An excerpt of a conversation between an anthropologist and linguist Mark Turin, PhD and Lava Deo Awasthi, PhD, the first Chairperson of the Language Commission of Nepal. Nepali Times: What is the role of Nepal’s Language Commission and when was it formed? Lava Deo Awasthi: The Constitution of Nepal (2015) created a Language Commission (LC) with the following four core mandates: (a) to develop eligibility criteria for gaining status as an official language and offer recommendations to the Government of Nepal about the official language(s) in each province; (b) to offer recommendations to the Government about measures to be taken for the conservation, promotion, and development of languages; (c) to suggest possible ways of using mother tongues in education by assessing their stage of development; and, (d) to conduct studies, carry out research and perform monitoring functions about the response to the constitutional provisions for the federalisation of languages in Nepal. The Commission was founded in 2016 and I was appointed as the Chairperson of the Commission in September of the same year by the Cabinet of Ministers. What in your own professional and educational background helped to prepare you for the role? I have worked with the Government of Nepal for about 30 years, alongside holding teaching appointments at universities in Nepal. Prior to assuming the role of the Chairperson of the Commission, I served as permanent Secretary to the Government of Nepal and worked as the Chief Administrator of the Central Development Region. I was appointed as Director General of the Department of Education and completed my assignments as Joint Secretary at the Planning, Monitoring and Educational Administration Divisions of the Ministry of Education.&nbsp; In addition, I have taught courses as a visiting professor at Tribhuvan University and Kathmandu University for more than three decades. Later, I also started supervising MPhil and PhD students at the Far Western University in Mahendranagar, Kanchanpur. My PhD project from the Danish University of Education was dedicated to making sense of Nepal’s social construct and commitment to multilingualism, exploring the persistence of monolingual school practices in the face of constitutional promises and state commitments to multilingualism. I conducted a survey of Nepal’s languages and carried out a qualitative study of the Tharu language in the district of Bardia. I analysed language policy statements and explored classroom pedagogies in schools. I documented how teachers showed a tendency to resist change and maintain the status quo because they were not consulted when new educational language policies were introduced. Teachers also exhibited a deeply-held adherence to the Gurukul education system which appears to have been harnessed as a way to resist newer pedagogical ideologies imported from the West. Recognising how engrained these rich traditions of knowledge transmission are, I wanted to know how students’ engagement in the learning process appeared to have dwindled, creating a gap between children’s home languages and the language(s) of the school. Whilst statutory provisions for education in the mother tongue were oriented towards promotion, classroom pedagogies remained resolutely monolingual and exclusionary. The result was that multilingual education policies that had been introduced in Nepal did not result in meaningful changes in classroom practices. My research was also a reflection of childhood traumas I had experienced at the earliest stage of formal education. My home language, Baitadeli, has a strong oral tradition and no written literature. English is my fifth language in terms of exposure and competence, and my home district of Baitadi is well-known for its loyalty to the local language. I had to drop out of school after completing my sixth grade. Staying at home, I received much attention from my family and had much greater exposure to my native language, culture and environment. My overall impression is that dropping out of school had a surprisingly positive impact on my life. The opportunity offered a surprising dividend for me as I gained mastery in my mother tongue and received extensive exposure to folk literature and Indigenous knowledge and survival skills, cultivating my interest in language, culture, literature and local cosmologies.&nbsp; Now that I reflect on it, I appreciate how language has always played a key role in my life. I grew up in a multilingual environment: brought up with Baitadeli, Hindi, Sanskrit, Nepali and English. Language played a major part in my decision to leave school and my later success is closely linked to my competence in several languages. It was rewarding to be at home with my family as I deepened my understanding of native language and culture, which in turn helped me to harness and refine my art of living. Languages matter so much to me because they are both software and hardware. Later, when I was in secondary school, I realised that my command of my home language contributed significantly to enhancing my Nepali and English. My first strategic goal was to create an environment conducive to implementing the provisions of the Constitution of Nepal in relation to language. My priority was to prepare a detailed action plan for my six-year tenure in consultation with language stakeholders, including language experts, professionals, activists, Indigenous community members and representatives of relevant national and local-level institutions. The Commission formed a body of high-level advisors to ensure that the Chairperson’s work was well-informed and credible. The advisors to the committee had highly visible professional and social reputations in Nepal and had much experience in the field of language conservation, promotion, research and development. Another strategy we adopted was to establish close institutional linkages with federal, provincial, and local level governments for collecting opinions and disseminating information widely.&nbsp; What critical issues did you have to consider while discharging your duty? When Nepal’s new Constitution was drafted, a number of concerns could not be adequately addressed. These related to the conservation of languages, the recognition of official languages at the provincial level, and the use of mother tongues at federal, provincial, and local levels. These unresolved issues and matters pertaining to the federalizsation of Nepal’s languages were passed on to the Language Commission to address and resolve.&nbsp; Regarding the recommendations for official languages, a five-year timeline had been set by the Constitution. With great effort, we succeeded in having all provinces agree to recognise their official languages as per the recommendations of the Commission.&nbsp; What were your greatest achievements during your term? One of the greatest achievements was that we succeeded in setting a language agenda at all levels. Nepal’s language communities and other stakeholders expressed the view that this was the first time their languages were recognised and their voices heard by the state. People participated in debates and discussed issues relating to language that in all likelihood had never before happened in their lifetimes, at least not in ways that were supported by the state. We encouraged people to speak in their own language(s) and provided translators during plenary sessions and group discussions. Another major achievement was developing criteria for the status planning of languages at federal, provincial, and local levels, and to recommend 11 province-level official languages, in addition to the Nepali language. Similarly, a notable achievement was recognising Indigenous languages spoken by smaller communities, all of whom faced ongoing marginalisation and high levels of endangerment. The Commission identified 9 new languages that had not been reported in the 2011 census, and provided a framework for recognising official languages within a municipality. The commission emphasised the need for documentation and digitisation of languages for developing corpora and archives at national and sub-national levels.&nbsp; Languages of historical importance as well as classical languages were given recognition for their protection, growth, and development. Recommendations were made for the conservation, promotion and development of Nepal’s marginalised languages that are threatened by majority languages and for those languages that hold particular power at local and global levels. Recommendations were also made for how best to safeguard Nepal’s languages from the ever-growing spread of English and other powerful, globalising languages.&nbsp; A further important aspect of the Commission’s work was to emphasise mother tongue medium instruction in schools across the nation. Recognising the role of language in children’s cognitive, socio-emotional and academic development, the Commission suggested strategies for linking schools with ward-level language clusters for use in the classroom. The importance of nurturing and respecting a child’s first language was reiterated in the Commission’s recommendations for children’s learning and all-round development. By the end of my term, a remarkable change could be observed in terms of building trust within and across Nepal’s diverse language communities. A network of language groups and stakeholders across the country proved to be a powerful way of bringing all language communities under one roof for a collective review of and response to the process of federalising language policy. The many language stakeholders across Nepal appreciated the opportunity to work within a coordinated framework, and—feeling empowered by this—seemed genuinely enthusiastic about the initiatives taken by the Commission.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab.jpg" data-media-id="editor_1" data-image-id="2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Dr Lava Deo Awasthi NT"> </figure>  What were the most significant challenges for you as Chairperson? One of the major challenges was winning people’s trust in advocating for the mission of the Language Commission. I faced considerable resistance as I sought to emphasise the use of native languages in families and communities. While the Commission advocated for multilingualism and promoted linguistic diversity, the prevailing policy circles and central level institutions had been deeply influenced by a one-language discourse and ideology of Nepali only. The spread of English also poses a huge threat to Nepal’s languages. However, people in power do not seem to see this as a problem. They tend to abandon their own languages in preference for English. The way that Nepal’s municipalities are increasingly introducing English as a medium of instruction at the earliest stage of a child’s school-based education has proven to be detrimental to their cognitive development, socio-emotional wellbeing and academic success. Most of Nepal’s elites have been heavily influenced by the spread of English and remain unaware about its impact on their home languages as well as on the inter-generational transmission of Indigenous languages in the country. I wish that we could have produced more compelling evidence to show the consequences of making poor policy choices for our children’s education. Demystification calls for a collective response. To make change happen across this entire, complex and federalising country was daunting work and left like a race against time. I feel that I could have done more to offer concrete examples in favour of using the mother tongue as a medium of children’s education at the earliest stages of a child’s education. What do you see the Language Commission achieving in the next 5-10 years? The Language Commission will have to ensure that all of its key recommendations are implemented at all levels of government. In 10 years’ time, all seven of Nepal’s provinces will have their official languages in place. These languages will also be recognised as languages of federal business, alongside Nepali. I anticipate that all official languages in the federal and provincial systems will have a national portal for inter-language corpora using machine translation to fulfil their federal, provincial and local level language functions, and that all languages spoken in Nepal will be represented through a digital database in the national archive. The Office of Statistics will monitor the status of Nepal’s languages over time. By the end of the next decade, each municipality in the country will have recognised one or two official languages at the local level, based on speech populations. Other local languages will have received community-level legal recognition and official status to fulfil their functional roles. Languages that are highly endangered or at risk will be entitled to receive state grants for enhancing local level capabilities to encourage families and young learners to speak the language. Incentive schemes will be introduced in municipalities that promote language within the family and at home. Inter-generational transmission of languages will have received welcome and timely attention across Nepal. It is my hope that all schools—public and private—will have introduced mother tongue medium instruction at the earliest stage of school education, at least up to class five. Nepali, English and other national as well as classical and foreign languages will be taught as subjects. The existing policy of English medium education at the early stage of education will be abolished. The Government of Nepal will be held accountable if the number of speakers of any language decreases or if local communities face language loss and greater endangerment. Under the aegis of the Language Commission, a Centre for Language Research and Innovation will be created with world-class facilities for language documentation and archiving in collaboration with Tribhuvan University’s Central Department of Linguistics and other relevant institutions. Harnessing the vastness of Nepal’s linguistic diversity, the Language Commission will morph into a centre of excellence for national and international communities to engage in collaborative language research, to share experiences and document best practices at in service of global linguistic diversity and Nepal’s many Indigenous languages.

Beijing is in the news in Nepal because of Prime Minister K P Oli’s forthcoming visit to China next week. But this year also marks nearly 30 years since 189 countries signed the Beijing Declaration and Platform for Action to advance <a href="https://nepalitimes.com/editorial/quality-of-equality-for-women">equality for women</a>. Next March in New York, the 69th session of the United Nations Commission on the Status of Women will review progress since 1995. Since then, women have taken great strides in achieving equality, but these achievements are now being undermined by the climate crisis, the rise of populism, increasing political polarisation, and the double-edged sword of algorithm-driven online content. “Beijing was a platform that we would not get in this day and age, what was agreed to in 1995 was unparalleled,” admitted Regional Director of UN Women Christine Arab during a Beijing +30 ministerial review in Bangkok last week. “If we held the same meeting today, we simply wouldn't get the agreement we did then. For example, the adult female literacy rate in 1995 in South Asia was just 36%. Today, it has nearly doubled at 69.5%, and even better at 91.47% for females aged 15–24. Nepal went from 25% in 1991 to 69.4% in 2021.&nbsp; However, women are bearing the brunt of climate breakdown in the most vulnerable countries like Nepal. Harvest failures and disasters risk reversing gains in poverty reduction, and has even <a href="https://nepalitimes.com/banner/how-the-climate-crisis-adds-to-child-marriage-in-nepal">slowed progress in preventing child marriage</a>, and led to an increase in girls trafficking. Climate change-induced water scarcity has <a href="https://nepalitimes.com/editorial/women-and-water">increased the drudgery of rural women</a>. And too much water in monsoon puts everyone at risk, and as we saw with the floods in September women and children are disproportionately affected.&nbsp; Sharmeen S Murshed, adviser to the Bangladesh government told the Bangkok meeting &nbsp;that the climate crisis has “feminised families”, further jeopardising the lives of women and children.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241126141124_66810bcd32f0bee88a630976ede6d6dd7752ed82f87f54ff1013a8c69d258bfe.jpg" data-media-id="editor_4" data-image-id="20241126141124_66810bcd32f0bee88a630976ede6d6dd7752ed82f87f54ff1013a8c69d258bfe" data-rendition-name="original" width="4000" height="3000" loading="lazy" alt="Beijing +30"> <figcaption>Sharmeen S Murshed says the climate crisis has feminised families. Photo: SONIA AWALE</figcaption> </figure>  Women’s participation in the labour force is not highlighted enough, although the expansion of small and medium enterprises as well as microfinance in Nepal and South Asia has helped at the grassroots. Of the 71.5% of Nepal’s 30 million population who are of working age, 11.53 million are female as opposed to 9.2 million males. <a href="https://nepalitimes.com/opinion/uneven-pandemic-impact-on-nepali-women">Most of the women are in the informal sector</a> or engaged in unpaid household work. The Covid pandemic exposed the limitations of the informal sector while also bringing the focus on the care economy, and increasing the burden on women as they try to balance both home and work, and in some cases miss out on opportunities as a result. Colloquially called household chores, from cooking, washing, and cleaning to child and elderly care, they are not even considered ‘real work’. Last year on 8 March International Women’s Day, Nepali Times set out to put a <a href="https://nepalitimes.com/here-now/a-homemaker-s-worth">monetary value to the work homemakers do daily</a>. We calculated that if women were to be paid based on current market rates, they would be the highest earners in an average Nepali family. Every year, 25 November marks the beginning of the 16 Days of Activism against <a href="https://nepalitimes.com/opinion/using-numbers-to-fight-gender-based-violence">Gender-Based Violence (GBV)</a>, concluding on International Human Rights Day on 10 December. As a nationwide public opinion poll shows most Nepalis say the biggest challenge for women is safety and security in society and within the home.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241126141124_f235b80380b28b79ff7b72753de468e775630d469197834f340e6343a6a3bee1.jpg" data-media-id="editor_8" data-image-id="20241126141124_f235b80380b28b79ff7b72753de468e775630d469197834f340e6343a6a3bee1" data-rendition-name="original" width="1824" height="986" loading="lazy" alt="Beijing +30"> </figure>  The <a href="https://nepalitimes.com/opinion/not-just-16-days-against-gender-based-violence">legislation around violence against women and girls</a> has improved, but new challenges have emerged with cyber bullying and online abuse. Also concerning is the pushback from governments on <a href="https://nepalitimes.com/banner/can-nepal-elections-change-its-male-stream-politics">women’s representation in politics</a> and the civil service. While the Constitution of Nepal mandates that women should make up 33% of MPs and 40% of local representatives, electoral alliances in the 2022 elections meant those numbers were not met. The ruling coalition now wants to do away with proportional representation, even though they were using this quota provision by nominating token women. Women with disabilities and those from marginalised communities are further down when it comes to their participation in politics and <a href="https://nepalitimes.com/here-now/reaffirming-affirmative-action">civil service</a>.&nbsp; The UN’s Sustainable Development Goals (SDGs) are supposed to be met by 2030, and there is too much left to do in light of new global challenges. Although only Goal 5 directly addresses gender justice, it is also true that no other goal can be met without achieving true equality and equity.&nbsp; Sonia Awale in Bangkok&nbsp;

This excerpt from the essay के नेपाल सानो छ? (Is Nepal Small?) by poet Laxmi Prasad Devkota that most Nepali students have to learn in school, alludes to treasures of Nepali literature that remain hidden because people are too busy trying to survive.&nbsp; While Devkota’s dialectic may still be true, Nepali writers like Samyak Shertok are taking their literature to international platforms and giving it global recognition. This debut collection is an absolute marvel.’ Shertok’s poems immerse themselves in the idea of a mother language, of motherhood, home, ongoingness and his relationship with them, leaving behind a part of himself in each poem. His poems have a haunting grief and memories, and leave food for the soul to dwell upon. “Poems are a permanent home that I can always return to,” Shertok told us in a zoom call. He moved to the United States to pursue a psychology major as an undergraduate which he completed in 2011 from Brigham Young University, and has been there since. Samyak was born Shertok Lama, the youngest child in a Tamang family from Yurung village of Sindhupalchok district. He had always thought a poet had to be someone senior with a PhD, or a long white beard like Nepali poet Lekhnath Paudyal or the Bengali Nobel Prize winner Rabindranath Tagore. ‘Samyak’ means the Buddha’s middle way and ‘Shertok’ is the Tamang word for a golden steeple. Nepaliness is a recurring theme in Samyak’s verse, but he has a fraught relationship with his motherland. As someone from an indigenous community, Shertok grew up feeling stereotyped and judged which is why he opted for a surname that would not denote his ethnicity. He was eight when his older brother recited the poem he had written himself while walking to their school, an hour across mountain paths from his home. “The poem my older brother wrote was about love and destiny. He explains: “I believe my Ama is a lived poet. She doesn't know about poets, or how to write poems, but she naturally comes up with her own phrases that are poetic and deeply meaningful.” By Grade 11, Shertok was writing poems mostly in Nepali, but also English. He was prolific, penning short stories, essays, ghazals and managed to impress another <a href="https://nepalitimes.com/news/writing-about-nepal-from-afar">US-based Nepali writer Samrat Upadhyay</a> and publisher <a href="https://nepalitimes.com/news/a-novelist-talks-to-his-translator">Ajit Baral of Fineprint</a> when he won the Writing Nepal competition organised by Lalit. "Samyak Shertok is a poet of great nuance and emotional depth," says Upadhyay who was the judge of the Lalit contest. "Even then I had been wowed by the poetry in Samyak’s prose, and it’s no wonder he’s emerged as a poet of considerable power now." He adds: "The fact that Samyak’s poetry is speaking to a diverse and international audience is evident in his numerous publications and awards. The Donald Hall Prize is a big deal. It boasts of many illustrious poets as its previous winners, such as Angela Ball and Reginald Shepherd. Samyak’s win is a win for Nepalis all over the world." Shertok struggled to adjust to a new culture and milieu. He did not feel like he belonged, and strived to feel appreciated. He finally had a MFA in poetry, but no job. “Poetry as a career is never fully secure, there is a compulsion to financially depend on something else,” says Shertok who now teaches poetry to students in Hendrix College in Arkansas. While he has been reading and writing poetry for most of his life, writing still does not get any easier for Shertok. “With practice, devotion and dedication, one might get better at techniques but writing a poem means starting from nothing,” adds Shertok, who is now working on his second book collection. “Something more challenging is to not repeat what I’ve already done in my previous poem.” While he still likes to explore different literary forms, poetry provides him ample room to explore life, living and longing. Even Shertok’s spoken words, carried over from the other side of the planet over Zoom is versified: “Each poem is a being. A poem begins with a haunting, and ends when you are able to release the haunt.”&nbsp;

Finding a permanent home in poetry

Shyam Lama had just fallen asleep on the early morning of 28 September when he heard a loud bang outside his shop on the side of the highway in Dhading, 15km from Kathmandu. It had been r<a href="https://nepalitimes.com/news/60-dead-64-missing-in-nepal-floods">aining incessantly for two days</a>, landslips and fallen trees had blocked the Kathmandu-Mugling highway. Many buses were stranded, and some of them were parked at a bend on the road in Jhyaple Khola, waiting for the debris to be cleared. The bang that Lama heard was another landslide from the mountain above falling near his shop and covering the highway with 4m of mud and stones. Some of the buses were damaged, and injured passengers were running for safety in the darkness and pouring rain. In the light of dawn, they could see the damaged buses heading to Kathmandu from the west. But then they spotted the tyre of another vehicle, then a van. Altogether 35 passengers perished that night in the three buses heading to Kathmandu from Chitwan, Butwal and Gorkha.&nbsp; “The buses were all stuck because the highway was blocked, and the landslide fell and buried them with the passengers sleeping inside,” Lama says. “If the debris up the road had been cleared in time, the buses would have been able to continue on to Kathmandu.” Read also: <a href="https://nepalitimes.com/multimedia/a-flood-of-tears-on-the-rosi">A flood of tears on the Rosi</a>, Archana Darji Archana Koirala runs a convenience store nearby, and was also awoken by muffled shouts for help almost drowned out by the sound of the rain on the tin roof. “In the darkness, I saw people escaping from two buses, some of them injured and covered in blood,” recalls Koirala. “I gathered up my little girls and ran for my life.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241008141044_ec79cc7198b54bad77c3f03bc1420ea64cb6776eaaec29581209614194b862fa.jpg" data-media-id="editor_3" data-image-id="20241008141044_ec79cc7198b54bad77c3f03bc1420ea64cb6776eaaec29581209614194b862fa" data-rendition-name="original" width="5680" height="3787" loading="lazy" alt="jhyaple khola landslides"> </figure>  Another shop owner Ajita Tamang, heard the landslide coming down and nearly burying her house. She ran with her mother to the nearby woods. Her shop did not survive. Krishna Tamang heard the sound of a bus windshield shattering, and went outside to check. &nbsp;He saw one of the buses half-buried in debris before it disappeared before his eyes, swallowed up by a fresh wave of mud. Unable to do anything to help, he ran up the mountain to save his own life.&nbsp; Shop owners and residents in Jhyaple Khola say that the landslide was so massive and came down so suddenly that the passengers in the vehicles probably did not even know what hit them. A week later, the mangled mass of the three buses are all that remain on the roadside, and excavators were trying to open the road for the expected heavy Dasain traffic on the arterial highway that connects Kathmandu to western Nepal. A visit to the site shows the mountain above scarred by open red wounds of landslides. The biggest slope failure originates in a local road about 100m above the highway and has brought down debris that was just dumped over the edge by bulldozers. <a href="https://nepalitimes.com/opinion/flood-of-despair">When the record-breaking rain came</a>, the mud turned into paste and raced down the mountain carrying tree trunks and large stones. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241008141044_64f6af7e300ed517f6bd161491a69d85706caed35839cfeee7c87e6671a8fdc3.png" data-media-id="editor_5" data-image-id="20241008141044_64f6af7e300ed517f6bd161491a69d85706caed35839cfeee7c87e6671a8fdc3" data-rendition-name="original" width="1320" height="1346" loading="lazy" alt="jhyaple khola landslides"> <figcaption>The bend on the highway where the landslide, triggered by a sub-standard road up the mountain buried three buses, killing 35 people on the night of 28 September. Photo: SOCIAL MEDIA(Photo: Sonia Awale)</figcaption> </figure>  Typically, Dasain is the busiest time of year for businesses along the highway in Jhyaple Khola as people leave Kathmandu by busloads to get home for the festival. “We do not stay here for long anymore, we are already home before the sun sets,” says Krishna Tamang. “We fear another landslide will hit us at any time.” In July, a debris flow <a href="https://nepalitimes.com/here-now/100-101-102-hh5uvzf9">swept two intercity buses into the Trisuli River</a> along the Mugling-Narayangad Highway 60km west of here. Of the 62 passengers on the two buses, only three were able to swim to safety. Search and rescue teams recovered 27 passengers from the river in the aftermath of the landslide, but neither the buses nor the rest of the passengers have been found.&nbsp; A committee formed by the government to investigate the Simaltal disaster concluded that a new local road constructed farther up the mountain was <a href="https://nepalitimes.com/opinion/managing-the-monsoon">mainly responsible for the debris flow</a>. The Jhyaple Khola mudslide was a repeat of the July disaster. Locals in Dhading say that the Department of Roads had just completed the retaining wall, and the debris from the excavation done to construct the road had piled up, which the rain swept down to the highway below.&nbsp; Similar unplanned roads constructed further above in Nagdhunga have also clogged up the culverts, which remain uncleared.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241008141044_d46e7f612ce53b0c3133219a36ab81c5ef8f7494dc002452580c086d70028652.jpg" data-media-id="editor_8" data-image-id="20241008141044_d46e7f612ce53b0c3133219a36ab81c5ef8f7494dc002452580c086d70028652" data-rendition-name="original" width="2340" height="1560" loading="lazy" alt="jhyaple khola landslides"> <figcaption>Photo: SUMAN NEPALI(Photo: Sonia Awale)</figcaption> </figure>  “This disaster occurred because of the locally elected representatives, the Road Department and the contractors,” says local business owner Shyam Kumar Lama. “<a href="https://nepalitimes.com/editorial/when-it-rains-it-pours-ksqprbu3">You cannot blame it on a natural disaster</a>." “They keep tearing down the retaining walls to build haphazard roads, and replace them with brick walls,” adds Lama. “How is a barely one-foot-thick wall going to stop a landslide?” Geologist Sri Kamal Dwivedi says that the Department of Roads has not heeded the geological risks in excavations for road expansion across the country. “The soil above Jhyaple Khola was loosened by torrential rain, causing a high-speed debris flow onto the highway below,” &nbsp;explains Dwivedi. “Additionally, the possibility of disasters like landslides increases when slopes are cut to make way for road expansion.” Transport expert Kamal Pandey says that disasters like the ones in Simaltal and Jhyaple Khola happen frequently because environmental risks are ignored during investments in road expansion. Read also: <a href="https://nepalitimes.com/news/the-revenge-of-the-rivers">The revenge of the rivers</a>, Shamshad Ahmad “New roads are dug up like it is some kind of competition,” says Pandey. “But as long as unmanaged excavation continues without plans in place to mitigate landslides, disasters like the one at Jhyaple Khola will continue to happen.” Indeed, this is not the first time a disaster of this scale has struck in Jhyaple Khola. In 2001, a similar debris flow from higher up the hill buried a vehicle on the highway below, killing nine people.&nbsp; Landslides of smaller scales occur in the area every monsoon, but they do not make it to the news. But even as they are used to the frequent landslides, there is now a new kind of fear among residents.&nbsp; “I am overcome with terror every time I look up to the overcast sky,” says Shyam Lama. “We will never be safe in this place as long as the mountains keep falling on top of us.” &nbsp;

Earlier this month, Nepal received Rs1.6 billion from the World Bank as part of its <a href="https://nepalitimes.com/news/will-nepal-ever-be-paid-for-saving-trees">Forest Carbon Partnership Facility (FCPF)</a>, rewarding the country for increasing its carbon sink capacity. Nepal is the first in South Asia to benefit from this facility, and it is specifically to recompense the country for increasing forest cover in 13 Tarai districts between 2018-2024. “We are also trying to get another Rs13 billion from the facility while also preparing for free market-based carbon trading in the international market,” says Nabaraj Pudasaini of the REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) Implementation Centre. Big emitters of greenhouse gases are under pressure to reduce their carbon emissions, and many have signed agreements to do so by investing in decarbonisation projects in developing countries. Countries that emit more than a specified amount of carbon would be able to buy emission rights from countries that emit less. Nepal is internationally known for its community forestry program which has been largely credited for <a href="https://nepalitimes.com/banner/tree-mendous">increasing tree cover to over 45%</a> in less than three decades. But this achievement had not been adequately recognised or rewarded internationally before. Forests, especially in the tropics, absorb and store large amounts of carbon while releasing oxygen in a process known as photosynthesis. <a href="https://www.fao.org/forest-resources-assessment/en/">Preventing deforestation</a> and increasing canopy cover is considered a much more achievable goal than reducing emission in the scale necessary to limit global average temperature to 1.5°C above pre-industrial levels. COP11 in Montreal in 2005 first proposed reducing carbon emissions by improving forest quality by halting degradation. By 2015, a new mechanism of financial assistance was created to help less developed countries with sustainable management of forests <a href="https://www.un-redd.org/">(called REDD+)</a>. Under this new mechanism, countries receive aid based on their efforts to prevent forest degradation and increase carbon sink, and in 2021 the World Bank was entrusted with implementing it. Nepal’s FCPF receipt this month was calculated on the basis of 2.4 million tons of carbon stored at a rate of $5 per ton. In the second phase, Nepal will receive more than Rs4 billion within the next year for storing an additional 7 million tons of carbon. Eighty per cent of this amount obtained from carbon trading needs to be spent on local beneficiaries and indigenous communities.&nbsp; But carbon trading is not easy, Nepal needs to prove that protected forests will not be destroyed in future.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16.jpg" data-media-id="editor_4" data-image-id="20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="Greenbacks for greenery NT "> <figcaption>Photo: KUNDA DIXIT</figcaption> </figure>  Explains carbon trading expert Yugan Manandhar. “Forests should be handed over to the community and shown that they are managed sustainably. Proving this will be particularly challenging; forest encroachment and degradation is rife in the Tarai.” <a href="https://nepalitimes.com/multimedia/nepal-is-going-up-in-smoke">Deliberate forest fires</a> have also added to the challenge because they increase carbon emissions and reduce the sink capacity of forests. The basis for the amount that Nepal received was set five years ago by calculating the carbon reserves of forests in the 13 Tarai districts. In the meantime, sustainable forest management, tree plantation, forest destruction and erosion control were prioritised to increase carbon reserves in those forests. Nepal is signing another carbon trading agreement during the ongoing Baku climate conference. The <a href="https://www.leafcoalition.org/">Lowering Emissions by Accelerating Forest finance (LEAF Coalition) </a>proposes to sell the carbon stored in the forests of Bagmati, Gandaki and Lumbini provinces. For this, Nepal signed the letter of intent three years ago at COP26 in Glasgow. The target is to store 70 million tons of carbon in 32 million hectares of forest in the three provinces per which Nepal will receive Rs13 billion in four years at $10 per ton with provisions to increase the rate if various conditions are met. However, the agreement in itself doesn’t guarantee the amount. According to the targets set by Nepal, forest degradation should be stopped and carbon reserves increased by protecting tree cover. Preparations are also underway for clean air carbon trade because it has offset fossil fuel use by introducing 30,000 electric vehicles. Nepal has been selected for the first round to receive $40 million within one and a half years through the Clean Air System of the World Bank. Given that most of Nepal’s energy mix is from biomass, replacing them with electric stoves can significantly improve health by reducing indoor pollution as well as strengthen the country’s capacity for carbon trade. “Nepal's goal now is to sell carbon in the free market where carbon credits are bought and sold based on supply and demand in an open and transparent manner,” adds Pudasaini of the REDD Implementation Centre. “Nepal can now set its own price and bargain with interested buyer countries and organisations.” Lately, India has been discussing setting up a carbon market. Nepal has exported Rs12.72 billion worth of electricity to India so far this fiscal year, which can be traded under Nepal’s carbon market. “Carbon trading can create significant economic benefits for Nepal, which will help reinvest in development and environmental protection projects,” says Manandhar. “But we must prioritise sustainable management of forests, cutting older trees and allowing regrowth as well as promoting electric stoves and electric vehicles.”

Greenbacks for greenery

It is that time of the year again, and another annual climate jamboree. Last year it was in the UAE, this year it is in another petrostate, Azerbaijan.&nbsp;
On the eve of the summit, the president of COP29 was exposed in a sting operation by World Witness while giving leads to a fake financier for fossil fuel projects in Azerbaijan. Like Dubai last year, this is another jumbo gathering with nearly 67,000 delegates. That is a large carbon footprint.
Even so, global climate negotiations are of critical importance, particularly to build a stronger case for Loss &amp; Damage (L&amp;D) and adaptation for countries like Nepal which are at the frontlines of climate breakdown.
Baku is billed as the ‘Finance COP’ and an agreement was signed for full operationalisation of the L&amp;D Fund to disburse money starting next year. On 13 November, Nepal also organised a prominent event in Baku to address loss and damage in mountain areas.
COP29 is also mandated to come up with a new roadmap to mobilise $100 billion every year to developing countries by the end in 2025, as agreed ten years ago in Paris. But much water has flowed down the Seine since then, and there is bickering between rich and poor countries on the New Collective Quantified Goal (NCQG). Who is going to fund the additional $671 billion annually for loss and damage, and $2.4 trillion a year by 2030 to meet emission targets?&nbsp;
The hardcore negotiations will not take place till the L&amp;D Fund board meet in Manila next month. But there are lots of things to iron out first to garner necessary political will in Baku. Who is going to pay, how much, is it going to be part of already committed development aid or is it new money, and besides, with frequent record-breaking disasters, we may need much more than $100 billion a year by 2030.&nbsp;
Nevertheless, the Nepali adviser to the LDC Chair at the United Nations Framework Convention on Climate Change (UNFCCC) Manjeet Dhakal is optimistic, and told us from Baku that this summit should build momentum to speed up the L&amp;D Fund.
The September floods in central and eastern Nepal claimed 244 lives, and damaged more than a dozen hydropower plants temporarily, slashing domestic generation capacity by half and caused billions of rupees in damage that will take years to recover. The Melamchi disaster in 2021, the Kagbeni flood in 2022 and Thame this year are other recent climate-induced calamities.
The World Weather Attribution concluded that rapid urbanisation and climate change were key drivers behind the September disaster. Evidence such as this will increase Nepal’s case for L&amp;D Funds even though encroachment and quarrying contributed to the destruction.&nbsp;
Climate impact must therefore be addressed simultaneously with urban planning, better governance, with local adaptation and mitigation plans. Nepal has to put its own house in order for its loss and damage claims to have weight at the international table.&nbsp;
Nepal has already exceeded one of its climate goals of increasing forest cover to 45% of area, and recently received Rs1.6 billion from the World Bank for increasing its carbon reserves between 2018-24 by expanding forest cover in 13 Tarai districts. Nepal has also made notable progress in transitioning to clean energy by electrifying transport and cooking. However, electricity is a mere 3.5% of Nepal’s energy mix, with biomass taking a 80% share.&nbsp;
Nepal’s strategy moving forward should be to come up with a new Nationally Determined Contribution aligned with the Paris 1.5°C goal. This also corresponds with the other top priority of COP29, which is to guide countries to submit new 1.5°C aligned NDCs next year.
Even if the L&amp;D Fund does come through, it will be inadequate to fully make up for the harm that is sure to intensify in the coming decade. Even if we did get the money, it is doubtful given the lack of transparency and Nepal’s record of poor disbursement if it will ever get to the neediest people. In other words, we are on our own.
Writing emotionally for this paper in the aftermath of the September floods, climate finance expert Rastraraj Bhandari said, “We in the climate finance sector are lost in words, actions and false promises of organisations purporting to help vulnerable countries, communities and families.”
Echoing the helplessness of the survivors, he added, “I worked on projects to mobilise millions of dollars for climate action so that those most vulnerable would be safe. Yet, this weekend’s floods have shown me that on the ground, absolutely nothing has changed.”&nbsp;

Bad COP

The Gharial Breeding Centre in Chitwan National Park has for decades played a critical role in saving the endangered fish-eating crocodile from extinction. Now, the <a href="https://archive.nepalitimes.com/news.php?id=364">gharial faces a different set of challenges</a>. Climate breakdown is raising the temperature of Nepal’s plains. The Narayani and Rapti Rivers that flow through Chitwan National Park are increasingly polluted. Gharials are often trapped in fishing nets and die. And the reptile has a sex problem. In nature, the gharial’s sex ratio is already skewed, with 8 females for every male gharial. Now, climate change may be widening this gender gap. In fact, during a recent visit the breeding centre had only one male among 32 adult gharial. The male gharial has a distinct bulbous growth at the tip of its snout, which only develops when the reptile reaches adulthood.&nbsp; “It is as if the gharial as a species is predisposed to struggle in its natural habitat,” says Prem Poudel of WWF Nepal, whose Terai Arc Landscape (TAL) program supports conservation in protected areas. "The eggs hatch in July, right in the middle of the flood season.” Gharials lay up to 90 eggs at a time in deep pits along the sandy banks of the Narayani and Rapti in spring. It is only later when growths appear on their snouts that breeders can confirm if they are male or female.&nbsp; Research has shown that if gharial eggs are incubated at higher temperatures, more of them are female when they hatch. This is how global warming could be skewing the sex ratio even more towards female. The breeding centre in Kasara hires Bote fisherfolk indigenous to the area as nest watchers to locate and collect eggs. The eggs are then incubated until they hatch.&nbsp; This year, the breeding centre collected 247 eggs, out of which 195 hatched. The gharial are released when they are five years old. Over the years gharials have been released into Chitwan’s rivers, but also in the Karnali and Babai that run through the Bardia National Park. In 2019,<a href="https://nepalitimes.com/news/gharial-found-breeding-in-nepal-after-37-years"> conservationists discovered the first nesting site</a> of 100 gharials hatchlings in the Babai, and in 2022, 28 baby gharial were found in a tributary of the Karnali.&nbsp; Besides the 32 adults at the breeding centre, there are currently 759 hatchings, sub-adults and juvenile gharial. Meanwhile, 265 gharial were counted last December in their natural habitat inside Chitwan National Park, 152 in the Rapti and 113 in the Narayani. Of them, only six are male, three in each of the rivers.&nbsp; “When we opened the national park, we directed our attention almost exclusively on Nepal’s declining tiger and rhino populations,” recalls Ram Prit Yadav, who was a ranger in the late 1960s even before Chitwan National Park was established, and became its first warden. “It was only later that we realised the wealth of the biodiversity here, including the gharial.” Yadav subsequently led efforts to launch the Gharial Breeding Centre, which was established in 1978. Photo: JUSTIN GRIFFITHS"> </figure>  Meanwhile, in the Rapti, the gharial population has been increasing because the river flows mostly inside the national park where illegal fishing and pollution is monitored. Translocated gharial have not fared as well in the Kosi and Kali Gandaki. Despite this, Yadav considers Nepal’s efforts to save this unique crocodile a success. “The government has put a lot of effort into protecting the gharial, now it is up to us to help,” says Yadav. “Gharials have now established a strong presence in the Rapti, and in Bardia, Banke and Suklaphanta. This is a testament to Nepal’s conservation effort. ”&nbsp; The Department of National Park and Wildlife Conservation (DNPWC) and the Department of Forests collaborated with conservation partners and local communities, to draw up the Gharial Conservation Action Plan (2018-2022) to further breeding research. Even so, conservationists worry about Nepal’s ability to maintain and increase the country’s gharial numbers because of the accelerated destruction of Nepal's riverine habitat from sand-mining, factory effluents, and competition with humans for fish.&nbsp; Says WWF’s Poudel: “There were gharials in all major river ecosystems in the past. Human settlement, river pollution, and dams contributed to them becoming critically endangered.” Gharial often get tangled in the traditional nylon fishing nets used illegally by locals. In 2023, a male gharial was found dead in a tributary of the Rapti River after it was snagged on one such net.&nbsp; The construction of dams and barrages like the one on the Gandaki on the Indian border prevent gharials from swimming back upstream when they are swept down in the monsoon.&nbsp; Says Yadav. “In the long run, we must ensure that these critically endangered animals have clean rivers to thrive in, plenty of fish to feed on, and are not at the risk of being swept downstream.”&nbsp; National park officials here worry that tigers and rhinos get all the media attention, overshadowing gharial conservation — which means the budget for the breeding centre does not get a priority. “We are tasked with the responsibility of rearing and conserving these animals, but funds are decreasing,” a conservation official told us. “We even have to ration meals for the gharial.”&nbsp; Even Yadav acknowledges that Nepal cannot go it alone to protect these rare reptiles for much longer: “Climate change is throwing the sex ratio out of balance, so our conservation effort must extend beyond Nepal’s protected areas to the international stage.” &nbsp;

Every five years, the Gadimai Festival puts Nepal in the international spotlight for all the wrong reasons. Tens of thousands of buffalos, goats, fowl and rodents are slaughtered inside a temple enclosure in the village of Bariyapur of Bara district.&nbsp;
Devotees believe the goddess will fulfil their wishes, and unlike other festivals in Nepal the sacrificial animals are usually not eaten. In 2009 an estimated 400,000 water buffalos, goats, chicken, ducks and even white mice were said to have been killed over a two-day period. The 250-year-old Gadimai Mela has therefore been called ‘<a href="https://nepalitimes.com/news/night-before-the-slaughter">Gadimai Massacre</a>’ by animal rights activists.
The killings polarise Nepali society every five years. The Supreme Court in 2015 instructed the Gadimai Temple Committee to <a href="https://archive.nepalitimes.com/article/nation/Overkill-in-Gadhimai,1794">phase out the mass sacrifice</a>, and issued a mandamus order directing the Nepal government to set a timeline stop the killings. The temple trust discouraged devotees to bring animals and announced that it would discontinue killings starting with the festival in 2019, but the sacrifices continued unabated.
Because of the <a href="https://time.com/3609356/the-worlds-largest-animal-slaughter-festival-has-begun-in-nepal/">intense international media glare</a>, the mass sacrifice has <a href="https://nepalitimes.com/news/night-before-the-slaughter">tarnished Nepal’s compassionate image</a> as the birthplace of the Buddha. Celebrities like actresses <a href="http://setopati.net/society/4105/">Brigitte Bardot</a> and Joanna Lumley and India’s Menaka Gandhi have staged demonstrations, and even the European Union (EU) wrote to the Nepal government.
However, here in the Tarai and across the border in India, the sacrifices are driven by a strongly-held belief that it will appease the goddess. Local groups have invoked right to religious freedom and point to the tradition of ritual sacrifices in other religions.&nbsp;
The Gadimai Mela coincides with the Thanksgiving Festival in the United States in which tens of millions of turkeys are slaughtered, and supporters say that is also a mass killing. Sacrifices on a similar scale are held across the Muslim world during Bakr Id.
<a href="https://archive.nepalitimes.com/news.php?id=16522">Rabi Thapa, in his 2014 column ‘Kalam’</a> in this newspaper wrote: ‘It is the fact of the slaughter, more than anything else, that attracts or repulses. The imagery employed by those speaking out against the mass sacrifice -- drunken men hacking away at 20,000 hapless young buffalos, a marshland of blood and gore -- betrays a horror of industrial scale barbarism that is anathema to (western) notions of sanitised, civilised progress. At root, the global protests against Gadimai can be applied to all individual sacrifices in the name of religion that are conducted within the premises of the household, the temple, or the street. ’
Pitted against each other are those who are against mass cruelty to animals not primarily killed for eating, and the people of the borderlands who celebrate that very sacrifice. This year, the voices against the sacrifices have been amplified in social media platforms. &nbsp;&nbsp;
But however strong the voices within Nepal and abroad against Gadimai, faith seems more powerful – that the sacrifices will mollify the gods during trying times. The arguments (and laws) about unnecessary mass killing of innocent animals does not seem to work against a deeply-held belief system.
The ritual killings at Gadimai temple premises are on 8-10 December, and all 16 municipalities in Bara district have declared a three-day holiday. Upendra Prasad Yadav, mayor of Gadimai Municipality heads a coordination committee, and the main priest of the temple Mangal Chaudhary is from the indigenous Tharu community, as is the custom.
Buffalos used to be decapitated in an open ground near the temple, but after animal rights activists started protesting, it is now done inside a barbwire walled enclosure. The goats and chicken are sacrificed in a post-harvest paddy field across the Pasaha River.
Although the Gadimai Festival has earned a dubious reputation, it is also an opportunity for clans from both sides of the India-Nepal border to get together. Even the Muslim community here takes part, and Gadimai is also a celebration of religious harmony.&nbsp;
In recent years, what used to be a small gathering with a few hundred people has become massive and heavily commercialised. The sheer scale of the event overwhelms local authorities, and traders exploit visitors to maximise profits.&nbsp;
It has been more <a href="https://archive.nepalitimes.com/article/from-nepali-press/Manage-Gadhimai,1804">than ten years since I have been writing</a> about the lack of regulation, and preparedness for potential emergencies at Bariyarpur. There are no veterinarians on site, no plans for post-festival cleanup of the blood and carcasses, and no oversight of the food for both animals and visitors. Sanitation standards are abysmal, and there is the risk of stampede.
The festival is also an occasion to see how society in the Madhes and in Bihar is changing: tractors have replaced bullock cart caravans. The Chamar community from India and Nepal still retrieve the buffalo carcasses, but rather than consume it themselves, the meat and skin are sold.
Since there are so many people who come together at one time, the festival is an opportunity for the Madhes Province government to use it to spread cultural awareness and information about public health issues.&nbsp;

Gadimai Again

“I am headed to Atlantis the Royal to advance my career … it is my dream to work there,” said Kanchan Rai. She passed her apprenticeship interview at one of the most luxurious properties in the UAE, and credits it to her late mother.&nbsp; She says, “I can feel my mother watching over me. After returning to Nepal, I want to start a restaurant in her name.” Other young Nepalis recruited recently by the company Vision and Value shared similar excitement about star chefs at Atlantis they would work with, the multinational colleagues, and opportunities to learn new skills.&nbsp; “Atlantis the Royal in my CV will set me up for life,” beamed another candidate.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024113015110_9280b5bd5b524b83d114714e2f58d9dd0faeea35de3f8e1c761f579372d5819a.jpg" data-media-id="editor_0" data-image-id="2024113015110_9280b5bd5b524b83d114714e2f58d9dd0faeea35de3f8e1c761f579372d5819a" data-rendition-name="original" width="1280" height="960" loading="lazy" alt="Labour mobility"> <figcaption>Kanchan Rai with her colleagues.</figcaption> </figure>  Migrating out of ‘compulsion’ is a common theme in Nepal’s public discourse. But here, बाध्यता as a driver for migration was not a prominent feature, in fact it barely came up.&nbsp; Upward mobility during migration merits more attention. Reputable employers offer opportunities for cross-training and career advancement.&nbsp; Seven years ago, Bikash Tripathi went to the UAE to work as a packing staff. A year into his contract, he used his month-long break to cross-train and five promotions later now works as a pastry chef managing a multinational team of eight.&nbsp; “I was always preparing for the next job when I was working, even if it meant using my holidays or covering for colleagues when they were absent. My supervisors took notice,” says Tripathi, who wants to open a restaurant on return to Nepal. “In addition to saving money, I am glad my parents now have financial freedom and don’t have to worry about making ends meet like they did,” he says.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024113015114_739c801ebf914dd055335c39a5c9adcf974de2cc31a45f4c43a50c5dc9d904a3.jpg" data-media-id="editor_1" data-image-id="2024113015114_739c801ebf914dd055335c39a5c9adcf974de2cc31a45f4c43a50c5dc9d904a3" data-rendition-name="original" width="1200" height="1200" loading="lazy" alt="Labour mobility"> <figcaption>Pastry chef Bikash Tripathi manages a multinational team of eight in the UAE.</figcaption> </figure>  Some motivated workers invest in their own upskilling. Dharmendra Sah went as a labourer to Qatar at a salary of 700 Riyal. When he left seven years later he was working as a lifting supervisor and earning 6000 Riyals because he followed his colleague’s advice to take a training course.&nbsp; “I did not know what work I would be doing overseas or what my future had in store for me,” he recalls. “I paid 1000 riyals from my own pocket for the training, but it was worth it because it opened up better opportunities.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024113015114_46e72c40ad7707a0abb31a3da82ca2171e5f52c885c1ac2ba8b6753577453380.jpg" data-media-id="editor_2" data-image-id="2024113015114_46e72c40ad7707a0abb31a3da82ca2171e5f52c885c1ac2ba8b6753577453380" data-rendition-name="original" width="1200" height="1600" loading="lazy" alt="Labour mobility"> <figcaption>Lifting supervisor Dharmenda Sah who tained and upskilled there abroad.</figcaption> </figure>  The hard-earned perception that Nepalis are loyal and hard-working works to their advantage. But also important is the role of a trusted labour mobility industry to attract the best employers.&nbsp; Ultimately it is the recruiters who matchmake workers and employers. While the internet and more awareness among workers may gradually decrease reliance on them, for now recruitment is heavily intermediated. Factors like under-the-table commissions play a role in helping recruiters bag job demands from overseas employers. These costs are eventually borne by workers as recruitment fees. The competition can be unhealthy with thousands of recruiters from other countries competing against each other.&nbsp; In this race-to-the-bottom, standing out as good actors and responsible businesses can be difficult. Strong credentials are needed, including international licenses and accreditations, marketing and research skills, thorough audits, references from previous clients, capacity to screen and mobilise the right candidates, among others.&nbsp; These aspects of building a strong labour mobility industry have not received adequate policy attention in Nepal. The government also needs to engage more proactively with host country industry associations, employers, and government counterparts.&nbsp; Recruiters often struggle to have a direct approach with employers and instead themselves rely on intermediaries. Interviews with workers in senior positions in the hospitality sector overseas show that Nepal’s recruitment process is rife with bureaucratic hurdles that dissuade employers looking to hire in small numbers.&nbsp; For example, a hotel looking to hire a chef or operation manager would rather not hire from Nepal as it is significantly easier and quicker to do so from the Philippines or India. While these delays are less problematic for bulk hiring, they become a major obstacle for smaller recruitment efforts, or vacancies that need to be filled quickly even when employers are willing to cover all costs and offer competitive salary packages. Attracting good employers to Nepal is not only helpful for migrants’ financial and career growth, but is a way to prevent abuses in the first place. The risk of wage theft or contract infringement is reduced when reputable companies hire directly, and in the event of such incidents, the likelihood of corrective action is higher. Attracting quality employers should be central to Nepal’s foreign employment policy. Setting up migrants for success overseas also means preparing them for success upon return. After working abroad as a rope access cleaner, Rudra Bahadur Gurung established the Asset Integrity Group in Kathmandu, providing internationally accredited training and licensing to both Nepali and non-Nepali migrants seeking to upskill during their vacations.&nbsp; Shiva Sharan Khatri returned to Nepal after working in hotels in Qatar, the UAE, and Seychelles to set up Sankalpa Management Facilities Service, a cleaning company that now employs over 80 workers.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024113015114_91f493ca4928b2a10de1dbfb0e4bdf6b178a416ca27b437a6d49ad12694cca03.jpg" data-media-id="editor_3" data-image-id="2024113015114_91f493ca4928b2a10de1dbfb0e4bdf6b178a416ca27b437a6d49ad12694cca03" data-rendition-name="original" width="1280" height="720" loading="lazy" alt="Labour mobility"> <figcaption>Rudra Sharan Khatri returned to set up a cleaning company which employs over 80 people. </figcaption> </figure>  Both Rudra and Shiva began their migration journeys in low-paying positions and leveraged their overseas experiences to create successful enterprises at home. Not only did they earn more, but also applied their experience in their business enterprises back home. A World Bank study in Bangladesh has shown how temporary migration can help migrant workers overcome credit constraints so they can invest in business creation. Unfortunately, this ‘continuum’ is lacking in many migrant workers. Take Gyanendra’s story. His father was the first to migrate to Qatar and villagers called him ‘Arabe Kafle’ because he has moved across Qatar, Saudi Arabia, Kuwait, and is now headed to Dubai.&nbsp; Gyanendra had to start from scratch each time, and as a cleaner in his new job in the UAE will work for the same basic salary as younger peers migrating for the first time. Remigration is common from Nepal, but many workers like Gyanendra struggle to build on previous experiences. While they can still use earnings to meet household expenses back home, professional growth takes a backseat with each migration episode. In some case, they are compelled to even accept lower wages and benefits.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024113015114_e28445dccaa225fd6699053d8e99b0374b7287af5f20c0d584ed3bb6d652e20d.jpg" data-media-id="editor_4" data-image-id="2024113015114_e28445dccaa225fd6699053d8e99b0374b7287af5f20c0d584ed3bb6d652e20d" data-rendition-name="original" width="236" height="326" loading="lazy" alt="Labour mobility"> <figcaption>Gyanendra's father ‘Arabe Kafle’.</figcaption> </figure>  The bar is currently set very low, and many workers worry if they will get the promised job, or be able to pay off recruitment loans. Nepalis need reliable employers and recruiters so ‘good migration outcome’ is not just simply about workers getting the promised job or wages, but about attaining their full potential.&nbsp; Outgoing workers need better guidance to make the most of their overseas opportunity. They currently are required to take pre-departure orientation training courses that cover basic do’s and don'ts.&nbsp; But also needed is practical career guidance to improve job readiness with advice on cross-training, building soft skills, networking, promotions so they can make the most of their migration with long-term growth.&nbsp; Successful returnees like Rudra and Shiva would be stellar mentors for younger workers. Exposure, work ethic, learning, skills, technology transfer, and networks are ‘social remittances’ and can be positive gains for Nepal besides financial remittances. &nbsp;

Not just financial, but social remittances

This year’s COP 29 in Baku, the capital of the oil state of Azerbaijan (fossil fuels make up 90% of the country’s exports), was dubbed the ‘finance COP’. The focus of negotiations was on a ‘new collective quantified goal’ (NCQG) for climate finance, which is supposed to support the countries of the Global South in climate change mitigation and adaptation. Current climate funding is indeed totally inadequate, hundreds of billions of dollars per year are needed. 
While international public attention was on the COP negotiations about money, other issues also played a role in Baku, including the climate-peace nexus. Let us have a closer look.
On 15 November, which was the COP 29 ‘Peace, Relief and Recovery Day’, the COP Presidency (Azerbaijan), in collaboration with Egypt, Italy, Germany, Uganda, the UAE and the UK, launched the ‘<a href="https://unfccc.int/sites/default/files/resource/COP29_Letter_to_Parties_and_observers.pdf">Baku Call on Climate Action for Peace, Relief, and Recovery</a>’. It was presented as “<a href="https://cop29.az/en/media-hub/news/cop29-presidency-launches-baku-call-on-climate-action-for-peace-relief-and-recovery">a milestone initiative aimed at addressing the urgent nexus of climate change, conflict, and humanitarian needs</a>. 
It is a response to the growing recognition that climate change’s adverse effects – such as water scarcity, food insecurity, land degradation, displacement, and livelihood disruptions – can act as catalysts for conflict and instability, especially in vulnerable regions”. 
The Baku Call draws attention to the “disproportionate impacts of climate change on the most vulnerable countries and communities”, which at the same time are often the countries and communities which suffer from violent conflict or are particularly fragile and conflict-prone.
The Baku Call addresses several issue areas which link climate change and (potential) conflict, such as water scarcity, food (in)security, land degradation, climate-induced displacement, and the security implications of “loss of land of some states caused by sea level rise, in particular for small low-lying island States”. 
It calls for “risk-informed, conflict-sensitive and peace-positive climate change adaptation and resilience-building measures in vulnerable areas”, and it promises to “foster solutions to mobilize climate finance for the most climate-vulnerable countries and communities affected also by conflict and humanitarian crisis”. 
Finally, the Baku Call established the ‘<a href="https://unfccc.int/sites/default/files/resource/COP29_Letter_to_Parties_and_observers.pdf">Baku Climate and Peace Action Hub</a>’ as a cooperative platform designed to facilitate collaboration between national, regional and international peace and climate initiatives.
The Call builds on the ‘<a href="https://www.cop28.com/en/cop28-declaration-on-climate-relief-recovery-and-peace">COP 28 Declaration on Climate, Relief, Recovery and Peace</a>’ from last year’s COP in the UAE, which in the meantime has been signed by over 90 countries. COP28 had been the first COP at which the linkages of climate change, conflict, peace and security were a prominent topic (with its own Climate, Relief, Recovery and Peace Day on 3 December 2023). 
With its activities and its Declaration, COP28 firmly established the climate/conflict/peace nexus as an issue for future COPs. And it has to be welcomed that this topic played a role again at this year’s COP and in the course of its preparations, with <a href="https://www.ecosystemforpeace.org/cop29">almost three dozen events dealing with the topic</a>, and various international networks (such as the ‘<a href="https://links-europe.eu/bonn-contact-group">Bonn Contact Group on Climate Peace and Security</a> ahead of COP29’ and Peace@COP or the UN’s Climate Security Mechanism) preparing reports and recommendations. 
This flurry of activity, however, cannot disguise the fact that no substantial progress has been made.
The Baku Call does not go beyond the COP28 Declaration, rather, it shares <a href="https://toda.org/global-outlook/2024/cop28-massive-disappointments-slight-glimmers-of-hope.html">the 2023 Declaration’s shortcomings</a>. While it addresses some important issues, commitments regarding actual activities, and financing of such activities, remain vague. 
It is generally acknowledged that fragile and conflict affected states (FCAS), which at the same time are severely affected by climate change, have immense difficulties to access climate funds, due to donor risk aversion. 
For addressing the climate-conflict nexus it would be highly important to “<a href="https://www.sfcg.org/report/navigating-the-peace-and-security-implications-of-climate-change-recommendations-on-the-climate-conflict-nexus-at-cop29/">establish direct access windows</a>” to climate finance for FCAS governments, local governments and civil society, and in particular “remove access barriers for vulnerable communities” in FCAS, at the same time “ensuring that local actors are not just consulted but are equal partners with decision-making authority”. That is missing in the Call.
A tax on the arms trade to finance climate adaptation, and taxing the arms industry more generally to fund climate action would be a good idea to help communities and people in FCAS. But ideas like that did not make it into the Baku Call, which is silent on the climate impacts of arms production, of militaries and wars. 
It is obvious that “<a href="https://www.sfcg.org/report/navigating-the-peace-and-security-implications-of-climate-change-recommendations-on-the-climate-conflict-nexus-at-cop29/">military activity is exacerbating the climate crisis</a>”. But most countries do not mention their militaries’ contributions to their GHG emissions (and in Australia’s 2022 NDCs (Nationally Determined Contributions), for example, the military is explicitly exempted from commitments). Reporting military emissions is voluntary, no country is obliged to report on the emissions caused by its military activities.
The Baku Call fails to address the massive contribution of militaries to the climate crisis and the climate impacts of wars, it does not demand action and accountability from military actors. And the “<a href="https://ceobs.org/what-to-expect-on-militarism-conflict-and-climate-at-cop29/">huge disparity between rising military spending and the developed countries’ unwillingness to mobilise funds for climate action”</a> did not figure in deliberations at COP 29 at all. Nor did the conflict-prone dangers of the green energy transition. 
This transition leads to massively increased demand for certain minerals (e.g. cobalt, lithium, copper). A huge expansion of mining can be expected, which can have massive negative environmental, social and cultural impacts in mining areas. Local, often indigenous, communities will be the victims, and there is an increasing danger of localised conflicts between mining companies, governments and communities.
More generally, the concerns and perspectives of local communities in the Global South, who are most affected by the climate emergency, did not matter in the COP29 discussions, and consequently, issues of climate, conflict and peace that go beyond Western, state-based, international hegemonic understandings and framings, were not talked about: structural, cultural, epistemic violence and more-than-human security and peace. 
Western anthropocentric understandings of climate, conflict and peace dominate the international climate/peace discourse, in Baku and beyond. Even if the aim to include peace and conflict into official COP negotiations in the future will be achieved, and even if there will be a ‘peace COP’, it is hard to imagine that it will take non-hegemonic, non-Western understandings of the issues at hand on board. 
This, however, would be indispensable in the interest of peace and the planet, given that “we are on a highway to climate hell with our foot still on the accelerator” according to the UN Secretary General Antonio Guterres. 
Let us not forget: 2023 was the hottest year on record, 2024 will be hotter still. Earth is heading towards 3 degrees Celsius of global heating – well beyond the COP 2015 Paris agreement’s threshold of 1.5C. Fossil fuel production has reached new highs, fossil fuel exporting countries, like Australia, keep approving and subsidising massive fossil fuel projects. Donald Trump will become US-President. It does not look good for the climate, the planet, and for peace.

Climate and conflicts

As a micro-hydro engineer working in rural Nepal in the mid-1980’s, I struggled to find money to build power plants that could meet the energy demand along the Everest and Annapurna trekking trails. Communities in Lukla, Namche, Jomsom and Ghandruk needed energy to meet basic needs of trekkers, and provide value-added services for additional income. Tourists were prepared to pay for hot showers, cold beer, clean beds, and a varied menu. But resource limitation meant there were fewer and smaller power plants. The national electricity grid was then limited to urban areas and the country’s electrification rate was low and stayed below 20%. The Nepal Electricity Corporation (NEC) , the predecessor of NEA, had constructed a dozen small hydro projects for remote districts with no immediate prospects of being supplied by the grid.&nbsp; Some of these were in tourist areas but were woefully inadequate to supply more than domestic lighting load. The 240 kW Chokhopani small hydropower project, commissioned by NEC in 1984, to supply the Thak Khola region of Mustang, was overloaded within a couple of years of its construction after tourist lodges in Tukuche, Marpha, and Jomsom began plugging in electric space heaters and hot plates. Following the 1984 delicensing of generation from power plants of less than 100kW capacity, Nepal saw a dramatic surge in interest from rural communities to invest in <a href="https://archive.nepalitimes.com/page/micro-hydro-in-nepal-affected-by-the-spread-of-national-grid" target="_blank">micro-hydropower</a>. While smaller systems could meet the needs for power for home lighting and tv sets in non-tourist areas, communities along tourist trails wanted larger power plants to cook and heat with electricity and run refrigerators. The <a href="https://nepalitimes.com/banner/municipalities-want-to-manage-annapurna" target="_blank">Annapurna Conservation Area Project (ACAP)</a> provided a grant to cover 70% of the cost of the 50kW Ghandruk project. Completed in 1990, it was designed to supply 250 households and 20 hotels. However, to make sure there was sufficient power to connect the whole community, each hotel was limited to a subscription of one kW of power — not enough to meet cooking needs.&nbsp; The hotels were encouraged to turn on immersion water heaters at night to speed up cooking in the morning. Recognising that micro-hydropower projects could only partially supply their energy needs, ACAP also helped hotels install solar hot water systems for showers and import LPG for cooking. The 600kW Thame project in the Everest region was completed in 1995 with a grant from the Austrian government to supply 629 homes and tourism businesses of Namche Bazar, Khumjung and Thame. For the first time in Nepal, it was able to demonstrate how much value an abundant supply of electricity could add to mountain tourism. Electricity reduced pressure on scarce, high altitude biomass and provided an alternative for families that were caught between strict rules prohibiting firewood collection from the Sagarmatha National Park, and the need of increasing numbers of trekkers, guides, and porters.&nbsp; Electricity was used in place of firewood not only by hotels and cafes, but also in the kitchens of 60% of the households. Electricity from the Thame power plant allows Namche Bazar today to meet the fuel needs of more than 40,000 trekkers a year, double the annual visitors when it was built 30 years ago. The electricity supply also opened up new livelihood opportunities. Stores selling handicrafts and climbing gear, tea shops, pubs, restaurants, lodges, laundromats, cyber cafes, jacuzzi, water treatment and bottling plants, and three electricity-powered bakeries, and pizzeries all came up.&nbsp; Another early benefit from Namche’s electrification was the improvement in water supply because it could now be pumped up from a spring to a reservoir with slow-sand filtration at the top of the village. Piped water supply from the reservoir and a sewage system, also managed by the power utility, Khumbu Bijuli Company, allowed hotels to offer rooms with attached bathrooms with hot showers and charge significantly higher for rooms.&nbsp; Other electricity-enabled infrastructure include cell phone towers, of which Namche has two, and the potential for cable cars to take visitors to viewpoints and ropeways to transport goods.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241124101136_12b9599800b353fbc6fbefe1a8b69f2d83bb09c0b19e47d664edb9de3f9ea6d3.jpg" data-media-id="editor_2" data-image-id="20241124101136_12b9599800b353fbc6fbefe1a8b69f2d83bb09c0b19e47d664edb9de3f9ea6d3" data-rendition-name="original" width="2039" height="1000" loading="lazy" alt="Nepal can level up tourism with electricity NT"> </figure>  Since the earliest days of trekking tourism, the environmental carrying capacity of the local ecosystem has been limited by the availability of energy. Without access to commercial energy from the outside, the number of trekkers, and their accompanying support teams, that any region can host depends on the rate at which trees can regenerate there.&nbsp; High altitude areas like the Khumbu face a natural limit based on the slow rates at which trees can grow. Arid trans-Himalayan regions like Upper Mustang and Dolpo can sustainably harvest even less biomass. The government continues to restrict tourism areas in the trans-Himalaya, with fragile ecosystems, requiring foreign visitors to pay for permits.&nbsp; Trekking groups are required to carry their own fuel to avoid strain on the local ecosystem. In Upper Mustang the number of visitors is limited to 1,000 annually and requires each visitor to pay a $500 fee for a ten day visit. Other restricted areas include border communities in Humla, Gorkha, Dolpo, Manang, and Manaslu. Since then, Nepal’s electricity generation landscape has undergone a dramatic transformation. The country currently has a surplus from hydropower and solar energy. This is expected to keep growing for the foreseeable future. Harnessing this electricity to boost mountain tourism can enhance local livelihoods and reduce outmigration of youth. The tourism sector employs 1 million people and contributes 8% to Nepal’s GDP. In comparison, more than 3.5 million Nepalis work abroad and their remittances make up 27% of GDP. Growth in the tourism sector could significantly expand employment opportunities at home.&nbsp; Namche Bazar is proof that electricity can take mountain tourism to the next level both by increasing the carrying capacity of high Himalayan regions by substituting for biomass fuel, and increasing employment through value-added services and infrastructure development.&nbsp; Electrifying the country’s tourism sector has the potential to significantly increase its contribution to the economy, and take it closer to another tourism-powered South Asian country, the Maldives, where tourism’s share of the economy is 60%.&nbsp; Given that Nepal’s electricity is from renewable resources, any tourism it powers can also be marketed as producing minimal greenhouse gases. If tourists could be transported in electric vehicles to and from the airport and to the roadhead leading to their trekking destinations, it would further lower emissions. This is an additional selling point at a time when many environmentally conscious tourists are looking to lower their carbon footprint. The NEA can play an important role by increasing the supply, capacity, and reliability of electricity along existing, popular trekking trails. The extension of the national grid to Tilicho Base Camp last week is the right step. Even though the country’s electrification rate has now reached 99%, supply challenges remain. The task is made easier for NEA since practically all <a href="https://nepalitimes.com/opinion/people-power/decentralising-power-in-nepal" target="_blank">regions with tourism potential have hydropower projects</a> either operating or under construction within their own districts. This makes it much easier to ensure a reliable supply with good voltage. In the Annapurna region, electricity has reached nearly all communities with Ghandruk and Jomsom connected to the <a href="https://nepalitimes.com/news/nepal-electricity-demand-soars" target="_blank">national grid</a> in 2017 and 2018 respectively. However, without improved reliability of supply, tourism enterprises will continue to use firewood and imported LPG for cooking.&nbsp; In light of the damage caused by the <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood" target="_blank">glacial lake outburst flood that hit Thame in August</a>, the power supply for Namche and the region would be much more resilient if it was connected to the national grid. NEA also needs to extend transmission lines to Upper Mustang and other restricted areas that aspire to host higher tourist numbers than they are currently allowed.&nbsp; Investment in extending power supply along the 16 districts traversed by the Great Himalayan Trail would accelerate the development of green and sustainable tourism in those areas. For other tourism sites where NEA does not plan to extend the grid in the next five years, micro-hydro and solar energy will remain important solutions.&nbsp; The two 900 kW mini-hydro projects under construction to supply the villages of Ama Dablam and Monjo, both in the Everest region, are good examples of the support the <a href="http://www.aepc.gov.np/" target="_blank">Alternative Energy Promotion Centre </a>needs to continue to provide for off-grid power to support the tourism sector. Nepal can level up tourism with electricity

The nation which more than any other caused the climate crisis will leave it to the rest of the world to sort out the mess. That is a takeaway from the US election, and the COP29 that concluded in Baku.
US emissions are higher than China or India, but America will leave it to the victims of climate change to save the planet.
The UN’s climate summit in Baku that ended on Friday happened in a year with the highest average global temperature in the past 900 years. The meeting took place a week after a flood which took more than 200 lives in one of the world’s most developed states, Spain.&nbsp;
Another 250 people died in floods in Nepal in September. Floods last year caused massive damage in Pakistan and China. Northern India experienced 52°C last summer in areas where very few people have access to air conditioners.
The bad news is that the world’s most powerful leader believes we should carry on with business as usual. The good news is that this matters much less than we tend to think.
Of course Trump’s victory will make it more challenging to find compromises on financing and other issues in future climate talks. Leaders will ask why their nation shall act or indeed pay, if the US does not.&nbsp;
Global climate diplomacy will be in jeopardy. We will probably also see a rollback of the financial support for domestic climate action in the US introduced by Biden. Trump will withdraw the US from the Paris Agreement, maybe even from the UN Climate Convention.
But still there is hope. China, India and Europe are leading on climate, not the US even under Biden. China is the indispensable nation for climate action, not the US.&nbsp;
Last year, China contributed two-thirds of all global renewable energy. It produced 60% or more of everything green – electric cars, buses and batteries, solar panels and windmills, hydropower and high speed rail. China is also the world’s largest tree planter, by far.
India is aiming for 500 gigawatt of solar, wind and hydro by 2030. Prime Minister Modi is launching ‘green missions’, like a program for 10 million homes with solar panels. Indian states like Gujarat have massive green ambitions.
Indonesia, the second largest rainforest nation, has drastically reduced deforestation. Brazil is following. Europe is now surpassed by Asia as a climate leader.&nbsp;
China, India, Europe and many more do not act on climate to please America. They act because climate breakdown is a threat to them, and climate action is an opportunity for green jobs, profits and prosperity.
The world can do well without the US. Secondly, powerful American states support climate action. California, New York and others will not abandon their green efforts, and fight Trump tooth and nail.&nbsp;
Business is leading the charge, not the government. No major US business saluted when Trump last time took the US out of the Paris Agreement. American companies see opportunities for growth and jobs in the green economy.&nbsp;
Trump has portrayed the shift to electric cars as ‘a win for Beijing’. The opposite is the case. If Detroit does not start turning out electric cars, China will capture the entire global market. The Chinese domestic car market is already bigger than America’s and it is battery-powered.&nbsp;
US businesses are wary about leaving the market for electric cars or green energy totally in the hands of China.
It may be that the global anger and America’s falling out with Trump in the coming years will be exactly what the docile global green movement needs. Environmentalists will be forced to be even more people-centered.
A second Trump term may paradoxically create a climate for more activism. He strongly argued in his campaign that the US should focus on its own borders, not on everyone else’s.&nbsp;
The time of the Neocons, both democratic and Republican, who could not see a war they did not like, may be over. Trump may focus US resources on real American foreign policy needs, not believing as the Neocons do that every square metre of planet Earth is a security risk.
Trump’s re-election will accelerate US decline as the dominant world power. His protectionist economic policy will make US businesses less competitive. Decreased migration will reduce economic growth.&nbsp;
The global trend towards a multipolar world dominated by the Global South will speed up. After a century of US dominance in world affairs, the ascent of Asia is not necessarily bad for the planet. (IPS)

The world can act on climate without Trump

At the age of five, Dorjee Karmarong fell sick and his local healer-slash-thangka painter cut him a deal: in exchange for treatment, the young patient had to promise to become a painter. The shaman may have been joking, but 38 years later, Karmarong is a successful international artist, and now has a solo exhibition at the Siddhartha Art Gallery. ‘Karmarong: Hidden Valley in the Himalayas’ is a collection of 27 paintings spread across two floors that give the viewer a comprehensive feel for life among the Karmarong community in the remote Mugu district of Karnali. Karmarong has a distinctive style featuring clean outlines, vibrant colours and detailed natural landscapes. Animals, mountains, trees, and the sun and the moon appear constantly. It is a style that took 20 years to perfect, as the painter practised teaching in monasteries of Bangladesh, India, Singapore, and most recently in Vietnam. Mugu is one of the remotest districts in Nepal, but the Karmarong community of about 3,000 people live in about a dozen small villages in the remotest northern corner of the district near the Chinese border. They speak their own dialect. There is water on the ground next to the horn, and inside is a green-skinned monk, meditating in robes. “Milarepa was travelling with one of his students in Tibet, who was starting to act a little arrogant. They were suddenly caught up in a storm, and the saint shrank himself and sheltered in the horn, humbling his disciple,” Karmarong explains. Yaks are a constant feature in the exhibition, and the painter Karmarong has given them sentient eyes, with emotions like anger, introspection, suspicion, and even wide-eyed and crazed. “I was once told to study as voraciously as a yak grazes,” says Karmarong. But when humans tamper with it, something usually goes wrong.” Other pieces are even more abstract. ‘Mandala Fragment’ shows geometric shapes in vibrant colours. Says Karmarong: “It may seem chaotic to a viewer, but I can step back and see something different.” Behind Karmarong’s extraordinary skill and output is a rare life lived in harmony with fate. Even his birth was auspicious: Karmarong was born in a cave to parents returning from working in Himachal Pradesh in India on the eve of Buddha Purnima and Thursday. By age seven Karmarong’s father took him to a cave to learn Tibetan. At 13, the boy was sent to a monastery in Kathmandu and after six years he decided to pursue painting and became an apprentice to master thangka artist Palden. Karmarong trained intensively under the rigid rules of thangka painting. He then met Tenzin Norbu from Dolpo, who helped develop his spiritual connection to art. The yogi committed to a life of dharma to be reborn as an artist. Indeed, there are records of a yogi from Karmarong region named Jimpa Therchan, who struggled with building a monastery and was also a renowned poet and singer. Karmarong also sings, and has written ‘Turquoise Mountain: A Folktale of the Karmarong.’ The titles of the paintings are evocative: ‘Yak’s Reprieve’, ‘Echoes of the Sacred Route’, ‘The Black Yak’s Grace’, or 'The Yak and His Young Keeper.' He is also a YouTuber and his channel has singing performances, rap songs and travel vlogs. Karmarong has depicted his village as a religious, harmonious Shangri-La, although it leaves the viewer a little curious about the darker realities of the place like Milarepa’s own murky past. Karmarong has perhaps consciously or unconsciously woven his own life into the paintings: stories and destinies that translate into the real world. They show travellers leaving from or returning to Karmarong the place, or going on a pilgrimage, reflecting the artist’s own artistic, spiritual and religious journey that has taken him back to his roots. The Imadol neighbourhood of Kathmandu Valley was among the worst hit by last weekend’s devastating floods. The Manohara River, swollen by incessant rainfall, overflowed into the settlements along its banks. A photograph taken by French anthropologist Corneille Jest in monsoon 1972 shows the Manohara meandering across a wide plain, its banks lush with ripening paddy. Two farmers cross the field carrying a kharpan, a sturdy traditional bamboo basket carried on shoulders, that has almost vanished from the Valley today. It is a tranquil view of a once-emerald Valley and its unique civilisation that blended urban living with intense agriculture on the fertile topsoil. Gazing at these images shows us the life and times of Old Nepal. This and other photographs taken by Jest during his research in Nepal’s Dolpo and Kathmandu 60 years ago are a reminder of how much in Nepal has changed, and what remains the same. Jest was a prolific photographer and out of the 45,000 negatives in his collection, &nbsp;almost 100 black and white and colour prints were selected for this exhibition at the Patan Museum. “The data researchers collect rarely helps the community being studied.. This curatorial choice of placing the photographs of a place in a specific floor is important, allowing viewers to keep the two worlds separate. The photographs on the first floor are exclusive and published for the first time. There is also an 11 minute documentary on loop that captures the 1968 Seto Machhindranath festival. One does not just get to see this era but even hear its sounds. Photos of Dolpo on the second floor show how little the landscape and dwellings of this remote region has changed in the past decades, although with the road now reaching the district it will inevitably undergo rapid transformation. One would be in black and white and the other would be in colour,” explains Chaix who along with other two curators had to decide which would be a better fit for the exhibit. Jest’s photos of Dolpo are intimate and let the audience peek into the Himalayan lifestyle at the time. Researching about the Himalayan people and the culture while living in Tarap Valley, Jest developed a particular affinity for Dolpo, shares Guillaume Jest, one of Corneille’s sons, who was here at the inauguration of the exhibition.&nbsp; “I think that my father’s fondness for the population of Dolpo and their religion and culture comes from the fact that they build their way of life in a very harsh but breathtaking world of the high valleys of the Himalayas,” says Guillaume. This is a rich visual documentation of what people wore, what they ate, what the houses looked like, their daily work in the fields, the harvest process, cultural rituals and celebrations. “Corneille Jest’s photographs give us a rare insight into the everyday life, culture, and landscapes of Nepal during a pivotal period in the country’s history, just after its opening to the rest of the world. They reveal the depth and diversity of Nepali culture,” says Virginie Corteval, French Ambassador to Nepal, who opened the exhibition last week. But few know what the original palace of Subarna Shumsher Rana looked like. Corneille Jest’s aerial photograph in 1963 of the neoclassical palace gives us an idea of the grandeur and size of the complex that spread over a 7 hectare plot in Baluwatar. After the property was nationalised during the Panchayat, it has been fragmented, bought and sold numerous times. The scandal has put 18 of the 310 individuals charged behind bars. The present meets the past

Nepali activist Radha Paudel who works on dignified menstruation through her foundation shows in her new book just how pervasive menstrual discrimination is around the world.&nbsp;
Menstrual Stories: An Anthology from Global South is replete with tales of stigma, taboo, mockery, disrespect, shame, teasing, bullying by boys that persists.&nbsp;
Radha Paudel is a nurse who has worked in government hospitals across Nepal, and wrote an harrowing account about being caught up in the Maoist attack on Jumla in 2002. She turned into a dignified menstruation activist because of the discrimination and ostracisation she herself faced while growing up in Chitwan.
She established the Global South Coalition for Dignified Menstruation and Radha Paudel Foundation which hosted a six-month virtual fellowship in 2023 with participants from Austria, Bangladesh, Costa Rica, Malawai, Nepal, Nigeria, the Philippines, Sri Lanka, and the UK.&nbsp;
The book is an outcome of those interactions where campaigners across the world spoke about their own experiences of having their first periods, the reaction of their families, school mates and peers.
A thread running through all the stories is that no matter where in the world women are, rich countries or poor, North or South, educated or uneducated, menstrual taboos persist to a greater or lesser degree.
There are stories of girls not telling their parents because the first bleeding was “too sensitive”, the restrictions on the freedom of young women by family members, schools not teaching reproductive health with accuracy and the right values.
In one school in Dhaka, biology text books had the chapter on sexual reproduction stapled shut. Many young men in Colombia’s conservative Catholic families even refused to answer questions in a survey about menstruation, and some confused menstruation with masturbation.
In Nepal, the lack of separate restrooms for girls in schools and shame about menstruation has contributed to the high female dropout rate after Grade 5. The practice of chhaupadi in western Nepal is an extreme form of menstrual banishment.&nbsp;
Paudel does not like the word chhaupadi because it is “too neutral”, and does not convey the discrimination.
The books also has examples of women across the world resisting the stigma and taboos, and spreading awareness.&nbsp;
A marathon runner in the UK recently ran without pads and ‘let the blood flow freely’. A Chinese athlete who won a medal at an international sports event was frank in her answer to a question from the media about her performance: she said she was having her periods.
Writes Laura Contreras-Aristizabal from Colombia: “It is ironic that despite the fact that more than half of the world’s population is made up of women and menstruating individuals, menstruation is still stigmatized and a taboo subject.”
We know there are even more serious problems of female genital mutilation in some parts of the world. But for the more pervasive and persistent occurrence of menstural discrmination, this slim volume offers practical solutions in schools and society to ensure a more dignified approach to accepting the monthly biological cycle in women without stigma.&nbsp;

Menstruation is normal, period

Prime Minister K P Oli’s visit to China this week was proof that Nepal suffers self-inflicted geopolitical harm. Let’s call it the ‘China syndrome’.
Weeks before the visit, opposition politicians, coalition partners, op-ed influencers all started ringing alarm bells about backlash from India about Oli not going to Delhi first. Maoist leader Pushpa Kamal Dahal even internationalised a domestic issue by telling an Indian newspaper what it wanted to hear about Oli using ‘the China card’. 
The acronym BRI was in every page 1 headline for a month before the visit. It was almost like this was payback time for how the American MCC deal was nearly cancelled two years ago. The governing UML’s main coalition partner maintained that Nepal should accept only grants, and no more loans from China.
In the end, after much last-minute backroom haggling in Beijing, a compromise formula was found for Nepal to finally sign the BRI on Wednesday. The trick was in semantics: calling the BRI a ‘Belt and Road Initiative Framework Cooperation Agreement’. Not that this was going to make much of a difference.
The grant vs loan dispute was also tidily bypassed by using the oxymoronic term ‘aid-assistance’. This should make way for both grants and soft loans from China to fund infrastructure and development projects under the BRI, which was what it was going to be anyway. And that was enough to prove that Oli’s visit to China was not just a junket.
Ten out of the 12 projects proposed by Nepal were ‘accepted’ by the Chinese side as part of the BRI deal: the Hilsa-Simikot Road, Kimathanka-Khandbari Road and Kimathanka Bridge, the Tokha-Chhahare tunnel, the trans-border Kerung-Kathmandu railway and a 220kV Kerung-Rasuwagadi transmission line among them. 
But given how past bilateral agreement since President Xi Jinping’s visit to Kathmandu in 2019 have languished, there is likely to be the usual inertia on the Nepal side. Tellingly, there was no agreement on Nepal’s wish for the cancellation of the $220 million loan from China’s Exim Bank for Pokhara airport. The most tangible outcome seemed to be water buffalo meat export, China sending Mandarin teachers to Nepal, a future ‘friendship park’ in Oli’s home constituency of Jhapa and a city hall in Sher Bahadur Deuba’s constituency of Dadeldhura. 
Nepal signed the framework agreement of the Belt and Road Initiative (BRI) with China in 2017, initially proposing 35 development projects which came down to nine. In 2020, China sent Nepal a BRI implementation plan, but progress was mired in politicisation and red tape. This time, a joint task force involving members of the UML and NC drafted the BRI Framework agreement prior to PM Oli’s visit to China.
“Although some of the funding is in the form of grants, the BRI’s financial modality is usually commercial and concessional loans anyway,” says Mahesh Maskey, Nepal’s former ambassador to China. “While commercial loans are expensive, BRI concessional loan interest rates have been as low as 0.3%. If we only seek grants, we could have chosen to do that through normal bilateral agreements like we do at present. Why choose to pursue grants under the BRI?”
China-watchers in Kathmandu say Beijing has stopped taking Kathmandu seriously because Nepali leaders never do what they say, are tangled up in power struggles and do not implement agreements. Instead of begging China to forgive the Pokhara airport loan, they say Nepal has not done anything to promote it as an alternative tourism gateway. Not even Nepal’s own carriers like Nepal Airlines and Himalaya Airlines fly there from Chinese cities.
In fact, the last minute deal-making on the BRI Framework Agreement is a classic example of how not to conduct bilateral negotiations. It did provide Oli with a fig leaf, but a lot now will depend on how Nepal’s leaders stop being distracted by external geopolitics, and pay urgent attention to internal delivery.

China syndrome

Migrant workers in Saudi Arabia are enduring widespread ill-treatment including forced labour to build giga-projects as FIFA prepares to officially announce the country as host of the 2034 World Cup next week, a rights group said.&nbsp; Details of pervasive labour exploitation are contained in a 79-page report by <a href="https://www.hrw.org/" target="_blank">Human Rights Watch (HRW)</a> titled ‘<a href="https://www.hrw.org/report/2024/12/04/die-first-and-ill-pay-you-later/saudi-arabias-giga-projects-built-widespread">Die First, and I’ll Pay You Later</a>’ including exorbitant recruitment fees, wage theft, dangerous working conditions, and barriers to mobility. Most of the projects are funded by the Saudi Public Investment Fund (PIF), and <a href="https://www.hrw.org/middle-east/north-africa/saudi-arabia" target="_blank">HRW</a> condemns FIFA for proceeding without enforcing robust human rights commitments, raising concerns about potential exploitation tied to the massive infrastructure demands of hosting the tournament. “The human engine powering the construction of Saudi Arabia’s multibillion dollar giga-projects is the migrant workforce, who are facing widespread rights violations in Saudi Arabia without any recourse,” says HRW’s deputy director for the Middle East, <a href="https://www.hrw.org/about/people/michael-page" target="_blank">Michael Page</a>.&nbsp; “FIFA’s fake <a href="https://www.hrw.org/news/2024/10/28/saudi-arabia-flawed-assessment-world-cup-bid" target="_blank">evaluation process</a> to award the 2034 World Cup without legally binding human rights commitments will come at an unimaginable human cost, including adverse intergenerational impacts on migrant workers and their families,” Page added. The report is based on interviews with 155 current and former migrant workers, mainly from South Asia, and families of labourers who have died. Workers are often forced to pay illegal recruitment fees, and in Saudi Arabia employers frequently violate contracts, withhold wages, and impose severe restrictions on job transfers.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241204121216_ea90aba692b22a6acb6b67d939ad623187128a060929e53c5c854f38e14bbffe.jpg" data-media-id="editor_5" data-image-id="20241204121216_ea90aba692b22a6acb6b67d939ad623187128a060929e53c5c854f38e14bbffe" data-rendition-name="original" width="1777" height="1000" loading="lazy" alt="'Die first, get paid later' NT"> <figcaption>Photo: ALEX SERGEEV/WIKIMEDIA</figcaption> </figure>  One worker reported being denied wages after two months, with a manager telling him, “Die first, and I’ll pay you later.” Another worker employed at the NEOM project described paying up to $3,200 to move to another job, while many were forced to sign agreements to reimburse employers for leaving their positions. The number of migrant workers in Saudi Arabia is more than <a href="https://portal.saudicensus.sa/portal/public/1/15/45?type=DASHBOARD" target="_blank">13 million</a>, and is expected to increase further as planned giga-projects are built. Of them, currently about 380,000 migrant workers are from Nepal.&nbsp; Workers also face extreme isolation and unsafe conditions, including <a href="https://www.migrant-rights.org/2024/06/from-frying-pan-to-fire-from-climate-stricken-villages-in-nepal-to-extreme-heat-in-gulf-workers-risk-lives-for-livelihoods/" target="_blank">heat exposure exacerbated by climate breakdown</a>. HRW had issued a similar report on worker abuse ahead of and during the <a href="https://nepalitimes.com/here-now/rights-referees-blow-whistle-on-world-cup-fouls" target="_blank">FIFA World Cup in Qatar in 2022</a>. “Every day, one or two workers faint,” said a laborer on the <a href="https://www.neom.com/en-us/regions/theline" target="_blank">NEOM project</a>, a flagship PIF-funded futuristic megacity called ‘The Line’. Uninvestigated deaths are common, with 80% of 884 Bangladeshi worker deaths between January-July 2024 attributed to ‘natural causes’ without proper examination. A report in Migration-Rights.org in 2022 calculated that at least one worker a day died in Saudi Arabia. And <a href="https://www.middleeastmonitor.com/20241112-21000-workers-killed-building-saudis-the-line-project-media-reports/" target="_blank">an ITV report</a> earlier this year said at least 21,000 migrant workers had already died during construction of The Line. The widow of one Indian plumber told HRW: “He did not have any health issues. We do not believe that he died of natural death as is mentioned in the death certificate. The death was not investigated properly.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241204121216_41af7c1aab8d9c0169884bda3618c6d408eab213ddf09551637715365844873f.jpg" data-media-id="editor_11" data-image-id="20241204121216_41af7c1aab8d9c0169884bda3618c6d408eab213ddf09551637715365844873f" data-rendition-name="original" width="1767" height="1000" loading="lazy" alt="'Die first, get paid later' NT"> </figure>  The worker used to send home $536 every month to cover family expenses, education, and outstanding loans. After his death, the family in India is destitute. Saudi Arabia’s World Cup bid entails the aconstruction of 11 new stadiums, the refurbishment of four others, and the creation of more than 185,000 hotel rooms, alongside significant transportation infrastructure.&nbsp; HRW wants FIFA to mandate strict labour protections and accountability measures before awarding <a href="https://www.dezeen.com/2024/08/01/2034-world-cup-stadiums-saudi-arabia/" target="_blank">World Cup</a> hosting rights, and criticised the Saudi government for failing to enforce existing labor laws and implement promised reforms. “Saudi authorities are spending billions to polish their global image, but the true cost is borne by exploited workers,” said Page. “Effective labour reforms and enforcement are overdue and critical.” Without meaningful changes, the HRW report warns, the 2034 World Cup could perpetuate cycles of abuse with devastating consequences for millions of migrant workers and their families. <a href="https://www.hrw.org/report/2024/12/04/die-first-and-ill-pay-you-later/saudi-arabias-giga-projects-built-widespread">The HRW report is available in full here</a>.

'Die first, get paid later'

Global Voices Summit in Kathmandu

Despite the contemporary narrative that Nepalis are giving up on their country and are migrating in droves, a recent public opinion poll shows that nearly half the Nepalis are still positive about the direction the country has been going since the last election in 2022. Asked if they feel that the situation has worsened, improved, or remained the same in the past two years, 45.4% of the respondents in the nationwide survey said they were satisfied about the way Nepal is headed. Of them, 13.9% of respondents said they were ‘significantly positive’, while 31.5% said they were ‘somewhat positive’ about the situation in Nepal over the past two years. Although 34.6% of those answering the question believed that the socio-political situation in the country was ‘unchanged’ since 2022, Sharecast Initiative in its analysis of the results, said there was ‘a notable sense of optimism about the current state of affairs’. Even so, about 18% felt the situation was either ‘significantly negative’ or ‘somewhat negative’. And most respondents (35%) felt there had been no change in the country’s situation in the past two years.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241201111212_f1ec1009533e9c1e6847672142da4688694159bb5ff0e5dc9088007cb6d995a1.png" data-media-id="editor_0" data-image-id="20241201111212_f1ec1009533e9c1e6847672142da4688694159bb5ff0e5dc9088007cb6d995a1" data-rendition-name="original" width="1192" height="1030" loading="lazy" alt="Nepalis not so unhappy"> </figure>  “If we count those who say ‘no change’ as not being satisfied and add that to those who had a negative view of the way the country is going, then we have 55% of the people not happy,” says Madhu Acharya of the research organisation Sharecast Initiative Nepal, which conducts annual public opinion polls. Still, 45% of the people being positive means the national mood is not as pervasively cynical and despondent as Nepal’s public sphere believes it is. Even more unexpected, and also contrary to prevailing perceptions, is that disaggregated data of the responses showed that the level of optimism is highest among young Nepalis, especially women. It was also higher, not surprisingly, among those in the higher income brackets. A higher percentage of female respondents (15.6%) thought Nepal’s current situation was ‘signficantly positive’ while only 12% of males felt that way. More men (11.5%) also had a ‘negative’ view of the past two years, compared to only 7% of women feeling the same way. Provincewise, most of those surveyed in Bagmati and Gandaki said there had been no change, while in the Madhes Province respondents held strong views with 26.5% saying they were ‘signficantly positive’ and 15.7% feeling things are ‘signficantly negative’ — both positive and negative responses were higher in Madhes than any other province. Because Nepal’s migration pattern is blurring the lines between city folk and those residing in villages, the level of positivity was at equal levels in both urban and rural areas of the country, with nearly half the respondents in both areas feeling ‘somewhat’ and ‘significantly’ positive about their circumstances. Literacy appears to play a significant role in determining satisfaction with the state of affairs. Generally, those with higher education were happier than those with less education. Illiterate respondents had the most negative view about their status. Even though understanding among media commentators is that Nepali youth are frustrated and cannot wait to leave the country, the survey showed that 54% of those in the 18-24 age group were either ‘somewhat’ or ‘significantly’ positive about the state of things. In general the older people are, the less happy they seem to be about the way things are. The survey results showed that even though those with higher incomes are generally more satisfied, one-tenth of them felt ‘significantly negative’ about the way things are going in Nepal. The scientific poll was conducted face-to-face earlier this year among 4,267 respondents from all seven provinces and three ecological zones. Nearly 70 supervisors and enumerators fanned out across the country to interview Nepalis selected by domicile, gender, walks of life, socio-economic strata, ethnicity in the ratio of their representation in the population. Most Nepalis see progress in <a href="https://nepalitimes.com/editorial/beijing-30-zak6iu1w">gender equality</a>, but cite problems: 1. Violence against women 2. Lack of say within households 3. Political representation 4. Societal restraints  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241201111224_faf741ca7a1187cb971b468eca573c8c3ee756f585d6a72e0dc1bd99114f4088.jpg" data-media-id="editor_2" data-image-id="20241201111224_faf741ca7a1187cb971b468eca573c8c3ee756f585d6a72e0dc1bd99114f4088" data-rendition-name="original" width="6720" height="4480" loading="lazy" alt="gender equality"> </figure>  As the world marks 16 Days of Activism against Gender-Based Violence from 25 November–10 December, a recent public opinion poll in Nepal has shown that both men and women respondents place ‘safety from violence’ as their number one concern. Asked ‘What are the primary issues facing women in Nepal today?’ more than one-third of the respondents felt it was safety and security. Both genders – and especially younger respondents -- identified protection from violence as the main problem facing Nepali women. Geographically, people in Bagmati, Sudurpaschim and Madhes prioritised safety as of women as their main concern.&nbsp; Societal restraints against women was seen as the second-most important problem, especially in regions of the country considered to have more entrenched patriarchal norms like the Karnali. ‘Lack of household decision-making’ was the third main issue respondents said women in Nepal face, and this was especially pronounced in rural areas. It could be a significant pointer to the feminisation of Nepal’s hinterland, with the outmigration mainly of young men from households.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241201111216_79f09832d11b27679a1cbeb8a8f9189d28afdd3b91a52df4c143d876e23d06f8.png" data-media-id="editor_3" data-image-id="20241201111216_79f09832d11b27679a1cbeb8a8f9189d28afdd3b91a52df4c143d876e23d06f8" data-rendition-name="original" width="1420" height="858" loading="lazy" alt="gender equality in Nepal"> <figcaption>Source: SHARECAST DATA INITIATIVE, THE STORY KITCHEN</figcaption> </figure>  This was among seven questions asked in a recent nationwide survey ‘General Perceptions of Gender Issues in Nepal’ by Sharecast Data Initiative and the Story Kitchen. The poll was conducted by enumerators in face-to-face interviews with 4,267 respondents selected for a balanced representation of Nepal’s population.&nbsp; In answer to questions if Nepal has been making progress on gender equality, most respondents had positive outlook about female representation, constitutional and legal safeguards and cultural norms. Asked about Nepal’s socio-political and cultural changes affecting women, nearly 62% had a positive response while about 15% said they had noticed no change and about 16% said the country was moving in a negative direction. Younger respondents of both genders, urban residents and those with higher education and income levels tended to have a more optimistic view about socio-political and cultural changes that affected women.&nbsp; In response to a question about new constitutional and legal provisions safeguarding women’s rights and gender equality, nearly three-quarter of respondents (both men and women) felt they had benefited women. In its analysis of the results, Sharecast says: ‘However, there are areas of concern, particularly among less educated and lower income groups, indicating a need for targeted interventions to address these disparities.’&nbsp; In response to the question about which areas Nepali women have not yet received equal opportunities with men, a surprising 35% said they could not answer, while 20% felt there was no inequality anymore.&nbsp; But among those who said there was inequality, the highest number (12.8%) said it was within in the household. Almost as many cited unequal representation in politics, while education, high-paying jobs and protection from violence were also of concern to respondents.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241201111220_59198bf078425a63f4a27fe6f6910170fd22ded6da77824de2bdd3c5ebbb337a.png" data-media-id="editor_5" data-image-id="20241201111220_59198bf078425a63f4a27fe6f6910170fd22ded6da77824de2bdd3c5ebbb337a" data-rendition-name="original" width="1430" height="928" loading="lazy" alt="gender equality in Nepal"> </figure>  More men (16.3%) cited unequal political representation, while only 9.5% of women respondents felt that was an issue and they pointed to not having enough say within the household (13.7%) as their main concern. Asked about the problems faced by Nepal’s men, the highest number of respondents (27%) said men had ‘no problems’, and a significant number (14.4%) said they had no idea. Most of those who chose to answer (15.4%) said it was lack of jobs and wages.&nbsp; To a question about the problems faced by adolescent girls and boys, substance abuse and mental health topped the list (22.7%), while violence against girls (21.3%) and education came next. Nepalis not so unhappy

Ahead of the final <a href="https://nepalitimes.com/news/ruckus-at-the-rangasala">SAFF Women’s Championship</a> game between Nepal and Bangladesh in late October, the All Nepal Football Association (ANFA), had to take over the sale of tickets for the game in Kathmandu after turnout exceeded the stadium’s 15,000 capacity. Thousands of fans queued up for hours to see the match, and more than 1 million people tuned in to watch the game on YouTube where it was officially streamed live, marking highest live viewership ever recorded in Nepal’s sports history. The women’s team <a href="https://nepalitimes.com/here-now/nepal-defeated-but-not-dejected">lost that final match to Bangladesh</a>, but the spirit and skill the Nepalis displayed shined a belated spotlight on Nepal’s female athletes. &nbsp; In 2024, Nepali athletes in many other sports besides football also showed notable performances on the world stage, and their compatriots attended the events in overwhelming numbers to cheer them on. &nbsp; In March, Nepal’s para-taekwondo player Palesha Goverdhan won gold during the Asian Paralympics qualification rounds, advancing to the 2024 summer Paralympics games in Paris, where she won the bronze in September. Photo: ICC</figcaption> </figure>  Meanwhile, <a href="https://nepalitimes.com/here-now/sunmaya-budha-stays-in-the-running">Nepali ultra-marathon runner Sunmaya Budha</a> has run seven races across the world this year, most recently placing 11th overall and first among women at the 105km Tsaigu Trail in November.&nbsp; “Nepali women have been performing exceptionally across many sports events both individually and as teams,” says national volleyball player Saraswati Chaudhary. “And as our games get better, our quality of life has also begun to improve.” Most Nepali athletes attribute the success of themselves and their teams more to teamwork, dedication and drive than government support, funding, training, and infrastructure. The Ministry of Youth and Sports is the least coveted portfolio whenever a new government is formed because it is among those that has the smallest annual budget.&nbsp; In fact, Nepal’s leaders have been too busy with their own power play to pay attention to the development of sports in Nepal. Although senior officials are fast to take credit for any outstanding performance, they do not provide athletes with adequate support, and there is even less of that for female sports people. In fact, what is suprising is how well Nepali women athletes have been performing despite the lack of state backup. The latest example is the 10th Nepal National Games, which was supposed to run from 17-24 November in Karnali Province but could not be held. Officials have been mum about the reasons, whether it has been postponed or suspended. &nbsp; The national budget this year allocated Rs3.5 billion to the Ministry of Youth and Sports, Rs600 million of which was set aside for the National Games. While sports in general gets the short end of the stick, female athletes are even more left out. Some of Nepal’s notable athletes in cricket, football, volleyball, and karate came together in a panel to talk about the state of women’s sport in Nepal at the Kantipur Conclave earlier this month. They discussed, sometimes emotionally, what has prevented women from performing better in consequential tournaments. Regardless of sport, their concerns were similar: lack of infrastructure, investment, and training for female athletes.&nbsp; While the men’s teams have league, club, and other domestic games and tournaments, the women do not.&nbsp; Nepali women’s football team ranks 99th in the world, and is many notches higher that the men’s national football team, which is ranked an inglorious 176th globally. Even so, the women footballers do not get the opportunities as their male counterparts to participate in competitive domestic league and club games to gain exposure and experience. &nbsp; The same is the case for women in cricket. Nepal’s national women’s team captain Indu Barma has publicly poured scorn at the lack of domestic matches and league tournaments for female cricketers in the country, even as men have the opportunity to play in the upcoming <a href="https://nepalitimes.com/here-now/here-comes-the-nepal-premier-league">Nepal Premier League</a>. This comes as other South Asian nations expand investment into sports, and women’s sports in particular.&nbsp; Days after Nepal lost the SAFF Women’s cup, a player in the national football team Preeti Rai appeared in a tv interview to highlight the difference between training regimen in neighbouring countries.&nbsp; “I learned from friends in Bhutan that they has months of intensive training, and even got homework at football camp. We did not even know you could get homework in football,” Rai mused.&nbsp; A silver lining, especially for Nepali women footballers, is that this has led them to play for international clubs, where they are gaining income and experience they would not get at home.&nbsp; Currently, 10 players from the national women’s football team roster play for international clubs. Striker Sabitra (‘Samba’) Bhandari joined the French Division 1 club En Avant Guingamp, playing her first match for the team in February.&nbsp; Team captain Anjila Tumbapo Subba signed up with the Greek A Division Women's football club Nees Atromitou in September. Seven more national team players play for Indian clubs, and for a club in Abu Dhabi. Rai’s impassioned post on social media after the team’s loss, in which she introspected her team’s performance, her future in the sport, as well as the future of young Nepali girls who hope to become footballers, garnered much attention on social media, and opened discussions about the state of women’s sports in the country.&nbsp; What rankles women athletes the most is discrimination with their male counterparts over the issue of pay. Male football players used to earn more than twice the amount than their female compatriots before ANFA decided to introduce equal pay in 2021. At present, contracted players from both the men’s and women’s team receive a monthly salary of Rs30,000 per month.&nbsp; However, the same does not hold in other sports. When the Cricket Association of Nepal (CAN) announced its central contracts for players in 2020, the male players earned more than thrice the amount that female cricketers. A new annual contract was announced earlier in 2024, for 30 male and 19 female cricketers, with players divided into four ‘grades’ from A to D, with an additional category for emerging players.&nbsp; But although salaries for players were increased, female cricketers still earn half of what their male counterparts make.&nbsp; The remuneration of volleyball players is even less. Nepal’s volleyball players receive a measly Rs5,000 monthly salary, that too not from the government but from former players based overseas who have taken the initiative to contribute.&nbsp; Money for sports tends to come only in the form of rewards and cash prizes after (and only if) players win important matches. They are also garlanded and welcomed with a parade around Kathmandu in open pickups, but not if they lose.&nbsp; Palesha Goverdhan was awarded Rs6.5 million by the government, and got more cash prizes from the private sector groups for her bronze in the Paris &nbsp;Paralympics. The Nepali women’s volleyball players who won silver at the CAVA tournament received Rs300,000 as a prize.&nbsp; These rewards are well-deserved, but female athletes say investment in women’s sports needs to come in regularly, and before they win matches.&nbsp; Then there is the tremendous pressure from the Nepali public to perform better, and unending criticism when athletes are unable to meet expectations in crucial matches. &nbsp; “We’ve heard claims that the Nepali women’s team are going to play the 2027 World Cup,” Anjila Tumbapo Subba, captain of the Nepali women’s national football team, remarked sardonically at the Kantipur panel. “We might as well say that our team is going to play on the moon next.” And as with most career paths, there are societal constraints, but perhaps more so in sports, which many Nepali national female athletes have discussed being discouraged from because “it is something boys do”. “Just as women athletes begin to peak in their sport, there is pressure to settle down and get married, and discontinue their career,” said Saraswati Chaudhary. “I have seen many great female athletes migrate overseas because of this.”&nbsp;

Nepal’s women excel in sports in 2024

The Nepal Premier League T20 men’s cricket tournament is a culmination of much progress in the sport in Nepal over the past decade, and a thrilling first step into higher level sports events in the country. Adding to the excitement is the international talent taking part. The tournament features eight teams made up of Nepali and international cricketers, including Shikhar Dhawan, one of India’s greatest ODI batsmen over the 2010s, and an IPL stalwart for the Delhi and Mumbai franchises. Dhawan is playing for the Karnali Yaks at the NPL. Other eminent imports include Kiwi batsman Martin Guptill, Indian-American Unmukt Chand, and Trinidadian fast bowler Anderson Philip. The NPL franchises are named for Nepal’s provinces and cities. Beside the Yaks, there are the Biratnagar Kings, the Chitwan Rhinos, the Janakpur Bolts, the Kathmandu Gurkhas, the Lumbini Lions, the Pokhara Avengers, and the Sudurpaschim Royals. The franchises have a wide variety of backers, including Kantipur Publications behind the Gurkhas, Chitwan Medical College behind the Rhinos, and Himalayan Builders for the Yaks. These entities are paying the international stars salaries rumoured to be in the Rs5 million range ($37,000) for the 21-day contest.&nbsp; The teams will play each other first in a round-robin league, after which the best performers will progress to playoffs. There will be 32 games in total, all to be held at the Tribhuvan University International Cricket Ground in Kirtipur which is being spruced up, including additions of an expanded boundary, digital scoreboard, new sight screens, and practice pitches.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241129041152_9236da646959b888a8635b10bd46b9f9e08f0068ab031a4b8ad736a185288164.jpg" data-media-id="editor_0" data-image-id="20241129041152_9236da646959b888a8635b10bd46b9f9e08f0068ab031a4b8ad736a185288164" data-rendition-name="original" width="1080" height="1080" loading="lazy" alt="NPL"> </figure>  “Holding all the games at the same stadium makes sense logistically for this inaugural season,” says Chhumbi Lama of the Cricket Association of Nepal (CAN). “Future editions will see matches happen across Nepal.”&nbsp; Another benefit of the tournament in future is that it may expedite the completion and upgrades of stadiums across the country, such as Mulpani Cricket Stadium in Kathmandu, the Gautam Buddha International Stadium in Bharatpur, and the Fapla Cricket Ground in Kailali. The main benefit of the tournament is said to be the development of Nepali cricket talent. The rules are also made up to favour this with each 16-player squad having no more than four foreign players. One Nepali ‘marquee’ player was selected by lottery, and others were signed through auctions for as high as Rs1.5 million. “Each team will have the marquee player from the province they represent,” says Lama, although this does not seem to be the case in practice. The 24-year-old leg spinner Sandeep Lamichhane, for example, is captaining the Biratnagar Kings, although he comes from Syangja district in Gandaki Province. “NPL’s goal is to support the development of cricket and our players,” says ex-captain and CAN secretary Paras Khadka. Players who are not usually selected for the national team will have the chance to show their cricketing skills. This has proved very beneficial in similar domestic leagues around the world. The Indian Premier League, for instance, led to the discovery and improvement of players like fast-bowler Jasprit Bumrah and batsman Suryakumar Yadav, who not only have become regular starters for the Indian national team, but also are now some of the top-ranked cricketers in the world, contributing to India being the best team in both T20s and ODIs. Nepal’s excellent run in the T20 World Cup this summer, with stellar performances against The Netherlands, South Africa and Bangladesh showed the world that the country could compete at the highest level in cricket. This has added to the legitimacy of the NPL and also promises longevity through future editions: the titular sponsor of the tournament, Siddhartha Bank, has committed to this role until 2029. Ncell is also involved, as the ‘Powered by’ sponsor, continuing the telecom company’s support for cricket, football, volleyball, golf and paralympic athletes. Another sponsor for the Kathmandu Gurkhas, is Chinese electric vehicle giant BYD. Adding weight to the NPL is that it is being broadcast live on Star Sports, giving it a global audience. The large sums of money offered to the athletes by fixers is tempting, especially considering that salaries are not only low but sometimes unpaid. This led to an investigation from officials from the International Cricket Council, and cases filed against cricketers by the District Attorney’s Office in Kathmandu. The much wider coverage of this tournament should do better at discouraging corruption. Ticketing partner Khalti reports that tickets for the opening game are quickly selling out. The winning trophy was revealed at a ceremony at Dharara on Saturday. Two games are scheduled almost every day until 16 December, with the first starting at 9:15AM and the second at 1:15PM. Playoffs start on 18 December with teams that end up third and fourth playing first, with the loser eliminated. The first and second play next, with the winner advancing to the final. The loser then plays the winner of the first match for a place in the final. This format, compared to a straight semifinal-final approach, rewards teams for having done better in the group stages, as teams 1 and 2 have multiple chances at reaching the grand finale on 21 December. A team to look out for is the Sudurpaschim Royals which is well-backed, with the most Facebook followers. Captained by popular national team all-rounder Dipendra Singh Airee, the Royals also have batsman Aarif Sheikh, bowler Abinash Bohara and Scottish all-rounder Brandon McMullen in their ranks.

Film Southasia Festival of Documentaries, which opened on 21 November by <a href="https://nepalitimes.com/here-now/from-the-forgotten-army-to-bajrangi-bhaijaan">director Kabir Khan</a>, wrapped up on Sunday with the Best Film trophy going to <a href="https://www.imdb.com/title/tt32590036/">6-A Akash Ganga</a> directed by Nirmal Chander Dhandriyal of India. The three-member jury noted that the documentary was 'a mesmerising tribute to the enigmatic Hindustani classical musician Annapurna Devi, whose genius shaped generations yet whose life remains shrouded in mystery.' With the theme, <a href="https://nepalitimes.com/here-now/documenting-the-anthropocene">Documentary in Anthropocene</a>, this year’s festival focused on the planetary breakdown, including in South Asia, while also presenting many documentaries that touched lives across boundaries.&nbsp; The festival was also host to workshops and discussions, kicking off with a directing workshop with <a href="https://www.youtube.com/watch?v=b4rgSDu1sDw">Bollywood director Kabir Khan</a>. ‘Kathaharu’ and the ‘WOW Festival’ conducted masterclasses with Jane Mote, The Whickers, UK, and film editor Shweta Venkat, in collaboration with Film Southasia. In 1995, World Bank President James Wolfensohn cancelled the Arun III project “in agreement with the government of Nepal” following pressure from activists in Nepal and abroad who objected not so much to its environmental impact as its cost. In 2017, India started work on the Arun III, now expanded to 900MW.
Excerpts of the report commemorating <a href="https://archive.nepalitimes.com/news.php?id=1864">10 years since Arun III</a> was cancelled, published 20 years ago this week in <a href="https://archive.nepalitimes.com/issue_page.php/223">issue #223 26 November – 2 December 2004</a>:
It was going to be Nepal's biggest hydroelectric project, and had construction gone ahead the Arun III would now be nearing completion.
With a price tag of $1.082 billion, it would have cost more than the kingdom's annual budget and generated 202 megawatts from the mighty Arun River near this town in eastern Nepal.
Some here have still not forgiven Kathmandu-based activists who killed the project that they thought would have transformed eastern Nepal. The World Bank itself was badly burnt, it has kept off hydropower ever since and only recently hinted at taking a new look at potential projects. It was on 5 August 1995, after a year of mounting international protests that the World Bank's newly-appointed president James Wolfensohn announced he was pulling out of Arun. The Japanese and German governments were under firece pressure at home too.
Arun III was one of the first examples of internet-based international activism. The International Rivers Network, Friends of the Earth Japan and German green groups joined Nepali activists opposed to the project to successfully lobby against the Bank and bilateral donors.&nbsp;
