaku: steer the movement of the chariot carefully through Patan’s narrow streets.&nbsp; Pun: are painters responsible for repairing and painting the deity’s face to maintain its visual integrity throughout the procession. Dila Chahre: they go before the chariot procession to Kwoduwa twice a year to receive blessings from the deity and manage the morning puja throughout the chariot procession. Kuma: prepare clay containers needed for the Dashakarma puja.&nbsp; Suwa: offer sacrifices during the puja, bring water from Bungamati during the bath procession, and cover the deity with a canopy while bringing the deity from the Kuduwama twice a year. Guruju: participate in the Ivu bath procession, offer sacrifices at Nasalchok, and engage in the Mahabali puja.&nbsp; Rakami: participate in the pre-procession rituals before the chariot procession begins. Tole Sudhar Samiti: 21 local wards take turns pulling the chariot and provide essential services such as drinking water, sanitation, and health support to participants.&nbsp; Vidhu Kayastha, PhD, has been conducting research on Rato Matsyendranath since 2011.

The reign of the god of rain

In 2025, two seemingly disconnected acts of violence shattered the illusion of stability in the region. In March, <a href="https://www.ft.com/content/16f7f947-1e96-4206-9844-891378adc683" target="_blank">militants hijacked a passenger train</a> near the Bolan Pass in Balochistan, executing soldiers in cold blood. A month later, <a href="https://www.nytimes.com/2025/04/22/world/asia/kashmir-terrorist-attack.html" target="_blank">gunmen in Kashmir’s</a> Pahalgam Valley massacred tourists. 
In both Islamabad and New Delhi, <a href="https://www.aljazeera.com/news/2025/4/25/were-cursed-kashmiris-under-attack-across-india-after-pahalgam-killings" target="_blank">the reaction was reflexive:</a> condemn the violence, <a href="https://www.economist.com/asia/2025/04/22/india-and-pakistan-could-come-to-blows-over-kashmir" target="_blank">blame external enemies</a>, declare the situation contained. But South Asia’s leaders are not fighting terrorists alone. They are fighting the consequences of their own betrayals.
Across <a href="https://www.bbc.com/news/world-asia-26272897" target="_blank">Balochistan</a>, <a href="https://www.bbc.com/news/world-south-asia-11693674" target="_blank">Kashmir</a>, <a href="https://www.crisisgroup.org/asia/south-asia/india/346-finding-way-out-festering-conflict-indias-manipur" target="_blank">Manipur</a>, and beyond, decades of <a href="https://www.amnesty.org/en/projects/enforced-disappearance-in-south-asia/" target="_blank">enforced disappearances</a>, broken promises, and brute militarisation have hollowed out the social contracts meant to hold these nations together. The grievances that drove rebellions from the 1940s through the 1990s – demands for dignity, recognition, and political agency – were never meaningfully addressed. They were buried beneath asphalt and propaganda, paved over by development projects and security checkpoints.
States may claim victory. But their victories are mirages, dissolving the moment anyone looks too closely. South Asia’s unfinished wars are not relics of a violent past. They are live ammunition, loaded into the future.
<a href="https://www.theguardian.com/world/2025/mar/24/he-only-wanted-revenge-the-bloody-insurgency-in-balochistan-gaining-lethal-momentum" target="_blank">Balochistan</a> has been at war with Pakistan for most of its modern history. Rich in gas, minerals, and coastline, the province has been plundered for decades under the language of national development. 
Projects like the <a href="https://eastasiaforum.org/2020/11/26/pakistans-three-evils-cpec-and-good-governance/" target="_blank">China-Pakistan Economic Corridor (CPEC)</a> promise progress but deliver exclusion: minerals are mined, ports are secured, but Baloch homes are raided. 
The insurgency endures not because of foreign conspiracies, as Islamabad endlessly insists, but because the Pakistani state remains incapable of seeing its <a href="https://thebalochistanpost.net/2025/01/enforced-disappearances-in-balochistan-in-december-2024-tbp-report/" target="_blank">Baloch citizens</a> as anything other than a security problem to be managed.
In <a href="https://www.forbes.com/sites/ranisingh/2016/07/12/kashmir-in-the-worlds-most-militarized-zone-violence-after-years-of-comparative-calm/" target="_blank">Kashmir</a>, the Indian government claims to have <a href="https://www.nytimes.com/2023/03/08/world/asia/kashmir-village-defense-committees.html" target="_blank">“normalised” the valley</a> after revoking its autonomy in 2019. It <a href="https://www.cfr.org/global-conflict-tracker/conflict/conflict-between-india-and-pakistan" target="_blank">looks a lot like occupation</a>. Soldiers outnumber local leaders, dissent is criminalised, internet shutdowns suffocate public life. Tourism campaigns and investment summits cannot erase a generation raised under curfew and surveillance.
<a href="https://www.bbc.com/news/world-asia-india-66260730" target="_blank">Manipur’s descent into ethnic bloodshed</a> in 2023 exposed another fault line Delhi prefers to ignore. Long-simmering tensions between the Meitei and Kuki communities erupted into violence that shattered any illusions of northeastern integration. The central government’s delayed, politicised response made clear what many Manipuris had always suspected: they are citizens of India only when convenient.
Even the <a href="https://msf.org.au/rohingya-worlds-largest-stateless-population" target="_blank">Rohingya, stateless and exiled from Myanmar</a>, find themselves entangled in South Asia’s ethnonationalist calculus. Fleeing genocide, they are criminalised anew in Bangladesh and India – trapped between the countries that reject them and the memories that refuse to let them go.
South Asia’s states have excelled at suppressing rebellion. But failed at extinguishing the reasons rebellions rise in the first place. And the wars South Asia tries to forget at home have found new life abroad.
Across <a href="https://www.abc.net.au/news/2024-06-17/modis-indian-government-accused-of-spying-silencing-critics/103974414" target="_blank">Canada, Australia, Britain, and the United States</a>, diasporic communities have become memory-keepers and, increasingly, <a href="https://www.business-standard.com/world-news/khalistan-supporters-hold-protest-outside-indian-consulate-in-vancouver-123092600087_1.html" target="_blank">the agitators</a> for the struggles their home states would rather erase.
Khalistan flags fly outside Indian consulates in Vancouver and <a href="https://www.tribuneindia.com/news/punjab/perturbed-over-waving-of-khalistani-flags-at-an-event-in-melbourne-india-warns-australia-of-khalistan-separatists-and-their-links-with-terror-groups-458320/" target="_blank">Melbourne</a>. Tamil activists march through London, demanding accountability for the <a href="https://www.aljazeera.com/news/2024/5/19/grim-reminder-sri-lankas-tamils-mark-15-years-since-end-of-civil-war" target="_blank">massacres in Mullivaikkal</a>. Kashmiri protests in Washington and New York refuse to let India’s crackdown slip into diplomatic amnesia.
For host countries, these movements pose uncomfortable questions. Freedom of expression collides with fears of extremism. Clashes erupt between communities carrying wounds that their new homelands.
Meanwhile, South Asian states pursue their adversaries across borders. India faces allegations of <a href="https://www.nbcnews.com/news/world/canada-says-india-home-minister-ordered-campaign-against-sikh-activist-rcna177972" target="_blank">targeting Sikh activists for assassination in Canada</a> and the <a href="https://www.npr.org/2024/10/27/g-s1-29561/sikh-separatist-assassination-india" target="_blank">United States</a>. Pakistan continues to court Kashmiri separatists abroad while crushing Baloch dissent at home. <a href="https://apnews.com/article/sri-lanka-tamils-civil-war-dead-5b372b0bba567837c5a4d94250040e7d" target="_blank">Sri Lanka</a> lobbies furiously to brand Tamil diaspora organisations as fronts for terrorism, even as it stonewalls investigations into its own wartime atrocities.
The old insurgencies have not been defeated. They have been globalised. South Asia’s governments have long mistaken silence for stability.
In Punjab, India broke the back of the <a href="https://www.cnn.com/2023/10/06/india/india-canada-sikh-khalistan-analysis-intl-hnk/index.html" target="_blank">Khalistan insurgency</a> through brute force. The fields grew green again, the trains ran on time. But the wounds were never closed, the <a href="https://www.dw.com/en/why-is-indias-khalistan-separatist-movement-on-the-rise/a-65081729" target="_blank">movement’s heart beats</a> not in Amritsar but in Brampton and Surrey.
In Sri Lanka, the <a href="https://www.academia.edu/4738983/The_Man_Who_Destroyed_Eelam" target="_blank">military crushed the Tamil Tigers</a> with <a href="https://www.newyorker.com/magazine/2011/01/17/death-of-the-tiger" target="_blank">overwhelming brutality in 2009</a>. <a href="https://www.scmp.com/week-asia/politics/article/3264148/we-want-our-children-back-sri-lankan-families-still-demanding-justice-their-missing-loved-ones" target="_blank">Tamil families still search for their missing</a>, still mourn their dead – and still organise across the diaspora for justice that remains undelivered.
In Kashmir, Delhi boasts of new <a href="https://www.aljazeera.com/opinions/2023/2/4/kashmir-is-bleeding-its-economy" target="_blank">highways and investment corridors</a>, showcasing the region as a trophy of unity. But when the visitors leave and the cameras are packed away, <a href="https://harvardlawreview.org/print/vol-134/from-domicile-to-dominion-indias-settler-colonial-agenda-in-kashmir/" target="_blank">the checkpoints, the raids, and the quiet despair remain.</a>
Victory parades fade. Grievance endures. Suppressing insurgency may end battles. It does not end the ideas that fueled them. In a region where <a href="https://www.nytimes.com/2025/04/23/world/asia/kashmir-attack-india-pakistan.html" target="_blank">history is rarely past</a>, and memory is rarely voluntary, states that rule through repression are only ever buying time. And often, not very much.
South Asia’s unfinished wars are not accidents. They are the inevitable consequences of states that confuse conquest with consent, and erasure with reconciliation. They cannot legislate memory out of existence.
Every <a href="https://www.bbc.com/news/articles/c15qyyzz89lo" target="_blank">disappeared son in Balochistan</a>, every <a href="https://medium.com/the-wvoice/the-half-widows-in-kashmir-fef80c6b88e9" target="_blank">half-widow in Kashmir</a>, every <a href="https://www.doctorswithoutborders.org/what-we-do/focus/rohingya-refugee-crisis" target="_blank">refugee child born stateless in a Rohingya camp</a> carries forward the memory of betrayal – a memory that outlives soldiers, politicians, and peace accords alike.
The region’s future will not be decided by GDP figures or infrastructure projects alone. It will be decided by whether its governments can summon the political courage to face the truths they have long suppressed – or whether they will continue down a path <a href="https://theconversation.com/india-is-using-the-g20-summit-to-further-its-settler-colonial-ambitions-in-kashmir-205166" target="_blank">where forgetting is demanded</a>, and rebellion becomes inevitable.

Balochistan to Kashmir

The armistice agreement that ended the Korean War in 1953 has been mentioned as a possible model for how to end the fighting in Ukraine. This makes sense. The <a href="https://nepalitimes.com/opinion/trump-s-first-month">Trump administration</a>, however, seems to opt for a quick deal like the 1973 Paris agreement on Vietnam or the Minsk agreements of 2014–15, combining “ceasefires in place” with vain prospects of subsequently reaching a genuine <a href="https://nepalitimes.com/news/restorative-justice-for-peace-building">peace agreement</a>.
One lesson from the negotiations that led to the Korean armistice is that patient diplomacy is needed to end a stalemated war. When talks began in July 1951, the impatient Mao Zedong estimated that two weeks would be enough to conclude. The negotiations instead took two years.
The result was a long text, detailing the exact border line and establish a demilitarised zone across the peninsula under UN supervision. The stated intention was to follow up with a peace agreement. This came to nothing. The conference established for the purpose in Geneva decided instead to reach an agreement on Indochina, dividing Vietnam for the next 21 years and replacing the French with <a href="https://nepalitimes.com/opinion/the-world-9-11-made">American military forces</a>.
The biggest difference between the Korea and Ukraine wars is that the <a href="https://nepalitimes.com/opinion/comment/ukraines-lessons-for-sandwiched-nations-like-nepal">Ukrainians are fighting alone</a>, with only external military support, while the Korean War was primarily fought by American and Chinese forces on Korean soil.
Back then, the armistice agreement was concluded by the commanders of the US-dominated UN forces, the Chinese “volunteers”, and the North Korean army, against the wish of Syngman Rhee’s government in Seoul. He wanted to continue the fight for national reunification. Only after being offered a defence pact with the US did he accept the negotiated outcome, yet did not sign the agreement. South Korea has never signed the armistice that has prevented new <a href="https://archive.nepalitimes.com/news.php?id=2664">outbreaks of war</a>.
The key similarity between the Korean and Ukrainian wars is the prominent role of the USA as a supporter of the governments in Seoul and Kyiv. In both cases a condition for ensuring that an armistice can hold is that the US take responsibility for any agreement and joins up with others in providing security guarantees.

A key reason why war has not resumed in Korea for the last 72 years is the continued US presence in the south. American troops act as a "tripwire," ensuring that any North Korean invasion would lead to a war it would surely lose. For the same reason, the US needs to have boots on the ground in Ukraine.
Another similarity is that any attempt to conclude a genuine peace agreement is futile. A genuine peace in Korea would require that North and South agree either on national reunification or on recognising each other as independent states, just as East and West Germany did in 1973.
A peace agreement was even more unthinkable for Syngman Rhee and Kim Il Sung in 1953–54 than it is for Seoul and Pyongyang today. It is just as inconceivable that President Vladimir Putin will withdraw voluntarily from Donbas and Krym as it is for President Volodymyr Zelensky to conclude a definitive peace agreement that does not recognise Ukrainian sovereignty to its entire territory.
To maintain the principle of national sovereignty and territorial integrity, it is also crucial for Europe and the UN that Russia’s violation of Ukrainian sovereignty is not internationally recognised. Therefore, just as the two Koreas, Russia and Ukraine must settle for something less than a peace treaty, namely an armistice. This may end the fighting and could save hundreds of thousands of lives but will not establish peace.
An armistice is not a simple ceasefire, where military forces are supposed to remain where they happen to be situated when the agreement is made. For a Ukrainian armistice to be respected, the Russian and Ukrainian forces must withdraw to either side of a clearly delineated demilitarised zone. This is complicated by the fact that the front lines are so long.
The easiest compromise would be for Ukraine to let Russia retain control over Krym, while Russia withdraws from Donbas. Third parties should put pressure on Moscow and Kyiv to accept that neat solution. To soften the pill, Ukraine could guarantee a high degree of local autonomy for Donetsk and Luhansk.
International monitoring with the use of satellite surveillance along the entire border would be needed. If one or both parties were to mobilise combat forces, launch drone attacks, or place rocket launchers on alert, warning signals should be triggered and international security guarantees enforced by robust multi-national forces.
A final similarity between Korea 1953 and Ukraine 2025 armistice is that both sides must abstain from any political interference at the other side of the agreed boundary. Russia and Ukraine must remain fully sovereign and independent states.
Any rapprochement between the two Korean states continues to depend on Seoul’s ability to convince Pyongyang that it does not seek regime change in the north and on the willingness of Kim Jong Un to abstain from provocative <a href="https://nepalitimes.com/editorial/thinking-the-thinkable">missile tests</a> and vocal threats.&nbsp;
Putin apparently wants an agreement to include a provision for new elections in <a href="https://nepalitimes.com/here-now/ukraine-crisis-hits-nepal-economy-hard">Ukraine</a>, so he can interfere in Ukraine’s internal affairs and remove Zelensky from power. This is a destructive demand that should be consistently rejected by any mediating or facilitating party to talks. The Ukrainians must decide for themselves when to lift their state of emergency and hold<a href="https://nepalitimes.com/news/is-democracy-too-expensive-for-nepal"> democratic elections</a>.
<a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">President Trump</a> has put pressure on Ukraine to agree to a ceasefire and has conceded on Ukraine’s behalf that it cannot get back all its lost territory or obtain NATO membership. He should now concentrate his efforts on convincing both sides to engage in negotiations for a strongly guaranteed and highly monitored armistice rather than a quick and fragile ceasefire or a dodgy settlement allowing one side to interfere in the other.

“Now with every gust of wind, the smell of dead bodies fills the air.” Thar Nge, a resident of Sagaing in Burma, was speaking to the conditions in earthquake-affected areas following the country’s catastrophic 7.7M earthquake on 28 March last month. Over four thousand people died in the disaster. For many in Nepal, <a href="https://archive.nepalitimes.com/article/nation/photos-nepal-earthquake-2015,2207">scenes of the earthquake </a>on the news and photos on social media brought back painful memories of <a href="https://nepalitimes.com/here-now/lessons-not-learned-from-2015-o2etq6zu">the 2015 Nepal earthquake</a> 10 years ago this week. As a data analyst at Togglecorp, a private data analysis and software development company in Kathmandu, I have worked on several projects that included reviews of secondary data related to the most recent earthquakes in Burma, Morocco, Türkiye-Syria, and Nepal. The data shows a clear pattern and painful gaps in how countries respond to <a href="https://nepalitimes.com/here-now/a-tale-of-two-disasters">large-scale disasters</a>. Analysis conducted through the Data Entry and Exploration Platform (DEEP) reveals a clear but grim reality: <a href="https://nepalitimes.com/banner/preserving-patan-post-earthquake">the cost of earthquakes</a> is not just measured in lives lost or buildings destroyed, but also in the speed, equity, and coordination of response efforts.<a href="https://nepalitimes.com/opinion/comment/rebuilding-resilience-7-years-later"> Some communities rebuild</a>, many are left behind.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250424070420_af853d6ca37b2e338a359939119c313cb40d19c4b15e9e2d6a910d04969f76a7.jpg" data-media-id="editor_5" data-image-id="20250424070420_af853d6ca37b2e338a359939119c313cb40d19c4b15e9e2d6a910d04969f76a7" data-rendition-name="original" width="1414" height="2000" loading="lazy" alt="Technology and tectonics"> </figure>  The data exposed not only shared struggles between Nepal, Burma and other countries that have suffered from earthquakes, such as <a href="https://nepalitimes.com/editorial/this-is-a-test">health system overloads and water-related disease outbreaks</a>, but also how drastically governance and politics affect outcomes. One theme that emerged, especially in Nepal and other countries in the region, is that earthquakes do not discriminate, but responses do. In the Burma earthquake, in some regions, 90% of homes were wiped out and over 28 hospitals were destroyed. Even as this happened, aid workers continued to face security threats while<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/helping-during-earthquake,2247"> delivering aid</a> and much-needed <a href="https://nepalitimes.com/business/covid-19-relief-efforts">relief efforts</a>. Nepal faced similar hospital infrastructure challenges during the 2015 earthquake, where up to 90% of health facilities in districts like Sindhupalchok, Dolakha, and Gorkha were either destroyed or overwhelmed. In some areas, <a href="https://nepalitimes.com/here-now/the-healer-of-far-western-nepal">doctors treated patients</a> in open fields, under tarpaulins, due to the collapse of ward buildings and lack of emergency tents. Read also: <a href="https://nepalitimes.com/here-now/structural-problems">Structural problems</a>, Sonia Awale In the aftermath of the 2023 Türkiye-Syria earthquake, <a href="https://nepalitimes.com/news/kathmandu-in-the-time-of-cholera">cholera outbreaks </a>surged due to failed water, <a href="https://nepalitimes.com/latest/toilet-trained-in-nepal">sanitation and hygiene systems</a>, and temporary tents could not keep up with displacement needs. While Nepal did not experience cholera outbreaks on that scale, post-quake <a href="https://nepalitimes.com/news/nepal-s-success-in-typhoid-vaccine-trial">diarrheal diseases</a> and sanitation concerns were widely reported, particularly in temporary camps with inadequate toilet facilities and poor hygiene practices. After the September 2023 earthquake in Morocco, because of the inaccessibility of many of its mountain villages, families had to dig with their bare hands to clear rubble while medical staff were forced to treat the sick and injured outdoors. Nepal shares similar geographic challenges seen in Morocco and Burma. During <a href="https://nepalitimes.com/here-now/rebuilding-better-than-before">the 2015 earthquake</a>, landslides and damaged roads cut off villages in Rasuwa, Gorkha, and Lamjung, forcing <a href="https://nepalitimes.com/banner/drones-to-the-rescue-in-melamchi">rescue teams</a> to rely on helicopters. Even today, remote hill and mountain areas, especially in <a href="https://nepalitimes.com/here-now/the-karnali-s-hunger-emergency">Karnali </a>and Sudurpaschim provinces, remain hard to reach during <a href="https://nepalitimes.com/here-now/why-more-women-die-in-nepal-s-natural-disasters">natural disasters</a>. While earthquakes are natural, the unequal and delayed response is manmade and preventable. Patterns across countries repeat, often due to preventable gaps. One glaring example is the chronic underfunding of Mental Health and Psychosocial Support despite growing recognition that <a href="https://nepalitimes.com/here-now/it-s-an-emergency-nepal-needs-to-improve-trauma-care">trauma constitutes a silent second wave of devastation</a>. In Syria, only 3,000 people received <a href="https://archive.nepalitimes.com/news.php?id=14138">psychological first aid</a>, while over 1.5 million were displaced. In Burma, with over 9 million severely affected, most women and girls in areas like Sagaing and Mandalay had no access to<a href="https://archive.nepalitimes.com/news.php?id=13680"> mental health services</a>. Healthcare systems also collapsed quickly. Hospitals like Morocco’s Mohammed VI University Hospital treated patients outdoors, and Burma saw around 25 hospitals in Mandalay, 28 in Shan, 22 in Bago and 24 in Naypyitaw damaged or destroyed. While <a href="https://nepalitimes.com/here-now/artificially-intelligent-medicine">mobile medical units</a> have proven effective, reaching 7,870 people in Syria, they remain underused due to <a href="https://nepalitimes.com/opinion/managing-the-monsoon">poor planning </a>and lack of pre-positioned support. Protection risks spiked in both Burma and Syria, where displaced women lacked safe shelters, lighting, or dignity kits. <a href="https://nepalitimes.com/editorial/disastrous-preparedness">Nepal’s own experience in 2015</a> tragically echoes these patterns: mental health issues were sidelined, hospitals in districts like Sindhupalchok and Dolakha were affected, and <a href="https://nepalitimes.com/opinion/educating-your-sons-will-protect-your-daughters">gender-based protection</a> in temporary shelters was grossly inadequate. The lesson from this cross-country analysis is clear: unless countries like Nepal invest in mental health services, mobile health infrastructure, and gender-sensitive protection before disaster strikes, history will continue to repeat itself in harsh ways.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250424070424_d3c38d3935e61e2b4d0c2ec5b8fd67cc5f32b58ada6fb70fe979a12f8133ef1f.jpg" data-media-id="editor_25" data-image-id="20250424070424_d3c38d3935e61e2b4d0c2ec5b8fd67cc5f32b58ada6fb70fe979a12f8133ef1f" data-rendition-name="original" width="1414" height="2000" loading="lazy" alt="Technology and tectonics"> </figure>  Here is where <a href="https://nepalitimes.com/opinion/comment/tech-and-transition-in-nepal">technology</a> proves critical. <a href="https://nepalitimes.com/opinion/comment/finding-your-way-in-nepal?fbclid=IwAR3Ls8S90Qcjv8CYsuZb2QjaFaMKnOar0L2jDiT3D1o7hx8ipoJRrTUbXDI">Data and digital tools</a> can identify trends across borders, strengthen coordination, and improve early response. In Nepal, <a href="https://nepalitimes.com/editorial/internet-in-everything">digital targeting tools</a> have helped humanitarian responders fine-tune who needs what and where, even in remote or <a href="https://nepalitimes.com/news/civic-appeal-for-stability-and-governance">politically unstable settings</a>. For example, digital tools like Vulnerability Assessment Mapping and KOBO surveys were used after <a href="https://nepalitimes.com/news/reviewing-lessons-of-the-2015-nepal-earthquake">Nepal’s 2015 earthquake </a>to identify <a href="https://nepalitimes.com/multimedia/bungamati-builds-back">vulnerable households</a> in hard-to-reach areas of Sindhupalchok and Dolakha, helping responders deliver aid more accurately. These platforms ensure that responses are not only faster and more efficient but also cost-effective, avoiding duplication and ensuring that limited resources go where they are needed most. By collecting and analysing the right kind of data, including field reports, government updates, and third-party insights, the analysis through a <a href="https://nepalitimes.com/opinion/addressing-nepals-digital-divide">digital-first approach</a> can help shape a more inclusive, evidence-based response to disasters. The shift from ad hoc reaction to data-informed action allows us to save time, money, and lives. Ultimately, <a href="https://nepalitimes.com/here-now/yes-quakes-can-be-forecast">earthquakes will continue to strike</a>, but how we respond can and must change. Tools like DEEP and the use of cross-crisis digital analysis are essential for humanitarian professionals to make smarter decisions, faster. With <a href="https://nepalitimes.com/here-now/back-to-classroom-for-earthquake-preparedness">better preparedness </a>plans, integrated <a href="https://nepalitimes.com/multimedia/bhaktapur-2-0-d8m66qhb">community-level responses</a>, and real-time insights, we can transform how governments and aid agencies protect people in moments of crisis. Earthquakes reveal more than seismic cracks: they expose the weaknesses in our humanitarian systems. Katha Ghera’s ongoing theatre production वायुपङ्खी बफेलो (Bayupankhi Buffalo, Winged Buffalo) at<a href="https://nepalitimes.com/here-now/all-the-men-and-women-merely-players"> Kausi Theatre</a> begins with all the buffalos at a farm are granted semi-human qualities by a magical entity called ‘The Hand’. A young buffalo in the herd, named Aai like all of his fellow bovines, takes one look at the state of things around him with his newfound cognitive abilities and immediately decides that he has no prospects in Nepal. Written and directed by Kshitiz Parajuli, वायुपङ्खी बफेलो chronicles the misadventures of Aai as he sets out to make his <a href="https://nepalitimes.com/here-now/quake-survivors-migrate-for-work">dreams of migrating for a better life </a>into reality. He is helped in his quest by his supportive father, played by Rishikesh Basyal, and the other stage buffaloes in his life. The application process can be daunting, but the play does not take itself too seriously, presenting the <a href="https://nepalitimes.com/here-now/no-country-for-young-men-c89lgrrl">desperation of young Nepalis to migrate</a> through multiple comedic twists, fourth-wall breaks by the narrator, musical moments, and over-dramatised scenes. The fast pace play does not make the story feel out of place. When Aai finds himself short on money for citizenship and passport documents made, he robs a bank. When it is time to take an emigration language test, the only way Aai is able to speak English is via rap verse. When he tells his father that he does not wish to be lonely in his new life abroad, he arranges for Aai to marry a cow. The play stands out because despite its quixotic plot and arrangement, most Nepalis identify with the core theme of <a href="https://nepalitimes.com/opinion/the-truth-about-migration">migration</a>. And so is the process Aai has to follow to get his documents, his struggles to obtain citizenship presents a pointed message about what Nepalis go through to establish their <a href="https://nepalitimes.com/banner/nepal-is-turning-into-a-nation-of-hybrid-identities">national identity</a> with the language barriers along the way.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250509140548_1907cd2d7935e66571206e737b3207b462b27b4acdde996e17a20cc20cc7dbbd.jpg" data-media-id="editor_5" data-image-id="20250509140548_1907cd2d7935e66571206e737b3207b462b27b4acdde996e17a20cc20cc7dbbd" data-rendition-name="original" width="2048" height="1346" loading="lazy" alt="No country for bovines"> </figure>  That he resorts to crime for a chance to leave the country is reflective of people willing to let the end justify the means, evoking stories of countless Nepalis who take months-long journeys through dangerous back routes to attempt to get into countries like the US. The cast, along with the production’s costume and make-up department, deserve flowers. Nishan Khatri and Rishikesh Basyal in particular do a stellar job playing Aai and his father, imbuing their buffalo characters with humanity while maintaining their bovine body language and mannerisms. Upon release from jail, he returns home, seemingly having given up on his dreams to go abroad entirely, to find that his father is no longer at home. Neither Aai nor the audience is given answers as to where his father might have gone and why he left. And so Aai quietly goes back to being a buffalo, reminding us that while <a href="https://nepalitimes.com/opinion/guest-editorial/the-migration-myth">thousands leave Nepal</a> daily in search of a better life, the dreams of just as many, if not more, never take flight. At this sombre end, the audience is left wondering about the circumstances that have led to <a href="https://nepalitimes.com/here-now/nepal-s-hard-working-students-overseas">young Nepalis</a> believing the grass is really greener beyond our borders. No country for bovines

Bhuthan भुठान starts with Bishnu Bahadur KC played by <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/dhuwa-smoke-telefilm,2671">Hari Bansha Acharya</a> on a call, requesting to speak to the visa officer. By this point, he had <a href="https://nepalitimes.com/here-now/nepal-should-now-allow-visa-on-arrival">applied for a visa </a>to Bhutan 10 times, but was denied each time. KC was a <a href="https://nepalitimes.com/here-now/nepal-s-women-excel-in-sports-in-2024-z9ramyct">national football player </a>in Bhutan in 1988 before he and other Nepali-speaking Lhotsampa people were forced out of the country in the 1990s as part of the Druk regime’s ‘One Nation One People’ campaign. Over 100,000 Bhutanese Nepalis were forced out, driven across India and dumped in Nepal where they lived in seven<a href="https://nepalitimes.com/here-now/elderly-left-in-bhutan-refugee-camp"> refugee camps</a> supervised by the United Nations and other charities until they were resettled in the United States, Australia, New Zealand and some European countries starting in 2007. In the fictional movie with the satirical English title The World’s Happiest Man, KC has resettled in the state of Ohio in the US but wishes to visit his home country once before he dies. Between flashbacks, we learn KC has died without having fulfilled his wish. &nbsp; The drama then focuses on KC’s two families from two marriages as they debate whether to cremate him as per <a href="https://archive.nepalitimes.com/article/from-nepali-press/muslim-hindu,2996">Hindu rites </a>or give him a Christian burial. A mediator played by Hollywood actor Bruce Dern urges them to take a firm decision before it is too long.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250430140420_b398a08091b866da2b0b8f6c1e6e26781609749aba896bfd2c68a10a519295c3.jpg" data-media-id="editor_5" data-image-id="20250430140420_b398a08091b866da2b0b8f6c1e6e26781609749aba896bfd2c68a10a519295c3" data-rendition-name="original" width="945" height="945" loading="lazy" alt="Bhutan, the movie"> </figure>  There are drawn out scenes of KC being baptised and when he is confronted by his first wife from Darjeeling played by Anuradha Majumdar, he says he changed his religion in the hope that he will be <a href="https://nepalitimes.com/opinion/comment/bhutan-s-refugees-between-hope-and-despair">allowed back in Bhutan</a>.&nbsp; We find out KC has a second wife, a Christian Nepali played by Puja Chand. Dayahang Rai as the younger son doesn’t have much screen time to flex his acting chops. &nbsp; Acharya competently portrays a man that is equal parts haunted by the memories of and longing for his home country. KC’s pain and loss is acute when he is teaching football to Gungun but between mid-scene, he freezes, perhaps lost in memories of being in Bhutan’s national team. &nbsp; In another scene, KC recalls his mother singing a lullaby in Dzongkha. He also has a box filled with medals, photographs and a football which he deflates with a knife in a powerful depiction of his <a href="https://nepalitimes.com/here-now/searching-for-a-homeland-away-from-home?fb_comment_id=1506516030025634">complicated emotions about his homeland</a>. KC keeps checking his mailbox in the hopes that his <a href="https://archive.nepalitimes.com/news.php?id=4977">visa application</a> has been accepted. He says in Nepali: “If a tree that has already struck roots in one place is shifted to another, it will not survive.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250430140420_4a9c27410326489576c04dedf40016bda3825e8f9663317f54fbfec4cbda6d34.jpg" data-media-id="editor_9" data-image-id="20250430140420_4a9c27410326489576c04dedf40016bda3825e8f9663317f54fbfec4cbda6d34" data-rendition-name="original" width="1422" height="2048" loading="lazy" alt="Bhutan, the movie"> </figure>  Dern’s character says that the <a href="https://nepalitimes.com/opinion/comment/nepal-s-transitional-justice-and-the-west-s-recalibration">western world</a> has become “lonely in pursuit of happiness”, another reference to Bhutan’s obsession with its Gross National Happiness index. Scenes shift quickly throughout making the story difficult to follow at times. The use of symbolism is a trite overdone. Nonetheless, भुठान is a nuanced depiction of raw pain and agony of losing one’s homeland. But one cannot help but leave the theatre feeling deflated. KC dies without having visited <a href="https://nepalitimes.com/here-now/small-bhutan-dreams-big">Bhutan</a>, but perhaps he does in his afterlife. Bhaktapur is all about ritual, resistance, and remembrance. Now a <a href="https://nepalitimes.com/banner/nepals-new-generation-of-alternative-artists">new generation of artists</a> is exploring the city of devotees through art. Balkrishna Banmala was a child <a href="https://nepalitimes.com/review/deity-devotion-and-divine-dance">deity dancer</a> who performed sacred tantric rituals. But what many saw as divine honour for Banmala was a time stolen from his childhood. “On the surface, it looked beautiful to be honoured with offerings and prayers,” Banmala tells us. “But behind the masks and the barefoot dances, we were children denied a normal life. No school, no shoes, no time to play.” Banmala is now an artist and his canvases are part of the Chitra Katha exhibition at <a href="https://nepalitimes.com/review/amalgamation-of-nepali-art">Siddhartha Art Gallery</a>. His artwork blur the line between the sacred and the everyday: a masked deity riding a bicycle, a divine child licking an ice cream cone. Some of these images have sparked outrage in his own community. “When I first exhibited these works, community leaders saw them as betrayal,” adds Banmala. “Some even tore up my paintings. A police complaint was filed. But I believe art must speak the truth even when it is uncomfortable.” His <a href="https://nepalitimes.com/here-now/painting-a-painter">paintings</a> at Chitra Katha incorporate circular motifs inspired by the Navadurga Jatra where Banmala weaves cosmological cycles into his paintings, saying, “In the cycle of life: Brahma creates, Vishnu sustains, and Shiva destroys. I want them to have what I didn’t. My <a href="https://nepalitimes.com/banner/art-as-a-call-to-action">art is my protest</a>, my hope, and my prayer.” Altogether, 28 artists from <a href="https://nepalitimes.com/banner/clash-of-cultures-in-bhaktapur">Bhaktapur</a> are exhibiting their works at Siddhartha Art Gallery with everyday stories of the city in the form of paintings, drawings, ceramics, printmaking, light installations. Many works use local materials like terracotta, wood and cement, grounding their expressions both literally and metaphorically in Bhaktapur’s soil. Narayan Bohaju’s diptych Floating Hopes II offers a dreamlike view of <a href="https://archive.nepalitimes.com/news.php?id=15106">urban chaos</a>. Public vehicles float alongside lotus leaves. The visual texture almost resembles Studio Ghibli, and invites onlookers to romanticise even the most distressing reality, thereby offering some hope even in unexpected places. In Echoes of Childhood Community, Bohaju returns to Bhaktapur’s spiritual core. Rendered in oil, her scenes capture fleeting moments of men in dhaka topi, elders sipping tea, neighbours chatting at street corners. Her remarkable works showcase unremarkable everyday scenes. Reminiscing Memories by Srijan Ulak uses pen and ink to trace the fading outlines of <a href="https://archive.nepalitimes.com/news.php?id=19496">Bhaktapur’s architecture</a> and <a href="https://nepalitimes.com/here-now/building-homes-on-a-deadline">ancestral homes</a>. His detailed work speaks to nostalgia, and the slow erosion that came with <a href="https://nepalitimes.com/review/rice-fields-to-concrete-terraces">urbanisation and concrete</a>. For artist Anjila Manandhar, power comes from turning personal struggles into sacred strength. Her artwork often features skulls and divine figures but they represent her, she tells us. “The heads and skulls I draw are like those of Chamunda or Kali. But I gave that power to myself. I made myself the <a href="https://archive.nepalitimes.com/news.php?id=16471">goddess</a> strong, playful, and defiant. Anjila’s art moves fluidly between strength and fragility, empowering viewers. The exhibition also features Suraj Shilpakar, a master <a href="https://nepalitimes.com/review/in-with-the-old-in-with-the-new">woodcarver </a>deeply rooted in his family’s artisanal legacy. Woodcarving is his identity, and he strives to preserve the craft while constantly aiming to reinterpret it. Shilpakar explores modern themes through painting, printmaking, and ceramics. Between the sacred and everyday

Nepal’s Finance Minister Bishnu Poudel is a Red. And as Finance Minister in a coalition led by his Communist Party of Nepal (Unified Marxist-Leninist) he has the unenviable job of saving a country deep in the red.
Despite its impressive name, there is nothing even remotely ‘<a href="https://nepalitimes.com/here-now/forgotten-woman-who-sheltered-communist-activists?%2F">communist</a>’ about his party as Poudel works on the upcoming budget. He has warned repeatedly about a massive revenue shortfall with <a href="https://nepalitimes.com/news/till-debt-do-us-part">Nepal’s expenditure</a> now 25% higher than its income.&nbsp;
The government has already reduced subsidies to local governments due to lack of money, and plans to cut small-scale programs entirely in the budget. But such rollbacks do not even make a dent in reducing the deficit gap.&nbsp;
Revenue has been falling since <a href="https://nepalitimes.com/news/nepal-s-uneven-covid-19-deaths">Covid-19</a>, and never really recovered — even though in 2023/2024 revenue was a record high compared to the previous year. The fiscal year 2022/23 marked the first time in the last five decades that Nepal experienced a negative growth rate in revenue.
This year, collections rose to Rs919 billion by mid-May, a 11.5% increase over the previous year, but with only two months to go before the end of this fiscal year, the government has only collected 65% of the expected revenue.

Revenue mainly comes through VAT, customs, excise and income tax. A slowdown in imports and <a href="https://nepalitimes.com/news/poor-cash-rich-nepal?%2F">domestic economic activity </a>has led to a fall in collection. Domestic consumption has slowed as <a href="https://nepalitimes.com/here-now/no-country-for-young-men-c89lgrrl">young Nepalis migrate</a> overseas. There is also concern about<a href="https://nepalitimes.com/news/human-trafficking-patterns-changing-in-south-asia"> smuggling across the border</a>.&nbsp;
“Our revenue is not rising in proportion to<a href="https://nepalitimes.com/from-the-nepali-press/more-than-half-of-nepal-s-electricity-imported-from-india"> our imports</a>,” says Kewal Prasad Bhandari, former Secretary to the Government of Nepal. “This points to significant leakage at border checkpoints.”
Customs evasion has been rising since Covid-19, and non-compliance with custom duty regulations worsened during the 2022 elections. This prompted lawmakers to approve an amendment to Nepal’s Revenue Leakage Act 1995 that proposes the formation of a Central Revenue Leakage Control Committee under the coordination of the Finance Minister.&nbsp;

“Customs evasion has been out of control since 2022, with people blatantly flouting the laws,” says a former secretary who wished not to be named. “Customs fraud is widespread because there is little political will to hold those who break the law to account because of their political connections.” &nbsp;
The Finance Ministry is currently staffed by officials who have no experience and expertise in the sector. “It used to be called a ‘Super Ministry’ with capable financial administrators, but that is no longer the case,” adds the former secretary.&nbsp;
VAT fraud is also rampant with almost 28% of registered taxpayers failing to file annual turnover details to revenue offices. Another 24% of VAT-registered taxpayers who do file documents show zero VAT on transactions.

“We can generate up to Rs2 trillion in revenue if we make active efforts to monitor tax, VAT, and customs fraud,” says Min Bahadur Shrestha, former Vice President of the National Planning Commission.&nbsp;
With the implementation of the federal system, government expenditure has increased exceptionally in the form of grants administered by the central government for provinces and municipalities. Such grants are a significant part of current expenditure, which also includes social security and administrative spending.&nbsp;
Even as the number of <a href="https://nepalitimes.com/here-now/protecting-protected-areas-from-infrastructure?fbclid=IwAR1wK0MDFlFST_2EYb3f54LS4-fPt6rYfLG1DJ1JaQsU3w8-ezyXIxGOqzk">development and infrastructure</a> projects goes down, the size of the budget has increased every year, primarily due to the debt burden. Unable to raise enough revenue to cover expenditure, the government has borrowed extensively from within and outside the country, quadrupling its public debt over the last decade.&nbsp;
Nepal has now reached a point where it is borrowing more money to pay back what it has borrowed.
Current expenditure and debt servicing make up much of government spending, leaving little money for essential development. In the previous fiscal year, 67.6% of Nepal’s spending was current expenditure and 18.% on debt servicing, leaving only 13.6% for development projects.&nbsp;
Nepal’s public debt has exceeded Rs2.67 trillion as of mid-April, and forms 46.75 % of its GDP in comparison to 22.3% ten years ago. Officials have attributed Nepal's debt load to post-earthquake reconstruction, a bloated federal machinery, and the pandemic.
Nepal has to either significantly cut spending, or scale up <a href="https://nepalitimes.com/here-now/nepal-s-tax-system-widens-rich-poor-gap">revenue generation</a>. Min Bahadur Shrestha, says reducing expenditure is not the right policy for a country like Nepal, the focus should be on income generation.&nbsp;

Last year’s High-Level Tax Reform Advisory Committee led by former Finance Secretary Bidyadhar Mallik projected a revenue increase of up to Rs300 billion annually through reforms like tax hikes and reducing VAT exemptions.&nbsp;
The Economic Reform Commission under former Finance Secretary Rameshore Khanal this month was recommended new revenue-raising ideas, including a controversial inheritance tax on property and real estate transactions, which it suggested would also discourage people from accumulating large amounts of wealth. Critics say this will discourage saving and disrupt <a href="https://nepalitimes.com/here-now/nepals-only-growth-industry-private-sector-corruption">Nepal’s business environment</a>.&nbsp;
And then there is the <a href="https://nepalitimes.com/editorial/nepal-s-corruption-carousel">corruption</a>. Instead of holding those flouting tax laws to account, politicians pander to lobbyists and special interest groups. Defaulters and tax evaders get away, and cronies are appointed to leadership positions in regulatory bodies whose job it is to monitor tax evasion.&nbsp;

“The government’s credibility comes into question when it allows itself to be bribed into handing over leadership of regulatory bodies to middlemen,” says &nbsp;Shrestha. “A lot of money goes not towards our national coffers, but to line the pockets of a select few individuals.
Various committees have recommended economic austerity in order to minimise wasteful spending, including banning unnecessary travel, cutting down on the purchase of vehicles, furniture, and IT infrastructure, as well as closing and downsizing offices. None of this has been followed through.
Says former secretary Kewal Prasad Bhandari: “There is no other country in the world with such large-scale waste of government resources like ours, that is why we need stronger policies that make appropriate use of taxpayer money. Otherwise we will just go deeper into the red.”

Nepal in the red

In the week that<a href="https://nepalitimes.com/opinion/trump-s-first-month"> US President Donald Trump</a> visited Saudi Arabia to sign deals worth hundreds of billions of dollars, a rights group published its investigation of <a href="https://nepalitimes.com/news/die-first-get-paid-later?%2F">deaths of migrant workers</a> in the country.
They are dying in horrific yet preventable workplace accidents, says the report by the US-based <a href="https://www.hrw.org/">Human Rights Watch (HRW)</a>. They are killed in falls at construction sites, electrocution, and even decapitation.
HRW cites lack of effective government policies and procedures to determine the causes of migrant worker deaths. Procedures already exist, but Saudi authorities have failed to conduct thorough investigations in recurring incidents and not provided timely and adequate compensation to affected families.&nbsp;
Under Saudi law, employers with 50 or more workers are required to implement health and safety measures, conduct training, assess workplace risks, and ensure the provision of protective equipment and first aid.&nbsp;
However, HRW’s investigation shows that abuses and <a href="https://nepalitimes.com/multimedia/dirty-dangerous-difficult-and-dehydrating">dangerous working conditions </a>remain widespread. While illnesses from extreme heat are formally recognised as occupational diseases, protections against <a href="https://nepalitimes.com/news/gulf-workers-need-protection-from-heat">heat-related injuries and deaths</a> remain grossly insufficient.
Families often struggle to receive compensation, with the process described to be lengthy and burdensome.
Even as the Saudi government ramps up construction work for the 2034 <a href="https://nepalitimes.com/here-now/pay-qatars-world-cup-workers-dzwfshhw">World Cup </a>with FIFA handing it over the tournament, the <a href="https://nepalitimes.com/opinion/comment/labour-rights-legacy-of-the-fifa-world-cup">risks of occupational deaths and injuries </a>further increase with the mega projects raising fears that it could come at a severe human cost.
“The gruesome workplace accidents killing migrant workers in Saudi Arabia should be a huge red flag for businesses, football fans, and sports associations seeking to partner with FIFA on the 2034 Men’s World Cup and other Saudi giga-projects,” HRW’s Michael Page.

The group called on Saudi authorities, FIFA, and involved employers to <a href="https://nepalitimes.com/banner/world-cup-ending-without-migrant-relief">take urgent action</a>, stressing that all migrant worker deaths must be thoroughly investigated.
HRW’s research on the migrant worker deaths reveals that the vast majority have been officially attributed to ‘natural causes’.
In 2023 alone, 74% of the 1,420 Indian migrant worker deaths recorded by the Indian Embassy in Riyadh were labeled as such. ‘Natural causes’ were cited in 80% of the 887 Bangladeshi deaths during the first half of 2024, and in 68% of 870 recorded Nepali migrant worker deaths between 2019 and 2022.
In two cases, witnesses informed families that their coworkers had died as a result of <a href="https://nepalitimes.com/opinion/comment/nepal-health-workers-at-risk-of-workplace-hazards?fbclid=iwy2xjawdc2dxlehrua2flbqixmqabhsoxnve7qmhmdyhvy5kqfukx4enrffx-ckjgixuxohjwwdp9uucvrtpw-w_aem_aruewa8pwa5jy2zcatow35g8vj5qh1rrn_j8cgyjp6skbpxbrpooznox8mmhipvs1h5tuow2gwu3xcsgctbi6l-n">workplace accidents</a>. One was due to electrocution and the other in an elevator incident. Families were told they died in their sleep.
Witnesses also reported being forced to resume work immediately after witnessing coworkers die in workplace accidents. One worker, who removed his friend’s body following a machinery accident, returned to work the next day without any bereavement leave or psychological support.
Saudi Arabia’s General Organization for Social Insurance (<a href="https://www.gosi.gov.sa/GOSIOnline/About_Portal&amp;locale=en_US">GOSI</a>) provides mandatory coverage for work-related injuries and deaths, yet, HRW says there is a gap between policy and practice.
Even when deaths are officially classified as work-related, <a href="https://nepalitimes.com/here-now/in-the-minds-of-nepal-s-migrant-workers">migrant workers’</a> families often face prolonged delays and bureaucratic hurdles in accessing compensation.
Recounting the sudden death of her husband, one Nepali widow shared her experience: “I begged the company multiple times for insurance money. But they said it is not in their rules as they do not have a life insurance policy, just accidental insurance.” She suspects the investigation into her husband’s death was incomplete, but like many in her situation, she lacked the resources to challenge the company’s claims or travel to Saudi Arabia for clarity.
For many bereaved families, especially those from <a href="https://nepalitimes.com/editorial/south-asia-2040-qxr16oup">South Asia</a>, the burden of securing any form of redress often shifts to welfare programs run by their own governments.
These schemes, typically funded through <a href="https://publications.iom.int/system/files/pdf/social_protection.pdf">Migrant Welfare Funds</a>, offer limited relief and are frequently inaccessible to those without valid labor permits. The scope and generosity of such support also varies depending on the country of origin.

Migrants dying in Saudi FIFA worksites

The newly-formed Himalayan Art Council is set to launch Nepal’s National Art Protection Platform that seeks to preserve <a href="https://nepalitimes.com/banner/the-history-of-heritage">Nepal’s unique cultural heritage </a>using<a href="https://nepalitimes.com/here-now/artificial-censorship"> AI-powered tools</a>. The Council seeks to safeguard <a href="https://nepalitimes.com/banner/nepali-art-going-places">Nepali art works</a> from neglect, theft and counterfeiting as well as preserve existing artwork and celebrate living masters by giving them a cultural space to continue the <a href="https://nepalitimes.com/banner/sacred-survival">sacred art traditions</a>. "We are introducing a new digital platform designed to preserve, verify and elevate <a href="https://nepalitimes.com/banner/nepals-new-generation-of-alternative-artists">Nepal’s art for generations to come,</a>” says a statement from the Council, adding that the digital platform will use AI told for authentication and blockchain to keep track of works of art. Artists can now be protected by <a href="https://nepalitimes.com/multimedia/ayo-ai?fbclid=IwAR1uwmTVq4gUB70ljfRezjzukD9ArWXPuMnUikopeQ8PoiZMjicToPSwhKE&amp;=1">AI tools</a> that detect forgeries, identify their work even when unsigned, and ensure they receive proper recognition and credit. The archives will be searchable with translated inscription and interactive guides. Says curator Meena Lama: “AI and blockchains are tools that give us the power to detect fakes and identify unsigned paintings and track every piece. Digital protection for Nepal’s art

A state-of-the-art Conservation Center was inaugurated at <a href="https://nepalitimes.com/here-now/u-thant-kenzo-tange-and-the-buddhas-birthplace">the Lumbini Museum </a>officially on 11 May, a day before <a href="https://nepalitimes.com/news/buddha-jayanti">Buddha Jayanti</a>. Speaking at the launch, Minister for Culture, Tourism and Civil Aviation, Badri Pandey, emphasised that the Conservation Center will not only strengthen Nepal’s capacity in <a href="https://nepalitimes.com/here-now/an-archive-of-nepali-heritage">heritage conservation </a>and education but also pave the way for Nepal to emerge as a regional leader in the field.

Preserving Lumbini's past

This is the 67th episode of Diaspora Diaries, a Nepali Times series in collaboration with Migration Lab providing a platform to share experiences of living, working, and studying abroad. <h2>Alpana Adhikari, UK</h2> Back in Nepal, I had worked as a nurse for a decade, but I had my heart set to go overseas. My reason for <a href="https://nepalitimes.com/banner/migration-not-a-wish-but-necessity-for-nepalis">wanting to migrate</a>, however, was a bit different as it was for my son. He has a disability, and considering his situation from multiple perspectives—including <a href="https://nepalitimes.com/here-now/it-s-all-in-the-mind">societal attitudes</a>, the preparedness of schools, and the availability of facilities for individuals with his condition—Nepal did not feel safe for my baby.&nbsp; I had to migrate, no matter what, for his sake. The facilities here in the UK for children with his condition are significantly better, and I am glad he and my husband will join me in a few months.&nbsp; I was applying via private routes like everyone else when the Government to Government pilot program between Britain and Nepal was announced. The G2G scheme was unique as we were treated with dignity and valued for our skills: they covered costs for the <a href="https://nepalitimes.com/opinion/free-visa-free-ticket-policy-in-limbo">ticket and visa</a>, reimbursed us for exams we had taken and costs involved in the preparation and testing of the Objective Structured Clinical Examination were also covered.&nbsp; I started work in March last year, and currently am based in the respiratory ward of a hospital. I am enjoying my work a lot. In one year, I have received 26 WOW nominations which are notes of<a href="https://nepalitimes.com/here-now/the-healer-of-far-western-nepal"> appreciation from patients </a>we have served. ‘Alpana is one of the kindest nurses I have seen. These costs can go even as high as Rs3 million for work in caregiving or nursing homes. I am lucky not to have to pay anyone for my posting.&nbsp; But beyond costs, I think there is also a reputational advantage of coming through the government selection process at the hospital. Such programs need to be expanded more because <a href="https://nepalitimes.com/editorial/nepal-s-nurse-flight">nurses are migrating </a>anyway and it would save people a lot of unnecessary costs and hassles. I will always be protective about Nepal and am grateful for the experience I gained, but it is true that nurses lack dignity in the workplace back home. Nursing is laborious work and completing the education takes a fortune but the <a href="https://nepalitimes.com/here-now/nursing-grievances-against-the-state">pay for nurses in Nepal</a>, other than at a handful of hospitals, is unfairly low.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250511160540_2a483361070e6e65413cf3bcf3be7af0581044f85c3e6da25a66dc87042af9d9.jpg" data-media-id="editor_10" data-image-id="20250511160540_2a483361070e6e65413cf3bcf3be7af0581044f85c3e6da25a66dc87042af9d9" data-rendition-name="original" width="2048" height="1536" loading="lazy" alt="DD 67"> <figcaption>Alpana Adhikari while working as a nurse in Nepal.</figcaption> </figure>  It naturally makes nurses want to migrate. People often ask me what the difference in the UK and Nepal is. Work is similar but in terms of technology, there is less paperwork here as everything is digitised. Treatment is also more nurse-led and we have more say while making recommendations about medicine and discharging decisions which can be empowering. To be a good nurse, you have to have the passion for <a href="https://nepalitimes.com/news/step-by-step-for-rural-health-care-in-nepal">patient care</a>.&nbsp; Sometimes people tell me it is because my family has not yet joined me which has freed up my time to singularly focus on work, but I do not believe that is true. It is not just about the income. Sometimes after <a href="https://nepalitimes.com/here-now/you-must-be-having-so-much-fun-there?fbclid=IwZXh0bgNhZW0CMTEAAR0OsTusz4rvYDQLvB0bnwhlDvkS3zCQ-UvuoO5manWHC0LGI2c3XY7e6ZY_aem_hR-tZOp4xg1mINPJvwD7Nw">long hours at work</a> when it has been a particularly busy day, a phone message from my manager and colleagues appreciating me for a job well done can go a long way.&nbsp; Likewise, the WOW recommendations from my patients have boosted my confidence. One of my elderly patients who had a <a href="https://archive.nepalitimes.com/article/nation/stigma-and-silence-mental-health-nepal,3486">mental illness </a>and I bonded, and she felt comfortable enough to open up with me. She would then refer to me as her friend with everyone.&nbsp; It is little things like this that can make a big difference. Perhaps that is why my flat mate and colleagues often question why I don’t look tired even after a long shift. <h2>Binu Gurung, Japan</h2> It has been five-and-half years since I came to Japan under the Specified Skilled Workers (SSW) visa in the nursing category. I had previously come to Japan as a language student as well.&nbsp; I grew up in Ghandruk and had just started my Bachelor’s course when a friend suggested we try<a href="https://nepalitimes.com/business/nepalis-in-japan"> to go to Japan </a>so I just followed the trend and stayed here for three years as a student.&nbsp; Two years after returning to Nepal, I re-migrated to Japan under the SSW scheme which was at its early stages and only open to nursing initially.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250511160536_305bb5cb5095da6148911dae8b07356ece5b292148e6c8e57a39fd31d811624b.jpg" data-media-id="editor_17" data-image-id="20250511160536_305bb5cb5095da6148911dae8b07356ece5b292148e6c8e57a39fd31d811624b" data-rendition-name="original" width="720" height="960" loading="lazy" alt="DD 67"> <figcaption>Binu Gurung on arrival in Japan to work as a nurse three years ago.</figcaption> </figure>  I take care of the elderly Japanese who are mostly above 80 years of age, a few even above 100. I try not to get too attached to patients but it is of course not always easy because of the nature of the job and patients we serve.&nbsp; Patients dying of age is common as it is not a care facility where patients recover to return to their homes. Just recently, an elderly lady who had been here from the day I joined 5.5 years ago passed.&nbsp; These leave you a bit खिन्न and emotionally drained. Most are <a href="https://archive.nepalitimes.com/article/nation/dementia-brings-new-problem-that-families-have-little%20knowledge-of,2151">dementia patients</a> who do not &nbsp;even recognise their family members. That is why some nurses who come to Japan because they want to just<a href="https://nepalitimes.com/banner/making-overseas-migration-better"> migrate overseas </a>at any cost without considering the kind of employment realise that caregiving might not be for them.&nbsp; You have to be mentally, physically and emotionally prepared for it. If you are short-tempered by nature, for example, it may not be the best fit. However, for those who are genuinely interested in care work like I am, there are many growth opportunities in nursing which are also financially rewarding.&nbsp; While working under the SSW visa, I was able to take training classes on the side and passed the national exam for nursing. I was then able to change my visa from SSW to nursing caregiver visa. My son joined my husband and I recently in Japan and has started school.

Nepali nurses caring for the world

Most Nepalis thought they had seen the last of it after <a href="https://nepalitimes.com/news/11-56-25-april-2015-wkc9q2an">the 25 April 7.8 magnitude </a>earthquake ten years ago. But the Himalaya had more surprises in store. On 12 May, another 7.3 magnitude tremor that some said was an aftershock, but was strong enough to itself be a major earthquake, struck Dolakha.&nbsp; Not many people had heard of Singati till then — a cluster of houses by the Tama Kosi River along a narrow gorge that is the roadhead to Rolwaling Valley.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d.jpg" data-media-id="editor_1" data-image-id="20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e.jpg" data-media-id="editor_2" data-image-id="20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  It was here that dozens were killed on 25 April in the first earthquake. Hundreds of <a href="https://archive.nepalitimes.com/article/nation/Singati-rising-from-rubble-rebuilding,3703">Singati survivors</a> had lined up for food and relief supplies in the morning of 12 May when the second earthquake triggered a rock slide that buried a nearby camp. At least 50 people were killed. &nbsp; Three hours later, a US Marine Corps UH-1Y Venom helicopter landed in a nearby cornfield to pick up the wounded, and flew off. The aircraft lost contact with air traffic control in Kathmandu and its wreckage was located high on Kalinchok four days later. Six American servicemen, two Nepal Army soldiers, and five wounded civilians from Singati were killed. Today, Singati bears little physical scar of the multiple tragedies that struck the town ten years ago. Most <a href="https://nepalitimes.com/multimedia/bungamati-builds-back">houses have been rebuilt</a> as urban-style concrete structures, and Singati has become an economic hub on the road leading up to several hydropower plants and a<a href="https://nepalitimes.com/banner/off-the-beaten-trek-in-nepal"> popular trekking destination</a>.&nbsp; The town looks less like a village and more like a suburb of the Dolakha district headquarter of Charikot, 47km away.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2.jpg" data-media-id="editor_6" data-image-id="20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e.jpg" data-media-id="editor_7" data-image-id="20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  “The demand for construction material, cement, iron rods and bricks peaked after the earthquakes,” says Suresh Khadka, who owns a hardware business here and now supplies material to the 456MW Upper Tama Kosi hydropower project that is undergoing repairs after it was damaged by a landslide last year. The demand for cement boomed since most residents believe, not necessarily correctly, that <a href="https://nepalitimes.com/banner/in-a-disastrous-state">cement houses are safer</a>. The <a href="https://archive.nepalitimes.com/article/nation/Singati,3091">12 May 2015 earthquake </a>could have led to the collapse of Nepal’s largest glacial lake, <a href="https://nepalitimes.com/here-now/stairway-to-heaven">Tso Rolpa</a>, upstream. Due to global warming, the glacier has turned into an expanding lake 3.5km long, and its collapse would have unleashed a catastrophic Himalayan tsunami down the Tama Kosi Valley, with Singati directly in its path. Singati has literally risen from the ashes of 2015, with its residents beginning to recover from the trauma and financial toll. But it is not out of danger as <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>magnifies the risk from future earthquakes.

Climate magnifies earthquake risk in Nepal village

The streets of Patan are alive this month with lavender jacaranda trees under rain-washed skies as <a href="https://nepalitimes.com/banner/the-red-god-rises-again-in-patan">the chariot of Rato Matsyendranath</a> is pulled across town. This is the festival of the rain god, and inevitably the heavens opened up and pre-monsoon showers pelted the chariot as it started being pulled in Pulchok last week. Thousands of devotees, onlookers and the chariot procession organisers thronged the streets on the first day last week. The rhythmic cymbals and drums exuded a vibrant energy as the enormous four wheels turned and the chariot lurched.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688.jpg" data-media-id="editor_1" data-image-id="2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  The<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Red-rain-god,3141"> red rain god</a> has Hindu and Buddhist antecedents, alternatively called Bungadya and<a href="https://nepalitimes.com/here-now/kathmandu-s-gravity-defying-chariot-festival"> Karunamaya</a> — reflecting Kathmandu Valley’s syncretic mixture of the two religions.&nbsp; “Bungadya is a profoundly <a href="https://nepalitimes.com/opinion/12-full-opinion/marketing-the-intangible">intangible form of heritage</a>,” explains heritage expert Monalisa Maharjan. “It embodies traditional knowledge,<a href="https://nepalitimes.com/multimedia/reviving-nepal-s-craft"> artisanal skills passed down through generations</a>. Local communities and specific families have specified roles in being custodians of the heritage, ensuring their survival over the centuries.” There are many legends and stories about this annual tradition. Lichhavi king Narendra Dev is supposed to have brought Rato Matsyendranath from Assam to Kathmandu Valley to convince Guru Gorakhnath to lift a spell that created a two-year drought in Kathmandu.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a.jpg" data-media-id="editor_6" data-image-id="20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a" data-rendition-name="original" width="1503" height="1000" loading="lazy" alt="Divine chariot"> </figure>  Matsyendranath was Gorakhnath’s mentor, and upon seeing him, the serpents were released, unleashing the rains. The chariot festival honours the return of this life-giving rain. The deity is seen as an icon for thriving agriculture, t<a href="https://nepalitimes.com/here-now/before-the-next-monsoon">he arrival of monsoon</a> showers, and the welfare of the community. Patan does not sleep for a month as the chariot is pulled through various neighbourhoods. It unfolds at a state level with the president (formerly the king) attending the climax of the Bhoto Jatra in Jawalakhel later this month.&nbsp; The intergenerational transmission of tradition is unique in the world, and the reason the festival is one of the most vibrant cultural expressions that thrives despite inroads of modernity. The other unique aspect is that it is a transnational festival, binding Patan with Guwahati in the Indian state of Assam.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a.jpg" data-media-id="editor_9" data-image-id="2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  “Unlike Nepal, where the deity commands grandeur and devotion, many in Assam are unaware of Rato Matsyendranath,” says Khagen Sharma of Gauhati University, which convened <a href="https://nepalitimes.com/news/nepal-assam-connection-revived">a symposium in February in Guwahati on the rain god</a>. Attending was a delegation led by Lalitpur Mayor Chiribabu Maharjan, organisers of the festival, and builders of the chariot. After the symposium, a committee was formed to explore and revive the tradition in Assam as well. Although the team had planned to visit Nepal this month, logistical challenges delayed the trip. Still, there are plans to build a Guru Matsyendranath statue in Assam to reestablish regular worship practices in the Guwahati shrine.&nbsp; The vines used to build the chariot in Patan are sourced from the jungles of Assam. But Sharma notes that in recent years unclear regulations have blocked the official import of the vines, although they are still brought to Nepal informally. The <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/makers-of-machhindranath,2204">chariot making</a> has also had a taste of modernisation in recent times. In the past, even a single nail or piece of steel was avoided. But over time, the wooden structure, particularly the shaft between the wheels, has been replaced with bronze. When that too proved unstable, metal clamps were introduced, which have become a pragmatic compromise.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93.jpg" data-media-id="editor_12" data-image-id="20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93" data-rendition-name="original" width="1500" height="998" loading="lazy" alt="Divine chariot"> </figure>  Another welcome change is the focus on safety. Builders climbing the chariot’s tower now wear harnesses and there are efforts in crowd control. The most visible change in recent years has been the involvement of Patan’s enthusiastic youth in the festival — the tradition is now passing to a new generation. Says Matsyendranath expert Vidhu Kayastha: “There is more energy, the young people in red t-shirts this year were very organised, these modern touches aren’t diluting our culture, they’re keeping it alive in new forms.” He adds, “We are <a href="https://nepalitimes.com/here-now/searching-for-a-homeland-away-from-home">reconnecting with our roots</a>, we have more resources, more awareness than ever before. We must not be swept away by western values that may not serve us, and in some ways, cause more harm than good. We must revive our own culture.”&nbsp;

Divine chariot

The discourse around <a href="https://nepalitimes.com/editorial/nepal-s-corruption-carousel">corruption in Nepal</a> is mainly about politicians and bureaucrats accepting bribes and kickbacks. The private sector usually does not get as much blame.
But the prevalent <a href="https://nepalitimes.com/here-now/nepal-s-crony-communism-exposed">climate of cronyism</a> in Nepal means that the politicians and businesses are often hand in glove. The private sector is generally considered to be in favour of free market competition to encourage <a href="https://nepalitimes.com/here-now/nepal-has-to-curb-corruption-before-wooing-investors">investment</a> and innovation so that wealth is generated.
But insider trading, cartelling, and conflict of interest have become a given in Nepal’s private sector, and it all happens with the blessings of the government. In fact, <a href="https://nepalitimes.com/news/the-business-of-politics-in-nepal">tycoons have become legislators and politicians have become businessmen</a>.
“Such collusion kills the free market, and does not allow entrepreneurship and innovation to flourish,” says Kush Kumar Joshi, former president of the Federation of Nepal Chamber of Commerce and Industries (FNCCI).
An example of this is the Dangote Group of Nigeria, which was planning for a cement factory in Nepal. A Dangote executive told us that Nepal’s cement cartel got the government to sabotage their plans.&nbsp;
Earlier, the same cartel tried to do the same thing to the Chinese companies Hongxi and Huaxin, arguing that Nepal’s cement industry was capable of meeting domestic demand and did not require foreign investment. Ultimately, Hongxi partnered with Nepal’s Shivam and Huaxin with former FNCCI president Suraj Vaidya.
In 2019, industrialists successfully lobbied lawmakers to prevent foreign investment in agriculture by amending the Foreign Investment and Technology Transfer Act. Two years later,<a href="https://nepalitimes.com/news/aid-rarely-aids-agriculture-in-nepal"> foreign investment in agriculture</a> was opened, but only if 75% of the products were exported.
There is a long history of local lobbyists obstructing the entry of multinationals, like J Walter Thompson advertising agency and the international shipping company Maersk. Microbreweries, which can be operated by restaurants, have been prohibited at the behest of larger beer companies. The <a href="https://archive.nepalitimes.com/news.php?id=1292">private dairy sector </a>opposed the government-owned Dairy Development Corporation when it tried to begin production in Pokhara a decade ago.
“The<a href="https://nepalitimes.com/news/business-as-unusual?fbclid=IwAR3qEnUrVu9pRhZU669FR1F4zF95uPJKBpbQbq-q1Bm26p7OMVw-8JBP7FU"> business sector</a> is a reflection of Nepali society and government which do not care about <a href="https://archive.nepalitimes.com/news.php?id=6725">ethical business practices</a>,” says former CNI president Hari Bhakta Sharma. “The environment is not conducive to the few businessmen who are honest.”
Lobbying by businesses is not unusual in a democracy, but its basic character should be for the collective good, not individual greed.
“This kind of profit-over-everything mindset is fatal for businesses. Entrepreneurs must prioritise social, worker, and customer welfare,” adds Sharma.
Industrialists have actively lobbied for the removal of policies that prevent loan misuse and require bank loans in specific areas. They have partially reversed such directives.
Until the economic slowdown, Nepal’s fastest growing industry was construction. But even there, cement and steel rod manufacturers colluded by price-fixing. Banker Parshuram Kunwar Chhetri says Nepal’s corporates just do not believe in free market principles, adding: “Their ideas go against competition benefiting consumers. It is all about price fixing, cartels and monopolies.”

Ideologically, Nepal’s Communist parties are supposed to be against the neoliberal free market, globalisation and the ‘imperialism’ of international financial institutions like the World Bank and the IMF. But cronyism is rife there, too.
Two years ago, the FNCCI and the Confederation of Nepalese Industries (CNI) accused the IMF of interfering in Nepal's domestic economic policy after the Fund demanded economic reforms as conditions for its Extended Credit Facility.
Says economic analyst Sujeev Shakya: “How can we expect an honest and ethical business sector when we as a society tend to laud those who earn money through illicit and corrupt means rather than lament their <a href="https://archive.nepalitimes.com/article/editorial/Editorial-moral,667">moral bankruptcy</a>?”
In October 2012, the Chaudhary Group’s CG Electronics warehouse in Kathmandu caught fire. A surveyor certified that the company had suffered Rs580 million damage, which was paid out by United Insurance Company.
The Commission for the Investigation of Abuse of Authority (CIAA) directed the Nepal Insurance Authority to investigate suspected insurance fraud, and found that the fire damage was actually Rs340 million.
The Patan High Court ordered Chaudhary Group to return the excess amount, a decision the company challenged in the Supreme Court. But in March, the apex court also found the Chaudhary Group guilty of insurance fraud.
Chaudhary Group's Binod Chaudhary, Nepal's only known dollar billionaire, is a Nepali Congress central committee member and MP, former president of FNCCI and founder of the CNI.
Then last February, the Central Investigation Bureau questioned Binod Chaudhary and arrested his brother Arun Chaudhary of CG Holdings over their alleged involvement in the illegal acquisition of the state-run shoe factory, following an investigative report by Ukaalo Online.
In 2021, Chaudhary and his family’s offshore business dealings landed them <a href="https://nepalitimes.com/here-now/nepal-s-richest-man-in-the-pandora-papers">in the Pandora Papers list</a> by the International Consortium of Investigative Journalists (ICIJ) for hidden assets in Panama.
Says Krishna Khanal, assistant professor of business ethics at King’s College: “Cronyism, political collusion, and anti-competitive cartelling are routine in the private sector. There is no other objective than to make money at any cost.”
Conflict of interest is rife in Nepal’s share market. In 2023, Ghorahi Cement owned by Triveni Group issued primary shares at a premium price. There is also evidence that a river was diverted for the construction of its business tycoon Upendra Mahato’s Mediciti Hospital. Bhatbhateni owner Min Bahadur Gurung is also involved in Lalita Niwas land grab scam in Baluwatar.
Meanwhile, Shankar Group Vice President Sulabh Agrawal, former honorary consul of Kyrgyzstan, was arrested by the police during the <a href="https://nepalitimes.com/news/nepal-s-uneven-covid-19-deaths">Covid-19 pandemic </a>after he was found selling 67 infrared thermometers from a vehicle with diplomatic credentials. He was later acquitted by the court for price-gouging.
Nepal’s most influential corporates were accused of evading billions in VAT by forcing invoices. Freedom Forum invoked the Right to Information to collect evidence of the involvement of CG Foods, Him Electronics of Shekhar Golchha, Morang Auto Works of Bishnu Agarwal, Sulabh Agarwal’s Jagdamba Steels, United Builders of Shakuntalal Hirachan, United Traders of Anuj Agarwal, and Min Bahadur Gurung’s Bhatbhateni Supermarket.
Most of these businessmen have held leadership positions in the FNCCI. Former FNCCI presidents Shekhar Golchha, Pashupati Murarka and Pradeep Jung Pandey, along with members of the federation's governing council Birendra Kumar Shanghai, Shashikant Agrawal, and others all have unpaid dues of Rs22 billion to Nepal Electricity Authority.&nbsp;
Former FNCCI president Chandiraj Dhakal was blacklisted by the Credit Information Bureau Nepal for non-payment of bank loans.
He had previously obtained permission to use 36 hectares of government forest land in Chandragiri for 40 years without competition, and had received an exemption to build a ropeway there. The 54th report of the Auditor General, stating that Nepal had suffered as a result of these decisions, had suggested that the state be investigated for leasing land at low rates allowing large revenue exemptions.
Another ex-FNCCI president Pradeep Jung Pandey was sentenced to prison in 2014 following a corruption case spanning three decades. Former FNCCI treasurer Gyanendra Lal Pradhan is currently facing charges of <a href="https://nepalitimes.com/news/black-white-and-grey">money laundering </a>through insider trading.&nbsp;
Former FNCCI president Pashupati Murarka was acquitted by the special court in a corruption case, but it is still pending in the Supreme Court. His cement company was found to have exploited the environment by over-mining limestone at various times.&nbsp;
His Siddhartha Minerals was also found to have encroached forests in Palpa, following which the District Forest Office registered a criminal case against him and co-investor Manoj Kedia. Arrest warrants were issued for six people, including Murarka and Kedia, but Muraka was released on bail, while Kedia is on the run.
Current FNCCI president Chandra Prasad Dhakal during his tenure as a member of the Securities Board of Nepal (SEBON) was accused of conflict of interest in being a regulator in the sale of shares in a company that his family had invested in.&nbsp;
Dhakal is the chair of the IME Group, which owns banks, insurance, remittance companies, several cable cars and hotels, and has been embroiled in numerous ropeway-related controversies — most recently for allegedly using political connections to suppress local opposition to a<a href="https://nepalitimes.com/editorial/progress-and-or-preservation"> cable car project in Pathibhara</a>.
Another example of fraud committed in collusion with political leadership is Himalayan Reinsurance, the investors of which include prominent businessmen who have led FNCCI and CNI in the past, including Shekhar Golchha, Pashupati Murarka, Bhawani Rana, Rajesh Kumar Agrawa, Rohit Gupta, Amit Mor, Satish Mor, Shashikant Agrawal, and Sulabh Agrawal.
During <a href="https://nepalitimes.com/here-now/lessons-not-learned-from-the-pandemic">the Covid-19 pandemic</a>, the Nepal Insurance Authority requested approval for a reinsurance company through an emergency notice, even though such a government-operated company already existed. But Himalayan Re-insurance was granted permission without any explanation as to why another reinsurance company was needed, or how it was selected out of the five companies that submitted proposals.
It was found that the Securities Registration and Issue Regulation was amended to allow this company to issue shares at a premium price, allowing the shares priced at Rs100 to be sold for Rs206. Himalayan Re-insurance raised Rs6 billion. The Companies Act stipulates that primary shares can be issued at a premium price only after three years of operation, a criteria Himalayan Re-insurance did not fulfil.
Open competition, consumer protection, worker welfare, environmental consciousness, anti-corruption, and tax responsibility are the foundations of a country’s healthy business world. But most captains of Nepal’s industry themselves do not uphold those principles.
The business community here is instead actively engaged in lobbying and colluding with the political leadership, and forcing the appointment of their candidates to lead various regulatory bodies.&nbsp;
“While the <a href="https://nepalitimes.com/multimedia/reviving-nepal-s-craft">new generation of entrepreneurs</a> operating in sectors linked to external markets such as IT seem sensitive to and compliant with professional codes, ethics, professionalism, and honesty are sorely lacking in Nepal’s business sector in general,” says Rameshore Khanal, former Secretary of the Ministry of Finance.
He adds: “Even those following ethical practices have been forced to seek political favours for fear of being left behind. There will thus be<a href="https://nepalitimes.com/banner/it-does-not-pay-to-have-integrity"> no integrity in the private sector </a>until there is honesty in politics.”
Following the publication of this report in Himalkhabar, a Supreme Court judge on the condition of anonymity said: “Businessmen do not adhere to the principles of judicial independence, <a href="https://nepalitimes.com/opinion/federalism-rule-of-law-and-the-judiciary">rule of law </a>and <a href="https://archive.nepalitimes.com/article/editorial/government-to-governance-editorial,4200">good governance</a>. They use intermediaries and political connections to approach judges and win cases. Meanwhile, nobody raises these issues in public.” &nbsp;

One hundred days after king Gyanendra’s 1 February 2005 coup, and two weeks after its consequent state of emergency was lifted, Nepal’s international relationships were beginning to get back on track. India resumed military assistance to Nepal, while British and American envoys flew to Kathmandu for talks with Nepali officials.

The Indian U-turn was more surprising and seems to have shocked the parties. In what amounts to a sharp rebuke to Girija Prasad Koirala, New Delhi decided to re-open the military pipeline barely a day after the leader of the seven party alliance made a public plea to Nepal's international friends not to do so in an interview to the BBC Hindi service.&nbsp;
The national economy is hurting from the fall of remittances from India, the country from which we import all our essential items. To make matters worse, tourist arrivals from India fell by 33 percent compared to last year.
